DIMaPuR, august 26 (MExN): The Joint Action Committee (JAC) for Dhobinala-Signal-ThahekhuRangapahar Road, in its meeting held on August 25, has resolved to keep its proposed second phase of agitation in abeyance till further notice. Convenor of the Committee, K.K. Yepthomi, informed today that the decision was taken in response to the “initiative taken by the department of PWD (Roads & Bridges) to give a facelift to the said road.” Appreciating Executive Engineer Vizotuo Seletsu and sub-ordinate officers for showing keen interest to repair the said road, the JAC was hopeful that the Department would soon initiate renovation work of the said road on full scale. During the meeting, it was informed, the JAC also resolved to keep check on encroachment of the road and to clear the drains and culverts along the road. In this regard, the JAC will conduct mass social work along the road on August 30, 6:00am onwards. The committee has asked the public of 13 villages and colonies – Rio Colony, Metha Colony, Signal Angami Village, Viola Colony, Sema Tilla, Xuvihe Colony, Kevijau Village, Lhomithi Village, Signal Colony, Naga Gaon, Y. Zhimo Colony, Thahekhu Village and Sangtam Tilla to participate in the social work.

Wokha, august 26 (DIPR): The Radial Gates of the dam at Doyang Hydro Electric Project (DHEP) may have to be opened within a week’s time if the water level at the Reservoir further increases. Therefore, Senior Manager (C), DHEP, NEEPCO, has informed general public to stay away from Doyang River downstream and avoid bathing, swimming, fishing etc., while the gates are kept open and excess water is being released. The officer informed that the water level of Doyang Reservoir is rising due to incessant rain in the catchment area. The Reservoir is likely to rise up to the present spilling level of EL 324.00m shortly. As per the rate of rising level, the Radial Gates may need to be opened within a week’s time, it was informed. During opening of the gates, the excess inflow will spill over and will flow through the Doyang River downstream of Doyang Power House, he added.

Trilateral Highway to connect India-ASEAN

haNoI, august 26 (IaNs): Taking its first important step to ensure that the connectivity corridors with ASEAN are utilised when ready, India has proposed that it, Myanmar and Thailand begin talks on a transit transport agreement for the Trilateral Highway that is set to link the three countries by 2016, a top Indian official said here Tuesday. Anil Wadhwa, secretary (East) in the ministry of external affairs, addressing the ASEAN-India Network of Think Tanks meeting here, said the physical infrastructure of the connectivity corridors with Southeast Asia can be utilized “only if we also agree on the soft infra-

structure necessary to permit movement of traffic and goods on these economic corridors”. “We have, therefore, proposed that India-Myanmar-Thailand begin negotiations on a Transit Transport Agreement for the Trilateral Highway.” Wadhwa said India also needs to “see how Tier-II and Tier-III cities in India can develop business and tourism linkages with destinations in ASEAN on a scale that is sustainable the year round”. This, he said, will assist efforts to broaden air con-

nectivity beyond just some of the big capitals in ASEAN and the metros in India. “We had made available 18 such routes to ASEAN some years ago and we are keen on their utilization at the earliest. We have also offered the ASEAN an Open Sky Policy on Cargo on quid pro quo basis.” Wadhwa said the creation of infrastructure, including soft infrastructure likelegalandtransportagreements, and the integration of economic activity in the hinterland along the connectivity corridors have to progress

On developing the backend linkages of connectivity corridors, he asked the think tanks to identify specific Industries that could make the connectivity corridors more productive for economic and investment cooperation. He also suggested connecting Centres for English Language Training and Entrepreneurship Development to such connectivity corridors. “I would urge that you keep in mind also that this agenda cannot progress on the shoulders of Governments alone. It needs the professionalism and the orientation to investment that is found in the private sector,” Wadhwa said.

