MokokchUNG, AUGUST 20 (MExN): Seven school students were injured, one of them seriously, when a school bus coming from Clark Theological College, Aolichen to Mokokchung town met with an accident near Ungma village on August 20 at around 7:45am. The students are between six to nineteen years old. According to officials of Imkongmeren Memorial District Hospital (IMDH), the bus, carrying school children including four parents, turned turtle when the driver was trying to negotiate a curve. All the passengers were brought to IMDH for observation and first-aid. Seven of them were admitted in the hospital. According to IMDH Medical Superintendent, three students sufferened fractures on their shoulders and further informed that some of the serious cases would need operation. One of the injured was air-lifted to Guwahati for further treatment. Mokokchung Traffic police suspect that the mishap occured because of mechanical failure.

DIMAPUR, AUGUST 20 (MExN): Even as the economic blockade imposed on Nagaland by Assam-based organization has been lifted, travelers from Nagaland have been advised not to travel through Assam due to prevalent tensions and a curfew. According to PTI, at least three persons have reportedly been killed and six others injured in fresh police firing on Wednesday in Assam’s Golaghat town. The Assam CM has ordered a judicial inquiry into the firing incident. An indefinite curfew has been declared in Golaghat since 3pm Wednesday. UNTABA urges Centre to intervene The United Naga Tribes Association of Border Areas (UNTABA) has written to the Indian Home Minister urging for “intervention” into the border issue. It urged the Government of India to “prevail over” the Assam government to “withdraw the case of border dispute filed in the Supreme Court by it to impose artificial boundary between the two states against the wishes of the people and the government of Nagaland.” The UNTABA, in a memo to the Home Minister, demanded that the GoI urge the Assam government to “stop once and for all the illegal encroachment of traditional Naga lands through facilitating the settlement of people of questionable origins in all the border areas” and to further “evict” such people from the said areas. The UNTABA further demanded that GoI “prevail upon the Assam government to accept and acknowledge historical facts of the Naga lands…” and to work towards Kiren Rijiju to meet CMs of Assam and Nagaland today According to reports from IANS, Minister of State for Home Kiren Rijiju is scheduled to meet the chief ministers of Assam and Nagaland and other senior officials over the border row between the two states. “I will meet chief ministers of Assam and Nagaland, chief secretaries and senior police officials tomorrow (Thursday),” Rijiju told reporters in New Delhi. Home Minister Rajnath Singh has also reportedly promised all help to CMs of both Nagaland and Assam. According to reports, the home minister has asked the chief ministers to take all precaution to restore normalcy in the area and to take administrative and security measures to deal with the situation.

Ahoms and Nagas urged to uphold friendly relationship DIMAPUR, AUGUST 20 (MExN): A group of senior members from the Naga National Council (NNC) has stated that the “real troublemakers” and “land grabbers” in the AssamNagaland border are “illegal immigrants from Bangladesh and the Adivasis who are grabbing our land of Ahoms and Nagas.” In a press statement, the group alleged that most of the Ahom people’s lands “were and are grabbed by these outsiders” and today, “these land grabbers are trying to grab the traditional and ancestral land of the Nagas so this is the real problem between Assam and Nagas.” While speaking out against the violence in the Nagaland-Assam border area, the statement urged, “We must make it clear that the Naga people and the real Ahom people of Assam

GUWAhATI, AUGUST 20 (PTI): While no fresh violence has been reported from the Assam-Nagaland border areas, the Indian Home Ministry on Wednesday submitted a report to the Prime Minister’s Office on the ongoing violence along the Assam-Nagaland border, where nine persons were killed and 10,000 people rendered homeless, after Prime Minister Narendra Modi sought details on it. Principal Secretary to the Prime Minister Nripendra Mishra asked the Home Ministry to send details of the situation along the border in Golaghat district in Assam where violence erupted about a week ago after armed groups from Nagaland allegedly attacked villagers in Assam. “We have already submitted the report to the PMO,” Home Ministry sources said. The report was sent within hours of the PMO’s communication seeking details of the situation. The Home Ministry has already sent around 1,000 paramilitary personnel to be deployed along the Assam-Nagaland border to defuse the situation. Assam Chief Minister Tarun Gogoi and his Nagaland counterpart T R Zeliang will meet in Guwahati on Thursday to find a way out to resolve the dispute. At least 18 protesters were also injured after police fired rubber pellets and resorted to lathicharge at Rangajan in Golaghat district on Tuesday. Police said a group of protesters turned violent and attacked the police and CRPF personnel deployed in the area following a road blockade agitation launched by them. The protesters were agitating against alleged failure of the security forces to protect the people at Uriamghat against the attack by armed groups from Nagaland killing nine persons and rendering over 10,000 homeless last week.

State-wide employees under the National Rural Health Mission (NRHM) in Nagaland will go on a strike from today (August 21) as they have remained unpaid by Nagaland’s Directorate of Health and Family Welfare (DoH&FW) since April 2014. “We are totally dependent on this salary. It is difficult to live in the city if we
don’t get paid for even one month—it has been five months and we are facing critical financial problems,” said a nurse working under the NRHM in Dimapur, who has, like other NRHM staff, been borrowing money from friends, family or lenders. In some cases interest has run high, and most of any salary, when paid, will go in paying debts. NRHM employees from the State submitted a mem-
orandum to the NRHM Director on the issue on July 17 this year but the same was “not accepted,” informed NRHM employees, who number to about a 1000 in Nagaland State. “In how long will we be paid, or how much? There has been no written assurance from the State till date,” informed an NRHM doctor. Employees will now remain on strike from hospitals till they are either paid, or there is a
written assurance from the DoH&FW on the same. Being contract workers, the contribution of NRHM technicians, nurses and doctors to hospitals round the State will be missed in no small measure. “Patients will be badly affected—I feel pity for them,” said a nurse, herself in a pitiable condition without enough money to address even her basic needs. “We have been forced to go on a
strike,” noted a doctor, questioning the State’s role in the non-payment of salaries. An official from the DoH&FW stated that sanctioning of the funds was delayed by the elections to the central government. While the first installment for the pending payments has been released by the Centre, it was informed, the files for disbursement of the salaries are doing the bureaucratic rounds at the State level.

DIMAPUR, AUGUST 20 (MExN): Nagaland state Commissioner for Excise, Maongwati Aier today cautioned that lifting of liquor prohibition in the state would “lead to more law and order problems.” The Excise Commissioner painted a grim picture of how “there will certainly be more crimes committed in the form of murders, kidnappings, rape, theft, disputes etc” and that the number of accidents through drunken driving “will increase tremendously” if prohibition is lifted. Aier stated that more people would be tempted to drink liquor and liquor abusers would increase if prohibition is lifted. “The sale of liquor in the open market stores will adversely impact the students and youths,” he added and cautioned that the “efficiency of workers in the offices, institutions & factories will decline, which will adversely impact our economy.”
The Nagaland Total Prohibition (NLTP) Act, Aier claimed, has “done three good things.” The Excise Commissioner claimed that “there is no liquor shop displaying on the counters to tempt youngsters,” and that “it has reduced crimes and accidents considerably.” Another “good thing,” according to the Excise Commissioner, is that the NLTP Act has “created at least fear psychosis on the drinkers that they do not drink openly in an unruly manner.” He went on to declare that “without the Act, night hours would be unsafe for women, children, general public & business community.” Stating that the issue is the “spiritual, social and upliftment of moral values,” he added that “no amount of government legislation is going to bring changes in our society; unless there is renewed mind and committed will among the public.” Aier called for
“civic sense among all the people that drinking liquor is banned in all Public places.” He further called upon the business community to refrain from selling of liquor in hotels, lounges and shops. The Excise Commissioner asserted that the present attitude of people should change if prohibition is to be successful. He stated that drinking liquor in official functions and public places “is an offence as per NLTP Act 1989.” Aier further stated that the practice of sale of liquor in hotels/restaurant/ lounges done under the guard and protection of anti Social Elements should be checked vehemently by Police, Excise & Administration. He also called upon the Church to “uphold the NLTP Act by cleansing each homes and Church through Crusades, Seminars, Awareness Camps and Personnel Counselling etc.” He proposed that both the church and Govern-
ment should give opportunities to the youth to divert their attention from drinking liquor in the form of sports and music and that liquor sellers should be given alternative employment opportunities. He termed prohibition as a “people’s war against social evil.” Aier further proposed that that Municipal Councils should be empowered to cancel trade license of habitual offenders and that their shops should be sealed by the administration and Police. Further, the penalties for the habitual offenders should be more stringent and at least one year imprisonment should be awarded to the habitual offenders, he added. Patton, IAS stated that there are around 500 shortages of maths teachers and 300 science teachers in the state. He said the department had already identified the school- wise shortage of teachers and it will act upon accordingly. He also stated that restructuring exercise of the department is under progress. On shortage of stationary and furniture, Patton asked the concerned schools to use grant-in–aid fund judiciously.

