RBI to issue new Rs 50, Rs 20 notes soon, old notes valid

MuMBAI, DECEMBER 4 (IANS): The Reserve Bank of India on Sunday announced it will shortly issue new Rs 50 and Rs 20 notes bearing the signature of new Governor Urjit Patel, but existing banknotes of both denominations will continue to be legal tender. AMRITSAR, DECEMBER 4 (IANS): An international conference on Sunday named Pakistan-based terrorist groups Lashkar-e-Taiba and Jaish-e-Mohammad as grave threats to peace in the region after Afghan President Ashraf Ghani unambiguously dubbed the neighbour as a terror sanctuary, sharing India’s concern over cross-border violence. In a major diplomatic victory for India, the joint resolution adopted at the 6th ministerial ‘Heart of Asia conference - Istanbul Process on Afghanistan’ said among other terror groups propagating “high level of violence” were “the Taliban, Daesh (Islamic State) and its affiliates, the Haqqani Network, Al Qaida ... Lashkar-e-Taiba, Jaish-e-Mohammad, Tehreek-eTaliban Pakistan...” Also called the Amritsar Declaration, the resolution said participating countries and groupings were “concerned by the gravity of the security situation in the region” and demanded “an immediate end to all forms of terrorism, as well as all support to it, including financing”. Earlier, Ghani and Prime Minister Narendra Modi spoke in the presence of Islamabad’s top diplomat Sartaj Aziz at the start of the summit held in this Punjab city near India’s border with Pakistan. While Ghani was unequivocal in asserting that Pakistan was the source of cross-border terror in his country, Modi didn’t name any nation but urged the world to act against “those who support, shelter, train

NEW DElhI, DECEMBER 4 (IANS): The government on Sunday revised upwards the amount of black money disclosed under Income Declaration Scheme (IDS) to Rs 67,382 crore, even as it did not take into account two high-value disclosures. “After final reconciliation, the revised figure of actual declarations received and taken on record was Rs 67,382 crore which had been made by 71,726 declarants,” the Finance Ministry said in a statement here on IDS 2016. “On Oct 1, 2016, it was announced that declarations totaling Rs 65,250 crore were received from 64,275 declarants, subject to reconciliation,” it said. The Income Tax Department did not take into consideration the Rs 13,860 crore declaration made by Ahemdabad-based Maheshkumar Champaklal Shah, which was reported prominently, as well as another made from Mumbai. “Among the declarations received,

there were two sets of declarations of high value which were not taken on record in the above figure because they were found to be suspicious in nature being filed by persons of small means,” the statement said. It said a family of four headed by Abdul Razzaque Mohammed Sayed, resident of Bandra, Mumbai, made a total declaration of Rs 2 lakh crore which was rejected by the Department as three out of the four PAN numbers were originally in Ajmer which were migrated in September 2016 to Mumbai, the place of the declarations. “After due enquiry it was found that these declarants were persons of suspicious nature and very small means, and the declarations could have been misused,” the ministry said. “Therefore, after due consideration, the Income Tax Department decided by November 30, to reject these two sets of declarations of Rs 2 lakh crore and Rs 13,860 crore respectively.

How can we read something that is not translatable and how do we reflect on the ‘afterlives’ of materials once they find their way back to the community? These were the two pertinent questions which Dr. Arkotong Longkumer of Edinburgh University navigated during the 4th U.A. Shimray Memorial Lecture entitled ‘Prophetic Textuality: The Gaidinliu’s notebook as Language and History’ at Hotel Acacia in Dimapur on December 3. Friends and family of the late Ungshungmi A. Shimray, a young Naga scholar and researcher from Ukhrul, who died in Bangalore on May 6, 2009, hosted the event. The “magic books” According to Dr. Dr. Longkumer, the notebooks first came into prominence in 1932 when the British were trying to quell an uprising among the Zeliangrong people of Northeast India in the present states of Manipur, Assam, and Nagaland. The Zeliangrong leader Jadonang and his distant cousin

Gaidinliu were at the forefront of this “uprising” with the motive to oust the British from the region, stopthespreadofChristianity,and to “reform” their own indigenous religion so that it would meet the challenges of the modern world. In the late 1970s, this movement came to be known as Heraka. The notebooks were initially likened to mere “scribbles by an illiterate young woman” by anthropologist-administrator, J.P. Mills but it did not stop him from confiscating the same, allegedly uneasy over the influence it hold over her followers. “Magic books of the sorceress Gaidiliu [sic] captured with her other property in March 1932,” JS Mill wrote after the confiscation. Dr. Longkumer said it could also suggest that Mills took the power of Gaidinliu and the notebooks seriously- to prevent the spread of her influence. The action by Mills forever imprisoned the notebooks, rendering them dormant in the colonial museum. Dr. Longkumer said he was also initially skeptic about the book.

Kohima, December 4 (mexN): In observance of the 16 Days Activism Campaign against Gender Based Violence against Women and Girls, a collective of young people from diverse walks of life came together at Old MLA junction, Kohima to protest

against Violence Against Women and girls on December 3. Photographs, paintings and banners conveying messages of gender stereotyping, gender based discrimination and violence against women were displayed along the street which was

coupled with music performances on themes of love, peace, harmony and liberation by the Desert King Entertainment group of Kohima. Considering dance as a symbol of liberation from fear, discrimination, oppression and violence, a group of 55 young people performed dance

on the key message of the event ‘Break the chain’. A press release informed that the awareness raising event was organized by North East Network, Nagaland with the objective of raising wider awareness to the general public to stop violence against women and girls.

Gracing the function held at Jalukie Town Hall on December 3, Longchar explained the various Government schemes and benefits for the differently able persons. She also assured to do everything from her part for the differently able-persons in the district. A press release issued by PNF Chairman Joe Ngamkhuchung informed that over 120 Persons with Disabilities, accompanied by their parents attended the function. The day started with games for the PWDs, which saw enthusiastic participation from the young and the old PWDs. Fr. Col Ranbir Singh gave away the prizes for the games. Denis Elung, a public leader, NGO Adviser at Jalukie and an important member of Concern Citizens Forum of Peren District, gave an inspiring talk and called the PWDs “people loved by God” and said, “We cannot understand God’s plan and wisdom but what he plans is best for us.” He encouraged the PWDs to have faith and confidence in God’s providence and advised Parents for a good care of the children with disabilities. He gave a cash donation of ten thousand rupees from the forum members. On 2015 World Disability Day, Disablepeoples’ Parents Association (DIPPA) was launched. The President of the Association took a brief moment to talk about the organization. The landmark of the 2016 WDD was the launching of the Peren District DPO (Disable Peoples’ Organization). The members prefer to name their Organization as “Differently Able People’s Organization (DAPO) Peren. “Why should be wholeheartedly serve God? Is it very important?” These questions were posed and discussed by Rev. Dr. Phughoto Sema, former ES WSBAK during the ‘Akutuku Hoho’ organized by WSBAK at Millennium Hall, Daniel village on Saturday. According to the speaker, people were called to service by God to understand His will and serve wholeheartedly. To substantiate his point, Rev. Phughoto drew reference from 2 Corinthians 8:12 of

the Bible, “For if the willingness is there, the gift is acceptable according to what one has, not according to what one does not have.” He said if a believer willingly gives God according to his/her capacity then only it was acceptable to the Lord and drove home the point on why wholehearted and sincere offering was important. Rev. Phughoto expressed apprehension over the decreasing attendance in Churches and called upon church leaders and parents to work with renewed zeal to bring back the flock to the Lord. He also lauded the initiative of the NBCC to start observing Persons with Disability Sunday on the third Sunday of November every year. He encouraged Churches to make provisions of wheelchairs, proper sound systems and translations for the hearing impaired. “In such a way, it will make everyone feel equal in the sight of the Lord,” he added. Rev. Phughoto also touched upon the topic of clean election campaign and said that the initiative should start by the Church leaders from their own homes and lead the society. Tripura CM meets family of soldier killed in Jammu aGartala, December 4 (IaNS): Tripura Chief Minister Manik Sarkar on Sunday met the family members of Chittaranjan Debbarma, who was killed in a terror attack on an army camp near Jammu on November 29. "The Chief Minister visited the residence of Debbarma at Gaishing Para and talked to his wife Namita, parents and other relatives," a Khowai district administration official said. Gaishing Para is 80 km north of Agartala. The official said that the Chief Minister, accompanied by Tripura Tribal Areas Autonomous District Council Chairman Ranjit Debbarma, asked the Khowai District Magistrate and Collector to take up all relevant matters of the slain soldier with the Indian Army authorities for their immediate resolution. "Our brave Tripura soldier Chittaranjan Debbarma was martyred while protecting our country. We stand with his family in their tough times. The state government would always stand by them," Sarkar later told the media. Two officers and five army soldiers, including Debbarma, were killed last Tuesday when terrorists stormed a military base at Nagrota near Jammu. Three attackers were also gunned down. Naga-imposed blockade hampers Manipur's construction works: Ibobi

