Withhold assent to NBTC Bill 2016: ENSF request Nagaland Governor DIMAPUR, APRIL 13 (MExN): The Eastern Naga Students’ Federation (ENSF) has requested the Nagaland Governonr PB Acharya to “kindly withhold” his assent to the Nagaland Backward Tribes Commission Bill, 2016 which was passed during the 11th session of the 12th Nagaland Legislative Assembly. An ENSF press statement said the NBTC Bill was discussed, examined and debated by the Eastern Nagaland Peoples’ Organization (ENPO), Eastern Nagaland Legislatures Union (ENLU), Eastern Nagaland Gazetted Officers’ Association (ENGOA), Eastern Nagaland Women’s Organization (ENWO) and the ENSF and all the prominent leaders of Eastern Nagaland during a joint meeting held on April 12, at DUDA Guest House, Kohima. The Federation stated that the NBTC was borne out of demand made by it owing to the fact that despite having the Reservation Policy for decades, the Government departments failed to implement the said policy and various injustices were meted out by successive governments. However regretting that the NBTC Bill has been “watered down and diluted,” the Federation has requested the Governor to withhold his assent to the Bill till such time it is acceptable to the six tribes of Eastern Nagaland.

NCSU to boycott Mayatas and Gayatri NH fourlaning project Says company must first complete the projects under SARDP Phase-1 in Nagaland DIMAPUR, APRIL 13 (MExN): The Nagaland Contractors’ & Suppliers’ Union (NCSU) on Wednesday declared that it will not allow Mayatas and Gayatri (JV) to execute the fourlaning of Dimapur-Kohima National Highway project until the firm complete the 4 projects under SARDP Phase-1 in Nagaland. The 4 projects in question include construction of two laning road of Longleng – Changtongya road; Mon – TamluMerangkong road, Phek – Pfütsero road, and Zunheboto – Chakhabama road. The reaction from the NCSU comes in the backdrop of the announcement that Mayatas and Gayatri (JV) had bagged a work order worth Rs 340 crore from the Government of India for four-laning of the Dimapur-Kohima road. The NCSU, in a representation addressed to the Minister of Road Transport and Highway, Nitin Gadkhari, said it has been overwhelmed with the announcement of the fourlaning of the Dimapur-Kohima National Highway. It however expressed astonishment that the National Highways and Infrastructure Development Corporation Ltd (NHIDCL) and Ministry of Road Transport and Highways (MoRTH) had awarded the work order to the firm despite its failure to to complete the 4 projects under SARDP Phase-I in Nagaland.

the government, any firm handling the printing and supply of school textbooks should provide the study materials from day one of the academic session. It remains uncertain as to why the Nagaland State Government, or the Minister of School Education, continue to remain silent on the matter. According to a primary school teacher, the firm engaged for supplying the textbooks apparently seems to be “least bothered” of the State Government or the students “as to when it will provide the study materials.” DoSE officials had earlier washed their hands off the textbook issue while stating that “things were being handled by higherups.” It was also informed that the said firm handling the printing and publishing was reportedly recommended by the Education Minister. According to an official of the Education Department, the issue of the delay

of textbook is another manifestation of the cavernous corruption riddling the department. Textbooks for even classes 5-8 were supplied only in March. “Citizens ought to be earnestly concerned and they should demand answers or file RTI on the department. The extent of corruption in the department is scary,” the official, on condition of anonymity, said.

ACAUT Nagaland for suo motu action

Meanwhile, Against Corruption and Unabated Taxation (ACAUT) Nagaland said the “incompetency and mismanagement” of the Education Department was becoming almost “legendary” only to be matched by the “legendary tolerance” of the Naga people. Expressing worry that the children of Government Primary schools have still not received textbooks for the year 2016, when the first quarter of the year is almost over, ACAUT Media

Cell in a press statement said “this lapse in delivery of primary texts book on time is a matter of corruption in most diabolical nature.” It lamented that the Department of School Education (DoSE) has become a “sick department mired in every conceivable form of corruption- nepotism, back door appointment, non-payment of salary, mid-day meal scam, nonfunction of government schools, non- release of text books, bogus- proxy teachers etc.” In this, ACAUT urged the Nagaland Government to look into the matter with utmost urgency and initiate a thorough inquiry into it and take stringent action against those responsible for it, to ensure that future of children is not jeopardized. It also noted that the State Vigilance Commission must take suo motu action over the matter, in order to show that it is indeed doing its job.

An apparent attempt to construct a road at Rilan village, Dimapur by the Assam Police personnel was stopped after the Dimapur District Administration intervened. Alarm was raised today after Rilan villagers detected the attempted construction of an approach road to Rilan from National Highway (NH) 36. The construction had started from the Assam side of the interstate border and into Rilan village territory after crossing the Lengri stream, which is traditionally regarded as the boundary between Rilan and Dillai in Assam. Morung Express News The Department of School Education is in a thick soup with the textbooks for the Government Primary School section yet to reach the hands of the students. The textbooks meant for the Government Primary School of class 1-4 has already been delayed for three months now, with the business firm responsible for the printing and supply of the study materials stalling again and again. The last assurance provided by the firm, one ‘Unique Enterprise’ was to supply all the remaining consignment of the textbooks on or before April 10. This was informed by the Director and Additional Director of DoSE to The Morung Express on April 6, 2016 while mentioning that even a written assurance was received from the firm. However, as on Wednesday, April 13, it was learnt that the textbook consignment was yet to be supplied. A source from the District Education Office, Dimapur informed that the Additional Director of DoSE, who came down to Dimapur on Wednesday to meet the supplier and enquire on the delay, had to return to Kohima disappointed. He could not even meet the agent of the firm. There are more than 2000 Government Primary Schools in Nagaland and they, sadly, continue to remain impaired without textbooks. Meanwhile, the United Naga Tribes Association on Border Areas (UNTABA) has urged the Nagaland Government to immediately initiate steps to demand for “the complete implementation of Points No. 12 & 13 of ‘16 Point Agreement’ of 1960 so as to restore all the transferred Reserve Forests and Naga territories illegally occupied by Assam for all these years to Nagaland state.” UNTABA, in a memorandum addressed to the Chief Minister TR Zeliang on Wednesday highlighted that it has been sincerely exploring all possible ini-

British royals go on Kaziranga park safari 6 wounded as quake hits Manipur

Imphal, aprIl 13 (IaNS): At least six people were injured when an earthquake in the Myanmar-India border region shook Manipur on Wednesday evening, officials said. The injured people were rushed to hospitals, but are said to be out of danger. Hospital sources said their condition was stable. According to experts of Earth Science at Manipur University, the epicentre of the earthquake in Myanmar -- that occurred at 7.25 p.m. -- was located about 225 km from Imphal. Many people were seen rushing out of their homes fearing they will crumble. Officials told IANS that reports were being collected from other districts on the extent of damage and casualties, if any. The head offices of the State Bank of India and BSNL in Imphal suffered some damage. The new Secretariat as well as the Police Station in Lamphel area were also partially damaged.

Manipur activists strive to restore communal harmony

Imphal, aprIl 13 (IaNS): Several social organisations are striving for the restoration of communal harmony in the wake of clashes and attacks in some parts of Manipur's Imphal west and Thoubal districts. The present friction was triggered by the lynching of two youths and life changing injuries to a third boy at Iram Siphai on April 7 on the charge that the trio had allegedly lifted a two wheeler. The activists, who are quarterbacking the agitations including road blockades, said, "They were students who had gone to a

garden. Even if they had lifted the two wheeler the best thing to do was to hand them over to police. There was no need to attack them in that brutal manner". In the follow up agitations, over 50 persons were injured, mostly with bullets, nine houses and shops were gutted. Though the road blockade was suspended, some anti-social elements were having a field day for their personal gains. At this juncture, the moral police of the Muslim elders, the Anjuman, has come out to bring the anti social elements to justice. On the other hand, the

coordinating committee (corcom), the apex body of six proscribed underground organisations, has strongly condemned the clashes. "The clashes between the two communities are plans to divide and rule among the communities who have been living in peace and harmony," corcom said ina a statement. 14 Assam constituencies record more than 90 pc turnout GuwahatI, aprIl 13 (ptI): In a record turnout, more than 90 per cent voters exercised their franchise in 14 constituencies in Assam in the second and final phase of just concluded Assembly polls. Overall a high voter turnout of 84.72 per cent was recorded in the Assembly polls for 61 seats in the state. The seven constituencies in Dhubri district recorded the highest voter turnout of 91.23 per cent with five registering more than 90 per cent polling. Jaleswar constituency in Goalpara registered the highest turnout of 93.53 per cent in the state while the district, having four constituencies, itself came second among the districts with 90.65 per cent voting figures. Microsoft, Facebook reveal they pay equal to men, women New York, April 13 (iANS): Sending a message out to the world about bridging the gender pay gap, social networking site Facebook and technology giant Microsoft have disclosed that they pay male and female employees equally. The disclosure - that came on the “Equal Pay Day” on Tuesday - was announced after both the companies were pressed by Arjuna Capital, a Boston-based investment firm. Arjuna Capital had filed shareholder proposals at each of the companies, asking these to close the gender wage gap and release salary information, Wall Street Journal reported. Facebook and Microsoft are among nine technol-

