KG Kenye takes oath as Nagaland MP to RS DIMAPUR, APRIL 4 (MExN): Newly elected Member of Parliament (MP) from Nagaland State to the Rajya Sabha, KG Kenye took oath today at the Rajya Sabha in New Delhi for the term 2016-22. Kenye along with AK Anthony from Kerala were the only MPs who took the oath today. Kenye was elected to the lone Rajya Sabha seat from Nagaland, aft following the passing away of former MP, Khekiho Zhimomi. He was elected unopposed, and is the 9th Member of Parliament to the Rajya Sabha from Nagaland state since 1964.

A State level consultative meeting on smart cities mission was held at the Secretariat Conference Hall, Kohima on April 4. Highlighting that the core purpose of Smart city is to make a city progressive and sustainable, Chief Minister, TR Zeliang mentioned that a city has to have a good and efficient transportation system, quick and effective system for disposal of solid waste and liquid waste, sufficient and regular supply of water and electricity, good health care and education facilities and effective policing system and security arrangement. However Zeliang also stated that the objectives of Smart City may be hard to achieve as ‘Kohima is a very old and unplanned city’ therefore it is bound to see some serious limitations. “What we are to do is basically that of ‘retrofitting an old city’ and not developing a new planned township or city,” he said. The success of the Kohima Smart city project will depend on the involvement and contribution of the whole community of Kohima, particularly the landowners, Zeliang said, hoping that they would sacrifice individual interest for the larger cause of the whole community when necessary. Kovi Meyase, Administrator, KMC informed that a Special Fast Track competition was provided to 23 states/UTs including Kohima to upgrade their proposals and submit them before April 15. The proposals which achieve the benchmark set by winning cities will be eligible for funding on accelerated basis in 2016-17, remarked the Administrator. Certain gaps were identified by the Ministry which needed upgradation such as elaboration on the needs and aspiration of the city, establishing the identity of the city, stronger linkages between the vision and strategies ad-

opted towards it, proposals to be more inclusive with consultations to include citizens from all sections of the city, more source of municipal financial strength, inclusion of MoUs from various link and allied departments, to address the absence of periodical baseline survey etc. Meyase further updated the activities completed by the KMC based on the requirements such as holding meetings with stakeholders, various allied government departments. The KMC is also exploring more options for revenue generation through collection of property tax and other urban facility fees. Meyase also intimated that firms and organizations are coming forward towards being partners in viable developmental areas on PPP mode. So far 7 contractors in Kohima, Ura Academy, Kohima and Ramky Estates & Farms Ltd, Hyderabad have expressed their interests in partnering. “Our prospects do appear far more encouraging this time because all stakeholders realize the purpose of the Smart City Mission which effectively is to improve the quality of life for the

citizens and drive economic growth by enabling local area development and harnessing technology,” stated Kovi Meyase. He further stated that the extensive geo-spatial mapping carried out by city administration to create interactive dashboards on e-portals for the community, and its human capital are strong points. However, the weaknesses of Kohima lies in its poor basic infrastructure, inefficient public transport, vehicular pollution, land availability, and regulatory and governance issues. Kohima being in the Seismic Zone 5, and the havoc caused by the rains are also major threats to urban growth, pointed out Atreyee, while calling for better disaster preparedness.

NEw DELHI, APRIL 4 (IANS): Prime Minister Narendra Modi on Monday ordered a multi-agency probe team on the global expose by International Consortium of Investigative Journalists (ICIJ), dubbed the “Panama Papers”, which found over 500 Indians also had alleged offshore links. “A multi-agency group is being formed to monitor the black money trail,” Finance Minister Arun Jaitley said here after the expose was published in The Indian Express. “Details of the assets worth Rs.6,500 crore has already been found,” he added. The probe team will comprise officers from the Central Board of Direct Taxes’ Financial Intelligence Unit, its Tax Research Unit as also officials from the Reserve Bank of India. “The group will monitor the flow of information in each one of the case. The government will take all the necessary actions as required to get maximum information from all sources including from foreign governments to help in the investigation process,” the statement added. The journalists’ consortium had said late on Sunday that its members and more than 100 other news organisations around the globe have found offshore links of some of the planet’s most prominent people. The list included over 500 Indians. The details of the Indians with such offshore funds were published in The Indian Express. But whether or not such funds exist, and also if they were illegal is what the probe team ordered by Modi is expected to look into. “In terms of size, the Panama Papers is likely the biggest leak of inside information in history - more than 11.5 million documents - and it is equally likely to be one of the most explosive in the nature of its revelations,” the consortium said of its investigation published.

In the context of the commitment of the central government to bring out undisclosed money both from abroad and from within the country, information brought out by any investigative journalism was welcome, the finance ministry said. In India, The Indian Express ran several pages of the investigation reports alleging, among other names, Bollywood superstarts Amitabh Bachchan and Aishwarya Rai, being directors in companies in Panama. The two did not immediately respond despite efforts to contact them. Aishwarya Rai’s media adviser told the newspaper that the information was false. The spokesperson for Aishwarya Rai said “no” when IANS asked her if she intended to issue a statement. Among those named in the report were Sameer Gehlaut of India Bulls and K.P. Singh of DLF. Vinod Adani, elder brother of industrialist Gautam Adani, politician Shishir Bajoria from West Bengal and Anurag Kejriwal of Loksatta Party were also alleged to have set up companies in tax havens. Bajoria told the paper that that “erroneous beneficial owner information” was given by mistake. The Express said it had carried out the investigations spread over eight months with several global newspapers. Many of the other persons named in the Express reports responded, some denying while others maintaining that they had worked within the laws of the country. Among the global leaders named were 12 current and former world leaders, including Pakistan Prime Minister Nawaz Sharif’s family members. It also sought to reveal how associates of Russian President Vladimir Putin secretly shuffled as much as $2 billion through banks and shadow firms. Related story on page 4

Nagaland State is still out of reckoning in University and Higher Education studies, as per the ‘India Rankings 2016,’ a first of its kind indigenous survey of educational institutions in the country, released by the Union HRD Minister, Smriti Irani on April 4. The survey featured a list of top 100 institutes in Engineering, Management, Pharmacy and traditional Universities category. The ranking was done by the National Institutional Ranking Framework (NIRF). “The final framework identified nearly 22 parameters in five major heads, several of them are similar to those employed globally such as excellence in teaching, learning and research” the NIRF Report noted adding that a few are India-centric parameters relevant to the Indian situation. The parameters broadly cover five categories: “Teaching, Learning and Resources,” “Research and Professional Practices,” “Graduation Outcomes,” “Outreach and Inclusivity,” and “Perception”.

The Indian Institute of Science Bangalore was adjudged the best University in India, and the Indian Institute of Technology (IIT), Madras topped theengineering category. The Indian Institute of Management, Bangaluru (IIM-B) and Manipal College of Pharmaceutical Sciences, Manipal bagged the top slots in Management and Pharmacy respectively. In engineering, IITs occupy the top 10 slot, while the IIMs capture most of the top 10 positions in Management category.

Nagaland and North East

While Nagaland, Manipur and Arunachal do not feature in any category, Assam and Meghalaya have performed outstandingly. Assam has Tezpur University at 5th, Gauhati University at 22nd, Dibrugarh University at 74 and Assam University, Silchar at 77. IIT-Gauhati and NIT Silchar ranked 11th and 65 in the engineering category, while Dispur university ranked 27th in management. Meghalaya was represented by the North Eastern Hill University at 15th slot in the University category while Rajiv Gandhi Indian Institute of Management, Shillong was number 20 in management. National Institute of Technology (NIT), Shillong is 57th in the Engineering list. Tripura is represented by NIT Agartala and Tripura University at Engineering and University categories respectively, while Sikkim and Mizoram Universities feature at 51st and 61st positions.

Non- performances

The poor performance of the State’s institutions, especially the NIT Chumoukedima is more glaring since most others NITs feature in the list and admissions are done with an All India Entrance Exam. A faculty of the institute reasoned that it is the youngest institution in the category and has only graduated two batches so far. The present campus was shifted in 2012 to the present location after two year of mentoring from NIT Silchar and had to start from scratch, he added. Agartala and Silchar were upgradation of previous institutes, he maintained while appreciating the NIT Shillong’s achievement as both fall under the same category. Internally, he admitted that while NIT Chumoukedima has adequate infrastructure facility, lack of delegation of works might have impacted its performances as a cohesive entity.

The ACAUT has urged the Khadi and Village Industries Commission (KVIC) to uphold its assurance to transparently and fairly conduct the process of issuing application forms of Central government sponsored employment schemes. The ACAUT on April 4 visited the Nagaland State KVIC office at Naga Shopping Arcade, Dimapur following allegations of the KVIC withholding PMEG application forms from aspiring applicants during 2015. According to ACAUT, several applicants were deprived

of availing forms in 2015 for unexplained reasons. Quoting accounts of applicants who were able to avail the forms, ACAUT alleged that applicants had to pay Rs. 1500 a form contrary to the KVIC guidelines, which stipulates that forms should be issued free of cost. Further, ACAUT said that applicants had to endure harassment waiting in queue for hours while the form issuing counter opened for barely 15 minutes a day. In total only around 400 forms were issued in 2015 by the KVIC, which was confirmed by employees at the KVIC state office today.

As the first phase of the Assam polls progressed, tension gripped the Dimapur-KarbiAnglong border on April 4 as sounds of gunfire reverberated around the Daldali Reserve Forest. According to reports, some 3-4 rounds were fired in the air by Assam Police personnel reportedly to warn people from Nagaland side, who had entered the Daldali Reserve Forest. It could however not be ascertained from which side the shots were fired with police sources stating it could have been from either side. There was no report of casualty. Defying the prohibitory order imposed by the Deputy Commissioner, Dimapur, discouraging people from entering the disputed belt of the Dimapur-Karbi-Anglong border, around a hundred people was reported to have entered the area today. It happened as the district administration reinforced police deployment along the border belt. The people, who have entered are reportedly cutting roads using machinery and building hutments. The United Naga Tribes Association of Border Areas (UNATABA) has meanwhile condemned the incident and demanded that the Assam Police Border Out Posts (BOP) in Lahorijan, Kashiram and Shankartilla BOPs be immediately withdrawn from the present posting places.

The numbers of applicants seeking forms were more than double, ACAUT said while adding that equal opportunity be given to all applicants irrespective of the targeted number of projects being sponsored by the Central government. As a new financial year begins and the KVIC prepares for a fresh round of issuing and processing applications, the ACAUT urged KVIC to be fair and transparent in its dealings. In this regard, the ACAUT said that it met the Assistant Director, KVIC, Nagaland state office in March 2016. During the meeting, the KVIC

official assured of transparently conducting the form-issuing process while ensuring that no aspiring applicant is deprived of availing form. The official also assured to make available application forms throughout the form-issuing period and without charges, the ACAUT said. As per advertisements published in the local dailies in 2015, the form-issuing period was July 1-8 with the last date of form submission as July 22, which was extended. The ACAUT however could not meet the official today as one of the employees present said that he was away

on an official tour. Expressing displeasure, the ACAUT further said that the KVIC in failing in its stipulated duties. As per the guidelines, the KVIC is required to conduct awareness drives and provide free counselling and guidance. On this, one KVIC employee said that it is because of a lack of manpower. Further, pointing to an alleged nexus between banks and the KVIC, one ACAUT member said, “The problem not only ends at the form processing stage. Selected beneficiaries later face the banks where another fresh round of ‘running around’ begins.”

