DIMAPUR, AUGUST 14 (MExN): MLA from 40 A/C Bhandari, Mmhonlumo Kikon today met Minister of State for Home Affairs, Kiren Rijiju in New Delhi and apprised the latter of the situation at UriamghatRalan Sector. A press note from the MLA informed that he made a submission “for placing the CRPF under the joint Command of the Nagaland and Assam Police so as to strengthen the hands of the neutral force in enforcing their duties with efficiency and neutrality.” This, he stated will be instrumental in deterring illegal migrants from settling in the border areas. “Since the CRPF is placed under the command of the Assam Police as the ADGP (border) Assam was officially overseeing them, it was difficult to swiftly address issue of law and order at the DAB,” Kikon added. The MLA further apprised the Union Minister of “biased and prejudiced media reporting in Assam on the same issue” and requested him to take proper stock of the event as “these false reports were only escalating the tensions…” Kikon stated that “Adivasis are consistently defying agreements between the two sides and inviting provocations...” He urged for more forces to police the border under the direct supervision of the Home Ministry before the situation worsens.

Gen (Retd) Viyalie Metha, Kedahge of the Federal Government of Nagaland (FGN) today maintained that Nagas share no common history with India and asserted that the people of Nagaland and India are “racially, culturally and traditionally totally different from one another.” Addressing the 68th Naga Independence Day celebration this morning at Chedema Peace Camp, the FGN Kedahge however said that it would be unwise on the part of the FGN to “react foolishly or enforce legal steps on the citizens, as the nation is yet to be free from Indian occupational forces.” He implored the people to rationally understand the National stand and “join hands in building the nation.” He further stated that the
Naga people are confronting a “state of confusion” amidst “rumors, false propaganda, false prophesies, mushrooming factional groups; all being fuelled by enemies through few vulnerable Naga intellects who believe themselves capable of handling and resolving the Indo-Naga conflict in connivance with few other organizations.” He stated that some “unscrupulous self seeking persons under the umbrella of enemy protection” are involved in illegal exploitation of minerals and natural resources and further cautioned “to stop such illegal activity…” President, Naga National Council (NNC), Adinno Phizo, in her message asserted that “India has got no legal right to claim Nagaland.” Acknowledging that there are many political parties fighting
among themselves for power in the democratic world, she however stated that in the matter of the nation’s survival, people get together and unite against the enemy. A press note from the NNC Information and Publicity Wing informed that celebrations were held in Khutur village, Tuensang with Z Royim Yimchungrii, Acting President, NNC as the Chief Guest. In Shamator Town the celebration started
with a prayer and was held with public leaders and new members. In Union Territory 1, the celebration was chaired by the Chairman, H Sumi. A similar event was held in the Zeliangrong region as well. Regional President of the Lotha region conducted the celebration with senior and veteran leaders, regional members and public leaders. It was further informed that the Regional President along with officials and members celebrated the
day in the Rengma region. At Mopungchuket, the Sub-Regional Council officials and members held celebrations with senior leaders like Gen (Rted) Merentoba speaking. In the Angami region, the day was observed with the reading of the Bible and mass prayer for the Naga people and Naga National Unity. As Watinaro A. Imsong continues to grapple in the dark about her admission to the B.Sc. Horticulture at Dr. Y.S. Parmar University of Horticulture and Forestry, Himachal Pradesh, the North Eastern Council (NEC) of the Government of India’s Ministry for Development of North Eastern Region (DoNER) has clarified its position on the fiasco. “The NEC only allocates seats and is not involved in who is given the seat,” stated Secretary to the NEC, Ameising Luikham (IAS) today over a telephonic conversation with The Morung Express. “It is up to the Government of Nagaland to nominate a student,” he said, though

The DoH refused to comment on today’s meeting, leaving it up to the Government of Nagaland to comment. On charges of nepotism, the Director stated, “I neither deny nor admit the charges.”

Manipur beefs up security for I-Day celebrations iMPhal, auGust 14 (NNN): Elaborate security arrangements have been made in view of Independence Day celebrations on August 15 in Manipur. For ensuring peaceful Independence Day celebrations, security has been stepped up with deployment of security forces at sensitive places and police have remained vigilant in important places. Police have been conducting intensive combing operations in many places of Imphal to nab militants during the last one week to foil any subversive design. The CorCom, a conglomerate of major militant outfits in Manipur, has called for a 12-hour boycott of the Independence Day celebrations in the state. Militant outfits from the northeast region have called for a 12-hour boycott of the Independence Day celebrations. A joint statement issued by these outfits has said a general strike will be observed from 1 am to 5:30 pm in the entire region on the Independence Day. These outfits are CorCom, the Hynnewtrep National Liberation Council (HNLC) of Meghalaya, the Kamatapur Liberation Organisation (KLO), the National Democratic Front of Bodoland (NDFB), the United Liberation Front of Asom (ULFA) and the National Liberation Front of Tripura (NLFT). However, essential services such as emergencies, media and religious activities will be exempted from the strike, according to the statement. Conducting verification and vehicle-checking drives have been intensified in Imphal where the main function will be held. Prohibition has institutionlized wrongful conduct in our society
T
he Mutaween or Saudi moral police is tasked with enforcing Sharia law in the kingdom of Saudi Arabia. They have the power to arrest unrelated males and females caught socializing, anyone engaged in homosexual behavior or prostitution; to enforce Islamic dress-codes, and force closures of shops/stores during prayer time. They enforce Muslim dietary laws, prohibit the consumption or sale of alcoholic beverages and pork, banning Valentine’s Day gifts, seize banned consumer products and gag media regarded as anti-Islamic (such as CDs/DVDs of various Western musical groups, television shows and film which has material contrary to Sharia law or Islam itself). In the airports, they are empowered to seize foreign magazines, printed materials and CDs/DVDs considered unislamic (source: Wikipedia). The Mutaween is a very efficient moral policing force. They regularly use flogging to punish violators, and nothing escapes their wrath. They are highly religiously motivated and indoctrinated individuals who will stop at nothing to realize their stated objective. Needless to say, they cannot be bought. To many, the role of Mutaween may be archaic and ironically, even immoral, but there is no denying the fact that they are deadly effective.
Contrast this with our conviction. The entire chain of command right from the top to the personnel who actually implement prohibition law are lock, stock and barrel declared, avid drinkers. As Khekiye K. Sema has already pointed out, no State function is complete without IMFL or imported whisky flowing like a river. What he has not mentioned is the role of the State Chaplain in this drama! On the issue of drinking, most of our law enforcers (as most Nagas) have no moral ambiguity; they don’t see anything wrong with it; they love their pegs and this is partly cultural. Thus, the very act of arresting bootleggers, impounding or seizing illicit alcohol, or raiding booze joints as per Prohibition Act 1989, is contrary to their attitude or counter-attitunal. This is the root of the problem. When one is ordered to act contrary to one’s attitude, that person is under a moral dilemma and guilt. In short, any regular cop or Excise official is forced to be a hypocrite day in day out. A pot is not supposed to call the kettle black. No person can sustain this kind of moral ambiguity unless he is psychotic. The end result is either he gives up or gives in. Since there is no question of police and Excise personnel giving up their jobs (jobs are hard to come by) because of guilt unless he/she is a staunch moralist, the only option is to take the easy way out justifying that
prohibition is wrong; that a person has the right to make moral choices. Such a stand conforms with his view on drinking and lessens his guilt about his role as an enforcer. Thus he gives in. Either he neglects his duty or joins the corruption bandwagon, which is, allowing bootleggers or powerful booze syndicates to thrive in lieu of money. To put it in religious context, unlike the Mutaween, the very moral conviction necessary to tackle prohibition is absent here and this is something which the church has not understood. In return, prohibition has only brought about acceptance and legitimization of wrongful conduct in our society. There is too much moral, religious and philosophical ambivalence amongst us despite the seemingly literate population. The stand of the church on prohibition is a classic representation of our inability to dissect the whole picture analytically on wide ranging issues. On a whole we’re whimsical. Only a Naga is both a liberal and a conservative. For instance, that conservative mass of congregation applauding the pastor breathing fire and brimstone against the evils of alcohol would have no issue- pastor included- with declared homosexuals leading the praise and worship team in their church. We are neither Leftist nor Rightist or conveniently both: a Congressman can shift his al-
legiance to BJP faster than he can say Narendra Modi and vice-versa. We can be pro-life as well as death penalty adherents at the same time. For example, like any other church, NBCC would feel that abortion is a sin. However, its support for death penalty (as per newspaper reports) is at cross purpose with its Christian prolife approach. Most Nagas believe that truth is Absolute- it is what it is or any stand contrary to it is not- but we interpret truth relatively depending on which side the butter is smeared. Another weird aspect of our behavior is on Naga nationalism. Most of us are sworn nationalist; yet all of us eagerly participate in so-called Indian constitutional elections as fish takes to water where votes cast are always above 90%! What is left unsaid is why anyone in Delhi should care to solve the Indo-Naga political problem after such thumping endorsement of the Indian constitution in every election! In Kashmir where the independence fervour is so strong, voter turnouts in elections have always been low, around 20- 30% since 1989 except for 2014 which hovered around 43%, thanks to high percentage turnout in Hindu-dominated Jammu and Buddhist Ladakh. Our society is yet to evolve cast iron stand on any issues based on any meaningful principle, belief, religious or philosophical trea-
tise. Ours is a Galho-culture where the church is as much confused as the politician, bureaucrat or layman on almost every issue ranging from our identity and corruption to prohibition. It is under such shallowness that prohibition was promulgated with missionary zeal. Is it therefore any wonder that prohibition is a flop? Unless the church raises a community of fundamentalist like the Mutaween to enforce its prohibition agenda backed by a theocratic, absolute monarchic state, prohibition is a lost cause. Non- prohibitionist should not make the mistake of citing lost revenue as argument for lifting prohibition. It will only push the church to take a dogged moralist stand and make any meaningful debate impossible. The fact is that because of prohibition, law enforcement agencies, politicians, judges, bootleggers, booze syndicates and policy makers are all linked vertically and horizontally, thus creating a vast criminal enterprise. In effect, whole society has been corrupted with illicit alcohol money and a very efficient criminal network is already in place. Since a criminal enterprise is already operating smoothly, it’s only a matter of time before international prostitution rings and trans-national human trafficking takes effect in our state. Implications Of The Nagaland Total Liquor Prohibition Act, 1989 If Implemented In Total : Final Solution (Part IV)
Introduction t may be recalled that I have written on the politics of the aforesaid Act in my first article recently as the author of the act who was fully conversant on the subject unlike others. I pointed out the fact that it was an impossible law of the world scientifically speaking as a scientific subject. Nagas however being backward in all fronts still today are always carried away by any wind of political propaganda, rumor and false stories without scientific facts. The church leaders- the Pharisees and Sadducees of our day are only driven by power and money like Lucifer and his disciples as rightly pointed out by S.C. Jamir, the long served five times Chief Minister of the State recently. Truthfully speaking, they are supposed to follow the Biblical truth and Gospel truth only even if the heaven and earth fall. But she continues to hide the truth of the Bible and the Gospel like Adam and Eve in the Garden of Eden. Unfortunately, she has turned out to have been heretics and apostates instead of prophets of truth. Since the aforesaid Act belongs to the Government with authority, she is the only authority of decide based on justice, equal-
ity and fraternity as enshrined in the Constitution. Whereas, the Church is authorised to talk and practice the Bible as the final authority in matter of faith and practices. No matter what the church claim, all scientific data available in the daily newspapers have fully indicated that the aforesaid act has failed to serve the real purpose of the prohibition movement. Since the church and civil societies in the state are continuing to travel in false unscientific imagination, it has been considered necessary to point out the far reaching implications and consequences had the act been implemented in total scientifically as scientific subject. Definition of Liquor / Alcohol The Oxford dictionary defines liquor/alcohol as alcoholic drinks, juice from cooked food. According to expert opinion of drugs, almost all items of foods contain certain percentage of alcohol, all drugs contain certain percentage of alcohol, all scientific laboratories use certain percentage of alcohol, all industries use certain percentage of alcohol. Above all, grape wince used in the Lord’s Supper or mass by the church also contain certain percentage of alcohol. The Central armed forces also use alcohol