India’s fuel demand rises at CREO launches its first ‘Made fastest pace in at least 15 yrs in India’ Mark 1 smartphone New Delhi, April 13 (reuTerS): India’s fuel demand surged to its highest level in at least 15 years in the fiscal year ended March, driven by growing appetite for gasoline-guzzling vehicles and a boost in mining and manufacturing activity. Fuel consumption, a proxy for oil demand, rose 10.9% to 183.5 million tonnes between April 2015 and March 2016, data from the Petroleum Planning and Analysis Cell (PPAC) of the oil ministry showed. Consumption of gasoline or petrol rose 14.5% to 21.8 million tonnes, its highest level in at least 15 years as Indian passenger vehicle sales grew at their fastest pace in five years in the last fiscal. Demand for gasoil, or diesel, grew at its fastest pace in 4 years, rising 7.5% to 74.6 million tonnes. Global carmakers are launching new compact sedans and hatchbacks in India at competitive prices and higher vehicle sales are expected to help push India ahead of China as the energy demand growth leader. Separately, India’s thrust on mining to curb costly imports, plan to double coal output by 2020 and a renewed manufacturing push under Prime Minister Narendra Modi’s flagship ‘Make In India’ drive helped boost consumption of diesel, which makes up about 40% of refined fuels used in India. Scantly rainfall in Asia’s third-largest economy also buoyed diesel demand, although India’s weather office predicts above average rains in the 4-month monsoon season that begins in June. Zeliang calls on Union Ministers for Kohima Smart City, other projects Dimapur, april 13 (mExN): Nagaland Chief Minister TR Zeliang on Tuesday called on Union Minister for Urban Development, Venkaiah Naidu to lobby for the Kohima Smart City project proposal. A press statement from Chief Minister’s Office Media Cell said Zeliang, at the meeting, explained to the Union Minister the importance of Kohima to be included in the Smart City project from the perspective of India’s Act East Policy. According to the Chief Minister, Kohima command a strategic position for India-ASEAN road and rail connectivity, as clearly demonstrated by the Battle of Kohima during World War II. Kumcho Yimchungrü, a citizen of Sotokur village in Tuensang district, was abducted between New Helipong (Helipong junction) and Sotokur villages while on his way to Tuensang Town on April 11. His motor bike and helmet were seen pushed off below the road, stated a press release issued by YTC General Secretary L. Chuba and Vice President Throngso. Electricity consumers in Tsg informed Kohima, april 13 (mExN): The electricity consumers in Tuensang district have been informed that due to damage of the 7.5 MVA, 66/33KV power transformer at 66/33 KV Sub Station, Tuensang in the morning of April 13, power supply has been disrupted. Temporary arrangement for partial restoration of power is being carried out by installing a 5 MVA power transformer in place of the damaged transformer. However, since the replaced transformer is of lesser capacity than the original one, load shedding will be in effect under Tuensang district till the damaged transformer is repaired and replaced. Consumers in the affected areas have been requested to kindly bear with the situation. All electricity consumers have also been requested to utilize power judiciously and desist from using high power consuming equipments such as A/C, heaters, electric cookers etc. to minimize load shedding hours since there is immense shortage of power during this lean season and accordingly power allocation to Mokokchung Load Centre is also very less to meet the demands of the consumers. Burma’s transition to civilian rule hasn’t At the back of my theatre stopped the violations of its Ethnic wars volume Xi issue 101

n the depths of the jungle, in the middle of the night, our little hero is busy in a marshy pit, surrounded by a herd of elephants. It is a particularly dark scene and you have to strain your eyes to figure what really is transpiring on the big screen as the projectionist has not brightened it. And just as the suspense unfurls, someone opens the door at the back of the theatre, flooding it with light. The scene you’ve been waiting for has come and gone. You have no clue why the elephants have taken a liking to Mowgli. This was Jungle Book, the film, as seen in Dimapur. Surely such instances are aplenty anywhere else. June last year the new avatar of an old film theatre reopened in Dimapur town. The excitement was so much so that a reviewer rooted for Dimapur’s entertainment-starved audience to “get ready to enter the celluloid world and immerse in its magic.” And, indeed, this is exactly what (good) cinema seeks to achieve—take you away from the agitation, corruption, lack of water, sanitation, electricity, the oppressive heat, the unrelenting government, the heartbreaks, and the other many losses for a few hours. In a cinema theatre, we gain the upper hand of watching the lives of multiple characters go by. Without having to apply ourselves very much, we can watch a story unfurl. Depending on how the film is written, directed and produced, our popcorns disappear into the black holes the theatre creates. And that is the price we pay for at a theatre, among other amenities. With so many people cluttered into a place, it is also a big task for the staff to keep the space clean and hygienic, sharp and running. However, as in Dimapur, it is not necessary to provide someone who buys a cheap ticket with an uncomfortable viewing experience as opposed to someone who can afford a ticket at a higher price. Either human being would be able to feel the discomfort of numbness creeping up the backside sitting on plastic chairs. The magical cinematic experience, for them, could end pretty quickly. But this is not an essay on class. As an aficionado, one goes to the cinema theatre instead of downloading the film online because most high budget films are produced for the big screen. Graphics have reached an impeccable degree of precision, camera work has become dramatic—overall production of good films today can be a breathtaking experience. To do justice to both the audience as well as the film makers, it is important that theatres employ good projectionists, and norms while screening a film. Constantly opening and closing of main doors, poor sound quality, going into ‘intermission’ in the middle of a song, stopping the film even before all the credits have rolled leave the viewer with an incomplete film experience. While we are not complaining about the efforts that have gone into reviving the single screen theatre, not even asking for an IMAX experience, small changes in the existing theatre could go a long way in enriching the experience of the “magical immersion” we call cinema. Why Sugar Addiction Should Be Treated Like Drug Abuse

A

t what point can your horrifically paralyzing need for sugar be considered a bona fide addiction? Is it considered an addiction when you forcibly coerce the child sitting next to you into handing over their half-eaten Ring Pop? How about when you’ve jury-rigged your CamelBak to pour a steady steam of Irn-Bru into your mouth as you sleep? Probably. That being said, it’s never been a better time to recognize your ungodly addiction and do something about it. A new study coming out of the Queensland University of Technology in Australia suggests the use of drugs that treat tobacco addiction could be used to wean people off of sugar. Neuroscientist Professor Selena Bartlett led the study, which was just published in the research journal PLOS ONE. She says the problem of sugar addiction is an important one, given that, according to the World Health Organization, 1.9 billion people are overweight, with 600 million considered obese. People are clearly consuming way too much sugar. But sugar consumption feels so good—and there’s a reason for that. The researchers point out that studies have shown that eating sugar elevates dopamine levels in our brains’ reward-and-pleasure centers. These are the same centers that go bonkers over tobacco, cocaine, and morphine. Perhaps the most effed up—and drug-like—thing about sugar is that long-term consumption leads to a reduction of dopamine, meaning you need to eat more sugar to get the same high. Sound familiar? Even worse, Bartlett says, is that “animals that maintain high sugar consumption and binge eating into adulthood may also face neurological and psychiatric consequences affecting mood and motivation.” Think you can just move to artificial sweeteners and nip the problem in the bud? Think again: researcher Masroor Shariff, who also worked on the study, says, “Interestingly, our study also found that artificial sweeteners such as saccharin could produce effects similar to those we obtained with table sugar, highlighting the importance of reevaluating our relationship with sweetened food per se.” The solution may lie in drugs like vernicline, sold under the name Champix in the US. The researchers say this drug is approved by the FDA to treat nicotine addiction, but their study showed it can also be helpful when it comes to dealing with sugar cravings. What this and other similar drugs like mecamylamine and cytisine do is to modulate your neural nicotinic receptors, making it easier to lay off sweeteners. Professor Bartlett says using good old willpower on sugar is tough: “Like other drugs of abuse, withdrawal from chronic sucrose exposure can result in an imbalance in dopamine levels and be as difficult as going cold turkey,” she said. But the class of drugs used to get people off smokes—known as nAChR drugs—may “represent a novel new treatment strategy to tackle the obesity epidemic.”