Deputy Commissioner, Dimapur, Hushili Sema, who launched the programme in her address said the launching of the diploma programme would go a long way in providing gainful employment to the educated unemployed youths of the state. Hushili said it is high time that Naga youths also learn to be independent and not solely depend on their parents for their every need. DFP observes Sadbhavana Divas IMPhAl, AUGUST 20 (DIPR): Along with the rest of the nation, the Directorate of Field Publicity (Nagaland, Manipur region) today observed the Sadbhavana Divas at the DFP Office in Imphal. Addressing the function, DFP Director (N&M), Dr. Engam Pame called upon the gathering to create a sense of belonging among all communities. Assam: 3 killed in police firing in Golaghat; indefinite curfew imposed GolAGHAT/JoRHAT, AUGUST 20 (PTI): Three people were killed and six injured in police firing in Assam's Golaghat town today when a mob tried to set ablaze the deputy commissioner's office and a police station and targeted a hospital, after which indefinite curfew was clamped in the areas. The mob was protesting Tuesday's police action at Rangajon where people were allegedly dragged out of their homes and beaten up. The police fired tear gas shells to control the mob of over 1,000 people at Erengapara Chariali in Golaghat town marching to the DC's office and police station to set them on fire. When the protestors began throwing stones at the police while reaching within 300 metre of the two buildings, the police opened fire killing three persons and injuring six, police said. Golaghat district Superintendent of Police Siladitya Chetia told reporters that the police tried to halt the protestors as per prescribed rules but had to perform its duty of controlling the situation when they remained defiant.
Gogoi blames union home minister for border problem GUWAHATI, AUGUST 20 (PTI): Assam Chief Minister Tarun Gogoi today accused Union Home Minister Rajnath Singh of failing to provide security along the state's border with Nagaland and accused the Centre of not taking the recent violence there seriously. Addressing a press conference here, Gogoi said "Yes, I am responsible as the state CM for what is happening along the border. But why are you not blaming Rajnath Singh? Why are same charges not being made against the union home minister for failing to give protection?" The Assam-Nagaland border, he said, is a disputed subject and the area is controlled by the Centre with the help of CRPF, a 'neutral' force which failed to provide security to the people and properties there. UNC's position on interlocutor
DIMAPUR, AUGUST 20 (NNN): The reported appointment of a retired Special Director of Intelligence Bureau R. N. Ravi as the interlocutor for the Indo-Naga peace talks has irked several Naga organisations including the Naga Hoho and the United Naga Council (UNC). On August 18, the UNC had apprised Prime Minister Narendra Modi to appoint an interlocutor with acceptable credentials and disposition to ensure that lasting peace is brought about through an honourable and acceptable settlement of the Indo-Naga issue at that earliest possible time. In its missive to the Prime Minister signed by its president L. Adani and general secretary Gaidon Kamei, the UNC said that the media reportage on the appointment of Ravi as the next interlocutor has come as a damper to the spirit of the Naga people who have prayerfully upheld the Indo-Naga peace process all through the 17 long years of ceasefire. "Going by the articles RN Ravi has written and placed in public domain, 'Chasing a chimeric peace' (The Hindu on November 15, 2012) and
'Nagaland--Descent into chaos' (The Hindu on February 23, 2014), it is clear that he holds in disrespect the Government of India's declared recognition of the unique history and situation of the Nagas and views the Naga situation only from the law and order perspective. A person who is critical of the Government of India's cease fire with the Naga 'political groups', when the very purpose of signing a cease fire is to bring about a solution, will not facilitate solution but will become a part of the problem," the UNC missive to the Prime Minister mentioned. It appealed to the wisdom of the Government of India to appoint an interlocutor with acceptable credentials and disposition to ensure that lasting peace is brought about through an honourable and acceptable settlement of the Indo-Naga issue at that earliest possible time. The AFSPA, against which Sharmila has been fighting, provides unlimited powers to the security forces to shoot at sight, arrest anybody without a warrant or carry out searches without hindrances. It also insulates the security forces from legal processes for any action undertaken under the act. The AFSPA, described by critics as "draconian law", also allows army and paramilitary soldiers operating in "disturbed areas", declared by the home ministry under the AFSPA -- to take any action suitable for them while dealing with separatists or insurgents. GUWAHATI, AUGUST 20 (PTI): Assam suffers an average loss of Rs 200 crore every year due to devastating floods with nearly 40 per cent of the state's total land declared as floodprone by the government. According to the Economic Survey, Assam for 2013-14 tabled in the Assembly during the ongoing Budget session, the average annual loss due to flood in Assam is to the tune of Rs 200 crore and in 1998, the loss suffered was about Rs 500 crore. During 2004 it was about Rs 771 crore, the document said. "The flood-prone area of the state is 31,500 sq km as assessed by the Rastriya Barh Ayog which is about 39.58 per cent of the total land area of Assam. This is about 9.4 per cent of total flood-prone area of the whole country," it said. The survey said the flood-prone area of India as a whole stands at about 10.2 per cent of the total

The flood protected area of the state is 16,500 sq km (16.5 lakh hectares) till date," the survey pointed out. Besides, the scale of the problem has grown with massive erosion, which stands at an average rate of 8,000 hectares every year in the state with a total of 4.27 lakh hectares of land having been washed away since 1950. The two main rivers Brahmaputra and Barak with their 48 major tributaries and innumerable sub-tributaries are the reasons behind the state's re-
curring problem that also damage roads, bridges, schools, communication systems, houses, crops, livestock and other facilities, leaving an adverse impact on the development of the state. To address this, the flood control activities in Assam started mainly after the announcement of National Water Policy and subsequently 'Outlines plan for flood control in Assam' along with various comprehensive plans were prepared and the priority areas were identified, the Economic Survey said. The State Water Resources Department has been implementing numerous flood management
schemes from the beginning of 2nd Five Year Plan and are continuing till now, running into several thousands of crores, the document said. The government has undertaken some new initiatives to get rid of this problem such as using space technology for project planning, using geo-synthetic material for construction of flood management structure, reclamation of eroded areas, selective dredging and setting up of a river study centre. The geographical area of Assam is 78,438 sq km, of which 56,194 sq km and 22,244 sq km fall under the Brahmaputra and Barak valleys respectively.

The Adivasi Problem In Ralan Area
T
he recent violence and arson in Ralan area have created lot of misconceptions and misgivings about the Lothas inhabiting the area. To set the record straight, the issue here is one of tenancy problem and not border problem as perceived especially by the Assamese media. It may be recalled that the temporary Adivasi settlements in Ralan area have been the ancestral land of the Lotha Nagas villages under Ralan area cultivated rapeseed & mustard and other crops in these areas since time immemorial. However, by the 1970s some Adivasis came into this area as labourers. They remained as tenants paying taxes to the landlords. Gradually this group swelled into numbers and before the Ralan area people could react, they started building villages and stopped paying taxes to the Lotha landlords. The problem compounded when the Adivasis of the area harboured the terrorist organization AANLA some years back and started to threaten
tober 2010 by razing them to ground. They were neither compensated nor rehabilitated. And now that the Adivasi population have crossed 70 lakhs ie. 20% of Assam population, the government is trying to push them toward the borders of and within Nagaland. Ethnic cleansing by the Bodos have also compelled the Adivasis to drift towards our border. . It is estimated that there are around 40 lakh Adivasis along the entire stretch of Assam –Nagaland border The Assam government and media is well aware of this fact. But they are feigning ignorance as far as the Adivasi problem in Ralan area is concerned, and making it a border issue. Assam government and media should be level headed while addressing this issue instead of aggravating it by making false propaganda and feeding wrong information to the centre. The centre must also realize that these Adivasis can only be rehabilitated from where they have come i.e Chhattisgarh, Jharkhand, Orissa, MP