The Dimapur Municipal Council (DMC), which has been undertaking various developmental works in the town since the beginning of 2015 on Monday inaugurated their 15th road in 15 months at Lengrijan Colony, Dimapur. Advisor, Urban Development, SI Jamir, who inaugurated the road pointed out that Dimapur, in the past, had not seen this much positive developmental activities currently carried out under the leadership of DMC Administrator, H. Atokhe Aye. Lauding the DMC in this regard, SI Jamir urged upon the public to extend their support and cooperation to the Municipal Council for more development. He said that in the past, DMC funds were mishandled by the elected councillors owing to which concrete development could not take place. “So the residents of different wards should elect a man of integrity to the DMC,” he added. DMC Administrator, H Atokhe Aye thanked the Nagaland State Government and the public whose support enabled the Council to carry out its duty of providing basic developmental needs in the town. Inforing that at least 65 community dustbins have been con-

structed by the DMC so far, Atokhe, however, lamented that the public were not using the designated dustbins during specified time thereby littering localities. He appealed the public to inculcate civic sense for hygienic environment of the town. Affirming that the DMC was committed to carry out more developmental activities, Atokhe welcomed any positive feedbacks and criticisms from the public towards the Council.

Nagaland launches IPV into routine immunization prog

Kohima, april 4 (mExN): Nagaland has officially launched and introduced IPV into routine immunization programme on April 4 by injecting IPV to a number of children by nurses in Naga Hospital, Kohima, in the presence of Dr. Yankho Lotha, Mission Director, NHM, Managing Director NHAK, MS NHAK,

State Immunization Officer, District Immunization Officer, partners like UNICEF, RRC representative and other staffs. The districts will also officially introduced IPV into their routine immunization programme in the similar way. The health staffs are all well trained to carry out this activity. The IPV injection will

be given to children below one year of age along with the third dose of the Oral Polio Vaccine (OPV) at the routine immunization session. IPV and OPV together will further strengthen the children’s Immune system and will proved double protection against polio. India has achieved a landmark by eradicating

polio. The last case of polio was in January 2011 in Howrah, West Bengal and India was certified polio free on March 27. However, the battle against polio is not over yet. There are still cases of polio in some of our neighboring countries such as Afghanistan and Pakistan. Till the time even one case of polio exists in the world, children

are at risk of polio. To ensure that children are doubly protected from Polio, India is introducing the inactivated Polio vaccine (IPV) into the routine immunization programme from November 30, 2015. In the first phase, the IPV injection is being introduced in Assam, Bihar, Uttar Pradesh, Gujarat, Madhya Pradesh and Punjab.

Kohima, april 4 (Dipr): The Nagaland Adolescent Girls Club (NAGC) was officially launched at Thinuovicha Memorial Higher Secondary School (TM) Kohima on April 4 by the Chairperson Nagaland State Social Welfare Board (NSSWB),

Bano Vinito Chishi. Launching the Club, Bano said the NAGC called on the students to study hard and to trust in God so that they may achieve their goals in life. She also mentioned that the Government of India is giving priorities to the girl child,

however to one must work hard to avail the opportunities. Stating that “hardly pass or just pass” is outdated she challenged the students to give their best and not waste their time unnecessarily. Secretary, NSSWB, Daisy Mezhur highlighted

the students on the activities of the Nagaland Adolescent Girls Club. She said that membership to the Club is for girls between 10 to 19 years of age and aims to instill a sense of pride and self worth in adolescent girls, help them to respect themselves and

others, help them to fight against abuse, violence and exploitation and also offer support and guidance. She also spoke on the motto of the Club, ‘Live the promise’. Giving a brief note on NAGC, Ruovinuo Kiewhuo said that the NAGC was formed in May 2008 and has so far been introduced in 11 schools in the State. The programme was chaired by Medochunuo Chielie while Principal TM Government Higher Secondary School, Kohima Avino Tase proposed the vote of thanks. A special song was also presented by the students of the school.

Nagaland recorded total fish production of 8220 MT during 2015-16. The availability in the state is further supplemented by imported fish of 3850 MT, which constitutes about 32 per cent of the total fish available for consumption. Taking into account the domestic production and the imports, the state’s per capita consumption of fish in 2015-16 was 6.10 kgs (As per 2011 census). Nagaland has large tracts of land with poten-

tial for fishery activities. However, only negligible area is utilized for the purpose. Presently, out of the total area of 1, 12, 500 hectare with potential for inland culture fisheries and 5558 hectare for inland capture fisheries, only 6339 hectares was utilized for inland culture fisheries and 3218 hectare for inland -capture fisheries, according to Nagaland Economic Survey 2015-16 brought out by economics & statistics department. In percentage terms, 5.63 per cent of the total

potential area was utilized for inland culture fisheries and 57.90 per cent for inland captured fisheries. In the year, 2015-16, the total quality of fish production increased to 8220 MT from 7835 MT in 201415 registering a growth of 4.91 per cent over the previous year. On the basis of type of source of fish production, ponds and tanks recorded production of 6758.50 MT, paddy-cum-fish culture 1094.60 MT, reservoirs 358.00 MT, rivers/streams 2.98 MT and lake/weirs/ swamps 5.92 MT.

Kohima, april 4 (mExN): Rohbi Jinger has become the first from Chimonger Village under Tuensang district to get NCS. He would now become EAC. In honour of his success, a facilitation programme was organized by Chimonger Union Kohima (CUK) on April 3. Lauding Jinger, advisor to the Cooperation Department of Nagaland, Imtilemba Sangma, who also hails from the same village, said “he was the first person from their village to get NCS. Jinger will be serving as EAC now. We are proud of him.” The Adviser said most of their people living in Kohima or Dimapur were Government servants with lower grades. “Therefore, when our own villager getting an NCS, the first from our village, we have immense joy,” he said and further wished him all the success in his future endeavors. A press release stated, “Chimonger village is the largest village amongst the Sangtam tribe, with over 6000 populations and having 647 households and Rohbi is the first person to cleared the NPSC and be-

come an EAC from the Chimonger village.” Sharing his joy, Jinger said that he was active in student activities during his school and college days and came to know about the plight of the student communities as well as the people in the rural areas. “From this experience, I was committed to becoming a civil servant in the State,” he said. “At the same time, with the constant support from the family members, hardworking and the prayers of many, I got NCS.” Jinger, who is the third of his five siblings, started his early education in his village, Chimonger and later in St. Joseph School in Tuensang. He graduated from Japfu Christian College in 2010. His parents also thanked many village people particularly Adviser, Sangtam, for extending helps to their son during his study days. President of CUK T Lemli also spoke at the programme which was attended among others by members of CUK and other prominent Kohima Sangtam residents.

Over 78 percent votes cast in Assam polls first phase

Guwahati, april 4 (iaNS): Over 78 percent of the 95 lakh electorate cast their ballot on Monday in the first round of assembly elections to pick 65 legislators in Assam, officials said. Officials said 78.02 percent turnout was recorded till close of polling, but the percentage was likely to increase as reports were still coming in from some remote constituencies. The turnout saw an increase from the 2011 assembly election figure, which was 75 percent. "The poll percentage is likely to increase as we are waiting for reports from some of the constituencies," said Additional Chief Electoral Officer Nitin Khade. Polling started on a brisk note at 7 a.m., as long queues of people started forming in front of the polling stations. Officials said no violence was reported from anywhere during the first phase of the polls and balloting remained peaceful. A total of 64 Electronic Voting Machines (EVMs) developed snags and were replaced. Chief Minister Tarun Gogoi seemed optimistic. "Polling was good and it was due to the significant increase in the number of young voters. I am hopeful that the Congress will do well," Gogoi said. The BJP's chief ministerial candidate Sarbananda Sonowal also thanked the people for coming out in such large numbers to vote. "People want change and that is why they have come

20 injured in Assam blast Guwahati, april 4 (iaNS): At least 20 people, including a policeman, were injured as suspected militants triggered an explosion on Monday evening in Dudhnoi in western Assam's Goalpara district, police said. Superintendent of Police Nitul Gogoi confirmed that a policeman was injured in the blast along with civilians. The blast site is close to the Dudhnoi police station, police said, adding that they were yet to ascertain the exact nature of the explosives.

Gun toting youth of Nongshum village under Khundrakpam constituency in Manipur’s Imphal East continued to guard their village today against armed militants constantly threatening and assaulting them. The Meitei village covered by Sagolmang Police Station has around 65 households with a population of only 300. The villagers claimed that heavily armed cadres belonging to Kuki National Organisation/Kuki Liberation Army (KLO/KLA) frequently come there to threaten and physically assault them to

extort money. The village youth have armed themselves with licensed guns to defend the populace against the militants day and night on rotation basis. Nongshum is surrounded by a couple of hill villages. A joint action committee (JAC) constituted against the torture of Nongshum villagers by KNO/KLA said they had been facing persecution at the hands of the Kuki militants for several years. The KNO/KLA is currently under ceasefire with the government. There have been many incidents wherein the militants were alleged to have attacked

and destroyed houses in Nongshum and subjecting villagers to severe beatings without provocation. The committee said security forces are not taking any step against them, except that they want to remain mere onlookers. It said the paramilitary forces, Army and police were unwilling to help the suffering villagers. The villagers are now ready to respond to any kind of harassment and humiliation from the Kuki militants. Tripura, M'laya get relief from major power cut aGartala, april 4 (iaNS): Tripura and Meghalaya on Monday heaved a sigh of relief as the Northeast Electric Power Corporation (NEEPCO) agreed to continue to supply power from its plants, thereby saving the two states from a major power outage from Tuesday. NEEPCO, which is under the union power ministry, had earlier served notice to both Tripura and Meghalaya to clear their dues, saying it would otherwise cut supply from its power projects to the two states from April 5. Tripura and Meghalaya owe Rs.550 crore as outstanding dues to NEEPCO. "Both the Tripura and Meghalaya governments have assured us to repay their outstanding money at the earliest and after getting the written assurances, we have withdrawn our power suspension order for the time being," a NEEPCO official told IANS

over phone from its headquarters in Shillong. "Other northeastern states, including Assam, also have dues to NEEPCO. These states, except Tripura and Meghalaya, taking into account a waiver scheme, liquidated their dues against power supply," said the official requesting anonymity. When contacted by IANS, Tripura State Electrical Corporation Limited chairmancum-managing director Shyamal Kumar Roy said he was unaware about the dues to NEEPCO and it was being looked into by senior officials of the state government. NEEPCO, which contributes around 38 percent of the total installed capacities of various state and central government run power projects in the northeastern region, currently has its combined installed capacity of 1,287 MW from seven power plants in Assam, Tripura and Arunachal Pradesh.

M'laya govt may collapse on its own: BJP ShilloNG, april 4 (iaNS): The Congress-led government in Meghalaya will not complete its full term and can collapse under its own weight of "non-performance" and "internal bickering", BJP leader Nalin Kohli said on Monday. "The very fact that Mukul Sangma found the need to appoint 18 parliamentary secretaries in addition to 12 ministers clearly shows that things are not in good condition in the Congress party," the BJP's national spokesman told journalists. Kohli, who is also a BJP general secretary in charge of the party's affairs in Meghalaya, said the controversial appointment of such parliamentary secretaries was

also likely to attract legal challenges. The lone North East Social Democratic Party legislator, Lamboklang Mylliem, who is supporting the Mukul Sangma government, resigned from his post of parliamentary secretary following reports that the government violated the 91st amendment to the Constitution by appointing parliamentary secretaries., who would be availing the same perks and facilities provided to ministers. Stating that the BJP will have no role in toppling the Congress government in Meghalaya, Kohli said: "If the Congress government collapses, it will be under its own internal contradictions and internal conflicts."

