NEw DELhI, APRIL 15 (IANS): State-run Indian Oil Corp (IOC) on Friday announced a slash in transport fuel rates for Delhi -- petrol by 74 paise per litre and diesel by Rs.1.30 per litre -- with corresponding cuts in other states in line with the global trends. The cuts will be effective from midnight on Friday.
NPF Central serves show cause notice to Neiphiu Rio DIMAPUR, APRIL 15 (MExN): Following the suspension of Imkong L Imchen from active and primary membership of the Naga People’s Front with immediate effect until further orders, the Disciplinary Action Committee (DAC) of the NPF has served a show cause notice to Neiphiu Rio, MP Lok Sabha on April 13, 2016 after it “received numerous complaints from various corners.” A statement received from Press Bureau, NPF Central said the DAC after examining the complaints found ‘beyond doubt’ that “Rio had involved in anti party activism, orchestrated and harbored dissident movement within NPF party… and violated party constitutional provision by abstaining from party meeting 4 consecutive times.” The DAC said the show cause notice must be replied within 15 days in written format from the date of issue of notice served in conformity with party constitution with Article XIV Section 1 (C) and Section (B) as to why disciplinary action should not be initiated against him.
NSF demand action DIMAPUR, APRIL 15 (MExN): The Naga Students’ Federation (NSF) has sought immediate action on the anomalies and discrepancies in the implementation of the Mid Day Meal (MDM) from the period of 2010-11 to 2014-15 as was highlighted in the Comptroller and Auditor General Report. A representation to this effect was forwarded to the Office of the Chief Secretary wherein it demanded the immediate cancellation of all agencies looking over the MDM scheme, and to strictly abide the MDM guidelines. The Federation also demanded that a State Vigilance inquiry be set up and report of the findings be submitted within a period of 30 days from the date of receipt of the representation. Further, the Federation demanded befitting punishment to all the erring officials.

Union Minister for Consumer Affairs, Food and Public Distribution, Ram Vilas Paswan has asked the Nagaland State government to expedite process to implement the National Food Security Act in the state. Paswan, on his first visit to Nagaland since taking over charge of the Ministry, stated that the implementation will pave the way for enhancement of food grains allocation to Nagaland. Addressing a press conference in Dimapur today on the sidelines of a ‘Review meeting’ with FCI officials of Nagaland, Paswan said Nagaland is the only state which is yet to implement the Act. Once the Act is implemented, allocation to the state will increase to 1, 38,000 metric tonnes from the present 1, 27,668 metric tonnes. In addition, the Centre will bear 75 percent of transportation costs. “I have already spoken to the Chief Minister and have requested to implement the Food Security Act (and fulfil the criteria). The CM assured that very soon Nagaland will implement the Act,” Paswan said, while adding that he will meet state government officials before he departs. The implementation will benefit at least 1, 84,000 beneficiaries in the state. For BPL cardholders, wheat can be availed at Rs 4.15/kg and rice at Rs 5.56/ kg. For APL cardholders, wheat will be Rs 6/kg and rice Rs 8.30/kg. In the APL category, it will be Rs 2/kg for wheat and Rs 3/kg for rice. However, for the Act to be executed the distribution system has to be revamped and loopholes plugged, the Union Minister said. Taking digitisation as key to that direction, Paswan said certain criteria would have to be fulfilled, while adding that online allocation, supply chain automation/management and SMS system of relaying information to

beneficiaries has not been implemented. According to him, the Centre has already released Rs 5.53 crore out of an allocation of Rs 10 crore for the implementation of the Act while the state was yet to match its 10 percent share. Also emphasising on the need for setting up of Grievance Redress Cell for beneficiaries complete with a helpline number (1967), Paswan informed that he has asked the General Manager, FCI, Nagaland to immediately look into the matter. He also urged the Nagaland State government to avail the Hill Transport Subsidy Scheme entitled to states with hilly terrain to lessen transportation costs. “Nagaland has not been utilising it for some time. They’ve not been claiming their share of money in that,” an FCI official added.

Governor signs nagaland online Gaming Bill to law NEw DELhI, APRIL 15 (LIvEMINT): In a potential boost for online gaming in India, Nagaland Governor P B Acharya has given his assent to a bill, which aims to regulate and legitimize online games of skill. The Nagaland Prohibition of Gambling and Promotion and Regulation of Online Games of Skill Bill, 2015 will now become an Act. Acharya gave his assent to the bill earlier this month, said K Issac, Officer on Special Duty (OSD) at the Governor’s office. The development was first reported by gaming laws website GLaws. The Act has a long list of online games which will now be allowed. Any game, which focuses more on the skill of the players rather than chance, will be legal. The list
includes chess, Sudoku, poker, rummy, virtual sports like cricket, football and fantasy sports league games. The law will allow online gaming websites to apply for licences for earning revenue out of such games. The licences will be provided to companies incorporated in India, so it actually extends to all states within Indian borders. In case any other state finds a licence holder to be in violation of its local laws, the state can inform the licensing authority in Nagaland and seek redress. The law also penalizes games of chance or gambling, and prohibits them. A fine of Rs 20 lakh can be imposed on a licence holder engaged in hosting games of chance.

On fund misappropriation by F&CS
The Union Minister was also asked at the press conference whether his Ministry is aware of the fund misappropriation in the Nagaland Food & Civil Supplies (F&CS) department as reported in the Comptroller and Auditor General’s report for the year ending March 31, 2015. To this, Paswan replied that it is the prerogative of the State Government in concern to check financial anomalies, if any. Citing the ‘Federal structure’ of the Indian Union, he added that the Centre cannot interfere in certain areas of governance in the states. Further maintaining that the Union Ministry is not aware of the anomalies, Paswan said that he will look into the CAG report. The latest CAG report states that the F&CS department has two cases of financial misappropriation amounting to over Rs 400 crore with no action taken by the State Government.
Nagaland Chief Minister, TR Zeliang, today said an early solution to the protracted Naga political issue is crucial if Nagas were to have a future. The Chief Minister said Nagas must seize the opportune moment as the present NDA Government under the leadership of Prime Minister, Narendra Modi, has the political will to solve the Naga issue. Even other national political parties including the opposition have assured to extend support once the Naga issue is put-up in Parliament, Zeliang said. Back home, Zeliang said all 60 members of the Nagaland Legislative Assembly have put aside their political and party differences and were working concertedly on how to bring about and honourable and acceptable solution to the Naga problem. Addressing hundreds of villagers on the occasion of Jalukie Rongkaidai Village inauguration, a few kilometers away from Jalukie town, the Chief Minister also said the ‘Framework Agreement’ signed between the Government of India and NSCN (IM) is a big step forward to address the problems and aspirations of all Nagas living under different administrative units. Zeliang said if Naga people as a whole do not come and reason together and speak out in one voice at the right time, then it might be too late for Nagas to hope for a solution. He said Nagas might never see another Prime Minister or dispensation at the Centre willing to solve the Naga issue as the present. According to Zeliang, due to delay in finding a solution to the Naga issue,

more and more Naga political groups have cropped up. “If solution is delayed for another 2-3 years, then the underground groups will also multiply. Where then is the future of our children?” Zeliang questioned. He said it was high time for the Naga public to also take a cue from the unity set by the 60 MLAs and work sincerely towards unity of all Nagas including the various Naga political groups. Minister for Rural Development, CL John and Minister for Health & Family Welfare, P Longon, in their speeches, also dwelt on the need for Naga unity. Parliamentary secretary for Geology & Mining, Imtiwapang also accompanied the Chief Minister. DC Peren, Peter Lichamo, also spoke on the occasion. Earlier, Jalukie Rongkaidai Village Council Chairman, Chingkhiulung Gonmei, delivered the welcome address and gave a brief history of the village. Jalukie Rongkaidai Village was established in the year 2007 and recognized by the State Government in 2014. At present, the village has 124 households.
Implement ‘Tourism for All’ policy: NSDF
DIMAPUR, APRIL 15 (MExN): The Nagaland State Disability Forum (NSDF) has called upon the Nagaland Government to put in place the ‘Tourism for All’ policy in the State Tourism Department and make tourism welcoming to all, including people with disability. This was contained in a representation submitted to Parliamentary Secretary for Tourism, C Apok Jami by the NSDF, a copy of which was made available to the media. The Forum, along with its Advisor and Disability Advocate Diethono Nakhro, also met the Parliamentary Secretary for Tourism, C Apok Jamir on Thursday. At the meeting, the Parliamentary Secretary was apprised of the need to usher in
a ‘Tourism for All’ policy in the State’s tourism industry and for accessibility to be reviewed and improved in existing sites and events in the State, with particular mention of the annual Hornbill Festival. With tourism a major focus in the State today and the industry only set to grow in the coming years, the Forum expressed concern that the Nagaland Government is excluding a large chunk of population in its tourism policy. It drew attention to an aspect in the State Tourism Policy that has been completely ignored and neglected leading to the complete exclusion of the disabled population – the aspect of accessibility at the various tourist sites and events. Besides violating the rights
of the disabled community of the State, most of whom are still unable to participate in a major state-sponsored event even after all these years, the Forum maintained that unfriendly environment means that the State is losing out on a new and important market. According to Census 2011, there are 29,631 people with various disabilities in Nagaland, which according to the Forum, is still a conservative estimation. It lamented that this “large section continues to live on the fringes of our society completely deprived of their rights and dignity and facing exclusion and discrimination from society as a whole.” Accessible tourism, or ‘Tourism for All’, is making travel and tourism destinations,
products, and information suitable for all those who have particular accessibility needs, including mobility, vision, hearing and cognitive dimensions of access, and even parents travelling with children, explained the Forum in the representation. The Forum therefore urged the Nagaland Government to review and improve the accessibility in existing sites and events. It further said accessibility at the main venue as well as associated events of the annual Hornbill Festival should be taken up immediately and implemented. The Parliamentary Secretary is learnt to have assured the Forum that he will take up the matter with the department on priority.

