In a significant move, the Nagaland Contractors& Suppliers Union (NCSU) and NagalandGovernmentRegistered Class- 1 Contractors’ Union (NGRC-1CU) on Saturday merged into one body under the nomenclature- ‘Registered Nagaland Contractors’ & Suppliers Union’ (RNCSU). This declaration was formally made during the NCSU and NGRC-1 CU joint Pre-Christmas cum Felicitation of Best Traffic at Hotel Japfu,Kohima. Followingthe merger, the new body would havetwopresidentswithPele Khezhie as the working president and Seyiekuolie Kesiezie as the administrative president. The two unions unanimously decided to merge into one body in order to take up common issues with the government and for major contract works. Full story on Page 5

New Delhi, December 19 (iANS): Congress president Sonia Gandhi and vice president Rahul Gandhi on Saturday appeared in a trial court here in the National Herald case filed by BJP leader Subramanian Swamy and were granted unconditional bail. Outside, the party engaged in a political battle, attacking Prime Minister Narendra Modi for "targeting his opponents" and terming Bharatiya Janata Party (BJP) leader Subramanian Swamy his "stooge." The top two Congress leaders appeared at 3 p.m. before Metropolitan Magistrate Loveleen in the Patiala House courts in the case filed by Swamy. The party rallied behind its leaders with former prime minister Manmohan Singh and party's leaders in the Lok Sabha and Rajya Sabha Mallikarjun Kharge and Ghulam Nabi Azad present in the court. Sonia Gandhi's daughter Priyanka Gandhi Vadra was also there. Congress workers had been thronging the party's central office on 24, Akbar Road since morning to express solidarity with

the leaders. They later expressed their joy at the two top party leaders getting bail. Shortly after returning from the court, both the Gandhis accused Modi of seeking to bend his opponents and said they were not afraid and will fight back. The BJP hit back, terming the Congress as closely linked with "corruption." Kapil Sibal, who appeared on behalf of the Congress leaders, told reporters that the court rejected Swamy's plea to impose restrictions on the
travel abroad of Congress leaders. "We moved an application on behalf of all the accused for grant of bail. The court was kind enough to grant bail without conditions except for furnishing security in the sum of Rs. 50,000 on behalf of each of the accused which were furnished," he told reporters after the hearing. The trial court also granted bail to Congress treasurer Motilal Vora, Gandhis' family friend Suman Dubey and another party leader Oscar Fernandes who also appeared
before it. Congress leader A.K. Antony gave surety for Sonia Gandhi while Priyanka Gandhi gave surety for her brother Rahul Gandhi. Another accused Sam Pitroda, a former chairman of the National Innovation Council was granted exemption from personal appearance after he moved a plea for the same. The court fixed the next date of hearing for February 20 at 2 p.m. The Delhi High Court this month dismissed the Gandhis' plea to quash the summons issued to
them by the trial court on June 26, on Swamy's complaint about "cheating" in the acquisition of Associated Journals Ltd., which published the National Herald newspaper, by Young India Ltd., "a firm in which Sonia and Rahul Gandhi each own a 38 percent stake". Sonia and Rahul Gandhi disembarked a few metres before the court premises and walked inside amid tight security. Swamy, the lone petitioner, later described the scene inside. "When the Gandhis entered, they were made to stand in a corner where the accused are supposed to be. They were not allowed to sit except Vora," he said. Earlier, Azad accused Modi of backing Swamy in his complaint, while party colleague Randeep Singh Surjewala termed Swamy "a stooge" of Modi. Swamy rubbished the allegations, while BJP leader Muqtar Abbas Naqvi said his party had nothing to do with the case. "National Herald is yours. Corruption is yours. Security and police forces have controlled insurgency in the NorthEast: Home Minister New Delhi, December 19 (The hiNDU): After Prime Minister Narendra Modi announced in August that a peace accord has been signed with the National Socialist Council of Nagalim (Isak-Muivah) to end the decades-old Naga insurgency; Union Home Minister Rajnath Singh on Friday referred the accord as a “framework agreement” and said it would help in resolving the Naga problem. This is the first time that the government has used the term “framework agreement” for the peace accord. Singh, who is attending the three-day DGPs’ conference in Rann of Kutch, Gujarat, mentioned this during the opening session speech he delivered in the presence of Modi and around 250 top policemen of the country. Joint Intelligence Committee (JIC) chief R.N Ravi, who is also the interlocutor for Naga peace talks, had signed the agreement on behalf of the Government of India with the NSCN (IM) on August 3 in a much-publicised ceremony where Modi and the Home Minister were present. The Home Ministry, which is the nodal de-
partment on the North-East issues, was kept out of the entireprocessandChiefMinisters of Assam, Arunachal Pradesh and Manipur accused the government of keeping them out of the loop of the entire process. When contacted, Ravi told The Hindu, “We never said it was a peace accord, some people loosely refer to it as an accord. It is a framework agreement and the minor details are still being worked out. We have agreed on the basic fundamental ground on which the accord would be signed.” The Twitter handle of Singh posted, “HM expressed hope that the Framework agreement between NSCN-IM and the Centre would help in resolving the Naga problem.” Singh said security and police forces had controlled the insurgency situation in the North-East. There had been the least terrorism problem in Assam this year, he said. The security forces arrested 231 armed terrorists and more than 300 conspirators, he added. Singh said the threat from the Islamic State was being monitored and the country was confident of overcoming this situation. He called upon the security forces to remain on guard to prevent sudden serious situation and urged for better coordination between the Central and State agencies.

LoNgLeNg, December 19 (mexN): With the aim to sensitize the farmers for rearing healthy animals, ICAR KVK Longleng organized Animal Health cum vaccination camp in collaboration with the District Veterinary Department, at Tangha village Longleng on December 14. The camp started with a brief description on the uses of medicines for different ailments and the importance of deworming and supplementation of mineral mixtures to the animals by Dr. Lily Ngullie, SMS (Animal Science). Dogs were treated for skin
diseases and Anti rabies vaccines were given to the dogs assisted by the Veterinary Field Assistants (VFA) of District Veterinary Department, Longleng. During the camp mineral mixtures, vitamins, dewormers, antibiotic powders and other medicines were distributed to around 132 farmers. The chairman of the village, C. Marginalised communities in Manipur come together over education qualms Imphal, December 19 (mexN): Manipur State has once again seen the coming together of marginalised peoples on issues affecting them all in the State. This time it is the deletion of Additional English from the scheme of study in Standard IX & X under the Board of Secondary Education Manipur (BOSEM). The All Manipur Minority Students’ Union (AMMSU), the All Manipur Gorkha Students’ Union (AMGSU) and the All Naga Students’ Association, Manipur (ANSAM) came together on December 16 in Imphal to express solidarity with each other in standing up for the rights of minorities/Gorkhas/tribal students in Manipur State. While appreciating the Government policy for promotion of languages/dialects of different communities in the State, the new order, stated a joint press release from the organisations, is “unjust and puts into disadvantage many Minority /Gorkhas/ tribal students.” This, they noted,
Vision Points of AMMSU, AMGSU & ANSAM: • To gain greater understanding of the issues affecting different communities living in the state in their respective experiences, perspectives and challenges through conversations with all stakeholders. • To reflect on the process of how people from different backgrounds and settings who seek understanding, cooperation and solidarity with each other can build up relationships and goodwill to effectively work on issues of common concerns. • To explore avenues to work for peace, justice and development of all sections of society. • To nurture these goals, all concern will refrain from expressing, either in public speeches or statements, views which are detrimental or divergent to the spirit which brings us together on this day. • To meet these goals, AMMSU, AMGSU & ANSAM Shall work together with commitment for the common interest of different communities, particularly the tribals, Gorkhas and other minority communities in the state. has to be “protested and objected to in all fervor.” The release, signed by Syed Nawas Khan, President, AMMSU, Prabin Kumar Upreti, Vice-President, AMGSU and Seth Shatsang, President, ANSAM, informed that “not all the languages/dialects of Minorities/ Gorkhas/ Tribal communities recognized by the State have been included in the list of curriculum of the BOSEM.” Alleging neglect of the said communities, the statement reiterated that
“necessary requirement and infrastructure for effective implementation of the deletion order is not available even in the Hill Districts.” For instance, they alleged, adequate number of teachers are “not available even for the Minorities/Nepali/Tribal languages/dialects” that have been recognized by BOSEM. “Imposing a subject without adequate teachers is gross injustice to the students,” they maintained. Further, the students’ bodies stated that the de-
letion order is in “violation of the students’ freedom of choice in that it curbs their opportunities in pursuance of higher studies.” It is for the above reasons that students’ organizations have converged in solidarity for the common cause. “We cannot however forget that coming together is only the beginning of the journey to address the historically rooted injustices and search for peaceful co-existence firmly founded on a vision for just
peace,” the joint statement affirmed. “Our solidarity alone cannot withstand the divisive policy of the State if it is not driven by the conviction and thirst for truth and justice and guided by principles of mutual respect and common sympathy. It is also therefore important to establish mutually acceptable terms for political and social cooperation.” The three bodies have issued a series of ‘Vision Points’ in order to meet their objectives (See Box). Arunachal Governor acted within constitutional powers: Kalikho Pul ITaNagar, December 19 (pTI): Dissident Congress MLAs from Arunachal Pradesh on Saturday said that Governor J P Rajkhowa has acted within his constitutional powers by summoning the session of the state Assembly. "BJP MLAs in the House had moved a proposal to impeach Speaker Nabam Rebia and no notification regarding this was issued by the Speaker during the stipulated period of 14 days. It was only after the stipulated period was over that the Governor summoned the House," dissident MLA Kalikho Pul said. The Governor has summoned the House under Article 174 (Clause 1) of the Constitution and he has the power to summon the House as and when he deems fit, he said. The Gauhati High Court had stayed the decision of the Governor to advance the Assembly session from January 14 next year to December 16 and the proceedings of the House in the makeshift premises. "The matter is sub-judice and we will not say much about it but will appeal

