DImaPur, February 11 (mexN): The Rengma Selo Zi (RSZ) has refuted the statement made by the Chief Minister TR Zeliang, which appeared on February 8, 2017 in the local dailies stating that the “RSZ had initially support 33% reservation but backtracked on the issue.” In a rejoinder, the RSZ expressed surprise on the allegation made by the Chief Minister and maintained that it had in no point of time made any official stand on the reservation issue prior to the public declaration of January 23, 2017 where it stood for the boycott of the ULB elections. The RSZ also assured the students’ community within its jurisdiction that their upcoming exams will not be affected by the proposed indefinite bandh. It reminded the students that both JCC and NTAC are shouldering the interest of the future generation and therefore, every Naga should render their moral support. While informing that it was fully prepared for the indefinite bandh proposed from Monday onwards, it also assured the Rengma public that there shall be no shortage of essential commodities in its jurisdiction.

nPf urges all stake holders NTAC, JCC appalled by to come to ‘amicable’ terms ‘adamant’ stand of TR
DImaPur, February 11 (mexN): The Naga People’s Front (NPF) on Saturday reiterated that the State Government took the decision to hold the ULB election only after duly consulting the tribal hohos. Prior to the announcement of the ULB elections, the Chief Minister TR Zeliang had conducted a chain of consultative meetings, altogether 14 sittings, with the leaders of the various tribal hohos, a press statement from the NPF media & press bureau in a press statement claimed. It pointed out that following the meetings, the government affected amendment of the Nagaland Municipal (third amendment) Act, 2016 and clarification made concerning the word “Schedule Caste” and “Tax on land and buildings” on the confusion over holding the ULB elections as suggested/desired by the APO and Ao Senden in particular. The NPF also stated that the Naga Mothers Association, (NMA) on request of the State Government withdrew the Special Leave Petition (SLP) from Supreme Court. Despite all this, the NPF expressed sadness that “confusion and extremism flamed unabated.” “The party (NPF) has firmly held the responsibility of protecting and preserving our identity through all weathers. But it is tearfully painful that, despite this
Revoke suspension of Rio and Imkong
Four MLAs say “This will pave the way for party unity and reconciliation at the most crucial time”
KohIma, February 11 (mexN): In mid 2016, when Neiphiu Rio returned to Nagaland from Delhi, fresh after his suspension from the Naga People’s Front, his followers held up banners that read ‘Rio is the answer.’ While the question at the time may not have been clear, four MLAs from Nagaland State have brought up the answer again in an ‘Appeal’ to the President of the NPF. In the “light of the present critruism, today’s division amongst our society threatens to topple the Nagas society into the bottomless pit of degradation, shame, despair, helplessness and hopelessness,” it went on to state. In addition, despite the ban by the Supreme Court against holding of any bandhs, the NPF maintained that the State Government is maintaining restrain for concern of the public, with all effort to work towards building up a social and political order based on justice, peace and harmony.
sis,” the MLAs have appealed to the NPF party President to “revoke the suspension orders” of Lok Sabha MP Neiphiu Rio and MLA Imkong Imchen. According to the MLAs, “This will pave the way for party unity and reconciliation at the most crucial time.” Signatories to the Appeal are Er. Kropol Vitsu, MLA 15 Southern Angami II A/C of Kohima district, Noke Wangnao, MLA 43 Tapi A/C of Mon district, CM Chang, MLA 51 Noksen A/C of Tuensang district and Namri Nchang, MLA 6 Tening A/C of Peren district. While “acknowledging” that Rio had gone to Delhi as an MP “in the greater interest” of the Nagas, they stated that the situation back home has now gone “out of control.” Thus, they concluded that
their appeal for Rio to “return to the State” will “reunite the party, salvage the situation and further strengthen our relationship with the NDA Government in Delhi, for the greater interest of peace and development in Nagaland.” The MLAs also clarified that these “views, advice and opinion” have been drawn from “interactions” with “elected members, people’s representatives, leaders of masses and cross sections of society.” “The need of the hour is for the Government to listen to the voice of the people and respond in a positive manner so that peace, order and administration can be restored in Nagaland as early as possible,” the Appeal maintained.
It has therefore appealed to all state holders to come to amicable terms for the sake of posterity, peace and tranquility.
opposition from tribal hohos and civil societies, the court has been given the space to take up the issue and pass any order from their own understanding. “In the event of the Supreme Court passing any judgment diluting the provision of Article 371-A, in the near future, the tribal Hohos and other civil societies who are pioneering the present agitation should be held responsible by the Naga people,” added a press release issued by NPF Press Bureau. “And to all the callous legislators, we only wish good luck for the coming election”
KohIma, February 11 (mexN): The JCC and the NTAC has denounced the adamant stand of Nagaland Chief Minister TR Zeliang for refusing to step down from his chair even after expiry of the threeday deadline, which ended February 10 midnight. Media cell, NTAC said they were appalled by the “apathetic and inhumane attitude” of the Chief Minister to step down simply based on the numerical support of the legislatures and ignoring the voice of the people while claiming that he has met the demand of the JCC and the NTAC. The NTAC/JCC also expressed shock that the “honourable elected members of the Nagaland Legislative Assembly at present appear to have no iota of conscience on the issue.” It expressed surprise that they have also gone against the people who have elected them and continue to support TR Zeliang whose “act of betrayal” has led to the loss of precious lives and consequent hard-
ships faced by the people. As elected by the people and taken pledge before the constitution to work for the welfare of the people are they not duty-bound to listen to the voice of the people and their sufferings than turn a deaf ear, rooted upon lust for money and power?, the two committee questioned. Stating that it is high time the elected legislatures realise that in a democratic form of government the voice of the people will ultimately prevail over any “mischievous deception,” the press statement added, “to all the callous legislatures we only wish good luck for the coming election.” The committees also vowed that there would be no stopping in the voice of the people until and until their demands are fulfilled.

Mobile Internet Block: Youngsters Indefinite state-wide bandh from Feb 13 28 orgs, 126 individuals write to President: Uphold Naga women’s democratic rights make beeline to Assam to browse Morung Express News
Morung Express News Dimapur | February 11
Social media savvy youngsters from Nagaland are travelling all the way to neighboring Assam to browse the net and update on their virtual life. With the mobile internet and SMS blocked by the State Government due to tension over the ULB election, many youngsters from Dimapur who think and breathe with social networking are making a beeline to Bokajan and Khat Khati, the nearest towns in Assam from Dimapur. With the virtual life brought to a halt due to the block on mobile internet, youngsters and old alike dependent on technology are feeling jittery because of the inaccessibility. Aseo, an engineering student residing in Burma Camp says he along with his friends usually takes an auto to Bokajan in the morning, halt by a teashop or at the Bokajan train station and spend the day browsing the social networking sites, download songs and movies. “After hanging out the day, we catch a 4pm train to return to Dimapur in the evening,” Aseo informed.
According to the engineering student, they are not the only ones who go to Assam to fiddle with their mobiles. “We thought we were the only ones. However, we were surprised to see a lot of others like us hanging out there just to browse on the net. In this age of technology, where youngsters are dependent on social media to exist, it comes as no surprise on the extent they will go to get in to social networking and catch up with their online friends. “I have a friend who pedals daily to the nearby Assam on a cycle to get the network, chat on social networking sites and return,” Aseo also revealed. While the inconvenience caused to those active on social media or online gamers may sound trivial, there are many who are dependent on mobile business and online transactions. Even the banking institutions in the State are not happy on how both the banks as well as customers face several hardships due to the data and SMS block. Local entrepreneurs and small businesses have also been hit hard since they rely on wireless POS transactions and for business networking.

The Joint Coordination Committee (JCC) announced today that the state-wide bandh will resume from February 13. JCC co-convenor, Vekhosayi Nyekha informed that the JCC and the NTAC along with the respective tribe hohos will enforce the proposed bandh daily from 8AM to 5PM with certain exemptions. Stating that the bandh will be “in toto,” including the police, district administration and educational establishments, the JCC informed that only certain essential services will be exempt from the purview of the bandh, which will apply to the entire state. The list of exemptions include medical personnel, postal service, Fire & Emergency Services, paramilitary, weddings, funerals, media, ambulance and movement of patients in private vehicles. While civilian movement and businesses can resume after 5PM daily, the JCC stated that the ban on movement of government vehicles will not be relaxed. “Movement of government vehicles will be restricted 24x7,” added the JCC. It was however unclear whether JCC will exempt
the students appearing for the annual HSSLC/HSLC examination scheduled to begin from February 14. Terming the bandh as “democratic,” the JCC asked volunteers not indulge in vandalism and to display good conduct to people exempted from the purview of the bandh. It also appealed government employees to bear with the inconveniences resulting from the agitation. The JCC further termed as “shameful and ridiculous” a comment reportedly made by the Chief Minister. As per Nyekha, the CM reportedly expressed wish to stay in office till the end of the current financial year. Nyekha said that the CM told this to NBCC mediators.
AYO to enforce Kohima bandh
In view of the statewide bandh called by the NTAC and JCC from January 13, 2017 onwards, the Angami Youth Organization (AYO) said it will observe the bandh in Kohima from 6:00AM to 6:00PM. Besides the volunteers on duty, the AYO has called upon all Angami villages and its entire population with the exception of the elderly and juveniles to be prepared for any eventuality.
Meanwhile, the AYO has convened a meeting with the presidents/representatives of all the colony youth organizations of Kohima town at APO hall on February 12, 2017 at 2:00PM. Those exempted from Kohima bandh are: Press Media and Newspaper Hawkers, Para Military, Administration on duty, Medical, North/South Police Station under SP Office, Kohima, and students appearing exams and teachers on exam duty.
CYF bandh in Chakhesang jurisdiction
The Chakhesang Youth Front (CYF), in following the directive of NTAC and JCC, has called for a total bandh in Chakhesang jurisdiction with effect from February 13, 2017 onwards. While asking the youths to be prepared for any eventualities, the CYF in a press note has sought cooperation from the public during the bandh. The CYF also put restriction on the movement of any person (s) called as “anti-Naga” as per NTAC and JCC resolution and those banished/ excommunicated by Naga tribe in Chakhesang jurisdiction until and unless the case is settled at a competent platform.
ANSTA & ANPSA appeal for peaceful conduct of exams DImaPur, February 11 (mexN): Two apex associations representing the student and teaching community today appealed for the total exemption of students’ community from the purview of the proposed indefinite bandh from February 13. The High School Leaving Certificate Examination (HSLC) and Higher Secondary School Leaving Certificate Examination (HSSLC) exams are scheduled to start from February 15 and 14 respectively. Over 55,000 students will be appearing for the Classes 10, 11 and 12 Final Board Exams conducted by Nagaland Board of School Education (NBSE) from different centres across the State. “In view of important forthcoming exams, the All Nagaland School Teachers Asso-
• Class 10, 11 & 12 exams start from February 14 • Over 55,000 students will be appearing the exams ciation (ANSTA) is making an earnest appeal to the Bandh enforcers to totally exempt the student’s community from the purview of the proposed indefinite bandh,” stated ANSTA in press note issued by its President Ponchulo Wanth and General Secy Isato Koso. On account of compelling situation even if bandh is intensified, it should not hamper the career of innocent students in any manner, it said requesting the “agitating party” for giving
due priority to the well-being of students while chalking out any protest programme and ensure smooth conduct of the examinations. Meanwhile, expressing concern over the prevailing uncertain situation, the All Nagaland Private Schools Association (ANPSA) Central Body has also appealed for peaceful conduct of the final board exams. “The students have been preparing hard for these exams. Any postponement/deferment at this juncture will cause untold hardship and misery and will jeopardize the career of our children (students),” maintained a press note from ANPSA (Central) President Bithungo Kikon and General Secretary Nini Sekhose. “The ANPSA therefore humbly appeal to all concerned to allow the Board Exams to be conducted peacefully,” it added.
New DelhI, February 11 (mexN): 28 organisations and 126 individuals have written an Open Letter to the President of India and the Chief Minister of Nagaland expressing their solidarity with Naga women asserting their democratic rights. These strong voices of socio-political change from all over the Indian Union have demanded that the Nagaland State Government “uphold the rights of women, in this and other areas of law and governance” while implementing the “33% political representation of women in local bodies with immediate effect.” The feminists have sharply condemned the “antiwomen” position taken by “male dominated tribal bodies” such as the Nagaland Tribes Action Committee “in the name of protecting their tradition and customary practices that bar women from participating in decisionmaking bodies.” These bodies, the Open Letter noted, have chosen to ignore the “Constitutional principle of equality before law, thus denying the Naga women their electoral rights.” Through all this, the State has become “complicit in protecting patriarchal traditions to the detriment of principles of gender equality.” Asking the government to resume the electoral process as well as “stop colluding with powers that promote anti-women practices of communities,” the group of activists, academics, journalists, writers, teachers, among others, has reiterated that Urban Local Bodies “are not traditional Naga institutions recognised by Article 371(A) of the Constitution but rather, Constitutional bodies under Part IX of the Constitution over which the traditional Naga bodies have no mandate.” While the “unconstitutional demands” made by the tribal bodies have been condemned, the signatories to the Open Letter have strongly supported the struggle of Naga Mothers Association and others who have “consistently been fighting for peace, justice and the rights of Naga women for political representation in local bodies.

