Nagaland State Chief Minister, Dr Shurhozelie Liezietsu today unveiled the 1st World War Naga Labour Corps Memorial Monolith in Kohima. April 21 marks the exact date when the first batch of the Naga Labour Corps set sail in 1917 for the 1st Great War theatre in Europe. “One can hardly imagine the feelings that the Naga Labour Corps must have felt, leaving their homeland for the first time and crossing oceans to distant lands fighting for the then Crown,” the CM stated. It is estimated that around 2000 Nagas were recruited. According to some sources, the Naga Labour Corps arrived in France in two main groups (688 men on 21 June 1917 and 992 men on 2 July 1917). The corps were formed in the Naga Hills under the command of Deputy Commissioner, Herbert Charles Barnes. They were initially divided into the 15th, 16th, 17th and 18th Naga Labour Companies. Labour Corps units serving in Mesopotamia at that time, these companies were renumbered as the 35th, 36th, 37th and 38th (Naga) Labour Companies. In particular, the Nagaland CM mentioned that the 35th Coy left the Naga Hills as part of the Labour Corps on April 21, 1917 and sailed for France on April 26. Subsequently after the war, the 35th Coy moved to Marseille in April 1918, from where they embarked for India at the end of May arriving in June 1918.

The men of the corps worked in various places around France on salvage work, road repairs among others. Legend has it that the Nagas “fearlessly carried out their designated duties despite facing the horrors of war in the battlefield and were in the forefront, mindless of the possibility of death all around them.” Unfortunately during the Second World War in 1940, the building holding the lists of men of the Naga Labour Corps units was destroyed by Japanese

bombings. This relative lack of historical records, the CM however stated, “should not deter us from commemorating their pioneering ventures which led to the subsequent state of Nagaland.” The CM recalled that the Naga Labour Corps’ participation and bravery during their battles in Europe and elsewhere would have ramifications much beyond the intended. While there is no known Memorial in Nagaland to commemorate the Nagas

ample if we want the directorates and the field offices to follow suit, he added. The CM also urged civil servants to stay true in their place of posting. He then pointed to urgent reforms required including bringing the growth of expenditure on salaries and pensions under control; taking full advantage of the PIMS; making use of the limited resources available now by completing the ongoing projects on priority; focusing on how to avail funds from the Central Schemes; encouraging educated and semi- educated unemployed youth to find employment in the private sector both within and outside the state; and adopting more transparency in the process of awarding contracts. Chief Secretary, Pankaj Kumar meanwhile stressed on efficiency and effectiveness. “When government officials do things, efficiency counts and when they lead effective-

ness matters. The aim of both modes should be to achieve the desired outcomes. Therefore, it is important to keep track of things and review them from time to time,” he said. Rev Dr S Chingmak Kejong mentioned that there has been an increase in the salaries of the officials but observed that those who have just ¼ of their salary are providing better work than those whose salaries have tripled. He also noticed that only 10% of the officials actually knew what communitization meant. Many a times the struggle exists because the people and the officials or within the officials are not on the same page, he said. He further spoke on the Midday Meal (MDM), and informed that in his district, the women’s group and self help groups (SHGs) have contributed to the scheme by supplying food and fire wood. A press note from the PRO to the Governor stated that the Nagaland Governor has already removed red beacons from vehicles of the Raj Bhavan. The Governor said that in a democratic country “there is no room for VIP culture and all are equal before the law and should be treated equally.” He stated that in many places, the red beacons have “become a lightning rod for public disgust at official corruption and the VVIP culture.” “A large number of persons are using red lights on their vehicles for committing crimes in different parts of the country and they do so with impunity because the police officials are mostly scared of checking vehicles with red lights,” he lamented. “I think it is high time, we need to get out of it”, the Governor added, while hoping that others will also take similar action.

MK Mero, Commissioner and Secretary for Veterinary and Animal Husbandry Nagaland on Friday predicted that by 2020 cold chain facilities across Nagaland will have great prospects with completion of the 4-lane national highway between Dimapur and Kohima. Inaugurating the Outreach Awareness Programme on Cold Chain under the aegis of the PHD Chamber of Commerce and Industry here today, Mero said poor road connectivity and power supply has resulted in 45% post harvest loss of the state’s horticultural products. As soon as the new infrastructure comes up, the food processing potential of the state will multiply and result into win-win situation both for farmers and end consumers, he said. “By 2020, it is expected that the work on 4-land road connectivity will have been completed as also the

power situation improved,” he added. Additional Secretary, Industries and Commerce Department, Nagaland, Lhouchalie Viya earlier informed that the Government of Nagaland has forwarded a proposal to the Ministry of Food Processing Industries asking the Centre to come out with mini food park schemes for the state. The proposal urges the centre to create 90% of central subsidy element for Nagaland, whereas it will contribute 10% of the total cost, which should come up to Rs.20 to Rs.25 crores. Viya further explained that in mini food parks, 4-5 processing units should be made permissible as against 30 such processing units that are necessary in the mega food parks. According to him, the Centre is inclined to support this, as it will suit the requirements of the smaller state and amount to benefiting its farmers, their produce and even the end consumers.

DIMAPUR, APRIL 21 (MExN): The Nagaland State Unit of the BJP has cautioned against the use of social media to post “morphed photos and videos with out-of-context propaganda text to mislead the public and create social, religious and political disharmony.” Stating that such posts have been circulating on social media sites and messenger applications, a press note from the BJP today

said that “several inaccurate photos and its out-ofcontext messages were also about burned churches etc, associating them with BJP.” It informed that the party has undertaken “due verification and found that these social media photos were old, outdated and not in the context of the country nor of BJP nor of recent times.” The BJP stated that such falsification, factually incorrect or misleading information, defamation,

identity theft, social political and religious propagandas, banking frauds, fake accounts, etc falls under the category of cyber crime and is liable for legal prosecutions with IPC, PIL or FIR. The BJP Nagaland asked the public not to be duped by such misleading lies and not share or repost them without verifying them to avoid legal and police actions besides preventing social, religious political disharmony.

Renchumi Imti, Programme Manager of State Adoption Resource Agency Nagaland (SARA) in her welcome address informed that the Adoption Regulations 2017 has been framed keeping in mind the issues and challenges faced by the stakeholders in the imple-

mentation of the adoption programme. Highlighting the Adoption Regulation 2017, Imti stressed on transparency, early deinstitutionalization of children, informed choices to the parents, ethical practices and a strictly defined timeline in the adoption process as the main featured of the new regulation. She expressed her gladness over introduction of Relative Adoption in the new regulation and hopes that it will go a long way in encouraging legal adoption in Nagaland as per CARA Regulations. Director CARA gave a highlight of the programme and hoped that similar programme will be carried out in the state so that the new adoption guideline will be made known to all the stakeholders. that there are two categories of children who come for adoption. They are orphaned and abandoned children. It is the CWC who shall declare the child legally free for adoption and the child shall be given for adoption only through SAA to the parents who have registered in CARINGS Website. She cautioned that giving and taking a child for adoption without proper process will be illegal and can be penalized. She also elaborated on the procedures of adoption as per the new adoption guideline. She also encouraged the Child Care Institutions housing adoptable children to send for adoption. They were waylaid by some miscreants who took the girls to a secluded place to commit the crime. The two boys were also reportedly thrashed by the perpetrators when they tried to protect the girls. Tripura, Mizoram liquor shops relocate to follow SC order

