Demonetisation linked to plunge in child trafficking MUMBAI/NEW DELHI, DECEMBER 16 (THoMSoN REUTERS FoUNDATIoN): Business has been slow at the Thakkar Bappa Colony shoe manufacturing hub in eastern Mumbai since the Indian government withdrew high-value bank notes last month in an attempt to curb tax evasion and counterfeit currency. Orders to the numerous shoemakers lining the slum's narrow streets have almost dried up due to a dearth of bank notes in circulation, say the businesses which mainly rely on cash transactions. Yet while factory owners complain of a slump in profits and a dip in productivity, child rights activists say "demonetisation" drive has a silverlining: it has stemmed the steady stream of children trafficked here to stitch shoes. Police agree the cash crunch could be hitting traffickers who buy and sell children for labour, but say more detailed analysis is required before they can make a direct link. India has almost 6 million child workers, according to the International Labour Organization (ILO), but activists say this is a gross underestimate.

ACAUT leaders – Joel Nillo Naga, Simon Kelio and Hukiye Yepthomi were released from judicial custody on December 16. The three of them were released from the District Jail, Dimapur at around 2:15 pm today after the ACAUT and other frontline NGOs moved bail at the court of the Chief Judicial Magistrate, Dimapur on December 15. At a press conference following the release, the ACAUT maintained that the move for bail was a collective decision of the ACAUT and other NGOs and not that of the 3 leaders. “The principled stand taken by our three ACAUT members was that ‘We have committed no mistake. We are here (prison) for no reason and we must be released (unconditionally)’,” said ACAUT Advisor K. Khekiye Sema. Appreciating their “principled stand,” Khekiye added that it was felt that the 3 leaders have made their point clear and it was decided that they be freed to further strengthen the movement against corruption. ACAUT member, Dr. Khekugha Muru clarified that the ACAUT at no point of the stalemate tried to negotiate with RZ Lotha to withdraw the FIR the latter filed. Asked what would be the next step, Khekiye replied that the ACAUT will resort to legal recourse. Stating that PIL will be filed against the Chief Minister TR Zeliang, Nir-

mal Jain, Tinku Sethi and RZ Lotha, he added, “But that does not mean we are writing off demonstrating on the street.” Defending the action of December 9, he said that the ACAUT and “colony representatives” as responsible citizens reported the matter to the police. “ACAUT did not lock up the godown. It was the police who sealed it. It is the duty of every citizen to report acts of crime.” Reiterating that offenders are being let scot-

free, he said that the “false statement” that is being propagated by the government will not be sustainable in a court of law and “we shall prove it.” According to him, once the people involved in siphoning of PDS items has been brought to justice “a lot of heads are going to roll.” “The battle has just begun. We’ll ensure that it gets into an all out war against corruption,” said Joel Nillo Naga. While appealing the people for patience and support, he

Nagaland Vision 2030 eyes surplus meat production our Correspondent Kohima | December 16

The Nagaland Vision Document 2030, which was released recently by the Nagaland State Government, stated that the shortfall in meat, milk and egg production in the state leads to heavy import of these items valued at more than Rs 200 Crores per annum. The Vision Document stated that there is potential for not only attaining self sufficiency but also surplus production for exports outside the state. “One of the biggest advantages for developing meat products in Nagaland

is that there are no sensitivities to meat...There is therefore large potential for processing and marketing meat even to the SE Asian countries provided there is large amount of surplus production,” it stated, adding that there is also need to establish feed and fodder processing units with credit linkages. Besides the conventional meat products, there are also other areas of developing unique indigenous breed of animals like Mithun (Bosfrontalis) which can be improved scientifically to augment the ever increasing demand for meat. ICAR-National Research Centre on Mithun,

Jharnapani Medziphema, in Nagaland is the only research organization in the world exclusively working for the continual improvement and conservation of the Mithun. “The state should strive to realize the potential of Mithun as a source of meat, milk, hide and draught power and establish a Mithun demonstration farm as well as for breeding. A bankable scheme needs to be developed in consultation with the farmers and the banking institutions such as NABARD to enable Mithun farmers to access financial assistance,” the Vision Document observed.

STSU questions poor workmanship at Anganwadi Centers in Shamator DIMAPUR, DECEMBER 16 (MExN): The Shamator Town Students’ Union (STSU) has written to the Child Development Project Officer (ICDS), Shamator, Tuensang, seeking clarification with regard to poor workmanship in upgradation works at selected Anganwadi Centers (AWC) in Shamator. A press note from the STSU demanded that the clarification be made within a period of seven days from the issue of this notice. It informed that the STSU carried out spot inspection at the selected Anganwadi centers on December 9 and found that

the works were carried out “randomly and recklessly.” “The responsible department should have provided necessary instructions to be strictly adhered to while executing all the up-gradation works being undertaken at the selected Anganwadi centers under your establishment/supervision. However, the STSU is dismayed to find the improper and lack of quality workmanship owing to the reason best known to the department and the responsible contractor/s,” it said. It revealed that all the up-gradation works of toilets for AWC at various centers viz Veterinary, Shah-

wuh-I and NAP out Sector under Shamator Town were never executed as per the laid down specifications or instructions. “As a matter of fact, bricks are to be used for (half) wall but instead, CGI Sheets were used from top to bottom as wall and is expected to be either blown or withered away within a span of few months.” The STSU also informed that instead of constructing toilet and septic tank for AWC ‘F’ at NAP out sector, the concerned contractor was allowed to repair the four corner wall of the said center with CGI Sheets, which is contrary to the departments order.

As such, the STSU sought clarification from the officer “for willfully allowing the practice of engaging sub-contractors and random execution of all the up-gradation works that has directly violated and ignored the Directorate of Social Welfare Vide order dated Kohima, the 18th June 2016.” It further cautioned that “lethargy (if found) on the part of the concerned authority in providing appropriate clarification as sought herewith, shall be dealt seriously and may also directly invite the STSU to initiate its own course of action.”

said that they could have applied for bail but did not all for a good cause. According to Simon Kelio, the jail inmates as well as the guards were very supportive and appreciative of the stand they took. “They said they were in prison for crime but to them we were in for a good a cause.” Meanwhile, the ACAUT citing reliable reports stated that Tinku Sethi and Nirmal Jain named in the FIR filed by the ACAUT have applied for Anticipatory Bail.

first online poker license

DIMAPUR, DECEMBER 16 (AGENCIES): Nagaland State has become the first gambling jurisdiction in the country to award a license to an online poker operator. According to several reports, the Nagaland State Lotteries office awarded an online skill games license to M/s K365 Web Assets Pvt Ltd, which operates online poker and rummy portal Khelo365. com. For the moment, K365’s license only covers its poker operations, which include No Limit Texas Hold’em and Pot Limit Omaha games. It may be recalled that the Nagaland State Governor had signed the Prohibition of Gambling and Promotion and Regulation of Online Games of Skill Act 2016 in April this year, becoming the first Indian state to formally authorize online games of skill for stakes. A report in calvinayre.com informed that Nagaland began issuing Letters of Intent to would-be skill game licensees in August, with the first LOI going to Club Empire Tech Pvt Ltd. Nagaland has since issued a further 10 LOIs to different companies but K365 was first to get its paperwork past the government inspectors. K365 Managing Director, Vinod Manoharan, was quoted by the report as stating that Nagaland’s licensing regime “will end the debate on the legality of online poker once and for all, and will enable this industry to boom.” It added that the Nagaland license permits K365 to accept customers from all states or union territories that have exempted games of skill from their list of prohibited gambling activities. Nagaland licensees are required to declare that they don’t “have any interest whatsoever, directly or indirectly, with any company or activity, whether in India or not, which engages in or operates ‘games of chance’ or ‘gambling’.” Another report by Josh Wood from onlinepokerreport.com quoted Manoharan as stating he sees the license as transformational for online poker in India. “We are happy that the Nagaland government has finally issued the license to regulate online skill games. We are proud to be the first company to have procured the license and to have submitted all our documents to a regulatory authority. The

license issued by the Nagaland government will end the debate on the legality of online poker once and for all, and will enable this industry to boom,” he was quoted as saying. The first online gaming license (paywall) awarded in India was issued by the state of Sikkim, for online lottery, back in November 2014. Since then, there have been several Indian court rulings pertaining to the status of poker. The most important of these was a ruling by the Indian Supreme Court in August of 2015. The ruling was expected to provide a clear authority for the legality of online Rummy, and by association, online poker. Instead, the court avoided the issue (paywall), saying that the original case did not actually refer to playing Rummy for money. Despite the lack of precision regarding online poker, the arguments heard by the court convinced the Indian poker industry that in any future case, the Court would rule that online poker was a game of skill. And it would therefore exempt from the legal definition of gambling. The case was sufficient to give Nagaland the confidence that its Prohibition of Gambling and Promotion and Regulation of Online Games of Skill Act, 2016 would stand up to any challenge under federal law. The Nagaland license allows operators to offer online poker in most of India A Nagaland license does not restrict operators to the local population of 2.3 million. The law allows licensed operators to provide their services to all “states or union territories where games of skill are permitted.” The jurisdictions from which operators cannot accept players must have a specific law against allowing games of skill, since the Supreme Court position means that no federal gambling law would apply. The current Indian gambling law dates back to 1867. A state commission is currently reviewing how it can be amended to bring it up to date. Nagaland operators can not only provide services throughout India, but also market them in any territories where games of skill have been exempted from the definition of gambling.

