ANCSU reiterate demand on state reserved seats DIMAPUR, APRIL 19 (MExN): All Nagaland College Students’ Union (ANCSU) has demanded immediate removal of Eligibility Category- III under the guidelines for selection of candidates against state reserved seats before the Nagaland State Entrance Exam (NSEE) is conducted for the current year. Informing this, ANCSU in a press release said a consultative meeting was convened with aspiring candidates for NSEE, parents, social activists, ANSCU senior leaders and concerned citizens on Tuesday to deliberate on the nonfulfilment of the demands of ANCSU by the State Government. At the meeting, the house reportedly assured unconditional support to the Union in their demand against allowing non-locals to appear for the state reserve seats exams. The ANCSU has therefore warned the State Government that it should not be held responsible for any untoward situation.

Fire at Doyapur 15 shops, 2 warehouses, 4 houses gutted DIMAPUR, APRIL 19 (MExN): At least 15 shops, 4 houses and 2 warehouses were gutted in a fire that broke out at Doyapur Bazaar under Dhansiri subdivision. The fire started at around 2:15am, April 19. The Doyapur Bazaar Committee informed that two houses had to be dismantled to prevent the blaze from spreading. There were no casualties but properties estimated to be worth lakhs were destroyed in the fire, the cause of which was yet to be ascertained. The bad road leading to Doyapur was stated to have compounded the problem as it took the Fire Brigade 2 hours to reach.

DIMAPUR, APRIL 19 (MExN): The Nagaland Gaon Burahs Federation (NGBF) new team of office bearers in its executive meeting held on March 13, 2016 unanimously adopted to approach all the leaders of the ‘Naga National Political Group’ (NNPG) for peace and unity in order to achieve the Naga common goal. Stating that the door of the Indo-Naga political final settlement has been opened by the Government of India with the NSCN (IM) on August 3, 2015, the NGBF on Tuesday appealed all the ‘Naga National Political Groups’ (NNGP) to come together. In a letter of appeal, the NGBF through its founder and advisor TL Angami, observed that “the present NNPG should not think they there may be some more opportunity for them though they missed or failed to step together this time … to bring an amicable set settlement and honourable solution to the Nagas.” He urged the groups to “think properly take the right

decision today and answer the appeal of NGBF for peace and unity. Terming the Naga Peace Accord as the “second step” for the Nagas after the 1963 16 Points Agreement which led to the formation of Nagaland State, the NGBF maintained that it is now the right time to settle the protracted Indo-Naga political issue as desired by the Nagas. The NGBF also stated that it would be compelled to withdraw their cooperation to the Naga political groups in the near future, if they do not heed their appeal for peace and unity. It also asserted that the NGBF has the “authority over the whole Naga villages as vested on the Naga village Chiefs (GB) to sign on behalf of the respective villages” in the event of any amicable settlement, which authority, the other NGOs do not possess. The NGBF asked the NNPGs not to think themselves in terms of “original” or “duplicate” ones since they are all the offshoots of the NNC and therefore from one family.

Union Minister for Science & Technology and Earth Science, Dr Harsh Vardhan on Tuesday visited the DBT Healthcare Laboratory & Research Centre at Naga Hospital Authority, Kohima (NHAK) and inaugurated the Paragonimiasis Research Laboratory there. The Department of Science & Technology, Government of India, has funded the Paragonimiasis Research Laboratory. Paragonimiasis is a disease caused by species of lung flukes of the genus Paragonimus. Eight species have been identified which use man as a host, and the disease has a range of Asia, Africa, and the United States. Addressing media person at the event, Dr Vardhan assured that he would do his best to implement the proposals put forward by Nagaland Government. “We are with you. We want Nagaland to grow in terms of everything, facilities and other various things,” he said. Nagaland’s Minister for Health & Family Welfare, P Longon expressed gratitude to Dr Vardhan for extending help to the state; while adding that under his leadership the medical and research field in the state have progressed immensely. Longon also expressed gratitude to the Union Minister for creating the infrastructure and providing the latest diagnostic facility and world-class equipments and machinery etc at the DBT Healthcare Laboratory & Research Centre.

Being Sümi—Zunheboto Town to host a red storm ZTYO organises Mélange 2016 from April 21-23

If you are visiting Zunheboto Town this April, you will see red. Not on cars or clothing, as the stereotype may suggest, but in the form of little red flags atop houses, on vehicles—the Zunheboto Town youth are in the mood to revolt against the “sickness of corruption,” and to show it, they are painting the Town red. The Zunheboto Town Youth Organisation will host a non-traditional youth festival, ‘Mélange 2016,’ from April 21-23 under the theme ‘Being Sümi.’ Part of its ‘Awake Zunheboto’ campaign, the festival will become the first time that the Sümi youth come together on the Zunheboto Town local ground in such a format- of ‘revolt’ under the spell of celebration. “Corruption is widespread here. Bureaucrats and politicians use the excuse of (lack of ) funds to deny us development, but the real reason behind the lack of development is corruption,” says Holuto, Convenor of Mélange 2016. He is out with a team of ZTYO members—in white and blue shirts—organising the festival at the local ground in Town on a windy, stormy day. The local ground itself was supposed to be a mega project of the Nagaland State Government. Today it is the only “recreational space” for the youth; and also a large puddle after

the rains, much like the riverine roads of Zunheboto Town. “Holding a small event is a herculean task here,” says Holuto, thinking of the job at hand—hosting at least 5000 people slated to attend the event from Zunheboto Town, as well as surrounding villages and districts, for the 25-activities-festival (cultural, sports, literature, arts) to be conducted at four venues across Zunheboto Town, with 11 colonies of the Town participating. It will be a showcase of this development. Development, reflects Vinoka, General Secretary of ZTYO, does not start and end with roads. “We need to develop the mentality, for which we need to provide recreational spaces

for the youth to express themselves positively,” he says. In the past three years, not a single festival (not even traditional ones) has been hosted in Zunheboto Town. There is a sense of “slumber” in the youth. To rise up against deep rooted corruption, the first step is to ‘awake.’ ZTYO was formed in October 2013 as an intellectual and pressure group to affect this change of gear. ZTYO designed the ‘Awake Zunheboto’ campaign which will see a string of activities throughout the year following Mélange 2016. The festival itself will include a bazaar that will provide a platform to local entrepreneurs (free of cost) to showcase their talent through stalls set up

at the local ground. It will also discourage Nagaland’s ‘chief guest culture’—the organisers have chosen an elder as the Father of the festival who has been invited to share wisdom with the youth. No monetary donations will be taken, and no grand felicitations made. Only respect will be given and taken. In that, the festival will also be a platform to welcome the non Sümi people of Zunheboto Town to come together with the Sümi people to interact, understand one another, and become integrated parts of the movement. “The colour red stands for love and Being Sümi should be symbolic of love,” asserts Holuto. The ZTYO wants itself to go beyond boundaries of tribe and religion, signifying the “cosmopolitanism” of Zunheboto Town—the word Mélange (mix) thus came into play. Spring was chosen as a time when the tension of examination fades, weddings & winter don’t pull strings, heat doesn’t bear down. “Let us hope the rain does not play havoc now,” says Eunice, one of the festival planners, looking at the sky. Her hope is, of course, more than that— that the youth of Zunheboto rise up and come together through Mélange 2016 to chart an empowered future through determined and collective effort. He said since the setting up of the centre at NHAK, a total of 1, 43, 237 number of various laboratory test have been done till date. Longon also stated that with the provision of this facility, doctors and researchers of the state could take up researches related activities and assist in diagnosis of local specific diseases and health care problems. He informed that Nagaland state have started research activities concentrating mainly on the local diseases, one of which is Paragonimiasis. According to Dr Khamo, research work completed at the centre include survey of Scrub typhus in Nagaland using IgM ELISA assay; survey of Paragonimiasis in Nagaland, study of blood group Antigens in Naga population, screening for Cervical cancer, preliminary work on Nasopharyngeal Carcinoma and molecular diagnosis of Epstein-barr virus and genotoxicity genes (GSTTI and GSTM1) of Nasopharyngeal cancer in different

ethnic groups of Nagaland. Further, there are two ongoing research work -DBT Twinning project on “Identification of sputum and urine exosomes based protein signature to diagnose and prognoses pulmonary tuberculosis” in collaboration with ICGEB, New Delhi and research project on “Development of a rapid serological test kit for Paragonimiasis and its morphological identification. Both the researches are funded by DST, Ministry of Science & Technology. Foundation stone for ‘Pilgrim’s Hailstones hit parts of Suruhuto-Asuto Haven’ laid at Molungyimsen Zunheboto, April 19 (Mexn): Hailstones as big as the size of a walnut fell in and around Suruhuto-Asuto town under Zunheboto district at around 11:30 PM on April 18. According to NPF 33 AC Suruhuto-Asuto President Kihoi Awomi, the worst affected was Saghemi Village where roofs of 171 houses were damaged. Altogether the damaged houses are estimated to be above 500 in the said area. Parliamentary Secretary for Fisheries and Printing & Stationeries, Shetoyi Sumi donated an amount of Rs. 1000/- each to all affected households for immediate relief and rehabilitation.

