Disabilities Bill proposes penalty for discriminating against disabled NEw DELhI, DECEMBER 3 (PTI): Discriminating against persons with disabilities can draw a jail term up to two years and a fine of maximum Rs. 5 lakh once a Bill in this regard is passed in Parliament. The amended Rights of Persons with Disabilities Bill, 2014, proposes imprisonment of at least six months to not more than two years, along with a fine ranging between Rs. 10,000 and Rs. 5 lakh for discriminating against differently-abled persons. “The provisions of penalty up to Rs. 5 lakh and imprisonment up to two years have been included for the first time for effective implementation of the legislation once it is passed in Parliament,” Union Social Justice and Empowerment Minister Thaawar Chand Gehlot said today. The Bill, which aims at securing and enhancing the rights and entitlements of disabled persons, has been introduced in Parliament and is likely to come for discussion on Monday. On November 30, the Union Cabinet approved the proposed amendments to the Bill, that seeks to replace the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995. The Bill proposes strengthening the office of chief commissioner and state commissioners for Persons with Disabilities which will act as regulatory bodies. The bill was examined by the parliamentary standing committee last year. Then, a Group of Ministers, headed by Union Home Minister Rajnath Singh, examined the provisions of the bill and sent their recommendations to the Prime Ministers office.

Attired in traditional fineries, thousands from the Angami community today came together to participate at the traditional stone-pulling event here in the state capital Kohima. This event is part of the Hornbill Festival of Nagaland in commemoration with the golden jubilee celebration of the Angami Sports Association scheduled next year. In a brief address, Nagaland Chief Minister TR Zeliang who was the chief guest said that stonepulling ceremony is one of the most interesting traditions of the Angamis, which has been practiced since time immemorial. He said this is not only a mere event in pulling the stone or wooden gate, but it has a great significance, which showcase the unity among different khels, clans in the village. “We strongly believe that through this colorful event, the message of unity, peace and progress will reach out to the other parts of the world,” he said. Appreciating the presence of Alan Gemmel, OBE Minister Cultural Affairs, British Council, India, Zeliang said Nagaland have had a very special relationship with the British Government for almost a century prior to India’s independence. And even after India’s independence, that special relationship with the British

government and its people continues, especially in the field of socio-educational development. “The Kohima War Cemetery constructed and maintained by the Commonwealth War Graves Commission, has been, and will continue to provide that special linkage between us for many years to come,” he said. The Chief Minister also asserted that the Nagas, while moving fast towards modernization, are equally good in preserving its roots, its identity, culture etc. According to him, “the North East tribals are small in number, and unless we take care to preserve our culture and identify, the bigger communities will not

recognize or respect us.” “I think the innate desire of the Nagas to preserve our culture and identity is one of the important issues in the Naga political movement, as well as in the ongoing political dialogue on the Naga political problem,” the Chief Minister said. 2 soldiers killed as Assam Rifles convoy ambushed in Arunachal

GUwAhATI, DECEMBER 3 (IANS): Two soldiers were killed and eight others injured as militants, believed to be from the banned Naga outfit NSCN-K, ambushed a convoy of the Assam Rifles along the India-Myanmar border in Arunachal Pradesh on Saturday, a defence spokesman said. An Assam Rifle spokesman said the attack took place at Nginu village in Tirap district, in the radius of 20 kms from the border. “Soldiers belonging to the 16 Assam Rifles were returning from a patrol when the heavily armed militants fired at them. While two of them including a JCO (junior commissioner officer) died, eight others were injured. The condition of two of them are stated to be serious,” the spokesman said adding more forces have been sent to

launch counter-insurgency operations in and around the area. “We believe it to be handiwork of anti-talk faction, Nationalist Socialist Council of Nagaland-Khaplang militants who have some presence in Tirap district. On November 19, a combined team of the NSCN-K and the United Liberation Front of Assam (ULFA) had carried out an ambush on Army personnel in Assam’s Tinsukia district, killing three soldiers and injuring four others. After this attack, the United National Liberation Front of Western South East Asia (UNLFW), which is a joint platform of all the northeastern militant outfits ambushed a group of commandos of 21 Para in Chandel district of Manipur on November 26, injuring five soldiers.

Savannah College of Art and Design (SCAD), the University for Creative Careers will sponsor a Naga student to study at the prestigious and highly rated American University next fall. This was announced by Executive Director of International Recruitment and Relations, SCAD, Maken Imcha Payne at an exclusive event held at Maple Tree School, Dimapur on Saturday evening. “SCAD, as an institution has decided to create one full tuition scholarship for one student from Nagaland,” Payne stated. She said it was an exciting, important and a historic day as the first SCAD event is being hosted in Nagaland and espoused hope that the platform they are establishing will actually lead to welcoming the first batch of Naga students at SCAD for the next fall of 2017.

