Meeting endorses usage NTTU resolves to take action of Khezha, not Kuzha against bogus persons/firms

pfutsEro, august 22 (mExN): A consultative meeting organized by Khezha Area Public Organization (KAPO) has endorsed the usage of Khezha and not Kuzha in all aspects. The meeting was held on August 17 at Baptist Theological College (BTC), Pfutsero with N. Neilo Pulo Koza as Sessional Chairman and Ezekiel Ketsu as Sessional Secretary. A press release from Media Cell of the meeting informed that the meeting appreciated the predecessors for having keen desire to work for the welfare of the Khezha area people and forming Khezha Area Public Organization. However, it pointed out, in due course of time, “some individuals with varied notions and divisive ideas had put forth various divisive title usages or nomenclatures which only created much confusion in the mindset of the people and that the present imbroglio of introducing Kuzha to the already existing Khezha is one such without any arrived consensus or unanimous decision,” the release added. Therefore, with the desire to uphold the “genuine origin history” and “official recognition usage”, the meeting re-endorsed the usage of ‘Khezha Area’. It also decided not to “acknowledge, participate or be part of the new usage Kuzha or Kuzha Area Pub-

lic Organization”. Moreover, the house endorsed and recognized the already established allied organizations such as Khezha Area Wrestling Association (KAWA) and Khezha Area Games and Sport’s Association (KAGSA). D. However, in the present situation, the word ‘Khezha’ and the title ‘Khezha area’ is officially recognized by the CPO. In this context, the gathering was reminded to take note of the language research work done by Dr. Kedutso Kapfo. It was further highlighted that the State Government of Nagaland under the Department of School Education has also recognized the Khezha language as an indigenous language subject. Meanwhile, the meeting reaffirmed to stand

united under the banner of Khezha Area Public Organization and re-endorsed Khezha area as the organization’s operating area. It expressed unwavering solidarity to Chakhesang as a tribe, which came into being on January 10, 1945. Further, it acknowledged the immense contribution of the predecessors for bringing the Chakhesang people together and coining the nomenclature Chakhesang - ‘Cha’ for Chokri, ‘Khe’ for Khezha, and ‘Sang’ for Sangtam. The meeting also reaffirmed allegiance to the apex Chakhesang Public Organization (CPO). Other guest speakers in the meeting were Disamu Puro, Senior Citizen of Pfutsero Town, Yekhuse Tureng, Former Chairman, Pfutsero Town Council, Vengozo Thira, CHIKO Advisor and Murhasayi Murao, Chairman, Pfutsero Town Citizens Welfare Forum. The speakers laid emphasis on the need to maintain Chakhesang’s unity. “Therefore, any divisive attitude or divisive leadership should not come in the way or hamper the Chakhesang’s unity.” Another speaker opined that Pfutsero is a people’s centric town representing the Chakhesang sentiments in all walks of life, as such; he called upon the people to stand united in making Pfutsero town a people’s town.

Dimapur, august 22 (mExN): Nagaland Timber Trader’s Union (NTTU) held an emergency executive meeting at its president’s residence on August 19 to discuss matters and modalities pertaining to ‘Working Scheme.’ The members present, after proper deliberations over the issue, unanimously adopted a 5-point resolution in the general interest of all the members concerned, stated a press release received here. The NTTU resolved to approach various Village Councils that fall under

‘Working Scheme’ to genuinely authenticate those persons/parties involved in timber business and accordingly forward the case before the union for its approval and for obtaining certificate. The Union, in collaboration with the Government, will authenticate all the cases pertaining to ‘Working Scheme’ for further necessary action, the meeting decided. It was also resolved that those persons/parties who are genuinely into timber trades should register the names of their firms un-

der NTTU, for which, an amount of Rs. 500/- will be levied as registration fee. NTTU further decided to take necessary action against the bogus persons/ firms claiming for allotment (s)/benefits under ‘Working Scheme’. It also resolved to stand firm against proxy/bogus firms that are not genuinely involved in the trade, but claiming for allotments. “In the event of false recommendations made by the village councils for those proxy/bogus firms/persons, and if any anomalies are found/detected by the SIT under

‘working scheme’, the concerned village council and proxy firm (s) shall be liable for all the loss incurred to the genuine firms/parties,” it stated. Meanwhile, the meeting decided that henceforth, only those persons/ parties that are genuinely involved in the timber business will be given preference for any allotment/ benefits entitled under ‘Working Scheme’. NTTU also stated that it will “sternly oppose” any attempt by government officials to approve ‘Working Scheme’ to bogus timber

The meeting resolved that as per the 2011 Indian Census, the code of Industrial Village Razüphe Dimapur is ‘0004’ and the village will use the same as the official code in the near future. Regarding the village Fair Price Shop and ration card, the council resolved to issue the ration card to the beneficiaries only after some rectification from the

authority concerned, a press release from Head GB, IVRD, TL Angami and village council secretary, Kenei Angami said. The meeting also directed all the Aadhaar card holders in the village to submit a photocopy of their Aadhaar card to the VDB secretary at the earliest. Further, it was highlighted that the village council had given a time to the wine sellers to do their business till 7:00 pm, which they violated. Therefore, the IVRD council resolved to strictly prohibit selling of wine/IMFL within the village jurisdiction with effect

from August 20, 2016. The council will approach the police and excise to assist them in implementing the same, according to the release. Kohima, august 22 (Dipr): The Petroleum Conservation Research Association (PCRA) under the aegis of Ministry of Petroleum & Natural Gas, Government of India is conducting a nationwide painting competition in two categories, essay competition in 23 languages, and a quiz competition commencing from August 16 for a period of two months. Winners of the competitions will be given cash prizes, laptops and a study tour to Japan. The competitions aim to raise awareness among the youth about practical conservation tips for the conservation of petroleum products in industrial, transportation, agriculture and domestic sectors, and how to practice such conservation in their daily lives. Students can present their ideas and messages for conserving petroleum products and reducing emissions in English, Hindi, or Regional languages. To achieve the objective of reaching to one crore children, PCRA has

Naga forum says new Ulfa releases video of abducted youth, demands Rs 1 crore bill ‘highly questionable’ Imphal, august 22 (NNN): Naga Political Leaders’ Forum Manipur (NPLFM) has said the state government’s “hasty decision” to introduce any bill aimed at safeguarding indigenous people’s interests is “highly questionable” in view of the unresolved plight of tribal people in Manipur. “The intent of the state government is highly questionable. We want the government to resolve the issue pertaining to the ‘nine tribal martyrs’ before taking any such decision which lacks logic,” NPLFM secretary Athuan Abonmai told Newmai News Network on Monday. The statement comes close on the heels of the state government’s preparation to introduce a fresh anti-migrant bill in the coming assembly session.