‘Blatant disrespect to Christian sentiments’ Diocese of Kohima opposes observance of Good Governance Day on December 25 Kohima, December 16 (mexn): The Bishop’s House, Kohima stated that the diocese of Kohima representing the Catholic Church in Nagaland is against the observance of Good Governance Day on December 25. “Although the Church is not against the observance of good governance day, the choice of the day, 25th December, is a blatant disrespect for Christian sentiments,” Fr. Thomas Toretkiu, Bishop’s Secretary, Kohima stated in a press statement. The Bishop’s House strongly opined that the decision of the Government to declare December 25 day as ‘Good Governance Day’ is not only an attempt to dilute the importance of the day for Christians but also a discriminative and insensitive act against them. “Disrespect of the government towards the religious sentiments of the minorities would put a scar on the secular nature of our country, which is known the outside world as a nation which promotes tolerance and peaceful co-existence,” the statement added. It went on to stated that

the concept of ‘good governance’ itself will be a mockery if due respect is not given to all the sections in the country, irrespective of the religious affinity. The foundation to any good governance is religious freedom, justice and equality. Peace and development in the country is possible only when the legitimate rights all its citizens are upheld by all. The government has the duty bound responsibility to promote it. “Therefore, the Church considers declaring December 25 as Good Governance Day a blatant disrespect to Christian sentiments and a denial of their legitimate aspiration to celebrate the greatest event of their religious belief. Failure of the government to understand the seriousness of the matter, and not taking corrective steps in executing the order to observe December 25 as Good Governance Day will be considered deliberate act of discrimination from the part of the Government,” Bishop’s House affirmed further. “We support the government to observe the Good Governance Day, but on a day acceptable to all the citizens of the nation, which will not infringe the religious sentiments of any religious groups,” it added.

CM calls for unity and reconciliation

Nagaland Chief Minister TR Zeliang with others after unveiling of the Mhainamtsi village Golden Jubilee celebration monolith.

Peren, December 16 (mexn): Nagaland Chief Minister TR Zeliang called for unity and reconciliation amongst the Naga brethren so as to march ahead forward with the rest of the country and the world, informed a press release issued by Media Cell, Chief Minister’s Office. Lamenting that the Naga society is fragmented into various political groups and factions as well as numerous tribal hohos, Zeliang said the “need of the hour is for the Naga brethren to shed our differences, come together as family members and progress together with the rest of the country and the world.” Addressing the Golden Jubilee celebration of Mhainamtsi village near

Jalukie town in Peren district this morning, Zeliang said Mhainamtsi village, founded in 1966 by various Zeliangrong communities from Nagaland, Manipur and Assam, could very well be “a role model for other Nagas to emulate if the village can continue to maintain its cohesiveness and peaceful and harmonious coexistence of the Zemes, Liangmais and the Rongmais.” “The idea behind founding of Mhainamtsi village was to bring together Zeliangrongs from various part of the region and that idea is most remarkable. And now, it is the bounden duty of those living today to endeavour to fulfil the dream of the founders and uphold their plan to bring the people to-

gether,” Zeliang exhorted and went on to call upon the Naga people to endeavour to reconcile, forget the petty differences and forge together as on for the mutual benefit of all. He cited the example of Zeliangrong Union and the Zeliangrong Baudi which have decided to amalgamate under on nomenclature saying “this is a positive step forward for unity.” Zeliang also called upon the villagers to have proper planning and understanding of what they want the village to become in another decade or so and pointed out that the State too, had brought out Vision Document 2030 at the valedictory function of the Hornbill Festival on December 10. He urged the villagers to

form Self Help Groups and to go for collective farming for sustainable economy of the village such as piggery, poultry, fishery and vegetable cultivation. “Sustainable development is the key to success today and we should start in a small way from now onwards if we are to enrich our villagers. We cannot possibly depend on the Government to provide employment and revenuegenerating avenues to all our people,” the Chief Minister said. “If you can strengthen the established Self Help Groups, be it women, youth or men groups, other schemes under the VDBs such as MNREGA can be injected into your systems as introduced by the World Bank through Northeast Rural Livelihood Programme (NERLP),” he said. Earlier, Home Minister Nagaland, Y. Patton greeted the villagers. VCC Mhainamtsi Village, Miucham, Secretary RD, Kelei Zeliang IAS, Secretary Horticulture, Alan Gonmei IAS and Lamhai Village GB Amezi also spoke on the occasion. Rev. The 19th Annual General Meeting of Dimapur District Cooperative Milk Producers’ Union Ltd (DIMUL) was held on Friday at the premises of the Central Dairy, 7th Mile, Dimapur. Chairman of the union, V Kehie, in his presentation of the report of the Board of the Directors for the year 2015-16 stressed on the continued efforts of the milk unions’ commitment to provide sustainable livelihoods to thousands of small and marginal dairy farmers through strengthening of dairy cooperatives. Towards this end, Kehie said various capacity building initiatives were organized for milk producers on improved practices in dairying and better animal management. “While applauding the achieve-

ments for the year, it is indeed heartening to note that during the year a record milk procurement of 9.88 lakhs litres has been achieved. This has been possible by pooling small quantities -- as little as one litre of milk from hundreds of milk producers and providing an assured market at a competitive price for the milk collected,” he said. He also said Dairy Cooperatives owned and controlled by milk producers have provided livelihood opportunities to rural households and helped avoid exploitation from opportunistic middlemen. With cash flow becoming more regular and reliable, milk production is changing from being a subsidiary economic activity to a major economic activity for many rural households, DIMUL chairman said. “Milk occupies a special position among food

items due to its nutritional benefits that ensure health security to humans, hence the demand for milk and milk products. Milk serves as the best source of nourishment for health. The prospect of milk providing economic returns to the farmers which in turn improves their livelihood has been a key factor for rural farmers to embark upon dairying as an instrument of progress,” Kehie said. On the occasion the following categories of awards were presented: Best Dairy Cooperative society awarded to Kikhruru DCS, Chumukedima; Best Secretary awarded to Chatra Thapa, Secretary, Bhola DCS, Singrijan; Best Producer awarded to Pom Bahadur of Everest DCS, Chumukedima; Best worker to Temjentoshi Longkumer; Best retailer awarded to M/S Rutsa Bakery, NST, Kohima and Best Dealer awarded to Z Chale, Kohima. Four policemen injured in Manipur attack

Newmai News Network Imphal | December 16

A 24-hour Manipur state wide shutdown has been called by women vendors of the historic Ima markets at Khwairamband Keithel beginning 7 pm of Friday to protest the killing and injuring of state police personnel in three separate ambushes by suspected militants yesterday. Women vendors in large number swarmed the Khwairamband Keithel in the heart of Imphal before taking out a protest rally. They walked up to the

Raj Bhavan gate where a confrontation ensued between cops and the protesters who tried to break into the complex. They were then driven back towards Keishampat. The vendors continued their rally taking Waheng Leikai road and finally returned to Khwairamband where they took the decision to impose the bandh from 7 pm of December 16 to 7 pm of December 17. “The Centre has been bolstering up NSCN (IM)’s terror activities. The Naga insurgent group must be driven out of Manipur and the state government must

take appropriate action against them,” demanded the agitating women vendors. They demanded that the United Naga Council (UNC) immediately calls off the ongoing indefinite economic blockade and further demanded fitting punishment to the Naga body’s arrested president Gaidon Kamei and information secretary SK Stephen. The two UNC leaders must not be released, the women leaders demanded. “UNC is not a social orgnaisation and so it should be declared as a terrorist organisation. The Government of India

Hmar People's Convention surrenders arms to Govt AizAwl, December 16 (PTi): The Hmar People's Convention (Democratic) today surrendered arms to state government authorities during the third round of peace talks here. The six-member HPC (D) delegation led by the outfit's working chairman L T Hmar and its leaders from Manipur and Mizoram held talks with the government delegation headed by Additional Secretary for Home Lalbiakzama. The HPC (D) surrendered three AK-47 rifles, one INSAS rifle, four 9mm pistols, 17 magazines and 74 rounds of ammunition. Among the surrendered items was a rifle of a police constable, who had deserted the state armed police with the weapon, and later joined the militant outfit. Arms taken after an ambush on a team of legislators, in which three policemen were killed, at Zokhawthiang village near the Manipur border on March 28, 2015, were also surrendered by the out-

fit.

