Following the violence of February 9, sporadic incidents of arson and vandalism were again reported at Shamator today. Amidst enforcement of Cr.PC 144 and heightened security, mobs continued to defy prohibitory orders indulging in a game of cat and mouse with security personnel. While there was no report of human casualty or arrests, police sources from Shamator stated that 3 residential houses and a shop were burned, while one warehouse and pig sty were vandalised. The residents of the houses were already vacated. As the Tuensang administration continued to keep mum, no official evaluation of the level of damage incurred in terms of property and the number of people injured could be assessed. With information from Shamator limited to police sources speaking on conditions of anonymity, this is leading to conflicting reports.

Governor condemns

N

agaland State Governor, PB Acharya has condemned the killing of a couple in Kiphire on February 6 by unidentified gunmen. A press note from the OSD to the Governor said that the Governor, who is in Delhi to attend the Conference of Governors, has expressed shock and dismay at the killing. The Governor was quoted as stating that “violence has no place in a democracy and the Government would take strong measures to prevent further escalation of violence and asked to form a Peace Committee to address the problem.” He also made fervent appeal to the peace loving citizens of the area to maintain calm and not to indulge any type of violence and help the law enforcing agencies to ensure normalcy.

Actual assessment of the number of people injured and of people affected or displaced by the violence remains unknown. Meanwhile, one of the victims of the police firing at Shamator on February 9 was reported to have been admitted to a hospital in Dimapur. The man, though critically wounded, was responding well to treatment, police sources informed. In Kiphire town and Pungro, there was no fresh report of violence today. The Nagaland State Rural Development department will be focusing on notable/special projects in all the districts to uplift rural economy. This special project is conceptualized to reduce poverty and enable people in rural areas to gain long term benefit. This was informed by RD Secretary, Kelei Zeliang during the inauguration of Tizu Area Sports Complex at Khuza, near Phek, which was constructed under MGNREGA Special Project 2015-16 through DRDA Phek. Informing that the department has already constructed a lot of roads across the state, he revealed that this time, the department will concentrate only 10% of funds on road while 90% of fund will be set for other sectors to promote economy of the rural populace. He added that the department will undertake large scale cardamom cultivation in 10 districts of the state, covering 5000 hectares. This will start from this year. Revealing that 1238 villages in Nagaland are currently getting funds from the RD department, he called upon all the concerned villages to judiciously utilize the fund.

At least 1200 people, including a number of students preparing for the High School Leaving Certificate (HSLC) and Higher Secondary School Leaving Certificate (HSSLC) examination, have been displaced from Kiphire, Pungro and Shamator in the aftermath of the February 6 murder of a young couple at Shamator area in Tuensang district. In the outrageous shooting incident, a husband-wife couple identified as Alemba and Naro, travelling in a Bolero from Shamator towards Kiphire were gunned down by unidentified assailants. The incident triggered a chain reaction of violence in Kiphire and Shamator towns as mobs went on rampage. An official source said at least 1200 people who fled Kiphire following the Sunday shooting incident have taken shelter in Pungro sub-division. The people were escorted by the Kiphire district ad-

ministration, police and security forces till Pungro jurisdiction. Those who fled to the jungle as violence erupted had to be tracked down by the police and escorted to safety. From Pungro, around 35 people have fled to Kiphire area, sources said. From Shamator town, more than 30 household have either fled to Tuensang or Shamator village, it is also learnt. Many of the homes of the fleeing people have been burnt down by irate mobs, sources said. ADC Pungro said the displaced people from Kiphire have been provided shelter in different homes in the small town after making emergency arrangements. “With the limited resources at our disposal, we are providing whatever assistance we have within our power,” the ADC informed. He also said different NGOs in Pungro town have been assisting the district administration in providing amenities. Students preparing to appear for the HSLC and HSSLC examination were the hardest hit with their career on the line. At least 150 students readying for the examination which was scheduled to begin from February 9 and 10 onwards have taken shelter in Pungro. The district administration official said the Nagaland Board of School Education (NBSE) taking

note of the situation, made arrangement for the students to change their centre so they can appear for the examination in Pungro. However, providing alternative for the exam centre isn’t the only cause for concern. The trauma and stress caused by the incident to the students would have far reaching effect on them. Parents were also faced with turmoil on whether to risk taking their children to appear for the examination. Further, with no study materials, the students faced a bleak prospect even if they sat for the exam. The district administration at Pungro where most of the displaced students were sheltered provided a Xerox machine to print study materials. Similarly, in Shamator village, around 14 students who fled with their families from Shamator town were escorted to Kiphire by police so that they can appear their examination there. They reached in the wee hours of Wednesday morning. Eight (8) students who were traumatized by the February 6 incident and the violence that followed declined to travel to Kiphire to appear for their examination, a students’ union official informed. The hapless students, for no fault of their own, would have to sit for another year in the same class.

and for which it should not be held responsible for any consequences.” It further felt aggrieved by the “emotional and the rampant act of the public of Kiphire Town in ransacking the buildings and properties…” stating that lives were put at stake by the “ghastly action of the mob.” The YTC slammed the law enforcing agencies for failing to protect the properties and security of the innocent lives by failing to intervene timely. “The abettors, false reporters, and persons forming part of the mob with an intention to destruct the properties and for murdering the innocent public should be arrested immediately for befitting action,” it demanded.

DIMAPUR, FEBRUARY 10 (MExN): The Nagaland State Finance Department has written to the Principal Director, Department of Health and Family Welfare (DOHFW), to submit proposal for utilisation of funds for HIV/AIDS control programmes in the state, which was released by the Government of India on February 6 and February 10. In the letter to the Principal Director, the Secretary, Finance Department said that the Nagaland State Government wishes to give priority to such proposals despite resource constraints “as their services are noble.” It informed that the funds which were earlier released by the centre have already been released to

the department. As such, it asked the Health and Family Welfare Department to submit proposal for the recently released funds without further delay. It may be noted that the Network of Nagaland Drugs and AIDS Organisation (NNagaDAO) has proposed to close down Drop in Centres on February 15 and 16 and hold protest rallies in all the districts of the state.

Meanwhile, the Asian Network of People who Use Drugs (ANPUD) has urged the NNagaDAO to reconsider its decision and to ensure that service delivery is uninterrupted for the community. The ANPUD

said that the NNagaDAO’s decision “may create a serious setback to all HIV prevention interventions and a threat to the lives of thousands of key populations, including people who inject drugs, as harm reduction and all HIV related prevention services will come to a standstill.” “This will be a major drawback on all the hard work and wonderful outcomes achieved after decades of joint initiative by the government, civil societies and NGOs in the state,” it added. The ANPUD further urged the Nagaland State Chief Minister, TR Zeliang to look into the matter for immediate release of all HIV programme grants without any further delay.

Nagaland State Chief Minister, TR Zeliang today said government jobs alone cannot meet the growing demand for employment and “it is high time for our people to venture outside this sector.” The number of job-seekers in the live register of employment exchanges in Nagaland stands at 72,687 as on October 31, 2015. Out of this, 3,918 are post graduates, 20,405 graduates, 13, 724 pre-university, 12,206 matriculates, 20,813 under matriculate and 1,621 diploma/degree holders in technical fields. “Nagalandhasanumberoflimitationsfor creation of employment avenues outside the government sector due to factor such as lack of industrialization, limited economic activities and remoteness of the location etc,” the CM said while inaugurating the Upgradation of Diesel Mechanic Trade at Government ITI Kohima, a joint initiative of the Government of Nagaland and TATA Motors. the youth.” The CM added that placement of students is equally important and requested all stakeholders present to consider the placement issue. To ensure steady flow of skilled workers and improve the quality of industrial production, he said infrastructure of ITIs in Nagaland need to be upgraded. He requested the Chairman of NSDA & NSDMC to come up with specially tailored program, like ‘UDAAN” in J&K, in Nagaland. “To ensure a steady flow of skilled workers and improve the quality of industrial production, there is urgent need of updating the infrastructure of the ITIs in Nagaland with modern technology.” Zeliang said the syllabi also needs constant review and restructuring to the latest needs of the industry. The CM maintained that skill development and vocational education have become very important in order to equip the youth to be gainfully employed. State Council of Educational Research & Training (SCERT) director Vipralhou Kesiezie today said the formal inauguration of the State Institute of Educational Management & Training (SIEMAT), Nagaland here today, hope to bring about a transformation and improvement in educational planning and managerial skills at all levels thereby effecting quality of education improvement particularly government schools in Nagaland. He said this during the formal inauguration of SIEMAT building here by minister for school education & SCERT Yitachu. Kesiezie said that amongst many objectives one of the immediate con-

