ENSF appeals to Chief Secretary Tuensang, augusT 27 (Mexn): The Eastern Naga Students’ Federation (ENSF) today appealed the Chief Secretary (CS), Government of Nagaland to implement the 25% job reservation policy “in letter and in spirit” and maintain an exclusive “roster system” for six backward tribes of Eastern Nagaland in the “Job Reservation Policy” of the state. In a “reminder letter” to the CS, released to the media through its President, Shahsha L Menhahu, and Speaker, Mongko NC Chang, the ENSF stated that, the Federation is sending the present “reminderletter”totheCSoffice as they are yet to receive anyresponsefromaprevious representation regarding the issue. Further, the Federation alsostatedthat,manydepartments are not implementing the State government’s “Job Reservation Policy” either by advertising limited posts or by making backdoor “adhoc” appointment resulting in “lost opportunity” for the weaker sections. Again, such practices have deprived the “deserving” students from backward tribes their “Fundamental Rights to Equality of Opportunity”, it added. It, therefore, appealed the CS to give necessary directive the all departments to strictly implement the “25% job reservation” in all the departments as approved by the State Government.

‘Streamline exam system to technical and allied courses’ NSF writes to the Chief Minister of Nagaland

KOHIMa, augusT 27 (Mexn): The Naga Students’ Federation (NSF) has demanded the Government of Nagaland to streamline the examination system to various technical and allied courses conducted by the Technical Education Department vis-à-vis the recent B.Sc. Horticulture seat allocation imbroglio. In a representation to the Chief Minister of Nagaland signed by its president, Tongpang Ozukum, and general secretary, Esther Rhakho, the NSF noted “confusion in regard to nomination/selection of candidates against the seat allotted under State Reserved Quota and NEC Reserved Quota.” It informed that the State Common Selection Board in a meeting on December 10, 2010, agreed that Technical Education department will be the only Nodal Nominating department for study of various technical courses through State JEE. It was also recommended that a copy of the meeting minutes be sent to NEC as well as to all the HoDs under the Govt. of Nagaland for strict compliance. “However since no such information was notified or circulated to the Head of Departments or to North East Council

(NEC) there was confusion and misunderstanding between Technical Education and Horticulture department,” claimed the NSF. Moreover, it informed, there are other departments like Fisheries, Sericulture and Tourism which also receive letters from NEC for nomination of candidate to scientific study course under NEC reserved quota, “which it is learnt that the concerned department themselves nominates the candidates as it is being sponsored by the concerned department and not by Technical Education Department.” In the recent B.Sc Horticulture seat allotment imbroglio, the NSF stated that it detected “certain lapses and negligence on both Technical and Horticulture departments.” It has thus demanded that the Government “thoroughly investigate the root–cause for creating confusion and misunderstanding between the Technical Education and Horticulture department in allotting/nominating B.Sc Horti seat and bring out in white paper the lapses, neg-

ligence and misconduct of both the departments.” The Federation demanded for the Government to come out clear on “whether Technical department should select/nominate both State Reserved Quotas and NEC Reserved Quotas. If Technical department is entrusted to select/ nominate candidates for both State and NEC Reserved Quotas, then what about those departments which also select/ nominates candidates by themselves under NEC Reserved Quota. Government should unbiasedly apply the same yardstick to all the departments.” “In order to avoid such confusion and lack of communication between the departments in future, all Agri and Allied departments should be included in the State Common Selection Board as members,” the NSF stated, as also that the Government should “immediately convene a joint meeting of all the member departments of State Common Selection Board, Planning Department and all Agri and Allied departments to streamline the over-all selection/nomination system conducted by Technical Education department. NSF officials should also be invited to the joint meeting.”

WOKHa, augusT 27 (Mexn): The Kyong Students’ Union (KSU) has reiterated its position on the Oil exploration vis-à-vis the controversial award of an exploration permit to MOGPL. In that, it has stated that “Any attempt to loot the Nagas without following democratic norms and best practices shall be resisted today or in the days to come.” In a press release from its president, Amos Odyuo and general secretary, T. Phyobemo Kikon, the KSU stated again that it “does not have any discrimination against any oil firms willing to operate in Nagaland provided that the firm(s) are competent in all ways. The Union also makes it clear that there are no hidden agenda involved in the Union’s democratic resistance for the arbitrary award of permit to incompetent and inexperienced firm- MOGPL.” While the Union has stated that it remains steadfast in its approach that “the rich natural resources inherited from our ancestors are not blundered for cheap monetary gains,” it expressed disappointment of the “welfare government of the day,” which, as per the press note, “chose to respond to these legitimate demands of the people by imposing draconian laws and

using its military might to suppress the people’s movement, randomly assaulting peaceful student protestors and volunteers and forcefully launching the project amidst an environment of protest, mistrusts and objections.” The KSU expressed the reason, among others, it was opposed to the award of the exploration permit to the MOGPL is because it is the least qualified company “in terms of experience, resources and capability” if Section 12 of the Nagaland Petroleum and Gas Regulations were to be adhered to. “The Union cannot understand the motive behind the award of permit to MOGPL which was established only in 2012 having no experience in either upstream or downstream oil business anywhere in the world nor listed in any financial exchanges in the country,” it was informed. This is an indication, noted the Union, that the welfare government is “least concerned about the real welfare of the Nagas and the future generation, as the decision of the government in this matter is not guided by foresight nor determined by merit and efficiency.” The Union made it clear that it will give its “full support and cooperation for any healthy and inclusive development; but would not accept the version of development that Lothas has experienced in the past in the form of ONGC Changpang misfortune and the misadventures at Doyang Hydro Electricity Project.” The KSU once again stated that “while floating the EOI, the

government must invite only those companies that are fully integrated (deals with both upstream and downstream oil business), if not at least one company dealing with downstream activities must be contracted to operate refineries in Nagaland.” Highlighting issues of ‘production limits’ and the importance of setting up a refinery as well as a ‘Naga Petroleum Academy’ on Naga soil, the KSU also brought to front the necessity of ‘multiparty MoUs’ to be signed before the execution of project between the Government of Nagaland, the Apex Tribal Hoho, the Land Owners Union and the Company that incorporate employment policies, reservations and quotas thereof; minor contract concessions to the land owners; educational schemes and policies such as establishment of institutions, scholarships etc.; health care facilities; infrastructural development such as roads, housing, water and sanitation, power supply etc. It also asserted that ‘Environmental Impact Assessment’ must be made compulsory for all Oil and major Mining operations as stipulated by Indian Laws, and proper public hearings be conducted and reviewed before issuing the ‘No objection Certificate’ by the relevant agency in Nagaland. The KSU, finally, reiterated its earlier ‘ultimatum to debar the MOGPL from entering the soil of Wokha district to conduct any commercial activity.’ The Union stated it would “not be responsible for any loss or damage of property belonging to the company or its officials/employees.”

engineers abduction case: one arrested

DIMaPuR, augusT 27 (Mexn): Dimapur police today arrested one Longngoi Phom (35) in connection to the reported abduction of two engineers hailing from Andhra Pradesh from a hotel in Dimapur. The engineers were later released on payment of a ransom. A press note was issued by ASP/PRO, Dimapur informing about the case. Following a telephonic information from Deputy Commissioner of Police, Vijayawada City (Andhra Pradesh) on the July 29, 2014, an enquiry into the reported abduction was carried out by Dimapur Police. Investi-

gation led to the identification of one Longngoi Phom as being involved in the “abduction for ransom,” informed Dimapur police. Police investigating the case arrested the accused from Darogapathar, Dimapur, Wednesday morning for his involvement in the crime. The accused, identified to be from Tamlu village (Longleng), during interrogation, admitted to the crime and claimed that the Company in which the victims were employed owed him money and even after repeated demands to settle the payment, the Company was not releasing the amount. “On fearing that the

Company was closing its business in Nagaland, he resorted to the abduction to force them to make the payment for which he involved some cadres of the NSCN (IM) and abducted the engineers and confined them,” stated Dimapur police. The next day, on July 30, 2014, after the Company made a payment of Rs.20,00,000, including the money the Company owed him alongwith interest, the two abducted engineers were released. In this connection, Dimapur East P.S Case No. 176/2014 U/S 365/364 (A)/ 120 B IPC was registered for further investigation, stated the press note.

The seat of 11th NA- II A/C has been vacant since former chief minister Neiphiu Rio’s election to Lok Sabha. The notification for holding bye-election to the A/C is expected soon. Dr. Rachiilie Vihienuo, pastor UBC Kohima said corrupt elections result in poor governance, increased poverty, crime and social instability. He added that whatever malpractices happened in the past should not be repeated and must be put to stop henceforth. In a major development and breakthrough for the power sector of Nagaland, the power department lead by Er Neiyie Neikha, EE Likhimro and Er V. Sakha EE Hydro today disclosed that the department would take up Lower Tizu Hydro project and Zungki River Hydro project . This was disclosed during the consultative meeting for land acquisition held with Deputy Commissioner of Kiphire Neposo Theluo at his official chamber on August 27. The Lower Tizu Hydro project falls under Kiphire district and Phek district while the Zungki River Hydro project falls under Kiphire and Tuensang district with a capacity of 35

MW and 30 MW respectively. Disclosing the detail structure of the dam, EE Hydro said that Lower Tizu Project, the height of the dam would be between 25-30 meters high and once it is constructed, it will submerge around 600 Hectares of land with an upstream submergence of 10-12 Kilometers length. For Zungki project, height of the dam is 35-40 meters. It will submerge around 1000 hectares of land with an upstream submergence of 15-16 Kilometers. However, EE Hydro said, “The consultant will be coming very soon to assist the final survey and only after that, we will be able to come out with the final picture.” On land acquisition,

Interestingly the department has already acquired ‘No Objection Certificate’ from the entire 12 village whose lands are to be affected under both the projects to go ahead with the proposed project though huge junk of land is to be submerged under water permanently for the sake of development.

ment is temporary in nature, they are unorganized workers. That once construction work is finished their employment ceases, they will definitely transfer to somewhere in search of job/employment. Their job/employment is insecure, even their lives are at risk while rendering their services,” Jamir said. He said the Government of India incorporated a subsidiary Act, the BOCW Welfare Cess Act 1996 to look after the welfare of these workers. “It was enforced since 2011 in our state and the department is trying its best to raise the welfare fund from all

construction/development works to provide welfare to all bonafide registered workers”, the assistant labour commissioner added. In the technical session, project officer, Directorate of Labour, Kohima, Chubayanger, explained in detail about the salient features of the BOCW welfare scheme, how to become a beneficiary, benefits under the welfare scheme including grant for purchase of tools, insurance cover, medical assistance, children education allowance and maternity benefits for women beneficiaries.

