VCs and VDBs entrusted to protect Amur Falcons KOHIMA, AUGUST 16 (MExN): Close to the annual migration of Amur Falcons to Nagaland in mid September, it has been resolved that all the Village Councils and Village Development Boards will be made directly responsible to protect the Amur Falcons in their jurisdictions. Commissioner & Secretary to the Government of Nagaland V Sakhrie in a notification informed that, in case of negligence or violation by any village, the funds under grants-in-aid to VDBs will be invariably withheld for that particular year and the same will be utilized for environment protection and conservation activities only, in coordination with Forest and Environment Department. Therefore, all the Village Councils and Village Development Boards have been requested to extend support by properly creating awareness on the importance of wildlife protection in their villages to ensure that the campaign being carried out for protection of Amur Falcons not only becomes successful, but further gives a boost in the collective endeavor to maintain ecological balance in the State. Further, the notification informed that Amur Falcon is protected under the Wildlife Protection Act 1972 and trapping, killing and selling of Amur Falcons is a criminal offence punishable with three years rigorous imprisonment or with Rs 25,000 fine, or both under Section 51 of the Act.

NSCN (K) informs on tax

DIMAPUR, AUGUST 16 (MExN): NSCN (K) has stated that despite repeated appeals to business houses, commercial enterprises, and other taxpaying sectors, including government departments within Dimapur, to desist from paying any tax unless authenticated by Finance In-charge, many tax payers are “found to be collaborating with fake collectors at highly deflated rate (below prescribed amount) and claims that due has already been cleared.” Therefore, Military Finance, NSCN (K) in a press release informed that henceforth, no such bogus transactions will be deemed legal, and penalties, besides normal rate will be mandatorily realised. The release mentioned the name of the Finance In-charge as Col. Akaho Zhimo (Phone 9436249157/ 8732009014).

The Tangkhul Students’ Union, Delhi, staged a protest outside the Manipur Bhawan in Delhi on August 16 calling for ‘immediate withdrawal’ of Sec.144 CrPc from Ukhrul town, Manipur.

NEW DELHI, AUGUST 16 (MExN): The Tangkhul Katamnao Long, Delhi (TKLD or Tangkhul Students’ Union, Delhi) staged a protest against the “prolonged siege” of Ukhrul town by promulgation of Section 144 CrPC. A large number of students converged at the Manipur Bhawan in Delhi to register their protest and submit a memorandum addressed to the Chief Minister of Manipur by the Naga civil society in Delhi calling for the ‘immediate withdrawal’ of the curfew. It may be noted that the Government of Manipur has clamped Sec. 144 CrPc since July 13, 2014 in Ukhrul town. The memorandum called for the restoration of normal life and civil order to the innocent people of Ukhrul town; to respect the autonomy of free Naga customary law practice and other hill tribes as enshrined

under Article 371C of the Indian Constitution and the Manipur Legislative Assembly (Hill Areas Committee) Order, 1972; to dispense fundamental justice to the people of the town without communal and ethnic prejudice; to assuage any communal feeling between the ruling-elitist community and the Nagas and other hill tribes of the State; to honor the ceasefire agreement between the government of India and the NSCN (IM); to strengthen the peace dialogue between the Government of India and the Naga people for immediate resolution; and to immediately release the 8 arrested innocent civilians. “The chronic hostility of the Government towards the hill tribes and the constant weakening of the constitutional provisions safeguarded for the hill people are absolutely unacceptable. The attempt of the Govern-

ment is nothing but to usurp the right of the hill people and in particular the Naga’s right to free practice of customary law, ownership of land and civil autonomy,” said TKLD President, Phungshok Khonreiwoshi, at the protest. Convener of the Organising Committee, Lakpachui Siro, said, “If the Government continues to ignore the democratic voice of the people and does not immediately withdraw the illegal deployment of IRBs and Commandos, the Nagas would be left with no alternative but to rise up in open civil insurrection and drive them out by whatever means and the Government would be held solely responsible for whatever consequence that ensues.” According to their media spokesperson, Sira Kharay, the students demanded the Resident Commissioner to come out

and receive the memorandum. “On rude denial of the genuine demand and peaceful protest by the police, the student agitators turned violent and started pelting stones. Buses and vehicles were smashed and barricades were broken. The police lathicharged the students and a number of them were seriously injured. Some of the agitators were arrested and students demanded their immediate release.” The memorandum was signed by Convener, Committee Against the Imposition of Section 144 CrPC at Ukhrul Town, New Delhi, President, Tangkhul Katamnao Long, Delhi, Convener, Naga Peoples Movement for Human Rights (NPMHR), Convener, Forum for Understanding the Naga-India Conflict & Human Rights, (FUNICH), Naga People Union for Civil Liberty (NPUCL), and President, Tangkhul Scholar Association (TSA).

KOHIMA, AUGUST 16 (MExN): The Naga Students’ Federation (NSF) has stated that the major problems faced by Government High Schools in Nagaland are shortage of teachers, unsystematic staffing pattern, poor infrastructure and lack of parents/guardians emphasis on their children/ward academic studies. The NSF toured seven districts (Kohima, Wokha, Mokokchung, Zunheboto, Peren, Dimapur and Phek) from August 5-16, and held joint meetings with all the Government High School authorities along with the District Education Officers (DEOs) and the Federating Units of the NSF. In a press release from its education secretary, Bangdi Chawang, and general secretary, Esther Rhakho, the NSF stated that “the poor performance” of the Government High Schools in the HSLC Examination was thoroughly examined and further deliberated for better academic performance of the students and for the development of the Government High Schools. As per the joint meetings held between the NSF, the Federating Units, DEOs and Representatives from the various Government High Schools, the major grievances and problems commonly faced by all the Government High schools were shortage of teachers specially in Mathematics and Science subjects, imbalance in students-teachers ratio, unsystematic staffing pattern, the poor infrastructure facilities, lack of classrooms and the lack of parents/guardians emphasis on their children/ward academic studies. The meetings also deliberated on the merits and demerits of the Non Detention Policy Act under RTE. Besides the

above mentioned grievances, the NSF stated that it shall submit a comprehensive report of the touring to the State Government and the Department concerned at the earliest. The Federation conveyed its gratitude and acknowledged the support and co-operation extended by its Federating Units, DEOs, all the Government High School authorities and the District Administrations throughout the tour.

Appeals for peace in border

Meanwhile, NSF has appealed to all the people of Ralan area and those living in the entire stretch of Nagaland-Assam border to maintain peace and harmony among themselves. NSF visited Ralan area on August 16 to show solidarity and concern to the people of the area and to take stock of the situation. A statement issued by NSF President Tongpang Ozukum and General Secretary Esther Rhakho also urged upon both Assam and Nagaland governments to tackle the issue with sincerity and commitment and to begin talks. NSF called for review of the four earlier agreements made between Assam and Nagaland in 1972 and 1979 respectively, and if necessary, to frame new Border Agreement, “which both the States should honour and implement in letter and spirit.” NSF also stated that to amicably solve and bring normalcy to any situation, there should be mutual understanding and respect for each other. Therefore, it has requested the Asom Jatiatabadi Yuba Satra Porishad (AJYSP), spearheading the indefinite bandh in Golaghat district, to release the Nagas along with the vehicles, and also lift the ongoing economic blockade “which will surely send a positive message to the people of both the states in bringing an honourable solution to the present crisis.”

TUENSANG, AUGUST 16 (MExN): The Yimchungrü Akherü Arihako (YAA) has alleged a number of lapses in Government activity in Pungro subdivision, Kiphire district. As per its inspection on August 11 of various departments under the sub-division, YAA noticed “total non-functioning and negligence” by Government staffs. “The organization was dismayed to see many offices been locked during the office hour,” stated the YAA’s president, Akiuba, and speaker, Mosa, in a press release. Some department’s buildings, the YAA wrote, are “completely neglected” and many of the staff are “not in station for long where they are aware only to draw the monthly salary. It found out that under R.D Block Pungro, only the peon was in station.” Under CHC Pungro Town, it was alleged, a medical officer has not been discharging his duty for more than a year. “It is also learned that the centre is still running with PHC facilities with only 12 bedded where it is supposed to be 30 bedded.” The YAA pointed out the need for infrastructural facilities and said that the presence of a Dental Doctor was an urgent necessity “owing for the needs of general public.” The YAA brought to attention that the newly upgraded GHSS Pungro, with an enrollment of 60 students, is running the class with only 4 subject teachers and the remaining subject teachers (Socio, Alt/ English& EVS) have “not yet

been appointed by the Government while other secondary schools are covering their syllabus for selection exam.” It urged the Education Department (NBSE) to make an alternate arrangement and deploy required PGTs at the earliest. As per its observations, the PWD (Housing), and Information Office, are being “maintained for harvesting the maize.” The office of PWD (R&B), CDPO, & PHED are so neglected, according to the YAA, that in some of the offices, “notice/sign board is invisible and the window panes were damaged where one could easily enter through it.” The YAA inspected the Model Higher Secondary School which is currently under-construction and supposed to be completed by May 2014. The YAA questioned the government departments for their “improper functioning of the office,” and pointed out that “the government servants are meant for the service of the people, as such merely drawing the salaries without govt. assigned duties and work is totally against the government norms wherein it is considered as a ‘social crime’.” The YAA has urged the higher authorities to “strictly monitor for its proper functioning and immediate stationing of staffs within 15 days reckoning from the day of publication and cautioned that dereliction of duty cannot be compromise and tolerate at any cost, failing which it will initiate stern action by the organization.”

