ACAUT meets Standing Committee on Lokayukta Proposes 5-year “cooling off” period after retirement before a retired bureaucrat can be considered for office DIMAPUR, AUGUST 18 (MExN): The Against Corruption and Unabated Taxation (ACAUT) Nagaland met members of the Standing Committee on Lokayukta, constituted by the NLA, at Kohima on August 17 and submitted the points to be included in the final draft of the Nagaland Lokayukta Act. A press note from the ACAUT informed that the Standing Committee led by its Chairman, Er. Livi Rengma, and members, namely, C. Apok Jamir, R. Tohanba, and Dr. TM Lotha, while expressing the dire need for a Nagaland Lokayukta Act at this juncture, also voiced apprehension that the body maybe misused for political vendetta. On its part, the ACAUT voiced apprehension that the Lokayukta “should not become another paper tiger like the State Vigilance Commission whereby even its suo moto power has been taken away with by the State Cabinet, an issue first raised by the NTC.” The Standing Committee was also apprised of the danger of senior bureaucrats on the verge of retirement lobbying for membership in the Lokayukta. Therefore, to discourage the political practice of rewarding loyal bureaucrats with membership in various constitutional and statutory bodies, the ACAUT proposed a “Cooling Off” period of at least 5 years after retirement before any retired bureaucrat could be considered for the august office. Meanwhile, the ACAUT also told the Committee the anti-corruption ombudsman has “nothing to do with Article 371 (A) and thus citing reason that Lokayukta violates article 371 (A) has no logical basis, the Article 371 (A) has been frequently misinterpreted to suit vested interest.” It expressed strongly that the Nagaland Lokayukta Act should truly satisfy the people of Nagaland; that it should be able to address the unfettered corruption taking place wantonly and with impunity. Dilution of the final Lokayukta draft being a serious concern, a request was put forward to the Committee that the final draft should be made public before it is passed in the coming Winter Session of the Nagaland Legislative Assembly.

Rengma Naga and Karbi villages in the extremely underdeveloped areas of Karbi Anglong, Assam, have been severely affected by floods due to a cloudburst in the wee hours of August 16. In the Rengma Naga areas of Assam (also known as Western Rengma areas), the floods have led to the destruction of houses and paddy fields while a four year old girl child drowned. The floods began at about 2:00am of August 16 after a cloudburst, leading to the swelling of the Khanari stream that flows through the Rengma Naga areas of Assam. The flooding began from Richangari village (Greater Khanari), spreading to Khanari village, Khonwani village, Ridongünyu village and Phentsero village. On the other side of the stream, Borlangso village was flooded. “People did not know about the cloudburst till the floods began to reach their houses in the early morning hours,” said Phenpiga H. Rengma, President of the Rengma Naga Students’ Union (RNSU), Karbi Anglong, Assam. As a result, while adults could escape somehow, four year old Shayen Nyenthang who could not run away from the flooding waters at Khonwani village drowned. Eight paddy fields in Khonwani were also washed away. Mean-

while, three paddy fields were lost to the floods in Richangari, seven houses, 30 paddy fields, 29 cows and nine pigs drowned in Khanari with one water pump and the Lower Primary Government School washed away, three paddy fields went under water in Ridongünyu, 15 paddy fields drowned in Phentsero and a large number of chicken and pigs drowned in Borlangso with paddy fields washed away. Karbi villages in the area, namely Mai Gaon, Lakhiram Gaon and Hanse Gaon, were also badly affected by the flooding waters though the extent of damage is not immediately known. “People have now moved to higher ground and made temporary camps in the villages,” informed Rengma, from the little information the RNSU could access through the day.

Despite facing violent conflict in 2013 that could not be contained due to ill connectivity of the region and led to large scale internal displacement of people, the region has not been given much attention. Civil society organizations like the RNSU have been in discussions with the Karbi Anglong Autonomous Council (KAAC) administration since August 17 in order to get medical and material relief to the area but lack of roads and communication technology has hampered their movement alongside timely and accurate information from the areas. A team led by the Assistant Revenue Officer of the KAAC left this morning to assess the ground situation but connection could not be established with them later in the day. A medical and veterinary team is expected to leave

for the affected areas soon, informed the RNSU President. “So far no relief materials could be provided to the people as the only road that connects these villages with the rest of the State is totally cut off due to the flooding river,” stated Aga Rengma, President of the Western Rengma Students’ Union, Nagaland (WRSUN) in a press release today. Both the RNSU and the WRSUN have requested government authorities to either clear the road at the earliest or consider dropping relief material by using helicopter services in case the roads cannot be immediately cleared. Further, all concerned citizens, governments and non government organizations have been requested to extend help in cash or kind to the affected villages.

change that has been adversely affecting the present generation. Keeping in view the importance of combating climate change at the present context, Zeliang urged the Red Cross to join the “Green Campaign” and actively support the initiatives and interventions started by the government and non-governmental agencies. Further, the Chief Minister expressed happiness over the activities carried out and services rendered to the people in time of need by the society. many volunteers to become the first medical responders in times of need. KOHIMA, AUGUST 18 (MExN): Members of the All Nagaland Pre-Service Teacher Association (ANPSTA) from Kohima, Dimapur, Mokokchung, Wokha, Zunheboto, Phek and Peren districts have written to Nagaland’s Commissioner & Secretary, Department of School Education (DoSE) and the Director of DoSE registering their protest against “back door appointments” of teachers as well as highlighting the need for recruitment of teachers through “open competitive exams.” These teachers stated that they have all passed the Nagaland Teacher Eligibility Test (N-TET) conducted in the years 2013 and 2016, and are eligible to be appointed as primary teachers in any school in Nagaland. The letter, signed by the ANPSTA Action Committee Convener Bendangsunep Longkumer and Vice-Convener Avi Ringa, asserted that despite having passed the N-TET, no selection process for recruiting any from among them as primary school teachers has been done nor have any of them been appointed on the basis of merit to the said post. This has been apprised to the authorities on several occasions, it was informed. Noting that “Many of the schools in our State are languishing due to shortage of teachers especially in the villages,” the Action Committee of the ANPSTA stated that “No examinations to fill up many vacancies caused by the retirement of teachers in the Primary Schools has been conducted which is detrimental to public interest

and the same compromises with the educational future of our nation in general, and our state in particular.” Backdoor appointments The Action Committee of the ANPSTA alleged that over the “last several years” the DoSE has been appointing primary teachers “back-door on contract/adhoc/ temporary basis in various schools in Nagaland without following the N-TET Guidelines and/or without conducting any selection process.” The teachers noted that such “pick and choose policy” has denied them the right to equal opportunity as enshrined in Articles 14 and 16 of the Constitution of India. In that, the teachers called for “all such appointments” to be “immediately cancelled/terminated” and recruitment made as per the provisions of the Constitution of India. The body reminded that the DoSE had “frozen” the filling of posts falling vacant due to retirement, death, resignation, termination etc. from May 1, 2013. Such posts were notified to be transferred to deficit schools till such time the required Pupil Teacher Ratio (25:1) is attained in all schools in Nagaland. The recruitment to these would be made through the N-TET. However, the ANPSTA alleged that the above mentioned notification was used as a means to “facilitate the rampant backdoor appointments” by DoSE. It demanded for all “back-door appointments” and “regularization” attempts of such appointees since 2013 be “set aside” and recruitment be conducted as per law. The Action Committee also stated that if the representation to the DoSE is not considered within a period of 15 days, the ANPSTA will have to seek redressal before an appropriate court of law.

MDTOA demand repair of Mkg-Mariani highway MOKOKCHUNG, AUGUST 18 (MExN): The Mokokchung District Truck Owners Association (MDTOA) has written to the PWD National Highway appealing for repairs of National Highway between Mokokchung and Mariani Road. In a representation, the MDTOA pointed out that the National Highway between Mokokchung and Mariani road

is the lifeline of Mokokchung, Tuensang and Zunheboto. It lamented that the road condition has worsened and heavy vehicles are now unable to ply on it. It informed that over 500 to 700 heavy vehicles ply daily. It cautioned that failure to repair the road would compel the association to initiate a ‘chakka bandh’ on the said highway.

The CNA apprised the Vice President on the need for basic necessities in the region such as transportation, education, health care, education, communication

and rural development program. The Vice President assured CNA to put the agenda in the emergency cabinet meeting. In addition, he assured that he would focus on Chin State and Eastern Nagaland, Myanmar during his term for development. The CNA further requested that the concerned authorities and CSOs maintain accountability and transparency in terms receiving of donations and expenditures meant for victims of the disease.

