cAncer: Death sentence for the poor in nagaland

Cancer patients run from one hospital corridor to other seeking medical attention, and are often fatally misdiagnosed Imti Longchar Dimapur | April 29

N

ikki, a 26 year old woman who has been receiving chemotherapy at the Naga Hospital Authority, Kohima (NHAK) is the abject embodiment of cancer patients in Nagaland and the pain and suffering they have to endure. Hailing from Tobu subdivision, a neglected town under Mon district, Nikki along with her husband recently travelled to Tuensang district hospital with complains of severe pain in her abdomen. The doctor there misdiagnosed her complaints as kidney failure and prescribed her medicine for its treatment. With no improvement even after one month on the medicine, the couple in desperation visited a primary health centre in Tuensang where they were informed that she could not be treated at the centre due to lack of proper infrastructure and was referred to a hospital in Dimapur. After one month of undergoing all kind of tests like CT Scan etc, the doctors at the hospital in Dimapur told them that they would not be able to treat her. Nikki was then refereed to a private nursing home in Kohima where an oncologist broke the news that she had cervical cancer. Nikki was also recommended that she take chemotherapy for which

the cost was Rs 24,000 per batch. The expenditure from the constant travel from one health care service provider to another had taken a toll on the little resources they had saved- after all Nikki’s husband was a farmer and how much could they possibly have? It was then they approached NHAK as a last resort where the cost for surgery and the chemotherapy treatment was subsidized. “Whatever little savings we had is already gone. We are surviving on borrowed money,” Khole, her husband told The Morung Express as he tried to comfort his worn out wife reeling from the painful side effects of chemotherapy. “We don’t have anyone to ask for money anymore, I don’t know what we will to do next,” Khole said with the unmistakable tone of anxiety in his voice. The four walls of the cancer treatment facility at NHAK is a regular witness to such incidences of helplessness and desperation. “Only recently, another patient, a 58 year old woman (name withheld) who was diagnosed with blood cancer got herself discharged from the hospital to resign to her fate after the doctor referred her to Delhi for bone marrow transplant,” a nurse attending to the patients at NHAK revealed. The lack of cancer treatment facility and oncologist doctors in most of the district hospitals in Nagaland is taking a toll on the mortality rates of cancer patients particularly those who come from far flung areas. There are countless people like Nikki who find no option but to run from one hospital corridor to another seeking medical attention. They are often

misdiagnosed, which proves to be fatal. “The fact that Nagaland has one of the highest prevalence rate of cancer incidences in India, with at least 600 new cases of cancer detected every year ought to snap the Nagaland State Government as well as the NGOs out of slumber and call for urgent action,” an official from the Nagaland State’s Department of Health and Family

The CanCertainty Campaign was started by a coalition of cancer patient groups in Canada to allow for equal access to cancer treatment for all without discrimination. In Nagaland, cancer remains high in prevalence but lower income groups are unable to access proper diagnosis and treatment to date, making cancer a certain death sentence for them. Welfare, who wished to remain anonymous, said. It is another stark reality that many cancer patients hailing from lower socioeconomic sections of the society cannot afford to pay for diagnosis or chemotherapy treatment; they cannot even afford their fares to avail treatment out of their village. According to a revealing 20132014 study on cancer prevalence in Nagaland, more than 50% of cancer patients are getting either chemotherapy or no treatment at all which means that socioeconomic inequali-

ties such as poverty, inadequate education, and lack of health insurance plays a crucial role in the mortality of the cancer patients. “At least for those cancer patients who are employed in the government departments, they get reimbursement from the government, but what of the poor and the needy; they have no one to turn to,” a doctor from Di-

Government of Nagaland that the Tobu sub-division be upgraded to Tobu district. Even on this the Government has taken no action to date. The TDDC informed that some villages under Tobu are more than 190 km away from Mon district headquarters. Thus, the demand for a district is a “public cry for justice due to the prolonged years of negligence and for being left in the periphery of the administrative district headquarters for so long,” stated the letter. It is a “serious demand for Just and Effective Governance.” A press release from TDDC informed that in a brief meeting held in the Banquet Hall of the Chief Minister’s residence, Co-Convenor of the TDDC, SP Poangba, apprised the CM of the grievances faced by the people due to which Tobu district has been necessitated. P Longang Konyak, the TDDC stated, also conveyed to the CM that the “infrastructural development imbalances” in the district has led to “deprivation” for the people of Tobu and Moka. A Nyamnyel, ex minister and Convenor of the TDDC updated the CM of the fact that the public of Tobu and Moka has long been a “strong supporter” of the NPF Party. He hoped that the present DAN Government led by the NPF will “fulfill the aspirations” of the people for their demand for a Tobu district.

mapur questioned. Nagaland government still to set up healthschemestoassistpoorpatients Although there are a number of schemes under the Ministry of Health and Family Welfare, Government of India, to help the poor and the impoverished like Nikki by availing assistance for treatment of major threatening diseases like cancer, Nagaland State is yet to set up such schemes despite repeated directives from the centre. For one, Nagaland has not set up

No maintenance of roads to hydro project KIPHIRE, APRIL 29 (MExN): The Public Forum Pungro SubDivision (PFPSD) on Saturday expressed disappointment over the non- maintenance of roads leading to Likimro Hydro Electric Project (LEHP). It appealed to the Nagaland State Government and its Power Department to take appropriate measures to look into the matter. “People are facing untold hardship and suffering owing to pathetic road condition for the past many years,” stated the PFPSD President, S. Kiusumew Yimchungrü, in a press release today. According to the Forum, several road mishaps have happened in the area recently, with travelling passengers getting grievously injured in such accidents. The road is maintained, it informed, by various civil society organizations from time to time assisted by the administration “from their own contribution.” In the rainy season, the road deteriorates further leaving heavy vehicles unable to ply due to mud slides. The Forum hoped that the road maintenance would be done at the earliest “to ensure better road communication in the areas for the common profit of the people and society at large.”

Tobu, APRIL 29 (MExN): More than a hundred people from the Tobu area in the present Mon district marched to the residence of the Chief Minister in Kohima today to reaffirm their demand for a Tobu district. They were led by the Tobu District Demand Committee (TDDC), stated the TDDC Secretary Shamaoh Konyak in a press release today. They reaffirmed to the Chief Minister that the Tobu district demand is one for “just and effective governance.” The people, in the letter submitted to the Chief Minister of Nagaland, today reaffirmed a few points. As early as in 1987, for instance, representatives of the Government of Nagaland had come to know of the difficulties and administrative inconveniences that the people of Tobu were facing. Deputy Commissioner at the time, I Alienba Ao, had proposed to the Government that it upgrade Tobu sub-division to Tobu district, a proposal that remains unfulfilled to date, reminded the TDDC in their ‘reaffirmation letter.’ Further, the District Administrative Re-organisation Committee led by R Kevichusa IAS (Rtd.) as the chairman IMPHAL, APRIL 29 has also submitted a suggestion to the (IANs): Two villagers in Manipur’s Churachandpur district were killed in crossfire when militants ambushed security personnel near the international NEW DELHI, APRIL 29 border on Saturday, police (MExN): The Outlook Traveller said. the State Illness Assistance Fund to provide financial assistance to the needy individuals through grant-inaid from the centre for treatment of cancer, cardiac surgery, kidney transplant, liver and multi-organ failure etc. Nagaland also does not figure in the list of states availing the Health Minister’s Discretionary Grant (HMDG), Rashtriya Arogya Nidhi (RAN) and Health Minister’s Cancer Patient Fund (HMCPF) grandin-aid schemes under the Ministry of Health and Family Welfare, GoI. Almost all the states and union territories under India have set up the scheme for its citizens. Such financial assistance is provided to the poor patients with family income less than Rs.1,00,000/- annually and suffering from major illness and undergoing treatment in Government Hospitals/Institutions, to defray a part of the expenditure on hospitalization/treatment, in cases where free medical facilities are not available. Realizing the cancer toll on its citizens, the neighboring Assam government had announced in 2016 that it would provide free medical treatment to all cancer patients and treatment would be made available in all the civil hospitals from January 2017 onwards. What of Nagaland? Another official of the Department of Health and Family Welfare while admitting that Nagaland was yet to set up these schemes informed that the department was waiting for “approval” from the government. Schemes like the RAN and HMCPF required equal matching share from the respective State Government on the grand-in-aid provided

by the Centre, and therefore the approval in anticipation from the Nagaland Government, he informed. The official also pointed out that HMCPF can be availed by any BPL patients in India wherein 27 erstwhile Regional Cancer Centres (RCCs) are provided with revolving funds to provide immediate financial assistance up to Rs.2 lakh to BPL cancer patients. The identified hospitals also include Dr. B. B. Cancer Institute, Guwahati, Assam and the Regional Institute of Medical Sciences, Manipur both in the North East. Dr. Ambedkar Medical Aid Scheme The same official also informed that the Nagaland Department of Health and Family Welfare has only recently rolled out the Dr. Ambedkar Medical Aid Scheme under which medical treatment facility will be provided to the patients who are suffering from very serious illnesses involving of kidney, heart, liver, cancer and brain or any other life menacing diseases including organ transplant and spinal surgery. Applicable persons for this scheme fall under Scheduled Caste (SC) and Scheduled Tribe (ST). The applicant’s family income should not be more than Rs. One Lakh (1, 00,000) per annum to avail the benefits of the said scheme. The forms for the Dr Ambedkar Medical Aid Scheme can be availed from the respective District Health Authority. It is without doubt that individuals of lower socio economic status face higher mortality rates than individual of higher status which the state government needs to look into.

