Impur, February 17 (DIpr): Impur Christian Hospital (ICH), one of the oldest health institutions in Nagaland, established by Council of Baptist Churches North East India (CBCNEI) in 1912 was formally handed over to Ao Baptist Arogo Mungdang (ABAM) at a function held at ICH on February 17.

The historic handing and taking over of the ICH after 103 years has come following a signing of a Memorandum of Understanding (MOU) between the CBCNEI and the ABAM in presence of NBCC General Secretary, Rev. Dr. Anjo Kiekung as a witness to the momentous event.

Signing the MOU, CBCNEI General Secretary, Rev. Dr. Solomon Rongpi described the handing over of the ICH as historic and a new venture between the two churches council. He said that the ICH would be better maintained and managed by ABAM to make it more beneficial to the people in the region.

ABAM Executive Secretary while signing the MOU said it was a moment of great joy for the ABAM to formally take over the ICH with a responsibility to continue its mission for the glory of God. He said priority would be accorded to further improve the hospital to serve the people.

According to MOU, the ABAM will manage the hospital for 30 years after which the MOU may further renew/ or if ABAM does not want to manage it, it would be revert back to CBCNEI. The MOU, in a clause also said ABAM has to contribute 1% of the total service income annually to CBCNEI as the land and the immovable properties belong to CBCNEI. Delivering his exhortation at the function NBCC General Secretary, Rev. Dr Anjo Kiekung said that a tangible change has come to Impur and expressed hope that the ICH would bring a sea of change in ren-

He also stressed on the need to appoint ‘God anointed Doctors’ in the ICH. Recalling the immeasurable service done by ICH in the past hundred years, Rev Anjo remembered with a sense of nostalgia about his treatment at ICH Impur for a week in 1967.

DImapur, February 17 (mexN): As part of its second phase developmental project, the Dimapur Municipal Council led by its Administrator, H. Atokhe Aye has begun clearance of clogged drainage in the town by hiring private labour professionals in drainage clearings.

On Tuesday, the DMC began clearing the main nullah of the town at Nyamo Lotha Road below Federal Bank in the presence of DCCI President, Hokivi Chishi and others. According to DMC officials present at the site, the particular drainage spot has accumulated vast garbage wastes owing to five huge pillars which have been constructed right in the middle of the nullah.

It was revealed that the pillars have obstructed the smooth flow of the drainage leading to artificial flood upstream during rainy season. This nullah acts as the main drainage as all other sewage drains of GS Road, MP Road, Murgi Patti, Circular Road etc flows into

This has necessitated as the levels of development amongst the villages are varied; some villages are faring well in certain areas whereas some other villages are comparatively excelling in other spheres depending on the nature and circumstances. The Board selected two categories of villages, 10 villages as Guest and another 10 villages as Host with equal number of delegates. In order to successfully conduct the program, it was further decided to give a short briefing on the aims and objectives to the Chairman of the selected Village Councils as to how the programme is to be conducted.

While reviewing the last meeting minutes, the ADC reminded the DPDB members to improve their attendance and further directed all the members to address their leave of absence to the Deputy Commissioner.

She further thanked all the DPDB members for their cooperation during the Republic Day Celebrations at the Secretariat Plaza.

Don't pass orders on spectrum bidding like Tripura, Supreme Court asks HCs New Delhi, February 17 (iaNS): The Supreme Tuesday asked the high courts across the country not to rely on the Tripura High Court order to pass orders interfering with the bidding process for the allocation of 2G spectrum for which auction would be held March 4.

Directing hearing, on Feb 25, of the central government's plea challenging the high court's Feb 12 order permitting Reliance Telecom Ltd and Bharti Hexaco to make two bids for spectrum for the northeastern states by modifying tender conditions, a bench of Justice Dipak Misra and Justice Adarsh Kumar Goel asked Attorney General Mukul Rohatgi to place be-

fore it any matter relating 2G bidding before the high courts.

The court said that no adjournment will be granted on Feb 25 as Rohatgi described the high court order as “astounding” and “completely unacceptable”, saying what was at "stake was the revenue of Rs.1 lakh crore and any interference by the court would make people shy away".

The attorney general told the court that by the high court order, the entire bidding process is set to be put at nought and writ petitions are being filed all over.

“What is good for the northeast is good for the rest of the country," Rohatgi said pointing to the spate of petitions that would be

generated after Tripura High Court order.

Senior counsel P.Chidambram, who appeared for Reliance Telecom, contested the submission by attorney general saying that all that the Tripura High Court had permitted was the filing of two application one online and other offline for 4.4 MHz and other for permitted minimum 5 MHz spectrum in 900 MHz bands.

He told the court that it was an order for making applications and has nothing to do with bidding which would take place on March 4.

Confronting Rohatgi with the views of the Telecom Regulatory Authority of India (TRAI), Chidam-

bram told the court: “It is not his view, nor my view.

Twice TRAI had recommended putting to auction a minimum of 4.4 MHz of spectrum in 900 MHz.” He noted that the TRAI reiterated its recommendation for the auction of a minimum of 4.4 MHz of spectrum after the government sought the reconsideration of its earlier recommendations.

Chidambram told the court that today there are two operators - Reliance Telecom and Bharti Hexacom - providing services and each having 4.4 MHz of spectrum. He said that if the government continues to insist on allocating a minimum of 5 MHz spectrum to one bidder, then it

would mean that the other operator will have to shut down its operations.

He said that besides one of the service providers faced the prospect of shutting down, the balance of 3.8 MHz of spectrum would remain unutilised as it would not be put under hammer in the present round of auctioning. “This is a great disservice to the people of northeast," he contended.

At this, Justice Misra asked: "How are you concerned (what will happen to 3.8 MHz spectrum).

Meanwhile, after overcoming several impediments, the 101MW-capacity power plant is expected to start experimental generation from Friday.

NEEPCO, a mini-ratna company under the union power ministry, has set up the Rs.9.5 billion (nearly $150 million) gas-based power plant in Monarchak, 70 km south of Tripura capital Agartala and just 8 km from the Bangladesh border.

The NEEPCO official said non-supply of gas by ONGC (Oil and Natural Gas Corporation) led to huge delay in commissioning the power project resulting in the loss of Rs.five crore a month for the past several years.

"The ONGC, after many negotiations and meetings, started supplying gas to the power plant since earlier this month and, accordingly, we synchronised the system," Biswas added.

The foundation stone of the Monarchak power project was laid during the previous National Democratic Alliance government in March 2002 and the Tripura government allotted the required land to NEEPCO in 2003.

Five more KPLT ultras held, huge arms seized guwahaTi, February 17 (pTi): In continued operations against KPLT, security forces arrested five insurgents and recovered a huge cache of arms and ammunition following an encounter in Karbi Anglong district today, a defence spokesman said.

Based on leads provided by arrested Karbi Peoples Liberation Tigers (KPLT) insurgents, a joint team of army and police raided Lacheng area in Hamren sub-division.

Seeing the securitymen, the insurgents ran towards the forests from a hut firing indiscriminately, and the men in uniform retaliated, the spokesman said.

Five ultras were then arrested taking the count of hardcore KPLT terrorists apprehended so far by the Army's Red Horn Division in three days to 15.

The haul of arms and ammunition recovered includes one Universal Machine Gun, six AK series rifles, seven pistols, a gre-

Modi to flag-off ArunachalDelhi express Train New Delhi, February 17 (pTi): Prime Minister Narendra Modi will flag off the first air-conditioned express train service between Delhi and Arunachal Pradesh at Naharlagun station in Itanagar on February 20. The weekly Naharlagun-New Delhi AC Express, part of the Rail Budget 2014-15 announcement, will cover the 2142 km in about 38 hours.

imphal, February 17 (The hiNDu): The Home Minister Gaikhangam Gangmei is reported to have taken a serious view of the way one proscribed underground outfit has served death notice to the directors of the Imphal Urban Cooperative Bank (IUCB) if they refuse to resign within four days. Following the death threat, security has been tightened in the IUCB offices and the members of the Board of Directors may be given armed guards.

The United National Liberation Front (UNLF), in a statement said that it had asked the directors to resign as they were found guilty of cronyism. Their family members were appointed in the IUCB board on contractual basis flouting all rules and norms. The outfit has served a four-day ultimatum on the directors to resign. Meanwhile there is uncertainty and fear among the share holders and account holders of IUCB in view of the alarming developments.

Manipur takes serious note of UNLF death threat

NE's biggest solar power plant starts generation agarTala, February 17 (iaNS): Northeast India's biggest and the first-of-itskind 5MW capacity solar power plant in Tripura has begun commercial production, an official said Tuesday.

The state-owned North Eastern Electric Power Corporation (NEEPCO) has commissioned the solar power plant at Monarchak in western Tripura.

"The solar power plant was set up at a cost of Rs.40 crore. The entire power from the plant would be transmitted to the Tripura power grid," NEEPCO general manager S.R. Biswas told reporters here.

He said that to generate power, 23,616 solar panels were integrated with the Monarchak power project area, where NEEPCO has also commissioned a separate 101-MW capacity power plant.

The official said: "Following the government policy, NEEPCO has initiated the process to set up more and more solar, non-conventional and renewable power plants in various parts of the country."

Centre to tie up with U.K.-based body to launch course in actuaries

Hackers’ $1 billion bank theft may still impact consumers Josh Boak AP Economics Writer

The hacker gang that looted as much as $1 billion worldwide from banks was unusual: It stole directly from the banks, instead of ripping off their customers.

But this was hardly a bit of Robin Hood banditry that spared innocent account holders. Security experts say consumers still need to keep a close eye on their checking and savings, as epic computer breaches such as this theft — documented in a report issued Monday — are becoming all too common.

“Customers are still at risk,” said Sergey Golovanov, a researcher at the Russian cybersecurity firm Kaspersky Lab that released the report. “Criminals had access to all banking infrastructure, so they were able to get any data about customers.”

Doug Johnson, senior vice president at the American Bankers Association, said there’s no evidence that any U.S. bank has been a victim of this particular breach. Still, the report found that some of the proceeds were deposited with banks in China and the United States.

The hacks detailed in the report, which was presented at a security conference in Cancun, Mexico, are the latest twist on data breaches that have struck not just banks but the health insurer Anthem and major retailers such as Target and Home Depot. And just like those thefts, experts say there are simple protections that consumers can take.

For starters, most American bank customers are insured against theft by the Federal Deposit Insurance Corp. The insurance applies to any sum up to $250,000 in checking, a savings account or a certificate of deposit at a U.S. bank.