agartala/aIzawl, aprIl 21 (IanS): The Tripura and Mizoram governments have implemented the Supreme Court order in toto to ban liquor shops and outlets along the National Highways, officials said on Friday. According to officials of the two states, after the Supreme Court's December 15 order, the Tripura and Mizoram governments asked all the District Magistrates and Collectors to relocate the liquor shops and outlets 500 metres away from National Highways. "Of the 131 liquor shops in Tripura, 82 fall along the National Highways and Highways. Of the 82 liquor shops and outlets most have shifted to new places beyond 500 metres of the National Highways and highways," said an official of the Taxes and Excise Department of Tripura. He said some of the liquor shops and outlets are yet to set up shops in new locations due to objection by the public and other legal and technical reasons. The official said that to relocate liquor shops and outlets away from the National Highways and High-

ways, the Tripura government has amended the Tripura Excise Rules, 1990, under the Tripura Excise Act, 1987. "We had told the owners of liquor shops and outlets that licence of liquor shops along National Highways would not be renewed after March 31," the official added. The Tripura government earned Rs 162 crore revenue in 2016-17 from the liquor business - Rs 19 crore more than the previous fiscal. The official said the Tripura government has also barred setting up of liquor shops near educational institutions, religious places, hospitals, political party offices, industries and factories. As per the apex court directive, liquor shops, outlets and bars should move beyond 500 metres of National Highways. The court in its December 15 order had also stipulated a deadline to the states asking them to relocate the liquor joints by March 31, 2017. ACAUT holds ‘Clean Election’ rallies in Phek More support NRMSATA stir phEK , april 21 (mExN): ACAUT Nagaland held two public rallies on “Clean Election” at Pfutsero Town and Phek Town and an interactive session at Chizami Town. According to a press release from the Media Cell ACAUT Nagaland, the rally at Pfutsero town was held on April 17 and was followed by an interactive meeting with Chakhesang Baptist Church Council (CBCC) and Chakhesang Clean Election Movement. Later on, another interactive session was held at Chizami Village which was attended by village leaders, elders, GBs, youths, women and general public. The Public rally at Pfutsero was organized by the CBCC along with the ACAUT Pfutsero unit and chaired by Wezote Kreo, Convenor, ACAUT Pfutsero Unit. Invocation was pronounced by Rev. Dr. N. The second Public rally on clean election was held on April 18 at Phek Town, organized by Phek Town Youth Society, Phek Chamber of Commerce and Industries, Phek Town Students Union, and ACAUT unit Phek. The rally was chaired by Neizote Venuh,

Convenor ACAUT Unit Phek and Vice president PTYS. The President, Phek Town Youth Society, in his welcome speech thanked the ACAUT team for coming to Phek and claimed that there was no Naga “as truthful as” Khekiye K. Sema. ACAUT Chairman Joel Naga in his speech at the public rallies stated that though the clean election initiative was started in the year 2012 by NBCC, the

electoral malpractice in the 2013 election was the worst and the money spent was the highest citing YouthNet’s survey that more than 900 crore was spent in 2013 elections. Therefore, he asserted that ACAUT as a responsible stakeholders decided to join hands with the Church in tackling this menace. Stating that “Nagas cannot go on complaining forever” about the affairs of the state nor the NBCC carry its clean election

At the interactive meeting at Chizami Village, various questions were posed to ACAUT members from the issue of corruption in the government to the slogan of “One Government One Tax” and whether ACAUT would be contesting in the coming general election 2018 to which ACAUT members categorically responded that it was a watch-dog, a people’s movement formed to check rampant corruption and multiple taxations and that it has no intention of transforming itself into a political party. The NRMSATA teachers are boycotting classes over non-payment of salaries for the past five months. Pointing out that classes have been “badly affected” because of the agitation by RMSA teachers, the School Management Committees and schools in separate statements appealed the education department to look into the matter and release the pending salaries without any further delay. he Arctic Ocean is small, shallow, and—most importantly—shrouded. Unlike the other large oceans of the world, it is closely hemmed in by Asia, Europe, and North America, with very few watery entrances in and out. Some oceanographers call it the “Arctic Mediterranean Sea,” a nod both to its between-the-terra-ness and its similarity to that smaller ocean. Often, that remoteness has played to its ecological advantage. Very few ships pass through the area (with all their attendant pollution and environmental disruption), at least compared to nearby waterways like the Bering Sea. It also helps that much of the Arctic freezes over every winter. But a paper released this week in Science Advances argues that its location is now harming it. The first survey of the region has found that roughly 300 billion pieces of floating plastic, most of them tiny but visible to the unaided eye, have clogged the planet’s northernmost sea. The plastic, having been carried to the pole over decades, now has very few ways out. In other words, the Arctic Ocean has become the Northern Hemisphere’s “dead end” for floating plastic. “Our data demonstrate that the marine plastic pollution has reached a global scale after only a few decades using plastic materials,” said Andrés

This plastic accumulation is likely to grow further.” The survey was carried out while the research vessel Tara circumnavigated the pole in late 2013. The same Tara cruise also surveilled local plankton populations and observed the aurora. It found a couple key differences in how plastic pollution works in the Arctic. To the south, in the Atlantic and the Pacific Oceans, plastic tends to accumulate in enormous subtropical “trash patches.” While these are not the dense and churning gyres of garbage that many people imagine, they can be accurately described as parts of the ocean with

a lot of garbage in them. In a way, they’re like the asteroid belt, an otherwise void place in the worldocean where plastic is much more likely to accumulate. The Arctic does not so much have trash patches inside it; it is giant trash patch. The Arctic Ocean has about the same median density of plastic as the Atlantic and Pacific do. But unlike in the southern oceans, where plastic has unevenly congregated in certain areas, it has spread itself throughout the entirety of the Arctic. Sometimes, though, it is quite dense: In the seas north of Iceland and western Russia, there are hundreds of thousands of pieces of plastic per square kilometer. Martha Buckley, an oceanogra-

pher at George Mason University, agrees with the authors that plastic is not coming from the Arctic itself. This is “intuitive,” she writes: Few people live around that ocean’s coast, there is little ship traffic there, and most of the plastic is tiny enough that it seems to have spent several years in the ocean. (The paper’s authors estimate that it takes one to three years for plastic from the North Atlantic to make it to the Arctic.) “It is pretty clear that this plastic has been transported by ocean currents. How the plastics are entering the Arctic is not as clear,” she told me in an email. The paper, for instance, doesn’t discuss transport through the ocean’s vertical currents. Over the last few years, research has suggested that gyres in the subtropics and subpolar regions are linked by deeper currents. Ocean currents matter because they’ll help researchers learn if the plastic is trapped in the Arctic permanently or whether it will eventually work its way out. Other scientists are still trying to come up with solutions to the world’s long-term plastic problem. In the meantime, says Cabañas, the only way to fix the problem is to mitigate its scale. Countries and coastal communities should work harder to keep plastic from winding up in the ocean. “We should properly manage the plastic waste at its source,” he told me. “Once the plastic enters the ocean, its destination and impacts are uncontrollable.”