cern is to bring about improvement in the management and administration of government schools and institutions as there has been huge wastage of our resources due to lack of managerial skills and administrative capacity. With the official inauguration of SIEMAT Nagaland, it will launch the first orientation programme for the headmasters by March this year. It also planned to organize six programmes during 2016-17. The director said that SIEMAT has been envisaged as one of the organizational arrangements as a part of SCERT in order to provide professional educational planning and management to all institutional heads and planners at the state, district and sub

divisional levels. He said that with the growth of professionalism in educational planning and administration there is a need for continuous upgradation of educational personnel and stakeholders in the managerial skills so as to upgrade the methods and strategies of educational planning and administration in the state. Having realized the urgent need to establish an institution a conceptual designed was prepared by the SCERT Nagaland in collaboration with the National University of Educational Planning and Administration (NUEPA) New Delhi in 2010. Minister for school education & SCERT Yitachu today asserted that the establishment of the State Institute of Educational Management & Training (SIEMAT), Nagaland will go a long way in strengthening education system in the state. He was also optimistic that this newly established institute will usher skill upgradation of the teachers to a great extent. Inaugurating SIEMAT building here today at SCERT, he said that teachers need to equip themselves and impart knowledge to students in efficient manner. Yitachu said the infrastructure has been built and the teachers are the one to bring changes in the lives of young generation. “Teachers are being given task to transform and shape the student’s future,” he said. He said whatever consideration and initiatives taken in education sector should be based solely on the interest of students. “We don’t have to think for nonstudents. Education has to focus only on students,” he said. Yitachu also called for a complete change of “our mindset and attitude to address all issues before us.” “You ought to understand, visualize and develop a corrective mind,” he said. Talks with Centre at “crucial and delicate” stage: MTFD We will end Bangladeshi Delhi, February 10 (MexN): The Manipur Tribals’ Forum, Delhi (MTFD) has stated that its discussions with the Central Government are now at a “crucial and delicate” stage. “While we are serious about all our demands, our negotiations, for the immediate term, also center mainly on how to enable a respectable burial of our nine martyrs by ensuring that the causes they died for are addressed concretely,” an MTFD statement which was made available to the media stated. MTFD further informed that it is in the middle of a “serious and intimate” consultation with community elders, starting with Delhi, to reach a consensus on their immediate demands which includes claims for constitutional safeguards “that will protect our land and our rights”. The forum added that the consultation “may also be the basis”

by which it will attempt to reach “closure” on the martyrs’ burial. “After one hundred and sixty-three days of tribal unrest, let us be certain without a shred of doubt that the time and circumstances in which we choose to put our martyrs to rest be in the collective interest of all tribals and worthy of their sacrifice for our land, our rights, and our identity,” declared the statement from the Information and Media Wing, MTFD. Highlighting the present status of their ongoing movement, particularly in Delhi, MTFD stated that its movement has reached a “critical juncture” – progressing from the stage of telling its stories to “negotiating for our demands”. MTFD stated that it is in the process of pursuing its rightful demands through various channels. On the political front, the forum stated that it has met the President, Home Minister, MoS

(Home), Joint Secretary (NorthEast), and other concerned officials multiple times; “all of whom are now convinced that our grievances are genuine and need to be redressed”. On the legal front, the forum informed that it has met with some of the most renowned legal and constitutional experts who are “ready to take up our issues as and when necessary”. MTFD also informed that it has been working closely with a number of Members of Parliament, some of whom have already raised the forum’s issues in Parliament which, the forum acknowledged, as having “greatly strengthened” negotiations with the Central Government. We are in the process of reaching out to more and more MPs to apprise them of the latest developments and continue seeking their support, with an eye on the upcoming Parliament session, the forum added.

While acknowledging the need to give a respectable and honourable burial to the nine martyrs, the forum stated that it has always been their sincere endeavour to ensure that the causes that they died for are not in vain. Highlighting that the Bills, at present, are with the Central Government and is yet to get the Centre’s assent, MTFD stated that one of their immediate demand is for the Central Government to intervene and ensure that a High Level inquiry is conducted on the killing of the nine martyrs and their killers punished as per law. The forum reminded the Centre that it is vested with special powers to give “directions” to the State of Manipur on any matter affecting the Hill Areas as per Article 371C of the Constitution of India. The Forum also highlighted the immediate need to place the Hill Areas of Manipur under the

Sixth Schedule of the Constitution of India, under an empowered model which is powerful enough to guarantee autonomy to protect and promote the interests of all the tribals of Manipur. Hitting out at the Manipur State Government, the forum stated, “Till date, even though the Manipur Government had owned up to its culpability in the death of the nine martyrs by performing HiamKham, the culprits are yet to be brought to book.” MTFD has initiated the process of filing FIRs on the killing of the martyrs through the Court, the forum informed. “Our long term political demand for separate administration remains and we are committed to fighting the long fight for the same,” MTFD maintained. Meanwhile, the forum has informed that its indefinite sitin protest at Jantar Mantar will continue.

Guv can't clip speaker's powers Lui-Ngai-Ni celebrations on Feb 14 & 15 under anti-defection law: SC New Delhi, February 10 (iaNS): The Supreme Court on Wednesday questioned the constitutional legitimacy of Arunachal Pradesh Governor Jyoti Prasad Rajkhowa's direction that there should not be any tinkering with the party position in the state assembly, asking how could he clip the constitutional powers of the speaker to disqualify lawmakers on grounds of defection. "Is it not an order of restraint on the speaker not to act under schedule ten of the constitution (which provides for disqualification of lawmakers on grounds of defection). Could the governor issue a direction to the speaker clipping his powers to act under schedule ten," asked the constitution bench of Justice Jagdish Singh Khehar, Justice Dipak Misra, Justice Madan B. Lokur, Justice Pinaki Chandra Ghosh and Justice N.V. Ramana. The "governor may have some role in the functioning of the assembly, but he has no role to play in the Tenth Schedule (anti-defection provision)", it added as senior counsel T.R.Andhyarijnua, appearing for Rajkhowa, defended the governor's action saying that his apprehensions that the speaker Nabam Rebia may disqualify the rebel legislators was born out by the subsequent events. "It is a constitutional imperative, obligation and duty of the governor to see that the constitutional powers under Schedule Ten is exercised in a right manner," Andhyarijuna told the court. Described his client as a "conscientious and impartial" person whose acts could not be described a "capricious and malafide", he said: "What were the options before the governor? There were apprehensions in the mind of the governor that the total complexion of the assembly would be changed." Pointing out that Rajkhowa's "apprehensions" were proved to be correct, Andhyarijuna said: "Governor is not a great constitutional lawyer. He has good instinct. (With) Politicians (belonging to ruling Congress) fighting like anything in the sensitive border state, he asked the president to step in." But expressing its doubts on Rajkhowa's conduct, the court

asked "whether whatever the governor has done was in furtherance of democracy or to create a dent in it". Andhyarijuna held Rajkowa's advancing the assembly session from January 14, 2016, to December 16, directing that the resolution expressing no confidence in the speaker be taken as a first item, and the composition of the house not be changed was to thwart Rebia from exercising his powers under anti-defection law to create majority for the Congress. "(Exercise of) Discretion was founded strong basis and the necessity to act that way," he said, arguing the governor could not have allowed the speaker, who was acting in close proximity with Chief Minister Nabam Tuki, to have 42 days to exercise his powers under anti-defection law to disqualify 14 rebel Congress lawmakers. But the court was not convinced. "You are blaming the speaker. Speaker could turn around and blame you," the bench observed noting that Rebia acted only after the governor did. As Andhyarijuna took the court through the sequence of political events leading to the imposition of president's rule, the bench, holding said that a "constitutional discretion has to be based on constitutional principle", asking him: "What was the constitutional principle that was invoked by the governor in preponing the assembly session and sending the message. What constitutional objective the governor was seeking to achieve?" Posing a hypothetical situation, the court asked Andhyarijuna that if an assembly is in session and a resolution seeking the removal of speaker is moved, could the governor on the expiry of 14 days ask the house to consider the resolution on the 15th day. As Andhyarijuna said that the governor may not, the court said: "When he (governor) can't do when the house is in session, how can he do when the house is off." Clause (C) of the constitution's article 179 says that no resolution for the removal of speaker or deputy speaker of an assembly "shall be moved unless at least fourteen days' notice has been given of the intention to move the resolution". Hearing will continue on Thursday.