Referring to its Hongkong campus, she said that Nagas will feel very much at home because it is in Asia and moreover pointed out that SCAD is the only American art and design university in Hongkong with 100% job placement. She also impressed upon that SCAD is a student centric university and believes in supporting their students all throughout their career. Asserting that they don’t want starving artists, she said, ‘one of the first things we teach our students is business and the marketability aspect of their work”. DIMAPUR, DECEMBER 3 (MExN): Nagaland Baptist Church Council (NBCC) on Saturday observed that the decision of the Narendra Modi’s government to observe December 25 as Good Governance Day may be a good move but with bad motive. “What good is there when ‘Good Governance Day’ is set on December 25 hurting the sentiments of the Christian for whom the day is set to celebrate the birth of Jesus with worship and remembrance?,” the NBCC has questioned. While applauding the Prime Minister and his government for being committed towards providing a transparent and accountable administration for the betterment and welfare of the common citizen, the NBCC, however, said the application of it on such an auspicious occasion is thoughtless and insensitive to certain group of people, particularly to the Christian minority in the country. “With the day approaching, it has come back once again to hurt the sentiments of the minority Christians in India in general and the majority Christian society in Nagaland. NBCC feels this is a deliberate attempt to dilute the impor-

tance of the day. Unless, this is rectified it will go down in history as a discriminatory move against the religious minorities,” it stated. The NBCC also maintained that ‘Good Governance Day’ is good but the intention to have it on December 25 is nothing short of following the Sangh’s policies to suppress the religious minorities in a secular India. It therefore lamented that ‘Good Governance Day’ on December 25 will go down in the history of Christianity in India that there is always a “Caesar in every turn of history to destroy the faith of the Christians.” “Today, the Government has played with the sentiments of the 24 million plus Christians in the country, what will be next? Peace and harmony of the country should be the utmost priority and responsibility of any progressive government but such instances that disturbs people’s mindset will only undermine the nation’s secular fabric. It will also amount to the establishment of the tyranny of the majority, whereby the majority places its own interests above, and at the expense and to the detriment of, those in the minority.” The NBCC has therefore urged upon the central government to stay away from creating division by following certain religious pressure and keep the country free from communal feeling and insecurity; but press on with her program without infringing on the religious rights, whether it be majority or minority.

In a transformative effort to engage with the pressing issue of migration, the Stockholm University in collaboration with The People Channel, and The Morung Express from Nagaland organized a round table discussion on “Migration in the time of Conflict: Experiences from Nagaland.” In her introduction, Anthropologist Dr Dolly Kikon pointed out that the discussion and the main issue was not on the question of whether migration was good or not. She also shared a brief synopsis on her research and personal experience with Indigenous migration and migrants. Sharing his view on the theme, Anthropologist Professor Bengt G Karlsson from Stockholm University, stated that Migration has really accelerated in the past ten to fifteen years, and in a way, all of us understand why this is happening. What really generated migration in the North East India, he said, could be attributed to factors like employment and educational opportunities. Also participating in the discussion was Vikheho Swu, Cabinet Minister of Road & Bridges, termed migration as a global issue and a ‘reality check on a phenomenon which is bound to happen to any developing society.’ Highlighting the ‘craze’ for government jobs in Nagaland, he stated that there is an excess of 40,000 government employees. He pointed out that from the total population of 19 lakhs in the state, there are about 1.20 lakh government employees when the actual need for about 80,000. Furthermore, with not enough support from the

State government in terms of policy, there is an absence of development function in rural areas, Swu added. “The reason for such grim situation is because Nagas lack in vision, planning and management therefore policy makers, educationist, social activist and entrepreneurs have to put their heads together to plan. We must accept the fact that migration is here and here to stay,” Swu concluded. Three panel sessions were held on topics of “Why migration matters”, “Challenges and experiences of migration”, and finally concluding with “Community reflections on migration”. The first session moderated by Dr RK Debbarma from the Tata Institute of Social Sciences had on the panel Dr Rajdeep Singha, also from TISS, Rozelle Mero from The People Channel, Kvulo Lorin from Tetso College and Vijaya Eastwood of Harley ventures, Gurgaon. Introducing the topic, Dr Debbarma urged, “Let’s talk about migrants without de-

humanizing them,” insisting that terms such as “illegal immigrants” are dehumanizing in nature. Highlighting the huge scale of migration within India, Dr Singha revealed that 72 million – almost equivalent to Germany’s entire population – of India’s populace cross migrate with female out-migrating men. Also speaking on the panel, Lorin shared that his experience of working in the city has helped build a network, which in turn has helped students of Tetso College find job placements. Lorin was however of the opinion that youngsters in Naga society lack direction in finding opportunities. The second session moderated by Rozelle Mero had Tiala Jamir, Lomi Shikhu, Metsino Chase and Jai Syied – all of them working professionals who have served across the country and abroad – as panelists. All of them shared their experiences and challenges faced as migrants themselves. During the discussion that ensued, the challenge

faced on re-entry back to the society in Nagaland was raised with the observation that Naga society looks upon those who have been abroad with a judgmental eye. The post-lunch session on “Community reflections on Migration” was moderated by Dr Dolly Kikon and had in the panel MLA and former Parliamentary Secretary Mhonlumo Kikon, Jenny Esther from Don Bosco Tech, Dr Sedevi Angami from Christian Institute of Health Sciences & Research, and Jenpu Rongmei of CAN Youth. Discussing the pros and cons of receiving migrants, Dr Sedevi opined that, “Migrants add variety and increase the talent pool in the society.” Issues on high prevalence of dropouts and unemployed youth in Nagaland and the challenges on uneducated unemployed youth were discussed while the need for introducing migration policy and a policy mechanism for youths were also raised. One of the reflections was that the community as well as the government has failed to understand conditions of uneducated unemployed youth as many policies such as skill development were towards improving the conditions of educated unemployed youth. In her concluding remarks, Dr Dolly Kikon observed that often “conflict attached to migration” is not talked about. Migration to a large extent is also caused by “structural violence and militarization,” she noted. She called for looking at time not in the linear pastpresent-future context, but by envisioning the future, relating it to the past, and then living the present as a way towards the envisioned future.