Assam Government officials have said that no fresh violence has been reported from the violence-affected Golaghat-Wokha (Assam-Nagaland) border on Saturday. As many as 13 villages located around Uriamghat have been affected by the violence which started on August 12, stated Dilip Baruah, SDPO of Sarupathar sub-division, Golaghat. Uriamghat falls under Sarupathar subdivision. The violence displaced some ten thousand people living along the border, who have taken shelter in ten relief camps set up in Uriamghat and Sarupathar, he informed The Morung Express on Saturday evening. Officials on the ground have listed

the number of deaths since August 12 at seven and the injured at seven. The SDPO said that the count was based on the number of dead bodies recovered by officials. Media reports quoting top Assam government officials have put the death toll at 11. Meanwhile, the road blockade on Nagaland continues. The president of the Karbi-Anglong unit of the All Assam Tea Tribes Students Association, Boloram Saha informed that road blocks have been set up at Bokajan, Rangajan, Mariani and Sonari. While calling upon the Nagaland government to rein in the perpetrators of the violence, Saha said that there is no point resorting to violence. Saha said that there is room for dialogue to end the blockade, but the violence has to stop first.

DIMAPUR, AUGUST 16 (MExN): Watinaro A. Imsong has decided to go on a ‘Gandhian agitation’ on August 19 (Tuesday) at 9:30am at the Secretariat Junction, Kohima to “fight for my rights.” In an appeal, Watinaro has stated that this will “pave way for a corruption free future for all the future Naga students.” She was denied admission to the B.Sc. Horticulture at the Dr. YSP University, and “all my efforts for my rightful admission to the said University,” as per the student, has been “unjustly delayed and denied” by “official procedure.” As classes have started at the University, she felt that “I am left behind struggling for my legitimate rights for my career.” Watinaro stated, “This is not only my struggle but a common struggle for all students bodies, Naga students, their parents, concern NGOs and like minded citizens, so as to put an end to this kind of corruption. It is also to show to the world that the democratic voice of the public matters and becomes a precedence over corruption.”

nagaland govt urged to take ‘remedial steps’ KOHIMA, AUGUST 16 (MExN): The Mangmetong Students Union, Kohima (MSUK) has stated that “the process/practice of recommendation of deserving candidates for various specific studies/courses by the State government departments against NEC quota is not unprecedented as labelled.” The MSUK has made this statement in regard to the recent imbroglio for the nomination of B.Sc (Horticulture) candidate to the Dr. Y.S. Parmar University of Horticulture and Forestry, Nauni, Solan, Himachal Pradesh. “It is observed through the media in the past few days the state has been flooded with accusations of extreme wrongdoings of nepotism, favouritism, power abuse, recommendation of non-illegible candidate among many misdemeanour by the state Directorate of Horticulture,” it said. Nagaland’s Chief Minister T.R. Zeliang today said the cooperation of the people is essential as many of the problems confronting the people of Nagaland continue.“The quest for an honourable settlement to the long standing Naga political problem continues and the process of dialogue and negotiations has been going on for the last 17 long years,” he said in his speech at the 68th Independence Day celebration here at Nagaland Secretariat Plaza. Chief Minister hoped that the new dispensation at the Centre, under the dynamic leadership of the Prime Minister, will expedite the processes of finding an early solution. He urged upon the Government of India, as also the Naga nationalist groups, to sincerely work towards bringing about an early settlement for make ‘peace’ a reality, which is the longing of all sections of the Naga people. The Chief Minister

maintained that the state has been enjoying a measure of tranquility with the ongoing ceasefire and peace process, and the law and order situation in the state has been by and large peaceful. He said police and the administration are continuing to endeavour to contain all forms of anti-social and criminal activities so that the citizens can live in peace and harmony. Zeliang also stated that while the government continues to pursue its goals in accordance with its slogan “Peace for Development and Development for Peace,” he however stated that the state presently faced with problems of resources. He stated that Nagaland’s resource base is very small and the state’s own tax and non-tax revenue comprises only about 6% of the total budgetary expenditure, and the state is almost wholly dependent on the Centre for the state financial requirements. “It is time to remind ourselves that we, the people of Nagaland, have to start thinking more seri-

ously on how our economy should grow, and how to enhance our own revenues, so that we can one day proudly claim to be a self reliant and a self sustaining society,” he said. Zeliang said that the government has come up with various new initiatives like the Nagaland Special Development Zone, the State Investment Board, the Foothill Road, and the exploitation of its rich mineral resources, such as oils and coal. “It, however, appears that there are reservations in the minds of some sections of our society on these new ideas. The government remains open for dialogue with the people in these initiatives,” he said adding that apart from the larger issues of economic growth and revenues, let us keep in mind that there are over 5 lakh children in various educational institutions in Nagaland today.” He said they will soon grow up to seek gainful employment and livelihood commensurate with enlightenment and awareness of the 21st century.

The chief guest unfurled the National Tri-color flag, took the Rastriya Salute which was accompanied by singing of the National Anthem. The chief guest inspected the parade contingents followed by delivering the Independence Day speech. Altogether 18 Parade contingents took part in the march past. A cultural show was also presented by Thai Naga Traditional Fusion by Golden Crown College, Phaipijang, Dimapur. Folk dance by Tankhul Community, Diphupar. Home Folk dance by, TamluBuhu Cultural Club, Dimapur and a Voices of Hope by Nise Meruno. KOHima, august 16 (mExN): 15 members of the Kohima Press Club (KPC) on Friday visited the State Mental Health Institute (SMHI), Kohima on Independence Day. A brief programme was held where the SMHI staff apprised the visiting KPC members about the background, facilities and services of the institution. SMHI senior medical officer, Dr. Viketoulie informed that the institution has 30 staff caring for patients coming from across the state. He said that though the SMHI is the only premier mental health institute in Nagaland, it has limited resources. Dr. Viketoulie also said the existence of people with mental illness is sidelined and he

underscored the need to do away with stigma attached to the illness. At the end of the day, patients are not the only ones that are stigmatized but their families and even the health care givers are also discriminated, he lamented. He emphasized that the society needs to understand that mental illness is not a curse but a disease that is manageable and in most cases they are curable. Meanwhile, SMHI staff expressed gratitude to the KPC for visiting the institute and encouraging the patients as well as the patients. The KPC, on the occasion, presented gift packages containing powdered milk, sugar, biscuits and sweets to the patients at SMHI. The 15 member KPC team was led by the

president, Xavier Rutsa. It was learnt that there are no recreational facilities at the institute and the only recreational activities which the patients can afford is music (singing) and gardening which are supervised by the staff. Also, from the deplorable road condition leading to the institute to the missing security and staff quarters, and the fact that both female and male patients are housed in the same building across few doors and having to share toilets, SMHI may well be the most neglected branch of the state medical department. It was also informed that the institute has just one vehicle, there is no kitchen for patients’ attendants, no dining room for the patients and they basically live on ‘daal and rice’.

The Nagaland Motorcycle Club (Kohima Unit), visited District Jail Kohima on the 68th Independence Day of India on August 15. The Club donated food and other items to the inmates.

Under the theme, “Ride for Respect” the Nagaland Motorcycle Club (Dimapur Unit) on Independence Day distributed food items to security personnel in and around Dimapur as a sign of appreciation for their service and sacrifices. Around 20 members of the NMC club participated in the event.

Assam-Nagaland Border issue: Tarun Gogoi seeks PM's intervention

Guwahati, auGust 16 (ians): Assam Chief Minister Tarun Gogoi has requested Prime Minister Narendra Modi to personally intervene to restore peace in Uriamghat area along the Assam-Nagaland border. Despite night curfew continuing, tension continues to grip the areas along troubled B sector on the Assam-Nagaland border. In a sporadic incident Friday one person suffered bullet injuries when some miscreants from Na-

galand chased a group of people and fired at them in the Roman Basti area in Assam, police said. Gogoi had earlier spoken to Union Home Minister Rajnath Singh who had sent two CRPF companies for deployment along the Assam-Nagaland border and to assist the CRPF personnel already deployed there as a neutral force since 1979. The CRPF had been stationed there as the area falls under the Disturbed Area Belt

(DAB) along the inter-state boundary between Assam and Nagaland. In his letter to the Prime Minister Gogoi sought ten additional companies of CRPF to beef up security and set up pickets in the affected villages. "The personnel deployed should be directed to take stern action proactively against the miscreants or extremists in an unbiased manner," Gogoi said in his letter. He also pointed to the

failure of the neutral force to deal with the situation and said that there would not have been the shocking loss of life and property had the neutral force been 'prompt, proactive and unbiased' in handling the situation. "The CRPF deployed in the disputed area belt has failed miserably in protecting the poor villagers of Assam. The situation, therefore, needs to be contained promptly so that violence does not spread to other areas," he added.

The chief minister said the area affected by the recent violence falls in the 'B' sector of the DAB and is located within the constitutional boundary of Assam. Gogoi, while narrating the entire incident, said that though there had been sporadic incidents in the area in the last couple of decades, the current violence perpetrated by Naga miscreants has been of greater magnitude, claiming several lives and rendering thousands homeless.

