nPf urges all stake holders NTAC, JCC appalled by to come to ‘amicable’ terms ‘adamant’ stand of TR
DImaPur, February 11 (mexN): The Naga People’s Front (NPF) on Saturday reiterated that the State Government took the decision to hold the ULB election only after duly consulting the tribal hohos. Prior to the announcement of the ULB elections, the Chief Minister TR Zeliang had conducted a chain of consultative meetings, altogether 14 sittings, with the leaders of the various tribal hohos, a press statement from the NPF media & press bureau in a press statement claimed. It pointed out that following the meetings, the government affected amendment of the Nagaland Municipal (third amendment) Act, 2016 and clarification made concerning the word “Schedule Caste” and “Tax on land and buildings” on the confusion over holding the ULB elections as suggested/desired by the APO and Ao Senden in particular. The NPF also stated that the Naga Mothers Association, (NMA) on request of the State Government withdrew the Special Leave Petition (SLP) from Supreme Court. Despite all this, the NPF expressed sadness that “confusion and extremism flamed unabated.” “The party (NPF) has firmly held the responsibility of protecting and preserving our identity through all weathers. But it is tearfully painful that, despite this
Revoke suspension of Rio and Imkong
Four MLAs say “This will pave the way for party unity and reconciliation at the most crucial time”
KohIma, February 11 (mexN): In mid 2016, when Neiphiu Rio returned to Nagaland from Delhi, fresh after his suspension from the Naga People’s Front, his followers held up banners that read ‘Rio is the answer.’ While the question at the time may not have been clear, four MLAs from Nagaland State have brought up the answer again in an ‘Appeal’ to the President of the NPF. In the “light of the present critruism, today’s division amongst our society threatens to topple the Nagas society into the bottomless pit of degradation, shame, despair, helplessness and hopelessness,” it went on to state. In addition, despite the ban by the Supreme Court against holding of any bandhs, the NPF maintained that the State Government is maintaining restrain for concern of the public, with all effort to work towards building up a social and political order based on justice, peace and harmony.
sis,” the MLAs have appealed to the NPF party President to “revoke the suspension orders” of Lok Sabha MP Neiphiu Rio and MLA Imkong Imchen. According to the MLAs, “This will pave the way for party unity and reconciliation at the most crucial time.” Signatories to the Appeal are Er. Kropol Vitsu, MLA 15 Southern Angami II A/C of Kohima district, Noke Wangnao, MLA 43 Tapi A/C of Mon district, CM Chang, MLA 51 Noksen A/C of Tuensang district and Namri Nchang, MLA 6 Tening A/C of Peren district. While “acknowledging” that Rio had gone to Delhi as an MP “in the greater interest” of the Nagas, they stated that the situation back home has now gone “out of control.” Thus, they concluded that
their appeal for Rio to “return to the State” will “reunite the party, salvage the situation and further strengthen our relationship with the NDA Government in Delhi, for the greater interest of peace and development in Nagaland.” The MLAs also clarified that these “views, advice and opinion” have been drawn from “interactions” with “elected members, people’s representatives, leaders of masses and cross sections of society.” “The need of the hour is for the Government to listen to the voice of the people and respond in a positive manner so that peace, order and administration can be restored in Nagaland as early as possible,” the Appeal maintained.
It has therefore appealed to all state holders to come to amicable terms for the sake of posterity, peace and tranquility.
opposition from tribal hohos and civil societies, the court has been given the space to take up the issue and pass any order from their own understanding. “In the event of the Supreme Court passing any judgment diluting the provision of Article 371-A, in the near future, the tribal Hohos and other civil societies who are pioneering the present agitation should be held responsible by the Naga people,” added a press release issued by NPF Press Bureau. Govt’s effort is to save & protect Article 371 A from court’s encroachment: NPF

“And to all the callous legislators, we only wish good luck for the coming election”
KohIma, February 11 (mexN): The JCC and the NTAC has denounced the adamant stand of Nagaland Chief Minister TR Zeliang for refusing to step down from his chair even after expiry of the threeday deadline, which ended February 10 midnight. Media cell, NTAC said they were appalled by the “apathetic and inhumane attitude” of the Chief Minister to step down simply based on the numerical support of the legislatures and ignoring the voice of the people while claiming that he has met the demand of the JCC and the NTAC. The NTAC/JCC also expressed shock that the “honourable elected members of the Nagaland Legislative Assembly at present appear to have no iota of conscience on the issue.” It expressed surprise that they have also gone against the people who have elected them and continue to support TR Zeliang whose “act of betrayal” has led to the loss of precious lives and consequent hard-
ships faced by the people. As elected by the people and taken pledge before the constitution to work for the welfare of the people are they not duty-bound to listen to the voice of the people and their sufferings than turn a deaf ear, rooted upon lust for money and power?, the two committee questioned. Stating that it is high time the elected legislatures realise that in a democratic form of government the voice of the people will ultimately prevail over any “mischievous deception,” the press statement added, “to all the callous legislatures we only wish good luck for the coming election.” The committees also vowed that there would be no stopping in the voice of the people until and until their demands are fulfilled.

