The Dimapur State Stadium witnessed a never before seen, one of a kind event as the Dimapur Police conducted a mock riot drill. Conducted in public domain for the first time, the Dimapur Police said that such drills are conducted at regular intervals though in smaller scales to test the level of efficiency of the personnel. Thursday’s exercise involved some 150-200 personnel fully equipped with anti-riot gear and munitions, including a water cannon. Though the Nagaland state police are still to raise a full-fledged anti-riot unit, the PRO of the Dimapur police commented, “It is our endeavour to train as many jawans as possible in riot control tactics.” Tear gas shells and blank rounds were used during the drill. With the memory of March 5, 2015 still fresh, the PRO said that the Dimapur is prepared and will continue to prepare for any kind of public disorder. DIMAPUR, APRIL 7 (AGENCIES): The Supreme Court on Tuesday lashed out at the Board of Control for Cricket in India (BCCI) for paying peanuts to North East state associations. While hearing the BCCI’s affidavit on the implementation of the Lodha Panel recommendations, the court felt that money was being allocated to some of the full-member associations without maintaining any parity. A report in the New Indian Express said that after being affiliated in 2009, the state bodies of Meghalaya, Arunachal Pradesh, Nagaland have allegedly received only `50 lakh from the BCCI. The report quoted an official of the Nagaland Cricket Association as stating: “They were supposed to pay us regularly. But, we haven’t received any funds after 2009.” In a hearing that lasted close to an hour-and-a-half, the apex court said BCCI was disbursing funds to state associations without any particular mechanism, and pointed out 11 associations which were yet to receive any funding. The 11 member associations listed out by the court are the Cricket Club of India, Railway Sports Promotion Board,
Services Sports Control Board, National Cricket Club (Kolkata), Arunachal Pradesh Cricket Association, Meghalaya Cricket Association, Chhattisgarh State Cricket Sangh, Manipur Cricket Association, Nagaland Cricket Association, Bihar Cricket Association and the Jammu and Kashmir Association. The Times of India reported the BCCI clarifying that there is no cricket played in the northeastern states of Arunachal Pradesh, Meghalaya, Manipur and Nagaland and these states have never made any attempts to nurture the game or make an attempt to bring about any cricketing activity in their respective regions. So far, none of the northeastern states have come forward alleging any ignorance on part of the BCCI. Meanwhile, the BCCI has formed a New Area Development Committee, and its first meeting was held on Sunday. The committee, which has appointed Meghalaya Cricket Association joint secretary Naba Bhattacharya as its coordinator, has decided to focus on the North-east and the Union Territories. The board’s move however is being considered as a ‘late response.’

A press note from the MIP of the GPRN/NSCN said: “traditionally, Naga society treats its senior citizens with honour, dignity and utmost respect. More so in the Naga National service. “It used to be a garbage disposal area filled with trash thrown by the colony residents and people did not want to cross the area because of its stench,” said the AG ward executive at the Sakhrie Park inauguration today in Kohima. The park, which was inaugurated by Nagaland State MP, Neiphiu Rio, used to be a garbage dumping zone. This has now been transformed into a recreational park aesthetically decorated with flowers, succulents and cactuses, vintage park benches, and play areas for kids. The park is open every day of the week. From Monday to Saturday, it opens from 6:00am to 6:00pm and on Sunday it opens from 12noon till 5:00pm. Besides the aesthetic beauty, Sakhrie Park has a cafeteria called Café Footprints, candy cart for children, Teyozwü Hall where services are available for small weddings, birthdays, gatherings, seminars, workshops. society and that in no time the park will be a well known landmark for Kohima town. “A great city needs a park and needs to create space for community activities. Because we have very few spaces in Kohima, there is no area for recreational activities. This park is a good example and hope other colonies will follow suit,” said Rio. Rio further lamented how outsiders develop a negative impression because of the dirty surroundings in Kohima, despite the well

Further asserting that Nagas still have to catch up with the developing world, Rio urged Nagas to maintain cleanliness and bring progress to the state through small initiatives such as sanitation and quality living. In the opening address, Viketol Sakhrie, former Commissioner & Secretary for Rural Development, Nagaland and proprietor of Sakhrie Park mentioned that the name of the park has been dedicated to their family members who passed away and also to “remind us of our loved ones”. Informing that the area was a garbage disposal site often prone to landslide, Sakhrie started envisioning the area way back in 2009 to transform it into something beautiful, and without seeking any help from the government, the family slowly established it to the present status. “We have very less concept of parks in Kohima. This park has been made for the young and old, families and friends for recreational activities, meditation and to have a quiet time,” said Sakhrie, while urging the visitors to maintain cleanliness in their surroundings.

Instead of the usual lectures that are given, which fail to attract many people, today’s programme was hugely successful. Doctors, Student Nurses, CIHSR Staff, representatives from the State Health Department were all joined by children from Kids Garden, school and college students and denizens of Dimapur in an innovative program where a “Zumba class” was held at the Football Ground of the Christian Institute of Health Sciences & Research (CIHSR). The program was organised by CIHSR and Ministry of Health and Family Welfare, Government of Nagaland to observe the World Health Day 2016. The main goals of the World Health Day 2016 are to scale up prevention, strengthen care, and enhance surveillance to Diabetes. India is the Diabetes capital of the world. The disease affects 350 million people worldwide and is expected to double in 20 years. Dr Sedevi Angami, CIHSR noted that Nagaland State especially has an epidemic of diabetes. And it has become a major problem because it’s a lifestyle disease. Addressing the attendees, he cited how earlier people used to walk to the Church and School but now nobody walks anymore. This problem has been compounded with the introduction of Cable TV and Dish TV. And this is why in Nagaland; we are prone to develop Diabetes, he said. And because it’s a silent killer, most don’t even know