Wailers continue Bob Marley’s undying legacy through song lent artist during his time and created hits that are still played to this day. Throughout the tour, I imagined the backlash Marley received during his tours and even back home. I also thought of the team that supported him every step of the way. But what about the people in the background that kept his spirit alive during the bad times? A group rather close to home, The Wailers, were once in a quintet that formed in Marley’s native land of Trenchtown but changed into a trio then a band. Co-founded by Aston Barrett aka Familyman and Carlton Barett aka Carly, the Wailers helped create a sound that would make a mark on reggae music. Sadly, after Marley’s death, the Wailers disbanded but after some time, the Wailers United project would reignite reggae around the world. After being overshadowed by popular culture for much too long, the Wailers United project is a leap pad of inspiration for aspiring reggae artists young and old to continue to legacy that grew from Jam-Rock but reached places it could never imagine. Marveling at the newspaper articles plastered on the walls, I imagined how Marley felt when he passed away and the vibes that the Wailers would continue to channel into the world. hile in Jamaica, I visited the Bob Marley Museum and could not help but be in awe of the legacy he created in such a short time. Born in Trenchtown, Jamaica, Bob Marley created a sound that would ring around the world. With a genuine passion for music and showing peace, love and happiness, he performed on stages all over the world and spread the knowledge of Jah everywhere he went. While walking through the museum, all of his awards for his impact on the world were adjacent to his music related awards. Even post mortem, Marley was inducted into the Rock and Roll Hall of Fame, received the Lifetime Achievement Award (NARAS), earned a Diamond Certificate for his album “Legend” and has a myriad of other achievements. Stepping on the glossed wooden floor, I could hear the echo in each step and the sound that Marley aimed to create in his studio. While heading upstairs, I noticed his favorite outfits seemed to be hooked onto the wall for different occasions: ripped jeans for soccer and a jean jacket (or so it looked like) for his concerts. n atheist friend got in my car the other day and I snapped him into prayer mode with a single line: "Put on your seat belt, I want to try something." Heh heh heh. Religion is on my mind after seeing a news report from China. Recently, communist party officials were shocked to hear that one of their members had failed to be sufficiently disrespectful during a meeting with a group of religious citizens. Local party secretary Jelil Matniyaz did not smoke a single cigarette at a meeting with Uyghurs in Xinjiang province, despite knowing that clean-living spiritual groups disliked such practices, the Global Times reported. "A dutiful party member would choose to smoke in front of religious believers in order to demonstrate his or her commitment to secularism," an official said. Insulting clean-living faith groups is mandatory. He and other disapproving colleagues stripped Jelil of his duties and demoted him, Agence France Presse reported. Your columnist was forwarded this report by an old China hand who follows Beijing's war on spirituality. His report reminded me of the time Chinese communist party officials got rid of a divinely chosen leader from Tibet and replaced him with their own divinely chosen leader. People on both sides asked how a strictly atheist group could have such advanced knowledge of divine choices. Flustered officials, having no answer, made it illegal to ask the question. In 2011, party bosses were alarmed to notice that members

became less materialistic and more spiritual as they aged. They issued a regulation extending severe restrictions on what party members can believe in the period between retirement and death. "There are clear rules that retired cadres and party members cannot believe in religion," an official told the BBC. In 2014, party members in Xinjiang started offering cash handouts to citizens who reported that their neighbours were growing beards. The logic was that beard equals spiritual person equals dangerous weirdo. This is surely wrong. I'm sure it is scientifically possible to be a bearded man and not be a dangerous weirdo, and it is pure coincidence that that two-word phrase is a perfect description of pretty much all my friends who have large amounts of facial hair. The no-beards rule was copied by China's neighbour, Tajikistan, where police in 2015 boasted of having shaved 13,000 men, many of whom they had just snatched off the street for that purpose. The curious thing is that big beards are the height of hipster fashion in the West, so it's likely that baffled American tourists are being snatched for committing facial hair crimes against society. This may actually be an appropriate response. The most recent twist in this story is intriguing. The Chinese government has become alarmed at the lack of morality in society and leader Xi Jinping has launched a campaign to revive traditional beliefs and values. "These are the same traditional values that the party spent 60 years trying to destroy," the Economist magazine noted. Life is weird. There's really nothing quite like it. Here endeth the sermon.

To this end, if the idea of the UN World Innovation and Creativity Week (WICW, April 15-21) is to remind and encourage people to use their creativity towards making the world a better place and make their place in the world better too -- can the food and beverage industry be far behind? But first, let's talk drink. How about a Monkey Thandai, with the base being Monkey Shoulder, a free-spirited, fun-loving three-malt blend with an easygoing smooth, rich and mellow vanilla deliciousness? It has, in fact, become quite faddish for the Indian summer drinker! As for the main course, changes in the culinary landscape are widening the scope for chefs today in terms of what can be offered, says Arun Sundararaj, Executive Chef, The Taj Mahal Hotel in Delhi. "Innovation in cuisine has no limitations, much like an artist who works on his imagination with no restrictions. For example, two of our star dishes at Varq, the signature Indian restaurant, are 'Different Strokes' -- a trio of crisp 'jalebi' with saffron, passion fruit reduction, fennel and black pepper crust; and 'Sweet Tooth of the Maharaja -- layers of garlic 'kheer' and broken wheat porridge. "Also, one of the other treasured culinary delicacies at the hotel is the 'Khichdi rafat', an innovative twist to the humble Indian comfort food. The unique recipe uses rice cooked with tender pieces of chicken, duck and lamb and is flavored with aromatic spices and almonds," Sundararaj told IANS. "In the recent past, we have curated a series of specially-designed menus, to offer exquisite dining experiences to patrons. Each of the dishes across the hotel's dining destinations is a craft in itself and combines the best ingredients from across the world to create memorable experiences," he added. Working on festive menus is another occasion to present exquisite offerings. "Over the years," Sundararaj said, "our team has created an array of contemporary dishes, each of which derives its base from traditional Indian desserts. During Ramadan, we created a unique take on the festive 'Qubani ka meetha' by presenting it in the form of a mille feuille. We've reimagined the traditional delicacy and used puff pastries to give it a classic French twist."

Chef Vineet Bhatia at Ziya (The Oberoi, Mumbai) has always followed a signature approach and, as a consequence, redefined the way Indian food is eaten. For instance, Bhatia had, way back in 1993, invented the ‘chocomosa', which redefined the 'samosas' and took it out from a very savoury genre into a sweet genre. Until that point, 'samosas' could be stuffed with anything and more often than not, this would be minced meat or chicken or prawn. "We take Indian ingredients that one normally see in everyday home cooking and treat them very differently in Ziya... so, for example, it could be a ‘gulab jamun', but in Ziya it takes the form of a ‘Gulab Jamun cheese cake'," Bhatia told IANS. "Hence, I would say that there is not one signature dish in Ziya -- it's a whole approach of having a multiflavour experience. "Another example is the 'dahibhalla' as an ice cream. It lasted for a long time on the menu and was so popular that we found it very difficult to take it out of the menu," Bhatia added. It's homespun ingredients with progressive Eurasian flavours for Executive Sous Chef Abhishek Gupta at Gurugram's The Leela Ambience. The ambience of the Epic - Global restaurant adds to his delectable menu, enticing the five senses with soothing music, soulful aromas and nicely decorated table spreads with a touch of luxury. With intriguing dishes like pureed pumpkin with marigold flowers, potato starch petals, sambucainfused sous vide beans, cherries and gooseberry cooked with mild butter sauce, farm leaves grilled with smoked butter and more, "a prism of culture, time, and place is created which builds a deeper appreciation of how regional characteristics have shaped global food", Gupta told IANS. Molecular food is the name of the game for Mahesh Kumar Sharma, Executive Chef at Dwarka's Radisson Blu Hotel. "I have done some Indian twists like 'mishti doi' -- sweet curd molecular; mango sphere from mango pulp and 'papdi chaat' molecular. I made juices and yoghurt spheres that were my prime molecular innovation in the food industry. I have included these in a la carte orders and they are gaining popularity amongst guests," Sharma told IANS. "I have changed a lot in buffet presentation post my joining. I have introduced new cold meats, terrines and different kinds of salads in my coffee shop buffet. I have done a lot of work on shooter and mixed-flavored juices. "Since I belong to pink city Jaipur, I have introduced Rajasthan's authentic cuisine in my banquet menu in Delhi," he added. Enough food for thought?