A landmark in the history of political movement of the Nagas of Manipur - thus began the “No Tax Campaign” during Maharaj Kumar Priyobrata Singh’s term as Chief Minister of Manipur. The Nagas in Manipur refused to pay the annual House Tax to the Government of Manipur and under the aegis of the Naga National League (NNL) submitted their annual house tax to Charles Pawsey, D.C. of Naga Hills of Assam at Kohima. It was an act of defiance against the Authority of the State, under which the Nagas of Manipur had been placed without their con-

sent. It was also a means of putting pressure on the Indian Government for securing the merger of the Nagas in Manipur with the Naga Hills District. The Manipur Maharaja, Budha Chandra was in good terms with Sir Akbar Hydari, the then Governor of Assam, who was requested by the Maharaja to send a contingent of Assam Rifles to arrest A. Daiho. Sir Akbar Hydari, well known for his anti-Naga political stand, gladly approved and dispatched a contingent of 4th Assam Rifles along with State Police equipped with rifles and machine guns, to Mao Gate on August 27, 1948. and brought out fair detail about how political consciousness developed among the Nagas who were once living in blissful isolation in the village republics and how the people started asserting the rights for self determination and desire to live together.

Tripura wants us to Myanmar calls for political solution to NE insurgency leave: Bru leaders AIzAWl, August 27 (PtI): Even as an MHA-appointed committee travels to six relief camps in Tripura to study the living conditions there, leaders in these camps say the conditions have been abject because Tripura wants them to leave. The seven-member committee, headed by Additional Union Home Secretary Rajiv Gauba, landed in Agartala on Monday. The panel was appointed on the orders of the Tripura High Court following a PIL which had complained about the “inhuman conditions” in the camps. The relief camps are mostly populated by rehabilitated Bru tribals who fled to Mizoram in 1997 following ethnic conflict. According to the court order, of the 21,312 Internally Displaced Persons (IDPs) in these camps, each adult gets Rs 5 per day plus 600 grams of rice. Minors, meanwhile, get Rs 2.5 and 250 grams of rice. Each family is also given Rs 10 per month to purchase cooking oil. Residents of these camps are neither entitled to work under the MGNREGA nor are given farmland to earn a livelihood. The court had also observed that they are not being issued birth or death certificates. Calling the conditions “ridiculous”, the court had said, “Tripura expects that sooner or later these refugees will go back to their homeland. That may be true but we cannot lose sight of the fact that for the last 17 years this problem has not been resolved.” Bru leaders in the relief camps echo the HC’s view. “Their (Tripura government’s) aim is to make life as hard for us as possible so we will have no choice but to go home to Mizoram,”

said Bruno Masha, General Secretary of the Mizoram Bru Displaced People’s Forum (MBDPF). “In Tripura, tribals are a minority…The dominant community is Bengali. They are scared of us staying here forever. So the non-tribals often tell us to go home,” he added. Masha said the insufficient relief and the unavailability of employment has forced Brus in the camps to settle for any kind of work at low wages. “At times, we settle for Rs 100 for work a local can earn Rs 200 for,” he says.

In a report prepared in 1881 for the Secretary of State for India, Viscount Cranbrook, it is concluded that “the existing policy has certainly not been unsuccessful .... year by year new villages are brought under subjection by tolerably peaceful means” (see pp.198-200). The author of the report, a functionary named Halliday, expresses “good hope that by slow but sure degrees, we shall bring these - not untameable - savages under our influence and afterwards under our control” (p.200). In the early days of direct British administration of the Naga Hills District, the primary object was to stop raiding, headhunting and murder. Other criminal acts received less attention, and native customary law was assumed to continue, and be administered through local leaders and institutional mechanisms. Thus, British officers operated under general instructions to preserve most of the customary law and practices of the hill tribes. Gradually, Naga customs were codified, and continued to be enforced, with the exception of those traditional practices that involved raiding, headhunting and violent clan feuds. Organized punitive expeditions by the British occurred occasionally when villages resorted to force against each other. Over time, the amount of lethal weapons among the Nagas was severely reduced, something which also contributed to a decrease in violence in the hill areas. Unfortunately, Dr. Means died before he was able to finish his work on the early history of the Naga Hills, something which accounts for the lack of an analytical final chapter underscoring the long developmental trends. Even so, the existing chapters contribute significant information about the formative years of the Naga region during the early colonial period. Achilla Imlong Erdican, whom Dr. Means entrusted with all his materials, has done a superb job of preparing and editing the manuscripts. She deserves our gratitude for her unselfish, time-consuming effort to get the book ready for publication.

With the publication of this book, a rich store of information about the early history of Nagaland is available to scholars interested in this area. Throughout the 19th century, when Great Britain expanded its control over India, the Naga Hills region was characterized by violence and clouded in mystique. Fierce tribesmen from many different clans fought each other as well as the various local authorities, whether Indian or British. British attempts to bring peace, law and order to the region were not met with gratitude by the tribesmen, and over the years, British policy vacillated between conciliatory approaches and more assertive punishment of those engaged in raiding, whether individuals, villages or tribes. On the whole, it was attempted to pursue a flexible policy whereby control over the area was gradually extended through a judicious system of collaboration

t all started on May 22, 2014 when the four of us from Sazolie College of Teacher Education, assigned to Govt. Middle School, Forest Colony, Kohima, for B.Ed. Macro Teaching, went to the school to meet up the Headmaster/ Head Teacher and all other teachers and make our appointments. After the deliberation, the official decision to start our Macro Teaching was scheduled on the 4th of August but we could, unfortunately, start only on August 6th as the school had an important examination for the students. Of course, we went to the school by August 4th. We found that the school was established on May 25, 2009 under Sarva Shiksha Abhiyan (SSA) programme and has some 257 students now from class A to class 7. August 6, 2014 was an important day for all of us as it was the first day of our practical teaching in real situation. We could feel deep down, the little nervousness and anxiety along with a sweet feeling of excitement and pride. As soon as we got to school, we were given the class routine to follow for the three weeks we were going to be in the school. The school starts at 9 O’ clock in the morning, but our classes start by 10 O’ Clock till 11: 30. We would say the days went by very well. August 13th was another important day as we had our extra-curricular activities. We organized Essay Writing competition for classes 6 and 7 students on the topics: 1, My Best Friend 2, My Hobby and 3, My School and Drawing Competition for class 5 students on Scenery of Nature as the theme.

This was followed by some days off, namely: Naga Independence day, Indian Independence day, the weekend and Janmastami. We resumed our school on August 19th. Then, the 22nd of August, 2014 came, which was the concluding day of our beloved stay in the school. Honestly, partly to fulfill our obligation and partly to really say thank you to them, we had a common staff meeting with the teachers of the school. We wanted the meeting to be formal and very official but the teachers there wanted to make it sound informal and not really official. Guess what? It worked extremely well like for us Nagas, sometimes, being formal and on official matters, we don’t really shine as we ought to be. We appreciated the school and its faculty for the good works done and are doing in the school and also offered some suggestions for possible enhancement of the school and betterment of the students like building up library, getting science laboratory instituted and maintaining subject-teacher wise daily routine for the classes. With that, the aged old Pandora box got unbolted. Serious business followed then: 1. Library: If the state govt. and the Education Dept. cannot grant the funds, the possibility of having a library or even a sort of reading room in Govt. Schools in Nagaland cannot become a reality. Dr. Gordon Means spent perhaps more time than any other historian to date researching the history of Nagaland. When he passed away in 2010, he left behind an almost-finished manuscript that drew upon over forty years of research into the history, politics, and anthropology of the Naga Hills area of northeast India. It was Dr. Means’ dying wish that this work on the history of Nagaland be preserved and published. Achilla Erdican has seen to it that those wishes were carried out, editing and publishing Dr. Means’ final work, and we are deeply indebted both to her and Dr. Means for making available this important survey of the early colonial era of present-day Nagaland. While most of the book centers on the era of growing British influence in Nagaland, it opens with a wonderful chapter providing an overview of the Naga tribal tradition. This includes an interesting discussion of social aspects of Naga tribal life such as religion, village culture, and tribal politics. This chapter establishes a helpful starting point for better appreciating the way in which the colonial era would reshape and permanently change tribal life in the Naga Hills.

