UNC seeks ‘urgent action and intervention’ of PM

sENapati, august 30 (mExN): The United Naga Council (UNC) has called for “urgent action and intervention” from the Government of India in a memorandum to its Prime Minister, Narendra Modi. The action and intervention has been sought from the GoI to “expedite an acceptable and honourable settlement of the Indo-Naga issue.” It asked for the Government of Manipur to be “prevailed upon” by the Union “to uphold and respect the Indo-Naga cease-fire and peace process which recognises the unique history and situation of the Nagas and to immediately desist from militarisation of Naga areas.” The UNC memorandum also asked the GoI to “ensure that the GoM is not allowed to subvert the constitutional rights A mass rally organized by the UNC at Ukhrul town today saw the participation of hun- and protections of the tribals and Nagas dreds of people to protest the prolonged imposition of Sec. 144 CrPC; State security in all spheres – educational, employment, ownership of land and natural resources, forces resorted to firing that led to the death and injury of people. Kachai Village, L Somiwon, Shirui Village, Chanreiwon, Teinem Village and AS Pamshang, Ukhrul. The rally started with a series of prayers in eight different areas of Ukhrul town, with speeches by various Naga leaders, including President of UNC, L Adani. The Manipur police, commandoes and IRB reportedly started firing tear gas and rubber bullets when a large number of people tried to reach the Tangkhul Naga Long (TNL) ground, breaking police barricades, where the people had converged to protest the prolonged curfew in Ukhrul. Eye witnesses report that the SP of Ukhrul was present on-site, and the State

security forces reportedly kept up the firing for almost two hours. Eye witnesses reported stone pelting by some teenagers later in the day after the security forces had resorted to firing. AccordingtotheNewmai News Network (NNN), as the people started gathering to take part in the UNC rally around 10:30am in Ukhrul town, the State security force personnel positioned themselves to contain the situation, in the process of which “the trouble started.” “We have heard that more security personnel are being sent in as reinforcements,” said a resident of Ukhrul town. “For more than a month we have been constantly scared with large

guns and army camouflage all over the town—more security will mean more people being meaninglessly apprehended, and we are fed up. Why punish all people instead of looking for the culprits?” asked the resident about the government’s response (to the killing of the ADC member) in the form of a prolonged curfew that has led to mass protests. Eye witnesses who dispersed from the rally at around 2:00pm, after prayers, claim that one of the five passing gypsies of the Manipur police fired live bullets directly at the people without any provocation, with bullets piercing the chest and abdomen of two rally participants who

were standing at the gate of the TNL ground at Wino Bazar. Both died. The district administration extended no help to the injured, while people looked for doctors. The NNN reported that two Maruti Gypsy jeeps of the police were torched by the people this afternoon, and vehicles damaged. The UNC has now alerted the Naga people “to be in preparedness for any eventuality as we intensify the severance of ties with the communal Government of Manipur.” A series of simultaneous mass rallies were held today at the four Naga dominated district headquarters of Tamenglong, Senapati, Ukhrul and

development opportunities etc.” “The GoI must take forward with sincerity and seriousness the democratic process of dialogue in the tripartite talk of the GoI, GoM and UNC on the demand of the Nagas in Manipur for an alternative arrangement outside the GoM, pending settlement of the Indo-Naga issue, which has logically progressed to a stage where the GoI will institute a High Powered Committee to translate the same into a political reality,” the memo stated. Apart from the UNC, it was endorsed by the Naga Peoples’ Organisation, Maram Naga Union, Thangal Union, Mao Council, Poumai Naga Union, Senapati District Women’s Association, Senapati District Students’ Association, Naga Peoples’ Movement for Human Rights, All Naga Students’ Association Manipur and Zeliangrong Senapati Zone.

