Govt notifies on Rongmei tribe KohIma, aprIl 26 (DIpr): In pursuance of the Nagaland State Cabinet meeting held on April 25, the recognition of Rongmei tribe as an indigenous Naga tribe of Nagaland, as notified by the Government earlier dated August, 4, 2012, has been withdrawn with immediate effect. The 1,313 people belonging to the Rongmei tribe, already identified by the Government of Nagaland through special enumeration process as having permanently settled in the present territory of Nagaland prior to December 1, 1963, along with their legitimate descendants, would continue to enjoy the status, privileges and entitlements as indigenous inhabitants of Nagaland, similar to the ones being enjoyed by members of other indigenous inhabitants, who had permanently settled in the present territory of Nagaland prior to 01-12-1963, as notified by the State Government vide Notification No APPT16/6/67 dated 06-07-1973 and No AR-8/8/76 dated 28-04-1977.

The government officers were arrested on the basis of their alleged involvement in paying huge amount of money to various factions such as NSCN (K), NSCN (R), FGN, NNC and others which was revealed during the scrutiny of the documents including demand letters and payment receipts which were seized during the search operation carried out by the NIA. The accused were produced in a Special NIA Court, Dimapur earlier today for police remand. The court granted five days police remand for two while one was sent to hospital for treatment after being reported sick. Chargesheet in NSCN (K) cases Meanwhile, the NIA Guwahati, on April 25, also filed a Charge Sheet under section 173(8) CrPC before the Special NIA Court, Dimapur, against two accused NSCN (K) cadres namely one Col Akaho and Col Aheto “of NSCN/GPRN” under various Arms Act and other relevant sections of the Unlawful Activities (Prevention) Act. The NIA, in a press release, in-
formed that the case was initially registered at Zunheboto Police Station, Nagaland on June 28, 2012 on the compliant of the then Superintendent of Police, Zunheboto District, Nagaland. “It was alleged in the complaint that, Armed Branch Sub Inspector (ABSI) and staff of Record Officer (Clothing) establishment of DEF Zunheboto had deliberately misappropriated the large quantity of arms and ammunition from the DEF Kote,” it said. Further investigation was carried out by the Agency following the direction of an MHA order. The release further maintained that the NIA has collected sufficient evidences against the accused persons during the further course of investigation and identified the “accused persons belonging to NSCN (K) and NSCN/GPRN of Nagaland.” However, the Agency said that “the accused are absconding and are yet to be apprehended.” The main accused ABSI has already expired on November 12, 2013 and the NIA Special Court has issued Non-Bailable Warrants against the two charge sheeted absconding accused, it added. DImapur, aprIl 26 (mExN): Concerned Naga Senior Citizens (CNSC) have written to the Prime Minister of India enquiring about the progress of the Indo-Naga peace process two years after the signing of a ‘Framework Agreement’ between the National Socialist Council of Nagalim (NSCNIM) and the Government of India (GoI). They also clarified that GoI “backtracking” on its past commitments could lead to “undesirable events,” which makes it all the more urgent to move the peace process forward and draw up a “final settlement.” In the memorandum, the CNSC reminded the Prime Minister of India, Narendra Modi, that after his party’s landslide victory in the last general election, the Government of India had claimed to “resolve the protracted Naga political issue within one to one and half years time.” “Nagas heaved a sigh of relief on hearing the news after a prolonged distrust and frustration under the Congress regime which has miserably failed to achieve any tangible progress due to lack of political will,” they stated in the memorandum, also forwarded to Union Home Minister Rajnath Singh, Union Finance and Defense Minister Arun Jaitley, External Affairs Minister Sushma Swaraj, BJP President Amit Shah and interlocutor to Indo-Naga peace talks, RN Ravi. The CNSC applauded the Framework Agreement that was a result of negotiations for nearly two decades between the “NSCN representing the Nagas” and the GoI. “This shows the commitments of both the entities for a permanent solu-

DImapur, aprIl 26 (mExN): The Business Association of Nagas (BAN) has demanded that cadres of the NSCN (IM) refrain from harassing entrepreneurs while appealing law enforcing agencies to be more proactive. The BAN brought to light an incident that occurred on April 20 wherein a cadre from the NSCN (IM) led by a supervisor allegedly checked shops run by Naga entrepreneurs, namely Daily feed, Clothing World, Hot Topic, Liz’s studio, American boutique, The Blossom, The Shop and Furtados. The Association accused the cadres of objecting to there being MRP tags on imported products and no MRP tags on local products, and then threatening the shop owners with Section 420 IPC for price manipulations. As per a press release from the BAN’s media cell, the shop owners were summoned on April 21, 10.00 am, at a restaurant below Hotel Crown in Nagarjan Junction and a “penalty” of Rs. 50,000 was imposed upon the “defaulters.” On “defying to pay”, and “on request not to impose such unreasonable penalty, they reduced the demand

The BAN reminded that there is no pricing policy in Nagaland State. “An imported product with a price tag of foreign currency like Baht and Dollar etc. will not be sold in Nagaland unless it is converted into Indian currency. Likewise, locally produced goods will also have to be tagged or untagged as per the convenience of the seller and producer as Nagaland is not a regulated and controlled market but free and competitive market,” it explained, therefore demanding expediency on the behalf of cadres before taking such steps.

A two day seminar on ‘The Battle of Kohima and its impact to India’s freedom,’ which concluded today at Ruzazho, resolved that Ruzazho village under Phek district of Nagaland where Netaji Subhas Chandra Bose, Head, Provisional Government of Azad Hind and Supreme Commander of the Indian National Army (INA) visited during World War II should be declared as a National Heritage Village. A resolution taken on the occasion stated that Bose camped for a few days at Ruzazho village in the middle part of April 1944. “As the battle front of the combined Japanese and INA forces were Nagaland and Manipur during the relevant time, it will only be proper to give due credence to Netaji’s visit to Ruzazho village and honour the deathless struggle of Netaji and INA volunteers to free our motherland by recognizing the village as heritage village,” the resolution signed by the resource persons, organizations and others stated. It also resolved that Azad Hind Museum should be set up at Kohima, where all relics concerning
Netaji and the INA such as weapons, uniforms, and flags etc. used by the INA, Azad Hind currency, books and films on the INA and so on should be maintained and displayed. Further, it resolved that the routes taken by the INA are identified in Nagaland and suitable memorial installed at important places such as Jessami, Sangshak, Sangnyu, Sahpao, Lahe, Ruzazho, Chesezu, Viswema, Mao and also places in and around Kohima where INA freedom fighters fought their battles. It resolved that the State and the Union government should institute serious research by competent scholars to unearth the history of INA deeds in Nagaland and Manipur and publish the same for the Indian public. Earlier, Subenthung Kithan, President, Naga Students’ Federation (NSF), graced the valedictory session as special guest today. The seminar, held from April 25 to 26, was organized by Indian Council of Historical Research (ICHR) in association with Government College Pfutsero, Netaji Subhas Chandra Bose Memorial Development Society, Nagaland and Chakhesang Students’ Union.

Making a remarkable achievement, the joint launching of Opium Deaddiction Programme/OST (Opioid Substitution Therapy) for Opium users and Ambulance Service for pregnant mothers under Mother & Child Care Programme under BADP for Tobu SubDivision was held here at the ADC Office Tobu. Mention may be made that the OST programme for Opium users was initiated in 2015 jointly by the
Joint Action Committee Against Opium Addiction (JACAOA) with the support of Directorate of Health & Family Welfare Nagaland. The Opium De-Addiction Programme is now extended and taken up by the Department of Under Developed Areas (DUDA) under BADP 2016-17 jointly with JACAOA and the Nagaland State Aids Control Society (NSACS). A total of 276 Opium addicts are being treated under this ongoing programme in three different OST Centres under Tobu Sub Division.

