SRINAGAR, AUGUST 16 (IANS): Security forces on Tuesday fired at stone pelting mobs at two places in the Kashmir Valley, leaving five civilians dead in a sudden escalation in violence, officials said. In Delhi, Home Minister Rajnath Singh held a security review meeting on Kashmir and told officials to restore peace in the valley with minimum casualties. It was the second day of heightened protests in the valley. The latest deaths took the death toll to 65 in the weeks of Kashmir unrest triggered by the July 8 killing of rebel commander Burhan Wani. A police officer told IANS here that four protesters were killed in Budgam district and one more in Anantnag. The officer said hundreds of people, shouting anti-India and profreedom slogans, threw stones at the security forces in Budgam’s Aripanthan village, some 30 km from here, in central Kashmir. The security forces fired as they tried to bring order on the streets. One person was killed on the spot and three succumbed to injuries at a hospital. More than a dozen persons sustained injuries. Another civilian was killed when security forces fired at stone-throwing protesters in Naidpora village of Anantnag district, some 60 km south of here. At least a dozen civilians were also injured in

the violence, the latest in a series of clashes that have rocked the Kashmir Valley in over five weeks. Protests continued till late into the evening in Naidpora village. The mob later set ablaze the house of a soldier posted with the counter-insurgency 19 Rashtriya Rifles. Locals allege that he was one of the soldiers who fired at them. As violence in Kashmir flared afresh, Rajnath Singh cautioned against rising casualties of both civilians as well security personnel in the state. Nagaland State Governor, PB Acharya held a press conference today in Kohima outlining several issues of concern in the state and the ways to address them. Expressing unhappiness over the performances of the government schools in Nagaland, Acharya said that at least 95 per cent of the achievers in HSLC and HSSLC are from private schools and private schools have become commercialized. He lamented that despite having 1854 schools and four universities, hundreds of Naga youngsters go outside for education. He stated that “there has to be rethinking of our University Education.” The Governor suggested exchange programs with other universities. Acharya announced that Wockhardt Foundation will be sponsoring Elearning in the selected 28 schools in the State by September. The Foundation which has shown interest in strengthening government schools in Nagaland, is a non-profit organization based in Mumbai. The Governor further informed that ‘Art of Living’ from Bangalore is planning to work towards improvement of education and health in Nagaland with a

special concentration in the remote eastern areas. Setting up of institutions in the health and education sectors is a major priority, where services can also be provided to the Nagas across the borders, he added.

Land holders are asking for more and more compensations. So, the project (Medical College in Kohima) is at standstill now,” said the Governor, while informing that a few landowners have not agreed to receive compensation given by the government. The Governor informed that he had received a memorandum from residents of Dhansiri stating that “they are not going to give their land with the present compensation system”. He assured that if there is any discrimination of compensation, it will corrected and has appealed for people in the area to cooperate with the authorities and allow the project to be completed within the stipulated time.

Nagaland Home Minister, Y Patton, has said Nagaland State government is putting all efforts to secure the state’s border, particularly along the Assam-Nagaland border. “In order to secure our border and strengthen the hand of the field level administrative officers, adequate provision is being made for improving the infrastructure in the border areas like drinking water, road connectivity and offices and quarters for our border magistrates,” the Home minister said. Patton who addressed the 70th Independence Day celebration held at Multi-Disciplinary Outdoor Sports Complex at Peren district headquarters, said in the recent past, there were some concerns along the Assam-Nagaland border areas, particularly in the areas adjoining Doldoli Reserved Forest but that these were effectively dealt with by the district administration and police.

He said while the border issue between Nagaland and Assam is pending adjudication in the Supreme Court, to maintain peace and tranquility in the disputed border areas of Assam and Nagaland, Border Peace Coordination Committees (BPCC) have been formed in all the districts bordering Assam. The BPCCs comprise of representatives from both

the states of Assam and Nagaland purely on voluntary basis. On the law and order front, the Home minister said that the overall situation in the state continues to remain peaceful. Patton said the law and order situation in Tuensang and Kiphire districts was now returning to normalcy and thanked the sincere and untiring efforts made

Kohima, august 16 (mExN): Joint Action Committee on Women Reservation (JACWR) has lauded the Chief Minister and his cabinet for their decision to hold municipal elections in the state with 33% reservation for women. In a memorandum to the Chief Minister, JACWR however expressed concern at the latest letter of the Naga Hoho addressed to the Chief Minister, where the Hoho had asked the cabinet decision to be kept in abeyance, as it is "premature" to introduce the 33% reservation for women. “This negation of the constitutional rights of women as equal citizens is a contentious matter as Naga women are prepared and

Undertaken in collaboration with the Energy Efficient Service Limited (EESL), a public sector body of Government of India implementing the UJALA scheme, the project was launched at Deputy Commissioner’s conference hall, Kohima on Independence Day, August 15. The DC asserted that the use of LED bulbs will result in less power consumption, which will drastically reduce the electricity bill in the district. He also informed that the EESL is in the process to implement the national UJALA scheme in the State with the Government of Nagaland. Lauding the idea of universal use of LED bulbs in the State, he added that the idea will have positive impact on climate change and environment sectors in the State. With the launching of “Energy Efficient Kohima” for few selected villages and welfare homes in Kohima town, the DC hoped that it will go a long way in reducing power consumption in the district. He urged the selected beneficiary villages to ensure that individual’s name and LED bulbs rate are properly recorded and maintained while issuing the LED bulbs to the villagers.

The DC further informed that the district administrators concerned will cross check and verify the status of the implementation in their respective areas. He also asked the beneficiaries to give feedbacks on the electricity bill after using the LED bulbs in order to ensure its benefits and to further cover all the villages and towns of the district. During the launching programme, an MoU was signed between the Kohima district administration and EESL to bring all the villages and towns of the district under the project as long as the implementation is practicable. Additional Commissioner, Reny Wilfred IAS (P) said that the ‘Energy Efficient Kohima’ project was taken up to solve the power consumption issue and transformer overload problems. He believed that with the launching of the project the expenditure of households in Kohima will come down enabling every household to install LED bulbs in the days to come. He also highlighted the aims and objective of the National UJALA Scheme under the Union Ministry of Power, Government of India. tuENsaNg, august 16 (mExN): After thorough deliberation with both the present and newly inducted Eastern Naga Students’ Federation (ENSF) office bearers, the Presidents of the 6 federating units of ENSF – Konyak Students’ Union (KSU), Yimchungrü Akheru Arih-ako (YAA), Confederation of Chang Students’ Union (CCSU), Khiamniungan Students’ Union (KSU), Phom Students’ Conference (PSC) and United Sangtam Students Conference (USSC) – have unanimously resolved to extend the present ENSF tenure for another three months from August 15, 2016 so as to complete the unfinished task and responsibilities. A press release from Presidents/Vice President of the six ENSF federating units mentioned that the unfinished task and responsibilities include the following: To resolve EEI pending issues; To immediately pursue & constitute the Nagaland Backward Tribe Commission (NBTC); To solve the present anomalies and irregularities in the Reservation and Roster system; To oversee and supervise the ENCSU representation to the State Government on technical education. It was also resolved that the period of tenure of the new ENSF team shall be accounted from the date of ascent to the office. Social media helps bring aid to Assam's flood-affected Jorhat, august 16 (IaNs): In this age of social media, no event can remain ignored for long and the floods in Assam are no exception. Every year, floods hit the northeaster state, ravaging districts and affecting lakhs of people. This year, the devastation was on a bigger scale, with many calling it the worst floods in the last two decades. Even as people and animals grappled to survive, help came from across the country. And social media played a big role in that. As the mainstream media kept flashing news of flooded roads and traffic jams in Gurugram in the National Capital Region, far away from the spotlight heartbreaking pho-

tographs of people grappling for their lives in Assam's floods started circulating on social media. As posts began to be 'shared', such as news about the hapless rhino calves orphaned in Kaziranga, it caught the much-needed attention of many across the state's borders. Attention translated into enquiries, and finally to the much-required relief efforts. Among the many who stepped forward to help were people from Chennai. Having themselves seen and lived through a terrible episode of floods last year, people from all walks of life got in touch with NGOs or government agencies, some simply reached out to friends in Assam, to bring relief material like dry ration,