Imphal, December 4 (IaNS): Manipur Chief Minister Okram Ibobi Singh said on Sunday that a United Naga Councilimposed blockade on National Highways No.2 and No.53 is slowing down construction work in the state and urged the Centre to persuade NSCN (IM) to call off the blockade. The Chief Minister contends that the National Socialist Council of Nagaland (Isak-Muivah), which is holding negotiations with the Centre, is backbone of the United Naga Council (UNC) in the state. The UNC enforced a blockade on National Highways 2 and 53 on November 1 in protest against the Okram Ibobi Singh government's move to upgrade Sadar Hills and Jiribam to full-fledged districts, allegedly without consulting the Nagas, who inhabit the areas. Various construction works, including the construction of Integrated Check Posts near the international border with Myanmar as part of the legalised

border trade infrastructure, have been stopped, according to officials. The constr uction stopped as the prices of building materials have almost doubled due to drop in supplies. In case of the NH 2, they stayed in the mountain highway for more than one month. The transporters exact extra charges, including for food and other expenses of the drivers and cleaners. Due to these additional expenses, prices have to increase," Ram Prasad, a shop owner, said. Meanwhile, there is no indication that the blockade will be over soon. The Centre had arranged a tripartite meeting recently. However, the Manipur government did not take part in it. The Nagas also have been demanding an "alternative arrangement", contending that they no longer want to stay "under the communal government of Ibobi".

Barely 24 hours after Shah told a Gujarati news channel that the money “belongs to other Indians”, the police in central Assam’s Majuli district raided Bora’s house in Madhupur village.

The raid on Saturday evening yielded 37 passbooks of nationalised banks and post office, 44 ATM cards, 34 cheque books and more than 200 blank cheques besides Rs 22,380 in cash, a laptop and blank stamp papers. “Bora said he had been keeping the passbooks, ATM cards and other documents as sureties against loans given to other villagers, but we are not totally discounting the possibility of black money having

been parked through these accounts,” Vaibhav Chandrakant Nimbalkar, Majuli’s superintendent of police, told Hindustan Times. Bora, an investigating officer said, could get away with lighter punishment because scrapped highvalue banknotes were not recovered from him. “We are questioning him to find out who parked how much money in the accounts in his possession,” he said. The project would de-

velop monitoring protocols for River Dolphins and river fauna, quality assessment of river habitat and assessment of invasive species and involve stakeholders in River Dolphin and associated aquatic animal conservation. The project with a duration of five years would be carried out in partnership with respective state forest departments, national and state academic institutions and NGOs, Mathur said. The first stakeholders meet was held here yester-

day to chalk out an agenda to take forward the project for conservation of dolphins, which has been declared globally endangered due to rapid rate of their population decline and habitat reduction and in India it is in the highest legal protection status in Schedule-I of the Wildlife Protection Act. Mathur pointed out that the project was part of the Endangered Species Recovery Plans (ESRP) of four endangered species - Great Indian Bustard, Dugong, Manipur Deer (Sangai)

and the Gangetic Dolphin initiated by the Ministry of Environment, Forest and Climate Change. It was funded under the National Compensatory Afforestation Fund Management and Planning Advisory Council (NCAC). "The goal of the ESRP is to maximise the long-term survival of species in the wild through a planned and logical framework to be implemented through multistakeholder partnerships in which local communities play a key role," he said.

A detailed project report (DPR) is under preparation in this connection," Manipur Tourism Special Secretary N. Ashok Kumar told IANS. "There are three-four hillocks in the Loktak lake area. We want to connect these through the ropeway which will certainly boost tourism. We are also mulling some water sports activities in the lake in the near future," he added.

This apart, the Manipur Sangai Festival is also organised to boost tourism by attracting more people from across the country. "With the festival, we try to establish cultural exchange which is needed for bridging the gap between the people of Manipur and other parts of the country," Ashok Kumar said. ATMs easy target for hackers: Experts New Delhi, December 4 (iANS): At a time when serpentine queues continue to grow outside ATMs across the country following the demonetisation move, a top executive of Intel Security has warned that ATMs in India are susceptible to security breaches. Intel Security, with its McAfee product line, is the world’s largest dedicated security technology company. In banks, a breach can happen at multiple levels -- like at an ATM, data centre, network or through mobile banking. “The ATM today is an easy target for hackers to hit a network,” Anand Ramamoorthy, Managing Director, Intel Security, South Asia, told IANS in an interview. ATM attacks have affected several countries in the recent past. A hacker group called Cobalt targeted ATMs across Europe last month and remotely attacked the machines using malicious software that manipulated the systems which led the machines to automatically dispense huge amounts of cash. Banks in India will have

to make efforts to ensure that ATMs are protected with multiple levels of authentication and industrystandard encryption, ensuring data security at all points of a transaction. According to experts, banks need to work towards gradually enabling EMV chip and PIN-enabled card acceptance and processing at ATMs to enhance the safety and security of transactions. “It is time that magnetic-stripe cards issued

by banks for ATM transactions are replaced at the earliest. While the affected banks are blocking debit cards to minimise the impact, the already ongoing replacement of mag-stripe cards with EMV chip cards will help the banks and consumers,” Atul Singh, Regional Director-Banking and Transport (India Subcontinent) at the digital security giant Gemalto, told IANS earlier. EMV -- which stands for Europay, MasterCard and

Visa -- is a global standard for credit cards that uses computer chips to authenticate (and secure) chipcard transactions. “We have seen a big focus on ATM attacks in the Asia-Pacific (APAC) region, including India. ATMs in underdeveloped countries are particularly vulnerable as those countries still have old ATM software and are running Windows XP. This makes them the perfect target for an easier score,” USbased cyber security com-

pany FireEye said recently. In a tweet, Prime Minister Narendra Modi recently urged people to “embrace e-banking, mobile banking and more such technology”, but Ramamoorthy warned that as mobile banking becomes popular, it will involve greater risks. “You have to become aware as you become more digitised,” noted Ramamoorthy, adding that mobile has become more of a financial gateway and its implications are huge for the country. Earlier this year, following a malware-related security breach, the State Bank of India (SBI), HDFC Bank, ICICI Bank, Axis Bank and YES Bank blocked millions of debit cards that were compromised in one of the biggest data breaches in the financial sector. “To protect ATMs from cyber attacks in the future, Intel Security has deployed an ‘Embedded App’ control which not only protects ATMs at the site but also the network which it is connected to,” Ramamoorthy said, adding that the app is set for an update in 2017.