"The infiltrators from Bangladesh have spread across the state. They have infringed upon the rights of local youths, be they from tea gardens or Hindi-speaking community or Bodoland. Shah referred to the 1962 war with China, and said then prime minister Jawaharlal Nehru had bid goodbye to the people of Assam and the northeast then. Flower growers expect to reach export targets India still not ready for AI Pune , February 10 (Financial exPress): Valentine season for flower growers in the country has begun on good note this year. Last year in February, India exported about 17 million flowers, while this year till February 5, flower growers have exported 6 million. And with many large shipments due this week, flower growers are expecting to touch similar targets. India’s two major airports are busy shipping flowers around the world, the majority of which go to the UK, Australia and West Asia. The UK is the biggest buyer of Indian roses with major share of 30%, followed by Australia and Japan with 19% and 17% of the total exports, respectively, Praveen Sharma, president, Indian Society of Floriculture Professionals, said. He expects to a 5-10% rise in export since growers have been better prepared for the season this time. According to Ramesh Anna, president, South Indian Floriculture Association (SIFA), Bengaluru, some 5 million stems have been exported so far and flower growers hope to reach targets, though Valen-

new Delhi, February 10 (businessline): The National Joint Council of Action (NJCA), a body representing 32 lakh Central government employees, in its meeting earlier on Monday decided to proceed on an indefinite strike from 6 am on April 11, if their charter of demands was not resolved. Stating this in a release, Convener of National Joint Council of Action (NJCA) Shiva Gopal Mishra, said that the notice for the strike will be served to the respective employers on March 11 by holding huge rallies, demonstrations. The decision is subject to outcome of the result of strike ballot for railways and ordinance factories as they are industrial units, which will be held on February 11. The total number of employees under Railways and ordinance factories is about 15 lakh, shared Shiva Gopal Mishra. The charter of demands includes improving minimum wage of 18,000 and multiplying factor, rejecting all the retrograde recommendations of the VII Central Pay Commission (CPC). Scrap National Pension Scheme (NPS) and restore Old Pension Scheme for all those appointed on or after January 1, 2004. It also calls for scrapping the report of the Bibek Debroy committee and implementing positive recommendations of the DP Tripathi Committee, which had recommendations on motormen. The charter demands the re-call of the notification issued by the Centre on August 22, 2014 in the matter of 100 per cent foreign direct investment (FDI) in construction, operation and maintenance of Indian Railways. It has also called for scrapping all the agreements entered with the foreign or national companies in detriment to the interest of the Indian Railways and the country as a whole.

Yaa allege arbitrary shooting on More organisations condemn Feb 6 Shamator killing students by security personnel DIMAPUR, FEBRUARY 10 (MExN): Yimchungru Akheru Arih-Ako (YAA), a students’ organization, has strongly condemned what it alleged as “arbitrary shooting” of innocent public and students at Shamator subdivision on February 9. One of the students who was grievously injured during the incident was to appear HSLC exam, informed the YAA in a press statement. It alleged that 11 persons were hit by the security personnel with rifle butt and barrels. In this connection, it questioned the very existence of the security agen-

cies at Shamator sub-division as whether they are to “protect the general public or to create havoc or act as goons, which is illegal and unconstitutional.” The YAA has therefore demanded that stern disciplinary action be initiated against those erring jawans and an FIR be filed in this regard. Meanwhile, the students’ organization expressed sadness over the untimely action of the State government and district administration in tackling the situation which it said was a direct upshot of the “Kiphire vandalism and

violence.” It alleged that the law enforcers were silent witness to the destruction wrought by the mob in Kiphire, despite the imposition of 144 CrPC. The students’ organization has also appealed to the authority concerned to seriously look into the issue of affected students shifted to Pungro to appear for exam without any study materials. 4 lane highway: landowners demand full compensation DIMAPUR, FEBRUARY 10 (MExN): The affected landowners of the 4 lane Highway (Asian Highway) have termed the National Highway and Infrastructure Development Corporation Ltd (NHIDCL) proposal to pay land compensation on instalment basis as “unacceptable.” A press note from the affected landowners said the NHIDCL had made this proposal citing fund constraints. However, the landowners informed that the Ministry of Road, Transport and Highways (MORTH) had sanctioned the exact amount of land compensation, amounting to Rs 1,74,36,59,521 for the construction of 4 lane Dimapur bypass from Patkai/Chumukedima bridge to Kushiabill village under Dimapur district. Asking State Government authorities to also take notice of this, the land owners asserted that they would not accept instalment or part payment of the land compensation. They demanded that the NHIDCL release the total compensation amount to the affected landowners before February 16, “failing which the land owners will take up strong democratic agitation.”

Catholics observe Ash Wednesday in Nagaland

KohIMA, FEBRUARY 10 (MExN): Catholic churches in Nagaland began the observance of season of Lent, the most important season in the Catholic liturgical calendar, with Ash Wednesday on February 10. At Catholic Cathedral Church, Kohima, Rev. Dr. James Thoppil, Bishop of Kohima, was the main celebrant for the morning service along with other priests. A press release from Bishop’s Secretary, Fr. Thomas Toretkiu informed that Bishop in his introduction said Lent is a time when Christians prepare for Easter by observing a period of fasting, repentance, moderation and spiritual discipline for forty days. The smearing of ashes on the forehead is a sign of conversion, penance, fasting and human mortality.

The day receives its special name from the blessing and imposition of ashes in the form of a cross on the foreheads with the words, "Remember that you are dust, and to dust you shall return” or “Repent and believe in the Gospel." The Power of Truth

Wake up, o lethargic one!

O

n the evening of February 4 this year, a few good men walked into our office. They were youth activists here to tell a story of an unlucky young man on a regular day. He was to take a train to Guwahati on the night of February 3. The Indian Railway Protection Force (RPF) at the Dimapur railway station beat the youth up so mercilessly that he has not yet woken up from coma at a hospital in Guwahati. Preliminary reports suggest that the youth was trying to charge a phone from one of the sockets at the railway station which the RPF personnel objected to. Whatever the counter version of the RPF may be, do they have the right to beat someone to a coma? And is the offence of putting a fellow human being through emotional and physical damage of this kind bailable, as the justice system has allowed for in this case? It raises a question on the system itself that lets public security officers assault civilians and then lets them free. But the man with a gun on the streets of Nagaland has become more powerful than the minions of peace. A businesswoman was shot dead in the heart of Dimapur town in December 2015. This was the second, this time successful, attempt on her life. In January 2016, another man was shot dead in Dimapur. On February 2, a civilian in his late 30s was shot dead, in Dimapur again. On February 6, a young couple, on their way from one home to another, were shot dead using multiple rounds with sophisticated weapons. On February 7, the dead body of a man was found strung up, by the neck, to the goalpost of a school playground. This is just a part of the violence meted out every day to marginalised and oppressed communities. The local print media, and the sub-continental media, is unable to reach or report most of these stories. And even as a State Government media advisory exists to be careful on coverage from the peripheries, the social media brings horrors, as in the case of the last two killings, to multiple screens around us—have we even forsaken ethics that respect the dead? Where institutions have been unable to bring about reasonable methods to resolve local conflicts, or even a just society in general, militarisation is the easiest way out. And that is what the State and Central governments have done. Problem? Let’s beef up the police. Or better still, the paramilitary forces. Kiphire and Tuensang did not boil over the day before yesterday. On March 5 last year, even these flimsy arrangements were not bothered with. By the time the State woke up, made lethargic comments and some arrests, it was already time to bail the culprits out. Ad-hoc responses to deep-rooted problems have imperilled the lives of all citizens. The State has become a threat to the population it is to be the caretaker of—it has put into coma the youth it is to ensure a future to. They have reduced survival to a matter of luck, or the lack thereof. The Hindu mythological character Kumbhakarn comes to mind. The giant held an accidental curse of sleeping for six months before being woken up for six more during which he ate, ate and ate. Once, when urgently woken up by a thousand elephants walking over him, he fought a war he had little assessment of. The rampage he let loose led to his own beheading. They're Just Not Answering!