Mobile Internet Block: Youngsters Indefinite state-wide bandh from Feb 13 28 orgs, 126 individuals write to President: Uphold Naga women’s democratic rights make beeline to Assam to browse Morung Express News
Morung Express News Dimapur | February 11
Social media savvy youngsters from Nagaland are travelling all the way to neighboring Assam to browse the net and update on their virtual life. With the mobile internet and SMS blocked by the State Government due to tension over the ULB election, many youngsters from Dimapur who think and breathe with social networking are making a beeline to Bokajan and Khat Khati, the nearest towns in Assam from Dimapur. With the virtual life brought to a halt due to the block on mobile internet, youngsters and old alike dependent on technology are feeling jittery because of the inaccessibility. Aseo, an engineering student residing in Burma Camp says he along with his friends usually takes an auto to Bokajan in the morning, halt by a teashop or at the Bokajan train station and spend the day browsing the social networking sites, download songs and movies. “After hanging out the day, we catch a 4pm train to return to Dimapur in the evening,” Aseo informed.
According to the engineering student, they are not the only ones who go to Assam to fiddle with their mobiles. “We thought we were the only ones. However, we were surprised to see a lot of others like us hanging out there just to browse on the net. In this age of technology, where youngsters are dependent on social media to exist, it comes as no surprise on the extent they will go to get in to social networking and catch up with their online friends. “I have a friend who pedals daily to the nearby Assam on a cycle to get the network, chat on social networking sites and return,” Aseo also revealed. While the inconvenience caused to those active on social media or online gamers may sound trivial, there are many who are dependent on mobile business and online transactions. Even the banking institutions in the State are not happy on how both the banks as well as customers face several hardships due to the data and SMS block. Local entrepreneurs and small businesses have also been hit hard since they rely on wireless POS transactions and for business networking.

The Joint Coordination Committee (JCC) announced today that the state-wide bandh will resume from February 13. JCC co-convenor, Vekhosayi Nyekha informed that the JCC and the NTAC along with the respective tribe hohos will enforce the proposed bandh daily from 8AM to 5PM with certain exemptions. Stating that the bandh will be “in toto,” including the police, district administration and educational establishments, the JCC informed that only certain essential services will be exempt from the purview of the bandh, which will apply to the entire state. The list of exemptions include medical personnel, postal service, Fire & Emergency Services, paramilitary, weddings, funerals, media, ambulance and movement of patients in private vehicles. While civilian movement and businesses can resume after 5PM daily, the JCC stated that the ban on movement of government vehicles will not be relaxed. “Movement of government vehicles will be restricted 24x7,” added the JCC. It was however unclear whether JCC will exempt
the students appearing for the annual HSSLC/HSLC examination scheduled to begin from February 14. Terming the bandh as “democratic,” the JCC asked volunteers not indulge in vandalism and to display good conduct to people exempted from the purview of the bandh. It also appealed government employees to bear with the inconveniences resulting from the agitation. The JCC further termed as “shameful and ridiculous” a comment reportedly made by the Chief Minister. As per Nyekha, the CM reportedly expressed wish to stay in office till the end of the current financial year. Nyekha said that the CM told this to NBCC mediators.

While asking the youths to be prepared for any eventualities, the CYF in a press note has sought cooperation from the public during the bandh. The CYF also put restriction on the movement of any person (s) called as “anti-Naga” as per NTAC and JCC resolution and those banished/ excommunicated by Naga tribe in Chakhesang jurisdiction until and unless the case is settled at a competent platform.
ANSTA & ANPSA appeal for peaceful conduct of exams DImaPur, February 11 (mexN): Two apex associations representing the student and teaching community today appealed for the total exemption of students’ community from the purview of the proposed indefinite bandh from February 13. The High School Leaving Certificate Examination (HSLC) and Higher Secondary School Leaving Certificate Examination (HSSLC) exams are scheduled to start from February 15 and 14 respectively. Over 55,000 students will be appearing for the Classes 10, 11 and 12 Final Board Exams conducted by Nagaland Board of School Education (NBSE) from different centres across the State. “In view of important forthcoming exams, the All Nagaland School Teachers Asso-

On account of compelling situation even if bandh is intensified, it should not hamper the career of innocent students in any manner, it said requesting the “agitating party” for giving
due priority to the well-being of students while chalking out any protest programme and ensure smooth conduct of the examinations. Meanwhile, expressing concern over the prevailing uncertain situation, the All Nagaland Private Schools Association (ANPSA) Central Body has also appealed for peaceful conduct of the final board exams. “The students have been preparing hard for these exams. Any postponement/deferment at this juncture will cause untold hardship and misery and will jeopardize the career of our children (students),” maintained a press note from ANPSA (Central) President Bithungo Kikon and General Secretary Nini Sekhose. “The ANPSA therefore humbly appeal to all concerned to allow the Board Exams to be conducted peacefully,” it added.
New DelhI, February 11 (mexN): 28 organisations and 126 individuals have written an Open Letter to the President of India and the Chief Minister of Nagaland expressing their solidarity with Naga women asserting their democratic rights. These strong voices of socio-political change from all over the Indian Union have demanded that the Nagaland State Government “uphold the rights of women, in this and other areas of law and governance” while implementing the “33% political representation of women in local bodies with immediate effect.” The feminists have sharply condemned the “antiwomen” position taken by “male dominated tribal bodies” such as the Nagaland Tribes Action Committee “in the name of protecting their tradition and customary practices that bar women from participating in decisionmaking bodies.” These bodies, the Open Letter noted, have chosen to ignore the “Constitutional principle of equality before law, thus denying the Naga women their electoral rights.” Through all this, the State has become “complicit in protecting patriarchal traditions to the detriment of principles of gender equality.” Asking the government to resume the electoral process as well as “stop colluding with powers that promote anti-women practices of communities,” the group of activists, academics, journalists, writers, teachers, among others, has reiterated that Urban Local Bodies “are not traditional Naga institutions recognised by Article 371(A) of the Constitution but rather, Constitutional bodies under Part IX of the Constitution over which the traditional Naga bodies have no mandate.” While the “unconstitutional demands” made by the tribal bodies have been condemned, the signatories to the Open Letter have strongly supported the struggle of Naga Mothers Association and others who have “consistently been fighting for peace, justice and the rights of Naga women for political representation in local bodies.
