Power Water Treatment Hornbill: The Grand Illusion Solar Cultural escapism as antidote to bleak reality Unit at KBBB inaugurated Moa Jamir

The Government of Nagaland -- the ‘Land of Festivals’ –is busy cajoling native and outsider alike to immerse in 10 days of exotic cultural romanticism that goes by the name of the Hornbill Festival, or ‘Festival of Festivals’. The annual Hornbill Festival kicked off December 1 at the Naga Heritage Village at Kisama, about 10 kms from the state capital Kohima, with the promise of ten days of music, food, fashion and culture against the backdrop of stunning natural beauty. The reaction of Nagaland’s young, as amplified by social media, is a mix of relief and discomfiture. Relief, that for a change the narrative about their state is positive, with media outlets gushing over the cultural smorgasbord. Discomfiture – and some guilt, and not a little discontent – because they are painfully aware that beneath the superficial exotica, polity and the economy are in total disarray. The lack of a formal political opposition, purportedly for the sake of a ‘Unity Government’, has meant that there is little or no dialogue around issues. In this vacuum, state legislators maintain a deafening silence on critical issues, with ominous implications for the socio-political and religious life of Nagas. In popular perception the legislators are deemed morally and financially bankrupt. Chief Minister TR Zeliang is himself embroiled in a row over his allegedly dubious educational qualifications – the matter is currently sub judice. Widespread Discontent In the run-up to the festival, as protests began to be heard from every section of society, the government machinery went into overdrive, concocting strategies to quell anticipated strikes. Active protests, as a result, have been damped – but the discontent remains, and it pervades all sections

of society. Unpaid salaries have been a recurring theme in the state over the years, for instance – and while the government feigns budgetary constraints, the affected people question this, pointing to the colossal expenses being incurred for Hornbill. Teachers under a centrally-sponsored scheme (CSS) for Inclusive Education for the Disabled at Secondary Stage (IEDSS) have not been paid for 17 months. The All Nagaland School Teachers Association says teachers employed under the Rashtriya Madhyamik Siksha Abhiyan (RMSA), the Hindi language program, and the Sarva Shiksha Abhiyan (SSA) have not been paid for six, five and three months respectively. The CSS across all streams suffer mainly due to the failure of the state government to come up with its 10% share. Teachers, field workers, health workers, work-charge employees and other service providers all have such legitimate grudges against the government. Even the scholarships to needy students have not been spared. Nine months after the Centre released its share, the state government finally released scholarships to students on November 30 – and that, only after a phased agitation and after the student

community warned of sitins and other protests during Hornbill. On the same day the government belatedly released the scholarships, the Times of India reported that over 150 Naga students were forced to leave the Divya Jyoti Institute of Engineering and Technology, Modinagardue to the government’s failure to provide scholarships in time. Citizens reacted with a consternation that was amplified by social media; there was even some suggestion of a protest boycott of Hornbill – but with the launch of the festival, the media focus shifted to the cultural extravaganza, drowning out the voices of the suffering students. Each year, the Comptroller and Auditor General of India (CAG) in its report on Nagaland highlights discrepancies in various Social, Economic, Revenue and General sectors. In its latest report, the CAG argues that the process of planning is devoid of ‘comprehensive assessment’, and that this has led to wastages and undue delays. The report points out that as of March 31, 2014 there were 214 incomplete projects spread over 24 departments, with an estimated cost of Rs 2268.64 crore. Out of these, 77 projects (estimated at Rs1126.20 crore) were due to be completed by March 2014, but

are yet incomplete as of October 2014. Routine Situation Such findings are the norm in these annual reports; as routinely, the reports are tabled, and shelved, without discussion or corrective action. It is a symptomatic malady of corruption that has become endemic and ingrained in every layers of the society. Consequently, road infrastructure, social and economic sectors, and other public amenities and services remain in total shambles and dilapidated condition. A related evil is that of ‘backdoor appointments’ –a benign term used to denote favoritism, nepotism, and politically influenced appointments. Despite several exposés from Against Corruption and Unabated Taxation (ACAUT) and other agencies, not a single clarification has been given by the state government or any action taken. Even ACAUT’s ‘Walk Against Corruption’ rally from Dimapur to Kohima on October 31, 2015 to highlight these issues and to demand a strong Lok Adalat elicited no official response. Given the lack of official cognizance of the rampant malpractice, ACAUT filed a Public Interest Litigation (PIL) November 16 in the Guwahati High Court, Kohima Bench that involved ten departments -- Ru-