Dmp railway station development stalled due to pending court case Morung Express News Dimapur | August 18

Widening works of railway lines no 2 and 3 at Dimapur railway station have been stalled owing to a status quo order passed by the district court following a case filed by some parties who were evicted by railway authorities. Addressing media persons on Thursday, Divisional Railway Manager (DRM), Lumding, NF Railway, Pankaj Jain said that around 50 households inside railway land were evicted in a “proper manner” along with magistrates and police. “But around 15-16 households who were in possession of land pattas illegally issued by the state government had filed a case in the court which ordered status quo,” he said and added that entire works have been stalled owing to the order. Pankaj said that the state govern-

ment was to submit a written statement to the court regarding its position on the case by August 31, 2016. The railway authorities have appealed the Zonal Railway Users’ Consultative Committee and Divisional Railway Users’ Consultative Committee to help the railways with the land problem. Railway authorities have also appealed the public for their support to uplift and develop the Dimapur railway station. The DRM pointed out that several other developmental activities have been taken up at the railway station such as installing two water coolers, construction of more retiring rooms, upper class AC halls, opening of Unreserved Ticketing System centre, placing more dustbins etc. Upon query by media persons regarding unhygienic toilets in trains originating from Dimapur railway station, the railway officials present

Mokokchung, August 18 (MExn): Given the deplorable road condition leading to the Phangsang Ad-hoc Town, the teachers serving in the seven government schools in the three villages and one town came together to repair the road leading to their destination and carried out a mass road repairing work on Thursday, August 18. The endeavour was participated by nearly six hundred persons from the three villages and one town participating in the road repairing work. The initiative to start this work was taken up at first by some teachers some teachers posted in the area who commute daily from Mokokchung to the Phangsang areas, which is roughly thirty kilometers away from Mokokchung town. The narrow road which was blacktopped in the middle of the 2000’s was in a deplorable condition. With no government help forthcoming, the teachers, number-

ing nearly sixty of them, decided to collect a sum of money among themselves for a couple of months. They approached the village councils of Chakpa village, Yaongyimti (Old), Yaongyimti (New) and Phangsang Adhoc town council for logistical help. On Friday, August 18, nearly six hundred villagers were mobilized and repaired the road, which is the main lifeline of the four villages and the only town in the area. The volunteers repaired nearly ten kilometers of the worst hit stretch of the road. Two pickup trucks and one mini truck was pressed into action to transport the boulders while the volunteers filled up the pot holes and also cleared the drainage. It may be noted that there are seven government run educational institutions in the area: three government primary schools at Chapha village; one government high school and one GPS at Phangsang; one GMS at Yaongyimti (New) and one GPS at Yaongyimti (Old).

Cardamom cultivation improving life at Chingmei village ‘Literature of a people encompasses everything about them’ Our Correspondent Kohima | August 18

With the intervention of the Integrated Watershed Management Programme (IWMP) project at Chingmei village under Tuensang district during 2009-2010, cardamom cultivation has been taken up as one of the major plantation crops. During the period 2011-12, 30% of the total household in the village was involved in cardamom cultivation. In the subsequent years, the programme further encouraged the villagers to go for large scale cardamom cultivation wherein they are also provided with technical field assistance as well as training on cardamom cultiva-

tion. As a result, more than 90% of the total household has been observed to be covered under cardamom cultivation during 2015-16. Situated in the eastern part of Tuensang district, Chingmei is one of the biggest villages of the Chang tribe with 525 total number of household. During 2014, the villagers harvested a total of 2446 kgs, and sold at the rate of Rs. 600 per kg, generating an income of Rs. 14,67,600. In the following year, a total of 4, 677 kgs was harvested and sold at the rate of Rs. 800 per kg, generating an income of Rs. 37,42, 000. They also earned Rs. 8,00,000 and

Rs. 18,02, 600 in the year 2015 and 2016 respectively through suckers/seedling supply. An estimated harvest of 6500 kg to 7000 kg is expected in the current year with an anticipated income of Rs. 6.00 lakhs to Rs. 6.50 lakhs. The villagers have also started supplying suckers and seedlings to the neighbouring villagers. Ever since the village took up cardamom cultivation, there has been a positive growth in their socio-economic condition, also giving them a better quality of life. This has also led to a decrease in the traditional way of shifting cultivation as many farmers are engaged in cardamom cultivation.

Professor of English, Dr. Temsula sharing her thought and vision on the topic said that the literature of Nagaland should not only be confined to English alone. “When we talk of writings from Nagaland we seem to talk of those written in English,” she said while adding, “Let us not narrow down Naga literature as only those written in English.” According to her, “What we talk of as writings from Nagaland is not our primary literature” rather it is the oral lore and narratives that forms the basis of the present day literature. Admitting the absence of one uniform Naga language

has been a barrier; nevertheless there are good amount of works in Naga dialects, she added. “I firmly believe that the literature of a people encompasses everything about them, every small detail of life,” she said while recalling how Native American and African writers drew inspiration from oral traditions in the movement towards assertion of identity. Stating that the “intelligible essence of our culture is still vibrant in us,” she admitted it is encouraging to see Nagas taking to writing. Stating “our writings” would be the harbinger of change, she posed a challenge for Naga writ-

ers to take up and confront issues with positive intent. Dr. Nigamananda Das, HoD, Department of English, Nagaland University observed how Naga writings has transformed and grown over the past few years. Citing Easterine Iralu, Dr. Temsula and others as exemplars, Dr. Das expressed optimism that the current wave of writings would continue with the same passion and consistency. The daylong seminar included paper presentations with professors from several colleges reflecting on the progression of Naga writings and on works by Naga writers.

“we may not know the effect of it immediately but it will surely have an effect on our environment and health.” He also asked the farming community present to consult KVK in case there is any observation of infection on food crop by pests/insects, and also shared on traditional knowledge to control such infections, by using garlic and wild herbs/shurbs. As an outcome of the workshop the gathering also came up with a five point resolution to do away with use of chemicals, pesticides/ weedicide in the fields; to introduce millet in large scale in jhum fields; to share and exchange traditional seeds; to revive all the traditional seeds like Job tears, barley etc; and tTo find avenues to install millet de husking machines in respective villages.

India to route petroleum products through Bangladesh Dhaka, auGust 18 (iaNs): Bangladesh on Thursday inked a short-term route permit agreement to allow India transport petroleum products from the northeastern state of Assam to Tripura through Bangladesh in the wake of floods that have drastically damaged Indian roads. The MoU was signed following India's request to Bangladesh in this regard. Trucks carrying petroleum products will ply on the Dawki (Meghalaya)-Tamabil (Bangladesh)Chatlapur (Bangladesh)-Kailasahar (Tripura) route, the Daily Star reported.

The short-term deal is valid till September 30. "Based on the request by the Government of India, the Bangladesh authorities have granted permission for the movement of petroleum goods on humanitarian grounds through the territory of Bangladesh till September 2016," the High Commission of India here said in a statement. Bank unions decide to join Despite politics, GST backbone national strike on September 2 on course for target date New Delhi, August 18 (iANs): Away from the public glare, a company set up by the government to create the logistical and IT backbone for the panIndia Goods and Services Tax (GST) regime will be ready to roll before the target date, as work didn’t stop even when political spats were delaying matters. In fact, the Goods and Services Tax Network (GSTN) was set up as a nonprofit, non-government company in March 2013 -at least a year before the latest bill was drafted for the Constitution amendment for migration to GST. The results are there for all to see and reap, the stakeholders said. “We’ll start testing by October,” GSTN Chairman Navin Kumar told IANS, referring to stage one of this exercise where existing payers of indirect taxes will migrate to the new system and tests will begin on the crucial software for the move to the new regime. “The hardware instal-

lation and software coding will happen by December. We hope to go for a beta run from February -- which means our system should be ready by mid-February. The target date for the rollout is April 1 next year. Everything has to be ready before that,” Kumar added. The company, which is based out of AeroCity on the outskirts of the capital, is uniquely structured: the Centre holds 24.5 per cent stake, the states and the Empowered Committee of Finance Ministers, as an entity, have another 24.5 percent, while the rest is with financial institutions. Despite the political bickering over the bill, the company has been quietly working so as to be able to deliver by the April 1, 2017, target date. It went ahead last year to float the tender to hire an IT company to execute the hardware and software side of the project, and awarded the contract by November. SBI board gives consent for acquiring 4 banks MuMbAi, August 18 (iANs): In a move that can potentially trigger a major consolidation in India’s staterun financial services space, the board of the State Bank of India (SBI) on Thursday approved the acquisition of four other entities in the industry subject to a host of approvals. The entities are: State Bank of Bikaner and Jaipur, State Bank of Mysore, State Bank of Travancore and the Bharatiya Mahila Bank. The news of this development came after the close of trading hours of Indian bourses. In mid-June, the government gave an in-principle approval to the proposal for the merger of six banking entities with the country’s largest lender, which State Bank of India chairperson Arundhati Bhattacharya hailed as a “win-win” for all. The other two banks that have not figured in Thursday’s list are: State Bank of Hyderabad and the State Bank of Patiala.

ICICI goes live with banking transaction product on mobiles MuMbAi, August 18 (Pti): Private lender ICICI Bank Thursday went live with a product that was showcased first at a start-up competition which allows customers to do banking transaction while using other application on mobile phones. Customers can transfer money, pay bills and recharge from within any application or browser using smartphone keyboard which will reduce transaction time, the bank said in a statement today. The bank claimed that it is the first lender in Asia to offer such a product under the label of ‘iMobile SmartKeys’, which has been developed by one of the winners at the ICICI Appathon, its mobile app development challenge organised earlier this year, it said. The product has been introduced to customers within three months of the competition.