"The incident of violence has created fear and panic among the people living in the disputed area. Over 10,000 panic stricken villagers have taken shelter in 13 relief camps set up by the Golaghat district administration. Protest demonstrations are continuing in different parts of the state over the incident," Gogoi said in the letter. Gogoi said that he had taken up the matter with the Union Home Minister and was closely monitoring the

Flood alert sounded in parts of Meghalaya shillonG, auGust 16 (Pti): The North Eastern Space Application Centre (NESAC) has sounded flood alerts in low-lying areas of Meghalaya’s West Garo Hills district after incessant rains lashed the region in the past 48 hours. “The Flood Early Warning System of NESAC has issued alert that there could be flood in Phulbari area of the district in the next 48 hours in view of the incessant rains in the region and in Upper Assam area,” West Garo Hills District Deputy Commissioner Pravin Bakshi said today. Heavy rains lashed the area since yesterday and the water level could go up in the low lying areas, he said. The areas that could receive maximum impact of the possible surging river are Bhaitbari and surrounding areas with villages like Morasuti, Phershakandi, Anderkata and other surrounding villages in Rajabala, a disaster management official of the district said.

Three women injured in clash with BSF aGartala, auGust 16 (Pti): Three women were injured when villagers clashed with Border Security Force (BSF) personnel at Adampur village in Sipahijala district today near the Indo-Bangla border, about 50 km from here, over erecting barbed wire fencing and installing flood lights there, police said. Trouble started at around 8.30 AM when a group of workers and technicians of a construction company reached the area, the women of the village came out in groups opposing barbed wire fencing and flood lighting, SP(Police Control) Uttam Bhaumick said. He said the villagers were against erection of barbed wire fencing on the plea that their free movement would be interrupted as they live in the other side of the proposed fencing and the gate closes down after the sunset.

Manipur CM Ibobi Singh rejects UNC's demand for an 'alternative arrangement' iMPhal, auGust 16 (nnn): Manipur chief minister O Ibobi Singh said that United Naga Council (UNC)'s demand for the Alternative Arrangement (AA) for Nagas in Manipur as 'next to impossible'. Rs.500 crore outlay for AgartalaSabroom rail link new Delhi, auGust 16 (ians): An outlay of Rs.500 crore has been provided for the 110-km Agartala-Sabroom (IndiaBangladesh) new rail link during 2014-15, an official statement said here. The project that falls in Tripura has been taken up at a cost of Rs.1,741 crore, Minister of State for Railways Manoj Sinha said in a written reply to a question in the Lok Sabha recently. "A Reconnaissance Engineeringcum-Traffic Survey for providing rail connectivity between (India's) Belonia (a station being constructed on AgartalaSabroom new line project) and (Bangladesh's) Belonia has been taken up," Sinha said. About the 15-km Agartala (India)-Akahaura (Bangladesh) new line, he said: "This is the only project for which agreement has been entered into between India and Bangladesh for rail connectivity."The project was included in the 201213 budget at an anticipated cost of Rs.252 crore. The Memorandum of Understanding between India and Bangladesh was signed in February, 2013.

‘‘The Cabinet approved the proposal of the Department of Higher and Technical Education, Nagaland, that Entrance Test for admission to MBBS and other Technical courses should be conducted from 1994 (1994-95 academic session) in order to ensure fairness. This is being done to obviate the larger number of complaints received from students and parents to the effect that due to different systems of examinations by various Universities, North Eastern Hill University are put in disadvantage’’. Dated 29th July 1994. The colleges in Nagaland were affiliated to NEHU at that point of time. Nagaland University came into being only from 1994. Following the above mentioned approval, a Notification was issued, namely, THE NAGALAND TECHNICAL / PROFFESSIONAL DEGREE COURSES (SELECTION OF CANDIDATES)RULES 1995, to, amongst other things, conduct the Joint Entrance (written )Examination from 1994-95 academic session for selection and nomination by the Government to various Engineering, Medical and Allied Courses. According to the said Notification, ‘The selection of candidates for nomination of candidates against the available seats shall be made by the STATE COMMON SELECTION BOARD

on the basis of the merit list prepared by the Board of JOINT ENTRANCE EXAMINATION subject to the admission criteria laid down by the Institution to which the candidate is nominated’’. The Nagaland Board of School Education was made the written examination Conducting Agency. After the conduct of the examination, the Merit List was to be sent to the Nodal Department, namely, Department of Higher & Technical Education. Prior to the conduct of Joint Entrance Examination starting from 1994-95 academic session, the selection of candidates was done by the State Common Selection Board on the basis of Merit determined from the MARKS obtained in the concerned Subjects(at the Higher Secondary/Pre-University or equivalent examination).The Selection Board was first constituted on 19th April 1979 which consisted of MinisterofEducation(Chairman), Director of Education (Member-Secretary) and other Members from the concerned Departments. For the sake of information, during 1998-99, the Board consisted of the Minister, Higher & Technical Education, Nagaland (Chairman); Commissioner & Secretary/ AHOD, Higher & Technical Education ; Director, Higher & Technical Education (Member-Secretary); and other members were, namely, Director, Medical Ser-

vices; Director ,Veterinary & AnimalHusbandry;Director, Agriculture; Chief Engineer, Housing; Chief Engineer, Road & Bridges; Additional Chief Engineer ,Mechanical; Chief Engineer ,Power (etc). Presently, the composition of the Board and the designations of the ex-officio Chairman and that of the ex-officio Secretary stand changed. Thus from 1979 to 1993 (14 years) the selection and nomination of candidates for various courses were done on the basis of the markssecuredintheclass12/ Pre-University or equivalent examinations conducted by various recognised Boards/ Universities in India. In 1994, Government decided to reserve 15 % of the MBBS & allied and Engineering seats for the candidates from the nine backward tribes, namely, Chakhesang, Konyak, Sangtam, Phom, Khiamniungan, Chang, Yimchungrü, Zeliang and Pochury. Though this act of Government was a great relief for these nine tribes, yet another problem came up in the matter of selection of candidates . Under the present 15 % system, there was already a tendency for certain backward tribe(s) toget more seatsleavingothertribeswith less or none. To address this problem, in 1998, another refined Notification was issued in respect of the nine backward tribes, that is, “After careful consideration of the 15 percent reservation under the backwards tribe quota

for technical studies (MBBS/ BDS/Agri& Allied/Engineering etc Degree courses), the Government of Nagaland have decided that not more than one seat per tribe may be allotted to any of the backward tribe in a single year out of this quota so as to provide opportunity for all the backward tribes. This shall however be subject to merit, availability of seats and candidates from the said tribes.” Itappearsthatthelatestmodification is doing its job well. Accordingly, from 199495, the Joint Entrance Examination was conducted by the Department of Higher & Technical Education, Nagaland (as a Nodal Agency) for the Engineering, Medical and Allied degree courses on behalf of the Government of Nagaland.The conduct of the written examination was done by the Nagaland Board of School Education. From 1994-95to2005-06 (13years), the Joint Entrance (written) Examination was looked after by the Department of Higher &Technical Education. In view of the formation of two Directorates, namely, Directorate of Higher Education (mainly to oversee the functioning/running of the non-technical Colleges) and Directorate of Technical Education (mainly look after the Technical Education), from 2006-07 the responsibility of managing the JEE & nomination of candidates for Engineering ,MBBS & allied courses were assigned to the latter (Directorate of Techni-

cal Education). Subsequently, the Head of the Department of Higher Education (as a Member in the State Common Selection Board) was dropped, for which the reason was best known to the concerned Authority. The first Joint Entrance examination was conducted in the year 1994-95 for 86 seats in respect of MBBS & Alliedcoursesand72Engineering degree seats. The seats were correspondingly increased vastly to 129 (MBBS & Allied) and 282 (Engineering) in 2013-14. Such seats are being received (both by the Department of Technical Education, Nagaland and also through the concerned other Sister Departments / Directorates) from the Govt of India, NEC, RIMS (etc). Over and above the Government’s quota, during the past two years or so, hundreds of local candidates have been admitted from PCM and PCB groups in different Institutions outside Nagaland due to the tireless initiative taken by the Naga Students’ Federation and the Eastern Naga Students’ Federation separately on their own. This has eased the problem of further studies after the completion of plus two science. The seats received by the Government of Nagaland (through the concerned Administrative Heads of the Department (Secretaries to the Govt) and other Director(s) are meant for the local candidates which are supposed to be routed through the

Joint Entrance Examination. But, on rare occasion(s), the Nodal Department had to come across harassments/ inconveniences, including the Court Cases (from the candidates), for not disclosing the State Quota seatsreceived by certain seats receiving Department(s) in thatparticularyear.Itappears thatduetotheawarenessand vigilant posture on the part of the general public such occasional issue has become almost non-existent at present. From 2006-07 to 2012-13 (7 years) academic session, the Department of Technical Education, Government of Nagaland conducted the Joint Entrance Examination. However,from2013(2013-14 session), the conduct of Joint Entrance Examination has been discontinued in Nagaland. The State has joined the Mainstream and the examinations are conducted by the Central Board of Secondary Education, New Delhi under two nomenclatures. During 2013, candidates aspiring for Engineering courses of studies sat in the JEE(Main). The PCB group of candidates sat in the NEET (National Eligibility-cum-Entrance Test). NEET system has been replaced by AIPMT (All India Pre-Medical/Pre-DentalEntrance Test) from 2014 (201415 academic session). The Government of Nagaland, represented by State Common Selection Boardfills up the State Quota seats (through the Directorate of Technical Education) out