The SSB constable was on his way to Guwahati in an Awadh Assam Express train from Gorakpur Uttar Pradesh for Christmas Holiday when he was drugged by some criminals and robbed off his belongings. “He was in coma, somehow regained his consciousness and some good samaritan help him to reach home safely,” Hibu stated. Meghalaya government signs peace pact with UALA Tura, December 19 (pTI): Meghalaya government on Dec 18 signed a peace pact with yet another militant outfit, the United A'chik Liberation Army (UALA) which was active in the Garo Hills region of the state. This is the third peace pact by the state government after the ones signed with ANVC and its breakaway faction, the ANVC-B, last year. The outfit was formed in 2012 with the demand for a separate Garoland to be carved out of the state. The outfit, which has a cadre strength of 71, began its dialogue with the government in December last year and held at least four round table discussions before declaring for peace officially. Chief Secretary P B O Warjri said the government will facilitate the procedures to rehabilitate the cadres of UALA in which the government will give Rs 2.5 lakh to each of the cadres. Chief Minister Mukul Sangma and Home Minister Roshan Warjri were present when the pact was signed in Tura, headquarters of Garo Hills division. Sangma termed the signing as "historic" and hoped it would pave way for other militant outfits to shun violence and follow suit. Tripura CM bats for food processing sector in NE agarTala, December 19 (IaNS): The climatic condition of the northeast was suitable for agricultural and horticultural crops and an effective food processing sector could play a significant role in generating employment and utilising local resources, Tripura Chief Minister Manik Sarkar said on Saturday. "With a joint effort, developing skills of workers, expanding marketing, food processing and infrastructure development could accelerate growth and development of the food processing sector in the northeast, leading to more jobs, income and opportunities for the people of the region," Sarkar said addressing a conference on the prospect of food processing. He suggested diversifying veterinary, poultry, floriculture and agri-
culture using organic farming. "Market linkage is the major problem facing by Tripura farmers," he said, and suggested that the industry bodies should focus on building external market linkage for food processing units in the region. Assocham, in collaboration with the union ministry of food processing industries and other agencies jointly organised this one-day conference. "Food processing industry is a sunrise industry which has the potential of dramatically improving rural livelihood opportunities and bridge the rural-urban divide," Sarkar said. When peace continued to elude Manipur in 2015 Imphal, December 19 (IaNS): The year just ending was another of violence and more violence in Manipur, one of the most troubled states in India's northeast. In a place where militancy never seems to abate, there was little to cheer, with Naga insurgents massacring 20 soldiers in Chandel district in June, inviting a rare but deadly Indian Army retaliation in Myanmar. The violence has only been compounded by the never ending strikes that have made life very tough for the mass of people all across the landlocked state. The violence and unrest resulted in the extension of the Disturbed State status till October 2016, preventing the central government from repealing the Armed Forces Special Powers Act (AFSPA). The AFSPA is probably the most hated legislation in Manipur, where many say it gives security forces sweeping powers - without any accountability. Amid the persisting unrest, the 595km India-Mandalay bus service was kickstarted to boost the northeast's trade with neighbouring countries and Southeast Asia.
At the start of 2015, Chief Minister Ibobi Singh drew flak after human rights activist Irom Sharmila, who has been fasting for 15 years demanding the repeal of AFSPA, was released from judicial custody but rearrested for continuing her hunger strike. Sharmila, better known as the Iron Lady, completed 15 years of hunger strike on November 1, with no hopes of her demand being met. On June 4, a deadly ambush by militants left 20 soldiers of the Dogra Regiment dead in an attack blamed on the National Socialist Council of Nagaland (NSCN) led by S.S. Khaplang, which has refused to accept a peace pact signed by the government and the dominant NSCN-IM faction. The attack led to a sneaking surgicial strike by the Indian Army in Myanmar territory, an operation that threatened to sour ties between the two countries. Then came massive protests by the Imphal Valley-based Meitei community demanding Inner Line Permit (ILP) for the state on the lines of ILPs in Arunachal Pradesh, Mizoram and Nagaland. The government was
compelled to pass a bill after the agitation and the death of a teenager, Saipam Robinhood. But this only caused outrage and revolt among the tribals, who said the Meiteis are trying to destabilize the already marginalized tribal population. The tribal belts of
Manipur spread over five districts -- Ukhrul, Senapati, Tamenglong, Chandel and Churachandpur -constitute 75 percent of the state area with a population of 500,000 to 600,000 while more than 1.4 million Meiteis are packed in an area of 5.5 sq km.

Arunachal political fight reaches street, claims life ITaNagar, December 19 (pTI): A sixty-yearold man was a casualty of the political turmoil that the twin capital cities of Naharlagun and Itanagar of this frontier state are badly trapped in. The tussle between factions of the ruling Congress held citizens hostage for over three hours on Thursday as cadres of Arunachal Pradesh Youth Congress (APYC) blocked NH-415 near Papu Nallah, bringing traffic to a standstill. Karka Bahadur Chetry (60) breathed his last while waiting to cross the human blockade. Chetry was on his way to his home town Kimin after being discharged from R K Mission Hospital here. He was hospitalized two weeks ago, one of his relatives who carried the body said. Hundreds of vehicles were seen stranded on either sides of the blockade on the national highway as Tuki supporters burnt tyres right in front of the security personnel, who stared at them helplessly. The situation in Itanagar was also tensed as members of Arunachal Pradesh Mahila Congress Committee (APMCC) staged protest, half-naked, against the arbitrary decision of Governor J P Rajkhowa. against the order in the High Court. We want the Court to give us a chance to explain and we have full faith in the judiciary," he added. Pul also alleged that the Governor is "under threat and is not safe in the Raj Bhawan. The state DGP and Chief Secretary are not listening to him and so how can the common people be

Food Security Act in Assam from Dec 24 guwahaTI, December 19 (pTI): The Assam government today said it will implement National Food Security Act from December 24 and provide subsidised rice to 2.4 crore people in the state. "From December 24, Food Security Act will be implemented in Assam. From this scheme around 2.4 crore people will be benefited by receiving subsidised rice," Assam Chief Minister Tarun Gogoi told reporters here. He said 60 per cent population from the towns and 84 per cent of the people living in villages will be benefited under the Act. "We wanted to do it from July last year. But the new government at the Centre introduced a mandatory clause of making all data computerised. So it delayed the entire process. "This again proves that the central government is antipoor and they are only for the rich people," Gogoi said. According to the Act, every eligible person will get 5 kg of rice every month at Rs 3 per kg.