Tata Consultancy Services (TCS), Wipro, Tech Mahindra and Microsoft participated in the tender and ultimately Infosys -India’s second-largest IT company -- bagged the Rs 1,380-crore project for a five-year period. The IT company was mandated to build the technology infrastructure called the GST System Project (GSTSP) -- a common portal for the use of tax-payers, administrators and other stakeholders with common services for registration, returns and payments. “It takes a number of years for a mammoth task like this to become operational. So had we waited for parliament to pass it (the GST bill), we wouldn’t have been able to do it by the target date,” Anita Rastogi, Partner for Indirect Tax with PwC, the official consultants, told IANS. “Earlier this year, when the fate of the bill was in limbo, only the hardware procurement was put on hold. We told Infosys not to

procure the hardware, but the software development was going on. We wanted to synchronise the developments with the live date for roll-out,” added Kumar. Due to differences between the government and some political parties, notably the Congress that had wanted several of its suggestions to be incorporated in the GST bill, its passage got delayed and secured the requisite ayes of the two houses only in the second week of August. On the next steps forward, The GSTN chairman said some 100,000 officials will be given training beginning October. The migration of existing tax-payers will also commence simultaneously and conclude before February, and beta-runs will start by mid-February, before the April 1 target. “Our assessment is of around eight million taxpayers under the GST. But our system will be able to take a much larger load. We’re working out a substantially higher taxpayer base of 10

million to start with,” said Kumar, a retired member of the IAS and former chairman of Delhi Metro. The top official also explained that GSTN was initially mandated only for the preparation of the front-end of the network, that is, for the interface with taxpayers. But it has also simultaneously been working on the back-end for 21 states. The new regime will involve two sets of identical taxes -- the central GST and the state GST. The rate of tax will be fixed by the GST Council, which will primarily be co-opted from the Empowered Committee of State Finance Ministers with Union Finance Minister as chairman. “When we started out, we were to build the common GST portal and applications for registration of taxpayers, filing of returns and making the tax payments. Later, 21 states and union territories requested us to take care of their backend as well, which we are also doing,” Kumar said.

Govt slaps USD 380 mn additional penalty on RIL New Delhi, August 18 (Pti): Government has slapped an additional penalty of USD 380 million (around Rs 2,500 crore) on Reliance Industries and its partners for producing less than targeted natural gas from eastern offshore KG-D6 fields. With this, the total penalty, which is in form of disallowing recovery of cost incurred, for missing the target in five fiscal years beginning April 1, 2010, now stands at a cumulative USD 2.76 billion. The Production Sharing Contract (PSC) allows RIL and its partners BP Plc of the UK and Canada’s Niko Resources to deduct all capital and operating expenses from the sale of gas before sharing profit with the government. Disallowing costs will result in government’s profit share rising. “Up to financial year 2013-14, the cost recovery proposed to be disallowed was USD 2.376 billion and consequent demand of Government of India share of additional profit pe-

troleum of USD 195.3 million on cumulative basis. “On June 3, 2016, the company received a revised claim up to year 2014-15 with a disallowance of USD 2.756 billion on cumulative basis and consequent demand of Government of India share of additional profit petroleum of USD 246.9 million, also on cumulative basis,” RIL said in a regulatory filing. Gas output from Dhirubhai-1 and 3 gas field in the eastern offshore KGD6 block was supposed to be 80 million standard cubic meters per day but actual production was only 35.33 mmscmd in 2011-12, 20.88 mmscmd in 2012-13 and 9.77 mmscmd in 2013-14. The output has been around 8 mmscmd in subsequent years. Only 14 Lakhs individuals in 30% tax bracket in 2012-13 New Delhi, August 18 (Pti): Only 14 lakh individuals out of the 2.89 crore assessees in the country declared an annual income of over Rs 10 lakh, attracting the highest tax bracket of 30 per cent, in assessment year 2012-13. As per the Income Tax Return Statistics for Assessment Year 2012-13, 14 lakh people or just 4.6% of the total assessees paid taxes in the highest 30 per cent tax bracket. There are 2.89 crore assessees in the country. These 14 lakh people accounted for 75 per cent of the total personal income tax collection. The analysis further revealed that of 2.89 crore taxpayers who filed returns, 1.63 crore (56.4%) did not pay taxes and 0.84 crore assessees (29.3%) were in the 10 per cent tax bracket. Taken together, these two segments constitute more than 85.5% of the individual tax base. The data showed there were 2,669 taxpayers with an income exceeding Rs 5 crore, accounting for 9.6% of taxes collected. The data also showed there were 1.51 crore individuals whose tax was deducted at source, but did not file returns. Had they filed the returns, the number of income tax payers filing returns could have gone up to 4.4 crore in 201213, from 2.89 crore. As per the I-T Act, people earning below Rs 2.5 lakh per annum are exempt from paying taxes. Those with income between Rs 2.5 lakh to Rs 5 lakh pay a 10% tax while Rs 5 lakh to Rs 10 lakh give 20% tax. People with income above Rs 10 lakh pay 30% tax.

Kohima DDCMC quarterly meeting held Mokokchung Power Crisis: MTLT cautions dept Kohima, august 18 (DiPR): The Kohima District Development Coordination and Monitoring Committees (DDCMC) (Disha Committee) held its quarterly meeting under the chairmanship of DDCMC Chairman and Lok Sabha MP, Neiphiu Rio at DC’s Conference Hall on August 18. Minister for Social Welfare, Kiyanilie Peseyie, Minister for Forest, Dr. Nicky Kire, MLA Vikho Yhoshu, MLA Neiphrezo Keditsu and Deputy Commissioner, Kohima, Rovilatuo Mor IAS were also present in the meeting. Chairing the meeting, Neiphiu Rio said that the meeting has been convened to review the progress of the flagship programmes under the Ministry of Rural Development implementing in the district level. He said that the committee is to discuss on the ongoing activities

and also the grievances faced by the line departments while implementing the programme in the district level. He also asked the departments to present their reports in written in every meeting so that the area elected members would be aware on the ongoing programme in their respective areas. On the presentations of various flagship programmes under the Ministry of Rural Development highlighted by different developmental departments, Rio suggested the DRDA Kohima to have a monitoring mechanism which is required to ensure every citizen must work and eat under the implementation of the programmes. On Social Welfare presentation under National Social Assistance Programme (NSAP), Rio asked the Department to co-ordinate with GBs and Councils of the Villages/ Wards

for verification of the listed beneficiaries so as to reach the right eligible persons. Dr. Kire also advised them to cross check the list with the Panchayat and verify the eligible persons while issuing the scheme to the beneficiaries. Rio asked the Department of PHE to co-ordinate with its line Departments to work out together in order to manage and divide the water for farming and consumption during the dry season. Rio also asked the education department to conduct surprise checking on the teachers available in their duties and also to check the school’s performances for further necessary action. On Power sector, Rio commented that the Integrated Power Development Scheme (IPDS) is the only source where improvement of power system can be upgraded for electricity distribution. He

said that IPDS is a flagship programme of the Ministry of Power and under this Scheme, the sub-transmission network and distribution network and metering in urban areas will be strengthened to supplement the resources of DISCOMs/ Power department. He also asked the department to know the actual power position and its system and as to how the resources can be taped. In this regard, the DC informed the house that to minimize the power consumption in the district and also with an aim to reduce the electricity bills of an individual, the Kohima District Administration has recently initiated and launched the ‘Energy Efficient Kohima’ where a Memorandum of Understanding was also signed with Energy Efficient Services Limited (EESL) to continue the programme and cover all the villages

under the district. Mor also apprised the members that the Committee’s quarterly meeting has been earmarked after every three months and requested all the members to give importance to this meeting and also to maintain and record the achievement of their implementing programmes up to date in order to present in the next meeting. TR Zeliang’s case: Appeal filed in HC Kohima, august 18 (mExn): Following the dismissal of Nagaland State Chief Minister, TR Zeliang’s case in the Court of Judicial Magistrate First Class (JMFC), Peren on July 28, an appeal was taken up, at the Gauhati High Court Kohima bench before Justice LS Jamir, the hearing for which was held on August 18. It may be noted that the case involved allegation concerning information of TR Zeliang’s educational qualification filed in a sworn affidavit in his election nomination papers in 2013. The judgment had further remarked that the ‘instant case is in the shape of a political vendetta.’ The Supreme Court order dated June 15, 2016 had directed the lower court to determine the question of limitation on the two cases filed. Working conditions of media in Nagaland

A

part of the thrill for journalists is the feeling that we are rendering a benign service to society by highlighting untold stories that affect people’s lives to a wider audience including policy makers. In doing so, journalists often become a part of social dialogue. But that thrill is often doused by the society’s idea of how the media functions in Nagaland. Here are a few examples. Not long ago, an organisation had expressed unhappiness over the manner in which their rejoinder to a news item was edited. A two thousand worded rejoinder to a 50 worded news item is obviously out of track. The piece was relevantly carried. However, this particular organisation would not accept any explanation, and went a step further by challenging only one media organisation leaving out the rest of the media houses which had done the same. To cite another case, there was a hilarious incident wherein an organisation asked media houses to put the number of participants of an event at 10,000. The programme was organised in a 1000-seating capacity community hall and the photos showed the hall was half-empty. Again, there was an interesting press release ending with a line: Do carry this note in tomorrow's edition in toto. The press release was supposed to be a condolence note. The first line started like this: This youth club expresses its profound gratitude to the sudden demise of… Here is another anecdote this writer had presented earlier too. One cold winter evening the whole Christmas mood was hijacked by a visit from three strangers to the office. They claimed to be from one of the underground organisations. They requested us to get their press release announced in the newspaper. We declined to accept their matter. The sole reason for our decision wasn’t that it was a serious allegation against another outfit—but that it was a handwritten note on a normal sheet of paper. We requested these supposed underground cadres to return with their official letterhead containing at least a telephone number. One among them was conveying our stand to their leader over phone. After a while the person gave me his phone saying that the leader wanted to speak to me. The underground leader asked me whether letterheads were issued by Osama Bin Laden before the 9/11 incident (as we had carried the news). He further inquired if any letterhead was issued by the Assam floods for media coverage. Another interesting case was when an underground cadre said to be the secretary of the publicity affairs of his outfit (not in ceasefire) telephoned our office to publish press statements. Our office clearly told him that we would not be able to entertain his statements because it lacked authentication. This cadre asked me what the criteria was for press notes to be published in the newspaper. The cadre was told that one of the norms or factors required was a letterhead containing a contact number. Three days later this underground cadre telephoned again asking the location of our office. He sounded tense and uptight. He was in a hurry. He walked into my room and gave me a bag weighing about 2 kilograms. The bag contained about 20 books of their letterhead. The cadre told me that since they were always on the run we should keep those letterhead books so that we could print their statements every time they wanted to issue press notes! I protested. Such is the condition of journalists working in our region to serve society. Working conditions of the media reflect the state of a society. The connotation of this is---happy journalists are found in a mature society. High-octane elements becoming media vigilantes often give rise to not just a sense of fear but also disorder in an atmosphere such as ours.