teve Leone, editor of the Concord Monitor—the second largest newspaper in New Hampshire—makes me long for the good old days of old-fashioned communications. He actually, personally, answers his own phone. I know this because when I called him I actually got right through, despite the media’s frenetic immersion in the week before the state’s presidential primary. “You answer your own phone?” I asked him incredulously, saying to myself, no voicemail, no screening secretary? “Yes,” he said calmly, “I pick up my phone right away.” The result: from our conversation, he suggested that I write an op-ed. In 24 hours it was in the newspaper and online. My larger point is that with the most advanced, communications systems in history at our disposal, it keeps getting harder to get through to people for a contemporaneous twoway exchange. I know people in the media, in the civic/academic communities and even many among my own circle of friends, who do not answer their phones, irregularly check their voice mail, and barricade their emails with filters and spam-detection software. Some now advise text-messaging, which hardly can compare with the two-way telephone conversations of past decades. Over fifteen years ago, the Wall Street Journal noted a survey that concluded it took an average of six calls for people at work to reach their party. I’ve experienced calling reporters and going through three tiers of press one, press two, press three. One wonders how they get fast scoops these days. And don’t talk about the airlines, the banks and almost any major business these days. Even Southwest Airlines has gone to voicemail, which for so long sustained the old ‘three rings and a human answers’ practice. Sure, everybody is overloaded with messages, but is the volume slowing the process of getting things moving or done? Also, so cheap is high-velocity, massive communication these days (no fretting about long-distance calls), that people are wont to make far more calls for far less purpose—i.e., lots of low-level trivia and gossip. After a while one has a mental list of people so hard to reach personally that attempts to contact them are not even made. We are all callers and callees; guess who’s got the power these days, other than venomous bill collectors who can damage your credit score if you don’t accede to their incessant demands? I sometimes try sending a message by postal letter. “Letters,” people tell me when I finally get through to them, “who looks at the mail anymore?” There are people in public life who are so committed to running away from the tsunami of calls and messages that when you do finally get their very-personal cell number, and they manage to answer, retort—“how’d you get my number?!” All this is to point out that as there emerge more communications technologies, more apps, more defenses by callees against callers, the irritation level, and the time and productivity losses will continue to mount. I’ve yet to see any estimates about how much time is lost in the business world by people, including consumers, trying and trying again to get through to other people they’re trying to do business with, but it’s got to be billions of hours a year. We all know many people who experience and complain about the difficulty of getting through. But no one seems to know any way out from the present overloads. However, also being a callee every day, there is that consolation of knowing how many ways you can keep “them” from getting through to you.

Southern Africa, an illusion built on aid heralds in hope and hunger

s she walks along a dirt road in central Malawi, Louise Abale carries her precious maize wrapped in a brightly coloured cloth and balanced on her head. Because of drought in Malawi and across southern Africa the grain has doubled in price in the space of a year, and now costs around 200 kwacha ($0.28) a kilo. Like many, Abale is struggling to pay for maize, a staple of the diet, and says her own - stunted - crop will not be ready for harvest for two months. "It's too expensive, I have almost no money," she said. In all 2.8 million people in Malawi, or 17 percent of the population, now face hunger, according to the United Nations World Food Programme (WFP). Drought and floods have hit the maize crop, exposing the fragility of gains which had seen Malawi's rates of malnutrition slashed in the past two decades. That progress was partly rooted in a fertiliser grant for small-scale farmers. But now the government, starved of donor funds following a graft scandal over two years ago, can ill afford such payments and says it must scale down the programme. Ironically, policies aimed at ensuring basic food security are partly to blame for a cycle of rural poverty and aid dependency in this land-locked African nation, leaving the population vulnerable to climate shocks, economists say. "There is no doubt that the fertiliser subsidy was only feasible due to donor support," said Ed Hobey, an analyst at Africa Risk Consulting. "At best, it was unsustainable without continued donor support, at worst, it was an illusion built on aid." Launched in 2005, the Farm Input Subsidy Programme (FISP) provides qualifying farmers - those with limited income but a plot of productive land - with two coupons which can be redeemed for two 50-kg bags of fertiliser. The recipients make a modest contribution, with the government footing most of the bill. Because the government is subsidising the production of maize - the main source of calories for many poor households - it also bans the export of the grain. The programme is credited by the government and some aid agencies with lifting maize production and cutting hunger. The data appear to back that up. The United Nations Food and Agriculture Organisation (FAO) says the percentage of Malawi's malnourished population fell to 21.8 percent in 2012-14 from 45 percent two decades earlier. But FISP's role here is difficult to untangle as most of those gains were made before 2005. Still, there is evidence of benefits, including indirect ones. Stunting among Malawi children - a key nutrition measure - fell to 42.4 percent in 2014 from 49 percent in 2002. UNINTENDED CONSEQUENCES But the programme has also had unintended consequences. The focus on food security, including the ban on maize exports, has discouraged investment in more productive commercial farming methods. "Our concern with the export ban is that it limits the scope to expand production among more medium and large-scale farms if they are unable to market the surplus," said Richard Record, World Bank Senior Country Economist, World Bank in Malawi. In the long run such a ban stunts food production, especially in an age of increasingly high-tech farming, economists say. FISP also diverted state funds from other areas. In all, FISP has accounted for as much as 9 percent of government expenditure and over half the agricultural budget, leaving scant funds to invest in rural transport links and other projects that would benefit the countryside. "The FISP was not matched by increased invest-

The victims are the children and parents whose lives have been altered in profound ways and no amount of science or money can compensate the children and parents for what they have lost. The effect on the children in Brazil is apparent as soon as they are born. The effect on children in Flint may not be known for years to come. In Brazil it is believed that there may be as many as 1.5 million residents infected with the Zika virus. In Flint it is an untold number of children who may have their development impaired because of lead poisoning. Brazilian babies with microcephaly from the Zika virus may have, among other things, abnormally small heads and their brains may have failed to develop properly. The difficulties these children may face include developmental delays, intellectual deficits or hearing loss. Birth defects suffered by Brazilian children are apparent for all to see as their parents are shown on the evening news holding their tiny malformed infants tenderly, not knowing what the future holds for them, their pitifully deformed infants and other members of their families. Zika families do not wonder what they or anyone else could have done to prevent the tragedy that has befallen them. It

ment in rural infrastructure especially roads and irrigation," said Hobey of Africa Risk Consulting. This retards development of other sectors in the farm value chain, such as canning, which can kickstart industrialisation, economists and analysts say. Initially FISP met its objective: providing calories to the rural poor. Between 2007 and 2014 Malawi produced bumper maize crops, with surpluses recorded since 2007 - until last year. A study in the "The American Journal of Agricultural Economics" found a 15 percent boost in maize production under FISP coincided with a 15 percent decrease in the amount of land devoted to the grain. This suggests small-scale farmers diversified to cash crops such as tobacco and cotton. DONOR DROUGHT DRAINS FISP COFFERS Today FISP is no longer viable, government officials and analysts say. Donor funds for the budget have dried up in the wake of a scandal over two years ago dubbed "cashgate", in which state officials siphoned millions of dollars. "We are going to have to be scaling down expenditure on FISP, we are reacting to diminishing resources of funds for the budget," Finance Minister Goodall Gondwe told Reuters. Belt tightening is underway, though the number of FISP recipients has remained unchanged at 1.5 million. Instead of paying 500 Malawian kwacha ($0.70) toward the two 50 kg bags of fertiliser subsidised, Gondwe said farmers would now pay 3,500 kwacha. The cost of a bag is around 20,000 kwacha. Several subsistence farmers interviewed by Reuters in their fields said they could not afford the 3,500 kwacha, let alone the full cost. The price for fertiliser has surged as it is imported and the kwacha has been sliding against the dollar, losing 63 percent in the past 12 months. Gondwe said the programme this financial year would cost 54 billion kwacha instead of an original estimate of 40 billion, plus an additional 8 billion rand for seeds.

INDIVIDUAL SUCCESSES To be sure, FISP has helped individual farmers, such as Salome Banda. Five years ago, Banda made the transition from subsistence farming to producing a surplus of maize for market because she received the grant once. "I have not had it since 2010 but I can buy my own fertiliser now," she told Reuters as she stood proudly by 50 kg bags of her maize stacked in a warehouse north of Lilongwe. She said one FISP grant tripled her production that season. For others, the benefits have not translated into such gains and even Banda, while she produces surpluses, has hardly made the leap to more productive, technical farming. "When I got FISP, I fed all my children," said Matezenji Watsoni, a 35-year-old mother of seven, as she waited outside a World Food Programme relief station in a rural Lilongwe suburb for a 50 kg bag of maize. "But this is the third year I have not had it, and it has brought hunger to my house," she said. This year a perfect storm is brewing after a decade of maize surpluses turned into a deficit of 225,000 tonnes in 2015, in a country that consumes 3 million tonnes annually. The harvest this season looks set to be even worse. RURAL TILL THE COWS COME HOME Another unintended outcome of the FISP is that by subsidising peasant farming, people have an incentive to remain on the land, adding to rural population pressures. Late rains have clothed central regions in simmering shades of green but this idyllic image belies the late start to the summer planting season and the grinding poverty of rain-fed, hand tilled agriculture. Malawi, which has done little to industrialise, is also barely urban. In 1990, 88 percent of the population was rural, a number that was 84 percent in 2014, according to World Bank data. Sub-Saharan Africa as a whole is 63 percent rural. Asked about industrialisation, finance minister Gondwe, a jovial septuagenarian, looked almost bemused. "It will take time to industrialise. But don’t forget this country cannot even make a needle. So to base your policy on that probably is asking too much."