India the largest remittances receiving country in 2015: WB Washington, December 19 (Pti): “Together, remittances and migrant savings offer a substantial source of financing for development projects that can improve lives and livelihoods in developing countries,” said Dilip Ratha, co-author of the Factbook. India became the largest remittances receiving country at $72 billion this year followed by China at $ 64 billion, the World Bank said today. The US emerged as the largest remittance source country with an estimated $56 billion in outward flows in 2014. “India was the largest remittance receiving country, with an estimated $72 billion in 2015, followed by China ($64 billion), and the Philippines ($30 billion),” the World Bank said in a report.
In outward flow, the US was followed by Saudi Arabia ($37 billion), and Russia ($33 billion) in 2014, the Bank said in the report. Noting that the number of international migrants is expected to surpass 250 million this year, an all-time high, as people search for economic opportunity, the Migration and Remittances Factbook 2016 said the fast growing developing countries have increasingly become a strong magnet for people from other parts of the developing world. International migrants will send $601 billion to their families in their home countries this year, with developing countries receiving $441 billion, the report produced by the World Bank Group’s Global Knowledge Partnership on
Migration and Development (KNOMAD) initiative said. “At more than three times the size of development aid, international migrants’ remittances provide a lifeline for millions of households in developing countries. In addition, migrants hold more than $500 billion in annual savings,” it said. “Together, remittances and migrant savings offer a substantial source of financing for development projects that can improve lives and livelihoods in developing countries,” said Dilip Ratha, co-author of the Factbook. The top 10 migrant destination countries are the US, Saudi Arabia, Germany, Russia, the UAE, UK, France, Canada, Spain and Australia. The top 10 migrant source coun-
tries are India, Mexico, Russia, China, Bangladesh, Pakistan, the Philippines, Afghanistan, Ukraine, and UK. Mexico-US was the largest migration corridor in the world, accounting for 13 million migrants in 2013. Russia-Ukraine was the second largest, followed by Bangladesh-India, and Ukraine-Russia. “There is ample research to demonstrate that migration, both of highly-skilled and low skilled workers, generates numerous benefits for receiving and sending countries. The diaspora of developing countries and return migration can be a source of capital, trade, investment, knowledge, and technology transfers,” said Sonia Plaza, co-author of the Factbook.
US lifts 40-year-old ban on oil export Washington, December 19 (Pti): The United States today lifted a 40-year-old ban on export of oil, thus paving the way for energy deficient countries like India to open up another frontier to import oil from a distant friendly nation. The ban was lifted as President Barack Obama today signed into law the Omnibus USD 1.8 trillion spending package and tax bill for the current fiscal ending on September 30, 2016. The move was welcomed by the industry, while pro- environmental groups were critical of it. Senator Lisa Murkowski, energy panel chairman, welcomed the decision. “By lifting the domestic crude oil export ban, we are sending a signal to the world that our nation is ready to be a global energy superpower,” he said. “With crude exports comes job creation, economic growth, new revenues, prosperity, and enhanced energy security for our allies and ourselves,” Murkowski

chennai, December 19 (ians): Drug major Sun Pharmacuetical Industries Ltd on Saturday said it has received a warning letter from USFDA relating to its facility in Halol in Gujarat. The letter was a result of the inspection done by the US Food and Drug Administration (USFDA) at Halol plant in September 2014. In a statement Sun Pharma said it would respond to the warning letter with a detailed plan within the stipulated timeframe. “While our team is working hard to ensure that the commitments made to the USFDA in September 2014 are fully completed, we will continue to cooperate with the USFDA and undertake any additional steps necessary to ensure that the US agency is completely satisfied with our remediation of the Halol facility,” Dilip Shanghvi, managing director, was quoted as saying in the statement. Post the September 2014 inspection, the USFDA has withheld future product approvals from the Halol facility.

Mittal started dropping down on the annual list of South Africa’s richest businessmen three years ago, after being ranked on top from 2006 to 2011. In 2012, Mittal was ranked third in the annual Sunday Times Rich List and a year later, he was at the ninth position. He was ranked 13th in South Africa last year and this year, he is nowhere on the list, which has been topped by

Maintaining that the merger does not mean that either of the Union is superior, Belho asserted that it was purely a move made for the common interest
which was aspired and being worked out since 2006. He said that such unity was the need of the hour, as local contractors are unable to bid for major contracts like the construction of the four laning of Dimapur-Kohima National Highway and other Highways in the state. He said that though the nomenclature for the merger today has been declared as RNCSU, there might be some changes, for which, modality(s) would be chalked out in the coming months. Following the merger, the new body would have two presidents with Pele Khezhie as the working president and Seyiekuolie Kesiezie as the administrative president till the final
modalities are worked out. Addressing the function as the chief guest, Minister Vikheho Swu termed the merger as big achievement, while expressing hope that such understanding would percolate to other organizations in the State. Maintaining that 52 years of statehood has brought several developments to Nagaland, he however said that still a lot remain to be done. The responsibility to achieve such development not only lies on the politicians but also the citizens of the State, including the businessmen and contractors, he maintained. Pointing out that Nagas lack proper management skills, Swu cited an instance of how even the roads were poorly managed. He said

The road and bridges minister went on to add that the capacity and capability of the State reflects through the workmanship, for which quality infrastructure has to be created in order to take the State to greater heights. Minister for Forest and Environment, Dr Nicky Kire in his short speech also lauded the merger, while terming it as a step in the right direction. He also exhorted the contractors by pointing out that even though everyone desires to have certain profit margin; quality of the works should be acceptable by the people. ecently some acquaintances and I discussed the merits of the slogan: "From Changki to London" regarding my late father, Dr. T.Ao. This slogan was used in a recent N.E Doordarshan documentary I was told. I didn't get to watch it, unfortunately. They did. But this slogan is erroneous really, because my late father was educated and developed his football and athletic prowess at Impur. Since he is no more here, I feel it my duty to stand up for him. While he was still alive, I had a father-and-son chat with him. He told me that my grandfather was expelled from Changki by the village authority. This came as a surprise to me actually. Our chat began, innocently enough, with me asking him about his brothers and sisters - and where they were born. He told me that the eldest three were born in Chungliyimsen, his sister and
T.Ao: From Changki to London??? he were born in Changki proper, his sister, Imtimerila, was born in Tsungmeli - and the rest, in Impur. It was only logical that I next ask him why his father, Reverend Subongwati, should shift hearth and home to Tsungmeli, which at that time (circa 191921) was a total jungle. My grandfather had purchased a plot of land in Jonglikiong, Changki, for the handsome price of Rs.5, had his house built and was comfortably settled in. He would not have left it without good reason. My father told me that grandfather was expelled from the village over a case regarding a divorcee and the issue on whether divorcees could re-many or not. After my aunty was born in Tsungmeli, the American missionaries provided a quarter for grandfather and he re-located his family to Impur. This is ac-
tually the place where T.Ao, the first Naga Olympian and later the first Naga MBBS was nurtured, educated and created. It was not by design but by the Hand of God that T.Ao brought glory to the Nagas and the North East India —and of course Mohan Bagan. Had T.Ao been brought up in Changki Village, he would have missed out on the American Mission School education — and all his football and athletic prowess would have never taken him to London, 1948. Grandfather was deeply hurt by his expulsion, although he never discussed it - and on nearing death in 1935, asked my father that he be buried in Impur. All this, Grandfather told my father because he was the only son, along with his cousin, Oungthang, attending to him
till he passed away at Mokokchung civil hospital. My father did not know of his father's expulsion because at the time of occurrence he was only a child of three - but was later told when he came of age. So really, the slogan should be: "From Impur to London" or even "Jorhat to London" — or "Guwahati to London" — or "Kolkata to London". These are the places where T.Ao studied and took his football ever to the next level — till he reached London. It is sad that there are people who would manipulate and modify my father's story to suit their ends — without so much as by-your-leave. I was told of some extraordinary Impur narratives, too, like the one of some unscrupulous blackguards who were egested from the Im-
pur ranks on having their mitts found in the mission till — still I don't go about bandying them around. T. Ao's family is always grateful to the then Chief Minister Rio for taking the time and trouble to inaugurate the DONER T. Ao Trophy in 2009 and naming a stretch of road in Kohima after him. On being asked, then Chief Minister Rio said that it was his duty to T. Ao. We believe he really went out on a limb to discharge "his duty" — which is amazing. Assam honoured T. Ao by having two stadiums named after him. Mohan Bagan honoured him with their Mohan Bagan Ratna medal. And of course, the DONER T. Ao Trophy is still currently much tussled over. Changki kick started T. Ao's extraordinary life by kicking his father out of the village. In a way we have to thank them, too. A. Tally Late Dr. T. Ao's son