Youth Organisations stand by its ultimatum to 15 BRTF In connection with the NH – 29 portion between Tinpati and BSF Camp, the youth organisations of L. Khel and P. Khel, Kohima Village, have served an ultimatum to BRO/BRTF for the deplorable condition of the road and will stand by it. No amount of justification or clarification will convince the public because the road bears testimony to the incompetence of BRO/BRTF in maintaining the road and if technical terms like profile correction, re-surfacing, mon-

soon damage rectification, etc. are recorded on paper, let it be so, but so long as the road continues to remain in its current condition, the organisations will not validate whatever justification is furnished in the media and will not itself resort to paper war, but rather leave it to the public to judge. BRTF has never requested for a meeting on 14th July 2014 and it must be noted that the ultimatum itself was served dated 23rd July which appeared in the local dailies the next

day. Moreover, the youth organisations are of the view that enough meetings were held in the past years during which false assurances were given to public leaders on many occasions which never materialised. On one occasion, a DPR was even furnished as sanction order but one of the public members in attendance outrightly pointed out the difference between a DPR and a sanction order which left the BRTF officials red-faced. As for the need of demo-

lition and widening, it was done 9 years back with the assurance by BRO/BRTF that the road will be developed. Accordingly, JCB’s demolished encroaching structures and forcefully widened road sections wherever instructed by the BRTF. However, BTRF did not honour that assurance and now the then youth leaders are made to bear the brunt and abuse of land owners whose lands were dug by force. It is very unbecoming of the 15 BRTF to come up

Since she has created a conflict zone, she must also resolve the conflict and make Nagaland, a land of peace, reconciliation, love and peaceful coexistence and not a war zone. If the Nagas are real human beings with human sense with the sense of what is right and wrong, they will surely adopt human principle of conflict resolution applied in the international level. People in the world apply the principle of CUDSAconfront, understand, define, solve and agree not through law but through holistic treatment. Even if alcoholism is treated as a social menace, still it belongs to the State not the Church which is purely a spiritual body. In this context, we have discussed enough within twenty five years. Discussion, blame game shall only multiply diseases and problems without any solution. Let us therefore confront the chronic disease of alcoholism with understanding, defining, solving and agreeing to undertake holistic treatment, prevention, intervention, counseling, information, education, communication, broadcasting, literature with the help of the Almighty God, who is the ultimate healer of alcoholism and multi facet problems in the society today.

excessive appointments has ‘strangled’ State exchequer: NPcc DIMAPUR, AUGUST 16 (MExN): Nagaland Pradesh Congress Committee (NPCC) today stated that the State BJP President is “repeatedly blaming” the 13th Finance Commission and UPA govt. for all the financial woes faced by the State without knowing the core details of how the state govt. “badly faltered” to adhere to the guidelines given by the 13th FC thereby landing the State into a dire financial situation. In a press statement, NPCC Media Cell said that the 13th FC assessment of salary payment was Rs 1474.85 crore for one year, but during 2012-13, a total expenditure of Rs 2570.32 crore was incurred, Rs 3119.73 crore for 2013-14, and over Rs 3580 crore estimated for 2014-15. “This huge escalation that has now strangled the state exchequer was primarily because of excessive appointments over the years by the DAN govt.,” it

alleged. In 2011-12, NPCC said, the total number of state govt. employees was 1,10,038 which leapfrogged to 1,20,819 by 2012-13, an increase of 10,781 employees appointed within a year. By 2013-14, another 4,791 employees were appointed taking the figure to 1,25,309 serving employees. “By the admission of the then Chief Minister Neiphiu Rio in March 2014, the state has an excess of 54,689 employees and for the state to maintain financial stability, it needs to retrench 46,599 employees,” it stated. “However, instead of retrenching the employees, the DAN govt. has been blatantly issuing appointments in thousands year after year bringing the state to a situation where the salary expenditure on state govt. employees gobbles up 60% of the total revenue expenditure which is over and above the 35% limit set by the 13th FC.”

New modus operandi to cheat ATM card holders kohIMA, AUGUST 16 (MExN): Police Headquarters Nagaland has informed of a new modus operandi to cheat public posing as bank officials. An advisory note issued by Superintendent of Police (Crime), Kohima said that fraudsters are deceiving public by calling ATM card holders and identifying themselves as ATM managers and thereby inducing the bonafide card holders to reveal their ATM card and PIN numbers on pretext that their ATM card has been de-activated. Greenwood School annual science exhibition held DIMAPUR, AUGUST 16 (MExN): The annual science exhibition of Greenwood School, Kuda village, was held at the school auditorium on Saturday with director, NEZCC, Lipokmar Tzudir, as the chief guest. The NEZCC director in his address said human beings are sometimes confronted with the unexpected and science helps us prepare for the unexpected. “Our fathers use to say ‘the future is yours.’ But the future has already arrived and if we wait for the future then we will be left behind,” Tzudir said. expressed confidence that there are budding geniuses even among the Greenwood students. Further, the chief guest challenged the students to develop a handloom using locally available technology, funding of which would be done by NEZCC, Three students – Ongshong Phom, Y Rachel Konyak and Imsujungla – also shared their “experience with science.” The exhibition programme commenced with invocation prayer by Greenwood School director, Asa Khate, teacher MC Das delivered the welcome address and the school vice principal, Uttam Basak, proposed vote of thanks. A total 345 students ranging from class IV to XII are participating in the science exhibition.

The choice to live a free-alcohol lives do not require to be spiritual as is exemplified in those who adhered to other atheistic gospel. It is a pure personal choice where mind and heart play a vital role to let an individual take a decisive action. Of course, this does not meant to imply that alcoholism or addicts can be recovered without involving spiritual interference. Indeed, it does. Then the question that stir us now is neither to revoke the Act nor how to safely place a blame by fixing responsibility. The Church alone cannot bring this social malady to a complete halt at once. The Church, too, is rendering a commendable service by paying home visits to affected families while getting in touch with them morally and in prayers. The Church cannot be expected to rise up in arms, recruiting their own worldly armies and thus reducing herself to a mere organisation which exists in relation to others. Proving herself as absolute, she stands firm when others rise against her, she hold those dear who struggles, suffers, cries in need, and are orphaned and widowed. Its business is not only of fellowship but of good relationship. Having committed to the welfare of its citizens, what the government is doing, then? We have been witnessing the absorption of few educated youths into various government agencies. We also witnessed good welfare schemes for the upliftment of the society to the best of its ability. We even came across announcement of developmental activities and completion of such projects by employing illegally influx outsiders as coolies. These are few undertakings that positively present the stance of the government and are worth to be reckoned with. At the same time, a note of lamentation strike at heart as to how those outsiders could easily be given works with good pay but so congested for the government to employ even few hundred locals to constructively implement the NTLP Act 1989. Isn’t the government failing in this and tries to blame the Church for its loopholes? The Church is not perfectly at fault for the fast emerging illegal bars and restaurants deals in liquor near to the police establishments, heavily populated civilian areas and long distant stretch of every busy and lonely road. The system must be wrong somewhere. Proving the statement redundant that the Church and the state are two antagonistic entities, we may appraise how the two complimen-

tarily work with each other. We may have heard scams against some churches and even state officials but one’s wrong should not be a source of our justification to accuse the other without evidence. What is wrong morally is wrong socially, and what is wrong in our faith is wrong in our conscience too. Corruption could not be justified by both the state and the Church so also degradation of morals bids fair for both the state and the Church to nip it in the bud, sooner. The Church can convince the individuals whereas the state can bring an individual to act by law. The Church can remain soft on those the state had disciplined while upholding its worldly duty. Equally, for this to happen one of the two must make a move first to let the other understand its responsibility while dismissing the present state of suspense between the Church and the state. If the government is sincere enough with its pro-poor policy, it ought not to forget to recollect happenings from urban and even in rural areas where a child is deprived of his/her quality education and family’s basic needs are not well attended to due to poverty but a father is not poor enough to spend on drinks and girls. And if the Church is equally concerned with the recent spate of reported and unreported professional and near-professional prostitution, paper rejoinders need to be substituted by actions and delivering long biblical stories of pulpit-based sermons need to be re-oriented and revitalized while taking into account where the present youth are venturing and the issues that the youth are struggling with, backs by solutions. The older folk, as by natural law, will separate from us with passing time but the youth are the ones who would succeed them and for the betterment of the youth, the NTLP Act 1989 could have been passed. Here, it may be noted that the symptoms of the youth include dejection, frustration, anger, excitement, curiosity, rebellious, experimentation and easy going. It is because of these inherent traits, ensuring social environment clean and safe is utmost right of way. The voice of the legislators excusing revenue as a means should not be allowed to doom the future we hold so dear. Much could be extracted from other fields than it could have been from alcohol. Must have been better for us to arrive at a concerted effort to jointly arrest the system that is heading in wrong direction than for the Church and the state to assail each other with accusations and blames proved detrimental to the principle of ‘live and let live’. Would it be too difficult for us to return good for evil?