Lalbiakzama told PTI that the talks were held cordially and on mutual trust. According to officials, the panic stricken tribal villagers are terrified to attend the function as the militants may strike during the event. Additional police and paramilitary personnel have been rushed to the district to maintain law and order. Meanwhile, tribal village authority in a statement expressed objection to the creation of the new district. It said the tribal elders have no objection to the new district, but the word "revenue" from the nomenclature should be deleted, it said. The Manipur Gazette in 2012 said in a report that Noney had been renamed Longmai and the nomenclature Noney was unacceptable.

ACAUT Nagaland garners more support Nagaland Congress criticises State government’s action

ZTYO condemns high handedness of police

diMapur, deceMber 16 (MexN): Nagaland Congress today criticised the Nagaland State government for its action following the recent allegation of PDS rice scam. “Complete turnaround arrest of ACAUT leaders while leaving scot free the accused regarded as ‘two prominent stockists’; arrogance of state government to release arrested members despite wide spread public protest; defying public pressure to act on FIR filed first against the accused; and then applying brute force to stifle peaceful public gathering against corruption altogether have amply proven that this opposition less government has literally become modern day monolithic, monopolistic, one party dictatorship that is determined to dictate the entire political, cultural, religious, social and economic lives of every individual or group in Nagaland even to the extent of redefining concept of corruption,” stated a press release from Media Cell, Nagaland Congress. The party termed it ironical that “the NPF led Government cannot understand the logic that anti-corruption is opposition to corruption (not government) and organized anti-corruption is natural reaction to patronized corruption by the very government people had duly elected to secure the welfare of citizens.” Referring to the protest in Dimapur, Nagaland Congress further stated “it is ridiculous for government or party (NPF) to defend that there is no corruption warranting such public protest and that some anti corruption groups or individuals are taking law into their hands. Rather it is corrupt government which is misusing the law to shield the like of Tinku Sethi and Nirmal Jain for questionable reasons which will be brought to light sooner or later.” Meanwhile, Nagaland Congress demanded immediate arrest of the “two prominent stockists,” adding “else how could Government pronounce innocence of these absconding persons before trial.” It further congratulated ACAUT for exposing the multi-crores PDS scam. The party assured full support to ACAUT and called upon every right thinking anticorrupt citizen everywhere in the State to rally behind the mega movement. “If a welfare government is willing to sacrifice the public for greed and safety of some human leeches, conscious public must protest not only in Dimapur but all over the State,” it added.

zuNheboto, deceMber 16 (MexN): The Zunheboto Town Youth Organisation (ZTYO) has condemned the high handedness of Dimapur Police, “who used excessive force to disperse the anti-corruption activists (ACAUT) while they were peacefully demonstrating against the Government for looting and diverting the common people's rice under F&CS Department.” A press statement from ZTYO president, Awoto Yeptho and secretary, Hiloto S further condemned “the lackadaisical attitude of the Government for letting Tinku & Nirmal to roam around scot free even after their illegal activities were caught red handed, meanwhile those voicing out for the rights of common people were arrested on a flimsy ground.” Sheltering of criminals, the organization alleged, “has become a breakfast for government of the day, leading to mushrooming of corrupt activities in all the areas.” ZTYO strongly supported the demands made by ACAUT for CBI probe in the scandal. “The entire youths of Zunheboto strongly back the ACAUT Nagaland team in their fight for justice,” it asserted.

MTYO, MTSU applaud ACAUT for exposing ‘multi-crore corruption’ MedzipheMa, deceMber 16 (MexN): Medziphema Town Youth Organisation (MTYO) and Medziphema Town Students’ Union (MTSU) have applauded ACAUT for its tireless effort to check corruption which they said is at its peak in Nagaland today. “It was only through the initiative of ACAUT that multi-crore corruption taking place right under the nose of the law enforcing agencies have been exposed in the last few months, viz. the oil scam and the PDS rice scam,” acknowledged the two organisations in a joint press release. “The rich and affluent are only getting richer through corrupted means, all in connivance with government of-

ficials and leaders, at the expense of the general populace who deserve to be the beneficiaries of such schemes,” they lamented. MTYO and MTSU also extended support to ACAUT Nagaland “for the new revolution against evils that is taking root in the society today.” “The day may be closer than ever when young Nagas will cease to be denied their constitutional rights and therefore, rise against all sorts of corruption for a visionary Nagaland,” stated the release appended by President Asazo Kuotsu, General Secretary Mhasilevi Kuotsu of MTYO and President Mhasilevi Kuotsu and Advisor Kepe Nakhro of MTSU.

Imposing Section 144 CrPC amounts to abuse of power: NVCO KohiMa, deceMber 16 (MexN): Nagaland Voluntary Consumers’ Organisation (NVCO) today expressed shock over the imposition of Section 144 CrPC during the ACAUT public rally in Dimapur on December 15 and stated it amounts to abuse of powers vested with the State government. Addressing the rally, NVCO president Kezhokhoto Savi, who is also convenor of ACAUT Nagaland (legal cell), questioned the statement of the Secretary to the Govt. of Nagaland, Department of Food & Civil Supplies where he said that government appoints stockists to implement National Food Security Act (NFSA), informed a press release from Press & Media Cell, NVCO. This, Savi stated, “means the

government has given free hand to the stockists which is in gross violation of National Food Security Act 2013.” The NVCO president also questioned how many stockists the government has appointed. “Are R.Z. Lotha at Kevijau, M/s Lotha Trading Company at Lhomiti, Tinku Sethi & Nirmal Jain all appointed stockists? If anyone is not stockist then keeping or storing rice at their possession is illegal and has committed a very serious crime stealing public shares,” he added. Meanwhile, NVCO asked the government why it is “putting so much pressure on exploiting citizens’ rights particularly on PDS scam by totally ignoring the establishment of Lokayukta and State Human Rights Com-

mission in the state.” Savi also said that as far as Section 144 CrPC is concerned, direction or order can be given to prevent danger to human life, health or safety or disturbances of the public tranquility, or a riot or an affray, “however, in the case of ACAUT rally such ingredient were not available as it was called to conduct a peaceful rally without obstructing the function or business of the citizens in the town.” The imposition of Section 144 Cr PC just because there is a direction to prohibit any form of rally/protest especially during the festive season, he asserted, “is shameful and also amounts to misuse of Section 144 Cr PC and has also created a very bad precedent in the history of Nagaland government.”

State government should institute enquiry into alleged illegal ops: NTC diMapur, deceMber 16 (MexN): The Nagaland Tribes Council has condemned the action of the Dimapur Police where water cannon and tear gas were used on peaceful protestors in the rally called by the ACAUT on December 15. A press note from the NTC stated that “such police action is highly uncalled for.” “It is the basic fundamental right under the Constitution of India for any group of people to assemble peacefully and express its rights and democratically protest. There was absolutely no need to use brutal forces to suppress innocent citizens who were voicing against corruption. Using of suppressive action upon peaceful protestors has created bad precedence,” it said. Stating that the government’s use of force to suppress the voice of the people is “highly objectionable and condemnable by everyone,” the NTC further noted that imposing of Section 144 CrPC “by giving a flimsy excuse of saying it was a festive season is unbecoming when situation never warranted invoking such stringent law.” It reminded that ACAUT had clearly announced for the conduct of a peaceful rally and not to disturb nor create any kind of violence. The NTC advised that it should be the endeavor of the State Government to institute enquiry into the alleged illegal operations and “not resort to suppressing people’s freedom to express its resentment over corruption.” “If the official representative of the people acts as anti-state and protect the culprits, where will the citizens turn to for justice and fair delivery?” it questioned.