Chessore area healthcare in grave condition TuENsANg, APRIL 29 (MExN): The Chessore Area Public Forum (CAPF) has decried the condition of development in the Chessore area that consists of 21 villages, and is a hub between Zunheboto and Tuensang districts. The CAPF bemoaned the “execrable condition” of primary health care in the area which is the only mainstream source of medical care for people of the area. The Primary Healthcare Centre (PHC) has been allegedly “provisionally adjusted” in the doctors’ quarters, the CAPF informed today in a press release from its General Secretary Kiumukam Yinsoba, and Advisors Keyoungkhum Kamjimong and Beri T. The “lackadaisical attitude” of the Nagaland State Government is visible from the fact that the PHC is not even being renovated, thereby “inflicting intense atrocities” on the citizens of Chessore, the Forum maintained. But that is not all. Over the years, even medical officers have been found to be unavailable, the CAPF alleged, leading to citizens failing to undergo the right treatment at the right time. Often, the people have to hear excuses like medical staff being away on “study leave.” Thus, when diseases suddenly break out and sickness spreads, no intervention can be made by the State Government authorities, who are now held ‘solely responsible’ for the same. The Forum also maintained that since the people of the Chessore area are extremely poor with limited access to educa-

tion, supporting their livelihood through agriculture, they tend to panic during the sudden outbreak of diseases. With no doctor to even diagnose these diseases, people fail to take a rational decision and they are confronted with the constant possibility of losing their loved ones. It may be recalled that in the last week of March and first week of April this year, panic had spread in Chessore area after three children died within a week due to the outbreak of an undiagnosed disease. Meanwhile, the road conditions remain so pathetic that they are ‘motorable’ only during the summer season—that too by SUVs and other big cars. In the winter, the pothole condition becomes so acute that communication becomes “cumbersome” for the citizens of Chessore, who are then “abandoned in the middle of nowhere,” stated the CAPF. This leads to “losing faith” on the “incumbent State Government.” Several organizations have informed official authorities of the problems many times through several forums, even the media, but no “sensible and rational” long-term action has been taken by the Nagaland State Government till date. Once again, thus, the CAPF has earnestly appealed to the “competent authority” to look into the matter immediately. Failure to take this would compel the Forum to take up “crucial drastic steps for the welfare of its area” and the Nagaland State Government will be held responsible for any unfortunate incidents during the course of this action.

Male chauvinism has no room in a civilised society: Supreme Court

NEW DELHI, APRIL 29 (PTI): Male chauvinism has no room in a civilised society and the “obnoxious” act of eve-teasing affects justice and the rights of a woman, the Supreme Court has held. The apex court made this observation while dismissing a plea filed by a man who was sentenced to seven years in jail by the Himachal Pradesh High Court for teasing and compelling a girl to take the extreme step of committing suicide. Observing that “egoism must succumb to law”, a bench headed by Justice Dipak Misra asked why women in this country cannot be allowed to live in peace and lead a dignified life with freedom. “It has to be kept in mind that she has a right to life and is entitled to love according to her choice. She has an individual choice which has been legally recognised. It has to be socially respected. No one can compel a woman to love. She has the absolute right to reject. “In a civilised society, male chauvin-

ism has no room. The Constitution of India confers the affirmative rights on women and the said rights are perceptible from Article 15. When the right is conferred under the Constitution, it has to be understood that there is no condescension,” the bench, also comprising Justices A M Khanwilkar and M M Shantanagoudar, said. In its verdict, it observed that they were at pains to state that in a civilised society, eveteasing was causing harassment to women in public places which showed that requisite sense of respect for women has not been sociallycultivated.“Awomanhasherownspace as a man has. She enjoys as much equality under Article 14 of the Constitution as a man does,” it said. “A man should not put his ego or, for that matter, masculinity on a pedestal and abandon the concept of civility. Egoism must succumb to law. Equality has to be regarded as the summum bonum of the constitutional principle in this context,” the apex court said in the detailed order.

orld Veterinary Day was held at Kohima on April 29 with Dr. Nicky Kire MLA gracing the inaugural function as the chief guest. Sharing his own experience with pets, Dr Nikcy Kire said, “If there is something new coming up, Nagas have the obsession of owning them,” however he stated how despite owning pets, rare and expensive breeds, many are not able to take care of the pets and sometimes leave them in poor living conditions. Kire noted that pets also need care like human beings and therefore hoped that through such events as the dog show, people will also be made aware of the need to take care of animals. Delivering the keynote address, Dr. Capt. G.D J. Rao, Dean, College of Veterinary Sc. & A.H. CAU, Jalukie Nagaland highlighted the importance of training pets and disciplining them. Like babies, puppies also

need to be given great care while training them. Dr. Capt. Rao emphasized on the health care of the dogs where owners need to provide regular vaccination, deworming, check up to doctor apart from regular bath, grooming and brushing of teeth. The habit of kissing the dog lip to lip, was also cautioned, since the dog’s mouth contains 300 organisms which can cause diseases especially skin disease. Dr. Rao also mentioned that home feed may not provide enough nutrients to the pets, therefore requested the pet owners to feed the commercially available food products which will enhance the performance of the animals. Dr. Amenla Walling who spoke on behalf of KMC lauded the organizers for including all the stakeholders to participate such as the technocrats, the municipal/local bodies, pet owners etc. Walling mentioned that the technocrats can ‘open up the eyes of our people to have compassion’ and further DEF Kohima Dog Squad represented by 4 years old Gaurav (German Shepherd) with his handler Tek Bahaspread awareness on giving dur Thakur (right), and 8 years old Hero (Labrador) with his handler Wochamo Lotha Naik (left) made special care for animals. Further, Dr. appearance and performed tricks during the World Veterinary Day held at Kohima on April 29. (Morung Photo)

Walling noted that the Municipal or local bodies have a role to play for better co-habitation and streamlining through regulations on issues of man-animal conflict and issues on public health hazards through disease transmitted from animals to human, bite incidences and chances of rabies transmission from animals to human, bite through deposition, predating on smaller animals, and very importantly for the welfare of the animals themselves to prevent injury. “Without sensitization and an understanding of their own roles by the district administration, municipals, animal owners and the public in general, imposing rules and regulations alone would be futile,” stated Dr. Walling.

DEF Kohima Dog Squad The Dog Squad, DEF Kohima also made a special appearance where tricks were performed by 4 years old Gaurav (a German Shepherd) with his handler Tek Bahadur Thakur, and 8 years old Hero (Labrador) with his handler

Wochamo Lotha Naik. Animal service, especially dogs, plays a very important role in the security forces, stated Sr. SP, Kohima Joseph Hesso. In Kohima, the dog unit is more than 25 years old where the unit keeps German Shepherds and Labradors as its Dog Squad with its full time trainers. Hesso mentioned that the dogs are well-maintained, with regular exercises and prescribed diets. The main purpose of the dog squad for the personnel forces are for sniffing and tracking. Sniffing is mostly carried out in the case of narcotics and explosives, while in tracking services, the dogs are used for tracking human criminals. “We have found that Dogs have been very reliable. Some cases where scientific methods fail, they are successful. They will always be part of us,” said Hesso informing that a proposal has been submitted to the PHQ to enhance the number of dogs and provision of better breeds as well as provide advance training courses for dog handlers. Militants explode two Chakmas urge Mizoram CM to stop discrimination ‘Every penny spent by govt is pubic money’ According to AICSF, New Delhi, April 29 into two -- "Zo-ethnic bombs in Manipur (iANS): Alleging racial dis- people" (Category I) and the International Convencrimination against their community in higher education policies in Mizoram, the All India Chakma Social Forum (AICSF) urged Chief Minister Lal Thanhawla on Saturday to address the issue on a priority basis. The AICSF said the Mizoram government has amended laws which reserve 100 per cent of the higher technical education seats in the state for Zo-ethnic (Mizo) people. The laws from 2015 and 2016 divided the Scheduled Tribes of Mizoram

Paritosh Chakma, who has been fighting racial discrimination against the community for years, said that several other non-Zo communities -- Kuki, Mara, Man, Mikri, Nagas and Synteng tribes were also facing similar discrimination in Mizoram. The AICSF urged the Mizoram government to repeal the racist acts like Mizoram Amendment Rules 2016.

India has no boundary with China but with Tibet since China forcibly occupied Tibet in 1959 and they want to expand their boundary upto Arunachal which will not be accepted by the people of the state", Gao told reporters here. Earlier, the party staged a protest rally here against renaming of six places in the state by China. They submitted a memorandum to Governor P B Acharya.

The TMC's Tripura unit former president and a former minister and exPresident of the Tripura Pradesh Congress Committee, Surajit Datta, and TMC's Tripura unit coordination committee chairman Ratan Chakraborty and 15 other state committee members joined the

BJP last month. Datta, a five-time Congress legislator, and Chakraborty, who was a minister in the Congress government (1988-1993), joined the TMC many years ago and shaped the party in the Left-ruled state. TMC supremo and West Bengal Chief Minister Mamata Banerjee last week in an interview to a Kolkata-based television channel indicated that Barman and other party MLAs of Tripura went to Delhi to meet central BJP leaders. Barman however de-

nied Banerjee's observations and said that they went to Delhi to meet Prime Minister Narendra Modi to apprise him about certain issues of Tripura, including chit fund related matters. Modi, however, did not meet the TMC leaders and legislators. The 60-seat Tripura assembly elections are likely in February next year along with Nagaland and Meghalaya.