Laws must be obeyed. But the most powerful laws are people who live life without making laws. They are liked. They are admired. They are imitated. Brokenness of the Nagas everywhere, other abuses apart, alcohol is not liver-friendly. Many deaths are result from this. I desire to leave behind the matter of government revenue. Informed people, church workers, community, society-leading people can evaluate deficit and benefit from wine shops. Drinks do not come tous as a repulsive or threatening Satan in the first place. Every individual person is accountable for the development of drinking habit.We started to like the role of drink because we like it. It still is a preferred factor in almost every level of society; and we want this most sought for item to go. This is the funny side of the whole Prohibition Act of 1989. The Prohibition Act, in its first phase operation, has produced many underground drinkers amongst church workers. Bottle-legging becomes the fastest and the smoothest business in Nagaland with enhanced capacity through methanol and soul-wining spirits. Wine shops are not displayed; the Act itself will mightily do the job. The blame for uselessness of the Act has leisurely been roamingaimlessly around the law-makers’ premises, the church compounds, so near with civil-based organisation leaders and so on, so forth for more than two decades now. The louder the voice for alcohol-free state becomes, the funniest, if not the most comical management it has turned out to be! The Act has failed and it will never succeed; every sensible person can guarantee that without any malice towards promoters as long as individual’s choice or decision making is overlooked. I am a one-time fish like drinker though I realize my foolishness belatedly and after rich harvest. I still remember the day I said ‘yes’ to drink without the least consciousness of Nagaland being a dry state. It was more of a contest between my pricked conscience and the enormity of the pull under such given circumstances. I say ‘my pricked conscience’ because I was taught to respect and honourably maintain my body constitution as the Temple. I become uncomfortable with my person knowing fully well that alcohol and my conscience that monitors my decision-taking never go together. The rest are talks about consequences. I was responsible for either good or bad accounts out of my uncontrolled passion owing to strong drinks because I am then no longer ‘I am’ but a different person wilfully permitted to reign over me. A teenage boy or a girl who is prone to different pulls---four-fold dimension-----suddenly turns smart; and being responsive to the urge will never remember the Act forbidding drinks. Unwanted pregnancy, contract of sexually transmitted infection and other bad results from indulgences do not appeal to his/her reasoning when drinks propel him/her. A child can, by individual volition, always avoid situations where he/she will be tempted; overcoming the temptation then seldom takes place once inside a situation. I can, without prohibition law, make my family unit a completely alcohol free instead of trying to tame our wild Dimapur to which my children are also integral parts of. Where do we start: from Dimapur or family? Therefore, Jehovah (if He is one counted) is more interested to hang around Eros Lane other than our beautiful church compounds; because He means business; not law making and successful implementation through state legislature, high public platforms fire power-packed approach. He is more concerned over wise decision taking of individuals’ fire within. I am saying this not in favour of being Christians’ state Satan rules; and that is as a matter of fact. “The idea that some lives matter less is the root of all that’s wrong with the world.” Our Home Nagas’ Land is full of these ideas.

here is this friend of mine who loves to have a good time. Kekhrie (Name changed to protect privacy) is his name and he was narrating to me one of his fun filled night the other day. He and his friends; a Motley crew, packed into his Bolero and started out at 6 p.m in the evening in Dimapur. They first headed to a Rice Hotel somewhere in Dimapur; not to have Rice and Pork, definitely not! But they headed there to get some Beers. The five of them got around a dozen Beer and headed towards Fifth mile side to drink by the River. After Two hours of binging, they wanted more Beer so they headed somewhere in Fourth or Fifth mile and got more Beer from a little Pan shop by the wayside which caters to party loving Youth. After an Hour, the Group wanted to dance and needed Female company so they decided to do some Pub Crawling. It was 9 p.m when they entered into this Bar which had a Big Dance floor, their wallet was still Fat so they got more Budweiser and hit the dance Floor. Kekhrie got the company of two lovely ladies and he danced for an hour. One of His friend wanted to see a different scene so next they went to this proper pub. On entering, the Pub owner recognized the ever popular Kekhrie and told him the Drinks will be on the House!!!! Kekhrie downed Cans of Foster Beer this time. Not having much luck with the Ladies, he decided to check out a different place so the Group headed to a Restro- Lounge. There they realized they were finally Hungry and gorged on Spicy Chicken Chilly and had more Budweiser to down and tame the spicy Chicken. After an hour of chatting with different Ladies, Kekhrie got a call in the midst of an interesting chat with a cute girl. It was Marcia ( Name changed to protect privacy) his classmate from high school and the moment he received the call he got a sound scolding from her asking him why he is not at her Birthday Party! Kekhrie came out with an excuse and rallied his friends to storm the party. Off they squeezed into his Bolero and headed to Marcia’s FarmHouse somewhere deep inside 7th Mile. By the way Marcia’s Dad is a Parliamentary Secretary. On reaching the Party Venue Kekhrie and his Friends were in their elements, it was more Beer for them! They danced and danced and guzzled down more Beer and by the time it was 4 p.m in the morning , Kekhrie passed out and a really bad hangover awaited him. Now why am I narrating Kekhrie’s story to you? Am I narrating my story to make him a Hero or encouraging young people to party and booze? Definitely not, but am narrating Kekhrie’s escapades to bring out Hidden realities in Nagaland. Reality check number one, Nagaland is dripping wet; Nagas are fun

Fishes! Reality check number two, Alcohol is found everywhere! In the so called fake Rice Hotels, Pan shops, Pubs, restaurants and even our respected ministers are making alcohol flow in their private parties! So the Tag that Nagaland is a dry State is a complete Sham! I don’t encourage Alcohol nor do I idolize alcoholics but if Government is serious on Nagaland being a dry state please impose laws strictly. So far making Nagaland a dry State has been a meek failure and by now people has realized its impracticality. People are drinking and yes I repeat drinking like Fishes even though Nagaland is meekly attempted as a “Clean” State. Millionaires are being made because of boot legging which is clear to everyone’s eyes.. I’m sure many Al Capones are there in Nagaland because of Boot Legging. I want ask some few questions to the Church and the Government. First to the Church, a friend of mine told me long time back “History has proven that Man made laws has never brought Spiritual Transformation”. Now why do we want to make Nagaland the Biblical Whitewashed Tombstone? God has made us human and we have been given the freedom of choice. Now we can’t force a Church’s choice on an individual please know that; whether good or bad , a man has to choose and the Church’s only role is Guidance and you go further than guidance Nagaland will become a Theocratic state with all exaggeration of Course or is Nagaland already subtly endorsing Theocracy? Let us do away with this Hypocrisy . I request Naga Church not to go into a denial mode, accept Reality and nod yes to lifting of prohibition and instead do what the Church does best i.e guiding youth into the right path instead of ending into a mindless argument over a Farcical Tag. My statement sounds Contradictory? Not its Practicality! Now my question to the Government. What is keeping you from lifting Prohibition? Is it because of losing votes in the next election since Nagaland is 99 % Christianity? Let me advice the Government on this issue, Nagas have come a long way and we all know very well according to the Provisional Census 2011 Nagaland has hit 80.11% Literacy rate. Now if we interpret Literacy into practicality it means most Nagas are Wise enough now. Most Nagas are youth and youth is the future and you have my vote and the vote of most youth if you lift Prohibition because most Youth are far sighted and will vote for a Government who is most practical because Nagas have come a long way from being mere Fools. If the Government is following Naga Blog, the youth are on the rise and we are spearheading Changes. Lift Prohibition on account of Practicality and mark my word the revenues generated from Lifting prohibition will Benefit Nagas in a Big way

Atsung Imchen: On the Issue of the alleged seat that was deprived of the rightful Candidate. Ma’am, As per your letter and as per what was shared with the public through Morung Express:“After having received a letter of complaint alleging “Nepotism” from the aggrieved student, the Chief Secretary to the Government of Nagaland wrote to the NEC on August 5 that the NEC had “Communicated to the Directors of Higher and Technical Education as well as the Directors of Horticulture of the Concerned states, of allocation of the respective seat in respect of Nagaland.” The Chief Secretary further asked for the meritorious student, Watinaro to be “accommodated “ by creating another seat under the NEC quota. I’ve no issue for another slot that has been requested but my only concern as a citizen of Nagaland who wants to see Corruption rooted out from the ground level to the top level, I cannot accept the fact that you had asked the NEC to open another slot for the rightful candidate keeping the other Person who had taken it without clearing any examinations. Here is the Statement from the Directorate of Higher & Technical Education in a letter to the Concerned University in the same post in Morung Express: “During 2014 the state Government has decided to adopt the AIPMT as the basis for the selection and nomination of candidates for admission into medical and allied courses” as per which Watinaro Imsong was “selected and nominated” to the B.sc. Horti as the state nominee against the seat allocated to the Government of Nagaland by virtue of her merit rank. I cannot accept the fact that when the STATE GOVERNMENT has decided to ADOPT AIPMT as the selection process and examination how can the Confusion claim be made? This is not confusion but a pure, blank, simple, open, crystal clear, CORRUPTION. One cannot try to rectify mistakes by making another mistake. I believe the Department of Horticulture is part of the Nagaland Government? Is it not? As per your statement you had asked to open one more slot, the Person who is currently holding the seat illegally without clearing the AIPMT should be REMOVED effective immediately and if there is any slots that is open should be made available to the Public through the AIPMT selection process again. How can you cover up Corruptions with such silly demands to a University? There will be no adjust here and there; there will be no more let’s forget it cases anymore. The Solution is simple- Remove the Person who is holding the seat illegally, give the seat to the deserving candidate and if the University Grants anymore seats to the State Government that seat too should be open for the public. As an Educated intellectual person holding a High Post, I expect a better judgment and a better stand than this. Hopefully the right decision is taken and this issue is closed without further embarrassments. And I hope NSF which stands for Naga “Students” Federation really roll up their sleeves and work for the students instead of concentrating on politics. Apparently three adivasis have been shot and the situation is getting quite tense! As per reports, some houses have been burnt and around 400-500 Adivasis have gathered to chase away our villagers. Before the situation escalates into a Bigger War situation, the Government should wake up from its slumber and immediately tackle the situation before there is any more bloodshed. So far our leaders have turned a deaf ear towards this issue which has finally exploded into a fiery battle. When it comes to the Oil Issue the Government is as alert as a fox, wherein our Lotha Students had carried out a peaceful protest, they were treated like goons by enforcing 144 CrPc! Now where is this Decision Making when the TIME IS NOW TO ENFORCE AND TACKLE THE SITUATION WITH FORCE? Every minute counts. CM, Home Minister and others cannot wait for tomorrow or sit in the comforts of their homes and keep issuing press statements. People need to hear assurances from them; their silence will only aggravate the people further. Being a Naga, where we regard our land as sacred and would do anything to protect an outsider from encroaching our sacred land. But today we the new Naga generation has had enough of fighting Fire with Fire, Violence will only beget more Violence and Hatred. I believe we should let rationality prevail and pray that our good leaders open their mind and realise that the foremost top priority of any Government is to ensure the SAFETY & SECURITY of our homeland! This issue cannot be resolved through WAR because today we may chase them away and take back our land but tomorrow they will seek revenge and this never ending tussle will continue for generations! These issues are meant to be RESOLVED AT THE HIGHEST DECISION MAKING BODY at a Policy making level between Governments of Assam and Nagaland wherein both the Governments need to accept that they have failed in their part miserably by allowing this administrative loophole to arise which has lead to this bloodshed and unrest. God be with the Villagers who have to bear the brunt of the apathetic and lackadaisical attitude of the Government with the border issue which has led to this ugly episode. Limatoshi Jamir: Since last year the situation at Assam border has been horrible, be it in Mokokchung, Wokha or Dimapur districts. If this goes out of hand we are staring at painful times and a prolonged animosity with neighbors which will have adverse affects in our lives. Demon Possession and Devil Worship (Part II) Humility impresses God