Rs 1.64 crore undisclosed deposits in Jan Dhan accounts New Delhi, December 4 (PTi): The Income Tax department has found “various inconsistencies” in cash deposits in Jan Dhan accounts and detected about Rs 1.64 crore deposited by persons who have never filed returns as their income shown is below the taxable limit. “Investigation being conducted by the Income Tax Department across India into the sudden surge in cash deposits in Jandhan accounts have revealed various inconsistencies,” a Finance Ministry statement said on Sunday. Undisclosed money worth about Rs 1.64 crore has already been found in Jan Dhan accounts, it said. The money has been deposited by persons who have never filed returns, with their income being below the taxable limits, it added. The money has been detected at Kolkata, Midnapore, Ara (Bihar), Kochi and Varanasi, the statement said, adding that Rs 40 Lakh has been seized from one such account in Bihar. Undisclosed income so detected will be brought to tax as per the provisions

of the Income Tax Act, 1961, apart from other actions depending upon the outcome of investigations, it said. “The Central Board of Direct Taxes (CBDT), once again urges the account holders not to consent to any kind of misuse of their accounts which would expose them to the dangers of being held responsible for the tax evasion by unscrupulous elements,” said the statement. After Prime Minister Narendra Modi surprised the entire nation with demonetization of 500 and 1,000 rupee notes on November 8, deposits in Jan Dhan accounts have increased to 28,685 crore. As of November 9, the balance in about 25.5 crore such accounts was Rs 45,636.61 crore. The total deposit in 25.85 crore such accounts was Rs 74,321.55 crore at the end of November 30, as per Finance Ministry data. The total was Rs 72,834.72 crore in 25.68 crore accounts at the end of November 23. The Pradhan Mantri Jan Dhan Yojna was launched in August 2014 to increase banking penetration and promote financial inclusion in the country.

The reason: a surge in global oil prices following an agreement reached by Organization of the Petroleum Exporting Countries (OPEC) on Wednesday to cut output from January 2017 - its first reduction since 2008. OPEC produces a third of global oil. After the OPEC announcement, since then, Brent crude prices, the international benchmark for oil prices, shot up over 15 per cent to around $53 per barrel their highest level in nearly 16 months. Analysts say that global oil prices could be headed even higher in the short term. Tushar Bansal, director of Ivy Global Energy, said global oil rates could rise to $60 per barrel in the short term. And if there is a supply disruption in Libya or Nigeria, prices could shoot up to $65 per barrel, he adds. Goldman Sachs said in a note after the OPEC agreement that it expects oil prices to average $55 per barrel in the first half of next year. KOHIMA, DeceMber 4 (NePS): When Assam Chief Minister Sarbananda Sonowal came to Kohima to grace the grand Hornbill Festival 2016 on December 1 he came with a message to remind the people of Nagaland that their Ahom King married a Naga girl many centuries back. Thus, the name of Naginimora Town under Nagaland’s Mon District bordering Assam came into being, he informed. Although many people heard about the name of “Naginimora” under Nagaland’s Mon District, many have not known still the actual story of it as to how it came about. According to elderly Konyak people, they said that one of their women was married to an Ahom Raja (King) in between the 16th and 17th Centuries. The name of the Ahom King was Godadhar Hingho who came and took refuge in Wakching Village and grew up in their Morung. Later he even took the local name (Konyak) as “Pongyong Tekshai.” Later, the Ahom King fell in love with a Konyak girl called Watlong Wangya from Tanhai Village under

Mon District. He finally married her. She became the “Queen” and known her as “Dalimi” in Assamese, the Konyak elderly people said. The Naga Queen’s final wish was that after her death, her body should be buried in Konyak land. The Ahom Raja fulfilled what his Naga Queen wished for by finally burying her death body in Konyak land and that place was since known as “Naginimora.” Today Naginimora has an ADC Head Quarters under Nagaland’s Mon District. There are historical artifacts used by the Ahom King and his Konyak Naga Queen in Tanhai Village. A historic monolith was erected in Tanhai Village in memory of Ahom King Godadhar Hingho and his Konyak Naga Queen Watlong Wangya. Assamese people and the Konyaks used to organize many cultural programs at Tanhai Village in commemoration of the Ahom King and the Konyak Naga Queen. Venuh, a local bee research expert from Phek Town, maintained bees have an attitude of exposing themselves to become the most reputed families as that of advanced nations if an observer could make a good comparison. He explained in details about how bees work and sacrifice for the sake of their baby bees. “I having adequate interest started observing the bees, how it performed its duties from its initial stage till a time comes for harvesting, since my youthful days,” he said. Friends call him ‘Bee Doctor’, in other words a man who keeps on doing research in bee keeping with sincere efforts. Narrating the story of bee keeping with an expe-

rience of almost 5 decades, Venuh revealed that March is a month where bees hunt for their home; however, there are lots of chances a mother bee/layer bee will be killed by spiders. Stating that bees are naturally of two types - seasoned and whole time bees, he said, seasoned bees are fierce in nature, hard working, sacrificial, exposing its specialities even at the cost of giving its lives. Focusing on the lives and nature of King Bee (Pfide) which comes under seasoned bee category, Venuh said, King Bee family is further classed into 2 types. One of them is Chükri bee which has more working specialities, but has shorter lifespan. The Chükri bee usually can be found in the region where there are oak trees. It would soar high in the month of August demonstrating its skills and reaching its zenith and in the meantime enabling its keeper (owner of the bee) to observe a clear flying in the air, however in September, from big to small, all working bees would maintain low flying. Thurikri bee has longer lifespan, but vulner-

able in nature during its infant stage. The mother/ layer bee of Thurikri unlike Chükri bee do not gave birth until the male bee which stays with her become mature enough. The working system of a king bee is worth to be observed, Venuh stated, adding that every working bee perform certain assignments. Grouping themselves, some would go in search of feeding products for baby bees insects, water (honey) tree mole for extending its hive etc, some would clear the ground level of the internal home (these group of bees would do decorative envi-

However, for the Thurikri bee it can be gainfully harvested even in the month of October till 1st part of November, Venuh added. The baby bees need a month to become a workable bee, however a work-

ing bee has a guaranteed lifespan; it can never live longer than a month. Nevertheless, bees have the nature of fast multiplication of offspring; it immensely increases its family members every new day, said Venuh. He further went on to say that King bees as mentioned earlier having short duration of its lifespan, one should not confuse that all species of King Bee vanish at a time. Though the working bee die earlier, the bee who fasted themselves to become mother/layer bee for the next season live a longer period. It would fast for 3 months from November to January, where it would deliver an infant bee during the last part of January and thereby die out. When asked whether he finds any way out to take up a nursery project of a King bee, Venuh confidently responded, “If one is determined to give their 100% effort or in other words joint efforts, there is a possibility.” He said that to carry out the project at least a few hectares of land having a good environment with enough plantations of oak tree is required. Resource person for the programme was James Kikon, SMS (KVK) & BTT member, ATMA-Dimapur, Kuhuboto Block. He began his topic with an awareness of soil health management which is very important to the production of healthy agricultural products. He illustrated to the participants that Soil testing is the only way to determine the available nutrient status in soil or soilless media and the only way you can develop specific fertilizer recommendations. Yield and economic return can be optimized when fertil-

izer rates accurately address the needs of a crop. Potential soil and water pollution can be minimized when nutrient application is geared to the needs of a particular crop. Soil test also determines effective fertility, composition and characteristics such as the acidity or pH level and is also used to mimic the function of roots to assimilate minerals. He also demonstrated on the basic steps for the collection of soil sample and how to differentiate a good nutrient soil from the bad ones plus specific recommendations as to the kinds and rates of fertilizers to apply for each crop. Women and Political Participation

