House-to-house searches continued on Friday, authorities said, for suspected ringleaders of street protests sparked by the killing on July 8 of a popular field commander of a Pakistan-based separatist group. At least 65 people have been killed and 6,000 injured in the ensuing clashes, many of them wounded by shotgun rounds fired by security forces enforcing a curfew across the Muslim-majority region. Pictures taken by a Reuters photographer at Srinagar’s main SMHS Hospital on Thursday showed men with weals across their backs and buttocks that they said had been caused by beatings. Another showed a crying boy, his head swathed in bandages, as he was comforted by his family, who said he had been wounded by shotgun pellets. Doctors at the hospital were exhausted, with one saying they had performed more eye operations in the past month than they had over the last three years. The Indian army has admitted to, and apologised for, the death of a college lecturer in one beating. A senior army officer said on Friday the forces were trying not to react to acts of provocation. “Militants are hiding behind the stone pelters and are trying to provoke security forces into firing on them, but we are exercising restraint to avoid civilian casualties,” Lieutenant General SK Dua told a news conference in Srinagar. “They want us to fire on them and we will not do it. We are exercising restraint to avoid collateral damage.”

UN deplores Kashmir deaths, offers to facilitate dialogue
NEw DElhI, AUGUST 19 (IANS): UN Secretary-General Ban Ki-moon has deplored the deaths in the current unrest in Jammu and Kashmir and also offered his good offices to facilitate dialogue between India and Pakistan to “achieve a negotiated settlement” on all outstanding issues, including Kashmir. “I deplore the loss of life and hope that all efforts will be made to avoid further violence,” the UN Secretary-General said in his letter, obtained by IANS. “I appreciate the continued commitment of Pakistan to the peaceful resolution of the Kashmir dispute for the sake of regional peace and security, as you reaffirmed in your letter,” Ban said in reference to Pakistan Prime Minister Nawaz Sharif’s letter. “The United Nations remains convinced that it is only through dialogue that the outstanding issues between Pakistan and India, including on Kashmir, can be addressed.” “I stand ready to offer my good offices, should it be requested
by both sides, to facilitate dialogue in order to achieve a negotiated settlement,” Ban wrote. In his letter earlier, Pakistan Prime Minister Nawaz Sharif apprised the UN chief about the “deteriorating” situation in Kashmir. Nearly 70 people have been killed and thousands more injured in the Kashmir Valley in clashes with security forces in the wake of the killing of a prominent Kashmiri separatist Burhan Wani, in a military operation on July 8. In his letter of August 5, Prime Minister Sharif called for efforts to end the “violation of human rights” of the Kashmiri people and also to “implement the decades old UN Security Council resolutions for the settlement of the Kashmir dispute through a plebiscite”. The UN Secretary-General said that he looked forward to meeting the Pakistani leader again during the upcoming 71st session of the UN General Assembly to “discuss matters of common interest”.
A reported shootout between the NSCN (K) and Indian Army soldiers along the Indo-Myanmar border gave rise to conflicting reports today. According to a police report from Mon, a 3-hour long gun battle took place in the wee hours of August 19 when Para Commandos of the Indian Army reportedly attacked an NSCN (K) camp on the Myanmar side of the international border. The gun battle, as per the report, occurred between Chenmoho village in Mon district and Thorloi, which is in Myanmar. The place of the shootout was stated to be approximately 2 km from Border Pillar 151 at Chenmoho, the police report said, while adding that there was no report of casualty till late evening. Meanwhile, the NSCN (K) stated the shootout was the result of a targeted offensive by the 12 Para Commandos. The MIP of the NSCN (K) in a statement to the media claimed that the attack was “thwarted and repulsed” and in the course of the shootout, the commandos suffered 5-6 casualties. It said that the advancing commandos were “pinned down helplessly and the rest ran” and tried to regroup for a counter-attack but were pursued and forced to retreat. Myanmar asked to take action against North East insurgents
PASIGhAT, AUGUST 19 (PTI): India has requested Myanmar to take action against the insurgent groups taking shelter in that country, Union Minister of State for Home Kiren Rijiju said today. “There are reports of some leaders of insurgent outfits from the north east taking shelter in Myanmar and we are in constant talks with the government of that country requesting them to take action against them,” Rijiju told reporters after inaugurating the advanced landing ground (ALG) here. The minister made the remarks after his attention was drawn to the law and order situation in neighbouring Assam where outlawed ULFA activists and NDFB rebels carried out attacks prompting Chief Minister Sarbananda Sonowal to ask the Centre for more forces to tackle the situation. Claiming that the situation in Assam was under control, Rijiju said the Unified Command Structure has been continuing its operations against NDFB militants since the carnage on December 23, 2014. “We were of the impression that after the massacre of December 2014 the activities of the NDFB have been controlled. “But the recent killing at Kokrajhar early this month and the continuous violence triggered by ULFA in Upper Assam have been seriously viewed by the Home Ministry,” he said. “Additional forces will be deployed to tackle the situation,” he added. sources termed the reports as “not true” and stated that inquiry was on to verify the reports. Revolutionizing the concept of traffic management, Meghalaya traffic police has opened up a school for road safety and the only eligibility required for admission is to violate traffic rules. As unique as it sounds, the breaking of traffic rules in Meghalaya will result in one having to attend two hours of a rigorous counselling course on road safety. Friday morning saw more than 100 traffic violators thronging the halls of Sadar Police Station to attend the 2-hour counselling on traffic rules and regulations. The traffic violators who attended the counselling were all in praise of the police initiative; however, they suggested such programmes should have been organised in a bigger hall to accommodate everyone as most of them were unable to enter the hall and be
part of the programme. “I like this initiative of the police as I realised that I was unaware of many of the do’s and don’ts about traffic rules only after attending the programme,” said a local taxi driver B. Nongsiej, adding that he will share what he has learned with his friends. Echoing similar views, a tourist taxi driver, Peter Tamang said, “It is a welcome initiative instead of fines as we learn and can further educate our friends.” Another taxi driver, Sarvan Kumar Yadav too shared similar views. “We realised that just imposing fines does not really help. August 3 and understanding maintained by various Naga political groups among them. “However, the hard earned peaceful atmosphere has been misused by few individuals by forming/floating different unmandated/unrecognized groups/bodies.” Therefore, the house decided to appeal to all concerned not to meddle into the affairs of the Zeliangrong people and to spell out their position very clear. Regarding the developmental works/activities in Zeliangrong areas, ZYF decided to oversee all the works underway in Zeliangrong areas so that the purpose and objective of the works is fulfilled for the benefit of the general public. Kohima, august 19 (mExN): ATMA Jakhama Block, Kohima inaugurated “Zabo” Farm School at Jakhama Village on August 16 under Pradhan Mantri Krishi Sinchayee Yojana (PMKSY). According to a press release, the main objective of the school is to expand cultivable area under assured irrigation and to improve on farm water use efficiency through arresting runoff water during monsoon season. Farm owner Khüsezo from Jakhama village was appointed as the Farm School Teacher. Vimenuo Mere BTM, ATMA Jakhama Block explained the concept of farm school while discussions for improvement of the initiative taken up by the farmers were also held. In what can be defined as a wonderful opportunity for cross cultural learning and sharing of the ways of life in two completely different worlds and cultures, a 7-member team from Waseda University, Tokyo, Japan are on a two-week study tour to Nagaland during which they will be staying at Mopungchuket village under Mokokchung district and the state capital, Kohima. The visiting team from Japan comprises of 6 university students and a professor. They arrived at Mopungchuket village on August 18. The team is being hosted by the Mopungchuket Village Council and their tour is being facilitated by the Sustainable Development Forum Nagaland (SDFN). What Do Women Leaders Have in Common?
O
n the surface, one would be hard-pressed to find many similarities between German chancellor Angela Merkel, Bangladeshi prime minister Sheikh Hasina, and Liberian president Ellen Johnson Sirleaf—except for the fact that they are all female leaders of nations. Merkel, for example, spent more than a decade as a chemist before going into politics, while Hasina, the daughter of Bangladesh’s first president, attended college at the same time that she served as her father’s political liaison, and Johnson Sirleaf was Liberia’s minister of finance and worked at multiple financial institutions outside her country before running for vice president in 1985. But despite the vastly different cultural and political contexts that these women arose in—and the roughly 20 other female heads-of-state around the world—is there something deeper that they share? Answering that question could reveal not the fundamental, essential nature of female leadership, but how women in leadership are perceived around the world, and perhaps more importantly, the obstacles women continue to face in their quest for equal representation. The researcher Susan R. Madsen of Utah Valley University says that while many studies have been done on leadership in different cultures, very few have focused on female leadership specifically. From 2009 to 2010 Madsen interviewed women in China and the United Arab Emirates (UAE) about their paths to leadership. She said she was surprised by the similarities among the women when they spoke about how they became leaders and advocates. “Every single one of them talked about finding their voices and their confidence at dinner-table conversations with their families. Their parents talked about politics, about what was happening in the community, and when the women had something to say, their parents didn’t hush them,” Madsen said. In the UAE, where men and women were often separated, women that Madsen interviewed pointed to the role of their fathers in encouraging them to speak up. “Every woman I spoke to said her father would bring home books for her to read when he traveled, which most other people didn’t have.” As part of a series of interviews on women and leadership, I spoke to three women from different countries who have each become leaders in their respective fields: Agnes Igoye of Uganda, who works with her government to counter human trafficking; Ikram Ben Said, the founder of Tunisian women’s-rights organization Aswat Nissa; and Sairee Chahal of India, who started SHEROES, a digital platform that helps women get back into the workforce. In these conversations I saw Madsen’s observation borne out. All three of my interviewees pointed to the family environment they had been raised in—particularly a father figure who taught and empowered the women in