they have Diabetes. Terming it as ‘starvation in the midst of plenty’, Dr. Sedevi pointed out that Diabetes is also called the disease of the plenty. He cited the example of how in Nagaland, people eat a lot of rice especially ‘Nagaland Special’ which is full of carbohydrates. He advised Nagas to start cutting down on unhealthy food habits like eating excess junk food and instead incorporate boiled vegetables, fruits etc. Dr Sedevi explained that there are three main ways to control Diabetes. First, we should control our diet, take proper medicine, and exercise, he said. “A combination of good diet and medicine alone will probably not work. Exercise is extremely important, and once you reach the age of 40 to 50 it is difficult, so start young and don’t break the habit,” he advised. Diabetes also causes a lot of complications. It is a major cause of blindness, kidney failure, stroke, develop ulcers in the legs. Most of us are going to be
Diabetic if we are not careful, he warned. Dr. Abraham Joseph, Director of CIHSR also shared that when he started out as a Doctor, Diabetes and Hypertension was not a health issue. But now, it is becoming a major issue and a lot of people are getting affected by it. He also expressed hope that a program on Diabetes awareness would be organised at the community level. “Today we are going to be taught how to beat Diabetes in a joyful and fun way. Please also take back this message of Diabetes awareness to your community”. Dr Bendangyanger from the Department of Health & Family Welfare; and Dr Sao Tunyi, NPCDCS also participated in the program. Stalls were also set up by Novo Nordisk India Private Limited and Novartis Healthcare Pvt Ltd to create awareness on Diabetes care. World War-II veteran, Sovehu Nienu of Phek village today celebrated his 100th Birthday at his residence in the village. On the occasion, Lt. Col. B Singh, 2nd in Command, 46 Assam Rifles, released the biography of world war-II veteran Sovehu Nienu in presence of former Minister and MLA Kuzholuzo Azo Nienu. A brief history of Sovehu was shared by Chovose Nienu, his eldest son. He said that his father joined the 1st Assam Regiment in 1941 and retired in 1948 in the rank of Havildar. In Assam, does 'D' stand for 'doubtful' or 'deprived' voter?
Barpeta (assam), april 7 (iaNs): Idris Ali, a 73-year-old from Kismat Moinbori village in Baghbar assembly constituency in Assam's Barpeta district, is not interested in the ongoing political campaigns in the state. Although many people in his village are excited about voting day on April 11 in the second phase of the assembly elections, Ali remains untouched by the subject. This is because Ali is a 'D' voter -- or a voter with "doubtful citizenship status" and is hence barred from voting. "I have not been voting for the last many years. But I still remember that I voted when I was young. After 1997, the Election Commission during the revision of electoral rolls branded me as a 'D' voter and I have not been allowed to vote since then," Ali told IANS. Ali is one of the about 1.5 lakh 'D' voters in Assam. The problem started in 1997 during a revision of the electoral rolls, when people who could not provide evidence of their Indian nationality were marked with 'D' in the electoral rolls, to indicate "doubtful" or "disputed" status of their nationality. People marked as 'D' are barred from contesting the polls as well as voting. However, it is alleged that many genuine Indian
citizens -- who were absent during the revision of rolls or missed the process in some way or the other -- were also marked as 'D' voters, thereby depriving them of voting rights. "Our ancestors migrated to Assam from East Bengal between 1905 and 1915. My father had records of land patta issued by the then British administration in 1944. I have been voting since I was 18 years old. However, I was declared a 'D' voter in 1997 and have not been allowed to vote since then," Ali said. Rana Kalita, an advocate in Barpeta, told IANS: "I was told Ali's grandfather lived in Radha Char area in Barpeta district. He used to own huge plots of land and were cultivators. However, erosion ate up their land and they lost everything there. "Later, they migrated here and started living. In those days, people were not educated in these areas and were not bothered about documents and other things. Besides, most of the people have to shift from their houses overnight when a village gets eroded and no one gets time to care for land documents or valuables," the lawyer said. Another couple, Abu Taleb Mia (47) and his wife Sahara Khatun (41) of Bor Agdia village under Chenga constituency in Barpe-
ta district, is suffering the same fate. "We had voted at the polling centre at a local school in 1996. However, when we went to vote for the Lok Sabha polls in 1999, the officer said we were 'D' voters and hence could not vote," Mia told IANS. "Some of these people, who were termed 'D' voters are genuine Indians. But the problem is that they are not literate enough to fight for their rights. Their rights are often crushed by the red tape in government departments and by the careless attitude of a section of government employees," said Kalita. According to statistics, Assam has 1,36,448 'D' voters as of now -- most of them in Sonitpur, Barpeta, Nagaon and Dhubri districts. Soon after being declared as 'D' voter, a person has to approach the Foreigners Tribunal set up by the government and prove his or her Indian citizenship. However, for people like Mia and Ali, going to the Barpeta district headquarters and hiring legal counsel is not an easy job. And even if one takes the trouble and does that, there is no guarantee that the case will be settled immediately as thousands of such files are pending in the tribunal due to lack of adequate staff and their lackadaisical attitude towards the illiterate villagers.
Lack of tie-up with Left may split secular votes, says Tarun Gogoi
Guwahati, april 7 (pti): Fighting perhaps the toughest electoral battle in his life, Assam Chief Minister Tarun Gogoi apprehends division of secular votes in the absence of an understanding with parties like the Left with whom he is not averse to having a post-poll tie up. However, he ruled out any post-poll tie up with AIUDF led by Badruddin Ajmal, the face of Bengali Muslims, who has been gaining in strength after every election. The 81-year-old Congress veteran feels his par-
ty and Left parties should have formed an alliance before the polls to defeat the BJP. "Yes, some secular votes will be divided because of absence of any understanding between us (Congress and Left). We have the understanding now that we must defeat communal forces," Gogoi said in an interview in the midst of his busy electioneering schedule. He was responding to a query whether secular votes will get divided in the absence of a broad alliance between Congress,
Left parties and some other like-minded parties. "Their (Left) ideology and our ideology are identical. They did not come to us and we also did not go to them for a seat sharing understanding. It (tie up) was possible with Left parties, but somehow it did not happen," said Gogoi fighting hard to get a fourth consecutive term in office. Congress has entered into a pre-poll alliance with United People's Party (UPP) for four constituencies in Bodoland Territorial Area Districts, while six
Left parties -- CPI(M), CPI, CPI(ML)-Liberation, RSP, RCPI and Forward Block are fighting together in 59 seats across Assam. The first phase of polling for 65 constituencies of Assam Assembly took place on April 4, while the second phase of voting for the remaining 61 seats will be held on April 11. Asked about his options in case of a hung verdict, Gogoi said: "We will analyse the post-poll scenario after the results are out. If there is anything like that, then I will prefer the support of the independents.
Infiltration stays major poll plank in Assam
Guwahati, april 7 (pti): Infiltration has been a major poll plank in all Assam polls for the past four decades and the Assembly election this year is no exception. While BJP is pledging to resolve the issue, ruling Congress claims it has already taken initiative in this regard by updating the National Register of Citizens (NRC). Leading BJP's campaign, Prime Minister Narendra Modi said his government would not allow infiltration and resolve it as a top priority. Assam Chief Minister
Tarun Gogoi, however, asserted there was no Bangladeshi in the state and "my government took the initiative to get the NRC updated and the process is on". "NRC updating will bring to end issues of infiltration from Bangladesh. There are people who believe infiltration is still going on despite erection of a barbed wire fencing and intensified BSF patrolling along the border," Gogoi said. Union Home Minister Rajnath Singh, during his election campaign in the state, appealed to the people to give the government
some time to completely seal the Indo-Bangla border so that no infiltrators could enter. Along with illegal infiltration, Rajnath said, there has been huge movement of fake currency from the neighbouring country affecting the economy. External Affairs Minister Sushma Swaraj said relations with Bangladesh were never as good as they were now and the BJP would take this opportunity to resolve the issue as it was a matter of national security. Barpeta, april 7 (pti): Congress president Sonia Gandhi on Thursday accused Prime Minister Narendra Modi of making grandiose statements during his visits abroad while "spreading hatred" at home, and cautioned voters in Assam against BJP's "communal politics controlled from Nagpur". "Modiji jab videsh jaate hain toh sabko gale lagate hain aur awam ko lekar badi badi batein karte hain par desh mein wapas aakar nafrat failate hain (when he goes abroad he embraces all and talks big about the nation, but on returning he is engaged in spreading hatred)," Gandhi told an election rally in lower Assam's Sarukhetry in Barpeta district. "The danger of communalism is looming large over Assam as the BJP is engaged in spreading communalism and
dividing the society which has thrived for ages on the principles of love, peace and harmony," Gandhi said. "Assam is a shining example of harmony with its people following the teachings of Sankardeva and Azaan Fakir. Modiji and his ministers are moving across the state making false promises and creating divide among the people," she said. "BJP's communal politics is controlled from Nagpur and this is a grave danger to democracy," the Congress president said. She said the development plan of Congress had always included people of all religions, castes and creeds and they had taken all parties along. Addressing the ceremony, Rijiju expressed happiness to be part of the event and reminded the AR of the Force’s rich and proud heritage and its commitment to the country's security. Assam polls second phase: Majority candidates young, graduates New Delhi, april 7 (iaNs): A majority of candidates who have filed nominations for the second phase of the assembly elections in Assam are young and graduates or above, says an analysis by Assam Election Watch and Association for Democratic Reforms (ADR). According to selfsworn affidavits of 523 candidates out of 525 contesting in the second phase on April 11, 53 percent candidates are graduates or more educated and 64 percent are aged between 25 and 50 years. While 231 (44 percent) candidates have declared their education qualification between Class 5 and 12, as many as 278 (53 percent) candidates have declared having an educational qualification of graduate or above. Two candidates have declared themselves to be illiterate and one candidate has simply declared himself as a literate. The analysis found that 334 (64 percent) candidates are aged between 25 and 50 years, while 185 (35 percent) candidates have declared their age to be between 51 and 80 years. One candidate is older than 80 years. In the gender split, only 48 (9 percent) female candidates are in the fray.

Peace Channel Life Skill Development Course ends DiMapur, april 7 (MExN): Life Skill Development Course conducted by the Peace Channel, Dimapur from March 7 came to its culmination today with valedictory function held at Peace Channel Institute of Music, Art and Culture. There were Twenty nine participants attended this one month course. The valedictory function commenced with a welcome song by the students. Garo Students Union CEC tours Nagaland Took stock of difficulties faced by Garos in the state Dimapur, april 7 (mExN): To chalk-out solution pertaining to ‘difficulties and problems’ afflicting Garo people in the State, three officials from Garo Students’ Union Central Executive Committee (CEC), Tura Meghalaya recently visited Nagaland and interacted with various section of people and organizations. Informing this in a press note, the Garo Students’ Union, Nagaland Zone (GSUNZ) President Cliff D Sangma said the officials lead by CEC President, Tengsak G Momin; General Secretary John Miltu A Sangma; and Additional General Secretary Balrang Ch. Momin started their tour with a public meeting at Erabill Village on April 3. Goan Buras, Village Council Members and Village elders attended the meeting. The CEC team told the leaders that the Garos of Nagaland have been marginalised into monitory tribe in Nagaland in recent times and still reeling in the state of “backwardness” – educationally, economically, socially and politically.
UNTABA questions KA district administration on eviction drive Dimapur, april 7 (mExN): The United Naga Tribes Association of Border Areas (UNTABA) has stated, presumably after verification, that the Karbi Anglong district administration's plan of carrying out “massive eviction” appears to be a “hoax” in the Doldoli Reserve Forest area since “all the illegal settlements around 6 Mile and Sunday bazar areas in Assam side and Disapur, Kukhuribosti, Notunbosti, Tillabosti, Jarunallabosti, Dikrongsa, etc. in Nagaland side in the border areas are still standing intact.” A press release from the UNTABA President Hukavi T. Yepthomi and its General Secretary Imsumongba Pongen also reminded that “as of now, the boundary between Nagaland and Assam in Dimapur areas are clearly defined by Lengri stream/ river from Lahorijan, near Khatkhati to Rilan village adjacent to NH – 36, which was established way back in 1991-92 and recognized in 2013 by the Government of Nagaland.” Therefore, “any eviction carried out inside Nagaland by any authority in the aforementioned areas will be illegal and is inviting unnecessary conflict amongst the peace loving inhabitants of both the states especially in the border areas.” They also reminded the Government of Assam, as well as Nagaland, their “con-

The Sub – Divisional Police Officer & PRO, Kohima, Atu Zumvü NPS in a press note informed that the first arrest was made when personnel manning the Khuzama inter-state check gate intercepted one tipper truck (NL0-7A-5451) with fake registration number plate. On thorough checking, two different vehicle documents were also recovered from the vehicle but the engine and chassis number written in both the documents did not tally with the one engraved on the vehicle, the PRO added. In this connection, One Md. Mainul Haque (26), of Haldapathar Village under Barpeta PS Barpeta District, Assam is taken into Police custody. The official said on further examination, the accused stated that, he was pro-
ceeding to Mao Gate to deliver the vehicle to a client for which he was assured of handsome amount after the delivery of truck is made. Two mobile handsets and cash amounting to Rs. 5000/- was recovered and seized from his possession. A regular case under Khuzama PS was registered against the arrested the driver. In another similar case, the second arrest was made when the combine teams of Anti Vehicle Theft Squad (AVTS), D.I.B of DEF Kohima and A/10 NAP (IR) personnel were conducting routine checking at Zhadima Junction Kohima and detained a Maruti 800 (NL-06-2602) on suspicion. On verification, it was ascertained that, the engine and chassis number of the Maruti car mentioned in Vahan Database and smart card (RC book) differs from each other, the official said. A regular case at Kohima Chiephobozou PS was registered against the car's owner Kmiyato Awomi (31 yrs) for conducting further investigation.

