‘Put together effort to conserve the Mithun’ Myanmar Govt sends medical Union Agriculture Minister visits ICAR-NRC on Mithun in Medziphema team to disease hit naga areas

DIMAPUR, AUGUST 7 (MExN): Union Minister for Agriculture and Farmer’s Welfare, Radha Mohan Singh today called for conservation efforts towards the protection of Mithuns in Nagaland. He stated this while laying the foundation stone of a Training–cum-Guest House facility at ICAR-NRC on Mithun at Jharnapani, Medziphema. He also unveiled a statue of the Mithun in the campus. During the event, a model for semi-intensive system of Mithun rearing and the technologies generated by the institute during the last 28 years was presented. In his speech, the Minister said that the institute is working towards the development of technology for scientific rearing of Mithun that has not only helped in the conservation of biodiversity and the rich cultural heritage of the region, but also contributed to the economic development and ecological stability of the NE states. Communities in Arunachal Pradesh, Nagaland, Mizoram and Manipur are closely involved in rearing of this bovine species, called `Mithun’. Even though the Mithun may be genetically different from other bovine species, it has a genetic resemblance with its ancestor `gaur’. The total population of mithun in the country is about 3 lakh, of which, Nagaland accounts for 12%. Looking into this meagre population, the Minister said there is a great need for putting in breeding and conservation efforts in this direction. Keeping these points in view, the Government of India has initiated schemes like Rashtriya Gokul Mission, Pasudhan Mission and Pasu Chikitsa Yojna under which efforts are being made to conserve and further develop the indigenous breeds of cattle,” Singh said. Earlier, Nagaland State Chief Minister, TR Zeliang stated that Mithun is the most precious animal for its majestic look and is considered as ‘black gold’ as it is presented at the time of marriage ceremony, being sacrificed at some ceremonies and is the animal which fetches maximum price compared to any other domesticated livestock used for meat purpose. Mithun is the state symbol of Nagaland and also in the official seal of Nagaland. It also helps in conservation

The CM declared that ‘Mithun Day’ will be observed by the Government of Nagaland along with the other Mithun rearing states and the date will be announced very soon. He also announced that the Department of Veterinary & Animal Husbandry already started sanctioning the Mithun project. He urged all people to put together their efforts to preserve the Mithun. Director, ICAR-NRC on Mithun, Dr. Abhijit Mitra, welcomed all the dignitaries and highlighted the significant achievements of the Institute like semi-intensive system of Mithun rearing under field condition and potential of mithun for meat, milk and drought power. The Council of Naga Affairs, the apex body of the Naga people in Myanmar, informed today that the Government of Myanmar has begun to take action on the spread of a measles-like illness in the country’s northern Sagaing region. A large number of people continue to remain affected in the remote Naga areas of Myanmar where the disease has struck and led to the death of as many as 40 children. The illness, with measleslike symptoms, has hit a corner of Myanmar that is a remote and mountainous area which borders the Naga areas in India and is populated by the Naga people. A meeting was convened to take stock of the illness this morning at the office of the Naga Self Administered Zone’s Government in Lahe, informed the Council of Naga Affairs through social media. Naga civil society in India appeal

The Naga civil society in India has appealed for help from the Naga brethren to reach out to those affected by the illness in Myanmar. The Eastern Nagaland People’s Organisation (ENPO) had an emergency meeting with its frontal organizations (ENWO, ENSF, ENGOA) today in this regard. A press release from ENPO President Khoiwang Konyak and Secretary Amai Chingkhu reminded that these Naga areas in Myanmar are “extremely remote and inaccessible from both sides.” This makes the “need for immediate medical intervention” all the more important, the ENPO noted. The meeting resolved to ap-