the family to learn, ask questions, and form their own opinions—as a key factor in their own growth. This, coupled with mothers or other older women who broke convention by displaying leadership within the family, was common source of early lessons on leadership. Igoye, for example, credited her father with having the foresight to send his daughters to school despite opposition from others in their village. Her mother went back to school as an adult to improve her career as a teacher, which Igoye described as being a big influence on her. Similarly, Ben Said talked about how her father encouraged political debate among the family when she was growing up, even when her opinions contradicted his. Meanwhile, Chahal said that even in her younger days, her parents went against the general con-
vention of expecting their daughters to aspire only to a good matrimonial match. Another conclusion from Madsen’s work is that women’s leadership development doesn’t look like men’s. “Men are more strategic and [tend to follow] a more linear path to becoming a leader. Women’s paths are much more emergent. They tend to not necessarily look ahead and think, ‘I want to be on top.’ Women would point to a number of experiences—motherhood, or working with a non-profit, or sitting on a board, as shaping their path to becoming leaders,” she said. Madsen likens this to a “patchwork quilt” of experiences—an aggregate that is more clear and cohesive together than as distinct parts. Which is why women are more likely to take a grassroots route to politics, says Farida Jalalzai of Oklahoma
State University, and the author of Shattered, Cracked and Firmly Intact: Women and the Executive Glass Ceiling Worldwide andWomen Presidents of Latin America: Beyond Family Ties? “Women are more likely to first get into public life through activism; sometimes it is through their identities as mothers to work on a particular problem,” she explained. This was true for Ben Said. In her story, the 2011 Tunisian revolution was a turning point in terms of women’s participation in government and the political process. “I think being on the front line alongside our brothers and husbands demanding for change, being a part of the process as we drafted our constitution, these helped introduce a lot of women to the idea of being leaders and taking part in the political process,” she said. And it was true for Chahal as well: “As you manage everyone from your vegetable seller to your mother-inlaw to your children to your bank manager, you collect a set of experiences that are a lot more diverse,” she said. Another reason that women leaders may have some similarities is that they tend to be held to higher standards than their male counterparts, perhaps even more so in countries where there is dramatic gender inequality. Jalalzai has found this in her research. “We have to acknowledge that men are not faced with the suspicion that they can’t be good leaders simply because they are men,” she explained. “Tomorrow someone might say President Barack Obama was a complete failure, but no one is going to conclude from that that all men are bad leaders. So there’s a certain type of privilege that your success or failure is not going to reflect on your entire sex.” In Tunisia, for instance, Ben Said said the public is just beginning to accept and trust women in government. “The pressure is on them to perform, to deliver results, so that people will be more encouraged to have more women in positions of leadership,” she told me. And Igoye has felt this in Uganda as well. “Women who take up leadership positions in my country have to be tough, it’s not easy at all,” she said. “You are always aware that you are representing all women. You have to work extra hard to deliver, to perform, because if you do something wrong, they will say, ‘Ah you see, women!’ ” It’s for this reason that merely having women leaders can change the opportunities available for generations of women in a country. As Madsen put it, “Bottom line, what leadership looks like in their country, how much of a voice the women leaders are having, influences what leadership is and what it means to its women. For example, in the Middle East, the top leaders are kings or sheikhs, and there is a big separation between the leaders and society. Oftentimes, the women of those cultures just don’t see themselves in those positions, so their understanding of leadership is more male.” And that, perhaps more than anything else, is what Ben Said, Chahal, Igoye, and other women like them around the world stand to change.