clothes, medicines and other necessities. Chennai-based Shravan Krishnan, a wildlife conservationist, is one of those who used the social media extensively to put together relief efforts for the victims of the Assam floods. "Along with some of my friends in Chennai, I decided to help in Kaziranga after we saw some horrific pictures of people and animals suffering. We rescue wild animals in Chennai, like snakes, deer, and monkeys. So we thought we could help. Plus, we have the experience in helping during floods, since we played a big role in rescue and relief work during the Chennai floods last year," Krishnan told IANS. IMPhaL, august 16 (IaNs): Thousands of tourists, traders and local residents were stranded in Manipur's Moreh town, reeling under a severe shortage of essential food items and life-saving medicines, as a result of an indefinite highway blockade. The Trans-Asian Highway 102, the only supply route to the border town, was blockaded on August 10 by the supporters of slain Jamkholal Zou, a self-styled captain of the United Kuki Liberation Front, demanding the arrest of his killers. The UKLF and the Kuki National Organisation (KNO) agreed to a truce on October 24, 2015. However, suspected KNO

According to Pallab Lochan Das, Minister of State for Disaster Management, at least 49 people were killed and 41 lakh affected by the floods this year. Nagaland observes India’s Independence Day Kohima, august 16 (DiPR): Nagaland celebrated the 70th Indian Independence Day at the Secretariat Plaza, Kohima on August 15 with Chief Minister, T.R. Zeliang as the chief guest. Addressing the gathering, the Chief Minister stated that an early political settlement is in the interest of one and all, and appealed to the NSCN (K) to eschew the path of violence and return to the ceasefire agreement. On law and order front the Chief Minister said that the overall situation in the State continues to remain peaceful. There were some concerns along the Assam and Nagaland boarder areas, particularly in the areas adjoining Doldoli reserved Forest which were effectively and harmoniously dealt with by the District Administration and Police, he said. He said that the border issue between Nagaland and Assam is pending adjudication in the Supreme Court of India and at the same time, in order to secure the border and strengthen the hand of the field level administrative officers, adequate provision is being made for improving the infrastructure in the border areas like drinking water, road connectivity and offices and quarters for the Border Magistrates. Further to maintain peace and tranquility in the disputed areas of Assam and Nagaland, Zeliang said Border Peace Coordination Committee (BPCC) have been formed in all the district bordering Assam comprising of representatives from both the States of Assam and Nagaland which, the Chief Minister said, is purely voluntary. He expressed happiness to the civil societies including ENPO, ENSF, ENWO, ENLU Churches and the mediators appointed by the Government for their tireless work for bringing peaceful situation in Tuensang and Kiphire. To strengthen infrastructure for the Police, construction of the Commissioner of Police, Dima-

pur and IGP (Int.) Kohima is being taken up during 2016-2017. Initiatives such as installation of 23 CCTV Cameras in the New Market area Dimapur on March 29, 2016 will help and control the crime in the urban areas. The Government has decided to upgrade the Women Cell in Dimapur and Kohima to full-fledged Women Police Stations with the rest of the districts to follow shortly, the Chief Minister said. Zeliang further said that the penury grants to 61 living World War 11 veterans of Nagaland has been increased from Rs. 3,000 to Rs. 6000 per month. He also said that the Nagaland Disaster Management Authority (NSDMA) distributed an amount of Rs. 3.81 crores as relief during 201516. On the education front, the Chief Minister said that the State government has initiated the mandatory Assessment and Accreditation of Higher Education Institution and out of 63 colleges in Nagaland, 14 colleges are NAAC accredited colleges. By 2021, the Department of Higher Education expects all the colleges in the State to be accredited by NAAC. On Agriculture & Allied sector, the Chief Minister stated that during the 12th Plan, the Department aims to achieve the Agricultural growth rate target of 6.50% for food security, keeping in view the vision for achieving Food for All and to ensure food security by 2025. The foundation stone for establishment of Krishi Vigyan Kendra (KVK) at Jalukie was laid on August 6 last while another KVK will be established at Kiphire within the current year, the Chief Minister added. On Veterinary & Animal Husbandry, genetic improvement of livestock and poultry through infusion of superior germplasm has been introduced. The Chief Minister said that improving germplasm of pigs to upgrade the deteriorating blood line is another thrust area for which a Boar Station is being set up at

The Department of Fisheries has taken up construction of fish kiosks at Kohima, Dimapur and Peren Districts. As a part of NEC sponsored scheme, the Department has taken up development of community based fisheries in Mokokchung and Peren Districts, and Integrated Fisheries development at Kohima, Zunheboto, Phek and Mokokchung Districts. The Department of Land Resources is taking up rubber plantation on a large scale in the State in view of the high potential and farmers' interest. An area of 5,000 hectares of new plantation has been brought under rubber cultivation during 2015-16. With this, a total of 15,000 hectares have so far been developed in the State. The Chief Minister said that the Department of Irrigation & Flood Control under the sub scheme 'Har Khet Ko Pani' of PMKSY will be taking up surface minor irrigation schemes. A special program of Integrated Eri Silk Development Project for Women Empowerment and Sustainable Livelihood for Kohima District funded by the Ministry of Textiles, Government of India has also been officially launched on 5th April 2016. Addressing on the infrastructure sector of the State, the Chief Minister said that the Government of India's commitment to improve the infrastructure facilities in the North East has boosted the prospects of construction and improvement of National

Highways in the State. With the recent "inprinciple" declaration of 5 roads as National Highways, the total length of National Highways in the State will increase to 2,271 kms, out of which 1,974 kms are under the State P.W.D. He also stated that in the Annual Plan 201617, two laning of NH-2 from Botsa to Wokha (via Tseminyu) for 32.4 km, improvement of city portion of Dimapur and Kohima, totaling 28 km, and two laning of NH-2 from Wokha to Nagaland Gate via Mokokchung and Tuli are included in the works program. The State Government has also recently created two new divisions at Mon and Phek and 11 new sub¬divisions at Longleng, Tobu, Tizit, Pfustero, Mokokchung, Aboi, Mon, Phek, Chozuba, Zunheboto and Peren under the PWD (National Highways), he added. In the power sector, construction of 1 MW Ponglefo Hydro Electric Project, which is located upstream of Likimro in Kiphire district has commenced while under the Swachh Bharat Abhiyan (Gramin), 22,617 units of Individual Latrines, 164 Community Sanitary Complexes and 17 Solid Waste Management units were constructed during 2015-16. Further, 161 villages were declared Open Defecation Free. The Chief Minister said that the Apparel and Garment Making Centre at 6th Mile, Dimapur has three production units with complete sets of machineries, tools and equipments required for production of apparels and garments. Kohima, august 16 (DiPR): In commemoration of the Independence Day 2016, the State Government has decided to remit the sentences against certain categories of prisoners who have been convicted by the courts (other than Court Martial) having criminal jurisdiction in the state of Nagaland and sentenced to rigorous imprisonment. The Government of Nagaland has granted remission of sentences to the different categories of prisoners as specified below, lodged in the jails of Nagaland and outside other than those in respect of whom the sentence is dieted for an offence against the Order referred to in Sub-section 6 of Section 432 of the said Code passed under any law relating to which the Executive Powers of the Union extends. The aforesaid remission granted under the order shall not be admissible to the prisoners convicted under: Foreigners Act; Passport Act; Unlawful Activities (Prevention) Act; Section 3 to 10 of Official Secrets Act, 1923; Section 2 to 3 of Criminal Amendment Act, 1961; Section 121 to 130 of IPC; Section 107/109 of CrPC; Prevention of Corruption Act; Rape, attempt to rape or assault on women; and prisoners found violating jail rules and discipline such as threatening/ intimidation/quarreling/beating of fellow prisoners/staff and smuggling of contraband and prohibited articles. The Remission Order will take effect from the 15th August 2016. espected moderator, honorable leaders of various civil societies and Churches, distinguished guests, dear fellow workers, ladies and gentlemen gathered here, I would like to say thank you to all of you for joining us on this joyous Independence Day celebration. I also give greetings of this historic day to all the people of Nagalim in the precious name of our Lord Savior Jesus Christ. At the very outset, I pay homage to those heroes and martyrs of the cause of ‘Nagalim for Christ.’ I give my revolutionary salute to all comrades-in-common cause and also to the revolutionary people of far and near who are also struggling for their future. We talk of freedom and independence not only because we love it, but also mainly because it is an indispensable part of our individual as well as social life. Freedom is an inherent right of an individual and people to be recognized. NSCN is undoubtedly for the freedom that chooses future of the Nagas; it is for the freedom that chooses peace and progress in the land, not war and the freedom that builds bridges among people and nations, not walls. It has chosen the freedom to worship the living God, not idols, the freedom to live together as one people, and freedom to decide the future of the Nagas by the Naga themselves, not by others. This Independence Day is a landmark in Naga history. It is the stamp of Naga nationhood and the legacy of free Nagas ever to be remembered by