ral Development, Health and Family Welfare, Social Welfare, Home, Nagaland Public Service Commission, Vigilance Commission, AG and SCERT, Higher Education and NPWD - as respondents. A student union has likewise filed a PIL against the Home Department, alleging widespread backdoor appointments. After undertaking a number of fact finding missions, Human Rights Law Network (HRLN), Nagaland Chapter as on November 27, 2015 has also filed 20 PIL relating anomalies in health sector. The state’s polity and governance are also influenced by the presence of non-state actors in various avatars, whose tentacles spread far and wide. The protracted Indo-Naga conflicts amplify the masses’ trepidation and anxiety. Society, though outwardly cohesive, is riven with a strong proclivity towards tribalism, which hinders a collective response to any issue. Most of the leading tribal and student’s organizations, moreover, have lost the confidence of the people, particularly the young, who see the groups’ silence on key issues as a sign of connivance with the government. In another sign of the crumbling of local society’s pillars, the Church too has been subjected to this critical scrutiny. But why worry? For these ten days, the state government will coax citizens and tourist alike into a cultural trance. As a Morung Express editorial sums up succinctly, “The Hornbill Festival by default reduces Naga people and culture to a state of exhibitionism and commodification – and in essence to a museum of living artifacts. Tohanba today lamented the poor performance of government schools despite the high investment and better payments for government teachers. “Private schools are much better while government schools are lacking far behind the high investment made by the government for government teachers,” Tohanba said while addressing the parent’s day celebration of Mezhür Higher Secondary School Kohima here. This shows the lack of sincerity amongst many government teachers, which has to be streamlined, he suggested. Expressing that education is mandatory to be a productive person in the society, he said that spending time and money for children’s education is an investment for the future wellbeing. “We should give them the best education to attain proper knowledge,” he said. Meanwhile, Tohanba also lauded Management and teaching faculty of MHSS for being one of the best schools in the state in providing quality education to thousands of students. In his inaugural speech Tokheho said that Solar Power Water Treatment Unit is an alternative arrangement to provide water supply to places where gravity of water supply is impossible. He also informed that the department is rejuvenating traditional wells to serve as alternative arrangement to provide water supply to every village and town. He further informed that if the Solar Power Water Treatment system functions smoothly without any hindrance than the department would encourage and extend it for introducing in other places. He said the system is very convenient and it functions automatically with advanced technologies without requiring an operator to operate the system. He said due to extinction of forestry there is scarcity of water from the sources and the department is looking forward to work jointly to redress the problems together with the active participation of the people. Treatment Unit is a new technology which is safe and can be use for human consumption without boiling it. He informed that three units under Kohima district is functioning without any complain so far after it was established. He apprised that the sanction cost of the project is Rs. 50, 00,000 (Fifty Lakhs), with one year of implementation period. The project is expected to cover a population of 410 souls with 43,200 liters of water discharged at the sources per day. Nagaland Governor, PB Acharya, today said the present situation demands that universities remain not only as centres of knowledge but also become the nodal agency for development. The Governor said youth studying in universities should be empowered with “knowledge added with skill” so that after coming out of universities, they become employable and assets in creating wealth to make the country prosperous. The Governor who is also the Chief Rector of Nagaland University (NU) was addressing at the 4th convocation of NU at SASRD, Medziphema Campus, as Chief Guest. Acharya said the role of the university becomes even more important in imparting the kind of education that will transform the learner and in doing so transform the society. “Students during the college days should be initiated and motivated for shouldering social responsibility. Every educated youth empowered with knowledge has a greater social responsibility. His contribution should not be self-centred but social oriented”, he said. The Governor said since its establishment, Nagaland University has made great strides in various fields of teaching and research and by imparting quality education to students from the Northeast region; the university has acted as a centre of empowerment of the people. NEW DELHI, DECEMBER 5 (IANS): With agitators in the Manipur valley setting a fresh deadline for the state government to implement three controversial bills and the people of the hills continuing to vehemently opposing this, renewed tensions have loomed over the northeastern border state. This week, the Joint Committee on Inner Line Permit System (JCILPS) that spearheaded a three-month-long agitation earlier this year in the Valley, set a fresh deadline of December 15 for the Manipur government to implement the three bills, failing which it threatened to resume its agitation from December 16. The people of the Valley carried out the agitation demanding the enforcement of an inner line permit system (ILPS) similar to one that are in force in Arunachal Pradesh, Mizoram, and Nagaland to check the influx of non-Manipuris into the state. The JCILPS says that according to the 2011 census, Manipur’s population is 2.7 million. Of this, only 1.7 million are indigenous people while the rest are people who have their roots outside the state. Ostensibly to safeguard the rights of the indigenous people, the state government, bowing to the pressure from the agitators, convened a special session of the assembly on August 31 and passed three controversial bills the Protection of Manipur People Bill, the Manipur Land Revenue and Land Reforms Bill (Seventh Amendment) and the Manipur Shops and Establishments (Second Amendment) Bill. The very day the bills were passed, protesters, mainly comprising tribal organisations, torched five houses belonging to Congress legislators. Among them were the dwellings of Health and Family Welfare Minister Phungzathang Tonsing and Lok Sabha member from

Outer Manipur Thangso Baite in Churachandpur district. The violence and resultant police action left at least nine people dead. According to the tribes inhabiting the hills of Manipur, the three bills would directly undermine the existing safeguards for the tribal hill areas regarding land-ownership and population influx, as the primary threat for the tribal people came not from outside the state but from the Meitei people of the Valley itself. The protests of the tribal people spread to New Delhi, with the Manipur Tribal Forum, Delhi (MTFD) holding rallies and submitting memorandums to the president as also to union ministers, including those of home, tribal affairs and development of northeastern region (DoNER), seeking the centre’s intervention in resolving the issue. The MTFD, along with the Joint Action Committee (JAC) against the three bills, the All Tribal Students Union Manipur (ATSUM) and women’s organisations, have said more than once that they did not trust the state government. They want the central government to convene a tripartite meeting and have demanded a separate administration for the hills. With President Pranab Mukherjee not assenting to the three controversial bills and the centre yet to act on the demands of the tribal people, matters have reached a stalemate of sorts. On Wednesday, however, Khomdram Ratan, convenorin-charge of the JCILPS, held a press conference in Manipur capital Imphal at which he said that the indifferent attitude of the state government has led to the three bills rotting in the president’s hands. “If the state government really wanted to save the indigenous people of the state, they should pressure the central gov-