Fifth force of nature a strong possibility: Scientists

e know four fundamental forces - gravitation, electromagnetism, and the strong and weak nuclear forces. Now, scientists have discovered what can be the fifth force of nature. A previously unknown subatomic light particle may be evidence of a fifth fundamental force of nature and a key to understanding dark matter in universe, according to theoretical physicists at the University of California Irvine (UCI), US. "If true, it's revolutionary. If confirmed by further experiments, this discovery of a possible fifth force would completely change our understanding of the universe, with consequences for the unification of forces and dark matter,” explained Jonathan Feng, Professor of physics and astronomy. The researchers came upon a mid-2015 study by experimental nuclear physicists at the Hungarian Academy of Sciences who were searching for "dark photons.” These are particles that would signify unseen dark matter which, physicists say, makes up about 85 percent of the universe's mass. The Hungarians' work uncovered a radioactive decay anomaly that points to the existence of a light particle just 30 times heavier than an electron. "The experimentalists weren't able to claim that it was a new force," Feng said. “They simply saw an excess of events that indicated a new particle, but it was not clear to them whether it was a matter particle or a force-carrying particle,” he added in a paper published in the journal Physical Review Letters. The UCI work demonstrates that instead of being a dark photon, the particle may be a “protophobic X boson.” While the normal electric force acts on electrons and protons, this newfound boson interacts only with electrons and neutrons - and at an extremely limited range. Like many scientific breakthroughs, this one opens entirely new fields of inquiry. This potential fifth force might be joined to the electromagnetic and strong and weak nuclear forces as "manifestations of one grander, more fundamental force." “In a broader sense, it fits in with our original research to understand the nature of dark matter,” the authors noted.

The Time to Reform India’s Education System is Now Lagging far behind developed nations in university rankings, India must transform its ailing higher education system

he writing is on the wall. India’s higher education system is in crisis and everyone is paying a hefty price for it: students, parents, industry, society and the nation. Private coaching costs of preparing for premier institutions such as the Indian Institute of Technology (IIT) have soared by 250 to 500 times in the last 30 years. Over the same period, the time required to prepare for the IIT Joint Entrance Examination (IITJEE) has gone up from a one-year grind to four years at a minimum. As if this wasn’t enough, parents are investing in 24/7 preparation by sending their children to coaching factories in places like Kota. Students are facing extreme pressure, anxiety and uncertainty of receiving admissions into premier institutions, and some pay the ultimate and tragic price of committing suicide. This pressure has found another outlet: cheating and corruption. The Vyapam scandal, where students cheated, parents paid bribes to politicians and bureaucrats, and all of them colluded with police to facilitate the cheating, is a case study of everything that is wrong with the higher education system in India. Adding insult to injury, 75-90% of students graduating from colleges are considered unemployable by the industry. As a result, corporations are investing in training of six to 12 months to make these recent graduates ready for productive work. India is facing many mega-scale challenges such as water, energy and health. These challenges can also be tracked back to inadequacies of the current higher education system. Families are voting with their wallets and their feet. Middle-class parents are spending one-third of their monthly income on private coaching. Lower-income parents are selling their assets or taking loans for the same cause. Those who can afford to send their children overseas for university. There is a full-blown crisis on India’s hands. In the recent past, the nation has done well in times of crisis: the green revolution for the food crisis, and the white revolution for the milk crisis. Today, it is time for a Gray Revolution for the “gray matter” or the nerve center of society and the nation: its higher education system. GRAY REVOLUTION: TRANSFORMING INDIA’S HIGHER EDUCATION SYSTEM In India, higher education is all post-secondary education, which includes universities, colleges and vocational schools. The higher education system prepares professionals for all sectors of the economy, including teachers for primary and secondary schools. In a vibrant system, colleges and universities are the enablers of research, innovation and entrepreneurship. Perhaps, most importantly, they prepare individuals for their lives and future careers. They also address problems facing society and the nation. The Gray Revolution alludes to comprehensive reforms of India’s higher education system. It focuses on three key dimensions: scale and speed; scope and structure; and excellence and impact. This author discussed these at length in the recently published book, Building Golden India: How to Unleash India’s Vast Potential and Transform Its Higher Education System. Now. A few key ideas from the book are outlined below.

The community colleges would be responsible for vocational education, remedial training and preparing students to transfer to research universities and Master’s and Bachelor’s degree-granting colleges.

SCOPE AND STRUCTURE India’s colleges and universities must aspire to prepare young men and women for their lives and careers. They also have to provide multiple pathways for students to realize their potential. India’s colleges and universities are structured to have a narrow scope. Elite institutions, including the Indian Institute of Technology (IIT), the Indian Institute of Management (IIM) and the All India Institute of Medical Sciences (AIIMS), serve less than 0.5% of the total students enrolled in colleges and universities. These are all narrowly specialized institutions focused on just engineering, business or medicine. At the other end, the affiliated college system, which serves over 75% of students in higher education, has become a thriving hub for making money and printing degrees. As a result, most undergraduate students do not have access to research and innovation. Rote learning is rampant. According to Devesh Kapur and Pratap Bhanu Mehta, “Politicians have emerged as the single largest provider of new higher educational institutions.” With 50-80% of the colleges owned or operated by politicians or their families, this nexus is driving a race to the bottom. It is no wonder why India is still using British Raj regulations and “divide and conquer” philosophy. India must end these British-era thinking and practices such as narrowly specialized institutions and an affiliated college system.

ATTRACT THE BEST AND THE BRIGHTEST TALENT TO BE FACULTY MEMBERS The success of the Gray Revolution rests entirely on the shoulders and gray matter of India’s faculty members. One of the fundamental changes India must institutionalize is a radically new compensation and incentive structure for faculty members. Their total compensation and incentive structure has to be benchmarked with the local industry and global faculty compensation, and not pegged to the Indian Administrative Services (IAS) or any other government category pay scales. A flexibility to pay differential salaries based on market forces and merit must be part of this transformation. Along with the transformed compensation structure, culture and rewards and recognition, India must also ensure that the processes to train, select and retain faculty members are of the highest standards. Finally, India must adopt the tenure system to improve accountability in the faculty as the United States and many other countries have done. Most dynamic societies are defined by their higher education institutions. Once, Nalanda University from ancient India was home to great minds, and scholars from around the world flocked there. Today, Harvard, Stanford and many US universities rule the roost. A staggering 146 universities in top 500 of global ranking are in America. These universities add tremendous cultural, intellectual and economic heft to the US. California was the first state to develop the master plan that has been adopted across the US. Due in large measure to its higher education system, California is home to a thriving economy and diverse industries such as agriculture, entertainment, financial and business services, manufacturing, tourism, life sciences and health care, trade and high-technology. Stanford University transformed from a regional university in 1940s to its current elite status by attracting the best and the brightest talent as faculty members. In 2014, Stanford University start-ups generated $2.7 trillion in annual revenues. China is taking a leaf out of the US playbook by transforming its higher education system. India can and must do better. A country that can send an orbiter to Mars, build nuclear bombs, have its people win Nobel prizes and lead Fortune 500 companies can certainly transform its ailing higher education system. To quote a Chinese proverb: “The best time to plant a tree was 20 years ago. lias Ali has been picking weeds and waste for hours from his paddy field in southeastern Bangladesh, preparing it for irrigation. Every week, he walks half a kilometre to collect the water he needs from private pumps. Ali and fellow farmers currently pay 4,000 taka ($51) each per year to middlemen in exchange for irrigation on their one-acre plots in Feni district. But water frequently seeps out of the earthen canals that supply the pumps, wasting significant amounts, Ali said. "The waste increases our costs, as pump owners also charge us for water that's leaked," he told the Thomson Reuters Foundation. "When we experience a loss in crop production due to floods or droughts, we can no longer afford the high price of irrigation, which fuels tension between pump owners and farmers," he said. Water is a precious commodity in Bangladesh - abundant during the monsoon from June to October, but scarce in the dry season from Novem-

ber to March. Abul Hye Bhuiyan, a farmer and president of the Pathannagar Water Management Group, said many farmers simply cannot cultivate crops in the dry season due to the high cost of irrigation. Sometimes they have no choice but to sell stored crops to pay for water, Ali said. But Bhuiyan and Ali are hopeful. The Bangladesh government plans to install water meters across the Muhuri Project, a 60,258-hectare irrigation area supplied by the Feni, Muhuri and Milenia rivers, to reflect farmers' water costs more accurately. The scheme is part of the Irrigation Management Improvement Project, a government-led initiative to modernise irrigation systems, including the Muhuri Project, from 2015 to 2019. The scheme has financial support from the Asian Development Bank and the Bangladesh Water Development Board. About 800 water meters will be installed, as well as new water pumps, with water supplied through underground pipelines.

Farmers will receive rechargeable smart cards they can use to pay for their water use, instead of paying a fixed cost to middlemen. Humayyun Kabir, extension overseer at the Water Development Board, said around 2,000 hectares (4,942 acres) of land would be brought under the irrigation scheme initially, with some 80 pumps due to be installed by 2017. He expects middlemen to gradually remove their own pumps. The board estimates the renovation will be finished by 2019, when all 60,238 hectares will be equipped with meters and pumps.