Suffer little children to come unto me....: Gospel according to St. Luke is just one of those things. Flint is very different but the affected population is the same. Young children living in Flint are not in danger of suffering microcephaly nor any of the other consequences of the innocently malevolent mosquito. They are, instead, in danger of other developmental issues that may not manifest themselves for years to come. According to reports, as many as 8,000 Flint children under age 6 may have been exposed to lead in Flint’s water. That exposure may have done irreparable damage to some of their nervous systems and brains. The children who have suffered the effects of exposure to lead may require extra help in school because of learning disabilities and may require treatment for medical problems that can go on for years. Fetuses and young children are especially vulnerable to the effects of lead in the water. No one

could have done anything about the mosquito. Lots of people could have done something about the water. In 2014 when Flint’s emergency manager began providing water to residents from Flint River to save money, residents detected changes in the taste, smell and color of the water. High levels of bacteria were discovered and city officials told residents to boil their water before drinking it. When residents complained about water quality to state officials, Michigan Governor Rick Snyder’s people and the Michigan Department of Environmental Quality ignored their complaints. Even after state officials knew there was a problem they did nothing. Lynna Kaucheck, a Food and Water Watch organizer said: “It’s hard to believe that in 2016 people in the United States have to contend with poisoned drinking water, but that’s the sad sit-

uation that many Flint residents are contending with. . . . [S]ome residents continue to receive water that is undrinkable, due to lead contamination.” It has now been reported that in January 2015 fresh bottled water was provided for state employees working in office buildings in Flint even though residents had been told Flint tap water was safe to drink. A spokesman for the agency that manages state buildings said the bottled water was introduced after Flint failed to pass tests of water standards having nothing to do with lead in the water. In Michigan some Flint residents have begun a class action law suit against the government alleging that the “City has failed to provide drinkable water to Plaintiffs from April 2014 to present.” No one knows how that suit will end many years from now. In Brazil the sadness brought to the families was brought by the mosquito. In Flint it was brought by the politicians. The one is not completely understood. The other is understood all too well. Both have inflicted untold harm on their victims. The mosquito has not apologized. Michigan’s governor has. Neither the apology nor the lack of an apology makes the tiniest bit of difference to those affected. They are the children and parents whose lives have been altered in profound ways and no amount of science or money can compensate the children and parents for what they have lost. Prioritising the punishment of war criminals in Sri Lanka over other measures to achieve reconciliation risks re-empowering the extremists and undermining the government’s genuine reform efforts Ram Manikkalingam ast week the national anthem was sung in Tamil for the first time at the official celebration of Sri Lanka’s independence day. Six years ago the government’s own regional director for education in the Tamil north, Markandu Sivalingam, was assassinated by “unidentified” gunmen for disagreeing with then President Rajapaksa’s directive to ban the singing of the national anthem in Tamil at official functions. The United Nation’s High Commissioner for Human Rights, Prince Zeid, who is currently visiting Sri Lanka, should welcome the transformation this signals in Sri Lanka’s politics in just over a year since President Sirisena’s election. No doubt, the High Commissioner will also express the UN view – set out in a Human Rights Council resolution last September – that President Sirisena must set up a court to try war crimes committed during the bloody civil war that ended in 2009. The President is on record in favour of holding violators of humanitarian and human rights law to account. But he is also committed to reaching a deal that would give the Tamil community in the north and east of Sri Lanka power to manage economic, land and cultural issues. Some argue both objectives can be realized in tandem, but the political realities in postconflict Sri Lanka suggest otherwise. Demands for accountability for war crimes and autonomy are made by Tamil leaders but still resisted by much of the Sinhala establishment—these remain deeply polarising issues. To achieve both requires sensitivity to the politics. President Sirisena leads the Sri

L

Lanka Freedom Party; within it, there is a strong Sinhala nationalist faction, led by former President Mahinda Rajapaksa who ruled in an authoritarian manner until he lost elections in 2015. He is not yet a spent force, however, and is adept at using the divisions over accountability and autonomy as a political platform to regain political relevance and reverse Sirisena’s moves to strengthen democracy and social co-existence. International human rights activists argue that credible war crimes prosecutions of both the Tamil Tigers and members of the armed forces will politically discredit both Sinhala and Tamil extremists. They also argue that individual criminal prosecutions will help to undermine narratives of collective guilt—dispensing the notion that a whole community is responsible. The trial process will bring out stories of suffering, enabling Sinhalese to know what their Tamil brethren have gone through during the war, and Tamils to better understand the concerns of their Sinhala and Muslim ones. In short, advocates of giving precedence to setting up a war crimes court over other measures for dealing with past violations of human rights and humanitarian law, believe prosecuting war crimes will promote co-existence and toleration by ending impunity, thus making it easier to reach a deal on local autonomy. Yet, while this is undoubtedly a desirable outcome, it is by no means assured. Indeed, it is more likely that Sinhala nationalists will see prosecuting war crimes as a political concession to Tamils and a diplomatic concession to the international community. Many of them will see prosecutions as a betrayal of war heroes who defeated terrorism. At best, they may be persuaded to tolerate some prosecutions as a requirement for re-entering the international community as a respectable state. Still, they will resent it. And the Sinhala nationalist faction will use this resentment in parliament to block Tamil autonomy. International human rights activists who have little patience for the complex domestic politics of a country may believe this is a price worth paying—at least for the short term—to end impunity. However, they should be wary of a worse scenario: that giving priority to war crimes prosecutions provokes such a backlash that it undermines not just an autonomy deal, but the accountability project itself.

Pursuing legal accountability for war crimes is not just an apolitical ‘legal’ problem that only requires juridical solutions. If courts are set up quickly with inadequate political work domestically to explain the rationale and, more importantly, to politically marginalise the extremists, they won’t succeed in winning legitimacy. It will be all too easy for the Sinhala nationalists to portray the courts as submitting to external and Tamil pressure. If the government is unable to manage the conversation nationally about why accountability is needed, it may well retreat. The cross-party and multi-ethnic coalition of moderates, liberals and progressives that the President leads will fall apart, and so too the reform effort. Rather, a war crimes court should not, at the present time, be the top priority, as it appears to be for the international community. There are other tools that also promote justice and reconciliation, including a truth commission, reparations for victims, and identifying those (presumed dead) still missing from the conflict. The government has committed itself to take action in these areas too. Let it do so—and in so doing build the case for trials on the basis of a broadly shared narrative of the atrocities perpetrated by both sides to the conflict. Above all, the international community should be supporting President Sirisena to give precedence to negotiating a deal on autonomy as part of his efforts at deepening democracy. For Sri Lankans, particularly Tamils and Muslims, real political autonomy that gives them a future stake in the running of the country as equal citizens can be just as important, maybe more so, than lengthy war crimes trials. President Sirisena has made remarkable achievements in bringing the country together in only one year. He has demonstrated his commitment to democracy by reducing his presidential powers, seeking to include the Tamil and Muslim communities in governance and forging Sri Lanka’s first national unity government. International human rights activists should curb their enthusiasm to address accountability by giving priority to establishing a war crimes court. Instead they should push first for truth commissions, reparations and identifying the missing. A war crimes court can follow. In the meantime, President Sirisena’s political reforms—if successful—will pave the path for both legal and political accountability in the long-term, by first healing the country and reconciling all communities.