T

his paper had earlier raised a question on whether one would agree on the view that corruption will decrease if more women take active part in Nagaland politics. Such question gives an understanding that women are less corrupted than men are. It has also been the ‘contention’ that corruption in the state will decrease provided women are given opportunities in state politics. This question comes at a time when the issues related to 33% reservation for women have been a much debated topic even after the government’s approval. The question also seemingly draws women on the lines of submission or denial in politics, that, within a patriarch setting, it can even be employed as a tool to reinforce and attest it as one that seeks to disprove the ‘validity’ of the question in negating women out of politics, though it may just be another opinion seeking question without having any intended conclusions. Since ‘time immemorial’, women have been at the receiving end of being bracketed within a patriarchal setting. The sad reality is that women still continues to be constrained by traditional modes of thinking informed through a rigid patriarchal system. The existence of such system creates, among other phallocentric constructs, a dichotomy between the private and the public which has undermined the role of women in the public domain. Today, in their quest for self-assertion in claiming their rights and in not having the same political status as compared to men, their quest for a political identity along with the need to fight corruption towards a better society have given impetus to the voice of the women in their struggle for political participation. It has found a leeway through reservation and not through equality. The government’s approval of the municipal election with 33% reservation for women has been seen by the womenfolk, with some exceptions, as a gateway to women’s political participation. However, it not only places women within a ‘category’ called ‘reserved’ but such reservations defeats the very meaning and purpose of gender equality. But in their struggle for political participation, within a patriarch setting, it is happily accepted as something much more than just being a consolation which only time will tell. In the evolution of education and technology and new modes of thinking, a crucial factor is the need for women in decision making at all levels of socio-political and economic activity without any reservations and at the height of political participation and decision making, the more pronounced concern is the need for women to stand in the general elections and to politically engage as state legislatures. This takes us to the ‘will’ of the women in the sphere of politics. The ‘political restrictions’ and a mindset often patronized by patriarchy can be some reasons why the political aspirations among women is very low. A space that most women find it uncomfortable or offensive to be associated with is the kitchen. But, in tracing the root base for building equality, the kitchen is the institution where social, political, cultural and moral tenets should be build. Only this can pave the way for dismantling the patriarchal constructs towards a ‘gender-equal’ society. On an urgent plane in consideration of a society with hardly any vision, it is time to break out for both genders and share the spaces with the ‘will’ to work responsibly in building a democratic society. Drawing once again on the opinion poll question, it raises pertinent concerns related to corruption at a time when politics and corruption seem to go hand in hand. It wasn't that hard to be friends

S

enthil and Sok Hwee: an uncommon friendship that helped a migrant worker feel at home in a foreign land. Filming Sok Hwee's and Senthil's story of friendship reminded me to see migrant workers as people. Not migrants, not workers, not an economic necessity or worse. It reminded me to be grateful for my own friendship with Mahes. I met Mahes at a neighbourhood Lantern Festival party in 2010. He didn't speak much English then, and I didn't speak Tamil. I'm still amazed at how we were able to talk to each other. If our friendship were a photo album, it would make for a great tourism advertisement. We've taken funny photos with the animals at the zoo. Mahes screamed on one of the roller coasters at Universal Studios. We held hands while skating at Marina Bay Sands. We bought those nice photos at the Singapore Flyer where they put you inside different sunset scenes inside the Flyer. Mahes and I have even visited the Istana, the president's official residence, together with a small group of Indian friends. SIMILAR Ours is an unusual friendship, but it feels like it shouldn't be all that unusual. I'm from the US; he comes from India. We're about the same age and we both graduated from university. I have a so-called professional media job while Mahes, despite his degree in mathematics, works in construction as a lorry driver. We're concerned about similar things: future, finances and family. We often hang out at coffee shops to talk. He's visited my apartment and I've visited the container where he lives. He's one of the only people I get to celebrate holidays with, here in Singapore. The first time we celebrated Christmas together in 2010 was also the first time I ate Indian food with my hands. And that was when I made Indian Bru coffee so strong that I'm sure neither of us will ever forget. Just ask him. In July 2011, when he turned 25, we celebrated Mahes' birthday for the first time in his life. Apparently celebrating birthdays isn't such a big thing in his family. Mahes faces things that I will never face, and I can't do much for him, but there are simple things I can do, like helping him to apply for jobs or update his CV. But perhaps the most important thing we can do is simply be a friend to each other. I felt this most acutely when Mahes' supervisor, Raj, committed suicide right outside Mahes' container in July 2013. It deeply affected him – and me - and I was glad to be there for him as he gradually got over the trauma. I'm so glad for my friendship with Mahes. I know I'm better for it. And I'm looking forward to spending Christmas with him again.

The classes, run by Agape Community Services, are held on Saturday evenings at a migrant worker dormitory near Yishun in Singapore. Originally catering only to Tamil-speakers, the classes now help workers from China and Myanmar as well.

ournalism has become one of the world’s most dangerous professions, making the courageous achievements of this year’s four International Press Freedom Award winners particularly meaningful. The four winners from El Salvador, India, Turkey and Egypt were honoured for their courageous achievements by the Committee to Protect Journalists at the 26th International Press Freedom Awards on November 21. “These awardees are truly remarkable journalists, all of whom have carried out their work with the knowledge that doing so puts them in real danger,” said CPJ’s Board Chairman Sandra Mims Rowe. “It is heartening to see such resolve, and to know that even under the most threatening conditions, journalists will always find a way to do their job,” she continued. Since 1992, CPJ found that 1220 journalists have been killed, the majority of whom were murdered with complete impunity. In 2015 alone, nearly 200 journalists were also imprisoned worldwide. Can Dündar, one of the awardees and chief editor of Turkish daily newspaper Cumhuriyet, was arrested in November 2015 and sentenced to 6 years in prison after publishing a report claiming Turkey’s intelligence service’s plans to send weapons to Syrian rebel groups. Dündar, who was arrested on charges of disclosing state secrets, espionage and aiding a terrorist group, told IPS of the importance of press freedom. “It is our right to write, and the people’s right to know. We are not only defending a profession, but we are defending the people’s right to be informed,” he said. “This award is a kind of message from the world to us that they are aware of our struggle,” Dündar continued. According to Reporters Without Borders (RSF)’s Press Freedom Index, Turkey is ranked 151st out of 180 countries. Since the election of President Recep Tayyip Erdogan in 2014, more than 1800 cases were opened against journalists and cartoonists for insulting the leader. The country’s media crackdown has only deepened since the coup attempt in July as the Turkish government has allegedly used its state of emergency and anti-terror laws to shut down over 100 news agencies and imprison approximately 120 journalists. Óscar Martínez, another awardee and investigative reporter from El Salvador, also highlighted the important role of media to IPS, stating: “Only in countries where the press can exercise its right to freely inform is it possible to illuminate those dark corners [of societies] that would otherwise stay in the dark.” One such dark corner is the ongoing violence in El Salvador. The Central American nation is now the world’s most violent country that is not at war, with over 6,500 murders in 2015 alone. After reporting on extrajudicial killings by police, Martínez received death threats and was forced to temporarily flee the country. Though CPJ’s award can help the press freedom cause, Martínez added that governments must ensure and provide real protection for journalists. Malini Subramaniam similarly reports on abuses by police and security forces and extrajudicial killings, but in India’s “Red Corridor” where a five-decade long conflict between Maoists and the govern-

Working in the Indian State of Chhattisgarh, first as a development worker then as a journalist, Subramaniam told IPS that she saw indigenous residents, known as adivasis, caught in the crossfire without essential services or a voice. “These stories were not coming out…I realised that these stories need to be told,” Subramaniam told IPS, adding that the dangers of telling the story did not matter to her. Due to her critical reports on human rights abuses, Subramaniam has had to cope with numerous instances of police interrogation and harassment, eventually forcing Subramaniam to leave the Bastar district of Chhattisgarh. However, Subramaniam noted that she is just one of the journalists that faced such perils there. According to CPJ, at least four journalists are imprisoned in the Central Indian state, and other journalists including a BBC correspondent have been forced to flee the area for fear of reprisal. “It’s not just about an individual, it is about the larger field,” Subramaniam told IPS. “This award will sort of amplify the situation that is there in Bastar as far as reporting is concerned, what’s happening to the journalists that are there and as a message to the government of India to wake up,” she continued. CPJ also honoured Mahmoud Abou Zeid, an Egyptian photojournalist who has been in prison since August 2013. Zeid, who is also known as Shawkan, was arrested while covering clashes between Egyptian security forces and supporters of ousted President Mohamed Morsi. Among the charges he faces is weapons possession, illegal assembly and murder. Egypt is the second largest jailer of journalists in the world, only second to China, CPJ found. Attending the awards ceremony on behalf of