Still, more people have become vigilant about monitoring their transactions and responding to alerts from their banks if a charge or withdrawal appears to be suspicious.

“We all look at our bank statements a hell of a lot more carefully than 20 years ago,” said John Gunn,

There are other simple moves that individuals can do to guard their financial data, said Stu Sjouwerman, founder of the data security firm KnowBe4.

Even if it appears to be from their bank, people should never open email attachments that they didn’t request. Nor should they click on links inside emails, but instead type the name of their bank into the Web browser address bar.

And they should only provide a Social Security number or account information over the phone on calls that they initiated.

“Those are the normal things you would recommend consumers to use,” Sjouwerman said.

It appears as though the hacker gang accessed computers by having bank employees click on email attachments.

The hackers relied on a technique known as “spear phishing,” in which they sent emails from a fake account that looked familiar to the bank workers. Those emails infected the computer with a form of malware called Carbanak and gave the gang entry into the internal network, allowing them to mimic the actions of workers responsible for the cash transfer systems.

In a plan that smacked of a Hollywood thriller, the hackers then lurked unseen in the systems of more than 100 banks in 30 countries, according to the Kaspersky Lab re-

port. Working in stealth for months, the group would learn how each bank operated and used that knowledge to steal up to about $10 million in each raid, a sum just small enough to go nearly undetected in the daily shuffle of money.

Their intended targets were primarily in Russia, followed by the United States, Germany, China and Ukraine, Kaspersky says. One bank lost $7.3 million when its ATMs were programmed to spew cash at certain times that henchmen would then collect, while a separate firm had $10 million taken via its online platform. The attacks remain active after about two years of thefts.

The report did not identify the banks involved and Kaspersky is partnering with law enforcement agencies to investigate the hacking that allegedly came out of Russia, Ukraine, and other parts of Europe and China.

Just as the hacking has grown more persistent, banks say their defenses have improved. Johnson of the American Bankers Association said that $10 worth of fraud is stopped for every $1 that succeeds, compared to a ratio of oneto-one roughly a decade ago. The banks also insure against their computer networks being compromised and set aside capital to withstand any losses from fraud.

Yet the hacking attempts continue to evolve in ways that indicate the battle may never end.

“These exploits are going to continue,” Johnson said.

NeW yOrK, FeBrUAry 17 (PTI): India-born Punit Renjen was today appointed the next CEO of US-based accounting giant Deloitte’s global operations, becoming the first Indian-origin person to head a ‘Big-Four’ audit firm.

“We had recently interacted with the joint secretary Anup Wadhwa in New Delhi. In the meeting, we discussed how to meet proper actuarial requirement in the country and how the CAA will play a role in it. Mr. Wadhwa said he was very keen to promote NIA to develop the course,” IFoA chief executive Derek Cribb told PTI on the sidelines of an event here.

“We have suggested for having a 2-year post graduation diploma in actuarial science at NIA. We are sure that actuarial course may be a possibility at the institution in future as we are likely to have some tie-

up with the institute in this connection in future for the same,” Mr. Cribb said.

The total fee for undergoing a CAA course will be £380.

Currently, there are 260 actuaries in the country who are fully qualified and passed the all 15 exams that are required for become a full-fledged actuary. The problem is merely 20-30 people qualify out of the 9,000 who are studying the actuary course in the country, every year.

“I do believe that India does require 1,000 full-fledged actuaries and 10,000 CAAs in days to come,” Mr. Cribb said.

Globally, 200 students are undergoing the CAA course and 150 of them are from U.K. alone, he said.

The kind of job that most of the people in Indian insurance companies are doing doesn’t require them to be a fully-qualified actuary and that’s where the difference comes in, he added.

“We are already in talks with a number of Indian universities for the CAA course, though the talks are in a very early stage at present. We are also likely to start talking to Indian Statistical Institute (ISI) for the course,” IFoA director of public affairs Paul Reynolds said.

Actuaries possess expertise in the fields of statistics and mathematics, and help in risk assessment and estimation of premiums for an insurance business based on past occurrences.

India and employs over two lakh people, is one of the four largest audit firms in the world and competes with PwC, KPMG and EY. Hailing from Rohtak, Haryana, Renjen will assume his new role of Deloitte Global chief executive officer from June 1. He will succeed Barry Salzberg in this role and is currently serving as US business chairman and CEO of the group.

“I am honoured to have been elected as Deloitte Global’s next CEO,” Renjen said in a statement.

“Renjen’s leadership appointment is part of a rigorous and

comprehensive nomination and member firm partner ratification process that occurs every four years and includes all member firms of the Deloitte worldwide network,” Deloitte said.

Renjen, who has been with Deloitte for over 27 years, grew up in India and holds a bachelor’s degree with honours and a master’s degree in management from Willamette University, US. Noke-led NPF accuse TR Zeliang of threatening MLAs Dimapur, February 17 (mexN): The Noke-led NPF today accused the “minority” chief minister TR Zeliang of continuing to lure elected MLAs by “trying to entice them with ministerial berths and lucrative portfolios and even offering them huge amounts of money to switch sides and extend support to him.”

A press release issued by the Press & Media Cell of the NPF alleged that in his “desperate attempts to cling on to power,” Zeliang has even engaged armed personnel and “anti-social elements” to threaten MLAs with dire consequences if they do not support his leadership. “The

DDADU condemns February 16 bandh; apologises to affected people Dimapur, February 17 (mexN): The Dimapur District Auto Rickshaw Driver’s Union (DDADU) has condemned what it termed was the “forced bandh by some disgruntled individuals” resulting in disruption of auto services in Dimapur on February 16. oath spelt by the Judge are seen and heard by the opponent in witness. However, if one party does not like to take the oath, they can see and hear in witness and give right of property or claim to the oath taker. There are many more ways practiced by various tribes and villages in finding the bottom of the truth.

As Christians, we may ask the parties represented by specified number of people or number of souls to affirm the oath, casting their hand upon The Holy Bible and taking oath on the claims that it is the truth and only the truth. If any false claim, let the curse of God befall on the oath taker and the people the oath taker stands for. Oath of solution is better than confrontation. We have heard and seen that false oaths have faced punishment within our lifetime.

We also have seen generations being lost. The period of punishment befalling is left God. 'No' is not the answer to any problem. There should be room for both the parties in the solution. Obedience and co-operation are the duties of citizens when the law or customary or re-

Unrest in Tuensang District T he unrest in Tuensang District has pained me. Perhaps it has equally pained Nagas by in large in the loss of precious innocent lives and properties. It also has seriously dented the credibility of the State Government and the Christian character of Nagaland.

I have limited knowledge in the matter however, in the light of law of the land, Customary Law that we practice and in the spirit of Christianity, I am making these observations: Christians are the most peaceful citizens in the World. Here in Nagaland, we often forget the Christian doctrine when it comes to culture, land disputes and factional politics. Other civilised societies see us as if we are in a semi-conscious state through many of our unpalatable actions. Modern Nagaland with 95% Christians and 82% literacy is no better off now than in the history of the 19thcentury way of life. The news of merciless killing of innocent brothers and destruction of properties is not acceptable in the spirit.

Day 30: The Supremacy of Wisdom in Politics Thought-Provoking Question: King Solomon says, "Wisdom makes one wise man more powerful than ten rulers in a city" (Eccl. 7:19). So, shouldn't we start applying wisdom to our politics?

What does God say? Read Proverbs 24:3-7 Here is what Solomon, the greatest king in the history of Israel, says about wisdom: Wisdom thinks outside the box. As a king, Solomon displayed wisdom when two prostitutes came to him to settle their dispute as to who was the real mother of an infant. The conventional approach would have been to make the ruling based on a lot of hearings. But Solomon did the most unusual thing—he proposed to cut the baby in half. That is, he used an outsidethe-box thinking to find out the truth (1 Kings 3:16-28).

During his rule, Solomon solved many other problems in the kingdom. When crimes were spotted, he swiftly carried out justice (1 Kings 2:13-46). Later he wrote, "When the sentence is not quickly carried out, the hearts of the people are filled with schemes to do wrong" (Eccl. 8:11).

Wisdom thinks from a high vantage point. Solomon says that wisdom takes her stand "on the heights along the way, where the paths meet" and "besides the gates leading into the city" (Prov. 8:1-3). That is, wisdom knows what is going in the lives of the people, in the streets and in the city. Wisdom is much more than knowledge. It has the ability to see things from a high vantage point. It can discern interrelated issues. Examine their relative importance to each other, anticipate potential outcomes of the various choices, and then arrive at the most accurate judgments or the best options.

Wisdom thinks in the future tense. Solomon cites the example of ants to explain wisdom (Prov. 6:6-8). Ants don't need supervisors to perform their duties. They are responsible workers.

They are wise too, because they build their nests near fields of grain or threshing floors. Also, they coordinate their activities and painstakingly carry grain, one seed at a time, to a storage place, in preparation for cold winter. In other words, wisdom prepares provision in a systematic and timely manner in anticipation of the future.

Okay, so now what?

The missing jewel in our Naga society today is wisdom: Our thoughts are stuck in the past, instead of focusing upon the future. We are controlled by rigid conventions rather than opening ourselves to creative solutions. Our leaders may be educated, but the lack high vantage points to be able to see things clearly so as to lead well. If we want a better society, we need wisdom. Yes, wise men and wise women.

Prayer: O Lord, grant wisdom and understanding to our leaders and help them to respond quickly and effectively to any crisis or situation. Direct them that they may always do what is right in Your sight. Amen.

The Ants, the Honeybees and Me

The problem, I think, with ants and humans is that we both want the same thing: everything. In fact the score is tied: The biomass of humans is roughly equal to the biomass of ants on our planet. We may build roads and skyscrapers, but there are surely ants marching through all we erect.

I

t began with a trail of little black ants marching across my kitchen counter in the middle of the night — marching, in fact, right under the half-screwedon lid of one of my honey jars.

This was honey I’d harvested myself from hives I keep in my yard. How dare those ants!

In a fury I sprayed countertop cleaner across the ant trail, decimating their formation, then sponged the lot of them down the sink. The honey was a lost cause. The jar was full of ants drowning themselves in sweetness. It was only later, lying in bed, that it occurred to me: The ants were only doing what I’d done — stealing honey.

Next morning the ants were back, their numbers doubled. I sprayed again, this time over a wider range, and scrubbed and sponged with as much vigor as I could muster. Still, the ants were winning. They had made their way across the floor to my cat’s bowl of dried food and were swarming through her kibble. My cat refused to eat from a bowl writhing with ants.