his feature on entrepreneurship is extraordinary. It begins with two young girls, Anushri Jain, 20 and Talikumla Aier, 21 years old who dreamed of starting a venture together. Friends since the sixth standard, the two best friends were inseparable and would even wear identical clothes all the time. Still in college, Anushri was pursuing MBA Morung Express News at ICFAI University Dimapur and TalikumAkangchila Longchar la pursuing Law studies at City Law College, Dimapur. On October 2nd, 2016 they launched a Café at West Dimapur. The place turned out to be exactly as they had hoped- spacious, well-lit, and the amazing décor was the hype in town. Both girls loved eco-friendly, handmade, recyclable, and quirky junks so they decided to make it affordable and low-cost. They used twigs to decorate the ceiling, converted old magazines, light bulbs and bottles into attractive showpiece. They also brought in elements of both their Ao and Marwari community and combined it beautifully. They wanted the place to be all about friendship and named it “Café BAE” BAE being an acronym for “Before Anyone Else”. The café serves all-vegetarian food. Customers especially love the Maggi (Veg/BBQ/King Chilli), the Cafe BAE fried Momos, and for beverages the Masala or Elaichi Tea, Iced Tea, Oreo Shake etc. Sadly, fate took a sharp turn and Anushree Jain passed away after a brief illness. For Talikumla, it was a most difficult time, to lose her best friend and to continue running the place which was a mark of their friendship. “Everything about the place reminded me of my best friend and I wanted to shut it down. But my parents (Left) Late Anushri Jain and (Right) Talikumla Aier, propri- and hers encouraged me saying that I have etors of Café BAE, a place they set up together to commemo- to keep it running in her memory. Today, I feel like her blessings are here. My heart rate their friendship.

With the Café picking up popularity, she shares that she has plans to change the décor and add newer stuffs. But the moment is bittersweet for her as she explains, “With the absence of my friend, somehow the push and strength is not there. It’s also not fun without her by my side.” As a first-time entrepreneur, Tali-

kumla shared, “You’re never too young or too old to start entrepreneurship. Anyone can do it, provided you have the willpower. It was not easy for us to convince our parents in the beginning because we are young and still pursuing our college education.” She is also candid about the highs and lows of the place and states, “Somewhere along the line, I think people are coming mostly for the décor and ambience which
is great! But I’m going to work on the food menu and focus on serving better food. It’s also a young workforce at Café BAE because I want to encourage young people to work hard and believe that we should do everything to support each other.” She wishes to thank everyone for the love and support Café BAE has received so far, saying, “It would not have been popular without our customers and wellwishers.”

The ‘Fund of Hope’ is an initiative of EA to support Self Help Groups (SHGs) in areas where there is little or no access to finance and banking. EA has been working with thousands of farmers and SHGs in taking up economic activities for enhancing their livelihood options. The revolving fund has been
started with an initial capital of Rs 20 lakhs raised by EA with the support of well-wishers – Babu Joseph and Ramesh Kacholia. EA raised funds through direct door-to-door selling of avocados, pen drives, and solar lamps. The programme was graced by Vikou Rhi, NBCC Youth Secretary, as the special guest to launch the ‘Fund of Hope.’ Mosa Tsang, the Pastor of Pochury Baptist Church Kohima, dedicated the fund. He specially thanked supporters, well-wishers and citizenry of Nagaland who contributed towards raising the capital fund by purchasing avocados, pen drives, and solar lamps. by the Angami Students’ Union Kohima College, Kohima in collaboration with the Kohima College Students’ Council on the
theme ‘Venturing beyond Horizons.’ Dr. Hovithal Sothu, Deputy Director, ATI Kohima and Seketounyii Ciesot-
su, Secretariat Assistant were the resource persons. Speaking at the students attendees, from various colleges, Ciesotsu highlighted on the various exams under NPSC and further emphasized on the patterns and techniques to get through the exams. Beekeeping and honey is another area with scope for developing economic activities including honey based enterprise. This was stated in Nagaland Vision 2030 document. The interventions of the Beekeeping & Honey Mission have progressed substantially from a largely rudimentary level to a well-organized sustainable livelihood activity involving stakeholders in the Api villages spread across the state. In fact Nagaland today is recognized as a pioneer in beekeeping and honey production in the country and is recognized even at the international level. Sadly, this area has not been given sufficient impetus and suffers from funding constraints, the Vision document stated. Nagaland, falls within one of the 18 mega biodiversity hotspot areas and is
considered as a cradle of flowering plants rich in nectar and pollen. Coupled with the prevailing favorable climatic conditions and availability of abundant bee flora flowering throughout the year, the state has tremendous prospects for developing bee keeping and honey production. The state has potentials to economically carry more than 22 lakhs bee colonies from the available bee foraging area of about 10, 942 sq.km (66 per cent of the total area) out of the state’s total geographical area of 16, 579 sq.km. Thus Nagaland has the potential to produce about 10,000 metric tonnes of honey and 10 metric tonnes of bees wax which will lead to substantial commercial and employment opportunities. The Vision for the Mission is to produce 2000 metric tonnes of honey and 2 metric tonnes of wax by 2030 valued at Rs. 100 crores annually. “This appears to be a reasonable target and for which adequate resources should be provided for the activities such as research studies, apiculture development and promotion, industry service and marketing for development of apiculture as an enterprise in the state,” the Vision document stated.

Manipur Govt decides to declare UNC ‘unlawful’ Ibobi Singh writes to PM, HM Newmai News Network Imphal | February 11
Manipur Congress Legislature Party (CLP) has decided to declare the United Naga Council (UNC) as an "unlawful" organisation and Chief Minister Okram Ibobi Singh has dashed off a letter to the Government of India in this regard urging him to help implement the decision. The CLP decision came a day after the Centre indicated that it would not hold further talks with the UNC as the Naga group continues the over 100-day long blockade on highways. Earlier, two rounds of talks involving UNC over the blockade were held, which had ended without any breakthrough.
In two separate letters to Prime Minister Narendra Modi and Union Home Minister Rajnath Singh, Ibobi Singh requested the two leaders to take necessary steps to declare the United Naga Council as an 'unlawful' organisation for their “anti-national and anti-people” activities in public interest. The letters further said the CLP unanimously passed the resolution in its meeting held today to urge the Centre to declare UNC as an 'unlawful' organisation for its “illegal, anti-national and anti-people” activities by calling indefinite economic blockade along the National Highways, banning the construction and developmental activities of national and state projects for several times "over several years" including the present one which is going on for more than three months. “This has affected the social harmony of the state
and caused unbearable hardships to people of Manipur both in the hills and valley regions by denying their right to live, the letters to Modi and Rajnath added. “Imposition of such a prolonged blockade, burning of goods trucks and the violence unleashed by UNC during the ongoing blockade have created an extremely difficult situation that has called for such a step to declare the Naga body as an unlawful organisation,” MPCC spokesperson Kh Joykishan asserted at a press meet at the Congress Bhavan. He said the CLP meeting that went on about an hour noted the "violence unleashed" by the UNC. The UNC has imposed the economic blockade on NH-2 and NH-37 since November 1, 2016 over the district creation issue. Joykishan said that the meeting also noted that the "use violence" during the
blockade has made it preferable to declare the Naga body as an outlawed organisation. “The people are experiencing extreme hardships due to the blockade and that the end result has forced the CLP to take the decision to help rescue the people from this crisis created by the ‘dreaded UNC’,” Joykishan said. In a media query regarding delay in taking the decision, Joykishan said the Manipur government had a hope to break the impasse through the 'tripartite dialogue' initiated by the Government of India. The Manipur Pradesh Congress Committee (MPCC) spokesperson continued that since the NDA government at the Centre is willing to extend help to open the blockade the state government hoped that the former will help implement the CLP decision. He also appealed to the
Late CM Kalikho Pul's widow demands CBI inquiry into his death

Itanagar, February 11 (PtI): Days after a news portal made public the contents of the 60-pages booklets allegedly written by former Arunachal Pradesh chief minister Kalikho Pul before committing suicide, his widow Dongwimsai Pul on Saturday demanded that the Centre initiate a CBI inquiry into his death. The news portal 'The Wire' had on February 8 published the content of the booklet Mera Vichaar (My Thoughts) wherein Pul had allegedly brought corruption charges against Chief Minister Pema Khandu, his deputy Chowna Mein and Tourism Parliamentary Secretary Passang Dorjee Sona. It went viral in the social media for the last couple of days. Addressing a press conference here during the day, Dongwimsai demanded that Prime Minister Narendra Modi and Union Minister of State for Home Affairs Kiren Rijiju initiate a CBI inquiry into her husband's death. She also demanded that Khandu, Mein and Sona should step down to facilitate a free and fair investigation. The suicide note which went viral in the last few days is very much authentic and it can be believed to be the original copy of the note left behind by my husband, she claimed. Pul had committed suicide on August 9 last year and his body was found hanging in the official residence of the chief minister, which he was yet to vacate. He had taken over the reins of the state on February 19 last year for a brief period with the Supreme Court in July reinstating Nabam Tuki, who then made way for Pema Khandu.