BETTER VALUE FOR MONEY Before launching the initiative, the board surveyed about 800 local farmers who own land in the project area. They expressed enthusiasm at the meter idea, said Md Kohinoor Alam, executive engineer at the board. Bangladesh Water Resources Minister Anisul Islam Mahmud said imposing a

price on water would encourage farmers to become more economical in using it. Bhuiyan said paying for the exact amount of water they use "will encourage farmers to think about how they could produce crops using less water". That is particularly important in a country where water scarcity increases every dry season, explained Abu Taher Khondoker, former director general of the country's Water Resources Planning Organization. The Water Development Board's Kabir estimated that once the meter system is operational, farmers will pay only 2,000-2,500 taka per acre of land for irrigation, instead of 4,000 now. "They will no longer be at the mercy of middlemen unfairly increasing costs," he added. The board expects the new scheme to benefit about 80,000 families. All farmers owning land in the Muhuri Project will be enrolled automatically, though they can opt out. Minister Mahmud said that if the water meter scheme proved viable, it would be replicated elsewhere, such as in the Ganges-Kobadak Irrigation and Teesta Barrage projects.

CHINESE DREAM: Western Imitation or Radical Alternative?

The solution to the global economic and environmental crisis lies in China's past Emanuel Pastreich

hen I arrived in Nanjing to attend a conference recently, I asked the student assigned to show me around whether he could take me to the famed Confucian temple Fuzimiao in the old city. It was my first visit to Nanjing, and I wanted to explore its back streets and perhaps stop at a traditional tea house. I knew Nanjing — or Jinling as it was known before the Ming Dynasty —even though I had never visited before. I had read many poems set in Nanjing when studying Chinese literature at the University of Tokyo and at Harvard University. The landscape of the Qinghuai River was familiar to me from seventeenthcentury miscellanies, and I had fantasized about the sprawling mansions of Nanjing in the eighteenth century when I read the novel Dream of the Red Chamber in college. But my quest for traces of old Jinling in the frenetic streets of contemporary Nanjing was a failure. All traditional buildings around the Fuzimiao Confucian Temple have been torn down and replaced with bland concrete buildings housing fast food restaurants and shops selling t-shirts. Although some stores had fine teas, for the most part the food and the gear available was not much different from that found in Bangkok, or in Los Angeles for that matter. Nothing was manufactured in Nanjing. The city has lost its community of artisans and craftsmen, not to mention its poets and novelists. The interior of the Fuzimiao Confucian Temple did not feel authentic. The walls were formed from poured concrete, not stone or plaster. The woodwork was cut by rough hands, and the corners where the floor met the walls were not carefully finished. The furniture was poorly crafted and the calligraphy hanging on the walls mediocre. I found no grand history that afternoon in Nanjing, nothing like the relics of an inspiring past that you find at Notre Dame in Paris or around the Todaiji Temple in Nara. I got the impression from some explanations that I read that Nanjing’s past is something that Chinese are obligated to read about, but not much in that civilization is relevant to the present day. My student guide was extremely helpful in the search for a traditional teahouse, but I came away with a feeling of deep sadness that so much of traditional China has been lost—not so much because of the Cultural Revolution but from the growth of a ruthless consumer culture. This sadness was most certainly not sentimentality. The true tragedy is that China had at one time offered the world the most sophisticated system for supporting a complex bureaucracy and a large population entirely on the basis of fully sustainable organic agriculture. When the American agronomist F. H. King wrote the book Farmers of Forty Centuries, or Permanent Agriculture in China, Korea, and Japan in 1911, he argued that East Asia offered a model for truly sustainable agriculture that the United States should adopt as soon as possible. Tragically, China has imported the lethal American mix of fertilizer and pesticides that makes nothing sustainable. The Chinese wisdom of agriculture has been lost on young people at exactly the moment it is most needed. So also, the Chinese traditions of modesty and low consumption, respect for the elderly, and personal humility have tremendous appeal as an alternative to a ruthless consumer society. But if you come to China looking for these virtues, you will be disappointed.

The West Dreams of China Many Westerners are seeking in China an alternative to the deep malaise that infects Western culture. It was a similar impetus that inspired me to study Chinese literature: a disillusionment with the materialism and militarism that were slowly eating away at the institutions that make up the United States. Confucianism, Buddhism, and Daoism offer Americans an alternative to a society in which the individual’s every action is calculated in monetary terms. I was inspired by China as a student because of the appeal of frugality and the commitment to the unity of learning and ethical practice. Many of the great Confucian scholars made it a practice only to eat what they needed and to refrain from indulgence. Even well-off Chinese avoided waste and ostentation and considered literature and philosophy to be the highest calling. China represented a civilization dedicated to tranquility in which villages maintained a careful harmony with nature that assured their survival for centuries. But when I visit China today, I find the same blind worship of the false gods that I wanted to leave behind in the United States. I am shocked to see the pointless waste of food at restaurants in China, and the impulsive, needless purchase of unnecessary products and accessories by Chinese. Such actions would have been seen as shameful by Chinese 100 years ago—and such consumption is shameful today in this age of radical climate change. Today most young Chinese throw away plastic bottles and bags like their American peers, without a thought for the consequences. Most tragically, Chinese bureaucrats also evaluate success according to the same twisted economic theories and fetishisms that have done such damage in the West. Chinese are drawn to fancy department stores packed with disposable goods, and they view flashy fighter planes as symbols of national power. I am sensitive to this shift because as an American I have watched my own country lose its way, its citizens seeking shelter from the harsher realities of society in consumer fantasies. America has failed miserably to set an ethical model for the world. Not only has my country engaged in a series of illegal wars for over almost two decades, Americans have become so narcissistic that they make

no effort to set higher standards for the world to follow in terms of environmental policy or their concern for those who do not have the benefits of wealth. China, meanwhile, is setting the pace for developing nations around the world today. The nations of Africa and Asia turn to China as a model of successful development and receive an increasing amount of aid from Beijing. China has an impact on the world unlike any other country because one out of five people live in China. China’s culture is impacting nations in Africa and South America directly, and many from developing nations are scrambling to learn Chinese. China has the tremendous wisdom and depth in its culture, a long tradition of sustainable agriculture and low-consumption intellectual engagement that could provide an alternative for development. China is not offering a fundamental alternative to the consumption-based U.S. model. The Chinese Dream Many Chinese imagine a strong China that can stand up for its interests and leave behind forever the humiliations it suffered after the Opium Wars (18391842; 1856-1860). The desire on the part of Chinese to build up national strength to resist foreign powers is understandable. Unfortunately, the assertion of national power often takes the form of imitating the trappings of national power so loved by the United States, such as the building of aircraft carriers and tanks, rather than a commitment to addressing real security threats like climate change. The debate in China has been whether China should further embrace neoliberalism, or revive its Maoist traditions. The return to traditional approaches to economics, ecology, and governance have not been considered as a third way. President Xi Jinping introduced the “Chinese Dream” in the midst of the debate on how far to take Chinese globalization. Xi used the term “Chinese Dream” (Zhongguomeng) in November 2012 after the 18th National Congress of the Communist Party of China, predicting a “rejuvenation of China” that would take the form of “a dream of the whole nation, as well as of every individual.” Although the dream was presented as a spiritual challenge to citizens to work together for a better country, and a better world, for many Chinese the “Chinese dream” means simply a rich China packed with big cars, long highways, soaring skyscrapers, and stores packed with consumer goods. They dream of a day that they can eat at expensive restaurants and order so much food that they leave piles of it behind. Many see Chinese see the Western good life as progress even as we observe all around us signs of impending doom. We should not glorify traditional China, given the rigidity of Confucian teaching in the late imperial period and the severe limitations on the activities of women. At the same time, Chinese should see their past not as something to overcome but as an inspiration for the future. Chinese culture assumed that students were to be trained to read poetry from childhood and should study ethics and philosophy, rather than business administration and marketing. Intellectuals were expected to maintain a commitment to society and to good governance, and government officials were expected to be intellectuals who valued the humanities above all. What we need is something closer to what E. F. Schumacher referred to as the “middle way” between “materialist heedlessness” and “traditional immobility” in his book Small is Beautiful: Economics as if People Mattered. China did not grow economically by exploiting the peoples of the world and their natural resources in the way that Europeans and Americans did, and still do. Perhaps we can imagine a world in the future in which China, rather than joining the club of rapacious globalists, returns to its original roots in a sustainable economy that values the humanities and wisdom above all, and reinterpret this as a “Chinese dream” for all Chinese as well as for the developing world. The Chinese must incorporate into their dream a focus on long-term economic and environmental justice — values that in many respects form the core of the Confucian and Daoist tradition. China should draw on its tradition of ecology and political ethics as the foundation for a new worldview that offers alternatives to “economic growth” metrics and “consumer indexes.” China has the philosophical foundations — the aesthetic — required to build such an intellectual institution. Chinese in the Ming and Qing dynasty were entirely capable of formulating and implementing agricultural and irrigation plans spanning centuries. Perhaps the rediscovery of traditional Chinese concepts of sustainable agriculture will serve as the necessary stimulus to create a “synthesis that will fuse economics and environmentalism in a way that fundamentally reorients both disciplines,” as John Feffer suggested in his article “The New Marx.” The question is whether Chinese are ready to recognize the treasure that they already hold in their hands. Whether China is equipped to play a lead role in the world is not relevant. China has been thrust to center stage by circumstances, ready or not. The deep de-