Concern over the present BJP Nagaland resolves to safeguard Christian faith, secular credentials fractured Naga society: Azo Union Minister Piyush Goyal to visit Nagaland on May 1 Our Correspondent Meluri | April 29

Kuzholuzo (Azo) Nienu, on April 29, expressed deep concern over the present fractured Naga society, inter-ethnic conflict, insurgency and other anti-social elements that plague our Naga society today. He made a fervent call to Pochury brothers to come forward to promote and work together for the unity of the Nagas. The State Planning Board (SPB) deputy chairman Kuzholuzo (Azo) Nienu was speaking as the chief guest of the silver jubilee of Müluo Shefüri Kügharü (MSK) celebrated with pomp and zest here today at Meluri Local Ground. Azo also congratulated the Meluri area youth for achieving a huge milestone at the completion of 25 vibrant and fruitful years. He along with his entourage -the Phek area people, Azo said had come not only to celebrate and share the joy with them “but also to show their solidarity and support to the Meluri area youth and not forgetting the Pochury people as a whole.” He pointed out that the word ‘Jubilee’ is extracted from the Bible, and a jubilee year signifies a year of restoration and liberation “par excellence”, a call for reconciliation as indicated

in the Bible. Azo highlighted that the Chakhesangs were a life-long supporter, a friend and a true brother to the Pochury people. “The Chakhesangs and Pochurys were one and have long since shared a connected history. They shared similar socio-economic setbacks and struggles in the past and even in the present context, they face similar challenges, ambitions,” he said. He also expressed positively that together they can achieve great heights and harvest a fruitful and promising future together. He maintained that unity is the key word to success, peace and prosperity. “With unity come development, empowerment, positive changes, strong lead-

ership and victory,” he said. He recalled that long ago, the Chakhesangs were better known as Eastern Angamis but later in the year 1946, it become a seperate tribe with the blessings of their elder brother Angamis. Till now the Chakhesangs and Angamis still maintain a close brotherly relationship, he said. Likewise, Azo pointed out that some decades ago, Chakhesangs and Pochurys were also one but latter were separated from the former, and was recognized as a separate tribe with the blessings of the Chakhesangs on 1990. “Since then, there was nothing stopping our Pochury brothers and today you have excelled in all aspects, not far from outshin-

ing all other major tribes in Nagaland,” he maintained. “Your success story today only goes on to prove that you are one truly blessed tribe for which we Chakhesangs are remarkably happy, proud and we as brothers applaud your success. Since time immemorial, we have shared the best relationship, the spirit of oneness and brotherhood,” he said. “Let us not forget our roots and further divide ourselves, but continue to maintain the brotherly relationship as our forefathers did to set an example to the rest of Nagas,” Azo further challenged. Phek Area Public Organization (PAPO) president Vezhehu Vero in his greetings stressed on the need to continuously maintain age-old relationship between Chakhesangs and Pochurys. MSK president Shiekutho Nyusou said they have set “A tree alone cannot make a dense forest” as its silver jubilee theme and challenged the gathering to stay united and live harmoniously and progressively. Dr. Zhimatho Nyusou also spoke on behalf of Meluri gazetted officers. Folk song by Riehuope Khel and special appearance by Rhokuosie Ngouri also marked the occasion. DDADU expresses apprehension over RTA directive Appeals for keeping the order in ‘abeyance’ Dimapur, april 29 (mExN): The Dimapur District Autorickshaw Drivers’ Union (DDADU) today appealed the Regional Transport Authority (RTA) Dimapur to keep in abeyance its directive restricting Autos from ferrying more than “its seating capacity.” The RTA Dimapur, in an order issued on April 24, had directed drivers of

auto rickshaws to accommodate passengers “as per the seating capacity, and accommodating passenger beside the driver is strictly prohibited.” Consequently, a press note from DDADU President Vitoshe Sema said that an executive meeting held along with parking incharge, line secretaries and executive council on April 29 thoroughly discussed the issue and resolved the keep the “order in abeyance.” While appreciating the safety directives, the Union

expressed apprehension that as per the directives, the drivers might be forced to recover loss of fare due to reduced capacity from the other passengers which could create “misunderstanding between the auto drivers and passengers.” As per the directives for instance, a family of more than three persons travelling together might have to hire another auto, DDADU further pointed out. Due to this, difficulties and problems may arise between the drivers and

the passengers, it added. In this regard, the Union fervently requested the RTA to keep its order in abeyance keeping in mind the “welfare and smooth functioning of auto drivers in particular and the public in general.” A representative further said that said that keeping in mind the difficulties it would generate, the Union decided to keep the order in abeyance till the issue is discussed thoroughly and sorted out amicably benefiting both the passenger and the drivers.

ome things just don't get along well with each other. Take oil and water as an example, you can mix them together and shake as hard as you like but they'll never become friends.....or will they? Take this fun experiment a step further and find out how bringing oil and water together can help you do your dishes. What you'll need: Small soft drink bottle Water Food colouring 2 tablespoons of cooking oil Dish washing liquid or detergent

Instructions: • Add a few drops of food colouring to the water. • Pour about 2 tablespoons of the coloured water along with the 2 tablespoons of cooking oil into the small soft drink bottle. • Screw the lid on tight and shake the bottle as hard as you can. • Put the bottle back down and have a look, it may have seemed as though the liquids were mixing together but the oil will float back to the top.

Word Game

What's happening? While water often mixes with other liquids to form solutions, oil and water does not. Water molecules are strongly attracted to each other, this is the same for oil, because they are more attracted to their own molecules they just don't mix together. They separate and the oil floats above the water because it has a lower density. If you really think oil and water belong together then try adding some dish washing liquid or detergent. Detergent is attracted to both water and oil helping them all join together and form something called an emulsion. This is extra handy when washing those greasy dishes, the detergent takes the oil and grime off the plates and into the water, yay!

The First Commandment

man Pantheon. One reason why the early Christians were persecuted was that they would not accept a place for Jesus Christ there. Napoleon is said to have entertained the idea of having separate temples in Paris for every known religion, so that every stranger should have a place of worship when attracted toward that city. Such plans are directly opposed to the Divine one. God sounded no uncertain note in this commandment. It is plain, unmistakable, uncompromising. We may learn a lesson from the way a farmer deals with the little shoots that spring up around the trunk of an apple tree. They look promising, and one who has not learned better might welcome their growth. But the farmer knows that they will draw the life-sap from the main tree, injuring its prospects so that it will produce inferior fruit. He therefore takes his axe and his hoe, and cuts away these suckers. The tree then gives a more plentiful and a finer crop.

M

y friend, are you ready to be weighed against the commandment? Have you fulfilled, or are you willing to fulfil, all the requirements of this law? Put it into one of the scales, and step into the other. Is your heart set upon God alone? Have you no other God? Do you love Him above father or mother, the wife of your bosom, your children, home or land, wealth or pleasure? If men were true to this commandment, obedience to the remaining nine would follow naturally. It is because they are unsound in this that they break the others. FEELING AFTER GOD Philosophers are agreed that even the most primitive races of mankind reach out beyond the world of matter to a superior Being. It is as natural for man to feel after God as it is for the ivy to feel after a support. Hunger and thirst drive him to seek for food, and there is a hunger of the soul that needs satisfying, too. Man does not need to be commanded to worship, as there is not a race so high or so low in the scale of civilization but has some kind of a god. What he needs is to be directed aright. This is what the first commandment is for. Before we can worship intelligently, we must know what or whom to worship. God does not leave us in ignorance. When Paul went to Athens, he found an altar dedicated to ''An Unknown God,'' and he proceeded to tell of Him whom we worship. When God gave the commandments to Moses, He commenced with a declaration of His own character, and demanded exclusive recognition. ''I am the Lord thy God, which have brought thee out of the land of Egypt, out of the house of bondage. Thou shalt have no other gods before me.'' The Rev. Dr. Dale says these words have great significance. ''The Jews knew Jehovah as the God who had held back the waves like a wall while they fled across the sea to escape the vengeance of their enemies; they knew Him as the God who had sent thunder, and lightning, and hail, plagues on cattle, and plagues on men, to punish the Egyptians and to compel them to let the children of Israel go, they knew Him as the God whose angel had slain the firstborn of their oppressors, and filled the land from end to end with death, and agony, and terror. He was the same God, so Moses and Aaron told them, who by visions and voices, in promises and precepts, had revealed Himself long

before to Abraham, Isaac, and Jacob. We learn what men are from what they say and from what they do. A biography of Luther gives a more vivid and trustworthy knowledge of the man than the most philosophical essay on his character and creed. The story of his imprisonment and of his journey to Worms, his Letters, his Sermons, and his Table-Talk, are worth more than the most elaborate speculations about him. The Jews learned what God is, not from theological dissertations on the Divine attributes, but from the facts of a Divine history. They knew Him for themselves in His own acts and His own words.'' Someone asked an Arab: ''How do you know that there is a God?'' ''How do I know whether a man or a camel passed my tent last night?'' he replied. God's footprints in nature and in our own experience are the best evidence of His existence and character. THE ISRAELITES WERE EXPOSED TO DANGER Remember to whom this commandment was given, and we shall see further how necessary it was. The forefathers of the Israelites had worshipped idols, not many generations

back. They had recently been delivered out of Egypt, a land of many gods. The Egyptians worshipped the sun, the moon, insects, animals, etc. The ten plagues were undoubtedly meant by God to bring confusion upon many of their sacred objects. The children of Israel were going up to take possession of a land that was inhabited by heathen, who also worshipped idols. There was therefore great need of such a commandment as this. There could be no right relationship between God and man in those days anymore than today, until man understood that he must recognize God alone, and not offer Him a divided heart. If He created us, He certainly ought to have our homage. Is it not right that He should have the first and only place in our affections? NO COMPROMISE This is one matter in which no toleration can be shown. Religious liberty is a good thing, within certain limits. But it is one thing to show toleration to those who agree on essentials, and another, to those who differ on fundamental beliefs. They were willing to admit any god to the Ro-

GOD'S PRUNING KNIFE ''Thou shalt not'' is the pruningknife that God uses. From beginning to end, the Bible calls for whole-hearted allegiance to Him. There is to be no compromise with other gods. It took long years for God to impress this lesson upon the Israelites. He called them to be a chosen nation. He made them a peculiar people. But you will notice in Bible history that they turned away from Him continually, and were punished with plague, pestilence, war and famine. Their sin was not that they renounced God altogether, but that they wanted to worship other gods beside Him. Take the case of Solomon as an example of the whole nation. He married heathen wives who turned away his heart after other gods, and built high places for their idols, and lent countenance to their worship. That was the history of frequent turnings of the whole nation away from God, until finally He sent them into captivity in Babylon and kept them there for seventy years. Since then the Jews have never returned to other gods. Hasn't the church to contend with the same difficulty today? There are very few who in their hearts do not believe in God, but what they will not do is give Him exclusive right of way. Missionaries tell us that they could easily get converts if they did not require them to be baptized, thus publicly renouncing their idols. Many a person in our land would become a Christian if the gate was not so strait. Christianity is too strict for them. They are not ready to promise full allegiance to God alone. Many a professing Christian is a stumbling-block because his worship is divided. On Sunday he worships God; on weekdays God has little or no place in his thoughts.

