Volunteers of the Rengma Hoho and Lotha Hoho enforced a bandh today, April 19, on National Highway-2 from 5:00 am to 5:00 pm on their respective sectors. It was informed that normal life in Tseminyu and Wokha was not affected due to the bandh. After a meeting of the two organizations today, however, the bandh has now been called off. The Rengma Hoho and Lotha Hoho were demanding the immediate commencement of works on NH -2 in Tseminyu and Wokha sectors that has been lying in deplorable condition. The Department of Works & Housing and PWD (National Highways), meanwhile, committed itself to commence the two-laning works of NH-2 “at the earliest but not exceeding three months” with effect from April 17.

Dimapur DC issues public notice DimApUr, April 19 (mexN): Deputy Commissioner of Dimapur, Kesonyu Yhome today issued a public notice to landowners regarding payment and compensation for construction of Dimapur Bypass 4 Lane from Kushiabill village to Chumukedima/Patkai Bridge. The DC informed that payment of land and other compensation to affected villages of Kushiabill, Zani, Henivi, Khughovi, Nihoto, Khekhokhu, Showuba, Xelhozhe, Seithekiema villages and Chumukedima town block 1 under Dimapur district has already been completed. The notice therefore directed all concerned private landowners and other government/non government agencies to clear up/vacate the said acquired land within one month from issue of this notice. It stated that thereafter the acquired land would be taken possession of by the National Highways and Infrastructure Development Corporation Limited for construction of the Dimapur Bypass lane immediately without any further notice.

Nagaland State’s forest centre banishes cover is on the decline ViP red beacons

As per the Forest Survey of India’s (FSI) State of Forest Report 2015, the total forest cover in Nagaland State is around 12, 966 sq.km which account for 78.20 % of the total geographical area of the State and constitutes 52% of the total area reported for different land utilization in the State. Forest cover of the State is classified into Very Dense Forest (VDF), Moderately Dense Forest (MDF) and Open Forest (OP), according to Nagaland Economic Survey (NES) 201617 tabled in the recent State Assembly session here by the Parliamentary Secretary for Economics & Statistics Tovihoto Ayemi. The tree cover (trees outside recorded forest area) of the State is estimated to be 381 sq.km, which is 2.29 % of the geographical area. “Unfortunately, over the years, degradation of forest and natural resources has become an issue because of the increased use of forest products for economic activities,” the NES report stated. A comparative analysis of the FSI’s biennial State of Forest Report indicates that Nagaland has lost 352 sq.km in forest cover since 2011. As per data

The 2015 report indicated a considerable decline in forest cover lost at 78 sq.km as compared to 2013. New Delhi, April 19 (iANS): The central government on Wednesday announced no dignitary will be allowed to flaunt red beacons atop their vehicles from May 1, and necessary changes in the laws for the purpose are being brought about. The Congress termed the decision “ridiculous” and as a mere “symbolic politics”. The decision was taken by Prime Minister Narendra Modi, who informed the cabinet about it. “From May 1, no red beacon will be allowed atop any official vehicle. There will be no exceptions,” Finance Minister Arun Jaitley told reporters here after the cabinet meeting. “It is more precisely the Prime Minister’s decision. He only informed the cabinet about it,” Jaitley told reporters after the cabinet meet. Vehicles involved in emergency and relief and rescue services, ambulances, and fire services, will, however, be allowed to put blue beacons, the minister said. Jaitley said the government will bring about the necessary amendment to the Central Motor Vehicle Rules, 1989, in this regard. “Rule 108 deals with use of red, white and blue lights on vehicles. Rule 108-1 (III) says the Centre and states can specify dignitaries who can use beacons on their (official) vehicles. It is a central rule and is being abolished from the rule book,” Jaitley said. He said it means no dignitary at the Centre or in states could henceforth use beacons on their vehicles. Asked if there would be exceptions like the President or the Prime Minister for the use of red beacon on their cars, Jaitley said there can’t be any exceptions “when the rule itself is not there in

the rule book”. The minister said Rule 108 (2) that empowers the Centre and state governments to use blue beacons with flasher is also being changed. “Only defined emergency services will be allowed to use blue beacons with flasher,” Jaitley said. The decision intends to strengthen democratic values in the country, the Finance Minister said, and added that the consequential changes required to be made in other rules will also be made. The red beacon had over the decades become an instrument of political appeasement in the country with state governments “granting” such beacons to functionaries of the ruling party even when they held no constitutional posts. Road Transport and Highways Minister Nitin Gadkari had the red beacon of his vehicle removed soon after the cabinet meeting. “The government is of the considered opinion that beacons on vehicles are perceived symbols of VIP cultureandhavenoplaceinademocratic country,” Gadkari said. “They have no relevance whatsoever.” The Congress, however, termed the decision as “symbolic politics” and “ridiculous”. “This is not something new. The Supreme Court had on December 10, 2013, ordered which vehicles would be allowed to have beacons atop them,” said Congress spokesman and former Union Minister Manish Tiwari. “Now, after three years of this decision, if the BJP is trying to do politics over it and try to gain the high moral ground, then it is ridiculous,” he added. Tiwari said that some parts of the apex court decision had already been effected.

DimApUr, April 19 (mexN): The Nagaland Congress (NLC) today issued a statement in response to the Indigenous Minority Tribes of Nagaland (IMTN) pertaining to appointments in the Nagaland State Police Department. The NLC acknowledged that the “contribution, participation and sacrifice rendered by member tribes of IMTN towards the cause of Naga movement and formation of statehood is unquestionable and on this matter they stand on same footing with Naga brethren in the state as much today as it was yesterday.” While acknowledging “these years tested partnership,” the NLC however stated that on the current issue of police appointment, the IMTN has “over reacted to the use of the word non locals which is used only as general indicator to show how appoint-

ments were given to the non locals, the others and the Nagas respectively.” “It must be admitted that there are non-locals who are non-tribal non-Naga; secondly there are non-Naga who are locals; thirdly there are non-local Naga and finally the local Naga. The problem here is that non locals are given excessive appointment, the voice of others is least heard and the voice of local Naga is unheard,” the NLC claimed. The NLC also refuted allegations that it is “distorting facts and history to gain cheap political mileage for their political goals while attacking the present government’ is potentially reactive and purely political.” The party, it affirmed, is not disputing the indigenous status of IMTN and as stated earlier that is not the issue here. “If IMTN feels that alarming

DimApUr, April 19 (mexN): The Nagaland Rashtriya Madhyamik Shiksha Abhiyan Teachers Association (NRMSATA) today informed that the RMSA 2013 teachers will also boycott classes starting April 20 in protest against the non release of 5 months pending salary. It may be noted that RMSA 2016 teachers are already boycotting their classes since April 17. A press note from the NRMSATA stated that if the government does not respond positively by April 24, the RMSA 2013 teachers in coordination with RMSA 2016 teachers will undertake the next phase of agitation outside New Secretariat Office until all the pending salaries are released by the government in totality. The association pointed out that RMSA 2013 executives had a number of meetings and submitted representation to the government for timely release of salary starting from the year 2013 till date. “But as usual there has been no positive response from the government. How long should we have to fight for what is legally ours? How long does the government want us to suffer this way? Is the govern-

ment even thinking about solving this issue permanently? Or is this a cross for us, RMSA teachers, to bear till the end of our service?” it questioned. It further stated that boycotting of classes has been taken as a last resort after all ways and means have been applied to request the government to release salary on time. “We, the teachers, have been carrying out our duties sincerely without salary for 5 months placing the best interest of the students before our basic needs. However, our patience has been tested beyond measure,” the association stated. It informed all members of RMSA 2013 teachers to comply with the above points for the greater interest of the RMSA teachers. Stern action will be taken against absentees on Tuesday, the association cautioned. Meanwhile a poster campaign will also be held on April 20 and April 21, beginning 5:30am. With no response from the government, the Association will be starting its second phase agitation in the form of a two day poster campaigns at strategic locations such as the CM’s residence, Directorate of School Education, Nagaland Secretariat.

DimApUr, April 19 (mexN): Nagaland State Chief Minister,Dr Shurhozelie Liezietsu has stated that people of the NE region should benefit from trade and commerce with the South East Asian nations, and called for improvement of facilities so that Nagaland can be a part and parcel of the Government of India’s Act East Policy. “In terms of trade and commerce, the 21st Century will belong to the South East Asian countries and considering our proximity, both geographical and cultural, we should take full advantage. The region should not be a mere corridor for trade and commerce with the neighbouring countries but should be the hub so that the people of the area too, benefit from the increased trade

The CM assured that he would take up with the Government of India to improve roads and communications in the area. The Government of Nagaland has earmarked three International Trade Centres at Pangsha, Longwa and Avangkhu. Makury meanwhile said that there are better trade routes than Moreh in Manipur. He stated that Avankhu in Meluri Sub Division of Phek district has more potential and that transportation of goods from the SE Asia to Avankhu would be easier. The daily turnover at Moreh market is reported to be in terms of several crores

of rupees. He pointed out that goods are transported by waterways on the Chindwin River from Mandalay to Kaliwa. From here, goods are transported by road to Moreh covering a distance of more than 400 kms, and the goods have to be transported for about 245 more kms to Kohima via Imphal. “However, goods can be easily transported by waterways to Thamanthi, nearest river port to Indian border from where the goods can be transported to Avankhu or Phokhungri and then on to Kohima which will be less than 350 kms,” Makury said. The distance between Kohima to Phokhungri is 292 km and Thamanthi in Myanmar is located about 40 km from the Indian border.