which the State has no control. The animists Naga use rice bear as compulsory food which contain certain percentage of alcohol in one way or the other. Hence, scientifically speaking, everyone whether Christians of non-Christians use alcohol. If so, where the question of total liquor prohibition? The Nagas today have become the Jews who determined to stone the Samaritan prostitute woman without exception. Far reaching consequences of total liquor prohibition If there has been total liquor prohibition in Nagaland, there would have been no Lord’s Supper or Mass. There would have been no need of church leaders to perform the Lord’s Supper or Mass. Most of the food items would have been out of stock leading to massive famine and fasting. The Nagas (animists in fact most Nagas drink) would have been starving without rice bear which is their stable food which cannot be prohibited by laws. All drugs would be unavailable. Service of doctors, pharmacists, nurses would been useless and unavailable. All scientific institutions, science colleges would have been closed down. In brief, Nagas overall like would have come to a complete halt like

the aforesaid act with the subsequent declaration of Nagaland being a dry state, it has been proved beyond any reasonable doubt that Nagaland has been the wettest state in India ever since 1989 as rightly pointed out by Dr. Niphiu Kire, the former Principal Director of Health and Family Welfare, Government of Nagaland. This has become on the eight wonders of the world. Therefore no more dispute that “forbidden fruits are sweeter” as recorded in the story of Adam and Eve in the Garden of Eden. hile Nagaland State Legislature has proposed for a debate on Nagaland Liquor Total Prohibition (NLTP) Act, 1989 through a special assembly session, and while various sections of people and tribal church associations and leaders have spoken most in favour of the Act particularly church associations, the Pochury Baptist Church Council (PBCC) would like to express that the abuse of wine brings evil and is always in need of correct regulation and that the act of prohibition by the Nagaland state legislature has done the correct measure of legislation at the right time. The reality with our society, amidst the plethora of approaches to alcohol abuse and its prevention, is we become irrational when we are under the influence of alcohol. We cannot imagine such a time that there would be free flow of alcohol in our streets. No matter how high the percentage of literacy or educated persons our state record paints, the fact is that our actions and life show those records are immaterial when it comes to alcoholism. PBCC is of the opinion that it would put most Naga community in a reverse gear when the Act is lifted. Pochury villages and Myanmar bordering tribes of Nagas would feel the crunch of our society when tougher substances from the borders wriggle in, if the Act vanishes from the state. We appeal to the state government functionaries and 60 members of the Assembly to opt for life and not money or revenues. It is unfortunate to know that some Christian politicians, church leaders, Reverends and some ordained church officials favouring to open the alcohol gate a free flow. It can destabilize the functioning of government, create a non-Christian state, create social disorder because Nagas have million of reasons to act against social serenity. The question is: Is the church ready to bear this responsibility?

NPF’s Hangover
t seems NPF has not yet recovered from the effect of transition from NR’s era to TRZ’s era. The trauma continues to dominate the mind of NPF leaders as I go on noticing the repetitive attempts to justify how every NPF MLA could not be taken on board of the present ministry. There may be many but one reason is obvious is no other than the formation of Mokokchung District NPF Forum which is feared to be a parallel set up to that of Mokokchung Divisional NPF unit. In near future, each one may like to claim inheritance from the party. There may also be better reasons for NPF to have the extended jetlag too. Of course, NPF knows it all. In the recently concluded seminar of NPF held in Dimapur, the party once again clarified that when the present Chief Minister Mr. TR Zeliang formed his ministry, ‘no one was dropped or sacked as presumed’. Does it not imply that those are then retained? No. They are no more holding those public offices. And yet, in NPF’s parlance, when a serving Minister or Parliamentary Secretary is not allowed to retain his office but left to become a mere MLA is not called ‘dropped’ or ‘sacked’. Naturally. Both the words are irritating, provocative and embarrassing. NPF cannot afford to rub salt to the injury. In my understanding, the word ‘sack’ is normally used to denote an abnormal and punitive action taken against an erring Minister whereby he has to demit the public office he holds. And the word ‘drop’ is usually used to denote the normal act of leaving a Minister in the induction through the process of pick and choose as per the leader’s prerogative. What made us, the lay people, understand out of the paper report is that those few Ministers and Parliamentary Secretaries who failed to find berth in the present Ministry are dropped or sacked as no palatable vocabulary could save their chairs either. Whatever may be the justification of NPF, since the former Ministers and former Parliamentary Secretaries were not ‘dropped’ or ‘sacked’ or retained, so they are MLAs now and they are expected by NPF to remain satisfied with the given clarification. I too hope that those MLAs do not feel at all that they are ‘dropped or sacked’ as NPF says so. Z. Lohe