peal to the Nagaland State Government to initially send a team of Medical experts along with “all probable” medical care and assistance to the affected, and also to “equally address the unaffected population as a preventive measure.” It further appealed to the State Government to direct the District administrations of the bordering areas to “restrict movement from both sides of the border as a precautionary and preventive measure” to prevent the spreading of any “probable communicable/ contagious disease.” “In case of detection of any patients of similar symptoms, the person should be immediately isolated and quarantined for treatment,” the ENPO advised. For now, the ENPO and its frontal organizations have resolved to “await the assessment report of the medical team that is to be sent before venturing into the affected areas for providing help and assistance to the public of the affected areas in Myanmar.” Meanwhile, the Naga Students’ Federation, the Naga Mother’s Association, the Naga Hoho and the Naga People’s Movement for Human Rights had earlier committed to volunteer aid. The civil bodies have now sent out an appeal for doctors to come forward as volunteers to assist in the treatment of patients affected in the Naga areas in Myanmar. Further, NSF General Secretary Boveio Poukai has informed that any aid in terms of cash or kind can be deposited at the NSF head office in Kohima. People from any other places can make a direct cash transfer to the following account: Name: Boveio Poukai A/C no.: 1147104000055833 IFSC: IBKL0001147 Branch: IDBI, Kohima Phone no.: +91 9089500990

ENPO clarifies on news report Power Dept served 15 day ultimatum to

DIMAPUR, AUGUST 7 (MExN): The Eastern Nagaland Peoples’ Organisation (ENPO) today issued a clarification regarding a news item published by a national news agency under the headline ‘Framework Agreement : Naga society divided over effectiveness,’ which appeared in local dailies on August 7. doctors). Some State officials have already left in the morning for the affected areas of Namyun Township on motorbikes, the CNA informed. Some initial medical findings have also been carried out by doctors who have reached Namyun Township. These findings from the total number of people tested suggest that 40 percent of the patients have flu, 30 percent have worms, 15 percent are suffering from gastritis while 15 percent have been classified as “others.” 38 men and 32 women have tested positive for flu. Blood samples of 183 patients were collected and sent to a lab whose reports are awaited. This initial medical inspection has been facilitated by the MP of the Sagaing Regional Parliament from Namyun Constituency. A medical team led by Dr. Htoo Myint Swe, Dr. Than Naing Soe, Capt. Hein Ko Ko Oo and Nurse Janaung have also left this morning for the affected areas under Lahe Township.

has expressed concern at the alleged threat meted out to the Against Corruption and Unabated Taxation (ACAUT) Nagaland recently. A press note from the NTC stated that the “alien cultures of threat, intimidation, illegal arrest and detention have become a part of our lives in the contemporary Naga world. Yet, these are never our culture and tradition handed down to us from our ancestors.” It expressed concern that ACAUT activists in Zunheboto Town are allegedly “being under threat by the cadres of an NPG purportedly at the behest of Chief Medical Officer (CMO) and his subordinates in connection with 24% deduction from staff salary.” Condemning the alleged threat to activists, the NTC reminded that a Government servant “is not allowed to serve two masters by law.” Regarding the fuel adulteration issue, the NTC stated that the business of fuel adulteration in Nagaland is not a recent event, and yet till it was busted by ACAUT it was “allowed to run freely.” It viewed that with or without the involvement of ACAUT, it is the primary duty of the State administration to detect and root out such destructive business at its nascent stage.

come a boom. It is therefore observed that fuel adulteration has the hobnob of the big and powerful at the expense of the public,” the NTC concluded. It stated that the exposures made by ACAUT are adequate for the Government of Nagaland to become serious and make a comprehensive investigation into it and punish those culprits appropriately as per law. Any negligence and tendency to become lethargic in serious investigation and follow up action of the Government will further expose the higher degree of possible involvements of the responsible people in the Government, it added. Regarding ACAUT’s concern involving the alleged “kingpin” of the illicit business of fuel availing anticipatory bail, the NTC said that this is “indeed a matter of concern.” “Though it is the legal privilege of any citizen of India to approach the Judiciary, the courts should be sensitive towards the public outcry and public interest issues,” the NTC said. It asked the State Government to initiate “immediate step to challenge the anticipatory bail so that the process of investigation is not obstructed.” “The kingpin has taken advantage on