44 killed as bus falls off road in Himachal

ShimlA, April 19 (iANS): In a major accident, 44 people were killed when a private bus fell into a river in Himachal Pradesh’s Shimla district on Wednesday, police said. Two people, including the conductor, managed to escape by jumping off the bus as it skidded off the road. The lone surviving passenger claimed mechanical failure was the cause of the accident. The bus, with at least 46 people on board, was on its way to Tuini from Vikasnagar town (both in Uttarakhand), via the state, when the bus skidded off the mountain road and fell into Tons river, a tributary of the Yamuna, more than 250 metres below the road. The accident spot, 12 km from the Uttarakhand border, is near Gumma in Nerva tehsil, some 190 km from the state capital. It is one of the remotest places in the state. Deputy Commissioner Rohan Thakur confirmed the toll. He said the cause of the accident was yet to be ascertained and a majority of the victims were from

the two states. “The terrain where the accident occurred is very tough. Without a probe, it’s difficult to say whether the accident happened due to human error or mechanical failure,” Thakur told IANS over phone from the spot. The victims included 10 women and three chil-

dren, he said. Naresh Chauhan, the only surviving passenger, claimed that one of the leaf springs of the bus snapped just prior to the accident. “The driver and the conductor got down from the bus when the leaf spring broke down. After inspecting the leaf spring, they continued with

He said that at one point when the driver applied the brakes on a turn, the bus tilted. “Sensing that the bus was about to overturn, I, sitting close to the back door, jumped out,” he added. Superintendent of Police D.W. Negi told reporters in Shimla that the conductor who fled from the accident spot was later apprehended. He said all the bodies, which were badly mutilated, have been recovered and process was on to identify them. Eyewitnesses said the administration had a tough time in extracting the bodies of the victims from the mangled remains of the bus, though villagers began the rescue operation even before the authorities could reach the accident spot. It took hours for rescuers and police to climb down the mountain and bring up the bodies. Nagaland to honour Naga Labour Corps Pre-recruitment guidance rally held Kohima, april 19 (Dipr): This year is the 100th year anniversary of the participation of the Naga Labour Corps in France. Around 2000 Nagas seemed to have been recruited and were designate as the Naga Labour Corps, numbered as the 35th 36th 37th and 38th (Naga) Labour Companies. Their services were utilised in Mametz, Le Transloy, Haute Avesnes, Contalmaison and Guillemont on

salvage work, road repairs among others. In particular, the 35th Coy left the Naga Hills as part of the Labour Corps on April 21, 1917 and sailed for France on April 26. Subsequently, after the war, the 35th Coy moved to Marseille in April 1918 from where they embarked for India at the end of May arriving back in India in June 1918. Through their exposure during WW I involvement, the Nagas realized

The instruction came immediately after television channels aired images of the youth carrying the dead body of his relative on a bicycle from a hospital at Garamur area in Majuli to Balijan village on the river island. The youth told media that he took his ailing relative on his bicycle for admission in the hospital.

However, the ailing person breathed his last after reaching the hospital. He said that he was carrying the body to his home as there is no proper road and there are many bamboo bridges on way to his home, making it difficult to take the body in a van. "The patient was brought to the hospital on Tuesday morning by his relative. However, he died while we were preparing to put him on oxygen and start the treatment. We told the relative to wait so that we can organise an ambulance but the relative did not listen and tied the body to his cycle and took it back," said Superintendent of the hospital Manik Mili.

SBI Card starts charging Rs 100 on small payments via cheque

New Delhi, April 19 (pTi): SBI Card, with over 4 million customers, has started charging Rs 100 for payment through cheque if the amount is less than Rs 2,000. A higher amount will attract no fee and the new system began on April 1. The move, SBI Card said, is aimed at encouraging digital payments in line with the government’s policy. “A fee of Rs 100 will be charged for payments made by cheque for an amount less than or equal to Rs 2,000 w.e.f April 1, 2017,” it said.

The credit card company, however, said there will be no additional fee for cheque payments greater than Rs 2,000. CEO of SBI Card Vijay Jasuja said that over 90% of its customers make payments through non-cheque mode. “We have observed a trend of payment related disputes arising in small cheque payments, causing inconvenience to customers as well. We offer several seamless digital modes of payment which we are seeking to encourage, in line with

the government’s focus towards digital payments and this step will facilitate the same,” the CEO said. Jasuja added that there will be no charge on cheque payments on holders of SBI Card Unnati which is targeted at first-time credit card users and aimed at inclusion of people into the organised financial stream. With a customer base of over 4 million, SBI Card operates through a footprint of more than 90 locations in India. SBI Card is a joint joint venture between State Bank

of India and GE Capital. The joint venture operates through two companies. GE Capital Business Processes Management Services (GECBPMSL) takes care of the technology and processing needs of SBI Card while SBI Cards and Payments Services (SBICPSL) focuses on customer acquisition, marketing and risk management of SBI Card. New Delhi, April 19 (iANS): The threat by petroleum dealers to shut down pumps on Sundays will be dealt with according to measures necessary to maintain supplies of essential commodities, the Centre said on Wednesday. "We have just now been made aware of this decision by the petroleum dealers through media reports," a senior Petroleum Ministry source said when queried about the dealers' decision to shut fuel bunks every Sunday starting May 14 to protest the public sector oil companies' failure to hike dealer margins. The decision will cover Haryana, Maharashtra and the entire southern region -- Karnataka, Andhra Pradesh, Telangana, Tamil Nadu, Kerala as well as Puducherry. "We have to wait and see how this measure impacts on the ground... because petroleum products are classed essential commodities and the Essential Commodities Act (ECA) can be applied depending on the circumastances," the source said. Dealers' body representatives told the media on Tuesday that their decision was in line with Prime Minister Narendra Modi's recent call to save petrol and diesel. Six arrested for extortion in Dmp Banning beef is a State’s prerogative, says BJP Nagaland Secretary Dimapur, april 19 (mExN): The Dimapur Police today informed that all together 6 persons have been arrested for various charges of extortion in the city during the last fortnight. The Addl. Dy Commissioner of Police/PRO, Dimapur in a press note said that the first arrest was made when two persons were arrested while robbing passengers of an Autorickshaw at the late hours of April 5 near the Sewak Gate area, Dimapur. The police identified them as Tiakaba Jamir of Changki Village and Sanjeev Rai, both presently residing in MST Colony, Dimapur. On April 11, the Anti Extortion Team (AET) under Zone-I also arrested two persons from Murgipatti area, Dimapur while they were extorting money from business houses, it said. The arrested persons were identified as ThsaroseSangtam Yangzitong Village, Kiphire and presently a resident of Chekiyevillage, Dimapur

and Hito Chishi of Litami Village, Zunheboto and presently residing in Purana Bazaar. “Incriminating documents in the form of demand slips of the NSCN(R), money in cash, etc., were seized from their possessions,” it added. The thirds arrest was made in April 18 when the the Anti Extortion Team (AET) under ZoneII arrested two persons from PWD area, Dimapur after they were found extorting money. The arrested persons were identified as one Naratho Pochury of Meluri Village and residing in Thilixu Village and Hezekiya Awomi of Homeland Village, Dimapur and presently a resident of Burma Camp. Why were you silent?

W

hen we were young, those of us who were sportspersons or would stood up against unjust actions by school authorities had a singular dream—to join the Indian Army when we grew up. The Indian Army was the culmination of how justice could be enforced. We could be dutiful towards our country, save it from ‘enemies’ everywhere, fight to the end of life with every strand of honour in our guns and bones. Using violence to fulfill requirements of honour and peace was a part of our natural training. The ‘enemy’ had to be ‘destroyed’ and badly so—we had to learn to use weapons of mass destruction. History lessons in the World Wars glorified war even more with their victorious exploits of ‘defeating unjust regimes’. Hiroshima and Nagasaki were taught in detail but stirred little in us to feel the pain of peeling skin and flattened home. Anne Frank’s diaries were taught as lessons in justifying war instead of the power in her words to humanize, even our ‘enemies’. For me, the greatest ambition in Class VI was to be in the Indian Air Force. Imagine saving your country by bombing whole ‘enemy’ cities! What disaster struck my teenage years when myopia and poor vertical growth put an end to dreams of hawkish flights with the hopes of defending our fragile nation of nations. So imagine how I, and plenty of others in our imagined ‘justice league’, felt when the Supreme Court on April 18 asked the Indian Army, why were you silent on allegations of rape and murder by army personnel? The apex court bench was hearing a Public Interest Litigation seeking fresh probes into 1,528 alleged extra-judicial killings in Manipur from 2000 to 2012 by security forces and police. The Supreme Court, in an exemplary show of questioning power and impunity attached with armed services in the country, wondered if it is alright for Army personnel to commit rapes and murders, and the Government adjusts this with payment of ‘compensation’ for ‘violation of procedure’. Is the rape of a minor, if committed, a violation of procedure? The Court stressed on a fresh probe into some of the incidents. In a bizarre argument, the counsel for the Army said that it would not be appropriate to open the cases after 14 years. Pat came the Court’s response—when Bangladesh could prosecute war criminals for atrocities committed in 1971, the Indian government should not shy away from punishing culprits accused of killing innocent persons in the last three decades. In July last year, the apex court had directed a thorough probe into the alleged fake encounter killings in Manipur saying that the use of “excessive or retaliatory force” by the armed forces or police was not permissible in ‘disturbed areas’ under the Armed Force Special Powers Act. For many peoples residing in the Indian Union, life is not blinded by simple equations in which violent armed forces are messiahs of justice. It took people like me a decade to shed the cataract of violence and learn that just societies are created through recognition of humanity in the other (aka the ‘enemy’), not an air or home raid. The Supreme Court’s observations are a step in the right direction to break the endless cycle of romance with violence and ending the silence and impunity surrounding it—those who have joined the Indian security forces with the hope of shaping a just society should not shy away from recognizing this either. How do you get people to do things differently? Make it easy From making savings more like spending to creating a bandwagon effect, it's useful to keep in mind what people want to do

hat’s the most effective way to get people to change what they do? Make it easy for them. When myAgro, a business for social good in Mali and Senegal, set out to help the poorest farmers earn more income, they settled on a clear plan: Find ways to help them save cash, a little at a time, to be able to afford top-quality seeds and fertiliser when the planting season came. But holding onto cash for the nine months between the last harvest and the next planting season is tough in a place where incomes are small, and banks and other safe places to stash savings are rare. Opportunities to spend it – on food, medicine, weddings or a range of other things – are just too frequent and tempting, said Anushka Ratnayake, myAgro’s founder. So her group came up with a plan: Sell scratch cards at the village shop, with a code buyers can punch into their mobile phone, which then registers the money as savings in their myAgro account. By buying a card, farmers get to satisfy the urge to shop and spend, while locking away small amounts of cash at a time rather than having to come up with big sums at planting time. “It’s turned savings into shopping. You get to go to the store, you get a scratch card, you get a fun text message afterward,” Ratnayake said – all ways of getting a bit of instant gratification from savings. Five years into the project, myAgro now expects to have 30,000 farmers using improved seeds and fertilisers in 2017 – and many have seen their incomes double, Ratnayake said. ON THE BANDWAGON Nafeesa Remtilla of the Mulago Foundation, which invests cash for social good, said the key to making such effective change is to “make it as easy as possible for the person to do things differently and take out any barriers to changing this behaviour”. Taking advantage of human biases – from the need to belong to the desire for status and recognition – also can be hugely helpful, she said. Getting a first group of people to make a change together, and making it feel aspirational rather than burdensome, can be much easier than persuading individuals to change, she said. “There’s a bandwagon effect. When everyone is doing something that looks good, everybody else wants to do it as well,” she said. Something as simple as having a prize – a ribbon or badge that can be publicly worn – for the farmer who produces the best crop of the year can also be surprisingly effective, she said. “How about having an awards ceremony for the best farmer? It creates status for free, and creates aspiration,” she said.