Hindustan Motors sells iconic 'Figure on old notes deposits should be verified' Ambassador brand to Peugeot New Delhi, February 11 (PTi): The iconic brand Ambassador, which used to be a symbol of the high and mighty in power corridors, has changed hands, with Hindustan Motors selling it to European auto major Peugeot for Rs 80 crore. The C K Birla group firm has inked an agreement with Peugeot SA to this effect. As things stand, the manufacturing of Ambassador car has been discontinued. “Hindustan Motors has executed an agreement with Peugeot SA for the sale of the Ambassador brand, including the trademarks, for a consideration of Rs 80 crore,” Hindustan Motors today said in a regulatory filing. Last month, the PSA Group had inked a partnership with the CK Birla group to re-enter the Indian market and earmarked an initial investment of 100 million euros (around Rs 700 crore) to set up vehicle and powertrain manufacturing in Tamil Nadu. The tie-up entails two joint venture agreements between the companies of the two groups. The initial manufacturing capacity will be set at about 1,00,000 vehicles per year and followed by incremental investment to support a progressive ramp-up of the long-term project. The manufacturing capacity for powertrains will cater to the domestic market requirements and global OEMs. The performance of the industrial set-up will be supported by a significant level of localisation in order to attain necessary cost competitiveness, the company had said last month. The long-term partnership will allow both companies to participate in the growth of the Indian automotive market, which is expected to reach 8-10 million cars by 2025, from the current 3 million in 2016. The PSA group, which sells three brands — Peugeot, Citron and DS — is no stranger to India, having entered into a partnership with the erstwhile Premier
New Delhi, February 11 (iaNS): Hinting that it could be a long wait for people to know the amount of old currency notes that were deposited post-demonetisation, RBI Governor Urjit Patel on Saturday said the figure should be a "verified" one and not just an estimate. "The number that we should now divulge should be verified one and congruent with the complex accounting. There are tens of thousands of bank branches and 4,000 currency chests," Patel said here post the Reserve Bank of India Board's meeting with Finance Minister Arun Jaitley. "Given that the window is open till March 31 and June 30 at lower level, we need to be careful and try
tion on November 8, 2016, the day Prime Minister Narendra Modi made the announcement of demonetising the two high denomination notes. The total amount of high denomination currency circulating in the system on that day was, thus, Rs 15.44 lakh crore (Rs 8.58 lakh crore in Rs 500 notes and Rs 6.86 lakh crore in Rs 1,000). Jaitley said the meeting with the RBI was to discuss the various Budget suggestions and the current economic situation. When asked about RBI not going for a rate cut in its latest monetary policy review on February 8, he said: "All Finance Ministers have the perpetual desire, but at the end we all respect the decision that the RBI takes."

HM unions sore at Ambassador brand sale KolKaTa, February 11 (iaNS): Trade union leaders at the ailing Hindustan Motors (HM) on Saturday expressed disappointment over the management's decision to sell the iconic Ambassador brand to French auto major Peugeot SA. They said the "intuition of the management" is to sell off everything and "deprive workers". The C.K. Birla controlled Hindustan Motors executed an agreement with Peugeot SA on Friday to sell the Ambassador brand, including trademarks, to the French auto maker for Rs 80 crore. "The sale of the Ambassador brand shall be effective upon fulfilment of the terms of conditions as prescribed in the agreement," the company said. "It is disappointing that the management has sold the brand Ambassador while dues to the workers still remain unresolved. family, resulting in joint venture Peugeot PAL India. However, it pulled out of the JV in 2001. The group had made repeated attempts to return to the Indian market.
They deprive workers," Intuc-affiliated HM Employees' Union General Secretary Ajit Chakraborty told IANS. "About 600 workers in the Uttarpara plant, who did not avail VRS scheme are really suffering. Those who opted for the scheme have not yet realised their gratuity," Chakraborty said. "The intuition of the management is to sell of everything. We have moved the High Court protesting various moves of the management," CITU-affiliated HM Workers' Union Vice President Manindra Chakrabarty told IANS. "We have demanded that the suspension of work notice at Uttarpara plant in West Bengal be termed illegal. Operation must commence at the unit and payment of dues of all the workers be made," he added. "The Ambassador has been

an iconic brand and a surplus asset with us," said a spokesperson from HM. "We were looking for a suitable opportunity and found the right buyer in the PSA Group. We intend to use the proceeds from the sale in clearing dues of employees, lenders and other outstandings," the spokesman said. In May 2014, the auto maker had suspended operations in Uttarpara plant and stopped manufacturing cars with the brand about three years ago. The Ambassador brand was born in 1957 when the automaker launched the Morris Oxford series II (Landmaster) anew and it was being produced at Uttarpara unit. The C.K. Birla group and Peugeot SA signed a partnership deal with an investment close to Rs 700 crore in a vehicle assembly plant and powertrain manufacturing unit in Tamil Nadu.

Govt’s effort is to save & protect article 371 a from court’s encroachment: NPF
Kohima, February 11 (mexN): The Naga People’s Front (NPF) today stated that the Nagaland State government’s effort is to save and protect Article 371 A from the court’s encroachment; however, by declaring the elections to Urban Local Bodies (ULBs) null and void following opposition from tribal hohos and civil societies, the court has been given the space to take up the issue and pass any order from their own understanding. “In the event of the Supreme Court passing any judgment diluting the provision of Article 371-A, in the near future, the tribal Hohos and other civil societies who are pioneering the present agitation should be held responsible by the Naga people,” added a press release issued by NPF Press Bureau. It pointed out that the court’s decision to hold ULB elections with 33% women reservation still stands and if the Supreme Court passes any judgement interpreting Article 371 A from their own perspective it may endanger the sanctity of the special provision given to the Nagas. Recounting the series of events leading to the decision to conduct the ULB polls, the NPF said Nagaland is not exempted from the enforcement of Article 243-T & Part IX-A of the Indian Constitution, which provides 33% reservation for women in ULBs. The Central government, it stated, had directed the State government
NPF responds to JCC
Dimapur, February 11 (mexN): The NPF today demanded that the Convenor of Joint Coordination Committee (JCC) should “spell out” what exactly he meant when he termed “blatant lie” the Home Minister Y Patton’s statement regarding the January 30 agreement. Responding to the statement of JCC published on February 11, NPF Media & Press Bureau said the Home Minister had merely quoted the January 30 agreement. “Instead of resorting to fancy phrases and playing around with words, he (JCC Convenor) should confine himself to a simple Yes or No and point out if the ‘January 30th Statement’ produced verbatim in the Home Minister’s statement was the one on which he along with the representatives of the NBCC and the Government of Nagaland had to implement the Act and accordingly the Nagaland Municipal Act (NMA) was passed in 2001, however, the 33% women reservation was left out from the Act. In 2004, election under Nagaland Municipal Act 2001 was conducted throughout the State except Mokokchung district and without 33% women reservation. However, in 2005, a Naga woman filed a PIL in the Gauhati High Court Kohima Bench and the Single Bench of the Gauhati High Court directed the State Government to insert 33% reservation in the NMA 2001, the release said. The State Government therefore amended the NMA (Principal Act) in 2006 and inserted the 33% women reservation.
appended their signatures, or otherwise,” the NPF said. “He should dispute or admit whether the Home Minister had incorporated a forged or imaginary Statement, or the original statement.” The JCC Convenor, the NPF stated, “should not insult the intellect of the public because it is clearly mentioned in the agreement that postponement of the ULB polls was subject to the approval of the Cabinet and the State Election Commission; and the JCC had solemnly pledged to ‘ensure people’s participation in the conduct of a peaceful ULB elections in the State…(with 33% women reservation)’ after the expiry of two months.” Pointing out that the JCC had asked a time period of two months to enable it to “educate and dialogue with different tribal bodies,” the NPF
But, the tribal hohos and other civil societies opposed the 33% women reservation and hence the government could not hold the election in 2009, NPF pointed out. Meanwhile, the State Cabinet held a consultative meet with all the tribal hohos and civil societies on October 8, 2010 at Kisama and in pursuance to the consultative meeting, it directed the Urban Development Department to tour all parts of the State for necessary consultations and soliciting the views of people, the release recounted. The Urban Development Department, the party informed, conducted tour to the entire state in April 2011 and recommended for women nominees with voting rights in
expressed confusion that now that the Government has given time and declared all elections held to the ULBs null and void, JCC and other groups, instead of organising interactive/consultative sessions with various tribal bodies to educate the people as promised, are doing just the opposite - boycotting the consultative meetings organised by the Government and asking people not to attend the meetings. “It appears that elections to the ULBs and 33% reservation for women were never the issue as initially claimed and propounded by the agitating groups, but the intention of the agitation was political from the very beginning. It is lamentable that respected tribal organisations’ social movement has been hijacked by elements with political agenda,” it added.
ULBs since people are not in favour of holding elections with 33% women reservation. On the other hand, Naga Mothers Association (NMA), Eastern Naga Women Organisation and Naga Women Hoho Dimapur gave a representation to the then Chief Minister to implement 33% women reservation in ULBs by holding election, according to the release. Further, NMA filed a writ petition in the Gauhati High Court Kohima bench for implementation of the Nagaland Municipal Council Act 2001 with 33% women reservation in the ULBs as passed by the Nagaland Legislative Assembly in 2006. The Single Bench of the Gauhati High Court
WP (C) No. 147(K) 2011 judgement delivered on October 21, 2011 directed the State government to hold election to the Municipal & Town Councils and to complete the entire process on or before January 20, 2012. However, the State Government appealed to the Gauhati High Court Division Bench and it stayed the order of the Single Bench by judgement order dated July 31, 2012, the NPF Press Bureau noted. The State government on its part constituted a Select Committee on March 22, 2012 headed by the then Parliamentary Affairs and Planning & Coordination Minister and submitted its report on September 21, 2012. “…Ac-
cordingly, on September 22, 2012 the Nagaland Legislative Assembly passed a resolution moved by the then Urban Development Minister on the ground that Article 243-T of Part IX-A is not applicable to the State of Nagaland as it infringes Article 371-A.” Meanwhile, the women group appealed to the Supreme Court through a Special Leave Petition in 2014 challenging the order of the Division Bench Gauhati High Court and also moved in the form of additional petition against the Assembly resolution dated September 22, 2012, it was informed. The Supreme Court, the release said, admitted the SLP of the women group on April 5, 2016 and stayed the decision of the Gauhati High Court Division Bench pronounced on July 31, 2012. “The setting aside of the Division Bench order by the Supreme Court means the order of the Single Bench of the Gauhati High Court stands and the State Government is bound to call election with 33% women reservation,” it added. “…The Assembly resolution was merely an expression of intention to do something and cannot override the principal Act. The Govt. negotiated with the women group to go ahead with the election with 33% women reservation and on the part of the women group to withdraw the case to which they have already submitted withdrawal petition in the Supreme Court,” NPF stated.

fect from 1st February 2017, to educate and to dialogue with different tribal bodies...At the consummation of the two months..JCC will ensure people's participation in the conduct of a peaceful ULB election in the State as stated above (with 33/women reservation)" clearly states that the JCC has given up the 'fight to stop the Government from implementing the 33% reservation', stooping further down (for reasons unknown) they 'request the State Commission to give them time to 'educate the public.' This indicates that the JCC and NBCC has taken up the mission to educate the public towards conducting a well-informed Municipal election and this makes one wonder as to why almost every Organization in Nagaland has to become the Ruling Party's election agents. The statement again shows of one bereft of hope or knowledge around him for it unwittingly has insulted the learned, the intellectuals and the elders who in these months have sincerely and unceasingly contributed their knowledge, ideas and have updated the issues regarding the pros and cons of Municipality
ing beyond what our School Students studies i.e. the 'Advantages of Municipal Self Government' some analytic, interesting and well-informed writers have even pointed out, how the Municipal governing system would infringe upon our face saving 'Special Provision for Nagaland 371A. Of this, in an effort to downplay the Article the NPF Youth went out of their way calling the writer 'ignorant' randomly instead of going back to Part IX - 243M and Part IXA -243T of the Constitution and the Assembly Act 1978 and 2001 (of which we really need to know before we comment or enter the debate). The people are learning their lesson, no matter how shockingly rude and painful (even at the cost of lives), it now is time for the leaders to get educated though learning indeed, seem to come slow. The looseness and Vulnerability of this statement again seemingly allowed the Government to go ahead with the Municipal Election in some areas of Nagaland. Whatever, if the Communiqué issued by the Chief Minister's office that states, 'Nagaland Government agrees in princi-
the audacity to say 'I still have the majority of elected member's support'. In this age of information, where not even an illiterate or grandparents can be fooled, the Chief Minister of a State trying to fool his own people; not giving a hoot of what they say sure is nothing but an extreme flagrant abuse of power and an arrogance that can easily trigger the outrage of the people. In trying to fool the people, two precious lives have been sacrificed and several grievously injured. Somewhere along the line, we have given the wrong signal or misstepped; if it was for wavering in our decision and for being slack in our hold it was us that had let the flood rush in. It is however good to see the Civil Organisations despite their differences, come together to put up a unified voice and becoming more sensible and reasonable in dealing with sensitive issues, particularly, after the incident of that fateful Night. After all how long can we remain oblivious if we are to know who we are, where we stand and what we should seek for.