His first major tournament was the 33rd SubJunior National Archery Championship 2013 in Bangalore where he represented Nagaland. He thought back on how, as a first-timer, he failed to cope with the pressures of playing at the national level. He did not win any medal
there, but has won at least a medal in every competition since. He is currently ranked No.3 in the Sub-Junior National Rankings as per the Archery Association of India’s official rankings table. His first major title came in the form of a gold medal in the Mixed Doubles cate-
gory at the 35th Sub-Junior National Archery Championship 2015 played at the JRD Tata Sports Complex, Jamshedpur, pairing with compatriot Songmao Lam. He also won bronze in the Olympic round and gold in the Distance round during another sub-junior national archery competition the
same year in Hyderabad. In November of the same year, he was selected as one of the four boys and four girls of Sub-Junior India Team to undergo a month’s training in Korea. In January this year, he won a silver at the National Ranking Archery Tournament (NRAT) finals played in Shillong. The next week, he won another silver medal in the 60 meter round at the 36th Sub-Junior National Archery Championship in Margao, Goa. He also won a bronze in the 70 meter round, gold in the 30 meter round, and silver in the Olympic round, apart from helping his team win gold in the Team event during the recently held 4th All India Police Archery Championship 2016 at NAPTC Stadium Chumukedima. In July 2015, Kilenmeren was selected as one of the 19 athletes from various
streams from all over India by the Rahul Dravid Athlete Mentorship Programme, executed by former Indian cricket captain Rahul Dravid in association with the GoSports Foundation, which offers mentorship and career guidance to some of India’s most talented athletes. His travelling expenses and equipment are also being sponsored by the Mentorship Programme. In March 2015, Mopungchuket Reongsanger Club, through the initiative of Bendangkokba IAS, sponsored Kilenmeren’s first recurve bow for which he expressed immense gratitude. The six-foot tall archer with big dreams is presently undergoing a Sub-Junior Recurve National Archery Coaching Camp at SAI JNS Delhi, one of four boys and four girls from India, and the only archer from Nagaland.

Organised by the Initiatives of Change, a dialogue on the theme, ‘Learning to live together…’ is underway at Alikhyang Zungki River Valley in Kiphire district. More than 30 participants from Sangtam, Sumi and Tikhir community in the district have gathered for the dialogue. The inaugural session was held on April 15 where Wennyei Konyak, ADC Pungro while delivering speech pointed out lack of literacy as the cause of problems arising in the district and said that the district does not have even 20% of literacy, if the interior of the district are taken into account. “Illiteracy is an advantage of other people and most of the problem related in Kiphire is due to illiteracy,” said the ADC.
He said that “lot of projects and crores of money have been pumped in the district but it only in papers. This can be corrected only if there is literacy.” The ADC said that reasoning power is essential in order to learn to live together and this reasoning power will come of one is educated. Sharing some problems of the administration the ADC said that almost all the administrative officers posted in the district spend 90% of their time in law and order related works and there is no time for developmental work and with this how will the district move forward. The ADC said that people of the district lack “reasoning power and anything happen it spark like a lightning and because of that things are not moving forward at all in the district.” He sincerely appealed to the participants to take the learning

impur, april 15 (mExN): The Principal Director, Health & Family Welfare Department Dr. Sukhato A Sema in the presence of Senti Ao Secretary to the Government of Nagaland inaugurated the Day Care Centre under National Mental Health Programme at Impur Christian Hospital Mokokchung on April 15. The prevalence of mental disorders in the Country is 6-7% for common mental disorders and 1-2% for severe mental disorders while the rate of psychiatric disorders in children aged between 4 to 16 years is about 12% and nearly one-third of the population is less than 14 years of age. With such a magnitude of mental disorders it becomes necessary to promote mental health services for the well being of general population, in addition to provide treatment for mental illnesses. In view of chronic nature of mental illness; socialization, work and work habits are severely
impaired. As a result, the affected person requires resocialisation process, where his life skills need to be re-instilled. The Principal Director stated that this type of Centre will not only cater to the needs of recovering psychiatric patients but also those in need of psychiatric counselling wherein they will be motivated and encouraged to develop lost skills, so as to become a functional member of society. Similar Centres will be established across the State under NMHP in phase manner. With such a magnitude of mental disorders it becomes necessary to promote mental health services for the well being of general population, in addition to provide treatment for mental illnesses. Treatment gap for severe mental disorders is approximately 50% and in case of Common Mental Disorders it is over 90%. Dimapur, april 15 (mExN): With a vision to conserve natural resources and to strengthen the village resolution passed on January 23, 2016 the Phesama Youth Organisation (PYO) will be organising mass tree plantation day on April 23. A press note from PYO President Khriezhapu Kuotsu informed that the January’s resolution was a reaffirmation of a resolution was adopted on 1994 by the Phesama Village Council expressing grave concern over the serous socio-ecological crisis and environmental issues looming in the area. The resolution banned hunting, fishing, collecting
of firewood, grass, herbs, plants etc, burning of jungles and dumping of loose mud in its jurisdiction. “The resolution was further reaffirmed on January 23, 2016 and authorised the PYO to implement the resolution in Toto,” the press note added. The core aim of the tree plantation is in view of water conservation which has become a pertinent issue to the village community in particular and the surrounding areas in general, it said. The PYO further requested all the members under Phesama Village Council both in the village and elsewhere to positively attend the mass tree plantation.
In a novel venture, doctors, IRCS Mokokchung Branch and well-wishers from Mokokchung town conducted a ‘free medical camp’ at Yaongyimti (New) village here today where more than two hundred villagers availed free medicines and checkups at the village. The free medical camp was held under the aegis of Dr Supongmeren and assisted by four doctors – Dr Takosunep, Dr Rachel, Dr Asen and Dr Ayangla Saku. KODH 43rd foundation day on April 16 Kohima, april 15 (mExN): The Kohima Orphanage and Destitute Home (KODH) will observe its 43rd foundation day on April 16 at 1.30 pm the KODH, five km from state capital. This would be the first time the KODH would be observing the day without their Founder and president KODH Ama Zaputuo-ü Angami who died on March 24, 2011. She was 89. Lt. Zaputuoü Angami with her commitment started the Kohima Orphanage and Destitute Home in 1973 and running this home for 38 years till her demise. Last year the KODH did not observe due to the demise of their founder. The 3KW scheme for the BRO camp at Km 71 on Tuensang-Mon road, adjacent to village Yakshu was inaugurated on April 5 by the Advisor, NePED, Naiba Konyak in the presence of Col SP Yadava, Commander 15 BRTF, Officers of 100 RCC and all esteemed members of the civil administration, local village councils and the team members of NePED. Violent incidents continue in Imphal West
imphAl, April 15 (iANS): A large number of women protested on Friday in front of a police station in Imphal West district demanding release of a man who was detained in connection with the lynching of two Muslim youths on April 7. The lynching had led to violent clashes on Monday between Muslim and non-Muslim communities in the district, resulting in 60 people, including three police commandos, getting injured. Curfew has been imposed in the district since then. The women protesters on Friday said there was no reason for the police to detain K. Ibungo, the owner of a two-wheeler that Muslim youths were accused of stealing before they were assaulted by the locals. "It is not known why Ibungo was detained in the police station. He is the owner and victim. We demand unconditional release of him," a woman demonstrator said. The Muslim agitators who are planning a complete shut down of Manipur from Friday evening maintain that the victims of April 7 incident were students and there is no proof that they had stolen the two-wheeler. They said Chief Minister Okram Ibobi has failed to
tackle the situation in time. The communally sensitive situation was worsened by more violent incidents on Monday and Tuesday. On Monday night, three motorbike-borne men fired at some women vigilantes, injuring 14 persons, including children, in Imphal West district. On Tuesday, three Muslim youths assaulted one rice trader and his two woman associates and looted their vehicle, rice, cash, mobile handsets, gold ornaments. Anjuman, an NGO of the Muslim elders, subsequently announced that the offending youths had "surrendered" to them. The Imphal West district is now under heavy security with additional police and paramilitary personnel being rushed in. A spokeswoman of the Kanglei Ima Lup, a sociopolitical organisation, appealed for peace and harmony. The organisation also staged a sit-in in Imphal, protesting against the Monday's firing on women vigilantes. On April 7, residents of a locality in Imphal West district thrashed three Muslim young men on the charge of stealing a two-wheeler. While two were killed, the third youth continues to battle for his life in a hospital.