Call for awareness of welfare schemes NPCC seeks clarification from BJP
DIMAPUR, AUGUST 20 (MExN): Members of the Consultative Committee, Food Corporation of India (Nagaland) has called for awareness on the various welfare schemes of the state and central governments. In a press conference today, members of the committee, Tangit Imsong and H. Kisheto Chishi, stated, “Know the schemes provided by the ministry and avail the facilities.” Nominated as members of the State Level Consultative Committee, FCI (Nagaland) by the Ministry of Consumer Affairs FCI Food and Public Distribution, New Delhi, the committee plays the role of protecting the interests of producers as well as consumers and advises FCI on various matters relating to procurement of food grains, storage, and distribution.
The members giving a detailed account on the total allocation for the various welfare schemes to the state government for all 11 districts informed that 21,590 quintals of rice and 5170 quintals of wheat were distributed to Below Poverty Line (BPL) per month. The monthly allocation for Above Poverty Line (APL) was 43,830 quintals of rice and 18500 quintals of wheat, while for AAY, the monthly allocation stood at 13,380 quintals of rice and 3260 quintals of wheat. For Annapurna, the half yearly allocation from October 2013 to March 2014 was 4036.20 quintals of rice. (Annapurna is a scheme for aged people. Those above 65 and BPL can register and get 10 kgs of rice every month.) Informing that the ministry also provides food grains to welfare institutions and hostels (orphan-
ages, old age homes etc.), the members informed that the half yearly allocation from October 2013 to March 2014 for the institutions was 1040 quintals of rice and 446 quintals of wheat. New scheme has not been sanctioned yet, the members informed. For SC/ST/OBC hostels, the monthly allocation of rice stood at 1880.75 quintals, the members informed. Further, the members apprised that the allocation for Mid-day meals under the education department was 14607.40 quintals (quarterly). They also apprised of a programme for underprivileged adolescent girls under the Social Welfare Department called SAPLA. Another nutritional programme mainly for women and children called Wheat Based Nutrition Programme (WBNP)
was allocated 36700 quintals (quarterly). The members on a lighter note informed that although it was a wheat-based nutritional programme, the beneficiaries were given rice as most people generally preferred rice. Additional BPL rice is also allocated as per the request of the state government but there is no fixed allocation for this, the members stated. “We are visiting all the godowns to the level of the fair price shops to entertain public complaints and to see whether the public are satisfied with the quality of rice,” the members stated and added that they would be conducting their inspections all over the state in a phased manner. Stating that a report on the inspections will be sent to the consumer affairs ministry, the members appealed to the public to
bring forward grievances. “If any complaint is there with regard to the quality of food grains or malpractices in distribution, bring forth the matter to us.” “As of now, we have come across various problems faced by the FCS department which will be taken up to the higher ups,” the members briefed and informed that the problem was related to distribution. The members however expressed pleasure at the quality of rice being distributed stating, “We went to few of the fair price shops, and got reviews saying that the quality of rice has improved. Grade ‘A’ rice is being distributed in all schemes.” When questions on fair price shops being closed and anomalies in schemes were raised, the members said, “We do not have any idea yet.”
Slams Nagaland BJP for comparing RSS with Naga Hoho
DIMAPUR, AUGUST 20 (MExN): The Nagaland Pradesh Congress Committee (NPCC) today reminded that the BJP “had done nothing” regarding the Indo Naga Political Issue, when it was in power from March 1998 till May 2004. A press note from the NPCC stated that “instead of blaming the UPA government, the state BJP should strive to show that they can bring positive changes to the state...” It further slammed the BJP Nagaland for “defending the activities of the Rashtriya Swayamsevak Sangh (RSS),” and stated that the Nagaland BJP has gone “overboard to project the RSS as a mass based public organization like the Naga Hoho.” It urged the Nagaland BJP Unit President, M Chuba Ao to clarify on the said statement.
It further condemned the Nagaland BJP President’s “contention that the BJP is only opposed to forced conversion through appeasement or inducement” and termed this language as “often spoken by communal and fascist forces to target the Christian mission workers...” “Despite many state govt’s enacting anticonversion laws, one is yet to come across any person being convicted under this draconian law aimed primarily to curtail the humanitarian works of the Christian missions,” it added. It called upon the BJP to “remember the promise made by the then BJP President and present Union Mister Nitin Gadkari to create a separate state for the Eastern Nagas if the BJP comes to power after 2014 Lok Sabha elections.”
The NPCC appealed for all citizens to “stay firmly rooted to one’s own upbringing and beliefs without being swayed by the false hope propagated by the agents of communal forces...” It alleged that the “mission of the BJP is not to defeat but to finish the Congress, indicating a clear sign of their disdain for parliamentary democracy while exposing their fascist mindset...” On tension in the border area, the NPCC appealed to the Assam Chief Minister to “rein in different organisations that have repeatedly hijacked the writ of the state by resorting to total blockade on entire state of Nagaland...” It further reminded the Assam government that “localizing the conflict areas will be a better alternative in containing the situation and restoring normalcy...”

Swu also suggested focusing on 11
constituencies for the conduct of clean election. The consultative meeting opened up various perspectives of the malpractices of Nagas during elections and concluded that each individual and departments concerned were all responsible for the corrupt practices in the elections held over the years in Nagaland. Participants pointed out how the clean election initiative was a good campaign; however, it could not be implemented well in the grassroots level where “politicians manipulate church leaders for their vote banks.” NBCC suggested that including youth in all decisions of elections will be crucial for clean election, followed by mandatory voting of all eligible citizens. The meeting also resolved to delete all duplicate electoral rolls, cross check and remove the enrollment of non-locals enrolled in Naga names, commemorate Voters’ Day on January 25, and penetrate in schools, colleges and churches for clean election. The meeting further recommended on the use of pledge cards to be distributed to people for ethical voting practices.

News fasting
F
or a little more than a month, I was on a ‘news fast’. While news followed me everywhere, I did everything in my ability to avoid it. First came the newspaper. The natural instinct to binge on it first thing in the morning had to be resisted—standing on the terrace, contemplating the Western Ghat monsoons on a glass of fruit juice was preferred. The computer and its allied services were avoided altogether. News on television was treated as the plague—after listening to Arnab Goswami talk on ‘shock journalism’, the motivation to avoid news on TV sparkled further. Apparently, his work had given rise to a “trickle down social impact” by introducing shock therapy to ‘journalism’. The poor ‘lower’ masses of the country are still at the mercy of services to “trickle down”—even news media will not break this hegemony. Best avoided. The news fast was a hit. My focus turned to the actual living out of my citizenship—looking at government systems first hand. It turned to the actual living of life. There was space and time for understanding the emotional blizzards of a family and the one next door’s. Poverty could be understood not just in terms of governance but through the heart. What could be done? A million different possibilities existed if I looked beyond news. Sympathy was slowly taken over by empathy. It suddenly seemed as if there was not a dearth of good news though rarely found in the news media. While news has empowered people in a way much needed in a democracy, and aroused us into action, it has also made us think, in many instances, that reading tragic news and shaking our heads in collective disapproval is often all that is needed for life and politics to succeed. The news media has helped and egged on many positive actions on varied discrimination—yet it has also pushed many citizens and free individuals far from the field, into dens of mere reading and hearing; into inaction. Being a journalist, it is ill advised to write an editorial to put us out of business, so please do not permanently disown news. A little distance, however, could go some way in understanding our neighbourhoods, through our worldviews, as opposed to the media’s. It might seem these days that all there is to know about life and style and politics is in the news but that is not true. We observe our daily reality and make news of it in our heads— keeping away from mass produced news, and observing the ones that need attention, could even get us up on our feet to do something on reading the rare item that needs us. A news fast once a month, or a month in a year, could help. The urban elite especially so. Does fasting help? Let us know at moitramail@yahoo.com