World figures deny wrongdoing as ‘Panama Papers’ turn spotlight on tax evasion L O N D O N / PA N A M A CITY, APrIL 4 (reuTers): Governments across the world began investigating possible financial wrongdoing by the rich and powerful on Monday following a leak of documents from a Panamanian law firm which allegedly showed how clients avoided tax or laundered money. The documents detailed schemes involving an array of figures from friends of Russian President Vladimir Putin to relatives of the prime ministers of Britain, Iceland and Pakistan and as well as the president of Ukraine, journalists who received them said. While the “Panama Papers” detail complex financial arrangements benefitting the world’s elite, they do not necessarily mean the schemes were all illegal. The Kremlin said the documents contained “nothing concrete and nothing new” while a spokesman for British Prime Minister David Cameron said his late father’s reported links to an offshore company were a “private matter”.

Iceland’s Prime Minister Sigmundur Gunnlaugsson could not immediately be reached for comment on the naming of his wife in connection with a secretive company in an offshore haven which brought opposition calls for him to resign. Pakistan denied any wrongdoing by the family of Prime Minister Prime Minister Nawaz Sharif after his daughter and son were linked to offshore companies. Ukrainian President Petro Poroshenko has not commented on his reported offshore links. Australia, Austria, Brazil, France and Sweden were among countries which said they had begun investigating the allegations, based on more than 11.5 million documents from law firm Mossack Fonseca, located in the tax haven of Panama. Banks as well as individual clients came under the spotlight. The documents were leaked to the International Consortium of Investigative Journalists (ICIJ) and more than 100 other news organisations. Mossack Fonseca has denied any wrongdoing.

“I think the leak will prove to be probably the biggest blow the offshore world has ever taken because of the extent of the documents,” ICJC director Gerard Ryle said. ARMS AND DRUGS? The material covers a period over almost 40 years, from 1977 until last December, and allegedly show that some companies domiciled in tax havens were being used for suspected money laundering, arms and drug deals, and tax evasion. Reuters could not confirm those details. Jennie Granger, director general of enforcement and compliance at HM Revenue and Customs, said the government had a great deal of information from a wide range of sources. “We will closely examine this data and will act on it swiftly and appropriately,” she said. It is followed by Maharashtra (23%) and Tamil Nadu (10.5 %), said the study by Assocham. Information technology (IT) sector created about 57% of about nine lakh job openings recorded between January-March, 2016, followed by services (19%) and manufacturing (11%), according to the report. Banking, financial services and insurance (BFSI) sector accounted for just over eight per cent share followed by construction and real estate (3.5 % share). Within Karnataka, ITEs accounted for over 65% share in job openings across the state followed by services (16%), manufacturing (8%), BFSI (6%) and construction and real estate sector (2.5% ). The Assocham Economic Research Bureau (AERB) had analysed the data sourced primarily from vacancies posted by companies via various job portals together with advertisements offering employment opportunities published in national and regional dailies across India. Karnataka had recorded 2.16 lakh job openings in the first quarter of the last fiscal followed by Maharashtra (two lakh), Tamil Nadu (93,000), Andhra Pradesh and Telangana region combined (82,000) and Haryana (72,000). Sector-wise, Karnataka leads in terms of job openings in ITES sector with 28% share in over five lakh jobs created by the sector followed by Maharashtra (20.5 per cent), Tamil Nadu (11 per cent), Andhra PradeshTelangana (10 per cent) and Uttar Pradesh (eight per cent), it said. Services sector recorded 1.69 lakh jobs in JanuaryMarch quarter of 2015-16 with Maharashtra accounting for the “lion’s share” of about 24% followed by Karnataka (21%), Haryana (8.4%), Uttar Pradesh (8.2%) and Andhra Pradesh-Telangana (8.1%). In manufacturing sector, Maharashtra has recorded highest share with 22.5% in over 99,000 job openings, followed by Karnataka (19%), Tamil Nadu (12%), Andhra Pradesh-Telangana (9%) and Gujarat (8%). Maharashtra also topped with highest share in job openings recorded in BFSI and construction and real estate with a share of about 31 per cent in both sectors each, while Karnataka followed with a share of 18 per cent and 17 per cent respectively, it added.

T

he 2016 Report of the Comptroller and Auditor General (CAG) of India on the Social, Economic, Revenue and General Sectors for the year ending 31 March 2015 of the Government of Nagaland that was tabled on March 19, 2016, during the Budget Session of the Nagaland Legislative Assembly is damning. The Report identified specific anomalies, fraudulent fund withdrawals, pilfering, lack of planning, absence of rigorous monitoring mechanisms, poor maintenance of records, financial losses by departments and discrepancies in recovery among other failures of the Nagaland State Government. By bringing to public expression the overall performance of the Nagaland Government, the CAG confirms people’s assumptions and allegations of bad-governance and abuse of political and financial power in Nagaland State. What is further disturbing has been the alleged attitude of the Nagaland State Government. The CAG has termed the government’s response as “obnoxious,” and pointed out that instead of discouraging such “blatant malpractice,” the government is trying to “legitimize/cover-up the matter and even going to the extent of encouraging offence.” In doing so, is the Nagaland State Government defying the basic tenets of democratic governance and also violating the public trust put on them by the people? The fact however remains that this is only a symptom of a much deeper predicament. The source of this domineering and corrupt system needs to be identified. Actually, it can be traced back to the formation of Nagaland State in 1963, which came through the 16 Point Agreement of 1960 between the Government of India and the Naga People’s Convention. While a State is usually a result of an informed and inclusive political, and social contract between peoples, the Nagaland State was formed through an Agreement as part of the broader counter-insurgency policy to fracture the Naga movement. Hence, Nagaland State was not the result of an informed and participatory political contract between the Nagas and the Indian State. By this very nature, a certain degree of State impunity was already inherent in its foundation. Charles Tilly reminds us that war made States and States in turn made war. If we look carefully, the formation of Nagaland state is a classic example of the link between State Building and War Making. In light of this historical event and in the face of rapid fundamental changes, the Naga society has moved away from its base of evolving inherent course. Consequently, the people of Nagaland State are conditioned to submit to authority without questioning it. Furthermore, the society has been turned into one of isolated individuals and groups that are unable to work together to achieve justice and freedom, to confide and stand in solidarity with one another, or even to do anything at their own initiative. As a result, civil institutions have become weak and are facing a crisis of self-confidence in their ability to sustain an effective nonviolent resistance. Invariably, the public, in their isolation, are often too afraid, even troubled to think seriously of publicly resisting the powers that be which leaves them in the margins alone to suffer without purpose and with a diminished sense of hope. The revelations of the recent CAG Report have implications on fundamental issues of human freedom, democratic governance, political liberties, and economic well-being, all of which are wrapped up around the people’s future development. The guile of the State cannot be underestimated. In recent months a number of protests on public issues such as backdoor appointments, scholarships, and non-payment of salaries have been kept in abeyance on the assurance that they will be addressed. However, when promises offered by the State during negotiations, remember that the State may promise anything to secure submission and obedience, and then audaciously violate the same assurance. Bear in mind that words don’t mean the same thing to everyone, for example, not everyone who uses the word “peace” wants a justpeace with equality, freedom and dignity. Given these present realities in Nagaland State and in light of the recent CAG report findings these conditions offer an opportune moment for a nonviolent initiative to emerge that will empower people to break down barriers driven by fear that separate and divide, and overturn their habit of obedience to authority. Such an initiative will rely upon the people’s determination to stand together and form new relationships, organize and mobilize themselves into a selfreliant people’s movement based on intelligent strategies and disciplined tactical decisions that take into account both short-term and long-term measures. Eventually, such an act of political defiance by the people will depend on their desire, their determination, collective ability and commitment to liberate themselves from this unjust status quo.

I believe that the purposes for which I and my fellow soldiers entered upon this war should have been so clearly stated as to have made it impossible to change them and that had this been done the objects which actuated us would now be attainable by negotiation. I have seen and endured the sufferings of the troops and I can no longer be a party to prolonging these sufferings for ends which I believe to be evil and unjust. I am not protesting against the conduct of the war, but against the political errors and insincerities for which the fighting men are being sacrificed. On behalf of those who are suffering now, I make this protest against the deception which is being practised upon them; also I believe it may help to destroy the callous complacency with which the majority of those at home regard the continuance of agonies which they do not share and which they have not enough imagination to realise.” This is a copy of the open letter by Lt. The letter published by a war hero (Sassoon won the Military Medal) caused a minor furore and questions were asked in the Houses of Parliament.

Is the International Community out of Ideas to fight Terrorism? After every attack, officials cry out for more intelligence sharing and hard security measures. Maybe it’s time for something else

A

skew of Islamic State attacks, from Paris to Turkey to Brussels, is shaking confidence in the international community’s approach to combating terrorism and has prompted a new look at what critics call a failing strategy that relies too heavily on law enforcement, intelligence gathering, and military operations — and not enough on winning hearts and minds. It has been nearly 18 years since the United Nations was first asked to support the budding U.S. war on terror with a Security Council resolution calling on states to cooperate in pursuing those behind the Aug. 7, 1998, attacks on two U.S. embassies in Kenya and Tanzania. Following the 9/11 attacks, the U.N. built an industry of counterterrorism panels and committees that has documented the spread of militant organizations across Asia, Africa, and the Middle East. The world body has pressed countries to rewrite laws, share intelligence, and criminalize terrorism. But extremist violence continues to bedevil the big powers, prompting a major rethink of counterterrorism priorities. “Here we are, 18 years later, with pretty much the same problem and no really strong strategic approach for dealing with it,” Richard Barrett, a former director of global counterterrorism for the British Secret Intelligence Service, or MI6, who headed U.N. investigations into al Qaeda, told Foreign Policy. “It’s very much about bombing and arresting rather than understanding why this is happening and what can be done to try to address that.” The problem has become so pronounced that even the U.N.’s most senior leaders are sounding the alarm. “Over the past two decades, the international community has sought to address violent extremism primarily within the context of security-based counter-terrorism measures adopted in response to the threat posed by AlQaida and its affiliated groups,” U.N. Secretary-General Ban Ki-moon wrote in a Dec. 24 report titled “Plan of Action to Prevent Violent Extremism.” “However, with the emergence of a new generation of groups, there is a growing international consensus that such counter-terrorism measures have not been sufficient to prevent the spread of violent extrem-

