VCs and VDBs entrusted to protect Amur Falcons KOHIMA, AUGUST 16 (MExN): Close to the annual migration of Amur Falcons to Nagaland in mid September, it has been resolved that all the Village Councils and Village Development Boards will be made directly responsible to protect the Amur Falcons in their jurisdictions. Commissioner & Secretary to the Government of Nagaland V Sakhrie in a notification informed that, in case of negligence or violation by any village, the funds under grants-in-aid to VDBs will be invariably withheld for that particular year and the same will be utilized for environment protection and conservation activities only, in coordination with Forest and Environment Department. Therefore, all the Village Councils and Village Development Boards have been requested to extend support by properly creating awareness on the importance of wildlife protection in their villages to ensure that the campaign being carried out for protection of Amur Falcons not only becomes successful, but further gives a boost in the collective endeavor to maintain ecological balance in the State. Further, the notification informed that Amur Falcon is protected under the Wildlife Protection Act 1972 and trapping, killing and selling of Amur Falcons is a criminal offence punishable with three years rigorous imprisonment or with Rs 25,000 fine, or both under Section 51 of the Act.

NSCN (K) informs on tax

DIMAPUR, AUGUST 16 (MExN): NSCN (K) has stated that despite repeated appeals to business houses, commercial enterprises, and other taxpaying sectors, including government departments within Dimapur, to desist from paying any tax unless authenticated by Finance In-charge, many tax payers are “found to be collaborating with fake collectors at highly deflated rate (below prescribed amount) and claims that due has already been cleared.” Therefore, Military Finance, NSCN (K) in a press release informed that henceforth, no such bogus transactions will be deemed legal, and penalties, besides normal rate will be mandatorily realised. The release mentioned the name of the Finance In-charge as Col. Akaho Zhimo (Phone 9436249157/ 8732009014).

The Tangkhul Students’ Union, Delhi, staged a protest outside the Manipur Bhawan in Delhi on August 16 calling for ‘immediate withdrawal’ of Sec.144 CrPc from Ukhrul town, Manipur.

NEW DELHI, AUGUST 16 (MExN): The Tangkhul Katamnao Long, Delhi (TKLD or Tangkhul Students’ Union, Delhi) staged a protest against the “prolonged siege” of Ukhrul town by promulgation of Section 144 CrPC. A large number of students converged at the Manipur Bhawan in Delhi to register their protest and submit a memorandum addressed to the Chief Minister of Manipur by the Naga civil society in Delhi calling for the ‘immediate withdrawal’ of the curfew. It may be noted that the Government of Manipur has clamped Sec. 144 CrPc since July 13, 2014 in Ukhrul town. The memorandum called for the restoration of normal life and civil order to the innocent people of Ukhrul town; to respect the autonomy of free Naga customary law practice and other hill tribes as enshrined

under Article 371C of the Indian Constitution and the Manipur Legislative Assembly (Hill Areas Committee) Order, 1972; to dispense fundamental justice to the people of the town without communal and ethnic prejudice; to assuage any communal feeling between the ruling-elitist community and the Nagas and other hill tribes of the State; to honor the ceasefire agreement between the government of India and the NSCN (IM); to strengthen the peace dialogue between the Government of India and the Naga people for immediate resolution; and to immediately release the 8 arrested innocent civilians. “The chronic hostility of the Government towards the hill tribes and the constant weakening of the constitutional provisions safeguarded for the hill people are absolutely unacceptable. The attempt of the Govern-

ment is nothing but to usurp the right of the hill people and in particular the Naga’s right to free practice of customary law, ownership of land and civil autonomy,” said TKLD President, Phungshok Khonreiwoshi, at the protest. Convener of the Organising Committee, Lakpachui Siro, said, “If the Government continues to ignore the democratic voice of the people and does not immediately withdraw the illegal deployment of IRBs and Commandos, the Nagas would be left with no alternative but to rise up in open civil insurrection and drive them out by whatever means and the Government would be held solely responsible for whatever consequence that ensues.” According to their media spokesperson, Sira Kharay, the students demanded the Resident Commissioner to come out

and receive the memorandum. “On rude denial of the genuine demand and peaceful protest by the police, the student agitators turned violent and started pelting stones. Buses and vehicles were smashed and barricades were broken. The police lathicharged the students and a number of them were seriously injured. Some of the agitators were arrested and students demanded their immediate release.” The memorandum was signed by Convener, Committee Against the Imposition of Section 144 CrPC at Ukhrul Town, New Delhi, President, Tangkhul Katamnao Long, Delhi, Convener, Naga Peoples Movement for Human Rights (NPMHR), Convener, Forum for Understanding the Naga-India Conflict & Human Rights, (FUNICH), Naga People Union for Civil Liberty (NPUCL), and President, Tangkhul Scholar Association (TSA).