We suggested drawing up a fixed time-table for specific subjects and teacher of the classes. Of course, there is a general time table for the specific periods but teachers go to the classes randomly at the present. This is due to one month trainings, one week seminars, five days workshops, three days conferences et cetera for which the Govt. Teachers are most often called to attend. I don’t say, these programmes are bad but are they really indispensably pertinent? Here, even if the routines are framed, they get to re-shuffle every time. So, structured routine doesn’t work at all in these schools. We talked little further. About the students who study in class 6 or 7 without really knowing how to even read, or hardly able to differentiate the difference between capital and small letters. We

The remainder of the book focuses on the pre- and early-colonial period. It tells the story of the increasing role of the English government in the affairs of the Naga tribes after about 1850, from a policy of non-intervention to one of political influence then finally to direct British administration of the region. During the 1850s and 1860s the British government embraced a policy of noninterference with the tribes of the Naga Hills. Frequent raids on the Naga region by citizens of Manipur between 1855 and 1865, as well as inter-tribal raids within Nagaland, led to the end of this non-interference policy. Motivated to “pacify” the tribes of the region and end raids, the British employed violent and coercive measures such as punitive expeditions into the Naga Hills beginning in 1866. In an effort to “civilize” hill tribes such as the Angami, the English then began placing officers in the region to exercise “political influence” in the area. In 1841 and 1842 the British had implemented a rough and imprecise boundary between Manipur and Naga Hills, but as they began to involve themselves more in the affairs of the region, the need for clearly demarcated boundaries grew. A survey was ordered in 1869 and carried out in the early 1870s, and Means carefully traces the progress, setbacks, and violence that accompanied these expeditions (and his Appendix provides an exhaustive listing of all expeditions into the Naga Hills between 1827 and 1887). mentioned about Remedial Teaching we all know about. But there seems to be a package in the RTE policies and SSA programme. There is supposed to be a special Remedial Teacher appointed by the concerned authority. But this is a ghost never seen and only talked about. The students who need them never get to be redeemed. It is also because of the RTE policies, these students cannot be refused admissions or even to lower classes but according to their age. How shall we help them then? And most importantly, many of our pupils in the govt. schools are the beloved Domestic Helpers of some aunties and uncles. I really don’t know, whether the guardians do care to see if these young pupils have future or not. Again, I pose how? The three weeks went by so quickly and so swift. In the midst of learning and teaching the students, we do believe they gained something really worthwhile from our presence. The rigorous exercise of teaching after thoroughly planning the lessons was indeed, a very rich experience for the students’ community and for the teachertrainees as well. The homework assigned to them and the corrections, plus the class tests and class works, besides the sing-song entertaining methods to get them to learn must have made some mammoth impact upon the students. Means’ record of the survey process makes a valuable contribution to our understanding of the gradual growth of English colonial rule in the Naga Hills in the second half of the nineteenth century. Means’ prose is detailed yet readable, concise yet comprehensive. It is meticulously researched, with extensive reliance upon primary documents, especially correspondence from agents of the British government. Tribal Transformation will undoubtedly serve as a valuable text for students of Nag a history at both the secondary and university levels. It will be an invaluable asset to students of Naga history in particular, but also more generally to those interested in the gradual spread of British colonialism in India. The only regret to be expressed regarding this book is that Dr. Means’ demise after battling ALS (Lou Gehrig’s disease) came prior to the manuscript’s completion, leaving us without his concluding chapter on the development of colonial rule of the Naga Hills. With his death we lost a great scholar of Indian history, as well as a great friend to the Naga people. That is what makes this book – the legacy of his years of devotion and research – all the more valuable and worthy of wide readership. It will hopefully educate generations of future Indians about the history of the northeastern region of their country and inspire many of them to delve more deeply into the history of the Naga Hills.

The CPO observes with regret to note the recurrence of factional killings in the district when people in other parts of the state are living in a relatively peaceful atmosphere. And when the Chakhesangs, as a community, are an active supporter and agent of peace and unity in the larger Naga society, the CPO reiterates its commitment to uphold the principle of nonviolence and shall continue to work for the unity and reconciliation of the Naga political groups. As such, the CPO shall not hesitate to term any Naga political groups as anti-social and anti-national if any of them is found indulging in activities which not only disturb the fabric of society but also destroy the spirit of nation building. The CPO also reviewed the existing system of taxation by the Naga political groups. Due to multi-taxation imposed on the people by different Naga political groups, the socio-economic life of the people has been adversely affected. But more importantly and alarmingly, this practice of multi-taxation is found to be strangulating the very spirit of Naga nationalism. The CPO therefore makes its stand not to endorse this form of taxation and sincerely appeals to various Naga political groups to consider the sentiments and plights of the people lest it results in sabotaging the national movement itself. The CPO offers its deepest appreciation to those Naga political groups who have heeded to the cries of the Naga people and are ceaselessly working to promote the spirit of toleration and reconciliation. DDCF against shifting of DC office, Dimapur • Says conveyance will be ‘unaffordable and unbearable’ • Handling law and order situation from distance will be ineffective and unsatisfactory Dimapur, august 27 (mExN): The Dimapur District Citizens Forum (DDCF) has submitted a representation to the Chief Minister of Nagaland opposing proposed shifting of the Deputy Commissioner’s office and District Court, Dimapur to Chumukedima village area. “The highest public utility office in the district to be shifted to a village area where even the basic public transport facility is not available is highly irrational and against public welfare,” stated the representation dated August 25, signed by DDCF president, Joseph Lemtur and general secretary, KK Paul.

Moreover, it added, even travel by private conveyance, from Dimapur to the new location, for one way, is a journey of not less than one hour, and “the same is to be borne by not less than 70% of the total population in the district as against the convenience of sizable population mainly of people from the rural areas.” DDCF also highlighted that the three “Mauzas” in Dimapur are the only revenue paying lands in Nagaland, the rest being governed by the traditional tribal landownership rights. The DC Office, which is the Collector's Office in Dimapur, is rightly located within Dimapur Mu-

nicipality right from the time the office was manned by Sub-Collector when Dimapur was only a subdivision. Thus, it asserted, nothing rationality is seen behind the reason for shifting DC office from Dimapur municipality to a remote village area, and added if the same is allowed, it shall be highly detrimental to the rights and interest of the people of Dimapur. NCSU closely monitoring SARDP-NE project

Kohima, august 27 (mExN): The Nagaland Contractors & Suppliers Union (NCSU) today stated that it is closely monitoring the Special Accelerated Road Development Programme (SARDP)-NE project in Nagaland for the interest of the public and local contractors. The NCSU had written to Prime Minister of India (Dated 4.10.2011) and subsequently to Ministry of Road Transport & Highways (MoRTH) (three times during UPA government) for effective implementation

of the project pertaining to 2-lane construction of Longleng- Changtongya road, Mon- Tamlu- Merangkong road, Phek- Pfutsero Road and Zunheboto- Chakhabama, according to NCSU president Pele Khezhie. However, Maytas & Gayatris (JV) had failed to complete the project within the stipulated time, which expired on February 2014. Nevertheless, Khezhie asserted, the NCSU will continue to pursue with the authority concerned to expedite the work into a reality.

NCSU also clarified that the sole authority of the project is vested on MoRTH and Nagaland National Highway Chief Engineer, and not “so called agency” as reported in media. In this, NCSU stated that the local contractors should not be misguided by any agency. Meanwhile, the NCSU will be convening a consultative meeting with the civil societies, village councils, NGOs concerned for successful implementation of SARDP project in the state, it added.

US Consul General meets CII and YI, Nagaland Chapter

A

small urban inter-ethnic community in the depths of Maharashtra has been working over the years on improving its locality. In the small area available to it, the community has been able to begin the task of setting up a rainwater harvesting mini plant. Being an extremely dry area, it had to begin with allocating some community land towards planting a large number of trees, planning the space in a way that allowed for maximum ground water restoration. As the temperature in the area cooled down over the years, water scarcity slowly inverted and brought the significant realization that people’s participation in governance is key to improving lives. More initiatives were taken up by the people along with their local government representatives—politicians and bureaucrats were taken into the loop, with the consideration that the space being developed was co-owned and co-inhabited by all. Today Aurangabad is one of the best developed towns in Maharashtra down to the micro level. State representatives and citizens participate equally in sharing ideas and implementing them. The State, on its part, created platforms that citizens can approach without intimidation or cynicism—local MLAs are easily approachable, funds available for development are made known and creative ways to win-win solutions are sought after. What makes Kohima or Dimapur such exceptions then, despite the much-publicized Nagaland’s pet project of communitization? Governing bodies and the governed care little for each other, for one. In the severe lack of money in the economy, government funds, meant for equal distribution to all, are looked on as ways of filling up the long chutes of individual pockets. Whoever is able to gain access to the information on the funds, through whatever means, is able to take advantage. The rest are reduced to agitating bodies consistently having to lay claim to basic rights. Clearly lacking in the Government of Nagaland and its senior workers is a sense of ownership towards the Government itself and a sense of sisterhood with the masses. Problems are squarely blamed on the Government of India though the two are meant to be the same unit with different roles. Neither creates a platform to interact with the people except when ‘people’s consultations’ are called for. Exceptional measures that always keep the people, and their voices, at a distance. Self determination of a people, an ownership of their present and future, remains elusive through the current system in place—development is just an externality that someone else is responsible for. The past few years of agitations by Nagaland Government employees for basic entitlements and other citizens for social justice should be understood carefully by those running the State machinery. As long as the Naga people are made to rely on external imposition and bribery, no true progress will be possible. Roads, or a culture of work, are not built through external ideas of integration with another political entity but through reliance on the community and strengthening it by enhancing its real political participation towards its future. Nagas and Rock Music

W

hen we were young, rock concerts were the biggest happenings in town. It came only once or twice a year. So you can imagine the anticipation and sparkle in the eyes of every boy. Never heard of MTV then and VH1 was not born yet. Our expectations and demands from the bands were simple, clear and raw. The lead vocalist should sing and sound exactly like the original singer; nothing more nothing less. So, great imitators became instant hit. But the ultimate award for best vocalist was reserved for the one who could sing the highest pitch. Only cover versions then. In fact we thought Nagas don’t compose ‘rock’ songs. The lead guitarist was the next important member. Actually the fate of the band greatly rested on his fingers. Just as the vocalist, he should play exactly as we have heard on ‘tape’ records. Modifications and alterations were not allowed. If he misses, he has to wait for another concert to prove. Cruel huh! By the way we just assumed that there was no guitarist in Nagaland who could play Deep Purple’s Highway Star! Next was the drummer! Well, there was only one criteria – the one who could play the fastest “rolling” (beats) was the ultimate hero. Our ears were not yet penetrated by the sounds of Tamas and Pearls. Just beat crazy. However, the overall rating of the band was based on one last thing: stage movement (performance). Sadly to our dismay, there were not much stage movements. Maybe they were so scared to err coz we were damn good critics! Jokes aside, some of them were damn good; great talents even by today’s standard. No supporting gadgets and equipments like now. The sound was ‘organic’ - rustic, unrefined but beautiful. I tell you, there is nothing like the raw guitar sound and I’m still in love with it. So the bands came and went leaving our young hearts wanting for more. Glad they came – we had something to talk about whole year round and keep us busy. Those who were lucky enough to catch our hearts were eulogized beyond their capacity. What to do – the other boys were not there at the concert and after all exaggeration is human nature. Well, we had a band too, me and three friends. And let me make an honest confession: the most difficult lead break for our young fingers was Scorpion’s Always Somewhere. After much practice one of us was able to play it finally and we were all in awe. We thought all the girls would go gaga over him ha! Those were the days of our lives, musically - Just a sneak peek. Queer and funny but that was it. Young and glee and breaking free! It’s all gone now but always afresh in my heart. Now look, how far we have come! In fact when I compare then and now, my eyes get moist with joy. Our boys are on TV 24x7 and the whole world watching! We have internationally educated and trained musicians. We have guitarists who can move their fingers at almost invisible speed and drummers playing like machines. All glory and honour to God! And lastly, wherever they are, I salute those pioneering bands who have laid the foundation. After all, every glory has a humble beginning. Thank you for the joys and funs you have brought into our lives when life was so dry. Thank you for the music!