with other medical equipments and testing kits is a high tech health monitoring programme for pregnant mothers including the use of mobile apps and is launched to provide services to the villages under Tobu sub division under the joint supervision of ECS and CHC, Tobu. Panel lawyers, Para Legal Volunteers, police, children homes, labour department, Juvenile Justice Board, Child Line, ICPS, MSW students, Child Welfare Commission, women cell and social workers attended the workshop. Delivering the keynote address, Limasunep Jamir, Commissioner of Police Dimapur, gave an over view of the Juvenile Justice Act and highlighted certain infirmities in the working of the act. Jamir, spoke briefly on the importance of The Protection of Children from Sexual Offenses (POCSO Act). She informed that through the child friendly legal services to children and their protection scheme the National Legal Services Author-
ity aims to improve access to justice for children. She said that the main purpose of the schemes is to facilitate the proper implementation of the existing legislations and policies in favour of children which already exist, such as POCSO Act, JJ Act, prohibition child labour. Speaking on POCSO Act, N. Longshithung Ezung, Chairman PDLSA and District and Session Judge informed on how to deal with the victims by all the stakeholders under the Act. He highlighted on the procedure to be followed by the SJPU under the act, procedure to be followed for recording the statement of the child and examination of the child etc. A practical session on the juvenile justice system was conducted by the co-ordinator followed by group activity dealing with juvenile cases. MoKoKChUng, april 26 (MExn): The Ao Baptist Pastors’ Fellowship (ABPF) has come out with a strong statement on cleaning the electioneering system in the state and also against the continued spate of discrimination and atrocities committed against the Christians in the country. The resolutions were made known in a statement released to the media by the Ao pastors that was made during their fellowship from April 21 to 23 last at Kumlong Baptist Arogo, Mokokchung Town. The pastor’s fellowship in their 5 point resolution firstly resolved to have a chain of prayer in all the churches for cleaner elections in the state and also to uphold in prayer the continued discrimination and atrocities against ‘believers’ in the country to be culminated with a day of fasting and prayer. The fellowship of Ao pastors also categorically denounced the selection of village and citizen’s forum candidates during elections as it undermines the rights of the citizens and therefore leads to corrupt practices during elections. It further resolved that the fellowship will not vote/ support any group/party that persecutes Christians. Incessant rain in NE normal life affected AgArtAlA/AizAwl, April 26 (iANS): Weeklong incessant pre-monsoon rains, thunderstorm and heavy lightning disrupted life in northeastern states while road connectivity remained cut-off in Mizoram due to landslides, officials said on Wednesday. "Cyclonic circulation persisting over East Bangladesh and adjoining Tripura, Manipur, Mizoram and Nagaland caused light to heavy rains since April 20 affecting normal life in the region," Meteorological Department Director Dilip Saha told IANS in Agartala. Saha said: "The situation is likely to improve from Wednesday. The quantum of pre-monsoon rain this year is higher than last year in the four northeastern states.""The NH-54 remained blocked since Monday due to the landslide caused by non-stop rainfall since last week," Mizoram Disaster Management and Rehabilitation Director C. Lalpeksanga said in Aizawl.The NH-54 is the lifeline of the mountainous state. As many as 50 families have been evacuated from different places of the affected areas.

Kangpokpi is the first district among the newly created districts having a District Information Office under Directorate of Information and Public Relations. The DIO’s office will also publicize all kinds of Government-related information of the district through the mass media. In order to facilitate smooth running of the
newly opened office, one District Information Officer, an Information Assistant, an Office Assistant and a Grade-IV staff had been deputed at DIO Kangpokpi. DIPR now has District Information Offices in Kangpokpi, Senapati, Ukhrul, Chandel, Churachandpur, Tamenglong, Thoubal and Bishnupur districts and a Manipur Information Centre at New Delhi. The State Government is yet to open District Information Offices at Jiribam, Kakching, Tengnoupal, Kamjong, Pherzawl and Noney districts. India nears $2-trillion market capitalisation club as Sensex crosses 30k MuMbai, april 26 (business standard): With the Sensex climbing up to 30,000 points, India’s market capitalisation (m-cap) is inching the $2 trillion-mark. India’s m-cap in dollar terms currently is highest-ever $1.94 trillion, less than 3% shy of the elite milestone. Currently, only eight other countries have a market value higher than India. The benchmark Sensex has gained 20 per cent in dollar terms so far in 2017, making it the best-performing index among its global peers. In local currency terms, the Sensex is up by 13.24 per cent. India’s market capitlisation is now about 82 per cent the size of the national gross domestic product (GDP) in FY17. The outperformance of Indian indices along with strong rupee performance has driven the markets towards this milestone, experts said. The rupee has appreciated six per cent against the dollar so far. A stronger rupee has raised
the value of Indian markets and has also juiced up returns for foreign investors in constant currency terms. Interestingly, India’s share in global m-cap too has touched a seven-year high. India currently accounts for 2.7 per cent of global m-cap, the highest share since October 2011.

The Google update, codenamed “Project Owl,” gives consumers two new ways to report what they perceive as problems in the Search results. The company is also using teams of humans as part of an effort to get its algorithms to show more reliable information, Fortune reported on Tuesday. The biggest change that the company did was with Google’s auto-complete function where the search engine suggests options to complete your query. “With longer-term effort in mind, today, we are taking the next step toward continuing to surface more high-quality content from the web. This includes improvements in Search ranking, easier ways for people to provide direct feedback and greater transparency around how Search works,” Google wrote in a post. Google has incorporated a way by users can tell the company to tell Google if you encounter something wrong or objectionable. The tool now comes with little line that says ‘report inappropriate predictions’. If a user clicks on the line, a box pops up
that lets the user tell Google that the predictions are hateful or violent and so on. The other way is telling that if the information boxes contain inaccurate information, users can tell the company to respond whether the information was helpful or they have some problem with it. The third big change coming to Google is the search engine will start giving more weight to “more authoritative” information. “We combine hundreds of signals to determine which results we show for a given query-from the freshness of the content, to the number of times your search queries appear on the page,” Google wrote. “We have adjusted our signals to help surface more authoritative pages and demote low-quality content, so that issues similar to the Holocaust denial results that we saw back in December are less likely to appear,” the company added. The changes will be rolled out gradually, the company said.

raZEBa, april 26 (mExN): Minister for School Education & SCERT, Yitachu on Wednesday said the Department of School Education is the richest department with 24% of the state budget being consumed by it while the remaining 80 plus departments in the state are running their activities on 76% of the state budget. Addressing the inaugural programme of the new Government High School (GHS) building in Razeba, he impressed upon the gathering that it is important to realize why emphasis on budgetary provisions is given in this regard. Pointing to the transformation brought about in the society with the dawn of education, he said that not only the state of Nagaland but the world over has given special emphasis on it while also asserting that, “education is the backbone of human civilization.” Yitachu further stated that education does not only come from school institutions but also from the home, church, social gatherings, work place etc. He therefore stressed on the need for equal participation and interest from parents, society leaders, and general

public as a whole to take equal responsibility in educating students. In the meantime, stating that school dropout rate is very high, Yitachu disclosed that 1 out of 3 students is a dropout which, he maintained, does not bode well for the Naga society. called on every institution/VEC in Nagaland to report the shortage of teachers in these subjects to the department. Parliamentary Secretary for Higher & Technical Education, Deo Nukhu also spoke on the occasion and noted that the first batch of the GHS Razeba achieved nil result in the HSLC examinations (2013) but added that the school fared better the following year(s). Name change for Dimapur roads Dimapur, april 26 (mExN): In pursuance to the Government notification, the Deputy Commissioner of Dimapur has informed that two stretches of roads in Dimapur town has been designated with new nomenclatures. The road from Dhobinallah to Thahekhu Junction shall be designated as “Dr. Hokishe Sema Road” and City Tower Junction to Tragopan Junction shall be designated as “I. Vikheshe Sema Road.” In this regard, the DC has notified all shops, business establishments of Dimapur district along the said roads to re-designate their signboards accordingly. Also, all shops, business establishments of Dimapur district along the Old market Durga Mandir to Deluxe Point road are notified to use the full form of MP Road i.e. Mhalie Peseyie Road in their signboards accordingly. FGN’s Naga Army mourn Kohima, april 26 (mExN): The Naga Army of the Federal Government of Nagaland (FGN) has mourned the demise of Lt. Col. Kiurang, 2nd Bn. 1st Brigade. In a message, the Commander-in-Chief of the Naga Army, FGN, Lt. Gen. Tavecho Lala, expressed deep grief and shock over the sudden demise and conveyed heartfelt condolences to the bereaved family. Lt. Col. Kiurang of Chiulon village, Zeliangrong Region, joined the Naga Army on March 3, 1957 and “faithfully” served the Naga nation till his death, the C-in-C stated in his message. “His true sacrifice and patriotic service rendered to the Naga Nation will always remain alive in the living history of the Nation,” the message added.
MEx FILE Finance Dept notifies Kohima, april 26 (Dipr): The Finance Department has stated in a notification that in exercise of the powers conferred by Section 3 of the Section 3A of the Nagaland (Sale of Petroleum and Petroleum Products including Motor Spirit and Lubricants) Taxation Act, 1967 (as amended), the Government of Nagaland has notified that the rate of tax prescribed under Serial Number 5 and 6 of Schedule II of the Act shall stand amended. Rate of tax to be levied on Aviation Turbine Fuel (ATF) sold to TurboProp Aircraft as specified in clause (ii d) of section 14 of the Central Sales Tax Act, 1956 (Central Act 74 of 1956) will be 1% tax as opposed to the existing rate of 5%. Rate of tax for Aviation Turbine Fuel (ATF) not falling under the above will be 1% as opposed to the existing rate of 20%. The amended rate comes into effect from the date of issue of this notification.