Sold Into Slavery: India's lost generation of missing children

I

t was a balmy August afternoon last year when 11-year-old Piyush Sharma disappeared while playing outside his home in the small east Indian town of Hatia. The skinny little boy, with big brown eyes and an infectious smile, had just returned from school and told his mother he wanted to play outside before lunch. When she called for him 15 minutes later he was gone. "It's been nine months since I saw him. He was still wearing his school uniform - a pink shirt and blue shorts. Someone must have taken him. He always played nearby," said Pinki Sharma, 35, Piyush's mother, by phone from Hatia in Jharkhand state. "My husband has travelled to many places looking for him, but no one knows anything. But I will look for him until I die." Piyush is one of about 250,000 children registered as missing on the government's Track Child portal between January 2012 to March 2017 - that's five children vanishing every hour. But campaigners say these figures are just the tip of the iceberg, as many cases are not registered by parents or the police, and the children dismissed as runaways. Most, however, are sold into slavery in a country where poverty prevails and child labour is normalised, despite being banned. The Track Child data also shows nearly 73,000 children - 30 percent are still missing despite a raft of initiatives to better protect and find these children. A lack of training of police, child welfare and protection officials, poor coordination between agencies in different states, coupled with massive public apathy is hampering the battle to locate India's "lost generation", say campaigners. POVERTY-STRICKEN, THEN ENSLAVED Missing children are so common in India that notices printed in classified sections of India's daily newspapers are buried alongside tender notices and job vacancies, with blurred black and white photos alongside a description and a contact number. Each notice ends in the same way: Sincere efforts have been made by local police to trace out this missing girl/boy, but no clue has come to light so far. Campaigners say some of these children are abused runaways. Others are abducted. Some come from poor families duped by traffickers with the promise of a good job. Some are girls in love - lured by boyfriends who sell them into prostitution. Rishi Kant from Shakti Vahini, a Delhi-based anti-trafficking charity, says up to 70 percent of the missing children found are victims of trafficking and slavery. "Most are trafficked by organised gangs who know the system. They know how to lure, transport and sell them on to employers," said Kant, who is involved in rescuing trafficking victims. "As a result, they end up locked in brothels, wealthy homes and small workshops - making it hard to detect them or for them to escape." India has one of largest populations of children in the world, with more than 40 percent of its 1.2 billion people below the age of 18, according to its 2011 Census. An economic boom of the last two decades has lifted millions out of poverty yet many children continue to be born into dire circumstances with India home to over 30 percent of the world's 385 million most impoverished children, according to a 2016 World

Bank and UNICEF report. They make easy prey for traffickers, fed promises of a job and a better life but often ending up in forced labour. While some children manage to escape or are rescued in police raids after tip-offs from activists or local residents, others are not so fortunate, trapped for years. "The problem is that in many places police are not trained and not integrated into the existing mechanism to register and trace missing children," said P.M. Nair, chair professor and research coordinator on human trafficking at the Tata Institute of Social Sciences in Mumbai. "They often do not see the link between missing children and trafficking and may dismiss the case as a runaway child, rather than register it as a crime and investigate it." There is also little communication between police, government officials and activists - making it difficult for those where the child goes missing to coordinate with counterparts where the child may have been taken, he added. HIDDEN IN PLAIN SIGHT Year-on-year figures are not available to determine whether the number of missing children is rising, but government crime data from 2015 shows an almost 60 percent rise in reported kidnappings and abductions of children over five years. The National Crime Records Bureau data also show related crimes

such as trafficking and buying and selling of minors for the purpose of prostitution rising over the same period. The country's first comprehensive anti-human trafficking legislation is being drafted, providing for a special investigative agency to coordinate between states. Two official web portals have been set up to register missing children. The "Khoya Paya", or "Lost and Found", website is for public use, while Track Child allows police, government and charities to better coordinate. Child Line, a 24-hour toll free helpline, has been running nationally for over a decade. Over nine million calls were received in 2015/16 with over 25,000 about missing children. The government has also launched various public awareness campaigns on India's vast railway network - the main form of transport used by traffickers - while a periodic police drive "Operation Smile" screens children in shelter homes, train and bus stations, and on the streets to find the missing. "There has definitely been a major push by police to find missing children in the last few years," said a police official from Delhi's crime branch, who did not want to be named. "Initiatives like Operation Smile in various parts of country has helped us find hundreds of missing children." But some missing children are in public view despite being enslaved, escalating the need for greater public awareness, say campaigners. They loiter at traffic lights in cities, weaving between cars and knocking on windows to beg, or in make-shift roadside eateries washing dishes, or in fields of cotton, rice and maize, toiling in the heat and exposed to toxic pesticides. In wealthy middle class homes, they clean and care for children sometimes older than themselves, and in brothels they wait with painted faces to be raped by stranger after stranger. "Some of these children are in the open. Just a few weeks ago, for example, we managed to find a missing boy who was trafficked and forced to beg in Delhi," said Raju Nepali from Duars Expressmail, an anti-trafficking charity based in Jalpaiguri in northeastern India. "No one - not the police or the public - even try to inquire about these children. They have become part of normality, maybe because they are poor. So we don't question who they are, why they are there and who they are with."

ver since he can remember, Richard Saunders has seen families cross the fence on his Native American reservation in southern Arizona, where the U.S.-Mexican border splits his tribe's land in two, to seek work, see a doctor or go to school. Laborers from Mexico would stop by his grandfather's house on the U.S. side of the reservation, the ancestral home of the Tohono O'odham nation, which today is marked off by a barrier of loosely spaced metal bars designed to block vehicles between the two nations. "He'd stand out there and converse with them, take a shot of tequila. Grandma would make them some burritos, and they'd be on their way," recalled Saunders, a senior figure in the nation's administration, heading its public safety department. But Saunders and other nation members fear U.S. President Donald Trump's plan to sever their land with a border wall will be no different to slicing through their culture and their community. "If I was to walk into your home and build a wall right in the middle of your house, how would you like that?" said Verlon Jose, vice chairman of the Tohono O'odham, whose name means "Desert People." "Over my dead body will this happen," Jose told the Thomson Reuters Foundation. For more than a century, the Tohono O'odham - like other Native Americans - have seen their ancestral lands shrink as a result of hundreds of broken land deals with the U.S. government in its westward expansion in the 1800s. Of the 2,200-mile (3,500-km) border wall that Trump says will stop drugs, crime and rapists from Mexico,

62 miles (100 km) would run through Tohono O'odham land, putting most of the reservation, which is slightly larger than Lebanon, in the United States and a smaller piece in Mexico's Sonora state. For now, the border barrier, with three gates for the American Indians to use, zig-zags around cactus, river beds and ancient burial sites, letting through the desert's jaguar, deer, pig-like javelinas, venomous Gila monster lizards and poisonous sidewinder snakes. Francine Jose, 50, a cousin to the tribe's vice chairman, lives about four miles from the border. About 10,000 people live north of the border, where the schools, commerce and services are located, and another 2,000 live on the Mexican side. "I think about the Berlin Wall," she told the Thomson Reuters Foundation. "Why do we have to hate or be mad at the country next to us?"

Tribal leaders say the border could be best protected with high-powered surveillance cameras, better access roads and more personnel. The harsh desert itself, with no year-round sources of running water, is an effective deterrent. Once across the border, the nearest main roads lie 20 miles north. Last year, the bodies of 85 migrants were found on the reservation compared with 16 so far this year, significantly down from years when more than 100 were found, Saunders said. Even though barbed wire along the border was replaced by the sturdier vehicle barrier in 2006 - in response to the rise of Mexican drug-smuggling cartels and security fears following the 9/11 attacks - evidence of stealthy crossings is easy to spot. Drug traffickers leave behind cloth slippers with carpeted soles, used to obliterate their footprints. Abandoned black plastic water jugs are strewn amid the towering Saguaro cactus, poignant signs of thirst that can kill in the desert where summer temperatures are typically well above 100 degrees Fahrenheit (38 Celsius). Crisscrossed with dry stream beds, or washes, that flood during the violent summer monsoon season, the landscape burns under a relentless sun. Turkey vultures circle, and a few longhorn cattle huddle under the mesquite trees.

OPPOSITION The Tohono O'odham's government has not ruled out a high-profile protest similar to one which began last August in the Standing Rock Sioux Reservation, where activists camped for months in opposition to a proposed oil pipeline in North Dakota. At its height, thousands of protesters gathered at Standing Rock, and more than 700 were arrested. The protest ended after efforts to stop the pipeline lost in court. "It could turn into that," said Jose, 50. "If we're to see bulldozers start to come in, we will not be standing alone." However, he is encouraged by Department of Homeland Security Secretary John Kelly, who recently said it was "unlikely that we will build a wall or physical barrier from sea to shining sea." A suggestion by Department of Interior Secretary Ryan Zinke that

in a 19th century land deal between the neighboring nations. Under U.S. law, Native American reservations are sovereign nations that govern themselves, and building a border wall through Tohono O'odham land would amount to a treaty being broken by the U.S. government, said Carlos Veléz-Ibáñez, Regents' Professor and Founding Director Emeritus of the School of Transborder Studies at Arizona State University. "Indigenous populations on their land have treaty rights, and they're treated as nations, and they're recognized as nations," he said. "Trump and Co. would in fact be violating the treaty rights of indigenous nations." Asked about Arizona Republican Sen. John McCain's position on the reservation wall, McCain's office did not respond. He told CNN the wall was not a "viable" option" and that border security needs technology and drones. The state's other U.S. Senator, Republican Jeff Flake, said in an email that the most effective border security "might mean a wall in some places or a fence in others, as well as the right combination of manpower and surveillance". "Arizona communities along the border should be a part of the discussion and planning as they are of the most affected," he wrote. Tohono O'odham Tribal Police, with nearly 100 officers, work with the U.S. Customs and Border Protection, which has more than 1,000 agents at the reservation, said Saunders. It's only fitting that the Tohono O'odham, who have hunted, gathered food and grown crops for thousands of years in the region, are caught up in issues of border protection, Jose said. "It is embedded in our culture to protect. Not to own, but to protect," said Jose. "That is what we are doing."