ernment,” media reports quoted him as saying. On Friday, an indefinite strike launched by the MTFD in the national capital demanding the withdrawal of the bills completed one month. Nine symbolic coffins laid out at the protest site at Jantar Mantar reveal the most tragic side of the whole saga - the bodies of the nine people killed in the protests in Churachandpur are still lying in a hospital morgue with the families refusing to claim them till the demands of the tribal people are met. “The State government should have taken all stakeholders on board before passing the bills,” Mani Charenamei, former Lok Sabha MP from Outer Manipur constituency, told IANS at the protest site here. Charenamei is of the opinion that the Imphal dispensation should be more sensitive to the demands of the tribal people. “Now, if both the parties step up their movements, the state government will be compelled to somehow resolve the issue,” he said. Addressing the protesters, the former MP said: “It has become very clear to the state government that the tribal people are not at all happy at the way they are being governed.” Meanwhile, on Friday, an MTFD delegation met Satyendra Garg, the newly appointed joint secretary (northeast) in the home ministry, and apprised him of their demands. “We were told that all memorandums and other documents that we had submitted have been sent to the judicial wing of the ministry,” J. Moivio, co-convenor of the MTFD, said. “Action can also be taken only when the remarks from the judicial wing come in,” he added. With December 15 close ahead, the question is: Who will blink first?

Nagaland Domestic Workers ANSAM directs schools to withhold submission of Class-X exam form Union demand equal rights

The Nagaland Domestic Workers Union (NDWU) has joined the signature campaign launched by the National Domestic Workers Movement (NDWM) to lobby Parliament for legislation relating to the rights of domestic workers. The NDWU, as on December 5, had collected over 17,000 signatures from Dimapur alone, which will be taken to Delhi. The NDWM, besides calling for legislation to secure the welfare of domestic workers and ratification of the International Labour Organisation Conference 189 by the Government of India, is opposing the proposed move to amend the Child Labour Act, 1986. “Policy alone is not enough. What we want is a legislation that is all binding,” said Sister Therese Vanlalhruaii, Nagaland State Coordinator for NDWM at a press conference today. Sister Therese said India, by virtue of being a signatory to the 189th ILO conference has an obligation to wholeheartedly rat-

ify the mandate of the conference, both on paper and in practice. The absence of legislation has resulted in exploitation of countless workers, mostly women employed as household helps, in return for minuscule remuneration, she added. In Nagaland, the NDWU is demanding the State government to include domestic work in the Employment Schedule and introducing fixed minimum wages for this section of workers. With over 600 members, NDWU is an affiliate of the National Domestic Workers Federation. The movement is demanding the recognition of domestic work as any other professional work along with other benefits, while creating a safe working environment and grievance redress mechanism. As revealed by the members of the NDWU, in Dimapur, monthly wages for domestic workers range from Rs 3500 to as low as 400. There are no fixed working hours and the remuneration is often determined by the generosity of the employers. While a few of the women expressed satisfaction at the wages they are getting, many others were disgruntled. There is stark contrast in the hours spent working and the remuneration, the women said. One said she is paid Rs 3000 monthly for 2 hours of work, which mostly involves cooking. Another domestic worker said she is paid Rs 3500 for 8 hours of work daily.

amination form to the State Board (BSEM). A press statement received from ANSAM on Saturday stated that the decision was taken in the presidential council meeting held on December 5 on account of the State Government’s apathy to the demand of the Association

and various Tribal students’ bodies for revocation of the Government Order vide no. A/SC/6/V/76/pt-11 dated March 2013 which removes Additional English from the scheme of study at IX and X Standards under State Board. “We are well informed of the possible conse-

quences of this extreme decision which has been taken after extensive discussion with all stakeholders and with the objective of ensuring justice for all the Tribal students in the State during the moment at hand and in the times ahead. Therefore all School authorities are requested

to take the directive seriously,” the press statement stated. The Association also informed that it would resort to democratic forms of protest should the Government of Manipur fail to revoke the said order dated 11 March 2013 on or before December 10, 2015. Woman apprehended for duping residents in Thahekhu village Dimapur, December 5 (mexN): The village council of Thahekhu along with its Totimi Hoho (STH) on December 3 apprehended one woman aged about 35 years from the village for duping residents of the village. The accused has been identified as Anita Tati of Balipathar in Karbi Anglong, Assam. In a press release, the Village Council Chairman, I. Khekuto Yepthomi said that Anita used to visit different homes in the village for saying prayers and later convincing them that she could arrange domestic helpers. hen Koa’s family hosted a Korean exchange student, one of the first “American” things their guest wanted to do was eat at a fast-food restaurant. The request amazed Koa, a vegetarian, who wondered why it was so appealing. He began researching fast food and learned “some very bad stuff about it,” he says. Not only does it tend to be unhealthy, he says, but he found it can also hurt the environment: Rain forests are often cut to make room for pasture-grazing cattle. In 2008 Koa founded Fast Food Free, whose mission is to reduce its consumption. He makes regular presentations to local schools, community groups, and churches, and so far, more than 1,100 people have signed his online pledge to skip fast food for two weeks. Says his mom, Marilyn: “Some have said that after they’ve tried this, they won’t eat fast food again.”

nyone who has ever tried to teach children understands that they can be maddeningly complex and yet wonderfully simple. Their actions can be irrational and immature, and yet Jesus pointed to them and told the disciples that the simplicity of their faith is exactly what he wanted. As we seek to engage them, I’ve learned that there are four things that every child needs and wants—though they can’t articulate it. Including these four things in interactions seems to help bring the complexity and simplicity together.