LDPN urges to be more rational in solving issues
Dimapur, February 11 (mexN): In light of the prevailing situation over the ULB polls, Liberal Democratic Party of Nagaland (LDPN) today asked several questions on the issue while advocating for being more rational in solving issues instead of resorting to principles that have more to do with muscles than brains. “Today Nagaland is engulfed in physical as well as invisible psychological chaos and although the purpose for it may be enlightening but the cost perhaps is much more drastic,” stated a press release from LDPN. It noted that if the issues are reviewed from a rational perspective then maybe more chaos could be averted in the coming days. Regarding the 33% women reservation, the
Party asked whether it is really for the goodwill of the society or just a platform for the women to acquire status. “Goodwill of the society in the sense that since most men sitting in the chairs are corrupted so is the intention to change the hand in power, so to develop and bring forth a healthy society?” it questioned. It stated that the system itself is corrupted and good and honest leaders do not get the chance to participate in the elections because “those greedy individuals with money buy off votes from us the people who fall prey to money.” In this context, it queried, “So which is more important, equal participation between the gender or conducting clean election and giving chance to honest capable leaders be it male or female, to develop our society?”
Coming to the January 31 incident, LDPN wondered if the police really had to resort to firing on the mob. “Couldn’t they have had fired up in the air as a warning shot to the mob? In case had the pressure of the mob been too drastic then couldn’t they have had themselves equipped with rubber bullets in order to disperse the mob and not take lives?” it asked. With regard to the indefinite bandh from February 13 called by various organizations, it asked whether it will really solve the unfortunate chain of events that have escalated in Nagaland over the past weeks. “The academic exams are in the corner and will the society really put the fate of the future generations at stake for an incompetent authority whose tenure has already
reached its dusk? After imposing more bandhs and stopping the mechanism of the economy and risking the situation of the state, really be justified by putting the blame on the rightly deserving authority after the damage has been done,” the release stated. As for the Chief Minister TR Zeliang, LDPN asked whether he is concerned about the well being of the state or his seat. “If he had sworn the oath of CM to work for the uplifting of the society then why is he not compromising his status now that the serenity of the society depends upon his mere resignation?” The seat of the CM, it added, is not to give an individual a status but to represent the entire citizens of the state for the tranquil development of the state.

ere's a fabric flower craft for kids which will use up your scraps, provide practice for kids learning to sew, and create a really pretty display! These flower "yoyos" can be wired as we have done here, or you can glue the flowers onto sticks and stand them in a pot, sew them onto headbands, hats, T-shirts or bags, or stitch a safety pin on the back to make pretty flower brooches, which make lovely little gifts. You will need: Fabric in 2 coordinating designs Buttons Thread Garden wire Instructions: • Cut 2 paper circles about 4 and 6 inches diameter. Pin each to one of the pieces of fabric and cut out. Alternatively draw around cups and saucers onto the fabric.
Word Puzzle • Cut a piece of thread long enough to go all of the way around the edge of your biggest circle with some spare. Knot one end and thread the other. • Sew a loose running stitch around the outside of the largest circle, finishing with the thread to the right side of the fabric. • Pull the thread so the fabric gathers. Secure the gap with a few stitches. Knot the fabric and tie off. • Repeat with the smaller circle. • When you have your two yo-yos, layer them up with a button over the top hole. Stitch the button in place going through both yoyos. • Finish off by stitching a length of garden wire to the back, bending the ends into a loop so that they aren't sharp and dangerous. You can now twist your flower onto a branch or pop it in a vase.

What Love Does and Does Not Do John Piper

ove is patient and kind; love does not envy or boast; it is not arrogant or rude. It does not insist on its own way; it is not irritable or resentful; it does not rejoice at wrongdoing, but rejoices with the truth. Love bears all things, believes all things, hopes all things, endures all things. Noël and I pondered and prayed over 1 Corinthians 13 on our 38th wedding anniversary. This is a tradition—to pick a portion of Scripture and pray our way through it on our anniversary. We turn it into thanks and praises and requests for ourselves and our family and the church and the world. Mainly, we focus on our own shortcomings with a view to improvement. We seek God’s grace and power to turn biblical truth into real life. So this time we focused on 1 Corinthians 13, especially verses 4-7. What is Paul doing here? He says fifteen things about what love does and does not do. When you ponder the list, it is peculiar. If you come expecting a definition of love, it doesn’t work very well. Crucial things seem to be missing. Think about other places where the core of love is defined: John 15:13, “Greater love has no one than this, that someone lays down his life for his friends.” First John 4:10, “In
Anniversary Thoughts on 1 Corinthians 13:4-7
this is love . . . that he loved us and sent his Son to be the propitiation for our sins.” Romans 5:8, “But God shows his love for us in that while we were still sinners, Christ died for us.” At the core of love is a selfsacrificing pursuit of the beloved’s greatest good. Love saves. Love rescues. Love helps. And it does so, if necessary, at cost to the lover. But this core element of helping another person is not the stress in 1 Corinthians 13:4-7. When you try to group the fifteen elements into categories, there are two big ones: 1) statements about how love
1 Corinthians 13:4-13 (NIV)
is durable and doesn’t give up, and 2) statements about how love is not proud. Thirteen of the fifteen elements seem to fit into these two categories. Of the remaining two elements, one comes close to the proactive helpfulness (as opposed to reactive patience), namely, “love is kind.” The other stresses that love rejoices when truth holds sway. So here is one way to categorize what love does and does not do. Enduring (not fragile) • Is patient (longsuffering) • Bears all things
Pro-kindness and truth • Kind • Rejoices with the truth (glad for the truth to advance) What I conclude from this is that Paul is not trying to define love in the abstract. He is laying love as a grid over the messed up Corinthian church where he sees all these behaviors and says: Your attitudes and behaviors are not how love acts or feels. They were boasting in men (3:21). They were puffed up, even in wrongdoing (5:1-2). They were unwilling to suffer long and bear all things and so were taking each other to court (6:1-8). They were insisting on their own way in eating meat that caused others to stumble (8:11-12). They were acting in “rude” or unseemly ways not wearing the customary head-coverings (11:1-16). They were insisting on their own way as they ate their own meal at the • Believes all things Lord’s Supper without any regard to • Hopes all things others (11:21-22). They were jealous • Endures all things and envious as they compared their Humble (not proud) spiritual gifts and thought that some • Not envious (or jealous) where needed and others were not • Not boastful (or proud) (12:21-22). • Not arrogant (or puffed up) In other words, Paul is not de• Not rude (offending manners) fining love. : Why can’t Christians seem to get along with one another? We have a few people in our church who do nothing but criticize everything (including our pastor), and they just generally like to make trouble. Haven’t they ever heard that Christians ought to love one another? — N.C. A: The Bible is clear: love for others should be the mark of anyone who claims to follow Christ. Jesus said, “By this everyone will know that you are my disciples, if you love one another” (John 13:35). Sometimes they admittedly were at fault, perhaps neglecting their pastoral duties or failing to prepare their sermons ad-

will pass away. For we know in part and we prophesy in part, but when completeness comes, what is in part disappears. When I was a child, I talked like a child, I thought like a child, I reasoned like a child. When I became a man, I put the ways of childhood behind me. For now we see only a reflection as in a mirror; then we shall see face to face. Now I know in part; then I shall know fully, even as I am fully known. And now these three remain: faith, hope and love. But the greatest of these is love.

f you’ve ever been to a wedding, chances are you’ve heard 1 Corinthians 13 read or referred to. Whether those getting married are Christians or not, it’s the go-to passage to have someone read as the couple gazes lovingly into each other’s eyes. I am 26 and not even close to being married (aka I am incredibly single). But if there is one thing I have learned within my 26 years of life, it’s that 1 Corinthians 13 is about love within a relationship. I’ve heard many people who are “looking for love” claiming a desire for a “1 Corinthians 13” kind of love. But while it is not wrong to say that this passage is the kind of love that should be found in relationships, when it is boiled down to be solely about the “significant other,” we have lost sight of what Paul was really trying to tell us. God is Love There is a statement made by the Bible that is so simple yet so enigmatic, theologians and pastors alike have been wrestling with it in their classes and churches for nearly two centuries: God is love (1 John 4:8). How can we flesh out this seemingly simple, yet unexplainable verse? What does it really mean to say God is love? We can try to grasp at language to explain it, to work it out— and we should, but we should also reach out and find out what God’s Word tells us about Himself and about love. If God is love, then when the Bible describes
us. The first category (endurance) says that wherever there is love there is pain—love suffers long (makrothumei) . . . endures all things, bears all things.” This is realism and therefore comforting. If two people, or two thousand people, are in a relationship of love, all will be hurt. And all will need to “suffer long” and endure and bear. It struck us as amazing that this was so prominent in Paul’s treatment of love. So we prayed hard that we would be good lovers in this way (giving less and taking less offense). Then even more penetrating is the major emphasis on pride. Is it not surprising that the opposite of love in 1 Corinthians 13 is not hate but pride. The main category of what love does not do is arrogance (boasting, seeking its own way). So we set ourselves to self-examination and prayer again: O Lord, reveal and destroy the pride in our lives. And of course, even though they are in a small category, the other two elements of love are huge: Be kind, and be happy about the prevailing of truth. So that too is our prayer for our marriage. We have set ourselves some new patterns of being in the word together as a couple in 2007 so that we can press on with this discipline. Pray for us and join us. We are eager to see what God has for our 39th year of “growing in the grace and knowledge of Christ” (2 Peter 3:18).
a love that is true and holy, we can replace “love” with “God.” What would God look like if we did this in 1 Corinthians? “[God] is patient and kind; [God] does not envy or boast; [He] is not arrogant or rude. [He] does not insist on [His] own way; [He] is not irritable or resentful; [He] does not rejoice at wrongdoing, but rejoices with the truth. [God] bears all things, believes all things, hopes all things, endures all things. [God] never ends” (1 Corinthians 13:4-8). All this time, boiling down 1 Corinthians to be about relationships, we have missed out on God telling us something beautiful and amaz-
How We Love But it doesn’t end here. Ephesians 5:1 tells us to “Imitate God, therefore, in everything you do, because you are His dear children.” God isn’t just telling us about who He is, but about who we are (or, rather, who we should be). As Christians, we fail at imitating God when we let this kind of love only exist in our relationships. This is our Christian calling toward all of humanity: to truly imitate God, to love everyone as explained in 1 Corinthians 13 (even those we really don’t like). We should be patient and kind. We should not envy or boast. We should not be arrogant or rude. We should not insist on our own way. We should not be irritable or resentful. We should not rejoice at wrongdoing, but rejoice with the truth. We should bear all things, believe all things, hope all things, endure all things. As Christians, God is working in us to make us more like Him. In loving everyone in this way, in living in faith, we eventually (in this life or the next) will love like God and “never end,” for we will live eternally with Him. 1 Corinthians then teaches us a lot. It teaches us about who God is. It teaches us about who we should be toward everyone, not just a significant other, and it also teaches us about the love of a significant other. So yes, I am incredibly single, but no, I am not looking for a lady who exudes a 1 Corinthians 13 type of love just in a relationship. I am looking for woman who exudes a 1 Corinthians 13 type of love throughout her community, to her “enemies” and to everyone she comes in contact with.
God with all our heart, soul, and mind. We’re to love our neighbor as ourselves. Jesus said that these two commandments are the heart and soul of the ancient Scriptures. On love of God and neighbor “hang all the law and the prophets” (22:40). It’s an interesting choice of words: hang. The law and the prophets get traction in love of God and neighbor. They’re gripped by love. They’re held by love. Without love, the law and the prophets lose their source and direction. Love makes sense of the law and the prophets. Love of God is what gives us a place to hang onto when we don’t understand. Love gives us a perch,
a grip to hold. Things may go badly– very badly–but it’s love of God that orients us, keeps us from slipping away. Love of God keeps us coming back to wrestle with God, even though we can’t grasp what God is doing, or how God is present, or why God allows what God allows. We hang onto love. There’s another place in the New Testament where Jesus’ word hang is used. It’s in the crucifixion. Jesus was killed by “hanging on a tree” (Acts 5:30; 10:39). Love hangs on the cross. The cross gives us some small grasp of God’s love. And–wonder of wonders–the cross is where God’s love grasps us.