A
U.S. government scientist kept silent about a potentially dangerous lab blunder and revealed it only after workers in another lab noticed something fishy, according to an internal investigation. The accident happened in January at the headquarters of the U.S. Centers for Disease Control and Prevention in Atlanta. A lab scientist accidently mixed a deadly strain of bird flu with a tamer strain, and sent the mix to another CDC lab and to an outside lab in Athens, Georgia. No one was sickened by bird flu. But unsuspecting scientists worked with the viral mix for months before it was discovered. CDC officials have called the incident the most worrisome in a series of lab safety problems at the government agency, long regarded as one of the most respected public health agencies in the world. Earlier this summer, a lab mishandled anthrax samples and both the bird flu and anthrax labs were shut down. "We all feel horrible this happened," said Dr. Anne Schuchat, who oversees the CDC's Influenza Division — which includes the lab where the bird flu accident took place. Because of employee privacy rules, she said she could not name the lab scientist or the leader of the scientist's team, who were both faulted in the investigation report released Friday. She said disciplinary actions are taking place, but she did not provide any details. CDC's release of the report is one of many signs the agency is trying to make things right, said Dr. William Schaffner, an infectious disease expert at Vanderbilt University. But he added that the CDC should at least disclose any disciplinary measures, to reassure the public that the agency is taking the matter seriously. According to the report, the lab scientist was doing work with both bird flu strains — the deadly form and a tamer version. Lab rules call for them to be handled separately, and the tasks should take at least 90 minutes. The CDC investigation found the work was completed in 51 minutes. That's a clear indication the scientist took short-cuts, Schuchat said. The lab scientist told investigators that the work was done in the proper sequence, but noted being rushed to finish the job and attend a meeting. CDC officials say it's possible the scientist worked on both strains at the same time. In February, some of the mixed virus sample was sent to another CDC lab in Atlanta. In March, a shipment of it went to a U.S. Department of Agriculture laboratory in Athens. For a study, the bird flu virus was given to chickens. The chickens died, prompting USDA staff to take a hard look at the sample and detect the deadly strain. The USDA lab notified the CDC lab in May, and the CDC lab confirmed the finding. But the CDC team leader didn't report what happened to supervisors or anyone else, reasoning that the viral mix was at all times contained in specialized laboratories and was never a threat to the public, the investigation report said. CDC officials were only notified in June after the second CDC lab reported a problem with its sample. Two weeks later, CDC Director Dr. Tom Frieden was notified. Frieden ordered the flu and anthrax labs closed, an internal review and other steps. The anthrax lab director resigned last month.

Why? And again why?

ow long can we Nagas afford to marginalize ourselves by being too individualistic in our socio-eco-political arenas. In today’s Nagaland integrity definitely has taken a beating and the back seat as well, as we very easily justify ourselves in the namesake of the greater good. The greater good for today. What about tomorrow? And for whose greater good? Why are our leaders never ever compromising and ceasefiring and atleast a little bit sacrificing as we pave the road for the next generation to step in. Why don’t our leaders amen to the very truth that the coming generation after them will have no other alternate but to step into the very track and direction which they take today. Why can’t we agree to the very fact which we all know that what we do today as policy matter is never right, and deep down is well aware that we would never actually want the future generation to inherit. Why do our leaders in the name of power politics very easily sacrifice our ethics, our religion and our uniqueness at the altar of power and justify it with modernity, development and being in tune with the times. Why do we get labeled as doubting Thomases when we are only but just imitating our leaders who all in the first place are always apprehensive and no amount and number of times is enough to alley that fear. Why do our leaders always harp on us being unique every now and then, but never display that side of uniqueness. If that uniqueness of being unique is what we are seeing today, then it is better not being unique. Why do our leaders never have that humility of laughing at their own expense and shortcomings and thereby display their humane self but is always ever there and waiting to belittle their contemporaries and assumed adversaries. Why do our leaders not realize that regionalism for Nagas is not just for the sake of being a member of a regional political party, but a way of thinking and living which runs in our veins and which needs to be prioritized if not for ourselves then atleast for the generations to come. Why do our leaders, just at the drop of a hat become political prostitutes and justify it as political expediency and a part and parcel of power politics in a democracy. Very true, but then where does that leave us. There is no constitution of any nation on earth which covers the entirety of do’s and don’ts. But there is the conviction and conventions that covers all – the unwritten constitution. Even in the third world countries of Asia and Africa the lawmakers make it a point never to breach or question those con-
ventions. We Nagas, very sadly does not allow our conscience and morality to police us and as such is doing a very big dis-service to the No.1 religion of the world, which as a matter of fact is the No.1 pre-requisite obligation of our Christian faith. When Home Minister Rajnath Singh, the then President of the BJP had initiated the idea of Rio leaving the state for a bigger role in the Union Cabinet in the event of the BJP coming to power and again directly or indirectly blessing the formation of the NERPF, it signaled the coming of age of the BJP as a true legitimate National party of a secular and the second largest democratic nation of the world. However

Let it be known – loud and clear: Nagas cannot stoop so low and then blame it on politics. This is what the unwritten constitution is all about. This is the unspoken convention. What is the point of sending out missionaries for outreach programmes to preach to the unreached about what life and Christianity is all about when we are literally forsaking our core beliefs on a platter at the blink of an eye. Yes, it is very much selling our soul. We may not be practically or physically prostrating and groveling or
death on earth. It is another story that the orthodox Muslim clergy has macabrely twisted the way and the door to paradise. As for the Hindus, they believe in reincarnation. You are not a good man, you are a sinner and you will end up reincarnated as a stray dog scavenging the garbage dump. And therein lies the tragedy. Without being even a little aware, it is only too late when we realize that our soul has already been sold. In the Old Testament, Shadrach, Meshach and Abednego replied to King Nebuchadnezzar "Even if the God we serve does not save us from the blazing furnance we will not serve your gods or worship the image of gold you have set up". This incident happened much much before the time of Jesus. Today in this New Testament time God is not going to send any angel to save our life and soul. He has already sent His only Son. Maybe one day we will have a nomenclature by the style of a "The United Tribes of Nagaland". But the idea or any other ideas can fructify only if we become aware to the basic fact that we are indeed very different and that regionalism unites us just as much as tribalism divides us. I believe the ideal Naga society will be that society where there is a bi-party system with a regional political party occupying the treasury benches while another regional political party warms the op-
position benches, by design and not by law, as we are and must always remain a democracy. Or we can even go the Dravidian way as in Tamil Nadu where the state is always ruled by either the DMK or the AIADMK leaving no space for any other third party except for, as a fringe player. In such a scenario we automatically will command respect and this is what Nagas should strive for. Regionalism is in itself a religion. Think a little bit deeper into it and we see that just as religion is independent which does not allow any other to tinker into its core beliefs, so is regionalism which reflects only exactly what we are. The basic instinct of not just human beings but any living organisms including microscopic organisms is to move, search and place itself in a more secure and comfortable position. The only difference is that human beings have the power of reasoning, thinking and acting. Is humans were to follow only its basic instinct, then we are no better than the animals. The superduper chartbusting international hit of a movie "Basic Instinct" is in itself a lesson for us. If we follow just our basic instincts then we definitely are no better than the lead characters of the said movie played out by Michael Douglas and Sharon Stone. The BJP will have to honor its words. It has to walk the talk. Infact, circumstances provided the BJP leadership a golden opportunity to display not just to the Nagas but to the nation and the world at large that it means business and remains true to its words. The goodwill the BJP could have gained or will gain would have or will have remained unparalled. But on the other hand, the BJP and the Congress who wastes no time and misses no opportunity to belittle each other, not even sparing a yawning or a blinking of a Rahul eye, is able to reach a meeting point and come to a consensus when the issue is that of the Nagas. Somebody has to inform the BJP to stop this hypocrisy. Just because our present crop of leadership seems to be failing us does not at all mean that we will be ushered like lambs to the slaughter. The movement for change is churning all over the world and we are not immune to it. So be it, if individuals are to be sacrificed, but we will march ahead. Dear leaders, fathers & mothers, grandfathers & grandmothers, uncles and aunties, it is not for the younger generation to pull up their socks and fold their sleeves. They are already doing it. It is for you all to hold the torch and light the way. The complacency and the hesitant desire to maintain the status quo is becoming a little bit transparent.
The first Christian Convert among the Zeliangrong & Inpui