The Manipur Regulation of Non-Local People Bill, 2016 has come up after the earlier Protection of Manipur People (PMP) Bill, 2015 was rejected by the President in the backdrop of widespread protest staged by the tribal people. Abonmai said, “Two bills have gone hibernated. The tribal people in the hills want cancellation of all the three anti-tribal bills while the government is bluffing all the way.” He criticised Manipur Deputy Chief Minister Gaikhangam for his repeated statement in public that the “anti-tribal bills have been withdrawn.” The bills were passed in August last year. The forum secretary said everybody will accept any agreeable bill but one step taken before settling the issue on killing of

tribal people will bear no fruit. The nine bodies are still lying in the mortuary of Churachandpur District Hospital. They were killed by police during the protest that broke out in Churachandpur following the passing of the three bills. Abonmai said the government should stop belittling the issue and the sacrifices made by the nine protesters for the cause of the tribal people. They released a video showing Kuldip Moran appealing to his family, BJP legislator Bolin Chetia and Assam Chief Minister Sarbananda Sonowal to secure his release by paying the out-

lawed outfit. The video shows a terrified Kuldip surrounded by five armed and black masked youth. He pleads for his life and talks about his failing health as he fears for his life in the crossfire between militants and the state. Kuldip says: "Ulfa has abducted me. They have been shifting me from one place to another. I appeal to my parents, Bolinda (Brother Bolin Chetia)

and Sarbananda Sonowal to secure my release. My health has deteriorated and I'll die in cross firing someday if I have to be with them." The Ulfa faction in a statement last week had admitted that the outfit's eastern command unit had abducted Kuldip, son of Ratneswar Moran. Ratneswar is the Vice President of Tinsukia Zila Parishad and a close aide of Sadiya legislator Bo-

lin Chetia. The outfit had demanded Rs 1 crore for the release of Moran and directed that the amount be collected from Chetia. Kuldip's father Ratnesawar, however, has expressed his inability to pay the ransom. "They (Ulfa) have demanded Rs 1 crore for the release of my son Kuldip. Forget about Rs 1 crore, I cannot even pay Rs 1 lakh. I can only request the kidnappers to release my son

without any condition," said Ratneswar Moran. Chetia too, has appealed to the Ulfa faction to release the youth unconditionally and said that neither the family nor he can pay the huge ransom. He said that he had received a call from an Ulfa leader who identified himself to be one Joy Asom about two weeks back and demanded the money for releasing Kuldip.

Redmi Note 3 highest shipped smartphone in India: IDC New delhi, August 22 (iANs): After selling 1.75 million units in just 5 months, Chinese smartphone-maker Xiaomi’s Redmi Note 3 device has become the highest shipped smartphone in the history of India’s online market in any given quarter, a new report claimed on Monday. According to analyst firm IDC’s “India Monthly Smartphone Tracker”, Xiaomi has clocked record-breaking shipments of 880,000 units of Redmi Note 3 online in the second quarter of 2016 -- almost twice the volume of the second highest shipped smartphone in the online channel in India. “Redmi Note 3 was not only the top selling model in online channel but also a star product for the vendor contributing to the majority of Xiaomi’s total shipments in Q2 2016,” Karthik J, Senior Market Analyst, Client Devices, IDC India, said in a statement. Since entering in India in July 2014, Xiaomi has showed a growth rate of 72% year-onyear (July 2014 to July 2016) in terms of smartphone sales. “Our commitment towards Make in India has further acted as a catalyst in meeting the demand for our popular Redmi series,” added Manu Jain, India Head, Xiaomi.

mysuru, August 22 (iANs): JK Tyre and Industries on Monday said it has become the first Indian company to roll out one crore truck radial tyres from its Vikrant plant here, a feat it has achieved 10 years after producing its millionth tyre from the facility. “With 12 manufacturing plants globally and an annual capacity of 3.5 million truck and bus radials per annum, JK Tyre is the undisputed leader in this vertical,” Chairman Raghupati Singhania told the gathering at the event that witnessed a robot rolling out the 10 millionth tyre. “Starting 1977, when we set up our first tyre plant in Rajasthan with an annual capacity of five lakh tyres, we have come a long way with nine plants in India and three in Mexico,” he said. “JK Tyre pioneered the radial technology in India in the entire range of fourwheeler radials, was the first company to introduce truck and bus radial tyres, in 1999, and is now the largest producer,” he added.

Audi petrol variants across portfolio by next year BhuBANeswAr, August 22 (Pti): German luxury carmaker Audi will launch petrol versions of all its existing models in India by the first quarter of next year as it tries to adapt to changing market demand in the wake of ban on big diesel cars and SUVs in Delhi-NCR. The company estimates it may lose around Rs 760 crore worth of sales this year due to the overall impact on consumer sentiment created by the diesel ban and different excise rates for diesel vehicles, which was imposed in the Budget. Audi India, which plans to launch an all-new version of A4 sedan next month, will introduce the petrol variant of A6 sedan next week. “This year has been a very difficult one as customers are confused due to the issues such as ban of diesel in Delhi-NCR and different excise duties imposed on those vehicles. They had postponed purchases,” Audi India Head Joe King told PTI here. He further said: “It has been a real challenge changing our business strategy overnight from a predomi-

nantly diesel to petrol due to an out of the blue decision by the NGT and the Supreme Court.” It has resulted in customers from other regions also putting a question mark on diesel vehicles as they were worried that such bans could also extend in those regions, King said. When asked about impact on the

Kohima Police seizes 17, 000 banned capsules Dimapur, august 22 (mExN): In a major haul, the Kohima Police, on August 21, recovered 17,000 capsules of banned Spasmo proxyvon drug, an official informed today. The Sub – Divisional Police Officer (South) & PRO, Kohima Atu Zumvü NPS said in a press note that the police personnel manning the Peducha check gate found the drugs from one Maruti Car when they were conducting routine checking and frisking of vehicles. The banned drugs worth Rs 1,70,000 in the black

market was neatly packed in polyethene bags and was found concealed in a compartment built in the back seat of the vehicle, it said. One person identified as Yanger Chang (36 yrs) of Noksen Village under Tuensang was taken into police custody for possession and transportation of the banned drug, the PRO added. A regular case was registered against the accused and he was remanded into judicial custody. it said. Meanwhile, the Kohima Police on Sunday

arrested one person on charges of "attempted murder" after a complaint lodged was against him. Neingusalie Kense of Tuophema village and presently a resident Kohima was arrested based on a complaint lodged by Dapfhütsumia Youth Organisation on charge of “attempted murder” on one its member from ‘D’ Khel, Kohima Village, the police said. Sovereignty!