Stating that he lost a personal friend in the demise of late Grinder, Rio said, “My family members joins me in conveying our deepest condolences to the members of bereaved family and pray to Almighty God to let the departed soul rest in eternal peace.” Rio further offered condolences on behalf of Naga Forum, New Delhi, to which Lt. Choosing a new UN Secretary-General who will champion human rights for all
U
nderstanding political power and how it is organized is at the heart of how the people can initiate the process of social change through political defiance. Public perceptions and perspectives on the powerful and the powerless, and the desire for a structural shift from power-over people to power-with the people are central to this understanding. Gene Sharp, a retired professor and founder of the Albert Einstein Institution, a non-profit organization dedicated to advancing the study of nonviolent action, in his book From Dictatorship To Democracy turns to the 14th Century Chinese ‘Monkey Master’ parable by Liu-Ji to offer insights into understanding political power. The parable goes like this: “In the feudal state of Chu an old man survived by keeping monkeys in his service. The people of Chu called him ‘ju gong’ (monkey master). Each morning, the old man would assemble the monkeys in his courtyard, and order the eldest one to lead the others to the mountains to gather fruits from bushes and trees. It was the rule that each monkey had to give onetenth of his collection to the old man. Those who failed to do so would be ruthlessly flogged. All the monkeys suffered bitterly, but dared not complain. One day, a small monkey asked the other monkeys: ‘Did the old man plant all the fruit trees and bushes?’ The others said: “No, they grew naturally.” The small monkey further asked: “Can’t we take the fruits without the old man’s permission?” The others replied: ‘Yes, we all can.’ The small monkey continued: ‘Then, why should we depend on the old man; why must we all serve him?’ Before the small monkey was able to finish his statement, all the monkeys suddenly became enlightened and awakened. On the same night, watching that the old man had fallen asleep, the monkeys tore down all the barricades of the stockade in which they were confined, and destroyed the stockade entirely. They also took the fruits the old man had in storage, brought all with them to the woods, and never returned. The old man finally died of starvation.” Gene Sharp quotes Yu-li-zi’s observation that, “Some men in the world rule their people by tricks and not by righteous principles. Aren’t they just like the monkey master? They are not aware of their muddleheadedness. As soon as their people become enlightened, their tricks no longer work.” The Monkey teaches that it is only through submission and obedience without asking questions that the unjust status quo is upheld. In other words, those in positions of power require the support and cooperation of the people they rule; and maintaining power without it is impossible. The question to ask is, where does the real power rest? If the people realize that political power actually resides with them, then they can awaken to the possibility of withdrawing their obedience and support to those who depend on it. This action will immediately influence the ability to rebalance the status quo in favor of the oppressed and increase the possibilities of genuine change. While State power is centralized through government bureaucracy and military institutions, in community societies like the Naga people, power is not centralized. There are various community institutions and civil society organizations such as the church organizations, village councils, tribe hohos, women’s organizations, student associations, human rights groups, literary societies, neighborhood councils, and many other diverse traditional groups, all of which together have great political influence. All of these diverse groups can collectively bring about genuine and lasting change. However, the ground reality is that some of these institutions have either been co-opted or have succumbed to the overwhelming culture of power of the State government. It is therefore imperative to take new nonviolent initiatives to rebuild independent social civil institutions and inculcate the desire to limit the culture of power and to draw upon people’s strength to exercise its self-determining abilities to define a shared Naga future. Naga people’s history has been constantly challenged as we can see in our grandparents and parents generations. Our grandparents discourse revolved around aspirations of political freedom and independence; and our parents’ generation was faced with new issues and challenges that emerged after the Nagaland State was formed, and contesting the manner in which the State changed the language of freedom and justice. The present generation has to deal with the cumulative legacy of their grandparents, parents, and also our own unique challenges around lacking participatory democracy, inclusive and accountable governance, development that addresses basic needs, and a justpeace. This is further complicated by a clash between a dynamic, rapidly moving society and a static, unchanging society fearful of what might be done to it in the name of change and progress. To further illustrate this critical distinction, we are now living in a situation where the older generation is concerned with the roots of the tree, while the younger generation is concerned with its fruits. Given these different generational perceptions and expectations, the language of politics has changed and it is important to understand it. The fact remains that changes in the language of politics has not positively impacted the people’s lived realities nor the political aspirations for freedom and liberty. What is important is how one understands the changing language of politics and realizes the timeless truth that every generation needs to shape its own future. This situation invites an act of political defiance. A new UN Secretary-General must champion human rights – and that means a more transparent, inclusive and merit-based selection process
T
his autumn, the United Nations General Assembly (UNGA) will select a new Secretary-General to replace Ban Ki-moon, whose term finishes on 31 December 2016. She or he will have to tackle multiple, highly complex global crises. It is vital that an outstanding UN leader is selected who embodies the values of the UN Charter and can rise above national interests and work effectively to mediate conflict where other major actors fail; to alert governments to disturbing developments and thereby prevent conflict; and to be a catalyst who thinks strategically to tackle massive global challenges including climate change, humanitarian crises and terrorism. A Secretary-General can save lives. Human rights groups know why it is so important to select an accountable, effective and independent Secretary-General who not only cares about human rights but also recognizes that protecting these rights is key to preventing conflict. Such a SecretaryGeneral can use the “good offices” role to raise human rights matters directly with governments or do so publicly if they are not responsive, and can drive
home the message that there can be no peace and security without human rights and justice. She or he can ensure that highly qualified people who care and know about human rights are appointed to top UN positions, and that human rights are effectively integrated in day-to day UN operations including on the ground, protecting numerous potential victims from abuse. The Secretary-General can be the voice for those living in poverty and an advocate for women’s rights, for people with disabilities or for LGBT rights. She or he can be a motor for innovation in the human rights machinery: promoting the creation of a Human Rights Council with a novel global peer review mechanism or launching the concept of the responsibility to protect. These are just a few examples of how Secretaries-General have advanced human rights issues in the past. Yet, there is no guarantee that a Secretary-General committed to human rights will be selected. According to Article 97 of the Charter, the UNGA appoints the Secretary-General on the recommendation of the Security Council. In practice, until now, the Assembly’s role has been confined to rubberstamping the choice of the Council’s five permanent members carrying a veto. To date, the Security Council has firmly controlled the selection process: operating behind closed doors, without considering any selection criteria or qualifications. Backroom deals are common, for example requiring candidates to make promises to the Council’s permanent members on high-level UN posts in exchange for support. The whole process is geared to appoint the candidate representing the lowest common denominator. It is unworthy of the UN Charter and, as a respected former senior UN official noted “would be rejected as a bad joke by any serious institution in the private sector”. There have been some outstanding Secretaries-General, but that is despite and not because of the selection “pro-
cess”. This needs to change. That is why many human rights NGOs have joined the 1 for 7 Billion campaign—a group of over 750 NGOs from all regions. They believe that openness, transparency and a merit-based selection process that is inclusive of all member states increases the chances for the world’s 7 billion people to get the top quality Secretary-General we need. And change is on the way. For the first time, there will be “informal dialogues” or hearings for all UN Member States with all candidates, in the General Assembly. The first of these will take place from 12 – 14 April and will be webcast. Civil society should be able to participate and ask candidates questions in a process facilitated by the Assembly’s President. Candidates, whose CV’s are being circulated, will be encouraged to present vision statements before the hearings. These dialogues will undoubtedly have an impact on deliberations in the Security Council on which candidate(s) to recommend—that will start in July. Also new are the articulation of broad selection criteria and an invitation to states to present women as candidates. To date all UN SecretariesGeneral have been men. These path-breaking changes were agreed upon by all member states in resolution 69/321, adopted by consensus in September last year. This resolution sets the stage for a new way of selecting future Secretaries-General based on principles of transparency and inclusiveness. As required by the resolution, the Presidents of the Security Council and of the General Assembly wrote a joint letter to member states, on 15 December 2015, “inviting candidates to be presented in a timely manner” although, at the insistence of Russia and the USA, there is unfortunately no deadline for nominations. Seven candidates have already been presented, most of them from Eastern Europe, which has made a claim for a Secretary-General from that region. Three are women. Two important
proposals made by 1 for 7 Billion and by the Elders group of global leaders, chaired by Kofi Annan, are now up for discussion by the General Assembly. First, we proposed that the Security Council presents more than one candidate to the General Assembly. That would enable the Assembly to make a real choice as opposed to rubberstamping a Security Council decision. The second proposal is to appoint the Secretary-General for a single, non-renewable term, of around seven years, rather than for five years (renewable for a second five year term) as is current practice. A single term would strengthen the independence of the Secretary-General and provide political space to concentrate on carrying out the job free from the politics of re-appointment. The SecretaryGeneral should be accountable to all Member States and not be beholden to the specific interests of particular Member States, especially the most powerful among them controlling the re-selection process. A longer, single term would enhance the SecretaryGeneral’s capacity to be effective in discharging highly complex leadership responsibilities—including on human rights—in a rapidly changing world. Many governments have not yet made up their minds, and more pressure needs to be brought to bear in support of both proposals. Whoever is appointed as the next UN SecretaryGeneral will have enormous influence on the prominence given to human rights by the UN and the extent to which the UN secretariat—and its many agencies—truly champion human rights. The post is crucial for advancing human rights concerns at a global level. A transparent, inclusive and merit-based selection process offers the best chance to find and appoint the highly competent, visionary and effective new Secretary-General— fully committed to human rights—that the world needs.