Appeal for timely supply of food grains WoKha/KohiMa, deceMber 16 (MexN): While appreciating the welfare schemes undertaken by the department from time to time, the Wokha Village Council (WVC) has appealed to the Department of Food and Civil Supplies and the transporters group to ensure timely supply of food grains and other essential commodities to the public as per the National Food Security Act 2013. Any delay in distributing the commodities meant for the poor will directly affect the livelihood of the rural poor and villagers, WVC Chairman S. Yanphamo Tungoe said. While keeping in view the current cash crunch coupled with the approaching festive season, the WVC has requested the department concerned to expedite allotment of rations for this month by December 2016. Further, the council added, “it has been learnt through media that the food grain stored in the godown had been sealed as alleged PDS scam in which we believe the law will take its own course of action. In the meantime, we appeal to the concerned authority to make necessary arrangement for timely delivery of the commodities at the earliest.” In a separate press release, Fair Price Shop Union, Kohima also appealed to the authority of Department of Food & Civil Supplies to allow the stockists, whose godowns in Dimapur have been sealed, to resume operation in the interest of the beneficiaries at the earliest. The union opined that if the case is prolonged, the normal and timely delivery of food grains to the beneficiaries will be greatly affected. Meanwhile, the union on behalf of the Kohima fair price shops also thanked the F&CS department, Kohima for timely release of food grains to the beneficiaries of AAY and PHH in the district.

They mark the bygone years that have accumulated and emerged into the present giving a sense of achievement but more importantly, strengthening and affirming one’s identity and rationale for existence. And that is how through the abundant grace of God, OTS finds itself basking in the joy and blessing of the Lord as it celebrated the 25th anniversary this year (1991 -2016). With an intentional aim to celebrate the anniversary in a unique manner, a yearlong program was

ut …how did it all begin? The Nagaland Baptist Church Council (NBCC) had long felt the need of establishing a theological seminary at the graduate level in Nagaland. This became a reality with the formal installation of the office of the Principal on 19th May 1991. This historical event was further substantiated by the villagers of Bade and the Chakhesang Baptist Church Council (CBCC), Dimapur area, who donated the 82.5 acre OTS land. On May 30, 1991, the Principal, Board of Trustees, OTS, along with the leaders of Bade village and CBCC, Dimapur area, stood near an old weather beaten peepul tree, and dedicated the campus of OTS to its Creator and Master, God in Jesus Christ. In the words of the Rev. Dr. V. K. Nuh, the first Chairperson of OTS Board of Trustees, on this day of dedication remarked: “The long felt need for a graduate level theological seminary in Nagaland is about to take place. It is a historic beginning in the pages of the history of NBCC. In accordance with the aims and objectives of the seminary, in the next decade, we will be seeing trained and competent leadership emerging and taking the most needed task of providing quality leadership roles in our churches and society. …. … No doubt, OTS has a tremendous task of building the future of our societies in line with Christian ethical principles. As we venture into the future of our history, may the Grace of God lead OTS in His perfect will.”

And so the year-long celebration came to a close.

Indeed 25 years of God’s grace has led OTS, tangibly expressed through the faithful support of the Body of Christ – churches, institutions, individuals – locally and globally. In hindsight we have much to thank God for all that has been wrought over the past 25 years: • Over 400 OTS alumni now serve the Lord in different parts of the world • Partnership with churches and Christian groups through OTS’ short-term theological education and mission programs, and activities with the villages in the vicinity of OTS and beyond • Educating the clergy, laity, and engaging in the public square • Serving the vulnerable communities (orphans, street dwellers, special needs) in North East India through our Summer Internship Programs • Working with immigrant and refugee communities in South East Asia Students recycling empty ottles

In the words of Dr. James Kalong, Academic Dean, OTS: “As OTS turns a new leaf and envisions the future of theological education for the next 25 years, we envisage learning and pedagogy that engage not only with relevance and currency but also on imaginative and innovative scholarship that will continue to steer and shape the vision of the seminary. The vision of OTS has always been to inculcate bohemian learning and instill creative discipleship, and we are confident of accomplishing such a vision because the band of faculty at OTS today is at its finest pool. The caliber and the camaraderie shared by the faculty are competent enough to weave new dreams and bring avant-garde ideas together and translate them into the kind of theological education that is required for posterity.” The following are five key programs and sign-posts of OTS for the coming 25 Years:

What an opportunity! We have been living in Kathmandu for over two years. Kathmandu International Christian Congregation is our home church and we enjoy being part of the leadership team. Often, we organize events in our home with the Sunday school as well as the larger church family, which gives us great opportunity and pleasure to mingle with people from all parts of the world. Thankfully, I have come to realize that I can only emulate God’s love when I embrace His unconditional love and forgiveness in my own life. ‘I am because He is’. And that takes us towards the collective ‘I am because we are’. The difference we make is not the unique, or the amazing, or the outrageous activities we lead, it is not even about our talents or our abilities. It is about our way of life. Our attitudes. Our belief. Our faith. Our hope. It is all about our commitment and the courage we take to make the difference, one day at a time.

s the countdown began and the National Weather Service showed no signs of cooperating, Republican House Speaker Paul Ryan of Wisconsin said the lighting of the 2016 U.S. Capitol Christmas Tree would go on, come rain or come shine. And so it did. Shortly after 5 p.m. Tuesday, in the middle of a cold all-day rain, 10-year-old Isabella Gerard helped Ryan flip the switch on an 80-foot Englemann spruce from Idaho’s Payette National Forest. The lighting on the west lawn of the Capitol capped a 2,500mile journey for the tree, which was cut on Nov. 2 from Little Ski Hill, just west of McCall. “In the words of Yogi Berra, at least it’s a dry rain,” Ryan told the spectators, many of whom huddled under umbrellas. And he used the lighting to offer a Christmas message during a brief 15-minute ceremony. “Christ’s birth, like this tree, is a reminder that God is always

Isabella Gerard, a fifth-grade student at Boise's St. Mary's Catholic School, was chosen to help light the U.S. Capitol Christmas Tree in Washington, D.C., on Dec. 6, 2016. She got the honor by writing a poem called "Pristine Idaho Mountains." (Courtesy Annalyn Gerard)

with us,” Ryan said. “We may neglect him. We may reject him. But he never forsakes us.” Isabella, a fifth-grader at St. Mary’s Catholic School in Boise, won the trip to Washington after writing a poem titled “Pristine Idaho Mountains.” “I just imagined myself outside in the forest and then I wrote about that,” she said,

adding that the best part of her first trip to Washington with her family came when she got a chance to visit the city’s monuments and museums. Ryan led the crowd in a countdown before Isabella lit the tree. “Good job,” he told her after she turned on the switch. Idaho Republican Sen.

Punching discrimination in the face

Mike Crapo, who chose Isabella for the honor, called the tree lighting “an incredible opportunity” to share the state’s beauty with the nation. “My wish is that this tree will be the beacon of hope to those that may be struggling or are separated from loved ones,” Crapo said. Republican Sen. Jim Risch of Idaho told the crowd that the tree was was a present to the nation from his state. “Merry Christmas, America,” he said. Idaho sent a special guest to the lighting: Brandalyn Crapo, an Idaho state trooper and the granddaughter of Sen. Crapo’s first cousin who was hit while leading the motorcade for the tree from McCall to Boise. A pickup truck crossed the center line and collided with her patrol car. “Long flight, but excited to be here,” she said. “It’s a pretty proud moment, not an opportunity that you get a lot in a lifetime.” Officials with the Payette National Forest said it cost an estimated $600,000 to move

the tree across the country, with corporate sponsors contributing roughly a half-million dollars toward the project. HERE IS ISABELLA'S WINNING POEM: “Idaho is blessed with beautiful mountains and immense forests. In the winter the mountains and forests are covered with snow, making the landscape look like never ending clouds with skyscrapers covered in snow. Big tall trees. Beautiful to look at. Amazing to see. Pristine mountains. As I sit in the forest I find peace. As the wind blows through the tall ponderosa pines I feel a sense of solitude and peacefulness. To someone that has never been in an Idaho forest, it is hard to understand the size and beauty. If only you could be here looking at these beautiful Idaho scenes."

ot far from Daarut Tauhid, one of the biggest Islamic boarding schools in Bandung, Indonesia, there is a house. The house, in the Gegerkalong area, has several food stalls in its front yard. Students from the Islamic boarding school buy and eat their meals at the stalls. The whole area has a serene and religious atmosphere. On the side of the house, there is a dark alley. After walking through it, I am welcomed by a boxing ring, loud music and the sweaty smell of hard work. Beside the boxing ring is a small pavilion where people are working on the punching mitts and heavy bags; most of them are covered in tattoos. The juxtaposition of images between the front yard and the backyard of the house is jarring to me. For a moment I think I have been teleported into another world - I am always suspicious of dark alleys. Jimmy, who heads sports development for the house, Rumah Cemara, greets me with a smile. "That pavilion used to be a hen house," he says. "Members of the gym are growing. We need a bigger space."