Brick Field Union repairs roads ‘End Malaria for Good’: Nagaland observes World Malaria Day Dimapur, april 26 (mExN): Irked by government apathy and continued neglect towards the condition of roads, the Brick Field Union, Dimapur repaired the PWD road connecting Darogajan village to Bamunpukhuri and Zani Village under Dimapur District covering about 5 km approx on April 24 and 25. A joint press release from the Village Councils of Bamunpukhuri, New Bamunpukhuri and Zani village informed that the repairing work has been completed by metaling with sand gravel but added, “there is much to be added to the noble effort of the union”. The road repairing on the said stretch was earlier undertaken back in the year August 2012 by the Joint Council of the Area, the release informed. The joint village councils further expressed their appreciation to the Union for their efforts in making the roads better. Arguing that many lives are affected due to the terrible condition of the said road, the joint village councils also appealed to the Government to construct the road at the earliest.
Rokabozou Colony observes World Malaria Day Kohima, april 26 (mExN): Residents of Rokabozou Colony, Kohima observed World Malaria Day on the theme ‘End Malaria for Good’. The programme was jointly organized by the Colony Panchayat, Youth and the team at Urban PHC, Seikhazou. The programme started with a key note address and welcome note by Colony chairman and a brief awareness session by Dr. Aomeren Longkumer MO, UPHC Seikhazou. He emphasized the need to keep the surroundings clean in order to stop mosquito breeding and highlighted various emerging diseases caused by mosquito bites. He also mentioned the importance of timely medical intervention in case of any fever like symptoms. A sanitation drive was later conducted in and around the colony. During the programme, blood samples were collected from the residents for further investigation and validation. he World Economic Forum (WEF), in April 2017, found Rwanda to be the 9th safest country in the world. Its biennial Travel and Tourism Competitiveness report ranked 136 countries in the world—Finland topped the list, India ranked 114 and Colombia found itself at the bottom of the pile. A friend, while sharing this news, rolled his eyes questioning the validity of the survey. How is Rwanda on this list at all, leave alone among the top 10? It is easy to imagine Finland as the ‘safest’ place and Colombia the ‘unsafest’ given the images we have seen of snow clad Scandinavian countries and the street wars of Latin America. But Rwanda? Rwanda’s popular image is the 1994 genocide when old neighbours turned foes and almost completely destroyed the society of Hutu, Tutsi and Twa peoples. The legacy of conflict goes back to its Belgian colonization that led to experiences of ‘divide and rule’, breaking social cohesion, institutionalizing violence and impunity, giving rise to extreme poverty and fiefdom. Women and minorities remained marginalized. In the aftermath of 1994, millions were driven to exile if they survived. What we do not know very well is how the people of Rwanda put their lives together after the genocide. The country embarked on a National Unity and Reconciliation process. Umuganda, the traditional practice of community work, became the a major drive for State policy initiatives—despite differences, all members of the umudugudu (village) would come together on a particular Saturday in a month to do ‘social work’ (all too familiar to Naga society), performing different tasks relevant to the context. It became symbolic of people building the country together. Apart from several other policy initiatives that specifically focused on reconciliation thereby bringing innovative participatory methods, women came to play an active role in post genocide reconstruction. Women had been the worst victims of the violence, and the Government of National Unity embarked on a process to reaffirm the role of women in peacebuilding, and in prevention and resolution of conflicts. Women came together in a shared vision, transcending political party lines to form their own conglomerates, like the Forum of Rwandan Women Parliamentarians. A Ministry of Gender and Family Promotion was set up to create gender-sensitive policies, also nurturing women councils at the grassroots that prepared them for larger political participation. A quota of 30 percent seats for women in all decision making bodies of governance was created. Women added layers to informal governance that brought communities together in safe spaces to address difficult issues—they changed inheritance and succession laws, gender based violence was legally curbed. In 2016, women in Rwanda held 64 percent seats in the lower house of the Rwandan national legislature, a first anywhere in the world. Gender sensitive policies and power sharing, no doubt, contributed to Rwanda—one of the African Union’s smallest nation states—to not just rebuild but emerge a global leader in certain aspects. 23 years since the genocide, Rwanda is still one of the poorest countries in the world. Problems and loopholes exist at every level, as they do in Scandinavian, American or Asian countries. But through deliberate and self determining policies of unity, reconciliation and inclusion, Rwanda has changed its extremely difficult circumstances to create a safe nation where social groups work together in advancing the aspirations of the people. Xenophobia shame
H
itting Indian headlines right now are stories that fill all decent Indians with sadness and shame. Periodically, recently, we’ve had ugly racist attacks on people ‘not like us’. We’ve always had caste-based prejudice and communal clashes (read: Hindu-Muslim riots). These we are definitely inured to, and tend to treat as normal. In Delhi, a boy went missing. Somehow a rumour was started that this particular boy had been – believe it or not – attacked and eaten by cannibalistic Nigerians (yes, you read me correctly). In this day and age, where almost every Delhi-ite has a mobile phone and is active on social media, and watches news from all over the globe, the ignorant still abound. The boy, sadly, turned up dead, of an overdose of drugs. This didn’t deter the Nigerian-baiters. Word spread that the boy died because Africans had sold drugs to him. One African, like one white person, or one Chinese-Burmese-Thai-Northeastern person, is exactly like another for these sick, hate-filled people. Newspapers reported that a mob descended on a nearby shopping mall and brutally beat up a young Nigerian student to within an inch of his life. This is not the first attack on Africans in Delhi. Bangalore too, has had frenzied xenophobic spurts of violence against Africans and our own Northeastern citizens. An African woman was pulled out of a cab and stripped by a mob. Another African was beaten with iron rods and stoned to death. Regrettably, the penalties for these crimes have not made headlines. Millions of Indians have family and friends living and working all over the globe. There is widespread anger, understandably, when Indians face hate-crimes in the US and Australia. There’s generally a nationwide rage, reflected in newspaper and TV headlines. How then, can we do this to other visitors to our turf? What’s even more annoying is that our government, every government, continues to pretend that racism and xenophobia don’t exist in India. It’s not even treated as a seriously criminal act. So very little action is taken against the perpetrators. They get off scot-free, which emboldens people to keep bullying and beating people up. This phenomenon is also totally against Indian culture, where the guest is supposed to be revered and treated like a visiting god. ‘Atithi Devo Bhava’ (‘The guest is divine’) is a phrase every Indian villager knows. So these vicious attacks are on one level incomprehensible. They are, however, very much a part of life for the bewildered African at the receiving end. African students in Delhi have messaged each other saying ‘Don’t leave your rooms, it’s not safe.’ What a shameful day for us as a country. This time, though, outraged African envoys from several countries have demanded a separate, independent investigation by the UN into the racist and xenophobic attacks on their students. Reports are flying around that some African ambassadors, who have hitherto been fairly reticent regarding earlier attacks, have sent reports back to their home countries advising their nations to desist from supporting India’s bid for permanent membership of the United Nations Security Council. They have realized, through bitter experience, that we as a nation allow racists, bullies and bigots to get away with murder. And unless they can protest effectively, vocally and internationally, so that it hits our government where it hurts, nothing will change. I hope India’s non-racist, global community will get together to empathize with our African visitors. To show them we are not all the same. We are not all bigots, racists or xenophobic. African sports heroes are revered. As is Nelson Mandela. But that’s not enough. We need to show solidarity here, in our country. On home ground. It’s time for Africa.