t was a late night in February when some 50 government soldiers charged into Kham Yi’s village in northeastern Burma’s Shan state. Brandishing assault rifles, the troops demanded food and shelter. Distraught villagers watched as the soldiers plundered their homes and slaughtered their livestock. The following morning, the village was split into groups according to gender. Some men were taken to a local monastery where their hands were tied behind their backs and they were forced to lie face down in the dirt. The soldiers kicked them and whipped them with sticks, demanding to know the whereabouts of armed rebels representing their ethnic group, the persecuted Ta’ang minority. Then they grabbed a small boy and forced him to identify members of the guerrillas, the Ta’ang National Liberation Army (TNLA). The child pointed at Kham Yi, whose son was forcibly recruited by the rebels some time earlier. He was quickly bundled away for interrogation. “They beat me on my arms, my chest and my back,” recalls the 50-year-old laborer, shifting nervously. “Another soldier said, ‘If you don’t tell me [where the rebels are], I will douse you in petrol and set you on fire.’” Ethnic armed rebels have been fighting for rights and self-determination in Burma, officially known as Myanmar, for decades. In the wake of a military coup in 1962, many of the nation’s myriad ethnic groups formed rebel armies in a bid to realize their own dominions (the country’s border areas are divided into seven ethnic states, and the government estimates there are 135 distinct ethnic groups). Today, with a civilian government installed under the de facto leadership of democracy icon Aung San Suu Kyi, ethnic violence is escalating in northern Burma, with torture and violence against civilians increasingly common. Suu Kyi, who trounced her opponents in Burma’s first open election in decades in November, has vowed to prioritize the peace process and end the country’s long-festering civil wars. But the Burmese military remains outside civilian control and continues to wield significant political power. Thousands of people have been displaced in recent weeks as the Burmese army stepped up its offensive against rebel groups that were excluded from a nationwide cease-fire agreement last year. Locally known as the Tatmadaw, the military that ran the country for half a century until 2011 has a notorious reputation for abusing civilians in the country’s volatile ethnic regions. In February, a disturbing video surfaced on social media seeming to show government soldiers and an affiliated militia flogging Ta’ang civilians in a village near Namkham in southern Shan state. The scene was reminiscent of the one described by residents interviewed by TIME. The Ta’ang Women’s Organization (TWO) and Ta’ang Students and Youth Organization have recorded dozens of cases of torture involving the military in the past few months alone, which typically involve soldiers targeting ethnic minorities believed to have ties to armed rebels, fueling suspicion that it is a calculated strategy. “My body was so battered I no longer cared if I lived or died” “In some villages more than 10 people [have been tortured],” says Moe Kham, general secretary of the TWO. “This is [the military’s] policy. Sometimes they burn the village or destroy their property … They think

they are putting pressure on the ethnic armed groups. This is one way they are oppressing the people.” A spokesperson for the government declined to comment, and the military could not be reached for a response despite repeated attempts by TIME. Several other Ta’ang villagers reported similar incidents of abuse. Aik Lock says he was bound, blindfolded and gagged after the Tatmadaw discovered a notebook belonging to the TNLA in his home. He assumes rebel soldiers left it behind when they lastw camped in his village. The army beat him throughout the night. “My body was so battered I no longer cared if I lived or died,” he says. His account is backed up by photographs showing his injuries. Kham Yi and Aik Lock say they were brutalized so severely they were unable to walk. They were confined in a military detention center in Kutkai until a local monk, a member of the Buddhist nationalist group Ma Ba Tha, negotiated their release at the start of March. Other villages in the region have been torched or even shelled by government soldiers, according to witnesses interviewed by TIME. At one, over 14 civilians were abducted for forced labor. “Abuses are part and parcel of Tatmadaw military culture, fostered by six decades of counterinsurgency operations all over the country,” says Anthony Davis, a regional security analyst with IHS-Jane’s. Rebels have also been accused of crimes, including extrajudicial killings and conscription of both Ta’ang and Shan civilians. The TNLA has a policy that requires every ethnic Ta’ang family to contribute one fighter. “We do have a recruitment drive but we recruit only Ta’ang people, no other ethnicities,” says TNLA spokesperson Mong Aik Kyaw, adding that only one able-bodied man from families with at least two sons is conscripted. “If one of them has some kind of disability, then we won’t demand the other to join.” An inclusive and durable cease-fire Ethnic conflict has engulfed Burma since the country gained independence from British rule in 1948, aggravated by decades of junta rule and militarization. In October 2015, a reformist government led by President Thein Sein inked a controversial cease-fire deal — supported by millions of dollars in international funding — with only eight out of over a dozen armed groups. The military excluded key parties from the process, including the TNLA. Since then, the army has escalated its offensive against nonsignatory rebels, allegedly in cooperation with a competing group, the Shan State ArmySouth (SSA-S), which was party to the cease-fire and now appears to have moved over a thousand of its troops across large swaths of government-held terri-

tory. Analysts say it forms part of the Burmese army’s long-term strategy to foster ethnic discord. “This is the continuation of a very long pattern by the Myanmar army of managing conflict but never solving it,” says Tom Kramer from the Transnational Institute, a policy group of scholars that focuses on democracy, social justice and ecological sustainability. Kramer adds that “divide and rule” tactics have been used by the military for decades. Mong Aik Kyaw says the rival SSA-S began moving troops almost immediately after making peace with the army. “Without some kind of understanding with the government, it would be impossible for them to mobilize across such a distance,” he says. The Burmese army and Shan rebels have denied collaborating with each other, with the latter insisting that it is reclaiming territory from the TNLA using soldiers based in the area. Min Zaw Oo, director of cease-fire negotiation and implementation at the state-backed Myanmar Peace Center, tells TIME that the Tatmadaw has repeatedly urged the Shan group to pull back its troops. Building an inclusive and durable cease-fire will present a major challenge for Suu Kyi when her government takes office on April 1. The military operates autonomously of Burma’s elected establishment, controlling 25% of seats in parliament and holding an effective veto over constitutional reform. All defense-related decisions must pass through the National Defense and Security Council (NDSC), in which the army holds a majority. The Tatmadaw also runs the crucial Border Affairs Ministry that manages Burma’s war-torn ethnic regions. “The NLD government will have a very hard time to control the conflict because they don’t control the [relevant] ministries, they don’t have a majority in the NDSC, and they aren’t in charge of the Myanmar army,” explains Kramer. “Even if the President says we should stop this conflict and there should be no more offensive operations, it won’t actually have any impact.” As a result, any resolution of Burma’s entrenched civil conflicts and related abuses will rest largely on the goodwill of the Burmese army. Suu Kyi will have to tread carefully in the hopes of negotiating a way forward. But early signs point to a growing rift between her and the armed forces, which have repeatedly blocked the Nobel laureate’s attempts to become President of Burma. (Despite winning a landslide victory in November, she is constitutionally barred from the post due to her two sons having foreign citizenship. Her close friend and personal confidant Htin Kyaw is President as her proxy.)

he Panama Papers leak offer for the first time a clear understanding of how world elites engage in shady financial mechanisms to avoid paying taxes and thus contribute to the financing of their national welfare system and development efforts. More importantly, the colossal sums mentioned shed doubt on the way those sums were accrued in the first place and the probity of 140 senior officials - many of whom are heads of state - from 50 countries. What can be considered as the "biggest leak in the history of data journalism" in the words of Edward Snowden, underscores the hypocrisy of many rulers who shamelessly opened offshore entities to protect personal assets while enforcing fiscal burdens on their populace. From David Cameron - whose father managed during 30 years an offshore holding in Panama as he was leading the fight against a Greek bailout in Brussels - to the family members of seven African head of states. From Mauricio Macri - elected

president of Argentina three months ago on a political platform to fight corruption - to the rulers of some of the most authoritarian regimes in the Middle East and Asia. All have demonstrated the same blatant cynicism while exempting themselves from the fiscal rules they imposed on their subjects or electorate.

The leak implicates Bashar alAssad through his cousin Rami Makhlouf at the same time as the rulers of several countries who pledged to bring him out of office. More importantly, the data analysis has been carried out simultaneously by 108 news agencies from 76 countries, all members of the International Consortium of Investigative Journalists (ICIJ) which has mainly been known until now for its work denouncing US lobbyists. The main takeaway from the Panama Papers leak is the confirmation that regardless of geopolitical interest, nationality or political affiliation, our world is plagued by the corruption of our political and economic elites who regularly ask everyday citizens to tighten their belts while they use offshore companies to perpetuate their lavish lifestyle. In this scenario, whistle blowers and the ICIJ are the only significant counter power shedding light on the abuse of dominant social casts. In a global society that remains dominated by a flawed nation state system in which rulers can perpetuate the legality of offshore financial schemes, albeit morally contestable, the resistance can only be a transnational popular movement of empowered individual citizens.