ism,” Ban wrote. Ryan Greer, a former advisor at the U.S. State Department’s Counterterrorism Bureau, agreed that a militarized response to terrorism has limits. “There are too many returning foreign fighters and ISIL supporters to arrest and kill our way out of this, particularly as new recruits join each day,” Greer told Foreign Policy. “We need to better understand the root causes of support to ISIL and prevent people from radicalizing and reintegrate returning fighters who are not dangerous.” One challenge is settling on exactly what the United States and its allies should be fighting. In February 2015, the Obama administration hosted a summit on countering violent extremism. But the phrase remains an “elusive concept,” even within the borders of Europe, where the United Kingdom, Sweden, Norway, and Denmark have different definitions of what constitutes violent extremism, according to Ben Emmerson, the U.N. special rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism. In a Feb. 22 report, Emmerson said the lack of an internationally recognized definition for violent extremism or terrorism has created what he called a “well-founded concern” that authoritarian states could use the terms to justify targeting “members of religious minorities, civil society, human rights defenders, peaceful separatist and indigenous groups and members of political opposition parties.” “You don’t want to make life easier for dictators,” said François Heisbourg, a former French diplomat who serves as a special advisor at the Foundation for Strategic Research in Paris. The lack of a definition, he added, “does make life easier for dictators. It enables them to define those terms.” There is also disagreement over what social, economic, or psychologi-

cal forces drive individuals into a life of terrorism. Shortly after 9/11, then-President George W. Bush and other world leaders proclaimed at a summit on poverty in Monterrey, Mexico, that it is essential to eradicate poverty to defeat terrorism. Heisbourg, by contrast, cast doubt on that conclusion: “Were the 9/11 terrorists primarily defined by the fact that they were poor?” he said. “Most of them were not.” Regardless of the cause of violent extremism, the national reflex for most governments struck by terrorists is to hit back. Over the last year, and since attacks in Paris and Brussels, French and Belgian authorities have stepped up their bombing campaigns against the Islamic State in Syria and Iraq while pressing for tighter European border controls, more intelligence sharing, and arrests of suspected accomplices. Following the March 22 bombings in Brussels, Belgian Prime Minister Charles Michel confirmed plans to resume F-16 airstrikes on Islamic State targets as a part of the U.S.-led coalition against the extremist group. While counterterrorism experts have suggested ways Europe can more effectively share critical information, there’s a growing realization in New York that the U.N. can only do so much. European powers say the U.N. Security Council has already given member states sweeping powers to crack down on terrorism. What is missing is the resolve to exercise those powers. “It’s hard to imagine what more can be done in terms of a resolution,” Barrett said. “I think all the tools have been unpacked, laid out, ready to use. It’s about getting on with it.” That’s not to say there aren’t important improvements to be made in Europe, where the lack of political will to share intelligence on the movement of suspected Islamic State militants has been glaring.

In 2004, following the Madrid train bombings that killed 192 people, the EU created a counterterrorism coordinator position to foster cohesion among member states. But the coordinator’s office “doesn’t have any authority,” Eric Rosand, a former State Department official who specialized in counterterrorism, told FP last week. “He has a grand title, and he produces wonderful reports. But he has a limited mandate and no resources.” The current coordinator, Belgian diplomat Gilles de Kerchove, issued a March 1 report warning that “further urgent improvements to information sharing and border security are necessary” — especially related to the use of a common database for DNA, fingerprints, and car license plates for suspected terrorists. The report also noted governments aren’t even using a separate database to help with ongoing prosecutions and convictions of suspected extremists. But those are fixes that don’t involve U.N. action. In theory, the U.N. has the power to sanction countries that fail to take steps to cooperate on intelligence sharing. But the world body virtually never does. The language of U.N. resolutions calling for such action is more “aspirational than real world,” Heisbourg said. And in practice, states jealously guard the secrets their security agencies dig up; Heisbourg cited the prominent failures by the CIA and FBI to routinely share intelligence before 9/11. “I don’t think the U.S. intelligence community would be delighted to have to share on a systematic basis all its product” with other countries, he said. “Intelligence is not shared; it is traded.” Recent revelations that the Islamic State showed signs of planning attacks on Europe as far back as 2014, as first reported by the New York Times, have heightened criticisms of Western intelligence agencies. The newspaper’s report, based on court proceedings, wiretaps, and interrogation transcripts, found that local authorities in Europe repeatedly shrugged off a series of uncovered plots by Islamic extremists as “isolated or random acts” and downplayed the connections to the Islamic State. Yet the ability of intelligence services — no matter how competent they are — to never miss a threat is often overestimated, some experts said. “The ‘this was an intelligence failure’ line is almost always a bit of a red herring,” said Greer, who is currently CEO of Vasa Strategies, which consults on countering violent extremism. “Would we like to know everything all the time? Sure. But we won’t.” “It’s really hard to collect intelligence in a war zone where your military is not on the ground,” he added.

Human smuggling and irregular migration are hot topics yet poorly understood, a situation which has allowed dangerous, security-focused policies to proliferate. We ask those studying smugglers first-hand to weigh in

rregular immigration has produced political heat across the world. Dramatic photos of migrants crammed into wretched boats circulate in the media, while journalistic accounts tell stories of poor and desperate individuals deceived by organised crime ‘cartels’. When EUROPOL launched the European Migrant Smuggling Centre last February, it cited astonishing statistics on human smuggling operations: networks of unprecedented reach have taken over the market; profits are breaking records; ‘smugglers’ are able to transport anybody from asylum seekers to ‘economic migrants’ to members of terrorist and fundamentalist organisations. All this has allowed for political leaders and authorities to frame clandestine migration processes as a war, a war where the evil is represented by the smugglers. But who are the smugglers? And to what extent does human smuggling actually jeopardise the security of the receiving state and that of

the migrant? For those who have followed migration flows over the years, such doomsday narratives are far from new. The smuggler has long been the quintessential predator of late modernity, with his exploits occupying, and at times even dominating, media headlines via the display of graphic images of victimisation and death. The emphasis on smuggling networks’ transnational ties, the smuggling/trafficking nexus, and the conceptualisation of human smuggling as fundamentally coercive have been endlessly mobilised to justify immigration enforcement operations. Yet, empirical evidence shows that human smuggling across the world is largely the sum of highly heterogeneous organisations operating on small scales and in short time frames; that these groups are characterised by a lack of solid hierarchies and the existence of interchangeable figures; that they provide a service that is in great demand without necessarily exploiting clients; and that the smuggler and the customer may, at times, be the same person. An effective eradication of these organisations without addressing the causes of clandestine migration may thus prove difficult, for smuggling networks are deeply enmeshed within migratory flows. Nonetheless, nation states all over the world tend to remain overwhelmingly focused on implementing a security-based policy. The recently signed EU-Turkey agreement is in fact another clear step in this direction. The strategy has proven difficult – if not dubious –

for a number of reasons. First, enforcement of irregular migration operations through deterrence has often proven inefficient. The evolution of smuggling across the Asian, American, and Mediterranean corridors demonstrates this with dramatic clarity. Effectively blocking smuggling groups has often resulted in redirected unauthorised migration flows onto different routes. Second, the implementation of these security-based policies increases the level of risk faced by those on the move, who in an attempt to avoid detection often opt, with the hopes of reaching less precarious locations, for more remote and hence more dangerous travel mechanisms and routes. Finally, the militarisation of border control has accompanied a growing tendency of smuggling groups to specialise and to increase their capacity of delivering specialised services to would-be migrants in a systematic and standardised manner. This has led to the emergence of increasingly precarious conditions characterised by specific forms of smuggling violence afflicting those on the move. The search for better policy The urgency of migrant ‘crises’ all over the world calls for alternative policy measures. A better understanding of human smuggling is crucial in light of ensuring the security of the migrants and that of the receiving states. On 5 and 6 April, an international group of scholars will gather at the European University Institute in Florence to challenge widely-held notions about smuggling and to provide an empirical basis for one of the least re-

searched fields in migration studies: the facilitation of irregular migration. The workshop ‘critical approaches to irregular migration facilitation: dismantling the human smuggler narrative’ constitutes the first collective attempt to provide grounded and much needed critical notions in the area of human smuggling scholarship. Our goal is to furnish unique insights into the much-debated issue of human smuggling, at a time when Europe is calling for the official return of strict immigration controls and restrictions to asylum conventions; America is witnessing the spectral return of the radical-right and supremacist groups; and calls for the establishment of walls, fences, and detention facilities for migrants and refugees seem to be spreading like wildfire. Over the next few days, in preparation for the workshop and through a dual collaboration between openDemocracy and Allegra Lab, we will first present a round table that records our participants’ approaches to human smuggling. The following week we will publish a series of articles from the workshop participants on the main lessons found in their work. Drawing on firsthand work in Europe, the Middle East, southeast Asia, Oceania, Africa and the Americas, this series reveals smuggling as a complex practice that cannot be boiled down to the narrow parameters of transnational crime, violence and greed. In the words and works of our contributors, smuggling emerges instead as a far richer practice embedded in notions of collective solidarity and support. We invite you to join us in this global journey on the facilitation of migration across five continents.

Barkweaver. 2013. “Mithun.” • I begin with two presumptions: First, I'll presume, for the sake of argument, that the Nagas have established a valid case for their own nation-state. • Second, I'll presume that violence of any sort is out of the question in pursuit of the goal of a Naga nation-state. • (For the remainder of this paper when I refer to Naga's aspirations for an independent nation-state I will simply use the word “nation” for nation-state, and when I use the word “you” I will mean the Naga people.) • A statement about history. Saga is, for the most part, a history of atrocities by the Indian government over a period of decades against the Naga people. Focusing on atrocities in the Indian-Nagaland context is irrelevant, no matter how tragic these atrocities were. In fact, those trying to prevent a solution will perpetrate atrocities to foment distrust. Based on the above, I will not consider the history of atrocities in my analysis of the situation now. • Sir Isaiah Berlin, the great historian of ideas, defined a nation thus: “... the essential human unit in which man's nature is fully realised [sic] is … the nation; that it is to the creation and maintenance of the nation that the lives of subordinate units, the family, the tribe, the clan, the province, must be due, for their nature and purpose, what is often called their meaning, are derived from its nature and its purpose; and that these are revealed not by rational analysis, but by special awareness, which need not be fully conscious, of the unique relationship that binds individual human beings into the indissoluble and unanalysable [sic] organic whole … which for nationalists is, and can only be, the nation, whether its social structure or form of government.” Ideas, 342. • Based on the above, it strikes me that the Naga people have a very weak argument that they are a nation. The tribal history of the Nagas indicates that the members of the Angami, Ao, or other sub-tribes have a stronger attraction to those sub-tribes than to the Naga people as a whole. Even Iralu states, “The world, for the Nagas[,] was his village. Saga, 83. The relevant issue is whether the Naga sub-tribes relate to each other like