Colonial-era legislation infects army mindset in Manipur state
O
n April 12, Indian Attorney General Mukul Rohatgi submitted a “curative petition” to the Supreme Court requesting reconsideration of its July 2016 order restraining the security forces from using “excessive or retaliatory force” in insurgency-hit areas in the country’s northeast and the state of Jammu & Kashmir. The petition sought to overrule calls to repeal the repressive Armed Forces (Special Powers) Act 1958 (AFSPA), a vestige of the colonial period described by some as a truly nasty and terrifying piece of legislation and as national-security tyranny. The petition demanded that the Supreme Court not dilute the repressive provisions of the law so that the Indian Army could retain its control over conflict-affected areas in the northeast and Jammu & Kashmir. The “curative petition” thus showed scant regard for the present government’s “Act East” policy, which indicates a different approach to development challenges in the northeast. As far as Jammu & Kashmir is concerned, the present government unrealistically appears to hold Pakistan responsible for all its ills. The “curative petition” appears to adopt a national-security rather than a human-security approach to development challenges in northeast India. So how and why did the July 2016 ruling of the Supreme Court the attorney general finds objectionable come about? In 2012, the Extrajudicial Execution Victim Families Association, Manipur (EEVFAM), with Neena Ningombam as secretary, submitted a petition to the Supreme Court of India seeking justice for all innocent victims of extrajudicial executions by both central-government and state security forces in the northeastern state of Manipur, including the Assam Rifles (AR) and Manipur Police commandos, which had allegedly taken advantage of the immunity provision of the AFSPA. An organization of widows and mothers of those extrajudicially executed by the security forces, the EEVFAM wanted an independent probe into 1,528 cases of alleged extrajudicial executions by security forces in Manipur. The victims allegedly included 31 women and 98 children killed by security forces in fake encounters during the period 1979-2012. A total of 419
had been allegedly been killed by the AR, a central-government paramilitary force, and 481 others by combined teams of Manipur Police commandos, AR and other armed police forces. Further, state police alone allegedly killed 344 persons between 1979 and 2012. Of these, 40 were killed by Manipur Police commandos, 90 by Imphal East police district commandos, 132 by Imphal West police district commandos, 15 by Bishnupur police commandos, and 67 by Thoubal police commandos, it was alleged. The United Nations Special Rapporteur on Extrajudicial, Summary and Arbitrary Executions was also approached by the EEVFAM. In almost all the cases, young boys attending to their daily chores were picked up at random and killed by the security forces, the association reported. In several of these cases witnesses narrated the cold practice of picking up and gunning down young men and women by Manipur Police commandos and the AR. The killings were justified by the authorities as encounters with terrorists, but critics say the motivation of the killers was mainly to gain recognition, rewards and medals from the central government for their “excellent work” in fighting terrorism. Neena Ningombam’s husband Michael was killed on November 4, 2008, by Manipur Police commandos who had branded him a terrorist. A district judge appointed by the Guwahati High Court found that Michael was not guilty of firing on the commandos as alleged. On July 23, 2009, Manipur Police commandos killed two innocents: a pregnant woman, Rabina Devi, 23, and a young former militant, Sanjit Meitei, 25, in a crowded market area in Imphal, the capital city of Manipur. Harrowing tales of human-rights violations were described by the EEVFAM. Women whose husbands were killed detailed their woes in the absence of their menfolk, whose earnings had been the only support of their families and which were now facing starvation. They demanded justice as well as income-earning opportunities to support themselves and their children. The women also demanded the resignation of the Manipur chief minister on moral grounds and the dismissal of the state director general of police for gross dereliction of duty in allowing
fake encounters to be carried out by his subordinates. After the complaint by the EEVFAM, the Supreme Court of India appointed a three-member commission led by Justice Santosh Santosh Hegde to look into the issue of extrajudicial executions by security forces in Manipur. The Supreme Court found that all the selected cases examined by Hegde were unjustified killings. It ordered that the local police had the liberty to probe the role of armed forces that had used the provisions of the AFSPA to abuse the rights of ordinary people. The AFSPA had been formulated by the British Raj in 1942. In 1958, the act was revived and applied to several northeastern areas including Manipur. Briefly, Section 4a of the act allows any commissioned officer, warrant officer, non-commissioned officer or any other person of equivalent rank in the armed forces to fire “even causing death” upon any person acting in contravention of any law or order, any person carrying weapons or anything capable being used to prohibit the assembly of more than five people. Section 4c allows armed police personnel to arrest without warrant and with any necessary force “any person who has committed a cognizable offense”. Section 4d allows armed-forces personnel to “enter and search premises without warrant” to make “any arrest”. Section 6 prohibits prosecution of any person in respect of anything done in the exercise of the powers conferred by the law. The act applies to any area declared “disturbed” by the central government of India or a state government. The designation of Manipur as a “disturbed area” in September 1980 meant, in effect, that the state was subject to an undeclared state of emergency circumscribing not only the liberties of individual citizens but even limiting the freedom of the state government. In 2009, a fact-finding team noted that Manipur, with a population of less than 3 million, had too many military and paramilitary personnel (about 60,000) and too few civilian police (about 5,000). The basic purpose of policing, namely to serve the public, was downgraded at the cost of maintenance of public order. The team also found that the number of criminal cases registered per year (including normal crime and extraordinary crime) was not large and
the rate of conviction was poor. Both findings were disturbing. After the killing of a young woman named Thangjam Manorama by AR men in July 2004, the Jeevan Reddy Committee was set up. It made its report in 2005; its recommendations were ignored. Many Manipuri women demonstrated in front of the AR headquarters and disrobed. The only concession made by the authorities was to restrict the operation of the AFSPA to some selected areas of the state capital. Further, Manipur Police commandos were removed from the immunity available to federal armed police forces under the provisions of the act. Irom Sharmila Chanu, a woman who was on a Gandhi-style indefinite hunger strike for 16 years demanding the repeal of the AFSPA in Manipur was kept alive through forcible nasal feeding. She faced a charge of attempted suicide under the colonial-era Indian Penal Code. Neither the state government elite nor those in the central government were bothered, though they assemble ritually every year on October 2 and January 30 to celebrate the birth and to mourn the death of the father of the nation, Mahatma Gandhi. Many case studies in 2008 showed that security forces involved in unjustified killings in Manipur were often combined teams of state police commandos and army or federal paramilitary forces such as the Assam Rifles, which had been set up by the British in 1835. After independence in 1947, the AR became a historical anomaly. It is redundant, since each state in the northeast has its own police forces headed by a director general of police. Ironically, heads of state police forces have no jurisdiction over the AR deployed in their states. The AR reports only to the Indian Army headquarters in New Delhi. This further encourages the AR’s impunity and commission of human-rights violations. Eminent scholars have pointed out that the Indian Criminal Procedure Code is sufficient to achieve the aims sought by the AFSPA, though minus the impunity available under the latter. British historian Perry Anderson has insightfully noted that India has used the AFSPA only in non-Hindu areas such as the Jammu & Kashmir and the northeast. It is high time the Indian Army got rid of its counterinsurgency mindset.
Saudi Arabia’s Colliding Interests in Myanmar Daniel Wagner and Jesse schatz

espite Aung San Suu Kyi’s decades-old image as an embattled political prisoner and proponent of ardent reform as an opponent of the previous military government in Myanmar, her new role as state councilor has resulted in criticism from a variety of quarters domestically and internationally, as she juggles her predisposition toward humanitarianism with a pragmatic approach to governing. Suu Kyi and her National League for Democracy (NLD) have been roundly criticized for their presumed complicity in what many international observers have deemed a process of ethnic cleansing and genocide against the Rohingya minority residing in the country’s rural Rakhine State. While advocacy on behalf of the Rohingya has come from predictable sources in the West, it has also come from Saudi Arabia. The kingdom started providing financial assistance to the Rohingya when the situation began deteriorating in 2012. With its valuable investments in Myanmar’s oil infrastructure, located largely within Rakhine, Riyadh has undoubtedly wished to hedge its bets and play both sides of the same coin. Since then, armed resistance from the Rohingya people toward the Burmese government, including a 2016 attack on security forces linked to funds from Saudi and Pakistani actors, has motivated an increased Burmese military presence in the region. On numerous occasions, the United Nations as well as human rights organizations have documented abuses leveled against the
Rohingya. Earlier this year, Human Rights Watch released a report that identified widespread and systematic human rights violations targeting Myanmar’s Muslim citizens in Rakhine State. The report has been disputed by the government. Suu Kyi disagrees with the findings and has denied that the government is guilty of ethnic cleansing. The roots of the violence in Rakhine State are multifaceted and rooted in British colonial officials’ failure to include the word “Rohingya” in censuses taken of the then-British colony, which was subsequently used as a means of falsely characterizing the Rohingya as illegal immigrants from neighboring regions, with no historical legitimacy in Burma. The former military regime and the current democratically-elected government have both denied the Rohingya full citizenship, strictly limiting basic freedoms of movement and suffrage. Suu Kyi finds herself in a precarious position, reemphasizing her support for non-violent political change, while at the same time referring to the Rohingya’s disrespect for the “Rule of Law” as a justification for a strong military presence in Rakhine. Prior to 2009, Saudi Arabia’s late King Abdullah recognized the plight of the Rohingya and offered permanent residency for in excess of 250,000 Burmese Muslims, but Saudi authorities segregated many Burmese upon arrival to the kingdom. Most Burmese expatriates in the Gulf have worked low-skilled/low-pay jobs and have faced challenges similar to those of other poor Southeast Asian migrants in Saudi Arabia. Following the death
of King Abdullah, King Salman detained 3,000 Rohingya families in Jeddah prisons and planned to deport them back to Myanmar for reasons that remain unclear.
SAUDI ARABIA AND MYANMAR Such reversals have further complicated Riyadh’s policy toward the Rohingya. This year, Saudi officials announced the kingdom would accept a total of 190,000 Rohingya refugees over a four-year period, in conjunction with providing limited financial assistance to the Rohingya. In 2013, the Saudi government publicly condemned the Burmese government’s treatment of the Rohingya at a UN meeting — something it has rarely done. Perhaps the ability to lecture other countries about human rights was one of Saudi Arabia’s original objectives for having first become embroiled in the Rohingya issue. At the same time, Saudi Arabia has been working with the Burmese and Chinese governments to industrialize natural resource production and distribution within Rakhine State. Saudi Arabia and its smaller Persian Gulf neighbors became deeply involved in Myanmar’s oil industry in 2011, when Riyadh and Beijing signed a Memorandum of Understanding in which China pledged to provide 200,000 barrels of crude oil per day through the justcompleted Sino-Burma oil pipeline. The United Arab Emirates has also built roads and hotels to supplement Rakhine State’s booming oil industry, and in 2014, Qatar began transporting methane to China via Myanmar, further emphasizing the critical role of Burma in connecting China and