learly, money isn’t everything. For me, it’s not even in the top five. God, family, service to others, good health, and an enlightened mind come first in my life in that order. And perhaps we could say that an abundance of these five dimensions constitute true wealth. In this sense, one can be wealthy without being materially rich. But don’t get me wrong. I’m not against being rich, unlike some Christians who think that having money is somehow wrong or morally suspicious. That’s a huge misreading of the Scripture. The Bible doesn’t say that money is the root of all evil; it simply says that “the love of money is the root of all evil.” Money, by itself, is neither good nor bad---it’s neutral. It’s only the love of money that’s the problem---and that’s a human problem, not a money problem. For example, I personally know a good number of very rich individuals, including two millionaires, who are really godly and generous. At the same time, I have also come across many poor people who are just plain greedy and stingy. So, there’s no virtue in being poor. Money is simply a tool. Like a hammer, money can be used to build or to destroy. When you put it into the hands of a human being, it takes on the character of that person. It does whatever that person holding it wants to do. Or, we can liken it to a brick. You can take a brick and throw it at someone’s window or you can use the same brick to build a house. That brick doesn’t care what you do with it because it’s just a brick. To assume that someone must be bad because he is rich is like saying, “Oh, that person has a huge pile of bricks, so he must be bad.” Or, it’s like saying, “That guy doesn’t have any bricks, so he must be good.” That’s nonsense. You’re not bad if you have bricks and you’re not good if you don’t. The same is true with money. So, the logic is this: money in the hands of bad people can be very dangerous, whereas money in the hands of good people can be very useful. Still, a lot of good people may dismiss the concept of financial success as an “unworthy” goal. But I believe that understanding money---how to ethically make it, keep it, and share it---adds a positive dimension to wealth. Our lives, our relationships, and our happiness can improve when we have enough money. As such, it would please me greatly if you have a pile of money in your bank accounts. I want you to be able to buy nice things, cover emergencies without stress and panic, have sufficient reserves in your savings for your future, plus have some cash on hands to bless other people. Although pursuit of money shouldn’t become an obsession, I believe many of us would be better off if we could make more money. According to Mark Victor Hansen and Robert G. Allen, who have taught thousands of people to become millionaires, say that anyone can become a millionaire provided he or she applies the following wealth-making processes: 1. Dream: Developing self-confidence and a burning desire to be a millionaire. 2. Team: Attracting mentors and like-minded partners to make your dream a reality. 3. Theme: Selecting and applying one or more of the basic millionaire models for making money fast. Just to be crystal clear, I don’t believe in get-rich quick schemes or scams some people easily fall for. Nor should we approve anyone getting rich at the expense of the poor people (resulting in a win/lose outcome). Such a wealth-accumulation method is morally wrong and socially destructive because it causes the poor to be poorer. There’s a proper way to create wealth in an ethical, honest, and win/win manner. When we focus on adding value by sharing our wealth in knowledge and cash, we make everyone better off and we also make the world a better place to live in. One goal most people have in common is to become rich, and when you think of being rich the word “millionaire” often comes to mind. Although you and I may think it’s impossible to have so much money, the truth is that there are already an estimated 17 million millionaires in the world today. And many of these people would tell you and me that anyone can become a millionaire even when we have little or nothing to start with. With this in mind, I’ll be sharing certain proven money-making strategies of millionaires in the next few Thursdays in this paper, The Morung Express. My objective is this: inspire and/or assist as many young people as possible in Nagaland to become millionaires by 2075. hylet Mutsago, a 63-year-old who lives near the diamond fields of Marange, cannot hide her anger over how mining in this gem-rich part of eastern Zimbabwe has failed to improve the lives of local people. From a distance she watches as companies turn the ground over in search of the alluvial diamonds, releasing clouds of red dust into the sky. “Our hopes of benefiting from the diamonds are gone,” she said. “And with this severe drought we are now placing our lives in the hands of God. We are living close to these diamond mines, yet we are starving.” As crops fail due to a lack of rain, some villagers can no longer afford even one proper meal a day, and are surviving on wild fruits like baobab, Mutsago said. Amid frequent drought, people in Marange had hoped the diamond industry would invest in reviving irrigation schemes. National law requires mining companies to help local communities develop. Though prone to dry spells, the situation in Marange has been exacerbated by the current El Niño weather phenomenon, which has brought drought to large swathes of Zimbabwe. The government has declared a state of disaster in most rural parts of the country, saying that 2.44 million people - around a quarter of the population - need food aid.

Irrigation schemes in and around Marange, most constructed decades ago, are no longer operating properly as small-scale farmers cannot pay to maintain or replace aging equipment. “Just a few diamond stones could have helped change our lives, but no one seems to care,” said Mutsago. Her frustration is shared by many in Marange, an area home to over 80,000 people. Malvern Mudiwa said the drought was so serious that villagers had no idea how they would survive through the year. “But imagine - we are surrounded by diamonds!” said Mudiwa, who also heads a local advocacy group, the Marange Development Trust. “The government must order these mining companies to feed the starving people in Marange.” MURKY MANAGEMENT Marange was regarded as one of the world's richest alluvial diamond deposits, but its resources are depleting, experts say. It was estimated to have produced around 17 million carats in 2013, 13 percent of the global rough diamond supply, according to the Zimbabwe Mining Development Corporation. Marange produced 12 million carats in both 2012 and 2014, while production figures for 2015 are not yet available. When the Zimunya-Marange Community Share Ownership Trust was set up by President Robert Mugabe in 2012, the five diamond

companies operating there promised to put in $10 million each to support local villagers over the coming five years. Four years on, they have deposited only $400,000 in the trust. The basis for such schemes was established under the economic empowerment regulations of 2010, which say communities whose natural resources are exploited by a business must be guaranteed a share of the profits. In Marange, diamonds are being extracted by Anjin Investments, Di-

amond Mining Corporation, Jinan Mining, Marange Resources and Mbada Diamonds. The ownership of these companies is opaque, according to a 2012 report by investigative campaign group Global Witness. Several directors of Anjin were drawn from the Zimbabwean military and police, while a stake in Mbada was given to a company linked with a man reported to be Mugabe’s former personal pilot, Global Witness said. The merger is expected to be finalised this year. The government has a 50 percent shareholding in the new company, while the other half will be split among the private diamond companies. Anjin director Munyaradzi Machacha told the Thomson Reuters Foundation that issues regarding the Zimunya-Marange trust were being handled by Zimbabwe’s mining minister, Walter Chidhakwa. “We appeared before parliament, and as diamond companies, we clarified the issue,” Machacha said. At a parliamentary committee last year, the companies said they had never made a binding pledge to put $50 million between them into the Zimunya-Marange trust. The agreement was verbal and there was no written contract, they said.

'US & India consider joint patrols in South China Sea'

New Delhi, February 10 (reuterS): The United States and India have held talks about conducting joint naval patrols that a U.S. defence official said could include the disputed South China Sea, a move that would likely anger Beijing, which claims most of the waterway. Washington wants its regional allies and other Asian nations to take a more united stance against China over the South China Sea, where tensions have spiked in the wake of Beijing's construction of seven man-made islands in the Spratly archipelago. India and the United States have ramped up military ties in recent years, holding naval exercises in the Indian Ocean that last year involved the Japanese navy. But the Indian navy has never carried out joint patrols with another country and a naval spokesman told Reuters there was no change in the government's policy of only joining an international military effort under the United Nations flag. He pointed to India's refusal to be part of antipiracy missions involving dozens of countries in the Gulf of Aden and instead carrying out its own operations there since 2008.

The U.S. defence official said the two sides had discussed joint patrols, adding that both were hopeful of launching them within the year. The patrols would likely be in the Indian Ocean where the Indian navy is a major player as well as the South China Sea, the official told Reuters in New Delhi on condition of anonymity. The official gave no details on the scale of the proposed patrols. There was no immediate comment from China, which is on a week-long holiday for Chinese New Year.

China accused Washington this month of seeking maritime hegemony in the name of freedom of navigation after a U.S. Navy destroyer sailed within 12 nautical miles of a disputed island in the Paracel chain of the South China Sea in late January. The U.S. Navy conducted a similar exercise in October near one of China's artificial islands in the Spratlys. MARITIME COOPERATION Neither India nor the United States has claims to the South China Sea,

but both said they backed freedom of navigation and overflight in the waterway when U.S. President Barack Obama visited New Delhi in January 2015. Obama and Indian Prime Minister Narendra Modi also agreed at the time to "identify specific areas for expanding maritime cooperation". More than $5 trillion in world trade moves through the South China Sea each year. Vietnam, Malaysia, Brunei, the Philippines and Taiwan also claim parts of the waterway. In December, the issue of joint patrols came up

when Indian Defence Minister Manohar Parrikar visited the U.S. Pacific Command in Hawaii, an Indian government source said. "It was a broad discussion, it was about the potential for joint patrols," said the source, who declined to be identified because of the sensitivity of the matter. India has a long-running land border dispute with China and has been careful not to antagonise its more powerful neighbour, instead focusing on building economic ties. But it has stepped up its naval presence far beyond the Indian Ocean, deploying a ship to the South China Sea almost constantly, an Indian navy commander said, noting this wasn't the practice a few years ago. The commander added that the largest number of Indian naval ship visits in the South China Sea region was to Vietnam, a country rapidly building military muscle for potential conflict with China over the waterway. Still, the idea of joining the United States in patrols in the region was a long shot, the officer added.The Philippines has asked the United States to do joint naval patrols in the South China Sea, something a U.S. diplomat said this month was a possibility.

Koppad was found from under 35 feet of ice at an avalanche-hit army post in the Siachen glacier in Jammu and Kashmir -six days after he and nine other soldiers were buried. The bodies of the other nine have been found. "He continues to remain extremely critical with evidence of oxygen deprivation to the brain on CT scan. The soldier was found conscious but drowsy and disoriented. He was also severely dehydrated and in shock. He had pneumonia and was suffering from liver and kidney dysfunction. But there was no cold exposure related frost bite or bone injuries. Koppad's family from Karnataka, including his wife, are staying in the hospital complex, praying -- like millions across the country -- for his recovery.