.S. Lewis, a writer and a theologian wrote in his book, ‘The Screwtape Letters.’“There are two equal and opposite errors into which our race can fall about devils. One is to disbelieve in their existence. The other is to believe, and to feel an excessive and unhealthy interest in them. They themselves are equally pleased by both errors and hail a materialist or a magician with the same delight.” At the hazard of sounding paranoid and for the nightmare of many, devil worship is real, alive and kicking in our land. In continuation of the theme to differentiate between demon possession and devil worship, we had a brief discussion on demon possession and its typical features in the first part last Sunday. The only difference pointed out was that devil worshippers worship the devil directly whereas the demon possessed does not. It is tricky and difficult to discern because all the features that are mentioned about demon possession may be found in the devil worshippers when they are possessed. The difference will be seen in the uniqueness of manifestation in a devil worshipper. The difference between demon possession and devil worshipper can be clearly seen in the cause. The former may be possessed involuntarily. They may get possessed because of some doorways in their lives. In the latter they voluntarily get possessed with demons by inviting them directly in their lives. They will start with a pact with the devil. In the pact they will directly invoke demons in their lives. They want demons in their lives because of the powers they will possess when demons are with them or working with them. It is ironic to hear but they want more demons in their lives. The pact with the devil is just the beginning. They will continue to conjure demons or demonic powers in their lives by rituals and sacrifices. Some common rituals they perform are tearing and burning of the Bible, cutting of self, selfmutilations, animal sacrifices, and drinking of blood. They may also have missions and on succeeding, more powerful demons will be added unto them. Devil Worship The bible addresses the issue of idolatry, witchcraft, sorcery and spiritism. It has general information on the possibility of devil worship. But the Bible does not have an explicit example of teenage devil worship like it has for demon possession. This does not mean the bible has nothing to say about devil worship, it has. For our further endeavor to differentiate between a person who is demon possessed for other reasons and a person who is demon possessed because of devil worship, I want to share a story. I have shared this

Randy Clark interviewed Johnson about what started his ministry, who candidly shares how curiosity, conviction and impartation led to finally seeing healing happen. Randy Clark: To get started with this interview, Bill, the first thing I want to ask you about is your life story. How did it happen that you began to feel this call, this burden to pray for the sick? What did God do? Were there any experiences or circumstances you can think of that were connected to this call? Could you tell us about it? Bill Johnson: I grew up in a home where we believed in healing; the practice at our church was to pray for the sick. I don't remember ever seeing anyone healed; it was more like we believed in it, so we did it. But I don't remember growing up with any expectation that something would happen. And we were usually too afraid to check people out after we prayed. When we did, we never saw anything. Still, a belief that healing could happen was in my DNA. I grew up that way; my family history is very strong in that area. Even though healings didn't seem to be taking place when I was growing up, I remember hearing stories about healings that took place in a previous generation. That probably played a huge part in my life because it planted seeds in me. I knew healings hadn't just taken place

every trick in the book in begging Lucifer to give him back his powers. Lucifer never turned up for the rescue. Bear with me if you had seen it before. I choose this story because it is a typical one which has all the major features of a devil worshipper being possessed and undergoing deliverance. I came out of my counseling cabin and saw a fine fair looking guy. He dressed well and looked decent. Some counselors around were trying to talk to him. Apparently from the way he was sitting, he was not responding. He doesn’t want to listen to nobody. Contrary to his appearance, he became arrogant and adamant. I didn’t hear what the counselors were telling him in the beginning but I was watching them. I saw the counselors talked to each other. Before long they started praying for the boy and the boy looked down. He never lifted his head. During the prayer, I saw the boy becoming restless. He started shaking his head and his body was strongly moving to and fro as though he wanted to be free. To the surprised of everyone, the boy suddenly gave the loudest shout of agony he could possibly ever give. First thing after the shout, he tried to run away. But he couldn’t break the wall of counselors standing around him. The counselors overpowered him and never allowed him to run. They overpowered him physically and also spiritually. Apparently, he was much stronger than he usually was because of the demons in him. He growled, howled and yowled. They say there is an animal in every man. That seemed to be true of this boy. He was not himself. Somebody else was doing it in him and he was allowing it. He became weak and he fell to the ground. He blocked his ears with his hands when the counselors were praying. Their prayers were torturing him. He wailed at them, “shut up.” Of all, he hated the name of Jesus. The name Jesus was torturous to him. He couldn’t stand that name. No wonder, it is the name above every name. As the coun-

selors were praying and using the name of Jesus, the boy screeched, “Lucifer is my king, Lucifer is king,” facing the sky. A counselor shouted back, “Jesus is King.” He guffawed in mockery shaking his head, “no no Lucifer is king.” Then he scratched the floor as hard as a wolf leaving the prints of claws as like one of X-men in the Wolverine movie. Yet not a scrape on his fingers or nails. He yelled in hoot and holler, bumping and thumping the floor and wall whenever the name of Jesus was uttered. He growled and roared as an injured lion at the counselors when he heard them chanted in tears, “Jesus loves you.” He won’t listen to that. A counselor drew closer to pat him to appease him as a normal human being to tell him it is okay. But he reacted inhumanly by hitting the hand of the counselor. He doesn’t want love or care. Hatred and rebellion was crystal clear on his red devilish eyes. He cursed Jesus with all possible foul language. His body rigid and strong, his spirit unyielding, his will unwavering, his emotions wounding, his language profaning, his eyes horrifying, he went down to his knees in tears moaning and groaning. Out of the blue, he squawked, “Lucifer, help me. Give me back my powers” smashing the floor with both his hands repeatedly. The power of God arrested him and his demonic powers were rendered powerless. In front of everyone he did some actions with his hands. Evidently, that was a ritualistic action to gain power from Lucifer. He tried but it was in vain. He never got his powers back because the power of God was stronger and superior. They say, “the devil looks after his own,” but in this case the devil did not. Though the boy was rendered powerless of his demonic influence, the demons were not ready to leave him just like that. His body became weak because of the shouts and struggles of trying to run away. He tried

Bill Johnson: You Don’t Have to Settle for Fruitlessness two thousand years ago, or just overseas in Africa or Brazil or somewhere. I knew they had taken place here in the United States, even if they had happened years before. And I just got hungry. You keep reading the gospels and you find that healing never leaves the gospels—it's always there, on every page. At some point you have to deal with it. You either have to turn a cold shoulder and think, "This is just not for me; it's not for this time. Or else you're obligated to pursue healing and find out more about it. I wound up telling myself, I may stink at this, but it's pretty clear that we're supposed to do it." I remember one of the real trigger points for me. Someone gave me some books from John G. Lake. Now you can get his books all together in one big volume that Roberts Liardon put together. But these were little booklets, and they messed me up huge because I read them and realized, "This is extreme." And it put such an appetite in me that I just couldn't stand it. So I actually started taking time in services and trying words of knowledge. I didn't do it well, but I did the best I could, calling out whatever seemed to

come to mind. Then we'd pray for people, and still nothing seemed to happen. In 1987, I went to a couple of John Wimber conferences. One was specifically about healing, and the other was about something else. Something happened to me at those. I never received prayer; nobody ever prophesied "you'll have a healing anointing" over me or anything. I never had an experience like that. I just got dissatisfied that I was living a gospel that didn't include healing, but Jesus modeled a different kind. And that just messed me up inside. I pastored for a while, pursuing healings in meetings and stuff, and still never saw anything happen. But we still went after healing because we believed it was right. The healing conference was both wonderful and frustrating. It was wonderful because of what I saw happen. It was frustrating because it was the only time I'd ever been to a conference in my life where every single teaching I heard was something I had taught before. It was weird—they even used some of the same illustrations that I thought were mine! That has to be divinely orchestrated. It was frustrating because I had no evidence for what I believed. I had no fruit. I believed in healing, so I'd teach