cay of American culture over the last three decades, combined with the striking irresponsibility of American intellectuals, has left the United States embroiled in international and domestic problems that will prevent it from such central role in the international community, regardless of what American media may say. China is the only country that has the financial assets, the expertise in the sciences, the scale and the depth in its institutions and culture to play such a global role. Moreover, because China was a hegemon in Asia, but not a colonial power in the sense that England, France, Spain, and Germany were, there is a chance that China will promote a level playing field around the world. But that last point is far from guaranteed. The critical question is whether China has the creativity and the moral authority to stand back from the excitement of wealth and power and critically assess how its traditional culture offers a viable alternative for both China and the world. The majority of Chinese still have not grasped the fact that it is now China’s responsibility, and not merely its opportunity, to advocate for the rule of law, for a peaceful world, and for a better sustainable future around the world. Some countries choose to offer an alternative, and some countries have that responsibility thrust upon them. China finds itself in the latter position, and the world awaits China’s decision. The Future of “One Belt One Road” Exactly at this moment, when China is called upon to play a central role in the global economy, the country has launched its “One Belt One Road” project. China has invited nations from around the world to participate in this project to promote integration and cooperation among the nations of Eurasia. The “One Belt One Road” has focused on infrastructure and resource development so far. These projects can sometimes be useful for developing a sustainable future, but in many cases are not. Emphasis has been placed on increasing the flow of oil, gas, and other raw materials into China to fuel further growth and investment. The Asian Infrastructure Investment Bank (AIIB), the New Silk Road Fund (NSRF), the Shanghai Cooperation Organization (SCO), the Silk Road Gold Fund, and the Mining Industry Development Fund have little to do with preserving the environment. This drive towards consumption as national strength does not bode well as Chinese consumption of food and fuel has such an impact on the entire world, as Lester Brown has demonstrated in his book Who will Feed China? Still, the project is just beginning, and China may ultimately use this project to establish new institutions, policies, and habits that lead the Earth in the right direction. “One Belt One Road” is an unprecedented opportunity for two reasons. It is an opportunity to establish a new international community that follows directly the prescriptions of the United Nations charter, a tradition that has been all but forgotten in Europe and the United States. But it also offers us the possibility of establishing institutions for global governance appropriate to a densely integrated Earth that are not dominated by private equity funds and multinational corporations in the manner that the World Bank is. The “One Belt One Road” project requires global cooperation and cannot be dictated by China. That fact also offers a rare chance to create new institutions of consensus that are not run by superpowers, but that potential can only be realized if other nations take the project seriously as a plan for humanity, not just a chance to make money. China should also think more profoundly about the common term for this project, the “new silk road.” The term “silk road” harkens back to the overland trade between China and the rest of Eurasia in the Tang Dynasty through trading centers such as Samarkand and Andijon and over the sea route connecting China with India, Persia, and Africa. But the silk road was not just about money and trade. The silk road also refers to the profound cultural exchanges between China, central Asia, India, and Persia that resulted in the flowering of Buddhist philosophy, the exquisite murals of the Dunhuang Caves, the delicate porcelain and sculpture of Changan, and the lyrical poetry of Li Bai and Du Fu in Tang Dynasty that set the course for the rest of Chinese literary history. Might this new silk road avoid the well-worn path of Western-style economic development and put its sights on achieving the highest levels of cultural expression? Or could it put more emphasis on organic farming than on building dozens of new airports? Might joint projects to improve the production of sustainable energy replace the extraction of fuel and metals? At the moment there are few indications of such a shift. But China has demonstrated such radical transformations in the past. China has the solution in its past, although many Chinese are unaware of it. In 2014, Juan Carlos resigned his throne to his son, now Felipe VI. Three queens of the Netherlands, in their 70s, handed the throne over to their heirs. There's also the matter of Elizabeth’s husband, Prince Phillip. He is loyally padding after her at 95, but in uncertain health. Stephen Bates, the latest of a long line of royal biographers, has floated the possibility that the prince’s death may be the occasion of her resignation. Though she will be aware that Victoria, her great- great-grandmother, carried on as queen for 40 years after her husband, Prince Albert, died in 1861. The crazier sites have been writing that there's a secret agreement for the queen to pass the crown over to Prince William. Or that the queen would have had to leave the country because she'd been warned by "top military brass" of a Third World War if Britain didn't leave the European Union. But the saner sources, or at least those who claim to be in the know, say she will never resign. The BBC, cautious to the point of timidity in its comments on the queen (it fired its director of BBC1, Peter Fincham, in 2007 for making the mildest of jokes about her) has ventured that she won't resign while she lives. It reminded us that her message to the Commonwealth on her 21st birthday contained the phrase, "I declare before you all that my whole life, whether it be long or short, shall be devoted to your service." That's quite an oath. And she wasn't even queen, merely a royal princess. Even disregarding the promise, which she likely won't, the United Kingdom, which isn't united in much these days, brings establishment and citizens together in a fervent wish that she carry on. She is held in great public affection, the longer she dutifully performs the ceremonies, openings, bestowal of honors, opening of Parliaments — the round of rituals that the British state has retained. All these impart both a sense of grandness and of continuity. Probably the largest reason for the low ratings suffered by the far-left leader of the Labour Party, Jeremy Corbyn, was his initial refusal to sing the national anthem, “God Save the Queen.” As for the governing class, she is a now a pearl beyond price. The vote to leave the European Union and the constant threats from the Scottish National Party — a virtual political monopoly in Scotland — to demand a second referendum on independence have made Britain into a nervy, febrile polity. (The first vote, in September 2015, showed a 55-45 split in favor of remaining in the UK.) With a prime minister resigned, a quasi-revolutionary leader of the opposition, the Union at risk and a recession forecast by many economists, the little old lady in Buckingham Palace remains the one great institution not trembling, at least in public. Were she to pass the crown to Charles, it would rest on one much less popular, scorning and scorned by the crisis-loving British press, with a history of semimystic pronouncements and a residue of blame for the car accident that killed his former wife, Diana. Charles also has a habit of writing testy notes to ministers to question certain policies and press them to adopt different plans. Much of the disdain is unfair. But when did fairness come into public reputations? Were Elizabeth to name her grandson William as king, she would bequeath a huge challenge to a man who seems quite shy. He appears to have none of the populist vigor of his brother, Harry. His wife, Kate Middleton, now the Duchess of Cambridge, is poised but bland. He and his wife do still have a reservoir of support that Charles has not. A splashy coronation could also lift anxious spirits for a time. But the British tabloids’ desperate need for royal scandal would amplify every frown into a marital crisis, every piece of gossip out of the palace into an impending divorce. That William has an even lower opinion of the press than his father won't help. In the 63 years of her reign, Queen Elizabeth has been the still point in a world that saw the end of empire, the radical 1960s, political crises over Europe, civil strife in Ireland and a short war with Argentina over the Falkland Islands. The death of Princess Diana, talked up at the time as a threat to the throne, was in retrospect no more than the plea of a fundamentally loyal people for the queen to publicly manifest her grief (whether or not sincerely) because it seemed everyone else had decided it was a personal loss. Elizabeth II could not know, at 21, that her life would be as long as it has been. Or that she would be called to wear the crown for so many years. But a promise is a promise. Police said they were investigating if "anti-India" slogans were raised at the event after receiving a complaint from the rightwing student organisation, Akhil Bharatiya Vidyarthi Parishad, which has ties to the ruling Bharitya Janata Party. Amnesty said the alle-

"The allegations mentioned in the complaint are without any basis. The event was an open door event and people were coming and going. Consumerfed is the apex body of consumer cooperatives and has 36 retail liquor outlets in Kerala. The state's present liquor policy, which comes into force at the beginning of every fiscal, was formulated by the previous Oommen Chandy government, as per which liquor is available only at two dozen five-star hotels in Kerala. The previous government had closed down more than 700 bars in the state in 2014 and 2015. During Chandy's rule, no new liquor outlets were opened but rather more than 60 retail outlets were closed. On Thursday, Tourism Minister A.C. Moideen told the media here that liquor should be made available at tourist destinations in Kerala. "Tourism has been affected on account of the present liquor policy. A lot of investment in the tourism industry is suffering due to a drop in tourist arrivals," said Moideen. Excise Minister T.P. Ramakrishnan too has spoken of what he called a "flawed" liquor policy and dropped enough hints that it will be tweaked. Machli, the most photographed big cat at the reserve, died at 9.40 a.m. She had been refusing food and water for some time. She was under observation at Ama Ghati, in the fringe area of the reserve, and surrounded by a bevy of her admirers and forest officials when she died. Her body has been taken to the Ama Ghati check-post for the postmortem, after which it will be cremated. The cremation is to avoid the body parts from being harvested, Ranthambore Field Director Y.K Sahu told IANS. Earlier this week after Machli, or T-16, was found in feeble condition near a resort in Ama Ghati fringes, officials cordoned off the area and kept her under observation. The area had a waterhole, and Machli lived there after she started losing her canines and prime area in 2008. For the last seven years, Machli was being fed bait to avoid death from

starvation, perhaps a reason for her longevity. "She lived an abnormally big life. Generally tigers in wilderness only reach 13 or 14 years, she almost touched 20," Sunayan Sharma, a former forester and founder of Sariska Tiger Foundation, told IANS. "She also gave birth to about five litters which is extraordinary; and the way she'd been hunting was distinct, showing her extraordinary agility and adaptability," Sharma added. Born in early 1997, and mother of over 12 cubs of which nine survived since 2000, the end of this extraordinary tigress was also distinct. "It's very rare that one can witness a tiger die. They mostly go into seclusion. Due to her stature, she deserved our tending," Sahu said. For many forest officials, Machli's dying was an emotional moment. Often seen hunting and playing around water bodies, which earned her the name Machli (fish) and titles like "Lady of lakes" or "Queen Mother", experts said her life was a distinct case of "evolution" in the behaviour of tigers, especially those in Ranthambore. "Tiger behaviour is evolving and it was best reflected in the case of

Machli. She understood the importance of humans and never showed aggression. She was the most photographed tigress ever," R.N. Mehrotra, former Field Director of Ranthambore who observed Machli for seven years from 2005 to 2012, told IANS. He said that though the tiger has been described as solitary and elusive nocturnal carnivore, Machli's case showed a change in mindset of tigers and the way they perceived humans. The Republican nominee tapped Stephen Bannon — a combative conservative media executive with no presidential campaign experience — to serve as CEO of his White House bid. Pollster Kellyanne Conway, who has known Trump for years and gained his trust during her brief tenure working for the businessman, will serve as campaign manager. The moves are aimed in part at marginalizing campaign chairman Paul Manafort, a longtime Republican operative who pushed Trump to moderate his tone and improve relations with skeptical Republican officials. In breaking with that approach, Trump appears set on finishing the race on his own terms— win or lose. Manafort’s past work for a pro-Russian Ukrainian political party has also become a potential liability for Trump.