Modi fond of peeping PM Modi faces election test as into bathrooms: Rahul voting begins in Uttar Pradesh

lucKNow, February 11 (iaNS): Congress Vice President Rahul Gandhi on Saturday ridiculed Prime Minister Narendra Modi for "peeping into others' bathrooms" and said he was a complete failure at the job. "The Prime Minister is fond of Google searching, peeping into others' bathrooms. Let him do that in his free time but his main job is that of a Prime Minister in which he has been a cent per cent failure," Gandhi said while addressing a joint press conference here with Uttar Pradesh Chief Minister Akhilesh Yadav. Gandhi's jibe come a day after Modi, while campaigning in the poll bound state, mocked the Congress leader for being the "most joked about politician". The Prime Minister had earlier attracted the wrath of the Congress over his "bathing wearing a raincoat" barb at his predecessor Manmohan Singh. "The country's biggest
problem is lack of jobs. Modi promised two crore jobs but has not fulfilled even one per cent of his promise. Modi talks a lot about security, terrorism and surgical strikes." "But the result is we have suffered most number of casualties in the last seven years. Over 90 of our security personnel have been killed," said Gandhi while referring to the Indian Army's September 29 surgical strikes on terror launch pads in Pakistan occupied territory. "The Prime Minister is apprehensive of Uttar Pradesh polls result. The result will give him a big shock, will put a question mark on his credibility. That is why he is saying such things," he added.
Akhilesh, Rahul release Common Minimum Programme
Uttar Pradesh Chief Minister Akhilesh Yadav and Congress Vice President Rahul Gandhi on
Saturday released a Samajwadi Party-Congress alliance's Common Minimum Programme (CMP) to the people of state. In a joint press conference in Lucknow, the leaders released the list of 10 commitments to the people of Uttar Pradesh, which includes smart phones, skill development, free cycles and homes for the poor. The duo offered free smart phones, 20 lakh youth skill training, loan waiver for farmers, cheap power to farmers, 33 per cent reservation for women in government jobs. "We want a young and visionary government for Uttar Pradesh," Rahul Gandhi said. "In the two and a half years (Prime Minister Narendra) Modi has failed. Demonetisation, surgical strikes are avoidance tactics," Gandhi said. Akhilesh Yadav said: "If Modi visits Agra-Lucknow Expressway even he will vote for SP-INC."
KairaNa, February 11 (reuterS): More than 13 million Indians voted in the first stage of state assembly elections on Saturday, the biggest electoral test for Prime Minister Narendra Modi since coming to power in 2014. The world's biggest election this year began in Uttar Pradesh, the first of six stages that will elect an assembly to govern the impoverished state of nearly 220 million people. Modi's nationalist Bharatiya Janata Party (BJP) swept to victory in Uttar Pradesh three years ago, and the election in the state that follows the shore of the river Ganges will set the tone for the 2019 national elections. More broadly, voters will deliver a mid-term verdict on Modi and his nationalist party after his decision to withdraw 86 percent of the cash in circulation. The banknote ban was launched by Modi three months ago to purge the economy of untaxed income and the proceeds of crime and corruption, and has disrupted daily life and commerce, and caused the economy to slow. On the campaign trail, Modi has said he had the interests of the poor at heart in making the move his biggest gamble yet. "The results will tell us whether Modi continues to enjoy unquestioned support or if it has started to erode," said R.K. Mishra, an independent political analyst based in the state capital, Lucknow. As of now seven legislators (including Panneerselvam), three sitting MPs - two Lok Sabha and one Rajya Sabha, several office bearers, old timers, former legislators and most of the party's grass root workers are in support of Panneerselvam. According to Maitreyan, more ministers and legislators are likely to join the Panneerselvam camp.
India tests nuclear interceptor missile
New Delhi, February 11 (iaNS) Enhancing its capability to dealing with a nuclear attack threat, India on Saturday successfully test fired a Prithvi Defence Vehicle (PDV) interceptor missile designed to intercept and destroy hostile ballistic missiles in space even before they re-enter the Earth's atmosphere. The test took place at 7.45 a.m., and an incoming missile was successfully intercepted at a height of 100 km with a direct hit by an interceptor missile, said a Defence Research and Development Organisation (DRDO) official. The PDV can reach even higher altitudes. "India successfully conducted a test wherein an incoming ballistic missile target was intercepted by an exo-atmospheric interceptor missile off the Bay of Bengal," an official statement said.
"With this commendable scientific achievement, India has crossed an important milestone in building its overall capability towards enhanced security against incoming ballistic missile threats. It has entered an exclusive club of four nations with developing capabilities to secure its skies and cities against hostile threats," it said. Prime Minister Narendra Modi and Defence Minister Manohar Parrikar lauded the efforts of the DRDO and all the scientists involved for their dedicated efforts in this significant achievement. "Today (Saturday) our scientists have made a missile that could attack an incoming missile in the sky. Only four-five countries in the world have done this," Modi said at a poll rally in Uttarakhand. The two stage PDV missile is part of the two layered Ballistic Missile Defence system developed by the DRDO, the research and development wing of the Defence Ministry, with the Hyderabad based Research Centre Imaarat (RCI) as the nodal laboratory. Its interception window spans from 80-120 km. The fully automated system consists of a network of sensors, computers and launchers, designed to intercept hostile ballistic missiles, possibly carrying nuclear weapons and destroy them before they can cause any damage. This was the second test of the PDV.

The complexity of such politics makes it hard to predict outcomes in India's first-past-the-post system. Any party scoring significantly more than 30 percent can win by a landslide. Pollsters say it will be tough for the BJP to repeat its 2014 election performance. In not fielding a face for the post of chief minister, it risks repeating a tactical blunder that contributed to a heavy defeat in Bihar, another Hindi-speaking heartland state, in 2015. Man from China goes home after 50 years trapped in India New Delhi, February 11 (iaNS): Wang Qi, a Chinese soldier who had inadvertently strayed into Indian territory soon after the 1962 Sino-Indian war, reached Beijing on Saturday on his way to his home in the country's Shaanxi province. "Wang Qi and his family members arrived in Beijing a short while ago," External Affairs Ministry spokesperson Vikas Swarup said on Saturday afternoon. "They were received by Chinese officials from MFA and the provincial govt of Shaanxi province," he said. "From our Embassy, Second Secretaries Thelma John David and Siddharth Malik were present to receive them as well. Two of our mission officials are also traveling with Wang Qi and family to their hometown." Wang, who joined the Chinese army in 1960, strayed into Indian territory one night soon after the 1962 war. He was handed over by the Indian Red Cross to the Indian Army in 1963 and spent time in jails in Assam, Ajmer and Delhi before his release was ordered by the Punjab and High Court in 1969. He finally settled at Tirodi in Madhya Pradesh's Balaghat district and raised a family after marrying an Indian woman. Wang, who is now 77, has returned to his home after more than five decades.

How world's heaviest people fared after weight loss surgery
New Delhi, February 11 (iaNS): As 36-year old Egyptian woman Eman Ahmed, who is believed to be the heaviest woman in the world, arrived in Mumbai to undergo a weight reduction programme, we took a look at how some of the world's heaviest individuals fared post weight reduction programme. In November 2016, a 32-year-old Mexican Juan Pedro, who weighed nearly 500 kgs, after spending six years confined to his bed, was dubbed as the 'World's heaviest man'. According to doctors treating him, Pedro, who suffers from Type 2 diabetes, thyroid problems, hypertension and liquid in his lungs, will need at least six
months of treatment to stabilise his body before gastric bypass surgery can be undertaken. Obesity -- a disorder involving excessive body fat -- is a major risk factor for cardiovascular disease, metabolic diseases like diabetes, all which increases the risk of mortality. According to WHO, nearly 13% of the world's adult population (11% of men and 15% of women) were obese in 2014. Earlier this month, a 44-yearold woman from California, who weighed nearly 300 kgs, underwent weight loss surgery and shed 86 kgs. Erica Wall, who was overweight as a child, had her stomach stapled when she was only
16 years old. Five years later, she gained weight so rapidly that her staple line burst and her weight continued to spiral out of control. A 310 kgs father of three from the US, who turned to food after being sexually abused in childhood, lost 100 kgs in a year with the help of surgery. 36 year old Doug Armstrong's gastric bypass surgery was a success. Post the surgery, he started going to gym, where he did cardio and lifted weights and began shedding a lot. In another case, a 172 kg woman crowdfunded money to undergo weight-loss surgery. Kami Perritt, lost 37 kgs post the surgery last year and aims to weigh 90 kgs by the end of 2017.
New Delhi, February 11 (iaNS): The income tax department on Saturday said it has extended the time limit for the 18 lakh taxpayers, who have been asked to explain the large deposits made post-demonetisation, to respond till February 15. "Time limit for filing of online response to cash deposit data extended. Now you can file your details by February 15, 2017 - Operation Clean Money," the I-T department said in a tweet. Earlier, on January 31, I-T department had asked the identified 18 lakh taxpayers, who were alerted through SMS and mails, to respond to the queries within 10 days. According to the tax officials, the transactions carried out by these taxpayers post demonetisation seemed out of line as compared to their taxpayer profile. The process has been labelled as "Operation Clean Money", in which data analytics has been made use of to analyse the data received between November 9 and December 30, 2016. "There would be many more such lists... second, third, fourth, fifth... This is only the first list. We will go for verification from the highest deposits to the lower ones," Revenue Secretary Hasmukh Adhia had said earlier. However, according to some reports, the deposits up to Rs 2.5 lakh would not be questioned. The I-T Department has enabled online verification of the deposits, that are under the scanner, to reduce compliance cost for the taxpayers while optimising its resources and put an end to 'Inspector Raj'. The taxpayers covered in this phase need to submit their response on the portal in order to avoid any further notice from the I-T Department and enforcement actions. The information in respect of these cases has been made available in the e-filing window of the taxpayer at the government's e-filing portal. A detailed user guide and quick reference guide is available on the portal to assist the taxpayers in submitting online response. The response of taxpayer will be assessed against available information. In case explanation about the source of cash is found justified, the verification will be closed without any need to visit income tax office. The verification will also be closed if the cash deposit is declared under the Pradhan Mantri Garib Kalyan Yojna (PMGKY).