Let's end this madness in the Global Debt System in a new era of economic emancipation for the vast majority of the world's population.

Out of the hardship of Argentina's imposed default comes the possibility to end debt dependence once and for all

rgentina's debt default imposed by US Judge Thomas Griesa and his earlier court rulings in favour of vulture funds NML Capital and Aurelius, will have enormous ramifications for the global debt system. The ruling effectively declares that the rights of a handful of wealthy investors to earn enormous profits supersede those of a sovereign nation to protect its citizens under international law. The decision has also set a legal precedent: Now that investment funds know that they can successfully appeal to the courts to claim millions of dollars in profits on their original outlay, any incentive they once had to restructure the value of their bonds following debt defaults has now been removed. This will not only drain the already depleted treasuries of indebted nations, it will also create farreaching instability in the global financial system, as the IMF has warned. However, the damage caused by a lack of regulation of speculation is not a concern for only poorer nations. Indeed, vulture fund activity has recently intensified closer to home with Aurelius' investment in the UK's Cooperative Bank having forced it to abandon its mutual structure in 2013, and Elliot Management's CEO Paul Singer squeezing huge payments from the Greek government during the eurozone crisis by threatening to create a mass default of banks across Europe. An unregulated debt system for and vultures Yet while citizen groups like Jubilee Debt Campaign have successfully encouraged the British Parliament to approve a landmark law that restricts vulture funds from suing the poorest countries in UK courts, the current rules of international financial capitalism remain massively stacked against those nations. The vultures' growing lobbying power over elected representatives and the media mean that their potential to inflict political damage upon opponents leaves ever-fewer regulatory checks and balances available. Neither President Barack Obama nor the United States Congress has shown the political will to introduce similar legislation. Recently the US State Department refused to accept Argentina's lawsuit against it at the International Court of Justice for violating its sovereignty, illustrating the futility of existing global governance institutions. lcohol Prohibition is an issue that has been heatedly discussed everywhere in the state, and It is important that we see the impact and the outcome of prohibition of alcohol in our state. We all know that it was started with a good cause, and we still believe that having a dry state would have greater impact in developing and moving towards a socially cleaner state. Unfortunately we have seen that this had failed in application. Alcohol is available more than ever and is continuously rising in demand. This article does not cover the downside of consumption of alcohol and what harm it does to that person and the environment around that person nor this article is not meant to encourage or discourage anything in regards to consumption of alcohol rather this is just an understanding of the possible outcome that we are facing as a result of the prohibition. Prohibition and Crime: America, the world’s most powerful nation could have implemented an effective prohibition back in the 1920's but what happened as a result of prohibition, we all know, it gave birth to the strongest and the most well organized crime network in the history of USA, led by one of the biggest gangsters in the united States, “Al Capone” who once said "All I do is supply a public demand (Alcohol)". Prohibition was ratified as the 18th constitutional amendment in USA, illegalizing the production, distribution, and consumption of alcoholic beverage. At the end it did not curb the desire of the citizens from consump-

the world's poorer countries, they remain trapped in a historical cycle of dependence upon the institutions of western financial capital, like the IMF, the Paris Club, and hedge funds - which also locks them into a politically subservient relationship with G8 countries. Yet in terms of how national governments in Africa, Asia, and Latin America might seek the necessary finance to pay their bills while also upholding their central role as health, education and, social protection providers, many have learned lessons from the irrevocable damage created by these western lenders' 1990s free market conditionality. They refuse to go back. A challenge to western financial hegemony However there are two emerging avenues which may end this relationship of dependence and provide new-found economic sovereignty for such countries: The first - favoured by many left-leaning Latin American "pink-tide" governments - involves significantly reducing reliance on western lenders by pursuing alternative and ostensibly less-harmful sources of finance. This politically expedient move has gained credence following last month's foundation of the New Development Bank by the BRICS nations (Brazil, Russia, India, China, and South Africa), as well as favourable lending terms from the regional Americas fund BancoSur and, most importantly, the increasingly influential role in global finance of the People's Bank of China. However, there are two problems with this strategy. On the one hand, as China asserts its political and economic authority in the Global South through foreign direct investment, bilateral trade deals, and loans, it presents the danger of repeating old relationships of dependence. On the other, this option will do nothing to help countries like Jamaica, Pakistan, El Salvador, Philippines, and Tunisia to escape from historical debt burdens. With developing countries' total outstanding external debt having doubled to $5 trillion since 2005, the system will keep generating debt crises regardless of who plays neoliberalism's "banker". Without fundamental change in the rules of the game, even those countries like Ghana, which initially benefited most from debt cancellation in 2005, are heading back towards high debt payments. But a second, more congenial option exists: Press for the establishment of an International Debt Court under United Nations auspices, with a specific brief to regulate against harmful speculative practises committed against states and conduct public audits to determine the amount of debt in each country that can be deemed "illegitimate" due to the illicit actions mentioned above. In this way, a large proportion of national debts could be legally written off, ushering

Striking debt illegitimacy while the iron is hot But how realistic is this possibility? To start with, it is important to highlight the unprecedented groundswell of global solidarity for Argentina against the vulture funds. This includes support from the 134 nations in the G77+China - which affirmed the right of sovereign states to negotiate debt-restructuring efforts - as well as the BRICS, the Union of South American Nations, and a plethora of internationally respected economists, politicians, and NGOs. This momentum must be seized upon to openly challenge the legitimacy and indeed legality of both external debts themselves and subsequent speculative investments made in them on the table of casino capitalism. Indeed in Argentina's case, debt origins can be traced to the brutal military dictatorship of the 1970s and 1980s. Accrued unconstitutionally and immorally by a genocidal regime that "disappeared" 30,000 of its own citizens, Judge Jorge Ballesteros' ruling in the Olmos Case in 2000 found the debt to be "fraudulent and arbitrary", having been accumulated following 400 separate corrupt, fraudulent and illegitimate acts. The basic legal principle is that no illicit action can later serve as the basis for a legal act such as NML and Aurelius' bond purchases. On that premise, all the successor debt falls, nullifying the value of investments made in it including the vulture funds' bond purchases after Argentina's 2001 economic crisis. Then there is the fact that several countries have already performed public debt audits and have not only survived, but boast thriving economies today. For example in 2008 Ecuador's President Correa established a Commission which found 70 percent of its debt to be illegitimate. Through partial default and selective buyback, the country's debt burden was slashed by $3bn. It currently stands as one of the fastest-growing economies in the region. In Iceland, people voted to refuse to take on their banks' foreign debts and have gained immensely, with the economy booming and unemployment down to 2 percent. Meanwhile in France, a citizen's audit found 60 percent of its public debt to be illegitimate. Public debt audits are feasible and refusing to pay does not mean financial Armageddon, especially if conducted by a supranational authority. Then there is the matter of whether the world's leading countries would agree to such an arrangement. Here one can look to the World Bank's international investor dispute regulator, the International Centre for Settlement of Investment Distputes, and the International Criminal Court, which both operate successfully in the absence of full ratification by major global powers. In the latter instance, half of the world's nations, including the US and China, are not party to the treaty acknowledging its authority. Growing public support in the Global North for an international debt court would surely soon force the remaining G20 nations to join. Finally one must ask whether the "losses" incurred by such debt right-offs would strain the existing financial system. Despite normative assessments about the desirability of such a scenario, nothing could be further from the truth. The hedge and private equity funds which have speculated on such debts are not shareholder companies. Losses would thus be largely confined to multimillionaire fund executives, while the global benefits of growth, job creation, poverty reduction, and wealth redistribution that result from debt burdens being vanquished once and for all would be truly unimaginable. Establishing such a court is worth a try. The people of the world have nothing to lose but their (debt) chains. And if you ask anybody associated in this business if they want liquor to be legalized it’s plain simple that they don’t want it stopped, they want liquor to be illegal so that illegal activities would entail and make them richer, in fact why would any mega business that’s dealing with 800-1000 crore per year (in Nagaland)would want it stopped, they

simply just want that the madness continues so that they continue to get rich. They don’t want it stopped just the same way as the other legal institutes and organizations; the only difference is that they have totally different interests. Result of Unregulated Market: Alcohol has become an unregulated market in which anything can happen and which eventually would become impossible for any organization to control. And without control it’s hard to regulate areas of concern like keeping it out of the hands of our children. Could there be a better way of determining children from drinking? Like in other states and countries where liquors are legal and there are age restrictions for consumption and sell of alcohol. Buying alcohol has become as easy as buying a bottle of water. Now it is available in every corner, every junction, even near schools and religious institutions, and is available at any time, any day and available to any customer, both young and old. And if we can’t control the sale of a product how would it be possible to keep it away from children. Could we find a way to control and regulate the market just like in other states?Is there a way we can eliminate the high crime levels;and apply strict laws like "No sale of alcohol to under-