leven Baptists have embarked on a 16-day motorbiking journey from Texas to Nicaragua to help raise funds for a youth sports ministry that serves over 2,000 at-risk children in the Central American nation. The trip, which launched on Good Friday out of Midway Baptist Church in Pilot Point, Texas, features riders from three different states — Texas, Missouri and Wisconsin — and was organized by Midway elder Bruce Walker. For the last few years, Midway has partnered with and given some of its mission dollars to Brian Weed, an independent missionary affiliated with Baptist Bible Fellowship International who has helped plant 12 different churches, a medical facility, a feeding center and a self-sustainable farm since moving with his wife to Nicaragua in 1997. When Weed visited Midway for the church's last annual missions conference, Weed and Walker went on a motorcycle ride and came up with the idea to do a fundraising journey to benefit Weed's ministry and help it construct a number of sports complexes that will give at-risk kids a safe place to stay out of the sun and out of trouble. As a term of the trip, each rider had to purchase Honda XR650 motorbikes (or similar) with the intention of not only driving them down to the city of Managua but also with the intention of donating their bike to Weed's ministry once they arrive. On top of that, each man is responsible for raising an additional $10,000 to donate to Weed's youth sports ministry. "The idea is that we are hoping to build upwards of five and six [sports complexes], if the money were to come in, at these church proper-

rently one sports complex being built at one of the ministry's church's properties. He added that one church that is designed more like a multipurpose center is also being used as a sports complex for kids. However, the demand requires more. With the riders set to fly home on April 30, they need to ride at a pace of at least more than 160 miles per day as they trek through Mexico, Guatemala, El Salvador and Honduras. Walker told CP that the group rode over 300 miles on Monday. "I personally was attracted to the adventure component of it. There is no getting around that," Midway Church member Jeff Atkins told CP, adding that he had a quadruple bypass sur-

'Jeff, you are not going to be here forever.' None of us know how long we have here on Earth but at 57, and my health concerns, it makes you look at your life through a different lens," he said. "It motivated me to act in a way that benefits somebody else. In this case, under-privileged kids in Nicaragua that Brian can get off the street, love on and mentor." Weed explained that most of the bikes that are being ridden from the United States through Central America will actually be sold to buy more bikes to provide to pastors affiliated with the ministry so that they have transportation to complete their ministry work. "For instance, one of these KLRs

fuel efficiency, it's easier to get parts for them. Basically, we sell them to buy more. Some of the bikes are being sold to missionaries that needed bikes as well." Weed compared the trip to the annual 150-mile, two-day MS 150 bicycle fundraiser that raises millions for research on Multiple Sclerosis. "Looks like we are going top out at a little over $300,000 by the time some donors and donations come through," Weed said. Not only is Weed's ministry providing safe places for thousands of at-risk children, it is also developing some of these children to become the next generation of church leaders. At least three children who have grown up with Weed's sports ministry have became pastors. "Three of Brian's pastors at his churches, he met as boys and literally took them off the street, mentored them, got them saved, sent them to seminary in Nicaragua and they married local women and now they are pastors at three of his churches," Atkins said. "He has mentored and discipled and trained these kids who were running around causing havoc on the streets in Nicaragua and he has made a difference in their lives," Walker added. "Now these kids are his leadership team that is leading like the largest sports ministry in central America. These kids are now his goto team." Although each rider has a goal to raise at least $10,000 to give to Weed's ministry, Walker admits that they still need to raise more to fulfill their goal. The trip's website, RideExtreme. org, explains that only $35,000 has been raised for the cause so far. "We are committed to not halfbaking this cake. We are going to bake it all the way," Walker assured. "If it means that I got to go back and

Unlocking Your Deuteronomy 28 Blessing

A

Sue Birdseye

few weeks ago, I was frustrated by my lack of time to do some things. Things like exercise, serious Bible study, sleep ... My, how things have changed and not in the way I imagined—I don't know what I imagined, but this wasn't it. So a few weeks ago, I decided to just do it—just get up an hour earlier and have a truly quiet Quiet Time. Novel concept, quiet. But can I tell you? After the first morning I was hooked. I'd missed it so much. Uninterrupted, focused time with God and His Word. The first morning, my study was wonderful. Unfortunately, the rest of the morning, not so much. I cannot sugarcoat it at all. I woke the girls up with kisses, hugs and "I love yous." I made them pancakes and got them all set for school and then, I don't know, but something happened from the front door to before-school care—all heck broke loose. The car ride was terrible. Fighting and yelling and grumpiness and on and on and on—and did I maintain my quiet and gentle spirit in the midst of the fray? Ohhhhh, no. With no plan and no parachute, I jumped in and joined the chaos. When the battle began to die down, my eyes filled with tears and I thought, God, really? We had such a lovely morning and this is where we are now? I was so disappointed, so frustrated, and so angry. My image of how things "should be" just fell apart in less than a mile. Thankfully, by the time we got to our respective morning places, all was a bit better. I wondered, "Is this warfare? Is this the enemy trying to destroy my joy?" Because boy oh boy, it was effective. My joy deflated like our front porch pumpkin in December. I decided while trudging up to my classroom that I was not going to give up my morning time with God, period. And I was going to add some time in the Word with my kids too. (So there!) Here I am a few weeks later, not only has that 5 a.m. time with God become my most favorite time of the day, but God has blessed the rest of my days in lovely ways. For example, I've had time to exercise. I'm up to 2.5 miles running—well, maybe trudging with great difficulty would be a better description. It's not a marathon, nor is it particularly pretty, but it is a start. And I've been able to go to bed at a reasonable hour almost every night. Work seems to be getting completed without me having to do the midnight bedtime. Girls are in bed earlier, and we've had time to read and snuggle. It's like this one act of obedience, which doesn't even feel like obedience but rather blessing, has changed the whole tenor of my days. Now it will be, if you will diligently obey the voice of the Lord your God, being careful to do all His commandments which I am commanding you today, then the Lord your God will set you high above all the nations of the earth. And all these blessings will come on you and overtake you if you listen to the voice of the Lord your God (Deut. 28:1-2). I don't particularly feel the need to be set high above all the nations of the earth. I'd just like to handle my little household well. But being overtaken by blessings—that I'll gladly take! As I've thought about the little changes and the way God has blessed me, I'm overwhelmed. I think that is the overtaking God is talking about. Realizing that God does indeed bless. I don't know that God is asking all of us to wake up early; I just know He was asking me. And I don't know if time to exercise and sleep is everyone's desired blessing; I just know it was mine. There are other things that require my obedience that I'm struggling with daily. Things I know I need to do but don't know how to, and with some, I fear the results. I know the blessing will follow, but what will the process be like? Those are things I'm praying fervently about, seeking God's help, direction, timing and more. These times in the Word, talking with God, have been eyeopening and convicting and comforting (but not always comfortable). He's walking me through some growth that is a bit painful. Dealing with some things that are tricky. My walk with God through these things resembles my running efforts. I want to do it. I know I need to do it. And I am willing to do it. But I don't enjoy it. I feel awkward, lumbering and I can't catch my breath. It is difficult. It leaves me stiff and sore. I ache in places I forgot about. And sometimes I'd just rather not do it. My Father and I are walking through my past and my present together. Finding the things that need to be dealt with so I can make healthy, God-honoring decisions and have a bright future. We are finding things that the Holy Spirit and I need to tackle together: needs that aren't quite right, ideas that are a little offkilter, ways of relating that are leaning, expectations that seem skewed. It appears I'm lopsided in many ways. Thankfully, my Father is allowing me to lean on Him as we figure these things out. He is strong and stable and able. Now no discipline seems to be joyful at the time, but grievous. Yet afterward it yields the peaceful fruit of righteousness in those who have been trained by it. Therefore lift up your tired hands, and strengthen your weak knees. Make straight paths for your feet, lest that which is lame go out of joint, but rather be healed (Heb. 12:11-13). Discipline has such a negative connotation, but it really isn't negative. It's the idea of learning, training, instructing and even nurturing. Sometimes it involves things that aren't all wonderful or enjoyable, but the results are good. Truly. Running requires discipline. Almost everything does. Work. Parenting. Finances. Health. Everything. I'm finding that getting up for Bible study when the alarm goes off, requires a measure of discipline. Sometimes it's easy; sometimes it's horribly difficulty. Running—well, that's still not at all easy, but hopefully, in time, it will be because I've disciplined myself to just do it. My legs will be stronger and my chest won't ache and my breathing won't be labored. I won't want to sit down on the side of the road for "just a minute". I will be ready, able, and strong enough to run forward. This past week in my Bible study I read another verse in Hebrews: Therefore, since we are encompassed with such a great cloud of witnesses, let us also lay aside every weight and the sin that so easily entangles us, and let us run with endurance the race that is set before us. Let us look to Jesus, the author and finisher of our faith, who for the joy that was set before Him endured the cross, despising the shame, and is seated at the right hand of the throne of God (Heb. 12:1-2). I liked the "run with endurance" analogy. And the fact that Jesus understands the struggle of running this race. That He ran it. I also love that the saints are cheering us on. At the end of my first 5K a few years ago, I was coming down the homestretch and was thinking I'd just really, really like to walk the final few feet, but there were all these people cheering and, ugh, I had to run it. I was so glad I did. And amazingly, I found that I could. I want to finish this faith race well. Fortunately, I have a great running partner, a crowd to cheer me on and the best prize at the end. Everyone who strives for the prize exercises self-control in all things. Now they do it to obtain a corruptible crown, but we an incorruptible one. So, therefore, I run, not with uncertainty. So I fight, not as one who beats the air (1 Cor. 9:25-26). Sue Birdseye is the author of When Happily Ever After Shat-

Poor and illiterate Indians are the main clients of justice system: CJI

Teen girls with stones are the new threat in India’s Kashmir conflict

New Delhi, April 29 (pTi): The credibility of the legal system and the rule of law have come under "severe strain" in the absence of timely help to poor and illiterate Indians, Chief Justice of India J S Khehar said on Saturday. The CJI made the observations while highlighting the importance of para legal volunteers who, according to him, enabled ordinary and helpless people to avail the benefits of the legal system for alleviating their sufferings and injustice. "In the absence of timely help to most Indians, the credibility of the legal system and the rule of law comes under severe strain," he said, stressing that the poor and illiterate Indian were the main clients of the justice system. Law and Justice Minister Ravi Shankar Prasad, who also spoke at the two-day National Meet of Para Legal Volunteers in New Delhi, emphasised the use of technology in providing access and administration of justice. Inaugurating two-day national meet, the CJI said the service to poor was a "super divine duty" being carried out by the volunteers, which was move than the "divine duty discharged by the judges". The last-mile connectivity for a villager under the PLV scheme was not the lawyers but the PLVs working under the competent legal authorities which impart awareness of laws and legal system to them, he said. When the disputes are such that they are beyond the capacity of these volunteers who have basic training in law, they approach the nearest legal services authority for a dispute settlement mechanism like Lok Adalat, mediation or more formal legal remedies. "These volunteers trained under the 2009 para legal volunteer scheme act as filters relating to the number and nature of disputes that need to be formally and institutionally dealt with by the legal services. Para legal volunteers save time and money of the poor, the official administration and the courts," Justice Khehar said. Lauding NALSA's poverty allevation scheme, he said it ensured that the benefits of various anti-poverty schemes of the central and the state governments actually reach the intended beneficiaries.