the immigrant groups who emigrated to countries like the USA, all of whom generally wanted to lose their previous European or Asian or Latin American tribal identities and assimilate. The sub-tribes of Nagaland certainly do not want to assimilate • For Naga nationalists, “The issue is between two separate entities [India and all the Naga people]. And so, it cannot be looked at from the perspective of the Indian Constitution.” 39, 351. But, I must emphasize, that the goal in politics is not total victory but what is in fact possible. To state such things prior to negotiations as, “... if India wants to have any dialogue with the Nagas, … [i]t can only be within the framework of the Naga Plebiscite of 1951[,]” Saga, 21, is not helpful or realistic. Iralu states, “India must get this very clear that the Nagas will never ever give up or surrender their inalienable rights. This is more so because we have paid too dearly in blood and tears for those rights. …. Should India refuse to acknowledge the Naga rights and instead choose to continue the war with her military might, she must remember that Nagaland will not bleed alone.... she will always be Nagaland's companion in that bleeding and that weeping.” Saga, A NOTE TO THE READER, [my page numbered 3]. Does Iralu really mean this? Words are cheap. Are you willing to “bleed” India for the sake of Naga rights? Nagas must seriously question what those “inalienable rights” that Iralu referred to are. Are things bad in Nagaland? Yes. But realistically how bad? What of the Adivasi on the Indian mainland? What of the dalits? What of the Muslims and Christians? Nagas have an obligation to look at their situation as objectively as possible before threatening unending bloodshed if they do not get exactly what they want. The issue always is, what is realistic, who is to pay the price of idealism, who is to do the bleeding, etc. • “The truth is that anti-Catholicism is still the staple food for many people in Nagaland.” Mithun, 88. This article was published July 27, 2010. What is the situation now? Is this another factor that will stop the Nagas from working together if in fact they try to work toward their own nation? • Paralleling the above, is this reality. “Nowadays, the Indian Army and the Assam Rifles barely need to take up arms. Sadly, this is because the Nagas have been doing the job for them, tearing themselves apart. Today there exists a political and military stalemate of sorts among the various Naga factions.... What violence remains in Nagaland is almost entirely internecine, while independence seems as far off as ever it did.” Journey, 199. • On 10 May, 2015 I met, and talked (through a translator) for a number of hours, with L. Kaiso, the NNC Secretary, at the Chedima Peace Camp. I afterward found out that he and the NNC are considered traitors by some nationalists for the signing of the 1964 cease-fire. • It must be remembered that for many Nagas, prominent and otherwise, “The struggle of the Naga nation is about creating a better future for the Nagas whether within or outside the Indian state.” Mithun, 67. An insightful and wise speech is at the end of the novel by Easterine Kire, Bitter Wormwood. It is by Niketu Iralu, and says, in part, “Nagas have done virtually nothing to speak to the minds and hearts of the Indian people whose understanding alone can solve the problem [of the status of Nagaland and its fight for sovereignty]. Bitter, 262. See whole speech: 258-269. • I will now address the main issues necessary to obtain national independence. First, the military issue. It is obvious that China is a potential threat to India. In 1962 the China war with India proved that. The Israelis, a good analogy, have,

at times, justified their occupation of the West Bank in terms of security, in relation to having a buffer between Israel proper and Arab countries. It has been argued, and I believe correctly, that possession of the West Bank by Israel is more of a liability to Israel than an asset in case of war. It would require that Israel use much of the Israeli armed forces to spend precious resources on protecting the settlers on the West Bank. Is Nagaland a buffer and an asset for India in a major war? I suggested to Secretary Kaiso, and I suggest now, that nationalists do research on line to find military think tanks outside India to address the issue of Nagaland as a buffer for, and an asset to, India. • Second, the issue of precedent. This is the issue that India is concerned with most, that if Nagaland is given its freedom, then other minorities (e.g., Sikhs, the entity of the Kashmir Valley, other states and tribes on the mainland) will demand the same thing, which will endanger the integrity and survival of India. I know that Iralu and others have argued that this is in fact a simple issue because of the nature of the Naga people, for instance being a different race, religion, and culture than other groups demanding independence in India. This is a weak argument, not necessarily on the merits, but related to the facts on the ground. Most Indians aspiring to be a separate nation will not view the Naga demands as unique, but will treat such demands as a precedent for them. • (A third issue for India would be the loss of the mineral rights to oil and other valuable commodities upon independence. This, like the military issue, is allegedly able to be resolved by treaty prior to independence, with a sharing agreement, as with the positioning of troops or other military units in Nagaland. The problem with that is having Nagaland as part of the federal system, as it is now, allows for substantial more control over these issues than dealing with an alleged violation of a treaty between India and an independent Nagaland, where the UN and other international or regional bodies might intervene on behalf of Nagaland.) • The integrity of India is a key issue which, despite the views of Nagas that it is not a serious problem in relation to other groups wishing for an independent state within the borders of India, is in fact a critical issue to India and is, in my opinion, insurmountable. • Despite the skepticism I have expressed above on the chances of success for a separate nation for the Naga people, I will now touch on what it would take to attempt such a goal. First, it is my opinion that this attempt would be a radical or revolutionary goal similar to the one that took place over decades by India to free itself from the United Kingdom. “Any revolutionary movement that builds a mass following will have to contend with the kind of state-orchestrated vilification and vigilante violence that plague[s] [the lives of those who attempt such movements]. Vitriol and violence will be unleashed, with the tacit approval of the state, on all who resist, even nonviolently. These reactionary movements, while defining themselves as the guardians of patriotism …, will draw on the deep reserves of racial hostility.” Wages, 160. • This is just the Indian state I'm referring to above. There are much more serious issues a potential mass movement would have to contend with. Nagaland has one of the highest percentages of people in an Indian state who are members of a “scheduled tribe.” Many of these people, perhaps most, have taken advantage of the educational and vocational benefits given to those designated as members of a scheduled tribe. More importantly, many want their children to take advantage of these things. • The vast majority of people in Nagaland are comfortable enough under the

present laws that they will not risk all of their benefits to gain a separate nation. Also, the corruption in Nagaland is endemic (in 2007 “...the third most corrupt state in the country.” Mithun, 106). All those people who are “on the take,” have a vested interest in the present system and will not want to change the status quo and risk their gains under the present system. Moreover, many former insurgents have now morphed into gangs cynically using the movement to extort money from small businesses and the Nagaland government seems helpless to stop this sort of violent extortion. • There is only one hope to address the immediately preceding points; “If … [Nagaland] could find ...some God-given moral genius who could stir up, not in one province only, but throughout the whole … [state], the spirit of moral revolt and independence, then there might be some hope. If … [Nagaland] could produce, out of her own store of inner resources, such an inspiring and unifying personality, then … [independence might be possible].” Simon, 119. I don't see such a person on the Naga horizon. There is no Phizo in the wings. The people are comfortable, daily life has improved in the last generation or two, and it is improbable to expect them to risk all for a cause that probably is not winnable and, even if winnable, may not be worth the price, despite fantasies to the contrary. • CONCLUSION. It is my opinion that the Naga dream of having a sovereign nation is, at best, a long shot, and, at worst, an easy diversion from the real work that can be accomplished with the determination of the population to improve the life of most Nagas. That work, more realistic than the fantasy of sovereignty, is, for example, to deal head on with the endemic corruption in Nagaland, so that roads that are to be repaired get repaired, and that other infrastructure gets built with the money sent to the state government from the Center rather than going into the pockets of the state bureaucrats, private contractors, et al. • (I have had the dubious pleasure of traveling the road from Dimapur to Kohima and back many times, and it seems to me that the road might have been in better shape under Slim, Stoppard, and Grover during the Battle of Kohima in April 1944 than it is now. The fact that it is the main artery from your only airport to your capital is a disgrace. A state that cannot even properly maintain its most important road is not a state that should be aspiring to be a separate nation.) • There is no reason to believe that the Nagas who are now corrupt, purchased by Indian largess, or extortionists of their own people should all of a sudden see the light and reform just because they are a sovereign nation. The more limited but realistic goal should be to energize a few good people to run for political office, win, and clean up state government. • Nagas may say that it is better to have a corrupt nation which is at least yours than a corrupt state within a nation whose majority of citizens look down upon, even despise, you. Perhaps. But Nagas should ask the African-American community in the USA about that. As our first black president finishes his second term in office, and as most blacks in our country have ancestors who were literally slaves, I think there has been some improvement in most of their lives. And that improvement has been within a still racist country, like India in some ways. The fight in Nagaland is not easy, but if American blacks can do it, Nagas can do it, within India more successfully than outside it.

ducation plays an important role in the allaround development of human being as well as the nation. It is a unique investment in the present as well as for the future. Every country develops its own system of education to express and promote its unique socio-culturaleconomic identity besides meeting the challenges of time to leverage the existing potential opportunities. India, at present, is recognized as one of the youngest nations in the world with over 50% of the population under the age of 30 years. It is estimated that by 2025, India will have 25% of the world’s total workforce. In order to harness the full demographic dividend, India needs an educational system which is of high quality, affordable, flexible and relevant to the individuals, economy and to the society as a whole. Presently, the country faces a demand-supply mismatch, as the economy needs more ‘Skilled’ workforce and also the managers and entrepreneurs that is created annually. In fact, majority of the contemporary institutions of higher learning remain almost disconnected with the requirements of the workplace. The skill oriented courses available in the market have low credibility and acceptability with the employers. The traditional higher education system in the country is also rigid in terms of duration of courses, timings for teachings-learning, place of study and choice of subjects. There is a worldwide shift from conventional education system to competence based education system. With a view to make skills acquired by the learners acceptable nationally, the curricular and system of certification should align with the National Occupational Standards. In order to facilitate offering of nationally standardized skill related programmes, the Government of India has notified the National Skills Qualification Framework (NSQF) on 27th December 2013. It is a nationally integrated education and competency based skill framework which provides for multiple pathways, both within vocational education and general, to link one level of learning to another higher level and enable learners to progress to higher levels from any starting point in the education and skill system. It permits individuals to accumulate their knowledge and skills and convert them, through testing and certification by the competent authorities, into higher level of certification which could be a certificate, diploma, advanced diploma, a degree or a PG diploma in common parlance. The 12th Five Year Plan Document of the planning Commission has also laid a special emphasis on expansion of skill-based programmes in higher education, it recommends setting up of Community colleges (CC) to serve multiple needs including: (I) Career oriented education and skills to students interested in directly entering the workforce (II) Training and education programmes for local employers (III) High-touch remedial education for secondary school graduates not ready to enroll in traditional colleges, giving them a path to transfer to three or four year Institutions (IV) General interest courses to the community for personal development and interest The community college model, as envisaged, will be accessible to a large number of individuals of the community that encompasses both skill development as well as traditional coursework, thereby providing opportunities to the learners to move directly to the employment sector or move into higher education. It provides a flexible and open education system which also caters to communitybased life-long learning needs. It has a synergistic relationship between the community, learner and the job market. The main objectives are: (I) To make higher education relevant to the learner and the community (II) Integrate relevant skills into the higher education system (III) Provide skill based education to students currently pursuing higher education but actually interested in entering the workforce at the earliest opportunity (IV) To provide employable and certifiable skills based on National Occupational Standards (NOSs) with necessary general education to senior secondary school pass-outs, with general education or vocational education background (V) To provide up-gradation and certification of traditional/acquired skills of the learners irrespective of their age (VI) To offer bridge courses to certificate holders of general/vocational education, so as to bring them par with appropriate NSQF level (VII) To provide entrepreneurial orientation along with required skill training for self employment and entrepreneurship development Fostering an attitude of appreciation for lifelong learning is the key to workplace success. Continuously learning and developing one’s skills requires identifying the skills needed for mobility. Successfully seeking out training or on-the-job opportunities for developing those skills. Improve Skills not only for employment but for self business. To attain such feat requires indefatigable effort from various reliable agencies. In reality, there is no educational institution offering consistent skilled based education to the population in our State, perhaps, unable to meet the national and international standards. The concerned agencies or departments in our State should act as a catalyst in facilitating such arrangements, in order to prepare the population by enhancing their skills and ability based on the market demand, making them employable in any sector. On the other hand, the educated population in our State should initiate progressive campaigns to give awareness to the State and its population about the need for transformation in our existing education system, encouraging the State to develop a new education system that focuses not only on academic curriculum but give priority to skilled based curriculum.