I scrubbed the entire kitchen again.

Put out a fresh bowl of cat food then went outside for a break. Glancing to the back of the yard I spotted trouble: a line of those same black ants filing up from the ground into a crack in one of my hive boxes. I opened the box, a homemade top-bar hive that had only recently teemed with enough bees to withstand ant attack. Now the combs inside were full of honey, but there were no bees. None at all.

Experienced beekeepers tell me that what my bees did is called “absconding.” An entire hive, including the queen, simply flies away. There are many reasons bees find a hive box unsatisfactory (the smell of the wood, the hive’s placement). My bees may have simply wanted to pick their own home instead of being placed in an artifi-

cial one by an amateur bee enthusiast looking to expand her honey supply and feel more connected to nature.

What bewilderment I found myself in as I stood there staring down into that empty hive. I’d spent the morning trying to rid myself of one insect, and now I felt abandoned by another. That night the ants were back in my kitchen, marching across the counter and up into a bag of corn chips. I got out my spray bottle and played Siva, destroyer of worlds, but with far less enthusiasm than before.

Honeybees, I think, couldn’t care less about humans or ants. It is a piece of strange luck that what honeybees want ends up pleasing us as well. There has been much outcry about the colony collapse disorder (C.C.D.) currently afflicting honeybees. You have probably heard of the doomsday that awaits us if they disappear. Let’s be clear though: The world won’t end if honeybees die out, but it will stop being the world as we want it to be.

C.C.D. has killed a lot of honeybees, but there are still far more in the world than there ever would have been without human intervention. Commercial farming in the United States is dependent on honeybees’ pollinating a lot of crops (almonds and avocados, for example). About one-third of our food comes from insect-pollinated plants,

and the honeybee is responsible for 80 percent of that pollination. Native bees (the many indigenous bees of North America) aren’t as easily coerced into doing the work that honeybees readily take to.

It’s actually amazing to me that honeybees can live the way we ask them to. The hives we propagate to do our farm work are so populated that they must be fed sugar water to stay alive. The bees are trucked from farm to farm throughout a growing season and at each new farm they’re released into an identical grid of crops.

These hives are kept in close quarters, and disease spreads easily. The crops the bees fly through are often covered in pesticides. No one knows the exact cause of C.C.D. Maybe we simply ask too much of our honeybees.

One thing I know for sure: Neither humans nor honeybees can claim to be indigenous to North America when you compare them with how long the ants have been here. Ant fossils have been found in New Jersey that are almost 100 million years old. Traces of humanlike species more than two million years old can’t be found anywhere on our planet, and no traces of humans can be found in North America that are older than 40,000 years. We are newcomers in ant territory, no matter how you consider it.

Evidence of our ancient love for honeybees can be found in Europe in prehistoric cave paintings depicting men climbing up toward buzzing hives. Honeybees were probably first brought to North America by English and Spanish colonists and were referred to by natives as “white man’s

flies.”

Still, I’m not willing to give North America back to the ants or do without almonds and broccoli, citrus fruit and cranberries. I’m not even willing to share my kitchen with ants.

Little black ants are just as insistent in what they want. They are such lovers of sweets that they will fight off ladybugs and lacewings to protect their favorite pet — sap-sucking aphids.

Aphids drink leaf sap, then excrete droplets of sugary liquid from their rear ends that the ants readily drink. Is this any stranger than a human stealing honey from a box of bees in her yard?

After spraying the kitchen with vinegar, then with hot sauce, to no avail, I finally called an exterminator. She laid out baits filled with a poisoned sweetsyrup (it looked a lot like honey!) and also sprayed my kitchen and yard.

“Be careful,” I pleaded as she spread her poison. “Don’t hurt my bees!”

Yes, it’s a selfish and hungry world we live in, but unlikely friendships are forged (ant and aphid, human and bee). I saved a spider last night by carrying it out of the house in a jar and tossing it in the bushes. The next day I saw it hadn’t survived the relocation.

Alas, none of us travel more than briefly through this beautiful yard we call Earth. Regardless of how separate we may feel from other living creatures, we are all here together. I suspect there will always be more things alive in my kitchen than I care to see.

merica faces a wide array of insurgencies across the globe, from the Islamic State in Iraq and Syria to the Taliban in Afghanistan, each one different in its aims, structures and strategies. So why do the United States and its allies take pretty much the same approach to all?

A “surge” briefly stabilized Iraq, but the same strategy failed in Afghanistan. Internationally backed negotiations succeeded in Bosnia, but have so far failed in Syria. Israel’s targeting of Hamas leaders has not degraded the group, even as the deaths of factional leaders have sowed confusion within the Pakistani Taliban.

This track record is spotty because the insurgents themselves vary tremendously, particularly in the social networks among their leaders, and between those leaders and the local communities in which they operate. All insurgents are not created equal, and so strategies need to be matched to the specific strengths and weaknesses of a group.

That said, it is possible to categorize insurgent groups as one of three primary types. The first, what we might call “integrated groups,” like the Afghan Taliban, rely on robust social networks to link leaders to one another and to local communities. They are resilient and cohesive: Despite various local feuds and internal disagreements, the Afghan Taliban have never collapsed into internecine warfare.

That cohesion helps to explain why the huge, decade-long American investment in counterinsurgency in Af-

ghanistan has largely failed. Integrated groups can survive many of the standard prescriptions of counterinsurgency doctrine, leading to long, bloody conflicts. Only intense, often brutal, warfare, like Sri Lanka’s campaign against the Tamil Tigers, is likely to destroy or contain them.

Because organizations like the Afghan Taliban are unlikely to collapse quickly, governments need to consider deal-making as an alternative to protracted warfare, even if the groups pursue undesirable goals. They are cohesive enough to bargain with the government or international community, allowing them to implement agreements without splintering.

Insurgent o rga n i z at i o n s in another category, “vanguard groups,” have a tight leadership core but weak pre-existing links to local communities. They often emerge when urban, elite or foreign fighters try to mobilize parts of society with which they have few ties. Their cohesion lets them move fast and effectively, as the Bolsheviks did in Russia in 1917, or as Al Qaeda in Iraq did in the first years after the American invasion.

But unless they quickly embed themselves in local communities, vanguards are vulnerable to dissent and disobedience from below. That’s why Al Qaeda in Iraq was so susceptible to the Sunni Awakening in 2007. Similarly, the Islamic State has been able to rapidly expand as a vanguard, but its major weakness remains the possibility of counterrevolt by wary local allies.

Vanguard groups are also vulner-

able to a wider range of government strategies than integrated groups. If their leadership is quickly eliminated or politically co-opted, the organization crumbles. The key to counterinsurgency against them, then, is to quickly target leaders while preventing these groups from rebuilding.

Vanguards present difficult dilemmas for peace processes, however: Even if leaders agree to a deal, they may not be able to persuade their local units to go along. Negotiating partners therefore need to actively bolster the leadership of such groups in order to prevent dissension and encourage unity — in other words, peace may require that a government support the leaders of a group it has long been fighting.

Groups in a third type, “parochial insurgents,” have a fragmented leadership splintered across powerful factions, despite existing under a shared organizational banner. They often emerge from loose alliances among distinct local networks.

Their local ties make them militarily formidable, but leadership divisions leave them prone to internal splits.

The Pakistani Taliban is a classic parochial insurgent group that has been plagued by infighting, side-switching and an inability to build and maintain coherent strategies, even as it has been able to impose heavy costs on Pakistan’s government and society. These internal rivalries have triggered brutal violence against civilians to try to show a faction’s power, as in the group’s recent attack on a school in Peshawar. (Parochial groups shouldn’t be confused with truly

fragmented organizations, like some of the non-ISIS groups fighting in Syria; such groups are fatally undermined by the complete absence of central leadership and are easily marginalized.)

Dealing with parochial groups presents a distinct challenge. Targeting the overall leadership — whether through violence or negotiations — is not very productive, since central control is weak. Killing top leaders may affect only their own faction, not the broader organization. Counterinsurgents are instead forced into long and messy campaigns focused on imposing state control at the local level.

Peace is also hard to negotiate and implement with parochial groups.

Because of the weakness of central leaderships, local factions must be approached individually, an often protracted and byzantine process. Rather than grand bargains or overarching settlements, peace with parochial groups is built through live-and-let-live deals, cease-fires and local accommodations.

This diversity among insurgent groups means that some strategies that work in one place might be counterproductive in another. There is no such thing as counterinsurgency doctrine; rather, doctrines and strategies have to be tailor-made to unique situations, based on a careful study of the groups and the political, social and economic contexts in which they operate. Only then can America and its allies hope to stabilize conflict-weary regions of the world.

Violence as a theological problem

Deeply ingrained in the religious consciousness of the United States is the belief that retribution is God’s will

YouthNet has recently launched its Inter-collegiate entrepreneurship competition which provides a platform to students to have a hands on experience at running a business on a budget. We also have many bright young Nagas entering the field of entrepreneurship with a good number of business establishments ranging from merchandise stores to restaurants, e-commerce and franchises etc. Surprisingly, however, when it comes to choosing an education, statistics reveal that commerce has the lowest number of student enrolment as compared to the arts and science streams, not taking into account the number of drop-outs or deregistered students. While this does not imply that running a business or being an entrepreneur is entirely restricted to Commerce students, it is revelatory of the fact that there is plenty of scope for students to opt for Commerce as a subject of study with a booming market that awaits them. Yonglemju, a B.Com 4th Semester, writes about the importance of carefully choosing the right stream to study, while also highlighting the benefits of studying commerce.

e live in a world where all too many people purposefully contribute to the harm of other human beings either by action or inaction. Most violence emerges with some kind of rationale to legitimize its use. Based on his work with extremely violent offenders, the psychiatrist James Gilligan argues that even the most seemingly pointless acts of violence still have some justification in the perpetrator’s mind.

Supposedly rational uses of violence like warfare and capital punishment follow their own self-conscious logic. At the core of this logic rests a commitment to the necessity of retribution. When the moral order is violated by wrongdoing, ‘justice’ requires revenge.

Throughout the world, religiouslybased violence draws heavily on the logic of retribution—think of the struggles in Northern Ireland, the Israel/ Palestine conflict, and the Sri Lankan civil war. The legitimacy of retribution is also a common cultural reference point in the United States, but where does it come from? In the U.S., it links directly to a particular brand of Christian theology. Deeply ingrained in the religious consciousness of the United States is the belief that retribution is God’s will.

According to the logic of retribution, holiness governs God’s behavior.