Shawkan was his childhood friend Ahmed Abu Seif. “I still sometimes want to wake up and for somebody to tell me that it is just a dream,” Seif told IPS, adding that it hurts him that Shawkan is not there himself to receive CPJ’s award. “This award means a lot for recognising a journalist behind bars. It’s also a sign to tell the Egyptian government that…even if you don’t recognise him as a journalist, we do,” he continued. The fight for press freedom is not limited to countries like Egypt and Turkey, but also continues to remain an issue in the United States. Receiving the Burton Benjamin Memorial award was Christiane Amanpour who pointed to the perils American journalists face and may continue to face after President-elect Trump assumes office. “I never in a million years thought I would be up here on stage appealing for the freedom and safety of American journalists at home,” she told attendees, pointing to a tweet by President-elect Trump that said “professional protesters” were “incited by the media.” She particularly noted the issues U.S. media faced while reporting the presidential campaigns in balancing neutrality and truth, but said that this cannot continue. “I learned long ago, covering the ethnic cleansing and genocide in Bosnia, never to equate victim with aggressor, never to create a false moral or factual equivalence, because then you are an accomplice to the most unspeakable crimes and consequences. I believe in being truthful, not neutral and I believe we must stop banalising the truth,” she said. She added that the media can either contribute to a more functional system or to deepen the political dysfunction. “This above all is an appeal to protect journalism itself…we have to stand up together–for divided we will all fall,” she concluded.

Is Carter right that Obama should recognize Palestine? Juan Cole

immy Carter wrote and NYT op-ed on November 28 in which he called on Barack Obama to arrange for the UN Security Council to recognize Palestine and pass resolutions reaffirming the illegality of Israeli squatting on Palestinian land in the West Bank. Carter points out that there are 600,000 such Israeli squatters on stolen Palestinian land. He knows that likely Trump’s election marks the end of the US cover story that it is working toward a two-state solution. With all due respect to Carter, who deserves a lot of respect, there is no evidence whatsoever that the US has done anything at all to implement a two-state solution. Washington has occasionally hosted Israeli-Palestinian negotiations, but when the Israeli side insulted the US Secretary of State and the president and refused to cease aggressively colonizing Palestine even while they supposedly were parlaying over it, the US just acquiesced in Israeli intransigence. The Wikileaks cables from 2006 and 2007 show US embassy officials slavishly following Israeli policy initiatives like the boycott on Gaza. Carter is speaking out because a Trump policy on Israel-Palestine puts in doubt the legacy of his Camp David accords of 1978-79. Indeed, if the occupied Palestinians end up living in the hell of a decades-long Apartheid under the Israeli jackboot, then Camp David looks more and more like just a sepa-

rate peace in which Egypt extricated itself from further confrontations with expansionist Israel, receiving back the Sinai, and leaving the poor weak Palestinians and Lebanese to their oppressive fate. Not only is it right to rescue millions of Palestinians from statelessness, but resolving this issue would resolve 70% of America’s terrorism problem in the region. So how plausible is Carter’s proposal to Obama? Oh, it could easily be done. The other members besides the US of the UN Security Council (Britain, France, Russia, and China) would be perfectly happy to pass a resolution condemning the Israeli squatting on Palestinian territory, if they were sure the US would not simply veto it, as it almost always does. The US itself could present a resolution, and I’ve heard that Obama’s team have crafted one as a contingency. The trick is political will. The US would have to avoid exercising its veto. It always vetoes resolutions sanctioning or criticizing Israeli aggression and colonization. Each president behaves in this way because the Israel lobbies have traditionaly helped fund political campaigns (John Mearsheimer and Stephen Walt estimated that these lobbies provide as much as a third of the campaign funding for the Democratic Party.) You wonder if all this will change with the new Bernie Sanders and Don-

ald Trump models– crowdfunding a campaign on the one hand and just having a billionaire buy the presidency with his own money. Sanders could take a more even-handed stance on the occupation of the stateless Palestinians precisely because he did not owe any big donors anything. In contrast, Hillary Clinton was deeply indebted to fanatical Israel-firsters like Haim Saban, and her speeches on the Mideast might as well have just been written by the Netanyahu government of Israel. Trump took a little money from Sheldon Adelson toward the end but not much, I think it was like $3 mn., which presumably did not buy much. So the danger is that if Obama lifts his standing veto on UNSC resolutions on the occupied Palestinian West Bank and Israeli colonization policy, singleissue pro-Israel lobbies will decline to support the Democratic Party in 2020. Obama, as the leader of the Democratic Party, can’t very well chase away a third of the party’s funding for the next presidential race. (Even though, as I said, Sanders and Trump have introduced new models that could allow the sidestepping of single-issue lobbies like AIPAC). But this juncture is special, and Carter is right that Obama could take the lead here. First of all, where are the pro-Israel donors going to go? To Trump? Can they really trust someone who is openly appointing known Neofascists and white supremacists?

So this is the one time where Obama could probably cross the Likud Party without harming Democratic Party fundraising down the line. Of course there is also the issue of the pro-Israel vote in Florida and elsewhere, but they couldn’t stop Trump in Florida or Pennsylvania so they are not as crucial as AIPAC keeps proclaiming. So it seems to me that Obama can indeed act, and what I hear is that he is actively contemplating this step. Trump would not easily be able to reverse a UN Security Council resolution that imposed sanctions on Israel for breaking international law by its galactic theft of Palestinian territory and its demotion of the Palestinian people to stateless objects of foreign military rule. He could go back to vetoing new resolutions, but was done would be done. In fact, if Obama does not do what Carter is calling for, he could end up having no legacy at all. The Iran deal is fragile, as is Obamacare, and those were his only real achievements aside from a slew of executive orders that can be reversed by the incoming administration. But of course the fate of 12 million Palestinians is rather more important than whether one politician is remembered for anything in the history books. This stunted status of women is further compounded by the still conservative and bigoted Naga culture where women are considered half-wit and incompetent in matters related to public affairs, which, laughably, most Nagas vehemently deny! The hypocrisy in the public proclamations by Naga Intellectuals that Naga Culture is empowering for women is embarrassing! The benefits of Affirmative Actions are severely limited by the level of society's consciousness and acceptance of women's value as human beings first. Unfortunately, Nagas, including modern city folks, are yet to grow out of their primitive mindset and atavistic behaviour, where women's values, right and dignity are relegated in the periphery of their moral and political consciousness! Impossible! Corruption or for that matter, the good and the bad always go together and there can never ever be any better state of things or improvement simply because women become active (even super-active) in politics. There have been stories going around that some states have seen improved governance since women were empowered to run political affairs but it must be noted that those tales are yet to be fire-tested and nobody knows the final outcome. Yes, along the course of history, there's been instances where, under exceptional circumstances, women too were able to lead but that's a different story altogether. Men and women are totally different and so also, duties and responsibilities. It's rather impractical to usher in a change that will not lead us anywhere. To top it, we don't need any reservation because everyone has the right to exercise power and contest, provided he/ she is capable and eligible accordingly. No. Corruption has no gender. ore than 20 years ago I had a lively discussion with a leading German politician who complained that Terre Des Hommes, the child rights organisation I was leading at the time, interfered with national politics. He abhorred our advocacy and campaigns and demanded that we “leave politics to the politicians”. This politician’s perspective was firmly rooted in a traditional understanding of democracy shaped in the 19th and early 20th centuries: once every four or five years people would undertake the often arduous journey to a polling station, cast their votes and return home, most of them leaving politics to the politicians until the next election. Since that conversation, the growth of digital communications means that politicians have lost their monopoly on politics. Representative democracy as we know it is under enormous pressure every-

citizens or, from my perspective, between citizens and their governments, is underway. The Internet has provided each individual with more and better means to inform themselves, to control politicians, to voice their opinion, to seek the support of others and to form powerful political alliances. The space for civic participation has grown enormously and power has shifted away from traditional political structures and actors. But politicians have not only lost power to the individual: as a result of accelerated globalisation they have also lost power to supra-national institutions such as the European Union and global ones, especially multi-national companies. What we observe today—and what many of us suffer from—are the responses of traditional political elites to their loss of power in both local and global directions: they try to reduce our space for political participation and they foster aggressive nationalism. Arguments such as, “We need to stop terrorism” or “We need to preserve our culture and/or religion“ or “We need to secure our living standard” are used around the world to justify discrimination against foreigners or minorities, and to restrict the rights of citizens.