T

he question of sovereignty has been at the core of fundamental differences between unrepresented peoples and States. While there is no consensus on one acceptable definition of sovereignty, the Westphalian language of sovereignty has guided international affairs, further polarizing perceptions and positions on sovereignty. This polarization was enhanced with the end of the Cold War when proponents of liberal democracy aggressively purported the idea that Sovereignty be dichotomized into two aspects: Economic Sovereignty and Political Sovereignty. In erroneously suggesting that economics and politics are unrelated, and by conveniently disregarding all aspects of human life as not having equal importance, it further suggests that Economic Sovereignty precedes Political Sovereignty in the context of social change. While this supposition in the present era of globalism may seem seductive, this dichotomization of Sovereignty is costly and has occurred in the same scheming way that the Western knowledge system dichotomized humanity into two conceptual entities: ‘State and Man.’ Dichotomizing Sovereignty is obstructing the natural progression and proportionate development of all life that invariably strengthens a State-centered status quo. Just as humanity is indivisible, so is Sovereignty indivisible. Fundamental to this understanding is recognizing that Sovereignty is not the end, it is only the means; the necessary conditions by which humanity can freely exercise developing its full human dignity and human worth. Therefore, proposing to dichotomize Sovereignty actually projects it as the final destination end and not the means. This idea creates a false illusion benefiting only the State and prevents humanity’s holistic growth, while simultaneously nurturing the forces of the powers that be through destroying our natural resources, while at the same time increasing militarization, globalization and consumerism. The assertion that Political Sovereignty should be first or the view that Economic Sovereignty should come before the political has only caused needless polarization in public discourses. The truth of the matter is that Sovereignty cannot be fragmented! There are sufficient historical and present global occurrences that amply suggest that the stability and well-being of any political community requires the political, social, cultural and economic working together hand in hand. Only together can the spirit of Sovereignty be a means of enabling people’s rights. Fundamental to sustaining a worldview that nurtures the values of a shared humanity is realizing and acknowledging that life is not and cannot be compartmentalized. It is interconnected, interdependent and interrelated within a complex web of relations. Simply put, one affects the other just as the principle of the ‘butterfly effect.’ From this view point Sovereignty cannot be dichotomized, rather it needs to be understood and exercised as a relational value that finds meaning only when it is respected and approached in its indivisible entity. In this manner, the values of Sovereignty become the lived reality in the daily lives of men and women. There is no doubt that Political Sovereignty cannot survive on its own, and it is equally true that Economic Sovereignty on its own will not elevate the dignity and quality of human life. In their individual attributes as economic and political freedom, they are but incomplete and unsustainable. However, together in relationship they are complementary in bringing out the true and fullest meaning of what it is to be holistic and long lasting. Unfortunately, many independent movements struggle to transcend dichotomizing the values of Sovereignty. Human endeavors such as independence and sovereignty need to be realized as complete entities, or else they face a premature end. Nagas, too are faced with this dilemma, and it would be detrimental for Nagas to entrap themselves in this dichotomy. We need to engage in a deep and critical process of understanding the meaning of Sovereignty through examining its values in the Naga context. This process will help us collectively make informed collective decisions that will positively benefit everyone and improve our quality of life in pursuit of our shared humanity. Dichotomized view of Sovereignty negates the interactive nature of how public policy, politics and economics in general are influenced by actions of civil society. Nagas need to use this as a guiding principle in order to begin articulating a holistic understanding and process towards Sovereignty. Nagas need to ask whether the independence that they yearn for is one where people take ownership of decision-making processes and exercise their rights to elevate their quality of life which will ultimately define the course of their shared future. If this is the case, then Sovereignty remains an entity that cannot be dichotomized into narrow elements of economics, politics, culture, social and so on. After all Sovereignty is greater than the sum of its parts which supports Nagas living with respect and dignity in harmony as one people.

Let your kids sleep during studies for faster relearning

L

etting your children take a quick nap during study hours could help them recall faster what they studied and make relearning easy, leading them to remember the exercises even six months later, researchers say. They hypothesised that sleeping in between study sessions might make the relearning process more efficient, reducing the effort needed to commit information to memory. "Our results suggest that interleaving sleep between practice sessions leads to a two-fold advantage, reducing the time spent relearning and ensuring a much better long-term retention than practice alone," explained psychological scientist Stephanie Mazza from University of Lyon in France. Previous research suggested that sleeping after learning is definitely a good strategy but "now we show that sleeping between two learning sessions greatly improves such a strategy," Mazza added. To reach this conclusion, 40 French adults were randomly assigned to either a "sleep" group or a "wake" group. At the first session, all participants were presented with 16 French-Swahili word pairs in random order. After studying a pair for seven seconds, the Swahili word appeared and participants were prompted to type the French translation. The correct word pair was then shown for four seconds. Any words that were not correctly translated were presented again, until each word pair had been correctly translated. Twelve hours after the initial session, the participants completed the recall task again, practicing the whole list of words until all 16 words were correctly translated. In the first session, the two groups showed no difference in how many words they could initially recall or in the number of trials they needed to be able to remember all 16 word pairs. But after 12 hours, the data told another story: Participants who had slept between sessions recalled about 10 of the 16 words, on average, while those who hadn't slept recalled only about 7.5 words. And when it came to relearning, those who had slept needed only about 3 trials to be able to recall all 16 words, while those who had stayed awake needed about 6 trials. The memory boost that participants got from sleeping between sessions seemed to last over time. Follow-up data showed that participants in the sleep group outperformed their peers on the recall test one week later. This benefit was still noticeable six months later. The results, published in Psychological Science, a journal of the Association for Psychological Science, suggest that alternating study sessions with sleep might be an easy and effective way to remember information over longer periods of time with less study.

Teaching values of collective prosperity How the Zuni Tribe are strengthening communities through culture and sacred spaces

“D

o you know the secret of the kachinas?” It was a whispered question, between two young girls—one Zuni, one white—as they watched Zuni night dances in 1979. Bronwyn Fox, then 9 years old, had moved to the town of Zuni in far western New Mexico for her mother’s teaching job. Fox found that, because of her age, she was treated like any of the other children and allowed to attend and participate in festivals and ceremonies, like the series of six night dances held each spring, that might otherwise be closed to a non-Zuni-member. Fox remembers trying to deduce what her friend meant, but couldn’t muster a guess. “There’s a person inside the mask,” her friend replied, revealing the secret. Even as a young girl, this moment had a profound effect on Fox. “That really gave me perspective on how deep their religious beliefs were. It was powerful,” she says. More than 30 years later, the Zuni tribe’s spring night dances still exude that strong sense of mystery and power that made such a lasting impression. In the dark of night, kachina dancers—men wearing intricate masks of feather, fur, shells, antlers, juniper bows, and leather—bounce to the steady rhythm of chanting and drum beats, moving in slow, oblong loops filling each room until nearly three in the morning. Some of the clown dancers, whose role is to inject humor into the long ceremonies, wear football jerseys, t-shirts, and camouflage. But for most, nothing about their regalia suggests the influence of modernity. While the Zuni tribe, one of New Mexico’s 19 pueblos, has sustained many of the aesthetic aspects of its culture—including detailed artistry and intricate ceremonies—the deeper meaning and necessity that originally inspired and gave weight to those elements has been diluted by the influence of market capitalism and mainstream culture. Zuni people’s focus on beauty, which has long been a point of pride, has also become a source of income, and, as a result, some of the more serious, religious facets of their culture have faded. The pueblo’s six kivas—ceremonial rooms with an entrance hole in the ceiling that symbolize pueblos’ subterranean prehistory—are the foundation of the Zuni people’s spiritual world. Yet, since 1981, three of those kivas have suffered from neglect and have not been fully operational. The 10-day initiation ceremony, which involves the use of all six kivas and is instrumental in teaching Zuni youth the pueblo’s core values of community and devotion to collective prosperity, has not been practiced since then. The Zuni tribe suffers from many of the same problems plaguing much of Indian Country: high unemployment, poverty, and insufficient education, among others. And although the dereliction and deterioration of the kivas isn’t the source of those issues, their repair could potentially be a solution. For the first time in more than 30 years, this prospect is a reality. Two years ago, Dan Simplicio attended his son’s initiation ceremony—an abbreviated version of the ceremony he experienced himself nearly 50 years earlier. A former Zuni tribal councilor who works as a cultural specialist at Crow Canyon Archaeological Center in Cortez, Colo., Dan Simplicio’s experience that day was much different from what he remembered from his own initiation ceremony. Many of the initiates did not speak the Zuni language. Their gazes wandered about the kiva, and, among the increasing number of children who were not full-blooded Zuni, Dan Simplicio wondered how much they understood the meaning and weight of the ceremony. A few months later, two of the new initiates were caught drawing blasphemous images of kachinas. (Depicting kachinas is generally prohibited.) For Dan Simplicio, the incident was unnerving, but he viewed it more as a symptom of a larger problem. “We’re not teaching the fundamental reasons of why we do this,” he says. So Dan Simplicio has leveraged his position at Crow Canyon to work with the tribal administration to restore all three kivas—plus a fourth, which needs a new roof—as a way of reigniting among the Zuni people a more holistic and comprehensive attention to their culture. Having six operating kivas won’t solve every problem for the Zuni people, but Dan Simplicio believes it will spur broader change. Restoring the kivas, he says, can help rebalance Zunis who have lost their way within the intersection of the Western world and their own. “For us, time is culture,” says Dan Simplicio. Or at least, that is how it used to be until the 1970s, when the U.S. Department of Housing and Urban Development (HUD) came to Zuni Pueblo, forcing people into single-family homes. Before then, the tribe’s matriarchal society dictated that they live with extended families. As Noreen Simplicio, Dan Simplicio's cousin and an awardwinning potter, puts it, “We all ate, literally, from the same dish.” But with the construction of single-family homes that are unable to accommodate traditional extended family living, this no longer takes place, and younger generations don’t have the benefit of nearby grandparents to pass down long-standing traditions