sked why he called himself a ‘feminist’ and had brought forward a gender equal Cabinet following his election last year, Canadian Prime Minister Justin Trudeau answered rather dryly – ‘because it’s 2015’. I think that perhaps sums up the feeling of many gender justice activists – we feel somewhat exasperated that women’s rights are still contested, that so little progress has been made since the 1995 Fourth World Conference on Women in Beijing. As a woman of faith, I feel this frustration immensely. I have always taken from scripture, the notion of liberation and justice. In my own life, it has been
the very faith which many see as an obstacle to progress and equality, which inspired me to take up positions of leadership in both church and politics. I have struggled to relate to readings of scripture which limit women and girls, and which take the cultural norms around gender roles at a given time in history, and universalize them. And I certainly struggle when I hear these interpretations repeated back to me today. In 2000, a movement called ‘Ecumenical Women’ was founded specifically to combat the increasingly conservative religious presence at the United Nations’ Commission on the Status of Women (CSW) in New York; attended this year, among others, by myself and Justin Trudeau! In my view, Ecumenical Women now provides the most inspiring, energetic and hopeful space during the Summit. At this year’s CSW, we saw an unprecedented presence from faithbased organizations campaigning for gender equality. These included: a ‘Faith and Feminism Working Group’; an official side event supported by UN
Women and Christian Aid partner, the World YWCA; and an offering from ‘Side by Side’ – the emerging global movement for gender justice. With a proliferation of other events exploring the relationship between faith and gender, it does feel like the UN and the wider global community is finally waking up to the power of faith in people’s lives. I am pretty clear that we will not achieve gender equality unless we work positively with faith communities, including with men and boys. This was emphasized by Ann Kargbo, from a Christian Aid partner Rehabilitation & Development Agency (RADA) in Sierra Leone. Ann, who has been working on topics such as gender-based violence and women’s economic empowerment in northern Sierra Leone, understands that power relations need to be tackled at the household level. This is why RADA have started to work with an inter-faith network of leaders to dispel the myth that domestic violence is a ‘private matter’. It is also running a project on ‘gender model families’, a type of mentoring that supports families who want to live differently and chal-

lenge traditional gender roles. Yet, too often the development sector has shied away from supporting this kind of work. However, there has to be a way of supporting the positive work of churches and faith groups without writing us all off as patriarchal misogynists. If we take the example of Brazil, we can see a context where many churches have aligned themselves with conservative political forces seeking to roll back women’s rights. But in the midst of this, there are incredible faith leaders there such as the Rev Elineide Ferreira de Oliveira, a 30-year-old Anglican priest who runs the only church-run safe-house in Brazil. The refuge in the Amazon, supported by Christian Aid, offers sanctuary for women and their children fleeing domestic violence, and who need our backing and support. Indeed, at a CSW event organized by Side by Side, we were encouraged to seek out those within our faith communities who are ‘thinking differently’ and who are often on the margins. ‘These people,’ one panellist said, ‘will be the change-makers’. For e.g. trifoliate orange and its hybrid citranges are resistant to citrus nematode. These can be used as rootstock in citrus nematode affected areas. a) Propagation by layering: Layering is the method of propagation in which roots are developed on a stem while it is still attached to parent plant. After proper rooting, the stem is detached and becomes a new plant for growing on its own roots. The high success of layering is obtained by ringing or wounding, etiolation (absence of light), use of rooting hormone (IBA, NAA) and favorable environmental conditions (temp. and humidity). Air layering is most commonly used in citrus. Air Layering: In this method, roots are formed in the aerial part of plant. The stem is girdled and rooting hormone is applied to upper part of cut. Moist rooting medium (mass grass) is wrapped with the help of small polythene strip ( 200-300 gauze, transparent).( In case mass grass is not available 50% well rotten cow dung and 50% garden soil should be mixed well , then some water is to be added so that balls can be prepared).This method is commonly known as goottee. ropagation is an art of multiplication of plants. Citrus can be multiplied sexually as well as asexually also.
1. Sexual propagation: Multiplication of plants by seed is known as sexual propagation. It is a simple and cheap method of propagation. In citrus polyembryony exists. For example all the varieties of citrus except pumalo (Citrus grandis), tahati lime (C. latifolia) and turanj (C. medica) give rise to more than one seedling from one seed. Polyembroynic varieties can therefore, be propagated by seeds. The rootstocks upon which the fruit varieties are budded or grafted are usually obtained by sexual propagation for e.g. rangpur lime is generally used as rootstock in citrus. 2. Asexual / vegetative propagation: Mitosis is the basic process of normal vegetative growth, regeneration and wound healing which make possible the vegetative propagation techniques like cuttings, grafting, layering, separation, and divisions. These methods of propagations are important because they permit a large-scale multiplication of genetically identical individual plants. For many plant species , rootstocks are
agated by this method. May to July is the ideal period for air layering. Rooting in air layers generally commences within 25-30 days and layers are ready for transplanting within 3 months. b) Propagation by cuttings: In this method, cutting of plant parts (specially stem, leaf or root) are used for propagation. Hard wood and semi hard wood cuttings are generally used for propagation. Semi hard wood cuttings are mostly used in evergreen fruit plants like lemons etc. Available shoots during June- July have not attained the full maturity and are 5-9 months old. Such shoots are used for propagation purpose. Length of cuttings should be 7-20 cm. It is better to retain 2-4 leaves on the top of cuttings. Treating cuttings with 5000 ppm IBA gives better results. Commercial formulations of IBA are available in the name of Rootex, Rootbin, Seradex etc. c) Propagation by budding: Budding is cheaper, easier, quicker and better method of propagation than grafting. Budding utilizes only one bud and a small section of bark with or without wood. Budding method usually depends upon the slipping of bark when the bark can be easily separated from wood. It denotes the period of the year when the plant is in active growth and cambium cells
are actively dividing. It is important to use vegetative bud than flower bud. Vegetative buds are usually small and pointed while flower buds are large and plumpy. Spring budding : Budding in spring ( March –April) as soon as active growth of rootstock begins and bark separates easily from wood. This period is very limited and budding should be completed soon. Bud wood is collected while it is still dormant before there is any evidence of bud swelling. As this dormant bud is inserted and rootstock is in active growth, the bud sprouts and develops easily. It is commonly found in citrus Shield or “T” budding: As the name indicates “shield” is the shape of the bud and “T” is the shape of cut given on rootstock for operation. In case of citrus, budding should be done along with wood to avoid rupture of bud. This method is mostly used in oranges. Micropropagation: It refers to propagation of plants from very small plant parts, tissues grown aseptically in a test-tube or container under controlled nutritional and environmental conditions. This method is gaining popularity because of production of virus free seedlings. But this method can not be used by small farmers.

Advisories Vegetables: To control fruit borer in tomato, shoot and fruit borer in brinjal establish pheromone trap to prey moth @ 12 nos, per acre or collect infested fruits and shoots and bury it in the soil are advised. For flies, leaf hopper and other small flies, any neem based insecticide available in the market@ 5-8 ml per liter of water is to be done. For fruit fly poison bait can be prepared with jaggery and Rogor kept in plastic bowls in cucurbits fields. For cucurbits, after germination if there is attack of Red Pumpkin beetle, control the insect with the dusting of mixture of kerosene oil + ash in adequate proportion. Fruit trees: For the control of insects/termites in fruit trees, paint the main trunk upto 2 metre height from the ground level with lime or enfold plastic sheets around trunk to prevent climbing of young (nymphs) mealy bugs. Also, apply grease to seal any cracks in the polythene sheets. At flowering stage do not spray insecticides Use quality and certified seeds for all crops. Success in raising healthy seedlings depends to a larger extent on the quality of seeds. Before sowing, seed should be treated with biological control agent formulations which protects the seed against soil-born fungi and also give a boost to the seedlings Pit for plantation of fruit crops and agro forestry should be completed by April. Expose the pit to sunlight to kill the microbial infection as well as soil borne pests for 15-20 days. Then fill the pit with top 50cm soil with 1 kg lime, 15-20 kg well decomposed FYM. Put a bamboo peg to remind the place of the pit. Let the pit be exposed to 3-4 rain showers before planting.
Livestock • To prevent cattle from Foot and Mouth Disease, plague and BQ, farmers are advice to vaccinate this disease vaccine to their cattle with the consultant of veterinary doctor. • During this season, avoid overcrowding of birds; water intake should be increased as even a slight shortfall of water can lead to heat stroke and mortality; shifting, transportation, de-beaking and vaccination should be done during night or cool hours of the day. • Increasing temperature with increasing humidity may cause discomfort to the cattle. Feed or graze during cooler hours, feed fresh green fodder, protein and mineral supplements feed under shade between morning and afternoon milking.
INSECT PEST AND DISASE MANAGEMENT IN BANANA