he first messenger of good news of salvation to the State of Manipur was Rev. William Pettigrew. He landed at Imphal on January 6, 1894. Within five years of ministry, he began to organize Churches and Schools and started reaching the people with gospel to almost every part of Manipur. The first convert from the Zeliangrong and Inpui communities was Mr. Namrizinang Pamai of ChaKhuak kiu village ( now extinct). As known to every body that Zeliangrong is comprised of Zeme, Liangmai and Rongmei including Inpui. The later was not included in the common nomenclature may be because of technical difficulties. Mr. Namrizinang Pamai was also known as Maipak which means Victor. It was the name given by Meitei Maharaj for his excellent and successful performance and achievement in his career as a royal soldier. Mr. Namrizinang had only two offspring. They were Mr. Chalinlung and Kaninglung. The youngest son Mr. Kaninglung Pamai was interviewed by Mr. ID. Kaipisinang accompanied by Hudabou Pamai on 19 November 2000 AD. At his Tamenglong residence at 9.30 PM. Kaininglung Pamai :- My forefather’s village, Khuak kiu was a rich village. There was plenty of food grain and they lived happily and leisurely. In one particular year, seven families constructed one Chakiwky, a decorated house each and threw feasts of merit in the village. All the villagers were engaged in the construction works and enjoyed the feasts. They made rice ball and played a game of throwing the rice ball at one another as a part of celebration. While enjoying the feast, they could not clear jhume fields and forgot the seed sowing season. A seasonal creature locally known as tiet tietpui cried out telling the message of seed sowing season. The jhume field was not ready for cultivation. By hearing the sound of the creature, they woke up from their slumber of enjoying the feast of merit. Hurriedly they cut the jhume field but the same could not be burnt properly and failed to sow the seeds in time. As a reason of delayed sowing, they failed to get good harvest. Besides
this, there was epidemic in the village. Many had died because of the famine and epidemic. After many had died, my grandfather Dikhinang took my father, Namrizinang and left for Imphal. They lived at Keishamthong village in Imphal. When my father, Namrizinang grew up and attained adulthood, he was recruited to Meitei’s Maharaj soldier. My father had good health and good looking and could do anything successfully whatever was assigned to him. In everything he did successfully and was all the time on victory. He was therefore given the title Maipak means victorious. ID.Kaipisinang :- How many offspring does your Father had? KaninglungPamai:- My Father had only few children. To his disappointment, every child born could not survive and died one after another. While my father was disheartened, he met a British who told him that if he believe in Jesus Christ, he would have heirs to inherit him. My father talked to himself that if he could have offspring by conversion to Christianity, there was nothing harm and thus took decision to embrace the new faith and was baptized by Rev. Fox on the 6th December 1914. After becoming Christian, a son was born to him on 27th December 1914. The son was christened as Chalinlung David. The son was also known as Kaphunlung in Rongmei with the meaning of a seed being sown in his lineage. After my brother Kaphunlung David, I was born. In Gaza, emotional wounds and trauma of war remain unhealed Karin Laub

hahed Quishta was curled up in an armchair one late afternoon during the Gaza war when a shell slammed into her living room. Shrapnel pierced the 8-year-old's head and neck, and she died minutes after arriving at a hospital. Her funeral was held before nightfall, in line with Muslim tradition. Her family couldn't host a customary three-day wake, typically attended by hundreds of people, because streets remained dangerous during ongoing fighting between Israel and Gaza militants. Almost a month after her death from what her father says was an Israeli tank shell, her family remains paralyzed by grief. Sister Rojina, 14, can't sleep in the room they shared, spending nights on a mattress in the hallway. Her mother Nisreen, 38, takes clothes from Shahed's closet from time to time, crying as she inhales the lingering scent. The Quishtas are among thousands who suffered a loss during the current Israel-Hamas war, the third in Gaza in just over five years. The emotional wounds, though sometimes hidden, can be seen in the grim statistics of the con-
flict. Close to 2,000 Palestinians were killed, including 459 children, and more than 10,000 people were wounded since fighting began July 8, according to U.N. figures. About 20 percent of Gaza's population of 1.8 million people has been displaced, including about 100,000 whose homes were destroyed or damaged beyond repair. Based on these numbers, "the psychological effects (in this war) will be much higher than in the previous ones," said Dr. Iyad Zaqout, who runs the community mental health program of Gaza's main aid group, the U.N. Relief and Works Agency. Children are especially vulnerable because they can't put their experiences into context yet, he said. The U.N. estimates that about 373,000 children in Gaza need direct psychological intervention because they've witnessed violence, lost a relative or have been displaced. Such children often display one or more of a range of symptoms, including bedwetting, nightmares, irritability or clinging to parents. In the last major round of fighting in Gaza in the winter of 20082009, about 18,000 of some 190,000 children at-
tending U.N.-run schools required counseling, Zaqout said. Several hundred still haven't recovered, he said, adding that repeated exposure to trauma — a given in Gaza — compounds the problem. Some 100 U.N. trauma counselors now visit several dozen crowded U.N. schools that have been turned into shelters for those who fled or were made homeless by the fighting. Several private groups providing trauma relief have also sprung up in recent years, though the demand continues to outstrip available treatment. The counselors offer psychological "first aid" to those at the shelters. Children are usually accessible, eagerly joining playgroups in school courtyards or picking up crayons to draw what they saw in the war. At least 30 percent of the children at the shelters will need longer-term treatment, Zaqout estimated. Adults are often reluctant — especially men. On a recent morning, counselor Kamel Kahlout from the Gaza branch of a U.S.based group, the Center for MindBody Medicine, persuaded about a dozen men to join him in therapy session at the Abu Hussein
school, a shelter in the Jebaliya refugee camp. Kahlout led them through a simple breathing exercise and asked them to close their eyes. Many found it difficult to sit still, with the noise from the crowded courtyard outside. When asked to share their concerns, the men stuck to politics, avoiding the personal. The men need more time to open up, he said. Those at the Abu Hussein school have gone through particularly rough times. On July 30, three Israeli artillery shells slammed into the school crowded with some 3,300 people, many of them sleeping. The shells, which Israel says came in response to mortar fire nearby, killed 17 people. Among those who witnessed the attack was 11-year-old Moath Sweilem. Asked later to describe the shelling, Moath talked about dead donkeys near the main gate, also killed in the attack, and wounded children brought to his family's sleeping area by his mother. "I was scared when it happened," Moath said. Moath has become more aggressive, said his mother, standing on the edge of the courtyard filled with noisy children waiting to have their faces painted by aid group volunteers. Those near the front started pushing and shoving as adults tried to separate them. Moath emerged from the scuffle with a triumphant smile. He had a goatee and the word Gaza, in Arabic, drawn on his face. Shahed Quishta was the middle child of
five. Shahed and her sister Rojina shared a room that now stands empty because Rojina can't bear to sleep there alone. Shahed's school bag is still filled with notebooks from third grade, including those from English class with vocabulary lists written in a neat script. Her report card notes that she was third in her class. During the war, Shahed was scared, like the others. Her aunt Dareen, who lives on the ground floor, designated a "war room" away from windows and doors to reassure the children. They often stayed there when they heard shelling from Israeli tanks. Israel has fired thousands of tank and artillery shells toward what it said were targets linked to militants during the war, though a majority of those killed were civilians, according to Gaza health officials. Hardest hit were towns near the border with Israel, including here in Beit Lahiya. Gaza militants have fired more than 3,000 rockets and mortar shells at Israel in the same period. Two weeks into the war, on July 22, Shahed was playing with her cousins downstairs. Around midafternoon, she returned to her family apartment on the second floor. She settled into the armchair with her tablet computer. Her father, Mouin, was napping on a mattress nearby in the living room. The shell hit at 4:15 p.m., her father said. He awoke to a huge cloud of dust and smoke that obstructed his view of Shahed critically wounded on the armchair. He grabbed his wife and children and ran downstairs, only to find that Shahed had not been accounted
for. He raced back upstairs and found her. She still was breathing faintly, but died less than half an hour later. Almost a month later, the living room remains almost unchanged. There's no back wall. The other walls and the armchair are peppered with holes from shrapnel and debris covers the floor. The family keeps it locked most of the time. Shahed's parents find comfort in their faith, saying every death is preordained and that they will meet their daughter in heaven. Still, Shahed's mother can't shake off her sadness. She cries when she holds Shahed's clothes or watches a video of her prancing in a white dress for her kindergarten graduation. Rojina said she tries to stay strong to avoid burdening her mother. On Saturday, Shahed's younger brother Mohammed and several cousins attended a playgroup with some three dozen neighborhood children put on by World Vision, an international Christian aid organization. As a warm-up, they sang a version of "If You're Happy and You Know It," finishing each verse with clapping, fist pumping or stomping. Mohammed, who had witnessed the explosion that killed his sister, was reserved at first, but eventually got swept by the enthusiasm. Majd, an 11-year-old cousin, said he enjoys going to the group, but misses Shahed. "She was our leader," he said.