Again, I’m not suggesting we relay all the gory details or the rated R content of the Bible, but when it comes to doctrine and theology, they can handle far more than we usually give them credit for. Physical touch, emotional connection, mental stimulation and spiritual truth. If we as leaders made a habit of practicing these elements on a consistent basis, I believe the engagement level in our ministry would increase significantly. here is an inner tug-of-war in every man, a tension that drives so much of our outer life. Here it is: We long to be known, and at the same time we're terrified of it. So many of our patterns of relating and our failures to love can be traced to this tug-of-war. Which side wins? It's usually our terror. Hence the lifelong attempts to cover ourselves, only redoubling the power of that terror in our lives. We lock up our longing to be known in a dark closet, treating it as we would an abused child, hoping it will go away. But the longing remains and calls out to us, sometimes insistently, sometimes unexpectedly, and so the tug-of-war keeps yanking at us. Enter Jesus. Take the story of how he dealt with Levi, the tax collector (Mark 2:14-17). Here was a man despised as a traitor by his fellow Jews. Tax collectors not only worked for a pagan government,

e know the Scriptures proclaim that God is gracious, but many struggle to believe it. Others wonder what grace actually looks like. If we take seriously the righteousness of God and the heinousness of our sin every day, we might find ourselves asking God, “Do you still love me?” or “Why are you so patient with me?” or “Why haven’t you killed me for what I’ve done?” As our hatred for and awareness of our sin increases, we desperately need a biblical view of the grace of God. We need the Scriptures to paint a clear picture of who God is and how much he loves us in Christ Jesus. We need to see the God of the Scriptures who is so gracious it blows our minds—bringing us to tears and repentance. How We Think About God In Micah 6:6-7, the Israelites have a warped view of who God is. In verses one through five, the Lord offers a tender rebuke asking, “What have I done to you?” He reminds them of how he delivered them out of the hand of Egypt and other righteous acts he’s done on their behalf. Their response in verses 6-7 is dumbfounding but painfully familiar: With what shall I come before the LORD, and bow myself before God on high? Shall I come before him with burnt offerings, with calves a year old? Will the LORD be pleased with thousands of rams, with ten thousands of rivers of oil? Shall I give my firstborn for my transgression, the fruit of my body for the sin of my soul? Instead of responding in gratitude,

As a result, they were excommunicated from the synagogue, and their families were held in disgrace. They were so mistrusted that their testimony in court was not considered reliable. Yet Jesus chooses this despised man to be His disciple. But the story gets even better. Levi throws a party and invites the only friends he has, other tax collectors and low-life. What do they do? They eat together. Eating in that culture required a certain physical intimacy, as they reclined together on couches. It also implied an emotional one, as hearts were shared over the food. The text in Mark even suggests that Jesus was the real host of the party. Imagine the impact on Levi and his friends. They had been despised and shamed much of their lives, and now a famous rabbi and teacher wanted to be

close to them. Jesus just saw them so differently than they saw themselves. He longed to know them and be with them, and it began the dismantling of shame. We don't know what happened to Levi's friends after the party, but we do know what happened to Levi. He was so revolutionized by Jesus that he eventually penned the Gospel of Matthew. This same revolution can happen inside each of us. How does shame get healed in our lives? How do we allow ourselves to be known? It comes as we allow Jesus to re-image how we feel about ourselves as men. The binding power of shame is that it ends up defining us, but the truth is that only the Father knows who we really are. He says that we are His beloved sons (Gal. 4:6), and His only Son is not ashamed to call us His brothers (Heb. 2:11). I've watched this happen in the lives of other men, but especially in my own life. To deal with the nagging disconnec-

tion I grew up with, I buried the longing to be known and turned to substitutes. One of my main ones was an addictive cycle of running and eating. Unlike the Mark story, I had no experience of feeling connected to others as I ate. It was simply a drug I used to feel some sense of aliveness. Running did the same thing, and the two together worked in a cycle to keep my longing buried and my heart frozen. But with the Father's help and some minor hip arthritis (forcing me to quit running), I am slowly learning to see myself through His eyes. When we learn to do this as men, we will find shame yielding to glory, and we'll experience the wonder of being known—and being enjoyed—all at the same time. It's the beginning of the end of the tug-of-war. Finally.

God’s Grace Is Mind-Blowing

He knows everything we’ve ever done and is able to stomach it. His knowledge of who we really are will never hinder his love for us. He’s even aware of the evil behind our righteous deeds. The intimacy by which the Lord knows us but is able to lovingly embrace us as his children is supernatural. God’s grace is mind-blowing. Every time I think of this reality, I’m brought to tears because I serve a God whose love and grace baffle me.

We could assume that the speaker is genuinely trying to repent or we could assume that the speaker is indignant. Their disposition is beside the point. The point is that their view of God doesn’t line up with reality, and I’m all too familiar with their view of God. Back in college, a dear friend and I were confessing sin and praying. During our time of confession and prayer, we discovered that we had very similar pictures of God. We both viewed God as the angry father sitting on the throne appalled and shocked that we had sinned again. The God we pictured was impatient, angry and completely disappointed in us. We thought our heavenly Father lived in constant frustration with his rebellious children. So when I read Micah 6:6-7 recently, I could relate to the Israelites. God’s Grace Is Not Like Man’s Grace Part of how we view God’s grace is often birthed out of our experience with each other. Whether it’s a parent, relative or our general view of mankind, our experience with sinful and broken people affects our view of our holy and righteous God. We’re unacquainted with grace, mercy, and truth that’s untainted by sin. Humanly speaking, though we’ve

experienced grace, we’ve never met a person that embodied grace perfectly. As I reflected on how we love and show grace, two things stood out to me about man and our motivation to forgive: • Natural man is motivated to be gracious because man is aware (to some extent) that he’s just as guilty as the person in need of grace. • Natural man forgives others because he often only knows a small piece of all the other person is actually guilty of. I’m sure there are more human motivations for showing grace, but from these two alone we discover two factors that play enormous parts in our ability to forgive—our own sin and ignorance. Mind-Blowing Grace As I began to process this, I was blown away. God is neither motivated by his own sinfulness nor enabled by his ignorance. He is a holy and righteous God, completely void of sin and full of goodness and love. He’s never made a mistake and can do anything but fail. He is perfect in all his ways. If he were a doctor, he’d never lose a patient. If he were a lawyer, he’d never lose a case. There is no moral compass that could measure how upright and blameless he is. Nevertheless, when we, his sinful and rebellious prodigal children, spit in his face, wallow in our sin and grieve