UNLF claims responsibility for Imphal blast
imphAl, April 15 (pti): The proscribed United National Liberation Front (UNLF) has claimed responsibility for the April 13 bomb blast close to a transit camp of Assam Rifles (AR), which left one AR jawan dead. In a statement issued to the media last night, the outfit said its activists triggered the explosion. The blast had claimed the life of the security personnel and caused injuries to three
others, the police officer said. The AR personnel were on foot patrol at a site located at Ragailong Khuman Lampak Stadium road. The three injured were identified as Himansu Devnath (31) of West Bengal, K Rameshwor (32) of Manipur and Manish Kumar (28) of Bihar. The jawan, who succumbed to injuries at a private hospital here on that evening, has been identified as Gukulchand Yadav (32) of Rajasthan, the officer said.

guwAhAti, April 15 (iANS): A baby elephant who got separated from its mother and injured itself after falling in a drain found its saviours in uniform when an army patrol rescued it and provided it food and medical treatment. The animal, separated from its mother and the main herd, fell into the wide drain, fracturing its right forelimb. However since the drain was near the boundary of the 14 ammunition
depot in Narangi Cantonment here, a routine patrol along the perimeter on Friday passing by early Friday found the injured animal, visibly in great pain and discomfort. The patrol commander informed the depot commandant who immediately activated a Quick Reaction Team along to reach the area along with all available officers. Contact was also made with the local forest department for expert help. The baby elephant was
rescued from the drain, and brought to a safe location. The team also fed the baby with flour and fruits and gave it water. Army officials said the baby tusker is calm and being taken care of by the depot personnel while the army veterinarians are providing the required treatment. In a similar incident in April 2014, a baby elephant was rescued from a pond by the personnel of the same depot.

India to get $250 mn for renewable from BRICS New Development Bank Washington, april 15 (ians): The New Development Bank, the latest multilateral funding institution in the financial world, has sanctioned a $250-million loan for India to fund its ambitious scheme on new and renewable energy, a top finance ministry official has said. “Participated in meetings of BRICS (Brazil, Russia, India, China and South Africa) finance ministers and Board of Governors of the New Development Bank. Major policy issues discussed,” India’s Secretary for Economic Affairs Shaktikanta Das tweeted. “New Development Bank sanctioned four loans, including a loan of $250 million for a renewable energy scheme in India. Good beginning,” Das said after the meeting that was chaired by Finance Minister Arun Jaitley here. This, according to officials, is in the area of so-
lar energy and is also the first such loan from the development financial institution. A statement from the Indian side later said the multi-tranche, $250-million loan will be given to Canara bank to, in turn, lend to renewable energy projects. “The projects will result in generation of 500 MW of renewal energy and savings of about 800,000 tonnes of carbon emissions,” the statement said. In total, $811 million loans have been approved for projects in India, China, Brazil and South Africa. Now into its second year, the New Development Bank, with noted Indian banker K.V. Kamath as president, was formed by the BRICS leadership to fund infrastructure projects in emerging economies, as also to meet the aspirations of hundreds of millions of people through
sustainable development. The BRICS finance ministers and central bank governors’ engagement here was on the margins of the World Bank-International Monetary Fund Spring meetings. Besides Das, Jaitley’s delegation includes Reserve Bank of India Governor Raghuram Rajan and Chief Economic Advisor Arvind Subramanian. During the meetings, Jaitley said even though India has consistently recorded the highest growth figures among large economies for the last three quarters, the global growth continues to remain sluggish and has witnessed recurring downward revisions. “Weak demand, tighter financial markets, softening trade and volatile capital flows are key headwinds to robust global recovery. Further, the efficacy of monetary policy instruments has reached its limits and that its pass
through has not been seamless,” he said. “Global and regional financial safety net and oversight need to be augmented -- including new financing mechanisms,” he said, emphasising the need for globally coordinated policy actions to address the persistent economic turbulence. At the BRICS meeting, which he chaired, Jaitley raised issues of common concern of member countries -- global economy, structural reforms, voice reform of IMF and the World Bank and other new and ongoing initiatives. He also expressed satisfaction that two key initiatives of BRICS -- the Contingent Reserve Arrangement and the New Development Bank -were both fully operational. The meeting decided to form a technical group to examine all issues in detail and present their findings before the next meeting.

The analysis, from venturebacked security risk benchmarking startup SecurityScorecard, measured the relative security health of government and industries across 10 categories, including vulnerability to malware infections, exposure rates of passwords and susceptibility to social engineering, such as an employee using corporate account information on a public social network. Educations, telecommunications and pharmaceutical industries also ranked low, the report found. Information services, construction, food and technology were among
the top performers. Government agencies have struggled for years to keep pace with malicious hackers and insider threats, a challenge that came into focus after it was disclosed last year that more than 21 million individuals had their sensitive data pilfered during a breach at the Office of Personnel Management. SecurityScorecard said it tracked 35 major data breaches across government from April 2015 to April 2016. President Barack Obama has made improving cyber defenses a top priority of his remaining year in office. His administration asked Congress to dedicate $19 billion (roughly Rs. 1,26,548 crores) to cyber-security in its fiscal 2017 budget proposal, which would include $3.1 billion (roughly Rs. 20,647 crores) for technology modernization at various federal agencies. Neiba apprises BRO KSON tours 19 Kuki villages; points out their needs Director General on negligence of NH-29 Kohima, april 15 (mExN): National Highway-29 (earlier NH 150), connecting the State capital Kohima to Jessami via Pfutsero to Manipur state, which has been neglected for many years without maintenance or repair by the authority has been brought to the notice of Director General (DG), BRO Head Office, New Delhi by Neiba Kronu, Parliamentary Secretary for Planning & Co-ordination, Evaluation, Monitoring and Taxes. National Highway-29 is the lifeline of Phek, Zunheboto and Kiphire districts of Nagaland. A press release issued by Thomas Thailu, Officer on Special Duty, Department of Planning & Co-ordination, New Delhi stated that Parliamentary Secretary Neiba Kronu apprised the DG, BRO of the problems faced by the local people of the districts concerned. Kronu also highlighted about negligence of the roads and Sidzu Bridge, which collapsed in 2007 and has not been constructed till date. The DG assured to instruct the BRO in Nagaland to start the work immediately and thereafter will visit the site in month of May 2016. Kronu has appealed to civil societies, villages and the other civic bodies to co-operate with the BROs during the construction of roads. The release stated that the DG, BRO, who assumed his office only in the month of January 2016, is an efficient, practical, and a person of dignity who is willing to bring road development in the country.