midst the Palani hills of Tamil Nadu, in the lush green terrain of Kodaikanal, is the quaint Sholai School. In Tamil, ‘sholai’ means forest. Also known as the Centre for Learning Organic Agriculture and Appropriate Technology (CLOAAT), this is no ordinary school. Here, children learn with no fear or stress. There aren’t any awards, nor are there any punishments. There aren’t any exams. nor is there a rush to get ahead. As serene as the landscape is the school’s holistic approach to learning, laying emphasis on hands on experiences to open young minds. Sholai School is the brainchild of Brian Jenkins, a British social anthropologist. Jenkins first came to India in 1969, to study at Bodhgaya. Inspired by J. Krishnamurthy, the great thinker and teacher, he began teaching at Krishnamurthy’s Brockwood Park School in the UK. And after 14 years, Jenkins set foot in India again to start something on his own. He located the scenic 100 acre area near Kodaikanal, where he began his school from a small building and a kitchen. Today it is a far bigger complex, housing classroom blocks, separate hostels for boys and girls, a dining area, a library, vast open spaces for farming, and the school’s very own dairy. One of the most distinctive characteristics of Sholai School is its ecological and sustainability practices. Self-sufficient in terms of food grains, fruit and vegetables, and dairy products, much of its food is grown in its own backyard, using organic farming methods. It even exports home-grown coffee to Germany. The food cooked in Sholai is 100% vegetarian, using bio gas. So it’s fresh food, healthy food. The dairy not only produces organic milk but also organic cheese. Water from the hilly streams, wells and from rain water harvesting meets the requirements of the school, without having to depend on the municipal supply. And if this wasn’t enough, the school uses renewable energy too. Power is generated through photovoltaic panels and a micro-hydroelectric turbine, independent of the town grid electricity. There are solar panels in the entire school and four biogas plants to fuel the kitchen. Jenkins does not believe in the existing hierarchical system of schools. Students from different classes and age groups are clubbed together for learning opportunities. He believes that learning ceases in classrooms – practical knowledge is out there in the field. In addition, they learn horse riding, swimming, outdoor and indoor games, yoga, trekking, and bird watching. A truly holistic learning approach such as this helps create better individuals and a better future for the world we live in.

My wife disapproves of my methods, but the fact is there's no proof he isn't. And no one thinks that guy's normal, right? The extreme weirdness of folks these days was brought home to me by a news report I just read that a woman named Tina Gorjanc is using DNA from her hero, late fashion designer Alexander McQueen, to grow his skin which she plans to turn into a jacket. Imagine her wearing it to a posh restaurant. Maitre' d: "May I hang up your jacket, madam?" Gorjanc: "Yes, but leave the cloakroom
door open. Alex doesn't like the dark." I wondered why she would make a McQueen-skin garment instead of growing a whole new McQueen? (I also wondered whether I could get some Taylor Swift to send me her DNA? "Hi, Taylz, instead of a signed photo, could you scrape the inside of your cheek on to this medical spatula and return it to me? Thanks!") I posted my first question on one of those websites that provide answers and some guy eventually wrote that scientists were not actively working on cloning human beings "except in China". This makes no sense. Do they not have enough people in China? The high level of weirdness in modern life was reinforced by a reader who sent a recent news report about a UK man who "identifies as a vampire". The 25-year-old has legally changed his name to Darkness and
sleeps in a coffin every night. "Everyone has their beliefs and I don't believe I should be persecuted for following mine," Darkness told the Lancashire Telegraph. Being British, Darkness is a bit too well-bred to bite his neighbours, so he orders packs of human blood substitute from medical suppliers. Forgive my cynicism, but that's not really the same, is it? If the Dracula legend had been about a guy sitting waiting for an Amazon delivery, the whole vampire scene would never have taken off. One of my colleagues has just told me that she once interviewed a selfproclaimed vampire who said that blood tastes metallic. "When vampires need a snack, they suck coins," she said. The reporter also said the vampire "was a pain in the neck, and interviewing her really sucked". And now you know why journalists have
bruises on their shins. Their addiction to corny puns makes them eminently kickable. The really weird thing is that a financial reporter friend told me that science may support the vampire theory. A US company named Ambrosia (which means "food of the gods") wants to inject young people's blood into older folk. They were inspired by a group of scientists who injected young mouse blood into older mice and got "signs of a return to youthfulness". I assume this means the older mice instantly became addicted to sending impenetrable emoji-laden messages to each other on smartphones. Whatever. Anyway, if Taylor sends me a bit of her DNA, I'll try to grow my own and report on the results. My office door may be locked for some time.