Creating an inclusive society requires effort

Mokokchung, DeceMber 3 (DIPr): Cure Foundation Mokokchung, a centre for Differently Abled Persons, in Collaboration with Mokokchung Arts & Aesthetics Management (MAAM) and Ao Milen observed International Day of Differently Abled Persons at Town Hall on December 3. Bendanglila, ADC Mokokchung & Administrator MMC who was the special guest at the function called upon the gatherings to treat and look upon those people with disability as equal in the society saying they (people with disability) are also created by the hands of God for specific purpose. She said the society, in a befitting manner, should renew their commitment and rededicate to make efforts to ensure that differently able persons are not alienated or discriminated. She said it is the society to secure them full participation and equality particularly in the field of education and employment. Bendanglila also outlined the protection given to people with disability and PWD Act 1995. Differently Abled Children from Cure Foundation presented special items at the function. Marking the day another programme was organized by Care and Support Society in Collaborated with Mokokchung District Legal Services Authority under the theme “Achieving 17 goals for the future we want” at MMC Conference Hall with Deputy Commissioner Mokokchung, Sushil Kumar Patel IAS as the chief guest. The Deputy Commissioner said that everyone has a short coming and that even competent people who do not perform as they should is considered as disabled. Sushil Kumar said that there are people who are physically not capable of doing things but in many ways these people can do and perform better than any normal persons. Sushil Kumar maintained that to bring the differently abled to the main stream in the society, there is a need for attitude change in the society only then we can abolish the evil of discrimination and marginalization of differently abled persons in the society. He called upon the educated people to take the first step to discriminate the awareness to all section of people in the society only then equality in the real sense can be achieved, the DC added.

Mhonlumi Kithan, who initiated “Papyrus” in 2014 said, “the Fest is a very good platform for local vendors” while stating that many people have not heard of her shop in Kohima before, but are now aware of its existence. Possibly the only shop in Nagaland that deals exclusively with recycled paper, Papyrus has products that range from notebooks, gift bags, gift boxes, etc. In another space, there

State, Centre responsible for present situation: AMUCO Imphal, December 3 (NNN): All Manipur United Clubs’ Organisation warned that if the present situation gets out of hand and takes the shape of a communal flare-up, both the state and central governments should be held responsible. AMUCO is concerned that the two governments have not been able to act on the situation on time, saying both the counter-blockade and blockade that have had resulted in destruction and burning of essential commodities and vehicles are both destructive and against the democratic norms. Social networking sites and their users, the general public, in the state have been appealed by AMUCO to refrain from toning up communal rhetoric that could flare up communal passion amidst the volatile situation. AMUCO, United Committee Manipur (UCM) and Committee on Civil Sociteis, Kangleipak (CCSK) recently joined hands with JAC Sadar Hills, Kuki Inpi Manipur (KIM) and Kuki Students’ Organisation (KSO) on the Sadar Hills issue. A joint delegation of these organisations also urged the Manipur government to grant district status to Sadar Hills and Jiribam before the ensuing state assembly polls. The JAC Sadar Hills says conversion of Sadar Hills in Senapati district only aims to enable administrative conveniences and that if granted, the Kukis, Nagas, Nepalis and Meiteis will be benefitted equally. It said the United Naga Council should not claim ownership over Sadar Hills. UNC, the apex body of Naga organisations in Manipur has been strongly opposing the Manipur government from making Sadar Hills and Jiribam as full-fledged revenue districts. The UNC kicked-off the indefinite economic blockade from November 1 causing severe disruption to transportation of consumer goods from Assam to Manipur. The Meitei (Meetei) Nationalist Party (MNP) said UNC’s stiff opposition against the district formation indicates its intent to consolidate Naga separatist movement by means of committing “unlawful activities” within the state. Manipur People’s Party (MPP), the oldest regional political outfit of Manipur, staged a sit-in protest in front of party office here yesterday during which the party blamed the state BJP and ruling Congress for the prolonged blockade. The Manipur Nationalist Democratic Front (MNDF) has sought Centre’s intervention in the ongoing blockade and demanded that President’s Rule should be imposed in the state in view of the inability shown by the Okram Ibobi headed government in tackling the blockade issue. The party also appealed to the state government to invite UNC to the negotiating table over the blockade issue. UNC president Gaidon Kamei and its information and publicity secretary SK Stephen are now currently in the custody of Manipur Police after they were arrested by the police on charges of spearheading the blockade. Manipur Chief Minister Okram Ibobi Singh has already said the two Naga leaders will be prosecuted under the law. Meanwhile, local organisations in Pungdongbam area of Imphal East today imposed counter-blockade forcing several loaded-vehicles on Imphal-Ukhrul road to leave behind all essential commodities there. The local club informed that all owners of the goods can claim after the ongoing UNC-sponsored indefinite blockade was brought to an end.