Unfair propaganda? Most will deny any involvement and will claim instead to be the victim of an unfair propaganda from foreign forces to destabilise their country. However, it will be hard for Vladimir Putin to explain how his best friend, a musician, is at the centre of a billion-dollar offshore scheme. Similarly, it will be tough for authorities in China to explain why the names of family members of at least eight current or former members of the Communist Party's elite Politburo Standing Committee - including Deng Jiagui, the brother-in-law of President Xi Jinping - can be found in the data leaked. Even if the state apparatus immediately tries to contain the spread of the information in both countries, the magnitude of the scandal will eventually force explanations. The argument of a foreign plot is hard to defend. First because the Panama Papers implicates and exposes political rivals. If Putin is presented as having hidden his wealth, so is Ukraine's President Petro Porochenko, Corrupt behaviour The political future of senior officials one of Putin’s most vocal opponents.

and head of state whose corrupt behaviour has been revealed in the Panama Papers will vary significantly from one country to the next. Putin will probably use these denunciations to his advantage, on the path to the upcoming presidential elections at the end of the year. His control over domestic media is such that he will portray himself as a rebellious scapegoat and his re-election remains very likely despite the developing economic recession. On the other hand, reactions in more liberal democracies may jeopardise the political future of senior officials linked to tax evasion in Panama. Hundreds of protesters in Iceland swarmed the capital Reykjavik calling for the resignation of Prime Minister Sigmundur David Gunnlaugsson. So far, David Cameron has declined to comment on the involvement of his father in these offshore schemes, but he will have to face heavy fire in Parliament and with media with a certain impact on the end of his time in office. Over the next couple of weeks, the Panama Papers will offer us a survey of the healthiness of domestic institutions in countries where elites have been compromised. From authoritarian regimes where the news will hardly be debated to vibrant democracies in which heads of state will be held accountable and might eventually have to step down. Fallout of Panama Papers to last months Amitha Rajan

n the biggest data leak in history, German newspaper Sueddeutsche Zeitung, along with the International Consortium of Investigative Journalists, on April 3 released findings on offshore companies based on confidential emails, bank records and client information belonging to Panama-based law firm Mossack Fonseca. The data, which amounts to about 11.5 million files dating back nearly 40 years, revealed the offshore holdings of at least 12 current and former world leaders, including several already tainted by past accusations of corruption. The findings exposed how hundreds of influential people and international companies across the world have used offshore companies to avoid taxes and facilitate financial fraud. The magnitude of the revelations has prompted authorities in Australia, New Zealand, France and the United Kingdom to launch probes into possible financial wrongdoing. While it will take several months for the full extent of the repercussions to become apparent, the scandal has already threatened political stability and led to anti-government protests in some countries. It has also highlighted major financial, legal and reputational considerations for implicated individuals and companies.

Political reverberations The initial revelations could stoke public discontent and unrest in countries where politicians are already grappling with allegations of corruption and—in some extreme cases—threaten political stability, as currently witnessed in Iceland. So far, current and former leaders from countries such as Ukraine, Qatar, Sudan and Spain, and the associates and family members of prominent politicians like Chinese President Xi Jinping and Russian President Vladimir Putin, have featured in the leaked documents. Multiple examples in recent years have demonstrated the growing propensity for large-scale popular protests against political corruption, and the Mossack Fonseca revelations will likely inspire major demonstrations, as already seen in Iceland on April 5. In particular, countries badly affected by fiscal austerity or slowing economic growth are likely to see an increase in anti-government rallies. Political opponents could exploit the episode to maintain pressure on those in power for some time to come, potentially initiating legal investigations into implicated politicians or forcing the resignations of suspects. Some of the countries that are likely to face political turmoil due to Mossack Fonseca data breach include Iceland, Pakistan, Argentina, Brazil, Malaysia and Mexico. Iceland The fallout from the data leak in Iceland demonstrates the direct threat to the futures of some governments, creating an unpredictable political environment in the affected countries. Large-scale public protests along with sustained pressure from opposition parties forced Prime Minister Sigmundur Gunnlaugsson to resign on April 5, though reports the following day claimed he had in fact stepped aside temporarily. The premier faced significant backlash after leaked documents showed that in 2007, he and his wife bought offshore company Wintris, which had substantial investments in the bonds of three major Icelandic banks that collapsed during the

2008 financial crisis. Since taking office in 2013, Gunnlaugsson has been involved in negotiations with creditors of the banks, which put him in a position to influence the value of the bonds that Wintris held. Pakistan According to leaked documents, all four of Pakistani Prime Minister Nawaz Sharif’s children either owned or were part of various offshore companies. Sharif and his family have previously faced corruption allegations, although they have been cleared of any wrongdoing. The latest revelations could reignite public skepticism and provoke a backlash from political opponents. Pakistan Tehreek-e-Insaf (PTI), the political party which in 2014 led nationwide protests against alleged vote-rigging in elections, has already called on the country’s tax authorities to launch a probe into the assets of the premier’s family. PTI’s protests in 2014 lasted more than four months and attracted tens of thousands of people in several cities, including Islamabad and Lahore. Argentina Files showed that Argentine President Mauricio Macri, who took office in December 2015, was the director of a Bahamas-based company that was dissolved in 2009, a fact that he failed to disclose while running for office. The Macri administration has said that the president had never been a shareholder in the company, but played an “occasional role” as CEO. The revelations provide an opportunity for government opponents to mobilize against Macri early in his presidency, at a time when fiscal reforms are already fueling public grievances among some sectors of the population. Brazil, Malaysia and Mexico The governments of Brazil, Malaysia and Mexico have faced unrest over public corruption in the past 12 months, and the leak threatens to strengthen public disaffection toward the political elite. Malaysian premier Najib Razak—who has spent much of the past year reeling under allegations that he embezzled money from debt-laden and state-funded 1MDB—could face renewed criticism following the disclosure that his son was involved in two offshore companies set up after Najib came to power. It could lead to fresh protests and lend impetus to opposition calls for the premier’s resignation. In Mexico, President Enrique Peña Nieto has just ridden a wave of public mistrust over a scandal linking the allocation of government construction permits and

personal house purchases. The revelation that Juan Armando Hinojosa Cantú—one of the country’s richest tycoons also involved in the previous scandal—has allegedly hidden $100 million in offshore companies could rekindle protests, especially as his company has secured tens of highvalue government contracts. For Brazil, the leaked documents widen the scope of the Petrobras corruption scandal that has gripped the country and threatened to bring down the government of President Dilma Rousseff. Three months after Brazilian authorities had charged two employees of Mossack Fonseca with money laundering in connection with Petrobras, Eduardo Cunha, the speaker of the lower house of Congress, as well as 57 people already linked to the scandal featured in the law firm’s files. Although the leak did not implicate any politicians from Rousseff’s Workers Party, it will fuel public disaffection toward politicians inside the country, sentiment that has contributed to anti-government protests that at their peak have attracted as many as 2 million people. Challenges for businesses For corporates, the leak presents notable reputational and legal risks. In the short term, businesses implicated could face reputational risks from targeted campaigns by activists, similar to those that were directed at companies such as Amazon, Google and Starbucks in 2013 for tax avoidance on their UK sales. In the long run, legal scrutiny could compound reputational challenges, and companies will also need to bear the associated financial costs. Following the leak, UK tax authorities have requested access to documents from media organizations involved in publishing findings, and the HM Revenue and Customs has said that multiple offshore companies, including some based in Panama, are currently the subject of “intensive investigations.” The Australian tax regulator is investigating 800 individual taxpayers who are residents of the country and whose names have featured in leaked documents. Any association with a Panama-based entity for the purposes of wealth management is likely to present major reputational challenges for businesses, given that the country has some of the world’s strictest financial secrecy laws. Panama also has a poor record of compliance with international regimes designed to tackle financial crime: It has implemented just one of the 40 recommendations made by the International Monetary Fund in 2014 to combat money laundering and terrorism financing. Until February, Panama was on a Financial Action Task Force “gray list” for money

laundering. The country has also resisted calls to comply with the global tax transparency initiatives proposed by the Organization for Economic Co-operation and Development (OECD). Bahrain, Nauru and Vanuatu, which have financial secrecy laws similar to those in Panama, are also likely to come under pressure to boost compliance with OECD rules, which facilitate the exchange of tax data among countries. UK offshore jurisdictions such as the Cayman Islands, Jersey and British Virgin Islands could see increased calls from London to bolster transparency regarding the ownership of companies registered in those territories. Offshore financial services providers could also face renewed scrutiny. Leaked documents show that banks and law firms had often failed to follow legal requirements that help ensure that their clients do not engage in illicit activities such as political corruption or tax evasion. Findings have revealed cases of money laundering and instances where international economic sanctions have been flouted. Major global banks, still recovering from the effects of the 2008 global financial crisis, are likely to face the spotlight again, given that it is virtually impossible to set up a shell or offshore company without the involvement of financial institutions. According to leaked documents, more than 500 banks, including big names such as HSBC and UBS, and their subsidiaries registered nearly 15,600 shell companies with Mossack Fonseca. Reverberations In addition to the aforementioned political and reputational considerations for implicated individuals and companies, the revelations could provide a catalyst for coordinated international efforts against tax avoidance, as was seen in the aftermath of the 2008 financial crisis. For example, British Prime Minister David Cameron plans to host a summit in May in London to discuss the issue of offshore assets, while Norway has invited the heads of the boards of top companies to talks on corruption in June even as the leaked documents showed that the country’s top bank DNB—which is 34%-owned by the state—had helped clients set up offshore companies in the Seychelles. Investigations already launched by countries into individuals named in the documents could also take on a criminal angle if instances of financial wrongdoing are uncovered. Leaked files show that Ponzi-schemers, drug kingpins, tax dodgers and at least one jailed sex offender had set up offshore companies through Mossack Fonseca. Finally, the data breach could encourage further exposés. Although the exact source of the leak is not known—Mossack Fonseca has claimed that it suffered a successful but “limited” hack—the episode raises concerns of both insider leaks and cyber vulnerabilities, bringing renewed focus on the strength of corporate cyber security systems and threat from internal staff information breaches. Future disclosures are likely, especially should the leak form part of a campaign of ethical or politically motivated hacking or encourage others to disclose private corporate data at other firms. Added scrutiny of other companies operating in the same space as Mossack Fonseca could see them take the initiative to disclose information in an effort to limit damage or be subject to targeted campaign activity in upcoming months. Even in isolation, the scale of the leak means that further political and legal fallout from this episode is likely.