A Book for Every Child

ast year, the Bookaroo Festival of Children's Literature was looking at the prospect of a year without sponsors. "Running it is a costly affair. And then demonetization hit us," recalls M. Venkatesh, who along with Swati Roy and Jo Williams is one of the co-founders of India's only large-scale children's fest. When the principal sponsor, a major newspaper, pulled out after years of association, they were determined to go ahead regardless. Bookaroo opened up to crowdfunding with donations starting at Rs 500 and, as the word spread, smaller sponsorships trickled in. With publishers and readers pulling together, Bookaroo was back! In fact, it was the first children's festival to win the International Excellence Award at the London Book Fair, 2017. As I sit with Swati, Venkatesh, and Jo (on Skype, from the UK) one spring evening in Delhi, I'm struck by their unique brand of humour, optimism and zeal. Swati and Venkatesh were colleagues whose love for reading, especially children's literature, led them to set up Eureka, a beloved children's bookstore in south Delhi. In 2007, Jo joined them in their mission. "I had just moved to India, and read about their bookstore. Having organized the Red House Children's Book Award back home, I was drawn to it," she recalls. After organizing readings and workshops in the bookstore, they realized the need for a larger children's book event. "The festival was a logical extension of all the smaller related activities we had been doing till then. We had been discussing the idea of scaling up to reach out to more children and, while considering formats, the ambience that Hay [Festival in the UK] offered appealed to us. There were worries about us being first-timers, if there was an audience for this, not to mention sponsorship," says Swati. Fed up with the naysayers, Venkatesh announced the festival at a gathering of children's book publishers in 2008. "That stunned everybody," she remembers. It was already August. Serendipity is a cornerstone of the Bookaroo story-like how they found their first venue. Jo lived in Chhatarpur then and stumbled upon Sanskriti Foundation in her neighbourhood. The first edition of the event was held in 2008 with 37 authors

and there were 3,000 walk-ins! Year-on-year, the festival grew until they needed to shift to the larger Indira Gandhi National Centre for the Arts to accommodate the 5,000 plus visitors every day. The Bookaroo founders always wanted their festival to be a family event, with no bussing in of children with schoolteachers in tow. "Once families see other families enjoying and reading together, exploring new kinds of children's literature, experiencing the storytelling, puppetry, craft, painting, mathematics and creative writing workshops, and then buying the books, the chances of those books becoming a part of children's lives is higher," says Swati. This is central to the mission of Bookaroo: "We believe that there's a book for every child, and it is our goal to help them discover it by offering a programme which showcases a mix of fiction, nonfiction, art, mythology, science, environment and wildlife. We consciously invite both established and debut writers, illustrators and storytellers, in English and other languages," Jo adds. The festival is now an annual fixture in the capital's cultural calendar, with speakers like activist Harsh Mander and Stephen Hawking's daughter Lucy, a children's novelist. Indeed, some of the first Eureka book buyers are now volunteers, authors and journalists intimately involved with the festival. "We have seen these children grow up. They would bring their friends [to the bookstore] and tell them, 'This is where I heard my first story'. The 'Little Princes' of then are now strapping teen-

agers and young adults," Swati says with a smile. As the festival grew, it migrated to other cities. Again, chance was a factor. Jo ran into the administrators of Delhi Public School, Srinagar, at a children's workshop. They asked her if Bookaroo was willing to organize a similar event in Srinagar. She agreed immediately, and in 2011, they landed in Kashmir. "This was the first time we were moving out of Delhi. And our initial nervousness notwithstanding, the teachers and students enthusiastically helped set it up, painting and decorating the venue despite it being a 'first' for them. Children just loved the idea," says Swati. Local artists, storytellers and folk singers were also part of it. After three successful years, Bookaroo could not go back after 2014. The reasons ranged from elections being held to the unprecedented rains that badly damaged infrastructure. "But we've been asked to come back this year and we definitely will," says Venkatesh. The festival travels to Kolkata, Jaipur, Ahmedabad, Pune, Panaji, Srinagar and Kuching, Malaysia. "Our regional contacts are crucial to getting permissions, securing locations and introducing us to local sponsors," says Venkatesh, who shoulders the financial responsibilities. Children everywhere form a strong attachment to the festival. Swati recalls a mother requesting her to convince her daughter that the Jaipur Bookaroo was over. The girl had refused to leave, insisting on checking out each session and stall, with her exhausted parents in tow. Bookaroo, together with authors and children, has charted the evolution of children's book publishing in India. This was where 'dastan bachpan ki', the dastangoi-style of storytelling for children, debuted. Now, more books are written on contemporary topics and publishers have embraced the genres of young adult and contemporary retelling of mythology through picture books. Bookaroo also runs an outreach programme in schools in under-served, under-privileged and specialneeds communities, with authors and illustrators. Energized by their win in London, and powered by the hard work of volunteers and supportive publishers and literary institutions, the Bookaroo team is putting together the 10th edition of the Delhi festival. As Swati puts it, "This recognition will spur us on to continue making stories come alive for children of all ages."

T

he Easter Sunday sermon centered around the terror attacks in Stockholm and the two Coptic churches bombed in the Egyptian cities of Alexandria and Tanta. Sadly, terror attacks are no longer new in Europe. Nevertheless, it is wrenching every time it happens. The city of Stockholm was the latest European city to suffer a terrorist attack as a 39-year-old construction worker from Uzbekistan hijacked a delivery truck and rammed it into pedestrians on Queen street. Four people died and more than 15 were injured, some seriously. The city swung into action tightening border controls and upping vigilance levels. The suggestion that vehicles be banned from coming into the city centre was raised citing the vehicle terror attacks in London, Nice, Berlin, Jerusalem and now Stockholm. People started gathering and leaving floral tributes along Queen street and outside Ahlens department store which had been rammed by the truck. Burning candles or leaving a floral tribute, people triedto show sympathy for the bereaved and the dead. The moral response of the city was unexpected and admirable. It resolved to meet hatred with the power of love, and not be overcome by fear and evil. The hashtag #openstockholm was coined after the dreadful attack in downtown Stockholm. People opened their homes and invited people inside or offered them a ride because many could not get home as the underground and all public transport was shut down. So #openstockholm was a response with love to the attack. People showed care for each other, and they showed it on social media. Some groceries even twittered free food to citizens unable to get home. The Sunday before that was Palm Sunday when the two Coptic churches in Alexandria and Tanta suffered bomb blasts where many worshippers were killed and injured. At least 47 were killed and 100 injured in the blasts that ripped the churches from the interior. In one church, the Islamist suicide bomber had aimed for the most crowded part of the day during the church’s life and he blew himself up during the Palm Sunday worship. In the other church, the suicide bomber exploded himself at the gate to the church. In Egypt, the Copts are a minority even though they number over 5 million. They make up between 6 to 18 percent of the Egyptian population. The Coptic

Christians trace their origins back to the apostle St Mark, whose travels led him to Alexandria. After he healed a shoemaker Anianus, the man converted along with his whole family to Christianity. Anianus later became the first bishop of the Coptic church in Alexandria which has come to be known as St Mark’s church. The present site of St Mark’s Cathedral where the bomb blast occurred on Palm Sunday is said to be the site of the house of Anianus. In 68 AD, St Mark was martyred in Alexandria. The Christians built a church at Bacaulis, a section in Alexandra, which was the site of his martyrdom. The church at Bacaulis was known as the oldest church in the city. Christianity spread across Egypt after the first church was set up, but it also faced much persecution starting from the Roman rulers. Even as late as 311 AD Pope Peter was martyred at the same spot where the martyrdom of St Mark took place. The church in Alexandria is the spiritual centre in Egypt. It has seen several periods of persecution. The Arab invasion in 611 AD destroyed the church in Bacaulis but it was rebuilt. The church was important because the relics of St Mark were preserved there. However, the relics had to be smuggled to safe hiding places during life under the Muslim Caliphs and Governors, and even the Crusaders. More than once the church was destroyed and built again. Once more the Coptic church is facing persecution. Its members have been quoted as saying, “We will not meet fear with fear.” The press describes them as resigned but resolute. But there are many of them sending out the message that they will not react in fear and hate as their enemies want them to. It is as though the spirit of martyrdom that St Mark, Pope Peter and countless others have set up as a sign of Christian faith, has found its home deep in the veins of the Coptic churches. The resoluteness comes from that. Local security is weak and half-hearted in their protection of the Copts. It is clear that the Copts have only their faith in God to lean on. The words of the Archbishop of Pakistan can be applied to the Copts. Archbishop Sebastian Shaw was earlier quoted as saying that the Christian martyrs of Pakistan illustrate ‘what the purpose of being really is.’ Persecuted Christian minorities are trying to live out their faith and their love in times such as these. That was the powerful Easter lesson this year; that Christianity is not so much a religion as a choice to live out love in the face of hatred and destruction.