the Arab Gulf states. Although Saudi Arabia has maintained its support for the Rohingya, other Gulf Cooperation Council members, such as Qatar, appear willing to ignore the situation altogether if it counteracts their wider regional strategy — particularly if doing so creates tension with China. The Burmese government is unlikely to reverse its position on the Rohingya in the future — with or without Suu Kyi at the helm. By the same token, Saudi Arabia’s support for the Rohingya may well continue, to the extent that it does not jeopardize the kingdom’s business, commercial and investment interests in Myanmar, particularly at a time when officials in Riyadh are increasingly focused on securing greater cooperation from members of the Association of Southeast Asian Nations (ASEAN) for advancing Saudi Arabia’s ambitious Vision 2030. Can Saudi Arabia have its cake and it eat too by strengthening Riyadh’s ties with Beijing via their mutual interests in Myanmar, while having the luxury of maintaining the kingdom’s continued support for a repressed Muslim minority group? The tangled web Saudi Arabia has weaved will in all likelihood become more complicated, yet the kingdom’s support for the Rohingya should be expected to continue for some time, given Saudi Arabia’s clearly demonstrated view that throwing its weight behind this Muslim minority group in Myanmar yields more net benefits than disadvantages in the forum of global public opinion. How to lose every war in the Middle East
A winning (losing) formula would look something like: Rush headlong into new conflicts. Create failed states. Prop up dictatorships. Alienate the public. Sound familiar?

ake no mistake: After 15 years of losing wars, spreading terror movements, and multiplying failed states across the Greater Middle East, America will fight the next versions of our ongoing wars. Not that we ever really stopped. Sure, Washington traded in George W. Bush’s expansive, almost messianic attitude toward his Global War on Terror for Barack Obama’s more precise, deliberate, even cautious approach to an unnamed version of the same war for hegemony in the Greater Middle East. Sure, in the process kitted-up 19 year-olds from Iowa became less ubiquitous features on Baghdad’s and Kabul’s busy boulevards, even if that distinction was lost on the real-life targets of America’s wars — and the bystanders (call them “collateral damage”) scurrying across digital drone display screens. It’s hardly a brilliant observation to point out that, more than 15 years later, the entire region is a remarkable mess. So much worse off than Washington found it, even if all of that mess can’t simply be blamed on the United States — at least not directly. It’s too late now, as the Trump administration is discovering, to retreat behind two oceans and cover our collective eyes. And yet, acts that might still do some modest amount of good (resettling refugees, sending aid, brokering truces, anything within reason to limit suffering) don’t seem to be on any American agenda. So, after 16 years of inconclusive or catastrophic regional campaigns, maybe it’s time to stop dreaming about how to make things better in the Greater Middle East and try instead to imagine how to make things worse (since that’s the path we often seem to take anyway). Here, then, is a little thought experiment for you: What if Washington actually wanted to lose? How might the U.S. government go about accomplishing that? Let me offer a quick (and inevitably incomplete) to-do list on the subject: As a start, you would drop an enlarged, conventional army into Iraq and/ or Syria. This would offer a giant red, white, and blue target for all those angry, young radicalized men just dying (pardon the pun) to extinguish some new “crusader” force. It would serve as an effective religious-nationalist rallying cry (and target) throughout the region. Then you would create a news-magnet of a ban (or at least the appearance of one) on immigrants and visitors of every sort from predominantly Muslim countries coming to the United States. It’s hardly an accident that ISIS has taken to calling the president’s proposed executive order to do just that “the blessed ban” and praising Donald Trump as the “best caller to Islam.” Such actions only confirm the extremist narrative: that Muslims are unwelcome in and incompatible with the West, that liberal plurality is a neo-imperial scam. Finally, you would feed the common perception in the region that Washington’s support for Israel and assorted Arab autocrats is unconditional. To do so, you would go out of your way to hold fawning public meetings with military strongmen like Egyptian President Abdel Fattah alSisi, and suggest that, when it came to Israel, you were considering changing American policy when it comes to a twostate solution and the illegal Israeli settlements in Palestine. Such policies would feed another ISIS narrative: U.S. support for illiberal despots and the failure of the Arab Spring is proof that practicing Muslims and peaceful Islamists will never successfully gain power through the democratic process. Key to such a losing strategy would be doing anything you could to reinforce ISIS’s twisted narrative of an end-of-days battle between Islam and Christendom, a virtuous East versus a depraved West, an authentic caliphate against hypocritical democracies. In what amounts to a war of ideas, pursuing such policies would all but hand victory to ISIS and other jihadi extremist groups. And so you would have successfully created a strategy for losing eternally in the Greater Middle East. And if that was the desired outcome in Washington, well, congratulations all around, but of course we all know that it wasn’t. Let’s take these three points in such a losing strategy one by one. (Of course “losing” is itself a contested term, but for our purposes, consider the U.S. to have lost as long as its military spins its wheels in a never-ending quagmire, while gradually empowering various local “adversaries.”) Just a Few Thousand More Troops Will Get It Done… There are already thousands of American soldiers and Marines in Iraq and Syria, to say nothing of the even more numerous troops and sailors stationed on bases in Kuwait, Bahrain, Turkey, and other states ringing America’s Middle Eastern battlefields. Still, if you want to mainline into the fastest way to lose the next phase of the war on terror, just blindly acquiesce in the
finish the job in Syria (and Iraq, and Afghanistan, and Yemen, and so on). Let’s play this out. First, the worst (and most plausible) case: U.S. ground forces get sucked into an ever more complex, multi-faceted civil war — deeper and deeper still, until one day they wake up in a world that looks like Baghdad, 2007, all over again. Or, lest we be accused of defeatism, consider the best case: those endlessly fortified and reinforced American forces wipe the floor with ISIS and just maybe manage to engineer the toppling of Bashar alAssad’s Syrian regime as well. It’s V-Day in the Middle East! And then what? What happens the day after? When and to whom do American troops turn over power? The Kurds? That’s a nonstarter for Turkey, Iran, and Iraq, all countries with significant Kurdish minorities. The Saudis? Don’t count on it. They’re busy bombing Houthi Shias in Yemen (with U.S.-supplied ordnance) and grappling with the diversification of their oilbased economy in a world in which fossil fuels are struggling. Russia? Fat chance. Bombing “terrorists”? Yes. Propping up an autocratic client to secure basing rights? Sure. Temporary transactional alliances of convenience in the region? Absolutely. But long-term nation-building in the heart of the Middle East? It’s just not the style of Vladimir Putin’s Russia, a country with its own shaky petro-economy. So maybe leave Assad in power and turn the country back over to what’s left of his minority, Alawite-dominated regime? That, undoubtedly, is the road to hell. After all, it was his murderous, barrel-bombing, child-gassing acts that all but caused the civil war in the first place. You can be sure that, sooner or later, Syria’s majority Sunni population and its separatist Kurds would simply rebel again, while (as the last 15 years should have taught us) an even uglier set of extremists rose to the surface. Keep in mind as well that, when it comes to the U.S. military, the Iraqi and Afghan “surges” of 2007 and 2009 offered proof positive that more ground troops aren’t a cure-all in such situations. They are a formula for expending prodigious amounts of money and significant amounts of blood, while only further alienating local populations. Meanwhile, unleashing manned and drone aircraft strikes, which occasionally kill large numbers of civilians, only add to the ISIS narrative. Every mass casualty civilian bombing or drone strike incident just detracts further from American regional credibility. While both air strikes and artillery barrages may hasten the offensive progress of America’s Kurdish, Iraqi, and Syrian allies, that benefit needs to be weighed against the moral and propaganda costs of those dead women and children. For proof, see the errant bombing strike on an apartment building in Mosul last month. After all, those hundred-plus civilians are just as dead as Assad’s recent victims and just as many angry, grieving family members and friends have been left behind. In other words, any of the familiar U.S. strategies, including focusing all efforts on ISIS or toppling Assad, or a bit of both, won’t add up to a real policy for the region. No matter how the Syrian civil war shakes out, Washington will need a genuine “what next” plan. Unfortunately, if the chosen course predictably relies heavily on the military lever to shape Syria’s shattered society, America’s presence and actions will only (as in the past) aggravate the crisis and help rejuvenate its many adversaries. “The Blessed Ban” The Trump administration’s proposed “travel ban” quickly became fodder for left-versus-right vitriol in the U.S. Here’s a rundown on what it’s likely to mean when it comes to foreign policy and the “next” war. First, soaring domestic fears over jihadi terror attacks in this country and the possible role of migrants and refugees in stoking them represent a potentially catastrophic over-reaction to a modest threat. Annually, from 2005 to 2015, terrorists killed an average of just seven Americans on U.S. soil. You are approximately 18,000 times more likely to die in some sort of accident than from such an attack. In addition, according to a study by the conservative Cato Institute, from
ing Iraq and Syria) killed precisely zero people in the United States. Nor has any refugee conducted a fatal domestic attack here. Finally, despite candidate and President Trump’s calls for “extreme vetting” of Muslim refugees, the government already has a complex, two-year vetting process for such refugees which is remarkably “extreme.” Those are the facts. What truly matters, however, is the effect of such a ban on the war of ideas in the Middle East. In short, it’s manna from heaven for ISIS’s storyline in which Americans are alleged to hate all Muslims. It tells you everything you need to know that, within days of the administration’s announcement of its first ban, ISIS had taken to labeling it “blessed,” just as al-Qaeda once extolled George W. Bush’s 2003 “blessed invasion” of Iraq. Even Senator John McCain, a well-known hawk, worried that Trump’s executive order would “probably give ISIS some more propaganda.” Remember, while ISIS loves to claim responsibility for every attack in the West perpetrated by lost, disenfranchised, identity-seeking extremist youths, that doesn’t mean the organization actually directs them. The vast majority of these killers are self-radicalized citizens, not refugees or immigrants. One of the most effective — and tragic — ways to lose this war is to prove the jihadis right.