But politicians are not the only ones suffering from disintermediation: civil society organisations are experiencing a similar erosion of their traditional role as intermediaries. Service delivery Civil Society Organisations (CSOs) such as CARE or Save the Children are facing a situation where donors can support organisations in the global South directly without having to go through a Northern CSO, and campaigning CSOs such as Greenpeace or Amnesty need to react to the fact that activists can find each other on social networks and don’t need a well-established intermediary any longer. Seen from this angle, both traditional politicians and traditional CSOs are part of an old world that is about to be replaced by very different forms of civic participation. This is in stark contrast to the perspective of most CSOs who see traditional politics as the problem and traditional CSO activities as (part of) the solution. The next generation of civic activists—the ones who create

New and different resources for new and different actors The search for new business models in our sector is often driven by CSOs looking for new income streams to fund traditional activities. In doing so, they overlook the fact that funding for traditional activities often dries up because those activities are no longer considered relevant and effective. Thus the search for new business models should start with the search for new approaches to a specific challenge or opportunity. In regards to the fight for civic rights, the first question should be: how can we conduct the fight for civic rights most effectively? The occupy movement, the Arab Spring, citizens’ resistance in Turkey and other recent events have shown that people use social networks and other means of digital communication to organize the fight for their rights. To the chagrin of many CSOs, these organisations were not even asked to contribute, and, in some cases, they were as surprised by events as other actors in the dominant order. On the other hand, nearly all of these popular movements were unable

How can the achievements of popular movements be secured and turned into stable progress towards just and fair societies? One possibility is to bring progressive and wellorganised parts of the old order to the fore, offering their support to the people at a grassroots level, helping them to stabilise their achievements and turn these into a better future. However, such a coalition for rights and justice will require massive changes on the part of traditional CSOs: they will have to turn themselves from closed, branded and defended entities into open platforms serving the frontline activists. The second question, then, is: what resources do we need to pursue our strategy? We deliberately do not ask about funding here but about resources: money may not be our main problem. Many of the wellestablished CSOs have impressive budgets but far less impressive strategies. Supporting a large number of individual projects may make the status quo more tolerable to the poor and oppressed but it rarely helps with overcoming ex-

times of disintermediation, CSOs need resources such as access to and credibility with frontline activists, legitimacy and strategic importance in the eyes of popular movements, the ability to mobilise and support people in the fight for their rights and many other non-financial resources. CSOs may no longer need the large budgets they administer at present, and they may not be able to raise large budgets in the future: becoming much more effective in fighting poverty and exploitation may not go down all too well with many of the CSOs’ traditional donors, specifically those that aim to maintain the present order. In his recent piece, Ed Rekosh listed a number of possible new business models to secure these resources—but in the end credibility and legitimacy with the people fighting for their rights is our most essential resource, and we generate that by providing effective support. If we are truly effective in our work, we will know exactly who our friends and enemies are. This may reduce the range of potential donors, compared with CSOs options today, yet it’s still good news for activists: money need not decide the fight for people’s right to participate

Afghan president says Taliban wouldn't last a month without Pakistan support

AMRITSAR, deceMbeR 4 (ReuTeRS): Afghan President Ashraf Ghani said on Sunday that the Taliban insurgency would not survive a month if it lost its sanctuary in neighbouring Pakistan, urging its neighbour to take on militant groups on its soil instead of giving Kabul financial aid. Ghani's remarks, made at an international conference in the northern Indian city of Amritsar not far from the border with Pakistan, suggested tensions were rising with Pakistan after Ghani attempted to improve relations with Islamabad when he took office in 2014. Pakistan said while violence had increased in Afghanistan , blaming another country for it didn't help. Violence has spread around Afghanistan and the Taliban's ability to conduct coordinated high profile attacks in the capital Kabul has piled pressure on Ghani's Westernbacked government to provide better security to a war weary people. 88 trains delayed, thirteen cancelled due to fog in Delhi New delhI, deceMbeR 4 (IANS): At least 13 trains were cancelled and 88 trains were running late due to dense fog on Sunday morning, railway officials here said. "At least 88 trains were running behind schedule and at least 38 trains were rescheduled," a Northern Railway official told IANS. "The entire North India has been effected by the heavy fog today (Sunday)," the official said. The 22823 Bhubaneswar Rajdhani Express was running 22 hours behind schedule and 12303 Poorva Express was running late by 29 hours, the official said. According to officials, at least 88 trains were running late by more than two hours. The official further said that the railway has rescheduled 12 trains on Sunday. Among 13 cancelled trains were 12310 Patna Rajdhani Express, 12393 Sampoorna Kranti Express, and 22811 Bhubaneswar Rajdhani Express. Meanwhile, according to the Delhi International Airport Limited (DIAL), which manages operations at the Indira Gandhi International airport here, no flight was cancelled on Sunday.

Woman dancer shot dead for refusing dance with drunk chANdIgARh, deceMbeR 4 (IANS): A 22-yearold dancer at a marriage function in Punjab's Bathinda district, was killed when a drunk man, enraged at being refused a dance, fired at her from close range, police said on Sunday. The victim, Kulwinder Kaur, had refused to dance with a guest who was drunk and was carrying a weapon freom which he fired at her in a rage. Police have registered a case of murder and booked four people, including the alleged killer, the marriage palace owner and two friends of the killer. Station House OFficer (SHO) Daljit Singh said that the accused was absconding after the incident. The incident took place late on Saturday evening during a marriage function at Aashirwad Marriage Palace in Maur Mandi town of Bathinda, nearly 200 km from here. Kulwinder Kaur, who was reportedly two months pregnant, fell on the stage even as her colleagues of the dance and orchestra troupe continued their performance. They realised only moments later that she had collapsed. Carrying of weapons is banned under law during marriage functions and at marriage palaces. In an incident last month, a self-styled godwoman, Sadhvi Dev Thakur, and her accomplices had gone on a firing spree during a wedding function near Karnal town in neighbiuring Haryana, leaving a woman guest dead and two others injured.

Frustrated Delhiites protest with 'ATM pooja' New delhI, deceMbeR 4 (IANS): Frustrated over "No Cash" messages displayed outside banks and ATMs, residents of an east Delhi locality on Sunday organised a 'pooja' of an ATM, praying that it dispenses some cash. The unique worhip was organised in east Delhi's Jagatpuri area, where over 50 local people went to the State Bank of India ATM and worshipped the cash dispensing machine. Bhola, a resident of the area, told IANS: "The ATM of the SBI has not been dispensing cash since demonetisation, so we performed its pooja, so that it dispenses some cash." "We did this to highlight the problems the people of Jagatpuri area are facing since the government demonetised currency notes," the man in his 30s said. Another man, Punit Tiwari told IANS, "Earlier, we used to see couples and elders going for morning and night walk, but nowadays we can find couples running their vehicles on the streets looking for the ATMs with cash." On November 8, the government demonetised Rs 500 and Rs 1,000 currency notes to curb black money and corruption. People have been queuing up at branches of banks, ATM kiosks and post offices to withdraw cash, which has been in short supply for over three weeks now.