all generations. However, this great day needs to be recognized by the aggressor states and the world community as well. Nagas were once divided in the line of village-states and tribe and so they glorified the concept of village-ism and tribalism. In course of time, they developed into one people and one nation through the spirit of Nagalim for Christ. Nagalim for Christ is the guiding principle and the uniting point for all Nagas. It is the spirit of Naga nationhood. However, we are witnessing some people, who are still being infected with the virus of tribalism and divisionism. They do not see the Nagas as one people of the same country, same culture, same identity, same history and same political concept, but view them from enemies’ perspective. Speaking in the colonial divisive language, they call the Nagas as Burma Nagas, Indian Nagas, Nagaland Nagas, Manipur Nagas, Assam Nagas and Arunachal Nagas. This is a psychological roadblock to the oneness of Naga people. To us, the Nagas are one and there is no adjective to qualify them and that there is no white Nagas or black Nagas. The enemies can divide the Nagas for some time, but they can never divide them forever. The enemies can kill thousands or hundreds of thousands Nagas, but they can never kill the living spirit of Nagalim for Christ. This invincible spirit will outfight the aggressors and outlive the killers. Many people are misinformed or dis-informed by the false preachers that ‘Nagas are asking for sovereignty from India’ and ‘sovereignty is indivisible.’ Based on the universal principle of democracy, government of India (GoI) has clearly spelled out that sovereignty of the Nagas lies with the Naga people and the sovereignty of India lies with the Indian people. For the first

time in history, the GoI has recognized the Sovereignty of the Nagas. One school of thought states that ‘Sovereignty is indivisible’ so it justifies absolute monarchy whereas another school of thought speaks of ‘Pluralism of sovereignty’. All the nation-states today are built upon the concept of the latter. Sharedsovereignty is a matter of mutual agreement founded on the objective reality of national necessity of the two people. Now the question is how sovereignty is to be materialized? Like energy that transforms into goods so sovereignty has to be implemented in all fields for converting it into material developments. The plebiscite conducted in 1951 speaks of assertion of the stand of the Nagas on sovereignty whereas the Framework Agreement of the 3rd of August 2015 speaks of the recognition of sovereignty of the Nagas. Interdependent relationship of everything is the law of creation. Everything is interconnected and that nothing exists in total isolation. That Framework Agreement speaks of co-existence of the two recognized entities. The architects of the Framework Agreement foresee that both of them will be placed in a secured position politically, militarily and commercially when they walk together and act together as partner in all fields than forced union of the two people inimical to each other. The future of both the parties lies in the principle of interdependent relationship of the two entities as it is so with others. Like it or not India and Nagas are unavoidably interrelated and interdependent. The Framework Agreement reaffirms the unique history and position if the Nags as mutually agreed upon. The nation state of a people is the child of their history. As Esau of old had sold out his history to his younger brother Jacob so he be-

queathed dead history to his posterities. It was the children of Jacob, who inherited the Promised Land according to their history. The Nagas have never ever sold out their history. We are the proud sons and daughters of the living history inherited from our fathers. Thus, the fate of the Nagas will be decided according to their history. A nation can never be built upon the foundation of a dead history. Integration of all Naga territories is a natural necessity, not a choice. The Nagas have been languishing in the hands of the dominant communities in different administrative units for decades. We can assuredly say that addressing only the present grievances of the Nagas over-looking the future is no solution because that does not touch the heart of the matter. Integration of all Nagas territories under one political umbrella is the legitimate right of the Nagas, which no power can stop. Government of India said Nagalim was an integral part of India. It has now admitted the fact that land and its resources above and below the land totally belong to the Nagas. It is a paradigm shift. No tax campaign against the British Government launched by Haibu Jadonang, submission of Memorandum to the Simon Commission, declaration of Independence Day and the conduct of plebiscite are all self-assertion of the right and political stands if the Nagas. Problem will ever persist until and unless the aggressors recognize our identity, sovereign right, history and land. Hence the Framework Agreement is the official agreement signed between GoI and the Nagas represented by NSCN on the basis of mutual respect and recognition of rights. On the eve of entering the Promised land the Lord commanded Joshua to circumcise the uncir-

cumcised young people. Circumcision means renewal of body, mind and spirit. The Nags are now at the final phase of negotiation ready to enter the last stage of nation building. All Nagas without exception must politically, mentally and spiritually be prepared for the era the good Lord has given to them. In spite of oppositions here and there, I firmly believe that the Nagas can overcome because the era of the Nagas, the time of the Nagas and the century of the Nagas has begun. We are not alone because heaven and earth are with us; the international community is with us; the Church is with us; the land we have been defending for is on our side; the blood of the martyrs shed for the cause is pleading for us and the revolutionary band, the Nazirities of the Nagas are there ready to fight for us. No force in earth can stop us from moving forward because the era of the Naga people has begun. A nation is born through political movement. India and Burma are the handiwork of their politics. We should not nurture the wishful thinking of building Nagalim by foreign politics. Nagalim should be built and developed by the Naga politics and run by it. The National Socialist Council of Nagalim (NSCN) is built upon the foundation of Naga national principle, politics, programs and policies. It is people-based and future-oriented. Hence, the future of the Naga is securely placed and well protected under the leadership of NSCN. We will march on even if reactionaries try to pull back the wheels of the movement. No one should doubt about it that NSCN is the standard bearer. It will never betray God, the Author of Naga history. It will never betray the people, the center of Naga politics and the cause. Ladies and Gentlemen, It is a great day for the Naga people celebrating the 69th Anniversary of Nagaland Independence Declaration to the world on August 14, 1947. Naga people are always with the course of time in asserting their right without fear, that's the blessing. Throughout the ages the Nagas protected their country and still continuing today. Before 1947, Nagas and Indians hardly knew each other. But with the changing of times the Nagas under the visionary leader A.Z. Phizo led the Naga representatives and met all the Indian prominent leaders so as to understand each others position. The Nagas sought peace and harmony between Nagaland and India but India responded with war and brought divide and rule in Nagaland, and continued till today. A small nation surrounded by armed forces of a giant nation is unthinkable but it is going on between Nagaland and India. The Nagas have gone through a horrific time during the war with India (1954 —1964). As the consequence of war the whole nation was shaken, many suffered, maimed and died. We shall always remember our people who sacrificed for the nation for you and for me, especially on this momentous day. In the past, Nagaland was a self sufficient country and beggar unknown. People were happy, trusting and honest. No "tribalism" unlike the present day, it only started by the educated people who fight for jobs/ salary with false pride. It is everyone's duty to keep the country safe from evil and return to normality. On 33% Women Reservation Reservation is not a substitute to equality and equal participation