age" and "No drinking and driving" which would effectively determine decrease in road accidents?So far we have no such laws being implemented because alcohol is considered illegal. A person that consumes liquor will find no matter what, and the state where alcohol is legal is just few minutes away so it’s not impossible not to find alcohol, as far as this is concerned we cannot legislate morality. One person can say it’s immoral to legalize just as much as someone could say it’s immoral not to legalize it. This issue will never end anywhere, what we need is to have a rational policy debate by talking about the consequences and the outcome. At the end of the day it lies with our moral responsibilities.To know what is right and not to do what is wrong, the free will instilled upon man by God it cannot be controlled by any law, eventually we decide what we do, whetherit’s good or bad and this knowledge of good or bad starts early at home, religious institutions and schools where we learn about moral science, “alcohol is injurious to health and environment around you” should rather be taught, now if we look at other cultures and religions, they teach this at an early age in their own respective institutions which is why when they grow up they are socially responsible individuals. My Take on FIFA World Cup 2014 A

fter about a month of battling it out under the hot Brazilian sun, the ever-consistent Germans were crowned the World Champions for the fourth time. From the start of the tournament, Germany looked impressive, formidable and was certainly the team to beat despite the fact that the host nation Brazil were tipped to be the favorite to win their 6th World title on home soil. Germany might not have boasted of any world or European player of the year in their squad… but when it comes to big tournaments, Germany has always played the best football as a coherent and cohesive team. As is rightly said by someone “Football is a game which you play for 90 minutes at the end of which Germany wins”. For a long time now, Brazil has been hailed as the greatest footballing nation on the planet. But after this year’s world cup, a big question mark has emerged over this often repeated statement. Of course, Brazil is still the only nation with five World Cup titles under its belt. But Italy and Germany are not far behind with four titles each. And when it comes to making the quarter-finals and semi-finals of the world cup, Brazil is nowhere near Germany. The FIFA World Cup comes every four years and it is rightly said that four years is more than enough for a new soccer superstar to emerge from Brazilian soil. This time it was Neymar….but a new Brazilian star may already be in waiting to over-shadow him by the time the next tournament comes. On the contrary, Germany cannot boast of such extra-ordinary natural individual talents emerging from its soils every now and then or every four years. In fact, I cannot recall any German footballer winning the coveted ‘World Footballer of the Year’ title in the last 10 to 15 years. But I believe that football is a team game and individual brilliance may save you sometimes but not always. And this is the reason why the German football team can never be ruled out when it comes to big tournaments like the World Cup or European Cup. This is so because Germany is usually the one team that always reminds us how football is to be played as a team. Thus whether it is Christiano Ronaldo, Lionell Messi or Neymar they are playing against, the German team has always been able to sideline and overshadow the extraordinary brilliance of these individual talents. When the era of Lothar Matheues, Rudi Voeller, Andreas Brehme and Jurgean Klinsman ended in the 1990s, many thought that it might take a very long time for Germany to impress again in the world stage. But we have been proven wrong. In 2010, Germany came into

the World Cup with three young players, namely Mesut Ozil, Sami Khedira and Thomas Mueller, and the whole world once again saw in them potential World Cup winners. Many openly proclaimed that Ozil, Khedira and Mueller were the finds of the 2010 tournament. And now (2014) we realize why they were proclaimed so. We talk about the Brazilian Samba, the Spanish short passes, the Italian defense and the Argentinean talents. But when Germany is out there in the field playing their modest and unassuming team soccer, all of these will be nowhere in sight. For instance, Brazil has been hailed as the greatest footballing nation on the planet for a long time now. But during this year’s semifinal match, it was Germany who stole the show and made the Brazilians forget how to play soccer. More than 80 years ago, Adolf Hitler propounded that the German race was a superior race and he tried to woo the Germans on this propaganda. And while watching the Germans play in this year’s world cup, I

was forced to wonder whether there was indeed any truth in this theory of Hitler. When it comes to football on the big stage, many a times the Germans do play like a superior race. This time around also, especially in their matches against Portugal and Brazil, the Germans played like a superior race from another planet. The three most talked about players in the build-up to the tournament were Ronaldo, Neymar and Messi. And it is interesting to note that Germany played against all Portugal, Brazil and Argentina and totally eclipsed these football geniuses. If we recollect the Germany-Portugal match, it is hard even to remember that Christiano even played in the match. Neymar did not play in the Germany-Brazil encounter, but I doubt whether he would have made any difference even if he had played in the match. In the final match also, credit goes to the Germans for keeping Messi quiet through out the 120 minutes. I became a fan of Diego Maradona and Argentina when I watched my first FIFA World Cup in 1990. It was

Germany who beat my team in the final that year. In the subsequent World Cups also, I always cheered for Argentina and looked for a team that would beat the Germans. But in the previous two world cups also, it was Germany who eliminated Argentina. Therefore, this time around when Germany and Argentina reached the final, I knew I was in for something special and I really wanted Messi’s team to have their revenge for all those knock-out punches delivered by Germany in the previous tournaments. But unfortunately the result did not turn the way I had wanted. I certainly am not a fan of Germany. But here I am forced to write about them and praise them as well because they have impressed me also this time around. They demonstrated that they were in Brazil for nothing else but only to play and win. They came to Brazil neither with flashy hairstyles / tattoos nor with some new ways of celebrating goals or for any individual glory. They simply came to play as a team, score goals and take away the most coveted cup and that was exactly what they did. The Germans also impressed me with some of their utterances. In the semi-final match against Brazil when they were leading 5 – 0 at halftime, they decided in their dressing room that they would not try to humiliate Brazil further by scoring more goals in the second half. Before their final date with Argentina, when they were asked to comment on the big match ahead, the Germans responded quite impressively. They did not say they would beat Argentina; they also did not praise Messi or Argentina, they also did not boast on their previous records or say that Germany is better than Argentina. But they said that their only focus was to go out there and get the job done. I guess that was the best way to convey one’s commitment and self-confidence without demeaning the other party. Coming to the goal scored by Germany’s wonder boy Mario Gotze in the final match against Argentina in the 113th minute, I wonder whether we actually realize how difficult it would be to score like that under such intense environment. To run into the penalty box with such lightning speed, then control the ball with one’s chest and put it down to one’s left foot and then shoot it into the back of the net in the blink of an eye is really exhilarating, amazing and unbelievable. We talk about Messi, Christiano and Neymar but I wonder how many times these players have scored a goal like that with such speed, control and precision…in the end it was a goal worthy enough to win the World Cup…..

A Narrative

efore the advent of the British into the Naga Country, the Nagas lived in Village republics and were free from any external interference and domination. With the coming of the British, boundaries were redrawn arbitrarily to suit their administrative convenience and also to keep the allies of the British in good humor. As a consequence, the Naga territories were placed in the different states of Assam, Arunachal Pradesh, Manipur and Nagaland in India and some part in Burma. During the First World War in 1914-1918, Nagas rendered their service in the Labor Corps of the British force and went to France as British subjects. This journey across the land and seas fostered the concept of Naga Nationalism. In 1918, the Naga Club was formed by the union of educated Nagas and the foundation of future Naga Politics was thus laid. Naga politics and the fight for their rights, land and people 1) The Naga Club submitted a memorandum to the Simon Commission at Kohima on 10 January in 1929 demanding in clear terms that the Nagas should be left alone as before when the British leave India. 2) In 1930-32, the “Naga Raj” movement was launched by Haipou Jadonang, a Zeliangrong Naga and Rani-Gaidinliu, his cousin sister in the then Tamenglong sub-division to free the people from the yoke of the colonial rule. The former was hanged by the British on 29th August, 1931 at Imphal Central jail and subsequently Rani Gaidinliu was arrested and jailed. 3) The Nagas of Manipur were independent of the Manipur Raja before the advent of the British. Even after the British came, they were administered by the political department of the British Crown. The Manipur Raja and his Darbar administered only the valley area till 15th August 1947. 4) As the departure of the British became imminent, Naga leaders, both in Manipur and in the then Naga Hills District of Assam began to seriously ponder over their political future. Thus the Naga National Council (NNC) was formed by the Naga people in February 1946 to fight for their rights, land and people. 5) On the other hand, in September 1946, the Naga National League (NNL) was organized to consolidate the Nagas of Manipur in order to bring together the Naga people separated by colonial boundaries. The members of the Working Committee of the NNL were as follows – 1. Athikho Daiho : President 4. Hepuni Prajii : Vice-Secretary 2. Ng. Thaiso : Vice-President 5. Kapani Kashiprii : Treasurer 3. N. Modoli : Secretary 6. Kholi Puni : Assistant Treasurer 6) In the same year (1946), the Government of British India proposed the creation of a North Eastern Frontier Province including Manipur, Tripura and Assam. Hijam Irabot, the Meitei leader, quickly formed an organizing committee with himself as the Chairman and opposed the creation of the North Eastern Frontier Province and instead demanded a Legislative Assembly for Manipur for which a memorandum was submitted to the Governor General of India. 7) To the dismay of the Nagas, against their wishes to live together with their brethren of the Naga Hills of the then Assam, the Government of India decided to grant a Legislative Assembly in Manipur. At this juncture, Mr. F. F. Pearson, President, Manipur State Darbar hurriedly constituted the Manipur State Constitution and the Manipur State Hill Peoples (Administration) Regulation Drafting Committee to work out an interim administrative arrangement for Manipur before the lapse of the British Paramountcy. Mr. A. Daiho and Mr. Tiankham, representatives of hill tribes in the Committee pointed out that the draft constitution should incorporate the following clause - “the principle of equality and freedom as applied to all without distinction of caste, creed and race shall include the right of any section of hill people to secede at the end of five years period should the condition within the constitution not be satisfactory”. Mr. A. Daiho and Mr. Tiankham made it clear that if the clause was not incorporated they would not be party to the constitution. When the draft Constitution was submitted to the Maharaja of Manipur on 15/5/47, Mr. F. F. Pearson, Chairman of the Constitution Drafting Committee, drew the particular and personal attention of the Maharaja to the dissension of the representatives of the hill tribes. 8) Shortly after, in June 1947, the 9 Point Agreement was signed between the NNC and Sir Hydari, the Governor of Assam. Clause 6 of the Agreement, provided for the integration of the contiguous Naga areas into one administrative unit and Clause 9 provided for the right to determine their political future after an interim period of 10(ten) years. The Government reneged on the terms of the agreement. 9) A Naga delegation met Gandhiji on 19 July 1947 at Bhangi Colony, New Delhi and told him of their resolve to declare their independence. Gandhiji told the delegation that “Nagas have every right to be independent. We did not want to live under the domination of the British and they are now leaving us. I want you to feel that India is yours. But if you say that they are not mine, the matter must stop there. I believe in the brotherhood of man, but I do not believe in force or forced unions. If you do not wish to join the Union of India, nobody will force you to do that”. When his attention was drawn to the threat posed by Sir Akbar Hydari to use force against the Nagas if they refused to join the Union of India, Gandhiji exclaimed! “Sir Akbar Hydari is wrong. He can not do that……. I will come to the Naga Hills; I will ask them to shoot me first before one Naga is shot”. Assured by Gandhiji’s words, the Nagas declared their Independence on 14th August 1947, one day earlier to the Indian Independence day.