As a holy God, God cannot stand to be in the presence of impurity—of human sin. Human beings invariably violate that holiness because all of us are sinners. God is bound to respond to sin with punishment, because to forgive would violate God’s holiness. Compassion without satisfaction is not possible for God in this tradition.

God takes human sin with the utmost seriousness. Our sins are profound. Due to the extremity of these offenses, God can only relate to human beings if there is death of extraordinary profundity on the human side to restore the balance. This happens through the enormity of the death of God’s own son, Jesus Christ, whose own powerful holiness may balance out the un-holiness of humanity.

Hence, salvation is achieved as the result of violence. Only the ultimate act of violence—the sacrificial death of Jesus Christ—satisfies God’s holiness.

In the light of this understanding, the logic of retribution justifies the human use of violence.

The criminal justice tradition of the Western world reflects this philosophy—that sin or crime requires punishment in order to restore the moral balance. Hence, the overriding justification for harsh punishment, even to the point of death, is that retributive justice is required whenever ‘natural’ or ‘divine’ laws are violated. Such retributive justice is seen to restore the moral equilibrium in society.

In some respects, criminal justice

in the U.S. evolved away from strict adherence to retributive justice between the mid-1800s and the 1970s, to embrace a model of “penal-welfare”— with more concern for the rehabilitation of offenders and less of a focus on punishment. However, with a significant increase in the crime rate in the United States in the years that followed World War II, politicians came to discover that the rhetoric of ‘law and order’ gained them popularity and votes.

The legal historian David Garland traces the extraordinary transformation of the U.S. criminal justice system as a result of the re-emergence of retribution as its guiding philosophy. One indication has been the increase in the incarceration rate from about 100 prisoners per 100,000 of the population in 1970, to more than seven times that level in 2013—even in the face of little evidence that such an increase has enhanced public safety.

The paradigm of retributive justice may be characterized like this: crime is a violation of the unchanging, impersonal law, and the state is the victim.

Offenders must get what they deserve.

Justice aims to establish blame and administer pain to satisfy the demands of the moral balance, so violations must be countered by punishment. The process of justice finds expression in a conflict between adversaries in which the offender is pitted against the state.

One side wins and the other side loses.

This dynamic echoes the retributive theology of much U.S Christianity, in which the violation of God’s holiness requires punishment in order to balance the moral scales of the universe.

This paradigm is a recipe for alienation, as is readily apparent in the United States. By making the satisfaction of impersonal justice the focus of the response to criminal activity, the human beings involved—whether victims, offenders, or members of the community—rarely find a sense of wholeness or restoration, whereby the damage caused by crime can be healed.

Garland portrays the “culture of control” that pervades criminal justice as a

new form of widespread social segregation. The focus now is not on rehabilitating and reintegrating offenders, but on identifying and then isolating them.

“The prison is used today as a kind of reservation, a quarantine zone in which purportedly dangerous individuals are segregated in the name of public safety.”

We can learn a great deal about society by looking at its prisons. When I look through the magnifying glass of the U.S. prison system, I see a society that’s focused on trying to control violence through violence, willingly inflicting incredible suffering on an everincreasing number of This creates an intensifying spiral of violence. People hurt others, and then the state steps in and hurts the violator. Part of this statesanctioned hurting takes the form of placing the violator in a culture of extreme violence—the prison—that further socializes that person to be more violent. Eventually—and often more severely damaged than when entering the prison system—the violator returns to society primed for yet more violent acts. This spiral must be broken.

A crucial step in breaking free from these destructive dynamics is to recognize that the beliefs that underlie retributive justice are human beliefs. The spiral of violence is not inevitable; the ideas that underpin the retributive paradigm may be challenged and refuted.

Ironically enough, given the roots of this paradigm in Christian theology, a fresh reading of the Bible—free from the filters of the later retributive aspects of Christendom—provides a very different understanding of justice.

I and others call this “restorative” rather than retributive justice. Restorative justice offers a different perspective on how societies respond to violence, one that strives for healing among all those involved rather than simply punishing wrongdoers.

This other paradigm is also religiously-inspired. For example, take the theme of salvation in the Bible. In the Old Testament, salvation is not presented as being linked with God’s will for violence. Instead, it’s an expression

of God’s mercy. Sacrifice and obedience to the law are ways for people to show their commitment to God as a response to God’s saving works. When relationships are violated, God’s intention is to restore them, not to balance the scales of justice through punishment.

Jesus’ own teaching agrees with the Old Testament’s understanding of salvation. He never links salvation with the logic of retribution. Instead, the God of Jesus needs no act of violence in order to establish a restored relationship with human beings. Jesus simply forgives sinners and seeks to heal them.

The gospels do not present Jesus’ death as a sacrifice that is necessary to satisfy God’s honor, to placate God’s holiness, or to balance the scales of justice. Jesus died because of the combined violence of the social forces he challenged in his life. These included the cultural exclusivity of the Pharisees, the religious institutionalism of the leaders of the Temple, and the political authoritarianism of the occupying Roman hierarchy, especially the governor, Pontius Pilate.

Jesus’ death exposes the forces that put him to death and reveals that those forces are rivals to the true God. The crucifixion of Jesus reveals the difference between the reign of God and the rule of these idolatrous powers. The powers use violence to achieve their aims; God’s reign does not.

The significance of Jesus’ resurrection may be found in the way in which it vindicates Jesus’ life, reveals the powers as idols, and promises that trust in God’s love is the source of freedom from these idols and the restoration of harmony.

The Bible portrays the means of salvation as free from sacred violence.

Hence, God never desires violence, an affirmation which removes the ground from underneath the logic of retribution.

This realization should lead biblicallyoriented people to seek alternatives to all justifications of violence as the appropriate response to wrongdoing.

he unprecedented development shown by the U.S. in all spheres over the last couple of centuries has failed to cover up for the evident divide in its society between the blacks and the nonblack community. As the nation moves forward donning the hat of the world leader, it must also pay attention to the racial disparity at its home turf.

Celebrated predominantly in USA, Canada and the UK, the ‘African American History Month’ is an annual month long period in February that spreads across a number of events, with each one celebrating the rich heritage of blacks. African slaves were brought to North America for the first time in the beginning of the 17th century by English colonists. The past four centuries have witnessed a number of hard fought battles between the Blacks and nonBlacks which also saw the emergence of some of the greatest American leaders of all times, including Abraham Lincoln and Martin Luther King Jr. The year 1863 saw the first major step towards abolition of slavery when Abraham Lincoln, the erstwhile U.S. president, signed the Emancipation Proclamation. Passed in the form of a Presidential order, the proclamation declared that all the slaves belonging to the ten states, which had seceded from the Union and were a part of the rebellion, were free with immediate effect. Although it was aimed to abolish slavery, it fell short of granting basic rights such as citizenship to the

Soon after the proclamation, the Reconstruction Era followed. With the economy and social life of the Southern states entirely ruined after the Civil War, Lincoln was presented with an enormous task of getting the Southern United States back to its feet. Post the completion of the Civil War, the next decade brought a number of positive changes to the life of African Americans as a part of the Reconstruction phase. Among the most significant contributions of the Reconstruction Era was the right to vote, given to the black males for the first time. It also recognized them as ‘equals’ under the constitution. Just when things started to go upside, a number of racial discriminatory laws started to spur out in the United States in the 1890s. Amidst the growing discontent, the Supreme Court, in 1896, came up with a verdict that changed the course of history forever. The apex court gave a ‘separate but equal’ doctrine which paved way for ‘racial segregation’ at public places and facilities across the country. This decision of the Supreme Court gave propulsion to a number of segregated laws for the blacks and whites along with the establishment of separate

public infrastructure for the blacks, including schools.

With the discontent growing among the African American youth against ongoing racial discrimination, and a huge migration of blacks from the undeveloped Southern part of the U.S. towards the urban developed northern part of the country, a face off became inevitable. This gradually led to the famous Civil Right Movement in the 1950swhich sought to end racial segregation in the country. The movement paved the way for some of the most dynamic leaders of their times, including Martin Luther King Jr., to take the centre stage. Known as one of the greatest orators in the history of the world, Martin Luther King Jr.’s iconic ‘I have a dream’ speech was heard and cheered by over 250,000 people present at the Lincoln Memorial. A staunch believer in the principle of nonviolence, he was able to bring the teachings and tactics of Mahatma Gandhi into the Civil Rights Movement.

The Civil Rights Act of 1964 came as a breather to the black population in the United States. The provisions of this act prohibited discrimination in employment, public accommodations and labour unions. With the Civil Rights Movement officially coming to an end

in 1968, the blacks found themselves in a much better state as compared to the whites, socially and economically.

Although a lot has changed since then, the US still has a long way to go if it aims to bring the blacks to an equal footing. African American communities in the USA continueto face some unique challenges: lower levels of educational attainment, higher rates of unemployment, violence and high levels of incarcerations, drug abuse and broken families. Consequently, social and health indices for the blacks are also poor (for example, higher number of cases of obesity, diabetes and hypertension). Prejudice and bias against blacks is prevalent. It is common to see blacks living in segregated residential areas. On the outside, USA has turned the page on its history of racial discrimination. The world’s oldest democracy currently has its first ever African American President in Barack Obama.

But the ground reality is far from rosy.

With incidents such as the shooting of Michael Brown making news every now and then, USA’s claims of a ‘just’ society would always be questioned.

hoosing a subject and course to study can seem like a daunting task. There are so many choices to make that you may feel overwhelmed by it all.

There is no one course which suits everyone. The best way to decide what you would like to study is to ask yourself.After 10th standard there are usually three streams that students always look for and these are Arts, science & commerce. It has been noticed that mostly the first division students plan to study science, seconddivision students opt for commerce and third division studentstake up arts as their subject because they don’t have any other option,and this is the fact which is happening in our state. It is not easy for the students to decide which course to study.

To choose a subject there must be a clear insight of what a subject is and an interpretation of the area of interest. Once one decides which stream to opt for, it is not easy to deregister from the stream as both time and moneyhave been invested in it. This is really important because many of the students just opt to study science because their friends are taking science or their parents force them to or they think that good job opportunities are only available to Engineers or Doctors.Eventually, they drop out in the first year and switch back to either arts or commerce stream. It is a waste of time and the parent’s money.If we look at the statistics, most of the students opt for other streams instead of commerce.. In 2014, there were 13,570 students who appeared HSSLC exam, out of which arts and science had9,870 and 2,550 students respectively. There were only 1,150 commerce students in Nagaland who appeared HSSLC exams which is very less in number as compared to arts and science enrolment. They may say science is better because itis avast stream but I think both are of different fields and there is no comparison between them. Almost 70% of the students go for Arts, Engineering, Computer science and Medicine.