and impart to them ancestral knowledge acquired over countless generations. Before the HUD-spurred changes, home construction was a public event that reinforced close communal ties. But over the next decade, the federal government built more than 1,000 homes, which Zunis then had to purchase. This occurred across Indian Country, from the southern plains to Alaska, but it hit Zuni people and culture especially hard. Because of the pueblo’s isolation, the Zuni had been somewhat withdrawn from the market economy, but with a sudden need for cash, they were thrust into America’s capitalist system. Jewelry, pottery, and fetishes—carvings of animals that are said to possess the spiritual qualities of the represented species—had always been central to their culture, and, with a growing demand for these items, many artists started selling their crafts in Gallup and other local markets. But like many poor communities, little infrastructure existed to help people manage their money. Few Zunis knew the value of the dollar, and, as a result, consumerism ran rampant and material possessions quickly became cheap status symbols. From there, unintended consequences have spiraled. Individualism has replaced communalism, and privatization has divided people by introducing new conceptions of land ownership. Fences are now a common feature surrounding the town of Zuni. Alcoholism plagues many pueblo members, suicide rates are higher than they ever were,grisly murders have become far too routine, and, as Dan Simplicio sees it, the common thread that runs through them all ties back to the changes HUD brought to the pueblo. While the Zuni people have retained many elements of their culture, especially those aesthetic aspects, the meaning behind some of these practices has been lost. For centuries, their arid location meant many of their ceremonies focused on bringing rain. Now, with flush toilets, running water, and ground water pumping, those ceremonies no longer mean what they once did. Even Zuni artistry has been impacted. In the past, elder craftspeople frequently and enthusiastically taught and mentored young artists, but today, because an artist’s craft is directly tied to his or her livelihood, far fewer people are willing to tutor future artists and accusations of stealing or plagiarizing a particular style or technique have become regrettably commonplace. To counter this, Noreen Simplicio has taught at the high school and at summer camps. She now teaches at a substance abuse program, where she employs art as a medium to help former addicts regain their identity and learn a valuable trade. “It’s important that we not let it die out,” she says. Meanwhile, Fox maintains a close connection to the Zuni people. She returned to Santa Fe in the early 1980s so her mother could manage Keshi, the Zuni Connection, a co-op formed by Zuni artists a few years earlier. At the pueblo’s insistence, her mother bought the store a few years after that but has since passed it on to her daughter. The store specializes in Zuni fetishes, jewelry, pottery, and other crafts, and Fox’s business model ensures that artists receive a fair price for their work. She is careful not to sell items considered to be ceremonial; wooden kachinas have become increasingly accepted, but the store won’t carry kachinas adorned with feathers, leather, or other clothing, as these are considered to be alive. The sale and increasing popularity of fetishes also risks diluting the original meaning they have for Zuni members. Most Zunis who carry fetishes do so in small pouches and rarely, if ever, look at them, even ones they’ve owned for decades. “Fetishes in their ceremonial role in Zuni, you don’t see or hear much about,” says Fox. “It’s very personal.” Although fetishes were originally designed as re-

ligious ornaments, their widespread popularity has transformed them into being predominantly artistic objects, and this has been a source of worry for some. Jim Enote is a tribal member and the executive director of Ashiwi Awan Museum and Heritage Center, which bridges the gap between the pueblo’s past and future. Through the museum, he aims to enable Zuni people to understand how their past can inform their future. “It’s a contact zone for mediating knowledges,” he says, and for him this mode of learning could have important implications for Zunis to grasp how the influence of mainstream American culture has shaped their thinking on issues like agriculture, education, history, and language. Enote sees more of a blurred line when it comes to what figures should and should not be sold. “There isn’t a cultural police,” he says. Enote is careful not to pass judgment on artists who rely on their work to make a living, but at the same time adds, “Some people think more critically about these issues than others. They can see the social impact of misrepresentation of Zuni images and figures.” If for the Zuni people time equates to culture, then for the rest of America time is money. And to Dan Simplicio, Zunis are in limbo, unable to devote the necessary time needed to fully understand and practice their culture—the central problem to which all others are connected. “We can’t go back, but we’ve got to create balance,” he says. To resurrect the full initiation ceremony, the kivas will be just one piece of the puzzle. Because 35 years have passed since the full ceremony was last performed, the first step will be conducting a detailed inventory of the living knowledge of it. That will help ensure the ceremony can be performed accurately. Once the inventory is complete, the kiva societies—the individual groups that oversee each of the six kivas and the ceremonies performed in each one—will supervise and complete the construction of their respective kivas. This is not the first time that the pueblo has considered restoring the kivas, yet the necessary funding has never materialized. Enote would prefer that the kiva societies raise the money themselves, but so far those funds haven’t materialized. And that’s where Crow Canyon, which uses archaeological research to educate and expand knowledge of Puebloan cultures, can play a role. By working with the tribal council and even HUD, which has recently allowed funds to be used for the construction of public buildings, Dan Simplicio looks forward to establishing a strong precedent. “We are creating a positive example that can help other pueblos with what we are doing here,” he says. “It’s the right direction.” The director of the Zuni Heritage and Historic Preservation Office, Kurt Dongoske, agrees. “It’s a win-win for everyone,” he says. Not only have they avoided controversy, but as Dongoske, who is also a Zuni member, adds, “It’s a good example of collaboration between an outside group and the Zuni.” It will also be the first major community construction event at Zuni Pueblo since HUD upended that practice more than 40 years ago. Despite all of his work to reconnect his brethren with their traditional ceremonies and customs, Dan Simplicio doesn’t want the Zuni’s culture to be seen as stagnant. “We’re not here to be preserved,” he says. Adds Noreen Simplicio, “We can never go back to our old ways, but we can remember.” Instead, Dan Simplicio talks about continuance. If Zunis’ understanding of themselves is strongly rooted in a quest for aesthetic beauty, those roots extend much deeper. Prehistoric petroglyphs at the pueblo’s origin place in the Grand Canyon depict two people holding hands coming out of the emergence hole. “It’s not just a symbol of a helping hand,” Simplicio says. “It’s a symbol of never letting go.”