Co-opting historical narratives without context

irst things first. The name of the national song of the Indian Union is Vande Mataram with a V. The name of the part Sanskrit part Bangla song written that Bankim Chandra Chattopadhyay wrote in the 1860s and included it in his famous Bangla novel Anandamath however was called Bande Mataram with a B. It was pronounced as such for about 50 years before this song got popular in the Hindi belt. And just like all things “Indian” after 1947, it is the Hindi belt mispronunciation that became the official format that partly became the national song of the Union. Of late, one can witness the tragi-comic spectacle where some Bengalis who pick this song up from TV and not from their social milieu actually pronounce the name of the song with a V. Perhaps it is only good this way. In Bangla, the letter for the “Bh” in Bharat is the nearest we have to the V sound. For example, if you wrote Love in Bangla, the v would become that Bangla “Bh”. Bengal or Bangla starts with a B. Since this is the national song of Bharat Sangh or the Indian Union now, V rules. As it turns out, Bankim Chandra did not have India or Bharat or their imaginary maternal forms in mind when he wrote that particular song. This song, a particular source of communal disharmony between upper caste Hindus and Muslims of Hindustan, Bengal and Punjab during the pre-Partition period, is up there with similar classic divisive issues that animated that period. Other such issues include, music before mosque especially during idol immersions, cow slaughter for Korbani and such. These are still issues with explosive potential, which can be triggered and are triggered by whosoever who wants a bit of Hindu-Muslim tension and riot, for whatever purposeful ends. Not to be outdone by cows and music, “Vande Mataram” has a needling value and not so much of a riotous value. This needling game was played once again on 30th March 2017 at the session of the Meerut Municipal Corporation. Seven Muslim councilors walked out when the session started with “Vande Mataram” singing. When they returned a bit later, they were not allowed back. Mayor Harikant Ahluwalia defended that decision saying, “It was the decision of everyone in the session that those who boycott the national song should be boycotted. I just agreed with (the demand of ) my people,” reported the Indian Express. A motion to terminate the membership of these 7 councilors was passed. Thus, this was a proposal to expel people’s representatives from an assembly of representatives, based on their refusal to sing along and walking out on it. The Municipal Commissioner disallowed the passed proposal since such a proposal was illegal. The Supreme Court has declared that singing of ‘Vande Mataram’ is not mandatory. Enthusiastic ‘Vande Mataram’ singing Hindu councilors apparently sloganeered, as per the same Indian Express report, “Hindustan mein rehna hai to Vande Mataram kehna hai (If you want to live in India, you have to say Vande Mata-

ram).” This old, tired point of divide is as follows. Muslims contend that the song is basically a worship of an entity other than the ‘one true God’ and in Islam, the worship of anything but the ‘one true God’ is prohibited. The Hindi side contends that song is a stand-in for Indian nationalism and any refusal/disrespect to it is a sign of disloyalty to Indian nationalism, and hence treasonous – the implication being that the creed of Muslims is inherently treasonous vis-à-vis Indian nationalism due to their prioritization of Islam when asked to chose between creed and ‘Vande Mataram’. The song is particularly useful to Hindu nationalists to buttress the ageold charge that Muslims are not loyal to the nation. The centrality of such wedge issues, in what was an assembly of a municipal body entrusted with matters of urban governance and services, shows the extent of communal toxin that now flows in the politics of Meerut. It is not accidental that Meerut is in the state of Uttar Pradesh, which along with its earlier bigger British manufactured avatar called the United Provinces, has been the stage for the maximum number of Hindu-Muslim riots throughout history. Hindi-Hindu and Urdu-Muslim nationalisms were both born here. Ever since Partition, they dominate the two biggest chunks of the erstwhile British conquered territories of South Asia. Since this ‘Vande Mataram’ issue has cropped up every now and then, the former Prime Minister of the Indian Union Atalbihari Vajpayee had said, as per a report appearing in The Hindu in 2006, during an earlier ‘controversy’, "We do not aim at idol worship [through rendition of Vande Mataram]. Those who do not believe in idol worship are free to pray in their own way. But when it comes to worshipping India, our motherland, there should be no controversy." Vajpayee gets one crucial thing wrong. The song is not about worshipping India. It is

indeed about worshipping motherland, but that mother land is not Vajpayee’s motherland but the song’s author Bankim Chandra Chattopadhyay’s motherland. That motherland is Bengal. To understand that this song has nothing to do with India but has everything to do with Bengal, one needs to move beyond the stanzas that are designated as the “national song” and go on to the following stanzas. This is how it goes as per legendary anti-colonial revolutionary-terrorist turned mystic Aurobindo Ghose’s translation that has been officially adopted by the Government of India’s national portal (www. knowindia.gov.in). “Who hath said thou art weak in thy lands When the swords flash out in seventy million hands And seventy million voices roar Thy dreadful name from shore to shore? With many strengths who art mighty and stored, To thee I call Mother and Lord! Thou who savest, arise and save! To her I cry who ever her foeman drove Back from plain and Sea And shook herself free.” Who are these seventy million people? Well, the populace of then undivided Bengal, Hindus and Muslims. According to the 1871 census, the population of Bengal (including British administered areas and feudatory states) was 62.6 million. 70 million or 7 crore (Saptakoti as Bankim Chandra wrote) was a common parlance then to refer to the population of then-Bengal. The population of the Empire of India according to the same 1871 census was 238.8 million or 23 crores or Troyo Bingshokoti as Bankim Chandra could have written. But he didn’t. Because he was not writing about India. He was writing about Bengal. That was common knowledge. In time, Bande Mataram became the war cry of Bengali revolutionary terrorists (Aurobindo being a key early figure

in that movement) starting in the early 1900s and their heroic deeds made their slogan ripe for adoption by the Bengal Congress and soon by the All India Congress. The Bande Mataram slogan gained in geographical reach and, in that process, became ‘Vande Mataram’. This co-option of something particularly Bengali in the convenient service of Bharat without accompanying historical narratives about origins is not unique. Another contemporary divisive concept, again involving invocations to a mother, has similar roots. The pictorial idea of Mother India or Bharat Mata is attributed first to the Bengali painter and polymath Abanindranath Thakur, a nephew of Rabindranath Thakur. His 1905 painting of a female monk like figure with 4 hands has been co-opted as Bharatmata. No other image of Bharatmata exists before that. But this, at least for the painter Abanindranath himself, was Banga Mata or Mother Bengal for that’s what he had named his painting. That Bankim Chandra was writing about Bengal and Abanindranath was painting Mother Bengal will not seem odd at all if we remember what Aurobindo Ghose had to say about his own translation of Bande Mataram, “It is difficult to translate the National Anthem of Bengal into verse in another language owing to its unique union of sweetness, simple directness and high poetic force." People like CR Das (Aurobindo’s lawyer in the famous Alipore bomb case) and Subhas Chandra Bose repeatedly refer to the “Bengali nation” in their writings and speeches. That Bengal might have had a national anthem and a nationhood separate from that of India might be treasonous today, but that was the idea of Bengal in the minds of people who came to be hailed as greatest Indian revolutionaries. Clearly, in their conception, Bengal was clearly a nation unto itself. Their theory of India was not a one-nation or two-nation theory but a multi-nation theory.

he deadliest incident faced by the persecuted church last Christmas wasn’t radical Islamists. It was alcohol. Liquor mixed with aftershave killed about 50 people at Christmas parties in a Pakistani village, and sickened about 100 more. In Pakistan, as in many Muslim-majority nations where Shari‘ah law forbids drinking, alcohol is closely identified with Christianity. The nation’s primary alcohol producer, for example, riffs on the Bible in advertisements. Founded in 1860 by the British, Murree Brewery’s slogan, “Eat, drink, and be Murree,” echoes the repeated biblical idiom for shortterm pleasures. Perhaps as surprising as the existence of a Pakistani brewery is the fact that 12 Muslims were among the victims of the fatal Christmas parties. But in 2007, then–Murree CEO Minnoo Bhandara told The Telegraph that 99 percent of his customers are Muslims. And in the Middle East, alcohol sales increased 72 percent from 2001 to 2011, according to market research. Still, in most Muslim countries only Christians may buy or consume alcohol. But not all do. Wilson Chowdhry, chairman of the British Pakistani Christian Association, estimates that about half of Pakistani Christian men drink. Roman Catholics are slightly more inclined; Protestants less so. But the women of both branches of Christianity, he says,

alcohol is licit for the Christian; but in deference to his wife, he does not drink. Common arguments in Pakistan will feel familiar to Americans: Alcohol will lead you to sin; it alters your consciousness before God; and the wine of the Bible was weaker than today’s. But the main issue for Chowdhry is poverty. Prohibition is coupled with exorbitant taxes, making the least expensive Murree beer cost more than a day’s wage for the brick kiln workers—whom Chowdhry describes as modern-day slaves—found in many of Pakistan’s villages. In its place is local moonshine, which can be dangerous, as the Christmas deaths attest. “The ban is in place to stop Muslims from drinking, but all it does is allow criminal gangs to proliferate,” said Chowdhry. “Let people have freedom of choice, stop the bootlegging, and lower the taxes.” But only two weeks after the Christmas tragedy, Christians in Peshawar demonstrated for a complete ban of alcohol, echoing an October high court decision to shut down alcohol sales in the financial capital, Karachi. The dry divide As in the rest of the world, Christian attitudes toward alcohol vary. The Pew Research Center surveyed more than 2,000 leaders at the Lausanne Movement’s Cape Town 2010 conference, the world’s most diverse evangelical gathering ever. There was great unanimity on what it means to be an evangelical—except on alcohol. Of the gathered leaders, 52 percent said drinking is not compatible with “being a good evangelical,” while 42 percent said it was. In the global North, only 23 percent of leaders opposed alcohol; in the global South, 75 percent did so;