KOHIMA, AUGUST 16 (MExN): The Naga Students’ Federation (NSF) has stated that the major problems faced by Government High Schools in Nagaland are shortage of teachers, unsystematic staffing pattern, poor infrastructure and lack of parents/guardians emphasis on their children/ward academic studies. The NSF toured seven districts (Kohima, Wokha, Mokokchung, Zunheboto, Peren, Dimapur and Phek) from August 5-16, and held joint meetings with all the Government High School authorities along with the District Education Officers (DEOs) and the Federating Units of the NSF. In a press release from its education secretary, Bangdi Chawang, and general secretary, Esther Rhakho, the NSF stated that “the poor performance” of the Government High Schools in the HSLC Examination was thoroughly examined and further deliberated for better academic performance of the students and for the development of the Government High Schools. As per the joint meetings held between the NSF, the Federating Units, DEOs and Representatives from the various Government High Schools, the major grievances and problems commonly faced by all the Government High schools were shortage of teachers specially in Mathematics and Science subjects, imbalance in students-teachers ratio, unsystematic staffing pattern, the poor infrastructure facilities, lack of classrooms and the lack of parents/guardians emphasis on their children/ward academic studies. The meetings also deliberated on the merits and demerits of the Non Detention Policy Act under RTE. Besides the

above mentioned grievances, the NSF stated that it shall submit a comprehensive report of the touring to the State Government and the Department concerned at the earliest. The Federation conveyed its gratitude and acknowledged the support and co-operation extended by its Federating Units, DEOs, all the Government High School authorities and the District Administrations throughout the tour.

Appeals for peace in border

Meanwhile, NSF has appealed to all the people of Ralan area and those living in the entire stretch of Nagaland-Assam border to maintain peace and harmony among themselves. NSF visited Ralan area on August 16 to show solidarity and concern to the people of the area and to take stock of the situation. A statement issued by NSF President Tongpang Ozukum and General Secretary Esther Rhakho also urged upon both Assam and Nagaland governments to tackle the issue with sincerity and commitment and to begin talks. NSF called for review of the four earlier agreements made between Assam and Nagaland in 1972 and 1979 respectively, and if necessary, to frame new Border Agreement, “which both the States should honour and implement in letter and spirit.” NSF also stated that to amicably solve and bring normalcy to any situation, there should be mutual understanding and respect for each other. Therefore, it has requested the Asom Jatiatabadi Yuba Satra Porishad (AJYSP), spearheading the indefinite bandh in Golaghat district, to release the Nagas along with the vehicles, and also lift the ongoing economic blockade “which will surely send a positive message to the people of both the states in bringing an honourable solution to the present crisis.”

TUENSANG, AUGUST 16 (MExN): The Yimchungrü Akherü Arihako (YAA) has alleged a number of lapses in Government activity in Pungro subdivision, Kiphire district. As per its inspection on August 11 of various departments under the sub-division, YAA noticed “total non-functioning and negligence” by Government staffs. “The organization was dismayed to see many offices been locked during the office hour,” stated the YAA’s president, Akiuba, and speaker, Mosa, in a press release. Some department’s buildings, the YAA wrote, are “completely neglected” and many of the staff are “not in station for long where they are aware only to draw the monthly salary. It found out that under R.D Block Pungro, only the peon was in station.” Under CHC Pungro Town, it was alleged, a medical officer has not been discharging his duty for more than a year. “It is also learned that the centre is still running with PHC facilities with only 12 bedded where it is supposed to be 30 bedded.” The YAA pointed out the need for infrastructural facilities and said that the presence of a Dental Doctor was an urgent necessity “owing for the needs of general public.” The YAA brought to attention that the newly upgraded GHSS Pungro, with an enrollment of 60 students, is running the class with only 4 subject teachers and the remaining subject teachers (Socio, Alt/ English& EVS) have “not yet