Because, Nagaland is a Christian state and it is mostly dominated by the Baptist denomination. Before the WATCHMAN TEAM meet at the city Tower, Dimapur and take decision to oppose the lifting up of NLTP Act. Let us take the issue of NLTP very seriously and stop playing a BLAME GAME. For such game is not at all good for the society. Therefore let us find out the meet point. The divided opinion of the public in general and the Government against the church body is too much far from the real Naga society. Let us know the ground reality, practical, pragmatic and direct to approach the real problem base on the facts and figures of Christian Naga society. Whether is it correct to say the dry state as the wettest dry state in our society or not. Let us not draw a conclusion merely relay on the hypothetical mind-set. Let us verify the issue with concrete examples of Naga style of living at this very juncture and find out a meeting point so as to actively involve oneself in it and get a lasting solution of this dangerous social disease. The dominant role imposed by the various church bodies and likeminded organizations to dictate the Government to their own thinking line will just lead the society more confusion and only lead to an imaginary world of saint land, which is very much artificial and that society may heading toward a dreaming land. The writer felt very much for the government and its machineries; because the Government and the
church are the two side of the same coin. SERVICE TO MAN IS SEVICE TO GOD. The different components in one physical body should not criticize one or the other component just when failure is made. We share the same defeat and responsibility is whether like it or not we own the blame of unsuccessful achievement. Therefore Nagas as a whole must accept the defeat and restart the line approach of tackling the problem by renewal of our concrete participatory role of action plan. Fifteen years of failure is a long period; the church itself knows the ground reality of the Naga society. Else the church workers must look back their own kids and kins in the society. The society cannot change and catch-up with other advance society in one struck of magic unless each and every person realizes the menace of the society and willing accepts the reality of life without imposition. Our Naga society lies there whether like or not. We are not living in a saint land. To quote from the Holy Bible, it reminds us the way we chose the right or wrong way of life. Why in the Bible Jesus Christ was crucified instead of BARNABAS, the criminal and ragged person and the most learned judge PILAT pronounced the decision and washed his hand before in front of the crowd as a sign of following the peoples voice (Mtt.27:11-24) Why PETER the most devoted and faithful disciple among the twelve disciples failed to call His Lord and Master’s name before the soldiers before the cock crow? (Mtt.26:69-74) As per the Jewish law, why the prostitute was not stone to death and spared her life just because of
Jesus Christ intervention in the incident.(John 8: 1-11). Above all, why Jesus Christ came into the earth with human flesh and blood; advocate the love and mercy of humankind and controlled the society above the existed law of the land by doing miracles after miracles. Why the Lord Jesus Christ differentiates between the wealth of Government and the church and said that it should not mix-up together. When Nagaland state has been hardly managing the monthly salary of all Government servants of various categories without the central assistance at this juncture, why should we pour KEROSENE and let it burn the society, just trying to convert the state into a saint state. In that case the Government must dissolve and we must live in a leaderless society visionless and futureless society. That saint land philosophy is not practicable and not relay on the truth of the society. Because the Naga society had been tested and experienced enough for more than 15 years. But it become a fatal exercise and faced a complete failure in Government attempt. That very long period the church and the saints have been slumbering and wake-up just now? They might be busy for arranging a missionary out-reach program of 10.000 missioners sent-out missions to the whole world to reach the good gospel to the unreached pockets of good gospel. Why the Nagaland Legislative Assembly appointed a Legislative Assembly Chaplain and invoke God’s blessing in each and every assembly sessions for the past so many years? At that time that chaplain ever put such agenda in the assembly and the discussed the issue in the assembly or not. Why in that condition the politicians never take note of the
prohibition bill and wake-up all on a sudden to create a social havoc having no meeting point at this juncture. Our CLEAN ELCTION DRIVE way back in 2010 also met a total failure; rather the Christian community faced a fatal blow, when corruption and buying voters increased more than the last consequent assembly elections in Nagaland. This is a glaring and vivid example happened just now and memory still prevailed. Let us initiate only what practicable and pragmatic, which are at the reach of our own level of imagination. Don’t expect the other society can save our soul by taking the example of other success stories. Let our people wake up by themselves and choose the right course of action at the appropriate time and realize the doom of the society if we linger on this situation of chaotic nature. Just staying aloof from the ground reality and directing the other capable bodies to cover the load of burden and play a dominant role can solve the problem. Let our people in general voice together with the conviction and will-power to fight the social evils together in a mass movement basis. If so there won’t be no pioneer and no follower but all are in the same level and will certainly change the society into a better place of living, having no prejudice and no criticisms. That is the very longing society still Nagas are searching and wanted a peaceful living of all population on equal opportunity in all walk of life. Such is the foundation of classless society created by the living God for the Nagas even before the Christianity came over to our land. People talk about the churches set-ups in each and every nods
and corner of the Naga remote villages. Material developments in the churches alone cannot lead the way to salvation. Our soul winning mission is become minor at this juncture, when compare to churches assets. Advance societies become so developed and the churches are all out to catch-up such stage of self reliance and self dependent churches without pulling the poor and down trodden church members. It is also a fact that church member’s participation in the church becomes more and more thinner when compare to the initial period of Christianity in our society. This could be the reason for the member’s heavy schedules in a heterogeneous life style of living and many folds of professions and careers. We are living in the world of materialism. Our wants are limitless and we are almost controlled by our greediness in collection of tithes, project wise budgets, missionary special offerings, relief funds and many others church members contribute their best. But we miserably failed to achieve our targets and still a long way to go in life. Sometime the church workers are living in another land beyond common member’s reach. Politician and Bureaucrats is also the same Christian, who think for a better and peaceful society like the church thinks. Whenever church functions are there all people rush to the function with their best dresses and make-ups and still the aroma to the church is there in the society. This a good sign for a progressive society. Let the communist theory RELIGION IS THE OPIUM OF THE MASS dominate in the society by spreading the good aroma to all church lovers for a better place of living. Lastly, life is short attempt great
things and achieves great things in trusting our living God, the creator and sustainer of life so as to heal the society. Let us all don’t play a dominant role and a blame game. Wait for the general public to wake-up from their slumbering stage of life and equalize the church way of thinking level. When there is same intellectual level of our life approach; there comes the mass movement and active participation in our own level of capability and capacity. Only then our destiny of life can be achieved without any hurdles. Then only we can have a peaceful and equal life even in the eye of the lord and savior Jesus Christ. Let our society choose the right thinking process as per his/ her individual conscience by experiencing the goodness or the badness of life without any disturbances. Maturity will come only after certain attainment of age. Our society only launched to this stage of life from very primitive, naked and head hunting life and still such mentality not totally erased in our mind-set. Let our people of 80 % Christian population proclaim God our creator and sustainer of life in true spirit of loving and caring for each other in deeds. So that, the land NAGALAND FOR CHRIST can makes a place in the society. Let us have a meeting point to each and every problem in the society, instead of creating deadlock and far sighted imaginative world of differences. Let us not curse the darkness, but light the ray of hope to each and every person and shine brightly amidst the restless and turmoil world of temptation. Pak envoy defends meeting Kashmiri leaders