H

ow would the menfolk feel and react if they were fighting for 33% reservation in the Urban Local Bodies? How much hurt would it mean to the egos of men to be placed in a category called reserved within the ‘power,’ ‘control’ and ‘dominion’ of women. So, have we the men pondered upon the ‘feelings’ of women living as ‘Subordinate’ to men? The existence of a patriarchal system requires the production of certain ‘gendered spaces’ which are politically, socially, culturally and morally ‘justified’ thereby leading to the production of stereotyped spaces like ‘domestic’, ‘private’ and ‘public’ which reinforces and thereby legitimates patriarchal power and control. Thus, men find it unacceptable to surrender his ‘power’ and ego and to allow equality and freedom to women. Notwithstanding the progress of Naga women today, this can be one reason why the Naga Hoho thinks that it is still premature to introduce 33% reservation. The idea of women is constructed in male centric discourses both oral and written, which privilege male as essential, adequate and complete while women is considered inessential, inadequate and incomplete as compared to men. Certain social perceptions and constructed norms become dominant and get ingrained in the minds of the people. More pressing is the process of normalisation, which slowly becomes naturalised wherein she becomes a subject of “benevolent subordination” as Temsula Ao aptly puts about the Naga patriarchal condition. It has become so naturalised that women often fall prey to patriarchal notions of freedom because her understanding becomes based on patriarchy being the dominant social structure of our society. This leads to a very shallow and narrow interpretation of rights and freedom. Today, the many forms of violence inflicted on women only casts their life throughout on both mental as well as physical strain. Culture and oral traditions have always played a damaging role on the free being of women; religion has subjugated and oppressed women; media particularly the film industry keeps portraying women as an ‘object of pleasure’ for the ‘entertainment’ of man besides making her vulnerable; and so on. As such, popular refrain from menfolk on the need for ‘women empowerment’ and ‘gender equality’ are nothing more than cosmetic slogans because in reality women are misrepresented and denied of their rights to assert and express themselves. In tune with this, the Naga Hoho has made a very ‘diplomatic’ move by advocating for ‘women empowerment’ by creating ‘various opportunities.’ But, women can be fully empowered only when they are given ‘equal opportunities.’ The 33% reservation may seem to be a gateway to women’s political participation through a ‘bracketed’ category called ‘reserved.’ The ‘floor’ is open for deliberation but in a true democracy that vouches for equality, freedom and equal participation, reservation is never a substitute to it. It is an ‘insult’ to Naga women and considering their potential and capability, to be classed within a reserved category. Naga society should progress and an ideal model will be to dismantle the phallocentric social constructs and merge the bracketed spaces so constructed for women with the patriarchal spaces. Therein lies equality and freedom. Further, it is important to listen to the feelings of our women and to hear the different voices from every section about their desires, tales and aspirations and their idea of a ‘free’ life. Mass Surveillance Isn’t Colorblind

D

uring the 1960s, the FBI and NSA followed, wiretapped, and bugged Martin Luther King Jr. — all under the veil of proper legal process. Today, the FBI and Department of Homeland Security spy on Black Lives Matter activists under the guise of “counterterrorism” and “situational awareness.” “Everyone is being watched, but not equally,” Georgetown Law’s Alvaro Bedoya noted in a recent panel discussion in Washington, D.C. Indeed, invasive technology has made it easier for law enforcement to target groups or individuals. Homeland Security has been monitoring Black Lives Matter protests for nearly two years and collecting information on activists’ activities from Facebook, Twitter, Vine, and other social media platforms. While mass surveillance is a problem for everyone, these tools aren’t used blindly. Due to biases shaping police practices, people of color, religious and ethnic minorities, and political dissidents are far more likely to be victims of unwarranted monitoring. The growing use of facial-recognition technology and massive databases that store and record sensitive information — from fingerprints to iris scans — has helped make it all way too easy. Government agencies use such tools to spy on our online activities,monitor our movements, scan our bodies and faces, and record our interactions with authorities. The FBI, along with state and local police, is able to search the databases storing this information without any real oversight. The FBI has even requested that its new database, which contains more than 411 million photos, be exempt from federal privacy laws, judicial review, and appeals processes designed simply to update records and correct factual errors. These databases contain a disproportionate number of records on communities of color and immigrants. Why? Because racial bias in law enforcement skews the number of police stops and arrests of people of color, and immigration policies sweep up anyone applying to become residents or naturalized citizens. Also troubling is the fact that black people are much more likely to be misidentified than white people in facial-recognition programs. The end result is a dangerous mix of bad data, bad oversight, and bad outcomes. Stingray technology is also a major concern: It allows police to collect sensitive data by intercepting wireless signals sent by thousands of phones in a targeted area. Law enforcement often uses stingrays in a discriminatory fashion to target certain communities. These tools are increasingly used to investigate minor infractions, exposing some neighborhoods and demographic groups to near-constant surveillance and over-policing. While new surveillance tools are rapidly developing, our privacy laws aren’t keeping up. For example, the Electronic Communications Privacy Act, the main law protecting our online communications from unauthorized government access, hasn’t been updated since 1986, when the internet was in its infancy and there was no such thing as the World Wide Web. Far too often, police race to adopt new technologies without considering the potential harms or consulting with the communities they serve. Law enforcement should be required to be fully transparent about the adoption of any new technology. And if police want to deploy new tools, the proper privacy safeguards must be in place. We must remember the surveillance that haunted Dr. King — and do better.

Keep Elites Accountable, But Don’t Dumb the Issues Down Complex global challenges require committed activists who stand on principle as well as experts on the inside who can play the political game

Y

ou know you’re a wonk when your nighttime reading is as thick as the latest Stephen King novel, but no one in your family is clamoring to borrow your doorstop. Consider, for instance, the Iran nuclear agreement. It’s a mere 159 pages, but it’s full of technical language that requires the parsing of a physicist. The deal’s opponents in Congress, the ones who would like to rip it up as soon as President Obama exits the White House, have not likely read the full text. Meanwhile, the typical accession agreement between the European Union and a prospective member state is at least as long — the most recent one, with Croatia is 250 pages — and consists of equally turgid prose that only an economist could love. Going into the recent referendum on EU membership, most Brexit supporters didn’t have a clue what their membership entailed or even what the EU was precisely. The Trans-Pacific Partnership trade agreement is larger still, more than 2,000 pages, and it really gets down to the nitty gritty of such subjects as tariff rate quotas, post-market surveillance, and whey protein concentrate. I’m not sure who has had to read the entire document, but pity the poor wonk. Whatever you might think about these agreements, they are the result of long negotiations by teams of experts. They represent difficult compromises and carefully balanced trade-offs. There might have been some drama in the negotiating process — particularly the nuclear agreement, which went down to the wire — but the results are not page-turners. These agreements are also, by their very nature, the product of elites. They are negotiated by elite diplomats and elite experts. Even if they eventually garner popular support, these agreements represent the geopolitical interests of elites. They are the supreme expression of the inside game. Elites are insiders — but they’re not exactly “in” at the moment. The world is currently experiencing a backlash against elites. The British voted themselves out of the European Union, American voters have rallied around Bernie Sanders and Donald Trump, and populist leaders from Pauline Hanson of Australia to Julius Malema of South Africa are gaining strength all over the world. Some of the anti-elite political organizing is done in the spirit of inside-outside strategizing — exerting pressure in the streets to strengthen the hands of sympathetic allies at the negotiating table on the inside. Bernie Sanders, for instance, decided to run for president within the Democratic Party, not as an independent, and now Sanders campaign alumni are trying to translate street heat into institutional change. But much of the recent populism is quite different. The British who rejected the EU were not interested in reform. They had no interest in staying inside at all. They wanted out. Similarly, the Trump candidacy is a bombshell directed at “powerful corporations, media elites, and political dynasties,” as the candidate declared back in June in his jobs speech. “I want you to imagine how much better our future can be if we declare independence from the elites who’ve led us to one financial and foreign policy disaster after another,” he went on. “Throw the bums out” is a rousing cry that has attracted support for centuries. Indeed, the exclusively outside game — of just saying no — is indispensible when dealing with crushing injustice such as apartheid in South Africa, dictatorships in the Middle East, or genocide against minority populations. But these are the outliers in today’s complex world. Preventing wars, stopping global warming, bridging the wealth gap: These challenges require committed activists who stand on principle as well as allies on the inside who can play the political game. “It is easy to boo,” Sanders told his supporters at the Democratic National Convention as he was executing his pivot to supporting the party ticket. More difficult is to craft political compromises that deliver on the promises made during the campaign. It’s not just anti-elitism that fuels these efforts. It’s a yearning for simple solutions. As the world be-