bout that time Caesar Augustus ordered a census to be taken throughout the Empire. This was the first census when Quirinius was the governor of Syria. Everyone had to travel to his hometown to be accounted for. So Joseph went from the Galilean town of Nazareth up to Bethlehem in Judah, David's hometown, for the census. As a decendant of David he had to go there. He went with Mary, his fiancee, who was pregnant. While they were there, the time came for her to give birth. She gave birth to a son, her firstborn. She wrapped Him in a blanket and laid Him in a manger, because there was no room for them in the hostel.
There were shepherds camping in the neighborhood. They had set night watches over their sheep. Suddenly, God's angel stood among them and God's glory blazed around them. They were terrified. The angel said, "Don't be afraid. I'm here to announce a great and joyful event that is meant for everybody worldwide: A Savior has just been born in David's town, a Savior who is Messiah and Master. This is what you're to look for: a baby wrapped in a blanket and lying in a manger." At once the angel was joined by a huge angelic choir singing God's praises: "Glory to God in the heavenly heights; Peace to all men
and women on earth who please Him." As the angel choir withdrew into heaven, the shepherds talked it over. How Christmas can steal worship

his time of year is an interesting phase for the worship leader. We’ve just made it through the trick-or-treating and Thanksgiving, and WalMart’s garden center is littered with holiday lawn decorations. It’s an exciting time. We’re thinking about all the festivities, fun and family time that the winter holiday season brings. But there is another side of it for me, and, I know, other worship leaders. There’s a twinge of “Bah Humbug” that courses through my veins. The Grinch-side of me creeps in and I start dreading the annual tale of “How the Christmas Stole Worship.” I consider myself a true worship leader. I’m not satisfied with just playing great songs with excellence. I have a passionate vision to see my church encounter the living God every week. That drive fuels me to challenge and teach my congregation every week, all year long. That drive and vision runs into December like a freight train, only to be met with an often frustrating and inconvenient challenge called CHRISTMAS. Don’t get me wrong. I love Christmas! I love busting out the Mariah Carey Christmas album and laughing at Christmas Vacation and
Ralphie in his quest of the Red Ryder BB Gun (very spiritual, I know). I love everything about it that everyone else does … everything except … Christmas church services. I’m probably pretty alone in this in my church. For everyone else, it’s not so much of a challenge and I’m sure it’s very enjoyable. If I was not the worship leader, I would be totally content and probably enjoy the Christmas focus, as we should. My challenge is simply keeping the “worship” focus in front of my church during this season. There are a lot of worshipful Christmas songs that we all sing every year, but I have definitely seen a drop in the worshipful spirit of my church. The spirit of Christmas, as great as it is, should never replace the Spirit of God. This is definitely a challenge, but not an impossible task. It’s a worthy challenge and God can do some great things in our midst. We just have to be willing to rise up. Sure, we can dwell on the crowd’s responsibility to worship, but we, as worship leaders, have a responsibility to prayerfully reach a balance. Christmas doesn’t have to steal worship. It can be a time of worship as well. So, how do we help our church focus on the presence of God more than the presents under the tree?
1. TALK TO YOUR PASTOR—This is so important. If you do not clarify your pastor’s Christmas expectations, December will not be so holly and jolly. I have never regretted submitting to my pastor’s vision, even if it differed from mine. Make sure that you know what is expected. Feel free to challenge sacred cows, but DO NOT attempt something unless you have your leader’s approval. Every year, I intentionally have a conversation with my pastor to find out what kind of direction we’ll be taking in December. Some years we’ve done a Christmas series throughout the month. In that case, I know the Christmas songs will be rolling out a little early and I need to seek and pray for direction on how we can reach a balance with worship. If there’s not a Christmas series, then I know there’s not going to be as much of an urgency to dust off the holiday hymnal. In my years of ministry, I’ve done my share of challenging at Christmas time, but I have always made sure that we are in agreement with the immediate direction. Unity is a priority when you’re ministering TOGETHER and you will unite under the vision that God has given your pastor. When you unite, God loves it (Psalm 100:3) and His presence will be faithful
during Christmas. 2. SHARE THE ORIGIN— There’s a correlation between singing familiar old hymns and singing traditional Christmas hymns. They both carry a sentimental power that touches people in positive and negative ways. Some people struggle with worshiping with hymns that they sang in the past that may remind them of a church that was dead or legalistic. I have found that when I share the origins of those songs and heart of the songwriters, it helps people look at it with new vision. The same can be accomplished with the traditional sentiment that comes along with Christmas hymns. The challenge with the familiar is we can forget what we are singing. If we’re not careful, we can sing “Joy to the world, the Lord has come” in the same way we sing “I’m dreaming of a white Christmas.” Sharing the origin of a hymn, Christmas or not, can direct hearts back to the heart of the song. When we think about the words we are singing, we are more likely to go deeper. In this case, we are more likely to worship. 3. USE WORSHIPFUL CHRISTMAS SONGS—This is really simple, but you cannot expect God to come down in your midst while lifting up “Jingle
Bells.” As much as I dread preparing for this time of year, I always look forward to worshiping God with the song “O Holy Night.” It’s one of the most worshipful songs we can sing. As worship leaders, we should pray over the set list every week. We should seek God’s leading as we pick songs. Christmas should be no different. Examine your heart and examine lyrics as you choose songs. Make sure they are God-glorifying and inspiring for worshipers.

