Petrol cut by Rs 1.42 a litre, diesel by Rs 2.01 NEw DElhi, July 31 (iANS): Amid the recent fluctuation in global oil prices, state-run Indian Oil Corp (IOC) cut the price of transport fuels on Sunday effective from midnight, of petrol by Rs 1.42 a litre and of diesel by Rs 2.01, both at Delhi, with corresponding decrease in other states. Making its previous fortnightly revision in fuel prices on July 16, IOC had cut petrol by Rs 2.25 a litre and diesel by Rs 42 paise, both at Delhi. Petrol per litre from Monday will cost Rs 61.09 in Delhi, Rs 64.97 in Kolkata, Rs 65.70 in Mumbai and Rs 60.65 in Chennai. Similarly, diesel will cost Rs 52.27 in Delhi, Rs 54.57 in Kolkata, Rs 57.47 in Mumbai and Rs 53.73 in Chennai.

Almost a decade after it was announced, the long awaited Dhansiri-Zubza rail line project will officially come to life on August 1, 2016. The foundation stone laying ceremony for the 90.5km Broad Gauge (BG) line will be held today at the Dimapur Railway Station with the Union Railway Minister, Suresh Prabhakar Prabhu, doing the honours. The new BG line will break off from the Dhansiri rail station in Karbi-Anglong and pass over the Dhansiri River before covering a distance of less than 20 km (approximate) through the plains of Dhansiripar sub-division, snaking up the hills from Shoxuvi to culminate at Zubza in Kohima district. The Dhansiri station is less than 5 km west of Dhansiripar sub-divisional headquarters under Dimapur district. Initially proposed to start from the Dimapur Railway Station, the present alignment Dhansiri-DhansiriparShoxuvi-Molvom-Khaibung-Chephema-Khabvuma-Zubza was finalised after two initial surveys faced opposition from land owners and the Union Ministry of Environment and Forests. The first alignment from Toulazouma via Chumukedima not only faced opposition from landowners but was also reported to be technically not feasible.

AgArtAlA, July 31 (iANS): The Railways will invest Rs 7,000 crore in the current fiscal (201617) to develop its network in the seven northeastern states, Railway Minister Suresh Prabhu said on Sunday. “In 2014-15, the railway ministry invested Rs 2,702 crore for (this purpose). In the current financial year, the investment will be more than Rs 7,000 crore,” Prabhu said here after flagging off the Agartala-Delhi weekly passenger train service. “Northeast India is a priority area for the central government and Prime Minister Narendra Modi is personally giving special emphasis for the all round development of the region,” he said. “Increase of inter-state connectivity and connectivity between the region and the rest of the country are being given the highest priority. While the admittance of failure from the leader of a foremost church council in Nagaland was seen as recognition of its weaknesses and shortcoming, the recurring question among many readers is “What’s next?” Rev. Dr. Zelhou Keyho, General Secretary of Nagaland Baptist Church Council (NBCC), the apex body of the dominant Baptist churches in Nagaland, admitted on July 22 that the Church has “failed the people” while launching its Clean Election Campaign (CEC). Consequently, The Morung Express asked its reader last week, “Can NBCC’s admission of failure as a Church be seen as an opportunity to start doing and speaking what is right?” An overwhelming 72% of the respondent agreed while 8% disagreed and 18% said ‘other’. However the massive endorsements came with a rider. Can it translate into some substantive changes on the ground? It is inherent awareness of social change for the betterment of the society, but “can we change for the better?” asked one respondent adding, “We are good at lectures but do not walk the talk. We are not admit-
ting the truth.” NBCC coming out to admit its shortcomings are a very significant gesture, said another while expecting such action from other mass based organisations. “The church has confessed. Now, the people who form our Govt & Bureaucracy should follow suit,” opined another. Is it ‘show-off’ again? There are skeptics as well. It’s another gimmick, one time admission cannot wash away everything, a reader said casually. “If NBCC is serious they need to issue a press statement where they clearly say that they have committed wrong and are seeking forgiveness from the people. Till such an official statement is passed, I doubt it,” opined another. While others opined that NBCC’s admission of past mistakes is a good start, more has to be done. A good beginning but needs coordinated effort For those 18% who responded “others,” there is an agreement that the admission is a good start and a good opportunity to start anew but individuals need to “participate and support.” Others remained adamant until they see changes on the ground and wondered whether the Church learned from its mistakes. Remedial measures As a head start to the clean election campaign, some readers suggested removing the membership of those Church members named in corruption cases. Others called for refusing tithes from those “who own property and assets which are higher than their known source of income.” “Let the contesting candidates swear before congregation and God that they will not use money and muscle power during or after elections.” Some also suggested revamping the Clean Election Campaign (CEC) and introducing it from the villages instead of Kohima. But at the end of the day, there was a common consensus that if individual do not change and translate into societal change, the CEC exercise will once again prove futile. “Who is a church? Church is us. Why NBCC failed? Because we failed. What should be done? Nagaland Cong speaks on need for ‘factual’ E-roll
DimApur, July 31 (mExN): The Nagaland Congress (NC), a new political party floated in the State in June this year, has appreciated the Election Department for “detecting and deleting several lakhs of multiple and bogus voters” in the State. With much more left to do, the NC has also appealed to local self government units and concerned citizens of Nagaland to give “full cooperation” to the Department to bring about “tempered free, factual” Electoral Roll (E-roll) in the State. The NC, which will contest State elections in 2018, has reiterated the power of the people stating that “The fate of democracy lies in the hands of the electorates.” A press statement from Vaprumu Demo, General Secretary and Media & Spokesperson of the NC, today stated that the party supports the “intensive revision” of E-roll in the State. Election manipulation “Election has become such an expensive thing for contesting candidates and easiest means for making fast money by the electorates,” stated the NC. This has led to the ‘intentional manipulation’ of the E-roll in Nagaland, it claimed. The candidate ‘inflates’ the figure in his village/town “to enhance his vote bank beyond imagination” and the voters hold “multiple/bogus voters’ list to demand cash or kind from each contesting candidate.”
“It is an organized manipulation with full involvement of village council/municipal authority, enumerators, political parties and contesting candidates. The failure, rather routine attitude of Election Authority towards visibly unrealistic E-Roll without enforcing stringent measure at appropriate time has really hampered democratic election process for many years in the past,” observed the NC reiterating the need for a “factual” E-roll. Acknowledging that a “positive step” towards this direction has been undertaken by the Election Commission of India (ECI), the NC drew attention to the efforts of the Election Department in Nagaland headed by its CEO, Sanjay Kumar, IAS, to “rectify the enormous anomalies” in E-roll. Areas of concern “However, it may be noted with seriousness that E-Roll conducted on the basis of existing census is still questionable for reasons specified above,” noted the NC, while stating that the Census 2001 was “challenged and rejected” by State Government for “extreme abnormality” and the “distortion of population reality” with the ‘intent’ to “inflate” the Eroll. “Census 2011 recorded a reverse order of population in most districts in the State and this fact endorses our contention that E-Roll must be likewise reviewed drastically to bring it down to reality,” the new political
party maintained. It also asked the Election Authority to consider instances where E-roll is “higher or equivalent or above the 60:40 ration of E-Roll and Census figures.” Giving an instance, the Nagaland Congress stated, “a rich man opened a farm in the outskirt of a Village somewhere in Nagaland where two persons were posted to man the farm and against this farm a ghost population of 400 odd was registered in the Census.” “Similarly, most of the villages have unrealistic census figures as there used to be competition between the villages to have the bigger population size than the other. With the kind of the spirit of competition, the national ceiling prescribed for decadal growth at 22 % is never adhered to. Besides, multiple entries in census enumeration is rampant,” alleged the NC, stressing that these ‘manipulations’ are often done at the “behest of mostly the rich and the powerful.” Another area of “grave concern,” observed the NC, is the presence of a “floating population” in Nagaland. “There is cross border registration as citizens as well as voters in the State of Nagaland. These people hold dual citizenship in two or more states. During elections this category of people used to participate in more than one State as voters,” the NC informed. This practice, it stated, is “illegal” and creates “nuisance” for “law abiding citizens.”

The meeting attended by all the 42 Panchayat and Sector Chairmen under Kohima Municipal Council (KMC) was held on July 19 at the association’s office in Kohima. Assam Rifles nab NSCN (K) cadre
Dimapur, July 31 (mExN): A joint team of 9 and 32 Assam Rifles along with representative of Nagaland Police apprehended one NSCN (K) Civil Wing cadre identified as Leacy Asopa Yimchungar (43) in Dimapur on July 26 morning, according to PRO, Assam Rifles. In a press release, the PRO said that information about the presence of NSCN (K) cadre was carefully corroborated and verified through sustained surveillance. Thereafter, a specially constituted team of Assam Rifles and Nagaland Police tracked the cadre and nabbed him near Supply Depot, Dimapur at 4:45 am on July 26 along with one 7.65 mm pistol, three rounds, one magazine and one register with details of tax collection from vehicles, the release said. During the initial questioning, according to the PRO, the cadre revealed that he is an active member of NSCN (K) Civil Wing since March 2014 and has been working independently in Dimapur to collect tax on orders from Town Commander.