A 2013 Pew survey found that overwhelming majorities in a dozen Muslim-majority nations consider alcohol to be “morally wrong.” In October, Iraq outdid Pakistan and passed a complete ban on its sale. Not content, extremists took the matter into their own hands. One week later, a Christian alcohol merchant was killed in Basra. In December, gunmen in Baghdad killed at least three more people in Christianrun shops that sold alcohol. But historically, said leading Palestinian journalist Daoud Kuttab, Muslim society has accepted that Christians are permitted by their faith to drink alcohol and to sell it. For example, Muslims from alBireh travel to neighboring Ramallah—a traditionally Christian town—to purchase liquor, and visit the majority Christian village of Taybeh for Oktoberfest. “Culturally, it is a stereotype that Christians drink,” Kuttab said. “And many liberal Muslims are jealous.” Can jealousy of that kind of freedom attract Muslims to the gospel? “It is a sad commentary on our witness, if that’s what Muslims think about us,” said Warren Larson. The professor emeritus of Muslim studies at Columbia International University (CIU) spent 23 years in Pakistan, and said most evangelicals he knows there do not drink. Western sending agencies also tend to discourage alcohol use in the Muslim world, he said. But CIU, though it has a no-drinking policy, shows flexibility to staff and alumni working in Europe. The BJP and the Congress are also desperately trying to win over some of us who will serve as their extended minds and mouth as well as hands and feet amongst our Naga people. My question is, shouldn’t the local people do the choosing of their own leaders without any outside interference? Any community that has self-pride and believes in people’s sovereignty must not succumb to external appeals or pressures when deciding its leaders. Yielding to politicians’ tactics of buying or stealing our leadership selection mechanism must be resisted. To put it another way, it is the local community members who must do the choosing of their own leaders, clean and free. For that matter, what about our Indian parliamentary system of choosing the chief executive at the state level? Again, that person is basically the choice of the winning political party, who is not necessarily the people’s choice, because the CM is always chosen by the elite Party officials. He is a party leader. Hence, his first priority usually ends up to be for his party, not the people who voted for him. Our Indian politics and parliamentary system have many undesirable flaws. But if we are truly serious about clean politics and good government, we must have the courage to bring change. Perhaps given the special provision of the Article 371(A), we the Naga people are in the best position to demolish the old Indo-British colonial structures imposed on us and begin doing things “our own way” (selfassertion), although we cannot expect everything to happen within one election cycle. When I talk about our need for structural change at the top executive level, I am not referring to a political system of dual executive: having a King or Queen as head of state to perform the more ceremonial aspects of top leadership, while a prime minister as head of the government is responsible for the more political aspect (e.g., as found in Britain, Denmark, or Japan). Nor am I talking about having a presidency with mere ceremonial functions, such as in Germany, Ireland, and India. Of course, the main advantage of the dual executive is that citizens can be angry or hostile toward the head of government while still remaining loyal to the nation through their affection and support for the more ceremonial head of state. What we Naga people need is, I believe, a fused executive political system. This, in a way, could be somewhat similar to the organizational setup of the original NNC/FGN, in which the President of the NNC was supposed to be above party politics. Or preferably, it could be like the American presidential system of government, in which a single actor (the president) fulfills both the ceremonial role associated with the head of state and the political functions associated with the head of the government. For the present dispensation in Nagaland, this could be in addition to having the governor who represents the Indian state. Even if the Indian national parties and our regional parties in Nagaland were to continue for some more years, we would do well, I think, to consider adopting a fused executive system so that partisan politics would be lessened and our people’s unity would be strengthened. For such a top leadership position, it would be necessary for any aspiring candidate to establish a direct relationship with all our people and tribes.In turn, all eligible voters within the state should decide whether to have him or her as their leader by direct vote instead of one constituency or a winning party doing it. Statewide direct election can provide such a leader with greater political legitimacy and credibility. Thus, he or she can be more readily accepted as the true representative of the entire people of Nagaland. The chief executive is expected to use the political parties and the government bureaucracy as a means to serve the public instead of building his party stronger and the government bigger at the expense of the common people. As the top leader, he must set the tone for the rule of law. He must carry out his duties with the Constitution as his guide. His power is limited by specific restrictions mentioned in the Constitution or imposed by the legislature with Constitutional sanctions. As such, he is subservient to the legislature. Unless existing laws are revoked, he cannot have the option of changing the rules of the game. He has a choice only of options to the context in which he bargains. On the other hand, the chief executive can enjoy several unique powers. First, the Constitutional authority derived from the provisions of the Constitution that outline his special governmental role. Second, the statutory authority derived from the laws passed by the legislature that give him the power to translate legislative goals into programs, budgets, and regulations. If it is to be like the American presidential system, the chief executive cannot formally introduce legislation, but he can develop legislative proposals and find a member in the legislature to sponsor it. Or when he is faced with a badly divided house, or one controlled by another party, he can use threats of veto power. This is another power he has access to. But perhaps his most effective power comes from his position as the leader of the people to influence their opinions and galvanize support for his policies or vision. All these powers given to the chief executive are not for the promotion of his self-interest. Rather, they are to be used for the people at large so that they will enjoy public security, social justice, and domes-

Advani away from being nominated as the next President. "CBI is an arm of the government, it says what the government wants it to say. It is a well-planned political conspiracy," Yadav said. "We were hearing that L.K. Advani may become the next President. Now no will even talk about nominating him," he said. "The VHP (Vishwa Hindu Parishad) and RSS (Rashtriya Swayamsevak Sangh) are such dangerous parties, they do not even care about their own people," he said. The Supreme Court on Wednesday revived the conspiracy charge in the Babri Masjid demolition case against senior BJP leaders Advani, Murli Manohar Joshi, Rajasthan Governor Kalyan Singh, Union Minister Uma Bharti, among others. The CBI had petitioned the court for restoring criminal conspiracy charges. The Allahabad High Court had earlier dropped the charges of criminal conspiracy.

New Delhi, April 19 (iANS): The Supreme Court on Wednesday revived the conspiracy charge in the 1992 Babri Masjid demolition case against senior BJP leaders L.K. Advani, Murli Manohar Joshi, Kalyan Singh and Uma Bharti, among others. Restoring the conspiracy charge, a bench of Justice Pinaki Chandra Ghose and Justice Rohinton Fali Nariman also transferred their trial from Rae Bareli to Lucknow. Pronouncing the judgment, Justice Nariman said that since Kalyan Singh is currently the Governor of Rajasthan and enjoys constitutional immunity from being prosecuted, the trial court would proceed against him the day he ceases to be Governor. The court also said that the trial court in Lucknow would frame additional charges against Advani and others and proceed against them. The court said that there would be no de-novo trial and the trial court judge would not be transferred till trial was over. Directing the trial court to com-

plete the trial in two years time, the top court said it would proceed on day-to-day basis and there would be no adjournments. The court said that adjournment would take place only if the trial court judge feels that it was impossible to proceed and fix the next date of hearing after recording the reasons for the adjournment. The apex court verdict was on a Central Bureau of Investigation (CBI) plea challenging the May 2010 Allahabad High Court order quashing the conspiracy charge against Advani and others. The bench had earlier reserved the order on April 6 after the CBI and other petitioners had sought the restoration of conspiracy charge against the senior Bharatiya Janata Party and Vishwa Hindu Parishad leaders. Advani and Joshi, along with Uma Bharti and Vinay Katiyar (BJP), Sadhvi Rithambra, Acharya Giriraj Kishore, Ashok Singhal and Vishnu Hari Dalmia (VHP) were facing trial for making speeches from the dais at Ramkatha Kunj

Kishore and Singhal have since died. On April 6, before reserving the order, the top court bench had indicated that as far as conspiracy charge was concerned it may invoke extraordinary powers under the Constitution's Article 142 and transfer the ongoing trial from Rae Bareli to Lucknow so that eight leaders, including Advani and Joshi, could be tried for conspiracy along with 13 others. Both Advani and Joshi had opposed the top court taking recourse to Article 142 for transferring the trial to Lucknow and revival of the conspiracy charge. They had contended that their fundamental rights under Article 14 and Article 21, could not be eclipsed by the top court taking recourse to its extraordinary powers under Article 142 of the Constitution. However, the bench asked:

"What about Article 21 when it comes to the rights of the victims. Article 21 has many facets." It then referred to a nine-judge constitution bench judgment which said: "You can't show fundamental rights to the court in exercise of its powers under Article 142." The court had indicated that trial would take place in a timebound manner and had asked all the parties to file their written submissions by April 11. Earlier on April 6, Additional Solicitor General Neeraj Kishan Kaul, appearing for the CBI, told the bench that the High Court verdict dropping the conspiracy charge against eight BJP leaders must go. Besides other charges, 13 people including present Rajasthan Governor Kalyan Singh, Satish Pradhan, Champat Rai Bansal, Mahant Avaidyanath, Paramhans Ramchandra, Ram Vilas Vedanti, Mahamandaleshwar Jagdish Muni Maharaj, Mahant Nritya Gopal Das, Dharam Das Chola, Satish Nagar, Moreshwar Save and Baikunth Lal Sharma are also facing trial for conspiracy charges in Lucknow.

New Delhi, April 19 (iANS): The Vijay Mallya case has come under the British judicial process and Indian agencies are making their best effort to have him face trial in India, the Centre said on Wednesday. "The case (Mallya) is now part of the judicial process in that country (UK) and, as such, will function on judicial considerations," Finance Minister Arun Jaitley told reporters here. "The government and all its agencies are certainly putting their best efforts... the investigating agencies believe an offence has been commited, for which the person is required in India," he added.

Industrialist Vijay Mallya, wanted in India for defaulting on over Rs 8,000 crore in bank loans, was arrested in London on Tuesday. Within hours, a court granted him bail. The court issued some stringent orders against Mallya before granting him bail, instructing "neither he can apply for travel documents nor attempt to leave the UK". It further directed the business tycoon to live in Hertfordshire and keep his cell phone on round the clock. Mallya's revoked passport will also be retained until further orders of the court. On February 8, the Indian government handed

over to British authorities a formal request for Mallya's extradition, saying it had a legitimate case against him on charges of financial irregularities and loan default. Prime Minister Narendra Modi, it is learnt, raised the issue when British Prime Minister Theresa May visited New Delhi last November. Jaitley broached the matter with the UK's Chancellor of the Exchequer Philip Hammond and May when he visited London in February. He pursued the matter with Hammond again earlier this month when the latter came to New Delhi.