MoNRoVIa, august 26 (aP): The Ebola virus has the “upper hand” in an outbreak that has killed more than 1,400 people in West Africa, a top American health official said, adding that experts have the tools to stop it. Dr. Tom Frieden, the director of the U.S. Centers for Disease Control and Prevention, is visiting Liberia, Sierra Leone and Guinea, the three hardest hit countries, this week. Nigeria has also recorded cases, but officials have expressed optimism that its spread there can be controlled. On Tuesday, Frieden continues his visit in Liberia, which has the most cases and deaths. “Lots of hard work is happening, lots of good things are happening,” Frieden told a meeting attended by President Ellen Johnson Sirleaf on Monday. “But the virus still has the upper hand.” The current outbreak is the largest ever and experts have struggled to contain it for a host of reasons: doctors took a long time to identify it, it is happening in a region where people are highly mobile, it has spread to densely populated areas and many people have resisted or hid from treatment. The disease has overwhelmed already struggling health systems in some of the world’s poorest countries. gENEVa, august 26 (IaNs): The WHO Tuesday said the Ebola outbreak in West Africa has been unprecedented in many ways, including the high proportion of health care workers who have been infected with the deadly virus. Till date, more than 240 health care workers, including doctors and nurses, have developed the disease in Guinea, Liberia, Nigeria, and Sierra Leone, and over 120 have died, Xinhua quoted a World Health Organisation statement as saying. According to the WHO, the virus has taken the lives of doctors in Sierra Leone and Liberia, depriving these hard-hit countries not only of experienced medical care but also of inspiring national heroes. The UN health agency noted that shortage of personal protective equipment or its improper use and working beyond the number of hours recommended as safe contributed to the high proportion of infected medical staff. “In many cases, medical staff are at risk because no protective equipment is available, not even gloves and face masks. The U.N. health agency says that 240 health care workers have been infected with Ebola, calling that an unprecedented number. Half of those infected have died. The agency said that the high number of infections among health workers is due to a shortage of protective gear and its improper use and a shortage of staff to treat the tremendous influx of patients.

kohIMa, august 26 (MExN): The Governor of Nagaland has constituted a High Powered Committee (HPC) to “inquire into illegal and multiple taxations in the State.” This was stated in a notification today from the Government of Nagaland’s Home Department: Political Branch, signed by the Chief Secretary of Nagaland, Banuo Jamir, by order and in the name of the Governor. “Numerous complaints have been received by the Government from the public and civil societies against illegal and multiple taxations and recognising the need to tackle this menace in society and in order to go into the genesis, the causes and conditions which facilitate such harmful practices and to indentify the people behind it,” the HPC has been constituted, informed the Government notification. The ACAUT Nagaland has welcomed the notification, which is as per its demands on the October 31, 2013 public rally resolutions. The HPC will comprise of Justice HK Sema, Supreme Court Judge (rtd.) as Chairman, Joel Nillo Kath as Member, KK Sema, IAS (rtd.) as Member, and Additional Secretary, Justice & Law Department as Member-Secretary. The Committee will have to submit its findings and the recommendations within 90 (ninety) days from the date of constitution of the HPC, and its headquarters shall be in Chumukedima, with an established office and accommodation during the sittings for the Chairman, Members and other staff in the Police Complex. The Committee will undertake a detailed study on price rise in the State due to “illegal and unauthor-

ised collection” of money by various organisations, groups, unions and agencies including Government agencies. It will also study the adverse impact of the “illegal collection” in various forms on the resource mobilization efforts of the State Government. It will be required to inquire into the “fact of prevalence or otherwise” of “illegal collections” in various forms by various “underground and over-ground” groups and if such system exists in the State, particularly in Dimapur. If so, to identify the syndicate/dealership system and those persons involved or responsible for it, and to suggest preventive measures. It will enquire whether G ov e r n m e n t agencies are involved in realization of unauthorized taxes/ collections. If so, to find out the agencies involved and the extent/amount of such unauthorized collections, and to suggest measures to eradicate such unwarranted practices. The HPC will also be required to inquire into the “practices of collection money” from the highway, check gates, streets and market places by various groups/ unions/societies in the form of membership fees etc from vehicles, goods and the services etc and suggest corrective measures. The Committee will have to suggest measures to “ensure protection” of business community/ individuals from illegal and unabated taxations; as well as measures to streamline, improve and regulate collection of legal taxes. All expenditure in respect of the Committee, it was notified, shall be debitable to the Home Department, Civil Secretariat.