der a powerful protection, resuming the same business as reported is nothing but a total disregard to the popular resentment of the citizens of the State,” it said. NTC has therefore urged upon the Government to expeditiously and sincerely make a comprehensive investigation on the scam by a competent authority without complacency and bring all the culprits to book in the general interest of the people. Meanwhile, the NTC has also expressed concern regarding the incident wherein the Zeliang Peoples’ Organization (ZPO) lodged a complaint to the Commissioner, Nagaland against the alleged issue of Scheduled Certificate, Indigenous Inhabitant Certificate and Backward Tribe Certificate to two persons from Manipur who appeared the NPSC Exam 2016 in the name of the Zeliang tribe. “This complaint is against a serious breach of existing law where non-indigenous tribal candidate or a non-member of a backward tribe cannot avail any job out of coercion,” the NTC noted. It therefore urged the concerned authorities to immediately investigate into the allegations and take appropriate action as per law.

address Mokokchung power situation

MOKOKCHUNG, AUGUST 7 (MExN): The Mokokchung Town Lanur Telongjem (MTLT) and the All Ward Union Mokokchung (AWUM) today came out strongly against the Nagaland Government and the Power Department regarding the continuous disruption of electricity supply in Mokokchung town and adjoining areas. A press note from the AWUM served a 15 day ultimatum to the Power Department to provide circuit breaker in the 33 KV and 11 KV feeders immediately. It demanded that Mokokchung town and its adjoining areas be provided a separate line from the power transmission station at Aolijen, Mokokchung. Further, it demanded that Mokokchung town and its adjoining areas be given unlimited power supply except during natural calamities. Despite frequent damages to the main transformer and disruption of power supply/load shedding in Mokokchung town and its adjoining areas, the AWUM said that “till date the public of Mokokchung Town silently, patiently, and with great enthusiasm has been paying the electricity bill regularly.” The AWUM informed it has learnt that “one of the main causes of such problem is that there is no circuit breaker in the main transformers, while the revenue collection from Mokokchung town and its adjoining areas is the highest in Nagaland in terms of revenue collection based on power unit consumed and ration of power consumed.” Stating that the issue of power disruption is a perennial issue, the AWUM cautioned that if any untoward incidents take place due to the department’s negligence, the AWUM will “neither co-operate nor negotiate if such situation arises.” “If this ultimatum is ignored and treated as the previous representations, the first action and the response of the AWUM will be reflected in the functioning of the UEMB as experienced by the department during 2012-2013 in be-

fitting and well organized manner this time,” it further warned. Don’t play with the public: MTLT Meanwhile, the MTLT cautioned that the concerned department “must not play with the public.” It reminded that the MTLT had demanded in 2015 that necessary machineries/equipment be installed to ensure proper power supply to the people of Mokokchung. It stated that “nothing has been done till date. It is high time that the Department be in tune with the changing needs of time and adopt upgradation accordingly.” As per the NO.MES/W-20/ 201516/130 dated 21 November 2015, the MTLT revealed that the Sub-Divisional Officer, Electrical Sub-Division, Mokokchung, had submitted the complete requirements to the higher authority. According to the letter, a team of technicians from Crompton Greaves Ltd Calcutta under Mecavo Power Works Dimapur performed survey at the 33/11KV RESS Mokokchung on the November 21, 2015. The MTLT revealed that the 11KV Bus-Bar has been found completely damaged and needs repair. Besides, defective parts were identified at other feeders viz., 33KV Main Incoming, 11KV Bazar, 11KV Ongpangkong, 11KV Yongpang, 33KV Alichen, 33KV Incomer, 33KV Longnak, 33KV Impur and 33KV Longsa. The MTLT demanded that immediate repairs/replacements be taken up in the interest of the public. It also stood by its demand for a new/ standby transformer since 2015, stating that Mokokchung consumers are paying bills regularly. “According to the subdivision office in Mokokchung, there is no maintenance fund. The public needs to know how the departmental money is utilised in this case,” it added. It noted that failure to perform prompt action in undertaking the repair works is an indication of governmental and departmental failure.