10) After 15th August 1947, when the paramountcy was transferred to the Maharaja of Manipur without the consent of the hill people, the NNL stated the Nagas of Manipur will not remain with the Meiteis since the latter had never conquered the Nagas and declared that it would be impossible for the Nagas to preserve the best of their culture, tradition, customary laws and political practices should the Naga people and their land be split up and placed under different influence and politics. The NNL expressed their strong desire to merge with the Naga Hills District of Assam through the BOYCOTT of the preparation of electoral rolls in Naga areas. 11) The President of the NNC wrote in his letter dated 26th August 1947 to the Maharaja of Manipur that the “right of secession “(from Manipur) demanded by the hillmen at the end of five years should be accepted for paving the way for goodwill between the hills and the valley and also the State and the NNC as a whole. 12) In the memorandum dated 24/1/48 addressed to Sardar Patel, Deputy Prime Minister of India, the NNL along with Naga chiefs and headmen stated that the Nagas of Manipur will accept nothing short of consolidation of contiguous Naga areas under one administrative unit by the Government through the immediate provincial authority. 13) Shortly after, another Memorandum dated 9/3/48 was submitted by the President NNL to the Ministry of States, Government of India stating that, since no response to the persistent submissions made to the successive Governors of Assam and Government of India had been forthcoming and also because of the innumerable tactics of the Manipur State Government to suppress the rightful demand of the Nagas and other hillmen, a no-tax campaign would be launched and they would desist payment of revenue to Manipur State but pay the same to any such authority as may be determined by the provincial Government acting on behalf of the Central Government. 14) In spite of the democratic demand for consolidation of contiguous Naga areas under one administrative unit and the explicit opposition to the Manipur State Draft Constitution by the tribe representatives, the General Election under the Manipur State Constitution Act 1947 was held in June 1948. The Nagas boycotted the election. 15) The “NO TAX CAMPAIGN” 1948: A landmark in the history of political movement of the Nagas of Manipur. Thus the “NO TAX CAMPAIGN” was launched when Maharaj Kumar Priyobrata Singh was the Chief Minister of Manipur. The Nagas in Manipur refused to pay the annual House Tax to the Government of Manipur and under the aegis of the NNL submitted their annual house tax to Charles Pawsey, D.C. of Naga Hills of Assam at Kohima. It was an act of defiance against the Authority of the State, under which the Nagas of Manipur had been placed without their consent. It was also a means of putting pressure on the Indian Government for securing the merger of the Nagas in Manipur with the Naga Hills District. “27th August 1948 “MARTYRS’ DAY” : The Manipur Maharaja, Budh Chandra was in good terms with Sir Akbar Hydari, the then Governor of Assam, who was requested by the Maharaja to send a contingent of Assam Rifles to arrest Mr. A.Daiho. Sir Akbar Hydari, well known for his anti Naga political stand, gladly approved and dispatched a contingent of 4th Assam Rifles along with State Police equipped with rifles and machine guns, to Mao Gate on 27th August 1948. The Assam Rifles took position in and around Mao Inspection Bungalow in war like fashion and indiscriminately fired at the volunteers/ students of the MaoMaram Tribal Council (now Mao, Maram, Poumai, Thangal and Upper Zeliang) who were blocking the road leading to the residence of Mr. A. Daiho. In the firing, the followings were shot dead/grievously wounded by the Assam Rifles:

Many other male and female volunteers and students received injuries from bullets, rifle butts and boots of the Assam Rifles and Manipur Police on that day. The indiscriminate firings and use of violent force dispersed the demonstrators and the two leaders viz. Mr. A. Daiho of Song Song village and Mr. N. Modoli of Tunggam village along with Mr. Kaikho Dili of Tadubi and Mr Athikho Sibo of Song Song were finally arrested. All the dead bodies, injured persons and arrested leaders were herded away to Imphal in the Assam Rifles convoy. The Naga brethren from the neighboring Naga Hills district, who had come to show their solidarity with the Nagas of Manipur, followed the convoy till Kangpokpi. After being kept at Imphal Central Jail, Mr. A. Daiho and Mr. N. Modoli were shifted to Dum Dum Central Jail as political prisoners. 16) Though the campaign was forcibly suppressed the seeds of political aspiration sown during that critical time never died. Having realized the futility of the non-violent movement to secure their inalienable right to live together with the rest of the Naga people, the Nagas of Manipur took to arms and became a part of the mainstream armed movement spearheaded by the NNC. The armed conflict that followed saw the signing of the first Indo-Naga Cease-fire which came into effect from Sept. 6th 1964 and lasted till 1967. It was operational in the entire Naga inhabited areas of the north east region. The 1st Cease-Fire period saw 6 rounds of talks between the Nagas and the Government of India (GoI) which could not proceed with concrete prog-

ress due to lack of political vision and will of the latter. Thus armed conflict between India and the Nagas continued over the decades and has finally culminated in the second Indo-Naga Peace Process marked by the second Indo-Naga Cease-fire that came into effect on 1 August, 1997, which today offers to bring about a lasting and honorable solution to the Naga issue based on the recognition of the unique history and situation of the Nagas. 17) The inherent and organized expression of the desire of the Naga people to live together also continued as a civil movement of which the United Naga Integration Council movement of the 1970s has been well documented. On 4th Aug.1972, in the joint agreement signed between All India Congress Committee and Manipur Pradesh Congress Committee on one side and United Naga Integration Council on the other side, the Congress Party stated that it does not oppose Naga integration movement nor considers the Naga integration movement as anti-party, anti-national, anti-state or an unconstitutional activity. The demand of the Naga people for integration of the contiguous Naga areas into one administrative unit also finds clear mention in the 16 Point Agreement of 1960. 18) Over the years public declarations have been made and memorandum demanding Naga integration have been persistently submitted and pursued by the Naga people. On 11th & 12th March, 1999, the Naga Hoho, the apex tribe based organisation of all Nagas, during its 6th Session at Dimapur passed the resolution on Naga Integration as follows – “The Naga Hoho put it on record that it stands committed for integration of all Naga territories and its people under One Political roof; and also it considers the present Nagaland state as a temporary measure Pending Final political settlement of the Naga peoples aspiration which shall be a bounden duty of the Naga Hoho to strive for.” On 8th and 9th August, 2001 the first Naga Peoples’ Convention (NPC), the apex decision making platform of the Nagas of Manipur was held at Tahamzam (Senapati) and declared “…that our identity and history have to be defended and preserved at all cost, and the firm political stand of the Nagas of Manipur is to uphold the resolution of the Naga people for integration of all Naga areas under one administration”. The 2nd NPC was convened on 4th of November 2005 at Tahamzam which reiterated the 8-9 August, 2001 Declaration and to further the realization of the declaration, the NPC also declared the Launching of Non-cooperation and Civil disobedience movements against the Government of Manipur. In the subsequent “Declaration and Memorandum” submitted to the Prime Minister of India on December 15, 2005 at New Delhi, the Chiefs/ Chairmen/Headmen of Naga villages in the present state of Manipur stated in no uncertain terms “…that any honourable solution to the Naga peace process must begin with the unification of the Naga areas.” The 3rd NPC of the Nagas in Manipur was convened on 1st July, 2010 at Tahamzam in the wake of the imposition of ADC Act, 2008 (3rd amendment) and election thereof, the ban on entry of Th. Muivah, the Naga negotiator to his native place and indiscriminate firings yet again by Manipur state forces at Mao Gate of 6th May, 2010 in which 2 students, Mr. Dikho Loshou and Mr. Neli Chakho were shot dead and hundreds injured. The 3rd NPC established the position of the Nagas on the basis of the unmistakable facts that it is impossible to protect their right to life, land, time-honored institutions, customary practice and values under the administration of the dominant and communal Government of Manipur (GoM), and that their history with it, has clearly confirmed the harsh reality that the GoM has never recognized and respected the identity and dignity of the Naga people. It was declared the Nagas will sever all political ties with the communal Government of Manipur and because of the severance of ties; the vacuum in governance and administration created thereby must be filled with an alternative arrangement by the Government of India in consultation with the Naga people at the earliest possible time. Consequent to this declaration and submission of the demand to the GoI, the latter initiated the democratic process of dialogue at the tripartite level of the GoM, GoI and the Nagas of Manipur under the aegis of the UNC on the demand for an alternative arrangement outside the communal GoM pending settlement of the Indo-Naga issue and it has logically progressed to a stage where a high powered committee would be set up by the GoI to translate the demand into a political reality. Thus, in the political movement of the Naga people, particularly in Manipur, the issue that was brought to a crisis on the awesome day of 27th August, 1948 has great significance. It consolidated the political consciousness of the Nagas in Manipur and provided a firm foundation for the peoples’ movement for protection of their history, their land, their identity, their traditional institutions and culture and most importantly for their collective and undivided future as a people. While we observe this day in respectful memory and honor of those who suffered and made the ultimate sacrifice for the integration of all Nagas sixty six years ago during the No-Tax campaign , the Mao Students’ Union had perpetuated this day in memory by observing it as “The Martyrs’ Day”. Being a landmark in the history of political movement of the Nagas in Manipur in particular and all Nagas in general, the observation of “Martyrs’ Day” was taken up by the UNC with the Mao Council as the Local Organizing Committee since 27th August 2005. May this day of our collective remembrance of those who gave their lives, blood and tears on 27th August, 1948 strengthen the resolve, the sense of direction and unity of purpose of the Nagas to live together as a people with dignity and honor.