Emphasising the need for restructuring its approach and design, the CJI favoured skill-driven PLVs who can properly research and investigate facts or laws related to a case. "In fact, this will develop para legal volunteer as multi skilled individual and enhance his or her performance as the critical interface between the common litigant and the courts by a process of upgradation that opens more opportunity for them," he said. The minister emphasised the need for increasing use of technology in the judicial process. "Time is changing fast and with the changing times, we have to change our technology. Technology is a very important tool in the administration of justice. "In a country of 125 crore people, 108 crore people have mobile phones, among whom 35 crore have smart phones, which will very fast reach 50 crore figure", Prasad said. He said 113 crore people have Aadhaar cards but refused to speak on it further saying the matter was sub-judice. Noting that good governance can be delivered with the help of technology, he said with government's scheme of common service centre, people in villages and in small towns could avail digital services like making of ration cards, PAN cards, Aadhaar cards or booking of railway tickets. "We have decided to link the CSC with the access to justice. Now these centres could help Dalit women, Kashmiri women and people from North East to get access to justice," he said, adding that CSCs were being opened in 1,000 panchayats of Uttar Pradesh and Bihar and soon 800 such centres will be opened in Jammu and Kashmir and the North East. Justice Dipak Misra, the executive chairman of NALSA, said this year has been dedicated as the year of excellence to "access to justice through para-legal volunteers". "Through these legal volunteers, the poor people of the country will be able know about government schemes and seek redressal of their grievances," he said. Several Supreme Court judges, high court judges and judicial officers from various trial courts across the country were also present at the event.

he first stone was heavy in her hand before she let it fly. It arched through the smoky air and hit the khaki leg of a soldier. She barely stopped to watch the man grimace before she picked up another. In India’s restive Kashmir territory, the weapon of choice of separatist youth against Indian security forces is a stone — or a brick if they can get it. Indian soldiers have their own slingshots too, as well as conventional weapons and pellet guns that have killed and maimed scores. This month a round of fresh violence has broken out in the valley, with a dozen killed in clashes with Indian security forces — sparking days of student protests across Kashmir. Schoolgirls in headscarves and school uniforms have joined forces with male protesters in large numbers for the first time in recent memory. “A lot of these boys have been killed,” said Nisha Zahoor, 18, a senior who took up “stone pelting” during a standoff with paramilitary forces in a market square last week. “Now girls will go out and protest for freedom.” Officials hoping not to see a repeat of five months of violence that paralyzed the region last year have appealed for calm. The state’s leader, Mehbooba Mufti, flew to New Delhi this week to urge Prime Minister Narendra Modi to hold talks with separatists. A new female police battalion has been established to deal with the schoolgirls and other public safety issues. Mufti’s government also instituted a monthlong ban on social networking sites WhatsApp, Facebook, Twitter and others Wednesday to slow the spread of incendiary viral videos among young people — including one in which the army strapped a man to the hood of a jeep as a human shield. “I can’t say how difficult it will be but we’re very confident it will be contained,” said S.N. Shrivastava, the special director general of

the Jammu and Kashmir Zone of the Central Reserve Police Force. Yet some see the presence of the young girls in protests as a sign that the security situation in the valley is spiraling out of control. Former chief minister Omar Abdullah tweeted this week that student protesters are the “new worry” and posted a photo of a girl in her school uniform kicking the side of a police vehicle. She clutched a brick in one hand, with a basketball tucked under her arm. Armored vehicle sparks protests The Kashmir region that straddles India and Pakistan has been in dispute between the two countries since India’s independence from the British and the creation of Pakistan in 1947. The lush valley that sits below snowcapped Himalayan peaks saw a violent armed insurgency in the 1990s which later gave way to fractured calm. But the Muslim-majority region erupted again in July when a popular militant commander named Burhan Wani was killed, leading to months of protests that left 78 dead. Then, on April 12, Indian Army soldiers made the mistake of showing up in an armored vehicle to a routine meeting with teachers at Government Degree Col-

lege in Pulwama to discuss a painting competition — a show of brute force that angered students. They threw stones and three days later clashed with security forces inside the once-sheltering walls of their school. More than 30 students were beaten with bamboo sticks in the library, according to the school’s acting principal, and dozens were injured. This incident galvanized protests that continued this week and included girls for the first time, according to Sadaf Bushra, an assistant journalism professor at Central University of Kashmir. Many of the young women probably found their schools safer places to express “outrage” than the confines of their strict Muslim families, she said. “It’s a new form of protest because you have this other gender being a part of it now,” Bushra said. Zahoor and her friends, 12th-graders at the Government Girls Higher Secondary Institute Nawakadal in Srinagar, had seen the news reports of the student beatings. They’d seen the viral videos. But they finally spilled out into the streets when they heard — falsely, as it turned out — that a young female student hit by a rock thrown by security personnel had died of her injuries. School administrators locked the iron gate to keep them in, but when class was

over there was nothing more they could do. Hundreds of girls moved through the streets, exhorting businesses to shut down and chanting “We want freedom!” and “Go India, go back!” They reached a line of paramilitary police brandishing riot shields. Police fired tear gas. They responded with rocks. In the end, several girls lay in the street, bleeding or unconscious. At school this week, the girls sat on simple wooden writing desks in an empty classroom and recalled their initiation into the ranks of lawbreaking stonepelters. In some ways they were like any teenage girls. Teachers repeatedly shushed them for talking too loud. They like Indian pop star Honey Singh and Justin Bieber. They giggled describing how they skip tutoring for “secret dates” — long scooter rides with the boys of their choice. They teased Toiba, the student body president, for being a stickler for rules, fining them 10 rupees a day for not wearing the proper all-white uniform. But they said growing up in one of the more heavily militarized areas in the world had taken its toll. They call security forces “black dogs,” “Indian dogs” and “Biharis” — a contemptuous epithet for denizens of one of India’s poor states.

Only one said she wanted Kashmir to remain part of India. One described police raids on her neighborhood every night. Another tearfully told how she recently lost her 16-year-old brother to violence. “These things are happening. If we don’t protest, what else will we do?” the student, Ishrat Bashir, 18, said. ‘A rightful thing’ Later, at her home not far from school, Zahoor sat cross-legged on tapestry bolsters and took out a mobile phone with a cracked screen to show off photos of her deceased uncle, Riyas Ahmad Shah, a 22-year-old bank security guard who police think was killed by security forces in August. It is his death that drives her, she said. Nisha’s mother, Fareeda Shah, came in to serve mango juice and sat alongside her daughter, saying that she is proud of her for protesting. “She did a rightful thing,” Shah said. “Her uncle was killed brutally and without reason. It’s the only way to express anger.” And the stones her daughter threw at the paramilitary personnel? “Did you?” Shah asked her daughter. She gave her a fierce look — part disapproval, part pride. “It is okay,” Shahsaid. “He was like a brother to her.”

Need to strengthen global counter-terrorism mechanism: Prez Aim to collect Rs 19-20 lakh

New Delhi, April 29 (pTi): President Pranab Mukherjee has said there is an urgent need to strengthen the global counter-terrorism mechanism so that the menace can be fought jointly by the international community. At a banquet hosted in honour of visiting President of Cyprus Nicos Anastasiades, Mukherjee said both India and Cyprus suffer from the scourge of terrorism. “This global menace needs to be fought by all civilised societies and countries not just individually,

but at a bilateral, regional and global level,” he said welcoming the Cypriot president on his first-ever state visit to India. Mukherjee stressed there is an urgent need to strengthen the global counter-terrorism legal framework to combat the scourge of international terrorism. “India seeks to build a broad consensus at the United Nations for finalisation of the draft Comprehensive Convention on International Terrorism and early adoption of the

CCIT in the United Nations,” he said. Mukherjee said almost all Presidents of Cyprus before Anastasiades have paid a visit to India and therefore, India feels honoured that he has maintained that tradition. He said India values its longstanding and close friendship with Cyprus. “India-Cyprus relationship is pinned on the foundation of ideological commonalities of our founding fathers – Mahatma Gandhi and Archbishop Makarios,” he said. Mukherjee said India

lauds the economic recovery of Cyprus under the leadership of Anastasiades, particularly its return to a positive rate of growth – among the fastest in the European Union. In recent years, he said, India has seen rapid economic progress – despite the global slowdown – and achieved a steady growth rate of about 7 per cent. “We welcome Cyprus to take advantage of our flagship programmes like ‘Make in India’ and ‘Skill India’ – and join India’s growth story,” he said.

Mukherjee said India’s information technology sector as also the renewable energy, natural gas and hydrocarbons, sustainable tourism, infrastructure and health and wellness sectors are open for partnerships and foreign investment. He said the recent signing of the revised Double Taxation Avoidance Agreement is a good step in this direction. He expressed confidence that this state visit will result in new initiatives in all these areas of immense potential.