Legal literacy awareness campaign begins in Phek
phEK, July 31 (mExN): The Phek District Legal Services Authority (PDLSA) began its legal literacy awareness campaign across the district on July 30. The campaign aims at offering literacy and creating awareness for the Dobashis (DBs), Gaonburas (GBs) and Village Council members on various aspects of legal provisions, laws, Acts and Government schemes, informed a press release from Nodal Officer, Nagaland State Legal Services Authority. The first programme was held at the DC conference hall, Phek along with the DBs, GBs and Village Council members of villages around Phek Town. Longshi Ezung, District & Sessions Judge and Chairperson of PDLSA spoke on Civil Action. He highlighted one of the important statutory laws - the Motor Vehicle Act 1988 and emphasized on various welfare legislations and provisions under the Act. He informed that insurance for vehicle is compulsory and that vehicles should not be used without insurance. He further spoke on claim of compensation, payment
of compensation relating to accident. Ezung also covered the Consumer Protection Act 1986 and stated that a consumer or a recognized consumer association can file a complaint with the Consumer Forum (in District), State Commission (in the State) and National Commission for any nature and cause such as defective product, deficiency in service, unfair trade practice etc. Ajong Imchen, Civil Judge and Secretary of PDLSA presented on The Village Council Act, 1978 and powers and functions of the subordinate/district customary courts in Nagaland. He illustrated on the functions of the village councils and their functionary structure. To be a qualified village council member, he said, the person has to be a citizen of India, should have attained 25 years of age, and is not convicted for any involvement in moral turpitude by the court of law. Ajong further stated that every village council member and Dobashi manning the customary courts in the State of Nagaland takes the role of a Judge. “Great responsibility lies upon
them and therefore the integrity of a village council member, a DB and a GB is the top most important,” he stated, according to the release. A similar programme was later conducted at Baptist School in Pfutsero Town in collaboration with KALOS Society. The programme commenced with short speeches by Kupelji Losou, Director, KALOS Society; Wezote Kreo, Convenor, ACAUT Pfutsero; and Dr. Naieem Mustafa, IPS. KSGKK appeals for intervention in Zubza river erosion
Dimapur, July 31 (mExN): The Kulolau Shoixe Ghami Kughuko Kuqhakulu (KSGKK) today requested the Nagaland State government to intervene in the issue of massive erosion of Zubza river which is affecting Yeveto village. KSGKK expressed concern that once the river overflows and changes its direction towards Yeveto
village, it will damage more villages in the vicinity. KSGKK comprises of more than ten villages under Dimapur district and Yeveto village is one of them. A press release from KSGKK President, Shihoto Zhimomi and General Secretary, Kashiho Zhimomi pointed out that Yeveto village has been struggling against the massive erosion of Zubza river.
Meanwhile, the union informed that Parliamentary Secretary for Irrigation & Flood Control, Jacob Zhimomi inspected the site and pressed the department concerned resulting in sanctioning of Rs. 2.5 lakh for the initial works. The five-day long Nagaland School of Deliverance programme concluded here this evening at APO Hall. Pastor Rukuolhoulie Solo, Flames of Fire Baptist Church Kohima preached on prayer in the concluding service. He taught that prayer is needed because it is the meeting place of Divinity and Humanity. He asserted that prayer gives God the legal right to move on our behalf. He further exhorted that prayer is a vital part of deliverance ministry. 60 people from different churches and denominations enrolled for the sessions during the day.

The topics ranged from Biblical to theological to practical aspects of deliverance ministry Hundreds of citizens from Kohima turned out for the evening gospel revival services. Foundation stone laid for India-Bangla new rail project Agartala-Delhi passenger train services flagged off
AgArtAlA, July 31 (IANS): Six years after the finalisation of a new India-Bangladesh railway project, railway ministers of the two countries on Sunday laid the foundation stone of a Rs 968 crore vital rail link scheme. Indian Railway Minister Suresh Prabhu and his Bangladeshi counterpart Mazibul Hoque jointly laid the foundation stone for the 15 km Agartala (India) - Akhaura (Bangladesh) railway project. The Agartala-Akhaura railway project was finalised in January 2010 when Bangla-
desh premier Sheikh Hasina met then Indian Prime Minister Manmohan Singh during her visit to New Delhi. The project, which was sanctioned in the 2012-13 railway budget, would be a part of the Trans Asian Railway network and would provide a much shorter connectivity from northeastern states to Kolkata via Bangladesh. Prabhu said that on completion, the India-Bangladesh rail link project would be a gateway to the entire northeastern region, comprising eight states. "The Agartala-Akhaura international railway link would boost socio-economic development of the mountainous northeast region," he said at a function organised to lay the foundation stone of the rail
project and to flag-off AgartalaDelhi passenger train service. Prime Minister Narendra Modi had discussed the railway project with Hasina during his visit to Dhaka in June 2015. The Indian government would bear the entire expenditure of the railway project. Northeast Frontier Railway (NFR) General Manager H.K.Jaggi said that the Union Development of North Eastern Region (DoNER) Ministry has already released Rs 97 crore to acquire required land to lay rail line in Tripura. "Following the Tripura government's persistent persuasion and intervention by the Prime Minister's Office, the DoNER Ministry has agreed to provide Rs 580 crore for the Tripura part of the Agartala-
Akhaura railway project," Tripura Transport Minister Manik Dey told IANS. "The state government would soon start work for acquisition of required 67 acres land," he said, adding that the Agartala-Akhaura railway project would provide a major boost to development and economy of northeastern India and eastern Bangladesh. "India's external affairs ministry would provide necessary funds for the Bangladesh portion of the Agartala-Akhaura rail project," he said. The 1,613-km mountainous route distance between Agartala and Kolkata via Guwahati-New Jalpaiguri-Kishanganj (Bihar)-Malda would be reduced to only 514-km once the new rail track is linked through
Bangladesh. The state-owned Indian Railway Construction Company (IRCON) has been nominated to act as technical advisor for Bangladesh portion and to execute the work in Indian portion. The NFR General Manager Jaggi said that the Indian government had announced it would bear the entire cost of the 15-km railway project. Of the 15 km, 5 km fall in the Indian territory and the remaining in Bangladesh. On the Indian side, some portion of the track would be elevated to avoid farm land and habitations. Sikkim's Khangchendzonga National Park now in Unesco 'heritage' list gANgtok, July 31 (IANS): The Khangchendzonga National Park in Sikkim, home to dozens of lofty mountain peaks, 18 glaciers, lakes, waterfalls and some unique flora and fauna, has been named India's first "Mixed World Heritage Site" by Unesco. The UN agency has recognised the park's outstanding universal values both in terms of its natural and cultural significance -- thanks to its rich and unique bio-diversity, as also sacred treasures and legends associated with Vajrayana form of Buddhism, officials here said. The park was initially commissioned in August 1977 with a declared area of 850 Sq km. Some 20 years later, it was extended to 1,784 sq.km. The Unesco designation not only adds prestige to the park, but also entitles it to financing from the World Heritage Fund. "The Unesco recognition will give a further push to eco-tourism in our state, while also helping us to regulate the high influx of visitors to more popular destinations with only a minimal negative impact of tourism," said Sikkim Chief Minister Pawan Kumar Chamling. "This is important since

Diesel ban, scrappage prog to boost new vehicle sales: ICRA
New Delhi, July 31 (PTi): The ban on registration of old diesel vehicles in Delhi-NCR and the proposed vehicle fleet modernisationprogramme could lead to around 3 per cent additional sales of new passenger vehicles over the next two years, rating agency ICRA has said. Besides, the development could also lead to 3 per cent incremental sales in the two wheeler segment and additional sales of around 6-7 per cent in the commercial vehicle vertical. ICRA Ltd Senior VP Subrata Ray said the impact of the scrappage programme could be limited owing to moderate level of incentive (8-12 per cent) being offered. The resale value of 11plus old vehicles may be higher than the proposed rebate in the scrappage programme, as the resale value of some of the key car

Last month, NGT had ordered the de-registration of all diesel vehicles which are above 10 years old and also petrol vehicles which are over 15 years old in Delhi-NCR. Besides, fast tracking the implementation of BSVI norms, the Ministry of Road Transport and Highways recently published a concept note on voluntary-vehicle modernisationprogramme that aims to promote replacement of old vehicles and thereby bring down vehicular emissions and improve fuel efficiency.

Automation to replace lakhs of entry, mid-level IT execs: Pai New Delhi, July 31 (PTi): Increasing automation would shave off 10 percent of incremental jobs in India’s IT sector each year even as half of middle-level managers would also bear the brunt in the era of artificial intelligence, says industry veteran T V Mohandas Pai.“I think in the IT sector, may be 10 percent minimum of incremental jobs that are created will disappear. That means every year if they do (create) 2 to 2.5 lakh jobs, 25,000-50,000 jobs will disappear,” said the former CFO and HR Head at Infosys. According to him, middle-level managers account for 10 percent or 450,000 people of the 4.5 million (45 lakh) strong IT industry in India. Half of them (2,25,000)
would lose jobs over the next one decade as their work would get automated. “There are today lots of people (middle-level managers) earning between Rs 30 lakh and Rs 70 lakh (per annum). Half of them will lose their jobs in the next ten years,” Pai told PTI in an interview. The tech investor said the new breed of IT engineers should have better skills and deep technical knowledge, adding, prospects for those having just a bachelors degree (B. Tech) are going to be less and less in IT. The items waiting for the right bidders are plenty -- the erstwhile headquarters Kingfisher House near airport here; cars and office furniture; Mallya’s plush personal jet along with everything inside that include cushy couches and even a bathrobe; Kingfisher Villa in Goa famous for parties hosted by Mallya; and numerous brands and trademarks including the famed ‘Fly with Good Times’. Lok Sabha to take up Debt Recovery Bill tomorrow New Delhi, July 31 (PTi): The government is scheduled to move in the Lok Sabha tomorrow an amended bill to strengthen the debt recovery laws with an objective to improve the ease of doing business in the country. Introduced in the Lok Sabha in May, the bill seeks to amend four legislations — Securitisation and Reconstruction of Financial Assets and Enforcement of Security Interest (Sarfaesi) Act, 2002, the Recovery of Debts due to Banks and Financial Institutions Act, 1993, the Indian Stamp Act, 1899 and the Depositories Act, 1996. Following the introduction, the Enforcement of Security Interest and Recovery of Debts Laws and Miscellaneous Provisions Bill, 2016 was referred to a Parliamentary Joint Committee. As per the Lok Sabha schedule of legislative business for tomorrow, the Enforcement of Security Interest and Recovery of Debts Laws and Miscellaneous Provisions (Amendment) Bill, 2016, as Reported by Joint Committee is listed for consideration and passing. The government has come up with this legislation at a time when there is mounting concerns over loan recovery in view of stressed assets to the tune of over Rs. 8 lakh crore in the banking system. The legislation proposes to give the RBI powers to regulate asset reconstruction companies, prioritise secured creditors in repayment of debts and provide stamp duty exemption on loans assigned by banks and financial institutions to asset reconstruction firms. Around 70,000 cases involving more than Rs. 5 lakh crore are pending in Debt Recovery Tribunals (DRT) and the proposed amendments would facilitate expeditious disposal of recovery applications.