he plant banana, Musa paradisiacal is the world’s largest herbaceous plant and belongs to the family Musaceae and is one of the most widely consumed fruits in the world. Curved yellow fruit packs a big nutritional punch, wrapped in its own convenient packaging. Today bananas are grown in at least 107 countries and are ranked fourth among the world’s food crops in monetary value. Banana is an instant energy booster, and is one fruit which is commonly available across the globe. A look into the nutritional breakdown of bananas and it reveals the following : per 100 grams, it contains 0.30 gm total fat, zero cholesterol, 1 mg salt, about 360 mg potassium, 2.6 gm dietary fiber, 12 gm sugar and 1.1 gm protein. However banana is attack by many pests and diseases. IMPORTANT INSECT PESTS 1.BANANA PSEUDOSTEM BORER (Odoiporus longicollis) Banana pseudostem borer is the most damaging insect and cause more than 30 percent loss yield. Cultivars such as Giant Cavendish and Dwarf Cavendish are more susceptible than Poovan. Damage symptoms: Both the grubs and adults cause the damage. Leaves turn yellow and the plants are susceptible to wind damage because of tunnels made by O. longi-
collis. Presence of holes and jelly exudation from pseudostem indicates the presence of larvae inside the stem. White coloured larvae are responsible for riddling of pseudostem and causing serious damage. If the larval tunnel passes through the central growing point, the plant is killed. Larva’s characteristic habit of cutting a rectangular hole just before completion of the cocoon helps in locating the cocoon inside the pseudostem. In the advance stage of infestation, the severely affected plant breaks or topples down along with the bunch. Management: The most practical method of combating O.longicollis consists of prevention by means of clean culture, accompanied by trapping the adults. Clean culture should include the removal of trash which provides hiding places and removal of broken and decaying plants which serve as breeding places. Practice of cutting off the stems at a height of 2 to 6 feet and allowing these to remain until they disintegrate provides ideal breeding conditions for the beetle. After crop harvest, pseudostem should be removed and burnt. Manual collection and killing of adults. Prune the side suckers every month. Use healthy and pest free suckers to check the pest incidence. Do not dump infested materials into manure pit Uproot infested trees, chop into pieces and burn. 2.BANANA RHIZOME WEEVIL (Cosmopolites sordidus) Banana rhizome weevil is also a
damaging insect pest and directly affects the yield. Cultivars such as Giant Cavendish and Dwarf Cavendish are more susceptible than Poovan. Damage symptoms: Both adult and grub feed at night on the corm, underground parts and pseudostem. Weevil lays eggs into lower portion of pseudostem. Eggs develop into white larvae that riddle the rhizome by making tunnels. Grub of weevil bores into the rhizome and cause damage. Larvae and weevil damage the central portion of pseudostem and reduce plant vigor and cause dead heart. Management: Selection of healthy suckers for plantations. Do not take regular crop in the same field to avoid initial infestation. Destruction of infested rhizomes, chopping the infested pseudostem into small pieces and scatter them in the plantation. Trimming the infested rhizome. Treatment of rhizome with neem extract @ 0.4% for 1 hour. Clean cultivation. 3.BANANA APHID (Pentalonia nigronervosa) Aphid is a serious problem in bananas but not for feeding habits but it acts as a vector of banana bunchy top disease, the most damaging virus disease of this crop. Damage symptoms: Nymphs and adults congregate under the outer sheath base of pseudostem and around the crown and suck the sap. This can cause plants to become deformed; leaves become curled and shriveled, and in some cases galls are formed on the leaves and undersized
fruits. Aphids excrete honey dew. This honeydew serves as a medium on which sooty mold grows. Sooty mold blackens the leaf, decreases vigor of the host. They are persistent vector of bunchy top virus. Management: Rogue out the virus affected plants before spray. Conserve natural enemies. They are important in natural control of aphids. Regular monitoring of the crop. Control weeds around bananas. Apply neem oil/garlic extract/tobacco leaf extract @5ml/litre of water. Spray 200 ml of dimethoate in 250 litre of water at 15-20 days interval after pest incidence. 4.BANANAFLEA BEETLE (Nodostoma subcastatum) Damage symptoms: They are most abundant during rainy season (June-Sept). Adults feed on tender leaves of central whorl and skin of young fruits. Fruits become blemish, flavor and market value is lost. Management: Removal of weeds from basin and unwanted suckers. Keep the plantation free of weeds. In severe infestation apply quinalphos 25EC @2ml/litre of water. IMPORTANT DISEASES 1.BUNCHY TOP (Musa virus 1) Banana bunchy top disease is a serious disease of banana. Once established, it is extremely difficult to eradicate or manage. The causal organism is banana bunchy top virus. Cavendish group is highly susceptible. Damage symptoms: Leaves of an infected plant become bunched
together at the apex of the pseudostem. Leaves become dry and brittle and stand more erect than normal giving the plant a rosette ‘bunchy top’ appearance. Margins of the leaves become waxy and in the later stage roll upward. Petiole is reduced in size. Whole plant gets stunted. Leaves show dark green streaks. Infected plants rarely produce a fruit bunch after infection and do not fruit in subsequent years. Management: Eradication of diseased plant. Plants can be killed along with aphids that are feeding on them by pouring kerosene. Planting of virus-and aphid free suckers. Quarantine measure to check the movement of infected planting material from one place to another. 2.SIGATOKA DISEASE (Cercospora musae) Yellow and black sigatoka are common fungal disease of banana and Cavendish group is highly susceptible. Damage symptoms:It causes losses by reducing the functional leaf surface of the plant, which results in small, unevenly ripened bananas that fail to ripen and may fall. Disease first appears as small, light yellow spots parallel to the side veins of leaves. A few days later, the spots enlarge in size and turn brown with light gray centers. Such spots soon enlarge further, the tissue around them turns yellow and dies, and adjacent spots coalesce to form large, dead areas on the leaf. Rapid drying and defoliation of mature leaves are the characteristic features of this disease. Management: Remove and destroy diseased leaves, as this will reduce source of infection. If diseased leaves cannot be removed from the plot and burnt, they should be deeply buried. Overhead irrigation encourages the disease. Under canopy micro-irrigation or drip irrigation is preferable. Avoid overcrowding of plants. Application of bordeaux mixture 0.1 per cent + 2% linseed oil can manage the yellow sigatoka disease. Systemic fungicide propiconazole (tilt 25%EC) and carbendazim (bavistin 50 wettable powder) both@0.1% is effective. 3.PANAMA/FUSARIUM WILT (Fusarium oxysporum f.sp cubense) Damage symptoms: This is the soilborne fungus that attacks the roots and blocks the vascular system in the banana, so that the plant wilts. Fusarium wilt appears as yellowing of the bottom leaves first. Yellowing begins along the margins and spread rapidly towards the midrib. Leaves finally break at petioles, dry up and collapse leaving a ‘skirt’ of dead leaves draped around the plant. Infected leaves fall in order from oldest to youngest. Leaf sheaths at the base of the pseudostem develop longitudinal splits. When the pseudostem is cut at the bottom, the vascular bundles appear reddish or purple. This is the most characteristic symptom. Management: Planting of healthy suckers obtained from diseased free
areas. Removal and destruction of infected plants. After removal of affected plants, the pits should be treated with lime @1-2kg/pit. Growing of paddy followed by banana for 3-5 years once or twice. Highly infected soil should not be replanted with banana at least for 3-4 years. Treatment of the suckers by dipping in 0.2% carbendazim (bavistin 50 wettable powder) for 45 minutes. When the disease is noticed in early stage in the field, chemical control will be effective. A 10 cm hole is made in the diseased corm at an angle of 45 degree. The hole is filled with 3 ml of 0.2% carbendazim solution during 5th, 7th and 9th month of planting. In areas where fusarium wilt is endemic resistant varieties such as ‘Cavendish’, ‘kisigame’, Mararu’, and ‘Uganda green’ should be grown. Application of bioagents, such as, Trichoderma viride or Pseudomonas fluorescence in the soil is effective. Conclusion: Banana crop is affected by a number of pests and diseases and have a serious impact on the economic output of a farm. Farmers should be encourage to take up various prevention and treatment methods depending on the crops they grow and the pests or diseases they are susceptible to, as they affect crops differently. Farmers also need to ensure that they balance pests and disease prevention and treatment methods against damage to the environment and also know how to control pests and diseases in different types of combinable crops as an essential task, how to spot early signs of certain diseases, the symptoms that they show, how the disease or insect pests is caused and spread, and how to prevent certain pests or diseases completely and reduce the effect of others. Banana crop is infested by a number of sucking and chewing pests. Beetle, weevil and borer pose a major problem as a result pest management becomes difficult as more and more pests are added to the ecosystem. Pest suppression can be achieved through judicious use of pesticides, certifying seed, crop rotations, destruction of crop residues, introduce natural enemies and other cultural practices. A key to pest management is to understand pest life cycles and ecology and then to integrate feasible options. Therefore greater understanding of the entire agro-ecosystem and total crop management and active participatory approaches will prove effective for pest management in the present scenario. The crop banana is also infected by viral and fungal diseases. Diseases can be controlled with frequent applications of fungicides, certifying seed, and cultural practices, such as practise of good hygiene, avoid large areas of any one variety of crop, especially in high disease areas, regular monitor of crops for diseases and resistance, and adequate spacing of plants and efficient drainage within plantation.

KolKata, april 7 (ians): Strongly reacting to Prime Minister Narendra Modi's barbs against it while campaigning for the assembly polls, West Bengals' ruling Trinamool Congress on Thursday said the remarks were unbecoming of a prime minister. Addressing successive rallies in state, Modi castigated the Trinamool over a host of issues and said the TMC stands for "Terror", "Maut" (death) and "Corruption". He also accused Chief Minister Mamata Banerjee of "playing politics over the dead" while referring to the March 31 flyover collapse in the city in which 26 people were killed. "The comments made by the prime minister about the Trinamool Congress, making an abbreviation based on wild allegations using the initial of the name of our political party was in very poor taste to say the least. "These are not words befitting the PM of India, they bring disrepute to this high office," said Trinamool dressing a party rally here in Alipurduar district. Castigating Banerjee over the multi-crore rupee Saradha scam and the

neW delhi, april 7 (ians): The government on Thursday said it would conduct a thorough probe into illegal shell companies set up by alleged Indian tax evaders as fresh skeletons tumbled out of the “Panama Papers” cupboard, linking India's glamorous mix of sports and entertainment to offshore tax havens. Finance Minister Arun Jaitley said every bit of the expose that pointed toward offshore companies set up by more than 500 Indians will be probed and that people with illegal money stashed abroad "won't get to sleep" at night now. "In last three days we have formed a group. We are analysing each and every account to find out what is legal and what is illegal," Jaitley said in an interview to ETV News Network. He was referring to the probe ordered by Prime Minister Narendra Modi. "Those who are having legal accounts, they need not worry and those having illegal accounts won't get sleep at night," the finance minister said The warning comes as the media around the world has been carrying stories on people with offshore firms. The revelations are part of the expose by the International Consortium of Investigative Journalists (ICIJ) and over 100 global media organisations, dubbed the "Panama Papers". The expose is based on millions of leaked documents of a Panama law firm Mossack Fonseca, which helped in setting up these companies. But Indian authorities have also said not every off-shore company opened by an Indian need be illegitimate. In the latest disclosure, the Indian Express, which is one of the reporting partners of the ICIJ, reported that 10 members had entered into a pact to form P-Vision Sports to bid for IPL Pune franchise, in which 15 percent was earmarked for the offshore firm, Obdurate Ltd in British Virgin Islands. The bidder consortium included actors Saif Ali Khan, Kareena Kapoor and Karisma Kapoor, industrialist Venugupal Dhoot's firms and Pune-based realtors Chordia family. It had investments by an offshore company. In the interview, the finance minister also sought to clarify what Reserve Bank of India Governor Raghuram Rajan said on the legality of offshore companies opened by Indians. "So, I think he (Rajan) must have said it in that reference -- that people who have kept the money by taking permission from the RBI is legitimate and who have kept the money by not taking