The Counter Narrative to Terror and Violence is Already Among Us Azza Karam

he French philospher Voltaire once said that “if we believe in absurdities, we shall commit atrocities.” Indiscriminate killing of self and innocent others, ostensibly in the name of some religion, is among the most absurd of beliefs. And rather than ceasing, the spiral of violence appears to know no end. There appears to be no locus, and no focus, beyond random killing. Many a document and statement delivered in policy, academic and developmental fora, speaks to ‘preventing violent extremism’ and developing ‘counter narratives’ thereto. Bywords that have become so popular they acquired their own acronyms. In January 2016, UN Secretary-General Ban Ki-Moon presented his Plan of Action to Prevent Violent Extremism to the UN General Assembly. The plan was welcomed by the UN member states through a resolution adopted in February. In the plan, Ban called for a comprehensive approach, encompassing not only essential securitybased counter-terrorism measures but also systematic preventive steps to address the underlying conditions that drive individuals to radicalize and join violent extremist groups. Yet looking back, the General Assembly had already adopted a Global Counter-Terrorism Strategy in September 2006. At the time the strategy was dubbed a “unique global instrument to enhance national, regional and international efforts to counter terrorism”. The strategy was considered a first, with UN member states agreeing to a common strategic and operational approach to fighting terrorism. Member states agreed to take practical steps from strengthening state capacity to counter terrorist threats to better coordinating United Nations system’s counter-terrorism activities. Some argue that fighting terrorism and preventing violent extremism, while related, are different endeavours. It can legitimately be noted that most governments have indeed invested a great deal of effort, singularly and with the support of the UN, to countering terrorism – with varied degrees of success. It is certainly also true that since 2006 addressing these problems has become increasingly complicated. It was after 2006 that the tumult of the Arab-Spring-turned-hell happened, and the plague of ISIS/ISIL and its horrors started to unfold. Many a humanitarian crisis (man-made and conspired to by nature itself) has also since transpired, from events in the Ukraine to disputes over small islands in the South China See to complicated political, financial and drug and weapon-related transactions in South America. Not to mention the ‘crisis’ of refugees and migrants. All the while planet earth is getting warmer, with devastating results. Indeed the worlds’ share of crisis has expanded significantly since 2006, so it is rather understandable that in the midst of all that, attempts to ‘counter terrorism’ may not have gone according to ‘the plan’. ndia has a plethora of political parties, the number exceeding1400. Yet, the emergence of Aam Aadmi Party (AAP) in 2012 was quite phenomenal. Born out of “India against Corruption” (IAC)-a civil society movement led by Anna Hazare- AAP appeared as a lode star at Indian political horizon. AAP founders claimed that merely launching a political party was not enough; they wanted to bring vyastha parivartan and an alternative model of politics. Along its commitment to bring Jan Lokpal Bill, AAP promised that it would change the course of Indian polity in three fundamental ways: 1. Use of only white money in political funding 2. End of high command culture and instituting inner part democracy (Swaraj): AAP professed that it would be a cadre based organization with a bottom up approach and stressed that the candidate selection for elections would be done in what we know as primaries or caucuses in the Western word. In nutshell, AAP promised to introduce a qualitative version of ‘inner party democracy’ never seen before in India. At the governance level, AAP stressed that participatory democracy would be its plank. The phenomenon of ‘Direct Democracy’ will manifest in way of mohalla sabhas, and taking wider opinions. Thus, it should be noted that AAP wanted to infuse Swaraj at the party level as well as governance level. It is important to underline this distinction because deviation from Swaraj has become a bone of contention among its idealist supporters and sycophant careerists. 3. Internal vigilance of its own party functionaries and elected lawmakers: For this, an Internal Lokpal (ombudsman) panel was constituted headed by Admiral L Ramdas. It was widely publicized that party volunteers and party members would be empowered with the arsenals called Right to reject and Right to recall. Since its launch with much enthusiasm in 2012 and backed by a national level goodwill and watchful expectancy, AAP made rapid strides. In February of 2014, it got a landslide victory with 67 out of 70 seats, upon which Kejriwal muttered that the mandate was scary.

has come under attack, one of a series of such attacks now raising condemnation from both Sunni and Shia Muslims alike – notable in a time of rising sectarian tensions. It is clear that violent extremism, in the name of (at least one) religion, is a many headed serpent which few governments can deal with, let alone eliminate. For the UN, as an intergovernmental entity of 193 governments, the challenges facing these governments are not only mirrored, but magnified. Amid this context it is disappointing a meeting of more than 200 religious leaders and faith-based development and humanitarian NGOs (FBOs) at the World Humanitarian Summit (WHS), in Istanbul in May went virtually unnoticed by the ‘recorders of history.’ These faith leaders and FBOs did not use violence, nor did any of them even hint at a single incendiary comment. Rather, these critical humanitarian actors with influence over hundreds of millions of hearts and minds, came together to show their solidarity with the rest of the global community gathered at the WHS. In an unprecedented move at this time of history, they discussed and argued civilly, prayed together, and joined fellow humanitarian actors to debate, illuminate and to commit to multiple initiatives. Most significantly, they assembled as religious actors to make commitments to working together to abide by international human rights and international humanitarian laws. They represented every religion and every region of the world, men and women, young and older, of every ethnicity and race and agreed to a Charter of Faith-Based Humanitarian Action. This is not the first time faith-based entities agree to a humanitarian Charter. Indeed, in 1997 the Sphere Project brought together a wide range of humanitarian agencies around a common aim to improve the quality of humanitarian assistance and the accountability of humanitarian actors to their constituents, donors and affected populations. The Sphere Project includes some of the largest humanitarian FBOs, such as Caritas and World Vision, as well as umbrella NGO and FBO entities such as InterAction and ACT Alliance. Between them, the humanitarian budgets of these FBOs,

and the investments they each make in time, human resources, unprecedented outreach and as first responders within communities across the world, is very hard to parallel. Yet as critical as this endeavour is, the fact remains that those FBOs involved in the Sphere were overwhelmingly Christian ones, and mostly western-based. By comparison the religious groups meeting at the WHS were all encompassing, in every sense of the word, prompting many to describe it as “a very special event.” Some even had tears in their eyes as they listened to one speaker after another not only berate the secular humanitarian world for not taking faith into account, but also detailing decades’-long histories of humanitarian service to communities – in line with the calling of the faith tradition. Many have gone back to their countries – including ones as diverse as Sierra Leone, Mexico, Egypt, Malta, India and Sri Lanka – taking forward the commitments made in the Charter of Faith-Based engagement. And still there was not even a hint of this moment, nor of these participants, in the Chair’s Summary presented by the UN Secretary-General at the end of the WHS. The WHS website, many a news’ write-up and reports detail impressive lists of actions and commitments made at the Summit, by governments, NGOs, media and the private sector. They are innovative, priceless, and urgently needed. At the same time, we rightly castigate the ISIS/ ISIL’s of this world for violating the sacred: scorching human lives, desecrating beliefs and seeking to erase heritage, all while we seek to reinvent the wheel of “counter-narratives” to religious extremism. But are we not at fault for ignoring, or taking for granted, those 200 voices of experience, representing millions of peoples around the world, raised in solidarity with justice, in conformity with human rights, and in tried and tested service to humanitarianism and human dignity? How do we respect the sacred and help preserve a heritage, when we fail to even acknowledge – let alone celebrate – the efforts of faith-based actors who come together to serve – and save – millions of human lives?

We have produced through our formal education so much of human resource, and a certain degree of knowledgeable youth, however, we are not able to become economically self sufficient and self reliant. We have become totally dependent for the government to provide job for us. The government jobs are already saturated save for few administrative post reserved through public competitive exams. There are jobs available but not the present type of jobs with pay without work. Everyone is hunting for these types of jobs and naturally government is not in position to create jobs for every individual finishing their formal studies. Therefore, we have to really think seriously and create our own jobs in order to use our creative mind work for our own sustenance. WHAT IS ENTREPRENEURIAL EDUCATION? Quoting from Wikipedia, ‘entrepreneurship education provides students with the knowledge, skills and motivation to encourage entrepreneurial success in a variety of settings. Entrepreneurship education is offered at all levels of schooling starting from primary or secondary schools through graduate university programs and selfreliance is reliance on one’s own powers and resources rather than others. It is also called self-sufficiency, self-support, self-sustenance, self-standing, self initiative for any endeavour etc’ It is in a way, empowering students with workable technical know of business insights for enterprising ventures leading for self actualization and self reliance. People from outside the state come from a business society and they have some degree of collective wisdom of business etiquettes. And by virtue of that they are able to start with humble beginnings but eventually come out with success. It is befitting to analyse at this point of argument to see what are the components of the entrepreneurial development for self reliance? Why locals are not able to come up like their counterparts? The following reasons justify for the same.