ut Mary kept all these things and pondered them in her heart" (Luke 2:19). Imagine that you are a young girl who is privileged to carry the Son of God in your womb. You have traveled 100 miles at the tail end of your pregnancy. You go into labor as you reach Bethlehem, but there is no room anywhere for you and your kind husband, Joseph, to spend the night. You are offered a stable. A stable! It isn't the way you thought it would be. Aren't you giving birth to the King of kings and Lord of lords? Is this what God considers best for His Son? That is how I would have been thinking, but I'm not sure that's what Mary was thinking. You see, Mary had seen an angel
who told her that she was highly favored. And she believed. Then in humiliation, she faced a divorce, even though it would have been done quietly. But Joseph had a dream in which God assured him of Mary's purity and gave him a name for the baby. And Joseph believed. As Mary was relaxing after giving birth, shepherds arrived and told their story of angels appearing in the fields singing about her Son. The shepherds were told that a Savior had been born and they could find Him in a manger. And the shepherds believed. Did Mary hear the angels singing while giving birth? Could she tell that she was cradling God Almighty, Emmanuel? Did she understand the miracles of Elizabeth's
baby born in old age or her own conception as a virgin? Was she delighted or confused when the shepherds worshipped her baby? Though there were challenges, Mary's Christmas adventure was covered with the fingerprints of God. He exalted the humble. He fulfilled His promises. And she was part of it. What did she do? Mary treasured all these things. She saw them as valuable, amazing and full of wonder. She thought about these things over and over. I'm sure she discussed them with the Lord and constantly thanked Him for allowing her to be part of His Grand Design to save mankind. This is the perfect time to reread the Christmas story and really think about it. To notice every miracle. To stand still in wonder. To be thrilled and delighted. This
Christmas, let the nativity story sing into our hearts. Like Mary's, our lives are filled with joys, sorrows, adventures, delights and trials. At every turn, we encounter the goodness of God, whether we notice His kindness or not. Imitate Mary by treasuring and pondering. Think about, or better yet, make a list of all the ways God has shown His mercy, kindness and grace in your life. Treasure these things. Thank the Lord over and over for these things. Think about how Jesus has invaded your life, rescued you from sin as a Savior and led you on a life journey as your Good Shepherd. That's worth pausing to treasure and ponder. nd now these three remain: faith, hope and love. But the greatest of these is love" (1 Corinthians 13:13, NIV). Christmas just around the corner. It is easy to get so busy with the cooking, decorating and shopping that we forget why we're doing all this in the first place. Sometimes, the very people we love get lost in the hustle and bustle of packed schedules, holiday parties, and Christmas musicals. This Christmas, let's keep our focus on Jesus and celebrate the reason He came. Several years ago I wrote a Christmas version of 1 Corinthians 13 to help me keep my focus on what Paul deemed most important of all ... love. If I decorate my house perfectly with lovely plaid bows, strands of twinkling lights, and shiny glass balls, but do not show love to my family, I'm just another decorator. If I slave away in the kitchen, baking dozens of Christmas cookies, preparing gourmet meals, and arranging a beautifully adorned table at mealtime, but do not show love to my family, I'm just another cook. If I work at the soup kitchen, carol in the nursing home, and give all that I have to charity, but do not show love to my family, it profits me nothing. If I trim the spruce with shimmering angels and crocheted snowflakes, attend a myriad of holiday parties, and sing in the choir's cantata but do not focus on Christ, I have missed the point. Love stops the cooking to hug the child. Love sets aside the decorating to kiss the husband. Love is kind, though harried and tired. Love doesn't envy another home that has coordinated Christmas china and table linens. Love doesn't yell at the kids to get out of your way. Love doesn't give only to those who are able to give in return, but rejoices in giving to those who can't. Love bears all things, believes all things, hopes all things, and endures all things. Love never fails. Video games will break, pearl necklaces will be lost, golf clubs will rust. But giving the gift of love will endure. Let's Pray Heavenly Father, thank You for sending Your Son, Jesus, that starry night in Bethlehem. I am still amazed at Your great love for me. May I not lose sight of the true meaning of Christmas, but celebrate Jesus' birthday with joy! Help me to give as You gave—with love. In Jesus' name, Amen. t was a once-in-a-lifetime trip that had taken me a year's worth of courage to embark on. Our 10 days of Bible teaching in Kampala, Uganda, was wrapping up, and we were finishing our time in the country with a shopping trip for souvenirs. Our hosts took us to a little market, where I did my first-ever haggling over price and was a complete failure. I could see my host behind the shopkeeper, wildly shaking his head no and then dismally shaking his head in despair. Probably it was because I ended up paying more money than I was originally quoted, and I don't think haggling is supposed to work that way. In one shop I found the most beautiful ebony nativity scenes, with chiseled faces that had an African flavor. The shop owner took my generous monetary gift, arrived at via haggling, and wrapped up two of those nativities for me to take home—one for my mom and one for my mother-in-law. So I got home and unwrapped those beautiful sets, with wise men and shep-
herds, sheep, Mary, Joseph and one baby Jesus. Two nativities. One baby in a manger. Not to be sacrilegious or anything, but I was just telling this story to my daughter and was laughing with her about the cliché, Keep Christ in Christmas. "No, really," I told her. "You need the Christ child!" Well, when I saw that I had lost a key piece to one of the sets, I was distraught, to say the least. Hmmm. Which mom would be willing to display a nativity without the baby Jesus? Maybe no one would notice? Sigh. I found out that a man in our church carves, and I asked him if there was any way he could possibly carve me a replacement baby. He took on that project, and when he handed his carving to me I cried. He had found wood that just matched the ebony, and I could not tell the difference between my ebony Jesus and the new carving. And now the grand lesson from this story: People are going to notice if we don't
have Jesus. I mean, come on. They're going to notice. Paul writes this phrase to followers of Christ, and it's a great meditation as Christmas season hits: "... Christ in you, the hope of glory" (Col. 1:27). Christ in you while you're baking sugar cookies. Christ in you while you're maneuvering a cart through Target. Christ in you when you're plugging in the tree, before everyone is awake and the house is quiet. Christ in you when you're talking with co-workers at your office party. Christ in you when you're wrapping presents late into the night. We remain always mindful of the powerful, ruling presence of Christ— keeping Him front and center in our thoughts, just like His placement in the physical nativity scene. Facing a holiday without a loved one