Parliamentary Secretary for Tourism, C Apok Jamir today laid the foundation for a Pilgrim Rest Camp – to be called as Pilgrim’s Haven – at Clark’s suspension bridge here today in the presence of a host of leaders and council members from Molungyimsen and Ungma villages and others. which, a late fine of Rs.50 will be imposed for every period of late renewal. It was also informed that for construction of building within the Municipal area, irrespective of government departments or private, construction permit should be obtained from MMC. All electrical

In a rare honour, Utpal Borpujari’s much-acclaimed documentary “Songs of the Blue Hills” that chronicles the contemporary Naga folk music practices, has been invited to China’s topmost musical institution Central Conservatory of Music. The Beijing-based institution has produced some of China’s topmost musicians, including Tan Dun, who won the Oscar, Grammy and BAFTA for his music in Ang Lee’s “Crouching Tiger, Hidden Dragon” and also composed for Zhang Yimou’s “Hero”, four-time Grammy nominee Wu Man, Zhao Jiping

who composed the music for classics like Zhang’s “Red Sorghum” and Chen Kaige’s “Farewell, My Concubine”, “The Emperor and the Assassin” and “Yellow Earth”, and virtuoso violinist Vanessa Mae. While the contents of the film will be analysed by the Conservatory’s faculty and students, Borpujari will share with them his experience of making the film as well as discuss about the diversity of folk music traditions of India, with particular focus on Northeast India, during the last week of this month. “It’s a great honour to be able to present my film before the faculty and students of a world famous

musical institution, more so as I would be able to give them an introduction to the rich cultural heritage of Northeast India in general and Nagaland in particular,” said Borpujari, who will also discuss about trends in Indian film music with the students and faculty there. “Songs of the Blue Hills” has earlier been screened in nearly 20 international film festivals, including in various European countries, the United States, China and India. It was also selected to the prestigious Indian Panorama section of the International Film Festival of India (IFFI) in 2014. The film has been praised for bringing together

Manipur beefs up security for Prez visit ImpHAL, AprIL 19 (TNN): Security has been beefed up in Manipur in view of President Pranab Mukherjee's visit to attend events marking Khongjom Day in Thoubal district on Saturday. Khongjom Day is observed annually on April 23 to honour the brave warriors of Manipur, led by 'Major' Paona Brajabashi, who made supreme sacrifices in the Battle of Khongjom. It is one of the fiercest battles fought during the 1891 Anglo-Manipuri War. Chief minister Okram Ibobi Singh called on the President in March and invited him to the event as the chief guest, a government source said and added that the President will inaugurate a monument -cum-tourist centre in the Khongjom area in Thoubal. A security meeting with top civil, army, paramilitary and police officials was convened a few days ago in Imphal to work out intensified security arrangements for the high profile visit, it added. Presence of a large number of armed rebel organizations in Manipur has created serious security concerns for the government and it is taking strict measures for the VVIPs' visit to the state. Manipur director general of police (DGP) LM Khaute said elaborate security arrangements had been made for the purpose. "Army, Assam Rifles and the paramilitary forces are making efforts on their part and coordinating with the police," the DGP told TOI on Monday. He added that the security has been tightened in all strategic areas of the state, including Khongjom and its surrounding areas in Thoubal district and Imphal. Officials here said the President will arrive on Saturday afternoon around 2.30 at Imphal airport where governor VS Shanmuganathan, the CM and top officials will give him a warm reception.

ImpHAL, AprIL 19 (IANs): Rain and thunderstorm, as forecast by the weather office, hit most of the northeastern states from early Tuesday. At several places tinroofed houses, shops and other facilities were flattened by the thunderstorms. Some people who were asleep were injured by the flying corrugated iron sheets and crumbling portions of the houses. Talking to ISTV, a local cable network, Manipur Chief Secretary Oinam Nabakishore said: "Now that it is confirmed that houses and other facilities have been destroyed, the government has sought detailed reports from the district administrations. Once the reports are with the government, it will be seen what can be done for the victims." "Money for the relief will be set aside from the state disaster relief fund," Nabakishore said. In Manipur, the thunderstorm hit many places in the early hours of the morning when most people were still asleep. The hill districts were worst affected. Many trees fell or were uprooted along the state and the national highways, blocking traffic and causing long hours of snarls. In the absence of the government's prompt response, residents took the initiative and cut the fallen trees, lopped off branches and dragged these aside to enable the traffic to resume. The meteorological department has forecast heavy downpours and strong winds for two days. Some school authorities were planning to declare holidays. In the past few days, some schools

had been damaged by the strong winds and hailstorm. In some districts, the dismantled corrugated iron sheets were blown away. Some head of cattle also suffered injuries. The state health department has alerted all rural hospitals to be ready to ender help round the clock. An official told IANS there is no dearth of medicines to cope with an emergency situation. South Asia, with India at its centre, is the fastestgrowing and second-largest region for human trafficking in the world, after East Asia, according to the United Nations Office for Drugs and Crime. India now more confident in dealing economically with other nations: Jaitley New York, April 19 (iANS): India’s confidence level in dealing with other countries economically has risen and it is now in a position to boldly consider multilateral trade arrangements as it has emerged as the fastest-growing major economy amid a “grim” global situation, according to Finance Minister Arul Jaitley. India once had “fears” about trade agreements, he said Monday at the Asia Society here in answer to a question about India’s attitude to the the Trans-Pacific Partnership (TPP). The trade pact is to bring closer together the economies of 12 nations stretching from New Zealand to Chile along the Pacific rim and include the United States. India is not in consideration for joining the pact, which has become controversial in the US because of

fears of competition from further opening its markets. Developed countries going to protectionism is what is worrisome, Jaitley added. Highlighting India’s emerging strength in the global economy, India’s ambassador to the United States, Arun Kumar Singh, said that in economic cooperation between the two countries, investments and job creation now went both ways. Indian companies had invested over $15 billion in the US and created about 100,000 jobs. Jaitley agreed with former Australian Prime Minister Kevin Rudd who said he had noticed that in India the language of discourse about the economy had shifted away to discussions of the regulatory environment, growth and role of manufacturing. Rudd, who is now the president of the

Asia Society Policy Institute and presided over the meeting, mentioned it as a sign of the maturing of the Indian economy and society. Commenting on Rudd’s observation, Jaitley said the sections of society that support economic reforms are now bigger than those that oppose them. India’s “competitive federalism” was helping speed up the pace of and change in attitude to reforms, he said. On the mainland all the states had turned revenue surplus except for the leftist states of Kerala and West Bengal, Jaitley said. But now even those states were coming on board with Kerala developing a private port and West Bengal wooing global investors. The president of the Confederation of Indian Industry (CII), Naushad

But at the same time, it could do better in regard to poverty reduction and industrialisation, he conceded. The BJP government’s “New Deal” of Make in India was born of the need to alleviate the stress caused to the Indian economy with about 50 percent of the population working in the agriculture sector and the need to shift them away from it, Jaitley said. He outlined the various measures taken by the government to help bring in investments for its Make in India policy, such as speeded up and transparent decision-making, reducing the discretionary element and giving a role for the market

forces, and changes in taxation policy, while at the same time heavily investing in the infrastructure. The areas for private investment were being expanded to now include defence, the railways, seaports, airports and other infrastructure, he said. Economic Affairs Secretary Shaktikanta Das said that for Make in India, the nation wanted to offer a low-cost manufacturing environment, but this did not mean low wages. The low-cost structure would be achieved through lower financial costs, lower transaction costs, lower taxes, better logistics through infrastructure improvements, and an efficient bond market, he added. Forbes said that the CII expected India’s growth rate to reach 8% this year because the monsoons were good after two bad years.