PM stresses Kashmir dialogue, but solution 'within Constitution'

New Delhi, August 22 (iANs): Prime Minister Narendra Modi on Monday told Jammu and Kashmir opposition parties that "there has to be a dialogue" to end the weeks-long unrest in the valley but any solution to the problem will be "within the Constitution" of India. The Prime Minister's statement indicates that the government may be considering some political initiative on Kashmir where the over-five weeks long agitation has left nearly 70 people dead in clashes between pro-freedom protesters and security forces. Opposition parties in Delhi as well as in Kashmir have been pressing for political solution to the unrest. At a meeting with a delegation of opposition parties from the state, Modi expressed "deep concern and pain" over the violence in Kashmir and the loss of lives in the unrest. "Those who lost their lives during recent disturbances are part of us, our nation. Whether the lives lost are of our youth, security personnel or police, it distresses us," Modi said, according to an official statement from the Prime Minister's Office. "There has to be a dialogue and we need to find a permanent and lasting solution to the problem within the framework of the Constitution," he said.

EC to review national, state status of political parties every 10 years New Delhi, August 22 (Pti): In what may be a major reprieve for BSP, NCP and CPI, the Election Commission on Monday amended rules whereby it will now review the national and state party status of political parties every 10 years instead of the present five. The BSP, CPI and NCP were facing the prospects of losing their national party status after their dismal performance in the 2014 Lok Sabha elections. The Election Commission had served them notices in 2014 on the issue. A Commission notification said while the criteria of being recognised as a national and state party will remain unchanged, the review of the status will take place every two consecutive Lok Sabha or assembly elections instead of one. This means, that the review will take place every ten years. The Commission has amended Paragraph 6C of the Election Symbols (Reservation and Allotment) Order, 1968 to affect the change. It was last amended in 2011. This change in rules will ensure that ruling parties do not lose their status due to anti-incumbency factor after every election. At present, BSP, BJP, Indian National Congress, NCP, CPI and CPI(M) are the six recognised political parties. Besides, there are 64 recognised state parties in India.

26,000 evacuated from flood affected areas New Delhi, August 22 (iANs): As many as 56 rescue teams of National Disaster Response Force (NDRF) have so far rescued more than 26,000 people from flood affected areas, officials said on Monday. "So far, NDRF teams have evacuated more than 26,400 people in various flood-prone areas of the country during this monsoon season. In addition, the teams have provided medical care to more than 9,100 people in various states," officials said. They said rescue and relief operations in the floodaffected districts of Uttar Pradesh, Bihar, Rajasthan, Gujarat and Madhya Pradesh "are in full swing". In Bihar, 16 flood rescue teams of NDRF are deployed. As on August 21, NDRF teams evacuated 3,400 people in Didarganj, 580 in Bakhtiyarpur, 545 in Danapur, 380 in Chhapra, 355 in Vaishali and 15 persons in Maner, officials said. In Uttar Pradesh, 11 flood rescue teams are deployed and have evacuated 275 at Ballia, 275 at Varanasi and 325 at Chitrakoot. In addition to rescue work, the NDRF teams also distributed relief materials and provided medical care to the needy people. In Madhya Pradesh, seven rescue teams are positioned who have evacuated 147 marooned persons to safer places in Rewa district.

India seeks Iraq help in release of abducted Indians New Delhi, August 22 (iANs): India has sought the release of 39 Indians abducted in Iraq while expressing support for “unity and territorial integrity of Iraq”, the External Affairs Ministry said on Monday. Minister of State for External Affairs M.J. Akbar, who is on an official visit to Iraq from August 21 to 23, conveyed this while meeting the top Iraqi leadership, according to a statement issued by the ministry. Among others, Akbar met President Fuad Masum, President of the Council of Representatives Salim al-Jabouri, Foreign Minister Ibrahim Al-Eshaiqer Al-Jaafari, and National Security Advisor Faleh al-Fayyadh. Both sides conveyed strong support to each other in their common fight against the menace of terrorism. “The minister expressed India's support for the unity and territorial integrity of Iraq and conveyed India's abiding commitment to the emergence of a stable, peaceful, united and democratic Iraq, which was in the interest of regional and global peace and security,” a statement said. Akbar also sought Iraq's assistance “to trace the whereabouts and safe release” of 39 abducted Indians. “The Iraqi leadership assured of full cooperation and support in the matter,” the statement said. The 39 Indians were reportedly abducted by the Islamic State (IS) terrorist organisation in Iraq in 2014. New Delhi, August 22 (iANs): A court here on Monday awarded death penalty to Ravi Kapoor and Amit Shukla for kidnapping and killing Jigisha Ghosh in 2009, saying the magnitude and brutality of the crime made it "a rarest of rare cases". Additional Sessions Judge Sandeep Yadav also sentenced the third accused, Baljeet Singh Malik, to life imprisonment. Kapoor and Shukla looked impassive while Malik seemed shocked upon hearing the sentence. The parents of Jigisha Ghosh, who worked as an IT executive, welcomed the verdict, saying justice has been done to their deceased daughter. "I had hoped for the two convicts to get death penalty and that is exactly what has happened," Jigisha's mother said. The court imposed a fine of Rs 1.1 lakh against Kapoor, Rs 2.8 lakh against Shukla, and Rs 5.8 lakh against Malik and directed that Rs six lakh be given to Jigisha's parents as compensation from the amount collected from the convicts. "Offence in the present case was committed in cold-blooded, inhuman and cruel manner," the court said. "Innocent, helpless and vulnerable victim remained in the captiv-

ity of convicts for hours." The court observed that to save herself Jigisha handed over her debit card and other belongings to the convicts. She also disclosed the PIN numbers of the debit card to the convicts. The convicts killed Jigisha even after she pleaded for her life and were satisfied only by brutally mauling her to death, the court said. "In other words, the convicts behaved in uncivilised and barbaric manner against a helpless girl," the court said. "It is the level, magnitude and degree of brutality, attitude and mindset of wrongdoer behind the crime along with other factors which makes it a rarest of rare cases." Gruesome crimes against women are on the rise and showing leniency will send a wrong message to the society, the court said. Leniency will encourage criminals like the convicts while passing an appropriate sentence in such cases will go a long way in arresting the increasing trend of crime against women, the court said. In awarding death penalty to Kapoor and Shukla, the court relied upon a report submitted by probation officer which recommended extreme penalty, observing that they cannot be reformed and would be a threat to society.

The probation officer said Malik's behaviour was normal throughout the trial. The court on July 14 convicted the trio under Sections 302 (murder), 201 (destruction of evidence), 364 (kidnapping or abducting in order to murder), 394 (voluntarily causing hurt in committing robbery), 468 (forgery for purpose of cheating), 471 (using as genuine a forged document or electronic record), 482 (using a false property mark) with 34 (common intent) of the Indian Penal Code. Public Prosecutor Rajiv Mohan sought maximum punishment for the convicts as they showed no remorse while killing Jigisha. The convicts are also facing trial for killing journalist Soumya Vishwanathan and a taxi driver, the prosecution told the court. Defence counsel pleaded for leniency, contending that the convicts were young. Jigisha, 28, who was working with Hewitt Associates Pvt Ltd as an operations manager, was kidnapped and killed on March 18, 2009, after her office cab dropped her near home in south Delhi's Vasant Vihar around 4 a.m. Her body was recovered on March 20, 2009, near Surajkund in Haryana. Police later arrested Kapoor, Shukla and Malik for the crime.