People from any other places can make a direct cash transfer to the following account: Name: Boveio Poukai A/C no.: 1147104000055833 IFSC: IBKL0001147 Branch: IDBI, Kohima Phone no.: +91 9089500990

peal to the Nagaland State Government to initially send a team of Medical experts along with “all probable” medical care and assistance to the affected, and also to “equally address the unaffected population as a preventive measure.” It further appealed to the State Government to direct the District administrations of the bordering areas to “restrict movement from both sides of the border as a precautionary and preventive measure” to prevent the spreading of any “probable communicable/ contagious disease.” “In case of detection of any patients of similar symptoms, the person should be immediately isolated and quarantined for treatment,” the ENPO advised.

It also helps in conservation

of forest as it requires a larger area, thus reducing the impact of climate change and global warming. They meanwhile expressed appreciation for granting and establishment of Veterinary Sciences & Animal Husbandry at Jalukie. The recent approval by the Union Cabinet towards the amendment of Central Agricultural University (CAU) Act, 1992 for inclusion of Nagaland under the jurisdiction of the CAU is laudable, the Naga Hoho stated.

Singh stated that in order to bring stability in the horticulture- based farming system, animal integration is es-

Singh stated that in order to bring stability in the horticulture- based farming system, animal integration is es-

Later, Dr. Trilochan Mohapatra, Secretary DARE and Director General, ICAR had an interaction with the scientists and staff of the institute. He reviewed the ongoing research work and discussed about the staff. He emphasized that ICAR-NRC on Mithun should work towards characterization, genetic improvement and conservation of Mithun to work for genetic characterization, genetic improvement and conservation.

sential. “Though our country possesses the largest number of milch animals in the world, yet their productivity is one of the lowest, which calls for efforts to enhance the productivity. It also helps in conservation

of forest as it requires a larger area, thus reducing the impact of climate change and global warming. The delegation pleaded that the college of VS&AH in Nagaland should be allowed to have its own CAU and not under any state. It lamented that the college of VS&AH has been granted to Nagaland under the CAU, Imphal, “which is not at all feasible for obvious reasons.” The delegation further pleaded upon the Union Minister to establish more colleges under Agri & allied sector in Nagaland in the near future.

The Naga civil society leaders in Myanmar have been active in keeping people updated about the emerging situation. The CNA also informed that the meeting was attended by the NSAZ Chairman, Principal Secretary, Dr. Aung Kyaw Moe of Prevention Department of Curable Disease, Government of Myanmar, whose team consists of military medical staff, the respective commanding officers of 229 and 272 Battalions, and a trip plan was briefed. It may be reminded that the CNA had stated earlier that the Myanmar Government would dispatch two troops of Myanmar Army to provide security, also for the medical teams expected to arrive from Nagaland. Now, the Government is also sending its own medical team consisting of Dr. Aung Kyaw Moe, Dr. San Phue Aung, (Major Nwe Oo Latt and Capt. Wan Yan Tun who are believed to be military

The ENPO General Secretary clarified that he had responded by saying: “I cannot comment anything on the issue. We have another issue which is a demand for a separate frontier state, and being the General Secretary I am working seriously on this. However, though it is going to lapse one year after the signing of peace accord, we only hope and pray that solution comes to us which is

acceptable to all concerned people. Moreover, we are directed not to comment anything on any sensitive issue in good faith.” The ENPO General Secretary termed it “very unfortunate that a journalist at national level could stoop so low by completely twisting the report/statement aggravating the situation.” It cautioned against twisting statements and confusing the citizens “when the entire Nagas are anxiously waiting, as in how the outcome of the peace talk would be.”

A press note from the ENPO General Secretary, Manglang Phom stated that he had received a call from a New Delhi based journalist on July 31, where the latter asked the for-