KSON President, Paotinsei Khongsai in a press release stated that during the tour, KSON visited schools in the villages and held interaction with respective GBs, VECs, VCCs, VDBs, YSU Unit, health sub centers staff with regard to the difficulties and obstacles faced by them. NGOs, drug users sensitized on TB Kohima, april 15 (mExN): Nagaland Users’ Network (NUN) in collaboration with Kripa Foundation and Treatment Action Group, New York, conducted sensitization programmes on tuberculosis at Kripa drop-in-centres at D’ Block and PR Hill in Kohima on April 12 and 15 respectively. Dimapur, april 15 (mExN): Nagaland BJP today met Union Minister of Consumer Affairs, Food & Public Distribution, Ram Vilas Paswan at Police Guest House, Chumukedima and apprised him of the state of affairs in the food and Public Distribution System (PDS) sector in the State. State BJP President Visasolie Lhoungu highlighted the plight of the people, especially in remote corners where accessibility is a huge problem, according to a release from BJP General Secretary (Media). Electricity and road connectivity as well as poor telecommunications were the main hurdles to delivering the PDS benefits, the BJP President added. ose Dukru, 32, and her family belong to a new generation of businessmen in India's northeastern state of Nagaland. But a few years ago, they decided to go back to their farming roots and began to cultivate vegetables in the village of Zhavame, unaware of the difficulties they would soon face. "Our cabbages are famous throughout the state. In a year, the village contributes to a market value of about 17 million [rupees, or $254,000] through its produce," she said. Yet her family, like other farmers in the region, only see a small percentage of the revenue. When they send their vegetables to be sold in Dimapur, the state's commercial centre, its municipal council levies transportation taxes on the vehicles bringing the produce to market - as do several armed groups along the 140km-long route from Zhavame to Dimapur. When the cabbages finally reach the wholesale market, traders set the price of the produce, irrespective of the farmers' production cost. "The traders have formed a syndicate and they pay something known as 'protection tax' to armed groups that gives them the power to dictate over the poor farmers. There's price monopoly here when there should be a free market. If we're lucky, we make a small profit. Otherwise, most days end with deficits," Dukru explained. Last July her father, Sanyi Dukru, 54, was assaulted by traders and found unconscious by the police at midnight. As the chairman of a local farmers' committee, Sanyi Dukru spent his days in Dimapur inquiring about the market prices of vegetables and updating farmers back home. That day was no different. "There was an argument, and the traders attacked him with the furniture lying around. A few suspects who were taken into custody have been bailed. I don't know whether to expect any justice from the system," said Dukru dejectedly.
long been a restive region, with many demanding sovereignty or full independence from the central government. The Naga National Council (NNC) declared the area to be independent a day before India's independence in 1947, and later claimed that a plebiscite it held found that 99.9 percent of people favoured sovereignty. The Indian government rejected the plebiscite, and after several failed attempts by the government to resolve the issue, the NNC took up arms in 1955. The Indian army retaliated with counterinsurgency operations, and in 1958, the Armed Forces (Special Powers) Act was passed, which controversially gave Indian security forces immunity in conflict-ridden areas. When the state of Nagaland was formed in 1963, it was given a special status and exempted from taxes, but disturbance in the area continued. Although separatist groups signed ceasefire agreements with the Indian government, there remain four major, and at least five small, separatist groups in Nagaland today. Each runs a parallel government of sorts in the state, fights against the others, and levies taxes on state residents. In 2013, a people's movement called Against Corruption and Unabated Taxation (ACAUT) was formed to protest against the taxation by armed groups and corruption in the state government. Joel Nillo Naga, a social activist and the co-chairman of ACAUT, said that in the past, Nagaland residents voluntarily helped provide NNC fighters with rations and other supplies. y inability to de-clatter my life had a prolong and hazardous effect on me. With my recent crossing of forty and officially facing an inevitable midlife crisis, I decided to act and started living without terms and conditions. First out went the television. I have had enough of force-feeding. To top it all, my two daughters were hooked dangerously to the idiot-box. Ninja Hattori, Nobita, and Shin Chan were part of the family. It took more than a month to resize the family and to learn to live with the people who are alive. Story books were all in and bed time story telling became a big hit. Then came my Nishi’s 6th Birthday and I decided to do it with style. My kind of style, without terms and conditions. Dzuleke was on my radar for more than a year. Just before a day of the journey, I googled it and found almost nothing. Nervous yet excited, I called my friend Dole, an eco-tourism expert from Kohima. With some reassurance from him, I started my journey from Guwahati at eight after a light breakfast. It takes less than five hours to reach Dimapur via Doboka. In Dima-
pur, we all had a sensuous lunch at Zephyr Lounge, where I think you get the best Thai food after Thailand. The smell of lemongrass and coconut milk reassured me of impending good times. After showing our Inner Line Permits in the check-gate, which is just when you reach the hills (and actually is almost 20 kilometres deeper into Assam-Nagaland border), we unleashed our box of happiness and from then on it was the journey, not the destination. We stopped every twenty minutes and clicked photos and had tea on roadside stalls, thrice. Girls easily picked up conversations with the locals and with absolute ease. So much so that the journey of two hours to Kohima took us almost four. The sun was going down fast and just then my friend Dole called. “Sir, where have you reached?” What a question, I thought. Do I care? I thought again. But then I woke up and reached reality. “Yes, my friend, 10 to 15 kilometres short of Kohima”. Dole told me to take a diversion before reaching Kohima. If I enter Kohima now, I will lose at least one to two hours. There-
exploited on the pretext of nationalism," he said. "Every commodity is taxed multiple times, right from transportation to storage to the point of sale. The burden of taxation is added to the price of every product that a common man buys. In addition, there are retailers and traders who've formed syndicates and also decide the price at will." To back up its demands, ACAUT formed a fact-finding committee to study taxes levied by separatist groups, as well as a "high power committee", backed by the state government, to investigate the issue further. The high power committee found that each of the nine separatist groups imposes taxes on government employees, except the armed and paramilitary forces - which amounts to roughly two months' worth of an employee's salary. Even funds for flood management and irrigation were taxed several times. "The groups function very systematically, and collect tax from the government funds through their respective 'finance departments'. There are more than 80 departments in the government, and a tax of 5 percent is levied on each of their budgets," explained Khekiye Sema, a retired bureaucrat who was one of the three members of the high power committee along with Naga. "What's worse," he added, "is that the government officials have begun to use taxation as an excuse to pocket the money." Taxation or extortion? In a camp a short distance away from Dimapur, the armed group the National Socialist Council of Nagaland, Isak Muivah, or NSCN (I-M), defended its taxation policy. "We have the legitimate authority to tax people, just
like any other government in the world. It's a way for people to participate and contribute to the mass movement of the Nagas," said Varengam Horam, who identifies himself as the minister of information and publicity for NSCN (IM). "Peace talks require money," Horam added. "We have coordination offices in 10 countries and thousands of armed men from Nagaland deployed there. We cannot call them back or stop sending them rations and other necessary supplies. It'll be extremely easy for us to engage in illegal activities and make money, but we don't want to do that, so we seek people's support." According to Chungkhojang Singson, an adviser to an NSCN faction called GPRN-NSCN, a small amount of 100 Indian rupees ($1.50) is collected from all villagers, but strict orders have been given to refrain from taxing funds allocated to villages for development work. "We do not harass either businessmen or the government employees for tax. We seek a certain amount, but are open to negotiation and bring down the amount for most people," he claimed. Shouka Kakheto, a senior police officer in Dimapur, is quick to point out that while armed groups consider it their right to collect taxes, the police force regards this as extortion. "The problem has become so deep-seated that people complain only when it begins to bother them. Otherwise, they're silently paying or negotiating the amount every day," Kakheto said. Even when the police file cases of extortion against members of separatist groups, locals refuse to appear as witnesses in court. As a result, the ac-
iscussions of Nagaland rarely reach the international arena. With the exception of a few rare and regrettable instances, March 5 2015 most obviously, Nagaland has remained a blank space internationally, and a distant enigma to the Indian public. However, Al Jazeera’s article “India’s Nagaland drowning in taxes and corruption”, written by Sarita Santoshini, has again brought the state of Nagaland and the complexities within it to international consciousness. Discussing illegal taxes and extortion, Santoshimi makes some poignant, but obvious, observations about the nature of corruption in Nagaland. First of all, that local insurgent groups extort businesses and departments through violent and threatening practices, and overlap each others tax claims in doing so. This creates a huge burden on local business. Secondly, that insurgent groups claim these extortive taxes to be legitimate and necessary for the peace process. Finally, that corruption exists in the state government of Nagaland and the bureaucracy, where it is denied by some bureaucrats and ministers, and contritingly confirmed by others. While these issues are of serious concerns to Naga communities, and on a wider scale, to the Indian public whose tax-dollars all too often find themselves in the pockets of violent extortionists in the border state, there is a bigger discussion of corruption, impunity, and the state of Nagaland that is being missed. Corruption in Nagaland is many things. The insurgents extorting transport trucks and business owners; the minister siphoning development or other funds into his or her own personal accounts, or hiding personal expenses and embezzlement in dubious budget reports; even bus drivers forced to overload busses and pick up extra passengers off-the-books to substitute for his own unpaid or inexplicably shrunken pay pack-
cused are let go. Tackling corruption On top of the multiple taxes, Nagaland residents complain of rampant corruption in the state government. India's central government allocates Nagaland a large budget each year, but little money is said to reach the public. According to the secretary of a village committee, who spoke to Al Jazeera on the condition of anonymity, his village received only a small fraction of development funds it was entitled to under the Mahatma Gandhi National Rural Employment Guarantee Act of 2005. The village was also asked to return 40 percent of the amount it received to Nagaland's rural develop-
tion in Nagaland, and nothing of what Nagaland can tell us about the nature of corruption. The fact that corruption exists is a well known fact, to all except those willfully blind to the fact, and often coincidentally woefully wealthy. But the issue reaches far deeper than marketplace extortion and bribing civil servants, it involves serious reflections about the nature of governance itself in Nagaland. Corruption is endemic, extensive, and egregious. Corruption has become embedded into the culture and politics of the state, where politics of nationalism, clan-ism, gender and cultures of impunity create a perfect storm for impunity and informality. Nationalist entities extort in the name of sovereignty, whether sincerely dedicated to the nationalist cause or not. Clan politics protect those in the ‘inner circle’ against accusations of corruption, as well as dissuading fellow clan members from speaking out against nefarious members, for fear of ostracism, or even violence. The gendered nature of power and politics in Nagaland state, entrenched in the formalization of customary institutions, and the informalization of patriarchal attitudes, continues to deny agency to half of those who live with and suffer due to endemic corruption and politics of violence. Finally, cultures of impunity - impunity in the law, from the law, in the government, impunity of the armed forces, impunity within clans, tribes, within households and families, casts violence and corruption to the shadows, obscuring the networks and personal relationships that feed on the resources and inefficiencies of the state, market, and the public. In essence, corruption is not just a problem of governance in Nagaland, it is a part of governance in Nagaland. The outcomes of deeply embedded corruption in Nagaland are valuable for understanding