n 1994, Paul Kagame and his rebel forces, the Rwandan Patriotic Front (RPF), took Rwanda’s capital Kigali from Hutu extremists, bringing an end to the genocide that saw close to a million people killed in 100 days. Although only officially elected president in 2000, Kagame has been the de facto leader ever since and, following recent changes in the nation’s constitution that allow him to run for a third term, he could remain in power until 2034. Rwanda has seen great progress during his incumbency and has been held up by many in the international community as an exemplary model of development in Sub-Saharan Africa. However, it is not all sunshine and smiles. Kagame faces allegations of war crimes, is known to suppress any form of political opposition and has even been implicated in the assassination of various Rwandan dissidents. Despite all this, western leaders — who continue to give substantial aid to Rwanda — have not only failed to challenge Kagame on these issues in any meaningful way, but have even praised him as being, to quote Bill Clinton, among “the greatest leaders of our time.” Why does the west turn a blind eye to Rwanda’s dictatorship? Few heads of state can be said to have a spotless record, but Kagame’s

comes ever more complex, one response has been to chuck it all in favor of “simpler times.” It’s a fundamentalist message that appeals to British nationalists, Trumpian exceptionalists, and Islamic State reactionaries alike. The Reality of Complexity Modern complex societies require new elites for their maintenance. Gone for the most part are the kings and the feudal lords. In their place, a modern technocracy administers democratic political systems. Economists and Wall Street manage an increasingly interconnected global economy. Media elites preside over television, the printed page, and the blogosphere. Entertainment elites produce the movies and TV shows that translate our dreams into virtual reality. We have academic elites, religious elites, NGO elites, and even antielite elites (see, for example, Alex Jones). All of these elites have developed expertise in their fields. They are also, almost by definition, arrogant. It is the rare member of an elite who doesn’t believe that he or she knows better. If they didn’t know better, they’d be out of a job. This is not the explicit arrogance of a megalomaniac like Trump. Rather, it’s structural arrogance. It goes with the territory. So, yes, the economic transformations of the last several decades have not benefitted everyone. Rage against the European Union, anger at both liberals and conservatives in the United States, and the retreat into extremisms of various types are all fueled by economic dislocation, income inequality, and the perception that government helps the unworthy. But Donald Trump, Nigel Farage, Marine Le Pen, and their ilk rely on a much deeper disaffection with complexity, the institutions that manage it, and the people who make their livings sustaining it. Computers have enabled the creation of ever more complex institutions and relationships. The new science of complexity helps explain phenomena that hitherto exceeded our grasp, such as the behavior of consumers in a retail market and the myriad interactions in an ecosystem. But there will always be a backlash against this complexity, if only because control drifts further and further up the great chain of authority. The desire for simplicity is really about power and who wields it. The Tower of Babel In the story of Genesis, the people once spoke a common language. Together they worked to fashion bricks and wedge them together with tar. In this way, they built a tower that rose higher and higher. They built this structure “so that we may make a name for ourselves.” As their tower climbed ever higher, humans set their creation against their creator in what seemed an effort to storm heaven. And so the Lord set out to “confuse their language so they will not understand each other” and then scatter his most arrogant of creatures to every corner of the planet. The EU is a similar structure, the creation of many different people who have found a common functional language to build something complex out of simpler parts. Yes, the EU is arrogant, in the sense that it arrogates to itself the role of administering a political, economic, and social overlay. The bureau-

cracy of Brussels could do with a dose of humility, a dash more democracy. But to enjoy the fruits of modern life — greater economic prosperity, freedom of movement — Europeans have until now been willing to cede a measure of power to an elite over and above their own national leaders. The British rejected the EU because a large number of voters didn’t perceive the obvious benefits of membership, resented the elites that seemed to hold sway over their lives, and felt uncomfortable with complex solutions to complex problems. They wanted to destroy what they didn’t fully understand. Donald Trump has taken aim at his own towers of Babel: multiculturalism, government, NATO, the global economy. He has a deep aversion to complexity. He talks at the level of a third or fourth grader (occasionally reaching the eloquence of a sixth grader). He boils down his adversaries to cutting nicknames (that are usually only partial words like “lyin’” and “cheatin’”). He traffics in conspiracy theories that reduce the messiness of reality to simple narratives of hidden manipulation. He presents the world in black and white with no grey subtleties in between. Anything that does not elevate his own name — Trump Plaza, Trump Tower — is automatically under suspicion. Trump and the Euroskeptics are keeping it simple. They appeal to the pieties of homeland. They are not interested in cultural diversity. They are fundamentally uninterested in the politics of give-andtake (as opposed to the politics of popularity contests). Like the Islamic State, they don’t want a place at the table — they want to blow the table up. The Roman Empire, for all its myriad faults, created a complex set of political and economic institutions. Swept away by the barbarians, the empire devolved into a few enlightened duchies and monasteries scattered across Europe. In place of aqueducts and Roman law came Attila the Hun, the Plague, and a great cultural leap backward. Invoking the barbarians at the gate is by no means a plea to accept everything that global elites offer. The EU, for instance, desperately needs reform, and free trade agreements like the TPP continue to favor powerful corporations. Elites are indispensible to a modern society — but they need to be kept accountable through democracy, not dictatorship. To avoid slipping back into a new Dark Ages presided over by Donald the Hun and crippled by various modern plagues, a new commitment must be made to preserving global public goods. To rescue the better part of globalism, we need stronger responses to pandemics, to global economic inequality, to human rights violations. We need more internationalism, not less. Above all, we need a renewed inside-outside fullcourt press on climate change. Trump, if he improbably won the presidency, would be the only national leader to reject climate change. His counterparts in other countries — like Pauline Hanson in Australia and Siv Jensen in Norway — have a similar bias. It would be catastrophic for such populists to take the helm of their countries. The world simply can’t afford simple-minded leaders and simple-minded solutions. As H.L. Mencken once said, “For every complex problem there is an answer that is clear, simple, and wrong.”

Paul Kagame led his country away from genocide and war, but today his regime is upheld by authoritarian controls and political violence is practically polka-dotted. He has a strong reputation for silencing critics — often violently — dating back to his time as a rebel fighter living in exile during the genocide, while his chokehold onthe press has allowed him to cultivate an almost messianic public image at home. The authoritarian control he exercises over the small East African nation has led Gérard Prunier, an eminent scholar of East African politics, to label Rwanda “a very well-managed ethnic, social and economic dictatorship.” Kagame has also been tied to various assassinations of Rwandans living in exile, most notably the 2014 mur-

der of his former head of intelligence, Patrick Karegeya. This came four years after Karegeya stated to the British press, following the assassination of Rwanda’s former Lieutenant general, Kayumba Nyamwasa, that “there is a deliberate plan to finish us off.” Perhaps most troubling, however, are accusations of war crimes; Kagame is alleged to have sponsored and armed a group of militants who have perpetrated numerous atrocities in the neighbouring Democratic Republic of Congo. So why is it then that the west shows such continued support for a man referred to by Rwandan affairs expert Fil-

ip Reyntjens as “probably the worst war criminal in office today”? There are two reasons. The first is that Rwanda is in many ways a success story for the ideology of developmental aid. Since the genocide, western nations — the US and UK in particular — have given an enormous amount in aid and it seems to have paid off, providing vindication for often-criticised development policies. The second and more potent reason is the pervasive sense of guilt in the west for its failure to act during the 1994 genocide. Bill Clinton, for example, who has in the past been so vocal in his praise of Kagame, has expressed deep regret over his failure to act sooner in Rwanda, saying that he feels a “lifetime responsibility” for the nation. It is this sense of guilt that has driven western politicians and aid-givers to afford Kagame so much leeway. Although some have begun to signal muted disapproval of Kagame’s policies, he still has the vocal support of world leaders, including the last UK prime minister David Cameron. One has to wonder, what kind of message does this send to other would-be autocrats? And given what Kagame has gotten away with thus far, if support for him remains unwavering, what else will he get away with in the future?