Modi urges Muslims not to politicise triple talaq

New Delhi, April 29 (iANS): Prime Minister Narendra Modi on Saturday urged Muslims not to "politicise" the triple talaq issue and requested them to come forward and find a "solution". "I urge the people of Muslim community to not politicise the issue of triple talaq," Modi said while speaking on the occasion of Basava Jayanti. "I request them to come forward and find a solution," the Prime Minister said. Modi said he would fight against the sufferings of the Muslim daughters in the country. "My government will bring an end to this archaic law," he added. He said reform has always come to "our society from within, whenever required". He expressed confidence that reformers would emerge from within the Muslim community itself to put an end to the "pain suffered by some Muslim women because of the practice of triple talaq". Earlier in April, the Prime Minister had raised the triple talaq issue during the national executive meeting of his party in Bhubaneswar. He had dubbed triple

cr in taxes in 2017-18: Jaitley

New Delhi, April 29 (iANS): Finance Minister Arun Jaitley on Saturday said that the government expects to collect Rs 19-20 lakh crore in direct and indirect taxes in 2017-18, which could further increase if greater compliance was ensured. The government reported a total tax collection of Rs 17.10 lakh crore during 2016-17, highest in last six years. "This year we plan to collect Rs 19-20 lakh crore in direct and indirect taxes," Jaitley said here in his address at the Enforcement Day celebrations. He noted that experts can indicate that this figure could be higher if India was a tax-compliant society. "Non-compliance therefore has hit larger public and national interest," he said. Asking the Enforcement Directorate (ED) to strictly penalise offenders, Jaitley said that the government agency should set an example so that people realise the benefit of voluntary compliance. "I hope in the period to come, ED will strictly enforce the law to raise legitimate revenue which is in larger public interest, which can only be achieved by ensuring voluntary compliance of the people," he said. Jaitley said that ED needs to expe-

ditiously use its penalising power for increased compliance. "I am sure that you can take most of the cases to its logical conclusion. Once we are able to make an example out of some of these offenders, the others will realise the benefit of compliance brings individually to them and to the society," he added. Jaitley said that the fear of consequences can ensure compliance. "Our target is to make sure that India evolves from non tax-compliance to highly compliant as it moves from a developing to a developed country. The fear of law itself and the fear of consequences will itself ensure that compliance takes place. Technology has various tools to detect this. "Over next few years, we seek to evolve from developing to developed state and compliance in tax laws has been a feature of developed states," he added. Jaitley said that more and more countries were becoming tax compliant with the use of IT and other technology as detection has been made easier. He said that money laundering is prevalent in terms of hawala transactions, flight of capital outside the country and through shell companies.

talaq a "bad social practice". A constitution bench will hear the plea challenging the validity of the triple talaq, "nikah halala" and polygamy among the Muslims from May 11. The Supreme Court which has been hearing a plea challenging the validity of the triple talaq, "nikah halala" and polygamy among the Muslims was earlier told by the central government that this practice "violates Muslim women's right to equality and dignity". Opposing the practice, the government had described it as "pa-

triarchal values and traditional notions about the role of women in society". Under the triple talaq, a Muslim man can instantly divorce his wife by repeating "talaq" thrice. As per "nikah halala", a woman divorcee has to marry someone else and consummate this marriage before getting a divorce to remarry her earlier husband. Addressing an event to mark the inauguration of Basava Jayanti, Modi said India's history is not only about defeat, poverty or colonialism. "India gave the message

of good governance, non-violence and Satyagraha," he added. On the occasion of the 884th birth anniversary of 12th-century philosopher, Kannada poet and social reformer Basaveshwara, Modi launched the digital version of "vachana" in 23 Indian languages. Describing Basaveshwara's "vachanas" as a basis for good governance, he said the fruits of development such as housing, electricity and roads should reach one and all, without distinction. Modi said this is the true essence of "Sabka Saath, Sabka Vikas."

New Delhi, April 29 (iANS): Three days after the Aam Aadmi Party's defeat in the Delhi civic polls, Chief Minister Arvind Kejriwal on Saturday accepted that he has made "mistakes" and said the party will introspect and "course correct". "In the last two days, I spoke to many volunteers and voters. The reality is obvious. Yes, we made mistakes but we will introspect and course correct," Kejriwal tweeted. "Time to go back to the drawing board. To not evolve would be silly. We owe that to the voters and volunteers. We owe that to ourselves," he said. The AAP leader said that action was needed to be taken and "not excuses". "It's time to get back to work. And even if we slip from time to time, the key is to find the reserves to hold and pull ourselves up.

The people deserve nothing less. The only thing constant is change." The BJP on Wednesday swept all the three municipal bodies of Delhi, returning a tally of 181 of the total 270 seats. AAP managed 48 and Congress 30 wards. The AAP's defeat comes more than two years after the Delhi assembly elections when it had humbled the BJP, winning 67 of the 70 seats. However, the Bharatiya Janata Party's Delhi President Manoj Tiwari described it as "a new drama." "Kejriwal had done it earlier also," Tiwari said giving the example of his stepping down after 49 days of his first time government from December 2013 to February 2014. He said people will understand his tendency of "changing colours like a chameleon".

North Korea test-fires ballistic missile in defiance of world pressure

SEOUL, ApriL 29 (rEUtErS): North Korea testfired a ballistic missile on Saturday shortly after U.S. Secretary of State Rex Tillerson warned that failure to curb its nuclear and ballistic missile programmes could lead to "catastrophic consequences". U.S. and South Korean officials said the test, from an area north of the North Korean capital, Pyongyang, appeared to have failed, in what would be North Korea's fourth successive unsuccessful missile test since March. The test came as the USS Carl Vinson aircraft carrier group arrived in waters near the Korean peninsula, where it will join the USS Michigan, a guided missile submarine that docked in South Korea on Tuesday. Tillerson, in a U.N. Security Council meeting on North Korea, repeated the Trump administration's position that all options were on the table if Pyongyang persisted with its nuclear and missile development. "The threat of a nuclear attack on Seoul, or Tokyo, is real, and it's only a matter of time before North Korea develops the capability to strike the U.S. mainland," Tillerson said. "Failing to act now on the most pressing security issue in the world may bring catastrophic consequences," he said. U.S. President Donald Trump, who told Reuters in an interview on Thursday North Korea was his biggest global challenge,

of its state founder's birth, or the day marking the founding of its military. With North Korea acting in defiance of the pressure, the United States could conduct new naval drills and deploy more ships and aircraft in the region, a U.S. official told Reuters. Japan condemned the launch as unacceptable and authorities stopped some train services in Japan as a precaution, in case the missile had been fired at Japan, a transit system spokesman said. "Something that's ready to go could be taken from the larger package and expedited," said the official. The U.N. Security Council is likely to start discussing a statement to condemn the missile launch, said diplomats. The Security Council traditionally condemns all missile launches by Pyongyang. But condemnations and sanctions resolutions since 2006, when North Korea conducted its first nuclear test, have done little to impede its push for ballistic missiles and nuclear arms. The South Korean politician expected to win a May 9 presidential election, Moon Jae-in, who has advocated a more moderate policy on the North, called the test an "exercise in futility". "We urge again the Kim Jong Un regime to immediately stop reckless provocative acts and choose the path to cooperate with the international community," Park Kwang-on, a spokesman for Moon, said in a statement, referring to the North Korean leader. Moon has been critical of the deployment of an advanced U.S. missile defense system in the South intended to counter North Korea's missile threat, which China also strongly objects to.

Notorious Afghan warlord calls for peace in first public speech

MEHtAr LAM, ApriL 29 (rEUtErS): In his first public speech since signing a peace deal with the Afghan government, one of Afghanistan's most notorious warlords on Saturday called for the Taliban to stop fighting and begin negotiations. "I invite you to join the peace caravan and stop the pointless, meaningless and unholy war," Gulbuddin Hekmatyar said to a gathering of his followers and Afghan politicians in Laghman province, east of the capital, Kabul. In February the United Nations Security Council agreed to drop sanctions against Hekmatyar, paving the way for him to return openly to Afghanistan. The Afghan government requested the move as part of a peace deal with Hekmatyar and his militant group, Hezb-i-Islami, in September. "I want a free, proud, independent and Islamic Afghanistan," he said on Saturday. The deal has been criticised by some Afghans and human rights groups for the pardon it granted to Hekmatyar and many of his fighters. Hekmatyar's return "will compound the culture of impunity", Human Rights Watch researcher Patricia Gossman said of the deal, calling it an "affront" to victims of abuses. A controversial figure from the insurgency against the Soviets in the 1980s and the civil wars of the 1990s, Hekmatyar is accused of ordering his fighters to bombard Kabul, leading to many casualties, besides other abuses. His faction of Hezb-i-Islami has played a relatively small role in the current conflict, in which the Taliban have a leading role in battling the Western-backed government in Kabul. In hiding for nearly a decade and a half, Hekmatyar had been designated a "global terrorist" by the United States, which has been leading an international military mission in Afghanistan for the past 15 years. American and other Western leaders praised the deal with him, however, hoping it could help lead to wider peace in Afghanistan.