For Dzuleke, you have to keep going for another more hour. I was told that from Kohima to Dzuleke is a distance of 36 KM and takes around one and a half hour. Dole also told me after Khonoma, I would be out of range of any mobile towers. I turned on my headlights right after the Khonoma gate and knowing very well after this point I will be away from the network, I gave my last call to Dole. Dole told me that the only WLL connection in Dzuleke is currently out of order, but he is trying, but fear not, keep going until you see civilizations. What the hack again. I am running away from it, I thought. Be advised, one should not travel in the hills in the nights. Never with two children without any backup. Moreover, in an unknown territory, never in the nights. But then
again this was a trip without rules and regulations. After entering the no-network zone, we encountered a huge man-made gate with raw bamboo and woods. The purpose of the gate looked very intimidating and defensive. And was written “Mithun Breeding Project”. And after that, believe me, we were in a Mithun ground. Those gentle giants were all flocking the roads, sometimes in a group of three and another in more than five. My eleven years old Khushi begged me to stop the car for few snaps. I told her, “you will have a better opportunity on our return, on a broad daylight.” How much this will prove wrong, I hadn’t had a clue, since I was new. Because Mithun's seldom come out into the open in daylight. The trip of 22 kilometres from Khonoma gate took more than an hour and a half. Many people ask me my love of hills and I also ask myself, why?? Why I love hills and it’s people so much? First, it humbles you. It tells you, you are nothing in front of
it. Any assumption of the distance and time taken for an urbaner will grossly prove wrong. And secondly, it’s people. If God lives in children, a part of him must have stayed back with the hilly people even in their adulthood. The simplicity and innocence are equal. Seeing streetlights, few houses, and smoke coming out of their chimneys and distant smell of bamboo shoots, oh I realized I have reached Dzuleke. I knocked at the first house on my left and came out a mother and a child tied at her back. The language was a problem, but within minutes came a young girl
with long jet-black hair, fluent in English. I told her I am here to stay and explore. They kept looking at me vaguely. Just then my two daughters got down from the car and stood beside me. I told her again, we are here for our holidays and inevitably, I told her my most hated word, we are “tourists.” Someone took our bags and she guided us to her house and made us all sit in her kitchen, near the open fireplace. Warm tea was served and after initial introduction and chitchat, I noticed some background brainstorming in their dialect. What actually happened that they
in business, in local, district and state governance, in families and clans. As interactions are characterized by increasingly informal, off-the-books practices – ‘greasing hands’, paying commissions, backdoor appointments, dubious public-private contracts, questionable land and property sales, so too does the nature of governance. The divisions between the ‘state’ and the clan, tribe, family, and even the insurgents, becomes fuzzy and blurred. What is a government office if staffed and managed by one close-knit family and their supporters? What is justice when access to it is reserved for the highest bidder, or most influential? What is governance that turns a blind eye to illegal and extortive taxes by violent gangs? Corruption and the informal practices that surround it have shaped the nature of governance in Nagaland. ‘The state’ has become, and some would argue always has been, an amorphous network of personal alliances, family ties, and clan affiliations. The public are not subjects, but witnesses, and victims, to a governance model that feeds off them, rather than feeds them. Observing corruption in Nagaland through this lens, it becomes more than an issue of extortion and embezzlement. New questions are raised - questions of what is governance, who is government, and what, exactly, is corruption in an environment of informality and impunity. This is the real value of discussing corruption in Nagaland. That it exists is not the issue, that is obvious, a truism even. Corruption is here, and likely, here to stay, at least for a long time. Corruption reconfigures roles in society – governments and people. Corruption redistributes resources – your resources. Corruption reproduces inequalities and injustices. It’s not a matter of it existing or not. It is a matter of how its existence changes, and challenges livelihoods, communities, and societies.

"The system is so corrupt that the contractor assigned to do a particular
development work by the government is barely left with any money to undertake the contractual work after the ministers, bureaucrats and different armed factions take their cuts." The state's education and health systems are also deeply affected by this misuse of funds. Last September, teachers boycotted classes over the non-payment of their salaries, affecting the functioning of 49 schools. "People feel neglected by the government, and the system of taxation and syndicates keeps them from starting out their own ventures," said Naga. "The frustration eventually drives them to join the separatist groups. It's a vicious cycle."

small cake after blowing six candles, which I bought from Dimapur with our host and our guide Vimezolie. Together with Vimezolie and our host, we became best of friends. Vime took us to their field a pristine golden paddy field. It was a day of cutting the crops, a time to take the fruits of labour. The entire village was there. The concept of yours and mine has not reached Dzuleke. There is not a single shop in the village. No TV no mobile. There are 34 houses with less than hundred people in total. Perhaps it is the smallest village of Nagaland. They have a primary school and a health centre with a staff nurse. I wondered if people ever fall sick here. That day I told my daughters, there are no rules or regulations here. You can eat anything, talk to any strangers, make friends with them, play any place, run any direction, and climb any tree. They quickly made some friends and start playing in the stream. Just then, younger Nishi picked up a crab from the stream, showed it to me, and told, “there is a technique to pick up a crab and it is never from the front.”

The ground beneath our feet
O
n Wednesday evening around 7.27 pm the wind that had been blowing all day suddenly increased in tempo. My sister heard the wind roar mightily on its way downward toward the town of Kohima. Immediately after that the earthquake descended on us; the old part of my mother’s house which is mostly wood, and part concrete, swayed and rocked for a minute or more. The water which we had collected in sintex containers spilt over from the rocking, and the windows rattled violently. Before the earthquake had subsided, people began to shout in unison, a combined sound of terror and vulnerability. The epicentre was in Indo-Burma. That was the latest update. Our minds turn to those who have suffered multiple of what we experienced here. It must have felt like the ground beneath their feet was opening up. It is so unnerving to feel the ground beneath one’s feet turn fickle. It is like a deep betrayal. In pre-Christian times, so great was the fear of natural calamities like earthquakes that members of the village would bring out the lids of their pots and bang on them making a terrible noise to ward off the earthquake. Men alternately shouted, “La! La!” which means “Cease! Cease!” It was addressed to the spirits, the Terhuomia to stop the unnatural behaviour of the natural world. Imagine the complete chaos caused by shouting humans banging on lids, and barking dogs, and crying children and babies. The noise itself
would intensify the already present fear of the earthquake. “The earth too has a spirit of its own,” said a young Naga poet. She narrated this story: Last year a neighbourhood near the Hospital area in Kohima was disturbed by screams and shouts at night. They thought it might be intoxicated young men and took up the matter. But they were told that no young men were out and about at the hour when they reported hearing
these disturbing sounds. Finally came the day when with a loud and very audible sound the earth slipped away in the middle of the night, taking hastily abandoned houses with it. This incident contributed to the folk saying that the earth has its own spirit. Pity we cannot verify this statement, but many with a similar worldview believe in it. At the end of July and beginning of August last summer, a narrator tells me that a fierce wind blew for a whole week through the Kohima town area. It was confined only to Kohima town. When one drove toward the southern Angami areas, the wind dissipated. When a car crossed the Naga hospital area towards Dimapur, the wind subsided. A few days after this strange wind, the landslide of Phesama took
place. Was that fierce wind trying to warn of a greater calamity to come? I believe Nature has not lost its power of communicating with us. It is still speaking to us and giving warnings before destructive events take place. And all that is part of our bondedness with the earth, and we should heed those warnings and do our part in taking care of the earth. If strange things are happening, perhaps it is our duty to take note and be attuned to what Mother Nature is trying to tell us. In the past weeks, Kohima has reached a sweltering level of warmth. The dry heat is enervating and many people are complaining of various ailments and lethargy in general. It’s not surprising considering our present environment. There are almost no trees left in the town area. Except for a copse of pines near the former Assembly secretariat and the war cemetery area, our streets are devoid of trees. The heart of the town is choking for fresh air that only trees can give. We have just too many houses, too many cars, too many people. We can’t do anything about the excess people but we can plant trees in allocated places in the town area like the new NST, on the border areas of the Khuochiezie ground, outside school compounds, along street borders, etc. We can do so much more in every town, and not just the capital town. An earthquake is Earth’s very loud heartbeat. Can we train ourselves to listen to it and respond in the way she wants us to?