Early onset conduct problems (for example, lying, fighting) and ADHD tend to occur in tandem and can also be traced back to very similar prenatal experiences such as maternal distress or poor nutrition. In this new study of participants from the Bristolbased ‘Children of the 90s’ cohort, 83 children with earlyonset conduct problems were compared with 81 children who had low levels of conduct problems. The researchers assessed how the mothers’ nutrition affected epigenetic changes (or DNA methylation) of IGF2, a gene involved in fetal development and the brain development of areas implicated in ADHD - the cerebellum and hippocampus. Notably, DNA methylation of IGF2 had previously been found in children of mothers who were exposed to famine in the Netherlands during World War II. The researchers from found that poor prenatal nutrition, comprising high fat and sugar diets of processed food and confectionery, was associated with higher IGF2 methylation in children with early onset conduct problems. The epigenetic change was also associated with higher ADHD symptoms between the ages of 7 and 13, but only for children who showed an early onset of conduct problems, showed the study published in the Journal of Child Psychology and Psychiatry. “Our finding that poor prenatal nutrition was associated with higher IGF2 methylation highlights the critical importance of a healthy diet during pregnancy,” Barker said.

Listening to music can be beneficial for cancer patients WAshINgtON, August 18 (IANs): Listening to music can be beneficial for cancer patients as it leaves a positive impact not just psychologically but physically as well by alleviating symptoms of anxiety, pain, fatigue and boosting quality of life, a new study has suggested. Published by the journal Cochrane Library, the study examined the impact of music therapy (a personalised music experience offered by trained music therapists) and music medicine (listening to pre-recorded music provided by a doctor or nurse) on psychological and physical outcomes in people with cancer. “We found that music therapy interventions specifically help improve patients’ quality of life. These are important findings as these outcomes play an important role in patients’ overall well-being,” said Joke Bradt, Associate Professor at the Drexel University, at Philadelphia in the US. A total of 52 trials were examined in the review, constituting of 3,731 participants with cancer where 23 of the trials were categorised as music therapy and the remaining 29 were classified as music medicine interventions. Overall, one of the most impactful findings was that music interventions of all kinds resulted in a moderateto-strong effect in reducing patients’ anxiety. There was a large treatment benefit for pain reduction while for fatigue, a small-to-moderate treatment effect was noted. Small reductions in heart and respiratory rates, as well as lowered blood pressure, were also linked to music interventions. “The results of single studies suggest that music listening may reduce the need for anaesthetics and analgesics, as well as decreased recovery time and duration of hospitalisation, but more research is needed for these outcomes,” Bradt added. When comparing music therapy to music medicine, the team saw a moderate increase in patients’ quality of life when music therapy was applied however, there was not a similar effect in the case of music medicine interventions.

China blames Taiwan for suspended communications channel BEIJINg, August 18 (REutERs): China said on Thursday that the suspension of a communication channel with Taiwan would have a large impact on relations between the two sides, but blamed the self-ruled island for the breakdown. China said in June that it had stopped a communication mechanism with Taiwan because of the refusal of the island’s new government to recognise the “one China” principle. China, which regards Taiwan as wayward province, is deeply suspicious of Taiwan President Tsai Ing-wen, who took office in May, as it suspects she will push for formal independence. Tsai, who heads the indepen-

dence-leaning Democratic Progressive Party, says she wants to maintain the status quo with China and is committed to ensuring peace. “The two sides currently cannot engage in talks on new issues, or come to new agreements. This is inconvenient for handling some sensitive cross-Strait issues,” Zhang Zhijun, the head of China’s Taiwan Affairs Office, said, according to the state-run China News Service, referring to the narrow stretch of water between the island and the mainland. “But the responsibility for this does not lie with mainland,” Zhang told reporters in the Chinese city of Hangzhou, according to the news agency.

Zhang said that economic cooperation had not ceased and that he hoped cultural and youth exchanges would not be affected by politics. China has insisted Tsai recognise the “1992 consensus” reached between China’s Communists and Taiwan’s then-ruling Nationalists, under which both agreed there is only one China, with each having their own interpretation of what that means. Conway, a longtime Republican strategist and pollster, joined Trump’s campaign earlier this year as a senior adviser and quickly earned Trump’s trust. Melbourne was one of three Australian cities ranked in the top 10, with Adelaide and Perth ranking equal fifth and seventh respectively. Suu Kyi assures China of solution to stalled dam BEIJINg, August 18 (REutERs): Myanmar leader Aung San Suu Kyi told China’s premier on Thursday that her new government is willing to look for a resolution that suits both countries to a suspended Chinese-funded hydropower project in northern Myanmar, a senior Chinese diplomat said. Finding a solution to the $3.6 billion Myitsone dam project is important for Suu Kyi who needs China’s cooperation in talks with Myanmar’s ethnic minority armed groups operating along northern borders with China. Former Myanmar President Thein Sein angered China in 2011 when he suspended work on the hydropower dam, in the Ayeyarwady river basin, after it drew widespread environmental protests. About 90 percent of the dam’s power would

have gone to China. At the time, Suu Kyi also called for the project’s suspension. Chinese Vice Foreign Minister Liu Zhenmin told reporters after a meeting in Beijing between Suu Kyi and Chinese Premier Li Keqiang that Li had said China hopes Myanmar can come up with an appropriate resolution. “Aung San Suu Kyi said that the Myanmar government has already set up an investigation committee to look for an appropriate resolution to the Myitsone dam issue,” Liu said. “She also said that she is willing to look for a resolution that suits both sides’ interests via both sides’ energy administrations’ cooperation.” China has been pushing for work to restart on the dam, which under the original plans would have sent 90 percent of its power to China.

Riise, Forlan sign up for Indian Super League

New Delhi, august 18 (aFP): The Indian Super League's reigning champions Chennaiyin on Thursday announced the signing of Norwegian defender John Arne Riise for the tournament's upcoming edition. Riise, 35, a Liverpool veteran and Norway's most capped international, most recently played for Norwegian club Aalesund. Two months ago he was widely reported to be retiring from professional football, but said Thursday he had always considered a return. "Back in June I decided to take a break from football but I always kept the door open for a return," his new club Chennaiyin quoted him as saying on Twitter. Riise is no stranger to the ISL, having played 15 games for the Delhi Dynamos in 2015. His move to Chennaiyin comes days after another Indian Super League team, Mumbai City, announced that they had signed Uruguay legend Diego Forlan. Pogba first donned a United first-team shirt when he came on as a half-time substitute for Ryan Giggs in a 3-0 League Cup win over Leeds United in front of 31,031 people at Elland Road in September 2011. His return to action for the club will not be so inauspicious, after United paid Juventus a world-record 89 million pounds (105 million euros, $116 million) to bring the French midfielder back to Old Trafford. Pogba has not played since France's 1-0 loss to Portugal in the Euro 2016 final, but he told the Manchester Evening News: "You have to ask the manager, but I feel very good and have been training for 10 days. "I am quite used to this. I played the World Cup two years ago when at Juve and three years ago I was at the Under-20s World Cup as well. "So I am OK. It is about your body and I have been training on my holidays." BeNgaluru, august 18 (Pti): India ace Saina Nehwal was admitted to a hospital in Hyderabad to undergo treatment for her knee injury which affected her progress in the badminton event of the Rio Olympics. The 26-year-old had lost her second group match against Ukraine's Maria Ulitina to crash out of the Rio Olympics. "Saina has been hospitalised for the last two days and is undergoing treatment for her injury, which got worse during her match against Maria at Rio Olympics," Saina's father Harvir Singh told PTI. Saina had cited an inflammation in her right knee, which hampered her on-court movement, as the reason for her shocking group league exit. Singh said Saina was back home on August 16 and next

day got admitted to a hospital in Hyderabad and underwent treatment for her injury. He, however, did not divulge the contents of the Magnetic Resonance Imaging (MRI) scan. "The doctors have not revealed the contents of the MRI scan to me. I will be able to talk about it tomorrow, not today," Singh said. Singh also said Saina will be flying to Mumbai for advanced checkup tomorrow. "The doctors here have referred her case to a hospital at Mumbai, and she will be flying from Hyderabad," he said. The World No 5 lost her second group league encounter 18-21, 19-21 to World No 61 Ulitina to crash out of the competition. Saina had said the injury happened during training before the Olympics and it got worse during the match.