Bengal polls first phase sees nearly 81% turnout

kolkATA, April 4 (iANS): Braving the sweltering heat and oppressive humidity, nearly 81 percent of the 40 lakh voters cast their ballot in three Maoistaffected districts of West Bengal on Monday in the first phase of the assembly polls covering 18 constituencies. The constituencies that went to the hustings included 13 in areas identified as affected by the LeftWing Extremism (LWE). An Election Commission official said in Delhi that the polling was "by and large peaceful". "There was no incident of violence, any injury or death to any person, which is a creditable achievement," the official said. Till 6.30 p.m., the overall polling percentage was 80.92. While 81.66 percent voters cast their ballot in West Midnapore district, the figure was 80.59 percent in Bankura, and 80.18 in Purulia, state Chief Electoral Officer Sunil Gupta said in Kolkata. The scheduled time of polling was reduced by two hours in six insurgencyhit constituencies of West Midnapore, four in Purulia and three in Bankura districts. The elections got

In five other constituencies of Purulia, polling ended at 6 p.m. However, the polling figure may go up as lot of people were in queue in many of the areas long past the closing time, said Gupta. He said there were no arrests, or formal complaints about booth capturing. He said a presiding officer was removed after there were allegations that a polling agent was moving to the voter compartment in polling station No.15 of

Purulia district's Balarampur constituency. Another polling official was removed for dereliction of duty after votes were found not being recorded in the Electronic Voting Machines in booth No.30 of Ranibandh constituency in Bankura district. For the first phase of the elections, there were 40,09,171 registered voters eligible to record their democratic choices in 4,945 polling stations. Of these, 1,962 were classified as critical where special security measures were taken.

Gupta said there were no reports of poll boycott in any of the booths. Prominent among the 133 candidates -- 11 of them women -- were Paschimanchal Development Affairs Minister Sukumar Hansda of the Trinamool Congress from Jhargram and the CPI-M's Pulin Bihari Baske from Gopiballavpur. The Congress and the Left Front accused Trinamool activists of attempting to influence and intimidate voters in many booths across the three districts, and also complained that

the central forces were not active in many of the areas. "Our expectations were not completely fulfilled. We don't know yet the extent of terrorisation of voters in the interior areas," said state Congress president Adhir Ranjan Chowdhury. Communist Party of India-Marxist politburo member Md. Salim said polling was "more or less peaceful", though a section of police personnel played a "partisan role". The Trinamool, Left Front-Congress combine and the Bharatiya Janata Party (BJP) were in the fray for all the 18 constituencies. Among the Left Front partners, the CPI-M has put up candidates in 11 seats, and the Communist Party of India and the All India Forward Bloc in one seat each. The Congress was in the race in five constituencies. Multi-layered security was put in place around the constituencies, with at least 10 personnel of a central paramilitary force deployed to secure each polling station in the 13 LWE-affected constituencies. Besides two helicopters carrying out sorties, an air ambulance and quick response teams were on standby.

JAmmu, April 4 (iANS): PDP president Mehbooba Mufti on Monday took oath as Jammu and Kashmir's first woman chief minister heading a 22-member coalition ministry with the BJP -- and in no time attended office. Mehbooba Mufti, 56 and now a Lok Sabha member, was sworn in by Governor N.N. Vohra at Raj Bhavan here, almost three months after the state came under Governor's Rule on January 8. The Peoples Democratic Party has nine cabinet and three junior ministers -- the chief minister included -- and the Bharatiya Janata Party has eight cabinet and two junior ministers in the new government. BJP leader Nirmal Singh remains the deputy chief minister. Constitutionally, the Jammu and Kashmir council of ministers cannot have more than 25 members. Mehbooba Mufti drove to the civil secretariat in Jammu that houses the offices of the chief minister, ministers and top bureaucrats. There, she was presented a guard of honour by the state armed police in the presence of Director General of Police K.

The new coalition takes office after three months of political uncertainty sparked by the death on January 7 of then chief minister Mufti Mohammad Sayeed. The PDP dropped two cabinet ministers -- Altaf Bukhari and Javaid Mustafa Mir and inducted three-time legislator Zahoor Mir. The other new face brought in as a junior minister by the PDP is Farooq Andrabi, who defeated state Congress president Ghulam Ahmad Mir from Dooru constituency. The BJP dropped cabinet minister Chaudary Sukhnandan and brought in his place Shyam Lal Chaudhary. The BJP also dropped a junior minister, Pawan Gupta. Ajay Anand, a BJP legislator from Reasi constituency, took oath as a junior minister. He is a fresh entrant.The BJP share of cabinet ministers includes People's Conference leader Sajjad Lone, son of late separatist politician Abdul Ghani Lone. An employee has to give details of deposits in foreign bank accounts, expensive paintings, antiques, furnitures, electronic equipments, movable assets, insurance, bonds, shares and mutual funds, among others, in the declaration. The department of personnel and training (DoPT) has recently written to secretaries of all central government ministries to ensure that the employees working under them declare details of their assets. "The declarations and returns for the years 2014 and 2015 are required to be filed by all public servants by April 15, 2016 mandatorily," the DoPT said in a communique. For 2016, they have to file another return of their assets by July 31, this year, it said. There are about 50 lakh central government employees. An investment above Rs 2 lakh has to be reported individually. Investments below Rs 2 lakh may be reported together. "Details of deposits in foreign bank(s)(have) to be given separately," the DoPT said. Employees have to give details like cash in hand, bank deposits, investment in bonds, debentures, shares and units in companies or mutual funds, insurance policies, provident fund, personal loans and advance given to any person or entity, among others. They also have to declare expensive furniture, fixtures, antiques, paintings and electronic equipment also if the total current value of any particular asset in any particular category (e.g. furniture, fixtures, electronic equipments) exceeds two months' basic pay or Rs 1 lakh, it said. The DoPT has already made it clear that there will be no extension in the last date of filing the returns.

Rlys to operate first semihigh speed train from today New Delhi, April 4 (iANS): The Indian Railways on Monday announced that the country's first semi-high speed train -- Gatimaan Express -- will be run from Tuesday. The new express train will operate between the national capital's Hazrat Nizamuddin station and Agra Cantonment station. It will operate six days a week, except on Friday. The new express train can attain a maximum speed of 160 km per hour, according to the Ministry of Railways. It will be flagged off by Railway Minister Suresh Prabhu on Tuesday. "The launch of this train heralds a new era of high-speed rail travel in India. Railway Minister has been emphasising about increasing the speed of both passenger and goods trains in his budget speeches," the ministry said in a statement. The Gatiman Express train comprises of two executive AC chair cars and eight AC chair car coaches. The fare for a single AC chair car seat will be Rs.750, and that for the executive AC chair car seat Rs.1,500. The ministry elaborated that the on-board catering on the new train will be carried out by the Indian Railways Catering and Tourism Corporation (IRCTC), a railway undertaking. "IRCTC has made arrangement for deploying train hostesses on-board the train. This train will see improved catering and will have options of different kinds of cuisines," the statement added. The new train also provides on-board entertainment facility free of cost by a private agency -- MyFreeTv.in. "Under this facility, passengers can view various entertaining videos during the travel on their smartphone, tablets or laptops even without internet connection through Wi-Fi," the statement said. In addition, the ministry pointed out that the express train features new LHB (Linke-Hofmann-Busch) coaches fabricated by Rail Coach Factory (RCF), Kapurthala. "These coaches have been fitted with bio-toilets and are fit to run at 160 km per hour. These coaches have also been fitted with balanced draft gear couplers for a smooth ride," the statement added.

luckNow, April 4 (iANS): A special CBI court on Monday sentenced 47 Uttar Pradesh policemen of various ranks to life imprisonment in a 1991 staged gun battle case in Pilibhit. These policemen were on Friday convicted by the court for gunning down 11 Sikh pilgrims in cold blood in Pilibhit on July 12, 1991, while the latter were returning from a pilgrimage. The police had dubbed the victims as terrorists and said they had fired at the police personnel when intercepted. The court held the policemen guilty under sections 302 (murder), 364 (kidnapping or abducting in order to murder), 365 (kidnapping or abducting), 218 (public servant framing incorrect record) and 117 (abetting commission of offence) read with 120-B (criminal conspiracy) of the Indian Penal Code (IPC). The Supreme Court handed over the probe to the Central Bureau of Investigation after a public interest litigation. The CBI said the Sikhs killed in the staged gun battle were innocent. The agency charge-sheeted 57 police officials in the case. Ten of the accused died during the trial. The CBI court framed charges against the accused on January 20, 2003.

New technique for blood test results could help emergency patients New Delhi, April 4 (iANS): In a boon for trauma and emergency transplant patients, a new revolutionary technique promises to give results of complex blood tests in just 10 minutes - helping save precious lives, and also unwanted blood transfusion. The technique, developed by a German research firm, is currently being used in several European and Asian nations, including in neighbouring Sri Lanka. The technique, called Rotational Thromboelastometry (ROTEM), would save a liver transplant patient in India from having to undergo unwanted blood transfusion, with just two-three units making do instead of the usual 10-15

units of blood. This would also benefit the patients economically, while hospitals could save up the blood for other needy patients. The portable machine, developed by German firm Tem International, can be taken to where the patient is. A small sample of blood is enough for around 10-12 tests, including blood cultures, with results delivered in 10 minutes, which would take 40-50 minutes in medical laboratories. "The ROTEM diagnostic technique helps in giving results of all the tests within 10 minutes. Bleeding and blood transfusion have been shown to be independent risk factors for increased morbidity and mortality. Introduction of ROTEM will be an important initiative for blood

management in India," Klaus Goerlinger, senior consultant for Anaesthesiology, Intensive Care and Emergency Medicine at the Germany-based University Duisburg-Essen, told IANS here. Mahila Singhe, a 40-year-old- Sri Lankan who was operated upon in a Colombo hospital following a severe accident, was able to make do with just two units of blood - thanks to the ROTEM technique. Doctors attending on him took his fluid samples and within 10 minutes found out what type of blood products were needed to save him. In the normal course, the profusely bleeding Singhe would have required at least 10 units of blood, in addition to the

risk from delay in blood tests done in medical labs, which could have also put his life in danger. India needs 12 million units of blood annually but collects only nine million - a 25 per cent deficit. In summer, the shortfall often hits 50 per cent due to rising demand from malaria and dengue patients. The shortage has led to a spurt in professional donors cashing in on the needs of desperate patients, and a flourishing black market. Goerlinger, who is director of sales and marketing of Switzerland-based Tem International, said: "ROTEM plays an integral role in blood conservation strategies by significantly reducing usage of blood products and components.

This technology will allow rapid and reliable treatment decision to be made during emergencies and is a solution for detecting, managing and monitoring haemostasis during cardiac surgery, liver transplant, trauma patients and obstetrics." Poonam Malhotra Kaapoor, assistant professor of Cardiac-Anaesthesia at All India Institute of Medical Sciences (AIIMS), told IANS: "Blood unit shortage is a colossal problem as many people are still scared to give blood. This technique will save a lot of money and blood of public hospitals." Kaapoor said ROTEM will also help in reducing the costs incurred by patients in purchasing blood units.