Some of the excuses not to train are: “We are too busy to learn something new right now.” “We just don’t have the money to pay for training. Training presents a prime opportunity to expand the knowledge base of all employees, but many employers find the development opportunities expensive. Employees also miss out on work time while attending training sessions, which may delay the completion of projects. Despite the potential drawbacks, training and development provides both the company as a whole and the individual employees with benefits that make the cost and

time a worthwhile investment. Addressing Weaknesses Most employees have some weaknesses in their workplace skills. A training program allows you to strengthen those skills that each employee needs to improve. A development program brings all employees to a higher level so they all have similar skills and knowledge. This helps reduce any weak links within the company who rely heavily on others to complete basic work tasks. Providing the necessary training creates an overall knowledgeable staff with employees who can take over for one another as needed, work on teams or work independently without constant help and supervision from others. Improved Employee Performance An employee who receives the necessary training is better able to perform her job. She becomes more aware of safety practices and proper procedures for basic tasks. The training may also build the employee's confidence because she has a stronger understanding of the industry and the responsibilities of her job. This confidence may push her to perform even better and think of new ideas that help her excel. Continuous training also keeps your employees on the cutting edge of industry developments. Employees who are competent and

on top of changing industry standards help your company hold a position as a leader and strong competitor within the industry. Consistency A structured training and development program ensures that employees have a consistent experience and background knowledge. The consistency is particularly relevant for the company's basic policies and procedures. All employees need to be aware of the expectations and procedures within the company. This includes safety, discrimination and administrative tasks. Putting all employees through regular training in these areas ensures that all staff members at least have exposure to the information. Employee Satisfaction Employees with access to training and development programs have the advantage over employees in other companies who are left to seek out training opportunities on their own. The investment in training that a company makes shows the employees they are valued. The training creates a supportive workplace. Employees may gain access to training they wouldn't have otherwise known about or sought out themselves. Employees who feel appreciated and challenged through training opportunities may feel more satisfaction toward their jobs

Just follow these carefree tips to keep the cactus growing: • Water when the surface soil dries to the touch; usually every week or two. • Keep in a warm room above 55 degrees. • Feed with a house plant fertilizer every 3 to 4 months • Repot only when plants fill the container. • Grow in a very sandy cactus mix available at garden centers. • Periodically check for mites and scale; apply a soap spray if needed. Hellman, a graduate of the University of Iowa Writer’s Workshop, serves as the director of the Iowa Youth Writing Project (IYWP), a not-for-profit organization dedicated to inspiring and educating K-12 youth through creative writing. First started in 2010 by several Writer’s Workshop graduates who saw a need for writing-related programming specifically for K-12 students in and around Iowa City, the program has expanded over the years to provide programming for students across Iowa. munity centers and residential treatment programs,” Hellman said. “These weekly engagements allow us to build a sustained relationship with students in kindergarten through 12th grade. “And we work with all income levels and backgrounds, with special emphasis on marginalized youth, those voices most in need of amplification. We create a place where they can cultivate their confidence and discover their written and spoken voice.” Within the program, she noted, “students regularly talk about what is impacting the community and translate that into writing projects.” Hellman, who is finishing up her second year as director, first started volunteering with IYWP back in 2012 while she was enrolled in the Writer’s Workshop. “During orientation, we heard from the then-director, and it seemed like it aligned with my interests,” she said, noting that she was interested in volunteer work while working on her own writing. “So I started volunteering at one site weekly, then at two sites, then at three sites by the time I graduated from the workshop. Being involved with IYWP

ignited something in me that no other work had before.” Her volunteering led to Hellman being offered a fellowship to continue her work with the organization after she graduated from the Writer’s Workshop. Then, as her fellowship was wrapping up and Hellman “was desperately searching for a way to stay involved with the organization,” the director position became available and Hellman took over leadership. She spends a fair amount of her time at the sites where IYWP runs weekly writing programs to observe how volunteers are facilitating workshops. Hellman also attends all the weekend IYWP workshops and master classes. Just this week, for example, Hellman worked with her team to host the Junior High Writing Conference, in which 160 local middle-school students spent the day immersed in 16 genre-specific workshops. “These are workshops they don’t typically get at school so it’s very exciting,” she said. The IYWP also offers a number of special events throughout the year — it hosted 31 in 2016, to be exact — such as master classes and craft workshops with visiting authors such as Lois Lowry, Roxanne Gay and Bill Bryson. Plus, Hellman said, they are planning 10 genre-specific camps — which will be posted on the website soon — this summer. Hellman said one of the best things about all their programming is that it is offered at little to no cost to participants. Currently the only full-time staff member, Hellman works with three parttime staff members and a core of 120 volunteers, including 16 undergraduate interns. They help with everything from grant applications and running programs to handling social media and events, she said. Hellman said she likes everything about her job. “But when I hear students read work they’ve written with us it’s especially rewarding. We do a reading at Prairie Lights each year and it is standing room only, all to hear a nine-year-old read a poem about a goose. These students are learning to find power in their voice and that we can make a space for that is special.”

n Racked, Rebecca Jennings takes on the trend of the moment: deconstructed button-down shirts. Shirts so voluminous that they almost certainly qualify as chametz: [A]bout six months ago… something very odd began happening to shirts. Brands you can’t afford — brands with names you probably don’t even know — started doing things to shirts that didn’t really need all that much improvement in the first place. Things like slashing out the middle part of the arm for no apparent reason. Or turning these on-the-shoulder shirts into off-the-shoulder shirts by pairing up the buttons wrong. Or adding so many ruffles that it stops being a shirt altogether and just becomes the bottom half of a flamenco dancer’s dress that’s made out of Brooks Brothers fabric and costs $650. It’s hard for me to explain why I found Jennings’s essay (and its copious, sometimes humorous, visual examples) so captivating. Maybe it’s because I’d seen the word “shirting” in a store window and realized that while the word was new to me, the concept was not: Ever since

the off-the-shoulder trend of last summer, oldschool (that is, torso-covering, ruffle-free, bracompatible) shirts have been harder to come by. But I think it’s more about what the piece winds up hinting at about fashion trends as a phenomenon, as versus just this moment’s puffy-blouse craze. While I confess I think some of the new shirts themselves are lovely, I cringe whenever a trend crosses the threshold from a option for those who seek it out, to the default clothing available. What if you want (or, for practical purposes, need) a button-down shirt that could plausibly be worn under a sweater? (Or jeans without preripped knee?) Certain trends make me wonder whether the point is the inaccessibility that comes with impracticality. And yet they might, like so many trends, simply make their way into ordinary wardrobes for years to come. I mean, when I saw that the romper had arrived as clothing for adults, I had my doubts. Navy successfully test-fires land-attack BrahMos missile