Jaitley in the interview added a political twist to the black money issue and said while some people were angry with him because the government was strict, some previous regimes kept silent on the issue of illegal money parked abroad. Opposition questions Govt But the Congress returned the allegation and said the government had ignored the ICIJ probe in the past. It also demanded a Supreme Court-monitored Special Investigation Team probe against all those whose names have cropped up in the 'Panama Papers' case till date. The Communist Party of India-Marxist (CPI-M) doubted if the Modi government was ready to "touch the structure of tax havens, money laundering and the generation of black money". In an editorial in the CPI-M journal "People's Democracy", the party said the government "should impose a blanket prohibition on Indians acquiring shell companies and operating secret accounts in tax havens". The Aam Aadmi Party (AAP) ruling Delhi demanded Jaitley's resignation, saying one of those linked to the 'Panama Papers' was the BJP leader's friend Lokesh Sharma. Sharma is managing director of sports management major Twenty First Century Media and has two companies of his own registered in the tax haven of British Virgin Islands. The third is a subsidiary of the sports company, according to the expose. AAP leader Ashutosh said Jaitley should also reveal what kind of relations he had with Sharma. He said a free and fair probe into the 'Panama Papers' was doubtful as long as Jaitley was in the union cabinet.

hyderaBad, april 7 (ians): India lacks a culture of "good mentorship" and those in a position to train and mentor are not dedicating adequate time to help budding researchers shape their careers, says veteran scientist Shahid Jameel, the Chief Executive Officer (CEO), Wellcome Trust/DBT India Alliance. Laying strong emphasis on acquisition of certain skill sets (including adaptation and trouble-shooting) during the intense years leading up to one's doctorate (PhD), Jameel said getting a PhD is not just about writing a thesis and publishing papers. "We just don't really have a culture of good mentorship in the country. People are not taking out the time that is required to give young researchers the skills to develop their careers," Jameel told IANS in an interview here on the sidelines of the 13th SciComm workshop organised by the alliance. "Most people are content with people coming into their labs doing the experiments, producing results... sometimes not even analysing the results themselves, just writing a paper, obtaining a PhD and getting out," lamented Jameel. Formerly associated with the International Centre for Genetic Engineering and Biotechnology, New Delhi, Jameel with more than 25 years of experience
in bio-medical research and laboratory management, took over the reins of the 10-year-old partnership between Wellcome Trust and the Department of Biotechnology in 2013. "There is so much more to the PhD than simply publishing papers and writing a thesis," he averred. Jameel, who acts as a mentor in the SciComm workshops to young researchers and clinicians, doles out practical suggestions on writing for grants (funding), preparing CVs and choosing a PhD supervisor: a tricky one because one does not really know much about them before they actually start working. Some of the skill sets that one needs to assimilate during their doctorates, he highlighted, are: "Whether the person has developed skills to formulate a question and to know what are the tools, what are the experiments required to solve that question, identify limitations to that approach, think about alternate strategies and be able to properly analyse data." "Unfortunately, most people in our institutions go through a PhD without acquiring many of these skills." Apart from modules on research ethics, manuscript writing, grants writing, oral presentation skills, mentoring and aLearning from Career Choices', the SciComm workshop, a "oneof-its-kind of soft skills train-
ing programme in the country" provides the opportunity for the participants to discuss their research proposals and receive expert comments from the workshop mentors, including Jameel. The partnership is currently exploring new trends such as a science-arts space and Young Investigator meets (akin to a job fair in biological sciences) and is in its seventh year now. Jameel informed the partners have now initiated a process for a possible extension of the alliance. "It depends upon the two partners agreeing to extend it and for the two partners to agree they need some data on paper to show whether how successful the first 10 years have been so we are starting a process where the alliance is going to be externally reviewed," he said. This would happen towards the end of the year or early next year. "The two partners are in the process of putting together an external committee that will carry out the review. On the alliance part, we are putting together a package that will tell the committee as to what the goals were and how far we have met these goals," he said. "If the review is successful then the two partners will take a call to whether they would like to fund and I am very hopeful in carrying forward this relationship," Jameel added.
neW delhi, april 7 (ians): The annual fee for undergraduate courses in the Indian Institutes of Technology (IITs) has been hiked from Rs.90,000 to Rs.2 lakh, official sources said on Thursday. "The Human Resource Development Minister (Smriti Irani) has approved the increase today (Thursday). It will be applicable from the coming academic session starting in July. The hike will not be applicable to students of second, third and fourth year," ministry officials told IANS here. "Students from families living below the poverty line or having annual income of Rs.1 lakh, Scheduled Castes, Scheduled Tribes and physically disabled categories will continue to get fullfee waiver." "Students from the general
category with family's annual income between Rs.1 lakh and Rs.5 lakh will have to pay only one third fees," the officials said. The hostel and mess fees will be in additional to the increased fee, the officials
said. The government took the fee hike decision after accepting the recommendations of the Anil Kakodkar committee appointed in 2010 on increasing the autonomy of IITs. "The committee had said that the government must neutralise subsidies on basic fees in these institutions and should invest more in research and improving infrastructure," the officials said, insisting that the government spent up to Rs.3 lakh on every IITian. As per HRD ministry figures, the IITs have an annual intake of 10,000 students. So, the total number of IIT students is around 40,000. The IITs have seen an eight-fold hike in fees in the last six years. The last fee hike to Rs.90,000 was effected in 2013.
Pakistan suspends talks with India, says no to NIA
neW delhi, april 7 (ians): Pakistan on Thursday said the dialogue process with India had been suspended and there was no question of allowing an NIA team to visit Islamabad to probe the Pathankot terror attack. Pakistan High Commissioner Abdul Basit also said that the arrest of an alleged Indian spy, Kulbushan Jadhav, proved Islamabad's allegations that New Delhi was causing unrest in Balochistan. Asked at the Foreign Correspondents Club about a meeting between the foreign sec-
retaries of the two countries, Basit said: "There is no meeting scheduled for now. I think at present the peace process is suspended. "India is not ready as yet," Basit said, but quickly added that "we can only resolve issues through dialogue". istan and destabilise the country. They are bound to fail." He said Pakistan had arrested scores of terror operatives with "foreign linkages" over the past month. "The presence of such elements is quite disturbing, to say the least." He also spoke on Jammu and Kashmir, saying it was "the root cause of mutual distrust and other bilateral issues". "And attempts to put it on backburner will be counterproductive," he added. "The resolution of (the) Jammu and Kashmir (dispute) should be fair and just."
India expands CNG sales network to lure motorists, curb pollution
neW delhi, april (reuters): India is expanding its network of fuel stations selling compressed natural gas (CNG) to encourage motorists in the national capital to switch to the cleaner, cheaper fuel and curb emissions. Delhi is banning use of private cars from its roads on alternate days on the basis of registration number from mid-April to combat rising pollution. The vehicles that run on CNG are exempt from the Delhi government's rationing drive. "We are taking efforts ... to expand fuel stations selling natural gas for motorists," Oil Minister Dharmendra Pradhan said, inaugurating 36 CNG stations, taking the overall number to over 1,050 in the national capital region.
Pradhan said by mid-May another 60 retail stations would be up and running in Delhi and nearby towns, easing long queues seen outside gas stations. The U.S. embassy's pollution gauge on Thursday recorded an air quality index of 186 in New Delhi, a level it describes as unhealthy. Indraprastha Gas Ltd (IGL), Delhi's only gas supplier, is daily selling about 3.1 million cubic meters of gas to about 850,000 vehicles, V . Nagarajan, a director at IGL, told Reuters. India's imports of LNG will rise from next year as Petronet expands annual capacity of its Dahej terminal in western India by 50 percent to 15 million tonnes, Garg said. Buoyed by rising sales of CNG, almost all carmakers are trying to attract customers with CNG-compatible models. In April-February, India's consumption of imported LNG rose by 13 percent, government data show. Pradhan said Indian companies would also extend the CNG retail network in the adjoining Uttar Pradesh state and in Chandigarh in the northern Punjab state to help commuters travelling from Delhi to have uninterrupted gas supplies.