The pricing of the device has yet been fixed for India. In order to make ROTEM technology available in India, Tem International has collaborated with Vijyoti, one of India's leading corporate social enterprises. Vijay Pandey, managing director of Vijyoti, told IANS: "Patient Blood Management demands a change in the mindset towards bleeding management. The technology helps minimize risks of mortality, morbidity, hospital-acquired infection sepsis - arising from blood transfusion. UN audit identifies serious lapses and due-diligence linked to alleged bribery UNITED NATIONS, AprIl 4 (rEUTErS): The United Nations’ internal investigations office has uncovered serious lapses and due-diligence failures in the world body’s interaction with organizations tied to an alleged bribery scheme involving a former U.N. General Assembly president. The 21-page confidential report by the U.N. Office of Internal Oversight Services’ (OIOS), reviewed by Reuters, outlines the results of an audit ordered by Secretary-General Ban Ki-moon in response to charges against John Ashe, General Assembly president in 2013-2014, and six other people. The report gave the U.N. an overall grade of “partially satisfactory” in the March 22 report, which is available to U.N. member states on request. It noted “important deficiencies” in the way United Nations and its staff interacted with non-governmental organizations (NGOs) and oversees U.N. employees. It is the biggest financial corruption crisis to rock the United Nations since the Oil-for-Food scandal hit the world body during the tenure of Ban’s predecessor Kofi Annan. U.N. officials

Climate change puts trillions of dollars of financial assets at risk, says study OSlO, AprIl 4 (rEUTErS): Trillions of dollars of non-bank financial assets around the world are vulnerable to the effects of global warming, according to a study on Monday that says tougher action to curb greenhouse gas emissions makes sense for investors. Rising temperatures and the dislocation caused by related droughts, floods and heatwaves will slow global economic growth and damage the performance of stocks and bonds, according to the report, led by the London School of Economics. “It makes financial sense to a risk-neutral in-

vestor to cut emissions, and even more so to the riskaverse,” lead author Professor Simon Dietz, an environmental economist, told Reuters. A global climate summit in Paris last December set a goal of limiting global warming to “well below” 2ºC (3.6º F) above pre-industrial times, while leaving open precisely how this would be achieved. If the rise were limited to 2C by 2100, the study’s central scenario put the total of current financial assets that could be damaged at $1.7 trillion. But if the temperature rose a further 0.5C by the end of the century, $2.5

trillion would be at risk under the most likely scenario. Global regulators in the Financial Stability Board (FSB) say all the world’s current non-bank financial assets are worth $143 trillion. At the extremes of the study’s thousands of scenarios based on a 2.5ºC rise, the value at risk ranges from 0.5% of total financial assets up to a worst case of 17%, or $24 trillion. Attorneys for those charged either did not respond or declined to comment when contacted by Reuters. A spokesman for the Manhattan U.S. attorney’s office also declined to comment. U.N. spokesman Stephane Dujarric said that while the Secretary-General was glad that the audit found many controls working properly, the flagged procedural lapses were a concern. “Instructions reinforcing the correct procedures with respect to document issuance have been issued to the Departments and Offices concerned,” Dujarric said. “With regard to the specific cases referred to in the audit, action is being taken to determine responsibility and any measures, including possible disciplinary action, that may be deemed appropriate,” he said, adding that the U.N. was committed to cooperating with the U.S. authorities. ALTERED DOCUMENT AND FREE IPADS The most serious lapse OIOS identified involved a Feb. 24, 2012 letter from Ashe to Ban supporting the Macau center that was “reissued for technical reasons” on June 6, 2013.

OIOS said the amended letter, which U.S. prosecutors say was crucial in aiding Ng’s plans for the Macau center, should have been cleared with Ban’s office first and then flagged as a “revision,” not a reissue. The revisions included mentions of Ng’s group as the representative for the center’s implementation and South-South News, founded by Ng, as the project’s “leading partner.” Lorenzo was president and Wang vice-president of South-South News, which remains among media organizations accredited to the U.N. South-South News did not respond to a request for comment. OIOS said commercial enterprises should never be mentioned in official U.N. documents, unless they qualify for an exception, which was not the case here. The audit said the irregularities “assume significance” in the context of the allegations against Ashe and the role the document played in the alleged scheme. “It is therefore essential that responsibility is assigned for these lapses, and steps are taken to prevent possible misuse of authority in publishing official documents of the

United Nations,” it added. It was not immediately clear if assigning responsibility for reissuing the document could lead to further charges. U.S. authorities say at least two unnamed U.N. employees were involved in amending the document. The report also cited an August 2015 conference in Macau, co-sponsored by Sun Kian and the U.N. Development Program (UNDP), whose participants, among them several U.N. staff members, received iPads worth $599 plus tax from the organizers. Three U.N. staffers told OIOS they handed over the devices to their superiors immediately upon return from Macau, while four others did not do so until later. The audit recommended that the U.N. Ethics Office issue more specific guidance on gifts to avoid conflicts of interest. The UNDP is an autonomous U.N. agency and is conducting its own audit, due to be released soon. Last week the U.N. released a report recommending new ethical rules and financial disclosures for the General Assembly president’s office.

US and Philippines begin military exercises as maritime tension simmers MANIlA, AprIl 4 (rEUTErS): About 8,000 U.S. and Filipino troops began annual military exercises on Monday against a backdrop of tension over China’s greater assertiveness in the South China Sea though a Philippine commander played that down as the reason for the drills. Over the next two weeks, the allies will test their command-and-control, communications, logistics and mobility procedures to address humanitarian and maritime security, Philippine defence officials said. Their troops will also simulate retaking an oil-and-gas platform and practice an amphibious landing on a Philippine beach. “The Balikatan exercise is designed not to address a particular concern but the whole lump in the spectrum of warfare,” Vice Admiral Alexander Lopez, the Philippine military’s exercise director, told a news conference. “China is not part of the idea.” Ash Carter, will be the first U.S. defense secretary to observe the exercises when he arrives next week, underscoring the significance of the war games for both countries. passenger boats carrying 131 migrants arrived in the Turkish town of Dikili early on Monday, accompanied by two Turkish coast guard vessels with a police helicopter buzzing overhead, a Reuters witness said. A coastguard official on the Greek island of Chios told Reuters that 66 people, most of them Afghans, were also sent to Turkey on a third boat early on Monday. The aim of the EU-Turkey deal is to discourage migrants from perilous crossings, often in small boats and dinghies, and to break the business model of human smugglers who have fuelled Europe’s biggest migration wave since World War Two. A few hours after the first boat of returnees set sail from Lesbos, Greek coast guard patrol vessels rescued at least two dinghies carrying more than 50 migrants and refugees, including children and a woman in a wheelchair, trying to reach the island.

“We are just going to try our chance. It is for our destiny. We are dead anyway,” said Firaz, 31, a Syrian Kurd from the province of Hasakah who was travelling with his cousin. Asked if he was aware that the Greeks were sending people back, he said: “I heard maybe Iranians, Afghans. I didn’t hear they were sending back Syrians to Turkey... At least I did what I could. I’m alive. That’s it.” A group of 47 mainly Pakistani men were also intercepted by the Turkish coast guard on Monday and taken to a holding centre next to Dikili’s port, a Reuters witness said. Under the pact, the EU will resettle thousands of legal Syrian refugees directly from Turkey - one for each Syrian returned from the Greek islands. A few dozen police and immigration officials waited outside a small white tent on the quayside at Dikili as the returned migrants disembarked one by one, before being photographed and having their fingerprints taken behind security screening. The returnees from Lesbos were mostly from Pakistan and some from Bangladesh and they had not applied for asylum, said Ewa Moncure, a spokeswoman for EU border agency Frontex. Asked if Syrians would be returned, she said: “At some point, but I don’t know when.” Turkish EU Affairs Minister Volkan Bozkir said there were no Syrians in the first group coming from Greece, but that when they did begin to arrive they would be sent to the southern city of Osmaniye, around 40 km (25 miles) from the Syrian border. For non-Syrians, Turkey would apply to their home countries and send

them back systematically, Bozkir said in an interview with Turkish broadcaster Haberturk. Rights groups and some European politicians have challenged the legality of the deal, questioning whether Turkey has sufficient safeguards in place to defend refugees’ rights and whether it can be considered safe for them. Turkey insists it is meeting its international obligations. The EU was determined to get the programme under way on schedule despite such doubts because of strong political pressure in northern Europe to deter migrants from attempting the journey, There were small protests as the returns got underway. On Lesbos, a small group of protesters chanted “Shame on you!” when the migrant boats set sail as the sun rose over the Aegean. Volunteer rescuers aboard a nearby boat hoisted a

banner that read: “Ferries for safe passage, not for deportation.” Each migrant was accompanied on Lesbos by a plainclothes Frontex officer. They had been transported in a nighttime operation from the island’s holding centre to the port. Greek riot police squads also boarded the boats. The United Nations High Commissioner for Refugees (UNHCR) and rights groups have said the deal between the European Union and Turkey lacks legal safeguards. Amnesty International has called it “a historic blow to human rights”, and was sending monitors to Lesbos and Chios on Monday. More than 3,300 migrants and refugees are on Lesbos. About 2,600 people are held at the Moria centre, a sprawling complex of prefabricated containers, 600 more than its stated capacity. Of those, 2,000 have made asylum claims, UNHCR said.

The Church leads and shows the way Human Mind in discernment of God

I

was caught by the attention of a news item that read about 400 churches in the United Kingdom shifting their energy provider sources to renewable sources rather than the green house and carbon emitting fossil fuels. It is such a great initiative that the church being the main hub of religion can also play a major role in bringing a great change in the face of the numerous challenges faced today by all of us. Our Naga society is no exception to all these too. I couldn’t agree more with Uncle Niketu Iralu’s in his presentation ‘The Direction of the Church’ at DABA last November when I got invited by some friends and insisted that I attend it too. He said that ‘”We and our Christianity have reached a stage in our journey when our Christianity starts to get its energy and strength through addressing and answering the challenging issues confronting us. The Church urgently needs to fulfill this role for our society”……..there are other area of life where the Church urgently needs to be the initiator of creative leadership and pathbreaking solutions. Now coming back to the point, one of the areas the Church can be play is the role of a guide and mentor too in this age of climatic change caused by our thoughtless and wanton destructive human actions on this good old earth created by God which our actions is endangering and jeopardizing all His beautiful creations. Climate change affects everyone, but its effects are felt most by the poorest section. In a land besotted by myriad problems, chronic power disruption, i.e. power-cuts and loadshedding have become a regular phenomenon. The rich few can afford those generator sets and are not much bothered about all these but their indifference to the powercuts and various greenhouse gases emitted from those giant-size gensets in the surroundings sure are contributing to the global climatic change and the global warming. Our hilly areas may be somewhat immune from the blistering heat of our peak but for Dimapurians who can ever escape it? I remember my childhood days whenever our parents take us to Kohima during the summer vacations, we use to

be amused and smirk at our Kohimian cousins that they don’t have ceiling fans like us. And most of them didn’t even know what ceiling fan was. But if you go today one will feel how the Kohima heat too is catching up in spite of the extreme chilly winters. Running ACs in our cars and owning fans is now becoming a common thing. Thanks to the global warming. I happened to visit Mokokchung two years back during summer and man, the heat and the humidity really astonished me. I was lucky my relative had a long standing fan to relieve me from time to time. Hill station resorts all over India seem to be on buying spree of coolers, ACs and fans. Owing an inverter and a battery set in Dimapur is now no longer a thing of luxury like some years back but has become a thing of necessity. Who can sleep in this searing heat of Dimapur nights with constant load-shedding? It’s like been barbecued inside a grill. With the impact of global warming taking place much sooner than expected, it’s high time we must really be concerned the things happening here right in front of us like about our decreasing forest covers, our vanishing streams and rivers, our dwindling wild life population all by destroying nature at the behest of not only development but to earn more money, money and money. One Indian saying goes ‘Only when the last tree has been cut, only when the last river has been poisoned and only when the last fish has been caught then only men will realize that they cannot eat their money”. It is said by scientists that as long as we human beings give nature the chance it has a capacity to replenish itself and renewable energy will always be available. And if applied correctly, they are nonpolluting too. But the thing is, we humans never give that chance. To put it straightly, we aren’t thinking of our children. How can we say we love them? Buying them the latest electronic gadgets, expensive clothes, luxurious cars or letting them splurge your money won’t give them a better world and a cleaner world to live tomorrow or will it? But teaching them to live a healthy lifestyle or plant a tree, manure it, water it, nurture it is lov-