Demonetisation takes toll on Manipur's govt employees

Imphal, December 3 (IaNS): The government employees of Manipur are in distress. Some banks and most of the ATMs are dry. On Saturday, some banks issued notices saying "RBI has not despatched currencies". Employees of one or two central offices located in Imphal have not received their salary yet. The employees of private sector refused to accept cheques. However, the state government employees had received their salaries in cheques. But they can withdraw just Rs 2,000 from ATMs as and when there is cash. Employees of both the government and private sector are suffering as the cash strapped banks and offices cannot pay them. Many small businesses are also waiting to pay their employees, who have no use for cheques or plastic money. However, the banks are accepting deposits of all sorts. The Manipur government sought more of Rs 100 notes to tide over the situation. Quoting statistics, RBI sources and All Manipur Bank Employees Association said that adequate quantity of Rs 100 and smaller denomination notes were allocated to Manipur. However, there was still an acute shortage of these smaller denomination notes, as reports said that through manipulation these notes were being made available to money lenders. As it is almost impossible to withdraw even Rs 2,000 from the banks and ATMs, many who need substantial amounts for urgent medical and other requirements

We had never deposited big amounts with the banks and now we cannot, as big deposits are subject to scrutiny." Meanwhile, following mob violence at three branches of State Bank of India, the bank authorities said that it would be difficult to operate without additional armed policemen. There are armed policemen deployed, in addition to bank guards in view of frequent heists by militants.

Mizoram-HPC (D) peace talks in mid-December aIzawl, December 3 (pTI): Mizoram government and the Manipur-based militant outfit, Hmar People's Convention (Democratic), would hold the third round of peace talks by mid-December, a state home department official today said. The exact date would be finalised in a meeting on Monday, Additional Secretary for Home Lalbiakzama, who headed the state government delegation in the previous rounds of meeting, told PTI. Earlier, rounds of talks were held in cordial atmosphere with both the sides being optimistic about the outcome of the parleys. Several grounds have been covered during the previous rounds when according higher autonomy and power to the Sinlung Hill Development Council (SHDC) was deliberated, he said. The SHDC was established in the north eastern part of the state adjoining Manipur where a large number of Hmar community people are living in a compact area, in accordance with the provisions of the agreement between the state government and the erstwhile underground HPC in 1994. The HPC (D) was formed after the surrender of the HPC cadres to the authorities, by some leaders who were not satisfied with the terms of the agreement and continued to demand a separate autonomous district council under the Sixth schedule of the Constitution. The six-member HPC (D) delegation led by Lalthalien said that the outfit dropped the demand for a separate autonomous district council. The first round of talks was held in Aizawl on August 10 and the second round on October five. The peace talks in 2013 were derailed by disagreement on the period of extension of the Suspension of Operation (SoO) after which a spate of violence was experienced in the state resulting in the deaths of three policemen and one Hmar militant.

Through divine providence and the earnest prayers of His anointed servants, a light dawned on the Nagas and the Forum for Naga Reconciliation (FNR) came about in February, 2008. Through the leading of the Holy Spirit and the humble work of the FNR, with all its human weaknesses, a measure of peace was wrought through the signing of the "Covenant of Reconciliation" in June 13, 2009. Today, though there is much to accomplish, we are experiencing relative peace without bloodshed among the Naga political groups. To this end, we praise God.

China finally lifts restrictions: Opens its market for Indian rice New Delhi, December 3 (FiNaNcial express): China, the world’s top rice consumer and importer, has granted phytosanitary clearances to 14 Indian rice exporters, including established ones like LT Foods, Kohinoor Foods and Amira Pure Foods, opening its market to the Indian grain after years of restricting such supplies through non-tariff barriers, reports Banikinkar Pattanayak in New Delhi. Official and industry sources told FE that in a recent communication to the Indian government, China has conveyed that 14 of the 19 rice mills its team visited in September have been cleared for exports to that country — remarkable by China’s standards. The list of 14 exporters that can now ship out to China also includes KRBL, Best Foods, Sarveshwar Foods, SSA International, Ebro India, Pari India, DRRK Foods, Sunstar Overseas, Nature Bio Foods, MR Overseas and United Exports, the sources said. China has been a major buyer of nonBasmati rice from Pakistan,

a factor that might have delayed the clearance to Indian exporters, trade analysts have said. Talks of China allowing Indian rice have gained momentum in recent years, but this is the first time that the giant neighbour has officially cleared such units for non-Basmati rice supplies. However, against the industry expectations of clearance to almost all the rice units the Chinese team visited between September 18 and 26, only 14 have

obtained permission to export. Officials from China’s Administration of Quality Supervision,Inspection and Quarantine visited these mills, registered with India’s National Plant Protection Organisation (NPPO) and spread across Punjab, Haryana, Uttar Pradesh and Madhya Pradesh. Rice exporters have to be registered with the NPPO to be able to export to China. The neighbour was not allowing Indian rice, citing con-

cerns over the presence of khapra beetle in India’s non-Basmati rice, among others. The decision comes at an appropriate time for India as it is seeking to reverse a slide in its rice as well as overall farm exports, already hit by a crash in global commodity prices. According to an International Grains Council (IGC) forecast, China will import as much as 4.1 million tonnes of rice in 2016-17, marginally down from 4.2 million tonnes a