The notion that he could be an honest broker in peace talks borders on the farcical. All of this, of course, matters when it comes to Washington’s unending wars in the region. Even Secretary of Defense James Mattis, soon after leaving the helm of U.S. Central Command (CENTCOM), recognized that he “paid a military security price every day as a commander of CENTCOM because the Americans were seen as biased in support of Israel.” So, you want to lose? Keep feeding the ISIS narrative on democracy and Israel just as the Trump administration is doing, even as it sends more troops into the region and heightens bombing and drone raids from Syria to Yemen. Send in the Cavalry… If the next phase of the generational struggle for the Middle East is once again to be essentially a military one, while the Trump administration feeds every negative American stereotype in the region, then it’s hard to see a future of anything but defeat. A combination of widespread American ignorance and the intellectual solace of simplistic models lead many here to ascribe jihadist terrorism to some grand, ethereal hatred of “Christendom.” The reality is far more discomfiting. Consider, for instance, a document from “ancient” history: Osama bin Laden’s 1998 fatwa against the United States. At that time, he described three tangible motives for jihad: U.S. occupation of Islam’s holiest lands in the Middle East, U.S. attacks on and sanctions against Iraq, and American support for Israel’s “occupation” of Jerusalem. If ISIS and al-Qaeda’s center of gravity is not their fighting force but their ideology (as I believe it is), then the last thing Washington should want to do is substantiate any of these three visions of American motivation — unless, of course, the goal is to lose the war on terror across the Greater Middle East and parts of Africa. In that case, the solution is obvious: Washington should indeed insert more troops and set up yet more bases in the region, maintain unqualified support for right-wing Israeli governments and assorted Arab autocrats, and do its best to ban Muslim refugees from America. That, after all, represents the royal road to affirming al-Qaeda’s, and now ISIS’s, overarching narratives. It’s a formula — already well used in the last 15 years — for playing directly into the enemy’s hands and adhering to its playbook, for creating yet more failed states and terror groups throughout the region. When it comes to Syria in particular, there are some shockingly unexamined contradictions at the heart of Washington’s reactions to its war there. President Trump, for instance, recently spoke emotionally about the “beautiful babies cruelly murdered” in Idlib, Syria. Yet the administration’s executive order on travel bans any Syrian refugees — including beautiful babies — from entering this country. If few Americans recognize the incongruity or hypocrisy of this, you can bet that isn’t true in the Arab world. For ISIS, today’s struggle in Syria, Iraq, and elsewhere is part of an unremitting, apocalyptic holy war between Islam and the West. That narrative is demonstrably false. The current generation of jihadis sprang from tangible grievances and perceived humiliations perpetrated by recent Western policies. There was nothing “eternal” about it. The first recorded suicide bombings in the Middle East didn’t erupt until the early 1980s. So forget the thousand-year struggle or even, in Western terms, the “clash of civilizations.” It took America’s military-first policies in the region to generate what has now become perpetual war with spreading terror insurgencies. Want a formula for forever war? Send in the cavalry… again.
The Hypocrisy Trap Another way to feed the ISIS narrative is to bolster perceptions of diplomatic insincerity. Americans tend to be some of the least self-aware citizens on the planet. (Is it a coincidence that ours is about the only population left still questioning the existence of climate change?) Among the rare things that Democrats and Republicans agree on, however, is that America is a perennial force for good, in fact the force for good on Earth. As it happens, the rest of the world begs to differ. In Gallup global polls, the United States has, in fact, been identified as the number one threat to world peace! However uncomfortable that may be, it matters. One reason many Middle Easterners, in particular, believe this to be so stems from Washington’s longstanding support for regional autocrats. In fiscal year 2017, Egypt’s military dictator and Jordan’s king will receive $1.46 and $1 billion respectively in U.S. foreign aid — nearly 7 percent of its total assistance budget. After leading a coup to overturn Egypt’s elected government, General Sisi was officially persona non grata in the White House under the last administration (though President Obama reinstated $1.3 billion in military aid in 2015). Sisi’s recent visit to the Trump White House changed all that as, in a joint press conference, the president swore that he was “very much behind” Egypt and that Sisi himself had “done a fantastic job.” In another indicator of future policy, the State Department dropped existing human rights conditions for the multibillion-dollar sale of F-16s to Bahrain’s monarchy. All of this might be of mild interest, if it weren’t for the way it bolstered ISIS claims that democracy is just an “idol,” and the democratic process a fraud that American presidents simply ignore. Then there’s Israel, already the object of deep hatred in the region, and now clearly about to receive a blank check of support from the Trump administration. The role that Israeli leaders already play in American domestic politics is certainly striking to Arab audiences. Consider how unprecedented it was in 2015 to see Israeli Prime Minister Benjamin Netanyahu criticize a sitting president before a joint session of Congress in an Israeli election year and receive multiple, bipartisan standing ovations. Even so, none of this prevented the Obama administration, domestically labeled “weak on Israel,” from negotiating a record $38 billion military aid deal with that country. bout a year ago, I asked our ex-Chief Secretary of Nagaland, Alemtemshi Jamir, to speak in a Think-Tank meeting to share his view on whether or not the way things are done in our bureaucracy should continue as usual, meaning, whether the status quo should be maintained. To which his wife, Madam Banuo, quickly interjected with a question: “What do you mean by status quo?” As one would expect, their spontaneous reaction was certainly understandable. For that matter, both of them are very nice people. But if we may, let’s probe a little deeper: Could it be possible that they weren’t tough enough to discipline governmentabusers under them and they were too complaisant to their political bosses? Or else, how could our bureaucracy in Nagaland go so wrong under their watch? Real civil service leaders should display real courage by standing up to those who go against the rules and regulations that make a good government. Dubbing civil servants as the “steel frame” of India, Union Home Minister Rajnath Singh recently asked them not to become simply “yes-men” to their political masters. He further added: “If a political executive gives wrong orders, do not be scared to show them rules. Tell him, ‘you are legally wrong’ and do not sign the file.” Indeed, civil servants have governmental authority too. They have the power to take decisions according to law and in the interest of the people. The power of bureaucracy cannot be underestimated. Although the bureaucrats are, in theory, “servants” of their political masters, they are in a way the actual rulers in the modern state. Bureaucrats have such unmatched knowledge and experience in their specialized domains that generalist politicians rarely have sufficient expertise to question the bureaucrats’ information, recommendations, or actions. Perhaps that was why an eighteenth-century Russian Czar once said, “Not I, but ten thousand clerks, rule Russia.” Way back in the 1900s, the German sociologist and philosopher Max Weber saw the possibility for the liberation of humankind through bureaucracy or the possibility of dehumanization through the conversion of bureaucratic means into ends. For these reasons, those in bureaucracy should see their role as “servants of the people” who are hired to serve the public. And if they truly serve the people, or work to meet the established goals of the agency, the common people could be easily lifted out of poverty so they can all enjoy a higher standard of living. After all, bureaucrats are supposed to be experts having knowledge, organizations, and funds needed to implement policies, or the missions of the agencies, that benefit society. Unfortunately, our bureaucracy in Nagaland has distorted itself by making its own survival the terminal value rather than an instrumental one. That’s why many of our civil service workers assume that pursuit of personal ends such as income and job security is everything. In addition, they have dehumanized human relationships by turning the bureaucracy into a system that is too inflexible and impersonal. For instance, the application of rules has often become so rigid that extenuating circumstances tend to be overlooked, and every individual is treated as merely a number. Or in some cases, the common people have to beg for services or almost worship the civil servants to get things done or pay them a bribe simply to expedite a request. In bureaucracy, roles and duties are protected by tenure, professional standards, and appeal procedures. They enjoy very special career privileges and job security. As for their authority, it is vested in their positions or ranks. So, bureaucrats generally dislike structural changes, because they fear that their “little world” of comfort and power may be threatened. That’s why, bureaucracy, far from directing change, intentionally or unintentionally tend to be defenders of the status quo in most societies. How then can we change a bureaucracy that has failed or is broken? First, when things go excessively wrong in the bureaucracy, radicals and revolutionaries feel the need to transform the structure of the entire bureaucracy or to abolish it to fulfill their goals. Successful revolutionaries usually replace the old with a new form of bureaucracy. In such a case, those bureaucrats who resist change only end up being the real losers. Second, time is fast changing in favor for a new system of government: more production with less manpower. In an interview on Fox News a few days ago, the multi-billionaire Mark Cuban said, “There’s no stopping technology. Robotic workers are coming. As a result, repetitive jobs will be the most at risk because they cannot compete with robots and technology.” This will certainly cause many government employees to lose their current jobs, because technology-powered machines will take over and do things much faster, much better, and much more...24/7 without any complaint. So, in order to counter this inevitability, today’s government employees would do well to begin preparing for change. In developing countries, the bureaucracies still have to perform by physical powers such activities as maintaining order, collecting revenues, keeping records, providing public goods and services (e.g., roads, education, health care, etc.), and regulating or controlling factors of production (e.g., growth and distribution of food, transportation, etc.). But a time is coming when the state’s role in society will become more limited---perhaps focusing more on defending one’s country’s sovereignty against external aggression, promoting the country’s interests abroad, maintaining domestic social order, and ensuring the basic safety and freedom of every individual. In doing so, we may witness an increasing popularity of Thomas Paine’s (1737-1809) slogan: “That government is best which governs least.” In the light of these possibilities, bureaucrats should reflect both their developing needs and external societal changes so that they can begin to serve as forces of change within their administrative enclaves. But the question is, will anyone of them be