Railways offer bedroll for sleeper, unreserved passengers beNgAluru, August 22 (iANs): In a bid to make travel hassle-free and comfortable for even ordinary passengers, the South Western Railway on Monday unveiled an e-bedroll service that enables those travelling in sleeper class or unreserved coaches to buy at Rs 250 two cotton bed-sheets, a pillow and a blanket for overnight journey. "The new e-service, offered through our subsidiary (IRCTC), enables passengers to book the bedroll kit when booking the ticket online or from the e-hub at the city station before boarding the train," Bengaluru Divisional Manager Sanjiv Agarwal told reporters here on the occasion. The Indian Railway Catering and Tourism Corporation Ltd (ITCTC) has set up an ehub at concourse of the city railway station to facilitate passengers with e-services such as e-catering, e-bedroll and e-booking of retiring rooms.

"Though we provide bedroll to passengers travelling in air-conditioned coaches by charging for it in the ticket, the new service allows them (passengers) to buy and keep or carry the kit on their subsequent journeys," said Agarwal. The service also provides an option of buying the two bed-sheets and pillow for Rs 140 and the blanket for Rs 110 separately. "Unlike in AC coaches, where passengers use the bedroll and leave it on the berth, those buying the kit can take it home and use when travelling next," Agarwal pointed out. The division plans to provide the new passenger amenity service from Yeshvantpur junction in the city's northern suburb from where dozens of express and mail trains depart daily round the clock to cities and towns across the country. As part of its novel initiatives to improve amenities, the division has also installed about 10 water vending machines with reverse osmosis

This way, all the ministries will also get one full year to spend what is allocated to them." The move also comes against the backdrop of the government announcing a four-member committee to examine the desirability and feasibility of having a new financial or fiscal year, currently from April 1 to March 31.

Agriculture needs a makeover to lure young people back to farming ROME/NAIROBI, August 22 (thOMsON REutERs FOuNdAtION): For Kenyan farmer Pauline Wafula, there was never a question that her children would have to get their hands dirty and learn how to grow their own food. The 63-year-old mother of five said no other job could provide the same security as farming because people will always have to eat so there is always money to be made. “I always insist that even if they work elsewhere, they must farm on the side,” said Wafula, a teacher-turnedfarmer who grows tomatoes, onions and red cabbage in her greenhouses. But in western Kenya’s Bungoma County where Wafula lives, it’s hard to spot young people working in the vast sugarcane fields. Most farmers are retirees like her. “It is like a norm that young people go to the city to search for jobs,” she told the Thomson Reuters Foundation. Around the world, farmers are an ageing demographic as the sector fails to attract younger talent who are heading in-

Philippines drug war deaths climb to 1,800, prez spars with UN MANILA, August 22 (REutERs): The Philippines has recorded about 1,800 drug-related killings since President Rodrigo Duterte took office 7 weeks ago and launched a war on narcotics, far higher than previously believed, according to police figures. Philippine National Police Chief Ronald Dela Rosa told a Senate committee on Monday that 712 drug traffickers and users had been killed in police operations since July 1. Police were also investigating 1,067 other drug-related killings, Dela Rosa said, without giving details. The comments came a day after Duterte lashed out at the United Nations for criticising the wave of deaths. As recently as Sunday, the number of suspected drug traffickers killed in Duterte’s war on drugs had been put at about 900 by Philippine

officials. But this number included people who died since Duterte won the May 9 presidential election. Duterte said in a bizarre and strongly worded late-night news conference on Sunday the Philippines might leave the United Nations and invite China and others to form a new global forum, accusing it of failing to fulfil its mandate. However, his foreign minister, Perfecto Yasay, said on Monday the Philippines would remain a U.N. member and described the president’s comments as expressions of “profound disappointment and frustration”. Last week, two U.N. human rights experts urged Manila to stop the extra-judicial executions and killings. Yasay said Duterte has promised to uphold human rights in the fight against drugs and has ordered the

police to investigate and prosecute offenders. He criticised the U.N. rapporteurs for “jumping to an arbitrary conclusion that we have violated human rights of people”. Senator Leila de Lima, a staunch critic of the president, started a twoday congressional inquiry into the killings on Monday, questioning top police and anti-narcotics officials to explain the “unprecedented” rise in killings. “I am disturbed that we have killings left and right as breakfast every morning,” she said. “My concern does not only revolve around the growing tally of killings reported by the police. What is particularly worrisome is that the campaign against drugs seems to be an excuse for some law enforcers and other elements like vigilantes to commit murder with impunity,” De Lima said.

Myanmar man indicted for insulting military under controversial law YANgON, August 22 (REutERs): A court in Myanmar indicted a man on Monday for insulting the military chief and former president on social media, under a controversial telecommunications law that activists have urged the new government to repeal. Police and military prosecutors have filed a lawsuit accusing Hla Phone, 38, of posting a digitally altered image on his Facebook account showing the military chief, Senior General Min Aung Hlaing, wearing a traditional female skirt on his head.

Another picture showed a caricature of former president and retired general Thein Sein with the words “we are murderers”, and a third showed the national flag imprinted on a shoe. The military ruled Myanmar for almost 50 years after a 1962 coup, crushing opposition until it began withdrawing from politics in 2011, and paving the way for a 2015 election won by democracy champion Aung San Suu Kyi. But the military retains a major role in politics with control of 25 percent of seats in parliament and three im-

portant ministries, including home affairs, which oversees the police, and it has become increasingly sensitive about its image. Hla Phone, who has been in prison since his arrest in February, denies wrongdoing, saying he did not post the images and the police had mistaken him for someone else. He said he was not the owner of the Facebook account upon which the insulting images were posted. Asked by the judge if he was guilty, Hla Phone replied: “I am not guilty but those who filed the charges against me are.”

If convicted on all charges, he faces 11 years in prison. The trial starts on Wednesday. North Korea appeared to resume plutonium production this year: UN VIENNA, August 22 (REutERs): North Korea appeared to resume activities this year aimed at producing plutonium, which can be used in the core of an atomic bomb, the U.N. nuclear watchdog has confirmed, though it added that signs of those activities stopped last month. Pyongyang vowed in 2013 to restart all nuclear facilities, including the main reactor at its Yongbyon site that had been shut down and has been at the heart of its weapons programme. It said last year that Yongbyon was operating and that it was working to improve the “quality and quantity” of its nuclear weapons. It has since carried out what is widely believed to have been its fourth nuclear test. “From the first quarter of 2016, there were multiple indications consistent with the radiochemical laboratory’s operation,” International Atomic Energy Agency (IAEA) chief Yukiya Amano said in a report to the agency’s annual General Conference, referring to a site used to reprocess plutonium. “Such indications ceased in early July 2016,”

Kurdish militia launches assault on Hasaka

hAsAKA, August 22 (REutERs): The Kurdish YPG militia launched a major assault on Monday to seize the last governmentcontrolled parts of the northeastern Syrian city of Hasaka after calling on pro-government militias to surrender, Kurdish forces and residents said. They said Kurdish forces began the offensive after midnight to take the southeastern district of Nashwa, close to where a security compound is located near the governor’s office close to the heart of the city. The powerful YPG militia had earlier captured Ghwairan, the only major Arab neighbourhood still in government hands. The fighting this week in Hasaka, which is divided into zones of Kurdish and Syrian government control, marks the most violent confrontation between the Kurdish YPG militia and Damascus in more than five years of civil war. The Syrian army deployed warplanes against the main armed Kurdish group for the first time during the war last week, prompt-