New Delhi, July 31 (PTi): Companies conducting online business will now have to provide on their websites details about their registration with the government as well as information about person to be contacted for grievances. The government’s move to introduce the requirement for companies comes against the backdrop of instances where people have been duped by way of fraudulent activities, including through online platforms. Tweaking the rules for incorporation of companies, the government has also put in place stricter conditions for conversion of unlimited liability companies into a company limited by shares or guarantee. The Corporate Affairs Ministry has amended the rules for incorporating a company under the Companies Act, 2013. Now, “every company which has a website for conducting online business or otherwise, shall disclose/publish its name, address of its registered office, the Corporate Identity Number, telephone number, fax number, if any, e-mail and the name of the person who may be contacted in the case of any queries or grievances on the landing/home page of the said website”. CIN is the unique number allotted to an entity after getting registered under the Companies Act. As for conversion of an unlimited liability company into a firm company limited by shares or guarantee, the ministry has made the norms stricter.Under the amended rules, after conversion, name of the company should not be changed for one year and it will also not be allowed to give dividend unless past debt and liabilities are cleared. In this regard, the ministry said “past debts, liabilities, obligations or contracts do not include secured debts due to banks and financial institutions”.

MuMbai, July 31 (PTi): Markets regulator SEBI has initiated the first phase of its new enterprise portal to facilitate accurate and timely dissemination of information to the watchdog’s internal and external stakeholders. The new portal, which would replace the regulator’s existing portal in a phased manner, went live on July 29 and is being developed by IT major Tech Mahindra. The first phase of the project provides the employees of the Securities and Exchange Board of India (SEBI) and some of its market intermediaries with an interactive portal. “SEBI started with development of its portal solution as a digital transformation program to exploit the potential of automation, rationalise its application landscape and simplify its technology infrastructure,” Tech Mahindra said in a statement. The portal provides an e-Platform to registered and prospective intermediaries to communicate in secure, simplified, transparent and paperless way with SEBI.

citizen Rights awareness campaign held ‘FSA if and when implemented will hugely uplift the mass’ Kohima, July 31 (mExN): A Citizen Rights Awareness Programme was conducted at SBCK High School, Bayavu, Sephuzou Youth Fellowship, Kohima on July 30. According to a press release, a team consisting of Kohima Law College LL.B Final Year students and led by Professor-in-Charge Kezhokhoto Savi, created awareness amongst the public on topics including National Food Security Act, Lokayukta, Food Safety & Standard Act, Consumer Rights, Child Rights Protection, Environment Protection, Right to Information Act (RTI) and Human Rights.
While presenting on National Food Security Act 2013, the team clarified the information of the rate of wheat given by DC Kohima as Rs.3 per kg as wrong. No beneficiaries either AAY or Priority Household (PHH) would be charged more than Rs.3 per kg for rice and Rs.2 per kg for wheat, the release stated. National Food Security Act is an act of the Parliament of India which aims to provide subsidized food grains to two-thirds of India’s 1.2 Billion population. The Act also covers the mid-day meal scheme, integrated child development services and recognizes maternity entitle-
ments. The Act provides for coverage of up to 75% of the rural population and up to 50% of urban population for receiving subsidized foodgrains. According to the release, beneficiaries of AAY would get 35kg of food grains per month and the eligible persons of Priority Household would be entitled to get 5kgs of food grains per person per month at subsidized prices where ‘Rice’ can be obtained at Rs.3 per kg, wheat at Rs.2 per kg and flours at Rs1 per kg. This Act has a special focus on the nutritional support to women and chil-
dren. Pregnant women and lactating mothers would be entitled to receive maternity benefit of not less than Rs.6000, it informed. It is the duty of the state government to take delivery of food grains from the concerned department of central government. The State government shall appoint for each district a redressal officer for expeditious and effective redressal of grievances of the aggrieved persons in matters relating to district wise distributing of food grains under this Act. After a delay of almost three years the Govt. of Nagaland could implement the national food security
act for Dimapur and Kohima “with a commitment that it would soon be implemented in all districts”, the release stated. “This is the Act that the people have waited for long and we now hope that the state government would not fail to fully implement this “National Food Security Act 2013”, as this if and when implemented properly will hugely uplift the general mass specially the weaker section in the state,” it maintained. Kevi Seyie, member of Angami Baptist Council, Kohima graced the daylong celebration which witnessed various Christian activities from amongst its 52 constituent churches, a press release informed. The programme started with flag hoisting by its president followed by the speaker dedicating a motorbike, sponsored by the Kumlong Baptist Church, Mokokchung, and a newly carved out office, with its furniture donated by the Alempang Baptist Church, Mokokchung. Seyie in her message dwelt on the topic “Right Foundation” where she touched many a hearts from among the con-
gregation with her almost perfect Assamese which was an asset for many in penetrating the word of God, the release stated. Later, she and her colleague Kole Natso offered prayers for persons suffering from different ailments. The choir team of Jorhat Baptist Church enthralled the congregation with special numbers. The Assam Valley Baptist Mission (AVBM) is a common Baptist Christian venture initiated by about 28 Baptist Churches, mostly independent churches located in the district of Jorhat, Sivasagar and Golaghat and bordering with Nagaland in the year 2005. Later, on January 24, 2006, through a general council meeting, the congregation
unanimously named this common platform of connecting the churches as “Assam Valley Baptist Mission”. Today, it has a total of 52 constituent churches. Dimapur, July 31 (mExN): The Nagaland Public Rights Awareness and Action Forum (NPRAAF) has appreciated the response of the Department of Social Welfare (DoSW) while also raising questions on some of the other anomalies pointed out by it originally following an RTI. The Information and Publicity Cell of the NPRAAF today stated that the issue of NGOs maintaining multiple homes and thus availing Grant-in-Aid (GIA) stands clarified, as does the 3% of total project cost of any central/state programme. However, the “issue of deductions” in GIA to some NGOs remained “unclear.” As per the NPRAAF, it raised the specific point after “physically visiting the beneficiaries who pointed out that they were made to sign receipts quoting higher amount of money but were actually given lesser amount.” The NPRAAF maintained that it has evidence to “prove this point” and it is willing to “jointly visit such beneficiaries if the DoSW so desires.”

he recent news item of de-registered old trucks coming to Nagaland and re-registering again illegally here in our state leaves one to wonder how cheap and far we Nagas can go for easy money. We Nagas have lost all the credibility of our self image and our own worth. All illegal style of doing work prevails rampantly without any iota of shame in our so called ‘Nagaland for Christ’. In the recent past too, illegal gun licenses and driving licenses were detected from around the country. While birth certificates issued to illegal immigrants were detected during the NCR in Assam raises many questions that don’t seem to have any answer. Many stolen vehicles are said to be brought to Nagaland and reregistered again which is not a secret. Are there any honest Nagas left? Is there any department left in Nagaland that work judiciously or honestly and in fear of God? When there is a plenty of opportunity to do all illegal things and full of people ready to these unlawful acts anything anytime for easy money, there will be no dearth of crooks and scoundrels from all over who will come in search of them. Today our land lies completely in shambles by this menace of corruption which has wrecked every moral foundation of our society. In its ‘RTI reply’ to the NPRAAF, the DoSW had stated, “Individuals are not granted GIA or other monetary assistance.” However, the Forum pointed out that “a certain individual was found to have been given monetary assistance during the year 2013-14 on the recommendation of National Commission for protection of Child Rights and duly endorsed by State Level Selection Committee.” The NPRAAF found this “contradictory” to the RTI response furnished by the DoSW and wondered if “any eligibility criteria for central/state programme can be compromised on the recommendations of some commissions/authorities.” Further, the Department had clarified that any pending payments to NGOs were due to the beneficiaries not coming forward to claim the GIA. In this regard, NPRAAF has earlier cited an instance where “a certain children home expressed surprise that it was also shown as a beneficiary of Rs 80, 000/- in the RTI document. Thereafter only, the particular children
home went and claimed the amount from the Department.” In the light of this, the NPRAAF appealed the DoSW to inform beneficiaries of any GIA available for them “since without being informed, no NGO would have knowledge of such sanctioned benefits for them.” The Forum also pointed out that there are “several other instances” where the GIA amount given to beneficiaries did not match with the RTI replies furnished to NPRAAF. For instance, in Annexure – I, a “certain NGO” was shown as a beneficiary of Rs. 2 lakh, however, in the A.P.R receipt, the same beneficiary was shown to have received Rs. 1.5 lakh only. Another NGO was shown as a beneficiary of Rs. 1 lakh but the A.P.R receipt showed that the beneficiary received only Rs 80, 000/-, informed the NPRAAF. “There are several other similar anomalies and irregularities,” maintained the NPRAAF, welcoming a “joint sitting and verification” with the DoSW to understand and resolve the issues.