New Delhi, April 26 (iANS): Riding on a Modi wave and defeating antiincumbency, the BJP on Wednesday retained with a sweeping majority its 10year hold on the capital's three civic bodies, routing the city's ruling AAP which blamed rigged EVMs for its poor show in the municipal polls. The BJP won 181 of the 270 wards that polled on Sunday, way above the halfway mark to secure control of all the three Municipal Corporations of Delhi - North, South and East. The BJP won 64 of 103 wards in North, 70 of 104 in South and 47 of 63 in East. The Aam Aadmi Party (AAP) led by Chief Minister Arvind Kejriwal could
manage wins in just 48 wards and the Congress was way behind with 30 seats. The Bahujan Samaj Party won three wards, Indian National Lok Dal and Samajwadi Party one each and independents won six wards. A jubilant BJP credited its continued electoral success to Prime Minister Narendra Modi, who tweeted his thanks to the people of Delhi for retaining their faith in the party. "I laud the hardwork of (Delhi BJP) team which made the resounding MCD win possible." BJP President Amit Shah, who is in West Bengal, said the election results, coming close on the heels of the party's suc-
cesses in the assembly polls in Uttar Pradesh, Uttarakhand, Goa and Manipur, have taken forward the "Modi and BJP juggernaut". Delhi BJP chief Manoj Tiwari, the brain behind the party's "AAP se na ho ga" (AAP can't do it) campaign, also credited the victory to Modi and his developmental policies. New Delhi, April 26 (pTi): Prime Minister Narendra Modi today took a serious view of the "large number of complaints" about "corrupt practices" of Railway officials and directed strictest possible action against those found guilty. He asked the Indian Railways to work towards a unified single telephone number for all grievances and queries, including helpline in the case of an accident. Modi made the comments while reviewing the progress of vital infrastructure projects in the railway, road and power sectors,

Chairing a meeting here of Pro-Active Governance and Timely Implementation (PRAGATI), an ICT-based multi-modal platform, he reviewed the progress towards handling and resolution of grievances related to Railways. The Congress was looking at a possible revival in Delhi, where it ruled for 15 years till 2013 but failed to win a single seat in the 2015 assembly elections or a Lok Sabha seat from Delhi in the 2014 polls. The civic bodies are mainly responsible for the city's cleanliness, hygiene, primary health and education and prevention of vector-borne diseases. The three corporations had a combined budget of nearly Rs 7,000 crore in the last fiscal. The MCD polls are local in nature but the win is the latest in a series of BJP election victories credited largely to Modi. The win has also boosted the BJP's prospects for the 2019 Lok Sabha elections and could act as a dampner to efforts of opposition parties to stop the Modi juggernaut.
MoScow, Aprril 26 (pTi): India today called for united global action in strongly resisting "opportunistic" efforts of some states to support terrorist groups by facilitating training, funding and providing safe havens to them. Addressing an international security conference here, Defence Minister Arun Jaitley said terrorism is being "reinvented" in newer and even more dangerous manifestations and that the challenge must be dealt with effectively. Without naming any country, he said terrorism will recoil on those who nurture it, adding distinctions are still sought to be made between good and bad terrorists, despite all the evidence and experience to the contrary. The sixth Moscow conference on international security is attended by defence ministers of a large number of countries. "We should also resolutely resist opportunistic efforts by some states to support terrorist proxies by training, funding or providing safe havens to such groups for their limited objectives," he said. On the posi-
tive side, he said, the territory acquired by ISIS in the Middle East has begun to be effectively challenged by several countries. "It is reassuring and should be taken to its logical conclusion. Cooperation between major powers in this effort can become a template for similar steps elsewhere," he said. At the same time, he said even work is on to eliminate the breeding grounds of terrorism in the Middle East, the dangers of such elements returning to their home countries has become a major challenge. "We need to encourage closer information exchanges and intelligence cooperation to address this threat," he said. The defence minister said the scourge of terrorism remains the primary security challenge for all peaceful countries, asserting India will steadfastly partner all friendly countries confronted with the challenge of terrorism. "We have successfully addressed this threat for over three decades. We will continue to strengthen ongoing cooperation in counter-terrorism with our partners," he said.
No plans to tax agriculture income, Centre cannot: Jaitley
New Delhi, April 26 (iANS): The government has no plans to impose any tax on agricultural income, Finance Minister Arun Jaitley said on Wednesday, putting to rest recent speculations on a politically sensitive issue. "I categorically state that the Central government has no plan to impose any tax on agriculture income," Jaitley said in a tweet, clarifying that the Centre has no constitutional authority to tax agricultural income. Talking to reporters here on Tuesday, Niti Aayog member Bibek Debroy had said that taxes should be imposed on agricultural income above a certain threshold in order to expand the tax base. "The eventual answer to expanding the tax base is to tax the rural sector, including agricultural income above a certain threshold," he had said. "While only the agricultural income of farmers is exempt from taxation, their
non-agricultural income also goes untaxed." "I don't believe in the artificial rural-urban distinctions. So whatever is the threshold of personal income tax in urban areas should be for the rural areas as well," Debroy added. The NITI Aayog, in a statement on Wednesday, said Debroy's suggestion is neither the view of the Aayog "nor is such a recommendation made anywhere in the Draft Action Agenda document as circulated to the Governing Council at the meeting on 23rd April 2017". "NITI Aayog notes that the views on taxing farm income expressed by Member Bibek Debroy were personal and not those of the Aayog," it added. Replying to the debate on the Finance Bill 2017-18 in the Lok Sabha last month, Jaitley had said there will be no tax on farm income. "Income from agriculture will not be taxed," he had said.

New Delhi, April 26 (reUTerS): India could prevent foreign firms monopolising the market for genetically modified (GM) seeds by allowing the sale of only locally developed varieties, a government thinktank has said, in a boost for transgenic mustard produced by a Delhi group. The Policy Commission said in recommendations this week to the government, and seen by Reuters, that adopting new technology is one of the most important drivers of farm productivity. Cotton is the only GM crop currently allowed to be sold in the world's second most populous country where arable land is
shrinking. U.S. company Monsanto Co. dominates the cotton seed market in India, and often faces resistance from local companies over its dominant position. "There is some concern that GM seeds can be monopolised by multinationals, which may then exploit farmers," the commission said in its report to the government. "But this concern is readily addressed by limiting GM seeds to those varieties discovered by our own institution and companies." A panel of government and independent experts gave its technical clearance in August last year for GM mustard, which is in the
same plant family as rapeseed, and developed by a group of Delhi scientists following multiple reviews of crop trial data generated over almost a decade. The national government has been sitting on the fence since August largely because of stiff opposition from social and environmental activists who see GM food as harmful for humans and animals alike. New Delhi, April 26 (AgeNcieS): The Jammu and Kashmir government on Wednesday suspended 22 social media sites, including Facebook, WhatsApp and Twitter, for a month as students’ protests and unrest refused to die down in the restive state. The order by the home department came amid an existing ban on 3G and 4G mobile services. The services were suspended on April 17. Broadband has also been reduced to 2G speed. “Any message or class of messages to or from any persons or class of persons relating to any subject or any pictorial content through the following social networking sites shall not be transmitted in the Kashmir valley, with immediate effect, for a period of one month or till further orders, whichever is earlier,” the government said in the order. Social networking sites that have been suspended include QQ, WeChat, Ozone, Tumblr, Google+, Baidu, Skype, Viber, Line, Snapchat, Pinterest, Telegram, Reddit, Snapfish, YouTube (Upload), Vine, Buzznet, Xanga, and Flickr. because “... it has been felt that continued misuse of social networking sites and instant messaging services is likely to be detrimental to the interest of peace and tranquillity of the state”. “Whereas anti-national and inimical elements largely succeed in transmitting unverified objectionable inflammatory material/content through the medium of these social networking sites and internet messaging services without any accountability, thereby endangering public life and property and causing unrest/disharmony in the state,” it added. The government has also moved the Jammu and Kashmir high court and filed a caveat against any public interest litigation aiming to stop the ban.
“Any message or class of messages aimed at a person or class of people shall not be transmitted through any means in Kashmir for one month,’’ the state government said in the caveat. Student protests have become a new challenge for the administration in Kashmir where the law and order situation has gone downhill after the killing of Hizbul Mujahideen militant Burhan Wani last summer. The situation has become more tense after several video clips, widely circulated on social media, showed alleged human rights violation by the armed forces. Following the April 17 clashes, the government had ordered the shutdown of classes in the institutions in an attempt to prevent escalation of law and order situation. On Monday, 24 people, including 12 security personnel, were injured as students of Srinagar’s Sri Pratap Higher Secondary School and College clashed with police who used tear gas to disperse the protesters as colleges opened in Kashmir after a five-day shutdown. It was the latest outbreak of protests after a botched bye-election in the summer capital in which at least eight people were killed.