Commerce is different from that and if you can put your effort you can definitely have a good career, reputation and more over you will be pursuing that which is notcommon.

There are also fields such as finance, marketing, management, taxation, international business. You can choose the field of your interest and build your career in it.

Commerce is a very important subject. It is all about understanding business or trade.It deals with studies of market, economics, fiscal policies, industrial policies and so on.

The scope of commerce has become very wide, perhaps it has no boundaries at all, because it has crossed the boundaries of nations, and it has acquired International status.

Scope of commerce includes the role played by trade and aids to trade, banks and insurance companies, transport and advertising agencies which have contributed to a large extent for widening the scope of commerce.

Today, I see many Engineers unemployed because they don’t have the technical knowledge to be employed. In fact, among thepostgraduates waiting for jobs, the number of engineers was higher than that of postgraduates in the arts, science and commerce streams. Finding a job in a private company can be really tough for arts and science graduates. In comparison, having a commerce degree can easily land you a job if you have the skills that your employer is looking for.One can study commerce if you like to play with numbers and have an inclination towards finance, business, law, etc. A number of subjects can be studied under disciplines of commerce in conjugation like; accountancy, economics, statistics, mathematics, etc.Students who plan to have their own firm can go for commerce.

Entrepreneurship is offered as part of the Bachelor of Commerce. This will provide you a sound understanding of how to start up your own business and help in building your career goals. Apart from that there are many options for a commerce student like Chartered Accountant (CA), Company Secretary (CS),Cost and Works Accountant (CWA) and these are the top degree courses.Commerce students can find career opportunities even in public services viz. Civil services, Indian economicservices, Indian Statistical services,etc.

If you are someone who has practicalbusiness sense, better decision making and sound knowledge of economics and management, definitely go for it. It indicates that you have potential for pursuing a career in the field of commerce. However, it is not that easy either as it is a very complicated subject, which requires continuous studies. You can achieve something great only by taking things seriously and building a strong foundation. If you want to just enjoy your life I am sure you can do it even by taking commerce as your subject, but if you do not concentrate on it, you will somehow pass but ruin your career. NeW yorK/NeW DelhI, February 17 (IaNs): In the latest attack targeting Hindu places of worship, a temple in the US was vandalized on the eve of the celebration of Maha Shivaratri, triggering strong reaction and protests in India.

Members of the Hindu Temple Cultural Center in Bothell, 36 km from Seattle, in Washington state were shocked to find a red swastika spray-painted on the temple wall along with the words "Get Out" scrawled in large letters on Sunday.

The Bothell temple incident comes ten days after President Barack Obama criticised India at an inter-religious prayer meeting saying intolerance there "would have shocked Gandhiji."

The Bothell Reporter newspaper reported that the incident was under investigation but no suspect has yet been identified according to Shari L. Ireton, a spokesperson for Snohomish County sheriff.

"The timing of this crime, occurring before a major Hindu festival, warrants special attention from law enforcement," said Jay Kansara, Hindu American Foundation's director of government relations. "We are encouraged by the ongoing thorough investigation of the Bothell City Police Department."

In the US, white supremacists have adopted the Nazi swastika as an ideological sym-

bol. KING 5 TV, an NBC-affiliated station in Seattle, said: "In Hinduism, swastikas signified peace long before it became a Nazi symbol. In this case, temple leaders say it's now being used not just to hurt their believers but a neighborhood."

In Uttar Pradesh's Kanpur city, activists of the right-wing Vishwa Hindu Parishad (VHP) and Bajrang Dal protested against the temple vandalisation, while the Congress said the attack was a "slur" on the name of America and expressed surprise that the Indian government had not reacted in the matter.

"I am surprised that the United States president has not reacted to this and am also surprised that the Indian government has not reacted," Congress leader P.C. Chacko told IANS. "It is a slur on the name of America," he said adding: "It is very shocking. US is a society which claims to be inclusive.

They would have surely reacted if something like this had happened in India."

"What happened is totally unacceptable, US authorities must take stringent action in the temple vandalizing incident and come out with a statement," he said.

Rajan Zed, president of Universal Society of Hinduism in a statement in Nevada, said that it was shocking for the

hard-working, harmonious and peaceful Hindu community; who had made lot of contributions to the nation and society; to receive such signals of hatred and anger.

There has been a spate of anti-Hindu across the US in recent months. In August, a idol of Shiva at the Vishwa Bhavan Hindu Mandir in Georgia state was desecrated with black paint.

The phone lines of the temple in Monroe, were cut and graffiti with hate messages were written on it. The local sheriff's office arrested two people in connection with the attack.

Between July and October in Loudon County in Virginia, police documented 17 separate incidents of anti-Hindu vandalism, HAF said.

In response to these attacks, the US Justice Department has mandated the inclusion of antiHindu hate crimes as a category in crime-reporting forms starting in January.

In an incident involving an Indian, but not directly linked to his religion, 57-year-old Sureshbhai Patel was attacked by a police officer in Madison in Alabama state and left partially paralysed. The officer was dismissed from the police force.

In Bothell, a governmentrun school was also defaced with a swastika and the words, "Muslims Get Out," according to Q13 Fox.

'Coal auction will be windfall for poor states' NeW DelhI, February 17 (IaNs): Poor states, which are home to most of the country's coal resources, are poised to benefit from the ongoing auction of coal blocks whose allotments were earlier cancelled by the apex court, Coal Secretary Anil Swarup said Tuesday. "Coal block auction gets underway on the fourth day," Swarup said in a tweet Tuesday. "Windfall in offing. Poor states to reap harvest of coal block auctions," he added.

The mines up for auction Tuesday are Amelia (North) in Madhya Pradesh reserved for the power sector, Ardhagram mine in West Bengal and Chotia mine in Chhattisgarh -- the last two being earmarked for the non-regulated sectors.

The 10 companies in the race for Amelia (North) mine are Adani Power, Bharat Aluminium Co (Balco), Essar Power Madhya Pradesh, GMR Chhattisgarh Energy, GVK Power Goindwal Sahib Ltd, Jaiprakash Power Ventures, Jindal Power, JSW Energy, RattanIndia Power and Reliance Geothermal Power.

The five companies vying for Ardhagram coal mine are Easternrange Coal Mining Pvt Ltd, Monnet Ispat and Energy Ltd, OCL Iron & Steel Ltd, SS Natural Resources Pvt Ltd and Visa Steel Ltd. The technically qualified bidders for Chotia mines are Balco, Godawari Power & Ispat Ltd, Hindalco Industries, Prakash Industries, Rungta Mines and Ultratech Cement Ltd. The Amelia (North) mine has extractable reserves of 70.28 million tonnes, Ardhagram has extractable reserves of 19.29 million tonnes while Chotia mine has extractable reserves of 13.57 million tonnes.

The government has put 19 blocks on sale in the first lot. The last day for the auction of first lot of mines is Feb 22.

Till February 12, the total number of swine flu deaths had stood at 485. According to the latest official data released, 100 more people succumbed to the H1N1 virus in the three days till Feb. 15, taking the toll to 585.

The worst affected states are Rajasthan, Gujarat, Madhya Pradesh and Maharashtra with their respective tolls standing at 165, 144, 76 and 58 according to official figures. ASSOCHAM estimates that tourism in Rajasthan and Maharashtra has taken a big hit with losses of over Rs 5500 crore due to swine flu.

Punjab has the highest ratio of the number of deaths to those affected by the disease. Thus, 25 of the 68 people who contracted the virus in the state this year have succumbed to swine flu. Delhi and Tamil Nadu too have reported a high incidence of swine flu cases but the death toll in the two states is relatively low due to high level of awareness and a better developed health sector.

"The government has already placed an order for enhancing stocks of diagnostic kits for testing for the H1N1 virus to be supplied to the lab network under Integrated Disease Surveillance Programme.

"To enhance the level of preparedness, additional stocks of the drug, Oseltamivir, and 10,000 N-95 masks are also being procured," an official statement said.

Health Minister JP Nadda has asked people not to panic and be cautious and alert about it.

Five-year jail term proposed for racial abuse: Rajnath

NeW DelhI, February 17 (ageNcIes): The Centre is considering a proposal to make racial and derogatory comments an offence punishable with a jail term of up to five years, Home Minister Rajnath Singh said on Monday, raising concerns over the spate of racial attacks in Delhi and NCR against people from the Northeast. The minister was speaking at Delhi Police’s 68th Raising Day parade.

He spoke on furthering the spirit of “cooperative federalism” and said, “I would like to remind you (the police) that a new government has been formed in Delhi…I expect you to extend full cooperation to this newly-formed government so that it can pave the way for the city’s development.”

Chief Minister Arvind Kejriwal did not attend the parade, though he had been invited. Commissioner of Police B S Bassi, however, met Kejriwal later in the day at the secretariat to discuss matters related to providing the CM with adequate security.

In a communication, the home ministry has also told the Delhi Police to solve the cases of alleged vandalism of five churches and a Christian school on an urgent basis and bring the guilty to book as such incidents create animosity between the communities.

At the function, Singh said that incidents like the alleged vandalism of minority institutions only “dent the image” of the police. “Providing security to a diverse city like Delhi is extremely difficult task. But they have to do it,” he said.

“The police chief was asked to solve on priority the Dilshad Garden case where the entire church was gutted down. Though police is quick to inform that these were cases of thefts, they have not been able to solve this particular case of arson,” a senior home ministry official said.

The Delhi Police has been told to ensure installation of CCTV cameras in minority institutions and raise the height of their boundary walls.

Sources said details of the action plan had been sent to all police stations in Delhi. There are about 220 churches in Delhi of which 50 are Catholic. Before Christmas last year, the police had sent a circular to all churches to install CCTV cameras.

KarImNagar, February 17 (PTI): To ban employment of children below 14 years in any occupation, a Bill will be presented before the Cabinet soon, a Union Minister said on Tuesday.

"To eradicate child labour under the age of 14, a Bill will be presented before the Union Cabinet and will later be introduced before the Rajya Sabha during the next session," Union Minister of State for Labour and Employment Bandaru Dattatreya said.

He was talking to reporters at Vemulawada temple town, about 30km from here today. The minister also said that BJP would emerge as the strongest alternative in Telangana in the 2019 general elections.