New Delhi, April 19 (iANS): BSF trooper Tej Bahadur Yadav -- who triggered a political uproar when his video clip on "substandard food" served to BSF men went viral in January -- was on Wednesday dismissed from service, an official said. Yadav said he will approach the government and move the court if he fails to get justice. He has the option to appeal his dismissal, which came after a BSF court found him guilty of indiscipline, in a higher court within three months. The video clip had triggered an uproar across the country, with the Prime Minister's Office and the Home Ministry seeking detailed reports from the Border Security Force (BSF). A BSF Summary Security Force Court (SSFC) in Jammu found the constable, serving in the 29th Battalion, guilty of indiscipline. "Yadav has been found guilty of all charges and awarded dismissal from service today (Wednesday) as per the provisions of the BSF Act and rules. The individual (Yadav) has options to appeal to higher court against the verdict within three months," an SSFC statement said. The SSFC, which commenced from April 13 and concluded on Wednesday, found Yadav "made false allegations on the social media regarding the quality of food and did not adhere to formal grievance redressal mechanism in the force". "(He) neglected to obey the general orders of the force in which he carried two mobile phones while on operational duty, (which goes) against the SOP (Standard Operation Procedure), and also posted

photographs in uniform on social media in contravention of instructions," it said in its order. The BSF court said Yadav was given all opportunities for defence during its proceedings. In his first reactions, Yadav said "I was punished for telling the truth". "I will first approach the central government for justice and if I am denied justice there, then I will go to the court," he told some media persons in Jammu. Yadav's wife Sharmila also expressed dissatisfaction over the BSF court's order and took to social media to protest the decision. In a video message, she asked the authorities and the government whether a mother will send her child in force after the episode. She said, "The court has given its decision. He (Yadav) has been dismissed. He had raised his voice in the interest of soldiers. What is his crime? He has been dismissed after his 20 years' service for complaining about bad food served to BSF troopers. Will any mother send her child in the force in future?" Sharmila said that the government has done wrong with her husband. "He should have sent him home with honour." Yadav, wearing a camouflage uniform and carrying a rifle, posted a video clip on a social media website in January to complain about the quality of food served to security personnel and accused unnamed officers of illegally selling food supplies meant for troopers. Since then, the trooper was facing the inquiry on various charges, including indiscipline, and his plea for voluntary retirement was rejected by authorities.

New Delhi, April 19 (iANS): The Delhi High Court on Wednesday dismissed a plea seeking direction to the government to approach the International Court of Justice (ICJ) for securing the release from Pakistan of alleged Indian spy Kulbhushan Jadhav. A division bench of Acting Chief Justice Gita Mittal and Justice Anu Malhotra refused to interfere with

the government's steps being taken to secure the release of Jadhav, who has been sentenced to death by a special military court in the neighbouring country. The bench said: "Every possible endeavour is being made by the government of India to secure the life of the citizen (Jadhav).. . the matter best deserves to be left to the expertise of the government. No intervention by us is called for."

The plea had said an Indian citizen had been illegally detained and wrongly sentenced to capital punishment by a Pakistani military court without providing him a fair trial. Pakistan has not made public copies of the chargesheet against Jadhav and the copy of the judgment sentencing him to death, said social activist Rahul Sharma who approached the court. In his petion,

he demanded that the Indian government challenge the violations of international law by the Pakistan government by taking the matt er to the International Court of Justice Jadhav, sentenced to death on April 10, faced seven charges including espionage and waging war against Pakistan. Islamabad has rejected Indian requests for consular access to Jadhav.

Farm loan write-offs win votes in India, but may hurt economy MUMBAi, April 19 (reUterS): India risks straining public finances and undermining already ailing state banks, economists said, after a $5.6 billion loan write-off for farmers in Uttar Pradesh and moves to do something similar in at least four other states. One of the first acts of the new government in India's most populous state following last month's election triumph of Prime Minister Narendra Modi's Bharatiya Janata Party (BJP) was to keep a promise to provide debt relief to 21.5 million farmers. Patil was referring to an $11 billion national farm loan waiver in 2008 that helped the Congress party-led coalition of the day win re-election the following year. But non-performing assets jumped. MANilA, April 19 (rEutErs): Satisfaction in the Philippines with President Rodrigo Duterte’s war on drugs declined in the first quarter this year, a survey showed on Wednesday, with opinions split about police accounts that the drug suspects they killed had resisted arrest. Seventy-eight percent of 1,200 people surveyed by Social Weather Stations (SWS) said they were satisfied by the government’s crackdown on illegal drugs, down from 85 percent in a similar poll in December last year. The number of dissatisfied respondents rose from eight percent to 12 percent. Almost 9,000 people, many small-time users and dealers, have been killed in the Philippines since Duterte took office on June 30. Police say about a third of the victims were shot by officers in selfdefence during legitimate operations. Human rights monitors believe many of the remaining two thirds were killed by paid assassins operating with police backing or by police disguised as vigilantes - an accusation the police deny. A Reuters special report published on Tuesday cited two senior law enforcement officials saying the police had received cash for executing drug suspects, planted evidence and had carried out most of the killings they had blamed on vigilantes. Reuters was unable to independently verify if the police are behind vigilante killings. The SWS survey on the anti-drugs campaign included questions on “extrajudicial killings”, a term the government and police strongly object to, insisting no such killings have taken place. The latest poll was conducted from March 25 to 28 and showed 73 percent of Filipinos were worried that they, or someone they know, would be a victim of extrajudicial killing. Ninety-two percent said it was important authorities captured drug suspects alive rather than killed them. About a fifth of respondents felt police were “probably” telling the truth about circumstances behind their killing of drug suspects, while 14 percent believed they were “definitely” lying. Forty-four percent of respondents were undecided. Those who said they “definitely” believed police were truthful fell from nine percent in December to six percent in the latest survey. “This is a black eye for the Philippine National Police,” said Ramon Casiple, head of the Institute for Electoral and Police Reforms. “I don’t think this will impact on the president, it’s more on the police whose members were seen and perceived to be more involved in crimes and in the killings. They should do more and convince the public about reforms not by words but by actions.” Asked by reporters about the fall in satisfaction rating for the anti-drugs campaign, Presidential Spokesman Ernesto Abella said: “There seems to be consistency in the way the public appreciates the efforts.”

Australia, New Zealand step up nationalist rhetoric with visa curbs on skilled workers sYDNEY, April 19 (rEutErs): Australia and New Zealand have tightened visa conditions for skilled migrants in a bid to woo nationalist-leaning voters, echoing the United States’ “America First” policy, but critics have decried the move as mostly political posturing. Australian Prime Minister Malcolm Turnbull on Tuesday abolished a temporary work visa popular with foreigners, replacing it with a new programme. New Zealand also tightened access to skilled work visas, taking a “Kiwis-first approach.” The changes are likely to hurt small businesses and Australian tech start-ups, industry officials said, but both countries will continue to see a surge in foreigners. Recent population growth in Australia has been driven by student visas, which offer a path for people to study, work and eventually become permanent residents. In the six months to December, the country granted 156,453 student visas. This compares with just 12,866 of the so-called 457 skilled work visas approved in the year to September 2016. More than 95,000 foreigners are now employed under the 457 visa, making up a mere 0.8 percent of Australia’s labour force.

“This is just a change of name, nothing else,” said Shamim Ahmed, a Sydney-based migration agent at AIC Education Services. “They cannot really abolish this visa, because it is demanded by employers.” The 457 visa has been axed with immediate effect, and replaced by two new visas with a shorter skills shortage list and a tougher English language requirement, Turnbull announced on Tuesday. Turnbull, who broke the news on social media site Facebook, expects fewer entrants to Australia under the new scheme, he said in a radio interview on Wednesday. “There will be a shortterm skills visa for two years and it can only be renewed once. And then the person holding it has to go back to their home country,” Turnbull said, repeating the “Australian jobs for Australians” rhetoric 16 times. Another 4-year visa will have stricter eligibility criteria. Opposition leader Bill Shorten has labelled the announcement “cosmetic” and a “con job” that will make no real difference. “That’s just shifting deck chairs on the proverbial sinking ship,” he added. In neighbouring New Zealand, the policy changes are expected to have a limited impact on net arrivals.

Opposition members were quick to accuse the ruling National party of currying favour with voters in an election year, without making reining in immigration numbers and unemployment. “National’s changes don’t address the huge numbers of people coming here to do low-level qualifications or low-skill work,” said Labour party leader Andrew Little. A boom in new arrivals has helped the New Zealand economy achieve some of the strongest gross domestic product growth in the developed world. But opposition parties and the central bank have called for a review of policies, citing low wage growth and soaring house prices spurred by the influx.

Fight against neglected tropical diseases needs Big Pharma push - WHO GENEVA, April 19 (rEutErs): Progress has been made in tackling diseases that blind, disable and disfigure millions of poor in tropical areas each year, but drug companies need to step up donations of medicines, the World Health Organization (WHO) said on Wednesday. One billion people, mainly in Asia, Africa and Latin America, are still treated each year for at least one of 18 neglected tropical diseases known as NTDs, it said. Dengue, onchocerciasis (river blindness), and sleeping sickness are among those carried by mosquitoes or flies that are spreading from rural areas to urban slums, the WHO warned. “There is no group of diseases that is so intimately linked to poverty,” Dr. Dirk Engels, director of WHO’s department of control of neglected tropic diseases, told a news briefing. “A number of companies have accompanied us in the scaling up by making more medicines available. Is that enough? No, there are still diseases that are neglected and we still have problems with access to basic medicines,” he said. GlaxoSmithKline, Novartis and Sanofi are among major donors,

Retired PLA MajorGeneral Xu Guangyu, a senior researcher at the Beijing-based China Arms Control and Disarmament Association, said the restructure represented the second major phase of Xi’s reforms. “Since military reforms started it has been one step at a time,” Xu told Reuters. “The high-level framework is now in place,

now this is the second phase targeting the entire mid-ranking levels of the military.” Beijing has been moving rapidly to upgrade its military hardware as it grows increasingly assertive about its sovereignty claims in the South China Sea and as it seeks to expand its military prowess overseas. Chinese media reports have speculated that the country’s second aircraft carrier - and its first built at home - will be launched on Sunday, the navy’s founding anniversary. The change wave for a better to modernization and civilization plus Christianity step into this unwavered primitive society to main stream of unblocked window of fast global village; having accessibilities to all our wants through a rapid progress of school and college education acquired within a period of less than one century, the people are puzzled in choosing the right path based on the truth because the influence of outside world and its prevalent practices (day to day way of life) are too much contrary to its mental attitude of the past equality of life. The land of classless society having equal opportunity of life based on hard labour with God gifted varied talents was shaken very badly in the consequences of years after years. The social status in the past society was insignificant but the present society is very much right conscious of its status and recognition in the present day to day life.