Brazil protesters, police clash in Turkey blocks access to Encyclopaedia Wikipedia first general strike in decades SAO pAULO/BrASiLiA, ApriL 29 (rEUtErS): Brazilian protesters torched buses, clashed with police in several cities and marched on President Michel Temer's Sao Paulo residence on Friday amid the nation's first general strike in more than two decades. Unions called the strike to voice anger over Temer's efforts to push austerity measures through congress, bills that would weaken labour laws and trim a generous pension system. The blackened hulls of at least eight burned commuter buses littered central Rio de Janeiro as police launched rounds of tear gas and rubber bullets at masked protesters. Despite the protests, Temer and members of his centre-right government denounced the strike as a failure. They said that the unions' targeting of public transport meant that people who wanted to go to work were unable to. Unions said the strike was a success and pointed to adherence by millions of workers in key sectors like automakers, petroleum, schools and even banking. Strikes hit all 26 states and the Federal District. "It is important for us to send a message to the government that the country is watching what they are doing, taking away workers' rights," said Marco Clemente, head of the 4,000-member radio and TV workers union in Brasilia, leading a picket line outside the headquarters of state broadcaster EBC. Temer, who was in Brasilia, denounced the violence used by some protesters. Brazil's last general strike took place in 1996, in protests over privatisations and labour reforms under former President Fernando Henrique Cardoso. Despite Friday's action, many analysts said the strike would have little immediate impact on the president's austerity push, and that the bills are still expected to pass given Te-

telecommunications watchdog said in a statement on its website. It cited a law that allows it to block access to individual web pages or entire websites for the protection of public order, national security or the well being of the public. The watchdog is required to submit such measures to a court within 24 hours. The court then has two days to decide whether the ban should be upheld. A block on all language editions of the Wikipedia website was detected at 8:00 a.m. (0500 GMT) on Saturday, monitoring group Turkey Blocks said on its website. "The loss of availability is consis-

tent with internet filters used to censor content in the country," it said. When attempting to access the webpage using Turkish internet providers, users received a notice the site could not be reached and a "connection timed out" error. Monitoring groups have accused Turkey of blocking access to social media sites such as Twitter or Facebook, particularly in the aftermath of militant attacks. The government has in the past denied blocking access to some sites, blaming outages on spikes in usage after major events. But technical experts at watchdog groups say the blackouts on so-

cial media are intentional, aimed in part at stopping the spread of militant images and propaganda. Since last year's failed coup, authorities have sacked or suspended more than 120,000 people from the civil service, police and judiciary and arrested more than 40,000 on suspicion of ties to terrorist groups. President Tayyip Erdogan says the measures are needed given the scope of the security threat Turkey faces. Turkey last year jailed 81 journalists, making it the world's top jailor of journalists, according to the New York-based Committee to Protect Journalists.

God rejects fanaticism, says Pope at Cairo mass CAirO, ApriL 29 (iANS): Pope Francis warned against religious fanaticism and sent a message of tolerance and co-existence as he celebrated a mass at a stadium in Cairo on Saturday. "God is pleased only by a faith that professes its love for life, for the only fanaticism believers must profess is that of charity," the Pontiff said. "Any other fanaticism does not come from God and does not please him," he said at the mass attended by tens of thousands of people at Cairo's Air Defence Stadium. The Pope was in Egypt on a two-day

trip designed to forge Muslim-Christian brotherhood and show solidarity with the country's persecuted Coptic Christian minority, Efe news reported. His visit to the North African country came nearly two weeks after the Palm Sunday bombing of two Coptic churches, which left at least 46 people dead. The assaults were later claimed by the Islamic State (IS) terror organisation. A Vatican spokesman said 15,000 people attended the mass at the stadium, which holds 30,000. The Pope started his Mass with the "As-Salaam Alaikum," the traditional Mus-

lim greeting in Arabic that means "Peace be upon you," and ended it with "alMasih qam! Bi-l-haqiqa qam! (Christ is risen! He is truly risen)". The mass was held amid strict security measures to try and deter any attacks by Islamist radicals. The Pope urged people not to be afraid "to love everyone, friends and enemies alike" since the genuine strength and treasure of believers resides in their "love of life". Before the mass began, the Pontiff greeted the attendees from a golf cart that went around the stadium, where some 25,000 people

came to greet him, according to the Egyptian official news agency MENA. "True faith is one that makes us more charitable, more merciful, more honest and more humane," the Pope said. "It moves our hearts to love everyone without considering the cost, without distinction and with-

out preference," the Pontiff added. He insisted in his message of peace that faith "makes us see the other not as an enemy to be overcome, but a brother or sister to be loved, served and helped". The Pope was expected to visit Egypt's small Catholic community later Saturday.

I-League: Aizawl eye history as Bagan hope for miracle

KolKAtA/Shillong, APril 29 (iAnS): Surprise league leaders Aizawl FC will need at least a draw against Shillong Lajong to script history, while former champions Mohun Bagan face a must-win home tie against Chennai City FC on the final day of the I-League football season on Sunday. Mohun Bagan are placed second in the tenteam points table, three points behind Aizawl who are top of the tree. Kolkata giants Bagan have 33 points from 17 matches, while Aizawl have 36 points with a match to go. If Bagan emerge victorious against Chennai at the Rabindra Sarovar Stadium in Kolkata and Aizawl succumb to a defeat at Shillong's Jawaharlal Nehru Stadium, the Kolkata side will be crowned champions on better goal difference. A draw will be enough for Khalid Jamil-coached Aizawl, one of the clubs

with the lowest budget, to become the first club from the north-east to bag the first division title. Mohun Bagan beat Aizawl at home 3-2 but lost to them away 0-1 thus taking their head-to-head advantage out of the equation. On the goal difference count, Mohun Bagan are ahead by four goals than Aizawl. "Our aim is to win and end the league on a high. I am not thinking about what will happen there (in Shillong)," Mohun Bagan coach Sanjoy Sen told reporters on the eve of the game. "The so-called not so big teams like Minerva and Chennai..Mohun Bagan have struggled more against them away or home. So I have told the boys to be extra cautious against these teams," Sen added. Chennai coach V. Soundarajan said it's a great opportunity for his one-year-old side who are dwelling near the bottom

of the league table to play against a side like Mohun Bagan. "Mohun Bagan is one of the best clubs in India. It is a great opportunity for us to play against Mohun Bagan. We will go all out." Soundarajan said that injured defender Echezona Anyichie has been ruled out, while Brazilian forward Charles will be the only foreigner in the starting XI on Sunday as fellow Brazilian striker Marcos Thank won't be available. Both Mohun Bagan, Chennai City FC and Shillong Lajong, Aizawl FC will start at the same time. Lajong, fifth in the table, have only pride to play for in the final fixture. Shillong Lajong FC coach Thangboi Singto has said that his wards are determined to defeat title contenders Aizawl. "We are looking forward to giving Aizawl FC a tough fight. They have not won the title as yet but we

will not let Aizawl FC walk in and take away the title," he said earlier in the week. "It's the northeast derby -- our match against Aizawl FC and we are gearing up in that fashion. We know what Aizawl FC have a lot at stake and we plan to make it even more difficult for them." But Aizawl will hope to continue their momentum. They have lost just thrice this season winning 11 games and have stunned one and all by punching way above their weight. Their foreign recruits Kamo Bayi, Alfred Jaryan and Mahmoud Amnah have played exceptionally well helped by strong local talent. But, for the Sunday game, Liberian forward Jaryan and defender Ashutosh Mehta have been suspended after receiving four yellow cards. Elsewhere, seventhplaced DSK Shivajians of Pune will host wooden spooners Minerva Punjab.

Prelude to CAPF’s ‘U-19 Football Talent Hunt’ held

Chotisuh Sazo and others at the prelude event of CAPF U-19 football talent hunt tournament on April 29 at Jotsoma. Our Correspondent Kohima | April 29

A prelude of CAPF U-19 football talent hunt tournament under the aegis of Assam Rifles for both girls and boys took place today at Jotsoma with Minister for Public Health Engineering Chotisuh Sazo as the chief guest. The tournament is scheduled from May 1-8 at Kohima. Speaking at the event, Sazo said that Nagaland is one of the safest states in the country today. “How-

ever, laws which are draconian in nature continue to be applied in the state. Hence while enforcing the provision of the laws, I would like to urge the Assam Rifles for restraint and understanding and also to be empathetic to the local populace,” said Sazo. Appreciating the 9th Assam Rifles for conducting the talent hunt event, he said “This kind of event builds and fosters friendship. It also provides opportunity to mingle with one another and which can lead

to long lasting friendship.” Sazo urged the participants to make best use of the opportunity provided to them. He said football is a team game and that means every participant is an equal partner. Hence, coordination amongst all the members is the prerequisite to win the game, he said, adding “Therefore, unlike lottery which can be won with luck, football requires well coordinated efforts from all the team members.”

Football is a game that provides excellent opportunity to become a professional, he said adding that football professionals are one the highest paid stars in the world. Stating that the talent hunt organised by the 9th AR is laudable, he felt that the young talents should be nurtured and promoted so as to enable them to become professionals. Nagaland’s Chief Secretary Pankaj Kumar and several top army officials attended the event.

Pune dash RCB's hopes of play-offs

Pune, APril 29 (iAnS): Any hopes Royal Challengers Bangalore (RCB) had of qualifying for the 2017 Indian Premier League (IPL) play-offs virtually ended after they lost by 61 runs to Rising Pune Supergiant (RPS) at the Maharashtra Cricket Association Stadium here on Saturday. The 2017 edition of the IPL has been a disappointing one for the Bangalore franchise, losing seven of their 10 outings so far to be virtually knocked out of the race to the playoffs. Pune, on the other hand kept their play-off dreams alive to stay at the fourth spot after registering their fifth win from nine matches. Chasing a decent 158, RCB were in self-destructive mode losing wick-

ets at regular intervals with skipper Virat Kohli (55) fighting a lone battle to take the team through. Kohli, who went in to open the innings with Australian Travis Head (2), failed to find the support at the other end as the Pune bowlers seized the momentum to their favour. Medium pacer Jaydev Unadkat started the downfall for the visitors with the wicket of Head, who chopped one to the stumps before New Zealand quick Lockie Ferguson packed back the dangerous AB de Villiers (3) after the South African added RCB's highest partnership of 21 runs for the second wicket with Kohli. Struggling at 82/8, Kohli, who by then had reached his half century,

the lone RCB batsman to get to the double figures also lost his focus to be caught at sweeper cover by Mayank Agarwal off Daniel Christian after striking four boundaries and a six. Towards the end, tailenders Yuzvendra Chahal (4 not out) and Sreenath Aravind (8 not out) had little answer to the mounting asking rate as RCB finished at 96/9. Earlier, Pune rode on skipper Smith's 45 and Manoj Tiwary's unbeaten 44 to reach 157/3 after being sent in to bat. Pune needed Mahendra Singh Dhoni (21 not out) and Tiwary to press on the accelerator and the former skipper responded in style by muscling Sreenath Aravind for a flat straight six.