Big things often have humble beginnings. The boxing gym is one of Rumah Cemara's ways of helping those who live with HIV/ AIDS or drug addiction, by keeping them fit through sports, providing a space for community and giving them a chance to demonstrate what they can do for their communities. Here, those with HIV/AIDS or recovering from drug addictions, engage with the wider community through sports. I can't help but ask Jimmy if they ever receive complaints from the Islamic boarding school. He smiles again. "We invited the ustadz (teacher) of the boarding school, and he came to give us his blessing." I nod as I look at one of the corners of the gym where there's a sign for Rumah Cemara Boxing Camp. Under it is an inscription that reads: Indonesia Without Stigma. Amen to that. More than 600,000 are living with HIV in Indonesia, according to UNAIDS. Sharing of contaminated needles among injecting drug users and unsafe heterosexual sex are the two main modes of HIV/Aids transmission. Fear of stigma and discrimination fuels resistance to testing, treatment and education. Rumah Cemara is working to end that stigma and discrimination. You can get involved at www.rumahcemara.or.id

he broth sizzles in a tiny pot hung over a flame on a miniature irori, or “hearth.” A knife the size of a pinkie finger nudges minuscule cubes of tofu from a palm-size cutting board. Flakes of seaweed tumble off a spoon pinched between a thumb and finger. A couple of minutes later, a tiny ladle dishes the finished miso soup into bowls no bigger than a thumbnail. YouTube is replete with Japanese tiny-food videos. Their creators shrink recipes to Lilliputian dimensions: pancakes the size of nickels, burgers compact enough to flip with chopsticks. The meals may be extremely diminutive, but they’re edible. Most of the ingredients are hulking compared with the finished products, but whenever possible, the chefs choose smaller stand-ins: Pearl onions or shallots sub for their bigger counterparts, and quail eggs replace chicken eggs. Some of the YouTube channels devoted to tiny food post only periodically, while others roll out new installments a few times a week. Miniature Space, to take one example, has more than 1 million subscribers; its most popular video—a strawberry shortcake made from a single berry—has been viewed more than 8.5 million times. The videos are addictive; there’s something at once mesmerizing and weirdly funny about a gigantic hand trying to chisel a tiny sliver of meat, or smooth whisker-thin coats of icing on a multitiered “cake” cut from a

single slice of bread. Merry White, an anthropology professor at Boston University who studies Japanese culture and cuisine, says that tiny food embodies the Japanese obsession with kawaii, or “cuteness.” Dishes are typically presented against a backdrop of dollhouse furniture and accessories—little chairs, plates, floor lamps, and potted plants. White detects an affectionate gibe in some of this, a playful “teasing by miniaturizing, and making exceptional the ordinary.” Although the recipes are fairly straightforward—more home cooking than haute cuisine—the videos reveal a fussiness about details. To White, the exacting attention required to, say, move one grain of rice at a time echoes the culture of otaku—young, predominantly male hobbyists who are consumed by interests like manga, video games, and anime. Inspired by the success of Japanese tiny-food videos, the California-based company Tastemade has produced a web series called Tiny Kitchen, with more than 50 episodes and mil-

lions of views across Facebook, Snapchat, Instagram, and YouTube. Tastemade’s videos display the same fastidiousness as the Japanese originals. “I feel sort of like a surgeon,” says Hannah Aufmuth, the food stylist whose hands are in the Tiny Kitchen videos, jokingly referring to her miniature spatula as her “scalpel.” The tiny-food trend grafts onto a Japanese enthusiasm for zany cooking shows—the popular Cooking With Dog, for instance, is hosted by an anonymous Japanese woman whose poodle flounces around her countertop. White says that compared with such shows, tiny-food videos can be a bit more nostalgic. After all, the traditional hearth some of the videos painstakingly re-create is fast disappearing from the country. The irori in the misosoup video, for example, recalls old-fashioned farmhouses— from which most young people are a few generations removed. “It would be like a Norman Rockwell painting of Thanksgiving dinner for an American,” White says. But a lot, lot smaller.

Year of Water Cannon in Nagaland History :-)

Renponi Lotha: We asked for Salary ....we got water! We asked for justice ...we got water! What a wonderfully watery watery Govt we do have. Today's (December 15) incident was uncalled for and absolutely against our Fundamental Rights. If ACAUT at all wanted to create Unlawful situation then it would have done so from before. In the two days of Signature Campaign when did any of the members do anything illegal that it was always stopped like this. Even holding of banners was objectionable leave apart the distant dream of even holding a stick by any supporters. When we first assembled with banners, we were stopped and were not allowed to even stand with a banner and only after sticking to our Rights we were allowed to carry on the campaign until dark where we all assembled and listened to songs, speeches etc. The security personnel didn't have any problem or disturbance after that and the first day ended well with all of us hearing the same song and even sharing words to each other as social beings. The second day of Signature Campaign which was held at the same venue as day one i,e. at a private property petrol pump, and we were stopped on the second day also. Without any disturbance caused on the first day by the supporters nor with any reason to stop us we were stopped again but we stood on our Right and we could carry on the campaign for the second day also peacefully without even an inch of disturbance to any authorities. The only headache and unnecessary wastage of energy was while having to assert for our Rights to carry the Signature Campaign. Today also it was supposed to be a peaceful rally with participants mostly mothers clad in traditional dresses along with the churches. What started with a prayer ended with tear gas and water cannon. With no place to even hold a banner peacefully and with no place to even hold a peaceful rally, I felt as if we were the killers, thieves etc instead of being the law abiding citizens who wanted law and order to prevail in the state. When God Himself does not stop but tells us to speak the truth, why are we not allowed to speak the truth and demand Justice also. Are we really going to live in such a society? Today's curfew was imposed taking into care the festive season. So glad that although Good Governance Day on Christmas will exist yet peaceful rally in Festive Season will affect Dec 25 more right? What complaint are some people posing about the inconvenience of Bandh in Christmas season for a day? I tell you Christ will be happier if you stand for truth and justice and will stop buying stolen goods again like fools. Instead of spending on dress, crackers, wine, decorations, feast etc to celebrate Christmas and complaining about Bandh for not being able to avail those things... why not pray on the day of the Bandh for a True Christmas spirit to pour on the Nagas? In what manner is water cannon justified to non-payment of salary? In what manner were the teachers who assembled peacefully to demand our rights deserved to be shut and pressurized like this with water hitting even to the mothers carrying Kids? People sitting behind the screen without coming close judge very easily and put all kinds of judgement on them and make ACAUT issue Their issue and not their issue! What ACAUT is fighting for is a social issue and not a personal issue that you guys leave social issue as ACAUT's personal issue. Please change this mindset and with prayers come forward to change our future. We are in need of prayers and action to change our land and our future. Support ACAUT.... they are fighting for all of us. Pray for them, guide them, correct them, cooperate with them, help them but please don't demoralize them for if ACAUT ever gets demoralized it is the loss of the common Nagas. Where do we ever see a leader like Sir Khekiye Sema who stands alone all odds of tear gas and water cannon till the last for his love for the society? He is a 70 years old man and it is indeed shameful that 17-47 years old people stay at home and type all kinds of hopeless and shameless allegations on his passion. Many people of different organizations were awaiting ACAUT to approach them for the rally and all. Why wait for invitation as if it is ACAUT's wedding? One should have participated voluntarily with a burning heart as though it was State Funeral. High time we Nagas shed our ego, tribalism, laziness, ignorance and indifference. We are the last of the cursed generation that was blinded by corruption. If you and I as younger generation stand for Truth and Justice then I tell you we will usher in a new Generation that is blessed, Blessed by our Father above. The land of Head Hunters once upon a time has now become a land of diluted slaves. Time to reform Nagaland! Time to reform Nagaland. And YES! I feel proud and blessed to be holding the banners of the two incidents where we were sprayed with water cannon. We were DRENCHED WITH WATER BUT YOU ARE CURSED WITH OUR TEARS!

Proud to be a NAGA Girl Akhrie Kiewhuo: We met this major accident just days ago where few of us travelling by our college bus hit a smaller vehicle (ECO). The swat was so hard that our bus travelling at the right lane of the road turned left, while we students were still shocked at the strong jerk, to my astonishment our bus was never stopping. It was about to go right down the sloppy area. The only sentence i could use at that point of time was coming Face-to-face-with-death. On seeing this, all male students started shouting "Let the girls get down first" But luckily our bus never collided it was stopped by a tree. And now recollecting all the things that happened that very night has left me with trauma but still thinking of the male students who never cared for their life and considered the life of women their first priority makes me respect Naga men even more. GOD BLESS ALL. Disclaimer: The opinions expressed here are the views of the individual and do not necessarily reflect the views and opinions of The Naga Blog.