Jesus is the way to the Father because only he has an intimate knowledge of God, unmarred by sin. He is the truth because he has the perfect power of making life one coherent experience. He is the life because he was not subject to death but made it subject to him. He died and rose from the dead to demonstrate the power and continuity of his life. Because he is the way, the truth, and the life, he is the only means of reaching the Father. Jesus is the only authorized revelation of God in human form, and he is the only authorized representative of humanity to God. The denial of God is without excuse: Despite all evidences, the Bible tells us that people will reject the clear and undeniable knowledge of God and believe a lie instead. Romans 1:25 declares, “They exchanged the truth of God for a lie, and worshiped and served created things rather than the Creator-- who is forever praised. Amen.” The Bible also proclaims that people are without excuse for not believing in God: “For since the creation of the world God's invisible qualities-- His eternal power and divine nature-- have been clearly seen, being understood from what has been made, so that men are without excuse” (Romans 1:20). Faith is the ultimate key: Hebrews 11:3 “By faith we understand that the universe was formed at God's command, so that what is seen was not made out of what was visible.” Faith gives us convictions about creation. Belief in the existence of the world is not faith, nor is it faith when people hold that the world was made out of some preexisting "stuff." But when we understand that it was the Word of God that produced all things, that is faith. The visible universe is not sufficient to account for itself. But it is faith, not something material, that assures us that it originated with God. This world is God's world, and faith assures us that God originated it. We also know God exist because of the ways He had touched and so miraculously changed our personal lives with His wondrous love and grace. We sense His presence, we feel His leading, and we know His love.

hese were Jesus' final words, which set this despairing woman's critical issue free with one sentence from His lips. However, it took a journey to get there. What did it take for the woman in Matthew 15 to get that kind of response from Jesus? If He were to speak those words to the crisis you face today ... it would be life changing? ... How did she get Jesus to intervene with a miracle? 1. She relentlessly cried out for mercy in verse 22, asking Him to heal the issue. Her need was great, her daughter was demon possessed and all earthly attempts to fix her were not working. This mother's soul was in agony. She no longer cared about her position, her reputation, and her appearance as a woman "put together." Her house was a mess and she needed Jesus to remedy this or there was no hope ... She was poor in spirit, bankrupt of her own solutions; it was Jesus or nothing. 2. Jesus did not respond, in fact it says, "He said not a word." Sometimes Jesus does not answer on our timetable. He is silent. We wonder why? It did not stop her from continuing her desperate plea for a God-sized miracle even when the disciples looked upon her with disdain and wanted her to stop. Others may not see why you cry out day and night ... it is not their burden, it is your personal torment. You alone approach the Father with your distress. She did not count their dismissive ways as significant. ... they were not Jesus, she only needed His attention. 3. She came and worshipped Him in Matt. 15:25. She knew who He was. She had heard He healed the sick, raised the dead, and did what no man on earth had ever done—performed wonders in impossible circumstances—her last hope. She asked Jesus in a posture of surrender, "Lord help me". 4. She showed great humility when Jesus appeared to be unwilling to help her need. First He did not answer her and then He appeared to diminish her position as she was not of the "right" tribe. She said, "... even the little dogs eat the crumbs which fall from their master's table." She was beyond considering herself on Jesus level or those He appeared to associate with. She accepted a lower standing. If she once thought her family had it together, she knew that the horrendous outcries of her possessed daughter let the entire community know, they were dysfunctional, broken, shattered—in desperate need. She accepted a lowly place; she would be content with crumbs. This is when the most incredible miracle in her life took place ... from humility, desperation, brokenness and shame ... Matthew 15:28 Then Jesus answered and said to her, "O woman, great is your faith! Let it be to you as you desire." And her daughter was healed from that very hour. May your faith be so great in spite of what it looks like, what you feel like, how others treat you, that Jesus' eye turns your way and with the kindness and abundance of heaven says to you. Chennai Flood: Anger grows at lack of relief Residents suffer shortage of drinking water and power

cheNNAi, December 5 (iANS): An intermittent light drizzle since Saturday morning added to worries of Chennai residents, battling the worst floods in a century, and now facing a shortage of drinking water and power while anger and despair about absence of relief is growing. Meanwhile, transport links were being slowly restored, while a government statement said that 11.53 lakh people had been rescued and housed in 5,009 relief camps. Unlike some areas such as Mylapore, Adyar and Annasalai where the water level has receded and electricity supply partially restored, people in many pockets in north Chennai continued to remain cut off. "Rumours of surplus water being released are also a cause of serious worry," Revathi Vasan, of West Mambalam, told IANS. She said power supply has not been restored in her Janakiraman Street while there is water- logging around her apartment complex and on the roads. "There is nothing much to say about our situation except that we are still living with our kind neighbours," she said. In the neighbouring Kodambakkam area, residents were complaining of stagnant sewage water for the past several days which the civic authorities are not attending to. "All we want

Banks to work on Sunday in flood-hit districts cheNNAi, December 5 (iANS): Government-owned banks will function on Sunday in flood-affected Chennai and other Tamil Nadu districts in order to help people. "The government-owned banks are working tomorrow (Sunday). As the city was hit by floods during the last couple of days, people were put to hardship. Now that the rains have stopped and water levels are receding, keeping the bank open on Sunday will be of help to the common man," a union leader told IANS. On Friday, the department of financial services conducted a review meeting in New Delhi with all the public and private sector banks to review banking services in the flood-hit Tamil Nadu districts. The central government had asked all the banks to restore banking services in affected areas as early as possible and provide ATM and other services to the people round the clock. The banks were requested to provide mobile ATM or point of sales machine services using boats and other means. Banks have been asked to replenish cash in all the ATMs. All the banks in flood affected areas will remain open on Sunday and will also offer extended business hours Four districts in Tamil Nadu - Chennai, Kanchipuram, Thiruvallur and Cuddalore - were affected by floods owing to record rains.