oung male gamers who strongly identify with male characters in sexist and violent video games show less empathy towards female violence victims in real life, say researchers. They found that males who played "Half Life 1" or "Half Life 2" games -- violent games sans sexist component -- did not show the same lack of empathy as those who played the "Grand Theft Auto" (GTA) games that combined sexism and violence. "Males who really identified with their characters in the sexist, violent games didn't feel as much empathy for the victim," said Brad Bushman from The Ohio State University in Columbus. In a video game, you are physically linked to the character. "You control what he does. That can have a real effect on your thoughts, feelings and behaviour, at least in the short term," Bushman added in the paper published in the journal PLOS ONE. The team analysed 154 high school students, aged 15-20 years. Some of the participants played GTA games that contained both violence and sexism. Bushman noted that in these games, women are secondary characters
who are used as sexual objects by players. The second group played "Half Life 1" or "Half Life 2" which are violent but do not portray women in a sexual or sexist manner. In fact, the female character in the "Half Life" games plays an active role. The third group played games which have neither violence nor sexism. Afterward, all players were shown one of two photo illustrations depicting a young girl who was the victim of violence. “Most people would look at these images and say the girl pictured has to be terrified,” Bushman noted. The findings showed that after playing a violent, sexist game, male players reported lower levels of sympathy and compassion compared to those who played games without a sexist component. These males were likely to agree with what are called "masculine beliefs.” The study also identified which players are most likely to be affected by sexist and violent games and how exactly the games have their impact. "This finding gives us a better idea of what exactly a combination of violence and sexism in video games does to harm male players," noted lead study author Alessandro Gabbiadini from the University of Milano Bicocca in Italy.

A clarion call to the youth for clean election Nokchem Angth: It is time for Nagaland, special reference to the youth, to take under consideration. I think, we have discussed enough and even now we are discussing and we will discuss even more later, but the things remain same. Why is it so? We complain and make noise for the lack of Development after the election but we become mute spectator during the time of election. Why we can't make the same complaint and noise even in the time of election, but this will happen if only we have a sincere commitment but very unfortunate that we Nagas lack such commitments severely? Our past and present government has failed miserably to deliver justice to its subject. The candidates during election comes with a bunch of fake promises and bundle of 1000 & 500 cash notes to bribe us and we happily with a big smiling faces accept it all, in the name of "Good Gesture". Village councils, student bodies, women organizations, individuals and even the church are included and involved in good gesture scam. So my question is, do we recall our complaints and noise against government that we made during non-election time while we receive this good gesture? Answer is with you and me! Why I said, the government has failed miserably? Because~: * Teachers and other government employees are starving for their salaries. * School Children are sitting inside the class without Text Book and Teacher. * RMSA party is fighting for their appointment order. * Genuine candidates are denied the seat in many competition exam and practice backdoor to fill the seat. * Corruption at its height * Many areas of the state are suffering without having proper road connectivity and communication and many more. So can't we call them as a "failed government"? When they couldn't even develop a small place like Nagaland with only 11 districts in 5 years, how can we expect them to develop in 8 to 12 months (time of election)? And that is why I called their promise as "fake" and their government as "failed". Cited above the major problems faced by us presently, we can, now, easily judge who is who and what is what. The teachers and the government employees who are starving for the salary have to rethink and ask yourself that "Am I going to sell my vote again just for a thousand rupees and suffer for another 5 years?” The students who are suffering with no text book and teachers have to interrogate yourself, what is more worthy: selling my vote during election just for one sip of whiskey or Rs 500 or moulding my future and enjoy what others are enjoying after election. RMSA party has to think what will be our problems after the appointment order, will it be nonpayment of salary? And the problems with questions go on. I think, this is the motion that we all need to discuss and deliberate, though it may be silly for others. Everything begins from Election. Our electoral system is very poor, we have no clean electoral roll and our election process is one of the dirtiest in the Indian political system. We do not have free and fair election concept but money and muscle power are the major components that we have in our election system. We need development after the election, but at the same time we need money during election, in other word, we need development as well as money which is next to impossible. Many youths can't stay away from the money during election which keeps up its bad influence after the election. As a result of this, the youth can't raise their voice strongly against the evil deeds of our politicians because we sold our votes just for a thousand notes and one sip of MC Whiskey. It is time for us to know the prize of going clean during elections, if we are really concerned for the growth and development of our state. Only clean electoral process can make a difference in every aspect of the system but until and unless we don't learn its prize, we will swim in same dirty river. How can we achieve our goals and dreams? It is easy and simple. The solution is, "Clean Election". If we could go free and fair election, we may see the bright or sparkle in our society because everything starts from election. We have to consolidate going the clean and unclean election. When I say clean election, it should be clean without any money, muscle, liquor power, we should become the enemy of election materialistic so as we wait for new Nagaland. Soon the election fever will be around us, let us pledge ourselves to go Free and Fair Election. Let us pledge not to vote for money, liquor, land, job etc. Let us also pledge not to vote for party and candidate's wealth but let's pledge to vote for capable, committed and God fearing person. Let us once pledge that no one, be it village council, father or clan or whoever it may be for this, have no right to decide our voting rights and we shall not oblige with their decision or declaration. Whoever wants New Nagaland, let us join our hands together in clean election campaign and let us send a message to the society that we have every right and freedom to utilize what is ours. Some of these voters will go so far as to drain the candidate of his/her money for months just until the final hour, when they shamelessly fall over to the other side for even more money. They (the public) cannot raise voices during elections because that house they built, the food they eat, the car they drive all comes from the Candidate's pockets. A clean and fair election is just as must a NEED for the Candidate as well. So yes, free and clean and fair elections please. Stop eve teasing Pur Aren Imchen: EVE-TEASING MUST STOP! A school girl, a college student, a working woman and every woman especially the young women regularly go through humiliating comments by unruly men. Even teasing leaves a psychological scar on the minds of the women. In India, every 51 minutes a woman is sexually harassed; every 21 minutes 1 woman is molested and eve teasing is something that a woman has to contend with everyday. We are ready to kill a non local if he molests or rapes a Naga woman when in reality Naga women are not treated with respect by our own Naga brothers. So, one has no right to kill that non local whatsoever. We all came on this earth through a woman, then why is there no respect or dignity for women? From young boys to taxi and bus drives everyone has a comment to pass if a lady pass by. [Some of] the police and the so called home guards, wearing full uniform even pass harsh comments, which really hurts the sentiments of many young women, don't they have wife, sister, mother or a daughter at home? If we are not protected and respected in our own homeland, then how are we supposed to feel secured in a foreign state or country! Guys! What do you really achieve by passing comments on a woman?? Don't you have better things to do? Don't your parents give you morals?? Why can't you just let a woman pass by you without any comments?? It is such a shame that despite such development happening, the so called "civilized Nagas" behave in the most "uncivilized manner ". Cannot the government take stern action or steps against these crimes?? Just penning down rules won't help. What is required is real action and a change in attitude of Naga brothers towards women! Kashmir violence begins to challenge Mufti's rule
Srinagar, april 15 (ianS): Chief Minister Mehbooba Mufti could not have asked for a more troubled start to her innings as the head of the government in Jammu and Kashmir, one of India's most troubled states. Two major incidents -- first a trouble at National Institute of Technology (NIT) in Srinagar and then deadly clashes in north Kashmir that left four people dead in police firing -have bogged Mehbooba since April 4 when she took over as the chief minister of the only Muslim majority state of India. The NIT trouble, which began as locals versus outsiders over the nationalism debate, pitted Jammu against the Kashmir Valley. Reducing the communal wide between the two highly polarised regions of the state formed an important part of the ruling agenda of the Peoples Democratic Party (PDP) and the Bharatiya Janata Party (BJP) combine. The agenda was authored by Mehbooba's father Mufti Mohammed Sayeed last year after the two ideologically different parties came together to rule the state, which has been battling an armed separatist campaign since late 1980s. Mufti died on January 7, leaving the PDP with its natural choice of Mehbooba to replace him as the