ing them so that they will inhabit a healthy environment to live it. Teaching them to love the environment will let them know the importance of life. Unless you teach them, how are they ever going to inherit it tomorrow? The way we meet our needs today is compromising the ability of future generations to meet theirs – the very opposite of sustainable development. Switching our energy provider to clean sources of power is a simple thing we can do to help the global transition to a low carbon world. Pope Francis, the leader of the 1.2 billion-member Catholic Church, has been outspoken about the need for reductions in carbon emissions to tackle climate change. The expansion on the usage of renewable resources will make a substantial contribution to reducing the environmental burdens associated with conventional energy supplies - it will reduce the use of fossil fuels and greenhouse gas emissions associated with climate change. Changes to our ageing grid and storage infrastructure will come at a cost and will need bold political and private sector backing, but the benefits will far outweigh the cost of inaction. It will be worth it. Governments need to subsidize those equipments and apparatus so it will be within the common man’s reach. Not only will it solve our shortage of supply-demand of power problem but will ease the common man’ burden of huge electricity bills and of course a more substantial approach in this age of global climatic changing patterns. To realize this huge potential, we need to further boost new programmes and ambitious support schemes from the government. Mankind is under severe threat than ever before. Now we face dangers that have been only just the talks of scientists, environmentalist and futurologist years ago. That years ago has become now and we Nagas being a part of the great human race, this threat is not an exception to us also and we can never escape from the threat that has already reached us silently and swiftly and now knocking hard right at our doors. Among the different dangers the world is facing today like terrorism, population

explosion, pollution, epidemics new diseases, the rising global temperatures are the most serious currently active challenge facing humanity, comparable in scope of impact to global nuclear war, if such were to occur. Human beings are considered as the most intelligent creature on the earth, but our irresponsibility and stubborn proves otherwise. The implications and consequences deserve our urgent attention. Simple ways of making awareness and enlightening people on the careful usage of resources created by God can transform people lives. Director General World Wildlife Fund, Marco Lambertini says “The upcoming generation must seize the opportunity to close this destructive chapter in our history, and build a future in which people live and prosper in harmony with nature. Our churches can surely lead the way. Protecting nature and using its resources responsibly are prerequisites for human development and well-being, and for building resilient, healthy communities. Last year’s CBCNEI Youth Fest hosted by NBCC at DABA too saw some speakers stressing on this point. It is a good initiative taken by our churches to start observing Green Sunday in the month of June when World Environment Day falls .The task is difficult, certainly, but not impossible – because it is in ourselves, who have caused the problem, that we can find the solution. Climate change is hitting hard on our farmers too. Many of our farmers in the villages are facing difficulty due to changing monsoon patterns and droughts. In a world where so many people live in poverty, it may appear as though protecting nature is a luxury. But it is quite the opposite. For many of the world’s poorest people, nature is a lifeline. Importantly though, we are all in this together. We all need nutritious food, fresh water and clean air – wherever in the world we live. The DABA youth department initiatives on the World Environment Day under their dynamic leadership of their Youth Director, Imnatoshi to conserve our energy and power saving methods last year is sure worth emulating by all of us. he Human Mind has Six principal Senses: i. Sight, ii. Hearing, iii. Taste, iv. Smell v. Touch and very importantly vi. Intelligence, in addition of the Human Mind to discern what is Right or what is wrong and to perceive Ethical Values that transcends the Physical. Humans have been able to now put all these faculties into Robot and today the Robot has become more intelligent than Man. While writing this Piece, I forgot the name of one of this century's most Intelligent Humans today. He is deaf, dumb and completely invalid to do any of his basic bodily needs and a Computer interprets his communications in a phony voice. Try as I might, I could not recover his name from the memory box in my head. The computer of my brain 'crashed' and I could not force it to recover the name of Stephen Hawkins from my memory box. It is said that within the not distant future, the memory in the brain could be downloaded into the Computer! AI (Artificial Intelligence) of a Robot can now do recovery of Memory in millionth of a second faster than Man's Brain. AI can also do so many other wonderful things much faster than Man that Hawkins once remarked AI may put an end to 'Human Civilization'. Within a short time some advanced Governments may ban Human driving of Vehicles and make Robots do the job but a speeding Robot driven Car cannot decide killing a stray Dog suddenly appeared in the Road and save serious accident of a School Bus full of small Children going to School. An interesting real incident is told of one of my son's South Indian friends, a Kerelian named Mathaiya Alias and the Bank refusing to release his money electronically because his name ends include the word 'Alias'. He had to personally go to the Bank and settle the matter with the Officials. The same is said to have happened to one named Mrs. Dull; a story is told of sophisticated Germany of a Man's Car refusing to obey the command of its Owner to open its door because the quality of his voice has changed due to his suffering from a sore Throat of Influenza! The Human Mind and Intelligence are different. AI cannot differentiate Right or wrong; it can not evaluate the relative value of a School Bus full small children of in the busy Street from that of a stray Dog ignorant of Traffic Rules. In our pursuit of God, We use our Senses of Hearing, of Sight principally, but less

of our Intelligence and very little of our Mind. It is interesting to note the Apostles Saw Jesus by Sight with their Eyes, Heard him by their Ears, Touched him personally with their Fingers, Sniffed his body Odors with their Nose, Tasted what he Ate but perceived him with much less Intelligence and almost with none of their Mind for a long time. Jesus told the Pharisees and the Religious Leaders that they can foretell the kind of weather to come the nest day by looking at the Sky today but could not perceive the Son of Man by the examples and signs of his Life. Evangelist John advises Believers to Study the Spirit carefully first whether it is from God or the Evil one before accepting it gullibly. Saul, one of the most educated Lawyer of the Jews of the time -a qualified student of then acclaimed Jewish Teacher Gamaliel- could not interpret with his Intelligence the countless the implications of the Messiah written in the Scripture he knew so thoroughly, to mean Jesus. Saul now Paul heard Jesus and even saw him, but his Intelligence could not comprehend Jesus the Messiah. He saw it only when he became blind and then taught the Revelation of Jesus with foolishness and not with Intelligence of the time. Man is very gullible: i. Because every one of us is lazy and want to Rest our Mind avoiding time taking cumbersome Enquiry. ii. Because we think we are Intelligent and think we understand the 'things of the world', but gullibly accept all of what is traditionally said by the Teachers because we are lazy for laborious personal Scrutiny. iii. And because we believe things said repeatedly even if it were a lie. Our Intelligence can not ourselves take us to God because no one can lead himself or others to Him unless God himself chooses. He has given us the Human Mind to comprehend his Words, accept them and live according to his Son's Commandments. The Human Mind is infinitely more discerning than its Intelligence. If we are Christians, we are to follow what He has said through His Son though we have not Seen, Heard, Touched, Tasted or Sniffed Him but pursue Him with our Mind, -the Gift of life He has given every Man and Womanto do his Commandments; if not, we are not Christians downright. Kung Fu has its origins in India, says Tiger Shroff

ven though Kung Fu is strongly associated with the Orient, it is said that this martial art originated in India. Bollywood heartthrob, Tiger Shroff, whose recently launched trailer of producer Sajid Nadiadwala's 'Baaghi' gives viewers a closer look at his jaw-dropping action scenes, reveals how it was founded by an Indian Buddhist monk named Bodhidharma. The maestro taught this martial art form and took it

forward after he travelled to China. That's how it become synonymous with that country. Apparently, Bodhidharma is also referred to as the 'Father of Kung Fu' in several temples of Shaolin. Djokovic beats Nishikori for Miami title

MIAMI, APRIL 4 (REUTERS): Top seed Novak Djokovic continued his domination of men's tennis with a 6-3 6-3 win over Japan's Kei Nishikori in the Miami Open final in Florida on Sunday, before quickly turning his thoughts to the upcoming clay court season. The French Open is the only grand slam missing from Djokovic's otherwise glittering resume, but he has already been installed by the bookmakers as odds-on favourite for Roland Garros after a magnificent start to 2016. Djokovic dropped serve in the first game against Nishikori but it was pretty much one-way traffic after that as he outclassed the sixth seed in all facets of the game on the hardcourt at Key Biscayne. The 28-year-old Serb took 85 minutes to join American Andre Agassi as a six-time Miami Open winner. Djokovic said his first Miami win in 2007 paved the way for a career that now includes 63 ATP titles. Antonio Conte appointed new Chelsea coach LONDON, APRIL 4 (AGENCIES): Chelsea have confirmed Antonio Conte will become their new head coach following the conclusion of the 2016 European Championship. Current Italy coach Conte signed a three-year deal with reigning Premier League champions on Monday and becomes the 10th boss to take charge of Chelsea since Roman Abramovich completed his takeover of the club in 2004. The 46-year-old will officially take control after leading Italy at Euro 2016 in France in the summer. "I am very excited about the prospect of working at Chelsea Football Club. I am proud to be the coach of the national team of my country and only a role as attractive as manager of Chelsea could follow that," he told Chelsea's official website. "I am happy we have made the announcement now so everything is clear and we can end the speculation. I will continue to focus on my job with the Italian national team and will reserve speaking about Chelsea again until after the Euros." Chelsea have been searching for a permanent successor to Jose Mourinho since sacking the Portuguese in November, with current interim boss Guus Hiddink stating on a number of occasions that he would not be staying at Stamford Bridge beyond the end of the season. Kohli named captain of ICC World T20 dream team, Nehra included

MUMbAI, APRIL 4 (IANS): Following his sublime form in the World T20, India's star batsman Virat Kohli has been named the skipper of the International Cricket Council's (ICC) men's dream team of the tournament. Kohli’s compatriot and veteran pacer Ashish Nehra have been named as the 11th man in the squad, ICC said in a release on Monday. “The teams were chosen by a select group of former cricket stars and highly respected commentators who were given the task of picking a balanced side for all conditions on the basis of performances in the tournament. Statistics were used but were not the sole basis for selections,” the release said. The West Indies women’s World T20 winning skipper Stafanie Taylor has been named the captain of the women’s team. “The experts chose India’s Virat Kohli as captain of the men’s side while Stafanie Taylor of the West Indies was named to lead the women’s line-up,” the ICC release said. Waqar Younis resigns as Pakistan coach

LAhORE, APRIL 4 (IANS): Pakistan's head coach Waqar Younis resigned on Monday weeks after his team's humiliating exit from the World Twenty20 in the group stages. Pakistan lost three consecutive matches at the group stage of the World T20, including a bruising defeat to India, to exit the tournament amidst heavy criticism. Pakistan's T20 captain Shahid Afridi has also stepped down from his post accepting responsibility for the poor show.