Now dial 139 to cancel railway ticket New Delhi, April 19 (AgeNcieS): Indian Railways ticket cancellation service: Train passengers will now be able to cancel their reserved tickets booked through counters by dialing 139 as the Railways will be launching the phone ticket cancellation service shortly. To begin with the service can be availed only by passengers whose train departure timings is between 11 PM and 6 AM. The software required for the cancellation over phone is ready and currently under trials, said a senior Railway Ministry official. In the phone ticket cancellation service, passengers can call 139 and give details of their confirmed ticket for cancellation and they will receive a one-time password (OTP). They can visit the nearest ticket counter till 10 AM next morning after cancellation over phone and provide the OTP to claim refund. The official said the cancellation over phone facility is for people who booked ticket from counters. For other passengers, whose scheduled departure does not fall in the 11 PM-6 AM window, the existing rule of four hours cancellation from the time of departure will be applicable. Railway Minister Suresh Prabhu has announced the launch of this service in the railway budget this year.

Cyber security to create one Full EPF withdrawal permitted million job opportunities in India under certain conditions New Delhi, April 19 (Fe oNliNe): As per existing rules on withdrawal of EPF, a subscriber has to be out of job for at least two months to seek withdrawal of his provident fund accumulation. In a move that would bring cheers to Employees’ Provident Fund Organisation (EPFO) members, the Government has decided to permit full withdrawal of EPF corpus for purchase of house, medical treatment for self and family members, education of children in medical, dental and engineering colleges and for child’s marriage. The Ministry of Labour has also put on hold till August 1, 2016, its notification placing withdrawal restrictions which was due to come into effect from May 1. The move has come after opposition from union representatives in the Central Board of Trustees of the EPFO. FeMoney had reported on April 12 that the government might reconsider its stand to place restrictions on withdrawal and would allow EPFO members to retain rights over the entire accumulated EPF corpus including own contribution, contribution of employers and accumulated interest.

The labour ministry had earlier proposed that if a member is below 58 years, and employed, he or she will be allowed to withdraw only own contributions lying in the fund and the accrued interest on that and not the entire corpus. The new norms have proposed retirement age for provident fund purposes as 58 years against the earlier 55 years. This meant that the member would not be allow to withdraw the employer’s contribution and inters accrued until attaining 58 years. “This is welcome measure. We were opposed to the move to allow EPFO to hold back a member’s money,” D L Sachdeva, General Secretary, All India Trade Union Congress (AITUC) and member, Central Board of Trustee, EPFO told FeMoney. As per existing rules on withdrawal of EPF, a subscriber has to be out of job for at least two months to seek withdrawal of his provident fund accumulation. EPFO corpus is created through a 12 per cent contribution from the employee’s salary along with a matching contribution from the employer and the interest accrued on the entire money.

New Delhi, April (pTi): Nasscom suggests that efforts towards cyber security are also expected to create $35 billion revenue opportunities by 2025. Increasing incidents of cyber-attacks and data protection efforts globally are expected to create employment opportunities for about a million professionals in India, Nasscom said. Efforts towards improving cyber security will also create a $25 billion (nearly Rs 1.66 lakh crore) revenue opportunity in India by 2025, the IT industry body said. “Another important aspect will be start ups. We expect to see about 1,000 start ups coming up in this area. This is because these smaller companies are light footed and yet have the best of technologies. Formed with a few members and registered as a Society in the year 2014, NHC strives to preserve the keys to knowledge of the past, history, ecosystem, and the rich intangible cultural heritage of the Nagas. It also aims to establish a museum to safeguard and reclaim traditional art and provide livelihood and generate income for the educated unemployed through the above stated activities. “At present, a priority task is the documentation of the oral narratives from our elders before it is too late. F&CS Secretary clarifies on allegations Kohima, april 19 (mExN): Responding to the media reports on misappropriation of Rs 402 crore by the State Department of Food & Civil Supplies (F&CS) which were based on the CAG Report 2015, the Secretary of F&CS today stated that the department is yet to receive any such allegation either from the CAG or from the Public Accounts Committee (PAC) of the Nagaland Legislative Assembly which is the authority to examine the CAG report. The Secretary, Ramongo Lotha, in a press release further stated that the delay in the implementation of National Food Security Act (NFSA) in Nagaland is due to resource crunch faced by the State. He admitted it is “quite difficult” for Nagaland to arrange the State’s share which will amount to Rs 1009.14 lakh in the first year, and Rs 759 lakh in the subsequent years. “That is why the State had earlier proposed to the Government of India to allow a special funding pattern of 90:10 for Nagaland instead of the general pattern of 75:25. However, this was finally not agreed to thereby leading to certain delays in implementation of the NFSA in the State,” the F&CS Secretary stated. It was mentioned that the State Cabinet had already decided to implement the NFSA in the State much before the visit of the Union Minister as revealed to him by

the Chief Minister during their meeting. The Department will commence online allocation for the districts of Kohima and Dimapur by May, 2016, the NFSA roll out for Kohima and Dimapur districts by June 2016, and for the entire State by July, 2016, followed by implementation of Fair Price Shop Automation in Peren district on pilot basis, Ramongo added. With regard to the allegation that non implementation of NFSA and non receipt of Hill Transport Subsidy (HTS) have deprived beneficiaries of several thousand metric tonnes of food grains, the Secretary termed the accusation “totally absurd” stating non implementation of NFSA till date has not affected normal supply of food grains in any way, and normal allocation has been continuing all these months. Availability or non-availability of HTS also has not affected Subsidized Good Grains Delivery though pending claims of transporters under HTS to the tune of Rs 14 crore is yet to be cleared by the FCI, he said. However, as directed by the Union Minister, a Special Task Force will be set up to clear the matter within three months’ time, the release added. The Secretary further clarified that Mid Day Meal Scheme does not fall within the purview of the Department of Food & Civil Supplies.

Lauding the two authors, Dr. Shürhozelie stated that the book is a very good beginning and that documentation of the oral tradition is very important. “With the change of times, these oral traditions are disappearing and documentation is the only means to preserve our tradition,” he added. Dr. Liezietsu also warned about the danger of talking about the Naga’s cultural

life which is often associated with headhunting and asserted that Naga ancestors enjoyed times of peace and building relationships more than hunting heads. Articulating on the recent arguments over Nagamese as a language, he said that Nagamese has no merit to be a language and therefore, “premature to talk” about it and encouraged young writers to write more in English. Publisher Vishü Rita Krocha from PenThrill Publication House stated that the book has brought alive the rich stories of a generation that is swiftly fading. The book is also a rarity due to the fact that the authors took extra effort to sit down with the elderly “which is sadly an uncommon sight nowadays” and penned down their experiences, their wisdom, and their knowledge of our rich culture and tradition, she further elaborated. Criticizing the Naga’s obsession with anything ‘foreign’,she also called for creating a vibrant atmosphere for literature by a thriving community of readers who supports writers who are making humble beginnings with their talent and creativity.

A

year of the Dimapur police Commissionerate have restored and instilled a sense of trust and security in the minds of the general public and have also brought laudable order to a ‘work in progress’ especially in the aftermath of the 5th March 2015 incident that saw a total breakdown of law and order. In this one year since its inception, various notable features in policing have given a facelift to their functioning. The men in khaki have never been more active which have indeed restored their pride, integrity and dignity as law keepers. The casual approach to the call of duty seems to have finally shifted, with a realization, of their responsibility and the motto to which they have pledged to serve the people. Under the Commissionerate system of policing, tangible improvement in the area of policing and maintenance of law and order has been visible. Statistically, Dimapur occupies less than 10% of the geographical area of Nagaland, but accounted for 43% of the crimes in Nagaland. As reported in a local daily, the total number of crimes registered for 2013 and 2014 in the state was 1682 and 1210 respectively while the crime rate in Dimapur alone was 699 (42%) and 532 (44%). There was an increase in the number of cases registered in 2015 with a total of 1003 cases from Dimapur district alone which happens to be the highest in a calendar year so far with a total arrests of 1018 persons. The increased number of cases registered takes one beyond the statistical interest that, in reality their “Zero tolerance approach to crime” has reaped commendable returns in terms of accountability. The installation of Close Circuit TV at important intersections will definitely act as deterrence towards prevention of crimes and various other illegal activities. With an increasing number of vehicles, traffic regulation has been a major challenge and the added manpower and rationalization through streamlining has helped eased the traffic to a great extent. Not only that, regular surprise checks has enabled drivers to become ‘law abiding citizens.’ A creditable feature of the Commissionerate policing has been the ‘‘public interface’’ providing various integral information accessible to the public through their website and through social media. This has enabled a closer interaction with the public in knowing the needs of the public so also creating awareness. In a city like Dimapur, crimes of all sorts including organized crimes; human trafficking and flesh trade; and cybercrimes besides economic offences, are bound to happen and this adds to their responsibility of preventing and detecting crimes added to it the task of delivering justice and to bring to justice those who break the law. Their call to duty and service comes with the challenges of policing towards the creation of a democratic society and the duty to assure safety and security and protect the lives of the citizens including their rights, to uphold law fairly and firmly with due respect for the rights of the citizens and reassure the community of the service for which they are committed to the motto “Security, Service and Sacrifice” with moral integrity, and sound judgment. Times ahead, the Commissionerate will be confronted by challenges of all sorts and sleepless nights. But the first year of the Dimapur Police Commissionerate has shown so much of promise in providing better service delivery, better regulation of activities, improved public order, faster incident response, etc. As for the general public, we need to give our full cooperation and support in helping the police serve us better. Why political corruption starts with voter corruption