chief minister. But she was initially reluctant to shake hands with the BJP before she agreed to head the government with no new concessions promised by the central government in Delhi. On April 4, when Mehbooba, 56, finally took oath, NIT erupted violently after celebrations by Kashmiri students of India's loss to West Windies in the semifinal of the T20 cricket World Cup. Outsiders objected violently and took out a march carrying national flags and shouting pro-India slogans. They demanded that the college be shifted outside of the valley over their safety concerns after police allegedly used force to quell the demonstration. As the trouble continued for the entire week, Mehbooba began her trip to Delhi on Tuesday to meet BJP leaders with whom she had refused to break bread earlier.
As she landed in the capital, violence began in north Kashmir Handwara town after rumours that a college girl was allegedly molested by an army man. People protested and security forces opened fire. Two boys and a woman were shot dead. A day later, more protests erupted in the nearby Drugmulla village of the Kupwara district, some 100 kms from Srinagar. Police fired tear gas shells. One of the cannisters fatally hit a 25-year-old man on his dead. In both cases, it appeared that forces had not followed the laid down Standard Operating Procedures on controlling the crowd and heading Mehbooba a major security challenge in only 10 days of her in the office. And the criticism against her, particularly on social media networks, was abound. Her bête noire and a usual critic led from the
front. "People died as a result of firing by security forces and what does the Jammu and Kashmir chief minister do? She continues her self-promoting tour of Delhi," opposition leader Omar Abdullah tweeted. "This is the same person who until a year ago would rush anywhere in the valley to shed contrived tears at the slightest provocation," the former chief minister added, throwing the criticism back at Mehbooba who would tear into Abdullah over civilian deaths during his rule. But on Thursday, when Mehbooba returned to the valley she ordered restraint in dealing with mobs. No civilian should be harmed while managing angry crowds, she told police. But the damage had already been done, giving a peak into what she may have to contend with in the coming years of governance. The NIT and the Handwara killings are still burning. How she deals with the crises -- both politically as well as administratively -will set the tone of her new role and will also lay the path for the uneasy ties between the "soft separatist" and the "saffron" streams in the state. Amid the crises, PDP leaders privately admit that Mehbooba is missing her father -- a shrewd politician who had seen and battled such challenges during his nearly 50 years in politics.

Srinagar, april 15 (ianS): A civilian was killed and four others were injured on Friday allegedly in a firing by army men as angry residents clashed with forces and tried to storm a security camp amid a simmering anger over four similar deaths since Tuesday in a tense but curfew-bound Kashmir Valley. A police officer told IANS that the protestors were demonstrating outside an army camp in Natnusa village of border district Kupwara when soldiers opened fire to stop them from marching in. Five protestors were injured, the officer said, adding one of the them died in
a hospital later. Three critically injured were shifted to Srinagar. "The mob tried to enter the forces' camp and the army had to resort to firing," the police officer said. Police identified the deceased as Mohammed Aarif, a resident of the north Kashmir district which has been the epicentre of fresh unrest in the valley. Aarif was a Class 11 student, according to residents. The demonstrators were protesting deaths of four civilians in firing and tear gas shelling by security forces since Tuesday. A police spokesman said "massive violent" protests took place in other areas of Kupwara in which
more than 40 security personnel were injured. Strict restrictions on movements were imposed across the valley amid protests and shut-down call by separatist groups against the civilian killings, triggering fresh unrest in Kashmir. Protests were also held in other parts of the valley even as the streets were patrolled by gun-toting police and paramilitary personnel to ensure prohibitory orders were not violated and peace maintained in more volatile parts of Srinagar, north and south of the valley. As a precautionary measure and to prevent trouble-mongers from spreading rumours, cellphone
internet connectivity was snapped for the second day. A senior district administration officer in Srinagar told IANS that the restrictions were put in place in parts of old Srinagar city. Curfew was also imposed in the main business hub of Lal Chowk. There was a near-total response to the shutdown call as shops, schools, colleges, offices and other businesses in areas where restrictions had not been imposed remained closed. Public transport was also off the roads in the valley. The separatist groups have called for shutdown on Saturday as Kashmir University cancelled all examinations that were to be conducted over the weekend amid apprehensions that restrictions may continue. The latest unrest in the valley, which has been battling a separatist campaign since late 1980s, has thrown a challenge at the new BJPPDP coalition government headed by Mehbooba Mufti, the first woman chief minister of the state. The trouble erupted after allegations that an army soldier molested a college girl in Handwara on Tuesday. The army has denied it. A video was circulated the next day showing a girl denying she was molested.

The agreement is to be signed within three weeks and it will take at least 18 months for India to get the first lot of aircraft. France initially sought nearly 12 billion dollars for the sale of 36 fighters complete with weapon systems. India has closed the deal nearly 3 billion dollars below France's asking price. Prime Minister Narendra Modi during a visit to Paris last year confirmed India's order of 36 read-to-fly jets. Before that, the Defence Ministry had sanctioned the purchase of 120 planes, but the deal was scaled down dramatically after both sides were unable for years to agree on the unit price and the assembling of the planes in India. In a related development, the Enforcement Directorate (ED) in Mumbai asked the Prevention of Money Laundering Act (PMLA) special court for a non-bailable warrant against Mallya. The ED plea for non-bailable warrant against Mallya is likely to come up for hearing on Saturday, sources said. The suspension of his passport would make Mallya's overseas stay difficult, sources told IANS. Mallya is in Britain since over a month now. Earlier this month, Mallya had informed ED investigators that he will be unable to depose personally as he also had legal proceedings in the Supreme Court over settlement of a loans case. On March 30, Mallya's counsel told the Supreme Court that he has offered to pay Rs.4,000 crore to settle outstanding dues against the grounded Kingfisher Airlines on account of loans extended by a consortium of 13 banks headed by the SBI. The Supreme Court on April 7 directed the liquor baron to disclose all his assets -- movable and immovable and tangible and intangible -- and other shareholding and beneficial interests in India and
abroad by April 21. "Today nine states are reeling under drought. India has seen two back to back droughts. India is drying out. The overall temperature has been increasing while the all India monsoon has been decreasing from 1960 onward," the paper 'Managing Climate Risk in Agriculture' stated. Skymet, India's independent weather forecasting service along with the India Meteorological Department has however predicted normal rainfall this year. But the onset of these rains is still far away. The prediction of good rains was based on the pattern changes evident with drop in 'El Nino', a climatic phenomenon which is the warm phase of the cycle of warm and cold temperatures in the Pacific Ocean that also impacts the monsoon. A high El Nino has a negative effect in terms of the weather, agriculture and economics. "There is an increase in the mean annual air temperature in many regions of the country," the report added. The report claimed that the prominent

At present several parts of the country are facing water crisis, leading to distress in the rural landscape. The report states that the climate change's severe impact on Indian agriculture is "undoing a lot of the achievements of the Green Revolution". The report pointed out the drastic effects of climate change on the yield of crop like rice. "An increase in temperature by 2 degree Celsius decreases the grain yield by 15 to 17 percent." "It is an alarming situation because the paddy and wheat production in Northeast India has already been stagnating or even declining. Short-season crops (vegetables and fruits) are the worst affected by changes, particularly during critical periods of their growth," the report adds.