SC's national anthem order: Experts have different views New delhI, deceMbeR 4 (PTI): The Supreme Court order directing cinema halls to play the national anthem before screening to "instill committed patriotism and nationalism" has received mixed reactions from legal experts with a few terming it as "judiciary's over-enthusiasm" and others saying playing it and respecting it won't cause any harm. While former Attorney General and noted lawyer Soli Sorabjee said courts cannot direct the public to stand up and do anything, senior advocate K T S Tulsi said judiciary should not go into the areas which does not belong to it. However, Meenakshi Lekhi, a lawyer and BJP MP from New Delhi constituency, has no reservation on the Supreme Court order saying respecting the anthem "causes no harm". "National anthem is sung at various places like schools, public functions,

events etc. What's the harm in playing it at another venue? It causes no harm and it is natural to stand up when the anthem is played," she said. Tulsi and senior advocate K K Venugopal were of the view that this order could lead to law-and-order problem as it would be difficult for theatre owners to make people stand especially children and elderly viewers or those who are physically challenged. Sorabjee, who termed the order as judiciary's over enthusiasm, said, "They can give directions to the executive government to amend the acts. But they can't give directions by themselves to stand up, to do this, do that." Indian-origin student sues Oxford varsity for boring teaching loNdoN, deceMbeR 4 (PTI): An Indian-origin student has sued Oxford University for "boring" teaching which allegedly resulted in him getting a second class degree and in turn led to loss of earnings in his career as a lawyer. Faiz Siddiqui studied modern history at Brasenose College at the university and accuses its staff of "negligent" teaching of his specialist subject course on Indian imperial history, which led to him getting a 2:1 back in 2000, the High Court in London heard this week. A judgement is expected later this month. Siddiquis barrister Roger Mallalieu told the judge that the problem came down to four of the seven staff teaching Asian history being on sabbatical leave at the same time during the 1999-2000 academic year, The Sunday Times reported. Siddiqui believes he could have had a high-flying career as an international commercial lawyer if he had not got lower grades. He singled out the "boring" standard of tuition that Siddiqui had received from David Washbrook, an expert on the history of southern India between the 18th and 20th centuries. Mallalieu claimed that the eminent historians teaching had suffered from the "intolerable" pressure of the staff shortages on the course. "There is no personal criticism of Washbrook. Our target is on the universitys back for allowing this to happen," Mallalieu told the court. Siddiqui, who trained as a solicitor after college, suffers from depression and insomnia, which he links to his "disappointing examination results", and has said he has a "fundamental inability to hold down any professional day job for any significant length of time". Oxford University argues that the claim is baseless and should be struck out because of the number of years that have passed since Siddiqui graduated. Julian Milford, the universitys barrister, denied that Siddiquis case had any substance but admitted that "circumstances were difficult" during that year. Mahesh Shah, a businessman from Ahmedabad in Gujarat, recently created a sensation by declaring a whopping Rs 13,860 crore in unaccounted wealth under the IDS that ended on September 30. Shah went underground on November 29 and appeared at the ETV studio in Ahmedabad a week later only to claim that the declared money did not belong to him and he was used as a front by some businessmen and politicians to declare their money. Need clear tax laws to prevent black money creation:Niti chief MuMbAI, deceMbeR 4 (PTI): Terming taxation laws in the country as "ill-defined", Niti Aayog vice-chairman Arvind Panagariya today called for removing ambiguities in them so as to do away with "discretion of the tax officer". He also said that demonetisation of high value currency is just one step to combat black money, and more needs to be done. "Tax reform is really important to curb black money," he said at a panel discussion here. "More simplification means reduction and presumably elimination of the many exemptions under the existing laws. Also, we need to spell out many of these rules and laws explicitly. In our case the tax laws are often ill-defined. That of course leads to scope for discretions," he added. "Therefore, after due consideration, the Income Tax Department decided by November 30, 2016, to reject these two sets of declarations of Rs 2,00,000 crore and Rs 13,860 crore. The department has since commenced enquiries against these declarants to determine the intention behind these false declarations," said the statement. An Income Declaration Scheme (IDS) was announced in the Union Budget 2016-17 under which declaration of undisclosed income or asset could be made by agreeing to pay 45 per cent of the declared amount as tax, surcharge and penalty. The scheme closed on September 30 this year.

Rebels tell US they won’t leave Aleppo BEIRUT, DEcEmBER 4 (REUTERS): Rebels in Aleppo have told the United States they will not leave their besieged enclave in the city after Moscow called for talks with Washington over their withdrawal, signalling they will fight on even as their top commander was wounded. A Syrian military source said the army aimed to take full control of Aleppo within weeks, after seizing swathes of the city’s rebel-held east in an advance poised to deal a major blow to the rebellion against President Bashar al-Assad. With more than 30,000 people uprooted by the latest fighting, residents who fled eastern Aleppo for government-held areas early in the war began returning to the Hanano district recently captured from the rebels to inspect their homes. Under relentless attack, the rebels may have no choice but to negotiate a withdrawal from their shrinking, besieged enclave in eastern Aleppo, where tens of thousands of civilians are thought to be sheltering. The Western and regional states that have backed the rebellion appear unwilling or unable to do anything to prevent a major defeat for the opposition fighting to topple Assad. Restoring full control over Aleppo would mark the biggest triumph yet for Assad in a war that spiralled from protests against his rule in 2011. The campaign waged by the Syrian army and its allies in Aleppo is one of the most ferocious of the war, with hundreds reported killed in recent weeks alone. Russia, whose air force has helped the government close in on eastern Aleppo this year, said on Saturday it was ready for talks with the United States over a full withdrawal of rebels from Aleppo. Speaking to Reuters from Turkey, senior rebel official Za-

The United States has yet to comment on the proposal made by Russian Foreign Minister Sergei Lavrov on Saturday for talks on the withdrawal of all rebel fighters “without exclusion” from Aleppo. ARMY EXPECTS TO TAKE EASTERN ALEPPO “IN WEEKS” The rebels said the Russians had retreated from proposals agreed at talks with rebel groups in Turkey that would have resulted in jihadist fighters leaving the city, a ceasefire and humanitarian aid deliveries. Malahifji said the rebels could remain steadfast for “an excellent period” of time.

I took the kids, ran to my car, and left... We took the decision at the final hour, because the army could have swooped in at any moment,” the 33-year-old said, speaking in eastern Aleppo. But as some fled deeper into Aleppo’s remaining rebel districts, others decided instead to risk a perilous crossing of the front lines into government-held parts of the city, seeing it as a safer option than staying with the outgunned rebels. “I hope Syria will return to the way it was, and people get back security and peace like before,” said Abed al-Salam Ahmad, who crossed to the government sector with his wife and six daughters after their house was hit by a shell. The former construction worker said conditions were so bad that even animals would not endure them, and that inhabitants were badly treated by east Aleppo’s rebels something the rebels deny. KUALA LUmPUR, DEcEmBER 4 (REUTERS): Malaysian Prime Minister Najib Razak called for foreign intervention to stop the “genocide” of Rohingya Muslims in Myanmar on Sunday, as he joined thousands of Rohingya protesters in Kuala Lumpur. Muslim-Majority Malaysia has been increasingly critical of Myanmar’s handling of violence and allegations of state abuses in northern Rakhine state, which has driven hundreds of ethnic Rohingya to flee across the borders to Bangladesh. It described the violence as “ethnic cleansing” on Saturday. Najib called on the United Nations, the International Criminal Court and the Organisation of Islamic Cooperation to intervene. “The world cannot just sit by and watch genocide taking place,” he told the crowd. Najib’s attendance came despite warnings from Myanmar that Malaysia risked violating the Association of Southeast Asian Nations’ (ASEAN) principle of non-interference in other members’ internal affairs. In response, Najib said ASEAN, which agreed to declare itself a single community last year, had also

pledged in its charter to uphold basic human rights. He also accused Myanmar leader and Nobel Peace Prize winner Aung San Suu Kyi of inaction, saying that she had declared the Rohingya issue offlimits during bilateral discussions.”How can this be? We should be allowed to discuss everything,” he said. The gathering, organised by Najib’s ruling United Malay National Organisation (UMNO) and the Pan-Malaysian Islamic Party, attracted around 10,000 people, mostly Rohingya. Malaysia summoned Myanmar’s ambassador last week to express concern over the crackdown on Rohingya. It also cancelled the national soccer team’s friendly under-22 matches with Myanmar in protest. Rohingya Society in Malaysia president Faisal Islam Muhammad Kassim said he appreciated Malaysia’s efforts to find a solution to the crisis. “We want the Malaysian government to (send a) message to the Muslim world and the Western countries, to pressure the Myanmar government to solve this Rohingya issue,” he said. The violence in Myanmar is the most serious bloodshed in Rakhine since communal clashes in 2012 that killed hundreds.