Parliament adjourned sine die after month of disruptions, adjournments

New Delhi, December 16 (iANS): Both houses of Parliament were adjourned sine die on Friday, bringing to an end the month-long winter session marked by repeated disruptions and adjournments. The winter session -which started on November 16 -- saw repeated adjournments amid ruckus and chaos by opposition members protesting over demonetisation and other issues. Altogether, the Lok Sabha lost almost 92 hours to disruptions while the Rajya Sabha lost more than 86 hours, according to information given by secretariats of both the houses. The Lok Sabha worked for merely 19 hours in its 21 sittings, while the Rajya Sabha worked for 22 hours. As a result of repeated disruptions, only two of the 330 listed questions in the Rajya Sabha could be answered orally. In the Lok Sabha, 50 of the 440 starred questions were answered orally. In the Lok Sabha, the opposition wanted a debate on demonetisation under a rule entailing voting in the end. Opposition leaders later said they were ready for the debate without rule or vote. However, the last couple of days witnessed angry exchanges between opposition and treasury benches as the ruling bloc, including Parliamentary Affairs Minister Ananth Kumar, sought a debate on AgustaWestland issue. The government benches also slammed opposition parties for alleg-

edly running money laundering racket by changing demonetised Rs 500 and Rs 1,000 currency notes. The lower house, however, did take up a discussion on demonetisation under Rule 193. Telangana Rashtra Samithi (TRS) member A.P. Jithender Reddy also started the debate, but it could not be taken up as other opposition parties created a ruckus. Till the last day, opposition members kept submitting notices for adjourning the plower house proceedings to take up the debate but all notices were disallowed by Speaker Sumitra Mahajan. In the Rajya Sabha, the

demonetisation debate started on the session's very first day. However, the opposition later sought the presence of Prime Minister Narendra Modi throughout the debate, and disrupted the house repeatedly as Modi kept away. On Friday, the Rajya Sabha was adjourned sine die shortly after the house met at 11 a.m., but not before Chairman M. Hamid Ansari, in an emotional speech, voiced anguish over disruptions in the house during the entire winter session. "I had fervently hoped that I would not have to repeat what I said at the con-

clusion of the 221st session in December 2013," Ansari said. "My hope stands belied. Regular and continuous disruptions characterised the session. The symbolism of dignified protest, so essential for orderly conduct of parliamentary proceedings, was abandoned," he said. Ansari held both the treasury and opposition benches responsible for the bedlam. Lok Sabha Speaker Sumitra Mahajan was also unhappy over the repeated adjournments. Mahajan informed the house that it functioned for only 19 hours in 21 sittings. "It is not even 21 hours."

She said 91 hours and 59 minutes were wasted due to disruptions. "This is not good for us. It maligns our image in the public," Mahajan said. "I hope there will be no disruptions in the coming sessions and we will function in a better way," she added. The Lok Sabha, in the entire session, passed four bills, of which two were finance bills related to Supplementary Demand for Grants, and other two were Taxation Laws (Second Amendment) Bill, 2016, -which was also passed by the Rajya Sabha -- and the Rights of Persons with Disability Bill, 2014.

New Delhi, December 16 (iANS): Accusing the government of stifling the opposition's voice and subjecting parliamentary democracy to a 'severe threat', opposition parties led by the Congress on Friday urged President Pranab Mukherjee to intervene. A host of opposition leaders, including former Prime Minister Manmohan Singh and Congress President Sonia Gandhi, submitted a memorandum to Mukherjee expressing shock over Prime Minister Narendra Modi's refusal to make a statement on the 'draconian' demonetisation decision. "It is unfortunate and unprecedented that the government itself has been deliberately disrupting and forcing adjournments of both Lok Sabha and Rajya Sabha. This is being done at the behest of senior ministers. "Moreover, the Prime Minister has misled the nation by blaming the opposition," the parties said in the memorandum to Mukherjee. "We are deeply concerned that the parliamentary democratic system itself is under severe threat," they said, claiming that their repeated efforts to debate and discuss the adverse fallout of demonetisation in parliament was stonewalled by the government. While a host of opposition parties, including the Trinamool Congress and the Janata Dal-United, participated in the meet, the Left Parties gave it a miss saying that the President has "no role to play in the matter". The parties said the government's November 8 demonetisation move has created a "deep crisis" in the country, with millions affected by it. "More than 97 people have lost their lives across the states while queuing up outside banks and ATMs," they said. The parties also expressed shock over Modi's failure to make a statement on the demonetisation issue, informing all the

lawmakers about the rationale behind the announcement, process of rollout and the way in which the pain of the masses can be alleviated. "We were shocked when no such statement was forthcoming from the Prime Minister, as is the convention in parliamentary procedure," they said. Talking to the media after the meeting, Congress leader Mallikarjun Kharge accused the government of violating all democratic norms. "This government has endeavoured to break every principle of democracy and the entire responsibility of not allowing parliament to function lies with the government," he said. He asserted that the opposition's repeated efforts to discuss in parliament the plight of the common people due to demonetisation was not paid heed to by the government. "While the poorest of the poor continue to suffer, this government has avoided a discussion in parliament. They have not even categorically explained why the discussion could not take place," said Trinamool lawmaker Sudip Bandyopadhyay. Among the leaders to participate in the meet were Congress Vice President Rahul Gandhi, Janata Dal-United leader Sharad Yadav and Trinamool Rajya Sabha member Derek O'Brien. Giving the reason for the Left parties skipping the meet, Communist Party of India-Marxist General Secretary Sitaram Yechury said: "We have already said that the President can't do much in this mater. We should rather reach out to the masses." Earlier this month, 16 opposition parties had petitioned Mukherjee over the passage of the Income Tax Amendment Bill in the Lok Sabha without any discussion.

20-year-old woman raped in car in Delhi Tax officials uncover Rs 2,600 cr black money, seize Rs 393 cr New Delhi, December 16 (iANS): A 20-year-old woman was raped in the national capital by a cab driver on the pretext of giving her a ride, police said on Friday. The driver has been arrested. The 30-year-old driver, identified as Aman, is a resident of the Moti Bagh slums in south Delhi. He was nabbed on Thursday noon from his residence. According to police, the woman, a resident of Noida, was raped on WednesdayThursday night in the car which bore a Ministry of Home Affairs (MHA) sticker on its windscreen. The woman had come to Delhi on Wednesday in search of a job. The car has been seized. "The woman was waiting at the AIIMS (All India Institute of Medical Sciences)

bus stop around 9 p.m. on Wednesday to go back to her home when Aman offered her a lift," Deputy Commissioner of Police Ishwar Singh told reporters here. "After she got into the vehicle, he molested her on the way. When she resisted, the driver stopped the vehicle somewhere in Moti Bagh and raped her. "But the woman somehow managed to escape from the car and approached a policeman around 1.30 a.m.," the officer said. Police said the car belonged to a CISF (Central Industrial Security Force) Head Constable who resides in Kotla Mubarkpur in south Delhi. The car was rented to the accused driver by the owner's son a week ago." Asked how the car got a MHA sticker, the police said a relative of the CISF Head Constable worked in the ministry.

rANchi, December 16 (iANS): An engineering student has been raped and burnt to death here, the state police said on Friday. According to the police, the burnt body of the third-year engineering student was found at a house in Buty Basti area. The police suspect the girl was first raped by someone known to her and lat-

er burnt to death. The matter came to the police's notice after the parents and students enquired about her as she did not go to her institute on Friday. On reaching her house, the door was found locked from outside. The body, which was found inside the house, has been sent for post-mortem examination.

New Delhi, December 16 (iANS): Post the November 8 demonetisation of high-value currency, the government has uncovered concealed income to the tune of Rs 2,600 crore and has seized a total of Rs 393 crore involving nearly 300 cases, an official said on Friday. "Admitted concealed income on the basis of our survey of data till date is Rs 2,600 crore," Central Board of Direct Taxes (CBDT) Chairman

Sushil Chandra said briefing reporters here on the demonetisation drive designed to curb black money, counterfeiting and financing of terrorism. "We have conducted searches and seizures in about 291 cases, carried out surveys in 295 cases," he said. "We have seized currency notes over Rs 316 crore in raids, including Rs 80 crore in new notes. Besides, jewellery of Rs 76 crore has also been seized making for a total seizure of Rs 393

crore," added. The head of India's Income Tax Department said that 3,000 notices have been issued on the basis of their analysis of deposits made since demonetisation was announced last month. He cautioned those trying to launder black money that the tax authorities were checking all data on deposits made in banks after November 8 and having these scrutised by expert data analysts

"Assessees should know that simply depositing cash does not turn black money into white. The Department is checking everything," Chandra said. The survey showed that the major modes of moneylendering included using cash for purchase of bullion and jewellery, backdated receipts for transactions, and deposits made into Jan Dhan accounts and in shell companies, he added.