I

t is an invariable question that any well-meaning person who wants to join politics is asked: “Where are you going to get the money from?” The implication is not so much about fund-raising for organising meetings, getting the word out there and other run-of-the-mill political operations. The implied question is: How will one pay off the voter the night before the elections? Largol has a collection of news reports on voter corruption in India. Here are some rates per vote according to that collection of news articles: • Rs 1,000-1,500/vote in Dakoha Village in Punjab for the national elections in 2014 • Rs 1,000-2,000/vote in Chennai, Tamil Nadu • Rs 500-5,000/vote in Thirumangalam, Tamil Nadu

Given this data of cash for votes, how much would a Member of Legislative Assembly (MLA) need to spend to win elections? An MLA election typically has about 1.5 lakh voters. If we assume that the MLA can distribute cash to about a third of voters in India, it means an MLA would need to bribe about 50,000 voters. So, if we assumed the low- to mid-end of the rate/vote estimate to be Rs 500-1,000 per vote, an aspiring MLA would need to spend about Rs 2.5–5 crore. This amount is on top of making cash payments to local party workers, officials (for example, sarpanchs), organising meetings and other costs. If we assume that an MLA spends about Rs 5 crore per election and he wins that election, the next question is: How will he get a return on his investment? The MLA could target to make a return of at least Rs 20 crore over the next five years: Rs 5 crore to cover the cost of winning the current election and another Rs 5 crore for the next election (which he may lose), and another Rs 10 crore for ongoing organisational expenses and profit. If the target is Rs 20 crore to make a return on investment, then where is that money going to come from? This Rs 20 crore will come as tax on the voter in terms of corruption in transferring and posting of officials, bribes from contractors and other deals. Let’s take an example of the most common way for politicians to make money, that is, through transferring police officers. When the police officer pays of the local MLA for a choice posting, guess where he is going to make his money? Try filing a police complaint at your local police station and getting justice without paying of the cop. After all, the cops also need to make a return on their investments. So, the next time we talk about political corruption, we should also talk about the integrated issue of voter corruption. n January 10, the Nusra Front, an al-Qaeda-affiliated terrorist group in Syria, stormed the headquarters of Radio Fresh in Kafranbel and arrested its director Raed al-Fares and journalist Hadi Abdullah. The flag of the Syrian revolution was thrown on the floor and al-Nusra members stepped on it and forced the station’s members to do the same. They destroyed and confiscated equipment and books, burned the flag and — according to Ghalia alRahal, director of Mazaia, a women’s center in Kafranbel — shouted, “We do not want any media in Kafranbel.” They closed the station and placed a sign at the main door saying, “Confiscated by Jabhat al-Nusra, do not approach.” This raid came in response to a post on al-Fares’ Facebook page, in which he said, “If our main concern is what’s between a man’s lips [cigarettes] and women’s legs, and as long as we are herding people to prayers and flooding our schools with Sharia books, we will have a thousand years of death to come in Syria.” Al-Nusra also claimed that songs broadcasted on the station were against the Islamic ruling of Sharia. Members of the radio station were held inside the office for almost two hours while al-Fares was taken by alNusra. After hours of negotiations with al-Nusra’s leaders and Sharia judges, Abdullah provided guarantees that alFares would not post messages critical of Sharia on Facebook again, and he was released. Al-Nusra had to also admit that raiding the station was a mistake and promised to return all their equipment. “As we were waiting for the negotiation, we were organizing for a massive protest that was planned to take off the next morning,” al-Rahal said. “Al-Nusra knew that we would have not kept silent.” Al-Nusra’s attack on the station generated a strong reaction on social media where al-Fares’ story was closely followed and solidarity posts were

proliferating on activists’ pages. Kafranbel’s Facebook page, which tracks local demonstrations and news, posted pictures of men and women holding signs that repeated two phrases: “Freedom for Radio Fresh,” and “No Media Oppression.” Radio Fresh is one of the many activities of the Union of Revolutionary Bureaus, or URB, a grassroots organization that tries to empower community members to uphold their rights and freedom in Idlib province. Established in Kafranbel in 2012 by al-Fares and a young activist named Khaled al-Issa, the URB currently has 475 employees with various offices that focus on enhancing education and empowering women and children. They provide training in sewing, hairdressing, nursing, and other skills that enable women to work. Similarly, URB established centers for children where they are encouraged to express themselves through painting and art. “The bureau activities came as a natural result of the needs on the ground,” said al-Rahal, whose center is part of the URB. This was not the first time al-Nusra has attacked the station. On January 17, 2015, al-Nusra raided a number of URB’s offices, including the headquarters of Radio Fresh and Mazaia. In response to this incident and continuous harassment and interference in civilian affairs, people took to the streets calling for freedom. They forced al-Nusra to keep the station and the women’s center running. Al-Nusra is emerging as a powerful force to rival the Islamic State in Syria and has seized several strategic towns in Idlib and Hama provinces. Al-Nusra’s goals are to overthrow the current Syrian government and create an Islamic Emirate under Sharia law. Al-Nusra uses Islam and Quranic texts to oppress people and impose strict social values, including limiting women’s movement and dress code. Activists, who are also Muslims,

have been using Islamic values to push back. The radio station dedicates the first two hours of the day to broadcast Quranic texts, transmits prayers five times a day, and airs four religious programs a day. “While religious extremists call for death and blood, we call for mercy, respect and forgiveness — all core values in Islam,” al-Fares said. “We need to use the same tool and that which is understood by the general public.” According to al-Fares, the true reason for his latest arrest was a campaign that he launched on the radio to raise awareness of basic human rights and against religious extremists’ practices. Using female voices, nine messages were repeated between programs and songs that challenged not only extremists, but the whole culture. These messages defend women’s basic rights and ask men to take some responsibility and support them in obtaining these rights. They are also a direct response to armed and extremist factions’ strict rules on women’s dress code and education. In some places, al-Nusra has been busy fighting and has not had the time to interfere in civilians’ affairs. However, this may change once the fighting halts. “It is important that people increase their civil activities now as this would make it harder for al-Nusra to take control in the future,” al-Rahal said. “Al-Nusra’s members respond to people because they know that without people, nothing has value — not arms, Emirs or rulers.” People who took to the streets in early 2011 against Assad’s oppressive regime have recently been demonstrating against all oppression. “We protest against the regime, extremists, the Russians, NATO and starvation in besieged Madaya,” al-Rahal said. Madaya is one of 19 Syrian towns under siege, where cases of death due to starvation have been reported. While Madaya is besieged by pro-Syrian government forces, other places like Foua and Kefraya are besieged by armed op-

position groups. According to U.N. estimates about 500,000 people are currently living under siege. There have been protests against alNusra’s aggression and strict rules all across Idlib. On January 15, people in Maraat al-Numan in Idlib demonstrated against al-Nusra and called for its departure. “Maraat is free free, al-Nursa is out out,” they chanted. A new wave of protests has coincided with the ceasefire, which went into effect on Feb. 27. On March 14, hundreds took to the streets against al-Nusra’s aggression against civilians and moderate factions. In places like Khan Shaykhoun and Salqueen, people have protested against al-Nusra’s attempt to impose Sharia clothes, or niqab, on women. In other parts of Syria, like Raqqa, where the Islamic State is in full control and brutal against civil organizations, residents are resisting by not swearing allegiance to the group. Those who do not swear allegiance have to pay for social services, which IS provides for free, and additional taxes. Five years into the revolution, people have deeper knowledge of themselves and the concepts of citizenship, the state and human dignity, al-Fares explained. Now they are demonstrating against any regressive thoughts or oppression. “Al-Nusra and the Islamic State have arrested me and tried to kill me many times,” al-Fares said, “but this is irrelevant because what I have established in the community and with URB’s activities will always live. Empathy + Thinking = Wise Action Zoe Weil