Iceland govt appoints new PM, to call early elections rEyKJaViK, aPril 7 (rEUtErS): Iceland’s government named a new prime minister and called for early elections in the autumn on Wednesday, a day after Prime Minister Sigmundur David Gunnlaugsson quit to become the first global politician brought down by the “Panama Papers” leaks. It was unclear whether the naming of Fisheries Minister Sigurdur Ingi Johannsson to head the government or the call for early elections would satisfy the thousands of Icelanders who in street protests this week demanded the government resign immediately for early elections. Gunnlaugsson quit as prime minister on Tuesday after leaked documents from a Panamanian law firm showed his wife owned an offshore company that held millions of dollars in debt from failed Icelandic banks. "The Panamanian government, via our foreign ministry, will create an independent commission of domestic and international experts ... to evaluate our current practices and propose the adoption of measures that we will share with other countries of the world to strengthen the transparency of the financial and legal systems," President Juan Carlos Varela said in a televised address. Governments across the world have begun investigating possible financial wrongdoing by the rich and powerful after the leak of more than 11.5 million documents, dubbed the "Panama Papers," from the Panamanian law firm Mossack Fonseca. Launching the new campaign, Xi said all levels of the party should be instilled with good values, the official Xinhua news agency said late on Wednesday. The report was widely carried in major state newspapers on Thursday. “Arranging the new study campaign is a step toward expanding intra-Party education from ‘a key few’ to the party members more broadly,” Xi said. Up to 14 percent of emissions from agriculture in 2050 could be avoided by managing food use and distribution better, according to a new study from the Potsdam Institute for Climate Impact Research (PIK). “Agriculture is a major driver of climate change, accounting for more than 20 percent of overall global greenhouse gas emissions in 2010,” said co-author Prajal Pradhan. “Avoiding food loss and waste would therefore avoid unnecessary greenhouse gas emissions and help mitigate climate change.” Between 30 and 40 percent of food produced around the world is never eaten, because it is spoiled after harvest and during

In January, for example, 30 company heads, government ministers, and executives with foundations, research groups and charities launched a coalition to work towards cutting food waste by half and reducing food loss significantly by 2030. The aims are in line with the new global development goals that took effect this year. “Champions 12.3”, named after the food-waste goal number, includes the bosses of Tesco, Nestle, Rabobank, Unilever, Oxfam America, WWF International and the Rockefeller Foundation. Andrew Steer, another coalition member who heads the World Resources Institute, noted then that if food loss and waste were a country, it would be the third largest greenhouse gas emitter in the world. “Food loss and waste hurts people, costs money and harms the planet,” he said in a statement. “Cutting (it) is a no-brainer.”

Decades and scores of researches made and the accumulation of knowledge on God amazes me the most considering the fact that, the knowledge we have gained thus far is not enough to understand our supreme God. God is a matter of great concern for humanity and most religions centres around God. The fundamentals of life such as truth, honesty, bravery, love and forgiveness are often submerged in the ocean of religions and Gods of our creation. The relevance of such fundamentals finds lesser platform (or no platform) even to ignite a little spark of its genuineness and importance. The true God that we often talk about have become an alien entity by the life style we so gracefully embraced and choose
do identify with. The separation from the true and supreme God is manifested in the way we do and believe of which our reality speaks volume. In the world of differences, there are thousands if not millions avowing non existence of God. There are multitude who firmly acknowledges God’s existencebutchoosing to defy it. Yet again, there are religions in which God is a silent element. We have the luxury of choices in terms of religions and Gods constitutional, but the true spirit of secularism in reality is a rallying cry. The world we live in and the waves of circumstances we witness in our daily living triggers me to ponder over certain premiseon our world view of God. 1. Is God a concept and nothing more? Even if so, at our liberty, what would be the fundamental basis of such definition(s)? Would it be enough to follow certain approaches like the Essentialist , Reductionist, and /or the Symbolic orientation in expressing our ideas in defining God? Do we need to
define God at all? 2. Is God just a idea? Is God a spirit that do not exist? Do we fix God in a virtual world or category? Is God only a supernatural transcendental entity to be feared? Are we worshiping God of our creation? Is God only a speculation? Is God only a narrative substance? The underlying truth of fixation of God in our individual and societal system can be seen only as an image of negligence and for which we do not see the manifestation of God in our conduct. Now the bottom line is, if we are so keen and anxiously conscious about God, why not give Him His proper place in our life. Or have we really understood God? To which God or what God are we obliged do? Is it the true and the supreme God or the God (s) of our own creation? If we are so clean and clear about God then, why do we need to hide Him behind multiple corruptions, immoralities and vices? It is a total contradiction of celebrating Hornbill bird making it into a cult with Nagaland for Christ on the other hand. Where is the priority of our leaders and the Church? Cultures and traditions are creativity of man (sic), human made and we need to evaluate in the light of the Gospel. All that is against the Gospel and Christian values are foaming generously in the name of culture at hornbill festivals and other indigenous festivals. To preserve culture is important as it enhances our identity as a Naga but not at the cost of compromising our identity in Christ. Are we so foolish that we are running after fertility gods like the Israelites? We think money, advancements and development comes by hosting road shows, funds from a cultic government, selling out our Christ identity for money? Weren’t we more happy and content with dignity of labour, blessed
and succeed in UPSE, free and liberated in Christ? While trapping a mouse or any animal don’t we always keep its favourite food in the trap, and we see the drama, money as the flavour is in the trap for Nagas. To punish the adulterous Israelites who ran after wealth, money, fame and luxury God stopped all blessing and instead sent pagan kings to torture, destroy, blunder and to its tragedy the Israelites remained as captive and exile slaves in their own land. Nagaland, you are not far away from this doom. Blind leaders, voiceless church and adulterous people no longer love the identity they used to have in Christ. Instead, they trade it with money, luxury, fame and comfort life with silence. No wonder in sheep skin BJP is creeping in our social forms, a government whose ideology is based on cast system, cultic worship and a total contrast to Christian values. Are we replacing the reign of God in our society to this cultic rule and hornbill festival prior to our Christian fellowship? ho decides if women can/ should step into the places of worship or not? Certainly it is not God. They are subjected to manmade rules. It is very much in our mindset. It has a lot to do with our thinking. The mind is the culprit. To act correctly one has to think correctly. With regard to women’s entry into the places of worship depends very much on our concept of Man (anthropology) and our concept of God (theology). Concept of man: Human beings are created male and female in God’s own image with soul and body, with a common destiny of being with God, complementing and completing each other, incomparably beautiful and strong and as equal heirs to the earthly and heavenly realities. There is no mistake in the creation of any part of the human body. He created every part whole, holy and clean. It is our mindset that declares certain aspects of man/woman as unholy and unclean. So too we are not created into a caste or creed or category. God creates us as human beings and the rest is our creation.
Concept of God: God is Spirit, omnipresent, omniscient, beyond human concepts, logics and personifications. He cannot be confined into a statue or a temple or a religion. God is not the founder of any religion either. God cannot become a religion, law, temple, ideal or morals. People who live on the peripheral values of religion focus on externals like form, matter, shape, rituals, traditions, customs, caste, colour, creed, cult, code, divisions, boundaries etc. People who live in the centre focus on deeper values, mystical aspects, essential elements, what unities, what is deeply human, in short God Himself. Externals lead you to protect and guard the institutional aspects of a Religion, i.e., creed, code, cult, community, taking up to the means of control and domination. This does not necessarily lead you to God. No religion ever saves anyone. Only God saves you and He does not necessarily live in manmade places of worship but in the sanctuary of your deepest self. That is why Jesus says: “The kingdom of God is within you” (Lk 17,21). Therefore discovering yourself in the depth of your being and
finding God there is the primary task of every Religion. Finding God in the depth of your being leads you to recognize His presence in every human being, and then you become an enlightened person able to embrace every one as your brother and sister. If you have not found God in yourself or in your neighbour you will not find Him in any place of worship. True religion liberates you and when you are liberated you will realize that God has not created you into a caste or creed or category. You need not die for your religion but you live passionately for your God with love and compassion. You need not kill your brothers and sisters to defend your God or Religion. God is Spirit and He can survive without your defending Him. Religion must be liberated from the so called priests and politicians who use it as vote banks and as a means of control and domination. The god of the vote banks, and the god created in you by the politicians and priests must be killed so that a true faith without fear and superstitions, and a real God might emerge in you to create a civilization of love. There is a beautiful story
of a woman caught in adultery in the New Testament of the Bible (Jn 8,1-12). The leaders of religion bring an adulterous woman to Jesus for judgement. He does not judge the woman nor the leaders. He just says:”Let him who has no sin be the first to cast a stone at her”. She was to be stoned according to the tradition of Moses and her religion. Of course her partner in the event was let free. Here she needed more compassion than condemnation. But all the religious leaders left one by one in utter shame and embarrassment. They were the priests and politicians of the day. She becomes self conscious, self aware and reaches the divine alone… enters into the place of the holy… place of worship, justified and forgiven, while the religious leaders abandoned the divinity one by one. Jesus brought a radical outlook towards God and religion. He presented God as a loving, compassionate, forgiving Father which irked the religious leaders and he paid for it with his own life. If you are an enlightened person and want to bring about a change in your religion then be ready to be crucified. Whenever there is a rape or a sexual harass-
ment the main accusation is always raised against women’s dress code and their behaviour, and men’s criminal conduct is condoned. Here again we need to change our mindset. In which ever dress our mothers or sisters appear before us, we are not moved to any aberrations because they are not the objects of our lust but of love. It is the mind, our thought that sends the message as persons to be loved or exploited. If our mind considers a person as fuel for our lust then, evil consequences follow. So we need a mindset which considers every man and woman as our brother and sister and not as objects to be controlled, condemned and manipulated (1Tim 5,2). Men and women need to become more and more aware of their equality and that they are created for love and not for lust. God is a God who loves our freedom. The greatest revelation of God is that He is truth, Love and Freedom. He wants us to live with dignity and divinity. Projected impact of climate change in Nagaland
I
ncreasing population, need of more space for habitation, heavy pollution along with continuous de-forestation in the state of Nagaland is not only leading to heavy atmospheric carbon emission but also taking the region towards heavy impact of climate change and unknown diseases. An intensive scientific study by India’s North East Climate Change Adaptation Programme (NECCAP) in 2012 confirmed that the region is suffering from the impact of climate change and its impact on people, fields and livestock is devastating and set to get worse. Due to its unique location and topography, the study found that the region has distinct precipitation and drainage patterns. The climate change projection for Nagaland indicates that between 2021 and 2050, it will experience an increase in annual average temperature between 1.6°C and 1.8°C. Southern districts (Kohima, Wokha, Phek, Zunheboto and Tuensang) show higher increase in temperature rising between 1.7°C and 1.8°C. The Northern districts like Mon and Mokokchung are projected to have an increase in average temperature of between 1.6°C and 1.7°C.
Precipitation is likely to increase overall by 10-20 % with 2 or more than 2 days of extreme rainfall conditions (100 mm/ day) in areas like Phek, Tuensang, and Kohimaper year. Further it is expected that the climate change, along with socio-economic factors, is likely to have an impact on health and give rise to new diseases in the state. This is further discussed under the following points.
1. Extreme temperature and health As per statistical distribution of weather pattern, January should be colder than December however under the influence of climate change, the temperature pattern has seen shifts with December reeling with minimum temperature while January month which is expected to be colder, have become warmer. In December 2014,the minimum temperature hovered around 5-6°C in Dimapur, then it suddenly shot up to a minimum of 8-10°C in January 2015. The population is tolerant to temperature range between 27° - 30°C, however, as the average maximum temperature in Nagaland is likely to increase by 1.6 - 1.8°C in 2030s, if temperature beyond the tolerance level
of the population persists for a few days, it may make the population experience heat stress conditions and hence morbidity/mortality.With increase in temperature, there might be increase in dehydration amongst population, and spurt in skin diseases such as acne, cellulitis, furunculosis etc especially in the southern districts. 2. Droughts and floods The drought weeks across Nagaland are likely to increase by 25-50 % in 2021-2050s. The projections also indicate higher flood discharge in the southern districts of Phek and Kohima, an increase of 10 - 25 % more flood discharge is likely to take place with respect to current discharge rates in these districts. 3. Climate sensitive diseases The acute respiratory diseases in Nagaland have increased almost three times from 2008 to 2010. Due to pollution, the Respirable Suspended Particulate Matter (RSPM) is increasing along with Suspended Particulate Matter (SPM) and has increased to more than the allowed national standards of 60µg/m3 and 140µg/m3 respectively in Dimapur.
In spite of these challenges, several initiatives have been undertaken and are underway in Nagaland that is fostering climate friendly development. Some of these include exemplary measures taken by the Government and the NGOs. The National Action plan for Climate Change (NAPCC) and the eight Missions in specific areas of solar energy, enhanced energy efficiency, sustainable habitat, water, sustaining Himalayan ecosystems, Green India, sustainable agriculture and strategic knowledge for climate change was formulated in June 2008. This has provided an opportunity for the state to up-scale its adaptation efforts. The Nagaland Action Plan for Climate Change has been prepared by the State Government through a consultative process involving 25 departments, senior officers and the GIZ. (Gesellschaftfür Internationale Zusammenarbeit) The NBCC (Nagaland Baptist Church Council) which is perhaps the widest broad base organisation, has also sounded strongly on climate change concerns and biodiversity conservation. The most recent one being the Platinum Jubilee celebration in Kohima from 19th to 21stApril 2012, reproduced
below. “Resolution III on environment reaffirm the Rotomi Resolution No. 8 of February 2011 that: 1. Baptist churches will initiate climate change adaptation strategies and other eco-biological friendly actions, sensitise on conservation of forest and preservation of wild life, and work closely with the community leaders and concerned Departments for addressing the environment alarm. 2. Abstain from using jungle meat during NBCC and churches gatherings. 3. Discourage churches from offering wild animals during its Thanksgiving Service.” Climate change no longer remains a distant theoretical possibility or an academic rhetoric; but is an unconcealed reality. Addressing climate change calls for actions at local, national and global levels. It comes as no surprise that the impact of global warming has drawn concerns from the Vatican as Pope Francis published an encyclical called ‘Laudatosi’, subtitled ‘On Care For Our Common Hope’ intended to influence the COP21 conference. In it,
the Pope calls all people of the world to take "swift and unified global action" against environmental degradation and global warming. During1st week of December 2015, 195 countries participated in The United Nations Climate Change Conference or COP21 at Paris, where they agreed, by consensus to reduce their carbon output and limit the temperature increase to 1.5°C Nagaland being situated in the North East Hills forms an extended part of the Eastern Himalayas which makes it most vulnerable to climatemediated risks. The economy as a whole is characterized by low level of development with high dependence of livelihoods on natural resources - water, forest, agriculture etc. People living in rural areas and those dependent on nature for their livelihood face the biggest challenges of all. With the metamorphosis of the way things were, traditional knowledge is now faced with the challenge of adjusting to a new living of understanding and reworking these relationships and incorporating the new vocabulary and language of climate change into their own practice. While the majority of available research focuses on the adverse impacts
of climate change, it overlooks the adaptation mechanisms by the local people. The enormous challenge for the region is to adapt to the impacts of climate change by integrating responses and adaptation measures into local level poverty reduction strategies We can’t stop climate change, but we can identify the probable changes with which we would have to adapt. It is important to adapt livelihood patterns in such a way that the common man is not taken for a shock when the effects of climate change are being felt by the people. Though we may not be able to stop climate change, we can always be prepared for it, increase capabilities of the people to know these effects and how to cope with them. Reference: 1. Petition to ban Bollywood movies in Pakistan filed
A
petition seeking ban on the exhibition of Indian movies in Pakistan was on Tuesday filed in Lahore High Court. The plea, registered by local producers and distributors, challenged the display of Bollywood films at Pakistani cinemas, reports Dunya News. It stated that showing Indian movies in Pakistan was against the law as per Motion Pictures Ordinance 1979 and it was also promoting lawlessness and violence in the country. The petition further contended that this act was also trampling upon the import policy of 2013. Meanwhile, producer Charles Roven said that Man of Steel 2 is being considered but may not arrive anytime soon because of other DC Comics films Warner Bros. has planned, reported Ace Showbiz. “I think if we could get a good script it would be great to have a standalone Superman movie. I think
that would be fun to do,” Mr Snyder said. “Part of the reason we haven’t announced the standalone Superman movie was to support some of the events of (Dawn of Justice),” he added. Mr Cavill agreed that the planned DC movie was one reason Man of Steel 2 hadn’t happened. “I do believe it depends upon the success of this movie. If this goes well then we can start to negoti-