New Delhi, August 20 (AP): Pakistan’s ambassador to India defended his recent talks with Kashmiri separatists on Wednesday, saying that including them in a dialogue is the only way to find a lasting peace between the South Asian rivals. Abdul Basit spoke to reporters in New Delhi two days after India called off diplomatic talks with Pakistan because he had met with separatist leaders from the disputed region. India said the meeting undermined efforts to thaw relations between the nuclear-armed neighbors. But India has tolerated such meetings in the past, which suggests the country’s new government is taking a harder line against Pakistan. India and Pakistan have fought three wars since gaining independence from Britain in 1947, two of them over Kashmir. Both countries control parts of the Himalayan region and claim it in its entirety. That dispute is at the heart of the lingering animosity between the rivals. India had warned Basit against meeting with separatist leaders, saying it would jeopardize the foreign secretary-level talks that were to be held in Islamabad on Aug. 25. Despite the warning, Basit went ahead with the meeting in New Delhi, prompting India to declare his actions as “unacceptable” and call off the talks on Monday. India and Pakistan had agreed to hold the talks in May when Pakistani Prime
New Delhi, August 20 (iANs): Defence Minister Arun Jaitley Wednesday said Chinese patrol guards did come within the Indian boundary, but the Indian Army’s “approach” has been sufficient to stop them from encroaching Indian land. Asked about reports of incursion by Chinese soldiers into Indian territory in Ladakh, the minister said: “The army chief has clarified in detail the reports are not accurate.” He, however, said Chinese patrol did enter the “perceived” Indian boundary. “There have been cases where Chinese patrols were getting into areas perceived as our territory,” Jaitley said on the sidelines of laying the foundation stone for the new Indian Navy headquarters. Chinese soldiers were not being allowed to encroach upon Indian land and the “approach taken by our forces is enough”, he said. He said Indian forces took “adequate action” and “didn’t allow them to encroach on our territory. The approach taken by our forces is enough”. Reports Tuesday said the Chinese troops entered 25-30 km into Indian territory in Burtse area of Ladakh, pitched tents and held up flags that read “This is Chinese territory, go back”. Indian Army chief Gen. Dalbir Singh Suhag Tuesday denied the report. Jaitley, in response to a question during the recently concluded parliament session, had spoken on the same lines. “There is no commonly delineated Line of Actual Control (LAC) between India and China. There are areas along the border where India and China have differing perception of the LAC. Due to both sides undertaking patrolling up to their respective perception of the LAC, transgressions do occur,” Jaitley had said in a written reply to the Lok Sabha. The defence minister Wednesday laid the foundation stone for a new headquarters building for the navy here, adjacent to the DRDO headquarters in the vicinity of South Block. Jaitley also said a plot has been sanctioned for expansion of the army headquarters.

Minister Nawaz Sharif attended the inauguration of his Indian counterpart, Narendra Modi. The meeting in Islamabad between the foreign secretaries was to discuss the resumption of a formal dialogue between the two countries. Talks between India and Pakistan to normalize relations between the often hostile neighbors went into a deep freeze after a 2008 attack by Pakistani terrorists on Mumbai, India’s financial hub, in which 166 people were killed. The two countries began to take tentative steps to resume the peace dialogue but they came to an abrupt halt once again after two Indian soldiers were beheaded in border hostilities in January 2013. But in a surprise move
just before he was sworn in as prime minister, Modi invited his Pakistani counterpart to his inaugural ceremony. The two leaders signaled their intention to improve relations by agreeing to restart the long-stalled discussions to resume peace talks. Basit told reporters that Pakistan’s diplomats in India have been meeting with Kashmiri separatist leaders for decades because the people of Kashmir are at the heart of any lasting peace between the two countries. “The objective of interacting with Kashmiri leaders is precisely to talk to all the stakeholders to find a viable, peaceful solution to the problem,” Basit said. 2G money laundering case: Raja, Kanimozhi, Dayalu Ammal get bail New Delhi, August 20 (iANs): A special court here Wednesday granted bail to former telecom minister A. Raja, DMK MP Kanimozhi, ADMK chief M. Karunanidhi’s wife Dayalu Ammal and others in a money laundering case related to the allocation of 2G spectrum. Central Bureau of Investigation (CBI) Special Judge O.P. Saini allowed the bail pleas of Raja, Kanimozhi, Dayalu Ammal, Swan telecom promoters Shahid Usman Balwa and Vinod Goenka, Kusegaon Fruits and Vegetables Pvt. Ltd. (KFVPL) directors Asif Balwa and Rajiv Agarwal, Bollywood producer Karim Morani, Kalaignar TV director Sharad Kumar and P. Amirthan, who were chargesheeted by the ED in the case. The court granted bail to all of the accused and asked them to furnish a personal bond of Rs.5 lakh and two sureties of the same amount each. However, the court dismissed Ammal’s plea seeking discharge in the case. The court granted her bail observing that she is a woman, aged and infirm, suffering from various age-related diseases and as such presently unable to make an appearance in court despite being desirous of it, which is indicated by the
presence of a battery of lawyers on her behalf. The court observed that Raja and Kanimozhi are appearing before it regularly for the last three years. It added that they have cooperated with the trial. “There is no possibility of accused fleeing from justice or tampering with any evidence or witness and there is no likelihood of accused committing the offence again,” said the court. It viewed that sending them in custody again would serve no purpose in the eyes of law. The court directed the nine accused to appear before it on each date of hearing and surrender their passports, while allowing Ammal’s plea for permanently exemption from personal appearance on account of her sickness. The companies named in the case are Swan Telecom Pvt. Ltd. (STPL), Kusegaon Realty Pvt. Ltd., Cineyug Media and Entertainment Pvt. Ltd. (Cineyug Films), Kalaignar TV (KTV) Pvt. Ltd., Dynamix Realty, Eversmile Construction Company Private Limited, Conwood Construction and Developers (P) Ltd., DB Realty Ltd. and Nihar Construction Pvt. Ltd. The accused have been booked under various sections of the Prevention of Money Laundering Act (PMLA).

New Delhi, August 20 (iANs): In a clear rebuff to Pakistan, India’s external affairs ministry Wednesday said that following the Simla Agreement of 1972, India and Pakistan were the only two stakeholders on the issue of Jammu and Kashmir and “none else”. Basit also stressed on the need to look at the Kashmir issue “dispassionately and in a more realistic manner”. New Delhi, August 20 (Pti): The marks obtained for questions on English language comprehension skills, asked in second paper of the civil services (preliminary) examination, will not be included for grading, according to a notification issued by the Centre. “The merit on the basis of preliminary examination shall be drawn using aggregate marks obtained in Paper-I out of 200 and marks obtained in PaperII out of 200 minus the total of the marks allocated to the questions on English language comprehension skills,” the notification said. There are two compulsory papers of 200 marks each in the civil services preliminary examination. Delhi to impose fine for public urinating, littering

Israel, Gaza militants trade fire after talks fail
GAZA CITY, AuGuST 20 (AP): Palestinian militants launched dozens of rockets and Israel responded with airstrikes on Wednesday after Egyptian efforts to mediate a lasting truce in the monthlong Gaza war collapsed in a hail of fire a day earlier. One of the Israeli airstrikes appeared to have targeted the home of Mohammed Deif, the Islamic militant group’s elusive military chief, who has escaped numerous Israeli assassination attempts in the past. It was not immediately clear whether he was there at the time of the attack. The fighting resumed Tuesday when Gaza militants fired rockets at Israeli cities just hours before a temporary cease-fire was set to expire, prompting Israel to withdraw its delegation from Cairo and launch retaliatory airstrikes. Abbas’ involvement would minimize friction with Israel and allow large amounts of international aid to flow into Gaza for reconstruction. The disagreements have focused around the lifting of the blockade, with Hamas pushing for far more dramatic concessions than Israel is willing to offer. The Gaza blockade has greatly limited the movement of Palestinians in and out of the territory of 1.8 million people, restricted the flow of goods into Gaza and blocked virtually all exports. Israel says the blockade is needed to prevent Hamas and other militant groups from getting weapons, but critics say the measures have amounted to collective punishment. The latest round of Gaza fighting was precipitated by Israel’s arrest of hundreds of Hamas members in the West Bank in the aftermath of the abduction and killing of three Israeli teenagers in June. NeW YORk, AuGuST 20 (IANS): Next time when you buy an antibacterial soap for a germ-free day for your kids, check if the soap contains a widely-used chemical or not. Handwashing with antibacterial soap may expose people, especially health workers, to unsafe levels of a chemical that can interfere with hormones to cause developmental problems in foetuses and newborns, says an alarming study. Triclosan, a synthetic antibacterial agent, is found in thousands of consumer products, including soaps, cosmetics, acne creams and some brands of toothpaste. Exposure to triclosan, currently under review by the US Food and Drug Administration (FDA), can cause health problems, researchers say. “Antimicrobial soaps can carry unknown risks and triclosan is of particular concern. Our study shows that people absorb this chemical at work and at home, depending on the products that they use,” said Paul Blanc, a professor of medicine at University of California San Francisco. During the study, researchers analysed urine samples from two groups of 38 doctors and nurses - three fourths of them women - at two hospitals. The first hospital used an antibacterial soap containing 0.3 percent triclosan while the other used plain soap and water. Researchers found that workers at the first hospital had significantly higher levels of triclosan in their urine than workers at hospital. The scientists also asked the participants if they used a popular commercial toothpaste containing triclosan. While those who did had higher triclosan levels than those who did not, the researchers found that washing with antibacterial soap accounted for even higher triclosan levels than did brushing with the toothpaste. “If non-triclosan-containing soaps are available, use them,” Blanc suggested, adding that just plain soap and water is a pretty good alternative. The study was published in the Journal of Occupational and Environmental Medicine.