year earlier. The IGC has projected India’s exports of rice (both Basmati and non-Basmati) at 10.5 million tonnes for 2016-17, slightly up from 10.4 million tonnes a year earlier but down from as high as 11.8 million tonnes in 2014-15. However, with the latest development, the Indian mills that have been cleared will be able to tap the Chinese market and potentially ship out more in 2016-17 than the IGC projections, although it’s

too early to firm up a precise forecast on the rise in rice exports, according to senior industry executives. In value term, India’s rice exports dropped to $5.79 in 2015-16 from $7.84 billion a year earlier. Rice exports accounted for 18% of India’s total farm exports in 2015-16. Although China usually consumes non-Basmati rice, it can be tapped for Basmati exports, too, said the executives. Financial regulators around the world have recently urged banks to beef up cyber security in the wake of a string of high-profile heists on banks around the world. Fears about attacks on banks have mounted since February when unknown cyber criminals stole $81 million in funds that Bangladesh’s central bank had on deposit at the New York Fed. Law enforcement agencies around the globe are hunting for the criminals who stole the money using fraudulent wire-transfer requests sent over the SWIFT bank messaging network. Demonetisation causing untold NCSU ‘welcomes’ Papu Yadav hardships in Kiphire: ARSU Kiphire, December 3 (mexN): The Amahator Range Students’ Union (ARSU) has stated that demonitisation is causing “untold hardships” for people in Kiphire district. ARSU made the claim in a representation to the Assistant General Manager (AGM), State Bank of India, Regional Business Office (RBO), Dimapur while seeking immediate intervention on the issue. Laying down some of the hardships faced by the

customers of Kiphire district, the union stated that though Kiphire Branch was upgraded to Grade IV, no additional manpower was deployed. n florida, a coalition of parents known as “the recess moms” has been fighting to pass legislation guaranteeing the state’s elementary-school students at least 20 minutes of daily free play. Similar legislation recently passed in New Jersey, only to be vetoed by the governor, who deemed it “stupid.” When, you might ask, did recess become such a radical proposal? In a survey of school-district administrators, roughly a third said their districts had reduced outdoor play in the early 2000s. Likely culprits include concerns about bullying and the No Child Left Behind Act, whose time-consuming requirements resulted in cuts to play. [1] Disadvantaged kids have been the most likely to be shortchanged: According to a 2003 study, just 56 percent

The kids’ attentiveness decreased when they had to wait longer for recess, and rebounded after they played. [5] And when fourth-graders in a recess-free school were given a weekly recess, another group of researchers found that they had an easier time staying on task and were much less fidgety. [6] These experimental findings are bolstered by an analysis of 10,000 questionnaires filled out by third-grade teachers: Even a single 15-minute daily recess was correlated with more-positive ratings of classroom behavior. [7] Perhaps most important, recess allows children to design their own games, to test their abilities, to

role-play, and to mediate their own conflicts—activities that are key to developing social skills and navigating complicated situations. [8] Preliminary results from an ongoing study in Texas suggest that elementary-school children who are given four 15-minute recesses a day are significantly more empathetic toward their peers than are kids who don’t get recess. [9] If it weren’t such a journalistic cliché to invoke Finland’s highly ranked (and widely fawned-over) school system, I might end by noting that Finnish kids get more than an hour of recess each day. More surprising, though, is the fact that in East Asian countries like China—the land of nine-hour school days and weekend cram classes—most schools give kids a 10- or even 20-minute break after each class, or about every hour. Maybe they’re onto something.

hooghly, December 3 (PTi): A state government employee who was returning home in Kolkata from his place of posting died while standing in a queue in front of an ATM counter near Bandel station in Hooghly district today. The employee, Kallol Roychoudhury (56), was returning to his Behala home in South Kolkata from Cooch Behar in North Bengal where he was posted. He got down at Bandel station from Paharia Express this morning with his colleague and was supposed to catch another train to come to Kolkata. But then, he decided to withdraw some money from an ATM counter at Station Road near the station. He stood in the queue at 7.35 am, became unwell after 20 minutes and fell down. Magistrate can extend detention period upto 180 days:HC cheNNAi, December 3 (PTi): The custody of a person accused of a crime under Unlawful Activities (Prevention) Act can be extended by a court up to 180 days, provided it is satisfied with the report of the public prosecutor indicating progress in the probe and finds other specific reasons, the Madras High Court has said. A division bench comprising justices M. Jaichandren and S. Baskaran passed the orders while dismissing a habeas corpus plea on Thursday seeking a

However, the said power can be exercised up to 180 days," the court said. "In fact Clause(2) of Section 167 of the Code of

The detenu was arrested on March 16, 2016. He was remanded in judicial custody by XI Metropolitan Magistrate, Saidapet. The custody was extended from time to time. Time for comprehensive review of electoral law: CEC New Delhi, December 3 (iANS): Indian's Chief Election Commissioner (CEC) Nasim Zaidi said on Saturday that time has come to undertake comprehensive review of the Representation of the People Act and also called for suggestions from legal fraternity. "It is also being felt that Election Commission should undertake comprehensive review of the Representation of People Act in view of issues and challenges before it and come up with Draft Bill which then go through the motion of examination by competent authority in due course to time," he said in his inaugural address at the "National Interactive Conference on Electoral Laws - Strategic vision for future" Laws being organised by the Election Commission of India.