n April this year, I visited Aolichen for Uncle Ben’s sake. “Uncle Ben” is how I, and the many Nagas and non-Nagas that knew him, have always called him. The rest know him as Dr I Ben Wati. That brief visit to the tree-clad campus where his precious books are stored moved me immensely. He is still so much in our hearts - that lovely, funny, generous and absolutely Christ-filledperson that we were so privileged to know. The Vice Principal of the college told me that Uncle Ben’s books donated by him to the college were being preserved in a room of their own. I was so glad to hear that though he would have given a merry chuckle at that information. Because he was just such a humble individual who never wanted any pomp and glory for himself. He liked to laugh, and that is how I remember him. He had his wonderful sense of Ao humor that made him tell some unforgettable anecdotes from real life. The humorous side of him stayed with him all his life. It came out in the emails he regularly wrote to those on his correspondence list. The stories that he tells about his childhood and life in his autobiography Impur Chanu (child of Impur), and the volumes following that are interspersed with this uplifting humor that lets us look away from the hardships that were part of life in those days, and lets us remember the upbringing that shaped him and made him into who he was. The humor was a doorway into Uncle Ben’s amazingly altruistic spirit. He loved the Nagas but always had far reaching thoughts for their future. He did not bind himself to temporal issues of a political nature that were good only for destroy-
ing and dividing. He talked to the spirits of men, women and children and sought their salvation. A great wise man lived and walked among us, and only few of us knew how truly great he was. I knew him only halfway along the long journey that was his life. I met Uncle Ben in 1983 and was immediately at home with the warm and welcoming manner that he offered to this new entrant. His home in Bishnupur, Shillong was a graceful combination of elegance and homely comfort where we would find him cooking Naga pork for his guests. Over lunches and dinners, he would transfer his rich store of wisdom into our then young hearts. He brought to his daily businesses with people and congregations and colleges, a meticulousness that was his heritage from his father, a former teacher. In every city that he made his home, Shillong, Pune, Bangalore, Oxford, he gave back to the city much more than what that city had given him. Nagas living in and around those areas were the biggest recipients of his generous nature. For me to find a library of his books in Aolichen was like seeing the story of Uncle Ben come round full circle. He never abandoned his roots. In the days when his health permitted him, he made several trips back home to visit his ailing mother and to stay connected to Impur, Aolichen and the Changki village of his mother. And then he came home to die so they could lay the Impur Chanu, back into that mother earth for the last time. It was so right and just the way he would have wanted it. He went out from Impur and returned to Impur after enriching all the parts of the world where he went. What an inspiration for the rest of us to follow!

Questions to civil organizations in Nagaland against their stance on women reservations Zhalie Neinu Naga: I am having a hard time trying to understand why some of our leaders are vehemently trying to oppress our Naga womenfolk. I have a few questions: 1. Is 33% reservation detrimental to all Nagas? 2. Is helping our Naga women to lead our community degrading and evil? 3. Can we give our women at least a chance to prove that 33% might be the missing puzzle piece to strengthen our community? 4. It is alright if some tribe hohos oppose to 33% reservation, just do not oppose other tribes from availing the opportunity to positive social transformation. 5. Is it not unjust to trample upon our womenfolk and on the other hand give wide stretched arm opportunities to illegals and non-Nagas to thrive and prosper in Nagaland? 6. Time to seek forgiveness from our womenfolk and build together a better Nagaland. Kuknalim!

Humtsoe Zanbeni: Skimmed through press statements of both Naga Hoho and Ao Senden. I was flabbergasted, to say the least. How does giving opportunity to the muchrepressed Naga women negate Article 371 (A)? And Ao Senden even went to the extent of stating, "It is very disheartening to see our Ao women folks drawn to sink down to 2nd class status by the state government." Indeed it is really disheartening to see that Naga women have been rendered voiceless once again. Once again it is the phallocentric organizations like Naga Hoho and Ao Senden who has to speak for the Naga women, as if 33% reservation is all about them. I guess they should also oppose job reservations and concessions in eligibility criteria for STs and minorities since it "negates Article 371 (a)" and since it is against "Naga custom". Mk Dzeini Mathew: I have gone through the newspaper article vis-a-vis Ao Senden and their perceived fear of undermining provisions of 371A consequent upon reserving 33% ULB/TC seats for women in Nagaland. Their fear is understandable. Ao Senden or any apex bodies who are contemplating to
stand opposed to 33% women reservation still nurse the notion of an egalitarian Naga society. If this reservation is made into law in Nagaland, it would make the Naga society officially at par with other societies in India where women are not empowered enough that they would require to be discriminated positively by means of reservation. And this stands in contradiction to Naga customs which are protected under 371A. But pertinent to ask that in our orally recorded Naga history, who were the ones that made the laws for all? How many female members of our Naga society were included in all those meetings that made laws to be observed by all? And based on these laws, have apex bodies come to a conclusion that the society is equal for all? Indeed, all are equally treated in our society but a part of the society is more equal than the others. Inheritance by females of ancestral property is at pittance till today, for example. Under such circumstances, can we put our headgears and howl out loud that we Nagas are an egalitarian society? Time changes and so do the circumstances. Sticking to old moribund customary laws just to protect one's ethnic pride reeks of one's aloofness of the reality of present times. What good is the customary law if it is the source of discontent? If women had nothing to say about their political rights and participation in 1960s, then it does not mean that they still have nothing to say in 2000s. 33% reservation is a good piece of legislation. The apex bodies, at the least, can be the bridge between our ladies and their political aspirations. Those who nurture the notion that if at all woman wants to be part of decision making bodies, why reservation? To them, think of ST reservation that we all enjoy. Had there been no reservation and only strong desire to enter jobs/colleges, do you think we could make the impact as of today? Do the math. Personally, I support women's participation in every field. Real equality will not only give our women more space but will also lessen men's plight. For every woman tired of acting weak when she knows she is strong, there is a man who is tired of acting strong when he is vulnerable. An extra responsibility taken by woman may result in a lesser responsibility for man, and not total denial as most would like to think. A step towards woman's liberation would make man's freedom a bit more easier to attain. Apex bodies, spare our ladies for this day. For this moment. Please.