New Delhi, April 21 (iANS): The Indian Navy on Friday successfully test-fired a BrahMos land-attack supersonic cruise missile from a naval ship, putting India into an exclusive global club. So far, the Navy had fired only antiship version of the BrahMos. "The Navy successfully undertook the firing of BrahMos land-attack missile from naval ship Teg, a guided missile frigate, on a target on land today (Friday)," a naval statement said. The variant of the long-range BrahMos was fired in the Bay of Bengal, off the eastern coast of India, sources said. The successful maiden firing of BrahMos land-attack missile significantly enhances the naval prowess. "The land-attack variant provides Indian warships the capability to neutralise with precision the selected targets situated deep inland, far from the coast, from stand-off ranges at sea," the Navy said. BrahMos missile has

been jointly developed by India and Russia, and its anti-ship variant has already been inducted into the Indian Navy. Majority of frontline naval ships of Kolkata, Ranvir and Teg classes are capable of firing this missile. The land-attack version of BrahMos has been operationalised in the Indian Army since 2007. The BrahMos missile, with a range of 290 km and a Mach 2.8 speed, is capable of launch from land, sea and sub-sea pads against targets on both land and sea. BrahMos is considered the only supersonic cruise missile in the world. The missile was first inducted in the India Navy in 2005. On March 11, India successfully test-fired the BrahMos with an extended range of 450 km, with officials calling it a "textbook launch". The Defence Research and Development Organisation is developing a second version of the missile with a range of 800 km. Its air version too is under development.

throwing at security forcs in the valley. The Rajasthan violence was followed by giant hoardings installed in Meerut that asked "stone-pelting Kashmiris" to leave Uttar Pradesh or face consequences. The warning signs were attributed to the Uttar Pradesh Nav Nirman Sena -- a little known outfit that has also threatened to lauch a massive drive from April 30 against Kashmiris living in Uttar Pradesh. The group has admitted to have put up the banners that read: "Bhartiya sena par pathar maarne wale Kashmiryon ka bahishkar." (Boycott Kash-

miris who pelt stones at the Indian Army). "Kashmiriyo, Uttar Pradesh chhodo warna..." (Kashmiris, leave Uttar Pradesh or else...). The hoardings also carried the name of the outfit's chief Amit Jani, who shared a picture of the banner on his Facebook account. SC to decide validity of law linking Aadhaar with Pan card Have extra political will: says Modi, asks civil servants to change working style

New Delhi, April 21 (iANS): The Supreme Court on Friday decided to examine the constitutional validity of Section 139AA of the Income Tax Act that mandates linking of Aadhaar number with the Pan card. A bench of Justice A.K. Sikri and Justice Ashok Bhushan said that they would hear the matter on Wednesday even as Attorney General Mukul Rohatgi stoutly defended the government decision to link Pan (Permanent Account Number) card with Aadhaar number. Section 139AA, inserted by the Finance Act, 2017, mandates Aadhaar number for getting a Pan

card, for continued validity of existing Pan card and also for filing Income Tax returns. Opposing the petitions by CPI leader Binoy Visman, former army officer S.G. Vombakkere and Safai Karamchari Andolan founder and convenor Bezwada Wildon, Rohatgi told the court that making Aadhaar mandatory for filing Income Tax returns was a legislative mandate. He also referred to the government decision making Aadhaar number compulsory for obtaining SIM cards. The court was told that Aadhaar number has been linked with Pan card as there were instances of

people holding multiple or fake permanent account numbers. Noting that there was widespread misuse of such Pan cards, the AG cited instances of same person holding more than one PAN card - one with full name and other with initials. At this, the court asked Rohatgi if forcibly asking people to get Aadhaar card and linking it with the Pan a remedy to curb fake Pan cards. Senior counsel Shyam Divan, appearing for Vombatkere and Wilson, said that it was extremely difficult to follow the rule as many people did not have an Aadhaar card. There was

also constant mismatch of individual details in the two cards. Meanwhile, senior counsel Arvind Datar, appearing for the Communist Party of India leader, told the court that the consequence of the linkage was those the Pan card of those who didn't have an Aadhaar number becomes invalid. Visman, in his petition challenging Section 139AA, contended that though he holds a Pan card but has not applied for the Aadhaar card as same was not mandatory as per the orders of the top court as well as the provisions of the Aadhaar Act.

NBW against Subrata Roy cancelled after he appears in court

MuMbAi, April 21 (pTi): A SEBI court today cancelled its non-bailable arrest warrants against Sahara chief Subrata Roy and three of his group firms' directors after they appeared before it in a case filed by the SEBI against them. The special SEBI court cancelled the NBWs against them after they furnished fresh bail bonds of Rs two lakh each and gave undertakings to the court that they would attend its trial proceeding against them regularly. The court further decided to frame charges in the SEBI case against Roy and his three group firms' directors - Ravishankar Dubey, Ashok Roy Choudhary and Vandana Bhargava on May 18. The Securities and Exchange Board of India had

filed a case against Sahara India Real Estate Corporation, Sahara Housing Investment, their promoter Subrata Roy and the three directors in 2012, alleging that these companies had collected a huge amount of money from investors without listing the securities on the stock exchanges. As Roy and others had not appear before the court earlier, non-bailable warrants were issued against them on March 31 this year. The accused had challenged the issuance of NBWs against them in the Bombay High Court which asked them to approach the trial court before May 3 for relief. According to the SEBI, the Sahara Group companies issued `Optional Fully Convertible Debentures' for public in 2009 under the garb of

private placement. This violated the SEBI Act because companies have to list such securities on the stock exchanges which they did not do. Although the complaint did not specify the amount collected from investors, it is estimated that it worked out to around Rs 24,000 crore, said SEBI lawyer Omprakash Jha who appeared along with advocate Purnima Advani today. The maximum punishment for the offence is ten years' jail term and fine of Rs 25 crore, Jha said. The Supreme Court had recently asked Roy, who has been released on parole, to appear before it on April 28 and had also ordered the Bombay High Court's official liquidator to auction Sahara property Amby Valley.

New Delhi, April 21 (iANS): Asserting that he had "extra" political will to carry out reforms, Prime Minister Narendra Modi on Friday said that with changing dynamics the government too needs to change its role from being a regulator to an enabler. Addressing bureaucrats on Civil Services Day here, Modi lamented that the "colonial legacy of hierarchy" continues to be an issue and warned bureaucrats that use of social media should not compromise anonymity of the civil services. "The push for reforms comes from political leadership but the perform angle is determined by civil servants, while transformation is enabled by people's participation," he said. Talking about political will, Modi said: "I do not lack it... may be I have a bit extra." Pointing to changing dynamics and availability of alternatives to the masses, Modi said it was imperative to change the government's way of thinking and functioning. "Moving away from the time when government was everything, we are now in an era of competition," he said adding that people have been criticising public services and tend to be

more satisfied by private services. "Because there are now alternatives available, the government's responsibilities have grown. It's not the work load, it is the challenge that has risen. "The sooner we change our working style, change our way of thinking, the better. The sooner we come out of our role of a regulator and develop as an enabling entity, the better," he said. "While the absence of government in a sphere of activity should be perceptible, its presence... should not become a burden," said Modi, asking civil servants to focus on improving quality, and making excellence a habit. While observing that the world was moving towards mobile governance from e-governance, Modi said many civil servants were too busy with social media and mobiles. "I am a person who realises the power of social media. If I as a government official use social media to disseminate information about the next date of a vaccination programme, it is very useful. "But if I post my pictures on Facebook showing my participation in the programme, then I become a question mark for ano-

nymity of bureaucrats. "Today I see district level officers - they are so busy, busy, busy... most of their time goes in this…," he remarked. "In fact, in my meetings I have banned the entry of mobiles, otherwise anyone would take out (their mobile) and start," he said with a chuckle. "The world has started moving towards mobile governance from e-governance. We too cannot stay away from that. But we need to realise that the power that is available should be used for public welfare, should used for public good and not something that comprises anonymity," he said. The Prime Minister said that civil servants must ensure that every decision is taken keeping the national interest in mind and focus should on improving quality and making excellence a habit. Modi said that competition can play a big role in bringing a qualitative change and asserted that all government policies and their implementation have to be "outcome centric". New Delhi, April 21 (ie): The Central Drugs Standard Control Organization (CDSCO) has found popular painkiller Combiflam and cold medicine D Cold Total, manufactured and sold by Sanofi India and Reckitt Benckiser Healthcare India, respectively, to be substandard in its tests done last month. Moreover, Cipla’s Oflox-100 DT tablets and Theo Asthalin tablets, as well as Cadila’s Cadilose solution have also been found to be substandard. In total, the CDSCO has issued a drug alert for 60 medicines, including five aforementioned drugs, as they failed different quality tests in March 2017. Combiflam batch number A151195, manufactured in October, 2015, failed the disintegration test of CDSCO. In last year, the CDSCO had found Combiflam to be substandard three times — in February, April and June — for failing the same disintegration test. Sanofi India spokesperson told The Indian Express: “Certain batches of Combiflam manufactured in 2015 were deemed substandard because the tablets showed a delay in the disintegration time. Essentially, there