But that one incident on March 5, 2015, broke the BBC record. The world began to regard us as BARBARIC. But no, we can prove this

wrong because we are no longer in our barbaric state. We are Christians, people of God and the past is history. We are on a revolution, being responsible for the future of Nagaland. For it lies in our hands, in your hands. It is very painful, the most penetrating feeling when we realise that the people of Nagaland go abroad, get degree after degree, become extraordinarily qualified, educated. WOW... But what, they come back home and still says, "I will only marry my own tribe women to promote our (my) culture and heritage". Oh people, what is that education for when you can't get off from your conservative mindset. Why are you so brainwashed? What is that education for when you yourself is bringing tribalism in Nagaland? You are educated; we are supposed to educate our un-

educated friends and society. Then, why this? We are Nagas, in us, there flows a blood of unity, of brotherhood. We are all brothers and sisters. No tribe is superior or inferior. Everyone is equal in God's perfect eyes. Then who are you to bring this difference? We are supposed to be a land of peace and love. lected from the different khels of the village was then sent out to identify the best trees from the forest. These trees would be marked by a symbol made with a Shann (machete). A ritual would then performed on all the selected trees marked by symbols and the best tree would be chosen. This tree is believed to have some supernatural power that will bring blessings such as good harvest, fertility or good relations with neighboring villages. The tree was then cut and craved into a canoe shaped log drum to be brought to the village. The khel would have to provide all the food and meat required for the occasion. First a large pig would be killed and its head hung on the log drum as a sign that had been completed.

The log drum was then tied up with large ropes so that it could be pulled. Before the drum is pulled to the village, a promise is made to the log drum that it would be presented with the head (skull) of an enemy. After reaching the village the log drum would be kept outside the morung to be honored by chanting, singing and dancing performed by the women of the village on the first evening and by the men the following evening. Another large pig is killed for a feast and then the drum would be cleaned and kept covered. The men would then go on a head hunting expedition to acquire an enemy’s head which to hang on the log drum. Only after a fresh head had been hung on the drum would the drum be

ready to be placed inside the morung. The village celebrated the newly acquired head and the warrior who had got the head would not go home but instead he would stay inside the morung beside the log drum until all the meat from the feast had been consumed and then owing to his success, he would be named a “Hero”. A satirical piece on customer services in Nagaland, this article brings to light certain shortcomings and the grimmer side of what the general public experience in the goods and services sector. While every consumer has a different experience and it is no easy feat keeping every individual happy, this article tickles one’s thoughts about the real need to ensure all customers are treated fairly and equally.

e consume varieties of goods and services. Consumption is not confined to intake of foods and drinks. It also means deriving some utilities or usefulness from the goods or services we consume. While deriving this usefulness, we encounter many unpleasant experiences. Provider of goods and services may not always meet the expectations of the consumers. At present, because of the existence of numerous providers, quantity and quality may not necessarily go hand in hand. Let me give some accounts, from my own experience, of the expectations of the consumers and the realities of what is actually provided by the suppliers of goods and services. Bank is one of the busiest places in our city, especially the public-sector banks. At any time of the day, your work is not done without the ‘wait’. Banks with their lofty and appealing slogans, such as ‘A tradition of Trust’ (Allahabad bank); ‘Much more to do. With YOU in focus’ (Andhra bank); ‘Relationship beyond banking’ (Bank of India); ‘together we prosper’ (Bank of Rajasthan); ‘banker to every Indian’ (SBI), ‘we understand your world’ (HDFC bank) etc., have much to do in terms of customers’ satisfaction. Nevertheless, in my opinion, the bank staffs are desperately in need of soft skills or customer service training. In case they have forgotten, they must go for the refresher courses. They must realize that, instead of having ‘I know it all’ at-

Perhaps, I’d suggest changing their slogans to ‘rush hour’, ‘exclusively for the rich’, ‘no time for you’ etc., in case they have no time for the average customers. Even when one goes for routine health check-ups, we nevertheless come across the infamous ‘wait’ and that scornful, indifferent staffs of the clinics or hospitals. We are made to wait endlessly for consultation with doctors. Whenever we want clarifications, the staff looks at you as if you are asking for a lifetime favor. Can’t we have a system where we are informed about the timing of our appointment? Can’t we have staff trained in soft skills and are a bit more motivated and professional? Moreover, there also seems to be the parallel existence of pharmacies and doctors’ clinics; in other words, a business deal where the medicines prescribed by doctors from one particular clinic are available only at the pharmacy attached to that aforesaid clinic. No doubt, it is convenient for patients but it is also possible that better and more appropriate prescriptions can be made (Am I speculating on this?). The problems and inconveniences are not just restricted to the banks and health care services. We come across the same sort of problems with the telecommunication providers as well. We are all familiar with the kinds of services we are provided with. Sometimes, it makes

me wonder why the telecom providers charge me even for the services I am not provided with. When I make telephone calls, and I am sure many of us have gone through such experiences, all I can hear is at best some indistinct voices, and at worse, a dreary inaudible silence. Can we ask the service providers not to arbitrarily cut our phone balance because we can’t talk? You can talk or not, that’s not a problem for them. You are charged, regardless. It’s the same with television service providers too. They will give a number on the screen to call or message in times of technical difficulties or problems. So, you call or message them; and what you get is some weird instructions at a very high toll. Why do we have to pay when all we get from them are some weird instructions? Another example is the education sector. You can experience tedious processes here as well, especially during the admission season. I also know many heads of schools and colleges take extra care for the convenience of admission seekers. At the same time, many don’t care. First is the ‘wait’ to meet the in-charges, and second is the advice to ‘come later on’. It really takes a toll on parents when they have to come day after day seeking admissions to meet the heads of institutions. I understand admission times are busy times for educational institutions and I also understand that getting into the right institutions is also important for the parents as well.

But, in my opinion, admissions can be granted or denied at the first meeting. Of course, terms and conditions apply. And lastly, the inconvenience we face from our landlords. Many of us have rented or are presently renting rooms or houses. We are paying rent for the facilities provided to us. However, staying in a rented place becomes an unpleasant experience when the landlord starts imposing unwarranted rules and regulations, restrict movements, visitors, and arbitrarily hiking the rent every New Year. I have not come across any authority regulating rents, at least in Dimapur or in Nagaland. At the same time, I would like to make it known that I am paying rent not for the landlords to impose rules and regulations on me and my family, but for the rooms or the house I have rented. Given the numerous challenges in our State, maybe it is understandable for the suppliers to run a monopoly on the services provided to the consumers with less regard for consumers’ interests. However, if greater regard could be given to all types of customers, it would definitely make everyone happier. PM Modi lashes out at Pakistan, Pakistan hits back NEW DELHI, August 16 (REutERs): Prime Minister Narendra Modi took aim at supporters of "terrorism" in his Independence Day speech on Monday, ratcheting up criticism of Pakistan while avoiding direct mention of monthlong protests in Indianruled Kashmir. Modi also pitched a vision of national unity and progress in his third annual address from the ramparts of the Red Fort in Old Delhi that, at 94 minutes, was the longest delivered by the 65-year-old leader. Yet it was a broadside against Pakistan, the archrival also born out of independence from Britain and partition, that left the strongest impression in a speech that otherwise focused on his government's achievements. "What kind of life is this, inspired by terrorism? What kind of government setup is it that is inspired by terrorism?" asked Modi, who delivered the open-air address amid a security lockdown in the Indian capital. "The world will know about it and that's sufficient for me." Modi referred to messages of support he had received from people in regions of Pakistan, including the restive province of Baluchistan, drawing a rebuke from Islamabad which accused him of fomenting terrorism there. Modi was "only trying to divert world attention from the grim tragedy that

has been unfolding in the Indian Occupied Kashmir over the past five weeks", Pakistan's foreign affairs adviser Sartaj Aziz said in a statement. Baluchistan's provincial capital, Quetta, was the scene of a suicide bombing on Aug. 8 that killed more than 70 people and wounded at least 100 more at a hospital. A Taliban faction and Islamic State both claimed responsibility. KASHMIR RAIDS As Modi spoke, gunmen attacked a police station in Srinagar, killing an officer and wounding 10 police and paramilitary troops. Two militants were killed in the ensuing shootout, police said. The army also said it had foiled an infiltration attempt from Pakistan into North Kashmir, killing three militants. Kashmir has witnessed violent protests since a July 8 encounter in which security forces eliminated a commander of Pakistanbased Islamist militant group Hizbul Mujahideen. 22 people arrested for Christians condemn Patanjali's 'holy Cross' commercials attack on Dalits in Gujarat