‘Historically, no Naga Community was subdued to rule by any foreign power’ Message Of The Kedahge, Gen. (RETD.) Viyalie Metha, Federal Government Of Nagaland On the 68th Naga independence day 14th August 2014 at Chedema Peace Camp Dear Countrymen, By the grace of God, we have arrived at another milestone of our Nationhood as we celebrate the 68th Independence Day of our Nation today. Our independence was declared to the world by our leaders on August 14, 1947. We are thankful to God for all His love and care for our people; at the same time we remember and honor our past leaders and national workers who sacrificed their lives, in blood and tears in defense of Naga Nation. Also, I on behalf of the Federal Government of Nagaland convey my profound gratitude to all fellow National Workers in Federal Government, Naga National Council and our people in general who stood together in upholding the national right. On this occasion of our national day, our mind is filled with joy, happiness and pride because our right as a nation is securely established to the understanding by that nation which envied to annex our land. In this matter it may be noted that, we share no common history with neighboring India. The people of Nagaland and India are racially, culturally and traditionally totally different from one another, even our religion is non-simile. Historically, no Naga Community was subdued to rule
by any foreign power including the mighty British Empire, which was clearly recorded in the British Record Books. In this connection, Pundit Jawaharlal Nehru, the first Indian Prime Minister clearly stated that, Naga Hills were those of Hill Tracts in the north east frontiers stand excluded from the British Indian territory; at the same time the Nagas in north of Burma (Myanmar) did not take part in the Treaty of Yandabo. Towards modern history, Naga people rejecting any new agenda, clearly stated to the British Simon Commission (1929) that Nagas should be left alone to stay as in the Ancient time. Subsequently Nagas declared their Independence on August 14, 1947, one day before India attains its independence from their British Rulers. Again the Naga voluntary plebiscite conducted on May 16, 1951 confirmed with 99% voted in favor to stay independent. Thereafter, in order to stand united to defend themselves from Indian aggression which began in 1954, the Naga people came up together and established the Federal Government of Nagaland on 22nd March 1956. These are our history and our right; no one can deny or alter. Having thus, established the Federal Government of Nagaland under the Yehzabo (Con-
stitution) of Nagaland with the sole power of authority to administer National affairs. Nevertheless, knowing the size of Nagaland and its population, India wanted to annex Nagaland and sent its Army, thus India fought an undeclared war against resilient Nagas for almost a decade. Eventually an International Cease-Fire Agreement was signed between the Government of India and Federal Government of Nagaland effective on September 6, 1964 which has completed 50 years and a befitting celebration of its 50 is due at hand. However, all through fifty long years after the ceasefire, Naga people encountered with ceaseless dirty policies of India till today. In the present scenario, we are aware of our people confronting a state of confusion and seemingly chaotic condition in midst of rumors, false propaganda, false prophecies, mushrooming factional groups and so on; all being fueled by the enemy through few vulnerable Naga intellects who believe themselves can handle and resolve the Indo-Naga conflict in connivance with few other organizations. Coming to the matter of illegal exploitation of Minerals and Natural Resources, some unscrupulous self seeking persons under the umbrella of en-
emy protection, it is found to be continuing without hesitation. To such person or persons, it is again cautioned to stop such illegal activity as they will be accountable to the nation sooner or later Today, as our Nation is yet to be freed from Indian occupational Forces, it will be unwise on the part of Federal Government of Nagaland to react on the folly or enforce legal steps on our own citizens. It is needless to say that International problems are resolved at national level not by Civil Societies or NGOs. I implore our people to rationally understand the National Stand and rise up and join hands in Nation’s building. Time is fast changing; all evil works will soon face their ‘death end’ and world of order will take place as right thinking Naga citizen are prepared to say ‘enough is enough’ and work for the people with love through God. Dear friends, we endured untold sufferings for so long, but have overcome all obstacles to keep our Country as ours and say ‘URRA UVIE.’ Acknowledging greatness of God the Savior we shall endeavor to march together to a brighter future of Nagaland so God help us. The 68th Nagaland Independence Day Message To The Nagas. ( 1947 - 2014 ) Sixtyseven years ago today, the Naga people mindful of their history declared their independence to continue as a distinct nation. Why it was necessary and significant for the Nagas was that, the time was very important and the Naga people chose the right time in 1947 on this day, before the British relinquish her power in South Asia. When this opportune moment came for the Nagas, the Naga National Council (NNC) representatives seized the opportunity and declared Naga independence on August 14, one day ahead of modern India and made an indelible Naga historic day. In these sixtyseven years, instead of developing our country by ourselves, we got involved with India and the conflict is not resolved till today. India has got no legal right to claim Nagaland, that is historical fact. But India invaded Nagaland in 1954, and war continued till the Ceasefire was agreed upon between the Federal Government of Nagaland (FGN) and the Government of India on May 24, 1964. Though India abrogated the Ceasefire Agreement on 31st August, 1972 the Federal Government of Nagaland side kept the agreement “no fire unless first fired upon” to this day.
Nowadays, some educated Nagas believe the “political consciousness” of the Nagas first started from those Nagas the British took them to France as “Labour Corps” in the Whitemen First World War in 1914. Let us know that political consciousness is an inherent character of the Nagas long before this exposure. At that time, no Naga would think that they will lose their country one day, and true enough we were and are still in our own country without foreign domination. The last historical Peace Oral Agreement was in 1880 on 27th March with Great Britain and it lasted for 67 years. As Nagaland had no written treaty or agreement with Great Britain they cannot “hand-over” Nagaland arbitrarily to modern India, which sometimes India falsely claim. Another thing, these days there are so many different voices in our country. In the past, the people respect and trust one another, and the public voice has influence and thus the community used to live in harmony. Things like intimidation, extortion and self-appointment were unheard of in our society. And murder was very rare. It is true that in the democratic modern world there are many political parties fighting among themselves for power. But in the matter of the nation’s survival people get to-
gether and unite against the enemy. In our case, where are we going now? Certain people take the advantage of the critical situation and even using the “Shillong Accord” as their political weapon and not hesitate to undermine NNC. And some even called themselves “NNC Non-Accordist”. Do they think all Nagas are stupid? NNC is not a political party and it is not a government, but the national foundation of the Nagas. Because of this firm foundation, when someone tried to topple the Federal Government of Nagaland and also betrayed their friends very badly to the enemy it did not shaken the NNC and the FGN. Despite all these, the door is opened to all for national unity and to save our country. Nobody will say I love my country but I hate my people. Without people there will be no country. A good person will not have hatred. A person who loves others will bring blessing. We all know that hatred brings darkness but love brings light. As we all love our country Nagaland, let the love of God be among us. And let us not forget those who suffered and died for our beautiful precious country. May God Bless Nagaland. Urra Uvie. In a press note from the Raj Bhavan, the Governor stated: “On this occasion, let us all join in paying our homage and deepest gratitude to all our freedom fighters — known as well as unknown.” He further said that Nagaland state “has been making commendable progress in different sectors and maintaining a peaceful environment.” “Let us therefore, perform the function that allocate services and attend to the needs of the people and take the State to the greater heights,” he stated. The Governor further extended greetings to all Government machinery, people's representatives, educationists, social workers, sportsmen, artists, laborers, farmers, women, youth, Nagaland Police, Assam Rifles, CRPF, Army and BRTF.

A press report informed that Yimchungru “reacted strongly against the wild allegation and threat to a media house (Nagaland Post) in his Independence Day speech.” In an interview with a correspondent from the media house, Royim “denied” making any threat to the media. According to the report, Royim said he had “no knowledge of issuing the press statement” and termed the incident as “totally uncalled for and unacceptable.” The report stated that Royim further cautioned “unscrupulous elements” from “dragging his name unnecessarily, during such peaceful juncture.” “Why should we invite unwanted situation when we are one of the peace loving citizens of the country. NNC follows the path of non-violence towards achieving its national goal of principle and ideology. I strongly condemn such baseless press statement which is uncalled for,” the report quoted the NNC President as saying. It may be noted that the statement in concern had accused the media house of “involving itself directly in NNC affairs for some years” and of “playing politics in favour of a morally degraded leader of a group all the time…” It had further cautioned that “their nefarious activity against NNC will not be tolerated all the time as they are sowing seed of enmity in politics; they will reap what they sow in this matter.”

Naga Hoho to uphold spirit of oneness KOHIMA, AUGUST 14 (MExN): The Naga Hoho today reaffirmed its commitment towards the “oneness of the Naga people” and resolved to uphold the spirit of “One People, One Nation and One Aspiration.” This was resolved in the Naga Hoho Federal Assembly held in Kohima on August 13. A press note from the Naga Hoho informed that the house also endorsed to set up a special committee to pursue towards bringing the Naga tribes under it. It further stated that there needs to be extensive

any people around the world would have been shocked to hear the tragic news, the suicide of well known Hollywood actor Robin Williams. It is difficult to comprehend how a person who made so many people laugh and happy with his funny stories would be so depressed as to take his own life. As one media report put it quite adequately, “…many will struggle to understand why someone who spread so much joy throughout the world could find so little in his own life that he decided to stop living”. The Oscar winning actor who made no secret of his decadeslong struggles with depression and substance abuse was reportedly re-entering a 12-step program “to get his life back on track after months of nonstop work”. At this moment it is very pertinent for all of us to ask this question: How much do we all value our lives that God has given to us? God has made everything good for us, to live a healthy, happy and fulfilling life. How have we responded to the blessing of life? We need to ponder over this simple yet profound question. As the well known Christian speaker and writer Joyce Meyer says in one of her books, “…far too often when people get depressed, it is because they are in need of something, and they seek it in the wrong place, which only adds to their problems…chasing after the wrong thing will always leave you disappointed and this opens the door for depression”. And according to Meyer, “the mind is the battlefield, the place where the battle is won or lost” and that “Satan uses depression and all the other downs in life to drag millions into the pit of darkness and despair”. Suicide is often the result of depression and a suicidal person is usually one who has become so negative that he or she sees absolutely no hope for the future. As we often hear the wise saying, “choose to be positive” and “cast down every negative imagination and bring one’s thoughts into the obedience of Jesus Christ”, as explained in 2 Corinthians 10:5. In an article, “The Bible’s Keys to Mental Health”, Noel Hornor talks about how the Bible provides helpful information towards preventing mental illnesses such as “what we should think and how our minds should work”. It is true that in a world that glorifies success, fame, money and power it is only but expected that we are unable or illequipped to respond to crisis, depression being one of them, which comes along with our world-filled lifestyle and thinking. Dr. Gro Harlem Brundtland, former Director-General of the World Health Organization, reported in 2000 that “five of the 10 leading causes of disability worldwide ... are mental conditions”. Worldwide, mental-health afflictions are increasing and studies show that depression, currently the fifth-leading cause of disability, is projected to jump to second place by 2020. While treatment options are available, including medication and counselling, they tend to be costly. The better choice will be to create awareness on prevention. Without being moralizing, we need to address this growing concern and the Church on its part must embrace it and help in the healing process. Also our education system should not be only about technology or wealth creation but it should also aid in promoting such other qualities like the power of positive attitude, discipline, self-control and good health so that we are not robbed of our peace, happiness, prosperity, wellness and joy. Unhappiness or depression in a person’s life and extreme action like suicide is not uncommon. It is just that when someone like a Robin Williams, a popular figure, dies from apparent suicide caused by depression, we should perhaps take the opportunity brought about by all the media attention, to raise our concern and speak more about the disease of depression and other mental illness that is plaguing people and societies around the world. Looked at it differently, what Naga society is going through at present is also a form of depression. Smart sensors to sniff out cancer-causing pollutants
P
ollution control and remediation is all set to get smart in India, thanks to 'smart polymers' or new-age sensors that can sniff out cancer-causing substances in extremely minute traces and also help in removing them from the air or water sources. The eco-friendly, cost effective 'smart polymer' technology is the brainchild of scientist R.J. Krupadam, who recently received the National Award for Technology Innovation in the field of Polymer Science and Technology from the ministry of chemicals and fertilisers. According to Krupadam, the new method can distinguish between similar molecules and get an exact hit on the carcinogen that one wants to monitor - and that too in a swift manner as compared to conventional chromatographic methods. These lab-designed substances were successfully applied to detect a group of compounds called polycyclic aromatic hydrocarbons (PAHs). Classified as carcinogenic and mutagenic, PAHs are found in industrial emissions, automobile exhaust and smoke from burning wood, tobacco and charcoal. Several PAHs are known to cause lung and skin cancer on long-term exposure. "PAHs are released into the ambient air and water bodies due to fossil fuel combustion and industrial emissions, in particular hydrocarbon processing plants and oil refineries. "The method proposed to detect PAHs is very sensitive and doesn't need much of a sample of the polluted source," Krupadam, a senior scientist at Nagpur's National Environmental Engineering Research Institute (NEERI), told IANS in an email interaction. These super-sensory polymers also allow detection of other chemicals belonging to the same group of carcinogens with greater accuracy and sensitivity. To give you an idea, standard processes measure contaminants in parts per million (ppm) or parts per billion (ppb). One ppb is equivalent to one drop of impurity (pollutant) in 500 barrels of water. Now, these smart polymers have a clear edge. They can detect traces in parts per trillion which translates to one drop of impurity in 500,000 such barrels. Additionally, these can take up and hold in (absorb) the carcinogens, thereby acting as clean-up agents, for example, in oil slicks and water purification. "These polymers are reusable... can be used more than 20 times and also they are environmentally benign," Krupadam said. Currently, these are being produced at laboratory scale and pilot scale quantities. Krupadam said the next step is to scale them up to the kilogram level. "Laboratory and pilot scale preparation of these sensory materials and absorbents is successful and we are looking for industry partnership for commercialisation," he said.