rief is heavy today. It's awkward and cumbersome and frustrating and surprising. Weird that it's surprising, right? But it is, because so far the holiday season has been pretty much lovely. It's been fun to decorate and plan and shop and not worry about how Steve is or where we're at in the Shadowland. It hasn't been overly emotional or difficult and so maybe I thought I had moved into a new phase or something. Not "through it" or "over it" because I'm not yet convinced those phases exist, but maybe I thought I had moved into the "handling it" phase, like I had Olivia Pope'd my grief—all efficient and decisive and in control. Heh. This side-road of sadness snuck up on me because last week was awesome. And Sunday was great. It was full of family and really fun. But Sunday night, I felt the clouds roll in, and I think I've identified the trigger point. I fear it's going to sound crazy when I tell you what it was, but I'm telling you anyway because then you can tell me I am, in fact, not crazy. I started on the gift-wrapping, and it was going fine, until it came time to sign the tag. To Josiah. From ... my pen hung
in the air for a long time until I found the courage to write it. Love, Mom. Just Mom. To Corey. From ... Bo. Just Bo. Seeing my name all alone on the card made me feel as alone as I have felt since Steve went home and it made my kids look truly and honestly fatherless for the first time ever. And that's when the clouds rolled in, grey and weighty, with a suffocating kind of sadness. Usually they move in and out pretty quickly. This time, they've lingered longer than I'd like—through two nights and two mornings and three coffee meetings and two Christmas movies. Through driving and shopping and still more gift-wrapping. I've fought it, but not very passionately. I've jabbed at the air a
bit, but I don't think I've landed a real punch yet. Grief makes you tired, is the thing, and sort of wild-eyed so I feel my aim is off. This morning, I woke up and my Year of Yes seemed not just impossible, but invisible. Impossible, I can do. I like impossible. The quickest way to get me moving is to tell me it can't be done. But invisible? Different story. Today I have felt sorrow-blind, widow-blind and, consequently, Yes-blind. But here's what I know: I am following the One who can see in the dark. I am living in relationship with the Light of the Whole Wide World, and though this corner is blind, He sees the entire road. If I could see, I wouldn't need Him to lead. But I can't, so I do. I need Him. So much. Because I have no other weapon to wield, I'm saying Yes to Day 143. The only day I can see. The only truth I know—that He is good and all He does is beautiful. He will be beautiful to me and in me and through me. Yes to that truth. Yes to light. Yes to life. "The people who walked in darkness have seen a great light; those who dwell in the land of the shadow of death, upon them the light has shined (Is. 9:2). hristmas has a singular voice and a focused purpose. There is no other call that truly matters and there is no other reason to celebrate. The call of Christmas is to come. Come to the manger. Come see the wonder on the wrinkled cheeks of Elizabeth and feel the baby John jump in the presence of Jesus. Come listen to the choral symphony of the angels and watch the sky explode in glorious and rare colors. Come worship on your face with the Magi ... learned men of science and astronomy. Come in amazement with the dirty shepherds and humbly kneel at the manger. Come. The culture of Christmas also has a voice and a particular purpose. The call of the culture is to overspend, to overeat and to overcommit. The culture of the season removes the focus from the genuine heart and the clarion call of Christmas and then turns it toward materialism, cultural icons and magic. The culture of the season distorts the astounding miracle and turns it into mere magic. I dare not water down the power of Christmas with the foolish audacity of dancing snowmen and with the empty calories of sugar-laced confections. I dare not. I have no elf on my shelf and there are no prancing reindeer in my front yard. However, let me quickly assure you that I am not a Scrooge nor am I the Grinch in feminine form. I just believe that believers should celebrate the true meaning of Christmas with the gusto and intensity that it deserves. I also believe that those who know the Christ child should honor and respond to the call of Christmas. Come. There is no worldly distraction that deserves a second glance or even a moment of consideration. Heaven has touched earth with glory and with love. Joy has come. The presence of God Himself has arrived in the warzone of planet earth and with the arrival of His dear presence the heart of hope beats once again. And so, as believers, we sing the rich songs of Christmas that bring the eternal glory of the season to our home that has become His manger. Imagine that. My home is His manger. I am in awe and wonder that He would choose me. I am incredulous that the simplicity of my life could greet the splendor of heaven's King. Wonder of all wonders ... He has chosen me as the vehicle through which this cold and dark world would experience the love of the Savior. Just as Mary gave birth to Jesus at her singular moment in history, you and I have been chosen to reveal His power to our generation and to deliver His message. As believers, we choose to give generously and abundantly to those who have been given to us by the Father. And as we give, we pray for hearts that will respond to the true call that December embraces. As believers, we celebrate with joyous feasting the birth of a Baby Boy who invaded our world with heaven's love. As believers, we brightly decorate our homes with lights that remind us of the star that shone brightly to lead weary travelers to the place where He lay. As believers, we come. Sikh Americans lead efforts to counter attacks on minorities waShiNgToN, December 19 (iaNS): With hate crimes against Muslims and Sikhs rising in the wake of the terrorist attacks in Paris and California, 15 diverse civil rights and faith-based organisations, led by the National Sikh Campaign (NSC), have joined up to address hateful rhetoric against religious minorities. The coalition aims to encourage interfaith dialogue to address increased discrimination, mistrust, and violence, particularly against Sikh and Muslim Americans. Members of the group joined a White House event this week aimed at reinvigorating American traditions of inclusion, freedom and interfaith cooperation. "The rise in anti-Muslim sentiment has created a dangerous environment for all faiths - not just Muslims or Sikhs," said Rana Singh Sodhi, brother of Balbir Singh Sodhi, the first Sikh man killed after 9/11. "Truthfully, religious liberty and co-existence is at risk, and this interfaith effort to address these issues is more critical now than ever before," he said. The coalition, rooted in the belief that America's strength comes from its diverse heritage, also launched an innovative project called "Know Your Neighbour" calling on all Americans to share their own beliefs as well as understand and respect those of others. "We are a nation of Christians, Muslims, Jews, Hindus, Sikhs, Buddhists, non-religious people, and more. We live and work together and we need to have faith in each other," said NSC executive director Gurwin Singh Ahuja, who has designed the project. Developed after extensive research, including NSC's "Sikhs in the United States" report, Know Your Neighbour seeks to protect and strengthen the fabric of one of the most religiously diverse countries in the world. CBSE books to be made available online for free New Delhi, December 19 (PTi): All CBSE books and learning material will be made available online for free as part of the Centre’s good governance efforts, HRD Minister Smriti Irani said on Saturday. At a function organised at a Kendriya Vidyalaya in east Delhi, she also said that initiatives would be undertaken to ensure holistic nurturing and improve learning outcomes at these schools. “We made NCERT books available online for free through e-books and mobile applications a month-and-a-half ago. We are similarly going to make CBSE books available online along with additional learning material and videos as part of our good governance efforts,” Ms. Irani said. Ahead of the 2016 assembly polls, the Communist Party of India-Marxist will be holding its organisational plenum from December 27 to 31 which will begin with a massive rally at the Brigade Parade ground. Addressing media persons here on Saturday, CPI-M state secretary Surjya Kanta Mishra said the core issues the party will be raising in the rally include the "all pervasive" corruption, anarchy, deteriorating law and order situation and attacks on democracy. "The slogan is 'Trinamool hatao, Bangla bachao' (drive away Trinamool, save Bengal) and 'BJP hatao, desh bachao' (drive away BJP and save the country)," Mishra said. "Our movement against Trin-
amool has been continuing and it will now only be intensified. The agenda of the rally or the plenum includes all core burning issues faced by the people of Bengal. From corruption to anarchy, from attacks on democracy to crimes against women, all have become regular affairs, this is unprecedented," said Mishra. New Delhi, December 19 (PTi): Parents of the December 16 gangrape victim along with 40 DU and JNU students were detained by the police today as they staged a protest against the release of the juvenile convict in the case. The father of the victim said that they had gathered for a peaceful demonstration against the release of the juvenile convict but the police detained them. "Is there no justice in this country?" he asked. However, police said that the parents were "not detained" but just removed from the road "for their safety". "We detained around 40 youths who had blocked a stretch on the Outer Ring Road but the parents of the victim were not detained. They were removed from the road for their safety, put on a van and brought to the
operation cell in Maurice Nagar and later we arranged for their transportation to be taken back home," said DCP (North) Madhur Verma. Delhi Chief Minister Arvind Kejriwal termed the detention as "unacceptable" and said he has asked Chief Secretary KK Sharma to talk to Police Commissioner BS Bassi to secure the release of the victim's parents. "However, the father of the victim accused the Delhi government of trying to shield the convict, who has now turned 20. The protesters staged the demonstration at the Outer Ring Road stretch near the correction home, where the juvenile convict was put up, and allegedly blocked the road causing traffic congestion in the area. Paris agreement is India's defeat: Rajendra Singh bhoPal, December 19 (iaNS): The Paris Agreement on climate change is a defeat for India and a blow to the culture of conservation and enrichment of water, wind, energy, food and shelter, 'Water Man' Rajendra Singh said. The Indian knowledge system, which venerated and loved nature, conserved resources and was antithetical to exploitation, had emerged weaker and battered from two weeks of Paris climate change negotiations, Singh told IANS here on Friday. "The CoP21 deal (Paris Agreement) is a clear win for the US," he said, because Washington succeeded in absolving itself of its enormous liability for causing climate change which Rio, Copenhagen and Kyoto summits had imposed on it.
The world was looking upon Paris to force the US to commit itself to paying the damages that the three previous summits had imposed on it, but Washington managed to liberate itself from all its liability, said Singh who won the Stockholm Water Prize for 2015 for his efforts to improve water security in rural areas. In fact, the whole 'developed' world, led by the US, managed to make the 'developing' and 'least developed' countries acquiesce in ridding itself of its historical responsibility of causing climate change, he said. Singh, who stayed in Paris through two weeks of negotiations, said it had seemed initially that the summit would work towards implementing the Sustainable Development Goals (SDGs), whose 17 goals
included combating climate change and protecting oceans and forests. "A firm commitment to SDGs' Agenda 2030 then gave way to the US' strategem to cop out of its obligations." The Americans tried hard to have the developed countries supervise and monitor the emissions of the developing and least developed countries, he said. They did not succeed in these efforts but they were fully prepared to try to bring the same in the implementation of SDGs' Agenda 2030. Singh said there were 40,000 people attending the summit, but the real "decision makers" made up a 'blue zone' of no more than 400. Three hundred out of those 400 spoke the truth and the remaining 100 were there to
grind their own axe, he said. "Eventually, these 100 powerful people, assisted by at least 1600 'officials', 'experts', scientists, etc., had their way. All others - 37,600 delegates belonged to the 'green zone' or 'side zone' who had little voice," Singh said. Even the one percent Indians, who are among the polluters, were on the side of the cunning movers and shakers from the developed countries. Singh expressed dismay over the attitude of the government negotiators. "The government only pitched for its right to use coal to provide for India's energy needs. We clearly were completely out of touch with our own heritage and leadership and fell for the wiles of globlisation and commercialisation," Singh added.