The Arab Spring: Five Years On

ive years ago the Arab world blew up, and the flames are still raging. What at first had been euphoria quickly turned to chaos. What cannot be denied, though, is that the uprisings were the spark of an epochal change. There is no law or decree in Egypt – by now back to a sense of normality – which does not claim to be taken in the name of the January 25 Revolution. This event has created around it a rhetoric in apparent contrast with the real importance of what it would celebrate. But were the events of Tahrir Square really a revolution, or just a student uprising? Whichever way the experts define it, along with the upheavals in the whole region, it is still a question as to whether it was a catastrophe or a historic step for the Arab world. Five years after the Jasmine Revolution in Tunisia, which began in December 2010, and the Revolt of Tahrir Square, which erupted shortly afterwards in Cairo on January 25, 2011, the memory of these events has blurred. Shortly after Egypt, rebellions took hold in Syria, Libya, Bahrain, Saudi Arabia and Yemen. In some countries they turned into civil war, in others they were quickly repressed. The only thing that that everyone seems to agree on is that the Arab Springs – as they were called, imagining them to be something like the Prague Spring of 1968 against the Soviet yoke – have been a failure. The only country spared was Tunisia, but only because it is small, with an educated population, religiously and ethnically homogeneous, and not so geographically strategic as to possesses natural resources that could entice others in the region and the world. Five years after Tahrir, Egypt’s President General Abdel Fattah el-Sisi, formerly a general, has essentially imposed a restoration after a period of unrest and a shortlived government of the Muslim

Brotherhood, democratically elected but inept. The Sisi regime is more illiberal than that of Hosni Mubarak, which the crowd had overthrown five years ago: the laws are more repressive, most opponents are in prison, and freedom of the press has disappeared. Any criticism is punished as if it were an act of terrorism against the state. But Sisi has the consent of the majority of Egyptians in search of order and stability. His seizure of power in the summer of 2013, against the Muslim Brotherhood, was a brutal coup d’état in every sense. But it was supported by millions of Egyptians who demanded the military release Egypt from chaos. Elsewhere other “springs” have been a complete disaster. They toppled dictatorial regimes – or, as in Syrian, weakened it – but they did not create democratic forms of government. On the contrary, they have paved the way to anarchy combined with tribal, sectarian and Islamic extremism. Many are convinced that without the great upheaval of 2011, there would be no

Islamic State today. It would seem that the dictators of before were better; they managed to control systems and ommunities unprepared for democracy. In short, the riots have shown that the Arab Middle East is not ready, and perhaps never will be, to accept social and political systems that were better than what it had. In some ways, this is a modern form of that old lens full of stereotypes, through which we have always observed the Levant: Orientalism. Yet the facts would seem to support this view. Today there is no Arab country that is better off than it was in 2010. The only one, Tunisia, is a victim of recurring Islamic terrorism that was not as aggressive before the revolution. But all this is true only if you look at the short-term history, following the daily news of a nascent political process full of fits and starts. The French Revolution broke out in 1789: there was the Terror followed by the Thermidor, Napoleon, and the Restoration. European states, enemies and friends of France, took advantage of the

uncertainty as today Saudi Arabia, Iran, Turkey and Qatar are exploiting the instability in Syria, Iraq and Libya, as well as the weakness of Egypt. Then there was 1848: the year of European revolutions, which broke out spontaneously and without a common design, resembling the Arab world in 2011. Then came Napoleon III, and only the birth of the Third Republic in 1870 put an end to the process begun by the Revolution 81 years ago. Nowadays television and the internet have accelerated the dissemination of information and increased the volatility ofpolitical developments. But before establishing the futility, or worse, the danger of the Arab Spring, we must look to a time frame outside that of journalism. Dictators who were swept away by the uprisings of 2011 were not the alternative to the Arab Springs, but rather their cause. They prevented the modernization and gradual opening of their civil societies; they refused reforms, transforming economic growth into a gift that the leader bestowed on his subjects; they prevented the consolidation of a healthy relationship between state and religion. Because of them, it was inevitable that sooner or later these countries would explode. It was just a matter of time – whether in 2011, or 2015, or later – before those regimes failed under the crust of apparent social order. If today Tunisia is the only democratic model that has come out of the revolts, then this is mainly because its leader from 1957 to 1987, Habib Bourguiba, was the only Arab dictator to have really modernized his country, creating a school system and giving women a role in society. Yet through protests or with weapons, through a painful political evolution or a tragic bloodbath that still continues, the revolutions of 2011 represent a turning point that the Arab world can no longer avoid. If the French Revolution is the universally recognized barometer for the transition from one historical epoch to another, the Arabs will count their modernity (or post-modernity, if you will) from the Springs.

Embracing the Spiritual Side of Wealth

I

f our spiritual life is so important, why don’t we tap into our spiritual realm more often to reach our financial goals? For some unknown reason, some of us hesitate to associate money with spiritual matters. Is it that money, we assume, doesn’t mix well with God? Frankly, it’s quite ironic to think that God has nothing to do with money, considering the fact that He is the source of all wealth, who richly provides us with everything for our enjoyment as well as for us to bless others through our generous giving (1 Timothy 6:17-18). Remember that Abraham---revered as their “patriarch” by Jews, Muslims, and Christians alike--- was one of the wealthiest men in the world of his time. He was undoubtedly a billionaire by today’s standard because he was very wealthy in livestock, silver, and gold. Similarly, it was said that Job was the greatest man among all the peoples in the east: he owned 7000 sheep, 3000 camels, 500 yoke of oxen, 500 donkeys, and a large number of servants. These material blessings were not a curse, but a reward for his honest business dealings and life of integrity. Someone once said, “God knows where the gold is.” If you think about it, He probably also knows which stocks are going to go up tomorrow, which real estate is bound to double in value in the next five years, and which business ideas are destined to make some deserving millionaires ten years from now. So, seek God and allow Him to show you where you can discover the abundance of wealth. According to Robert G. Allen, the author of several best-selling books on wealth-creation, an enlightened millionaire pursues a principled approach to wealth: First, he commits to avoid any wealth-building activity that harms or impoverishes other people. This means creating wealth in an ethical, honest, and win-win manner. Second, he commits to creating wealth that improves the lives of many people. Third, he operates out of stewardship. His goal is not to amass personal wealth for its own sake, but to ultimately create a perpetual fund to support worthy causes. In other words, your wealth is not just for you (selfishness), but for blessing the lives of many people (selflessness). An enlightened millionaire knows that giving is the highest form of manifestation of one’s true nature. It is a combination of faith and action. What is the specific act we mean? “Tithing,” says Robert Allen. What’s tithing, anyway? The word “tithe” simply means a tenth. It refers to giving away a tenth of your income to help others in the name of God. The principle of givingaway a tenth of your income goes all the way back to a time around 2000 B.C., when Abraham felt that it was the properthing for him to give Melchizedek a tenth of everything he had. Later, Jacob also felt the need to give a tenth of his incomes to the Lord. The command to tithe appears throughout the Old Testament and the same is affirmed in the New Testament, too. So farmers gave a tenth of their crops, hunters gave a tenth of their meat, and so on. Many people in poverty think that your income shrinks when you give a portion of it away (100% - 10% =90%). But all generous people know that giving away a portion of your income actually expands in the spiritual dimension (100% ×10% = 1000%). This is spiritual math---that is, tithing is an income multiplier, not a subtracter. Why is this? Because giving expands you, adds value to others, and multiplies your income. Just as water exists in three forms---ice, liquid, and vapor---we can think of money as existing in three dimensions: the frozen state (material), liquid state (mental), and the spiritual state. When you give your money away with an attitude of gratitude to God and concern for others, you will feel far less stressful and much more abundant. In this sense, giving thrusts you into the spiritual dimension. And in return, you experience a sense of fulfillment as you know you have made a real and important difference in the lives of other people. One of the richest men in Australia, the industrialist Peter J. Daniels, said: “You cannot be greedy if you tithe.” It worked for John D. Rockfeller, who was a meticulous tither. It also worked for Sir John Marks Templeton, one of the world’s greatest investors, who is known to have said: “Tithing always gives the greatest return on your investment.” Similarly, we can find a common pattern in the lives of all great givers: the more they gave, the more they got. Of course, you don’t necessarily give everything away. For example, to give up your source of income would be like killing the “goose that lays the golden eggs.” And this “goose” could be your health, your talent, your job, your business, your investments, or whatever else it is that creates wealth. So, keep your “goose” and nurture it, so that it can provide for you and feeds others as well.