Modi's energy revolution India's economy and business climates continue to be hindered by the inability to provide sustainable and reliable electricity. But Modi has the opportunity to finally power India
I
n its first budget, presented last month to the Indian Parliament, Narendra Modi’s administration has earmarked $250 million for solar energy and grid infrastructure. To deliver on promises of economic growth, the Prime Minister is confronting the mammoth task of modernising the country’s creaking energy infrastructure. Such a task would prove daunting in any major economy, but India is the third largest electricity market in the world, and suffers from chronic issues of fragmentation and underinvestment. The political sensitivity of the matter has stalled reformers in the past, but the current administration enjoys a degree of popular support not seen in 30 years and Modi’s vision on matters of energy and business may finally break the impasse. The case for change Over the past decade, oil and electricity demand in India has nearly doubled. Last year, the country was one of only five in the world to consume over a petawatt-hour of electricity, and unlike many western economies, its appetite for energy is still growing. This is welcome news to the government as national energy consumption has generally led trends in GDP growth. The only bottleneck appears to lie in how fast India can build infrastructure to cater for this colossal consumption. Unfortunately, this has historically proven to lag behind demand. The recent boom in the Indian IT and services industry has been powered predominantly by antiquated coal-fired thermal plants. In addition to turning India into the world’s third largest emitter of greenhouse gases, the inflexibility of this technology sometimes makes it difficult to match fluctuations in electricity demand. The national Central Electricity Authority estimates that 10 percent of peak-time needs in India routinely go unmet. Modi’s administration is addressing the roots of this problem. The Minister of Energy, Piyush Goyal, explains that even when national power plants generate enough electricity, the patchy Indian grid is not always capable of carrying it to where it is needed. In 2012, India’s lights went out for a record breaking 600 million people and recently failed again across a state housing one-sixth of the country’s population. This is one reason why households in India consume on average three times less electricity than those in Europe or China. Another major part of the problem is that nearly a quarter of India’s 1.25 billion citizens have no access to the grid at all. India has made progress towards expanding its infrastructure, establishing last year the final interconnections between its regional power grids. But it is one of the few major world economies not to have carried out a rural electrification programme on the scale that allowed North American farmers to plug into the grid in the 1930s. On the other side of the Himalayas, the Chinese government has succeeded in connecting more than 99% of households over the past decade. If energy is the oxygen of modern business, the Modi administration has inherited an economy

he bell peppers are at the bottom of the stalk, sometimes hidden in the leaves. Jose Ramirez would get through four or five hours bending over to pick them. After that his lower back would start barking, and then he would sink to his knees at every stalk. “You get up at 4:30 in the morning and you go by the gas stations and see how many people are waiting for a ride to work,” Ramirez recalled recently for Truthdig, smiling. “It’s not the kind of job where you make an application. You just get in the truck and go.” He grew up in Avenal, Calif., right beside Interstate 5, a Central Valley town of nearly 13,000 residents. Over 4,000 of those reside in the state prison. A good week in the fields, where Ramirez and his father Carlos and his mother Juanita worked, would bring $400. Now those jobs are drying up like the ground. A water bond issue will appear on this November’s ballot, but Sacramento can’t agree on how much it provides and whom it benefits. Lobbyists converged. Very few of them have a close relationship with the issue, leaf by stem, as does Ramirez. None are U.S. Olympic boxers, either. Ramirez went to the Games in 2012. He is 10-0 with eight knockouts as a pro in the 140-pound division, and he fought Alfred Romero on Saturday in Las Vegas. In October, he will stage a “Fight for Water” boxing card in Fresno. Although he trains in Hollywood and no longer makes a living with a backbone and bucket, the 21-year-old Ramirez visits Avenal frequently. He
struggling to breathe, let alone flourish. Limited connections and the unreliability of supply deter foreign firms from setting up their operations in India, even in otherwise stable and business-friendly regions. But Modi also has the profile of a man capable of turning the situation around. In addition to the wave of popular support he is riding, he has a shrewd eye for business opportunities and an impressive track record in modernising energy infrastructure in the state of Gujarat, which he ran for 13 years. His actions suggest that he is prepared to face the challenges of reform. The question is whether he can convince his countrymen to follow. High tensions One major obstacle to modernising the vast energy sector of India is politics. Private investment, a common driver for infrastructure development in many countries, is close to non-existent in India, since electricity and fuel are both heavily subsidised, and tend to provide negative returns. The government’s rationale for controlling prices is to shield poor members of society, especially farmers, from basic living costs. But research by observers including the International Monetary Fund suggest that those benefitting most from cheap energy are urbanites who drive cars and own electricity-intensive home appliances. Because customers pay belowmarket rates for their energy, Indian utilities lack the revenues to finance the hundreds of new power plants needed to meet India’s growing energy-demand, or to connect the last 300 million citizens of rural India to the national grid. Modi's attempts to remedy the situation are ambitious but, like many of his predecessors, he will face friction along the way. The first wave of resistance can be expected from state Chief Ministers. The Indian energy industry is currently divided into regional fiefs of state electricity boards that answer to local politicians. To date, each state has authority over how energy is produced, distributed and priced within its borders. The subsidies are a touchy matter in local politics. Whatever their macroeconomic impact, they are perceived as providing direct savings for cash-strapped households and a buffer between poverty and destitution. Few local politicians will risk angering their constituents for benefits that may be felt elsewhere in the country. The importance of electricity prices among the Indian population can be inferred from the animosity that greets meter inspectors. According to the Central Electricity Authority, theft in India currently accounts for more than a quarter of losses over the national grid (losses in China and America tend to be four times lower). But government representatives charged to investigate intentional abuse of electricity infrastructure have reportedly been insulted, attacked and, on occasion, tied up and urinated on. Putting an end to the subsidies will be met with staunch opposition. However, there is one success-
ful model that can be followed as a guideline, and no one is more familiar with it than India’s new leader. An energetic reformer In his time as Chief Minister for the state of Gujarat, Narendra Modi presided over amendments to laws regulating the local energy market, and drove upgrades of the electrical grid that led the region to become a net exporter of power. Electricity theft has come down thanks to raids on homes and factories, agricultural and residential power networks have been disentangled, and although many rural homes now pay higher bills, they also benefit from a more reliable supply of electricity. Gujarat has been commended by the national media for its commercially run electricity industry, an accolade that Mr Modi’s campaigners touted proudly throughout the recent national election campaign. Its electricity system could become a model for the rest of the country. Modi benefits from other advantages over his predecessors. In the May election, his Bharatiya Janata Party not only dethroned a political dynasty, it also claimed an outright majority in the lower house of India’s parliament. Five of the 29 Chief Ministers that he will have to persuade to support his plans are from his own party. His arrival also coincides, by chance, with initiatives in several states to cut back on energy subsidies and to increase power tariffs. In Maharashtra, the home-state of Mumbai, prices are already comparable to much of the United States. As the Modi administration sets out to modernise the national energy sector, it may find that its greatest asset comes from beyond India’s borders. The cost of renewable energy technologies has taken a nose dive over the past decade. Much as the mobile telephone network in Africa leapfrogged landline technology, remote areas in rural India could circumvent the infrastructure costs associated with conventional, centralised coal plants and benefit from potentially cheaper solar and wind power. Prime Minister Modi championed the installation of photovoltaics while acting as Chief Minister of Gujarat. Given the scale of energy demand in India, his vision could, at a national level, spell big business for the renewable energy sector, and good news for the world climate. These are early stages in the new Indian government’s drive to transform one of the largest and most unwieldy energy markets in the world. The stakes are high, the challenges are daunting, but most importantly, the hopes and expectations of the Indian people are immense. Whereas Narendra Taneja, who heads the energy division at the ruling Bharatiya Janata Party, cautiously pledged in May that every home in India would be able to run at least one light bulb by 2019, the Prime Minister has since promised “round-the-clock power for all by 2022.” These bold words could herald the revolution that a fifth of the world’s population has been waiting for.
A Boxer Fights For His Community From Farm Worker to Olympian to Activist Mark Whicker TruthDig has ridden buses to Sacramento with the farmworkers, visited lawmakers and has dedicated his fights to their cause. He has an impressive corporate sponsorship base for a boxer so young. His picture was even used on a Discover card during the Games. Yet his firsthand story is more compelling. And it’s a rare piece of clarity in an issue that cannot be simplified by passion alone. An $11.2 billion water bond was approved by California legislators in 2009 but was not brought to the ballot because of the state’s tough financial situation. The budget is balanced now and things are better, but Gov. Jerry Brown has suggested narrowing the scope of the bond on the November ballot to $6 billion to make it palatable to lawmaker and voter. The California Latino Water Coalition, chaired by comedian/actor Paul Rodriguez and a group that has embraced Ramirez, calls for more water storage facilities, meaning dams and reservoirs, which are opposed by environmental groups because they endanger species. Those groups have
shut down such plans before. Mario Santoyo is a director and the technical adviser at the CLWC. In a recent interview with Truthdig, he called it “ironic” that two logical Democratic constituencies—environmental groups and Latinos—are squaring off. If the lawmakers don’t agree on a dollar figure, the bond will be for $11.2 billion when presented to the voters in November. “People are being fined by the Water Resources Board, they’re watching their homes become endangered by forest fires, they’re losing jobs in the fields,” Santoyo said. “Everyone is being hurt in some way by this drought. Polling shows that it would get 50 to 53 percent of the group [at $11.2 billion], which some people think is too close. I think that’s a good starting point [50 percent] for the support we’ll get.” Santoyo estimates that there are 200,000 idle acres created by the drought, which means job and food loss. From the citrus growers on the east side of the Central Valley to the ranchers who have had to remove their water-intensive almond trees, the total revenue

loss might reach $3 billion this year. Ramirez was riding from Las Vegas to Avenal after the Olympics with his manager, Rick Minigian, who also grew up in the valley. They looked at the cracking ground and the stunting plants, and Ramirez pledged to stand up. He has two brothers and a sister and began picking crops when he was 14. Carlos now drives a truck that carries pesticides; Juanita, who broke her arm in an auto accident when she was five months pregnant with Jose, takes care of the house. Ramirez kept working in the fields as he began to box. He started at age 9 at a gym run by sheriff’s deputies a block and a half from home. Armando Mancinas, whom Ramirez calls his “godfather,” came over from his job at the prison to help coach. “I won my first trophy and that’s what I decided to do,” Ramirez said. “Because my soccer and baseball trophies were pretty small and this boxing trophy was real big. That’s why I decided to keep boxing, and pretty soon I was going to national tournaments. One of my teachers gave me my first boxing shoes.” Santoyo says Ramirez’s real fight will consume “a lot more rounds” than boxing does. He also recognizes that Ramirez could have kissed Avenal goodbye long ago. “He’s fighting for a way of life,” Santoyo said. “People don’t understand when they see us in the fields. I have a master’s in civil engineering. My brother is a doctor. For us this was a steppingstone. For Latinos, this is something to take pride in. It’s acceptable work.”