WASHINGTON, AuGuST 20 (AP): In a horrifying act of revenge for U.S. airstrikes in northern Iraq, militants with the Islamic State extremist group have beheaded American journalist James Foley — and are threatening to kill another hostage, U.S. officials say. The White House must now weigh the risks of adopting an aggressive policy to destroy the Islamic State against resisting any action that could result in the death of another American. It will also confront the potentially necessary step of pursuing the Islamic State in Syria, where President Barack Obama has resisted launching airstrikes or deploying significant American firepower. U.S. officials confirmed a grisly video released Tuesday showing Islamic State militants beheading Foley. Separately, Foley’s family confirmed his death in a statement posted on a Facebook page that was created to rally support for his release, saying they “have never been prouder of him.” “He gave his life trying to expose the world to the suffering of the Syrian people,” said the statement, which was attributed to Foley’s mother, Diane Foley. She implored the militants
to spare the lives of other hostages. “Like Jim, they are innocents. They have no control over American government policy in Iraq, Syria or anywhere in the world.” Foley, 40, from Rochester, New Hampshire, went missing in northern Syria in November 2012 while freelancing for Agence France-Presse and the Boston-based media company GlobalPost. The car he was riding in was stopped by four militants in a contested battle zone that both Sunni rebel fighters and government forces were trying to control. He had not been heard from since. The beheading marks the first time the Islamic State has killed an American citizen since the Syrian conflict broke out in March 2011, upping the stakes in an increasingly chaotic and multilayered war. The killing is likely to complicate U.S. involvement in Iraq and the Obama administration’s efforts to contain the group as it expands in both Iraq and Syria. The group is the heir apparent of the militancy known as al-Qaida in Iraq, which beheaded many of its victims, including American businessman Nicholas Berg in 2004. The video released on websites Tuesday appears to show the increasing sophis-

It then cuts to a balding man in an orange jumpsuit kneeling in the desert, next to a black-clad militant with a knife to his throat. Foley’s name appears in both English and Arabic graphics on screen. After the captive speaks, the masked man is shown apparently beginning to cut at his neck; the video fades to black before the beheading is completed. The next shot appears to show the captive lying dead on the ground, his head on his body. The video appears to have been shot in an arid area; there is no vegetation to be seen and the horizon is in the distance where the sand meets the gray-blue sky. At the end of the video, a militant shows a second man, who was identified as another American journalist, Steven Sotloff, and warns that he could be the next captive killed. Sotloff was kidnapped near the SyrianTurkish border in August 2013; he had freelanced for Time, the National Interest and MediaLine. One U.S. official said the video appeared to be authentic, and two other U.S. officials said the victim was Foley.

The Islamic State militant group is so ruthless in its attacks against all people they consider heretics or infidels that it has been disowned by alQaida’s leaders. The New York-based Committee to Protect Journalists estimated Tuesday that about 20 journalists are missing in Syria, and has not released their nationalities. In its annual report in November, the committee concluded that the missing journalists were either being held and threatened with death by extremists, or taken captive by gangs seeking ransom. The group’s report described the widespread seizure of journalists as unprecedented and largely unreported by news organizations in the hope that keeping the kidnappings out of public view may help in the captives’ release.

New Indian football league all set to take shape
NeW DeLhi, August 20 (AP): Retired batting great Sachin Tendulkar will lead a clutch of former cricketers and movie stars in promoting the start of the Indian football league. Tendulkar and former India captain Sourav Ganguly are among team owners in the Indian Super League, which will have its draft for foreign players in Mumbai on Thursday when 49 big names will be available for eight franchise teams. Former Arsenal midfielder Fredrik Ljungberg and ex-Newcastle United striker Michael Chopra, who is of Indian origin, will be among the top names featuring in the draft for the
October-December tournament. The tournament schedule has not yet been announced. A similar process for Indian players was completed last month and the teams are allowed to contract two international players directly and five each from the draft in their squads of 22. Tendulkar and Ganguly have been part of promotional events for their franchises Kerala Blasters and Atletico de Kolkata, which are based in two of the more footballcrazy parts of the country. Farmers encouraged to adopt scientific tech

Practical on layout, preparation of nursery bed, seed treatment, seed sow-

FRANcE, August 20 (AgENcIEs): Lance Armstrong says he would never have revealed his doping history had he not been forced to confess by the US Anti-Doping Agency's investigation. Armstrong won the Tour de France a record seven consecutive times between 1999 and 2005 but is now serving a life ban from the sport after being found by USADA in October 2012 to have been part of "the most sophisticated, professionalised and successful doping programme that sport has ever seen". Speaking to CNN, Armstrong said: "Once you say 'no' you have to keep saying 'no'. If this stuff hadn't taken place with the federal investigation, I'd probably still be saying 'no' with the same conviction and tone as before. But that gig is up."
However, Armstrong said "there has to be totally no bull****" when planning his new book, insisting it would be completely honest. "I need to write a book and it needs to be pretty raw," added Armstrong. "The book needs to be pretty intense and transparent. It has to be the right book, the right tone. "I'm fully committed to putting it all out there. I don't blame anyone for thinking, 'I don't trust this guy with all his bull**** for 10 years'." BANgALORE, August 20 (PtI): Pakistan pulled off a surprise 2-0 win over India Wednesday, with a late goal from Saddam Hussain ensuring them a share of the spoils in the first football series between the arch-rivals for almost a decade. Pakistan's captain Kaleemullah put his side ahead in the 38th minute and a scrambled shot by Hussain in the 89th minute silenced the 5,000 Indian spectators at the Bangalore Football Stadium. The home fans had been hoping for more of the same after India won the first match on Sunday 1-0, at the start of the first series between the South Asian neighbours since India toured Pakistan in 2005. India suspended all sporting ties with Pakistan following the deadly 2008 attacks on Mumbai, blamed on militants from across the border. ZuRIcH, August 20 (REutERs): Barcelona have lost an appeal against a decision to ban them from the transfer market for two consecutive windows, soccer's world governing body FIFA said in a statement on Wednesday. As a result, Barca, who were found guilty of breaching rules on the international transfer of under-18 players, will be banned from registering players during the next transfer window in January as well as the 2015 summer window, FIFA said. FIFA also rejected Barcelona's appeal against a 450,000 Swiss francs (493,637 dollars) fine and have been given 90 days to regularise the situation of all the minor players concerned, the governing body said. The ban was originally imposed in April and would have covered the current transfer window, followed by the next one in January. However, Barcelona appealed later the same month and the ban was lifted pending the outcome of the disciplinary process. The Catalan club, hugely proud of its Masia academy, said it would take the case to the Court of Arbitration for Sport (CAS).
"Barcelona cannot accept in any way a decision which attacks the sprit of our Masia, an example in human, sporting and academic development, recognised around the world," it said in a statement. Since the ban was temporarily lifted, Barca have signed Uruguay forward Luis Suarez, Belgium centre back Thomas Vermaelen, France defender Jeremy Mathieu, Croatia midfielder Ivan Rakitic, Chile goalkeeper Claudio Bravo and Germany stopper Marc-Andre ter Stegen. The first four players alone cost about $200 million. "The FIFA Appeal Committee has decided to... confirm in their entirety the decisions rendered by the FIFA Disciplinary Committee in the respective cases relating to the protection of minors," said FIFA in a statement. "FC Barcelona is to serve a transfer ban which will see the club prevented from registering any players at both national and international level for two complete and consecutive transfer periods, starting with the next registration period (January 2015)." The Spanish Football Federation (RFEF) also lost its appeal against a 500,000 Swiss francs fine, FIFA said.
"The RFEF has been ordered to pay a fine of CHF 500,000 and granted a period of one year in which to regularise their regulatory framework and existing system concerning the international transfer of minors in football." FIFA, which did not give any further details of which rules had been broken or which players were involved, allows the international transfer of under-18 players in only rare circumstances. They are permitted if the player's parents move to the club's country for reasons not linked to football or if the transfer takes place within the territory of the European Union or European Economic Area, and the player is between 16 and 18. The former rule has led to concerns that rich clubs could arrange for the player's parents to move to their country, and get jobs, behind the scenes. In the latter case, clubs must ensure that the player is given a full education or training that would allow him to pursue a career outside football, as well as football training "in line with the highest national standards." In addition, the player must not be younger than 16.