AHmEDAb AD, August 16 (PtI): Police have arrested 22 people in connection with the attack on Dalits returning to Bhavnagar after attending a protest rally in Una town in which cops were also targeted. The attack took place last evening at Samter village near Una, about 350km from Ahmedabad. The policemen came under attack when they tried to control the violent mob that targeted the Dalits. The attackers were residents of Samter, around 11km from Una town in Gir-Somnath district "After the rally, anti-social elements blocked the road near Samter when Dalits were returning. They attacked a group of Dalits. We lobbed 46 teargas shells, fired six rounds in the air and used batons to disperse the mob," GirSomnath Superintendent of Police H R Chaudhary said today. "We have arrested 22 people for the attack," he said. According to Una Police Inspector H G Vaghela, those arrested have been booked on charges of rioting and assaulting Dalits as well as policemen. Some of them have also been booked for attempt to murder, said Vaghela, who

was injured while trying to control the mob. At least 12 Dalits were injured and around eight of them suffered severe wounds. The victims claimed that the residents of Samter attacked them to avenge the arrest of 12 people of the village in connection with last month's Una Dalit flogging case. They said of the 30-odd people arrested till date in the Dalit thrashing case, 12 hail from Samter, located near Mota Samadhiyala, where cow vigilantes assaulted a group of Dalits for allegedly skinning a dead cow. Meanwhile, senior Congress leader Shankersinh Vaghela said the incident shows there is a breakdown of law and order in the BJP-ruled State. "Yesterday's attack on Dalits proves there is complete lawlessness in Gujarat. Law and order does not exist in Gujarat. Not just Dalits, members of Patel community, women as well as tribals are targeted regularly in Gujarat," Vaghela told reporters. Deputy Chief Minister Nitin Patel hit back, saying the main Opposition party is raising such issues for political mileage and with an eye on the 2017 Assembly election.

"We strongly object to the depiction of the holy Cross, the very symbol of the Christian faith. We feel this is Baba Ramdev's agenda of targeting a particular minority community. We demand that this commercial should be

Such demagoguery would definitely result in increased attacks on churches and Christian institutions in India, Mathai pointed out. The charges, including sedition, rioting, an unlawful assembly and promoting enmity were mentioned in the FIR (first

information report) police filed on Monday, two days after the RSS-affiliate ABVP lodged the complaint with audio-video evidence on August 13 and protested against Amnesty on Sunday at the venue (United Theological College) in the city centre where the event was held. "We are investigating the complaint and checking the video to ascertain the charges and identify those who raised the slogans for culpability," the official said but declined to elaborate. The sedition charge under section 124A of the IPC amounts to an attempt to cause hatred or contempt

It has been just over 69 years since the stroke of the midnight hour when India awoke to life and its freedom. Over the past 69 years, we have had many of the pledges realised not wholly or fully but quite substantially. Barring some time periods, our freedom as a people has remained largely intact. It is thus important at this juncture to look at some critical aspects of what this freedom has come to mean to us -- particularly from an economic viewpoint and what has been the role of the state in helping India expand the freedom of its people. We were, at a recent conference, asked some basic questions on our personal preferences and choices. Since freedom in a fundamental sense is also related to the expansion of our life's choices for realizing one's potential we list some of these questions here. A large number of people were reluctant to take the first two questions and a large proportion of people, to questions three to six, talked about taking private alternatives and the failure of the state. While one may cite the sample size as well as the sample as a problem (since most of the participants were from the National Capital Region (NCR) and about 60 of us were in the room) these do, to an extent, reflect some basic realities pertaining to choices and preferences which people in India make. private sector alternatives at affordable prices. Now this is not to mean that private sector does not have its own set of problems in India. These include greed and incompetence, like in the healthcare system, which appears to be outside the ambit of most of India's population, as well as high school fees that people often complain about. In this fundamental sense, the Indian state has essentially been minimal (a specific term

in political philosophy meaning a state performing only the basic function of maintaining law and order) but in a unique sense of being present in most sectors but not performing any duty properly, barring national defence (where India has a well trained and professional human resource pool) but it's defence production and acquisitions too are less than satisfactory. Post the 1980s, after India gave up the socialist model

of development, the state has shrunk and has faced competition from the private sector in these as well as other distinct sectors of the economy. The choice-set for people has expanded -- largely not due to the state but in spite of it. The citizens, too, have to demand less from the state in terms of goods and services and more in terms of setting up conditions that enable their provision of those goods and services. India, in our view, is still to realize its economic freedom as it celebrates its 70th year of independence, which is dependent conceptually on important elements like protection of property rights, voluntary exchange and freedom to compete in markets. We hope in the years ahead, India realizes this economic freedom and enables any citizen to be able to approach the legal system or police without fear and favour. That is the yardstick by which the Indian state should measure its performance and enable India's true tryst with destiny.

NEET 2016 exam results declared

NEW DELHI, August 16 (mExN): The Central Board of Secondary Education (CBSE) announced the result for both phase I & II of the National Eligibility cum Entrance Test (NEET) held in May 1 and July 24 this year. NEET-I was conducted at 1040 centres in 52 cities all over India and abroad & NEET-II was conducted at 739 centres in 56 cities in India. In a notification on its website, the CBSE informed that the result is available at cbseresults.nic.in. The result was originally scheduled to be announced on August 17 but declaring day earlier, it added. According to CBSE, while there were of 8,02,594 eligible applicants in both the exams, 7,31,223 appeared for the exam. As many as 4,09,477 candidates have cleared the exam. Girls did better than boys with 2,26,049 candidates clearing the exam out of the 3,93,642 that appeared. 1,83,424 males qualified out of 3,69,649 applicants who appeared. Four transgenders out of the nine who appeared have also qualified the exam. The Board also informed that candidates can access their result on www.aipmt.nic.in, www.cbse.nic.in and www.cbseresults.nic.in. AI staffer promoted for 'honesty'

NEW DELHI, August 16 (PtI): National carrier Air India has promoted one of its security personnel out-of-turn for showing exemplary honesty and professional integrity. This is the first time in the history of the flag carrier that an employee was given out of turn promotion for "honesty", according to Air India. Subhash Chander, who is presently posted in the security wing of the airline, has been promoted to the rank of officer security for his "exemplary conduct" by the Air India Chairman and Managing Director Aswani Lohani, according to an official statement. "On August 15, during the pipping ceremony, AI's executive director for security, Alok Singh (IPS) conferred upon Chander stripes of the rank of officer, security," Air India said. Chander, who is a science graduate and has undertaken several courses in aviation security, had on several occasions returned valuables, cash and belongings left by passengers on aircraft, it said adding, In one such case in June this year, while checking a flight which had arrived from Hong Kong, Chander had found a pouch containing over Rs 5 lakh in foreign currency, which was returned back to the passenger, according to the statement. On August 25, 2003, gold ornaments left by a Saudi Arabiabound passenger from Bhopal were returned after being found by Chander, it said. Chander is serving Air India for the last nearly 29 years, it said.