Replying to a query whether the TRS would join the BJP government at the Centre, Dattatreya said BJP and TRS are parties with their own ideologies. "However, state governments have to work in tandem with the Centre on development issues," he said.

PaTNa, February 17 (IaNs): A panchayat in Bihar has ordered one of its members accused of raping a woman to pay her Rs.31,000 and asked the victim to forget the incident, police said Tuesday. But the accused, a member of a powerful local family in Nawada district about 150 km from here, refused to pay the money, threatened the victim and her family and told them not to disclose it to anyone, police said.

"The accused's family has threatened her with dire consequences if she opens her mouth," police official Virendra Kumar Sahu said. This forced the victim to approach police and thanks to pressure by the local media, an FIR was lodged against the accused.

"Initially, police refused to register

a case but after local media persons inquired about it, a case was lodged," the victim's father said.

Sahu has ordered an investigation into the incident.

According to police, the incident occurred last week when the victim was going to answer nature's call. The accused abducted her and raped her for two days. Early last month, a panchayat in Katihar district ordered one of its members accused of raping a Mahadalit woman to pay her Rs.41,000 and asked the victim to not report the incident, police said. Last year, a panchayat in Kishanganj district ordered a minor girl, who was raped by four brothers and was seven months pregnant, to take Rs.50,000 and undergo an abortion.

NeW DelhI, February 17 (TNN): Union home secretary L C Goyal, who was recently directed by the Prime Minister to attend to the rising cases of vandalism in the city, has instructed Delhi Police commissioner B S Bassi to expedite the probe into all unresolved cases of "attacks" on Christian institutions. Unravelling the identity and motive of the culprits, Goyal feels, will help confirm the preliminary findings of the Delhi Police that these were isolated cases, mostly of theft, and clear the perception of there being a "pattern" to the vandalism.

During his meeting with the Delhi Police brass on Thursday to discuss the recent acts of vandalism, Goyal sought a time-bound investigation into all unsolved cases; a follow-up of CCTVs installed so far at religious places in line with a Delhi Police circular; vulnerabilitymapping of religious institutions, particularly those run by the minorities, in consultation with the local police and their managements; and adequate security arrangements at institutions with a threat perception.

A review will be taken by Goyal again after a month.

Dalai Lama, a citizen of world, undeterred by protests Dharamsala, February 17 (IaNs): Globetrotting elderly monk the Dalai Lama, who is revered as a spiritual leader in the Orient and the West, considers himself a citizen of the world. He loves to interact with the public, especially youth, despite encountering protests.

Wearing his trademark maroon robes, the Nobel Peace Laureate explains that the protesters are exercising their freedom of expression.

"Yes, there are people out there shouting at me. They are exercising their freedom of expression," he explained to his followers in Basel, Switzerland, about the protest by the pro-Shugden group, a breakaway Buddhist group, outside his hotel.

The Dalai Lama returned to India Feb 14 after concluding his two-week-long tour of Denmark, Norway, Switzerland and the US. Feeling sorry for the demonstrations by pro-Shugden supporters against him in Copenhagen last week, the Dalai Lama said they were misinformed.

"The people manipulating these demonstrators and protesters, who are not fully informed, do so for their own reasons. I feel sorry for them in their ignorance," he said.

Undeterred by the protests, his aides say the Dalai Lama has made 38 trips just in the last 13 months, to places within India and outside.

They said the demonstrations by pro-Shugden supporters are mainly held out of India.

The foreign visits included the US, Germany, Italy, Japan, Canada, Latvia, the Netherlands and Norway.

Interacting with a group of Danish parliamentarians in Copenhagen Feb 12, a post on his official website quoting the Dalai Lama said: "In 1973, as I was about to set out on my first trip to Europe, BBC correspondent Mark Tully asked me why I was going and I told him that although I was a refugee I considered myself a citizen of the world."

"His Holiness the Dalai Lama himself takes a call on the invitation," Tenzin Taklha, joint secretary at the Dalai Lama's office, told IANS. And he prefers visiting universities and educational institutions to speak on peace, non-violence, environment, promoting human values and Buddhism.

Ever since he fled Tibet in 1959, the Tibetan spiritual leader has travelled to more than 50 countries and met with presidents, prime ministers and crown rulers of major nations, said his aides.

In the past five years, the Dalai Lama's preferred foreign destinations have included Japan, the US, Germany, Italy, Switzerland and France. This summer, the Dalai Lama, 79, is all set to take off for Japan and Australia for his teachings and public talks.

Ukraine truce fades as fighting rages nIKISHIne, February 17 (reuterS): Pro-Russian rebels bombarded government troops encircled in east Ukraine on Tuesday and a plan for both sides to pull back their heavy guns stalled, pushing a fragile peace deal closer to collapse.

A Reuters witness near the front line said artillery rounds rocked the town of Debaltseve every five seconds and black smoke rose skywards, despite a truce that has eased fighting in many areas since the European-brokered deal took effect on Sunday.

The rebels said they had captured parts of Debaltseve, which sits on a strategic railway junction, and that some Ukrainian soldiers had surrendered, but Kiev denied this.

“At the moment there is fierce fighting on the outskirts of the town. There are clashes around the station. But our forces are holding their positions and they are completely within their rights to open fire in response,” Ukrainian military spokesman Andriy Lysenko said.

Hopes that the deal reached last Thursday would end a conflict that has killed more than 5,000 people were always low after a rebel advance in January scuppered an earlier truce.

But the ferocity of the fighting at Debaltseve was unexpected and has heightened concerns in Kiev and the West that the separatists and Russian President Vladimir Putin want to cement the latest rebel gains before peace takes hold.

of Nikishine as the rebels pounded nearby Debaltseve with Grad rockets, heavy artillery and mortar bombs.

Palls of smoke hung over Debaltseve, which has a peacetime population of about 25,000 and has been under fire for weeks.

Monitors from the OSCE security group were expected to try to reach the

besieged town after Germany said it had agreed steps with the leaders of Russia and Ukraine to ensure they had “free access” in the east.

But a new call by Berlin for peace and for the withdrawal of heavy weapons to start as scheduled on Tuesday under the peace deal, reached at all-night talks in the Belarussian capital

Minsk on Thursday, fell largely on deaf ears.

“We do not have the right (to stop fighting for Debaltseve). It’s even a moral thing. It’s internal territory,” said Denis Pushilin, a senior separatist representative, setting the goal of “destroying the enemy’s fighting positions”.

Stalls The leader of one of the two rebel-held regions in the east, Luhansk, said separatist fighters had started withdrawing heavy weapons. But there was no sign of this in areas held by separatists in the self-proclaimed Donetsk People’s Republic.

“We will not do anyWithdrawal Of Big Guns thing unilaterally. That

would make our soldiers targets,” Pushilin told Reuters in the city of Donetsk.

Ukraine’s military reiterated in Kiev that its forces could not pull back their big guns until there was a total truce.

“In the last 24 hours there has been firing so there is no ceasefire and so there is no precondition for a pull-back of heavy weapons,” Lysenko said.

The European Union kept pressure on Russia and the rebels by announcing a new list of separatists and Russians targeted with sanctions on Monday.

Moscow promised an “adequate” response.

The United States said it was “gravely concerned” by the fighting at Debaltseve and that it was monitoring reports of a new column of Russian military equipment heading to the region.

“We call on Russia and the separatists it backs to halt all attacks immediately,” U.S. State Department spokeswoman Jen Psaki said.

Russia denies sending arms or troops to back the rebels in mainly Russian-speaking areas of east Ukraine despite what Kiev and the West say is clear proof.

The separatists said soon after the ceasefire came into effect they had no intention of observing it

at Debaltseve, where they have been advancing since January.

Fighting began in east Ukraine after the overthrow of a Moscow-backed president in Kiev a year ago and Russia’s annexation of the Crimea peninsula a month later.

Several hundred thousand refugees have fled the conflict, which has devastated Ukraine’s already struggling economy, and relations between Russia and the West are at their worst since the Cold War. The West fears Putin, who has called parts of Ukraine “New Russia”, wants the conflict to fester for years so that Kiev cannot control east Ukraine and is prevented from joining NATO, while Russia can retain influence in the industrial east.

Moscow accuses the West of waging a proxy war in Ukraine to seek “regime change” in Moscow and “contain” Russia.

Western countries reserve the option of expanding economic sanctions on Moscow over the crisis, hoping growing financial problems in Russia will force Putin to use his influence with the rebels to stop the fighting. Washington has also held out the threat of giving Kiev lethal weapons if peace moves fail.

Myanmar declares emergency in China takes down senior leader amid anti-corruption campaign war-torn region as fighting rages LaSHIo, February 17 (aFP): Myanmar on Tuesday declared a state of emergency in a conflicttorn border region, where ferocious fighting between the army and ethnic rebels has sent thousands fleeing airstrikes and fierce gun battles.

Civilians have come under fire in the deadly clashes between the army and Kokang rebels in Shan state, local officials said, in fighting that has uprooted tens of thousands in the past week and sent a flood of refugees into China, which has voiced alarm over the escalating bloodshed.

“A serious situation has developed that has put people’s lives at risk, so a state of emergency has been declared starting from today,” the ministry of information said in a statement outlining the measures in the Kokang region of Shan state, where conflict has raged since February 9.

In a separate announcement it said Myanmar’s army chief was in full control of “rule of law and stability” in the area. Sai Shwe Win, an official with the Lashio fire department, said dozens of civilians crammed into a truck came under attack as they tried to escape fighting in the area Tuesday morning, with one killed and another injured.

A monastery in the Shan town of Lashio, some 140 kilometres (85 miles) south of the conflict zone,

has become a temporary shelter for thousands who have fled the violence, most with little more than a few plastic bags of belongings. On the Chinese side Beijing says it has stepped up border controls after some 30,000 fled into its Yunnan province.

Civilians attacked Streams of civilians continued to arrive late into Tuesday night, bringing reports of continued heavy clashes in the remote hills along the frontier.

One 40-year-old woman, looking haggard and exhausted after fleeing the violence with her threeyear-old son on Tuesday, said she had heard gunfire as the family made their escape. “Every night we were afraid. I trembled with fear,” she told AFP, asking not to be named, as she picked through a pile of clothes donated by local people on the monastery compound.

Clashes between the ethnically Chinese Kokang and soldiers have centred on the Kokang settlement of Laukkai, a now near-deserted border town. The military has launched a counteroffensive against rebels who tried to capture Laukkai in a series of brazen assaults that left nearly 50 soldiers dead. Dozens have now been killed on both sides in raging street battles as the military moved to retake the town and

flush out rebel holdouts, although ascertaining exact casualty figures is difficult.