China launches first US moves THAAD anti-missile to domestically built aircraft South Korean site, sparking protests carrier amid tension SEOUL, ApriL 26 (rEUtErS): The U.S. military started moving parts of an anti-missile defence system to a deployment site in South Korea on Wednesday, triggering protests from villagers and criticism from China, amid tension over North Korea’s weapons development. The earlier-than-expected steps to deploy the Terminal High Altitude Area Defense (THAAD) system was also denounced by the frontrunner in South Korea’s presidential election on May 9. South Korea’s defence ministry said elements of THAAD were moved to the deployment site, on what had been a golf course, about 250 km (155 miles) south of the capital, Seoul. “South Korea and the United States have been working to secure an early operational capability of the THAAD system in response to North Korea’s advancing nuclear and missile threat,” the ministry said in a statement. The battery was expected to be operational by the end of the year, it said. The United States and South Korea agreed last year to deploy the THAAD to counter the threat of missile launches by North Korea. They say it is solely aimed at defending against North Korea. But China says the system’s advanced radar can penetrate deep into its territory and undermine its security, while it will do little to deter the North, and is adamant in its opposition. “China strongly urges the United States and South Korea to stop actions that worsen regional

A police official in the nearby town of Seongju said police had withdrawn from the area and were not aware of any injuries. The United States is sending the USS Carl Vinson carrier strike group to waters off the Korean peninsula, where it will join the USS Michigan, a nuclear submarine that docked in South Korea on Tuesday. South Korea’s navy has said it will hold drills with the U.S. strike group. North Korea’s foreign ministry denounced a scheduled U.N. The new findings, presented at the Experimental Biology 2017 meeting, being held in Chicago from April 22-26, call into question the sodium limits recommended by the current Dietary Guidelines for Americans. “Our findings add to growing evidence that current recommendations for sodium intake may be misguided,” Moore added. The 2015-2020 Dietary Guidelines for Americans recommend limiting sodium intake to 2,300 milligrams a day for healthy people. For the study, the researchers followed 2,632 men and women ages 30 to 64 years old who were part of the Framingham Offspring Study. The participants had normal blood pressure at the start of the study. However, over the next 16 years, the researchers found that the study participants who consumed less than 2,500 milligrams of sodium a day had higher blood pressure than participants who consumed higher amounts of sodium. The researchers also found that people in the study who had higher intakes of potassium, calcium and magnesium exhibited lower blood pressure over the long term.

BEiJiNG, ApriL 26 (rEUtErS): China launched its first domestically built aircraft carrier on Wednesday amid rising tension over North Korea and worries about Beijing’s assertiveness in the South China Sea. State media has quoted military experts as saying the carrier, China’s second and built in the northeastern port of Dalian, is not expected to enter service until 2020, once it has been kitted out and armed. Foreign military analysts and Chinese media have for months published satellite images, photographs and news stories about the second carrier’s development. China confirmed its existence in late 2015. The launch “shows our country’s indigenous aircraft carrier design and construction has achieved major step-by-step results”, Xinhua news agency said. State television showed the carrier, its deck lined in red flags, being pushed by tug boats into its berth. Fan Changlong, a vice chairman of China’s powerful Central Military Commission, presided over the ceremony, Xinhua said, during which a bottle of champagne was broken on the bow. The launch follows China’s celebration on Sunday of the 68th birthday of the founding of the Chinese navy, and comes amid renewed tensions between North Korea and the United States over Pyongyang’s nuclear and missile programmes. Little is known about China’s aircraft carrier programme, which is a state secret. But the government has said the new carrier’s design draws on experiences from the country’s first carrier, the Liaoning, bought second-hand from Ukraine in 1998 and refitted in China. The Rockets beat the Thunder 105-99 to win their bestof-seven Western Conference first-round series four games to one. Rockets reserve Lou Williams scored 10 of his 22 points early in the fourth quarter as the Rockets responded to a sensational third quarter from Westbrook, who carried his team to a 77-72 lead going into the final period. As late as early 1960s, the Chief Minister of Nagaland Shilu Ao sent his personal Envoy (Minister Chiten Jamir) to Manipur welcoming the Naga to Nagaland. The Commissioner of Manipur Kampani, -a great friend of Nagaland still alive in Delhi- gathered the Tangkhul and Mao Leaders at Ukhrul but they preferred to stay Manipuri. They have every democratic Right to decide for themselves. They are now important Tribes welcome in the community of Naga; a big Naga Community known as TANGSHA Naga is evolving in Myanmar, they are very hopeful Naga and one day the Naga in Northeast India and Upper Myanmar may live together in one integrated Territory. Until that day, a Naga wherever he or she lives is a Naga, however- No Naga decides for others outside his traditional customary Territory. ith the huge population, Indians are found all over the world. Living amidst other nationalities and be branded as “Black Indians” is considered unjust and racist. The Indians think that equal treatment is deserved by everyone and so it is. These same people who complain of racism and ostracism, segregate the minority groups, especially the Christians and Muslims in the country. With the BJP coming to power at the Centre and implementing some of the policies such as declaring of the December 25 as ‘Good Governance Day’; Good Friday as ‘Digital India Day’; the Ban of Cow slaughter throughout the country, “One Nation - One Religion” etc., has greatly disturbed the sentiments of the Indian Christians. Accelerating the uncertainty, the raising of Yogi Adityanath to the post of new Chief Minister in Uttar Pradesh, the Christians feel much more unsafe and alienated. Besides these, the daily bombarding of the unpleasant scenes being circulated in the social media about the persecution of the missionaries and destruction of churches in some part of the country stir many to wonder if the equal treatment for the all citizens in the country is dissolving off. Due to the prevailing situation, many expressions of re-
grets are often circulated in the social media. But looking at our own state, I see the very thing that we dislike others do to us is openly done, yet without any opposition. Few of such areas according to my personal observations and views are given here with the intention of creating awareness. Firstly, some of villages in Nagaland function with the resolutions, ‘One-village, one religion’. This is not different from that of Hindus Rashtra trying to impose ‘one nation, one religion’. In our state, in fact, we have witnessed the implementation of such policies of excommunicating and expulsion people out of their own village because they had converted from one denomination to another. What we dislike others do to us on the freedom of religion is being done to one another by us, who are complaining of such injustices now. Looking at the works and contributions of the minority groups too, they neither function as agents of division in the village nor contribute less to the state and villages. Secondly, I have raised this issue in some WhatsApp groups about the speech of our former CM, Shri TR Zeliang that on 29thMar. 2017, he shared the achievements during his tenure as the Chief Minister, (DAN-III government). The first in the list was the land procurement for the North East Christian University. If the ‘procurement’
of land, as shared by honorable former CM, is done from the treasury of the State Government, even if it is only partially done, then the majority group has taken advantage already. This seems to be one of the apprehensions the minority groups in India feel now. To go further, if the Hindus want to build Ram Mandhirs or Temples, or divert the whole Government’s treasury for the establishment of ‘Lord Shiva’s University’ (just an example), how will the Minority community feel and think about it! Thirdly, India being a Hindu Majority country, if the Government of India starts to appoint the Hindu priests/ pujaris to be the Chaplains of Lok Sabha, Raja Sabha and in all the army headquarters and camps, how will the minority Christians or Muslims feel or think about it! But we see similar kind here in our state. To me, we need to separate the politics from the government. The hue and cry of lack of money is due to creation of such additional posts in the state. These posts, supposed to be purely for religious affairs, incur extra expenses from the Governments’ exchequer. Besides, if there were collections from all the members in the battalions for the celebration of Ram Mandhir’s Jubilee or maintenance of the Mandhir, how will the minority members feel about such collections? Yet we see similar types of requests in our state.