Swachh Bharat: Govt mulling penalising those spreading dirt

NEW DELHI, August 16 (PtI): The government is considering imposing penalties on those spreading dirt in urban areas as part of measures to make Swachh Bharat Mission a success, Union minister M Venkaiah Naidu said today. He said the government is considering a three-point strategy for success of the cleanliness drive. "There is a three-point strategy for this mission -- first, to create infrastructure; second, change the mindset; and third, at end of the day we need to consider imposing penalties in urban areas once the entire infrastructure is created," he said. Speaking on the sidelines of a workshop on 'Scaling up Citizens' Participation to a Jan Andolan in Swachh Bharat Mission (Urban)', Naidu said, "Swachh Bharat Mission is now becoming a jan andolan (people's movement) but not fully. Trump promises to work with NATO to defeat Islamic State YOUNGSTOWN, AUGUST 16 (ReUTeRS): Republican Donald Trump said on Monday he would work closely with NATO allies to defeat Islamic State militants if he wins the White House, reversing an earlier threat that the United States might not meet its obligations to the Western military alliance. In a policy speech, Trump said he would wage a multi-front "military, cyber and financial" war against Islamic State, although it was not clear how that would differ from the Obama administration's fight with the jihadist group. "We will also work closely with NATO on this new mission," said Trump, whose remarks about the defense organization earlier this summer drew heavy criticism from allies and even some of his fellow Republicans. Trump said a newly adopted approach to fighting terrorism by the organization had led him to change his mind and he no longer considered NATO obsolete. He was apparently referring to reports the alliance is moving toward creating an intelligence post in a bid to improve information sharing. While Trump appeared to claim credit for prodding NATO to focus more on the threat of terrorism, the 28-nation alliance has been grappling with the issue for more than a decade. Trump called for shutting down access to the internet and social media for those aligned with Islamic State, which holds territory in Syria and Iraq. Air strike on MSF hospital in Yemen kills at least 11 DUBAi, AUGUST 16 (ReUTeRS): A Saudiled coalition air strike hit a hospital operated by Medecins Sans Frontieres in northern Yemen on Monday, killing at least 11 people and wounding 19, the aid group said. A Reuters witness at the scene of the attack in the Abs district of Hajja province said medics could not immediately evacuate the wounded because war planes continued to fly over the area and emergency workers feared more bombings. "The location of the hospital was well known, and the hospital's GPS coordinates were repeatedly shared with all parties to the conflict, including the Saudi-led coalition," the aid group also known as Doctors Without Borders, said in a statement. It said one of its staff members was among those killed when an aerial bomb hit the hospital compound, also killing 10 patients. "This is the fourth attack against an MSF facility in less than 12 months," the statement said. "Even with the recent United Nations resolution calling for an end to attacks on medical facilities and high-level declarations of commitment to international humanitarian law, nothing seems to be done to make parties involved in the conflict in Yemen to respect medical staff and patients." A spokesman for the Saudi-led coalition did not

immediately respond to a request for comment. Another air attack hit what MSF described as a school in neighbouring Saada province on Saturday, killing 10 children. The coalition said the bombing had targeted a training facility run by Yemen's dominant Houthi movement. U.N. China calls on Nepal's factions to unite for stability BeiJiNG, AUGUST 16 (ReUTeRS): China's Foreign Minister Wang Yi said on Tuesday he hoped all political factions in Nepal would unite and promote stability, after Nepal sent an envoy to Beijing to clear up questions over the future of bilateral agreements. Nepal's Maoist Prime Minister Prachanda, 61, who led a decade-long insurgency that ended a feudal monarchy, replaced communist K.P. Oli this month amid uncertainty about a slew of deals made by Oli during a visit to Beijing in March. Those deals included permission for Nepal to use Chinese railways, roads and ports to trade with third countries, and signalled a shift by the landlocked Himalayan nation away from its traditional reliance on overland trade with its southern neighbour, India. LONDON, AUGUST 16 (ThOmSON ReUTeRS FOUNDATiON): An outbreak of yellow fever that has killed hundreds of people in central Africa could spread across the world, an international children's charity warned on Tuesday, even as a massive vaccination campaign was expected to get underway. The Democratic Republic of Congo (DRC) declared a yellow fever epidemic in June after the haemorrhagic virus spread from Angola, where at least 360 people have died since last December in the worst outbreak in decades. A wide effort to bring the outbreak under control by vaccinating more than 10 million people in DRC was due to start this

week after delays due to shortages of vaccine and syringes. "There is no known cure for yellow fever and it could go global," said Save the Children's country director for DRC, Heather Kerr, in a statement. The yellow fever vaccine takes one year to manufacture. Save the Children said there are only 7 million emergency vaccines after stocks were depleted in series of outbreaks earlier this year. World Health Organisation (WHO) advisers have recommended using a fifth of the standard dose of vaccine in the event of a global shortage - enough to immunize temporarily but not to give lifelong immunity. "We've got to urgently reach as many children and families as we can with the supplies that are left, and this is the only way we are able to do that right now," Kerr said. The WHO aims to vaccinate 8.5 million people in Congo's capital Kinshasa and 3.4 million in DRC's border areas before the onset of the rainy season in October, to reduce the risk of mosquito-borne diseases spreading. A total of 2,269 suspected cases and 16 deaths have been reported in DRC as of August 8, the WHO said. Angola is starting a campaign this week to vaccinate 3 million people. The epidemic appears to be declining in the Southern African country with no confirmed cases reported in July or August, the WHO said.

he reports about Daniel Craig starring in television drama 'Purity' disappointed millions of 'Bond' fans worldwide as it triggered rumours that the actor would no longer play the character. David Nevins, the CEO of US Network Showtime, however, clearing the air confirmed that 'Purity' would not rule him out of playing Bond in any future instalments, reports the Independent. "It depends when they do the next James Bond movie, but I don't think it precludes him is the answer," said Nevins. Adding, "[Purity] will largely be completed during the course of 2017, depending how long they're willing to wait and shoot the next Bond. There might be some breaks somewhere, but [production] will be fairly continuous." Previous to that, the 41-year-old English actor has starred in four '007' films, the most recent outing being 'Spectre'. new delhi, august 16 (ians): Indian wrestler Narsingh Yadav's participation in the Rio Olympics was in jeopardy on Tuesday with the World Anti-Doping Agency (WADA) appealing in the Court of Arbitration for Sports (CAS) against the clean chit given to him. "Yes, WADA has appealed the verdict on Narsingh to CAS, which will hear both parties on Thursday August 18," Brij Bhushan Sharan Singh, Indian wrestling's governing body president, told IANS on Tuesday. Narsingh is scheduled to open his Rio campaign in the 74 kilogram freestyle category on Friday, August 19, a day after the hearing is

scheduled to take place. "Our lawyer has already acknowledged the WADA letter. We will put a strong defence for Narsingh. He has a good chance of getting cleared," Brij Bhushan added. Narsingh, who bagged the quota with a bronze medal finish in last year's World Championships, first returned positive for a banned steroid following a dope test on June 25 by the National Anti-Doping Agency (NADA). But NADA exonerated him of all the doping charges on August 1, after postponing the verdict twice in July, saying he "was a victim of sabotage done by a competitor". The Wrestling Federation of

First IMAFI Nagaland meeting held

Kohima, august 16 (mexn): The first Meeting of the International Muaythai Alliance Federation Inc – Nagaland (IMAFI Nagaland) was held on August 14 at Hotel Japfu, Kohima under the direct supervision of Oken Jeet Sandham, President of IMAFI Asia and India. IMAFI Nagaland President Methna Konyak, while welcoming the IMAFI Asia President, Oken Jeet Sandham, expressed confidence that with the formation of IMAFI Nagaland, Muaythai activities in Nagaland would grow from strength to strength.

Oken Jeet, who is also Secretary General of IMAFI World HQs, Manila, Philippines, briefed the IMAFI Nagaland leaders during the meeting about the past and present Muaythai scenarios in the country and the world. He also explained about the roadmap of Muaythai under IMAFI World HQs and also as to how IMAFI Nagaland would pursue to promote Muaythai activities in the State. During the meeting at Hotel Japfu, Joshua and Nungshilemba were elected as Vice President and General Secretary of IMAFI Nagaland respectively.