One more dies as Kashmir simmers against civilian killings

New Delhi/SriNagar, april 13 (iaNS): A young man was killed on Wednesday in a clash between police and a group of protestors, who were agitated over three civilian deaths in an alleged firing by security forces the day before in north Kashmir, officials said. As the Kashmir Valley appeared to be caught in a fresh vicious cycle of violence, Chief Minister Mehbooba Mufti met Prime Minister Narendra Modi and Defence Minister Manohar Parrikar in Delhi seeking "time-bound" probe into the deaths of three people, who were allegedly hit by army bullets on Tuesday in Handwara town, some 70 kms from Srinagar. The killings triggered widespread protests on Wednesday even as the authorities imposed strict restrictions in parts of the valley. Many areas in the old city of Srinagar were also under curfew amid a

shutdown call by separatist groups over the killings in the town that lies in Kupwara district, once a hotbed of militancy and sharing a long border with Pakistanadministered Kashmir. Police said a group of violent protestors hurled stones at security forces in Drugmulla village of the north Kashmir district. A 1,000-strong group of people gathered near a police post at Drugmulla and tried to torch it, a police official said. Police fired tear smoke shells to disperse the angry mob, he said. Eyewitnesses alleged that a burning canister of tear gas hit Jahangir Ahmad Wani, 25. The shell burst on his head. The man was taken to a hospital where he succumbed, they said. A mob also set ablaze a police post in the nearby Langet town, police added. The state government, meanwhile, suspended a police officer for "mishandling" the law and order situation in the tense Hand-

61 Naxals surrender in Chhattisgarh raipur, april 13 (pTi): As many as 61 Naxals, including seven women, most of them lower rung members, today surrendered in Chhattisgarh's Bastar district citing "disappointment" with the ideology of the outlawed CPI (Maoist). "The rebels turned themselves in before senior police and administrative officials at Jagdalpur district headquarters," Bastar Superintendent of Police R N Dash told PTI. Police claimed that with this surrender, Katekalyan Area Committee of Darbha Division of the Maoists, which has allegedly been instrumental in executing several deadly attacks in south Bastar, has collapsed. At least 34 of the surrendered rebels belongs to Mudenar village which comes under Katekalyan area committee of the ultras. With the surrender, it appears that this area committe has completely vanished, the officer said. They all will be provided with facilities as per the surrender and rehabilitation policy, he said, adding 247 Naxals and their supporters have surrendered in Bastar district in the past three months.

Delhi Metro robbery case: Former employee, aide held New Delhi, april 13 (iaNS): A 21-year-old former DMRC employee has been arrested with his associate in connection with the Rs.12 lakh robbery at the Rajendra Place metro station on April 11. Pawan, a former Delhi Metro Rail Corporation (DMRC) employee, was arrested along with his associate Sonu, 22, from their hideouts in Uttar Pradesh on Tuesday night, said a police officer. Police have recovered Rs.10,55,000 of the stolen amount from the possession of the accused. Police said Pawan and Sonu are the main culprits who entered Rajendra Place metro station at 5.14 a.m. on April 11, and looted Rs.12 lakh from the metro station control room after stabbing on duty metro employee Kunal Kishore. Kishore is recuperating in a private hospital.

India tests n-capable missile from Arihant New Delhi, april 13 (iaNS): Nuclear capable ballistic missile K-4 was test-fired from nuclear submarine Arihant, both of which have been indigenously developed, officials said on Wednesday. According to sources, the test was conducted on March 31 from Arihant in the Bay of Bengal. The missile was fired from around 20 metres under water, and covered a distance of 700 km before hitting the target. Prior to that, a dummy was also test-fired from a pontoon on March 7, the sources said. Both the missile and the submarine have been developed by the Defence Research and Development Organisation (DRDO). Arihant, the lead ship of India's Arihant-class of nuclear-powered ballistic missile submarines, has been designed based on the Russian Akula-1 class submarines. The DRDO was, however, tight-lipped over the test. The K-4 is part of the K-family of missiles, a series of submarine-launched ballistic missiles (SLBM), named after former president and scientist A.P.J. Abdul Kalam. The missile was developed specifically for Arihant, as the nuclear capable Agni-III could not be compacted to fit in the submarine. Arihant has a 17 metre diameter hull.

NCERT books available online for free on ‘e-paathshala’ New Delhi, april 13 (pTi): Amidst reports that school students are finding it difficult to procure NCERT textbooks, HRD minister Smriti Irani today said that they are also available online for free at her ministry’s ‘e-paathshala’ initiative. Interacting with reporters here, the HRD minister said NCERT has also given copyrights to over 8 state governments to print books as they deem fit to fulfill the requirements of their students. “We would also put out in public that NCERT has its own sales counter in Ajmer, Bhopal, Shillong, Bhubaneswar, Mysuru, Ahmedabad, Bengaluru, Kolkata, Guwahati and New Delhi, from where schools can procure these books in bulk,” she said. The NCERT textbooks from class I to XII are also available on web-based platform e-paathshala for free, she said. The HRD minister, however, also added that her ministry in conjunction with CBSE in July 2015 given a circular which states very clearly that forcing parents and children to buy too many textbooks is not only unhealthy but unsound practice.

She said the man abused her as she wondered what he was talking about. By this time, another man joined in and they wanted to take her to a police station and kept asking who was with her in the washroom, she said in the 1.16-minute clip. "They checked in and there was nobody. I insisted I will go with a policeman who was standing nearby," the girl, in a school uniform, says in the video, apparently recorded on a cellphone. She alleges that a large group gathered and began shouting slogans. The army circulated the video but said it didn't know who captured it. However,

the force said it regretted the death of civilians in the firing and announced a probe. "The army deeply regrets the unfortunate" loss of lives, it said in a statement, adding, "the matter will be investigated and anybody found guilty will be dealt as per the law". With the situation in the Kashmir Valley turning tense, Chief Minister Mehbooba, who took over on April 4, met Prime Minister Narendra Modi in Delhi. Mehbooba said she discussed various issues, including the law and order situation in Jammu and Kashmir, with the prime minister. "Such tragic incidents have a huge negative impact on the efforts of the government and political leadership in bringing peace to the state," the chief minister told reporters. She also met Defence Minister Manohar Parrikar who, she said, "assured me that a probe will be initiated and the culprits will be punished".

To become eligible for appointment as assistant professors in colleges and universities, clearing the National Eligibility Test (NET) was compulsory all this while. Thanks to the HRD Ministry and its persuasion, the University Grants Commission (UGC) on Tuesday amended its regulation on faculty re-

cruitment and relaxed the minimum eligibility conditions for appointment of assistant professors. The HRD minister announced on Tuesday that scholars who completed a PhD or registered for one before 2009 would be eligible for lectureship without clearing the NET. The move will help create a larger talent pool for teaching jobs. “There has been a long-

standing challenge faced by researchers/aspiring teachers. The UGC today in conjunction with the government has taken this decision,” Irani said. At present, as per the regulations of 2009 on minimum qualification for appointment of teachers in colleges and universities, a student who has a postgraduate degree or an MPhil has to clear the NET/SET (state-level eligi-

bility test) to be eligible for lectureship in a college or university. The Supreme Court, too, upheld this regulation in 2015 on the ground that it would help maintain the standard of higher education in the country. The UGC’s decision on Tuesday to no longer NET as compulsory would come as a relief to thousands of students. However, there are

certain conditions to be fulfilled if one needs to be exempted. The candidate's PhD degree should be awarded in regular mode and the research thesis should have been evaluated by at least two external examiners. Also, the candidate should have appeared for viva-voce and have published at least two papers based on the Ph.d thesis in research journals. The UGC also relaxed

norms allowing female and differently-abled research scholars students eight years instead of the current six years to complete their Ph.D degrees. Candidates will get three years instead of two to complete M.Phil degrees. In addition, women candidates will also be provided maternity, child care leave for up to 240 days once in the entire duration of their M.Phil or Ph.D degrees.

Rizvan and Tanzeem were arrested this morning and produced in court, Assistant Superintendent of Police Dharmveer Singh said. Two of the accused Rehan and Zainul, who were arrested yesterday, had claimed that Rizvan and Tanzeem too were involved in the conspiracy following which the arrests were made, he said. Investigation is on and several teams have been deputed to nab the alleged

She was battling for her life at AIIMS trauma centre after suffering bullet wounds, NIA said in a statement, adding that she succumbed to her injuries at 10.45 AM. In the “planned attack”, the motorcycle-borne killers had pumped 24 bullets into 45-year-old Ahmad and four into his wife Farzana, as their daughter, 14,

According to the police, the motorcycle-borne accused followed Ahmad who was returning home in Sahaspur village of Bijnor district with his family after attending his niece’s wedding in another village in the same district on the intervening night of April 2 and 3. New Delhi, april 13 (pTi): In an unprecedented move, the Press Council of India (PCI) has decided to serve a bailable arrest warrant against Union Information and Broadcasting Ministry Secretary Sunil Arora over his non-appearance before it on Monday following a summons issued to him. The unanimous decision to secure Arora's attendance before the Council at its next scheduled meeting here on April 22 was taken by its members at their meeting here on Monday under the Chairmanship of Justice(retd) C K Prasad. The PCI on March 17 had decided to institute a suo motu inquiry into the "continued apathy" of the I and B Ministry towards the activities of the Council particularly at its efforts to preserve the freedom of the press and its mandate under the Press Council Act and directed its Secretary to appear before it on April 11. Arora is retiring on April 30. Prasad said the Council received a communication from Arora today in which he said he was not present here to receive the notices as he was out of the country and that he would appear before it. Arora at the same time requested the Council to consider a change in the date

for his appearance. The I and B Secretary's communication is being examined by the Council, Prasad said, even as some members suggested that the warrant be kept under abeyance. A PCI member said since Arora did not turn up on April 11, the members present unanimously brought out a resolution that a bailable warrant may be issued and the authorities concerned be informed. The Council has addressed several communications to the I and B Ministry on various issues concerning the functioning of the Council but received no satisfactory response, several PCI members said. Prasad said several issues had to be discussed and the Council had issued notices to the Secretary on this matter as is the practice. He said there were several matters concerning the powers of the Council, the autonomy and the sitting fee to the executive members which required redressal. Prasad said that to reduce the Council s dependency on the government it had proposed increasing the levy fee on newspapers. The levy fee is paid by newspapers depending on their size and circulation to avail themselves of the services of the Council.