She said there was no power supply for 57 hours in one block and 69 hours in another and the situation was managed with generators. The government-run Royapettah Hospital and Sri Ramachandra Hospitals also got patients from the hospitals affected by floods and power cuts. Meanwhile, a political spat was sparked over purported attempts by AIADMK members to paste stickers of Tamil Nadu Chief Minister J.Jayalalithaa on relief material.

Pm announces ex-gratia for Tamil Nadu flood victims Meanwhile, the Prime Minister Narendra Modi on Saturday announced an ex-gratia relief of Rs.2 lakh each from the Prime Minister's National Relief Fund to the next of kin of those who lost their lives in the floods in Tamil Nadu. A PMO release said that ex-gratia relief of Rs.50,000 has also been sanctioned from the fund for those who were seriously injured in the floods. Heavy rains and floods have claimed at least 325 lives in Tamil Nadu. Criticising the move, PMK leader S.Ramadoss said: "The ruling party members are not interested in relief works but are interested in getting publicity." He said vehicles coming from outside to Chennai with relief materials are stopped at the border by ruling party members and let inside only after Jayalalithaa's picture is stuck on the parcels. Forest Minister M.S.M.Anandan however told reporters that stickers with Jayalalithaas' image are stuck only on relief materials sent by the AIADMK and not on packs sent by other organisations. Children of 5-12 years to pay full train fare from April 2016 New Delhi, December 5 (PTi): Railways will carry out necessary changes in the reservation form so that the passenger can indicate their option for requirement of full berth/seat for child or not. From April next year, children of the age group of 5 to 12 years of age will be charged full fare instead of half as the Railways has revised the child fare rule. Under the revised provision, full adult fare will be charged for children of age 5 years and under 12 years of age if for whom berth/ seat (in reserved class) is sought at the time of reservation. However, there shall be no change in the rule for child fare of unreserved tickets which means fare for children of 5-12 years for unreserved tickets shall continue to be half of the adult fare. The revised child fare rule shall be applicable for travel from April 2016 onwards. Exact date of commencement of this provision will be notified separately at a later date, according to a statement issued by railways. However, in case berth/ seat is not sought for the children of age 5 years and under 12 years of age at the time of reservation, then half of the adult fare shall continue to be charged. Children under five years of age will continue to enjoy free ride (without berth) in trains.

FBI investigating California shooting as ‘act of terrorism’ SAN BERNARDIN O / WA S H I N GT O N, DEcEmBER 5 (REuTERS): The FBI is investigating the fatal shooting of 14 people in California by a married couple as an "act of terrorism," officials said on Friday, noting the wife was believed to have pledged allegiance to a leader of the militant group Islamic State. While the FBI said it lacked evidence the couple belonged to a larger organization of extremists, the Los Angeles Times cited a federal law enforcement source in reporting that the husband, Syed Rizwan Farook, 28, had contact with at least two militant groups overseas, including the al Qaeda-affiliated Nusra Front in Syria. Both the U.S.-born husband and his spouse, Tashfeen Malik, 29, a native of Pakistan who lived in Saudi Arabia for more than 20 years, died in a shootout with police hours after Wednesday's attack on a holiday party at the Inland Regional Center social services agency in San Bernardino, about 60 miles (100 km) east of Los Angeles. If the mass shooting proves to have been the work of people inspired by Islamist militants, as investigators now suspect, it would mark the deadliest such attack in the United States since Sept. 11, 2001. "Based on the information and the facts as we know them, we are now investigating these horrific acts as an act of terrorism," David Bowdich, assistant director of the Federal Bureau of Investigation's Los Angeles office, said at a news conference. Official statement of the Essay competition marks Hornbill Festival Federal Govt of Nagaland