Since the matter first arose last year, we have analysed the problem and taken appropriate remedial steps to ensure that the tablets disintegrate within the specified timelines. Combiflam has been in the Indian market for over twenty-five years and continues to be a safe and efficacious analgesic used for relieving pain,” Sanofi India spokesperson added. Cipla’s Theo Asthalin has annual sales of Rs 17.3 crore in India, ac-

In assay test, the analyst checks if the ingredients in the molecule are in proper amount and of good quality. The D Cold Total tablets of batch AD762 were found to be substandard by the last month as it failed the disintegration test. Cipla and Reckitt Benckiser Healthcare India did not respond to specific queries sent by The Indian Express. According to Quintiles IMS, Cadila Pharmaceuticals’ Cadilose has annual sales of Rs 5.8 crore. Cadilose, which is the brand of molecule category Lactulose, failed the “assay” test of the central drug regulator. In response to specific queries of The Indian Express, the company stated: “ Cadila Pharmaceuticals Ltd has not received any communication on this development, hence it is not possible for us to comment on the same.” In India, 60 other pharmaceutical companies are selling Lactulose under different brand names.

VijAywADA, April 21 (iANS): At least 20 people were killed and more than 20 injured when a truck rammed into shops in Andhra Pradesh’s Chittoor district on Friday, police said. The speeding truck hit an electric pole before ramming into roadside shops on Puthalapattu-Naidupeta Road in Yerpadu, about 30 km from the temple town of Tirupati. Police said the accident occurred near Yerpadu police station when a group of persons who had come to the police station were standing near the shops. Tirupati Urban Superintendent of Police Vijayalaxmi said most of the casualties were because of electrocution. The injured were shifted to different hospitals in Tirupati and Srikalahasti. She said two police officers were among those injured. Earlier in the month, at least 26 pilgrims were injured when the van in which they were travelling overturned in East Godavari district of Andhra Pradesh.

Service charge in hotels not mandatory New Delhi, April 21 (pTi): Service charge on hotel and restaurant bills is “totally voluntary” --and not mandatory, food and consumer affairs minister Ram Vilas Paswan said on Friday after the government approved the relevant guidelines. Hotels and restaurants will not decide on service charge to be levied, but it will be at a customer’s discretion, the minister said, adding these guidelines will be sent to states for necessary action. “The government has approved guidelines on service charge. As per the guidelines, service charge is totally voluntary and not mandatory now,” Paswan said in a tweet. “Hotels/restaurants should not decide how much service charge is to be paid by the customer and it should be left to the discretion of customer,” he added. As per the guidelines, the column of service charge in a bill will be left blank to customers to fill up before making the final payment. “If there is mandatory levy of service charge, customers can file a complaint in the Consumer Court,” a senior consumer affairs ministry official told PTI. Hefty fines and stringent action against violation cannot be taken at present as the current Consumer Protection Law does not empower the ministry to do so, the official said. However, the new Consumer Protection Bill under which an authority will be set up will have powers to take action, the official added. Last week, Paswan had said that the ministry has prepared an advisory on the service charge issue and the same was sent to the PMO for

France mobilised for election security after Paris attack PARIS, APRIl 21 (ReuteRS): France said its security forces were fully mobilised for a presidential election at the weekend after the killing of a policeman by an Islamist militant threw a dark shadow over the last day of an unpredictable campaign. With the first round of voting in the two-stage election due to take place on Sunday, centrist Emmanuel Macron still held on to his position as frontrunner in the closely contested race. An Elabe survey of voter intentions, carried out before the Thursday night shooting on the Champs Elysees shopping avenue in central Paris, showed Macron with 24 percent of the first-round vote and far right leader Marine Le Pen falling back slightly to 21.5 percent. Two other candidates - former conservative prime minister Francois Fillon and the far left’s Jean-Luc Melenchon - were snapping at their heels with 20 and 19.5 percent respectively. Campaigning and the publication of voter surveys are banned from midnight on Friday until polling stations close. Sunday’s round of voting will be followed by a second-round runoff on May 7 between the top two candidates. The Champs Elysees attack was claimed by militant group Islamic State. One attacker was killed and officials said they were looking for a potential second suspect. President Francois Hollande said he was convinced the “cowardly killing” on the Champs Elysees boulevard, in which the assailant was himself shot dead by police, was an act of terrorism. The wide avenue that leads away from the Arc de Triomphe had been crowded with Parisians and tourists enjoying a spring evening, but police quickly cleared the area, which remained empty well into the night of all but heavily armed security forces and police vehicles. Paris Prosecutor Francois Molins said the man had been identified, but investigators were still assessing if he had accomplices. A police arrest warrant issued earlier on Thursday, which was seen by Reuters after the Le Pen has criticised repeatedly for its security record, said the solutions were not as simple as she suggested. “I’ve heard Madame Le Pen saying again recently that with her in charge, certain attacks would have been avoided,” he said on RTL Radio. “There’s no such thing as zero risk. Prosecutors say Dortmund bus attack suspect acted out of greed

BerLin, ApriL 21 (Ap): A 28-year-old German-Russian citizen took out a five-figure loan to bet that Borussia Dortmund shares would drop, then bombed the soccer team's bus in an attack he tried to disguise as Islamic terrorism in a scheme to net millions, German officials said Friday. The suspect, identified only as Sergej W. in line with German privacy laws, was arrested by a police tactical team early Friday near the southwestern city of Tuebingen, federal prosecutors said. "We are working on the assumption that the suspect is responsible for the attack against the team bus of Borussia Dortmund," prosecutors' spokeswoman Frauke Koehler told a news conference Friday. She said the man came to the attention of investigators because he had made "suspicious options purchases" for shares in Borussia Dortmund, the only top-league German club listed on the stock exchange, on the same day as the April 11 attack. W. had taken out a loan of "several tens of thousands of euros" days before the attack and bought a large number of so-called put options, betting on a drop in Dortmund's share price, she said. "A significant share price drop could have been expected if a player had been seriously injured or even killed as a result of the attack," according to prosecutors, though Koehler said the precise profit W. might have expected was still being calculated. Ralf Jaeger, the top security official in North Rhine-Westphalia state, said the suspect had hoped to earn millions. "The man appears to have wanted to commit murder out of greed," Jaeger said.