Trump weighs revised travel ban, Supreme Court test still possible PALM BEACH, FLA./ WASHINGTON, FEBRUARY 11 (REUTERS): U.S. President Donald Trump is considering issuing a new executive order banning citizens of certain countries traveling to the United States after his initial attempt to clamp down on immigration and refugees snarled to a halt amid political and judicial chaos. Trump announced the possibility of a "brand new order" that could be issued as soon as Monday or Tuesday, in a surprise talk with reporters aboard Air Force One late on Friday, as he and the Japanese premier headed to his estate in Florida for the weekend. His signaling of a possible new tack came a day after an appeals court in San Francisco upheld a court ruling last week that temporarily suspended Trump's original Jan. 27 executive order banning travel from seven majority-Muslim countries. Trump gave no details of any new ban he is considering. He might rewrite the original order to explicitly exclude green card holders, or permanent residents, said a congressional aide familiar with the matter, who asked not to be identified. Doing that could alleviate some concerns expressed by the courts. A new order, however, could allow Trump's critics to declare victory by arguing he was forced to change course in his first major policy as president. Whether or not Trump issues a new order, his administration may still pursue its case in the courts over the original order, which is still being reviewed by the 9th U.S. Circuit Court of Appeals.

which he called a national security measure meant to head off attacks by Islamist militants, barred people from Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen from entering for 90 days and all refugees for 120 days, except refugees from Syria, who were banned indefinitely. The abrupt implementation of the order plunged the immigration system into chaos, sparking a wave of criticism from targeted countries, Western allies and some of America's leading corporations, especially technology firms. A federal judge in Seattle suspended the order last Friday after its legality was challenged by Washington state, eliciting a barrage of angry REWRITE ORDER Twitter messages from Trump Trump's original order, against the judge and the White House Chief of Staff Reince Priebus told reporters late on Friday that taking the case to the Supreme Court remained a possibility, after another White House official said earlier in the day the administration was not planning to escalate the dispute. "Every single court option is on the table, including an appeal of the Ninth Circuit decision on the TRO (temporary restraining order) to the Supreme Court, including fighting out this case on the merits," Priebus said. "And, in addition to that, we're pursuing executive orders right now that we expect to be enacted soon that will further protect Americans from terrorism."
court system. That ruling was upheld by an appeals court in San Francisco on Thursday, raising questions about Trump's next step. An official familiar with Trump's plans said if the order is rewritten, among those involved would likely be White House aide Stephen Miller, who was involved in drafting the original order, as well as officials of the National Security Council, Justice Department and Department of Homeland Security. It is not clear if a new order from Trump would immediately put a travel ban back in place, or if those who have filed lawsuits, including the state of Washington, would succeed in asking the same judge for another hold. Should Trump issue a
'WE NEED SPEED' On Air Force One, Trump addressed the San Francisco court fight, saying: "We will win that battle. The unfortunate part is that it takes time statutorily... We need speed for reasons of security." The matter could move forward next week. An unidentified judge on the 9th Circuit on Friday requested that the court’s 25 full-time judges vote on whether the temporary block of Trump’s travel ban should be reheard before an 11-judge panel, known as en banc review, according to a court order. The 9th Circuit asked both sides to file briefs by Thursday. In a separate case on Friday, Justice Department lawyers argued in federal court in Alexandria, Virginia against a preliminary injunction that would put a longer hold on Trump's executive order than the Seattle court ruling, but focused solely on visa holders. Judge Leonie Brinkema asked the administration for more evidence of the threat posed by citizens of the seven countries. Aboard the flight with Trump were his wife Melania, daughter Ivanka, son-in-law Jared Kushner and Japanese Prime Minister Shinzo Abe and his wife Akie. The Trumps landed in the evening and went to their Mar-a-Lago estate in Palm Beach.
Volunteers try to guide some of the stranded pilot whales still alive back out to sea after one of the country's largest recorded mass whale strandings, in Golden Bay, at the top of New Zealand's South Island. (Reuters Photo)
SYDNEY, FEBRUARY 11 (REUTERS): Whale rescuers in New Zealand linked arms in neck-deep water on Saturday to try and prevent about 200 pilot whales from stranding themselves again in a remote bay, where 300 of the animals died this week. The incident, in the shallow muddy waters of Golden Bay, at the northwest tip of South Island, was New Zealand's largest known whale stranding since 1985, when 450 of the animals were stranded in Auckland, and the third largest on record. A group of about 100 volunteers, supported by three boats, successfully turned the whales away from shore by blocking their path, conservation officials said in a statement. By mid-afternoon, the whales had moved offshore and were being monitored by boat as the tide dropped. "Emotionally, it's quite stressful, because you can hear the whales calling, which is really quite strong," one volunteer told broadcaster TVNZ. Although about 100 whales stranded overnight were floated just after dawn, a fifth of that
number beached themselves again in the afternoon. "These whales are not in good condition and will be euthanised to relieve their suffering," the department of conservation said in its statement. Since a conservation worker spotted the whales washed ashore on Thursday evening, rescuers have spent two days pouring water over the beached whales to try and keep them cool, while waiting to catch high tides to carry them out to sea again. School children have sung to soothe the distressed animals. The scale of the latest event "was a shock," even for a country with the most whale strandings in the world, said Darren Grover of Project Jonah, a marine environmental group. The precise cause was not known, though beached whales are not uncommon at Golden Bay, whose murky low-lying waters Project Jonah says can confuse the marine mammals' sonar, leaving them vulnerable to stranding when the tide ebbs. Pilot whales are not listed as endangered, but little is known about their population in New Zealand waters.
Peru asks world to help find 32 Korean Christian missionaries expelled from China fugitive ex-president Toledo LIMA, FEBRUARY 11 (REUTERS): Peru asked for international help in finding former president Alejandro Toledo, wanted in connection with a farreaching bribery probe, saying on Friday that he was likely now in San Francisco and may try to flee to Israel. The government of Pedro Pablo Kuczynski, who served as prime minister and finance minister during Toledo's 2001-06 term, said it was asking authorities in the United States and Israel to help find and return him to Peru. A judge on Thursday ruled that Toledo, who denies any wrongdoing, must be jailed for up to 18 months while influence peddling and money laundering charges are prepared against him. Prosecutors allege that Toledo, 70, took $20 million in bribes from Brazil's Odebrecht SA [ODBES. UL], a family-owned construction conglomerate at the centre of Latin America's biggest region-wide graft scandal. The downfall of Toledo, once a pro-democracy hero and anti-corruption crusader to many in Peru, has raised questions about who might be next as Odebrecht provides testimony on high-ranking officials it bribed from Argentina to Panama. Interpol issued a red alert notice to 190 member countries to search for and capture Toledo, Kuczynski's Cabinet said on Friday. The Interior Ministry has offered 100,000 soles ($30,000) for information leading to his capture. "Anyone in the world who can help us find him can claim the reward," Interior Minister Carlos Basombrio said. "Peru doesn't deserve to see another president flee justice." Toledo rose to power denouncing widespread corruption in the government of his predecessor,
SEOUL, FEBRUARY 11 (REUTERS): China has expelled 32 South Korean Christian missionaries, a Korean government official said on Saturday, amid diplomatic tension between the two countries over the planned deployment of a U.S. missile defence system in the South. The 32 were based in China's northeastern Yanji region near the border with North Korea, many of whom had worked there more than a decade, South Korean media have reported.
South Korea's foreign ministry said on Friday it briefed Christian groups on the case of the missionaries, adding that they were expelled in January. The ministry advised the groups on the importance of complying with the laws and customs of the areas where they work, it said. In South Korea, China is widely believed to be retaliating against Seoul's plan to host the Terminal High Altitude Area Defence (THAAD) system of the U.S. military, against the threat
of the missile attack from North Korea. But there was no indication of a direct link between the expulsions and tension over THAAD, said the South Korean government official, who requested anonymity. "There was no official explanation from China," he said. "There is no confirmation that it is related to THAAD." China's Communist Party says it protects freedom of religion, but keeps a tight rein on religious ac-
tivities and allows only officially recognised religious institutions. The number of Korean missionaries working in China might top 1,000, South Korean media say. Most are in the northeast, and many help defectors flee North Korea and travel to third countries, including the South. THAAD's radar is capable of penetrating Chinese territory. Beijing has objected to the planned deployment, saying it will destabilise the regional
balance of security, threaten China's security and do nothing to ease tension on the Korean peninsula. Many South Koreans believe Beijing is retaliating against THAAD, with measures against some companies and cancellations of performances by Korean artists. On Wednesday, South Korea's Lotte Group said Chinese authorities had halted construction at a multi-billion dollar real estate project after a fire inspection.

Alberto Fujimori, who fled to Japan amid a far-reaching graft inquiry in 2000. Fujimori is now serving a 25-year sentence in Peru for corruption and human rights abuses during his decade-long authoritarian rule. Toledo has not been charged with or convicted of any crimes. He was last known to be in France a week ago. Toledo's lawyer, Heriberto Benitez, denied that Toledo was on the run and told Reuters he was waiting for the results of an appeal. Benitez declined to say where Toledo was, citing a confidentiality agreement with his client. After the judge's decision, Benitez said he would recommend Toledo not return to Peru to face a justice system he called "vindictive." He said he believes Toledo should be investigated but thought preventive detention was excessive, calling it a hallmark of autocratic regimes. Justice Minister Marisol Perez Tello said Toledo would be guaranteed a fair trial. "We're all very ashamed of what this looks like internationally; all we're asking is that he come back to explain what happened," Per-
ez Tello said. Toledo has earned postgraduate economics degrees from Stanford University, near San Francisco, and has lectured there. Toledo's wife has Israeli citizenship and his longtime friend, Peruvian-Israeli businessman Yosef Maiman, is believed to live there. Peru does not have an extradition treaty with Israel but does have one with the United States. The U.S. and Israeli embassies in Lima did not immediately respond to requests for comment. Prosecutors, citing testimony from an Odebrecht executive, alleged Toledo made a pact with the company to help it win two lucrative highway contracts in exchange for bribes he asked to be deposited in the accounts of offshore companies controlled by Maiman. Authorities have traced some $10 million from Odebrecht to Maiman's companies so far. Maiman did not respond to requests for comment. Toledo made two unsuccessful bids for a second presidential term in 2011 and 2016 and had not ruled out a third attempt in 2021.
the-scenes diplomacy, China wrested a concession from the United States as the two presidents spoke for the first time this week, but Beijing may not be able to derive much comfort from the win on U.S. policy toward Taiwan. Several areas of disagreement between the superpowers, including currency, trade, the South China Sea and North Korea, were not mentioned in public statements on Thursday's telephone conversation between Presidents Xi Jinping and Donald Trump. In getting Trump to change course on the "one China" policy, Beijing may have overplayed its hand. Trump had upset Beijing before he took office by taking a call from Taiwan President Tsai Ingwen, then casting doubt on the "one China" policy, under which Washington acknowledges the Chinese position that there is only one China and Taiwan is part of it. Trump changed tack and agreed to honour the "one China" policy during the call, prompting jubilation in China. Beijing had been working on diplomatic ways to engage Trump's team and largely blaming Taiwan for stirring things up. Laying the foundation
Chinese President Xi Jinping
for that call had been the low-key engagement of China's former ambassador to Washington and top diplomat, the urbane and fluent English-speaking Yang Jiechi, with Trump's national security adviser Michael Flynn. "China was pragmatic and patient. It made every effort to smooth out the relationship, and it paid off," said Jia Qingguo, dean of the School of International Studies at Peking University, who has advised the government on foreign policy. But China also made very clear Taiwan was not up for negotiation, unleashing state media to threaten war and punishment for U.S. firms if that bottom line was breached. China has long de-
scribed self-ruled Taiwan, claimed by Beijing as its sacred territory, as the most sensitive issue in Sino-U.S. relations. Its military had become alarmed after the TrumpTsai call and was considering strong measures to prevent the island from moving toward independence, sources with ties to senior military officers told Reuters in December. A source familiar with China's thinking on relations with the United States, speaking to Reuters last month, said China had actually not been too bothered with Trump's Taiwan comments before he took office as he was not president then and was only expressing his personal view. "If he continues with this once he becomes president