BJP elevates two officials Dimapur, July 31 (mExN): The Nagaland State BJP President, Visasolie Lhoungu has elevated James Patton to the post of Convenor Co-operative Cell at the state level. The appointment has been done “in the interest of the party and in recognition of the seniority and loyalty to the party,” stated the president in an order. In a separate order, the State BJP President also appointed L. Meribemo Kinghen as Wokha District President of the party on adhoc basis. The handing and taking over charge of the district office should properly be done with intimation to the party head office, Visasolie stated. The orders have been issued based on the meeting resolution passed on July 21, 2016 by the party workers of the district concerned, it was mentioned.

The pathetic Govt. health centres without manpower and basic amenities and with nothing to cater to public health is unique. What is more unique is the empty health centres do not cure ailment of anybody. 15. Another unique feature of Nagaland is BPL is in need and APL is in deed. Had those Pharisees and law teachers being in our midst today, they would have been satisfied with the above miracles and would not have approached Jesus to receive the rebuke. he real-life Howard Beale of Indian newsroom was “mad as hell.” Even by his own standards, Arnab Goswami’s open call for acting against those who “disagree” with him was unprecedented. Goswami is the editor-in-chief and anchor of the news channel Times Now. In his widely popular prime time discussion show Newshour, hashtagged #ProPakDovesSilent, he ranted against “a section of pseudo-liberals” for vilifying the army and security forces over the ongoing unrest in Kashmir. “...Many of these pseudo-liberals have been vilifying our army, abusing our army, and pressurising our army and our paramilitary forces operating in the most hostile of circumstances in Jammu and Kashmir...,” Goswami thundered. Pratik Kanjibal in a column in The Indian Express wrote that while the rest of India was observing Kargil Divas, Goswami “observed” by remembering his “competitors” adding that his diatribe was framed as a call to public action against a whole class of citizens, from television anchors to students who do not share his views. “Do these people compromise our national security or not?... And if they do, which we know they do...Why don’t we take on these people?” the self-proclaimed dispenser of justice and conscience keeper of India nudged his viewers. Change “Jammu and Kashmir” to any conflict areas in India, especially the Northeast, his assertion is serious, ominous and a death knell. Sensationalism is one thing but baying for the blood of others who disagree with one’s view is purely diabolical and vindictive. However, in Goswami’s theatrics world of journalism, he is the Judge, Jury, and the Executioner. Polarization is the name of the game. You are either with “us or not.” Nothing is grey in his matter and there is no middle path. Integrity, in his lingo, is the ultimate devotion to something he considers as the ultimate truth. Objectivity, thus, is the biggest casualty. “Television is a God-damned amusement park! ...We're in the boredom-killing business!” the reel life anchor Howard Beale bellowed in the movie “Network.” Goswami has appropriated this to a frightening extent. For one thing is for sure, people watch the channel not for its newsworthiness but for the ruckus and dramatic theatrical entertainment it presents by manoeuvring the daily news. In fact, it is the new runaway reality TV show keeping the nation riveted with cleverly crafted story with distinct plotline and presentation. Panels are carefully selected. The idea is not to debate an issue in a nuanced manner but to indulge them in confrontations. Thus, two belligerent parties from extreme poles are pitted to shout against each other while sane voices are craftily silenced in the background. That a soldier who wrote a scathing attack against the Kashmiri protester or a retired veteran who shed copious tears on national TV during the JNU fracas is now a permanent fixture in the show is a case in point. Vilification and character assassination by taking a position based on his ideological conceptualization of India becomes a regular fixture in his ‘trial hour,’ notwithstanding India’s constitutional values and ethos. Negotiation is not his forte and pluralism is a passé but insinuation and instigation, the show has in abundance. Consequently, he once called a fellow journalist a “cover for Indian Mujahidin,” and lashed out at JNU students for being “worse than Maoist,” which apart from doctored tapes, start the disparagement of the entire institution. His stated position on many issues borders on rogue vigilantism and jingoism. Toe his line or the judge will pronounce you unworthy of either your patriotism or citizenship. Fervent populist rhetoric with selective presentation, ideological proclivity towards the majoritarian worldview is pitted against traditional pluralism India cultivated over the years. By calling the other media, ‘pseudo-liberals’, his cosying up with the nationalistic force seems to be fermented. But such assertion is dangerous and holds adverse ramification of those working in conflict areas. The media is considered a watchdog of public affairs and government. Any journalistic code of ethics will entail you to go beyond superficiality and objectively present, for instance, the underlying causes of conflict from all points of view. But insinuating the audience to act against not toeing the official position, the idea of a free press is itself put on trial, ironically by one of its own. “Any dictator would admire the uniformity and obedience of the U.S. media,” Noam Chomsky once wrote arguing that “Freedom of Press is fundamental to the foundation of the country.” It portentously and frighteningly resonates with the current episode. More than half of newborns not breastfed in first hour raising health risks: UNICEF
M
ore than half of newborn babies are not breastfed within the first hour of life, putting them at heightened risk of disease and death, the United Nations' children's agency said on Friday, highlighting sub-Saharan Africa as an area of concern. Feeding babies within an hour of birth passes on critical nutrients, antibodies and skin contact with their mothers that can protect them, UNICEF said. Delaying breastfeeding by two to 23 hours after birth increases the risk of a baby dying in its first month by 40 percent and delaying by 24 hours or more increases the risk of death to 80 percent, UNICEF said. Studies shows newborns account for nearly half of all deaths of children under age 5. UNICEF, which has been campaigning to promote early breastfeeding, estimates 77 million babies around the world each year are not breastfed within the first hour of their life. It estimates about 130 million babies are born each year. "Breast milk is a baby's first vaccine, the first and best protection they have against illness and disease," France Bégin, UNICEF senior nutrition adviser, said in a statement. "Making babies wait too long for the first critical contact with their mother outside the womb decreases the newborn's chances of survival, limits milk supply and reduces the chances of exclusive breastfeeding." Efforts to promote early breastfeeding have been slow, particularly in sub-Saharan Africa, where mortality rates for children under age 5 are high, UNICEF said. Early breastfeeding rates nudged up to 60 percent in 2015 from 51 percent in 2000 in East and Southern Africa and were unchanged in West and Central Africa, it said. In South Asia, rates of early breastfeeding tripled from 2000 but 21 million newborns a year are not breastfed in the first hour, UNICEF said. Among the obstacles, UNICEF said, doctors, nurses and midwives assisting births in the Middle East, North Africa and South Asia are less likely to promote early breastfeeding than are unskilled attendants or relatives assisting. In some countries UNICEF said it is customary to feed a baby infant formula, cow's milk or sugar water in its first three days. If all babies were fed nothing but breast milk from birth to six months, more than 800,000 lives could be saved each year, UNICEF said. Around the world, 43 percent of infants less than 6 months old are fed breast milk exclusively, according to UNICEF. Those who are not breastfed at all are 14 times more likely to die than those fed only breast milk, it said. The figures were released ahead of World Breastfeeding Week running from August 1 to August 7 in more than 170 nations.

El Salvador Faces Dilemma over the Prosecution of War Criminals
T
he ruling of the highest court to repeal the amnesty law places El Salvador in the dilemma of deciding whether the country should prosecute those who committed serious violations to human rights during the civil war. It also evidences that, more than two decades after the end of the conflict in 1992, reconciliation is proving elusive in this Central American country with 6.3 million inhabitants. At the heart of the matter is the pressing need to bring justice to the victims of war crimes while, on the other hand, it implies a huge as well as difficult task, since it will entail opening cases that are more than two decades old, involving evidence that has been tampered or lost, if at all available, and witnesses who have already died. Those who oppose opening such cases highlight the precarious condition of the judiciary, which has important inadequacies and is cluttered with a plethora of unsentenced cases. “I believe Salvadorans as a whole, the population and the political forces are not in favour of this (initiating prosecution), they have turned the page”, pointed out left-wing analyst Salvador Samayoa, one of the signatory parties of the Peace Agreements that put an end to 12 years of civil war. The 12 years of conflict left a toll of 70,000 casualties and more than 8,000 people missing. Samayoa added that right now El Salvador has too many problems and should not waste its energy on problems pertaining to the past. For human rights organizations, finding the truth, serving justice and providing redress prevail over the present circumstances and needs. “Human rights violators can no longer hide behind the amnesty law, so they should be investigated once and for all”, said Miguel Montenegro, director of the El Salvador Commission of Human Rights, a non-governmental organization, told IPS. The Supreme Court of Justice, in what is deemed to be a historical ruling, on 13 July ruled that the General Amnesty Act for the Consolidation of, passed in 1993, is unconstitutional, thus opening the door to prosecuting those accused of committing war crimes