New Delhi, april 13 (iaNS): At a time when residents of Delhi are hoping for a workable solution for the next phase of "odd-even" car rule from April 15, the newly introduced bike taxis may well provide a breather. After gaining popularity in Goa, Bengaluru, Mumbai and Gurgaon, bike taxis have made their debut in the national capital as well. Available for tariff as low as Rs.5 per km, they are emerging as the most convenient shortdistance travel option for students and office-goers alike. “In cities like Delhi and Bangalore, commuting is a major issue due to a dearth of proper public transport. Additionally, last mile connectivity is an issue especially on a regulated basis," said Divya Kalia, co-founder of Bikxie, "As rickshaws and autos are not part of any regulated market they charge customers a lot. Most of them do not ply with the meter,” Kalia, whose company runs its services in Gurgaon, told IANS. Bike-taxis, or motorcycle taxi service, have proved a popular and feasible mode of transportation in places like Brazil, China, Indonesia, Thailand and Vietnam. It is considered to be cheaper and more convenient for small distance routes. “I first got the idea of launching a bike taxi service when I visited Thailand a few years ago. Another service provider, Promto has launched battery operated bikes with in-built GPS

systems. “Ahead of the second phase of odd-even scheme, we have come up with eco-friendly bike taxis for that last-mile connectivity problem. Since the launch, we are doing 150-200 rides everyday on an average with a fleet of 20 bikes,” Karan Chadha, promoter of Promto, told IANS. The two-wheeler electric biketaxi service, which currently runs only from the Rajiv Chowk Metro station, is planning to open in four more locations within Delhi and add 60-80 bikes every month. New Delhi, april 13 (iaNS): The odd-even vehicle scheme could be enforced for a fortnight every month in the national capital if the second phase beginning from April 15 is also a success, Delhi Chief Minister Arvind Kejriwal said on Wednesday. "The second phase of the oddeven scheme is very important. If it turns out to be successful, we are thinking of implementing it for 15 days every month," Kejriwal said. He was speaking at a function held at the Indira Gandhi indoor stadium here to administer oath to officials and civil defence volunteers, Delhi Transport Corporation marshals and ex-servicemen, who would be involved in the scheme's implementation. Kejriwal also appealed to Prime Minister Narendra Modi and central ministers to follow the odd-even scheme voluntarily. "I strongly believe that like the first phase in January, the second phase too will be successful" he said. Under the odd-even scheme, four-wheelers with odd registration numbers will ply on odd dates and those with even numbers on even dates. Certain categories like CNG vehicles, ambulances, vehicles driven by women etc have been exempted.

Aboriginal suicides: Canada holds emergency debate OttAWA/WInnIpeG, ApRIl 13 (ReuteRS): Canadian legislators told an emergency parliamentary session on Tuesday night that a rash of suicide attempts by aboriginal teenagers in a remote, poverty-stricken community was “completely unacceptable” and vowed steps to keep it from happening again. Over the past weekend alone, 11 members of the Attawapiskat First Nation community in northern Ontario tried to kill themselves, prompting the chief to declare a state of emergency. Separately, a second group was hospitalized on Monday after suicide attempts. The incident shocked the country, even though it is used to tragedies involving its 1.4 million aboriginals, who largely live in poverty, have a lower life expectancy than other Canadians and are more often victims of violent crime. Health Minister Jane Philpott said the suicide rates among aboriginal youth were at least 10 times higher than for the general population of young people. ‘Liver disease risk rises in people with type 2 diabetes’ lOndOn, ApRIl 13 (IAnS): A team of British researchers has found that people with type 2 diabetes are at a greater risk of serious liver disease than those without the condition. “We have shown for the first time that type 2 diabetes is an important novel risk factor that increases numbers of hospital admissions and deaths, in people with all common chronic liver diseases,” said Chris Byrne, a professor at the University of Southampton. “Further research is now needed to determine whether all patients with type 2 diabetes should be screened for common chronic liver diseases,” he added. The team, involving researchers from the universities of Southampton and Edinburgh, examined cases of liver diseases among people with diabetes from anonymised, securely linked hospital records and death records in Scotland over a 10-year period. They found that most cases of liver disease in people with type 2 diabetes are not alcohol-related but caused by a build-up of fat within liver cells - a condition known as non-alcoholic fatty liver disease (NAFLD), according to a the study published recently in the Journal of Hepatology. NAFLD is commonly linked to obesity, which is also a risk factor for type 2 diabetes. Most people can avoid getting these conditions by following a healthy diet and taking regular exercise. “Preventing non-alcoholic fatty liver disease by avoiding unhealthy lifestyles in both people with and without diabetes is important because it is difficult to treat the complications of this condition,” said Sarah Wild from the University of Edinburgh. The research team found that men with type 2 diabetes are three times more likely to suffer from NAFLD than men without diabetes. There are fewer cases of type 2 diabetes and liver disease amongst women but having type 2 diabetes increases the risk of NAFLD by five times, the study found. People with NAFLD are more susceptible to the effects of alcohol on the liver and should avoid drinking to avoid further complications, the researchers said.

British academic killed in China - Hong Kong police HOnG KOnG, ApRIl 13 (ReuteRS): A 60-year-old British man who went missing for several weeks in late March, was confirmed to have been killed in China, the Hong Kong police said in a statement after being notified by Chinese authorities. Hilary St John Bower, who had worked as an English language instructor at the Polytechnic University in Hong Kong, had been dead for more than a week by the time he was reported missing on March 30, according to a police statement. “The victim was killed on the evening of March 22 in mainland China,” the Hong Kong police said, after receiving notice from their Chinese counterparts. The police statement included no specifics, however, on how he was killed, a possible motive, or why it had taken so long to confirm Bower’s death. Hong Kong media reported that Bower had a longtime girlfriend and a son in the southern Chinese city of Shenzhen, and had often travelled between the two places. The Chinese Public Security Bureau in Shenzhen said they had no information on the case when contacted by Reuters. The Polytechnic University also gave no immediate response to inquiries about Bower. A U.K. Foreign and Commonwealth Office spokesperson said: “We are providing assistance to the family of a British national reported missing in southern China and are urgently seeking further information from local authorities.” The Hong Kong police are now seeking further details from Chinese authorities and investigations are continuing. In September last year, a specially elected Constituent Assembly approved the first post-monarchical constitution, which gave women the right to “proportional inclusion” in all government organs. It also guaranteed equal property rights to daughters and required that the president and vice-president be from different genders and communities. The Constitutional Council headed by Prime Minister K.P. Oli recommended the appointment of Karki, 63, to replace Kalyan Shrestha, who retired on Tuesday. Her nomination is expected to be confirmed by a parliamentary committee, though this has not yet been formed because of bickering among political parties. An Oli aide, Pramod Dahal, said Karki would work as acting Chief Justice until the parliamentary hearing, which is a formality. Not just that; he is a man of letters pursuing his Post Doctoral Work in Telugu literature from University of Hyderabad, a writer, a poet, a journalist, a balladeer and an activist. Madiga (SC) by birth, he has experienced discrimination in every walk of life. Ravinder grew up in a “Velivada” (Ousted tract of land) of historical Warangal, which was once capital of Kakatiya dynasty. Having done his M.Phil on the topic “Literary Criticism in the Context of Globalisation” and submitting his doctoral dissertation on “Lyrical Literature of Telangana Movement”, which is soon to be published; he ventured into Telugu fiction, which won many accolades. Dr. Ravinder’s anthology, comprising 15 short stories, “Out of Coverage Area” created ripples in Telugu literary circles not without a reason. How? But it doesn’t mean that it is THE form of protest. Where were these people/intellectuals all this while? Discrimination against any sort of minorities is not a new issue. May be the current ruling party is doing it overtly, but covertly it has been the case throughout our known and recorded history. Of course, I agree that there was never so much antagonism against food culture and also popular disdain about literary personalities who speak their heart out, especially from downtrodden sections of our societies. I feel that there should be some recognition from the State about genuine literary contribution, which I got to an extent.

Discrimination in urban spaces

As I told earlier, discrimination is everywhere. Many people believe that god is all pervasive and omnipotent. I don’t know much about that. Certainly, caste is everywhere to the core. After my MA degree, I landed in University of Hyderabad, which is located

in Hyderabad – supposed to be a global city. Even there I experienced discrimination. It was almost like ghosts from the past. But the real shock which I along with my wife experienced is when we struggled to get a rental home. This voyage became the crux for my work “Out of Coverage Area.” Going by my skills, I preferred to outlay many of encountered experiences in a fictional form. That took a shape and became “Out of Coverage Area.”