T

hroughout all the centuries of human history, Nagas have always lived as an independent nation. They had their ancient customary laws to govern their Sovereign Independent Village Republics and remained unconquered by any of their immediate neighbor Kingdoms like the Ahoms in their Western and Northern borders, the Burmans in their Eastern borders and the Manipuris (Meiteis) in their Southern borders. As for India or Indians, Naga forefathers had no racial or cultural ties whatsoever with these ancient people who lived thousands of miles away. The laws of India or the modern Penal Code of India also had nothing to do with the Nagas as they had their own ancient customary laws. Coming to the modern era, the Naga National Council (NNC) and the Federal Government of Nagaland (FGN) undertook the following political and legal actions to safeguard the sovereign status of the Naga nation. They are once again being reiterated for the information of any governments concerned. 1. With the dawn of the Colonial period in the 19th century, some 30% of Naga territory came under British Colonial administration from 1880 to 1947. However, even within this British administered Naga territory, no written treaties or agreement were ever entered into with the British Colonial Administration. The British on their part, agreed to let the Nagas run their own village affairs under their own customary laws. As for the 70% of Naga territory that remained outside the administration of the British Empire, they were called “Free Nagas” till the departure of the British in 1947 2. The Naga National Council was formed on Feb. 2, 1946 as the only political institution of the Naga people. The Nagas declared their Independence on August 14, 1947. The NNC next established the Federal Government of Nagaland on March 22, 1956 with the Nagas of the “Naga Hills Excluded Areas” and the independent Nagas of “ Free Nagaland”. From then on, the whole of Nagaland became a Sovereign Democratic Republic. The NNC had earlier established the Naga Supreme Court on July 4, 1954 and approved the Naga Yehzabo (Constitution) on Jan.14, 1956. All these historical and political events were done under the supervision of the NNC with the mandate of the whole Naga nation. The NNC next, sealed off all these political truths relating to the Nagas through the Lakhuti Resolution of April 27, 1955. The resolution reads: “Any person or persons, who in order to destroy or undermine the integrity and the well being of Nagaland and who for this purpose act, abet or set up organizations against, or oppose the political, administrative and traditional institutions of the nation, or attempt to do so, whether with or without the aid of another country or countries, shall be deemed to have committed Treason”. Hence, any other so called Naga political organizations that would make any settlement with India or any other foreign governments would be committing “Treason against the Naga nation.” Beginning from its inception on 2nd February 1946, the following are the names of the persons who have held the office of the President of the NNC in continuity from 1946 to the present. Also beginning from 22nd March 1956 to the present, the following persons have held the office of the Kedahge (President), Federal Government of Nagaland in continuity. All these respective Presidents were elected to office through the Regional Councils of the NNC and the Tatar Hoho (Parliament) of the Naga (A.) List of NNC Presidents and their tenure in office: 1. T. Aliba Imti 1946 to 1947 2. Mhondamo Kithan 1947 to 1948 3. Visar Angami 1948 to 1950 4. A.Z. Phizo 1950 to 1990 5. Adinno Phizo 1990 to date.

(B) List of FGN Kedahges (Presidents) and their tenure in office: 1. Khrisanisa Seyietsu 1956 to 1959 2. Scato Swu 1959 to 1966 3. G. Mhiasiu 1966 to 1968 4. M. Chumbemo Murry 1968 to 1971 5. Zashei Huire 1971 to 1996 6. Brig. (Retd.) S. Singnya 1996 to 2005 7. Gen. (Retd.) Viyalie Metha 2005 to date. These NNC Presidents and FGN Kedahges, along with their colleagues have been running the affairs of the nation right from its inception to the present times in perpetual continuity. Besides the above listed names, there exist no other Presidents of the NNC or FGN who have been elected by the Naga people to represent them before the world. The NNC and FGN alone hold the sole Authority to decide on both the internal and external affairs of the Naga Nation. Dear, Dr. Shurhozelie its time to call spade a spade and say enough is enough, and stand up for the truth. My humble advice to learned Dr. Surho, is as a good leader one should introspect his past activities and contribution towards the Naga society. But as human nature one only recollects the bad and not the good for which I beg apology, as far as today's generation can remember maybe its my wild imagination looking at the recent past, I feel that you might have done more damage to the Naga society than good, hope Naga people will recalled, but as human memory is very short I would like to remind the Nagas citing few example's. 1) We presume that the party in the year 1998 was betrayed as he deserted the party by contesting Lok Sabha election as an Independent candidate and refusing the NPC party to participate in the 1998 election. 2) We presume that Democracy was murdered on 5t1 Jan 2015, by refusing the 22 NPF majority legislators to form the Government and supporting the minority group which is absolutely wrong in democracy. 3) Hope you have realized you have almost finish the life and carriers of some very capable and dynamic NPF legislators, by declaring a false reconciliation meeting on 30th April 2015, and declaring that you have reconciled infront of five thousand congregation, where I was one among them and I'm very sure my other five thousand friends feel the same being betrayed by a leader of your stature. Totally defeating the purpose and meaning of reconciliation. 4) I'm also wondering as to why you are remaining a mute spectator in the Heraka case, even after religious status has been given to Heraka which is a serious threat to our society and religion. But if one can lie or give false promises infront of five thousand gathering, one may not be surprise to your silence 5) On the Chief Minister Qualification issue, what have you to say to the Naga people and are you still in support of a convicted person? One has to wonder why what type of relationship you have with the present CM and I believe everybody can guess without given much thought. Dear Sir/Uncle/ Grandpa, or President NPF whatever, kindly standup for the truth and do something good for the society before you retire and make up for the losses and damages you have done to our Naga society, as Nagas have high expectation from you and hope you take things positively and use it as a wake up call. Trek to Dzukou flagged off A trek to Dzukou valley under the theme ‘Conserve Dzukou’ organized by NAAME supported by Department of Environment Forest and Climate Change was flagged off by Conservator of Forest, Supongnukshi, IFS on December 5 from Kisama, Heritage village. A team of around 40 trekkers including Everest mountaineers from Assam and Manipur, International, National and local tourists led by NAAME team will be trekking to the valley via Jakhama. Northfield school claimed winner of the first group and awarded with a cash prize of Rs. 3000. Sharlet Mary Thomas from Little Flower Higher Sec. School stood second place and pocketed a cash prize of Rs. 2000. The second group the participants were from classes 7 to 9 and the essay was on “Your clean and vibrant Nagaland”.