N member states “are going beyond rhetoric and earnestly working to achieve real progress” towards the Sustainable Goals, the members of the Group of 77 and China said in a ministerial statement delivered here on 18 July. The statement was delivered by Ambassador Virachai Plasai, Chair of the Group Of 77 (G77) and China during the High Level Political Forum (HLPF) which took place at UN Headquarters in New York from 18 to 20 July. During the forum, the 134 members of the G77 and China reaffirmed the importance of not only achieving the Sustainable Development Goals but also the driving principle of leaving no one behind. “We must identify the “how” in reaching out to those furthest behind,” said Plasai who is also Ambassador and Permanent Representative of the Kingdom of Thailand to the UN. “To make this real, we cannot simply reaffirm all the principles recognised in the (2030) Agenda, including the principle of common but differentiated responsibilities, but must earnestly implement them in all our endeavours,” Plasai added. The UN’s 193 member states unanimously adopted the 2030 Development Agenda, including the 17 Sustainable Development Goals, in September 2015. The goals reflect the importance of the three aspects of sustainable development: economic, social and environmental, and countries will work towards achieving them by the year 2030. However more still needs to be done to ensure that developing countries have access to the resources they need to meet the goals, said Plasai. “We reiterate that enhancing support to developing countries is fundamental, including through provision of development financial resources,
and crimes against humanity during the conflict. In its ruling, the Court considered that Articles 2 and 144 of said amnesty law are unconstitutional on the grounds that they violate the rights of the victims of war crimes and crimes against humanity to resort to justice and seek redress. It further ruled that said crimes are not subject to the statute of limitations and can be tried regardless of the date on which they were perpetrated. “We have been waiting for this for many years; without this ruling no justice could have been done”, told IPS activist Engracia Echeverría, from the Madeleine Lagadec Center for the Promotion of Defence of Human Rights. This organization is named after the French nun who was raped and murdered by government troops in April 1989, when they attacked a hospital belonging to the guerrilla group Farabundo Martí National Liberation Front (FMLN). The activist stressed that, even though it is true that a lot of information relevant to the cases has been lost, some data can still be obtained by the investigators in the District Attorney’s General Office in charge of criminal prosecution, in case some people wish to instigate an investigation. The law has been strongly criticized by human rights organizations within and outside the country, since its enactment in March 1993. Its critics have claimed that it promoted impunity by protecting Army and guerrilla members who committed human rights crimes during the conflict. However, its advocates have been both retired and active Army members, as well as right-wing politicians and businessmen in the country, since it precisely prevented justice being served to these officers –who are seen as responsible for frustrating the victory of the FMLN. “All the crimes committed were motivated by an attack by the guerrilla”, claimed retired general Humberto Corado, former Defence Minister between 1993 and 1995. The now repealed act was passed only five days after the Truth Commission, mandated by the United Nations to investigate human rights abuses dur-
ing the civil war, had published its report with 32 specific cases, 20 of which were perpetrated by the Army and 12 by insurgents. Among those cases were the murders of archbishop Oscar Arnulfo Romero in March 1980; four American nuns in December of the same year, and hundreds of peasants who were shot in several massacres, like those which took place in El Mozote in December 1981 and in Sumpul in May 1980. Also, six Jesuit priests and a woman and her daughter were murdered in November 1989, a case already being investigated by a Spanish court. The Truth Commission has also pointed to some FMLN commanders, holding them accountable for the death of several mayors who were targeted for being considered part of the government’s counterinsurgent strategy. Some of those insurgents are now government officials, as is the case with director of Civil Protection Jorge Meléndez. Before taking office in 2009, the FMLN, now turned into a political party, strongly criticized the amnesty law and advocated in favour of its repeal, on the grounds that it promoted impunity. But, after winning the presidential elections that year with Mauricio Funes, it changed its stance and no longer favoured the repeal of the law. Since 2014, the country has been governed by former FMLN commander Salvador Sánchez Cerén. In fact, the governing party has deemed the repeal as “reckless”, with the President stating on July 15 that Court magistrates “were not considering the effects it could have on the already fragile coexistence” and urging to take the ruling “with responsibility and maturity while taking into account the best interests of the country”. After the law was ruled unconstitutional, the media were saturated with opinions and analyses on the subject, most of them pointing out the risk of the country being destabilized and on the verge of chaos due to the countless number of lawsuits that could pile up in the courts dealing with war cases. “To those people who fiercely claim that magistrates have turned the country into a hell we must respond that hell is what the victims and their families have gone –and continue to go- through”, reads the release written on July 15 by the officials of the José Simeón Cañas Central American University, where the murdered Jesuits lived and worked in 1989. Furthermore, the release states that most of the victims demand to be listened to, in order to find out the truth and be able to put a face on those they need to forgive. In fact, at the heart of the debate lies the idea of restorative justice as a mechanism to find out the truth and heal the victims’ wounds, without necessarily implying taking perpetrators to jail. “We do not want them to be jailed for a long period of time, we want perpetrators to tell us why they killed them, given that they knew they were civilians”, stressed Echeverría. “And we want them to apologize, we want someone to be held accountable for these deaths”, she added. In the case of Montenegro, himself a victim of illegal arrest and tortures in 1986, he said that it is necessary to investigate those who committed war crimes in order to find out the truth but, even more importantly, as a way for the country to find the most suitable mechanisms to forgive and provide redress”. However, general Corado said that restorative justice was “hypocritical, its only aim being to seek revenge”.

During that meeting the G77 and China expressed concern that rich countries are failing to meet their commitments to deliver Official Development Assistance (ODA) – the official term for aid – to developing countries. “We note with concern that efforts and genuine will to address these issues are still lagging behind as reflected in this year’s outcome document of the Financing for Development forum which failed to address (gaps in ODA),” said Chulamanee Chartsuwan, Ambassador and Deputy Permanent Representative Of The Kingdom of Thailand to the UN, on behalf of the Group of 77 and China.
Speaking during the forum on July 19, UN Secretary-General Ban Kimoon underscored the importance of the High Level Political Forum, “as the global central platform for follow-up and review of the Sustainable Development Goals.” Ban presented the results of the first Sustainable Development Goals report released by the UN Department of Economic and Social Affairs on July 20. The report used “data currently available to highlight the most significant gaps and challenges” in achieving the 2030 Agenda, said Ban. “The latest data show that about one person in eight still lives in extreme poverty,” he said. “Nearly 800 million people suffer from hunger.” “The births of nearly a quarter of children under 5 have not been recorded.” “1.1 billion people are living without electricity, and water scarcity affects more than 2 billion.”

Leaving No One Behind Ban also noted that the importance of collecting data about the groups within countries that are more likely to be “left behind”, such as peoples with disabilities or indigenous peoples. Collecting separate data about how these groups fare is considered one way for governments to help achieve Sustainable Development Goal 10
which aims to decrease inequality within countries. However SDG 10 also aims to address inequalities between countries, an important objective for the G77, as the main organisation bringing together developing countries at the UN the G77 wants to make sure that countries in special circumstances are not left behind. Countries in special circumstances include “in particular African countries, least developed countries, landlocked developing countries and Small Island Developing States, as well as countries in conflict and post-conflict situations,” said Chartsuwan. However while the world’s poorest and most fragile countries have specific challenges, many middle income countries also have challenges too, the G77 statement noted. Climate Change Agreement Needs Implementation Developing countries, and particularly countries with special circumstances, are among those that are most adversely affected by climate change, and therefore wish to see speedy adoption and implementation of the Paris Climate Change Agreement alongside the 2030 Agenda. Ban told the forum that he will host a special event during the UN General Assembly at 8am on September 21 for countries to deposit their instruments of ratification. “We have 178 countries who have signed this Paris Agreement, and 19 countries have deposited their instrument of ratification.” “As you are well aware, we need the 55 countries to ratify, and 55 percent of global greenhouse gas emissions accounted.” “These 19 countries all accounted is less than 1 percent of greenhouse gas emissions.” “So we need to do much more,” he said.

Can nBCC’s admission of failure as a ChurCh Be seen as an opportunity to start doing and speaking what is right? Some of those who voted YES had this to say: • Yes. When a leader admitted its weakness and shortcoming with full of dignity and honesty, it sensed that there is inherent awareness of social change for the betterment of the society. • Yes. But at other times also we admit our failures but the question here is can we change for the better? We are good at lectures but do not walk the talk. We are not admitting the truth. • Yes. The narrative of the NBCC has slowly been changing under the leadership of Dr. Keyho for the better. From a point of submission and humility, we can move forward...and the admission coming from NBCC has a strong message for other apex organizations, leaders, all of us • Irrespective of whether it is our Naga apex civil societies, NPGs, tribal organisations, political parties, the state government or the various denominations. Our collective and individual egos are enormous. NBCC coming out to admit its shortcomings is a very significant gesture. Every Naga should appreciate their humility and give the finger pointing and blame game a rest. Infact, other organisations, political parties and the government should also come out and do the same. We have all failed one way or the other. • Yes. I appreciate it very much that there are still people in an organisation that had sadly been losing the faith of its members, making an effort to correct. It will not be an overnight change as there may still be many who will resist the call for change, but at least the right step is being taken and I hope church leaders will hear this admission and make an effort along with their congregations to genuinely change. We have to start somewhere in any corner, however insignificant it may seem. Well done NBCC for the admission and the call... • Yes. A true admission is based on acknowledging ones failures and then doing what is right. • Yes. However, hitherto it is apparent that the NBCC, in dealing with socio-eco-political scenario, has adopted a reserved approach. Given its mandate which I believe is still strong, there is a need for a revamp in its approach. Take for instance, the Clean Election Campaign (CEC). A revamp would mean introducing the campaign in villages instead of Kohima. NBCC, through its various branches, could have chosen each village in each district as a model village and launched the CEC simultaneously. This could have had a much greater penetrating impact and face value, given the scenario in our villages. Yet, because of NBCC’s disconnect it does not seem bothered to take opinions. Hence, any change that NBCC proposes to initiate MUST start from the villages wherever possible. CEC has immense potential as harbinger of change, and I support it. But the approach of NBCC, in general, needs a revamp and restructuring. • About time!! "If you are wrong, own up to what you didn't do right. That's how you learn and earn respect". • Yes. NBCC has been for too long leading from behind. Now we'll see if it's capable of leading from the front. • Yes. This is the way to do it. Acknowledging one's own failure and mistakes is the first step forward. In our Naga society so many of our organisations need to own up for their mistakes, but they keep justifying all the time. We the public are not so dumb. We may keep quiet and silent but it does not mean we don’t know what is happening. This is a big step. I hope the NBCC will not stop here. Given just how much bad news has been packed into the year so far, the question has to be asked – what else could go wrong? The answer, of course, is a lot. It may well be that the mass casualty assaults in Paris, Brussels, Nice, Munich and Orlando – as well as a smattering of smaller attacks in France and Germany in particular – are only the beginning. Not all are necessarily linked to Islamist militant groups, but in each case they are raising the temperature of local domestic politics in a distinctly dangerous way. In the Middle East, Islamic State is unquestionably losing ground in Iraq and Syria, but that may not make the group any less likely to strike out. This weekend’s bombing in Kabul – as well as other similar incidents in Iraq and elsewhere – act as a savage reminder that the level of terror attacks in the West remains incredibly low in comparison. Nor are these the only – or necessarily even the greatest – dangers. Tensions with both Russia and China could well ratchet higher. The European Union remains in turmoil – it’s not just Brexit; the euro zone crisis remains entirely unresolved. The number of countries suffering some kind of internal political crisis is also alarmingly high. After its attempted coup on July 15, Turkey appears more unstable than at any time in recent history – which is awkward, as it is something of a linchpin to Western policy on a variety of fronts. Gujarat Dalits not to lift carcasses, want firearms
AhmedAbAd, July 31 (IANS): Gujarat Dalit leaders on Sunday asked the government to give them firearms in view of atrocities by Hindu activists as thousands of Dalits pledged not to lift carcasses from the streets. The mass pledge was taken at a rally called by as many as 30 Dalit groups from across Gujarat and backed by the quasi religious body, Jamiat-eUlema-Hind. Three Muslim leaders from Ahmedabad attended the rally and sat on the podium. Many Muslim activists could be seen in the rally. The State "must provide us licensed firearms to protect ourselves since the government has failed to provide us security", said Jignesh Mevani, the convenor of the joint front of the 30 Dalit organizations. "We have had enough. We will break their hands and legs if the upper caste exploiters torture us any more," he asserted. The government should also help Dalits learn martial arts, he felt. Referring to the controversial 2012 police attack on Dalits that killed three persons in Dhangad area of Surendranagar, speakers at the rally complained that