initially began scribbling some points to write a brief article on the Affairs of the State but in the process, it dawned on me that handling with such a theme may be a boring assignment since I find nothing worth inspiring to write about the present State of affairs of our State. So instead I switched over to a more befitting subject on the State of Affairs of our State to examine without prejudice, on some of the current issues of public interest that has gripped our society under which one could only see the walls but not the horizon. Under a Federal structure as we have in India, the constitution provides for the functioning of the Duel Government Viz the Central Government and the State Governments under which every State Government enjoys significant decree of autonomy where States are invested with the responsibility of building up their own future. Thus we have constituted our own Government, elected by our people on free will through the Universal Adult Franchise. The people, as the electors are thus armed with the power of supporting or changing a Government. The relationship between the Centre and the State in such a pattern is specified through regulations, rules, procedures and conventions where every State are invested with provisions to manage and build up their own future by themselves. Such relationship between two identical set up are essentially based upon mutual trust and reciprocity in following the maxim ‘Unity in diversity’. Such form of Government as we have in our country is opposed to the concept of a totalitarian country where the centre assumes all the powers by reducing the States to play only supportive roles. In the light of the above observation, I would like to examine transparently on some of the most critical issues on the present State of affairs of our State where the very well being of its citizens are directly impacted in one way or the other Visa Vis its relationship with the Centre. The first concern that comes to my mind is the usual practice of our State in putting pressures on the Central Government to solve all our problems that may be either inherent or otherwise. There are indeed issues where Central involvement or assistance are unavoidable but it should be admitted that all our problems cannot be solved by Delhi alone since most of our problems or crisis are our own creation and therefore we have a responsibility to solve them instead of passing the buck to Delhi. Some of the burning issues that we juggle with such as the present Financial Bankruptcy, Corruption, Violence and Extortion, Tribalism etc for which we have cultured the habit of pointing