India, China hold financial and economic dialogue NEW DELHI, AUGUST 19 (PTI): China and India held their 8th high-level Financial and Economic Dialogue here on Friday to strengthen trade and economic cooperation, with the two fast-developing nations underlining the need for building more solidarity to adopt more responsible macro economic policies. Shaktikanta Das, Secretary, Economic Affairs, accompanied by a delegation of officials from the Reserve Bank of India and Finance Ministry took part in the annual dialogue with the Chinese delegation led by Vice Minister for Finance Shi Yaobin. India working to unify domestic market “India is working hard to unify the domestic market, improve infrastructure, speed up manufacturing sector development and encourage more Foreign Direct Investment,” Mr. Shi said in his opening remarks at the meeting. “We are happy to hear that in early August, India’s Goods and Services Tax reform has achieved historical breakthrough. In such a kind of background, we need to learn more from
each other to coordinate micro economic policies, face more challenges and create more drivers for our development,” he said. Exchanging ideas, status reports The dialogue mechanism is aimed at exchanging ideas and status reports on the macro economic situation in both the countries in which officials of both the countries brief each other about their economic and fiscal policies and discuss issues of structural reforms and bilateral investment flows and economic cooperation. This year’s dialogue is being held ahead of the G20 summit to be held in Chinese city of Hangzhou next month followed by BRICS, (Brazil, Russia, India, China, South Africa) summits in Goa in October which would focus mainly global on economic slowdown and initiatives to spur growth. All-round progress in ties In his address, Mr. Das said: “Bilateral relations between India and China have witnessed all-round progress in recent years.” “This is a significant

KoLKATA, AUGUST 19 (IANS): The Union Ministry of Commerce is taking initiatives to bring suitable legislative changes in the SEZ and Foreign Trade Act (FTA) to make them consistent with the Goods and Services Tax (GST) regime, a top official said on Friday. The ministry will also modify schemes of the Directorate General of Foreign Trade (DGFT) to make them consistent with the GST regime, the official said. "We need to look at our own legislations. The SEZ and FTA will require suitable legislative changes to be consistent and compliant with the GST Bill," said Rita Teaotia, Secretary in the Ministry of Commerce, at an event 'Emerging Contours of Global Trade' organised by the Confederation of Indian Industry (CII) here. "Many of the schemes of DGFT are required to be moderated and modified in order to be complaint with the GST regime," she said. There is expectation that the GST would increase GDP growth by 1-1.5% per annum, she noted. About the kind of legislative changes the ministry is looking at, the Commerce Secretary said: "There are references in the legislation to excise tax and other duties. We are going to look at wherever any of the taxation structure is referred to and procedural parts in the SEZ Act are referred to. We need to see that they are consistent with the GST regime. So, that is the exercise." She said the government's legal experts were evaluating various aspects in the draft legislation. "Right now, some of our legal experts are going through with a fine toothcomb," Teaotia said. "We would not freeze it (current exercise) till the GST Act is final because it is got to be based on that. Nevertheless the spadework is going on right now," she added. Speaking on the input tax credit on exports, Teaotia said that there were elements of cascading of taxes, even when a duty drawback scheme was offered to the industry, since it covers the central taxes and not the state taxes. "So with the GST regime, one gets a much more clean line and that should be bringing down incidence of taxes that one is required to pay and finally the cost of the final product," she said. "Some of our schemes of DGFT are linked to the refund of taxes. Since the format in the GST already provides for that for exports, we will have to look at how they are required be moderated. That too is going to be contingent on what are the final contours of how GST emerges," the Commerce Secretary said when asked about the details of schemes of DGFT that are required to be moderated.

Kidney disease sufferers doubled in India in 15 years NEW DELHI, AUGUST 19 (IANS): The number of Indians suffering from chronic kidney ailments has doubled in the past 15 years, and at present 17 in every hundred citizens suffer from some form of kidney disease, health experts have said. The experts noted that several Indian population-based studies in the past estimated that some 150-230 persons suffer from End-Stage Kidney Disease (ESKD) in every million people, and about 2,20,000-2,75,000 new patients need Renal Replacement Therapy (RRT) every year. "The number of patients undergoing dialysis in India is also increasing by 10-15 per cent every year, which majorly includes children too. "We have taken over the investigation into the case No.838 of 2016 registered at Police Station Kotwali Dehat, District Bulandshahr, on the allegations of abduction, dacoity, and rape of a lady and her daughter by five to six assailants in the fiels situated in village Dostpur, district Bulandshahr, in the intervening night of July 29 and 30," the agency said in a statement. The Allahabad High Court ordered the CBI to take over investigation into the incident which took place on National Highway-91 in Bulandshahr on July 29.