n a recent video from The Atlantic, Yale psychology professor Paul Bloom argues that empathy is a fundamentally bad thing that makes the world worse. Bloom believes empathy leads us to make less rational decisions. If a child is trapped in a dangerous mine, our empathy compels us to harness great sums of money and effort to save her. A more effective way to spend limited resources, however, might be to provide life-saving water to thousands of children in a drought-stricken area. I understand Bloom’s perspective. My own experiences of responding emotionally, rather than rationally, to suffering support Bloom’s argument. For example, I’ve given money to save a single child, a single family, and a single pig, chimp, and dog more times than I can count, even when I knew that my money would be better spent on systemic change. Despite this, I don’t wish that I had less empathy. Empathy has motivated me to want to alleviate suffering in the first place and to commit my life to cre-

ating a more just and humane world. My challenge is to ensure that the actions that empathy inspires are wise ones. This is why I’ve thoughtfully and intentionally focused the great majority of my charitable dollars, as well as my work, on changing unjust, unsustainable, and inhumane systems, rather than on band-aid solutions or helping individuals. So while I agree that dollars and time devoted to individuals can and should be more wisely allocated much of the time, I don’t think we should reject the empathy that compels us to help our neighbor in favor of Bloom’s “cold-blooded” analysis. Effective altruism—an approach to improving the world utilizing reason and evidence that Bloom mentions positively in his video— doesn’t require that we forgo empathy. My guess is that those who lack empathy are far less likely to want to be effective altruists than those who are deeply compassionate. Without empathy as a default setting, the world would be a scary place, with little effective altruism. After all, one of the hallmarks of

sociopaths and psychopaths is their lack of empathy. Bloom goes even further, arguing that empathy leads to war. It is surprising that Bloom posits that invading Middle Eastern countries stems from our empathy for victims of brutality and cruelty. We certainly do go to war for many emotional reasons—fear, vengeance, greed, and rage among them. I do not think, however, that we may go to war in Syria against ISIS because of an overabundance of empathy, as Bloom suggests. (Surely we would be opening our borders to Syrian refugees were we full of empathy.) Whether the challenges we face revolve around conflict, environmental destruction, human oppression, or animal cruelty, Bloom is right that empathy doesn’t by itself lead to wise action, which is why empathy alone is insufficient for solving pervasive, entrenched, and systemic problems. Critical, strategic, creative, and systems thinking are essential capacities that enable us to put the motivation for good that our empathy inspires into successful actions.

Yet it’s much easier to teach someone who is brimming with empathy to be a good critical, creative, strategic problem-solver than to teach someone apathetic about poverty, slavery, oppression, and prejudice how to cultivate better thinking for a more just future. At least that’s been my experience over the past thirty years as a humane educator. This is why it’s important that schools actively cultivate empathy alongside thinking capacities and dispositions such as being conscientious, ethical, responsible, and solutions-oriented. I see this as a both/and not an either/or. By creating a false dichotomy Bloom moves us away from the best and wisest solutions to serious challenges. Were we to adopt his perspective, we might begin to systemically reject empathy, abandoning the cultivation of an emotion that provides perhaps the greatest impetus for good. Why would we want to do that when we can both foster empathy and teach essential thinking and problemsolving skills so that we’re educating young people to be caring solutionaries for a better world?

Accept vs. Except These two words sound similar but have very different meanings. Accept means to receive something willingly: “His mom accepted his explanation” or “She accepted the gift graciously.” Except signifies exclusion: “I can attend every meeting except the one next week.” To help you remember, note that both except and exclusion begin with ex. Affect vs. Effect To make these words even more confusing than they already are, both can be used as either a noun or a verb. Let’s start with the verbs. Affect means to influence something or someone; effect means to accomplish something. “Your job was affected by the organizational restructuring” but “These changes will be effected on Monday.” As a noun, an effect is the result of something: “The sun-

As a general rule, the speaker/writer implies, and the listener/reader infers. Nauseous vs. Nauseated Nauseous has been misused so often that the incorrect usage is accepted in some circles. Still, it’s important to note the difference. Nauseous means causing nausea; nauseated means expe-

riencing nausea. So, if your circle includes ultra-particular grammar sticklers, never say “I’m nauseous” unless you want them to be snickering behind your back. Comprise vs. Compose These are two of the most commonly misused words in the English language. Comprise means to include; compose means to make up. It all comes down to parts versus the whole. When you use comprise, you put the whole first: “A soccer game comprises (includes) two halves.” When you use compose, you put the pieces first: “Fifty states compose (make up) the United States of America.”

The public too lack compassion and strength to voice against their elected politicians to claim their rights. The influence of ‘non-state’ entities in state affairs and their alliance with political parties again brings more corruption and their ‘generous interference’ also paralyzes (directly or indirectly) the internal investigation team who can mobilize the state and bring down corrupt persons. The New Woman Sheryl Sandberg, Michelle Obama and Hillary Clinton are amongst others ranked in the list of Forbes Most Powerful Women in the world in 2015, proving that women can be as successful as men. Yet, in many parts of the world socially constructed obstacles still exist for women, and sadly women empowerment continues to be a topic widely written and debated about in this 21stcentury, even in Nagaland. Despite this, a “new woman” is emerging changing the way society and the world works. So, who is this “new woman”?

n recent times, the world has seen the emergence of a new kind of woman. Cutting across classes and nations, this woman is reconstructing traditionally established notions of feminine and female behaviour, redefining female adulthood as an indomitable force to be reckoned with, and reorganizing class structures in society. This furtherance has been the culmination of a protracted two hundred and fifty-year struggle, starting from the fight for suffrage in the 19th century- pay equity, minimum wage, to the more recent movements pertaining to civil and domestic violence rights. We, as a race, are living in an era where women are no longer defined by their spouses or by their other halves, because today, women have agency. The agency of opportunity: professional, economic, social and familial. Among these, the most powerful type of woman that has been the source of a major restructuring of our citizenry, and whose presence carries with her vast implications in social and political consciousness is the rise of the single, working woman. Women are no longer dolls. Today, to a large extent, women in developed countries have the freedom to choose and decide their own destiny; be it marriage or career. Such freedom is possible partly because, in these countries, men from a young age are made aware and sensitized to women's rights. Thus, the education system dispels the traditional notions of what constitutes female etiquette and the assumptions of femaleness that are internalized by pre-

He was filled with joy and delight because at that time people who brought back the head of a tiger were highly ranked and recommended as important and most powerful among all in society.

Last year in Canada, the Prime Minister, Justin Trudeau who considers himself a feminist, was asked by a journalist why half his cabinet members were women. His reply was "because it's 2015". Similarly, in Sweden, Margot Wallström Isabella Lövin, the Minister for Foreign Affairs, envisioned a 'feminist foreign policy' that "will help to achieve concrete results that enhance both gender equality and the full enjoyment of human rights by all women and girls". Such changes have also had an impact in policy making where women empowerment is an important aspect of the political agenda and a crucial factor in establishing what a ‘progressive’ nation is made of. Issues which were deemed too risky, or non-conformist in the past are now being addressed by the courts, parliaments and civil society. Having said this, how do we fare in our part of the world? Women empowerment is still a burning issue that is catalyzed by evils (dowry, domestic abuse, gender discrimination, rape and sexual assault) still plaguing our nation. As far as Nagaland is concerned, indeed, Naga women do in fact enjoy many societal, cultural and familial privileges denied to women in other parts of India. However, for some reason, it has not been able to translate itself into the grammar of the electorate. If we as a society consider men and women to be equal partners, with no gender biases, the fact that women are without representation in the electorate itself speaks volumes about the attitude of the electorate towards wom-