Difference between a Devil worshipper and a Demon possessed: There are some apparent differences between a person who is possessed because s/he is a devil worshipper and a person who is possessed but not a devil worshipper. This differentiation is vital because devil worship is a taboo for many conservative hearts. Devil worshippers are stigmatized even after deliverance, which is sad. I have mentees who were just possessed but their neighbors thought they were devil worshippers. They were avoided. They were shunned. They lost many friends. They became the subject of rumors. Their families werestigmatized for something which they were not. It is vital to know the difference. Some practical differences during possession and deliverance are: a. The devil worshipper is possessed by choice while the other is not. b. In deliverance, usually a devil worshipper will be more aggressive than a person who is possessed for other reasons. c. The devil worshipper will be calling on the name of Lucifer or other demons for help until they are delivered while the other will not. d. The devil worshipper will spell on the counselor during deliverance while the other will not. e. The devil worshipper will use foul languages during deliverance while the other will not. f. The devil worshipper will ridicule and mock the counselor and Christians while the other will not. g. The devil worshipper will try to threatenthe counselor while the other will not. h. The devil worshipper will try to escape during deliverance while the other will not. i. The devil worshipper may get completely fresh during the deliverance session without being fully delivered while the other will not. j. The devil worshipper will curse the name of Jesus and God while the other may not. k. It is usually more difficult and takes longer time to deliver a devil worshipper than the other. l. The devil worshipper may know what is happening and will be in sense during deliverance while the other usually won’t remember a thing. on it, but still nothing happened. Obviously it wasn't doctrine itself that was the problem. I came home from that conference with a conviction that I was obligated to seek fruit for what I believed. It was not enough for me just to have good theology and even go through the motions of praying. I'd read something, I'd get really encouraged, we'd faithfully pray for people for a while, then, when nothing happened, we'd back off. Pretty soon I wasn't praying for anybody unless they asked. And then I'd read something else or I'd get stirred up out of the gospels, and I'd go after it again, but still nothing happened. When I came back from that Wimber conference, I knew it was not an option—I couldn't back off ever again. Healing had to become a part of who we were. There were still seasons of ups and downs, but I realized that I was obligated to require fruit for what I believed. It's a hard thing to teach anybody about, because it's hard to describe what goes on inside of you. But there's almost this idea, "Wait a minute, I don't have to settle for fruitlessness." ony Campolo tells of preaching a really good sermon in his preaching class in seminary. Campolo felt pretty proud of his outline, his arguments and his delivery. He felt pretty proud of himself---until he read his professor's comments at the bottom of the page: "You can't convince people that Jesus is wonderful and you're wonderful in the same sermon." Humble yourselves before the Lord, and he will lift you up. (James 4: 10) God graciously gives aid to all who are humble. We miss out of God’s blessing due to our inability to humble ourselves. That God lifts up those who humble themselves is a consistent biblical principle. For whoever exalts himself will be humbled, and whoever humbles himself will be exalted. (Matthew 23:12) Humble yourselves, therefore, under God's mighty hand, that he may lift you up in due time. (1 Peter 5:6) But he gives us more grace. That is why Scripture says: "God opposes the proud but gives grace to the humble."(James 4:6) Jesus narrated the parable of the Pharisee and the tax collector in Luke 18:9-14. The Pharisee prayed: “God, I thank you that I am not like other men--robbers, evildoers, adulterers-or even like this tax collector. I fast twice a week and give a tenth of all I get.” 1. He was standing in the center of the inner court right in the heart of the temple so that he could be heard the clearest and seen the best. 2. We read that he fasted twice a week. The Old Testament required a Jew to fast once a year on the Day of Atonement. But this man fasted 103 times more than is required. 3. Then we read that he tithed everything that he possessed. The Old Testament required that you tithe your income. But this man tithed everything that he earned and everything that he bought. In other words, he was a double tither.Now there is nothing wrong with fasting more than once a week, or giving more than a tithe. But the problem was that this man was religious and proud of it. 4. This Pharisee suffered from two problems: inflation and deflation. He had an inflated view of who he is, and a deflated view of who God is. 5. This Pharisee says, "God, I thank you that I am not like other men." But he was like other men because "all have sinned and come short of the glory of God." 6. Prideful prayer is nothing more than an echo in your own ears. Such a prayer never reaches God’s ear. A tax collector was different from a Pharisee. Tax collectors were the scum of Jewish society. They charged exorbitant rates; they skimmed extra money off the top. They were so despised they could not hold public office or even give testimony in Jewish court because their word was considered worthless. 1. This tax collector was as humble as the Pharisee was proud. You could see it in his feet---"But the tax collector stood at a distance." Where the Pharisee went to the center of the court, the tax collector stood on the outer edges of the court in the shadows. 2. You could see it in his eyes. We go on to read that "He would not even look up to heaven.” 3. You could see it in his hands. For we read, "he beat his breast." In effect he was saying, "I have a filthy heart." 4. You could hear it in his voice. For he says, "God, have mercy on me, a sinner!" God heard his prayer, for Jesus said, "I tell you, this man went down to his house justified rather than the other.” On the outside you would have thought the Pharisee was much closer to God, but on the inside it was the tax collector who was close to God. We can always tell whether a person is growing in holiness or not. In proportion to his growth in grace, he would elevate the Master and think less of himself. We see the progression in holiness in Paul. Twenty-five years after his conversion, Paul said, “I am the least of the apostle” (1 Corinthians 15:9). Five years subsequently he said, “I am less than the least of all the saints” (Ephesians 3:8). Still a year later he said, “I am the chief of sinners” (1 Timothy 1:15). The more Paul walked with God, the more he became conscious of his own unfitness in the sight of God. John the Baptist showed the same spirit. He came to prepare the way of the Lord. He announced himself unworthy even to undo the shoelaces of Jesus. He declared his unworthiness for the task of baptizing Jesus. John constantly directed the limelight on the Messiah. The bold and fearless John the Baptist, who dared to call wrongdoers a “brood of vipers” right in their face and who gave a stinging rebuke to Herod for his immoral behavior, soon lost his followers as they all went after Jesus. But he knew Jesus must become greater and he lesser (John 3:30). Finally he lost his freedom and his life. What Jesus said of him was a befitting epitaph, “Among those born of women there has not risen anyone greater than John the Baptist” (Matthew 11:11). The way to impress God is not try to impress him. Humble yourself before him. Surrender yourself and rely completelyon him. Empty all of yourself before him. Humility is a prerequisite for God to enter your heart.Let go of yourself and let him come into your life as your only Lord and Master.

Paul’s Mission Methods Paul being as a successful missionary, the world has ever seen. He had an effective mission method. He travelled, preached, won soul, planted churches, trained believers (Acts 18: 9ff), appointed leaders and mentored them through his letters. He encouraged self government, self support and self propagation. In this way, he admonished them to evangelize their own people group. He left the church to indigenous leaders and move to new place. left the result in the hand of God. Paul’s Work in Team Paul knows that mission work is not one man’s business. He prefers to work corporately. In entire missionary journey, he was accompanied by different missionaries namely Barnabas, Silas, Mark, Timothy, Titus, Luke etc. Paul ensured that to evangelize his worldwide, he needs other’s full cooperation. He clearly knew that there is difference between apostolic authority and team work. So, by any means Paul did not surrender his apostolic authority to anyone in group or individual. Conclusion Paul, the missionary, called and commissioned by God in His service, saw the mission as universal. Christ’s crucifixion and resurrection was the theme of his message. He maintains his apostolic authority, though he knew mission in not individuals’ job, so worked corporately. He developed native leaders to take care the churches and trained them to evangelize their own people. In the process of reconcile the world to God he show the church as the only medium. It is through church the reconcile process will be fulfilled. By this way, he faithfully fulfilled assigned task and said ‘I have finished my race’.

New Delhi, August 16 (iANs): Bharatiya Janata Party (BJP) President Amit Shah Saturday announced his new team which includes B.S. Yeddyurappa, J.P. Nadda and Ram Madhav. Varun Gandhi was dropped. Jagat Prakash Nadda, who was one of the contenders for the party president’s post, has been made general secretary from Himachal Pradesh. B.S. Yeddyurappa, former Karnataka chief minister who had been out of the party for a while before he came back into the fold, is one of the vice presidents. Ram Madhav, who joined the BJP recently from the RSS, has been made general secretary for Andhra Pradesh. Rajeev Pratap Rudy has been made the general secretary from Bihar, Murlidhar Rao from Telangana and women’s wing leader Saroj Pandey is the general secretary from Chhattisgarh. Vajpayee had more wit but Modi exudes strength from within. Pope upholds Korean martyrs as models for church SEOUL, AUgUSt 16 (AP): Pope Francis beatified 124 Korean martyrs on Saturday, telling hundreds of thousands of people who turned out for his open-air Mass that their ancestors' willingness to die rather than renounce their faith two centuries ago was a model for Asian missionaries today. The streets leading up to Seoul's iconic Gwanghwamun Gate were packed with Koreans honoring the lay Catholics who founded the church here in the 18th century. Korea's church is unique in that it was founded not by foreign missionary priests — as occurred in most of the world — but by members of Korea's own noble classes who learned of Christianity by reading books about it. These early Catholics were killed in the 18th and 19th centuries by the Joseon Dynasty, which tried to shut the Korean Peninsula off from Western influence. Police in Seoul declined to give an estimate of the crowd size, but the Vatican said about 800,000 people had turned out. The number was significant given that Catholics represent only about 10 percent of South Korea's 50 million people. The Mass kicked off a busy day for Francis as he passed the halfway mark of his five-day South Korea visit. In the afternoon, he traveled to a religious community that cares for severely disabled Koreans and prayed briefly at a monument to aborted babies — a strong albeit silent gesture from a pope who prefers to stress other aspects of church teaching rather than emphasize hot-button "culture war" issues like abortion.