t is still premature to introduce 33% reservation,” so thought some of us. Let us observe this statement as a hypothesis from a theological perspective and understand whether it is correct. To set this argument in motion, we may recognize that at the backdrop of this 33% Reservation debate is the issue of gender dominance and gender suppression. The subject of gender dominance and gender suppression is the direct result of human’s fallenness since the Edenic account. The consequence was the pronouncement, “Your desire will be for your husband and he will rule over you” (Genesis 3:16b). Prior to this turn of event, the whole creation narration started with perfectness. On meeting Eve, Adam exclaimed, “This is now bone of my bones and flesh of my flesh; she shall be called ‘women’ for she was taken out of man” (Gen. 2:23). This mysterious declaration was not simply a marital hymnology between husband and wife to be spoken during wedding ceremonies. It was a gender recognition and acknowledgment of the same person manifested in two unique identities -in the form of a man and a woman. In other words, what Adam the man was saying may be decoded as, “Look! She is me only; in the form of a woman.” Basing from the perfect creation of Adam, there is supposed be free gender acknowledgement of male and female without any biasness. Thus, what is distorted by sin must be rectified with the hearing and acceptance of the Gospel of Christ. If we are passionate about “the old has gone behold

the new has come” declared in 2 Corinthians 5:17, then the old lifestyle of men ruling over women ought to be transformed into “Bone of my bones and flesh of my flesh.” If we have to translate this transformative Gospel into our socio-political life, it is restoring what rightfully belongs to women. Then, reservation for women to a certain extent may be necessary. 33% reservation is not a political tool to manoeuvre the women power; it is not a political mechanism to outcast the men; it is not a socio-political gift to appease their grievances. Reservation for women is about acknowledging the worth of women, to freely and equally participate with men in this patriarchal society. Will this 33% Reservation snatch away the rights and authority of men if it is introduced? Mathematically speaking, it cannot. The remaining 67 still belongs to men. But when we try to keep all the 100 to ourselves and talk about women empowerment, it is like “muzzling an ox while treading out the grain.” This assertion was mentioned both in the Old Testament and New Testament, signifying its crucial importance in socio-economic-political living. Refer to Deuteronomy 25:4 and 1 Corinthians 9:9.This act of “Muzzling the ox while treading the grain” is outright injustice according to God’s standard. The word, feminism or feminist agitates many of us men. Let us not forget that the rise of feminism as a liberative movement came into being in order to fight the dictatorial mechanism of patriarchy. Charles Lindholm, studying the inferior status of women in the Middle Eastern society concluded, “Women in the Middle East are denigrated and held in contempt not because they are so weak, but

because they are so strong” (Charles Lindholm, “Power, Law and Blood: Sources of Patriarchy in the Middle East,” Boston University). Women suppression through chauvinistic patriarchal attitude will only elevate the spirit of feminism, and vice versa. Suppression will make the suppressed people stronger in the long run. This is because the suppressed people would learn life skills the hard way which would create better resilience and adapt to any given situations. The suppressors, well, they will bloom initially but will eventually develop stunted growth because they are threatened by anything beyond themselves. As long as men are fanatic about patriarchy and women are being romantic with feminism, the issue of power struggle between men and women will always remain. Therefore, perhaps the best way to equate women power and weaken the spirit of feminism is to embrace them and make them one of us. The first step is to acknowledge each other – I for the other. Can’t there be something like, men work towards elevating the women and women come in full support of the men? We derive practical meaning on the expression, “Bone of my bones and flesh of my flesh” when we mutually complement each other. The paradox of being women is, they are same-different to men. And what more comprehensive verse can we find than the golden rule of Jesus, “Love you neighbour as yourself” in Matthew 19:19. Do we pause to appreciate sometimes that women are the most immediate neighbour to men in this patriarchal society? Yet the one who is our best neighbour is also in us and from us, theologically speaking. Thus, nothing, not even our human cultures

and traditions should over-ride this mysterious relationship between men and women. Culture and traditions are not ready-made package from heaven. It is us who create it for own use, and for a particular point of time. Culture is dynamic, it is never static. As such, what we know as ancient Naga culture and tradition ought to move forward and be refined by the transformative Gospel of Christ. Paul was aware of the conservative Jewish tradition and culture, and the standing of men and women in the society of his time. Yes, some accuse Paul of been men-oriented in his speech. Particularly on occasions where he addressed the women to be silent in 1 Timothy 2:12. This however, was not a case of women suppression. It was in a social context where there was abuse of power by some uninformed women which had the potential threat to over-rule the rights and freedom of men. Another reason was because some women were exploited by false prophets into spreading heresy in the Ephesians Church by wrongly interpreting the Scripture. Other than this, Paul stood for women empowerment in a conservative society by means of toning down the chauvinistic attitude of men of his time. The call for men to love and respect their women in Ephesians 5:25 and 1 Peter 3:7 was something that contradicts their culture and tradition. It was daring to talk to men about love and respect in a socio-cultural context where women were considered a little more than a thing. At times the men’s cattle worth more than the women and children, let alone women participating in the socio-political arena. Paul proclaimed that the socio-economic-political divide between men and women was made equal in the cross

of Jesus. When the essence of social, cultural and political institution is derived from the perspective of the cross of Christ, there is social orderliness even in the midst of gender acknowledgment. The cross is the liberation point for both the suppressed and the suppressors. The cross is the liberation point both for men and women in a situation where women are denied socially, politically, economically and even spiritually. The levelling rod between men and women is the self-giving on both the sides in the form of submission and sacrificial love. Refer to Ephesians 5: 21-33. Time is now when we need to fine-tune our contextual theology of Naga men and women and our place in the society. According to our Naga Church history, the coming of the Gospel to our land could be faintly traced back as early as 1851. However, a more organised event was visible from 1872 onwards with the coming of Godhula Rufus Brown, an Assamese Evangelist through the persistent support of E. W.Clark. (A. Bendangyabang Ao. History of Christianity in Nagaland: The Ao Naga Tribal Christian Mission Enterprise 1872-1972). Thanks to our missionaries, the transformative Gospel has transformed the Naga society immensely. One obvious fact is the head-hunting practice. If this Gospel of the cross has power to break such evil practices, will it be too difficult to bridge the gender divide and gender injustice? In conclusion therefore, if we are to read women empowerment from the perspective of this transformative Gospel coming to our land, the introduction of 33% Reservation is not premature. It is in fact, about 144 years overdue.

Rio de JaneiRo, august 18 (aFP): Brazilian police detained two US swimmers and arrested a top International Olympic Committee official on Wednesday as scandal overshadowed the Rio Games and Usain Bolt's progress toward a new gold. Jack Conger and Gunnar Bentz were taken off a flight leaving Rio de Janeiro by authorities investigating doubts over their claim of having been mugged. That came hours after top European Olympic official Patrick Hickey was arrested in an investigation into black market Olympic ticket sales. Conger and Bentz, along with star US swimmer Ryan Lochte and squad member James Feigen, said they were held up at gunpoint in the early hours of Sunday. However Brazilian judge Keyla Blank ordered the passports of all four to be seized to prevent them leaving the country. Lochte had already gone home. The Globo media organization posted a video online showing Conger and Bentz walking into a police station on Wednesday.

They were released late at night "with the understanding that they would continue their discussions about the incident on Thursday," Sandusky said. Lochte, who returned to the US before Brazilian authorities ordered the swimmers' questioning, and Feigen, who remains in Brazil, will cooperate with the investigation, US broadcaster NBC reported. The four made headlines with their terrifying account while returning from a party. Lochte said they were held up by muggers posing as police as they left a party just after 4:00am. In interviews, he described how he had a hand gun put to his head and handed over his money and wallet. - Victims laughed However, the judge said their story was full of inconsistencies. NBC quoted witnesses as saying the swimmers were at the party until daybreak. ‘Bronze medal is a result of my 12 years of hard work’

fter ending India's agonising wait for an Olympic medal at the Rio Games with a bronze medal, Indian women wrestler Sakshi Malik said it was the result of her 12 years of persistent hard work. Sakshi today scripted history by becoming the first woman wrestler from India to bag an Olympic medal and only fourth female athlete from the country to climb to the podium at the biggest sporting event. Sakshi, who qualfied through second Olympic Games World Qualifying Tournament in Istanbul, battled social biases and sexism to learn wrestling. She took up the sport when she was just nine years old. "Meri 12 saal ki tapasya rang layi (It's the result of my 12 years' fight

for day and night)," Sakshi said, with tears of joy in her eyes. The 23-year-old from Haryana earned a dramatic come-from-behind 8-5 win over Kyrgysztan's Aisuluu Tynybekova in the bronze medal play-off here. Sakshi earned the dramatic win after falling behind 0-5 following the first period in the door-die bout. The Indian turned the tables on the Kyrgyzstan wrestler in the dying seconds of the bout as Tynybekova was in complete command in most part of the clash. On her defensive approach that saw her trailing 0-5, Sakshi said: "I never gave up till last, I knew I would win if I lasted till six minutes. In last round, I had to give my maximum, I had the self belief."

Sakshi had lost 2-9 in the quarterfinals to Russia's Valeriia Koblova in the fifth bout of the day before getting a second chance in repechage when her conqueror reached the final. "It was an agonising two-three hours wait for me. Congratulations to my country mates, I could live up to their expectations," she said. Like in three of the four other bouts earlier in the day, Sakshi won the crucial bout after coming from behind. Before the start of the Olympics, Sakshi's state government of Haryana had announced Rs 6 crore for Olympics gold medallist, Rs 4 crore for silver and Rs 2.5 crore for bronze winners. Sakshi is also entitled to Rs 20 lakh earmarked for an Olympic bronze medallist under the Sports Ministry's Special Awards Scheme. The Railway Ministry, the employers of Sakshi, will give Rs 60 lakh to her.