"There has been an increase in the attacks on Dalits ever since this BJP government assumed office at the Centre," the Communist Party of India-Marxist said at the end of a two-day meeting of its Politburo here. AhmedAbAd, July 31 (IANS): A Dalit youth, who had attempted to commit suicide to protest against beating of four from the community for skinning of carcasses by cow vigilantes, died here on Sunday, officials said. Yogesh, from Parbadi village of Rajkot in Saurashtra, had consumed acid on July 21 over the incident. He was first taken to Rajkot and then Junagadh government hospitals, but when his health deteriorated, he was brought to the Ahmedabad Civil Hospital. Hospital officials however said the doctors could not save Yogesh. He was among two dozen Dalit youth who had tried to commit suicide ever since the July 11 incident of attack on the four tannery workers in Una.The maximum persons to take the extreme step were from the Saurashtra region, where the Mota Samadhiya village of Una taluka is located.
Organisers said the show of strength was meant to protest against what they said were growing atrocities against the community in Gujarat. Speakers released a charter of demands for Chief Minister Anandiben Patel including action against everyone who was even tacitly involved in the July 11 incident. They also sought alternate employment to Dalits who give up the "undignified" job of skinning dead animals and safai karmacharis engaged in the "inhuman" job of manual
scavenging. This is besides providing housing units to Dalits in urban areas because they are even today "socially boycotted, discriminated against and exploited socially, economically and sexually in villages". The organisers said they kept the political parties at bay at the rally as all of them exploited them for narrow political gains. One speaker said "bangles and ghaghras" should be couriered to Dalit MLAs and MPs to denounce their apathy towards the community's cause.
India to bring back workers facing “food crisis” in Saudi New delhI/dubAI, July 31 (reuTerS): India said on Sunday it will send a government minister to Saudi Arabia to try to bring back more than 10,000 Indian workers who are facing a "food crisis" because they are unable to afford meals after being laid off from their jobs. Low oil prices have forced the Saudi government to slash spending since last year, putting heavy pressure on the finances of local construction firms which rely on state contracts. As a result, some companies have been struggling to pay foreign workers and have laid off tens of thousands, leaving many with no money for food let alone for tickets home. Foreign Minister Sushma Swaraj on Saturday said over 10,000 Indians in Saudia Arabia and Kuwait were facing a "food crisis" because of economic hardships, while appealing to an estimated 3 millions Indians living in Saudi Arabia for help. "Large number of Indians have lost their jobs in Saudi Arabia and Kuwait. The employers have not paid wages, closed down their factories," she tweeted on Saturday. KhArAgPur, July 31 (IANS): The Union Department of Science and Technology is planning to set up a Centre of Excellence at Indian Institute of Technology, Kharagpur, to focus on climate change science, adaptation and mitigation, the institution's director said here on Sunday."The project will include water resources, biodiversity, agriculture, ocean and marine ecosystem, coastal and island vulnerability including sea level rise, extreme events, disaster risk reduction and management, Socio-economic vulnerability and Livelihood," IIT Kharagpur director Partha Pratim Chakrabarti told the media after the institute's 62nd convocation. The project - which is expected to have a total budget of Rs 10 crore for five years - will focus on vulnerability and risk assessment due to various environmental drivers in a climate change scenario over eastern India. The objective is to develop an integrated modelling system using coupled models, machine learning and data analytics to predict extreme events. It will also provide comprehensive analysis and understanding of various extreme weather events such as tropical cyclones, pre-monsoon convective activity, extreme ocean waves and storm surges, sea level rise, extreme rainfall patterns, flash floods and their interactions in the overall assessment of vulnerability and risk in climate change scenarios.

PATNA, July 31 (IANS): The flood situation in Bihar worsened on Sunday, with many rivers breaching their banks and affecting hundreds of thousands of people, officials said. More than 2.6 million people have been hit by the floods in the state including half a million who have been displaced across 12 districts, the officials said. Bihar Deputy Chief Minister Tejashwi Prasad Yadav visited the flood affected Supaul district on Sunday and said: "We are fully prepared to provide relief and rescue the affected people." Senior officials said relief and rescue operations were going on in full swing. He said the flood situation was grim in some districts following rising water level in rivers. The government has deployed 587 personnel of the National Disaster Response Force and the state disaster response force in the worst hit areas. Of the five lakh people displaced till Sunday, nearly 2.50 lakh are living in different shelters. The government has set up 412 relief camps and deployed 1,019 boats in relief and rescue work. The worst hit districts are Purnea, Kishanganj, Araria, Darbhanga, Madhepura, Katihar, Supaul and Saharsa. Unconfirmed reports say at least 28 people, including women and children, have perished in the floods. Major rivers in the state including the Koshi, Gandak, Bagmati and Ganga are in spate following heavy rains, officials said.

The dark side of President Rodrigo Duterte’s deadly but popular drugs war in Philippines MANILA, JuLy 31 (ReuteRs): When the image of Jennelyn Olaires weeping as she cradled the body of her slain husband went viral in the Philippines, President Rodrigo Duterte called it melodramatic. There’s not much Duterte hasn’t said when it comes to his war on drugs, his only real election platform and his big promise to the 16 million Filipinos who swept him to power in May by a massive margin. And “the punisher”, as he is known, has been true to his word. Hundreds of suspected drug dealers have been killed since Duterte took office just one month ago. Six were assassinated in a single night in Manila, among them Michael Siaron, Olaires’s 29-year-old husband who was shot dead by unknown assailants on motorcycles. “A friend called out that Michael was shot. I ran out to see him,” Olaires, 26, said in a rundown part of the capital’s Pasay area, with its ubiquitous slums, squatters and thieves. “Thoughts were running in my mind. It can’t be you. You don’t deserve this. There are others who deserve this more than you,” she said, recalling the moment she discovered his body. “If I only have wings, I will quickly fly to his side.” Photographers surrounded her behind a police cordon as she held his body. A piece of cardboard was left next to his corpse with the word “pusher” written on it. “They must kill the ones who don’t deserve to live anymore, the ones who are a menace to society. Because they cause harm to others. But not the innocent people,” she said. “I don’t need the public’s sympathy. I don’t need the president to notice us. “I know that he doesn’t like this kind of people. But for me, I just hope that they get the true offenders.” Asked if she had a message to tell Duterte, she said: “kill drugs, not people.”
MANILA, JuLy 31 (ReuteRs): The Philippine government may still re-impose a ceasefire with Maoist-led guerrillas, a senior administration official said on Sunday, a day after it was withdrawn by President Rodrigo Duterte. Duterte lifted the unilateral truce with the communist New People’s Army on Saturday evening, six days after it was declared as a goodwill gesture ahead of formal peace negotiations in Oslo next month. The move came after rebels did not respond to a deadline to reciprocate the government’s truce. “We may work out a negotiated truce with the Communists,” Jesus Dureza, presidential peace adviser, told Reuters. “It was in our agenda when the formal peace talks resume in Oslo. The peace talks will go on as scheduled.” The peace talks, brokered by Norway, will resume on Aug. 20, four years after bogging down due to rebels’ demand for the release of 500 political prisoners. The government has now promised to free them for health and humanitarian reasons. Dureza said he welcomed a statement from rebel leader Jose Maria Siso, who was interviewed on local television hours after
Duterte withdrew the ceasefire, saying the communists had also intended to impose a truce but it was overtaken by events. “This is what we have been waiting for,” Dureza said in an official statement. “The leadership of the CPP/NPA/NDF announced through the media its belated but still strategic and awaited decision to also declare its own unilateral ceasefire.” Duterte also was angered by reports that Maoist-led rebels had killed a militiaman and wounded four others in an ambush on Wednesday when they were returning to an army base in Davao del Norte to comply with government’s unilateral truce. Renato Reyes, secretary-general of Bayan (Nation), a left-wing political group, criticised the government for imposing “unrealistic” ultimatums. “The road to peace is a difficult one, where deadlines and ultimatums cannot just be imposed and where discussions of the substantial agenda are the only sure means to achieve a lasting end to hostilities,” he said. Armed Forces spokesman Brigadier-General Restituto Padilla said army units have resumed offensive action against the rebels.

The LDP instead drafted Masuda, 64, who once served as governor of a rural prefecture. “Taking this result very heavily, as the new governor I would like move forward firmly with the administration of the metropolis,” Koike, an experienced politician fluent in English and Arabic, told supporters.