he ULB imbroglio has brought to fore many voices, particularly the divisive assertion that patriarchy in Naga society EQUALS subjugation of women, and that this patriarchal mindset is responsible for the opposition to women reservation and the present mayhem. This subjugation narrative has been widely carried as the reality in mainstream media esp. in mainland India. It’s embarrassing to think that the rest of the world should now have such a low opinion about Naga men- belonging to the category of regressive mindsets and of course, unrelenting rascals. It’s frustrating that the ULB issue should be widely (mis)interpreted by our own womenfolk –and by outside activists, as a gender struggle against Naga male dominance. Firstly, what has been left unsaid is that there’re many women who are (1) against any form of women reservation per se (2) against 33% reservation in the sense it seems to infringe the spirit of Article 371A. Secondly, the tribal hohos too have expressed that the issue is not about opposition to women reservation in the ULBs but the proposed elections to be held under the present format. Therefore, the argument that patriarchal mindset, read male dominance, is responsible for the ULB fracas is erroneous. The greater danger with such views is that it poisons the whole atmosphere with Women Vs Men narrative when the context for such never existed in our society. To rant against patriarchy is to miss the point. Take the example of polity. As understood, under the historical context of the head hunting culture, wom-

en were necessarily excluded from decision making processes (Khekiye K. Sema). With changing times, women were incorporated in the decisionmaking process, as evidenced in the Village Development Boards (VDBs). Ironically, women activists use this ‘there should be atleast one woman in the VDBs’ clause (not 25% reservation) to further their point for reservation in the ULBs which is a fallacious argument to begin with. An important distinction between the VDBs and ULBs is that women quota in the VDBs was NOT brought about by an act of parliament nor is constitutionally mandated. This policy was formulated by the RD Department as per its competence under the Communitisation policy. Therefore, the argument that if men did not object to reservation in the VDBs then, why the sudden objection to 33% in the ULBs (?) is non-maintainable. On economic front, every single Naga family in the village complemented each other in the fields, thereby compensating the need for hired labour. Like the Israeli Kibbutz, the sex of a member was almost irrelevant here. It should be understood that such an arrangement was not always the same in early or emerging societies. According to Margaret Mead in her “Sex and Temperament in 3 Emerging Societies,” she noted that among the Tchambuli tribe of Papua New Guinea, women were more dominant; the women carried out the economic activities whereas men sat at home and cried. While later researches have concluded that she made extreme observations, the general conclusion was that “neither sex competed for dominance.” Like Nagas, the necessary equation of their time and circumstance was simply not conducive for
power play of dominance and subjugation- such as the practice of low caste women in Kerela baring their breasts in the presence of high caste men. As writers have pointed out (Charles Chasie), the historical circumstance of Nagas being patrilineal ensured that only sons, not the daughters, could inherit the land but such an evolved system prevented Khasi-like situation taking shape. Our patriarchy was an evolved system designed not to propagate the male species but their way of life which the British in some cases described as ‘pure democracy’. Despite themselves, they formulated that inbreeding could lead to species-extinction and hence the 7-year taboo rule. They understood that honour and respect for parents, elders and widows were not only virtues but the very essence for survival in their harsh environment; the Ghats of Varanasi teeming with thousands of discarded and destitute widows comes to mind as an anti-thesis. There are a million and one things a human mind can conjure up, including the ability to butcher 6 million souls with sound moral justification. Surely our ancestors could have birthed Sati, practiced female infanticide and dowry, ritualized forms of Morung prostitution- as in the temple prostitutes of the Greek city states/south India, harboured female slaves (war trophies) - as practiced in ‘pure democracies’ of Greek city-states, imposed retributive justice - one wonders why these head-hunting savages didn’t impose eye for an eye kind of justice given their primitiveness?, etc. Despite the modernity of our times, things haven’t changed much. Therefore, to actually make headlines that Naga men feel threatened by the rise of a new generation of Naga women- academically

he agitation for postponement of ULB election led by JCC seems to be drifting away from its core agenda. The main issue is for postponement of election and also to find an amicable solution for women participation in it. The state government miserably failed in handling the sensitive issue and it has proved itself not fit to be in power, but the tribal hobos and other organisations also cannot wash their hands off. They flared up passion and resorted to violence which resulted in loss of lives and properties. The blame game is endless but after going through this turmoil it is time to realise that prolonging the protest in the present form is going to do more harm than good to our society. Rather, if we Nagas can come out of this tragedy with an acceptable solution and take a united stand that would be a better tribute to our brothers who lost their lives. The people have a right to demand the resignation of CM but we don't know whether he is going to do it any time soon as he also has his reasons to stay on. And if this is the condition for lifting of the indefinite locking of govt offices and also for resumption of agitation then we are circumventing the real issue and at the same time it is causing untold miseries to our own people. If we love our people we should be sensitive to the plights of pensioners, poor govt servants who solely depend on their salary. Think of thousands of our students who are studying outside on the meagre income of their parents and some may be sick or in difficult situations. Thousands of our students who are going to appear the board exam are mentally disturbed and they are not sure whether they will be able to sit on the exam day. Many people are in urgent need of official documents from administration offices and courts. Many could not attend the funeral of their love ones which were only few kilometres away because of the bandh and many walked miles from train, bus stations and airport to reach home with their luggage. Many of our children could not have a
normal wedding which they deserve. Think of the small businesses, and daily wage earners. The locking of government offices may not be affecting you and the well to do. But whether you believe it or not, Nagas survive on government employee’s salary as we have no other sources. If you the leaders who are leading the agitation cannot appreciate the difficulties ordinary people are going through, then you are heartless and your motive could be elsewhere. So far, people have borne the hardships without complaints but it cannot go on like this. Do not hold the whole society to ransom as many of them are not fortunate enough to be in your position. You are simply denying their right to livelihoods. We are making a mockery of ourselves by locking the Deputy Commissioner’s offices and courts. How people will have faith in the administration and judiciary if they could be coerced in this manner? The state government is also making itself a laughing stock because with all the state machineries and para military forces at its disposal, it cannot run its own secretariat, the district administration offices and courts. Where is the security for common man? God forbid but if a disaster strikes now where will people go for help? Please stop misleading the common people. Our state is not the first one to implement 33% women reservation in ULB, many states have done it and 16 states have implemented not 33% but 50% women reservation in all panchayati raj institutions. Bihar, Gujarat and Rajasthan went ahead and have extended 50% reservation for women to ULB and here in Nagaland we are still fighting over 33% reservation and shedding blood. Dear leaders, if you are working for the welfare of the people, start a dialogue with the intellectuals, leaders and elders which we are not dearth of and bring out an acceptable solution. The constitutional issues concerning our future cannot be decided in the streets or in a vitiated environment and least by the people who are not qualified. People of my generation deserve a better deal from you all.
An eye open to understand the need to preserve Naga rights T.L Angami Founder President & Senior Advisor Village Chief (GB) Federation Nagaland (GBFN) Hq.
O
n careful consideration of all the pros and cons arising out of the agitation against 33 % reservation for women, it boils down to the fact that this movement is truly an eye-opener for the Nagas to understand the need to preserve the sovereign rights of the Nagas as enshrined in the Constitution of India under Article 371 A. It also creates opportunity for all to review and rectify past-lapses of the Govt. of Nagaland which for the reason the present imbroglio and breakdown of Law and order in the state. In view of the above, the credit of the eye-opening achievement belongs to the movement leaders, particularly to those who sacrificed their precious life for the Nagas.
Nevertheless, a word of caution may be necessary in order that the victory thus achieved must now be properly consolidated at this stage before taking any further steps. And as and when a person becomes a leader of any sections of Nagas, he/she must lead the Naga people into the right direction according to Law. And we should not allow anyone to take law into their own hand for any action. According to the Naga Customary Law, there are so many taboo which are not to do in the like of cursing of others, burning or cutting down of the human living house, spitting on the face of the others, stealing, telling lies, cheating, intentional killing etc. In this context, therefore I humbly suggest that further down of Govt. offices may be lifted so that we may sit and review past-lapses of the Govt. of Nagaland and take corrective measure before it is too late.
brilliant, intellectually coherent, and economically strong - is astounding when such should be a matter of pride for all of us. One is tempted to question whether this analysis is based on the ground reality or an expression of feminist ‘feelings’? The ULB issue is not about gender war. The government failed to address the genuine apprehension of the Nagas in general- that the Nagaland Municipal (Third Amendment) Act 2006 could infringe Art 371 A. Thus, it was the ineptitude of the state government in gauging the mood and resolve of the tribal hohos and the JCC which led to the situation. They were contemptuously labeled as having a political agenda- as is the usual defence when faced with critical situations- so much so that the government began to see the imprints of Rio everywhere. Rio in the process acquired an almost embarrassing larger – than- life image (though the ‘Rio is the answer’ slogan remains unfulfilled). The cursory manner in which a ONE day consultative meet with civil society organizations was organized by the government on the ULB elections and women reservation didn’t help matters since the reality is that even most educated Nagas would be hard pressed to explain the full form of FIR. Under the circumstances, the learned Addl. Advocate General Kakheto Sema defending the government and the ULB elections came across as coloured and not the Whole Truth. One understood from the writeups of Kakheto Sema (and later A. Zhimomi) that Article 243T under Part IX-A is a constitutional mandate which cannot be AVOIDED by the state government. In layman’s term, ULB elections SHOULD be held with the 33%
reservation for women clause, and indeed polling was conducted on 1st Feb (But this ‘SHOULD be held’ contention already stands contradicted in the light of the State Election Commission declaring the ULB polls ‘null and void’). Whereas, the Nagaland Bar Association (NBA) represented by V Hukavi Zhimomi and Imkong Jamir, has asserted that the state legislature has full powers to legislate on the ULBs (according to 7th Schedule); and whereas the NM Act 2001 was enacted by the Nagaland legislature WITHOUT any reference to Part IX – A of the Constitution with its contentious Article 243T mandating 1/3rd seats in the ULBs. In other words, they’ve asserted that the ULB elections CAN be held without 33% reservation! Likewise, while A Zhimomi asserts that the ‘ordinance’ route (to be passed) by the PM and his cabinet is the only option to exempt the imposition of Part IX- A upon the state, the NBA alludes that the STATE LEGISLATURE IS FULLY COMPETENT enough to carry out the same. The two totally divergent and contradictory stands have confused everybody. Perhaps, in the scheme of things related to the interpretation of the Indian constitution, there can be no consensus, only majority opinions. Interpretation seems to be the key here which again may be the reason why the learned counsels have NOT opined on whether Part –IX A of the constitution violates the SPIRIT of Article 371A. This is important because judging from their wariness, it can be inferred that the constitution cannot be rigidly compartmentalized as there’re always rooms for connecting dots between the Articles or Clauses. In which case, violation of Art 371 A is
all too probable. This is precisely the fear which the JCC and the Hohos had aired; with the government unable to convince the masses. Therefore, shifting the goal post from women reservation apprehension to property tax doesn’t arise. Both are equally relevant. Perhaps liberal minds would do well not to rush to conclusions that the Hohos’ fear of 33% reservation infringing on Article 371A stands on wrong footing. The government, instead of tinkering with possible dilution of Art 371A, should explore the NBA argument that the state legislature is within its powers to enact a municipal law befitting to the social and economic conditions of the state. The violability of Article 371A through future Constitutional amendments is a clear danger. A day may come when the total sum of all these Constitutional amendments may make the Article totally redundant notwithstanding the words… “Notwithstanding anything in this Constitution….” Therefore, a concerted effort has to be made to convince the PMO and the Indian Parliament that (a) all constitutional amendments incorporated post 1963 – that is, the year Art 371 A was inserted into the constitution- be reviewed keeping in mind the possibility of violability of Article 371 A. Imagine a hypothetical situation- would the authors of the 16-Point Agreement have said YES to Part-IX A if they were somehow told that it was going to be introduced in the future, 1992? (b) Any future amendments should be subject to automatic review if later found violative of Art 371A, notwithstanding the assent of 2/3rd of the states. Meanwhile, Patriarchy cannot be the Last Word on the issue.
THE RIVER OF NO RETURN Khekiye K. Sema IAS (Retd)
T
he unfortunate events currently taking shape in Nagaland calls for calm and cool contemplation with matured wisdom, if we are to avert further disaster from happening all over again. By now it ought to be sufficiently clear to the State Government that the people have determinedly crossed the river of no return. The situation has become extremely volatile because the subject, rightly or wrongly, revolves around a sensitively guarded Traditional Customary Laws and Practices that is protected under Article 371 A. Enough has been debated on it with varied legal interpretations and does not require repetition. Instead let us take a dispassionate look at our ground realities: 1. The agreement signed between JCC and the Government of Nagaland represented by the Chief Minister and his Home Minister in the presence of NBCC as a responsible third party witness, on 30th January 2017, was a very serious undertaking for all concerned not to childishly be trifled with. It should have honourably been upheld. Without doubt reneging on this agreement was the spark that set Nagaland ablaze. The beleaguered Home Minister trying to find that proverbial straw to save his drowning Government by
saying: (Quote): "On the hindsight, the lapse on the part of all participants was that it was not discussed as to whether the postponement shall cover the entire State or only those towns/municipalities where the people were protesting against ULB election" (Unquote) [Nagaland Post February 10, 2017] is nothing short of a poor pathetic explanation that does not convince anyone. The need for the above hair splitting exercise was absolutely unnecessary for those with gray matter because the very basis for this coordinated meeting centred on temporarily suspending the ULB election process for two months. The fact that it was 'not discussed' was for the obvious reason that the subject covered not part but the entire State as a matter of a principle problem across the board. If Chief Minister and Home Minister were really confused as to whether the agreement covered partial or whole State, the responsible thing to do was to have it clarified from the JCC first before arbitrarily taking such a hasty action without honour and vitiate the atmosphere by tactlessly failing to perceive the foreboding current sweeping the shores even at that time. In this, NBCC as the third party witness ought to also explain their understanding of this agreement for public clarity. 2. Chief Minister was a party to this agreement. It was obligatory on
the part of his Cabinet to abide by his decision and not vote against this agreement under the principle of "Collective responsibility". Technically speaking therefore this was as good as a "no confidence" vote against him. If for nothing else CM should have honourably and gracefully resigned on this one count alone. Reclaiming the endorsement of his Legislators for his continued leadership is of no real consequence when the talk is about "Moral responsibility" for all the unfortunate incidents that had been perpetuated under his watch leading to the death of our three sons. Remember what Mr. David Cameron, the Prime Minister of England, did after losing the Brexit plebiscite that he was campaigning against? He (not being a power/money hungry Naga), accepted the moral responsibility as an honourable man with principles and gracefully resigned on his own volition despite the full support of his majority Party MPs in the House of Commons and had every right to legally continue. That is what decent people term as a respectable sense of 'honour'. If there is any "Honour" left in Nagaland we the people must stand together for a change and do the best we can to salvage it from the cesspool where it presently resides...before it finally dissolves.
3. The most glaring aspect in the present trying situation is the nonfunctional status of the Government machinery which has practically come to a grinding halt for the past 10 days signifying a clear breakdown of law and order situation that has spun out of Government's control with no immediate end in sight. Coordinating interactive consultations and discussions with the traditional infrastructure including the Tribal Apex Hohos is the urgent need of the hour. However, judging from the determined stand taken by NTAC/JCC with the full backing of all the Tribal Apex Hohos, this is not about to happen as long as T.R clings on to his rickety chair. Ignoring the traditional time bomb with a short ULB fuse that he has arbitrarily lit is going to make normal governance impossible from this point onwards with potential chaos in the making that could very well cause additional loss of lives in the event of his effort to make the Government machinery function. We are witnessing a full-blown Constitutional breakdown. This is perhaps more than sufficient a reason for the Governor to consider his prerogative and independently recommend PR based on the dangerous ground reality that is waiting to spiral out of control further if nothing tangible is done. Time is dangerously ticking by.
YOU REAP WHAT YOU SOW Iherie Ndang Member, All India Congress Committee