Dr. S.C Jamir – The Legendary Statesman NM Jamir

T

Advocate

he Legend, illustrious statesman and a staunch architect of the State of Nagaland in the Union of India, Dr. Lokshree S.C. Jamir was born at Ungma village on 17th October,1931 to the Late Senayangba and Late Takatula. The Legend, out of all odds became the blue-eyed boy of the first Prime Minister of India, Pandit Jawaharlal Nehru and was assigned with the important parliamentary works of Sovereign, Democratic, Secular and Republic of India at the young age of early 30’s. After obtaining B.A., LL.B degree from the University of Allahabad, Dr S.C Jamir took keen and pivotal initiatives in ‘Naga Political Movement’ and became the Joint Secretary of Naga Peoples Convention (NPC in short). During those days of ‘Naga Political Movement’ there were extreme violence in the entire Naga inhabited areas leading to killings, arson, inhuman torture, rapes, burning down of houses and granaries and grouping of villages due to massive military operation by Indian military forces. The situation was horrific and life was a nightmare as told by the elders and also written in the books authored by some learned personalities. It was with the active intervention of Nagaland Baptist Church Council (NBCC) and with the able leadership of the leaders of NPC, the Peace Mission was initiated with the target to stop violence in Naga areas and resultantly in the Third session of the Naga Peoples Convention held at Mokokchung from 22nd to 26 October, 1959, the landmark in Naga history Sixteen points was resolved after full deliberation of the various recommendations of Sub-Committee to form the basis of negotiation with the Government of India for Naga Political Settlement.

The Signatories of the draft were Late Dr. Imkongliba Ao, President, NPC, Late Vizol, Vice President, NPC, Late Jasokie, Secretary, NPC and Chubatoshi Jamir (S.C. Jamir ), Joint Secretary, NPC. The Sixteen Points was placed before the Prime Minister of India on 26thJuly, 1960 by the delegation of the NPC lead by Dr. Imkongliba Ao with Jasokie Angami, Secretary NPC, Chubatoshi Jamir (S.C. jamir), Joint Secretary, NPC, R.C. Chiten Jamir (Ao Representative), Kheloshe Sema (Sema Representative), Etsorhmo Lotha (Lotha Representative), Mr. Sentsi Regma (Regma Representative), Lakhimong Yimchunger (Yimchunger Representative), Pauling Phom (Phom Representative), Litingse Sangtam (Sangtam Representative), Pudene Demo (Chakhesang Representative), Imtichuba Chang (Chang Representative), Thanwang Konyak (Konyak Representative), Thinuowholie Liegise Zeliang (Zeliang-Kuki Represntative), T.N. Angami (Angami Representative), Sashimeren Aier, Consultant, H.Zopianga, Consultant, Goyiepra Kenye, Consultant and P. Shilu Ao, Consultant. After thorough discussions on the Sixteen Points with the Govt. of India placed by the aforesaid delegation of NPC, the Agreement was finally signed paving the way for creation of Nagaland as 16th state in the Sovereign, Democratic, Secular Republic of India on 1st December, 1963. It was on the preference made by the delegation the newly created State was named as Nagaland. Some of the other hardcore points discussed between the delegation and Govt. of India were; “that the Govt. of India will be no objection to the affairs concerning Nagaland being dealt by the Ministry of External Affairs of the Govt. of India.” It was agreed that “No Act or law passed by the union Parliament would operate in Nagaland unless the Naga

Legislative Assembly accepted it by a majority vote.” On the question of resources, the Govt. of India explained to the delegation that “there is no intention to disturb the ownership of the underground resources; Parliament must retain the power to regulate and develop such resources in accordance with entries 53 and 54 of List I-Union List in the Seventh Schedule of the Constitution.” It was agreed that “To Supplement the revenues of Nagaland, there will be need for the Govt. of India to payout of the Consolidated Fund of India; (i) a lumpsum each year for the development programme and (ii) a grant-in-aid towards the cost of administration.” As regard to the Naga inhabited area “the delegation expressed the view that other Naga inhabiting contiguous areas should be enabled to join the new State to which the Govt. of India pointed out that Article 3 and 4 of the Constitution provided for increasing the area of the state, but it was not possible for the Govt. of India to make any commitment in this regard at this stage”. In view of this factual matrix, Dr. S.C. Jamir along with the NPC delegation of his contemporary are the staunch architects of the present State of Nagaland within the Union of India which was carved out from the State of Assam. The delegation has made fervent and ardent statement for inclusion of contiguous Naga areas in the newly-created state of Nagaland during the course of discussion. Dr. S.C. Jamir is the greatgrandson of Late Jongshinokdang, the village chief of Ungma village during Riongsanger Pusuwho endeavored logistic support to Dr.E.W Clark, an American Baptist missionary to spread the message of Jesus Christ in Ungma village though he was not converted to Christianity. As a child, Dr. Jamir made a humble schooling at village

school and he passed matriculation in second division from the Government High School, Mokokchung (now named as Mayangnokcha Higher Secondary School) in the year 1952 and his roll number was 33. Dr.S.C.Jamir has held various important Constitutional posts in the Union of India and in the State of Nagaland from 1960 onwards. He was the first Loksabha MP from Nagaland 1961-70 during which he was Parliamentary Secretary to Minister of External Affairs, Union Deputy Minister of Railways, Union Deputy Minister of Labour & Rehabilitation, Union Deputy Minister of Community Development & Co-operation, Food & Agriculture. He was again elected to the 5th Legislative Assembly from Aonglenden A/C and when the first Congress (I) Government was formed in Nagaland, he was appointed as Chief Minister on 17.11.1982 and was resigned as Chief Minister in the month of October, 1986.Dr. S.C. Jamir also served as Rajya Sabha MP from Nagaland for a stint period in

the year 1987. He was again elected to the 7th Nagaland Legislative Assembly from Mokokchung Town A/C in the year 1989 and appointed as Chief Minister and again got elected to the 8th Nagaland Legislative Assembly from the same Constituency in the year 1993 and appointed as Chief Minister. Dr. Jamir was again elected to the 9th Nagaland Legislative Assembly in the year 1998 from Aonglenden A/C and was appointed as Chief Minister and served till February, 2003. He was again elected to the 10th Nagaland Legislative Assembly in the year 2003 from Aonglenden A/C and was Member of Legislative Assembly till he was appointed as Governor of Goa in the year 2004. In his State political history, Dr. Jamir was elected two times from the UDF (United Democratic Front, now NPF) ticket and six times from the Indian National Congress ticket. Dr.S.C.Jamir, was Governor of Goa from 17th July 2004 to 21st July,2008, Governor of Gujarat from 24th July 2009 to 26th November, 2009, Governor of Maharastra from 19th July, 2008 to 21st January,2010. Jamir is also honored with Lok Shree Award, Hind Rattan Award, Rajiv Gandhi Memorial Award, Indira Smriti Puraskar Award, Rajiv Gandhi Excellence Award, Arch of Asia Award, National citizens Award, Rastriya Ekta Puraskar. He is also an author of the Books title ‘Reminiscences of correspondence with A.Z. Phizo’ and ‘Nagaland; Star of the East- A framework for transforming Nagaland’. Let us hope and pray that the abundant achievements of the legendary Dr. S.C. Jamir be set as an inspiring example for the younger generations in positive perspective.

Can Nagaland show the way? Rev. R.P Murry & Fr. Chacko Karinthayil Chairman & Secretary, Dimapur Christian Forum

T

he common man in this country is confused. The ruling pray in this country; the Bharathiya Janatha Party, has spared no efforts to convince the nation that their motto is sab ke sat sab ka vikas which may be translated as development with the cooperation of all, or in other words; ‘all things to all people’. If development is accessible to all and no citizen is excluded for what so ever reason, every Indian should be feeling good, the ecstatic feeling of ‘Acche din’ which is the other motto of the ruling party. Unfortunately, the reality is that, a section of the people are anxious, afraid, confused. They belong to minority communities; ethnic, religious linguistic and cultural. The events, policy decisions that followed the victory of the ruling party makes it amply clear that, all means the majority, development means following the ancient customs of the majority be they linguistic, religious or ethnic. The manner in which the ruling party uses f the fanatic fringe organizations of Hindu religion, makes an independent observer doubt the sincerity of the BJP leadership in their commitment to honour the constitution of India by which they swore, as well as the values of democracy that they are bound to uphold. The BJP came to power with the active support of these extreme elements of Hinduism, and these elements are demanding their pound of flesh. The cow vigilantism, yoga vigilantism are the expressions of the fanatic elements that propelled the BJP to power. Remember Kaikeayi, one of the wives of Dasratha, who forced him to crown his son in place of Rama, the legal heir....? Epics do not lie! Extremists, be they from religion, politics, moral or cultural affiliation, are a small percent-

age in the society. Since the good people are in different and inactive, the extremist elements carry the day. They will create slogans, propagate ideology and recruit volunteers to achieve their end. Past glory and present threat to retain the past glory are the driving forces behind their actions. The minorities in India have some reasons to believe the BJP leadership, for there are many an honourable men and women among them. Will this men and women stand up to the machinations of the fanatic elements and provide a credible leadership that will focus on the development of all? As Christians, we have reasons for our suspicion. Soon after the BJP came to power, the Government of India declared 25th December as ‘Good Governance Day’. Last year the Good Friday was made a working day for Judges to have some deliberations on Judicial reform. This year it was declared as Digital India Day. Is the GOI using such occasions as a sounding board to test the inauguration of Ramrajya? Just like other minority groups we doubt the sincerity of the BJP leadership. All the platitudes and lip service paid to democracy and development I looks could be the just the ‘Hug of Drithrastra!’ Nagaland has many temples; the Hindus have their worship and religious celebrations without harassment from any Christian organizations. Unfortunately, this is not the case in some part of India, where the religious organizations in the name of Hinduism damages Christian places of worship, assault Christians, and frame false charges against them. There is a church and temple sharing the boundary in one of the colonies of Dimapur. The Dimapur Christian Forum requests the individuals and leaders of Hindu faith to share this good news with their counterparts in other parts of India. This might be a small contribution they can to SAB KE SAT AND SAB KA VIKAS.