‘Don’t give an inch’ It is unclear what sparked the resurgence of conflict with Kokang rebels, which has undercut government efforts to agree a nationwide ceasefire with the country’s patchwork of ethnic armed groups.

Myanmar’s President Thein Sein “vowed not to lose an inch of Myanmar’s territory” the state-backed Global New Light of Myanmar reported early Tuesday. Officials have blamed the Kokang rebel leader Phone Kya Shin for stoking the violence, and called on Beijing to rein in any local officials who might be helping the group on its side of the border.

Chinese foreign ministry spokeswoman Hua Chunying called on conflicting parties in Myanmar to “prevent the situation from escalating”. The Kokang region -- known for its opium production -- had been relatively calm since 2009, when a huge assault by Myanmar’s army against the Kokang rebels saw tens of thousands of people flood over the border into China.

Myanmar has been plagued with sporadic conflicts in its border regions since independence in 1948.

beIJInG, February 17 (aP): A former top official accused of taking bribes in return for government positions is under criminal investigation, Chinese prosecutors said Tuesday, a day after he was expelled from the ruling Communist party and stripped of all government positions.

Su Rong, a former provincial party leader and former vice chairman of China’s top political advisory body, is one of the most senior officials to have fallen in President Xi Jinping’s sweeping anticorruption drive.

Xi has warned that rampant corruption, if unaddressed, threatens the party’s rule. About 70 high-ranking officials have been implicated in Xi’s campaign, speaking not only to the severity of corruption but also the determination of

Xi’s administration to root out the problem.

Last year, the public applauded when Xi took down Zhou Yongkang, a former member of the all-powerful standing committee of the party’s Political Bureau, over corruption charges.

Zhou is the highest-ranking official, albert retired, to be snared in Xi’s campaign.

Su, 66, came under investigation last year when he was still serving as vice chairman of the Chinese People’s Political Consultative Congress, which makes his ouster remarkable. Before he took the national position, Su had served as the provincial party chief for three provinces — Qinghai, Gansu and Jiangxi. That position has more power than that of a provincial governor.

The Central Commission for Discipline Inspection, the Communist Party’s top watchdog agency, said Monday in a written statement that Su violated party disciplines by altering decisions arbitrarily. The commission said Su also took “huge amounts of bribes” and, in turn, sought promotions for others and benefits for businesses.

The party agency said Su’s acts have caused significant losses in state assets and that he was responsible for severe corruption in Jiangxi. The statement said the party has handed his case over to judicial authorities, who are likely to indict Su on charges of taking bribes and abusing public power. China’s national prosecutors said Tuesday they have started to investigate Su and placed limits on his freedom of movement.

Australia at growing risk of cyber terrorism Canberra, February 17 (IanS): Australia remains susceptible to the threat of cyber terrorist attacks, according to the head of the country’s first ever Cyber Security Centre.

In an exclusive interview with News Ltd. Tuesday, Australia’s inaugural cyber security coordinator, Stephen Day, revealed that as terrorist organizations become more techsavvy, the risk of a cyber attack on the country becomes more likely, reported Xinhua.

Although Prime Minister Tony Abbott has called for a review of Australia’s cyber security strategy, a move that Day

described as “sensible”, he did suggest that more still needs to be done to make citizens aware of the risks of online crime.

“We are in an arm-wrestle between those who are trying to defend and those who are trying to get around us and at the moment, because there is a general lack of awareness, those who would do us harm are at an advantage,” he told News Ltd. “But we are going to catch them.”

The last significant cyber terrorist attack occurred in August 2013, when the web sites of media companies such as the New York Times, the Huffington Post and Twit-

ter were allegedly hacked by a Syrian group known as the “Syrian Electronic Army”.

During that specific attack, users who clicked onto those respective web sites were redirected to a server controlled by the Syrian group.

According to Day, the Australian government is at risk of similar attacks if it does not improve its online security.

“Some terrorist groups are very well resourced and it is an absolute possibility that they could create significant troubles for national security or economic prosperity,” he said.

Day also revealed that Australia is at a specific risk of

foreign espionage, particularly from industries, rather than international governments.

“There is a troubling increase in nation states stealing intellectual property from not only government, but also from industry,” Day said.

“I don’t know if all countries are doing it, but an increasing number of nation states are playing in this space.

“The risk has always been there, espionage has been around for a long time ... but the level of activity going into the stealing of intellectual property from big corporations is at a greater level than we have seen before.”

This village of small mud alleys and brick homes is shattered by grief. Women draped in black are hoarse from screaming. Men sob in silence, at times shaking their heads as if to expel the horror from their minds.

Just last year, 13 young men from el-Aour, a Christian-majority farming community in Egypt’s Nile River Valley, traveled to neighboring Libya, among the tens of thousands of impoverished Egyptians seeking work there.

But they became victims of Libya’s chaos. They were among 21 Christians dragged off by militants in December and January. After nearly 50 days knowing nothing of their fate, their families on late Sunday saw their monstrous, videotaped last moments: The 21, wearing orange jumpsuits, were marched onto a Libyan beach, forced to kneel with a masked, knife-

wielding militant standing behind each, and then beheaded. The deaths touched everyone in the village’s population of around 3,400.

On Monday, Bushra Fawzi could not stop weeping. He saw his son Shenouda in the video. “I had been looking for a bride for him,” Fawzi gasped. “He is my first and eldest son. My first joy and happiness.” “I want his body back. If they dumped it in the sea, I want it back.

If they set fire to it, I want its dust.” And he wanted revenge — to “take hold of his murderer, tear him apart, eat his liver and his flesh.”

He and others in the village vented anger at the Egyptian government, saying it failed to help them.

Many accusing it of ignoring them because they were Christian. “If there were Muslims among the 21, they would have been rescued. But no one paid attention,” one woman screamed to reporters outside her house. President

Abdel-Fattah el-Sissi “did nothing to our sons because they are Christians.”

After the video came out, el-Sissi went on national TV and vowed vengeance, and hours later, Egyptian warplane struck Islamic State group targets in their main stronghold in Libya, Darna. In a show of support, el-Sissi visited the pope of Egypt’s Coptic Orthodox Christian Church at the main cathedral in Cairo, and his prime minister, Ibrahim Mahlab, visited elAour on Monday, meeting with grieving families.

El-Sissi was elected last spring with overwhelming support from Egypt’s Christians, who backed his ouster of Islamist President Mohammed Morsi from power. Still, the minority community feels it remains as second-class citizens, long complaining of discrimination. During protests in Cairo over the abduction of the 21 in Libya last week, demonstrators chanted, “The blood of the

Copts is not cheap.”

Libya, rich in oil and short on labor, has long been a magnet for Egyptians. Libya’s 2011 civil war left much of the country in ruins, creating a boom for skilled foreign workers.

Egyptians have jumped at the opportunity: they are the largest single group of foreign workers in Libya.

They have continued to go even as Egyptians, and Copts in particular, have become targets for Islamic extremists flourishing in Libya’s chaos.

The 21 were abducted in the central Libyan city of Sirte in December and January, most of them when militants stormed their housing compound, picking out the Christians from among the Muslims.

Elsewhere in the village, Babawi Walham sat with his head wrapped in a scarf, his eyes swollen from crying. No one had slept from the night before when the news came. He said he, his parents, four brothers and sister and all their wives and children had gathered around the TV waiting for news of his brother, Samuel.

When the news announced the video’s release, he said, some in his family collapsed and fainted. “I watched the video. I saw my brother,” he said.

“My heart stopped beating.

I felt what he felt.”

AUSTIN, FebrUAry 17 (AP): An arbitration panel ordered Lance Armstrong and Tailwind Sports Corp. to pay $10 million in a fraud dispute with a promotions company for what it called an "unparalleled pageant of international perjury, fraud and conspiracy" that covered up his use of performance-enhancing drugs.

Dallas-based SCA Promotions announced the 2-1 decision against the former cyclist when its lawyers said Monday they had asked Texas' 116th Civil District Court in Dallas to confirm the arbitration ruling, dated Feb. 4. The panel included a neutral chairman, who ruled in favor of SCA, and one person selected by each side.

Tim Herman, a lawyer for Armstrong, insisted the ruling is contrary to Texas law and predicted it will be overturned by a judge. SCA paid Armstrong and Tailwind, the since-dissolved team management company, about $12 million in bonuses during Armstrong's career, when he won seven Tour de France titles. Those victories were stripped after Armstrong and his U.S. Postal Service teams were found to have used banned performance-enhancing drugs.

SCA disputed the bonuses in arbitration in 2005, and the case produced the foundation of the doping evidence later used against him. Despite allegations of cheating, Armstrong continued to deny doping and the company settled with Armstrong and paid him $7 million in 2006.

The company sued Armstrong to get its money back after Armstrong's cheating was exposed by a report from the U.S. Anti-Doping Agency and a televised confession interview with Oprah Winfrey. The case was sent back to the original arbitration panel of independent chairman Richard Faulkner, SCA selection Richard Chernick and Armstrong pick Ted Lyon.

In the 2005 arbitration hearings, Armstrong testified under oath that he did not use performance-enhancing drugs. "Perjury must never be profitable," the majority wrote in the new decision. "Tailwind Sports Corp. and Lance Armstrong have justly earned wide public condemnation. That is an inadequate deterrent. Deception demands real, meaningful sanctions."

Armstrong argued his original settlement could not be overturned under state law. The arbitration majority said the $10 million was a penalty for Armstrong's lying and efforts to intimidate or coerce witnesses in the previous case. "This award is unprecedented," Herman said.

Herman noted Lyon's dissent said the panel was not deceived in the original settlement when it signed off on a voluntary agreement entered by SCA. "There is no Texas case or statute that allows for this type of sanctions motion nine years after the award was given," Lyon wrote in his dissent.

india probes world cricket boss over ipl broadcast fee MUMbAI, FebrUAry 17 (AFP): India's top financial policing agency is probing world cricket boss Narayanaswami Srinivasan and others over an alleged $69 million "facilitation fee" paid over broadcast rights for the Indian Premier League, an official said Tuesday.

The Enforcement Directorate has issued "show cause notices" to Srinivasan, disgraced former Indian Premier League (IPL) chief Lalit Modi, the country's cricket board and foreign media companies over the fee for the 2009 tournament, the official said.

Part of the fee was allegedly illegally siphoned off to unknown individuals, sparking the probe into the Board of Control for Cricket in India (BCCI) of which both Srinivasan and Modi were senior members, according to local media reports Tuesday.