The Mass in Seoul, though, was one of the highlights of his trip, providing Francis with an opportunity to stress how the lessons of Korea's early martyrs were relevant today for Korea's church, which is small but growing and is seen as a model for the rest of the world. "They were willing to make great sacrifices and let themselves be stripped of whatever kept them from Christ — possessions and land, prestige and honor — for they knew that Christ alone was their true treasure," he said. "They challenge us to think about what, if anything, we ourselves would be willing to die for." Babies Nepal floods and learn visual mudslides take heavy toll signals from experience NEW YORK, AUgUSt 16 (IANS): Babies learn to follow another person's gaze during infancy, and researchers have now found that exposure to visual experience outside the womb influences this critical ability more than maturational age. “To the best of our knowledge, this is the first study showing that some aspects of the early development of social cognition is influenced by experience, even when the human brain is highly immature,” said lead researcher Marcela Peña from Pontifical Catholic University of Chile in Chile. Previous research on early cognitive development suggested that some cognitive functions develop only after the brain has matured sufficiently, while other cognitive functions develop in response to a rich social environment. For the study, the researchers compared the gaze following abilities of premature and full term infants. “Because preterm infants are exposed to faceto-face interactions earlier (in terms of postmenstrual age) than infants who are born at term, they may become sensitive to gaze direction sooner as well,” the researchers explained. A total of 81 healthy infants participated in the study and they were split into four groups: Full term 4-month-olds, full term 7-month-olds, preterm 7-month-olds, and preterm 10-month-olds. The data showed that preterm 7-month-olds and preterm 10-month-olds behaved like full term 7-month-olds, looking to the toy on the side of the screen indicated by the woman's gaze. Full term 4-montholds, on the other hand, tended to look randomly to either side. This pattern of results held even when the woman indicated direction with only her eyes, while her head continued to face forward. The study appeared in the journal Psychological Science.

KAtHMANDU, AUgUSt 16 (REUtERS): Flash floods and mudslides following heavy rains have killed at least 53 people in Nepal over the past three days and cut off remote communities in the mountains, the government said on Saturday. The landslides and flooding were triggered by annual monsoon rains since Wednesday, causing rainsoaked earth and rocks to crash down on homes while rivers swelled and washed away low-lying villages. Nepal's Home Ministry said 75 people were unaccounted for and 36 others were in hospitals and medical centres. It was not immediately clear if the missing people were trapped in their damaged homes, washed away by floods or out of contact due to snapped communication links, officials said. Video clips on television showed people wading through waist-deep water carrying belongings as well as submerged houses. New drugs can dissolve kidney stones WASHINgtON, AUgUSt 16 (IANS): If you have gone through that excruciating pain from a kidney stone and are prone to develop more, here comes good news. According to a new study, a class of drugs approved to treat leukemia and epilepsy also may be effective against kidney stones. The drugs are histone deacetylase inhibitors or HDAC inhibitors. Researchers found that two of them - Vorinostat and trichostatin A - lower levels of calcium and magnesium in the urine. Both calcium and magnesium are key components of kidney stones. “We are hopeful this class of drugs can dissolve kidney stones because its effects on reducing calcium and magnesium are exclusive to kidney cells,” said Jianghui Hou, an assistant professor of medicine at Washington Univer-

The 3 wings of the Department of Excise - district excise staffs, mobile squad, and narcotic cell staffs - conducted joint raids during the week and on August 13. The department in the raids arrested 75 persons and seized 160 cases of IMFL and also 16 trade licenses for selling liquor clandestinely. A press release from Lanuwati Jamir, Deputy Commissioner of Excise (NC), informed. The release added that the arrested persons have been booked under relevant sections of NLTP Act 1989. maNCHEstEr, august 16 (rEutErs): Louis van Gaal failed to find any instant fix for Manchester United's problems as his first Premier League game in charge ended in a 2-1 defeat by Swansea City at Old Trafford on Saturday. Gylfi Sigurdsson's 72nd minute winner for the visitors condemned United to their first opening day home top-flight loss for 42 years and laid bare the problems Dutchman Van Gaal has to restore the fortunes of the 20-times champions.

Skipper Wayne Rooney drew United level after 53 minutes with an overhead flick and he curled a free kick against the post soon after but Swansea were largely untroubled. United had plenty of first half possession but lacked invention and pace and Swansea took the lead with their first real attack when Ki Sung-yueng slotted home after 28 minutes. "I think the shape and the way we defended was key. The manager set us up perfectly. We showed character, dug in at the end and I think in the end we deserved it. We knew it

would be difficult with a new manager to come in here," match-winner Sigurdsson told BT Sport. United's fans began drifting away well before the end as the hosts huffed and puffed to grab an equaliser, but apart from the occasional flurry, never looked like salvaging a point. Faith in Action to participate in World Taekwondo C’ship

Dimapur, august 16 (mExN): The Faith in Action team from Nagaland will be participating in the forth coming World Hanmadang Taekwondo Championship commencing from August 21 to 24 at Pohang City, South Korea. This is the first occasion that Faith in Action Team from Nagaland has been nominated by the Taekwondo Board of India to represent the Country in the International Arena for Demonstration competition, a press release informed. Stating that FIA is a nascent academy and that members mostly hail from middle class and poor families, it expressed disappointment at the State government for turning deaf to their several approaches for help and questioned “To whom can we convey our anguish?” “The Central Government has nothing to do in funding us as they have already sanctioned crores of money to the state government for sports develop-

ment. It is the duty of the State Government to send the players of Nagaland by sponsoring them through the Sports fund that they enjoy in the name of Youth Resources and Sports,” the release stated. While informing that the team approached the previous and present Sports ministers seeking sponsorship for the team to participate in the Inter-

national Taekwondo Competition at South Korea, Faith in Action stated that the ministers claimed they were helpless. Also stating that it regret giving a performance during the visit of the President of India in the opening ceremony of Hornbill Festival as the State Government had requested, Faith in Action claimed that it gave away ‘free entertainment’

but when their turn to seek help from the government came, they turned “deaf and dumb,” the FIA stated. Stating that out of compulsion it decided to bring out a raffle draw, through which it could get raise some funds to go to Korea, the Faith in Action called for prayer supports so that “we all together can glorify the name of our living God and bring laurel to Nagaland.”

LoNDoN, august 16 (aFp): India fought back in the fifth and final Test to check England´s progress at The Oval on Saturday. England, who had been 191 for one, were 246 for five at tea on the second day -- still 98 runs ahead after skittling India out for 148 on Friday. Joe Root was 11 not out and Jos Buttler 12 not out, with England, 2-1 up, looking to seal the fivematch series. India took four wickets in quick succession, with offspinner Ravichandran Ashwin claiming two for three runs in eight balls, as England captain Alastair Cook (79), Gary Ballance (64), Ian Bell (seven) and Moeen Ali (14) were dismissed.

At lunch, England had drawn level at 148 for one, with Cook 56 not out and Ballance unbeaten on 40. The first ball after the interval saw England go into the lead, Cook leg-glancing seamer Bhuvneshwar Kumar for four. Ballance then completed a 77-ball fifty when he deliberately uppercut Kumar over the slips for his 11th four of the innings. That meant the Zimbabwe-born batsman had now scored three hundreds and three fifties in his first eight Tests. Cook ended a run of 30 innings since the last of his England record 26 Test hundreds, against New Zealand at Headingley in May last year. But he was

still in poor touch and his luck ran out on 79 when he was drawn into a drive outside off stump by Aaron and got an edge that was well caught low down by Vijay at first slip. England now 191 for two after a second-wicket stand of 125. Cook´s exit sparked a mini collapse, with Ballance prodding Ashwin tamely to Cheteshwar Pujara at silly point. Fit-again fast bowler Ishant Sharma, the hero of India´s 95-run win in the second Test at Lord´s, then produced an excellent fulllength delivery that Bell could only nick to India captain and wicketkeeper Mahendra Singh Dhoni. Ashwin struck again when

Ali, trying to withdraw the bat, played on to leave England 229 for five. England resumed Saturday on 62 without loss after Dhoni, who made 82, alone stood firm during India´s latest batting collapse of the series. Cook was 24 not out and Sam Robson 33 not out. However, Australiaborn Robson had added just four runs to his score when, in the second over of the day, he was bowled on his off stump by Aaron after playing down the wrong line.Ballance then got off the mark with a four and England´s all lefthanded second-wicket pair were barely troubled before lunch.