SC declines to pass interim order on Engineering student raped, burnt to death demonetisation, takes on all cases Rahul meets Modi, opposition parties irked New Delhi, December 16 (iANS): A Congress delegation led by its Vice President Rahul Gandhi on Friday met Prime Minister Narendra Modi espousing the cause of farmers but the move led to cracks within the opposition. In a memorandum submitted to Modi, Gandhi demanded a waiver of loans given to farmers and urged the government to halve their electricity bills and provide higher MSP for crops. But the other opposition parties, which backed the Congress over demonetisation and other issues in Parliament, were miffed over Gandhi's decision to meet Modi after threatening to expose his corruption. "People are upset the Congress went to meet the PM alone. They (Congress leadership) think Congress is an ocean and we should all submerge. This is natural arrogance. That will not do good to them," Samajwadi Party's Rajya Sabha member Amar Singh said. NCP leader D.P. Tripathi said instead of meeting the Prime Minister, the Congress should have strengthened opposition unity. "Congress is not helping its cause... That is why we are not joining them in meeting the President," he said. The Gandhi-led Congress delegation raised the issue of farmer suicides and asked Modi to write off loans given to farmers like it had been done in the case of corporates. "Thousands of farmers are committing suicide across the country. Every single day a farmer is committing suicide in Punjab. We apprised him about the plight of farmers," Gandhi told the media. The Congress submitted two crore 'maangpatras' from Uttar Pradesh and 30 lakh

'maangpatras' from Punjab, collected during door-to-door outreach in both the states. "This government has waived off loans of Rs 1.40 lakh crore to corporates. We urge the government to waive off the loans of farmers as well," Gandhi said. The delegation comprised Punjab state unit chief Captain Amarinder Singh, Lok Sabha leader Mallikarjun Kharge and Rajya Sabha leader Ghulam Nabi Azad. Gandhi said the government decision to remove import duty on wheat was a "terrible blow" to the farmers. "The Prime Minister too admitted the condition of the farmers to be grave. But he did not say anything about waiving off the loans to farmers." The memorandum said Indian agriculture had been severely affected due to two consecutive droughts, unseasonal rains and floods. It said lakhs of hectares of crops were destroyed and millions of farmers dependent on agriculture had lost their livelihood. "The distress has been further aggravated by their high indebtedness aggregating to approximately 4.2 lakh crore. Crop failures and inability to repay their debts and accumulated interest led a large number of farmers to commit suicides." Gandhi's meeting with Modi comes days after he vowed to expose the Prime Minister's "personal complicity in corruption". Party leader Azad explained why the Congress went on its own to meet Modi. "It was the Congress initiative and our agenda, not of a combined opposition. Where do other parties come in the picture in this?" he said. "I don't know why they are unhappy."

New Delhi, December 16 (iANS): The Supreme Court on Friday refused to pass any interim order extending the deadline until which the scrapped currency notes could be used for essential services, including in hospitals and medical stores, and left it to the government to take the call. The court said that no direction was required to be given to the government on this count, but asked it to honour the commitment to allow the withdrawal of Rs 24,000 per week to the possible extent. Observing that the government was "responsive and sensitive enough" to the situation, a bench of Chief Justice of India T.S. Thakur, Justice A.M. Khanwilkar and Justice D.Y. Chandrachud said the government will consider and take appropriate decision from time to time to ease the hardships being faced by the people. Referring to the statement by Attorney Genertal Mukul Rohatgi that things would get streamlined in next 15 days -- that is up to December 31 deadline -- the court said that the time has not yet been exhausted and the government is working to the best of its abilities. Asking the government to periodically review its decisions, the court noted that 40 per cent of the demonetised currency has already been replaced by the new

Rs 500 and Rs 2,000 notes as Rohatgi put it. On Thursday Rohatgi told the apex court that new currency notes worth Rs 5 lakh crore had been injected and coupled with existing smaller-denomination currency notes, there were Rs 7.5 lakh crore in circulation. Refusing to pass any interim order, the apex court referred to a larger bench of five judges the matter of a batch of petitions challenging the November 8 demonetisation decision of the government and the issues arising out of it. The court has framed nine questions to be considered by the five-judge bench that inclines valid-

ity of the demonetisation decision, whether restrictions could be imposed on the withdrawal of money by the account holders and can courts adjudicate on fiscal policy. The Supreme Court also stayed proceedings before various high courts and subordinate courts on the petitions arising out of the demonetisation, and directed that, henceforth, any petition challenging the November 8 decision or issues related to it could only be moved before the apex court, thus barring all courts in the country from entertaining any petition challenging demonetisation.

New Delhi, December 16 (iANS): The Pradhan Mantri Garib Kalyan Yojana (PMGKY) - which is being slated as another chance for people to come clean on their unaccounted income - will come into effect from December 17 (Saturday) and will remain open for over three months, a top official said on Friday. "The PMGKY will start from tomorrow (Saturday), and the last date for disclosures is March 31, 2017. People have three and a half months to declare their untaxed money. A declaration can be given before the Income Tax officer," Revenue Secretary Hasmukh Adhia told media persons here. "No prosecution will be carried on the basis of such disclosures. The declarations made under the the law will be kept a secret. The declarations will also not be used for payment towards service tax, excise duty, etc.," he added. H o w e v e r, t h e r e would be no immunity from criminal acts like Prevention of Money Laundering Act, Naroctics Act or for holding 'benami' (by proxy) properties and smuggling offences, he said.

"Investments in taxation regime or Pradhan Mantri Garib Kalyan Yojana is the last chance for people. Any person or company can disclose unaccounted income and pay 49.9 per cent, to be precise, as tax, surcharge and penalty along with 25 per cent amount in interest-free deposits for four years," Adhia said. The scheme allows people to deposit money in their accounts by paying 50 per cent of the total amount -- 30 per cent as tax, 10 per cent as penalty and 33 per cent of the taxed amount, that is 10 per cent, as Garib Kalyan Cess. This amount is proposed to be utilised for the schemes of irrigation, housing, toilets, infrastructure, primary education, primary health and livelihood. The scheme is a part of the Taxation Laws (Second Amendment) Bill, 2016, passed by the Parliament on November 29 to amend the income tax laws to provide for stiffer penal tax in the wake of the November 8 demonetisation. Cameras were asked to be turned off during the question answer session with the Revenue Secretary.

Moeen's unbeaten ton lifts Tzudir Yimka MTB Race held england in chennai test cHennAi, DecemBer 16 (reuters): Moeen Ali capitalised on an early reprieve to score his fifth test century and steer England to 284 for four on the opening day of the fifth and final test against India on Friday. Opting to bat, England slumped to 21 for two before Moeen added 146 with Joe Root to steady the innings and shared a stand of 86 with Jonny Bairstow to keep the touring side on course for a big total at the MA Chidambaram Stadium. Moeen's unbeaten 120 was an innings of two halves, the left-hander shedding his early tentativeness to hit 12 fours after being dropped by Lokesh Rahul at mid-wicket before he had scored. Ben Stokes was unbeaten on five at the close. With India having taken an unassailable 3-0 lead in the series, England went into the match seeking to salvage pride but that de-

termination did not show in some casual shot-making by the top order. Back in the squad replacing Bhuvneshwar Kumar, paceman Ishant Sharma induced Keaton Jennings into driving a wide delivery and Parthiv Patel collected the edge be-

hind the stumps to dismiss the young opener for one. Alastair Cook took two off Umesh Yadav's first ball to reach 11,000 runs in tests but again looked completely at sea against Ravindra Jadeja's left-arm spin. The England skipper lunged outside off-stump

to edge the ball to Virat Kohli at slip for 10, falling to Jadeja for the fifth time in the series. Root faced yet another rebuilding job and England's batting mainstay did not let his team down. Moeen lazily flicked Jadeja to midwicket where

Rahul misjudged his jump and the ball burst through his hands. Moeen looked ill at ease in the morning session but appeared completely transformed after lunch as he and Root milked India's three-pronged spin attack despite the pitch offering considerable turn. Root brought up his 27th test fifty and looked like cruising to his century when he fell to Jadeja. England's most prolific batsman in the series attempted a sweep shot and the Indians appealed for caught behind. It was turned down by the on-field umpire but upheld after the hosts decided to review it. Root shook his head in dismay as he missed his second century of the series, a feat Moeen achieved in the final session. Bairstow hit three sixes in his breezy 49 but missed out on a fifty when he loosely drove Jadeja to Rahul at cover.