irdose A. Vandrevala, the Executive Vice-chairman of Essar Steel, writes that Russy Mody had hired him for Tata Steel when he was still a student at IIT- Kharagpur. Mody hired him in October 1971 and handed him an appointment letter dated a year from then! The pay? Rs. 500/- The condition was that he must secure a first class. By 1972, Vandrevala got a superb offer from DCM with double the pay! But, he accepted Mody’s offer! “To put it very honestly,” Vandrevala wrote, “I did not join Tata Steel – I joined Russy Mody” (The Week editorial, June 22, 2014). People often do not join a movement, or an association, but they join a person. Radical changes are always brought about by an individual, not a group or a majority. The first disciples of Christ did not join a new religion but a Person. The history of any movement in general will attest the fact that the personal charisma of the founding individual had a tremendous influence on the early followers which became the foundational core of that movement. The story of Don Bosco and his monumental works for the upliftment of the young bear testimony to the same fact that it is only individuals with a passion and vision that can stand the storm of history. Born in Turin, Italy, on 16th August 1815, Don Bosco is arguably one of the greatest saints of the 19th century and a unique educator of youth. Originating from a poor background, from a very young age he was convinced that he had been specially called to work for
out accusing fingers on others are infact problems created by us. Even on political issues, on one side, we put pressure on Delhi for an early settlement, but at the same time, there are elements of sorts, be it overground, underground or the middle ground who are unscrupulously exploiting the volatile situation to their own personal advantage in ‘making hay while the sun shines’. When such issues and its related dialogues are being displayed either under floodlight or under carpets, the public in general for whom a Government is formed continues to languish under poverty and deprivation. This is the State of Affairs. In an extremely competitive world where there are cutthroat competitions, only the fittest will survive. This is a reality but not a mere philosophy. We as a State have a choice either to perform and survive or succumb and perish. Here there is neither Scheduled Tribe nor Backward Area Concession. Trumpeting on the slogan of the uniqueness of our society alone will not be good enough as a survival kit in building up an ideal society. Every Nation or Nationality, every race or community numbering in thousands that thrives all over the earth too have their own peculiar uniqueness. God in all His immeasurable wisdom has in fact created every individual being under the sun in his or her own uniqueness. It is rather the strength in building up of one’s individual or national character, hard work and honesty that should determine the uniqueness of the society. Pushing panic buttons in every situation through the channel of rhetoric’s with high sounding slogans without substances will only help to expose our hidden shallow wisdom. This is the State of Affairs. Looking at the current situation, I am often reminded about the story of the tower of Babel in the Bible. Babel was an ambitious plan of constructing a tower in reaching to Heavens with the sole objective of making a name for themselves. God however intervened by confusing their language so much so that they lost communication and could no longer understand each other and finally failing to fulfill their dreams. We have a lesson to learn from this story. Our ambition, our greed and our differences are so intense that this attitude, if not amended will always remain as a major stumbling block from achieving any note worthy goals. We jumble with issues of differences and only succeed to agree to disagree. A disturbing example of such phenomena is vividly demonstrated through the current imbroglio on the issue of Foothill Road Construction and the Oil Drilling Project that began with a lot of fund fares but presently brought to a grinding halt as a result of differences and disagreements with a result that instead of celebrations, we find ourselves engaged in demonstra-
tions. Something has gone wrong somewhere. Due to frequent beatings with shortcomings, our mind set has evolved to such an extent that without putting much thought we tend to blame the mother nature of rain and thunder whenever the roads are deplorable and poor monsoon whenever there is a poor power supply or blame children whenever schools result are bad but regrettably oblivious about the involvement of human elements in maintaining those essential lifetime services for the people. It is indeed a sad commentary. As an exercise, let us look at the current figures of the Human Development Index. H.D.I is a yardstick through which the overall Human Development Index relating to the status of health, social justice, decent standard of living, access to knowledge etc of a particular society is measured. The entire cycle of the State activities are either directly or indirectly linked with H.D.I. Our country ranks at the dismal position of 135 out of 187 countries. One can easily diagnose where we stand today in this field. A local paper dated the 8th June 2013 revealed that Nagaland has the lowest Gross Domestic Product (GDP) at 6.2% and Sikkim at the highest growth at 23.8% within the North East States. Inspite of making tall claims on various fields, our State annual revenue earnings continues to limb below 10% of our State total annual expenditure. We receive more than 90% of fund from the Centre in order to run over our own Government. It is indeed a paradox that whereas we talk so much about the strength of our society, we are virtually dependant on the Central aid for our very survival. As a result of our irresponsible spending mostly on showmanship, wrong planning and personal gains without financial discipline, we have piled up liabilities after liabilities year after year finally landing the State with financial bankruptcy and thus compelling us to make frequent trips to Delhi with bagging bowels. Everything is not grim` nevertheless. There are silver linings behind the dark clouds. We have in our midst intellectuals, enlightened leaders, thinkers and writers whose voices are frequently heard loud and clear. We too have many talented youths who are the hopes of tomorrow. Only a sort of a mechanism is required to tape those talents towards rebuilding our society . A conscious awakening in the form of a non violent movement has become the need of the hour. There is a need to look afresh to what happened, what is happening and what will happen. A mere debate, lecture and passing resolution alone will not heal the wounds of our land. We are badly in need of honest, courageous and competent Naga leaders as Role Models to inspire and lead our people towards a brighter future where society, specially the next generation will see the light in the tunnel.
Don Bosco: A Bicentennial Tribute Fr. T. C. Joseph, Sdb Bosco B.Ed. College, Dimapur the marginalized and the poor youth of that era, when Europe was under the grip of the Industrial Revolution and youngsters were easy victims of exploitation, social evils and moral degradation. He was acutely sensitive to the needs of his times. After being ordained a priest of the Catholic Church in 1841, Don Bosco came to the rescue of these poor youngsters with his novel method of education based on the three pillars of reason, religion and loving kindness, which meant a total and uncompromising involvement with the life of the young. His personal presence in the midst of the young and their activities yielded great dividends. Don Bosco knew that to cast his nets, he had to get into the water. And he totally immersed himself in the life and welfare of the young, winning them over to a life of dignity and wellbeing. Don Bosco was a ‘visionary’ in the real sense of the word, with will and determination. He believed that life is too precious to be wasted on what does not grip the heart. For him, life was the testing ground for eternity, and he embraced it with both hands, heart and soul, with total dedication and personal involvement in the lives of the young and their problems. Open to the unending ad-
venture of life, he saw paths where none seemed to exist. He sought solutions where others only encountered problems; he experienced triumphs and tragedies; he dreamt things that others could never even imagine. In an age infected with darkness, he became a beacon of hope, exuding sparkle and vibrant optimism. Don Bosco teaches us that though in the gutter, we must look at the stars. He had an insatiable hunger for life, and discovered the marvels of life in any situation. Don Bosco made a significant difference in society by adding value to people’s lives, having a greater understanding of events and trends of his own times and milieu. And in his own unique way, he became a champion of the underprivileged youth and the downtrodden of the society. He spent his entire life in the service of goodness. His strength was always his cheery frankness, which attracted especially the young to him. For him doing good surpassed every other personal enjoyment. He always envisaged his ministry and mission as a work of love. Truly a medium of God, he was never bankrupted by his generosity and benevolence. Divine Providence remained the perennial Source of his resources. Don Bosco never waited for extraor-
dinary circumstances to do good actions; being acutely sensitive, ordinary situations provided immense occasions for him to do good, always and everywhere. Goodness precedes greatness. Let our ambition be goodness, not glory, teaches Don Bosco by his life. He was the maximum humanitarian. He was a man who saw tomorrow with a penetrating vision, and with his commitment and perseverance he achieved heroic heights. Total fidelity to his God-given mission was a remarkable virtue possessed by Don Bosco. He had the ability to sustain loyalties in spite of the inevitable contradictions of value systems that he found thriving around him. The positive impact of Don Bosco and his educational system throughout the world is something undeniable. And our North-east India is no exception. As we are beginning the yearlong bicentenary celebrations of the birth of Don Bosco, which begins on 16th August 2014 and will culminate on 16th August 2015, it is only fitting that all who are and all who have been associated with Don Bosco institutions pay our grateful tribute to this great saint and educator. Don Bosco teaches us that action and contemplation are capable of fusion in a brilliant synthesis of a unified and integrated life, and that salvation is not only spiritual, but also secular. In dealing with people, and the young in particular, Don Bosco knew that the tough challenge is not in identifying potential winners; it is in making winners out of ordinary people. And history has canonized his wisdom. Long live Don Bosco!
Rejoinder to ‘Puritan fervour of the church and the NLTP Act’ Sanyü Iralu sechü-Zubza
M
y attention is drawn to the article “Puritan fervour of the church and the NLTP Act” written by Sira Kharay that appeared in the Morung Express on August 12, 2014. Everyone is free to share opinions in the news media, but when certain viewpoints are written with scant regard of the “other opinion,” that is when a rejoinder like mine comes in. I take exceptions to the above article that poorly caricatured “Naga Christian faith and theology.” For instance, Christianity was not imposed on the Nagas in any way. It is of open knowledge that when the right time came, we readily accepted the Christian Gospel, without no inducements, no coercions, whatsoever included! Please remember that our forefathers practised headhunting in right earnest, and they would not have tolerated the White men in any way, leave alone, allowing them to dictate on us notions of “holiness” or “sinfulness,” amounting to the White men ramming the gospel down our throats! The white men can be faulted for certain practices that they imposed on the people they colonized elsewhere, but not in the way they shared the gospel with us in Nagaland, nor in the way they guided us in its practice, then or now. Therefore, it is naive for Sira to suggest that “the vestige of this colonial construct still clouts the ecclesiastical imagination of the Naga Churches.” On the other hand, the gospel message upturned wrong and evil practices within the Naga society, for instance, headhunting. It was the Scriptural truths that changed us and not the dictates of the white men, or their labeling of what was “good” or “evil” that Sira suggested “were conveniently manipulated.” Sira would do better not to label every Naga Christian as sharing the “hegemonic monopoly of characterizing ‘holiness’ and ‘unholines’ from what the congregation eat and drink.” It is of common knowledge that the Bible does not label drinking per se as “sinful” (though drunkenness is definitely condemned [e.g., Pro. 23:29-35; Eph. 5:18]). I would suggest that it would be better to look at the issue, debatable as it is, in an objective way to see whether prohibition with proper implementation and policing would bring better returns to individuals, families and our society in the longer run, than the ‘trumpeted” returns in taxes and financial gains to our already “corrupted” society. After all, in the end, we must all admit that as long as life continues on earth, human beings, for the fact that God created us with moral capacity (unlike animals and other beings), can make sound moral judgments, so as to abstain from things that can potentially bind us in chains. That is why the discussion of individual rights and choices cannot be stretched beyond good reason for one’s own good, and also potential trespass of other people’s rights when such rights are overstressed. For example, possession of narcotics is a criminal offence, and in some countries where avowed Buddhists (e.g., Sri Lanka), and Muslims (e.g., Malaysia) live, those caught are simply put to death. In this extreme case, the argument for an individual’s “rights” to his desire for narcotics cannot compromise the potential trespass of other people’s rights to healthy living and safety. Why is circulation of pornography (an individual choice) a crime even in most “civilized” and “liberated” societies even today? Is it not for the simple reason that an individual’s preference for anything needs to be policed and even legislated against for the larger good and welfare of those who need such considerations? Therefore, I feel it is unfair for Sira to say that “Nagaland cannot afford to become a mouthpiece of Baptist Christian moral preconceptions.” No doubt, Baptists are at the forefront in espousing “prohibition,” nonetheless, there are many others, apart from the Baptists, who want to rid our society of this menace, whose stance must be also taken into account. After all, in a democracy, if we vote without coercion for anything, the wish of the majority is guaranteed. Let me end with an illustration: An individual has singlehandedly raised a tiger in a village just because he finds the tiger an adorable animal. Supposing, the tiger one fine day reverts to its natural instinct and starts killing people, would not the opinion of the rest of the villagers overrule that of the individual owner would they decide to kill the tiger for fear of it endangering more lives? In our case, in the present scenario, if it is the collective wisdom and wish of the majority to legislate for prohibition, it is imperative that we rise above petty issues and unwarranted attacks against the Bible, Baptists, moral principles, etc., and see that sanity prevails. Most often, across centuries of human existence, unwise indulgence in alcohol has clouded human sanity! The cost to human lives and civilization is horrendous. Beware!
CLARIFICATION BY BRTF: ROAD KOHIMA JESSAMI, NH -29 BETWEEN TEEN PATTI AND BSF CAMP
U
ndermining an organisation and holding it responsible for all the negativities has become a norm rather than an exception. Has it become a trend of the society to admonish and ridicule without giving an opportunity to the establishment to put forward the correct perspective to include the schedules and plan of actions is indeed debatable and merits seeking answers. The case in point is the allegations levied by the respected and Hon’ble Schools to include the youth organisations who deemed fit to voice their concerns and the representations against the BRTF for not attending to the NH- 29 ( Kohima – Jessami ) and particularly the portion between Tinpatti and BSF camp for the last two decades. Having served a notice in the form of a letter with an ultimatum to the BRO for commencing repairs, failing which the agitation and road blocks would commence with effect from 31 Aug 14, the rally to protest has been well timed much prior to the dead line notice issued by the youth organisation. The youth organisations were requested in Jul 14 to discuss the issues and voice their concerns and get to know the plan
of actions/ works executed over a meeting, which to reasons best known were merely turned down by the organisations serving the ultimatum. Putting it across in media without verification of any facts and ground realities speaks of the pure intent to malign and embarrass the BRO. As an organisation, we are proud of the fact that within the last 50 years plus we have contributed immensely to the development of roads within the entire State and have worked as per laid down norms and regulations. The works are executed subject to approvals by the MoRTH ( for National Highways), for which it is our duty to project all such works and execute the same on approval / subject to receipt of budgetary support. Subjecting the organisation to ultimatums and threats with fixed deadlines may therefore not be in the correct perspective without understanding the background and the current situation as these will not result in any effective solution, less the approvals and grants are catered for. The learned spoke persons and leaders have very categorically and defiantly stated that the road has been neglected since last two de-
cades. It is therefore, imperative that the facts be highlighted and the current situation to include the reasons there of be understood. During the year 2010-11, profile correction works from Km 3 to 10 in selected patches were executed and the re-surfacing between Km 3 to 15 and between 30 to 35 km was executed with 2 cm thickness as was approved within the specifications. The re-surfacing of the initial stretch was thus due in 2015-16 / 2016-17 as per the existing specified cycle of 5 / 6 years. During the year 2011-12, re-surfacing for a total linear length of 13 kms were executed between Km 15 to 40. During the year 201213 and 2013-14, three numbers of monsoon damage rectification works were undertaken at few critical portions of the NH between Kohima and Jessami which involved construction of protective works and culverts. The NH is to be double laned in the near future for which works are to be processed through contract execution and thus sanctions for any other jobs on this NH apart from double laning were virtually restrained. Double laning of this stretch would entail disruption and damages to the road as well as
time for seeking the additional land and thus undeterred by this restriction, BRO projected the need and necessity for undertaking improvements to the existing surface itself rather than going in for double laning which would take a minimum of 2 years to commence. A work for improvement of Riding Surface Quality was thus projected on priority in Mar 2014 for the stretch between Km 3 to 20 and got recommended through various stages with due persistence and efforts of the BRO. The job is presently at the Ministry level awaiting approval. The approval to include listing of job and budgetary grant would only be available as per schedule of listings by Oct 2014, post which contract action for supply of raw material would be executed and work commenced. The expectations from the organisation to commence work forthwith therefore would not be implementable and feasible. With the commitment and sincerity of ensuring a good riding surface, the projection for a specialised work was thus undertaken way back in Mar 2014 with justification and necessity in spite of the fact that a major portion of the stretch between Km 3 to 20 was re-surfaced in 2010-
11, against which no new additional jobs could have been approved. The condition of the road is bad and there is no denial of this fact. However, it may be prudent to analyse the issue in detail, which unfortunately is listed as trivial reasons. The learned and respected citizens to include the media is well aware that a bituminous surface will only sustain in case it is not exposed to water and thus drainage of water assumes prime importance. The road having been re-surfaced in 2010-11 should have sustained at least up to a period of 4/5 years in any eventuality, which has not been in this case. The road stretch today has been encroached upon with impunity and as on date the drains have become defunct as the additional ramps, steps and approaches to houses and buildings have virtually blocked the passage of water. Choking of the other portions with garbage is a regular phenomenon and the profile of the road is now much much lower due to the raised embankments and concrete ramps built up astride the road. A majority of the portion of the road is subjected to the direct discharge of waste water/ monsoon overflow from houses. These facts are not hidden and as on date the manda-
tory shoulder width for drainage itself is not available on ground due to the additional built up areas. The surface will be repaired with due priority subject to approval and as an organisation it is necessary to make it clear that with the existing conditions of raised shoulders, filled up drains and discharge of water directly on the road surface, the rectified surface may not last and deteriorate once again rapidly. We can therefore only request the concerned bodies of these localities astride the road to discuss these important issues to work out the way ahead for a lasting solution as it implies demolition of the raised structures and digging in of additional drains for which the willingness and acceptance of the concerned peoples and organisations is a must. The road stretch within the built up localities was projected to be taken over by the State Govt by BRO way back in Jan 2014 and would once again be recommended to be taken over from the BRO once the riding surface is rectified. The sentiments and the concerns of the people are well respected but at the same time the organisation cannot take on the onus for defects which are beyond its control and thus let down its reputation.