Don't come to Haryana' ambala (haryaNa), February 10 (Pti): Haryana Health Minister Anil Vij today stroked a fresh row saying those who cannot live without eating beef should not visit the state where a stringent cow protection law is in place. "There are some countries we don't visit because food and drinking habits there don't suit us. Likewise, those people who can't live without eating beef should not come to Haryana," Vij said. Vij said Chief Minister Manohar Lal Khattar had yesterday clarified the issue and ruled out any plan to issue such licences and give relaxation to foreigners to consume beef in the state. Vij had last year pitched for declaring cow as the national animal and launched an online poll on the issue. Khattar had earlier reportedly said that he was open to relax the beef ban for foreigners in the state. Haryana's 'Gauvansh Sanrakshan and Gausamvardhan Bill, passed by the Assembly in March last year, came into force in November last prohibiting. Under the provisions of the law, cow trafficking, slaughtering and eating beef are banned in the state. The law clamps a complete ban on cow slaughter in the state and provides for a rigorous imprisonment ranging from three years to 10 years for killing the animal.

Scientists at the US space agency NASA have discounted reports that an Indian bus driver in Tamil Nadu was killed by a meteorite, saying he was likely hit by a land based explosion. Online photographs of the site of the suspected meteorite hit in a college campus on Saturday were more consistent with "a land based explosion" than with something from space, the New York Times reported Tuesday citing NASA scientists. Early reports included images of a crater, 5 feet deep and 2 feet wide. Witnesses described hearing an explosion, and police recovered a black, pockmarked stone from the site. The bill calls for the creation of an organized crime investigation agency, a special court to deal with trafficking cases and severe penalties for repeat offenders and the trafficking of minors, they said. "Human trafficking in India has taken on many forms, with people being trafficked for forced labour, domestic work and even begging," a senior Women and Child Development Ministry official working on the draft bill told the Thomson Reuters Foundation. "All these cases are dealt with by various agencies and under numerous different laws," she said. "The Supreme Court of India felt that all cases, national or international, should come under the purview of one single law. The new legislation will have a more holistic approach and plug the lacunae in the implementation of anti-trafficking drives." Amol Rajan said the move was a stand against what he said was the closed-minded view of Hindu nationalists. The city was officially renamed Mumbai in 1995, a change forced through by the far-right Shiv Sena party. However, within the city, the old colonial name and the Marathi-language name are often used interchangeably. “The whole point of Bombay is of an open, cosmopolitan port city, the gateway of India that’s open to the world,” said Rajan, who was born in Kolkata—formerly known as Calcutta—and raised in London. “If you call it what Hindu nationalists want you to call it, you essentially do their work for them,” the 32-year-old told BBC radio. “As journalists, as someone who edits The Independent, it’s incredibly important to be specific about our terminology. “I’d rather side with the tradition of India that’s been open to the world, rather than the one that’s been closed, which is in ascendance right now,” he said, referring to the ruling Bharatiya Janata Party. Trump, Sanders take New Hampshire by storm MANCHESTER, FEbRuARy 10 (REuTERS): Republican Donald Trump and Democrat Bernie Sanders coasted to victory on a wave of voter anger in the New Hampshire presidential nominating contest, thrashing traditional U.S. politicians in a display of anti-establishment power. Sweeping wins by Trump, a New York billionaire, and Sanders, a democratic socialist, on Tuesday testified to the sizable share of American voters upset at U.S. economic conditions and willing to send a shockwave to Washington in the Nov. 8 presidential election. New Hampshire’s verdict sets up a tough fight for Republicans in South Carolina on Feb. 20 and for Democrats there on Feb. 27. Some of the most monumental campaign battles in elections past have been fought in the state that holds the first primary election of the American South. An editorial “Media under siege” in the Daily Times said that an attack on City 42 television channel’s office in Lahore by unidentified armed men has “further panicked journalists, who are already living under the shadow of fear due to constant threats from the terrorists”. So far the police are clueless about the perpetrators of the attack. “In the wake of similar attacks on media offices and personnel in Lahore, Faisalabad and Karachi, this emerging onslaught on the media is becoming more common, with the obvious aim of further stifling its freedom. “It seems part of a broader agenda to put the mainstream media under siege. The journalist community and political parties’ leaders have condemned the attack and demanded the arrest of the culprits as soon as possible,” the daily said. The editorial observed that the “attack prompted the lawmakers of the Punjab Assembly to move a joint resolution while the journalist community staged a protest

demonstration to press for their demands to be provided security”. Noting that the profession of journalism has always been a challenging job in Pakistan, the daily said: “Nowadays, media houses are vulnerable to terrorist attacks. It is the state’s responsibility to provide protection to journalists inside and outside their workplaces.” It went on to say that Pakistan has “already become notorious for increasing incidents of killings of journalists and is considered one of the most dangerous places for media persons in the world”. “Not only the government but media managements should also take stringent measures as the scale of the threat is very large and the personnel of the law enforcement agencies by themselves cannot ensure the security of all media outlets.” It said that coordinated efforts by the authorities and managements may be the best way forward for the security of media offices and journalists. “Stronger preventive measures and protection must be undertaken while reviewing existing security protocols for possible loopholes. An editorial “Caned for not wearing a uniform!” in the Daily Star said that the caning of a schoolgirl in a government school in Pabna “leaves us disgusted and horrified”. Rojoni was beaten until she fainted because she was not wearing her school uniform which her labourer father could not afford to buy. “How can such barbarism be allowed in a place where young minds are supposed to be nurtured and taught? How can a teacher resort to such violence, especially when the High Court and government have expressly prohibited corporal punishment in all schools?” The daily said that obviously teachers and school authorities have “no regard for

WIndies board rejects call for new deal in World T20 row

kIngsTOn, February 10 (reuTers): West Indies players will be thrown off the squad for the World Twenty20 if they do not agree to financial terms by Sunday's deadline, the head of the region's cricket board said on Tuesday. The hard-line stance comes in the wake of reports that the 15-man squad, upset at a huge pay cut, has rejected the contract offered by West Indies Cricket Board (WICB). Cricinfo.com on Tuesday published a letter from Darren Sammy to the WICB in which the West Indies captain said the financial terms for the World Twenty20, which starts in India on March 8, were unacceptable. "We want to represent the West Indies but the financials on offer we can't accept," Sammy wrote. WICB chief executive Michael Muirhead did not sound in a negotiating mood, however, when he spoke

Waste Management THe bATTle oF KiKruMA in a smart city (Fought between Kikrüma Nagas and Britishers in 1851)

ahatma Gandhi once said "If we want a country we must look for a clean country first". At the wake of an accelerated course of development, with promises and anticipated change of smart cities, the State should focus on a fundamental concern: waste management. Most of us are aware of the importance of living in a clean city but the question is how do we make our city clean without affecting our environment and the ecosystem for the future generation? A clean city should co-relate with a sustainable approach to achieving this goal. The allurement of this gargantuan effort takes risk in the expectation that the individual wakes to the reality of the emphasis placed on ‘the individual’s effort’. Therefore, how do we manage the waste in which we all hold responsibility in its ever-growing production? Kohima and Dimapur- the two main cities of Nagaland are growing at a very progressive rate. They are considered as category D cities (as per the Indian population-based classification of cities). This means that the city has a population of around 3 lakhs. Several years ago the topic of waste management would not have been an issue of concern. The waste generated was, to an large extent, controllable and it was either buried or burnt, which is an easy way to dispose off waste. Moreover, the amount of waste was not as much as compared to the waste generated at present day. In fact, we can assume that there were only a handful of plastic wrappers around a radius of 5km. But like any other developing state or city, the residential and commercial waste gradually increased along with the size of the city itself. Now we are looking at a minimum average of 1 kg of waste (both biodegradable and non biodegradable) per household generating approximately 50 MT in total waste per day just in Dimapur itself. 50 MT is the size of a small 2 bedroom house if we want to visualize. Out of this, 50% is non-biodegradable waste, like plastics, glasses and this type of waste when exposed to moisture and rainwater creates a liquid known as leachate, which in the long run contaminates the soil and water destroying our ecosystem. One positive way to look at this growing waste is that these growing quantity of waste are the signs of growth and development of a city, maybe even economic prosperity. And also looking at waste, as a resource would be an added bonus, Resources in generating power, recyclable reusable products, even fertilizers from the biodegradable waste. Indeed it is imperative to have a clean and smart city but it is more important to clean in a smart way with a sustainable approach. The city of Kohima is one of the few cities in the northeast that has a sanitary landfill following a compost plant and a leachate treatment plant. This in the long run will provide sustainable benefits and social and economic benefits to stakeholders and residents of Kohima. These are the first big steps towards a smart and clean city. It takes all to contribute to generate waste and it will take an equal participation of all to accomplish the goal of a clean and green City. Clement Imsong