I want to use them as a chance to build a new Tokyo for beyond 2020,” Koike said when the campaign began. Though the LDP and its coalition partner backed Masuda, fallout for Abe will likely be minimal despite Masuda’s loss. “This is basically a Tokyo issue,” said Kenji Yumoto, vice chairman of the Japan Research Institute thinktank. “Abe’s prestige probably won’t be damaged and support for the LDP won’t fall.”
New yORK, JuLy 31 (IANs): Researchers have determined how a protein can boost immune system’s ability to battle pneumonia. The finding may offer a new way for doctors to boost patients’ ability to fight off the life-threatening infection as bacteria become more and more resistant to antibiotics. “We’re interested in seeing if there are things we can do to strengthen the natural defences of the host to help them fight the infection more effectively,” said Borna Mehrad from University of Virginia School of Medicine. “Potentially this would be the sort of thing you could do in addition to antibiotics
to help patients with severe infections.” Mehrad and his team determined that the lack of the cytokine M-CSF in infected mice worsened the outcome of bacterial pneumonia. Not having the protein resulted in 10 times more bacteria in the lungs, 1,000 times more bacteria in the blood and spread the infection to the liver, resulting in increased deaths. Clearly M-CSF has an important role in battling pneumonia, but what exactly does it do? “M-CSF has previously been shown to help make a type of immune cell, called monocytes, so my idea was that if you take
it away, infected hosts just stop making monocytes and that’s why they get sick, and it turned out that was completely wrong,” Mehrad said. Instead, the findings published in The Journal of Immunology showed that M-CSF helped monocytes survive once they have arrived in the infected tissues. “If you take MCSF away, the infections get worse, so that raises two important questions about therapy: Would more be better? It may be that during infection, the body is making the right amount of M-CSF and if we add extra, it won’t improve outcomes further,” Mehrad said.
Fiery crash of hot air balloon kills sixteen LOCKHARt, JuLy 31 (ReuteRs): A hot air balloon burst into flames over central Texas on Saturday after apparently striking power lines and plunged into a field, killing all 16 people aboard in one of the deadliest such accidents on record, police and eyewitnesses said. The Federal Aviation Administration said the fiery crash occurred at about 7:40 a.m. (1240 GMT) near Lockhart, a town about 30 miles (50 km) south of Austin, the Texas capital. The Caldwell County Sheriff’s Office said 16 people were
believed to have been aboard the doomed craft and that no one survived. The Texas Department of Public Safety confirmed that 16 people were dead. Emergency responders in Texas said the basket portion of the balloon, which carries the passenger and crew, caught fire. Aerial television footage from the aftermath of the accident showed remnants of the red, white and blue balloon, adorned with a large, yellow smiley face wearing sunglasses, lying flattened at the crash site. The National Transportation
Safety Board offered no details on what may have caused the accident, which occurred on a clear day. But a spokesman at the scene, Erik Grosof, said teams from that agency and the Federal Bureau of Investigation were being dispatched to determine how the crash unfolded. FBI assistance is routine in cases of major accidents, Grosof said. Margaret Wylie, an area resident, told reporters she believed that before the balloon crashed, it hit power transmission lines, which caused popping sounds like a gun going off.
“It went up like a big fireball,” she told reporters. Grosof said the balloon was believed to have been operated by Heart of Texas Hot Air Balloon Rides, a company that serves the Austin, Houston and San Antonio areas. The crash of the balloon was the deadliest on record in the Western Hemisphere, said Jeff Chatterton, a spokesman for the Balloon Federation of North America. “There are thousands of balloons that go up every year,” he said. “This is unspeakably tragic but it is rather unique.”
Turkey culls nearly 1,400 from army, overhauls top military council ANKARA/IstANBuL, JuLy 31 (ReuteRs): Turkey dismissed nearly 1,400 members of its armed forces and stacked the top military council with government ministers on Sunday, moves designed by President Tayyip Erdogan to put him in full control of the military after a failed coup. The new wave of expulsions and the overhaul of the Supreme Military Council (YAS) were announced in the government’s official gazette just hours after Erdogan said late on Saturday he planned to shut down existing military academies and put the armed forces under the command of the Defence Ministry. According to the gazette, 1,389 military personnel were dismissed for suspected links to the Islamic preacher Fethullah Gulen, who is accused by Turkey of orchestrating the July 15-16 failed putsch. Gulen, who lives in selfimposed exile in the United States, has denied the charges and condemned the coup. It comes after an announcement last week
that more than 1,700 military personnel had been dishonourably discharged for their role in the putsch, which saw a faction of the armed forces commandeer tanks, helicopters and warplanes in an attempt to topple the government. It was not immediately clear whether the dismissals referred to in Sunday’s official gazette included any of those dishonourably discharged previously. Erdogan has said 237 people were killed and more than 2,100 wounded in the coup attempt. The government also said its deputy prime ministers and ministers of justice, the interior and foreign affairs would be appointed to YAS. The prime minister and defence minister were previously the only government representatives on the council. They will replace a number of military commanders who have not been reappointed to the YAS, including the heads of the First, Second, and Third Armies, the Aegean Army and the head of the Gendarmerie security forces, which frequently battle Kurdish militants in
the southeast. The changes appear to have given the government commanding control of the council. Erdogan, who narrowly escaped capture and possible death on the night of the coup, told Reuters in an interview on July 21 that the military, NATO’s second-biggest, needed “fresh blood”. The dishonourable discharges previously announced included about 40 percent of Turkey’s admirals and generals. So far, more than 60,000 people in the military, judiciary, civil service and schools have been either detained, suspended or placed under investigation over suspected links with Gulen. INCIRLIK SECURITY Turkey’s Western allies condemned the coup, but have also been rattled by the scale of the resulting crackdown. The aggressive purges come when the military is stretched by heavy fighting with Kurdish insurgents in southeast Turkey and threats from Islamic State militants on its border with Syria.
Turkey’s military is taking part in the U.S.-led coalition against Islamic State in Iraq and Syria. Its Incirlik Air Base is used by coalition forces for missions against Islamic State. Security was tight in the immediate area around Incirlik on Sunday, Turkish security sources said, before an expected visit by the U.S. chairman of the Joint Chiefs of Staff, Joseph Dunford. While there were rumours on social media that security forces were at the ready on worries about another coup attempt, a U.S. military spokesman at the base said they had not seen an increased Turkish police presence. “It’s business as usual here,” he said, without giving his name. “We are not seeing anything like that.” Incirlik has seen some scattered protests in the days since the coup as progovernment supporters have called on the United States to extradite Gulen. Washington says it will only do so if it receives clear evidence of Gulen’s involvement in the coup. Erdogan, meanwhile, has said it was “shame-

ful” that Western countries showed more interest in the fate of the plotters than in standing with a fellow NATO member and has upbraided Western leaders for not visiting after the coup attempt. Dunford’s visit comes at a delicate time for Turkey’s relations with the United States, given Erdogan’s constant demands for Gulen’s extradition. CONSPIRACY THEORIES On Saturday, Erdogan told broadcaster A Haber that the cleric was a “pawn” being controlled by a great-
er power. “There is a mastermind behind him. That mastermind is the one who took him to the United States and who helped him avoid any judicial process.” Conspiracy theories have flourished in Turkey since the attempted coup, with one pro-government newspaper saying the putsch was financed by the CIA and directed by a retired U.S. army general using a cell phone in Afghanistan. The United States has denied any involvement and any prior knowledge of
the failed attempt to overthrow the government. Rallies in support of Turkish democracy and against the coup plotters were planned in several European towns and cities on Sunday, with the biggest expected in the German city of Cologne. Turkish television showed demonstrators in Cologne waving flags and portraits of Erdogan. Germany is home to Europe’s largest ethnic Turkish diaspora. Erdogan has said that Gulen harnessed his extensive network of schools,
charities and businesses, built up in Turkey and abroad over decades, to create a “parallel state” that aimed to take over the country. The government is now going after Gulen’s network of schools and other institutions abroad. Since the coup, Somalia has shut two schools and a hospital believed to have links to Gulen, and other governments have received similar requests from Ankara, although not all have been willing to comply. In an unexpected move, Erdogan has said that as a one-off gesture, he would drop all lawsuits filed against people for insulting him. He said the decision was triggered by feelings of “unity” against the coup attempt. It could also be aimed at silencing his Western critics. Prosecutors have opened more than 1,800 cases against people for insulting Erdogan since he became president in 2014 after serving as prime minister for 11 years. Those targeted include journalists, cartoonists and even children.