Thousands of civilians in the ethnically mixed city, including members of the Christian community, have fled to villages in the countryside as the fighting intensified, residents said. The confrontation appears to have undone tacit understandings between the YPG and the Syrian army that had kept the city relatively calm. Although all the demands and wishes of the people cannot be fulfilled at a stretch, atleast their basic minimum needs must be fulfilled so that they also enjoy the fruits of freedom in a realistic manner so that India becomes a good tree bearing fruits for ordinary and common people and the people as a whole realise the reality of freedom. In the State of Nagaland almost all villages, administrative centres were provided with tap water some 60 years ago. But by now, the water tanks in the villages have become dilapidated. Their condition is so bad that water spreads around them in the nearby ditches causing water born diseases like malaria, dysentery and diarrhoea etc. In most of the villages, administrative circles and even in the capital town of Kohima, most of the water pipes are broken which needs special attention and consideration by the Department before it is too late. In view of the above, it is imperative that the Ministry of Rural Development should take up major repair/ replacement works of all the old and rusted water pipe lines on a war footing so that there is no scarcity of water during dry season. The people living in Kohima town suffer heavily due to scarcity of water and they are even compelled to buy water at high cost for their daily needs causing economic burden on its citizens. Secondly, India, as growing and developing nation, is free from foreign rule and they have already celebrated 70th Anniversary of Independent’s Day including Nagaland. We earnestly wish that she will become a good tree bearing fruits to be enjoyed by entire citizens. But in reality, it is proved otherwise. There is no stable and strong National Highway for comfortable traffic movement in the State of Nagaland and that the people are annoyed and angry. The N.H. 39, now 29, built during the IInd World War by the British Government is still used by both the States of Nagaland and Manipur. The State Government under Roads & Bridges, constructed so many roads in the State and even connected all the villages. But these roads are not properly maintained and as such frequent accidents occur causing injuries to travellers or loss of life. Even in Kohima town there are many roads named after Ex-Chief Ministers/bureaucrats and high ranking Officers. But these roads are never maintained for several years and the condition of the roads are deteriorating which appears like Nullah. Even the Hon’ble Governor of Nagaland B.P. Acharya severely criticized the Government for their failure and bad performance. Earlier interior roads like Kohima-Meluri-Zunheboto etc. Roads were constructed and maintained by Border Roads Organisation. But after these roads were taken over by Maytus Gayotri Company for two lane purpose, they carried out their works very haphazardly and roads are worst than before, unable to ply safely endangering human lives causing heavy damage to the vehicles. Rio wraps up challenging Olympic Games

RIO, AUGUST 22 (REUTERS): A blustery storm, a touch of melancholy and a sense of pride converged at the closing ceremony of the 2016 Olympics on Sunday as Brazil breathed a collective sigh of relief at having pulled off South America's first Games. After a grueling 17 days, Rio de Janeiro cast aside early struggles with empty venues, security scares and a mysterious green diving pool to throw a huge Carnival-like party. Samba dancers, singers, drummers and a giant plumed macaw float mixed with hundreds of athletes in the storied Maracana stadium while a final volley of fireworks lit up the night sky. Brazilians came to the closing ceremony happy, many wearing the canary yellow jersey of the nation's sports teams, having won two late gold medals in their two favorite sports, men's soccer and volleyball. But Sunday served up tough weather conditions for such a big party. High winds buffeted the Maracana, power briefly went out in the upper part of the stadium, and rain drenched performers and athletes as they entered the ceremony, many with medals hanging around their necks. To the beat of

traditional Brazilian music, Olympians danced and waved their countries' flags to celebrate their place on the world's premier sporting stage. In the last of 306 medal ceremonies, International Olympic Committee President Thomas Bach draped the gold around the neck of Kenya's Eliud Kipchoge, winner of the men's marathon earlier in the day. The city handed over the Olympic flag to Tokyo, site of the 2020 Summer Games, and Japanese Prime Minister Shinzo Abe appeared in the stadium dressed as popular video game character Mario, tunneling from Tokyo to Rio. Bach declared the Rio Games closed and expressed hope that they had left a lasting mark on the metropolitan area of 12 million people. "These Olympic Games are leaving a unique legacy for generations to come," he said. "History will talk about a Rio de Janeiro before and a much better Rio de Janeiro after the Olympic Games." In the midst of it worst economic recession since the 1930s, Brazil's opening and closing ceremonies relied more on the country's unique talents and natural beauty and less on expensive technology. On Sunday, there was an ode to the white-clad lacemaking ladies and the forro music of the Northeast that sparked waves of

pride among Brazilians. One of the more stunning moments of the ceremony focused on the ancient art found in the Serra da Capivara National Park a UNESCO World Heritage site in northeastern Brazil featuring cave paintings, some more than 25,000 years old. But the beauty was betrayed by Brazil's tough

times. Just this week, the foundation that maintains the park said it could no longer do so because of a lack of funding. For all the troubles before and during the Games, Rio will surely be remembered for great sporting moments. There was the remarkable comeback of Ameri-

can swimmer Michael Phelps, who won five golds to reinforce his distinction as the most decorated Olympian of all time. Jamaica's Usain Bolt drew down the curtain on his brilliant Olympic career by securing a sweep of the sprint titles for a third successive Games. And American gymnast Simone Biles, the U.S. flag bearer in the

closing ceremony, kicked off her Olympic run by tying the record of four gold medals in a single Games. But at times it was hard to focus on the sporting triumphs taking place across the sprawling city. A low point for Rio came when Ryan Lochte, one of America's most decorated swimmers, said he was robbed at gunpoint. That ignited further security concerns after a series of assaults against government ministers, athletes and tourists. But Lochte's story quickly unraveled, enraging Brazilians and Americans alike. Brazilians could nevertheless take heart in the fact that there were no major mishaps or breaches after deadly attacks in Europe and the United States had prompted the biggest security operation in Brazil's history with 85,000 troops. 'DIFFICULT MOMENT' "Even with all our problems we pulled off a good Olympics. Nothing too bad happened and I'd say it was better than expected," said Nivea Araujo, a Rio resident attending the closing ceremony. For many in the soccermad nation, the best Olympic moments happened in the Maracana, where Brazil

defeated Germany in soccer on Saturday and pieced together a widely hailed opening ceremony despite the tight budget. Rio won the right to host the Games in 2009, when the economy was booming and millions were pushing into the middle class. "We are in a difficult moment as a country right now, we can't hide that, but the Games were scheduled and I'm glad we could enjoy them," said Alessandro Freitas, also from Rio. One of the major concerns for Brazilians is what will be the final cost of the Games for a country and how much they actually helped improve the city's infrastructure. Many Rio residents could not afford tickets to events, leaving them feeling on the sidelines of the city's biggest undertaking. And come Monday, with the Games no longer a distraction, Brazil gets back to its dour reality of dueling political and economic crises. An impeachment vote in coming days could lead to the permanent ouster of suspended President Dilma Rousseff. Interim President Michel Temer, who was booed at the opening ceremony, decided not to attend the closing event.

India could not defend the top spot which it had reclaimed from Australia on August 17 and is now currently placed at second spot with 110 points -- one behind Pakistan and two ahead of third-ranked Australia. India had entered the series on 112 points, 44 points ahead of the eighth-ranked West Indies. Misbah-ul-Haq's side has now become only the fifth team after Australia, England, India and South Africa to top the ICC Test rankings since these were introduced in 2003.