ROmE, DEcEmBER 4 (REUTERS): Italians were voting on Sunday in a referendum on constitutional reform that will decide the political future of Prime Minister Matteo Renzi, who has promised to resign if he loses. Financial markets and Europe’s politicians fear victory for the opposition ‘No’ camp could cause political instability and renewed turmoil for Italy’s battered banks, pushing the euro zone towards a fresh crisis.

About 51 million Italians are eligible to vote on Renzi’s plan to drastically reduce the role of the upper house Senate and claw back powers from regional authorities. By noon, 20 percent of citizens had voted, the Interior Ministry said, more than the 17 percent who had cast ballots by the same time in May 2014 for the European Parliament election. Italians living abroad have voted by post over the past days and the ballots flown to a hangar

on the outskirts of Rome. With all the opposition parties lined up against the reform, a victory for Renzi would be a surprise and represent an enormous personal triumph for Italy’s youngest prime minister who often appeared to be fighting the campaign single-handed. Renzi, 41, voted mid-morning in his Tuscan home town of Pontassieve, but made no comment. All surveys published in the month before a blackout was imposed on Nov. 18 put the ‘No’ camp ahead. mANILA, DEcEmBER 4 (REUTERS): Philippines Vice President Leni Robredo announced on Sunday she would resign from her cabinet post, citing “major differences” with President Rodrigo Duterte and suspicions that a plot was underway to unseat her from the number two job. Robredo is refusing to step down as vice president but said she decided to quit as Housing Secretary after receiving a text message from another minister, telling her on Duterte’s behalf to “desist from attending all cabinet meetings” from Monday. The president and vice president are elected in separate contests in the Philippines and Robredo was not Duterte’s running mate. “I had been warned of a plot to steal the vice presidency. I have chosen to ignore this and focus on the job at hand,” Robredo said in a statement. “But the events of recent days indicate that this plot is now being set into motion,” she said, describing her cabinet exclusion as “the last straw”. Robredo gave no details of the alleged plot. Cabinet Secretary Jun Evasco confirmed in a radio interview he sent the text message, citing Robredo’s “irreconcilable differences” with Duterte. Robredo said she had clashed with Duterte over his policies, including his war on drugs, which has killed over 2,000 people in the past five months, and his push to reinstate the death penalty. She has not been shy about criticising him, including over his “improper” public remarks about her appearance and private life. Robredo, 52, a former lawyer and social activist, said she joined the cabinet because she believed helping the poor was one thing she and Duterte could agree on. “From the very beginning, the president and I had major differences in principles and values,” she added. Robredo came from the party of previous president, Benigno Aquino. She defeated by a narrow margin Ferdinand Marcos Jr, the son and namesake of the late dictator overthrown in a 1986 revolt. In other developments English football's embattled governing body the Football Association (FA) have been accused in The Sunday Mirror by Russell Davy, a former Charlton Athletic youth goalkeeper, of not replying to his letter in 1986 warning them of abuse by scout Eddie Heath. Heath had moved onto Charlton after being dismissed by Chelsea -- not for child abuse but for 'spending a lot of his time in his office, decorating and cooking meals for the schoolboy players' -- who made a controversial payment in 2015 to Gary Johnson, a player abused by him in the 1970's, but under condition of a gagging order. Johnson has since

gone public and the club -- whose payment according to the Sunday Telegraph was authorised by owner Roman Abramovich's senior adviser Marina Granovskaia and two other board members -- issued a profuse apology to him on Saturday. aily cultural extravaganza performances billed as “Culturally Yours” today attracted large number of visitors here. The morning session was graced by Papu Yadav and his wife (both MPs) and Air Marshal C. Hari Kumar AVSM VM VSM AOCin-C EAC in the afternoon.

Yimchunger tribe demonstrates head hunting practice

The Sangphur village cultural troupe representing Yimchunger tribe demonstrated (Ku Lukhi), the ritual of head hunting. Before head hunting expedition is carried out, an elder will draw lot (Azan). If the signs are positive a cock will be strangled and the ritual chief (Wuhkenopuh) will take an egg and throw it towards the village which is to be raided. If enemies are killed, they severe the heads and hands and legs and place them inside the log drum which is then beaten ceremoniously. The next day the severed heads and limbs are tied to the branches of a particular tree (Mekutung) and hung up on a tall bamboo pole.

“Khaozao Sey Sumai”

The Pathso Nokeng Cultural Troupe representing Khiamniungan tribe performed “Khaozao Sey Sumai” to the delight of the visitors. “Khaozao Sey Sumai is one of the main festivals of the Khiamniungans, an integral part woven in the fabric of the social life. It is a post harvest festival of thanksgiving for bountiful harvest, for blessing the village with young men and women, blessing their livestock and granting success in all activities throughout the year. It is a time to forgive, renew friendship ties and forge new relationships through friendship treaty between individuals, clans, khel and villages by sharing wine from one Khaotsao (bamboo rice beer mug) and food in one plate. During the occasion, the warriors announce their achievements in warfare by declaring the number of enemy heads they have taken. This is done so, to challenge and encourage others to do much better in the following year thereby promoting healthy competition. Khaotsao Sey festival marks the end of the year and the ushering in of the New Year. It is a time of complete rest with plenty of wine, food and meat and a daylong celebration with folk dance and singing. It

New Delhi, December 4 (ageNcies): Antonio Conte's Chelsea produced a stunning display of pressing game in an illtampered Premier League game against Manchester City to take all three points even as fellow title contenders Arsenal found their missing mojo against West Ham on Saturday. The gameweek 14 of 2016-17 season started with an early kick-off at Etihad Stadium with City hosting a confident Chelsea. After enjoying majority of the possession, a Gary Cahill own-goal helped Pep Guardiola's side take lead just before the break. But the visitors responded in style, scoring two quick goals at the hourmark by an ever impressive Diego Costa, and ten minutes later by Willian. Belgian play-maker Eden Hazard killed the game with a stoppage time goal with packed home crowd booed the match referee. It was Chelsea's eight straight win. The game, however, ended with a pitch brawl involving City striker Sergio Aguero. The Argentine committed a wild lunge to Chelsea defender David Luiz resulting in a sendoff. In the ensuing melee, Aguero's team-mate Fernandinho also got send-off for grabbing Cesc Fabregas. Both the players no face multiple games suspension. But the home side will feel somewhat undone by poor decision making from referee Anthony Taylor, who missed a nasty foul on Aguero by Luiz earlier in the game. It was only one of the many glaring misjudgments from the referee. India beat Pakistan to lift Women's Asia Cup title

baNgKoK, December 4 (iaNs): India defeated Pakistan by 17 runs to retain the Asian Cricket Council (ACC) Women's Twenty20 Asia Cup title at the Asian Institute of Technology Ground here on Sunday The Bangkok win was India's sixth Asia Cup victory in as many meets. India last won the title at Guangzhou, in China, in 2012. Opting to bat first, India scored 121/5 with veteran Mithali Raj scoring a brilliant unbeaten 73 runs. The 2 km downhill race was started by Native Station in association with Alaphra Group and supported by Tourism Department with Psynyde Bikes (Performance Bikes and Components) from Pune as the official biking partner. The prized distribution ceremony was held at the World War II Museum, Heritage Village where the winners were handed the prizes by officials from the Tourism Department, Art & Culture and patrons.