IOC sets up 3-member panel to rule on Russian entries
RiO De JANeiRO, JULY 31 (ReUteRs): A threemember International Olympic Committee (IOC) panel will have the final say on which Russian athletes can compete at the Rio Games, reviewing all decisions taken by the international federations, the IOC said on Saturday. The IOC earlier this month set criteria for Russians to be eligible to compete in Rio after revelations of state-backed doping in the country.
They needed to have been tested for drugs outside Russia and have a spotless doping record with no previous bans in order to be cleared by their respective international federations. All Russian athletes sanctioned for doping in the past have been excluded from the Games. The IOC panel consists of Ugur Erdener, the IOC's medical commission chairman, Claudia Bokel, head of the athletes commission and fellow IOC
member Juan Antonio Samaranch Jr., vice president of the Modern Pentathlon federation. The trio will take the final decision once Court of Arbitration for Sport arbitrators have reviewed the cases individually, IOC spokesman Mark Adams told reporters. "There is not a blanket decision. Williams, who was battling flu, scored the quickest test ton by a Zimbabwean off 106 balls before becoming the ninth man out for 119 having smashed 21 fours. Zimbabwe were dismissed shortly before tea in their second innings for 295, with seamer Trent Boult the pick of the visiting bowlers as he picked up 4-52 on a flat batting track. New dimapur-Zubza railway project should not
become another “DimapurKohima four laning”

e have come to know that Union Railways Minister Suresh Prabhakar Prabhu will lay the foundation stone of a new railway line from Dimapur (Dhansiripar) to Kohima on August 1 at Dimapur Railway Station. It is for Dimapur-Zubza Railway line. Good news is landowners are reported to have received land compensations for this new Dimapur-Zubza railway construction. Because most of the time, the Government used to blame the landowners and now since it is reported that the compensations have been paid, there should not have any hurdle for the construction.
Earlier, we also heard that the construction of roads including the four laning of Dimapur-Kohima National Highway could not take place due to land problem. We are happy that there were reports that the land compensations had already been paid to landowners from Dimapur to Kohima for the four laning. Union Minister for Road Transport & Highways, Nitin Gadkari, also came last year and laid a foundation stone at Chumukedima to start for four laning works of DimapurKohima National Highway. Unfortunately, until now nothing happens on the ground. In fact, Prime Minister Atal Bihari Vajpayee when he came to Nagaland in 2003 announced Rs 400 crore for the four laning of Dimapur-Kohima National Highway 39. While announcing it, he said, “We are not keeping Nagaland out of this ambitious project. Earlier, this highway network was
planned to come up to Silchar. Today I am happy to announce that Kohima will also be connected to this project with a four-lane highway. The Center will spend Rs 400 crore on widening this road on national Highway 39. And the work will start next year.” It has been 13 years and the work on this ambitious four laning Dimapur-Kohima is yet to start. Speaking of roads in Nagaland, Vajpayee, who had to travel by road to Kohima from Dimapur as his helicopter could not take off due to inclement weather, said, “I have to say that I had a firsthand experience yesterday. Mother Nature wanted me to take the road journey from Dimapur to Kohima. I was told that, of all the roads in the State, this is the best. If this is the best, it is difficult to imagine how bad is the worst.” In this 21st Century, the world has been talk-

The thought of train running from Dimapur to the interior parts of Nagaland may be fascinating however the thought of the pain this train is going to bring out weights the happy thoughts of the coming train. There are lot’s to be pointed out however few points that are worthy to be considered at the present junction as to what could happen with the coming of the train are:1. Taxi Drivers will lose their jobs: There are hundreds of taxis in Dimapur alone. With the coming of Train many people will take the train to travel form Dimapur towards Kohima. The reason would be the cost of train travel will be very less compared to that of a taxi fare and much comfortable. Which in turn will result in the passengers taking the train and dumping the taxis. Once the taxi driver loses its passengers that will be the end of their jobs. We have to remember that these taxi drivers have family to take care too. They have kids going to school/colleges; they may have old sickly parents to take care of. Their kids also have dreams and would want to become doctors and engineers. The only one who earns might be their father who is a taxi driver and when his/her father loses his job as a taxi driver that would be the end of the dream for all those who depend on him. Has the central govt/state govt/ Nagaland NGO’s considered the situation? 2. The roadside hotels will have to close down: Today while travelling up to Kohima we see many small hotels serving good food. These hotel owners are mostly locals who are trying to make a living depending on the taxi drivers/bus drivers who bring costumers to them. Once the train starts the hotels can say goodbye to their little earnings because the taxi/bus passenger would be riding the train. Which means many locals Hotel wallas will have to close down their hotel. Many of these hotel wallas might have taken loans and even sold off their land to start their small hotel and now this train is going to put an end to their dream. These hotel wallas have kids and other family member depending on them. What will become of them? Again has the Central/State govt/ Nagaland NGO’s considered this situation? 3. The local truck owner/mini-goods carrier vehicles will lose their job: There are many locals who own
Trucks/mimi-goods carriers for carrying goods from Dimapur to Kohima. These tuck owners have taken loan from the bank or borrowed from someone some have even sold their land to buy the truck. Now once the train comes in the truck drivers/mini goods carriers will lose their job. Because the train will carry goods at much cheaper rate. Any person with common sense would use the train to save money. This will result into complete business failure for the truck/mini-goods carrier owners. What has the central/state govt/ Nagaland NGOs thought about this situation? 4. The local fruits/ vegetable sellers will lose their costumer: Many self help groups have opened fruits/vegetable stalls along the Dimapur-Kohima highway and depend on the taxi and other commuters for their sale. One the train comes all these self-help groups will become help-help groups. There small business will be utterly destroyed by the coming of train. Has the central/ Sate Govt a mechanism to help these people? 5. The damage to the Environment: For the coming of the train a lot of vegetations would have to be destroyed to make way for the Train tracks and stations. Nagaland is already bustling with vehicles with no proper air pollution control. The train most likely will be a diesel engine. The amount of diesel smoke put into the fragile environed would be dangerous. The fresh air of the Naga Hills will no longer be fresh but polluted with toxic diesel exhaust of the train. We can expect more asthma, and other lungs infections with the coming of train. Has the central/state Govt/Environmental NGO’s thought about this situation? 6. The illegal immigrant issue: With the coming of the train there will be a train of Illegal immigrants reaching every interior parts of Nagaland, because the train would make it more easy for them. Which means after the coming of train in few years, the number of illegal immigrants would multiply at an alarming rate. Which would translate to more problems in the future. Has the central/state govt and all Nagas sick with illegal immigrant issue in Nagaland thought about it? These are just few things but there are more to be discussed. I wonder if our Central / Nagaland Sate government have done a proper homework and weighted the “cost and worth factor” of ushering a train to reach to the interior parts of Nagaland. It is well understood that the coming of train is much wanted, however the real question is do we really “need” it now? When there
is no proper mechanism at place for the taxi drivers, road side hotel walas, vegetable vendor who would be the first ones to lose their jobs and to check the inflow of illegal immigrants, why ask for more train services. Nagaland would need more train service to the most interior parts of its state but not now now. Just as we cannot imagine of bus service from Dhobinalla to DC court Junction as it will affect hundreds of Autowallas, we cannot imagine of a train where taxi wallas are barely making enough to feed their family. The Nagaland Govt/politicians encourages Nagas to stop looking for government jobs and start their own private business and when the people are trying to establish themselves by driving taxi, trucks, selling vegetables etc, the State Government plots with the central government to throw a train in the mist of the competition. What kind of backstabbing policy is this? The Nagaland politicians and the Govt better have an answer for such ugly policy. No right sensing government would throw a train in a fragile economic environment like Nagaland where small business individuals are struggling to survive. It is not that we don’t have a train station in Nagaland. We have one train in Dimapur which is enough for us for now. The lone Train Station in Dimapur has contributed to the economic growth of the state however it has also poured in more illegal immigrants to the State and has caused enough headache/ heartache as well. The taxi unions, the truck drivers union, the hotel unions etc should consider the case very carefully. And take up the case soon with the State/Central government before it’s too late. Naga land owners should also study the matter carefully before giving any land for the rail track. Where are the so called environment activists? Who sing slogans for protection of environment? Why are the environment NGO’s being silent over the matter? Taking pictures of hugging/planting trees does not help much neither wearing a cap/T- shirt that says protect environment. If the Environmental organizations in Nagaland truly care the current new train project form Dimapur to Zubza should have been enough to stir up their spirits and they would have done something already. We have to put ourselves in the place of the taxi driver, truck/minigoods carriers, vegetables vendors etc only then we will understand the seriousness of the matter. It would be great if our Union Minister of Railway Suresh Prabu take a drive from Dimapur to Zubza then to kohima and see the situation for himself. ATLANTA, JuLy 31 (AP): Tyron Woodley took the welterweight championship from Robbie Lawler on Saturday night, stopping him with 2:12 left in the first round at UFC 201 at Philips Arena. The former All-American wrestler at Missouri dropped Lawler with a devastating right hand — after an effective fake — and scored several strikes while Lawler was on the mat and against the cage, leading referee Dan Miragliotta to call the bout. The 34-year-old Woodley — who waited some 18 months for a title shot — improved to 16-3. Lawler, also 34, fell to 27-11. He was making his third title defense. Woodley had not appeared in the Octagon since January 2015, when he defeated Kelvin Gastelum. The day before UFC presented its first event since being purchased by Hollywood entertainment conglomerate WME-IMG, Lawler — who earned fight

Premier League transfer fees poised to break record LONDON, JuLy 31 (ReuTeRS): With one month of the transfer window left remaining, Premier League clubs are poised to push escalating fees closer to another new record this week. The projected move of France midfielder Paul Pogba from Juventus back to Manchester United for a world record one hundred million pounds ($132.3 million) would take spending by the 20 teams to almost 600m, adding to the 175m recorded by accountancy firm Deloitte in the January window. Last year was the first in which an-
nual fees reached one billion pounds. So far this close-season Arsenal -- criticised in the past by many supporters for not spending enough -have recorded the highest individual outlay by paying 35 million pounds for Swiss midfielder Granit Xhaka. But Pogba's proposed return to Old Trafford would dwarf that and all other sums in the history of the sport, smashing the world record of 85.3 million pounds that Real Madrid paid for Wales forward Gareth Bale three years ago. Hamilton seized the advantage at the start from pole-sitter Rosberg, who drove an underwhelming race in front of his home
fans, and was never headed. The Briton crossed the line 6.9 seconds ahead of Red Bull's Daniel Ricciardo, on the podium for the second race in a row on his 100th grand prix appearance. His team mate Max Verstappen finished third, his fourth top-three result, to give Red Bull their first double rostrum in over a year. Rosberg, who had looked unbeatable after topping every practice ses-
sion, was only fourth after falling back at thestart and collecting a five-second time-penalty for forcing Verstappen off the track. It was Hamilton’s sixth victory in the last seven races and fourth in succession. The 49th of the reigning champion's career left him two adrift of Frenchman Alain Prost’s mark of 51. He now leads Rosberg by 19 points in the standings with nine rounds of a record