been appointed by the Government while other secondary schools are covering their syllabus for selection exam.” It urged the Education Department (NBSE) to make an alternate arrangement and deploy required PGTs at the earliest. As per its observations, the PWD (Housing), and Information Office, are being “maintained for harvesting the maize.” The office of PWD (R&B), CDPO, & PHED are so neglected, according to the YAA, that in some of the offices, “notice/sign board is invisible and the window panes were damaged where one could easily enter through it.” The YAA inspected the Model Higher Secondary School which is currently under-construction and supposed to be completed by May 2014. The YAA questioned the government departments for their “improper functioning of the office,” and pointed out that “the government servants are meant for the service of the people, as such merely drawing the salaries without govt. assigned duties and work is totally against the government norms wherein it is considered as a ‘social crime’.” The YAA has urged the higher authorities to “strictly monitor for its proper functioning and immediate stationing of staffs within 15 days reckoning from the day of publication and cautioned that dereliction of duty cannot be compromise and tolerate at any cost, failing which it will initiate stern action by the organization.”

Assam Government officials have said that no fresh violence has been reported from the violence-affected Golaghat-Wokha (Assam-Nagaland) border on Saturday. As many as 13 villages located around Uriamghat have been affected by the violence which started on August 12, stated Dilip Baruah, SDPO of Sarupathar sub-division, Golaghat. Uriamghat falls under Sarupathar subdivision. The violence displaced some ten thousand people living along the border, who have taken shelter in ten relief camps set up in Uriamghat and Sarupathar, he informed The Morung Express on Saturday evening. Officials on the ground have listed

the number of deaths since August 12 at seven and the injured at seven. The SDPO said that the count was based on the number of dead bodies recovered by officials. Media reports quoting top Assam government officials have put the death toll at 11. Meanwhile, the road blockade on Nagaland continues. The president of the Karbi-Anglong unit of the All Assam Tea Tribes Students Association, Boloram Saha informed that road blocks have been set up at Bokajan, Rangajan, Mariani and Sonari. While calling upon the Nagaland government to rein in the perpetrators of the violence, Saha said that there is no point resorting to violence. Saha said that there is room for dialogue to end the blockade, but the violence has to stop first.

DIMAPUR, AUGUST 16 (MExN): Watinaro A. Imsong has decided to go on a ‘Gandhian agitation’ on August 19 (Tuesday) at 9:30am at the Secretariat Junction, Kohima to “fight for my rights.” In an appeal, Watinaro has stated that this will “pave way for a corruption free future for all the future Naga students.” She was denied admission to the B.Sc. Horticulture at the Dr. YSP University, and “all my efforts for my rightful admission to the said University,” as per the student, has been “unjustly delayed and denied” by “official procedure.” As classes have started at the University, she felt that “I am left behind struggling for my legitimate rights for my career.” Watinaro stated, “This is not only my struggle but a common struggle for all students bodies, Naga students, their parents, concern NGOs and like minded citizens, so as to put an end to this kind of corruption. It is also to show to the world that the democratic voice of the public matters and becomes a precedence over corruption.”

nagaland govt urged to take ‘remedial steps’ KOHIMA, AUGUST 16 (MExN): The Mangmetong Students Union, Kohima (MSUK) has stated that “the process/practice of recommendation of deserving candidates for various specific studies/courses by the State government departments against NEC quota is not unprecedented as labelled.” The MSUK has made this statement in regard to the recent imbroglio for the nomination of B.Sc (Horticulture) candidate to the Dr. Y.S. Parmar University of Horticulture and Forestry, Nauni, Solan, Himachal Pradesh. “It is observed through the media in the past few days the state has been flooded with accusations of extreme wrongdoings of nepotism, favouritism, power abuse, recommendation of non-illegible candidate among many misdemeanour by the state Directorate of Horticulture,” it said. In a press statement from its president, Imtiongba, and general secretary, Wasangpong, the MSUK observed, “till date the state govern-

Further, “His admission to the Dr YS Parmer University is not by any chance or through the backdoor means as many people assume at the given point of time, it is the fact that the B. Sc (Horti) seat to the said university was routed and allotted by the North East Council (NEC) directly addressed to the Director, Horticulture, Government of Nagaland asking for the recommendation of one student vide No. NEC/MPD/VI-3/2004/ Vol.III dated 8th May, 2014. Thus, with reference to the letter received, the Horti. Department had forwarded the candidature of Mr Imnatemsu Imchen, vide No. HR/GENCOR-1/2012-13 dated 19th May 2014 requesting the benign authority of the NEC for consideration for the seat allotted.” The MSUK has urged the Government to take “remedial steps in order to ensure that such an unwanted atmosphere do not arise in future.”