The society on equal opportunity and respect to all human beings across the length and breadth of its God’s gifted soil has diluted with lots of social bearers which were created and dominated by few so called leaders of the society just for the maintenance of their superior status in the social strata. The emergence of class society is very near unless the society realizes the impact of the future consequences right now. The have & have not discrepancy is widened year by year and the living condition of the Naga society also widen day by day. It is feared that the elite society as the cream of society might dominate the whole society and control over the whole system if we don’t realize and bear in mind the spirit of oneness and togetherness in Naga society. Beyond the limitation bar of oneness and togetherness there would be no government in the Naga society as practiced for long period in the primitive stage and decorum of the past Naga society of oneness and togetherness in the Naga republican village is not applicable in this era of fast communication world. Always blowing our own trumpet and criticize other fellow human beings of the same feather is nothing less than what is called echoing our own name in the society. The appreciation of oneself in the society and never ever admit our shortcoming is a self

destruction theory. We can be clever enough to cover our false or misdeeds but others will take for granted that we are a total liar in the society. The best game played among the top leader’s levels that control the society is nothing but equivalent to following a conspiracy theory to knock down each other of the same standard. The leaders in the society are God’s chosen people to lead others by comforting and guide them to have a good future vision for the better society. Such leaders are God gifted & talented person in the society. Such leaders cannot be swept away by mere criticism or mispropoganda. In doing so, it will surely sharpen his/her mind to fight against evils or ill motive human arrogance. Such situation of indecisive attitude of the Naga population is prevalent right now. The trust and confidence on various leaders in Naga society is diminishing year by year. Even in the church level, the fear of Pastor and church workers are losing its credibility in the eyes of the public year by year. Finding fault of church workers and pastors are greater and greater and even to the most revered persons like Rev., Dr. and Father Bishops etc are having ugly spots in the eyes of the Naga society. t is no mystery or a hard case to crack, the fact that there are times more unemployed youths then there are employed youths. And the fact whether they are registered or not doesn’t have anything to do with the truth that unemployment has become a menace and a threat for our society. The scope of an academic student in Nagaland is a joke. We are being led to believe that after scoring good marks in our exams and then graduation (college), we could appear the central and state exams and then land a secure job for a secure life. Our whole educational system (under the care of the state govt.) is only focused on the text books and hence the students are deprived of extracurricular activities and other subjects like arts, music, dance, science, personality development, public debates (for a constructive society), spelling bee competition, quizzes (for enhancing their mind), awareness of human rights and humanity, career through sports, music, arts and practical skills classes. Since we are programmed by the system to pursue govt. jobs, by the time we come to know about the dreadful truth it gets late. After graduation being unprepared facing the word with only a bunch of diplomas and global knowledge in our heads we have realized the truth that there is nothing for the people as a whole to contribute for our own economy. Redefining which, the youths are unemployed not by choice but by compulsion. In Nagaland the so called ‘jobs’ are, below 100 posts in NPSC exams, recruitment in military/police, semigovt. jobs, lawyers, bankers/accountants, teachers (govt./private) and some few other private and miscellaneous jobs of which we all know how most are distributed by the authorities. As mentioned many times before, without platforms for the people to express their potential out how can

we harness our capability to survive in this modern world with sophisticating technology and build our society. It’s no riddle that our society needs to change for the better. We have been nurtured in the care of a rigorously conservative society but this necessarily doesn’t mean that we have to be conservative as well. If we are liberal and rational towards each other, then our society could flourish well for a long time. We could even apply some western trends in our society for our economic growth. In restaurants and other social gathering places, the owner could employ local talents to perform on a small stage for the thrill of the customers. They could hire musicians (pianist, cellist, violinist etc.), bands, stand up comedians, magicians, mime acts etc. and promote music and arts as well as employments for people set in their ways. Nagas with street performance assets should not keep shy at homes. They should come out with their gears and perform out in the public to enthrall the crowd and earn while spreading joy and social emotion. We could also set up theatres in various check points in our respective vicinity where there will plays, dramas etc. for the people to have fun while observing human behavior. This will also provide employment for the actors and the people in the sets. The above are only an example of the infinite possibilities we have the opportunity to grasp if we but only accept that our system is ridiculous and we need to broaden our perspective about life. There are many ways to create employments as well as imparting modern knowledge and awareness to the people, if only our leaders were more educated about the world outside Nagaland and had they themselves tried to reform the society for the present young generations.

I, Zeneituo Angami of Kohima Village is a member of the NSCN-IM (Kilonser) for the past 23 years solidly stand by the decisions of my government headed by the collective leadership under Issac Swu and TH. Muivah, a Naga by blood. I am convinced that any Naga by blood has a right to speak and act/ decide what is best for the Nagas. Any Naga by blood, whether from Nagland, Manipur, Arunachal, Assam, Myanmar or even from America, China or even further, from another planet has a right to say and decide what is best for the Nagas. Thepfulhouvi Solo, as an elderly

man from Kohima Village, I respect him for he enjoys every right and previlege that I have as a member of Kohima Village. Yet, time and again he is insulting and challenging me by the acts and decisions of my government-NSCN (IM). As such I would like to clear my identity as a Naga by blood and as Thepfulhouvi Solo why I cannot speak or decide what is best for the Nagas. I, Zeneituo Angami S/o Late Thinuochülie Pienyü S/o Late Visenyü Peinyü S/o Late Khriesavi Pienyü, descendant of Late Pienyü the youngest son of Late üsou the founder of Kohima Village, is a Naga by blood. In conclusion, Thepfulhouvi Solo, I want you to identify yourself before the Nagas that you are a Naga by blood, by naming your Late Father, grandfather, great grandfather and your ancestors. Thepfulhouvi Solo, in case you failed to identify yourself as a Naga by blood stop meddling in the affairs of the Nagas.

AGE, are all sinful creature; who have all fallen short of perfectness. Therefore, let us positioned ourselves as sinners who fall short of ‘PERFECTNESS’ but trust each other and rely on the leaders of the society, for they are the one to lead us in the right direction. Falling short of leading the people out of their sheer ill motive or selfishness to retain their living standard will surely be pulled down by own self identity. Therefore, cursing the leaders will lead the society into an everlasting doom of the society. A leaderless society cannot compete with other advances society having vision leaders in this global village scenario. Back to the government, the meaning of governing the society is not just a mere administering of rules & laws. The administration and the government cannot be treated the same. The meanings of these two words had a vast difference in dealing with the people. According to Abraham Lincoln, my government is for the people, by the people and of the people. The government Abraham Lincoln emphasized on the welfare of the society by applying the minds of the leaders and the officers to supply the need and aspirations of the people for a better society. In no where the govt. emphasized by him is to dictate the people to follow his footsteps out of forces. Convincing the people for a better living is the sole object of

the govt. when stick to the democratic norms. It is far from reality of the real govt. when the rulers under the aegis of the govt. vehemently imposed their mentality towards the society. By hook or by crock if the govt. rules the society applying the rules of law in matter of common interest of the society is equivalent to dictatorship. The Naga society right from time immemorial, never bow down to such forces and will never want to do so for maintenance of unique history and distinctive identity. Therefore, the govt. when opposed the mindset of the people cannot stand before the Naga society. This peculiarity of Naga society has been tested long before in one’s own life time. For that matter brain washed Naga people are never afraid of external forces when applied in the society. Right now the division of social fabrics among the Naga population is being badly divided in choosing what is right and what is wrong. This resulted in many ‘isms’ from among the Naga communities. This is the reason why many factions even among the Naga national parties have been formed and fight for our own wishful thinking of Naga society betterment. Proper govt. is not formed till now to pay our allegiance to the controlling authority of the Naga society. The Naga society is dwelled in a land full of Organizations, Associations, Councils and Hohos in the great-

er circle. Even a small matter when differences occurred; a parallel bodies is formed immediately to counter the parental bodies. The Naga Hoho, NTC, CNTC, NTAC, JCC, ACAUT, ENPO and GB’s Federation in apex body levels are actively functioning for the smooth conduct of the govt. but all these bodies turned into a staunch enemy of the Nagaland Govt. The NSF and ENSF are also working actively to check the govt. in their own line of interest in the student’s level too. The land of many unions and affiliations, setting aside recognized regional and National political parties also have less voice unless it comes to a common platform of understanding. The more we have an understanding of each other’s points, the closer we are to have a feeling of oneness and togetherness but in the case of Naga society, the ego and pride problem is spear heading in controlling the society right from the village level to tribal level and extended to Nagas as a whole. We face such enumerable differences; fighting for the best game of individual. The decoration of feathers on one’s own head is not lasted for a long period. Recognition and fighting for pioneership is also just a momentary period because of the fast changing society. But the worriness is the Naga society having love and concern for each other in the long run so as to pass the flaming torch.

ee I studied till Class -12 in Nagaland. What I have learned from school is that we memorize facts after facts. There is no room for elasticity in our brain. Man! My high school English teacher made us even memorize her notes, not giving us any chance to give our views on prose or poetry. Students in school should be made to think, not just memo-

rize facts. Extracurricular activities need to be stressed too. Not just opening a club in school with some disinterested grumbling teachers. Teachers need to be briefed properly on the fast changing need of the world, not just be stuck with old ideas. Teachers should make student think not just memorize facts by constant spoon feeding. I don't know about College Education but my sister who did her college here said, they are spoon fed too much. Those who have

colleges please give importance to the College library, stack it up with books and not just books of the syllabus but even good books outside of the syllabus. Colleges which has good library will produce good students, not just academically but in all other aspects. Our last IAS was Kesonyu Yhome that was several years back. Why is not Nagaland producing more IAS or IPS? Ask yourselves please. Coming to civil service, the Nagaland education also need to focus on other aspects like

producing businessmen, authors, scientists, social activist, environmentalists, etc... Just focusing on Civil services or government jobs is unhealthy. We have inherited the Colonial system of education where we are educated only for office works. Please pause and think about that. Times have changed; our Naga Society needs to catch up with the World, what the world needs. Those who are in the helm of affairs, give it a thought. Please focus on life skills too.