UN endorses Syria peace plan in rare show of unity UNITED NATIONS, DEcEmbEr 19 (rEUTErS): The United Nations Security Council on Friday unanimously approved a resolution endorsing an international road map for a Syria peace process, a rare show of unity among major powers on a conflict that has claimed more than a quarter million lives. The resolution gives a U.N. blessing to a plan negotiated previously in Vienna that calls for a ceasefire, talks between the Syrian government and opposition, and a roughly twoyear timeline to create a unity government and hold elections. But the obstacles to ending the nearly five-year civil war remain daunting, with no side in the conflict able to secure a clear military victory. Despite their agreement, the major powers are bitterly divided on who may represent the opposition as well as on the future of Syrian President Bashar al-Assad. “This council is sending a clear message to all concerned that the time is now to stop the killing in Syria and lay the groundwork for a government that the long-suffering people of that battered land can support,” U.S. Secretary of State John Kerry told the 15-nation council after the vote.

The resolution also calls for the U.N. to present the council with options for monitoring a ceasefire within one month. Talks between Syria’s government and opposition should begin in early January, the resolution said, though Kerry said mid-to-late January was more likely. It also endorsed the continued battle to defeat Islamic State militants who have seized large swaths of both Syria and neighbouring Iraq. It was one of the strongest appeals for peace by the council, divided for
years on the issue of Syria’s war, since Russia and China began vetoing a series of Western-drafted resolutions on the conflict in October 2011. The resolution came after Moscow and Washington clinched a deal on a text. The two powers have had very different views on what should happen in Syria, where Islamic State militants control considerable territory that Western governments suspect has been a launch pad for attacks on Western nations and Russia. Kerry made clear that
there were still differences on the future of Assad, a close ally of Russia and Iran who Western countries want ousted, as well as on the question of which Syrian opposition groups will have a seat at the table in talks with the government. “We are under no illusions about the obstacles that exist,” Kerry said. “There obviously remain sharp differences within the international community, especially about the future of President Assad.” The resolution does not address Assad’s fate. in part massacred?” Fabius said. “The idea that he could once again stand for elections is unacceptable to us.” Syrian Ambassador Bashar Ja’afari said Assad’s government was prepared to take part in the talks in good faith. “I reiterate the readiness of the Syrian government to participate effectively on any sincere effort where the Syrians will determine their choices through dialogue under Syrian leadership and not foreign intervention,” he said, adding that all countries should coordinate
with his government. Agreement on a resolution came after a meeting of the so-called International Syria Support Group at New York’s Palace Hotel. Foreign ministers from 17 countries, including Lavrov, Kerry and other European and Middle Eastern ministers, as well as top diplomats from regional rivals Turkey, Saudi Arabia and Iran, were in New York for the meetings. During a break in Friday’s talks, Jordanian Foreign Minister Nasser Judeh said he had presented a document compiling the groups each country attending considered to be a “terrorist” organisation. Kerry said other countries would help Jordan draw up a final list. As with the question of Assad’s fate, diplomats say it will be extremely difficult to reach consensus on a list of terrorist groups to be excluded and legitimate members of an opposition who would participate in the negotiations. The Syria road map, which also calls for a nationwide ceasefire that would not apply to Islamic State, Nusra Front and some other militant groups, was previously worked out in two rounds of ministerial talks in Vienna. African Union readies 5,000 peacekeepers for Burundi crisis ADDIS AbAbA, DEcEmbEr 19 (rEUTErS): The African Union said on Friday it was preparing to send 5,000 peacekeepers to Burundi to protect civilians caught up in a growing crisis, for the first time using powers to deploy troops to a member country against its will. Burundi dismissed the announcement, saying no foreign force would get in without permission. But its neighbours have grown increasingly alarmed about the violence in the central African state which the United Nations says is on the brink of civil war. Tensions have been running particularly high since gunmen attacked military sites in the capital Bujumbura last week, unnerving a region where memories of the 1994 genocide in neighbouring Rwanda are still raw. The African Union’s Peace and Security Council said in a statement it had drawn up plans for the force, to be called MAPROBU, and had asked the U.N. Security Council to give it the final clearance it needed to get boots on the ground. The U.N. Security Council has already been looking at ways to tackle the crisis, including sending peacekeepers. “(The AU body) decides that MAPROBU shall have an initial strength of up to 5,000 military personnel and police,” including also human rights observers and military experts, it added. A diplomat told Reuters late on Thursday the resolution marked the first time the AU had decided to in-
voke its charter’s Article 4, that gives it the right to intervene in a member state “in respect of grave circumstances, namely: war crimes, genocide and crimes against humanity”. In Washington, the State Department said the United States was ready to support the African Union in its efforts to prevent further violence and achieve a political resolution to Brurundi’s crisis. It said in a statement the United States had extended targeted sanctions against people whose actions “threaten the peace, security, and stability of Burundi” to four new individuals, bringing the total to eight. It did not give their names. AT LEAST 400 KILLED Burundi’s government spokesman, Philippe Nzobonariba, said the force would not be allowed in without permission. “They can’t invade a country if the latter is not informed and allow it,” he said on state radio. “It would be better if they go to those camps in Rwanda where troublemakers train,” Nzobonariba added. The government has accused Rwanda of supporting rebels who are recruiting Burundian refugees, a charge Rwanda denies. The United Nations says at least 400 people have been killed since April when President Pierre Nkurunziza’s decision to seek a third term in office triggered protests and a failed coup. Rights groups have reported vio-
lent clashes between protesters and authorities, gun attacks and detentions of government critics. The government dismisses reports of rights abuses. Hundreds of thousands have also fled the worst violence to hit the country since it emerged from an ethnically charged civil war in 2005. Demonstrators said the president’s decision to stand in an election he eventually won broke constitutional term limits, while his supporters pointed to a court ruling allowing his bid. Much of the latest violence appears to be along political divides. But diplomats fear a prolonged conflict could reopen old ethnic rifts. The civil war pitted the army, which was at the time led by minority Tutsis, against rebel groups of the Hutu majority, including one led by Nkurunziza, an ethnic split mirrored in Rwanda. The U.N. High Commissioner for Human Rights accused Burundi’s authorities on Thursday of dragging the country towards full-blown civil war and called for travel bans and asset freezes targeting key officials to try to halt the bloodshed. Burundi’s presidency said the same day it was open to “broad-based inclusive dialogue”, though opponents have dismissed similar pledges in the past. Rwandans voted on Friday in a referendum on changing the constitution that would allow President Paul Kagame to extend his term in office, possibly until 2034.
Activating ‘good’ fat can curb obesity NEw YOrk, DEcEmbEr 19 (IANS): The body’s ability to harness heat production by converting white fat cells which store calories into beige (good) fat cells that burn energy, can help fight obesity, a new study reveals. The study suggests natural mechanism in the body, which converts white fat cells into brownish fat cells -- known as ‘brite’ or ‘beige’ fat cells -- by using heat production and increasing the sympathetic nervous system’s (SNS) supply of blood vessels to white fat tissue, could be a new and promising approach to fighting obesity. “Perhaps the most important features of white adipose tissue for the conversion of white fat cells to brite/beige fat cells is the density of the SNS nerves being supplied to white adipose tissue, and the fat cell population surrounding this nerve supply having a genetic ability to brown,” said Vitaly Ryu from Center for Obesity Reversal at Georgia State. Our body has two types of fat tissue -white and brown. White adipose tissue, or white fat, stores energy or calories and produces hormones that are secreted into the bloodstream. Brown adipose tissue, or brown fat, is a dark-colored fat tissue with many blood vessels that burns energy and produces heat. There is a connection of white fat tissue with other tissues, including the heart and blood vessels that could lead to coronary and hypertension diseases, understanding how it occurs could be beneficial.
Scientists are hopeful that increasing energy expenditure with brown or brite/ beige fat cells could be an effective way to fight obesity. It was originally thought that, in humans, only babies had brown fat, but researchers found small amounts of brown fat in adults in 2009. The researchers investigated how the SNS, a part of the nervous system helps prepare the body to react to situations of stress or emergency, ‘browns’ white fat tissue cells, transforming them into ‘brite’ or ‘beige’ fat cells and suggesting a potential mechanism for increasing heat production in the body. “SNS drive increases with cold exposure and food deprivation, so that’s when a breakdown of fats and cell ‘browning’ occurs,” Ryu added. The researchers found the clearest neuroanatomical evidence of the SNS controlling the browning of white fat in mice after cold exposure for 10 days versus warm acclimated control mice. Studies infer that SNS innervation and stimulation of the white adipose tissue 3 --adrenoreceptor is important in white adipose tissue browning. By altering the temperature of their living and working environment or adding and removing clothes, this most likely limits the number of naturally occurring brite/beige cells in humans and any significant role of these cells in the everyday production of heat, the researchers concluded. The paper was published in the International Journal of Obesity Supplements.