en in Nagaland. Women are still, in several ways, deemed inferior in Nagaland. This is especially evident in the predicament of women who want to be involved in decision making at the highest level. Their opinions are often trivialized (not by every man) and their candidature itself is viewed as preposterous by those who still believe in the bastion of man > woman. This has resulted in the public space becoming exclusively the domain of the male, endorsed and defined by patriarchal notions. Within the domestic sphere, we might take pride that Naga society doesn't practice many of the evil practices that areprevalent elsewhere. We might even take pride in the fact that women do not face violence in our society as the National Crime Records Bureau (NCRB) figures indicate (only 67 cases of crimes against women were registered). If these figures are to be believed, Nagaland is the safest state for women in India. But how much do the figures reflect reality? Are we sweeping our dusts under carpets, afraid that the language of taboo would render us stigmatised? Is the ideal of women empowerment in Nagaland a lived reality, a figment of the imagination or something that exists only in the realm of paper and pens? Having said that, recently, there has been a slight paradigm shift. The role that women play in diverse fields – as managers, academicians, police, accountants, administrators, entrepreneurs, doctors, workers, artists etc – (domains that were before essentially a male preserve) is a tes-

tament to this. Education, exposure, and a creation of awareness of the Rights of women havebrought about a radical upheaval in social and political consciousness, and the hierarchical and authoritarian nature of the male-female relationship is starting to get debunked. In fact, women are now attending village council meetings in some villages in Nagaland. Suppressed under customary laws that had a litany of dos and don’ts for so long, Naga women are only now breaking the mould and shaping an identity of their own making. The struggle is still at a nascent stage because the shackles have not completely come off. Like women elsewhere, Naga women are the carriers of a legacy and a heritage that tried to suppress, silence and subdue them. The more pertinent question that needs to be addressed today is whether we as a society are treating women equally in all aspects of experience? Are we allowing them to express the rattle of their vocal chords, independently, without fear or favour? If not, why? "You have to demolish such structures. We know you are not doing anything. None of the states are doing anything. You have no right to allow it. God never intended to obstruct the path. But you are obstructing the path. It is an insult to god," a bench comprising Justices V Gopala Gowda and Arun Mishra observed. The remarks were made as the bench pulled up states and union territories for their failure to comply with its directions to file affidavits spelling out steps they have taken to remove illegal religious structures from public roads and pavements. The apex court gave them a final chance with a direction to file the affidavit within two weeks failing which the Chief Secretaries of the concerned states will have to be present personally to explain non-compliance of various directions of the apex court passed from time to time since 2006. "We don't appreciate this type of attitude," the bench said, adding that the or-

ders and directions of the apex court "are not passed for keeping in the cold storage". "If this is the attitude of state administrations and the chief secretaries, why do we pass orders? Do we pass orders for keeping in cold storage? If you have no respect for court orders, we will deal with the states," the bench said. The bench, which was about to pass an order for summoning the Chief Secretaries at the first instance, modified it after a plea was made by some lawyers appearing for various states. The apex court was hearing the petition filed in 2006 in which directions were passed to states to remove unauthorised structures, including places of worships, from public places. It had on March 8 received a contempt petition against Chhattisgarh government, following which it had asked the state to ascertain the factual position on the basis of allegations made in it. The apex court had directed all other states' counsel to take instructions with regard to the compliance of the interim orders passed by it from time to time in this regard. The bench in its order noted that despite the March 8 order "none of the states have filed affidavit".

ndia’s biggest reform to transform the life of a crisis-ridden farmer is 91.6 percent behind schedule this year, prompting Prime Minister Narendra Modi to promise in five months what could not be done over the last 10. As many as 250 agricultural markets nationwide (of 585 selected) were supposed to have been linked by 2015-16 to a common nationwide electronic platform, but only 21 markets in eights states have been linked-as of March 2016-to what is called the National Agricultural Market (NAM) platform. On average, a farmer gets no more than 10 percent to 30 percent of the cost you pay for his produce, as IndiaSpend has reported, primarily because the farmer cannot sell directly to consumers and large companies, thanks to an archaic law that delivers commissions to layers of agents, usually linked to politicians. Despite the slow progress, the target of linking 585 markets to the NAM by 2018 stays unchanged, according to a statement issued on April 14, 2016, by the Ministry of Agriculture. This means that 564 markets must be linked in two years, 26 times the

number (21) linked over the last 10 months. Last week Prime Minister Narendra Modi promised to link 200 markets over the next five months. The NAM platform will allow anyone from any part of India to buy agricultural produce from any farmer from any part of the country. There are 2,477 principal agricultural markets and 4,843 sub-markets (smaller than principal markets) that buy and sell agricultural produce in India. The NAM target of 585 thus covers only

It hobbles farmers, imposing multiple levies on produce and disallows direct sales to private companies. “The continued presence of regulations of APMC Acts in most commodities

in most states has compelled the farmer to sell produce only in the governmentcontrolled marketing yards,” said a December 2015 NITI Aayog report, Raising Agricultural Productivity and Making Farming Remunerative for Farmers. “The APMC market yards are subject to vast technical as well as marketing inefficiencies that undermine the prices that farmers receive.” Bihar is the only state to have repealed the APMC Act in 2006. Kerala never enacted APMC legislation, but it did not develop marketing infrastructure either. “APMCs levy multiple fees, of substantial magnitude, that are non-transparent and hence a source of political power,” said the Economic Survey of 2015-16 (Volume 1, Chapter 8). For instance, at the principal market yard for Mumbai city (at Vashi), farmers must pay two percent commission to agents, who charge further commissions that range from 6.5 percent (on onions) to 10 percent (on vegetables), the survey said. The southern state of Karnataka has pioneered modern agriculture marketing by unifying 51 of 155 principal markets statewide in collaboration with the National Commodity Exchange, a trading platform for commodities.

Besides the allocation of Rs.38,000 crore which was well short of actual requirement, Bhushan said that minimum wages being paid under the MGNREGA was not at par with the prevailing rate of minimum wages in the states. Similarly, he told the court that compensation being paid to the farmers

for crop loss on account of drought too was far short of the actual cost that a farmer bears, and sought the compensation cover the cost of cultivation of different crops. Claiming that what was being paid for crop loss was without taking into consideration the cost of seeds, fertilisers, pesticides, water and labour, Bhushan said that what was coming to farmer's family was not even the minimum wages paid to worker. Pointing out that both farmers and farming sector were in deep distress, he said that the last 15 to 20 years have witnessed more than three lakh suicides by farmers. Meanwhile, the government told the court that farmers in drought-hit areas were entitled to restructuring or rescheduling of their loans from the bank.

Kishor will attend a meeting of the Congress and its affiliates like Seva Dal, women's cell, National Students Union of India, Youth Congress and units dealing with minorities and others on April 21 and 22. "So far, he has been trying to understand the internal structures of the party and doing his own SWOT analysis," a party leader told IANS. "This meeting is in line with this basic study." Kishor is credited with devising the election strategy for Prime Minister Narendra Modi for the 2014 Lok Sabha election and for Bihar Chief Minister Nitish Kumar in the assembly polls of November 2015. He has now been assigned by the Congress to devise a strategy for the Punjab assembly polls likely to be held in February next year. Congress sources here said Kishor had been assigned the task of reviving the party in Uttar Pradesh by its national leadership. These meetings will also be attended by the Congress general secretary in-charge of Uttar Pradesh, Madhusudan Mistry, and Uttar Pradesh Congress president Nirmal Khatri among other leaders.

Nestle India re-launches Maggi noodles variants

Govt makes a U-turn on Kohinoor diamond

new Delhi, april 19 (pTi): Government on Tuesday night made a U-turn on the Kohinoor issue saying it will make all efforts to bring back the valued diamond it had said in the Supreme Court was "neither stolen nor forcibly" taken by British rulers but given to it by erstwhile rulers of Punjab. In a statement, the government claimed it has not yet conveyed its views to the court "contrary to what is being misrepresented" in the media. The government statement came a day after the Solicitor General told the Supreme Court, "Kohinoor cannot be said to have been forcibly taken or stolen as it was given by the successors of Maharaja Ranjit Singh to East India Company in 1849 as compensation for helping them in the Sikh wars." The court was hearing a PIL which sought government action for the return of over $200 million Kohinoor diamond from the UK. Wishing to put on record that the news items on the issue "are not based on facts", the official release said the government reiterates its resolve to make all possible efforts to bring back the Kohinoor Diamond in an amicable manner. The release said the factual position is that the matter is sub-judice at present and the PIL is yet to be admitted.