Hornbill Int’l Rock Contest finale today Helloween to arrive Kohima

Kohima, December 5 (mexN): The Hornbill International Rock Contest 2015 will come to its final countdown on December 6 evening at Hockey Ground, I.G. Stadium, Kohima. Out of the 24 bands competing in the final audition round from December 3 to 5, the selected bands will vie for the ultimate title of HIRC 2015 during the grand finale scheduled on December 6. The Hornbill International Rock Contest 2015, over the years, has been one of the major attractions of the State’s annual Hornbill Festival. And this year even, it has been to the mark with the participation of one international band from Melbourne, Australia, 16 national bands (Seven from Northeast), and six local

bands (One wild card entry). Close to 100 bands were auditioned for this year’s edition, however, only 25 bands have made the cut for the final audition round. Though making the cut, two bands including Foot Wings (New Delhi) and Frost (Kolkata) could not turn up for the competition. Though, not selected at the State audition, Avancer from Nagaland was given a wild card entry. The winner of this year’s edition will win a cash award of Rs. 10 lakh, while the 1st runners-up and 2nd runners-up will also fetch prize money of Rs. 5 lakh and Rs 2.5 lakh respectively. Attractive prizes have also been set aside for winners of individual categories - Best vocal, Best guitarist, Best keyboard-

implement the above, not only a huge amount of money would be involved, but issues like land acquisitions, rightof-way, road reservation, embankments, removal of extortions etc. shall be involved. Given a scenario that if all the necessary financial and technical resources could be made available, how far can the present delivery system and the people’s mindset successfully implement the projects? NE Region has more than 1,500km of international border but only about 22km land link called the ‘chicken neck’, with the rest of India. Instead of the international borders being an advantage for trade and commerce, the region has been made for far too long a time, a captive of the same. But this scenario can change with the present “Look East” and now “Act East” policy of the Govt of India. With the exception of Nagaland, all the State Capitals of the NE are now connected with 4-lane highways. Only with fast and smooth road communication, can the State take advantage of India’s Act East Policy. Developing Mokokchung as a hub with the above road infrastructure shall place the State to play an active role in international trade & commerce and place itself in an advantageous position for ‘Act East’. KPMG in its Emerging North East India Report (Nov 2015) has projected an ambitious plan of Guwahati to Bangkok by road in 48 hours.There are plans of re-opening the Stilwell Highway too. This highway is already operational from Kunming in China to Myanmar. Only some small sections are left unattended in the Indian sector. The Asian Highway AH-1, also passes through Kohima-Dimapur, on paper. But if things do not happen fast enough within Nagaland, there are chances of Nagaland being practically by-passed and it being rerouted (business and supply chain logistics) through Silchar. If it happens, whom should we blame? While the world is fast developing and even the rest of the NE

We wish to present some issues for deliberation to develop Mokokchung into a hub: a. Does Mokokchung provide a conducive environment & supportfor developing it as a hub? b. What do you think are the required conditions to make Mokokchung a Hub and how can we achieve these conditions? c. Can the land providers, particular those villages under whose areas the town is already established and would be expanding in, accommodate and facilitate the concept of developing Mokokchung into a hub? d. 4th Test: India in box seat Ibrahimovic breaks PSG's scoring record

NEW DELHI, DEcEmbEr 5 (rEutErs): Virat Kohli struck a fluent unbeaten 83 to help India overcome a top order collapse and virtually bat South Africa out of the contest on day three of the fourth and final test at the Ferozeshah Kotla stadium on Saturday. Playing his first match as test captain at his home ground, Kohli partnered Ajinkya Rahane (52 not out) to cobble together the first century stand of the low-scoring series after India had slumped to 57-4 following Morne Morkel's triple strikes. The duo had raised 133 runs for the fifth wicket when bad light stopped play. India's overall lead swelled to 403 against a beleaguered South African team who were shot out for 121 in the first innings and have not gone past 185 in the series. "We batted well in the first innings, they folded cheaply. I think 213 is a big margin," India all-rounder Ravindra Jadeja told reporters, referring to the hosts' first innings lead. PuNE, DEcEmbEr 5 (AgENcIEs): Chennaiyin FC managed a slender 1-0 win away to FC Pune City at the Balewadi Stadium on Saturday to secure a place in the Indian Super League (ISL) semi-finals. A 64th minute goal from Jeje Lalpekhlua was enough to seal the victory for the away side. However, Elano Blumer and Mehraj Wadoo will miss the first leg of the semi-finals through suspension after picking up their fourth yellow cards. Fanai Lalrempuia crafted the home side’s first opportunity with a dangerous cross from the right just evading Adrian Mutu’s outstretched boot in the middle of the box. Then from the following corner, Lalrempuia collected the ball and set up Gurjinder Singh in the box, with a beautifully weighted ball form the right. The latter’s powerful drive was punched away by a correctly positioned Armenian. In the 15th minute, an Edel clearance saw Jeje head the ball for Mendosa. PArIs, DEcEmbEr 5 (rEutErs): Zlatan Ibrahimovic broke Paris St Germain's league scoring record with two goals as the French champions continued to streak away from their Ligue 1 rivals with a 3-0 win at 10-man Nice on Friday. Victory moved the champions to 45 points from 17 games, a massive 16 points ahead of secondplaced Caen who host Lille on Saturday. Nice are fifth on 25 points. Los ANgELEs, DEcEmbEr 5 (AFP): James Harden hit a step back jump shot with 7.4 seconds to go as the Houston Rockets continued their winning streak with a 100-96 win over the Dallas Mavericks. Harden also had nine assists and eight rebounds for the Rockets against their NBA Southwest Division rivals. Harden scored 11 points in the third quarter after just three-of-12 shooting in the first half. He then turned it on down the stretch with two clutch baskets and a timely assist as the Rockets improved to 9-11 to move another step closer to .500 on the season. Houston also won for the first time this season when Harden did not take at least 10 free throws.