Rejoinder to ‘Can people of outside decide for the state of Nagaland? – Part 2’ Dr. Somingam Mawon

aga society has this preconceived notion that bureaucrats are the source of knowledge and are skillful by virtue of possessing special knowledge, without realizing the fact that they know “something about many things” and not “everything about something”. Issues such as Naga political conflict require individuals who know “everything about something”, and not “something about many things”. In recent times, more people began to use public spaces to showcase their arrogance of stupidity by distorting and manipulating facts and truths about the cause that had claimed many lives and is still counting. As a Naga belonging to “who is not” in the categorisation of Thepfulhouvi Solo, it is stupefying as well as petrifying to read the intent and content of the texts of this Indian bureaucrat turned NNC apologist. With much temerity, the writer tried to navigate from one edge to the other in the formulation of opinions on what he thought it was right! Some statements are outrageously ridiculous, and some others are not comprehensible. See this one, “Any Community declaring itself Naga peaceably is Naga.” Does he mean to say that a Garo community can become Naga, if the former declares itself as Naga in peace? Or, does he mean to say that Naga identity is a commodity that can be purchased by anyone when a customer buys in peace? Which group would decide the nature of peace in the determination of granting or rejecting from becoming a member of the Naga society? Indeed, a ridiculous statement it is to me. In one of the lines, he wrote: “the NNC was for Pan Naga of the Northeast and Burma. The Organization included any Naga Community joining it democratically.” There is no such lexicon as “democratically” in the political vocabulary of Naga political groups since the time of A.Z. Phizo. One way or the other, all factions are dictated by some leaders and thus the question of

democracy in the real sense of the term does not arise. See this one, “Muivah has rebelled out of NNC territory, he has no say in the political affairs of Nagaland State territory.” Which territory is Thepfulhouvi talking about, or who drew such territory? Having read more than 100 books and articles on Naga politics available in the public domain, I came across no NNC territory in the political history of the Nagas vis-à-vis Naga political movement. It is not my intention to demean the contribution made by the NNC in the Nagas’ struggle for her political independence. Generation in, generation out, any politically conscious Naga would appreciate some very important events initiated by the NNC such as signing of Nine Point Agreement, declaration of Naga Independence, and Plebiscite of 1951 among others. However, there is no such thing called NNC territory in the Naga vocabulary. By the way, Nagaland state territory is no territory of the NNC. Why is that? A little bit of understanding historical events will clear this air. Long before the formation of NNC, the Naga Club in 1928 had mapped out the Naga regions, which were to be included in Nagaland, as found in their memorandum to the Simon Commission. In other words, the Naga Club had in mind that all Naga areas in India should be under one administration. And the NNC reaffirmed such goal of bringing all Naga areas under one unified administrative unit in the Nine Point Agreement (June, 1947). Subsequently, the Sixteen Point Agreement was arrived at between the Naga People Convention (NPC) and the Government of India in July 1960, which also succinctly indicated single administration of Naga areas. The point is, it was NPC and not NNC that brought the statehood of Nagaland. Linked to this agreement, it is still fresh in minds that some NPC leaders were assassinated by the NNC, as the later fought for a solution nothing less than sovereignty. Here, thus, is my question: is it logical for the NNC to claim

Nagaland state brought about by the NPC as its territory? Only an insane individual would say, yes it is logical. Thepfulhouvi also wrote, “The Parliament of India even does not interfere in the customary traditional practices of Nagaland.” His intention was that even the Parliament of India cannot interfere us, then, who is Muivah to interfere in any matter that concerns the state of Nagaland. Indian Parliament cannot interfere in the “customary traditional practices of Nagaland” because of the Article 371A as enshrined in the Indian Constitution, and this article is the creation of both the efforts given by the Government of India and the NPC. In other words, such constitutional protection was given to the Nagas of Nagaland state after the signing of Sixteen Point Agreement by the NPC with the Government of India. As an apologist of NNC, Thepfulhouvi should know that his party, in the first place, was against the NPC who drew the “territory” which he has been talking about for long. Moreover, where should one place the principle of NNC in the words like “only the citizen of territory”? What about this one, “But Muivah fearfully and violently created a separate Nationalist Socialist Council of Nagaland – NSCN – with Barrel of the Gun in opposition to the NNC.” Before the birth of NSCN, there was this infamous Shillong Accord of 1975. Who signed the imposed accord in the name of NNC? Definitely, it was not A.Z. Phizo (President), Isak (Foreign Secretary and later became Vice President), or Muivah (General Secretary) who were on foreign mission for the NNC, and not for their individual vacations or tours. Section 2 (i) of the Shillong Accord of 11 November 1975 signed between the Government of India and the NNC read: “The representatives of the underground organisations conveyed their decision, of the own volition, to accept, without condition, the Constitution of India.” Many cadres such as Muivah and Isak opposed the accord, and such opposition was soon followed by

the launching of operations and coup d'état by the Indian security forces and the Naga cadres who accepted the said accord. Many Nagas were killed in the aftermath of the signing of Shillong Accord. The killing field of Langnok on September 27, 1980 was one such instance, which is today observed as ‘Agony Day’ by the NSCN. ‘General’ Thongpo Pangmi, the then “C-in-C of Naga Army” was one among the many victims. Was five years (1975-1980) of waiting too brief for A.Z. Phizo to respond vis-à-vis Shillong Accord at the time when many parts of the Naga areas became hunting grounds and killing fields in the aftermath of Shillong Accord? No, it was not. It was the NNC signatories (Shillong Accord) and the agents behind them, and the intentional silence of A.Z. Phizo that had forced Muivah, Isak and other cadres to disown NNC and to form a new political organisation. Was it rationale for Muivah, Isak and others not to oppose the NNC in the name of Naga unity even when the Section 2 (i) & (ii) of the Shillong Accord vividly mentioned that they would surrender their arms and accept the Constitution of India unconditionally? If yes, where would anyone place the NNC catchword “nothing less than sovereignty” in this imposed accord? Nowhere! Indeed, the said accord buried the long cherished goal of “nothing less than sovereignty”. We are now in the 21st century, and that it is forty-two years away from the bloodshed of the opprobrious Shillong Accord. From the statements like Muivah is “a fake democrat, untrustable violent person and a man whose hand is dirty with innocent blood”, we could sense the ill-feeling of Thepfulhouvi towards Muivah, and is definitely a statement of a sick mind and not of a learned one. There are many lines in the writing of Thepfulhouvi that require clarifications and justifications. Some statements are contradictory in nature, and thus nullifying his main argument. In essence, the intent is not reflected in the content of the texts.

Deliverance: Prince’s new music released

conic singer Prince's new music has been released to mark the first anniversary of his death. Rogue Music Alliance is releasing a six-song EP on Friday, the anniversary of Prince's death. It will feature studio recordings from the musician made from 2006 to 2008, reports usatoday.com. The title track "Deliverance" is available now on iTunes and Apple Music. The "Deliverance" album features previously unreleased Prince tracks: "Deliverance", "Sunrise sunset", "No one else" and an extended version of "I Am". The songs were written and recorded when Prince was an independent artiste, "protesting what he saw as an unjust music industry," according to an RMA release. Prince died April 21, 2016 at age 57. Prince and musician Ian Boxill co-wrote and co-produced all of the tracks. After Prince's death, Boxill completed the compositions and arrangements, finished the production and mixed the songs. "I hope when people hear Prince singing these songs it will bring comfort to many," Boxill said in a statement.

Sonu Nigam took up the challenge, calling a Muslim barber to do the job. "I have requested Aalim (Hakim) to come. He will shave my head, but it isn't any agitation or challenge. The one who is cutting hair is a Muslim and I am a Hindu. There is no animosity," Nigam said here. "The same language of fatwa can be communicated through a language of love," he added. Nigam underlined that he never meant any offence. "Being secular means understanding each other's problems and not saying 'I am only right'. 'Aazan zaruri hai, loudspeaker nahi' (Aazan is necessary, not the loudspeakers). "That's my only point. It is about the timing. Loudspeaker shouldn't be used at a wrong time. leICesteR, ApRIl 19 (ReuteRs): Atletico Madrid proved too streetwise to entertain another Leicester City fairytale as they quelled a stirring home display to reach the Champions League semi-finals for the third time in four seasons on Tuesday, winning 2-1 on aggregate. Jamie Vardy's first goal at the King Power Stadium in the competition gave English champions Leicester hope of something special after Saul Niguez's first-half header put Atletico in control, but they fell short in an absorbing 1-1 draw. Diego Simeone's Atletico, who arrived holding a 1-0 lead handed to them by Antoine Griezmann's penalty last week in the Spanish capital, were deserved winners but it was nervy as Leicester threw caution to the wind in the second half. "I'm full of emotion and pride at the performance of my team," Simeone, whose side have twice suffered heartbreak against Real Madrid in the final, told reporters. "I also have to say, what a great performance from our opponents. It was almost a pleasure to compete against them. "We were living in fear throughout." Leicester's players collapsed to the turf after a breathless second-half revival which, with a better roll of the ball, could have propelled them into dreamland. As it is they return to the humdrum of the Premier League's mid-table with little prospect of rubbing shoulders with Europe's elite any time soon. No wonder the fans didn't want to leave. Nagaland Downhill mountain bike racing

MokokChung, ApRIl 19 (Mexn): The Nagaland Downhill Championship – a mountain bike racing event – is scheduled to be held on May 2 at Chuchuyimpang Village in Mokokchung District. According to a press release from the Trail Hounds Cycling Club, the 2-km long Downhill race will feature 90% single track, some drops, jumps and steep inclines. Competitors from Nagaland will battle it out with the winner being crowned as the “Fastest Naga”. One of the most exciting and spectacular formats of cycling, the Downhill race will push the skill and fitness of riders to the very limits as they tackle through steep, rough terrain with jumps, drops, rock gardens and other obstacles.