Ecuador: Dwindling hopes for survivors after quake kills 413 pEDERNAlEs/CANOA, ApRil 19 (REutERs): Earthquake-stricken Ecuador faced the grim reality of recovering more bodies than survivors as rescue efforts went into a third day on Tuesday and the death toll climbed over 400 in the poor South American country. Praying for miracles, distraught family members beseeched rescue teams to find missing loved ones as they dug through debris of flattened homes, hotels, and stores in the hardest-hit Pacific coastal region. Meanwhile, a moved President Rafael Correa, visiting the disaster zone, said the quake had inflicted between $2 billion and $3 billion of damage on the OPEC nation’s already-fragile economy. The damage from the quake could knock between two and three percentage points off gross domestic product growth, he told reporters. “Let’s not deceive ourselves, it’s going to be a long struggle ... Reconstruction for years, billions (of dollars) in investment.” In Pedernales, a devastated rustic beach town, crowds gathered behind yellow tape to watch firemen and police sift through rubble overnight. KABul, ApRil 19 (REutERs): A Taliban suicide bomb and gun assault on a government security building during Tuesday morning rush hour in central Kabul killed at least 28 people and wounded more than 320, in the most deadly single attack in the Afghan capital since 2011. President Ashraf Ghani condemned the assault “in the strongest possible terms” in a statement from the presidential palace, located only a few hundred metres away from the scene of the blast. The insurgency led by the Afghan Taliban has gained strength since the withdrawal of most international combat troops at the end of 2014, and the Islamist group is believed to be stronger than at any point since it was driven from power by U.S.-backed forces in 2001. Police chief Abdul Rahman Rahimi said civilians and members of the Afghan security forces were among those killed and wounded when a suicide car-bomber detonated his explosives outside the wall of a National Directorate of Security (NDS) office. Witnesses described chaotic scenes after the blast. “I was here when a huge explosion happened,” said Amir, who works in a nearby restaurant. “I saw three boys with severe heads injuries. My uncle was injured and my brother is missing, I don’t know what happened to him.” It was the worst single militant strike in Kabul since 2011, when about 60 people died in a suicide blast outside a mosque, and will reinforce concerns in Afghanistan and the West that the country is being dragged into a worsening spiral of violence. Rahimi said one attacker had tried to slip into the NDS building through a destroyed wall after the blast, but he was discovered and killed. YANGON, ApRil 19 (REutERs): When a boat stacked with gravel moors at a jetty in Yangon, 14-yearold Aung Htet Myat fills a basket he then carries on his back to trucks that whisk the load to construction sites springing up across Myanmar’s booming biggest city. For each basket a labour broker rewards the boy with a stick he puts in a plastic bottle tied to his belt. At the end of the shift, which at the busiest times can last up to 24 hours, he exchanges the sticks for cash - 100 baskets earns him about $2.50. “I carry baskets with stones the whole day,” said Aung Htet Myat, who has worked at the jetty for the last two years. “If there is no gravel boat to unload, I help bus drivers as an assistant.” One-in-five children in Myanmar aged 10-17 go to work instead of school, according to figures from a census report on employment published last month, and the opening up of the economy since 2011 has triggered a spike on demand for labour. As the former Burma emerges from nearly 50 years of neglect under military rule, Yangon has been transformed into a vast construction site. Than Than Win and her two teenage sons began working at the same jetty as Aung Htet Myat after her husband died. The family now rely on a

labour broker who lends her money in return for on-demand, non-stop work when a boat arrives. “He gives us a place to stay and we can also take money from him when we have no job,” said Than Than Win, as nearby her sons carried another load of gravel on their backs. “We have no way to pay it back, so whenever he asks us to work we can’t refuse.” Her story is common in Yangon’s slums, filled with people who have flocked from the countryside as the economy has boomed, says Michael Slingsby, an urban poverty expert based in the city. “People borrow money from lenders and in order to repay their debts children are being sent out to work,” he said. LAWS RARELY ENFORCED May Win Myint, a senior member of Aung San Suu Kyi’s National League for Democracy (NLD) which took power this month, said tackling child labour was one of the party’s goals. “If we cannot solve this problem, there will not be any development in our country because they will be the people serving the country in the future,” she said. “They need to be educated to do that.” To do that the first freely elected government since the early 1960s will need to address labour laws that experts say are frag-

mented and rarely enforced. Myanmar law bars children under 13 from working in shops or factories, and says teenagers aged 1315 should not work more than four hours a day, or at night. “Nobody under 18 should be carrying heavy cargoes,” said Vicky Bowman, a former British ambassador who now runs the Yangon-based Myanmar Centre for Responsible Business. Outside of construction, child labour is most visible in hospitality, with even small children serving food in Myanmar’s ubiquitous tea shops. Many children also work in fish farming and processing. BEiJiNG, ApRil 19 (REutERs): A Chinese man has been sentenced to death for leaking more than 150,000 classified documents to an unidentified foreign power, state television said on Tuesday, offering unusual details of a kind of case rarely mentioned in public. The man, a computer technician from Sichuan named as Huang Yu, worked for a government department which handled state secrets, but he was a bad employee and was sacked, the report said. Filled with anger, he messaged a “foreign spy organisation” on the internet and offered to sell documents he had obtained while working for his former employer, who gladly took him up on his offer and so began their relationship, it added. Meeting in Southeast Asia and Hong Kong, Huang eventually handed over 150,000 documents, covering secrets ranging from everything from the ruling Communist Party to military and financial issues, the report said. But as he was no longer employed, he began to run out of documents to provide, and so targeted his wife and brother-in-law who also worked for government departments handling state secrets, state television said. In the end, his frequent travel and sudden unexplained wealth caught up with him and in 2011 he was arrested, and then sentenced to death, it added. The report did not say when or if the execution had happened, or where he was tried. President Xi Jinping has overseen a sweeping revamp of the security apparatus, aimed at combating threats both at home and abroad. But new security laws he has passed, or wants to pass, have alarmed Western governments, including the counterterrorism law and a draft cyber security law, amidst a renewed crackdown on dissent.

AP, Reuters and New York Times among 2016 Pulitzer Prize winners NEW YORK, ApRil 19 (REutERs): The Associated Press won the Pulitzer Prize for public service for reporting on abuse in the seafood industry that helped free 2,000 slave labourers, and Reuters and The New York Times shared the breaking news photography award for images of the European refugee crisis. The Pulitzer Board, in conferring the most prestigious honours in U.S. journalism and the arts on Monday, also honoured the Los Angeles Times for breaking news reporting for its coverage of the massacre by Islamist militants in San Bernardino, California. This year’s announcement at New York’s Columbia University marked the 100th anniversary of the Pulitzers, which began in 1917 after a bequest from newspaper publisher Joseph Pulitzer. The AP’s prize-winning “Seafood from Slaves” report was an investigation into the mistreatment of workers in Southeast Asia used to supply seafood to American supermarkets and restaurants. The coverage resulted in the freeing of 2,000 slave labourers

and sweeping reforms, the board said. The reporters “found captive slaves, countering industry claims that the problems had been solved,” AP Executive Editor Kathleen Carroll wrote in her nomination letter to the Pulitzer judges. “U.S. customs records show the (slave-peeled) shrimp made its way into the supply chains of major U.S. food stores and retailers such as Wal-Mart, Kroger, Whole Foods, Dollar General and Petco, along with restaurants such as Red Lobster and Olive Garden,” the AP reported in the series of 10 articles. The present PIL, which had eight others including umpire C R Vijayaraghavan and player D Vasu as signatories, said: "It remains a mystery as to how the BCCI chief Shashank Manohar could on his own propose such a monumental reduction in the BCCI's revenue from ICC funds guaranteed by contract, and get authorized to negotiate downward revision with other ICC members, as if there is some imminent threat to the fortunes of BCCI." He had not placed the participation agreement and its binding terms before the BCCI general body, the PIL said, adding, "they are compelled to approach the high court since there is an imminent threat to the

economic interest of the BCCI." BCCI cannot plead any longer that it is a private club with private members who can act in any manner they like, leaving no room for judicial scrutiny of their whimsical and fanciful conduct, the PIL said. The re-working of revenue model by BCCI would result in other countries gaining at the cost of India, they said. They wanted the court to restrain BCCI bosses from agreeing to receive any amount lower than the agreed contribution costs as per the member participation agreement for the broadcast cycle for the periods 2015-2023 and 20242031, for the participation of Indian cricket team in matches/events conducted by the ICC. Unless judicially restrained, BCCI bosses might make commitments even ahead of the ICC meeting scheduled to be held this month, it said.