PM approves committee to review obsolete laws New DelhI, August 27 (IANs): Prime Minister Narendra Modi Wednesday approved the constitution of a committee to identify obsolete laws, an official statement said. The committee will submit its report within three months, so that a comprehensive bill can be introduced in the winter session of parliament, based on its recommendations. The committee will examine all Acts recommended to be repealed by the Committee on Review of Administrative Laws, which was appointed by the government of Atal Bihari Vajpayee in 1998. “The prime minister has expressed concern that out of the 1,382 Acts recommended for repeal by that committee, only 415 have been repealed so far,” the Prime Minister’s Office said. “He has called for a focused and result-oriented exercise to systematically weed out archaic laws and rules. The committee will also examine acts and rules which may have become obsolete within the last 10 to 15 years.” The committee will be chaired by PMO Secretary R. Ramanujam. Former secretary of the legislative department V.K. Bhasin will be its other member.

Air India is selling tickets for Rs 100 (taxes extra) for five days from today — to commemorate the merger of erstwhile Indian Airlines and Air India on this day in 2007. Some users who tried to go to the website got a ‘Service unavailable’ message. For others, the page would not load. “On this occasion Air India is launching the Air India Offer for its travellers. PMO, BJP back Rajnath after he threatens to quit New DelhI, August 27 (IANs): The Prime Minister’s Office (PMO) and BJP president Amit Shah Wednesday came out in support of Home Minister Rajnath Singh after he threatened to quit over charges of unexplained misconduct levelled against his son. ‘Toilets key to improving child health in India’ New York, August 27 (IANs): Building toilets and reducing open defecation is the key to significant health benefits for young children in India, a promising study by an Indian-origin researcher shows. A team of researchers led by Sumeet Patil from School of Public Health, University of California at Berkeley, and the Network for Engineering, Economics Research and Management in Mumbai conducted a randomised trial in 80 rural villages in Madhya Pradesh. The idea was to measure the effect of India’s total sanitation campaign - an initiative to increase access to improved sanitation throughout rural India - on household latrine availability, defecation behaviours and child health.

A total of 5,209 children aged under five years and 3,039 households were involved in the study. “We found that the campaign intervention increased the percentage of households in villages with improved sanitation facilities by an average of 19 percent,” Patil said. In the intervention villages, an average of 41 percent of households had improved latrines compared to 22 percent of households in the control villages. The intervention also decreased the proportion of adults who self-reported the practice of open defecation from 84 percent to 73 percent. “However, the intervention did not improve child health as measured on the basis of multiple health out-

Lalu undergoes three surgeries

MuMbAI, August 27 (IANs): RJD chief Lalu Prasad Wednesday underwent a marathon 6-hr-15-minute-long surgery here to treat his heart condition, doctors said. His condition was said to be fine. “We performed three procedures on him - for an aortic valve replacement, an aortic repair and repairing a 3mm hole in the heart,” heart surgeon Ramakanta Panda told IANS after the surgeries. Lalu Prasad is now in the intensive cardiac care unit and is likely to be discharged within 10-12 days, said Panda, the chief of the Asian Heart Institute at the Bandra Kurla Complex here. “He tolerated the surgeries very well and I think he may be fit for part-time political activities in a fortnight and fulltime in a month,” Panda said. The RJD president was admitted to the hospital Monday, and was diagnosed Tuesday with aortic stenosis necessitating the surgeries.

The CCEA took the decision to provide the road transport ministry with contract amend powers so that it can remove impediments pertaining to procedural complexities. The CCEA statement said that against the ambitious target for award of 9,500 kms of road length for the financial year 2012-13, only 1116 kms could be awarded during the year by the National Highways Authority of India (NHAI) and only 1,436 kms against the target of 4,030 kms for the year 2013-14. “On analysis after consultations with all the stakeholders in the sector, it has been concluded that this shortfall is primarily attributable to an overall economic slowdown resulting in lack of availability of debt and equity in the market,” the statement further said.

New DelhI, August 27 (IANs): The Supreme Court Wednesday said the prime minister was not expected to make people facing heinous charges ministers although there can be no bar on who is taken into the ministry. A constitution bench said this in a majority verdict by Chief Justice R.M. Lodha, Justice Dipak Misra and Justice S.A. Bobde. Justice Madan B. Lokur and Justice Kurian Joseph gave separate judgments but concurred with the majority view. Chief Justice Lodha, Justice Misra and Justice Bobde said that while interpreting article 75(1) of the constitution, disqualification cannot be added to prevent a person facing heinous and serious offences including corruption from becoming a minister. The court said this while examining the scope and purpose of articles 75(1) and 164(1) of the constitution.

In 2005, a man named Manoj Narula moved the court regarding ministers with criminal past. In March 2006, the matter was referred to the constitution bench which heard it this year. Speaking for the majority, Justice Misra said: “The prime minister, while living up to the trust reposed in him, would consider not choosing a person with criminal antecedents against whom charges have been framed for heinous or serious criminal offences or charges of corruption to become a minister... “This is what the constitution suggests and that is the constitutional expectation from the prime minister. Rest has to be left to the wisdom of the prime minister. We say nothing more, nothing less.” The majority judgment said what was valid for the prime minister was also applicable to chief ministers. Justice Lokur said in a separate

judgment: “Not only is the quantum of sentence relevant but the nature of the offence that might disqualify a person from becoming a legislator is equally important.” He said the offences and the sentence to be awarded for the purpose of disqualifying a person from being elected to a legislature were matters for parliament to debate and consider. But Justice Lokur said: “This being the position, the burden of appointing a suitable person as a minister in the central government lies entirely on the shoulders of the prime minister and may eminently be left to his or her good sense.” Justice Joseph said: “I am of the firm view that the prime minister and the chief minister will be well advised to consider avoiding any person in the council of ministers against whom charges have been framed by a criminal court in re-

spect of offences involving moral turpitude and also offences specifically referred to in the Representation of the People Act.” While conceding the prime minister’s prerogative to select his ministers, the majority verdict said: “We cannot be oblivious of the three concepts: constitutional morality, good governance and constitutional trust.” Saying the prime minister has been regarded as the “repository of constitutional trust”, the court said the use of the words “on the advice of the prime minister” cannot be allowed to lose their significance. “In a controlled constitution like ours, the prime minister is expected to act with constitutional responsibility as a consequence of which the cherished values of democracy and established norms of good governance get condignly fructified.”

Global trash burning more polluting than expected

New DelhI, August 27 (AP): Rampant trash-burning is throwing more pollution and toxic particles into the air than governments are reporting, according to a scientific study estimating more than 40 percent of the world’s garbage is burned. The study published Tuesday in the journal Environmental Science and Technology attempts the first comprehensive assessment of global trashburning data, including carbon dioxide, carbon monoxide, mercury and tiny particulate matter that can dim the sun’s rays or clog human lungs. “Doing this study made me realize how little information we really have about garbage burning and waste manage-

ment,” said lead researcher Christine Wiedinmyer of the government-funded National Center for Atmospheric Research, in Boulder, Colorado. “What’s really interesting is all the toxins. We need to look further at that.” It also presents the first country-by-country index of rough emissions estimates for both carbon dioxide and toxic pollutants linked to human disease, though researchers acknowledged the index is a “first draft” based on estimates and so some measures could be off by 20-50 percent. “There is a lot of room for improvement in the index,” Wiedinmyer said, but expressed hope it would still help policymakers set agendas to clear the

air. “Most health regulations are based on the total mass of particles in the air, based on their size. But that’s not getting at what the particles are made of. That can have different health impacts as well as different impacts on the climate.” While many governments tally emissions from incinerators, trash that is burned in backyards, fields and dumps is mostly unregulated and unreported. Researchers pulled together existing data on population, per capita production of trash and official reports on waste disposal to calculate how much garbage is burned around the world each year. put goes up in flames. China and India were found to have the most trash burned by residents, while China, Brazil and Mexico burned the most at garbage dumps. Much of the world’s air pollution can be blamed on burning garbage, including discarded plastics, busted electronics, broken furniture and food scraps. According to the study, 29 percent of global particulate matter called PM 2.5, which can penetrate deep into the lungs, comes from such fires, as well as 10 percent of toxic mercury emissions. China’s trash-burning emissions, for example, are not reflected in official data for slightly larger PM10 particulate matter, though the study shows those

emissions are equal to 20 percent of what’s reported. The study also showed that global trash burning releases about 5 percent of the world’s man-made emissions of carbon dioxide, a potent greenhouse gas. Many countries simply do not estimate carbon emissions from burning trash. Sri Lanka’s unreported carbon dioxide emissions from open burning alone are about equal to what it reports from all other activities, according to the study. Other small developing countries in Asia and Africa may be releasing more through burning. Regulations and laws alone are often not enough to curb the practice. In India, where burning

trash is illegal, hundreds of thousands with no garbage pickup have no other choice for disposal. And as temperatures dip in winter, they often have few other options for keeping warm, and many spend their nights huddled around noxious blue flames coming off humble pyres of burning plastic bags, rubber tires and whatever else they can find handy to burn. Scientists not affiliated with the study agreed the data needed to be treated with care, given the estimates made on both how much waste is generated per person in a country, and then how much of that is burned. “Reliable estimates are hard to come by in developing countries. To estimate further the pro-