Rowling’s ‘Harry Potter’ chair sold for nearly $400,000

n oak chair that author J.K. Rowling used while writing the first two books of the “Harry Potter” series was auctioned for $394,000 here. The 1930s’ chair was one of four mismatched chairs given free to Rowling for her council flat in Edinburgh, reports theguardian.com. She wrote “Harry Potter and the Philosopher’s Stone” and “Harry Potter and the Chamber of Secrets” while sitting on the chair.
Before the Heritage Auctions sale here on Wednesday, the chair had been auctioned twice before - once by Rowling to benefit charity. Before she donated it to the Chairish a Child auction in aid of the National Society for the Prevention of Cruelty to Children in 2002, she painted on it: “You may not/find me pretty/but don’t judge/on what you see.” She also wrote: “I wrote/ Harry Potter/while sitting/on this chair.” Source: IANS
etectives from the Los Angeles Police Department’s “threat management” squad have opened a criminal investigation of actor Charlie Sheen, a police spokesman said on Wednesday. Police disclosed little else about the investigation, which the LAPD spokesman, officer Mike Lopez, said began with a complaint lodged against the actor on March 31. Lopez declined to provide any information about the nature of the alleged victim or threat, but said investigators had obtained a search warrant in the case, and that as of Wednesday afternoon had yet to contact Sheen. Unconfirmed reports from media outlets, including Variety and RadarOnline.com, referred to an audio tape they said was
at the center of the investigation. A lawyer for Sheen, best known for his starring role on the long-running hit CBS comedy “Two and a Half Men,” could not immediately be reached for comment. The police investigation marks the latest brush with the law for the 50-year-old actor, whose career has been overshadowed for years by his admittedly raucous lifestyle, substance abuse, stints in rehab and legal troubles. Last November, Sheen acknowledged he had been diagnosed as HIV-positive four years earlier and was being extorted for more than $10 million to keep that information quiet. He pleaded guilty in August 2010 to assaulting his thenwife, Brooke Mueller, during a Christmas Day argument in Aspen, Colorado,
and was sentenced to 30 days in a drug and alcohol treatment center in California. According to Mueller’s account of the Aspen incident in a police report, Sheen had pinned her to their bed and put a knife to her throat. The couple later divorced. PARIS, APRIl 7 (ReuteRS): Manchester City claimed a vital edge in their Champions League quarter-final tie against Paris St Germain after grabbing two away goals in a scrappy 2-2 first leg draw on Wednesday. PSG, playing in their fourth straight quarterfinal in the competition, fell behind when Kevin De Bruyne opened the scoring in the 38th minute, but Zlatan Ibrahimovic capitalised on a City blunder to level, having earlier missed a penalty. The home side, who had exited at this stage for the last three seasons, then took the lead through Adrien Rabiot just before the hour but Fernandinho made it 2-2 after benefiting from a PSG mistake. City, who are playing in the quarter-finals for the first time, will host PSG at the Etihad stadium next Tuesday, where boss Manuel Pellegrini is hoping for more of the same. "We have to keep that mentality for the second leg," he said. His PSG counterpart Laurent Blanc, however, was left to rue a disappoint-
ing display. "It's not a good result, we made too many technical mistakes," the former France centre back said. Both teams were without key midfielders as City's Yaya Toure was ruled out with a knee injury and PSG's Marco Verratti was sidelined with a groin problem. F1 teams call for return to 2015 qualifying

Any change to the 2016 regulations requires the
unanimous approval of the FIA's F1 commission which groups the teams and governing body as well as other stakeholders. Teams agreed at last weekend's Bahrain Grand Prix to vote by Thursday on the compromise solution which would see each driver do at least two laps in each of the three phases of qualifying with the times aggregated.