On Telugu Literature

I intentionally used English language for my latest work. It connects to the readers, right? This is the age of mobile communication. More importantly, this is the age when Telugu literature became synonymous with Dalit and Bahujan literature in that language.

erhaps it may not be an exaggeration to say that B. R. Ambedkar was one of the great men of modern time in India. He shaped the destiny of the scheduled caste and tribes of India. B. R. Ambedkar was soaked in the liberal political and social ideas on the contemporary period. He being a dalit suffered so much the brunt of rotten caste system. A highly educated man who studied in some of the best universities in the west was put to humiliation by many. Even his own peon would not give him a glass of water to drink on the ground that he was an untouchable. Rightly B R Ambedkar has been regarded as one of the important architects of the Indian Constitution. It is true that M.K. Gandhi the father of the Indian nation vehemently spoke against the practices of Untouchability in India. Gandhi could not see the drafting of the Indian Constitution and the practice of untouchability as a cognizable offence. It was only through the intense effort of Ambedkar that the practice of untouchability in any form was treated as a cognizable offence. Seen in this light, Ambedkar can be regarded as one of the greatest men of contemporary India. Whatever may be the basis or origin of

caste system in due course of time caste system was regarded as a very powerful weapon of discrimination and exploitation. The Hindu scriptures particularly Bhagavad-Gita treats caste system as a kind of division of labor. According to the author of Bhagavad-Gita, it is the competence or capacity of a person that should constitute the fountainhead of caste system. Guna (competence) and karma(action) constitute the twin pillars of caste system. But it may be pointed out in this connection that the author of Bhagavad-Gita fails to distinguish fact and value relating to caste system It is necessary that ordering of society should be based on competence and capacity of an individual. But historically speaking, the basis of ideal ordering degenerated into an ordering of society based on birth. Somebody is Brahmin only if he is born of Brahmin parents. This shift from competence to birth not only degenerated caste system based on division of labor to hierarchical ordering of society based on birth. It is necessary to mention in this connection that nowhere in the world operates in such very rigid system except in India. It is very interesting to note that Ambedkar was not in favor of reservations of jobs for SC and ST for indefinite period of time. As a matter of fact he suggested that such a reservation should be there for a fixed period of 10 years only. Accordingly

10 years limit was inscribed in the Constitution for such type of reservation. But now things are different. After Constitutional Amendment for jobs and employment for SC and ST the reservation policy is for all practical purposes extended for indefinite period of time. The benefits of reservations given to SC and ST have inspired other caste groups to demand for the same. The Mandal Commission report and its aftermath are glaring testimony to the above point. Even in Tamilnadu Brahmins are demanding some kind of reservation for them because they are minority. This situation brings into focus that the policy of reservation is not an effective method of fighting age old social injustice. The confusion gets worst confounded when demand is made to create clear cut reservation quota even in multi-specialty hospital. To demand reservation in certain kinds of jobs and in certain institution is intelligible but to demand reservation in multispecialty in hospitals is absolutely unintelligible and meaningless. Reservation policy has exhibited the inner contradiction and absurdity. The contradiction is bound to be inherent in the reservation policy itself if it is beyond certain limits. Had B. R. Ambedkar been alive today he would have looked aghast at the policy of reservation followed at present in India. By this I do not mean to argue that reservation is an absurd idea instead I

would suggest that equal opportunity should be extended to all irrespective of caste, sex, creed and religion. An effective and meaningful to fight out and eliminate the age old tyranny of exploitation and oppression in the name of caste, creed, sex and religion etc legislation should be made in parliament. The policy of reservation may be a stop gap measure but it cannot be treated as a permanent panacea for centuries old exploitation, oppression and discrimination. It is a fact that even after scientific and technological revolution oppression, exploitation and discrimination continue to be there throughout the world in some form or the other. In Indian context after independence, wealth has increased multifold to use or borrow a jargon from economics GDP (Gross Domestic Product) is on the increase. But it is surprising that poverty and misery are on the increase. Some people wallow in a castle of luxury of wealth and property while a large number of populace get impoverished day by day. There is no need to collect any data or statistics to prove this point; one has to simply go to a crowded railway station in cities and towns to see through this point. Slums grow day by day and children of this slum keep on moving and loafing in the streets is a clear cut signal to our failure to eradicate poverty, illiteracy and misery from Indian society.

What is wrong? Where does the shoe pinch? The answer to these questions I wish to give the naked truth that in India some privileged sections of the society have created socio-economic order where money and wealth get accumulated in the hands of few. And this major excessive money is used at the time of election and these people are in turn protected for all their ill gotten money by the elected politicians. This is how the vicious circle continues. Unless and until we check and change the process of wealth getting accumulated in the hands of few, we cannot eliminate poverty and misery. Perhaps the idea of party less democracy suggested by late Jaya Prakash Narain in late sixties is partly the solution. Further, austere life in the higher echelons of society is bound to percolate to the masses. Instead our day to day life clearly shows that privileges, benefits and other perks are added to the pay package of persons belonging to the higher status of the government. Unless and until this practice comes to a stop, poverty and misery from the Indian soil cannot be eliminated. It is a fact that caste in due course of time has done some damage in different form to the Indian psyche. Perhaps because of this reason caste was not taken into account at a particular stage in census enumeration .Surprisingly government of India has taken a decision to reintroduce

caste in the last census operation. It may be suggested that in this connection that while taking important decision for a large number of people for long term measures utmost care must be taken. The reason being in the social ordering of human society, there is no one absolute and eternal method. Laws and rules are necessary for managing and running a state but what is most necessary and primary is the change in psychic condition of humankind. It may not be out of place and exaggeration to say that Indian Constitution is one of the best constitutions in the world. Further the legal provisions in this country are superb but at the same time it is true that Indians are most degenerate. Rape, theft, murder and embezzlement of public fund is day to day affair in India. Crimes of all types are on the increase day by day. Historically speaking, any great people including saints and prophets are born in India. But when we look at concrete facts of life, one gets tremendous shock. Perhaps, it appears more than true that our religion and culture have no impact on our life. In fact the gap between text and context is yawning very wide. What should be done to save the situation? It is necessary to make comprehensive and effective laws. But what is most necessary is to bring about changes in psychic spheres. It is one thing to frame laws and rules and another thing to im-

plement it or put it into practice. We have succeeded in framing good and effective laws but miserably fail in putting it into practice. This is the lacuna in the Indian state as it has been suggested earlier. All out efforts should be made to save the situation, more so people at the helm of affairs should take a vow to lead an austere and moral life. Discrimination primarily is a psychic origin, so discrimination, exploitation and oppression can be eliminated only through a thorough psychic change revolution. B.R Ambedkar was aware of it, he took bold initiative in this direction. Perhaps he was aware of what is going to happen in India in succeeding years. Abolition of discrimination, exploitation and oppression resulting in caste system is the begin-all and not the end all. Today in India to prevent rape cases there is suggestion that there is nothing short of hanging and death sentence that be awarded to rapist. But no step has been taken to change the existing social and economic order and other conditions that in a way inspire and induce not to commit rape. To conclude, human and social problem are very complex and complicated and this type of problem requires comprehensive method and technique. To do this, we should offer right type of ovation or respect to our founding fathers of our Constitution particularly the chief architect Dr. B.R. Ambedkar.

Leicester dominate PFA Players' player of the year shortlist

loNdoN, april 13 (reuters): Leicester City trio Jamie Vardy, N'Golo Kante and Riyad Mahrez, Arsenal midfielder Mesut Ozil, Tottenham Hotspur striker Harry Kane and West Ham United's Dimitri Payet are the nominees

for the Professional Footballers' Association (PFA) Players' player of the year. Leicester's unexpected Premier League title charge this season has been led by 21-goal striker Vardy, while Mahrez has chipped in with 16 goals and 11 as-

sists and Kante has gained plaudits for his defensive midfield role. Despite Arsenal looking unlikely to end their 12-year wait for the title, Ozil has almost singlehandedly kept alive their faint hopes by scoring six goals and leading the assists chart with 18, two behind the all-time Premier League record. Kane leads the race for the golden boot with 22 goals and has inspired Spurs' surprising bid for their first title since 1961, while Payet, with nine goals and nine assists, has been pivotal to the Hammers' Champions League dreams. Kane is in contention to retain his Young Player of the Year award and he is joined by team mate Dele Alli, Everton duo Romelu Lukaku and Ross Barkley, Stoke City's Jack Butland

and Liverpool's Philippe Coutinho. Alli, 20, joined from second-tier side Milton Keynes Dons in 2015 and his eight goals and 12 assists have been instrumental to Spurs' title hopes, while goalkeeper Butland made 102 saves, the second most, before injury ruled him out of the season. Despite Everton's lacklustre campaign, Lukaku is in contention for the golden boot, having notched up 18 goals, and Barkley has shrugged off injury concerns to put in dominating displays. Coutinho has shone under manager Juergen Klopp's stewardship, netting seven goals and claiming six assists, while playing a key role in Liverpool's League Cup run. The winners of the awards will be announced on April 24.