That includes shifting trillions of dollars each year into renewable energy – up from $345 billion last year – and making everything from transport to agriculture and consumer products much greener very quickly. “This is about scale. It is about timing. It is about scope. We cannot move 500 companies and 200 investors in a few countries. We need to move everything,” said Mindy Lubber, president of Ceres, a U.S.-based business sustainability group. How cancer cells turn healthy cells to the ‘dark side’ lOnDOn, ApRil 15 (iAns): Cancer cells force neighbouring healthy tissue into helping with the disease’s growth and spread, a new study has found, shedding light on how cancer cells and normal cells communicate with each other. The findings showed that cancer cells use an altered gene to persuade healthy cells to release unique growth signals, which cancer cells can use to multiply but cannot secrete them. Also, the faulty versions of the KRAS gene - often altered in cancer - can have an important effect on healthy tissues. Normal KRAS makes occasional signals that asks a cell to divide, but when altered the gene becomes hyperactive and helps drive cancer cells’ rapid and uncontrolled growth. “What our research underlines is that cancer cells do not drive the growth and spread of tumours alone - they can bully their healthy neighbours into helping them,” said one of the researchers Chris Tape from The Institute of Cancer Research, in London. Further, the altered KRAS gene also plays an important role in turning healthy ‘stromal cells’ -- connective tissue cells of any organ -- into cancer’s allies. In addition, the researchers discovered that healthy cells were responding with a totally new message - a message that doubled the capacity for KRAS to drive malignant
behaviour in the cancer cells. They also recognised well-known pathways that KRAS uses to communicate with neighbouring healthy cells. “We have discovered exactly how cancer cells can persuade stromal tissue to secrete key growth signals, and in doing so opened up exciting new possibilities for treatment,” Tape added. The study, published in the journal Cell Scientists, showed for the first time that there is a communication loop with a cancer-causing gene controlling cancer via healthy stromal cells and opens up avenues for new approaches to cancer treatment. “We have identified a key role played by the most commonly mutated gene in cancer in communicating with healthy cells. Blocking its effects could be an effective cancer treatment,” explained lead author Claus Jorgensen researcher at the University of Manchester. The team studied communication networks in cells from a type of pancreatic cancer called pancreatic ductal adenocarcinoma - one of the most deadly forms of cancer. KRAS is altered in more than 90 per cent of pancreatic cancer, and in nearly 20% of all cancers. The team studied thousands of different growth factors, proteins, and receptors across different pancreatic ductal adenocarcinoma cells to see how signals were being transmitted.
USCIRF calls on Myanmar to end abuses against Rohingya WAshinGTOn, ApRil 15 (ReuTeRs): The U.S. government agency charged with monitoring international religious freedoms called on Myanmar’s new government on Thursday to do away with abusive policies against the country’s minority Rohingya Muslims. The U.S. Commission on International Religious Freedom (USCIRF) praised the government of de facto head of state Aung San Suu Kyi for releasing political prisoners after its November election victory. But it said Myanmar, which is also known as Burma, needed to act to protect freedom of religion and end discrimination against minorities. “One such step is Burma’s government radically changing its abusive policies and practices in Rakhine state, which have harmed members of the ethnic communities who live there, especially Rohingya Muslims,” it said in statement. The commission called on the government to do away with laws discriminating against ethnic and religious minorities, including Christians and Rohingya and other Muslims - notably the 1982 Citizenship Law. It said the government should ratify the International Covenant on Civil and Political Rights, improve access to humanitarian aid for displaced religious and ethnic minorities, and invite the U.N. Special Rapporteur on Freedom of Religion or
Belief to visit. It should also allow the U.N. High Commissioner for Human Rights to open a country office, the report said. Myanmar has denied discriminating against 1.1 million Rohingya Muslims in the country, most of whom remain stateless and live in apartheid-like conditions. Last month, Yanghee Lee, the U.N. Special Rapporteur on human rights in Myanmar, said creation of the first civilian-led government after decades of military rule offered the chance of breaking this “tragic status quo situation.” However, 1991 Nobel Peace Prize laureate Suu Kyi has so far taken a cautious line on the Rohingya issue, in spite of her status as a human rights icon during her long battle for democracy. The Rohingya are widely maligned in Myanmar, where they are seen as illegal immigrants from Bangladesh - including by some in Suu Kyi’s party - and she risks haemorrhaging support by taking up their cause. Some U.S. and other international sanctions remain in place in Myanmar despite its change of government and the Obama administration and influential members of Congress still have concerns about human rights, including treatment of Rohingyas. U.S. law allows for sanctions on countries the USCIRF terms of particular concern, but its recommendations are not binding.

KAThmAnDu, ApRil 15 (iAns): Mountain people add very little by way of emissions but bear the brunt of climate change, international development specialist David Molden has said. “It has been established by a series of research studies that people in the mountains release very small amounts of green house gases. This doesn’t cause the problem but mountain communities bear the burnt (of climate change),” Molden, who heads the Kathmandubased International Centre for Integrated Mountain Development (ICIMOD), told IANS in an interview. Farmers in the mountains have been not only facing shortages of water for irrigation but are also fighting disease in their fields to save their crops for their livelihood, he said. He noted in this context that people in the mountains of the Hindu Kush Himalayas feel the impact of climate change much more than those in the plains. “Mountains in the Hindu Kush Himalayas region are more vulnerable to climate change.It is a fact that several changes are and the damage it is causing – from worsening storms to agricultural losses. Setting a workable carbon price “is one of the single most important things” that needs to be done, Lubber said. Another is to shut down fossil fuel exploration, given that two-thirds of the reserves already discovered can never be burned under the new Paris agreement, the experts said. Former U.S. Vice President Al Gore, who spoke at the Oxford forum this week, put the value of unburnable fossil fuels at $22 trillion. The U.S. and South Korean officials, however, provided few details, including the type of missile, of what would be an embarrassing failure for Pyongyang, if confirmed. The launch comes as the two Koreas trade threats amid Pyongyang’s anger over annual South Korean-U.S. military drills that North Korea calls a rehearsal for an invasion. The
North has recently fired a slew of missiles and artillery shells into the sea in an apparent protest against the drills. The surge in belligerent rhetoric and nuclear and missile activity in the North may also be linked to leader Kim Jong Un’s preparations for a major ruling party meeting next month that analysts believe he will use to further solidify his autocratic rule. Some believe that Kim may try to use the country’s claims of recent nuclear and missile success as a way to turn domestic focus toward tackling the country’s abysmal economy. Aftershocks rattle Japan after quake kills nine TOKYO, ApRil 15 (ReuTeRs): Aftershocks rattled southwestern Japan on Friday after a strong quake the night before killed nine people, injured at least 1,000 and cut power and water across the region, forcing the temporary shutdown of several auto and electronics factories. By afternoon, more than 130 aftershocks had hit the area around the city of Kumamoto in the wake of the initial 6.4 magnitude quake the night before. Officials said the frequency was tapering off but the risk of further strong aftershocks will remain for about a week. While the magnitude of Thursday’s quake was much lower than that of the 9.0 March 11, 2011 quake that touched off a massive tsunami and nuclear meltdowns at Fukushima, the intensity was similar because it struck on land and at a much shallower depth. “We managed to huddle into a space, that’s why we were saved,” one man told NHK national television after he and his family were rescued from their collapsed house two hours after the quake hit. “We’re all safe, that’s what counts.” More than 44,000 people initially fled to schools and community centres, some spending the night outside after the first quake hit around 9:30 p.m. Roads cracked, houses crumbled, and tiles cascaded from the roof of the 400-year-old Kumamoto Castle in the centre of the city.

BCCI Secretary Anurag Thakur had said that there was an attempt to create negativity around the league. "We are not using drinking water, we have said that we'll use treated sewage water only. How many swimming pools of 5 star hotels have been shut? Have people stopped watering their lawns?" Thakur had asked. "There is an attempt to create negativity on every issue these days. IPL was to use 0.00038 per cent of water so that shows the requirement was not much." The sentiment had found support former captains Rahul Dravid and Sunil Gavaskar as well, both of whom felt that IPL and cricket had become soft targets to generate controversies.

ollywood icon Shah Rukh Khan uncorks a wildly over-the-top Jekyll-and-Hyde dual turn in this exhausting, bizarre yet watchable action-thriller melodrama. He plays a Mumbai megastar called Aryan Khanna, obviously modelled on himself – and incidentally using genuine footage in which he waves to hordes of screaming admirers from the balcony of his luxury home. But he also, with the
aid of digital effects, plays a creepy lookalike fan called Gaurav, a dopey Delhi guy who owns an internet cyber cafe and wins a local talent contest with his Aryan tribute act. The doppelganger effect is creepy, but it’s not easy to tell how intentional this is. Guarav’s obsessive fan-love turns to fan-hate when he feels his devotion to be slighted and then travels around the world, staging crimes in all the cities where Aryan is on a singing tour, knowing
that his erstwhile hero will get the blame. It could be that Khan has taken inspiration from fan nightmares such as Scorsese’s King of Comedy or Stephen King’s Misery. By casting himself in both roles, Khan could have intended a complex satire of celebrity narcissism. Or he could just be, well, guilty of a fair bit of celebrity narcissism himself. Either way, it’s outrageous and enjoyably absurd.

n the wake of the untimely death of Pratyusha Banerjee, members of the Cine and TV Artistes Association (CINTAA) have decided to hold counselling sessions with actors. "Starting from April 17, we will have seven counselling sessions with all the actors. We really want to know the root cause of suicide and eradicate it," Amit Behl, chairperson dispute committee, CINTAA, told IANS. The 70-year-old actress said it made her "cross" that many roles were given to men regardless of whether it was the lead character. "You look at a scene and it's going to be all men around a table and you think at least half of those could have been women," she said. "It's so hard to get a job as an actress, let alone as a star but just a job - to be a working actress it's so much more difficult than it is for men".