Chandel demanding from the Government of India to expedite an acceptable and honourable settlement of the Indo-Naga issue. The rallies also protested the militarisation of Naga areas, particularly Ukhrul district, by Government of Manipur in “utter disrespect” of the IndoNaga cease-fire. The Ukhrul district administration had announced on August 29 that rallies and sit-in protests were “prohibited” owing to the imposition of CrPC 144 in Ukhrul town. “The firing that caused killings and injuries at Ukhrul yet again on this day has therefore proven that force and violence is the only response of the communal

Government of Manipur to the Nagas and also the very purpose for not revoking the 144 CrPC and the militarisation in spite of the protests of the people,” stated the UNC in a press release today. “We respect democratic principles and hold that the will of the people must be respected. But it has now been laid upon us by the GoM with no option but to engage with it headlong in defence of our people and their lives.” Meanwhile, a meeting is underway in Imphal convened by the Manipur State Government with the chief minister, State home minister, State police chief, the chief secretary and other top police officers in connection with the situation.

Hidden agenda behind disqualification of MLAs: BJP Assam and Nagaland states Dimapur, august 30 (mExN): The BJP Nagaland unit has alleged that a few NCP office bearers along with some “vested third party had vowed to disqualify” the three BJP MLAs which clearly depicted “some hidden agenda” amongst them. An emergency meeting of the Nagaland BJP State Unit expressed strong resentment on the disqualification of the three BJP MLAs, namely Dr. TM Lotha, Parliamentary Secretary for Tourism, Imtilemba Sangtam and Mmhonlumo Kikon from the Nagaland

Legislative Assembly by the Speaker on August 25. The BJP state unit in a press note issued by its Spokesman K James Vizo has said that “no political party constitution is above the Indian constitution which is supreme” and informed that theBJPwill“seekjusticeinthe eye of the law”.Despite the action from the Speaker, the BJP said, the three members will get appropriate justice from the court of law. Terming the statement of NCP General Secretary Miathou Krose as reported in a local daily “as ill informed,” the BJP said the In-

dian constitution under the tenth schedule states that 2/3rd majority is more than sufficient for any political party to join another party and there is no further discussion regarding that act. The BJP affirmed it had welcomed the MLAs after going through the matters carefully and after the approval from the National President and therefore making such statement by the NCP at this juncture was totally uncalled for. The BJP further stated that Krose’s statement of not having grudge against his party’s former members was “just

a face saving exercise and making mockery” of the disqualified members. The BJP Nagaland also made reference to the news item which appeared in the leading local daily on August 26 issue wherein the correspondent had said that “if the disqualification of the three legislator is confirmed, the by (sic) elections would be due within six months but none of the three would be able to contest for sometime.” The BJP Nagaland State unit expressed surprise at the report of the correspondent and the comments about the three not

Three-day mass casual leave

Dimapur, august 30 (mExN): Nagaland School Education Administrative Officers Association (NSEAOA), Nagaland Secondary School Field Officers Forum (NSSFOF), and All Nagaland School Teachers Association (ANSTA) today reiterated to execute their proposed threeday mass casual leave from September 1 in protest against what they called “Government’s unresponsive attitude” towards them. The Associations have been demanding review of the promotion order of an excadre officer to the post of Additional Director. A press statement appended by NSEAOA vice president Ekonthung Lotha, NSSFOF convener, Mezhü-u Hozoye, and ANSTA president Ponchulo Wanth stated that the Associations had waited for a month in compliance with the Parliamentary Secretary’s as-

surance on July 26 to re-examine the promotion order. However, the Associations have expressed dismay that “nothing has been initiated by Government so far in the case as learnt in course of discussion”

1, 2014, besides violating Department Service Rules 2002, another ex-cadre has been promoted to the rank of Additional Director vide order NO.DSE/RS/2011 Dated, Kohima the 9th June 2014. “In short, in crossviolation of all existing promotion rules of the department, the aforesaid promotion order wasissuedinfavourofan ex-cadre officer depriving many genuine cadre officers,”thestatementasserted. The three Associations have reminded their members to strictly comply with the proposed mass casual leave from September 1-3. Meanwhile, the DEOs, SDEOs, HMs & ANSTA unit/ sub-unit officials have been assigned to disseminate proper information regarding the protest to all the members concerned at the District/ SubDivisional/ School levels and ensure that it is successfully observed/ enforced under their respective jurisdictions.