Bihar teachers get degrees before birth!
Patna, august 14 (Ians): Imagine getting a B.Ed. (Bachelor of Education) degree before turning 21 or even before being born? Strange as it may sound, that’s exactly what has happened in Bihar in at least 95 cases. The state government had appointed 34,540 trained teachers on a regular basis in 2011-12 after the Supreme Court ordered this in 2010. But soon after they were appointed, the education department received a number of complaints that some of the teachers had used forged degrees to get jobs. “In view of this, an inquiry was ordered and, much to our surprise, it was found that 95 teachers got their B.Ed. degrees either before their birth or much before attaining the age of 21,” an official said. Take, for instance, Shivnarayan Yadav, who joined as a teacher in a school in Madhepura district. He received his B.Ed. degree five years before he was born, the dates on his birth certificate and degree show. Another teacher, Priti Kumari in East Champaran, received her B.Ed. degree three years before she was born. Similarly, Indu Kumari and L.B. Singh, school teachers in Saran and Saharsa districts, received their B.Ed. degree seven years before they were born! All those who had used fake certificates to get jobs had been fired, R.S. Singh, joint director of Bihar’s Primary Education Department, told IANS. “The department was shocked to find that they used forged degrees to get teacher’s jobs,” he added. Last month, Bihar Education Minister Brishen Patel said over 1,000 contractual teachers used fake degrees to get jobs in government schools. The state government recruited 142,000 teachers on contract basis for Classes I to 12 between 2006 and 2011.
‘We have forgotten richness of India’s plurality’
new DelhI, august 14 (Ians): India is the only country in the world where all major faiths coexist peacefully, but the richness of this plurality has been forgotten by our people, said veteran journalist and author B.G.Verghese. The 88-year-old public intellectual was discussing his new book “Post Haste: Quintessential India”(Tranquebar; Rs. 1,295) at the India International Centre here Wednesday evening where his emphasised that “deliberate fortification of history” has made younger generation ignorant about our rich and vibrant past. “What is being taught in schools is the history of Aryabhata, the great mathematician from India. But there isn’t much information about the history of south India and northeast region in our text books,” said Verghese. “This is why our younger generation is ignorant about many things and has taken in for granted the richness of our past and forgotten the diversity of our plurality,” he added. Through this book, Verghese, who has served as information adviser to former prime minister Indira Gandhi, has illustrated history of India through postal stamps that join fragmented history, geography and cultural diversity of the country together in this “mini encyclopedia” to reach out to younger generation. “I felt there was the need to reach out to young people who can view history through these stamps and ask their parents questions about the people, places and events mentioned in stamps,” he said. The Ramon Magsaysay award winner, who was removed as editor of The Hindustan Times for opposing the emergency rule and press censorship imposed by Indira Gandhi 1975-77, has authored books like “Warrior of the Fourth Estate” and his autobiography “First Draft: Witness to Making of Modern India.” He believes stamps tell about the past and speculate about the future. “This book is an appetizer to attract young people,” he concluded.
‘Malnutrition needs to be addressed’
new DelhI, august 14 (Ians): With thousands of children in India malnourished, policymakers should look at its seriousness and scale of the problem, a civil society organisation said Thursday. “It feels shameful that India leads other countries as it has maximum number of malnourished children. While the government is researching on other life threatening diseases, the problem of malnutrition in children remains high,” a statement from Centre of Public Policy (CPP) said. The civil society organisation said if India can eliminate malnutrition in young children, it can boost the Gross National Product (GNP) by up to 11 percent. “Though number of policies has been introduced for ensuring food security to 1.27 billion population in India, malnutrition deserves far greater attention for providing free meals and maternity benefits to women, lactating mothers, children between the age of six months and 14 years, and homeless people,” it said.

President says poor can’t wait any more for betterment in lives
new DelhI, august 14 (Ians): Emphasising that the poor “cannot and will not wait for another generation” for betterment in their lives, President Pranab Mukherjee said Thursday that the focus of government’s policies needs to move from alleviation of poverty to elimination, which has a timedefined objective. new DelhI, august 14 (Ians): Asking Indians the fundamental question “Why cant we keep our environment free of filth”, President Pranab Mukherjee Thursday asked his fellow countrymen and women to honour the memory of Mahatma Gandhi on his 150th birth anniversary by making the goal of making India a clean country by 2019 as a “national mission”. Saying that “clean environment breeds clean thoughts; cleanliness is a mark of self-respect,” the president, in his address to the nation on the eve of Independence Day, reminded Indians that they bore the legacy of a rich cultural tradition where ancient travellers like Megasthenes (4th century BC), Fa Hien (5th century AD) and Hiuen Tsang (7th century AD), when they came to India, have written about the efficient administrative systems, with planned settlements and good urban infrastructure. “What has gone wrong with us now? solidation measures are beginning to show results.” He said that “notwithstanding occasional spurts”, inflation has started moderating; but food prices still remain a matter of serious concern”. Touching on the positive points, he said, record food grains production last year helped the agriculture sector to grow at a healthy 4.7 percent. Employment has increased by an average of about 4 percent per year in the last decade. Manufacturing sector was on the rebound.
“The stage is now set for our economy to move on a high growth trajectory of 7 to 8 percent, which is essential to ensure the availability of adequate resources for equitable development.” While economy was the material part of development, “education is the essential part of it. “A sound education system is the bedrock of an enlightened society. It is the bounden duty of our educational institutions to provide quality education and inculcate the core civi-

SC issues notice on plea to ban cigarettes
new DelhI, august 14 (Ians): The Supreme Court Thursday issued notices to the Centre, states and union territories on a PIL seeking a complete ban on the production of cigarettes and other tobacco products across the country. An apex court bench of Chief Justice R.M. Lodha, Justice Kurian Joseph and Justice Rohinton Fali Nariman said the issue of banning the production of cigarettes and other tobacco products was for the lawmakers to decide. “It is for the law makers to decide,” observed Chief Justice Lodha. Counsel Aditya Agrawal, appearing for the petitioner filmmaker Sunil Rajpal, told the court that the money spent on the treatment of smoking-related ailments comes to Rs.30,000 crore per annum. He told the court that in 2001 the apex court noting the adverse effect of smoking on
smokers and passive smokers had prohibited smoking in public place till the statutory provision was made and implemented by the legislative enactment. Assisted by advocates Rahul Kumar and Parul Singh, Agrawal told the court that in 2003 parliament enacted a law ‘The Cigarettes and other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act, 2003’ which proved to be ineffective as it was toothless. Referring to the report by the World Health Organisation, Agrawal said that more than one million lives get extinguished in India every year because of smoking. Black money: Suspect accounts of 600 Indians under probe
new DelhI, august 14 (PtI): In another instance of suspected black money stashed by Indians abroad, investigative agencies are probing a set of 600 new names and identities which have beenprovidedtoIndiabya“source” during the last financial year. The information of these suspect accounts were obtained by the Central Economic Intelligence Bureau (CEIB), a crucial department under the Union finance ministry, during the just concluded fiscal through a multi-layered sequence of information exchange on tax related issues and as part of the man-

The CEIB, according to an official note accessed by PTI, has “disseminated” the data of these 600 cases to the income tax department, Enforcement Directorate (ED), Financial Intelligence Unit and the Directorate of Revenue Intelligence for further investigation under their respective laws which check tax evasion, money laundering and violations of the foreign exchange Act. Sources privy to the development said the list contains the bank accounts of suspected Indians in four tax haven nations and six jurisdictions which are yet to ratify the international treaties of
automatic tax exchange which is aimed to check blackmoney and curb instances of tax evasion. Officials in the Supreme Court appointed Special Investigation Team (SIT) on blackmoney said all the agencies with whom the list was shared have begun their probes and some “aberrations” vis-a-vis tax laws have been detected. The names on the list and the subsequent probes have been shared with the SIT also. Officials, citing secrecy clauses of international tax information exchange treaties, refused to disclose the “source” of the classified
information which is understood to have been obtained by the CEIB through its existing mechanisms of economic intelligence. India, during the last fiscal, had separately received data on over 24,000 instances of alleged tax evasion and dubious funds which has been detected in foreign shores during the same time. These cases are now under investigation by the taxman even as the SIT on black money has set its eye on tracking the outcome of this classified information which has been received from over a dozen countries during the 2013-14 fiscal.