"We are very concerned about such homes, which are often hubs for children being trafficked and abused." In the neighbouring state of Tamil Nadu, a crackdown by authorities against mismanaged homes has seen the closure of over 500 in the last five years. "The begging is a manifestation of all that is wrong in these homes. I am convinced that over 85 per cent of the homes don't need to exist and are just fronts for other activities," said Vidya Reddy of non-profit TULIR-Centre for the Prevention and Healing Child Sexual Abuse. Eating oily fish may lower risk of diabetic vision-loss LONdON, AugusT 19 (IANs): Eating oily fish twice in a week -equivalent to 500 mg per day of dietary omega-3 polyunsaturated fatty acids -- can decrease the risk of sight-threatening diabetic retinopathy in middle-aged and older individuals with Type 2 diabetes, finds a study. Diabetic retinopathy is a diabetes complication that affects eyes and has become a leading global cause of vision loss. It is caused by damage to the blood vessels of the light-sensitive tissue at the back of the eye (retina). The increasing prevalence of Type 2 diabetes mellitus, coupled with an increased lifespan, has resulted in a steady rise of disability in older individuals with diabetes. The retina is rich in long-chain omega-3 polyunsaturated fatty acids. Many experimental models have supported dietary long-chain omega-3 polyunsaturated fatty acids’ protection against diabetic retinopathy, however, clinical data is

The ministry will also allocate budget funds to acquire an upgraded version of the F-35 stealth fighter, made by U.S. company Lockheed Martin Corp, the source said.
The budget request also includes the cost of strengthening the coast guard in the southern islands of Miyakojima and Amami Oshima to allay worries over China’s more assertive activities in the East China Sea, said the source. Tension mounted this month after a growing number of Chinese coast guard and other vessels sailed near disputed islets in the East China Sea. Suu Kyi says China to support peace talks BEIJINg, AugusT 19 (AFP): Myanmar’s de facto leader Aung San Suu Kyi expects China to support historic peace talks with armed groups near the countries’ troubled joint border, she said on Friday (Aug 19) during a landmark visit overshadowed by a stalled dam project. “We do believe that as a good neighbour China will do everything possible to promote our peace process,” Suu Kyi told reporters in Beijing ahead of meeting China’s President Xi Jinping. “China, as a neighbour which shares a very important border along which there are many ethnic armed groups, is important in its goodwill,” she added. Myanmar will hold a longplanned conference with armed ethnic groups later this month, as Suu Kyi targets peace as a prelude to reboot-
ing the economy after her party won a landslide election victory. “If you ask me what my most important aim is for my country, that is to achieve peace and unity among the different peoples of our union,” Suu Kyi said. “Without peace, there can be no sustained development”. Several complex ethnic conflicts - with some groups fighting the government for decades - simmer across Myanmar’s poor and militarised borderlands, hampering efforts to build up the country’s economy after the end of junta rule. Some of the groups have ethnic and cultural links to the neighbouring Chinese province of Yunnan, and the porous border is notorious for trade in drugs, arms and precious stones. administration took power in March has been dominated by the US$3.6 billion (S$4.8 billion) Beijing-backed Myitsone dam, on hold since protests in 2011. China has been pressing for its resumption ever since. Suu Kyi confirmed that Myanmar had set up a committee to review the project, without saying whether it would be resumed. “It is for the commission to find out what the best answer is,” she said. “I cannot say now what the best solution is.” Beijing was instrumental in shielding Myanmar’s former junta rulers from international sanctions while Suu Kyi, now State Counsellor, languished for over a decade under house arrest as a democracy activist. The state-run Global Times acknowledged that a “real breakthrough” on the dam was unlikely during the visit, but insisted: “It is only a matter of time before the project will be resumed.” The newspaper, which is close to the ruling Communist Party also chided people in Myanmar who claim that Beijing is exploiting the country’s resources. “The misguided thought is the result of people’s impulse at the initial stage of democratisation and the manipulation of the Western media,” it said. Myanmar has drawn closer to the United States during its transition to civilian rule. But the state-run China Daily said in an editorial that Suu Kyi’s visit showed she was a “political realist” who realises the importance of “reassuring” China.
Suu Kyi insisted that she would pursue the same “nonaligned” foreign policy as her predecessors. Domestically, job creation and agricultural development were top priorities following her administration’s first 100 days in office, she said. “The 100 days have not made a great difference to the economic scene in Burma. The more important projects will start taking off in the next three to four months,” she said. She vowed to follow a different development strategy than the export-led model favoured by China and other East Asian countries. “There are many people who still think that the way to economic development is through garment factories,” she said. “But I sometimes wonder if that is very 20th century, and we’re now in the 21st century”.

Bangladesh sack cricket coach Ruwan Kalpage for no-show Dhaka, august 19 (aFP): Bangladesh cricket authorities said Friday they have sacked the national team's assistant coach Ruwan Kalpage after he failed to report for duty. The Bangladesh Cricket Board (BCB) had asked Sri Lankan Kalpage to join the national team's conditioning camp by August 16 ahead of a home series against England. "We set a deadline for him to join, but he did not respond," BCB chief executive officer Nizamuddin Chowdhury told AFP. "Therefore we decided to terminate his contract," Chowdhury said. Kalpage had reportedly expressed concerns over his safety in Bangladesh following an attack by Islamist extremists on a Dhaka cafe last month that left 22 people, mostly foreigners, dead. The country has been reeling from months of gruesome killings of religious minorities and secular activists, with many of the attacks claimed by the Islamic State (IS) group.