n the course of the lifespan of 53 years of the Statehood of Nagaland, we have live side by side with the political activities of the State, of which some have been of disadvantage to us and some have been beneficial for us. However, never in the history of Nagaland Statehood, we have witnessed such uprising of the people against the very government they have elected to rule over them as is in the present situation. So also, no political parties of the past have been as divided and weak as of the present day oppositionless party in the government. And the reasons for the turn of the events of the present government from day one according to my observation has its beginning in the manner the 12th NLA general election was conducted. The churches in Nagaland headed by the NBCC took a very bold step to clean up the corrupt practices of election in Nagaland and initiated for a Clean Election for which I was happier than anyone else and accepted the challenge. Thereafter series of Seminars on clean election were conducted across the state, prayers and fasting programmes were organised and we made a promise before the King of kings, the living God of Israel, the God of the Nagas that we will have a Clean Election in the State of Nagaland in His Holy Name. This fact can never be denied. As the great day of electing the leaders to lead the Naga people approached, I saw and observed that those who have stood tooth and nail for clean election slowly drifted away from the path and the stand they have taken. The believers and faith-
ful church leaders started to carry moneybags and visited homes of the electorate to buy their votes on behalf of the candidates they supported and the money started to speak to the electorates on behalf of the candidates. As such, the money they received led them to the polling booths and the precious votes (supposed to be clean) were voted. In the process of election, no minds and thoughts were applied and no time was spent to think and decide for whom to vote, because the fat moneybag was the mind and heart for most of the electorates at that point of time. Seminars and prayers for Clean Election were all forgotten, to remember no more. Liquors, money, proxy voters slips were all seized and confiscated but there were no authorities to take action. All cries and complaint went unheeded. The authorities were silent and the NBCC were nowhere to be heard and seen. All went its own way and that was how Nagaland conducted the general election to the 12th Nagaland Legislative Assembly of 2013 (NLA-2013). Soon after, the result was declared and the NPF came back to power with Thumping Majority for the Third Consecutive Time. It was a joyous moment for all of us and we congratulated the new government with great hope that Nagaland will see a new face of peace and development. But our hope and joy was too short a life. The agony started to roll down on the newly built house of NLA-2013. The father of the house had to leave for Lok Sabha. The BJP MLAs were suspended, the NPF MLAs were divided, the NCP MLAs deserted their party and lastly the 8 Congress MLAs became political prostitutes. Throughout this period, precious times were spent in cleaning up the house of NLA and no time and
money could be spared for the peace and development of the State they so represent and pledge to work for. It was really an agony for the electorate so also for the MLAs. Today, we have a warlike situation after 4 (four) years of much talk about clean election. The very people who have elected the MLAs are calling them to resign from their position. The Chief Minister of Nagaland who was my opponent in the 2013 election is being asked to step down by the Naga public time and again, telling him he has no moral right to continue as the Chief Minister of the State because he is not fit to run the affairs of the State. Much damage has been done to public properties and innocent lives were lost. We never know what more calamities are in store for us ahead. Nagaland had never witnessed such a situation in the NLA in the past with no opposition, so also the Naga public had never stood together to attack the very House they have built in 2013, as a united opposition. The reasons as I see for the present fallout and turmoil is because of the simple fact that we have lied to the King of kings and cheated the living God of Israel who is the God of the Nagas while electing our earthly kings. It is therefore necessary for us to revisit our mind and soul and answer these questions to our God: Q 1. Why did we turn away from Clean Election that we promised before the living God, the Jehovah? Q 2. Why did we allow the corrupted money to lead us to the polling booth and vote on our behalf? Q 3. Why did we not utilise our minds and hearts to think and decide for us, for whom to vote? Q 4. Do the money that we received during the elections have
ears, eyes, minds and heart to hear, to see, to think and decide and choose our representative? Q 5. Do we still think we did the right thing to ourself, to our people, and to God by deciding to vote for the candidates whose money we received? Q 6. As a Christian, as a baptised member, as a church leader, have we prayerfully casted our vote or the money we received overtook our decision? Today many of us are in a position where nobody can blame anybody for the present situation because we have already sold our rights and that have already been purchased by the leaders sitting at the top of us. Let us not deny this fact. We have lost our moral right to demand their resignation and they have the right of not listening to us because their money have played the role of middleman for us in the 2013 election and that money has already flown down to the drain and disappeared in the deep sea of corruption. The relationship of love and understanding is no more with us. The bond of respect and honour is missing in us. The mistrust and hatred have grown too deep amongst us. The only way left for us to save our beloved Nagaland is to look back at what we have done in 2013 election, and decide for ourself whether to repeat the practice of giving our right to the moneybags or turn our mind and heart to God, the Jehovah and repent, and go for a Clean Election in the fear of God and elect God fearing leaders so as to deliver Nagaland from falling apart. We are reaping what we have sown and the harvest is bitter and sour. May God Bless My Beloved Nagaland!

‘The LEGO Batman Movie’ trailer:
Ed Sheeran takes top two chart positions
The film promises to be as good as the superhero franchise
E
d Sheeran's new singles Shape of You and Castle On The Hill have entered the UK singles chart at number one and number two respectively. The Official Charts Company says it is the first time in history an artist has taken the top two chart positions with brand new songs. The singer said he was "incredibly chuffed" by the success. "Both tracks mean a huge amount to me so it really is amazing to see them go to the top of the chart together." Sheeran's comeback follows a "gap year" where he removed himself from social media, making space to write his third album, ÷ (Divide). Fans were clearly hungry for new material, as the star set several streaming records over the course of the week. Shape Of You's bouncy, uptempo pop was the bigger hit, notching up 13.4 million streams - smashing the record Drake set last summer, when One Dance was streamed 8.9 million in a single week. Castle On The Hill, built around a chiming, U2-style guitar riff, also beat Drake's tally, with 11.07 million streams. On Spotify, Sheeran also broke a global streaming record held by One Direction, whose single Drag Me Down racked up 4.76m streams in one day in August 2015. Shape Of You was streamed 6.13 million times when it was released last Friday, increasing to 7.24 million streams on Monday. Source: BBC

The video includes set footage from the first day of production where Robert Downey Jr, Tom Holland and Chris Pratt share their thoughts about being a part of the Marvel Cinematic Universe. The clip opens with a revisit to the Infinity Stones and how they existed before the creation of the universe. Six singularities, forged into six Infinity Stones. There is also a small footage from the sets where Pratt, Downey and Holland are gathered against the green screen. “This is the first day, we’re in Pinewood, Atlanta and it’s actually pretty unbelievable,” says Chris Pratt who plays Star Lord in Guardians of the Galaxy. “Day one of what promises to be a year of fun-filled lensing,” said Robert Downey Jr, who plays Iron Man. The last scene is of Thanos, played by Josh Brolin, putting on his gem-less Infinity Gauntlet, preparing for battle. The film has a release date of May 4, 2018 and will star characters from The Avengers, Guardians of the Galaxy, Spider-Man: Homecoming and Doctor Strange.