"Comprehensive review of the RP Act is overdue for past few decades," he said. Most Indians dependent on private healthcare: Study New Delhi, December 3 (iANS): Households across India still overwhelmingly depend on private providers for healthcare services over public healthcare, a recent study has found. Senior Fellow at Brookings India, Shamika Ravi, found in her study "Health and Morbidity in India: 2004-2014" that as much as 75%of outpatient (OPD) care in India was exclusively private in 2014. Around 55% of inpatient (IPD) care is from private hospitals, it added. Ravi, however, noted that dependence on private healthcare is declining. "Indian households' dependence on public care has risen by 6% for OPD care and by 7% for IPD care," she said. The study based on analysis of National Sample Survey Organisation (NSSO) data was released on Friday at Teen Murti House here followed by a panel discussion on "Health and Morbidity in India: Evidence and Policy Implications". The study is co-authored by Rahul Ahluwalia and Sofi Bergkvist. Ravi added that "out of pocket" spending has risen significantly between 2004 and 2014, driven primarily by increase in IPD spending. "There are large disparities across rural and urban households in terms of real out of pocket expenses for IPD such as doctor's fees, medicines and diagnostics. "Compared to a rural household, an urban household spends five times more on diagnostics, 2.6 times more on medicines and 2.4 times more on doctors' fees," she said. Her study noted that the rural-urban differences were very small in 2004 with absolutely no difference in the average real expenditures on medicine per inpatient case. terror". At the senior officials' meeting, Afghanistan, which has also been facing increased attacks from terror groups operating from Pakistan, pushed for a regional counter-terror framework. Ahead of the conference, both India and Afghanistan had called terror emanating from Pakistan as the "greatest threat" to regional peace and stability, and both the countries are set to press hard for adopting the counter-terror framework at tomorrow's deliberations.

On November 27, during an election rally in Uttar Pradesh, Prime Minister Narendra Modi urged all Indians get familiar and make others familiar with cashless transactions. The same day, during his radio programme Mann Ki Baat, he said: "Learn how this digital economy works. Learn the different ways you can use your bank accounts and internet banking. Learn how to effectively use the apps of various banks on your phones. Learn how to run your business without cash. Learn about card payments and other electronic modes of payment. Look at the malls and see how they function. A cashless economy is secure, it is clean. You have a leadership role to play in taking India towards an increasingly digital economy." Modi and his cabinet ministers have now launched a major social-media effort to promote cashless transactions, which include e-banking (or banking over computers or mobile phones), debit and credit cards, cardswipe or point-of-sales (PoS) machines and digital wallets.

While India's internet users surpass the US, smartphone ownership and internet penetration remain low. Also, as many as 68 per cent of transactions in India are done in cash, according an analysis by Business Standard, while other estimates say 90 per cent of all transactions are in cash. Given this, there are five hurdles to Modi's ambition of converting India to a cashless economy: 1. 342 million internet users, 27 per cent of Indians: Earlier this year, India surpassed the US to become the country with the second-largest number of Internet users, according to this June 2016 report by investment firm Kleiner Perkins Caufield & Byers. There are 342 million internet subscribers (an Internet "penetration rate" of 27 per cent) in India, data from Telecom Regulatory Authority of India (TRAI) reveal. The global median is 67 per cent, IndiaSpend reported in March. India lags most major economies and performs worse than Nigeria, Kenya, Ghana and Indonesia, among other countries, the data reveal. Put another way, 73 per cent of Indians, or 912 million, do not

have Internet access. Of those who use the Internet, no more than 13 per cent live in rural India (or 108 million of 833 million who live in rural areas), which has been worst hit by the November 8, invalidation of Rs 500 and Rs 1,000 notes that made up 86 per cent of notes in circulation. In urban India, 58 per cent of people access the Internet. 2. Smartphone usage rate among adults 17 per cent: For a majority of banking applications, a smartphone is a prerequisite. India is Asia-Pacific's fastest-growing smartphone market, but no more than 17 per cent of Indian adults own a smartphone, according to a survey by Pew Research. Only seven per cent of adults in low-income families own a smartphone; the figure for wealthier families is 22 per cent. 3. 1.02 billion mobile subscriptions, but only 15 per cent have broadband internet: India had 1.02 billion wireless subscriptions, but after scrubbing the data of inactive and duplicate connections, India has 930 million (90 per cent) active subscribers, according to a TRAI report. Of these, 154 million subscribers (15

per cent) have broadband connections (3G+4G). 4. Average page load time on mobile 5.5 seconds, China 2.6 seconds: The average time to load a page on a mobile phone is 5.5 seconds in India, compared to 2.6 seconds in China, 4.5 in Sri Lanka, 4.9 in Bangladesh and 5.8 in Pakistan, according to the "State of the internet Q1 2016" report by Akamai Technologies, a global content delivery network services provider. Israel has the fastest load time at 1.3 seconds. Mobile Internet speeds will make users less likely to use their phones for banking transactions, with Oracle Maxymiser, a website optimisation tool by Oracle, a US multinational, reporting a two-second threshold before users stop an online transaction -although 68 per cent of respondents reported they would not wait six seconds for pages or images to load on a bank's website or mobile site. 5. 856 PoS machines per million Indians: There were 1.46 million PoS machines in use in India -- that is, 856 machines per million people -- according to an August 2016 Reserve Bank of India report. In 2015, Brazil -- with