The differences and implications of a declared independence and granted independence

n the context of a people and a country, the declaration of a people’s independence by the people themselves, is an act of honor and dignity. On the other hand, for a country to be granted her independence by another country is an act of dishonor and indignity. The later form of getting independence from another country implies subject hood to another power within one’s own territory. Such an act indicates defeat and surrender of one’s own country to another country. In the case of Nagas, they themselves, declared their independence on 14th August 1947 because they had never been officially under anybody else’s rule by treaty or surrender. This was clearly stated even in the British Colonial records where it is mentioned: “No written treaties or agreements have been made with any of the Naga tribes.” (C.V. Aitchinson in “Treaties Engagements and Sanads,” Vol. X11 p. 91, 1931.)

However, in the case of India, they were granted their independence on 15th August 1947 by an act of the British Parliament which was passed on July 18, 1947. This Act was called The Indian Independence Act of 1947. (Burma was also granted her independence later in the same manner.) In the case of India, this humiliating act of being granted Independence by another country became a sad reality, because beginning from 1661 (Surrender of Bombay to the English), to August 15, 1947; India became a conquered territory for over 200 years by many foreign powers like the Portuguese, the Dutch, the French and finally the British. On the other hand, in the case of the Nagas, though Nagas have never had a King or an army to defend their territories, every Naga village had resiliently defended their own territories against foreign kingdoms and powers like the Metei, Kachari, Tripuri and Ahom kingdoms from ancient times to the end of the 19th century.

As for the British, they defied that Imperial power for 115 years from 1832 to 1947. In this protracted Anglo-Naga war too, the British were able to run their writ on only 30% of Naga territories. The rest of the Naga territories remained unconquered and UN-surrendered till 1947. In the light of all these historical facts, the question of Nagas asking or being granted independence by either India or Burma does not arise at all. After all, how can a CONQUERED NATION grant independence to an UNCONQUERED NATION? The real question is rather the question of: Whether the formerly conquered nations will recognize the independence declaration of the higher unconquered nation? As for the other nations of the world, Nagas want them to know that the declaration of Naga independence on Aug 14, 1947 is as valid as the declaration of their own independence in their own respective dates. This is so, because Nagas did not declare their indepen-

dence over anybody else’s lands but over their own ancestral lands. This Naga right is inalienable and unquestionable because they have occupied and defended their territories for all the centuries of common human history. Further, this act of the declaration of Naga Independence was also sent to the United Nations Headquarters on 14th August 1947 itself. Therefore, no law under heaven can ever challenge or nullify the Naga act of declaring their Independence on 14th August 1947. On the other hand, the granting of India and Burma’s independence over EVEN Naga territories by the departing British Colonial power and the subsequent forceful occupation of these Naga territories by India and Burma is an act that violates all international laws and norms. In this context, let it be known to the world that the Naga National Council (NNC) hadthrough six memorandums to the departing British Government and ten memorandums to the incom-

ing Indian Governmentinformed them that Nagas would not join either the Indian or Burmese unions. These memorandums were submitted before the transfer of power took place on 15th August 1747. Therefore, on our part, we challenge both the Indian Government and the Burmese government to furnish any documents through which the British Government had officially transferred custody over Naga lands to their governments. In the inability to furnish any such documents, the Indo-Naga-Burmese conflict will soon come into an International Court of Law for arbitration and adjudgement of justice. Nagas on their part will never be intimidated by any political power under heaven to surrender their inalienable right of independence over their own lands. Let God, history and the international community of nations pass their verdict as to whether Naga declaration of Independence on 14th August is valid or not.

Modi’s Act East Policy should be beneficial to people of North East Oken Jeet Sandham

ndia’s Look East Policy (LEP) was to foster extensive economic and strategic relations with member nations of ASEAN (Association of Southeast Asian Nations) in order to bolster its standing as a regional power and a counterweight to the strategic influence of the People’s Republic of China. Initiated in 1991, it marked a strategic shift in India’s perspective of the world. It was developed and enacted during the Government of Prime Minister P.V. Narasimha Rao and rigorously pursued by the successive administrations of Atal Bihari Vajpayee and Dr. Manmohan Singh. When India started thinking to become a regional power with the sole aim to check China’s influence on the Southeast Asian nations, its northeastern region was becoming a launching pad. But Delhi came to realize that nothing could be working unless they improve the condition of roads, railways and airports of the Region. One of the funny things is that the Government of India had never tried to see the reasons why a huge economic imbalance was there between the Region and the rest of the country. It would not be very difficult to identify the reason why such apathy had taken place. For last the two decades, the plights of the people of the Northeast had already reverber-

ated. Even today, the differences can be easily seen. The educational institutions, colleges, universities are almost underperforming in the absence of much required educational facilities and infrastructures. Some States in the region are yet to have a Medical College or an Engineering College. Many State capitals are yet to see the railways services as well as airports. Even some existing Central Universities in some of the States in the Region were often on the news of being plagued with scams and scandals. While in other parts of the country, there are over 40 Universities in one single State. Some States have over 40 medical Colleges while and other Technical and Engineering Colleges have been mushrooming in their respective States. Interestingly, the Center not only still keeps providing funds to them but also to establish more and more new technical institutions. Unfortunately, some of the hospitals at the Region’s State capitals do not even have a cardiologist or a neurologist. With all these perennial apathy of the Government of India plus the corrupt politicians of the Region, the people started coming out to raise their voices to make sure that the leaders at the Center start acting. The chronic underdevelopment problems of the Northeast are not natural but man-made.

Many pundits were wondering whether the LEP would really benefit the people of the Northeast while India was planning to play Regional power to keep China at bay. The fact is the people of the Region have to benefit from this Policy. The Policy should not be a ploy to fool the people of the Northeastern Region or to divert the attention of Region’s people from the Center’s chronic failures towards the Region. There had been a series of seminars and conferences with regard to the LEP over the years. Yet there was hardly any on the ground and it was only talking. 25 years is quite long in human lives and if the Government is going to take 25 years to think how to implement, then probably that country will never prosper. Unfortunately, the people of the Region, who are left to struggle themselves for their livelihood, will become worse than subhuman beings. Because the people of the Northeastern India have been dreaming that at least they would be able to eke out their living from the LEP. When Narendra Modi came to power, he wasted no time in announcing that LEP would be now called Act East Policy (AEP). He equally felt that LEP was not working on the ground and it was time for Acts, hence AEP. Without a doubt, he said a lot of things on the concept of the development of the country. He

said there should be a balance in the developmental process and even went to the extent of saying that Northeast could not be developed from Delhi. At the same time, one should appreciate the amount of Central Ministers’ visits to the Northeastern States. It is remarkable. And in fact, such frequent visits to the Region by the Central Ministers will definitely push a lot of developmental works and at the same time, those State Governments in the Region will remain ever alert. Such visits will also reduce the level of corruptions. There are hundreds of Centrally Sponsored Schemes pouring in the North Eastern States involving hundreds of crores but most of them were not implemented on the ground because there was hardly any mechanism to check corruptions and nonimplementations. Ironically, the implementation parts are vested in respective State Governments. So when the Central Ministers start visiting the States in the Region, there is every possibility that developmental activities may go up and it will never be the same again. Bottom-line: The Modi Government should give emphasis on the social infrastructures. Major road constructions and connecting with State capitals of the Region with railways and airports should be given top priority. We should also

study as to how the northeastern people living in border States of Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, and Tripura will benefit out of the AEP because they are divided by the International boundaries. Delhi should also initiate steps to ease travel restrictions on the citizens of India and other ASEAN countries. All the necessary infrastructures should be placed at border towns for citizens to avail all the travel facilities. Indian visitors should be allowed to visit all the ASEAN countries without many restrictions, and may be ASEAN countries may introduce a single entry VISA like the European Union (EU). In fact, the citizens of the border States of the Region will benefit maximum through trade and commerce and even for other educational purposes without involving heavy expenditures as they will be traveling by route to reach most of their desired destinations of ASEAN countries. At the same time, more emphasis should be given to the existing International Trade Centers (ITCs) because such ITCs are mainly for economic development between the citizens living in the borders areas. ITCs are not for revenue making but to help people living the border areas. Infrastructures and essential facilities for ITCs should be well placed on both sides of the borders.