MuMbaI, august 14 (agencIes): Two Kolhapur women, who were sentenced to death in 2001 for kidnapping 13 children and killing nine of them, may become the first women ever to be hanged in India. President Pranab Mukherjee late last month rejected Renuka Kiran Shinde and her sister Seema Mohan Gavit’s mercy petitions. The buf-

The number of people executed in India since Independence is a matter of dispute. Government statistics claim that only 52 people have been executed since independence. However, research
by the People’s Union for Civil Liberties indicates that the actual number of executions is in fact much higher, as they have located records of 1,422 executions in the decade from 1953 to 1963 alone. However, there is no record of any woman’s execution. Renuka and Seema, who partnered their mother Anjanabai Gavit to kidnap the kids and push them into begging and killed some of them after they stopped being productive, are currently lodged at the Yerwada jail in Pune. Anjanabai passed away during the trial, and the sisters’ father Kiran Shinde turned approver and was acquitted. The President has also rejected the mercy petition of Rajendra Wasnik, who was sentenced to death for raping and killing a three-year-old in Amravati in March 2007. Wasnik had lured the girl with the promise of buying her
biscuits before sexually assaulting and eventually killing her. The note from Rashtrapati Bhavan on Wasnik arrived at the state home department on Tuesday and the process of informing the convict, his relatives, and the Nagpur jail where he is lodged has been initiated. Desk officer Deepak Jadiye of the home department said no objections have been received yet on the Kolapur sisters’ hanging. “We have informed the two convicts, their relatives, the legal remedial cells of the Supreme Court and also the district court about the rejection (of their mercy plea),’’ he said. While awarding the death sentence to the sisters in 2001, Judge G L Yedke in Kolhapur had described the nine kids’ murders as ‘the most heinous’, and observed that the two sisters seemed to have enjoyed killing the children.
new DelhI, august 14 (Ians): Thirteen years after banditturned-politician Phoolan Devi was killed outside her official MP’s residence here, a court Thursday sentenced convict Sher Singh Rana to life for her murder. Additional Sessions Judge Bharat Parashar awarded the life term to 35-year-old Rana, and also slapped a fine of Rs.1 lakh on him. “However, keeping in view the overall facts and circumstances of the case, when the incident resulted not only in the murder of Phoolan Devi but grievous and serious injuries were also caused to constable Balender... so, I am of the considered opinion that the interest of justice will be suitably met if convict Sher Singh Rana is sentenced with rigorous imprisonment for life,” the judge said. “Once again I may mention that ‘R-R’ (rarest of rare) test also does not stand fully proved against the convict. I am thus of the considered opinion that awarding of death penalty would be completely disproportionate to the crime committed in the present case,” the court said. In its verdict, the judge also observed that the prosecution failed to prove the motive of crime. The court convicted Rana on charges of murder and attempt to murder with common intention. However, he was acquitted of criminal conspiracy and under the
Arms Act. Rana, who was keenly listening to the judgment, did not show any emotion. His counsel Mukesh Kalia claimed his client was innocent and will challenge the trial court’s verdict in the Delhi High Court. However, Phoolan’s elder sister Rukmani Devi told reporters outside the court that she will seek revision of the verdict as it let off 10 other accused in the case. She also said she will seek death penalty for Rana in the higher court. At the time of her murder, Phoolan Devi, whose dramatic life inspired many books and internationally acclaimed movie “Bandit Queen”, was a Samajwadi Party parliamentarian from Mirzapur in Uttar Pradesh. Phoolan Devi was shot dead July 25, 2001, outside her residence in New Delhi by Rana and his associates, police said. Besides Rana, there were 11 other accused in the case. One of them, Pradeep, died of a heart attack in Tihar Jail in November 2013 and the rest were let off. Rana was arrested July 27, 2001. The court also observed that Rana has already spent about 11 years behind bars during the long protracted trial which lasted for more than 13 years. However, in 2004, he fled from the high security Tihar Jail. In 2006, he was arrested in Kolkata, brought back to Delhi and lodged again in Ti-
har Jail. At this, the court said: “The fact that Rana escaped from jail for a period of about two years is a factor which goes against him.” However, the court found that during Rana’s jail term, no complaint regarding his behaviour was reported by any inmates and jail authorities. The court also observed that Rana has an old mother and his father expired during the pendency of the trial. The court said: “The act of convict Sher Singh Rana cannot be termed as an attack on a democratic institution of the country viz. parliament.” However, the court agreed with the prosecution that the assailants either wanted to kill constable Balender or maim him so that he may not depose against them in court. However, the court rejected the plea of Rana’s counsel seeking leniency on the ground that Phoolan Devi was sentenced to 11 years for killing 22 Thakurs. “I may also mention that the contention of counsel for convict that Phoolan Devi was sentenced to a period of imprisonment of about 11 years only, for killing 22 Thakurs and so a much lenient sentence be imposed, does not hold ground at all. This argument deserves to be rejected outrightly being completely vague and does not even require a discussion,” the court said.

Pope to Koreas: Avoid ‘fruitless’ shows of force SEOUL, AUgUSt 14 (AP): Pope Francis called Thursday for renewed efforts to forge peace on the war-divided Korean Peninsula and for both sides to avoid “fruitless” criticisms and shows of force, opening a five-day visit to South Korea with a message of reconciliation as Seoul’s rival, North Korea, fired five projectiles into the sea. North Korea has a long history of making sure it is not forgotten during high-profile events in the South, and Thursday’s apparent test firing off its eastern coast made its presence felt. Francis told South Korean President Park Geun-hye and government officials that peace required forgiveness, cooperation and mutual respect. He said diplomacy must be encouraged so that listening and dialogue replace “mutual recriminations, fruitless criticisms and displays of force.” North Korea’s apparent test firing was conducted from Wonsan on its east coast and the initial three short-range projectiles flew about 220 kilometers (135 miles), according to a South Korean Defense Ministry official who spoke on condition of anonymity, citing office rules. It wasn’t immediately clear what the projectiles were. After an initial three firings an hour before Francis arrived, North Korea followed up with two others a short time after he landed. North Korea has conducted an unusually large number of shortrange missile and artillery test firings this year. HIV vaccine a step closer
NEw YOrk, AUgUSt 14 (IANS): Researchers have uncovered new properties of special HIV antibodies called “broadly neutralising antibodies” or BNAbs, a discovery that could shed light on the pathway the BNAbs take to develop and speed up development of HIV vaccine. Only a small subset of HIV-infected individuals produce BNAbs. A vaccine that works by eliciting BNAbs is, therefore, a major goal, and this work suggests that strategies for such a vaccine should focus on speeding up the antibody evolution that occurs after every immunisation. “This result suggests that a BNAbeliciting vaccine is possible after all,” said lead author Thomas Kepler, a professor of microbiology at Boston University School of Medicine in the US. Antibodies develop from immune cells known as B cells. When B cells are confronted with foreign elements (known as antigens), some of them experience a high rate
of mutations resulting in the substitution of an amino acid within the antibody for another. When whole strings of amino acids are inserted or deleted, this is known as an indel. Less than 4% of human antibodies contain indels; in BNAbs this figure is more than 50%. The researchers studied one particular BNAb called CH31, which has a very large indel, to see what role these indels might have played in the acquisition of broad neutralising activity. They found that the indel was the key event in the development of CH31. Just putting the indel into antibodies that did not originally have it, increased its effectiveness eight-fold; taking it away from ones that did have it initially, made them much worse, the researchers said. “When tested on their ability to broadly neutralise HIV, only those CH31 antibodies with indels were able to accomplish the task,” Kepler said. The study appeared in the journal Cell Host and Microbe.

There will be no minimum qualifying word scoring level in the preliminary stages for a Speller to be selected to the Final stages. Spellers spelling the highest number of words correctly in the Preliminary stage will qualify for the next level / Final stages of competition. In event of any ties amongst the competitors spelling the least number of words correctly in the Preliminary stages, selection to the required number of 32 Finalists will be made on direct Knock - Out Basis, where the tie Spellers will be called to spell additional number of words. Final Stage In the Final Round of 32, each Speller will be asked 5 (Five) words with 90 second to answer each word; from where 16 (Sixteen) Spellers will be selected for the subsequent round. In event of any tie amongst the competitors, selection for the 16 Spellers will be selected on Knock – Out Basis. The same procedure of selection for Spellers from 16 to 8 (Eight) Finalists will be followed as stated above. obin Williams' daughter has been forced off Twitter after internet trolls posted a fake photograph claiming it was her dead father. Zelda Williams, 25, made an appeal to her 169,000 followers to report two users on Twitter who sent the image to her account. She wrote: 'I'm shaking. I can't. Please. Twitter requires a link and I won't open it. Don't either. Please.' The image has since been revealed to be a fake which was digitally altered to look like Robin Williams. The two accounts responsible for the messages, @PimpStory and @MrGoosebuster, have now been suspended. Furious Twitter users were quick to respond to Zelda to show her their support. One wrote: 'I hope @zeldawilliams knows the people who love her outnumber the scumbags by about 94,000,000 to 1.' While another wrote: '@zeldawilliams that is the saddest and sickest thing I have ever seen. I am ashamed if (sic) humanity.' Later Zelda deleted the tweet but explained how she planned to delete her Twitter
account, maybe forever. She wrote: 'I’m sorry. I should’ve risen above. Deleting this from my devices for a good long time, maybe forever. Time will tell. Goodbye.' However, these are costly and can often involve up to three days in a studio - which is why some hard-working Chinese find them difficult to fit into their working lives. So, some couples are eschewing romantic settings for their wedding snaps and instead turning up for work in their wedding gear and using the of-

Xu met his wife, Lin Chen, when he was a trainee at the Kunming Command School of Public Security and Fire Fighting Army. Although they lived far apart, they managed to keep their long-distance relationship alive for three years, until they eventually tied the knot. After a rushed wedding Xu promised his wife that
they would have their wedding photos taken when he 'had the time'. But being a fireman did not give him much spare time, as he had to be on standby for any emergencies. After a year, it caused a row and when his work colleagues heard about it, they arranged for the photo shoot to be done at the barracks. Those who have had office photographs say that it not only saves time - meaning more time for work - but it also saves money. Chen Tsao who had his pictures done at work said: 'I didn't have time to take off to travel all over the place having pictures done. But I didn't want to miss out on the pictures, so when I heard about people doing them at work I realised it was a great opportunity. I can keep my wife happy, and my employer.'

Federer gets 300th Masters win in Cincy
MASON, AUgUSt 14 (AP): Roger Federer won his opening match at the Western & Southern Open on Wednesday, a three-set victory over Vasek Pospisil that was his 300th career victory during a Masters tournament. CAS said Fifa's sanctions against Suarez are "generally proportionate to the offence committed." Suarez cannot play for Barcelona until October 26, and he remains banned for Uruguay's next eight competitive matches. Suarez has admitted to biting Italy defender Giorgio Chiellini's shoulder during Uruguay's 1-0 win at the World Cup. "The sanctions imposed on the player by Fifa have been generally confirmed," the court said in a statement. The court described the ban imposed
by Fifa on Suarez from taking part in any football activity as "excessive." "However, the 4-month suspension will apply to official matches only and no longer to other football-related activities (such as training, promotional activities and administrative matters)," the court said. Banning Suarez from training would have meant the ban "would still have an impact on his activity after the end of the suspension," the panel ruled. Suarez, who left Liverpool for Barcelona after the World Cup, appeared at the court's fast-track hearing last Friday in an effort to reduce his ban.