a population 84 per cent lower than India -- had nearly 39 times as many machines (32,995), according to a report by Ernst & Young, a consultancy. The PoS machine rate was 4,000 per million people in China and Russia. More than 70 per cent of the PoS terminals are installed in India's 15 largest cities, which contribute to more than 75 per cent of transactions, says the Ernst & Young report. This has not changed after #notebandi, as the scrapping of Rs 500 and Rs 1,000 notes is called colloquially. Most requests for more PoS machines are still from Tier 1, or metropolitan, cities, a banker with a leading private sector bank told the Indian Express on November 29. "In Tier 2 cities, customers are now slowly making the shift from using their debit cards to withdraw cash to using them for payments. The demand is progressing slowly," he said. As an incentive to banks and manufacturers of PoS terminals, the government has waived 12.5 per cent excise duty and four per cent special excise duty on these machines, as it hopes to install an additional one million PoS machines by March 2017.

Suu Kyi says int’l attention fuelling divisions in north sIngaPore/sIttWe, myanmar, DecemBer 3 (reuters): Myanmar leader Aung San Suu Kyi accused the international community on Friday of stoking resentment between Buddhists and Muslims in the country’s northwest, where an army crackdown has killed at least 86 people and sent 10,000 fleeing to Bangladesh. Suu Kyi appealed for understanding of her nation’s ethnic complexities, and said the world should not forget the military operation was launched in response to attacks on security forces that the government has blamed on Muslim insurgents. “I would appreciate it so much if the international community would help us to maintain peace and stability, and to make progress in building better relations between the two communities, instead of always drumming up cause for bigger fires of resentment,” Suu Kyi told Singapore state-owned broadcaster Channel News Asia during a visit to the city-state. “It doesn’t help if everybody is just concentrating on the negative side of the situation, in spite of the fact that there were attacks against police outposts.” The violence in the northwest poses the biggest challenge so far to Suu Kyi’s eight-monthold government, and has renewed international criticism that the Nobel Peace Prize winner has done too little to help the country’s Rohingya Muslim minority. Thai activist “first to be arrested for royal insult” under new king Bangkok, DecemBer 3 (reuters): Thai police arrested an antijunta activist on Saturday for defaming the monarchy in what rights groups said was the first case of lese-majeste brought under Thailand’s new king. King Maha Vajiralongkorn formally ascended the throne on Thursday following the death of his father, revered King Bhumibol Adulyadej, who died aged of 88 in October. Police Colonel Jaturon Trakulpan, a superintendent in northeastern Chai-

yaphum province, said Jatupat Boonpattararaksa, an activist who has staged several anti-junta protests, was arrested and charged with royal insult under Article 112 of Thailand’s criminal code. “We caught him at a temple,” Jaturon said. Thailand’s junta has cracked down on critics of the monarchy since it took power in a May 2014 coup. iLaw, a Bangkok-based group that monitors such cases, said they had increased since King Bhumibol’s death.

Article 112 says anyone who “defames, insults or threatens the king, the queen, the heir-apparent or the regent” will be punished with up to 15 years in prison. Thai Lawyers for Human Rights, a rights group representing Jatupat, said in a Twitter post that he was charged with royal insult for sharing a link on Facebook to a BBC Thai-language profile of the new king. that soldiers have raped Rohingya women, burned houses and killed civilians during the operation. Suu Kyi’s remarks came as a commission led by former United Nations chief Kofi Annan arrived in the state, where ethnic Rakhine Buddhists and Rohingya Muslims have lived separately since clashes in 2012 in which more than 100 people were killed. “CRIMES AGAINST HUMANITY” Despite often having lived in Myanmar for generations, most of the country’s 1.1 million Rohingya are denied citizenship, freedom of movement and access to basic services such as healthcare and education. The U.N.’s human rights agency said this week that abuses suffered by the Rohingya may amount to a crimes against humanity, repeating a statement it first made in a June report. The Rohingya are not among the 135 ethnic groups recognised by law in Myanmar, where many majority Buddhists refer to them as

“Bengalis” to indicate they regard them as illegal immigrants from Bangladesh. In northern Rakhine, one of the poorest parts of the country, Muslims outnumber the ethnic Rakhine population. “In the Rakhine, it’s not just the Muslims who are nervous and worried,” said Suu Kyi. “The Rakhine are worried too. They are worried about the fact that they are shrinking as a Rakhine population, percentage-wise.” U.N. officials said this week more than 10,000 people have fled the recent fighting to Bangladesh. There are continuing reports of people fleeing across the river border in flimsy boats, bringing accounts of razed villages, uprooted communities and separated families. Still, Suu Kyi said the government has “managed to keep the situation under control and to calm it down”. ANNAN’S TASKFORCE Suu Kyi identified Rakhine as one of the areas that required special attention from the outset of her term, nominating Annan in

August to lead a taskforce to come up with long-term solutions to the problems of the divided state. The 6 Myanmar and three foreign commissioners, on their second trip to Rakhine, met community leaders, local government representatives and Muslims from camps for displaced people in the state capital of Sittwe. “There have been security actions there, but security actions should not impede humanitarian access to those in need,” Annan told reporters after the meetings, referring to the north. “We have discussed it and I expect progress to be made. Some agencies have been able to go in, but there’s a great deal of needs, and I expect to see further progress in the next few days or so.” The U.N. has said some 30,000 people have been internally displaced by the fighting and, while nearly 20,000 have had their deliveries of aid restored, around 130,000 are still not getting food and other assistance they had been receiving prior to the outbreak of violence.