Two men were arrested by the Dimapur police Monday for reportedly luring and kidnapping a married woman. The two men, in their twenties, were arrested from Sibsagar, Assam after the husband of the woman they reportedly abducted lodged a police complaint. They were identified as Abdul Salam Laskar and Anam Uddin Laskar, hailing from Hailakandi district in Assam. The officer-in-charge of East Police Station stated that the FIR was received on August 21, a day after the woman went missing. The duo was tracked down to Sibsagar and arrested on August 25, while the woman was rescued and brought to Dimapur, the OC said. According to the complaint lodged by the husband, his wife left for the bank on August 20 but did not return. It was later discovered that cash amounting to

The duo admitted during interrogation that they “induced” the woman to withdraw the cash and threatened her, the OC said. kohIMa, august 26 (MExN): With the disqualification of three MLAs from the 12th Nagaland Legislative Assembly (NLA), Speaker to the NLA has declared the three assembly constituency seats vacant ‘with effect from June 16’. The seats left vacant include 52 Longkim-Chare (ST), 38 Wokha Town (ST), and 40 Bhandari (ST). Bye-elections to the said seats may be held with the fourth vacant seat of 11 Northern Angami-II (ST) assembly constituency, which was vacated by Neiphiu Rio, who was elected to the Lok Sabha earlier this year. According to an NLA notification, the three members were disqualified on ground of defection under Article 191(2) of the Constitution of India read with the Tenth Schedule thereof and the Rules made thereunder. Their seats were declared vacant under Article 190(3)(a) of the Constitution.

Tourism industry urged to be ‘eco-sensitive’

NEW DELhI, august 26 (PtI): The government today asked all stakeholders in the tourism industry not to overexploit natural resources for short-term gains and sought development of the sector with minimal carbon footprints. “Our ministry is committed to developing tourism in India based on the principles of sustainability, minimising the carbon footprints,” Tourism Minister Shripad Naik said while launching a comprehensive sustainable tourism criteria for the country for tour operators, accommodation, beaches, backwaters, lakes and rivers sectors. He said the development of tourism should not be in conflict with ecology. “We should ensure our strategies for development of tourism are not in conflict with the environment

and have minimal negative impact. I take this opportunity to urge all stakeholders engaged in the tourism industry to not to over-exploit our natural and other resources for short-term gains,” Naik said. Referring to India’s rich culture and heritage, he said, “When we talk about sustainability we should not only talk about conservation of resources but also our culture and heritage. “The principles of the sustainability include conservation of water, energy, culture, heritage, revival of ancient architecture, involvement of communities, protection of wildlife and non-exploitation of women, children and weaker sections.” He said the ministry would like the sustainablility criteria to be implemented on volun-

tary basis based on the principles of providing incentives. Underlining that the sustainability in tourism is “not only about following certain principles but a commitment which has to be felt from within”, Naik said, “Every moment we spend on this earth, we must remember that we are using the common resources that are meant to be shared with ours future generations. The sustainability should not be mere a guide but an ethos to follow.” Highlighting the importance of sustainable tourism criteria, Naik said, “We will have to make the exercise of implementation of the criteria all inclusive. The criteria must be implemented for success by all of us together--the hoteliers, the tour operators, the tourists, the opinion makers, the media,

the community leaders and members. The sustainability in tourism should be our common vision and common goal.” He further said, “The issue of sustainability assumes greater significance in context of India as we support one fifth of the population of the world with only 2.3 per cent land mass available.” Urging all involved in the tourism to be “eco-sensitive”, Naik asked the sector to adopt the sustainable tourism criteria for India and do business for long-term benefits with the objectives of creating employment, generating national income, preserving our cultural and natural heritage, enhancing the status of women and underprivileged and facilitating growth of a more just and fair social order.