Investigators found notes at the scene claiming responsibility on behalf of Islamic extremists, which Germany's top security official, Interior Minister Thomas de Maiziere, said was a "particularly perfidious way to toy with people's fears." He said the suspect had been under close surveillance for about a week and that the evidence against him was significant. The village messengers in the case of Chakhesang Naga Community were very peculiar in time of head hunting period. Sending out a messenger to far flunk village to village was assigned to spread the good will mission spreading the peace full co-existence and to concern for each others in all thick and thin situations. The messenger of the village/ community when sent out for a mission, the village priest (Mewo) took all responsibility for his safety and performed all rituals besides observance of “Total Fast” till the messenger returned from his trip; which prolong for more than a month together tell that period the priest (Mewo) was allowed to take only the drinking pure water. When the priest (Mewo) after prolonged fast for days together could not able to sustain life. To that extent the village leaders surrounded him and encouraged the priest to be strong enough to meet the messenger alive. When the priest (Mewo) was physically weak to drink unadulterated pure water, the village elders sometime cheated him that the messenger was coming at the village gate and let the priest bear the pain by giving another hope of survival for the village and swallowed the water. That was the real Naga culture of living together for each other in time of crucial period of life and death. Sacrificing One individual’s life for the betterment of the village (community) in spreading the message of good will and Co-existence of all Naga villages was the most- hard earned legacy of the Naga society. The village or Community messenger’s mission was to spread, the timely life existence with the change of seasons and time. There is time for war of head hunting, time for cultivation and time for festivities and merry making of the village youths. The messenger advocated such time to all neighboring villages and treaties were made. In case of breaking the treaty a curse was pronounced to each and every village to be black and dry as the firewood charcoal, thin and lean as dry frog etc. This was how the Naga society was controlled and administered under the same and equal law of the land. Therefore the unity fabrics of Naga society was well knitted together under the same umbrella. In return of the messenger’s good gesture and concerned for humanity the villagers of the visited villages gave a gift of their most valuable

items which were the lightest for the messenger to carry to his home village. It could be ornaments, agriculture seeds or anything that village graded as the highest value. After a collection of all villages gift the visited villagers assisted the messenger in carrying the gifts to his village. The messenger village received the gifts as a reward of the whole village and it was a common property of the whole village. Only after receiving the big junk of gifts the messenger village celebrated and distributed to the needy villagers who were needed the most. Killing the messengers by mistake or with bad intention in the worst curse and the result was famine and bad epidemic disease to wipe out the whole village population. So the Naga society was afraid of killing the messengers. The dress of identity of the messenger was well known to all village warriors. So the messengers were mostly honoured and received with great respects and paid allegiance to such messengers. Tracing the legacy of Naga society, uniting the same feather ethnic groups of Naga Society far and near mankind by the village messenger on his bare footed journey as the sole uniting factor of Naga Society. Unlike other ethnic group of mankind Naga even after the era of Christianity the practice ;of searching each other blood related group is very much importance when festivals and great functions which are observe in the village or town level. Tracing the blood affinity group in tribal level down to village and individual levels paid utmost importance in Naga Society when even Christianity feast, wedding ceremonies and inter village treaties etc. the blooded relative dwelling in far and near ones never missed to invite each other. During head hunting turmoil period of village who ever contributed for village defence and village settlement were vividly remembered by one and all. The annexation and controlled of the small villages by the bigger and stronger village by way of levying various taxes was not there. Those who were weak and small in the Naga Society were protected by the strong and bigger village without any hesitation for equal co-existence. Therefore this unique oneness and togetherness still prevailing in the Naga Society and it will never fade away till the existence of humanity.

NEC and NLCPR are decided by the State priority list and rational allocations are made to all 8 sister states. For a cup of tea or for a position of chair or money, Nagaland cannot bury our inherent unique culture and hard earned history, identity and religious freedoms. NPF expects huge funds from the BJP Govt. at the centre but till date, the state has received only the 14th FC award. It is the duty of every right thinking person and likeminded voter to fight the battle together. It is only your vote that matters to save Nagaland. Your anger or my anger over imposition of Hindutva bears no meaning. Even if the whole of India accepts Hindutva, Nagaland cannot accept. I have neither any objection or question to any other fellow citizen for practicing a different faith nor do I expect them to question such means of my people. I know the hearts of Nagaland people do not accept the principles and dreams of the RSS and BJP, but are with them expecting money and development. What is more important is a future, identity, freedom and liberty. What if you have everything but lose your identity and freedom of faith? Nagaland should reject BJP. NPF should seriously reconsider their alliance with BJP if there is any truth in regional identity. Do not regret after having voted. There is a story of a lady voter. After having voted, she met a candidate. When he asked her whom she voted for, she was honest and said that she voted for the other candidate but her whole heart is with him. Your heart is with Jesus. Let your vote also be with Jesus. The religious divide is hurting Christians more than any other religion. Rajeshwar Singh, leader of RSS backed Hindu outfit DJM, has declared that Christians will be eliminated from India by 2021. We cannot be carried away by such rogue and silly hearted statements but we must also let him know that secular forces are not allowing it to happen.

The Fitness Festival is geared to show people how to get fit, fast, and strong. It also promises to help in stress relief and lots of fun guaranteed. Talien is a certified Zumba instructor and a ZIN Member worldwide, while CRT Talitemjen is a Les Mills Body Combat instructor, Certified Choreographer and Chief instructor of Japan Karate Association (Nagaland). One of the few people to organize fitness awareness programmes in Nagaland, the duo shared that two years back they realized that there were no fitness and health related activities happening in town. So they used events like World Health Day to spread the awareness! And this is how Performing Arts with Fitness or PAWF Nagaland Club was formed which is popular for its fitness programmes like Zumba and Les Mills Body Combat.

MANCHESTER, ApRil 21 (REuTERS): Manchester United needed an extratime winner from Marcus Rashford to defeat Anderlecht 2-1 at Old Trafford on Thursday and move into the last four of the Europa League with a 3-2 aggregate victory. While the result keeps open a possible path to next season's Champions League for Jose Mourinho's side, it came at a high price with defender Marcos Rojo and forward Zlatan Ibrahimovic both suffering possibly serious knee injuries.

United took the lead in the 10th minute through Henrikh Mkhitaryan, but Sofiane Hanni brought the Belgian side back level in the 32nd. After Ibrahimovic wasted two great chances in the final stages of normal time, the contest went into extra time and Rashford settled the tie with a fine finish early in the second period. - Feeling is not good – Mourinho fears the injuries suffered by Ibrahimovic and Rojo are serious and could result in lengthy absences from the team.

"I want to wait," Mourinho said when asked about the injury status of the duo. "But my feeling is not good for both. I want to wait and to be optimistic but I am not," Mourinho told reporters. Ibrahimovic is United's top scorer this season, with 17 goals in the Premier League, while Rojo has established himself at the heart of United's defence. Mourinho is currently without two other central defenders, Chris Smalling and Phil Jones, and he urged them to make a special effort to return quickly from injury.

RMSA Nagaland, NTA to work for safety of women in Nagaland

The Nagaland Taekwondo Association (NTA) in collaboration with RMSA (Nagaland) has taken the challenge to work for the security of the school going girls in the state. Towards this, a three day long seminar & refreshers course for Taekwondo coaches under the aegis of RMSA Nagaland and NTA was conducted from April 19 to 21 here at Indira Gandhi Stadium Kohima. This course is designed for self defence techniques

for the session 2016-17 for women in the state. It will be implemented in 240 secondary schools across the state, said Ayie Yhome, deputy project director RMSA Nagaland. The 52 coaches who completed this refreshers course will now train all girls students studying in class 9 & 10 in 240 schools across the state. Crimes against women continue to show a rise in the country and the state of Nagaland in particular. “This horror events in our today's society break down the security of our women. The intellectuals in our so-

ciety are now putting full effort to minus crime against women. Of all the works it is indeed necessary to give an effective technical training to our women for safety,” the manual of this concept stated. A ‘Self defense techniques for women’ RMSA Nagaland Revised Edition book has been prepared technically to impart quality combat techniques to school going girls for their safety. NTA president Pele Khezhie was also present at the valedictory function and asked the coaches to translate the desired goal into a reality.