US swimmers leave Brazil after admitting to inventing mugging
rio De Janeiro, august 19 (aFP): US Olympic authorities have apologized to Brazil after two US swimmers were allowed to go home having retracted a fabricated story about being mugged in Rio. A third American swimmer who is still in Brazil can leave the country after he paid a donation to an "institution" of nearly $11,000, US broadcaster NBC reported his lawyer as saying early Friday. Four US swimmers, including six gold medal hero Ryan Lochte, have been at the centre of a media storm since claiming they were held up at gunpoint after leaving a party in the early hours of Sunday. "We apologize to our hosts in Rio and the people of Brazil for this distracting ordeal in the midst of what should rightly be a celebration of excellence," US Olympic Committee CEO Scott Blackmun said in a statement. Blackmun spoke after Brazilian police let Gunnar Bentz and Jack Conger leave the country. "Their passports have been released and they recently departed Rio," he said. A third swimmer, James Feigen, gave police a "revised statement," Blackmun said. He agreed to a deal in which he would make a hefty donation to an unspecified group in exchange for permission to leave, NBC said. "After a long deliberation, this agreement was reached... he will donate 35,000 real ($10,800) to an institute, and with that the case is resolved," the broadcaster cited Feigen's lawyer Breno Melaragno as saying. Will not the final political settlement Enough of excuses, please! under Framework be a blunder?
P
rior to the advent of the British expedition to part of the Naga hills, the Nagas had a life of independence in their respective villages though disorganised. The Nagas were therefore not the subjects to any known sovereign nation till those villages were brought under the administrative control of the British, headquartered at Kohima. Having associated with the British and through the exposures to outside world in due course of time, the first enlightened Naga leaders realized the historical rights of the Nagas to be sovereign. The awareness of Naga sovereignty was intensified and Naga unity was solidified under the leadership of AZ Phizo on his becoming the President of NNC. Had the Naga political destiny being the Statehood, the Naga National Movement under NNC would have been nabbed in the bud in early 60s when Nagaland was created as a State out of 16-Points Memorandum. Yet, Nagas are destined by God to be a sovereign nation and thus the political movement survived even under the onslaught of the Indian army during the long drawn conflict. A social activist once told me that a popular anthropologist told him that the Nagas are the linkman, and this has logic. The Mongoloid stock Nagas were placed in a strategic location between the great India and the north and south-east Asia nations. The Nagas, by race, are not Indians from every aspect of life and yet the majority Nagas are Indians by nationhood, so also the relationship. Whereas, by race we are closer to people in south-east Asia nations. During winter last year, a Japanese preacher came to preach to fellow Naga Christians at Kohima. He drew the comparison of similarities between Nagas and Japanese on two aspects. He said any Naga or Japanese child when born will have greenish patch at the lower back or buttock. Secondly, both Nagas and Japanese carry their child on the back unlike others carry so in the front like kangaroos do. Perhaps, for a good purpose God
has chosen Nagas to be His witnesses in the midst of Hindus, Buddhists and Muslims. To be the linkage and to spread the gospel amongst the complex and heterogeneous races in this part of the world. I believe Nagas were chosen by God some 144 years ago through American Baptist missionary E.W. Clark, his wife and the evangelist Godhula. I personally do not believe that Naga sovereignty can be achieved out of war. What I believe is that Nagas do not need Naga army with destructive weapons for conflict or for defence. What I also believe is that Nagas are required to do two things: one is to have unity and the other is to send not only 10000 missionaries but much more. And we leave the issue of Naga sovereignty to God like Joshua who depended on God for conquering Jericho, and when we humble ourselves before God what is not possible with Him. Nevertheless, Nagas are tired of housing, feeding and tolerating unpatriotic activities of groups of fighters for Naga Independence. The Nagas are totally fed up with divisions and we are overburdened. At this rate, there will be no respite to the woes of common man. Neither will there be any group bring Independence despite of the immense sacrifices made by the Nagas for it. The Nagas therefore need recess. The Nagas are desperate to have quiet time without being pestered by parasites. The answer to this may be the interim arrangement approved by all stakeholders and without closing the self determination chapter. So far Naga Integration is concerned, it is permissible under Art 3 & 4 of the Constitution of India. For instance, Nagaland was created under this provision out of Assam and so also Chhattisgarh, Uttarakhand and Jharkhand and all were created out of its parent States under the clauses (b) & (d) of Art 3. Reiterating what was written earlier, NSCN (IM) cannot be blamed for not achieving Naga Independence. Not only this group but any other NPG cannot do it in isolation because a faction cannot win sovereignty.
Any group claiming to fight for Naga independence is indeed futile, because if NSCN (IM) fails to get it, the other group will also face the same fate. There is no option except that Nagas come together as one. In view of just the above, I would not have been critical with NSCN (IM), had this group been frank with the Nagas as for the ongoing negotiation. Had the group been honest with the Nagas that Sovereignty and Integration are not grantable by India, who is there to accuse, to undermine, to misunderstand and to force them to do what is not practical. Magnanimity and admission of ground realities would have been the panacea. Open heartedness would have united the Nagas without special mediation. Unfortunately, NSCN (IM) is hell bend to have solo solution with articulated misinterpretations on what is sovereignty. Such interpretation is acceptable to NSCN (IM) and its supporters but not to the rest for the fact that that kind of sovereignty will not be recognized by other nations. Coming to my headline, whatever is the status of agreement under the 3rd August 2015 Framework, it will be under the Constitution of India. The agreement will therefore be inconclusive as it cannot become conclusive without Naga sovereignty. It will therefore be interim in nature and not final. In September 2015, a Naga scholar in a small gathering, advised that the word ‘Final’ should not be used in the agreement of NSCN (IM) and GOI. This has logic. I, as an individual, support this that so much of Naga lives and properties have been sacrificed not for a settlement under the Constitution of India. Not getting the desired target can be understandable but to nail the political issue in the coffin of Indian Constitution will be considered as national crime and betrayal. Therefore, if at all the proposed settlement of NSCN (IM) with GOI under the prevailing trend of Framework is to be concluded as ‘Final’ to the political aspiration of the Nagas, it will be a blunder. he erratic power supply in our state is nothing new and needs no highlight. Nagaland must be the worst effected state in the country to be still reeling under such an inferior and bad power supply in this age. It would not be wrong to say that we are still living like in those medieval ages without any proper power supply for most of the time in this peak summer. Ever since I was born I haven’t come across any day, month or season that an electric current does not goes off here. When there is even a slight drizzle, the current goes off. When there is even little breeze the current goes off. When it is dry season there is an excuse of water shortage in the dams, when it is summer there is excuse power of overload due to high demand. Will we have a normal supply like any other place ever in our lifetime? Our technocrats and officials blame only the public of not paying their electric bills on time or hooking current etc. but allotting meter boxes and connection should also be on time. Though the power tariff has been enhanced yet the power supply is not improving at all. While on the other hand the disgruntled and the poor public suffers each passing day in this intense heat without any current for hours and sometimes even for days. The rich people live comfortably inside their luxurious AC houses with their big generators with little or no botheration while the middle class and the poor people are the worst hit. Those who cannot afford generators and inverters are the pathetic lot. Even inverter batteries runs out as current continue to be shut out for several hours at a stretch. Old people, sick patients and little children are the most suffered lot. We cannot even let our children study in peace in this heat due to these power outages as water pours out from our bodies in few seconds. Foods in the refrigerators get spoiled as there is no current. Most of the time the power supply are shut down right from the early morning hours when people wake up eagerly to switch on their motor pumps but the current starts playing truant right from there. So washing, cleaning and cooking becomes almost impossible. Voltage is so low that water cannot be even pumped out from an ordinary motor pump. So where do we get the most basic necessity –water? To send our children to school without doing all these becomes a nightmare. It is of my earnest appeal to the power department authorities not to cut off power supply
during the early morning hours. As even if you restore the current back in the daytime the low voltage does not allow the motor-pump to pull out water. Some poor churches that cannot afford generators have a very hard time conducting services. Transformers bursting, power-lines snapping, sparks in light posts are all common sight. Replacement of out-dated equipments and purchase of sub-standard goods should be stopped immediately. Transformers should also be updated and replaced according to the requirement of a locality. The businesses people are also badly affected as most business is run by power and without proper power supply they incur heavy losses but have to just bear the brunt on all these with no solution in sight .Some shops should also be allotted only limited supply as even during daytime they put on several dozens of lights in the daytime when the town is suffering acute shortage of power. It should be made mandatory for shopping malls, big complexes to acquire transformers. It is not only about paying but supervising the use of power judiciously. Street lamps and bulbs are seen switched on till daytime in many places which should be stopped. Doyang, Likimro and other projects should also provide enough supply to our own state even though we supply to others outside state. It is high time our power department should harness our streams and rivers and make our little state self–sufficient in power. The public should also be judicious and wise in using electricity and think about others. Unnecessary electrical equipments and gadgets should not be used. There are some rich people’s mansions and buildings that use more electricity than an entire village or a colony. So it is not only about paying the bills but allotting according to the population wise or house wise too. The most famous excuse of the power department is not being able to generate the required revenue. As technocrats and qualified people with assigned duties, the power department should also find ways to address this problem to make our Nagaland a better and a comfortable place to live instead of always passing the buck. Why should all the regular bill payers continue to suffer? It is a great shame that when so many private kingdoms are built over the state, we cannot still have a proper power supply in this age. But nevertheless, it has its charming cinematic moments that would appeal to its young audience. It tells the tale of an orphan boy, Pete who finds a home with a mysterious dragon. The narration begins with 5 year old Pete travelling with his parents on an adventure trip, when all of a sudden their car overturns,
killing his parents instantly. Pete survives the crash and is soon rescued by a green furry dragon with yellow eyes and huge wings. He names the dragon, "Elliotta after a dog from one of his favourite story books. Over a period of six years they bond like soul-mates. Pete, like Tarzan grows up as a feral child, with Elliott nurturing him at every step. Till one fine day a crew of lumberjacks happen to chance upon their existence, upheave Pete from his familiar terrain and transport him to the nearest town. What follows, is an adventure-laden trope of a pining dragon and the desperate Pete trying to reunite, with an exciting town-folk ridiculing the legend of dragons, in the backdrop. Although the film has
a very clear line of entertaining, it never crosses the line of an over-promise. The many life lessons delivered throughout the film are simple and realistic. The emotional undertone to the adventure is about discovery and looking further, than what meets the eye. Except for Elliott's mid-air
somersaults or him disappearing inexplicably, there is not much action happening in the story and hence the pace drags. But then, Director David Lowery's script ploughs on the screenplay rather than on the plot of the adventure. The closeups, showing how Elliott snuggles Pete and the way