‘Exposure to family violence makes children aggressive’ LONDON, DEcEmbEr 19 (IANS): Exposure to family violence and lack of affectionate behaviour towards children make them violent, a study reveals. “On occasions adolescents assault their parents because the parents themselves have been violent towards the children or among themselves,” Esther Calvete, lead author from the University of Deusto in Spain, said while analysing the factors that lead to violence from
children to parents. “On other times, it is the lack of affectionate and positive communication between parents and their children, the lack of quality time that is dedicated to the children, or permissive parenting styles that do not impose limits,” Calvete added. The study involved 591 adolescents from Spain’s Vizcaya district over the course of three years, allowing for analysis of the relationship between narcissism and
aggression directed at parents by their children. The results demonstrated that exposure to violence during the first year of the study ended up in aggressions directed towards the parents during the third year. These young people easily have the tendency to feel frustrated and rejected. When it occurs, first comes the yelling and insults, followed by physical aggression. “In some cases we can observe that element of
narcissism: it concerns adolescents who feel that they should have everything that they want, right here and now. They don’t take no for an answer. When their parents try to establish limits, the children react aggressively,” Calvete explained. “If the parents do not raise their children with a sense of responsibility and respect, it is easy for the children to develop problems of aggressive behaviour,” Calvete said.

He was accompanied by his wife, first lady Michelle Obama. He described the meetings as “so moving” for both of them. Obama stopped in California en route to Hawaii for his annual holiday getaway. But they have found no evidence that the Farook and Malik were carrying out instructions from an overseas terrorist group or that they were part of a U.S.-based conspiracy. The Islamic State group has claimed responsibility for the Nov. 13 attack in Paris that killed 130 people. Both attacks, happening so close to the holidays, heightened public fears about terrorism on U.S. soil. Obama has tried to allay those concerns with a rare Oval Office address, days after the San Bernardino attack, on the administration’s strategy to counter the threat from IS, as well as through public appearances this week with members of his national security team following separate briefings he received on the Islamic State and potential threats to the homeland. Most of the 14 people killed at the holiday banquet Dec. 2 worked with Farook in the San Bernardi-

Obama flew to California after holding his annual year-end news conference at the White House. After meeting with the families, he continued to Hawaii to begin two weeks of vacation with his wife and daughters in the island state where he was born. He is scheduled to return to the White House in early January to begin his final year in office.

neW DeLhi, December 19 (Pti): Former captain and current advisor to All India Football Federation, Bhaichung Bhutia has admitted that the eight-year old I-League has been a failure and feels that the “successful” Indian Super League should be given a few more seasons before a possible merger of the two. “Let’s be honest, ILeague was not successful and that’s why ISL came.
Football fans were not coming to watch I-League matches, the media do not want to cover them (ILeague matches),” Bhutia said at an event organised by Confederation of Indian Industries here last night. “Had I-League been successful, the ISL would not have been there. ILeague failed and that’s why ISL was started and we have seen that it (ISL) has been a success so far,”
he said at the CII Soccer Fest Star Night when asked about the talk in the official circles of the possible merger between the two leagues in the near future. Bhutia, who is also the current chairman of the AIFF Technical Committee besides being an advisor, does not see any immediate merger of the ISL and I-League. “I would want to have ISL. Next year, I feel that ISL should have six Indians, instead of the five currently. In another two or three years, the number of foreigners should be reduced to four which is the current rule in the I-League. Only then we can think of a merger between the two leagues,” said Bhutia who was inducted into Asian Football Hall of Fame last year for his contribution to the game. But he does not agree that marketing skills are an "intrinsic" part of an actor's life. "As far as marketing of films is concerned, I will 100 percent claim that I started doing it in this country, especially of the level that's prevalent today. Whether it was 'Phir Bhi Dil Hai Hindustani', 'Yes Boss', 'Ra.One' or 'Happy New Year'. "I'm genuinely a pioneer as far as marketing films is concerned. (But) Marketing myself, no. I don't think actors need to market themselves," Shah Rukh, who has his own film production company

Paris, December 19 (aFP): Michel Platini launched a virulent assault on FIFA's ethics watchdog in a statement read out at the football world body's tribunal which is deciding whether he is guilty of corruption. "I am already judged, I am already condemned," the 60 yearold suspended FIFA vice president and UEFA leader said in the statement which was released on Saturday after being read out by his lawyer at Friday's hearing in Zurich. The tribunal is to release its verdict on Monday and FIFA's ethics investigators have called for Platini to face a life ban. Platini however attacked an "anthology of indiscretions, rumours, confidences leaked to the press by anonymous and malevolent sources from within FIFA that you have done nothing to silence," in the statement to the judges. The statement highlighted a media interview given by Domenico Scala, head of FIFA's audit com-

Doug Bracewell was not out 30 after a ninth-wicket stand of 31 with Neil Wagner (17) who was dismissed on the last ball of the day. The 23-year-old Chameera, bowling at up to 146 kilometres per hour (90.6 mph), was used sparingly by captain Angelo Mathews, taking three for 17 in his first spell and two for 30 in his second. In partnership with the wily 37-year-old Rangana Herath, playing his 67th Test, they took New Zealand apart when it seemed openers Tom Latham and Martin Guptill were settling in. New Zealand lost four wickets for eight runs in four overs as Chameera claimed the scalps of Latham, Kane Williamson and Ross Taylor while Herath removed Guptill. "This is my fourth Test and I get five wickets so I am very happy," he said, adding the wicket he treasured most was Williamson. The lean fast bowler said Sri Lanka worked out the batsmen would fall for the leg-side trap "because that's the way they naturally play". Guptill believed New
Zealand were not out of the Test. "We're not where we'd like to be. Obviously we had to weather a bit of a storm after lunch when Sri Lanka bowled very well," he said. "But the fight we showed down the order through Dougie (Bracewell), Mitch (Santner) and BJ (Watling) we are still in this game." Sri Lanka's first innings wrapped up quickly on the second day with only 28 further runs added, half of them by top scorer Mathews who was out for 77, caught at third slip by Latham off Southee.
brisk start Latham and Guptill made a brisk start for New Zealand as they cruised through to 81, giving New Zealand three consecutive half-century opening stands for the first time in 14 years. Chameera had been kept out of the attack for most of the partnership but when he came in he was on the money almost immediately, having Latham caught by Dimuth Karunaratne at leg gully for 28. In his next over he took out New Zealand's batting
kingpin Williamson for one. Again targeting the leg side, as he did with Latham, Chameera tempted Williamson into a pull shot which was skied to Suranga Lakmal at deep square leg. Guptill, who had looked solid as he reached 50, escaped the wrath of Chameera only to fall to Herath, playing across the line and getting an edge which was smartly taken by Mathews at first slip. Chameera completed the four-over rout to have Taylor caught by Dinesh Chandimal without scoring. McCullum, who put away his natural attacking instincts, was initially given out on 17 off 47 balls when caught by Udara Jayasundera in the deep. He was called back as he headed off the field as television replays showed Nuwan Pradeep's delivery was a no ball. But he failed to make the most of the reprieve with his eventual dismissal coming one run later when he was neatly caught onehanded by Kusal Mendis at short leg. Santner made 38 and Watling 28 as New Zealand tried to recover but they still ended the day 60 runs behind with only one wicket remaining.