NSEAOA, NSSFOF & ANSTA to protest govt’s ‘unresponsive attitude’ held with the Commissioner & Secretary on August 29. The statement mentioned that as per Department Restructuring Notification dated July 21, 2011, Annexure VI S/no 7, there is only one post of Additional Director for excadre officers and that post is their last promotion avenue. However, it alleged that in contradiction to the Restructuring Notification No. DSE/ RS/2011 and against the joint representation of the Associations submitted on April

being able to contest in the event of a bye-election. “In the first place we would like to know from the correspondent, where and which rules in the constitution of India or the Election Commission rules is it stated that the three will not be able to contest,” stated the BJP. “Failing to respond the above queries, we will be compelled to assume that it had the intention of misreporting and thereby misleading the general public for motives best known to them. Further the attempt to mislead the public is violation of journalistic ethics.”

Experimental Ebola drug heals all monkeys in study Marilynn Marchione AP Chief Medical Writer

An experimental Ebola drug healed all 18 monkeys infected with the deadly virus in a study, boosting hopes that the treatment might help fight the outbreak raging through West Africa — once more of it can be made. The monkeys were given the drug, ZMapp, three to five days after they were infected with the virus and when most were showing symptoms. That is several days later than any other experimental Ebola treatment tested so far. The drug also completely protected six other monkeys given a slightly different version of it three days after infection in a pilot test. These two studies are the first monkey tests ever done on ZMapp. It’s not known how well the drug would work in people, who can take up to 21 days to show symptoms and are not infected the way these monkeys were in a lab. Several experts said it’s not possible to estimate a window of opportunity for treating people, but that it was encouraging that the animals recovered when treated even after advanced disease developed. The study was published online Friday by the journal Nature. ZMapp had never been tested in humans before two Americans aid workers who got Ebola while working in Africa were allowed to try it. The rest of the limited supply was given to five others.

endeavour to re-build relations Morung Express News Dimapur | August 30

Assam and Nagaland have resumed in all earnestness ‘confidence building’ measures between the two. The two neighbouring states have virtually been at loggerheads over disputed borderlands for decades now, with two major upheavals occurring in 2014 alone. The disputes have claimed atleast 14 lives this year. Relations hit a low during the recent clash between people living along the Disputed Area Belt falling between Wokha and Golaghat districts prompting the governments of the two states to initiate certain mechanisms, albeit, through the intervention of the Central Government. The death toll during the clashes in the Uriamghat-Ralan areas was tipped at 11. This was preceded by the conflict in the disputed Daldali Reserve forest, which falls on the western fringes of Dimapur district bordering Assam’s Karbi-Anglong district. Here, tension began in January culminating with the Assam Police jointly carrying out a flush-out operation with the Assam Forest department in July. Three people were killed, primarily during confrontations between the Assam Police and “armed miscreants” reported to be Nagas. The Assam Police also suffered casualty with as many as five reported injured. Relations between the two states frequently marred by skirmishes, the

governments of Assam and Nagaland have now reembarked on a mission to reactivate the once discontinued goodwill dialogues initiated during the 1980’s after the Merapani conflict. “Building trust and confidence between the people of Assam and Nagaland” is at the core of the initiative, while creating room for more people-to-people contact, said Toshi Aier, Additional Chief Secretary and Finance Commissioner, Nagaland. As part of the initiative, Aier said that officials of the two state governments met in Dimapur on August 30. The meeting was in continuance of the proposals made by the Chief Ministers of Assam and Nagaland in Guwahati on August 21, Aier added. The Assam delegation was led by Syed Iftikhar Hussain, Commissioner of Upper Assam division, while Nagaland was represented by Aier. The closed-door meeting lasted around four hours. While, Aier did not elaborate, he stated that Saturday’s meeting was more of an “ice-breaking, introductory” meeting. According to Aier, such meetings will be a monthly feature with the next meeting scheduled in Jorhat. The meeting in Jorhat will also have Deputy Commissioners. He further stated that such meetings will frequently take place at all levels of government starting from the Chief Secretary to the lower rungs of the administrative set up.