I China in 'bubble' warning as football spending tops $1 bn

Beijing, DecemBer 16 (AFP): China's state media warned a "bubble" had developed in Chinese football on Friday after spending topped $1 billion this year and rumours swirled of yet more bigmoney signings. Chelsea's Oscar and Argentine forward Carlos Tevez were the latest players linked with the deep-pocketed Chinese Super League this week as clubs look set to extend their lavish spree. The influential People's Daily urged clubs to control their "headstrong" spending, which follows official decrees that China should become a global football superpower. While there is "no reason to restrict capital" in the Super League, clubs must have focus and discipline on spending for the sake of their own longterm health, an article in the Communist Party mouthpiece said. It said 8 billion yuan ($1.15 bn) had been spent in 2016, a sum which "far exceeded the economic value brought to the league". The explosive growth in football investments is a "bubble" given the slower growth in ticket and licensed product sales,

regret being unable to show solidarity with my fellow Nagas at the protests yesterday but I felt elated to see the picture of an ACAUT leader standing alone facing water cannons a. I am very glad this happened or rather this picture was taken. To people it may seem a sad commentary on the lack of willingness of the masses to step out of their comfort zone to participate in change. Let us remember during this season of hope that symbols like this are the beginning of something greater than the reality that the picture seems to represent or even the limited goals of the movement in the first place.

To me what started as a protest against a limited agenda could lead to much greater change if the leaders of the ACAUT are wise in their leadership. My only request is please refrain from falling into the various traps that will come your way in form of division and other distractions. People don’t need me to spell out what these distractions will be but every right thinking person knows what they are. Nevertheless let us remember it was pictures/symbols like this that sparked of movements far beyond the limited agendas they were begun. Regardless of the outcome “The Standing man” of Gezi park which started

as a movement to protect a park went beyond the initial goals and earlier the lone man facing Tanks in Tiananmen Square brought changes that transformed the world. So a plea from a nobody unable to be there please do not take bail tomorrow. We will spend many Christmases together in our lives but chances like these are once in a life time. Let not missing comfort for a cause deter the leaders of the ACAUT as this could be a pivotal moment in the fight against State corruption. Kuknalim. AoTemjen Jamir, Dimapur.

the article added. Chinese firms have spent freely this year on foreign football clubs, players, and broadcasting rights in an effort to diversify their businesses and aid Chinese President Xi Jinping's dream of making China into a global centre of gravity for the sport. Xi is a known football fan and in 2011 -- when he was still vice-president -he laid out three hopes for China's soccer future: to qualify for another World Cup, to host a World Cup and to win a World Cup.

Chinese Super League clubs smashed the Asian record four times in the January-February window, and they have spent more than $400 million on players overall this year. Shanghai SIPG are reported to be on the verge of breaking the record again with a £60 million transfer ($76 million) swoop for Chelsea's Brazilian midfielder Oscar. Argentine media reported Thursday that Tevez, 33, could pocket 40 million euros a season -20 times what he currently

earns at Boca Juniors -- in a two-year deal with Shanghai Shenhua. Last month, Suning Holdings secured the Chinese broadcast rights of the popular English Premier League for a reported $650 million over three years, in what would be a 12-fold increase on the current deal. Suning is also a majority stakeholder in Italy's Inter Milan, one of a string of European clubs which have been taken over or attracted investments from Chinese companies.

pology for not addressing you with the due share of courtesy and respect for which the reasons follow as below. Why I am addressing this to you is because in my hand I have the screen Print of your letter authorizing the Prohibition Order U/S 144 CR.Pc (Though not sure whether you’re authorized to do so) for a peaceful rally held against the Government for imprisoning citizens who exposed the tip of the corruption running in our state, it not only shows your lack of judgement but also your will to do what is right. Is it not your duty to differentiate what is wrong and what is right? Is it not your duty to assess the situation and act accordingly? How can you resort to force when those people out there fighting against the wrong were participating in a peaceful rally? For this I now ask you, how dare you? I hope you remember the oath where you swore to protect the weak,

to serve the people, to be just yet you cowered under the pressure of those daylight thieves. How can you call yourself a Christian? Even if it’s for namesake. Is it too much to ask of you to stand behind what is right? A Government that defies the people, a Government instead of assuring the people justice will be served sorts to protect those who are wrong, a Government that steals from the people, a Government that is made for the elites is no government of the people. And when you stand behind those people you’ve made your choice of protecting them and for this you’re no different than those thieves who’ve sucked us dry, those who have compromised our rights. Where is your credibility? Just because you received a letter from a Suited booted ignorant Bureaucrat who does not know the Fundamental Rights each Citizen has, does that mean you will not question that? You have trampled on the Rights of

the people, that is what it is and no amount of justification is going to turn it white. You had the choice to say NO, you had the choice to assess the situation more diligently, though March 5th incident is a reminder this was December the 15th and it’s much bigger than that incident. Here the people were gathering to show their solidarity for those who had the guts to stand for what is right, here you were dealing with the people of Nagaland. French Revolution will be nothing compared to what will happen once the people of Nagaland realizes they are the power and not some hillbilly with suits and boots. I only hope your future actions are just and I only hope you make peace with the oath you had taken, to stand for justice. May God have Mercy. A concerned Naga. Atsung Imchen Kolkata

‘Rogue One: A Star Wars Story’: Generic, but a welcome change

Review by Troy Ribeiro

C M Y K

Film: “Rogue One: A Star Wars Story”; Director: Gareth Edwards; Cast: Felicity Jones, Diego Luna, Ben Mendelsohn, Donnie Yen, Mads Mikkelsen, Alan Tudyk, Riz Ahmed, Jimmy Smits, James Earl Jones, Jiang Wen, Forest Whitaker “Rogue One: A Star Wars Story” is the eighth film of the Star Wars franchise which was created by George Lucas in 1977. It tells the tale of a war that took place in an imaginary universe: “a long time ago in a galaxy far, far away.” It is not a sequel or a prequel to any of the previous films. Instead, it is a spin-off and the first in the Star Wars Anthology Series. But for those who follow the series intensely, “Rogue One” takes place sometime before “Episode IV - A New Hope”. In fact, it is more like a prologue to it, but it is not. Magnificently mount-

ed with a wide variety of perfectly-paced set action pieces, it is the tale of a fugitive warrior, Jyn Erso (Felicity Jones) who happens to be the daughter of Galen Erso (Mads Mikkelsen), the brilliant scientist who designed the evil Empire’s terrifying new weapon, called ‘Death Star’. While the universe is given to understand that Galen is a traitor for having gone over to the Dark side, Jyn who is rescued from an Imperial prison camp by the Rebel Alliance, is destined to broker a deal with extremist Saw Gerrera (Whitaker), who is holding captive an Imperial defector (Ahmed) with links to the Empire’s new superweapon. So, Jyn teams up, to steal the Death Star plans and command a rebel ship code-named Rogue On, with another insurgent Cassian Andor (Diego Luna) whose hidden agenda she realises when it is almost too late.

Scripted by screenwriters Chris Weitz and Tony Gilroy, the plot with actors from all over the globe, lack depth, which in turn makes the characters seem onedimensional. In fact, with a lot of action taking place and with little discussion to connect the relationships between the key characters, the plot holes seem gaping. This is the biggest flaw of the film. Speaking of the cast, every actor including Felicity Jones, Whitaker, Yen and Diego Luna deliver a bril- The popular band ‘samaro’ (top) and Incipit (bottom) performs at the We Care Iv concert organised by Ao student’s liant performance. Also, the droid K-2SO, voiced by Alan Tudyk, with his witty one-liners is the scene stealer and you will definitely love him. With a lot of planethopping on spaceships, laser shoot-outs and high action drama which involve giant metallic robots, the conflict in the film is a tense, special-effects extravaganza. The production designs are upscale and visually with all the grand effects, the film is glossy and sleek. Overall, “Rogue One” doesn’t really go rogue at any stage. Hence, it does not match up to the last Star Wars film “Force Awakening”. But nevertheless, as a new entry in the series with a whole lot of new characters, this film is a welcome change. But the film will appeal only to Star Wars fans.

eadpool” star Ryan Reynolds made the unveiling of his star on the Hollywood Walk of Fame on Thursday a family affair. The Canadian-born actor turned out with his mother Tammy, his brothers, nephews and nieces as well as his wife, actress Blake Lively, and their two children. “It’s a special moment that comes along only once in a lifetime, if you’re lucky. I would have been sad to have missed it without them,” Reynolds said after the ceremony in Los Angeles. 2016 has been a good year for the 40-year-

old Reynolds. His superhero film, ‘Deadpool’, which had a reported budget of $58 million, became an unexpected hit, making more than $780 million worldwide. He was named Best Actor in a Comedy for his role in the film, and Entertainer of the Year at the recent Critics’ Choice Movie Awards. Asked about a potential sequel to Deadpool, Reynolds said he could not say much. “There’s nothing to tell you because I’m not allowed to say anything. I’ll be blow-darted. The head of the studio is over there so she’ll take me out,” he quipped. source: reuters