Indonesian police plane with 15 on board goes missing Jakarta, DecemBer 3 (reuters): A twin-engine Indonesian police plane went missing on Saturday with 15 people on board en route to the island of Batam, south of Singapore, police and rescue authorities said, as search teams scoured the area. The plane, which took off from Pangkal Pinang on the island of Bangka at around 9.30 a.m. is thought to have crashed between the islands of Mensanak and Sebangka or Gentar, a police report seen by Reuters said. A search team recovered items apparently identified as being from the missing aircraft, including seats,

luggage and documents, the report said, noting that according to the manifest there were 15 people on board. According to Indonesia’s Search and Rescue Agency (BASARNAS), items belonging to passengers had also been found. “We found debris,” BASARNAS chief Bambang Soelistyo told Reuters, adding his team were searching in a 200 square nautical mile area. Soelistyo said it was too soon to assume there were no survivors and that no remains of those aboard had been found, although there were no reports of survivors.

Up to four police vessels were searching the area, he said, along with navy vessels. According to a statement from the Civil Aviation Authority of Singapore (CAAS), the last known radar position of the aircraft was about 40 nautical miles southeast of Tanjung Pinang. “With clearance from the Indonesian authorities, one SuperPuma helicopter and one Fokker 50 are currently on-scene supporting the Indonesians to locate the aircraft,” the statement said. “Two ships are awaiting clearance by the Indonesian authorities to assist in the search and rescue efforts.”

China lodges protest after Donald Trump call with Taiwan president BeIJIng/WasHIngton, DecemBer 3 (reuters): China lodged a diplomatic protest on Saturday after U.S. Presidentelect Donald Trump spoke by phone with President Tsai Ing-wen of Taiwan, but blamed the self-ruled island Beijing claims as its own for the “petty” move. The 10-minute telephone call with Taiwan’s leadership was the first by a U.S. president-elect or president since President Jimmy Carter switched diplomatic recognition from Taiwan to China in 1979, acknowledging Taiwan as part of “one China”. China’s Foreign Ministry said it had lodged “stern representations” with what it called the “relevant U.S. side”, urging the careful handling of the Taiwan issue to avoid any unnecessary disturbances in ties. “The one China principle is the political basis of the China-U.S. relationship,” it said. The wording implied the protest had gone to the Trump camp, but the ministry provided no explanation.

Speaking earlier, hours after Friday’s telephone call, Chinese Foreign Minister Wang Yi pointedly blamed Taiwan for the exchange, rather than Trump, a billionaire businessman with little foreign policy experience. “This is just the Taiwan side engaging in a petty action, and cannot change the ‘one China’ structure already formed by the international community,” Wang said at an academic forum in Beijing, state media reported. “I believe that it won’t change the longstanding ‘one China’ policy of the United States government.” In comments at the same forum, Wang noted how quickly President Xi Jinping and Trump had spoken by telephone after Trump’s victory, and that Trump had praised China as a great country. Wang said that exchange had sent “a very positive signal about the future development of Sino-U.S. relations”, according to the Chinese Foreign Ministry’s website. Taiwan was not mentioned in that

call, according to an official Chinese transcript. Trump said on Twitter that Tsai had initiated the call he had with the Taiwan president. “The President of Taiwan CALLED ME today to wish me congratulations on winning the Presidency. Thank you!” he said. Alex Huang, a spokesman for Tsai, said: “Of course both sides agreed ahead of time before making contact.” Trump and Tsai noted that “close economic, political and security ties exist between Taiwan and the United States”, the Trump transition team said in a statement. Taiwan’s presidential office said the two discussed strengthening bilateral interactions and establishing closer cooperation. China considers Taiwan a wayward province and has never renounced the use of force to bring it under its control. Relations between the two sides have worsened since Tsai, who heads the pro-independence Democratic Progressive Party, was elected president in January.

NOT SHREWD Chinese state media downplayed the possibility of a major blow-up in Beijing’s relations with Washington as Trump prepares to assume office. Influential state-run tabloid the Global Times said in an online editorial that if Trump really overturned the “one China” principle upon assuming office it would create such a crisis with China he’d have little time to do anything else. “We believe this is not something the shrewd Trump wants to do.” China’s official Xinhua news agency said Trump needed to know Beijing can be a “cooperative partner” as long as Washington respects China’s core interests, including the issue of Taiwan. “China and the United States are not destined rivals,” it said in an Englishlanguage commentary. Washington remains Taiwan’s most important political ally and sole arms supplier, despite the lack of formal diplomatic ties, the irony of which was not lost on Trump.

"It's time to play some real ball." Jimmy Butler scored 26 points, Wade added 24 and Taj Gibson finished with 23 for the Bulls, who bounced back from a disappointing defeat to the Los Angeles Lakers on Wednesday. Coe's reforms, with a nod to disgraced predecessor Lamine Diack's abuse of the presidency, include stripping himself of some powers, with the president and IAAF Council not allowed to serve more than 12 years and with more checks put in place. "Too much power rested in the hands of too few people," Coe said. The reforms also push for gender balance, handing athletes a greater voice and crucially establishing

an independent integrity unit that would manage all anti-doping matters and be responsible for greater intelligence gathering.