CHARLOttE, AuguSt 27 (REutERS): President Barack Obama vowed to punish the Islamic State killers of American journalist James Foley on Tuesday but said rooting out the militant group in Iraq and Syria will not be fast or easy. As Obama spoke, the United States was moving ahead with surveillance flights over Syria to identify targets for a potential presidential order to launch air strikes against Islamic State targets in what would be a direct US military intervention into a country embroiled in a three-year civil war. “America does not forget. Our reach is long. We are patient. Justice will be done,” Obama told veterans gathered at a convention of the American Legion in Charlotte, North Carolina. Obama, who ordered air strikes against the militant group in Iraq and is considering them for Syria, said he would do whatever is necessary to go after those who harm Americans. “Rooting out a cancer like ISIL won’t be easy and it won’t be quick,” he said. ISIL is the acronym the United States uses for Islamic State. Launching air strikes into Syria would add an unpredictable element to a civil war that Obama has taken

White House spokesman Josh Earnest said there was no plan to coordinate with the Syrian government on how to counter the threat from Islamic State. require the involvement of other governments in the region that have blatantly obvious interests in the outcome.” General Martin Dempsey, chairman of the Joint Chiefs of Staff, said last week that Islamic State would eventually need to be addressed on “both sides of what is essentially at this point a non-existent border” between Syria and Iraq. Dempsey’s spokesman confirmed on Monday that options against Islamic State were under review and stressed the need to form “a coalition of capable regional and European partners.” He said Dempsey was working with US Central Command, which is responsible for American forces in the Middle East, to prepare options to address Islamic State in both Iraq and Syria “with a variety of military tools including air strikes.” Obama is due to meet with Vice President Joe Biden and Secretary of State John Kerry on Tuesday to discuss a range of issues, including Iraq. WASHINgtON, AuguSt 27 (AP): Global warming is here, human-caused and probably already dangerous — and it’s increasingly likely that the heating trend could be irreversible, a draft of a new international science report says. The United Nations’ Intergovernmental Panel on Climate Change on Monday sent governments a final draft of its synthesis report, which combines three earlier, gigantic documents by the Nobel Prize-winning group. There is little in the report that wasn’t in the other more-detailed versions, but the language is more stark and the report attempts to connect the different scientific disciplines studying problems caused by the burning of fossil fuels, such as coal, oil and gas. The 127-page draft, obtained by The Associated Press, paints a harsh warning of what’s causing global warming and what it will do to humans and the environment. It also describes what can be done about it. “Continued emission of greenhouse gases will cause further warming and long-lasting changes in all components of the climate system, increasing the likelihood of severe, pervasive and irreversible impacts for people and ecosystems,” the report says. The final report will be issued after governments and scientists go over the draft line by line in an October conference in Copenhagen. Depending on circumstances and values, “currently observed

impacts might already be considered dangerous,” the report says. It mentions extreme weather and rising sea levels, such as heat waves, flooding and droughts. It even raises, as an earlier report did, the idea that climate change will worsen violent conflicts and refugee problems and could hinder efforts to grow more food. And ocean acidification, which comes from the added carbon absorbed by oceans, will harm marine life, it says. Without changes in greenhouse gas emissions, “climate change risks are likely to be high or very high by the end of the 21st century,” the report says. In 2009, countries across the globe set a goal of limiting global warming to about another 2º F (1ºC) above current levels. But

the report says that it is looking more likely that the world will shoot past that point. Limiting warming to that much is possible but would require dramatic and immediate cuts in carbon dioxide pollution. The report says if the world continues to spew greenhouse gases at its accelerating rate, it’s likely that by mid-century temperatures will increase by about another 3.6 degrees Fahrenheit (2ºC) compared to temperatures from 1986 to 2005. And by the end of the century, that scenario will bring temperatures that are about 6.7 degrees warmer (3.7º C). “The report tells us once again what we know with a greater degree of certainty: that climate change is real, it is caused by us, and it is already causing substan-

tial damage to us and our environment,” Pennsylvania State University climate scientist Michael Mann wrote in an email. “If there is one take home point of this report it is this: We have to act now.” John Christy of the University of Alabama, Huntsville, is in the tiny minority of scientists who are skeptical of mainstream science’s claim that global warming is a major problem. He says people will do OK: “Humans are clever. We shall adapt to whatever happens.” While projections show that the world will warm and climate will change, there’s still a level of uncertainty about how much, and that makes the problem all about how much risk we accept, said MIT climate scientist Kerry Emanuel.

MINSK, AuguSt 27 (AP): Ukraine’s president said Wednesday that Vladimir Putin accepts the principles of a peace plan for Ukraine but the Russian leader insisted that only Kiev can reach a cease-fire deal with the pro-Moscow separatists. Following meetings between Putin and Ukrainian President Petro Po-

roshenko that included a one-on-one session that stretched into the night, there was no indication of a quick end to the fighting that has engulfed eastern Ukraine. “This is not our business,” Putin said of any cease-fire plan. “This is Ukraine’s business.” Russia “can only help to create an atmosphere of trust for this impor-

tant and necessary process,” Putin said. “We in Russia cannot talk about any conditions for the cease-fire, about any agreements between Kiev, Donetsk, Luhansk,” the two rebel regions. Although Poroshenko told reporters that he had secured support for a peace plan from leaders who attended the summit and Putin called the sessions “overall positive,” the first substantial encounter between the two leaders did not produce a breakthrough in efforts to end the fighting. If anything, there were signs of spreading violence. For the past two days, heavy shelling hit an area of southeast Ukraine that had escaped the intense fighting of recent weeks, and Ukrainian officials said the proRussia separatists it has been battling were aiming to open a new front. The meeting in the Belarusian capital, Minsk, also came on the same day that Ukraine said it captured 10 Russian soldiers who had come over the border. Putin did not directly address the allegation but appeared to tacitly recognize it and suggested that the soldiers simply had become lost. “I haven’t received a report from the defense ministry and the general staff yet, but the first thing I have heard is that that they were patrolling the bor-

der and may have found themselves on the Ukrainian territory,” Putin said. Shortly after becoming president in June, Poroshenko put forth a peace plan that included an amnesty for those not accused of serious crimes and called for some decentralization of power to the region. Early Wednesday, he said “I can say that the logic of this peaceful plan was finally supported by all, without exclusion, of the heads of state,” according to the Interfax news agency. However, Putin said there was no specific talk about implementing a ceasefire because Russia is not a party to the conflict. Moscow is accused by Kiev and the West of arming and supporting the rebels — a charge the Kremlin denies — and it is not clear how much it is willing or able to try to pressure them into ending the fighting. Besides their face-to-face talks, Putin and Poroshenko also met Tuesday with the presidents of Kazakhstan and Belarus and top European Union officials. The presence of the other two presidents highlighted one of the difficult issues of Ukraine-Russia tensions: Their countries are part of a trade bloc with Russia, and Moscow fears that Poroshenko’s determination to pursue closer ties with the

EU will hurt Russia’s economy. Controversy over whether Ukraine would join the trade bloc was at the heart of the events that set off Ukraine’s crisis. Former president Viktor Yanukovych’s decision to pursue closer ties with Russia set off protests that eventually drove him from power. After his ouster, the Crimean peninsula, overwhelmingly ethnic Russian, was annexed by Moscow in March and the next month saw the beginning of a separatist rebellion in two eastern Ukrainian regions that are heavily ethnic Russian. The battle to put down that rebellion, which Kiev and Western countries say gets equipment, fighters and other support from Russia, has left more than 2,000 civilians and 700 Ukrainian troops dead. In his opening statement at Tuesday’s meetings, Putin argued that Ukraine’s decision to sign an association agreement with the 28-nation EU would lead to huge losses for Russia, which would then be forced to protect its economy. Putin also said the conflict “could not be solved by further escalation of the military scenario without taking into account the vital interests of the southeast of the country and without a peaceful dialogue of its representatives.”

Ukraine wants the rebels to hand back the territory they have captured in eastern Ukraine, while Putin wants to retain some sort of leverage over the mostly Russian-speaking region so Ukraine does not join NATO or the European Union. Russia has called frequently for Ukraine to federalize — devolving wide powers to the regions from the central government in Kiev. Poroshenko has resisted that move but he could agree to give the regions some expanded powers. Poroshenko also has spoken against holding a referendum on Ukraine’s joining NATO. Putin has so far ignored requests from the rebels to be annexed by Russia, unlike in March, when he annexed Ukraine’s Crimean Peninsula. But Associated Press journalists on the border have seen the rebels with a wide range of unmarked military equipment — including tanks, Buk missile launchers and armored personnel carriers — and have run into many Russians among the rebel fighters. Ukraine’s anti-rebel operation said on its Facebook page that 10 soldiers from a Russian paratrooper division were captured Monday around Amvrosiivka, a town near the Russian border. Ukraine’s posting included videos of five of the men.

The packed and lively Cardiff crowd were treated to Suresh Raina‘s magnificent whirlwind century for India, making England bowlers look like bits and pieces ragged Indian Premier League (IPL) cricketers propelled the visitors to a fighting 304 for six in seaming conditions in Cardiff. In what was Raina’s first century away from home, the southpaw’s flicks, drives and the use of his powerful bottom hand was in full display and after all the excellent initial work from James Anderson and Chris Woakes. England crumbled under the belligerent counter-attack by Raina, who was well supported by skipper MS Dhoni during his stay at the crease while India posted a mammoth total of 304 for six. During England’s chase, Indian pacers Mohammaed Shami, Bhuvneshwar Kumar and Mohit Sharma were neat and accurate. This frustrated the England batsmen, who constantly kept losing wickets and folded out quickly. After pacers made the initial inroads, Ravindra Jadeja and co from the spin department ran through the English middle-order, whoses woes with spin bowing continued for some more time. England’s chase was delayed before the start of their innings and had to chase a revised target of 295 in 47 overs. Alastair Cook struggled to get things under way and debutant Alex Hales was left with a lot of work to do. Openers Shikhar Dhawan and Rohit Sharma were pegged back by some impeccable bowling by Anderson and Woakes. The seaming conditions had left India like spider on a hot plate. The great Swiss, playing in his 60th successive Grand Slam event and bidding to become the oldest major winner in over 40 years, defeated Australia's Marinko Matosevic 6-3, 6-4, 7-6 (7/4) to register his 23rd win in 24 night matches in New York. "It was a bit more difficult than I thought it was going to be in the third set," said Federer who had been cruising with a break in the third before Matosevic briefly rallied.