ndian Wrestler Narsingh Yadav was handed a four-year doping ban on Thursday after the World Anti-Doping Agency won its appeal against his earlier exoneration. An Indian anti-doping disciplinary panel had ruled earlier this month that the freestyle wrestler was a victim of "sabotage", and cleared him to compete in Rio. Freestyle wrestling starts on Friday. Lochte's statement came as criticism of him poured in for causing such a huge and unnecessary distraction at the world's premier sporting event, a competition watched by billions of people. alaysian world number one Lee Chong Wei avenged two heartbreaking Olympic badminton final defeats to Lin Dan Friday, beating his nemesis in the last-four to keep his dream of Rio gold alive. Lin took the first game 21-15 but Lee bounced back in the second, comfortably winning it 21-11 before sensationally clinching the semi-final clash with a 22-20 victory in the third. The arch-rivals were locked at 16-16 in the final game before Lee took a 20-17 lead to have three match points to win it, only for Lin to dramatically haul it back to 20 all. "This is the first time I've beaten Lin Dan in a big competition. Today Lin Dan and I played a great game and I'm very proud to beat him," a relieved Lee told reporters. The 33-year-old said it had been a more nervy end to the match than he would have liked after letting those match points slip by. "In 2012 I had a lead and I lost," explained Lee. "In my mind I was just thinking don't lose," the Malaysian added. At Beijing in 2008 Lin humiliated Lee 21-12, 21-8 in the gold medal showdown to become Olympic champion for the first time. Four years later in London it was far closer as the Chinese shuttler edged it 21-15, 10-21, 21-19 to become a double Olympic champion and forcing Lee to collect silver for a second time.
Friday's last-four clash was almost certain to be the last time the arch-rivals meet at an Olympics with both Lee, 33 and Lin, 32, expected to have retired by the time Tokyo 2020 rolls around.