n the middle of the 19th century, a very significant and historical battlefield took placed in the North Eastern Frontier hills between the Britishers and the Kikrüma Nagas. Historically speaking, this was the only battle field worthy to be mentioned as far as the Britishers adventured to this part of the Naga region. They fought the bloodiest battle ever fought in the entire North- Eastern frontiers hills on the 11th February 1851 at Kikrüma. Kikrüma village is situated at the extreme south west of the present Phek district of Nagaland. They belong to the Chokri speaking group of the Chakhesang tribe, erstwhile Eastern Angami. The Chokris called them Phügwumi, meaning old village people or early settlers, the Khezas called them Sumi meaning people who lives in the centre. The village name, appeared as Kekremah for the first time when Lieutenant Vincent filled his report after his 1st and 2nd Military expedition in November 1849 and March 1850 respectively. The nearest village to Kikrüma that he could reached was Pushumi (Pudunamai) of Mao tribe. In Mao dialect, literal meaning of Kekremah is early men. Since then, the village is officially known as Kikrüma. Interestingly, the people of this part of the Nagas in those days did not name their own village by themselves but the name given by the neighbouring villages becomes their recognised name of the village. *By then Kikrüma village had more than 1000 households having more than 2000 warriors as reported by lieutenant Vincent. -Among those warriors some had the records of having taken more than 70 heads,* they were dreaded by their neighbouring village, even the then most powerful Raja Gumbhir Singh of Manipur was afraid to take on them. It was sometime early 1851, by then, the Britishers were already at Mezoma village, defending the Jabeilie clan against Neitholie's clan and already had contacted the villages around Mezoma, many became friendly except Khonoma village and Neitholie clan of Mezoma. The people of Kikrüma having heard the affect of their stay at Mezoma, sent message to the Britishers, challenging them to come and fight, saying;"why not the Sipahees come and fight us?" Curious to know who were these people, on 3rd February 1851, the Britishers under the command of Capt. Reid and Lt. Vincent along with 1st and 2nd Assam Light Infantry proceeded for the first time, with "two 3 powder guns, two mortars and a hundred armed personals" to discover 'that large village' Kikrüma. On their way, the Britishers came acrossed the villages situated below the foothills of eastern side

of Mt. Japfü, present southern Angami villages and faced some minor resistance but eventually subdued them to their side and halted at Pudunamai(puswumi ) village of Mao tribe. From this village, one can have a Panoramic view of Kikrüma village. When Capt. Reid revealed his destination to the villagers, the dreaded side of the Kikrüma Nagas was told to him by the locals. At one point of time, Capt. Reid decided not to proceed further under the pretext of difficulty in provisioning the troops and transporting the armours. But on February 5th, 1851, two young men from Kikrüma village once again brought a message from their people challenging them to come to their village and prove who had the greatest power in these hills. Till then, there was no power known to have challenged the superiority of Kikrüma Nagas. The two men having no knowledge about the fire power of the Britishers, scornfully declared that they did not care for their weapons and said; " your sipahees are flesh and blood as well as we are and we will fight with spears and shields and see who are the best men; here is specimen of our weapon," and handed over a handsome spear to Capt. Reid. The Britishers too seemed afraid to take on them, because that was the first time they had been challenged Openly by a Naga village in their history. However, to save the honour and image of the British Empire and mostly to avoid the injurious effect to return to Mezoma without accepting the challenge , which would have been attributed to fear, Capt. Reid determined at once to uphold the name and honour of his country, decided to accept the challenge, he immediately prepared himself with full caution by availing all the arms and personnel under his command. He also heard that four other villages might joined Kikrüma Naga, therefore, "the greatest caution was necessary"' so he sent for Lt. Campbell who was still at Mezoma. Lt. Campbell along with 50 armed personnel in their way to Mao mobilised 800 Nagas from those villages earlier subdued by his captain to fight on their side. +This was possible within such a short span of time only because Naga warriors of Kikrüma had taken many heads of the many neighbouring villages in the past and these villages were waiting an opportune time like this to avenge their deaths. Having fully prepared, Capt. Reid along with his reinforcements marched out from the "Sopfüma village" on the 9th February 1851 towards Kikrüma through Kidima village, a distance of 3kms from Kikrüma village, with Sidzü river in between. Meanwhile, the Kikrüma Naga Warriors were preparing themselves to fight

from the West, at a particular location which give them great advantages and their enemies were expected to come from that direction, they had to climbed a steep hillocks in order to reach their village. Accordingly, boulders and logs were dumped on the edge of the hillocks to be pushed and rolled down at their enemies as and when they come up from that direction. But Capt. Reid took notice from Kidima village that the People of Kikrüma were busy in making impediments from that direction, so he decided not to attack from the point and proceeded further North towards Kezoma village and encamped below that village on the banks of Sidzü river in 10th February night. The much awaited and only expected entry point of their enemy did not take place and at one point of time the people of Kikrüma once thought the Britishers were not coming because they were seen marching downward beyond Kidima village at the same time they never expected their enemy would take on them from the northern end of their village. However, on the 11th February morning, British troops along with their Naga allies headed toward Kikrüma from the northern end for an inevitable battle that has been awaited them. This time the Kikrüma Naga Warriors decided to fight their enemies within their village boundary, because they had not prepared or arranged any other mean of fighting from any other direction other than West end. Meanwhile, in the presence of the British troops the Naga allies of British moral was high and in the process advanced much ahead of the main troops and got themselves engaged in fighting with the Kikrüma Naga Warriors. At that point, many of the British Naga allies were killed. A Naga warrior Müswüri by the name had single handedly killed scores of the allies of Britishers. However, the arrival of the main troops the Warriors of Kikrüma were taken by surprised by the 3 pounder guns mortars and musketeers which they had never come across in their life. The battle lasted the whole day, leaving more deaths in the side of Kikrüma Naga, about 300 of their Warriors including Müswüri were killed. The soldiers of the 1st and 2nd Assam light infantry drive out the Naga Warriors from the village with great difficulty. Although, Capt. Reid had objected to burning of the village, his Nagas allies actuated by the feeling of revenge, set the village on for from all sides and soon the greater part of the village was burnt along with huge quantity of paddy and other households, only about six households situated in the middle of the village were saved. Since the battle lasted that whole day,

the troops and its allies had to spend the night in the village. So determined and brave were the Naga Warriors of Kikrüma, throughout the night they kept their enemy attack from all sides of the village and killed many of them in the darkness. The troops and its allies had to spend and suffer a miserable night without water and for the injured and for themselves. In desperation they had to fire the 3 pounder guns and mortars blindly so as to scare away their enemies. It had been told that the troops and their allies did believed that the universe; the moon, the stars and the sun too listened and obeyed the wishes of Kikrüma Nagas, because, for the Britishers and its allies, that night the moon and the stars seemed to be standing still making the night much longer than ever. On February 12th 1851, the next morning, as the troops and its allies were retreating after having fought the bloodiest battle through the south-west west of the village gate, they came to noticed the presence of hundreds of old men, women and children in a secluded paddy field located outside the village where they had been kept while their Warriors were fighting their enemies. The" ruthless barbarian allies" showed no mercy and once again actuated by the feeling of revenge for the many of their friends killed on the previous day "murdered and exterminated" those defenceless people. The Britishers had to forcibly stopped their Naga allies in committing the murder of the innocents. +It is believed that the numbers of murder that took place on that fateful morning of 12th February was much higher than that of the previous day killed. However, this ugly side of the history was not mentioned in any of the book or writing as usual because, if so then, the history of British in Naga hills would have been different. Sunderland's Johnson admits one count of sexual activity with child LONDON, February 10 (reuters): England international Adam Johnson pleaded guilty to one count of sexual activity with a child, but denied two other charges, when he appeared at Bradford Crown Court on Wednesday. The 28-year-old Sunderland winger, who has played 12 times for England, also admitted one count of grooming a girl under the age of 16, a court official said. Johnson, who began his career at Middlesbrough and also played for Manchester City, joined Sunderland for 10 million pounds in 2012 on a four-year contract. Kohli’s Pakistani fan’s bail plea verdict reserved LahOre, February 10 (Pti): The young Pakistani fan of ace Indian cricketer Virat Kohli who was arrested for hoisting the Indian tri-colour atop his home in Punjab province may have to spend more time in police custody after a court reserved its verdict on his bail plea. Judge Anique Anwar of district court in Okara reserved the decision yesterday after the counsel for Daraz completed his arguments on his bail petition. Daraz, a 22-year-old tailor, who also resembles Kohli, is facing up to 10 years imprisonment for hoisting the Indian flag at the rooftop of his house in Okara district. He was arrested from his house, some 200 kilometers from Lahore, on January 25 and police registered an FIR under section 123-A of Pakistan Penal Code and 16 Maintenance of Public Order. The section 123-A (acts of damaging the sovereignty of the country) carries maximum punishment of 10 years in jail or fine or both.