"Srinivasan, Modi and the BCCI have been issued the show cause notices," an enforcement directorate officer told AFP on condition of anonymity.

Former IPL chief operating officer Sunder Raman and president of Sony Pictures Home Entertainment Manjit Singh were also under the agency's scanner, the officer said. "Notice issued to BCCI, MSMS Singapore, WSE Mauritius, Lalit Modi & others" over alleged breach of foreign currency regulations over the 4.25 billion rupee ($69 million) facilitation fee, the directorate said in a tweet on Monday.

The Multi Screen Media (MSM) of Sony Entertainment paid the fee to the Mauritius arm of World Sports Group (WSG) as part of a contract for taking over the broadcast rights of the IPL, the popular Twenty20 tournament overseen by the BCCI, local reports said. The BCCI, Srinivasan, the WSG and MSM were unavailable for comment.

Modi was removed as IPL head in 2010 and later banned for life for holding any positions in the sport over corruption allegations involving a separate case.

Modi, the founder of the money-spinning IPL, now lives in London. Srinivasan, who was last year elected International Cricket Council chairman, was a senior member of the BCCI at the time.

Last year he was forced to quit as BCCI chief amid a Supreme Court probe into betting and other scandals involving the 2013 edition of the lucrative IPL. Last month the court found Srinivasan guilty of a conflict of interest for having commercial dealings in the sport while heading the BCCI by owning an IPL franchise. International news organisations including Agence France-Presse have suspended on-field coverage of matches hosted by the BCCI since 2012 after the board imposed restrictions on picture agencies.

First of all, we, simple villagers here, have no contention with the learned Head of Mokokchung District Administration, in matters of law, the Constitution, or the modern legal procedures involved in enforcement of a declaratory order in an ancient Naga village, rooted in ageold customs and traditions, relating to its origin and clans.

2. Secondly, please be assured that we have the highest respect for the law of the land, as also for the various legal institutions established for dispensation of justice in the land.

3. Thirdly, we are truly amazed by your zeal, extraordinary enthusiasm and alacrity with which from the very day of your joining as Deputy Commissioner of Mokokchung you have been taking such keen interest to enforce the above-cited ‘Declaratory Order’, by issuing one order after another, written as well as verbal, including stoppage of VDB and other grants to Changki (meant for relief and uplift of the poor,- and under which law of the land?), deploying one Company of Nagaland Police at peaceful Changki village, disturbing the minds of women and children, verbally ordering the Changki Village Council Chairman and G.B.s to execute “good behaviour bond” U/S 108, 109 and 110 Cr.P.C. as if we are common criminals, without assigning any reasons or giving a show cause notice as required U/S 107 Cr.P.C., and summoning the whole Village Council from Changki to Mokokchung, just to have your above letter handed over to the Council.

4. Having said so, with all the respect that

is due to your authority, we deeply regret our unability to implement the said “Declaratory Order” because of the following reasons: (i) The said “Declaratory Order” directly impinges upon the founding history of Changki village and Changki’s customary clans connected therewith, which, this or any other Changki Village Council has no power or authority to change.

That which was done by our forefathers in time immemorial, can never be changed now in 2015, through a declaratory order brought by a few renegades of one existing clan in the village, in 2006 A.D. (ii) Changki’s age old customary laws and practices forged by our forefathers centuries ago relating to the village clans cannot be changed now by the Changki Village Council, because we have no power or authority to do so. There are various traditional practices that are done clan-wise and we have no power to change them. (iii) We have our own customary ways of certain people or citizens joining or merging with another clan in the village. (a) Mr.Imtajenba and 5 others and the party represented by them belong to the Emremchangki clan. Their real blood brothers of the same clan who are bonafide citizens of Changki have represented to the Changki Village Council that they will not change their clan name, handed down by the Changki forefathers. (b) Mr.Imtajenba and group of Emremchangki want to become Changkiri clan which can happen only if there is a merger between the two. The two clans have distinctively different and separate inheritance lines, village subscriptions, etc,. Changkiri clan in the village is totally opposed to the idea of taking into their clan Mr.Imtajenba and his group because such a merger is historically and practically totally impossible to be brought into effect. (iv) We believe that why it is impossible for the Changki Village Council to implement the said “Declaratory Order” will perhaps be much more clearly understood if you would kindly go through the two enclosures: (a) Our letter addressed to the D.C. Mokokchung, dated 19th September, 2014 and (b) a copy of write-up titled, “Changki Village Council: Self-confrontation and Respecting our Customary Laws as protected by Article 371(A) of the Indian Constitution”. (v) We are of the firm view that by no

stretch of the imagination would the judiciary of the State, and even more so of the Country, be affected or destabilised in any manner by Changki Village Council refusing to implement the “Declaratory Order” of ADC (J) Mokokchung. You have very rightly said that “Article 371 (A) does not act in isolation but acts in tandem with other Articles laid down in the Constitution”. You know, however, that provisions of Article 371 (A) are the very foundation and soul of the State of Nagaland. As far as Naga customary law are concerned, you are also fully aware that they differ from village to village, no codification for uniform application has yet taken place, and that Naga villages are the only repositories and living organisms of those provisions of the Constitution. We firmly believe that the present Changki case is a very strong example of attempting to overturn and nullify in our village our age-old customary laws and practices through a ‘declaratory order’, and that with all due respect to the Court of ADC (J) Mokokchung, we cannot allow this precedence to be created by a few renegades of Emremchangki clan from our village. In order to protect our village founding history, customary laws and practices, we were and are still prepared to the extent of undergoing civil imprisonment for contempt of Court, as was earlier ordered by ADC (J), Mokokchung. (vi) As far as Changki village is concerned, this inter-clan issue is a purely internal matter of Changki, already adjudicated by the Village Council on 25/01/2001 and re-affirmed on 03/11/2014 on receipt of an application from the Emremchangki clan. We believe that even within the modern statutory laws framed by the Government in 1937 and amended from time to time (“Rules for the Administration of Justice and Police in Nagaland”), we have acted strictly within our jurisdiction and competence as a Village Customary Court.

The Declaratory Suit No.2 of 2005 was filed

by Mr.Imtajenba and 5 others in 2005, not as an appeal within the prescribed procedure of law, but as an original Declaratory Suit touching directly on the internal customary matters of Changki, already adjudicated by the Village Council, and without permission of the Village Council taken by Mr.Imtajenba and others as required by our customary practices in force.

the same renegades. Though we are not questioning here the legality or otherwise of what the ADC (J) Mokokchung had done, your honour may perhaps like to examine the provisions under “The Rules for Administration of Justice and Police in Nagaland”, as to whether a customary case within Changki village, already adjudicated by the village customary authority may be summarily taken up as a “Declaratory Suit” by a higher Court. (vii) People who have money and resources can go to any Court as Mr.Imtajenba and party have been going to various organizations. If they or anybody want to live as Changki citizens, Changki’s customary laws have to be respected and upheld. Since the present case is Changki’s internal customary issue already adjudicated by the Village Customary Court, we deliberately decided not to go in appeal against the “Declaratory Order” dated 08/09/2006, thereby wasting our scarce resources. Taking the order, they can go elsewhere to belong wherever they wish, but as long as they wish to be members of Changki village, they have to come under the age-old founding history, customary laws and practices of Changki village. This is, all of Changki’s 13 (thirteen) clans including Emremchangki clan itself, being challenged in respect of our founding history and customs by a few renegade members of Emremchangki clan represented by Mr.Imtajenba and 5 others. aomi Campbell will kick off London Fashion Week on Thursday evening with a star-studded catwalk show.

But it won't be any old catwalk show; this one is in aid of a very good cause, the fight against Ebola. It's the latest fundraising mission to be staged by the supermodel's Fashion For Relief organisation, which was founded in 2005 and has since sought to help disaster-stricken areas including Haiti and Japan through fashion-based events such as catwalk spectaculars, pop-up second-hand designer shops and auctions.

Staged at Somerset House, the home of LFW, the show will see Campbell's celebrity friends take to the catwalk in designs donated by a slew of fashion houses, including Givenchy and Dolce & Gabbana. Exactly who will be there is a tightly kept secret, but past participators have included Beyoncé and Kate Moss.

For the first time members of the public also have the opportunity to attend, tickets cost £50 and are available at www.ticketmaster.co.uk.

"It's not about me," Naomi Campbell tells The Telegraph. "Fashion for relief might be something I thought about but it's something that everyone can jump in and do their part and give their time."

neW DelHi, February 17 (aFP) : Cricket icon Sachin Tendulkar has issued a warning to triumphant India about their upcoming World Cup match against South Africa, saying the Proteas were "far, far superior" to arch-rivals Pakistan.

Batting superstar Tendulkar helped India win the World Cup four years ago with victory over Sri Lanka at his Wankhede Stadium home ground in Mumbai and also played in six World Cups before retiring from international cricket in 2013.

India started the defence of their title with a convincing 76-run win over Pakistan in Adelaide last Sunday, with Virat Kohli -- the new idol of his country's adoring fans in Tendulkar's absence -- making a brilliant 107.

However, Tendulkar said

India would need a strong opening partnership and careful running between the wickets to beat South Africa, one of the pre-tournament favourites, in this coming Sunday's clash at the Melbourne Cricket Ground.

"It won't be so easy to pick singles," Tendulkar told Headlines Today TV on Monday. "They (South Africa) are much faster, their throwing arm is more powerful and their outfielding ... they cover the area much better than Pakistan."

Tendulkar singled out South Africa's spearhead Dale Steyn as the man India's batsmen needed to fear. "Without any doubt he's their strike bowler.

He's bowled unbelievably well," he said.

"You can't pre-decide how to play Steyn, he could also have a bad day, you have to decide in the mo-

ment but you have to respect Dale Steyn, you need to be watchful upfront but take your opportunities."

Tendulkar also backed India opener Rohit Sharma to come good at the World Cup, despite managing just 15 runs against Pakistan, along with captain Mahendra Singh Dhoni who recently led the side on a miserable threemonth tour of Australia.

"I wouldn't put any pressure on Rohit. Next time you'll get it right," said Tendulkar. 'The Little Master' also insisted India could retain the World Cup trophy, saying "definitely we can match up" to the standards of co-hosts Australia and South Africa. "(But) To win the World Cup the whole team will have to play consistently play well... It's not just about a couple of individuals."

Manila, February 17 (aFP): Filipino boxer Manny Pacquiao said a much-anticipated fight with unbeaten American Floyd Mayweather was "near" after he agreed to a key demand to undergo drug testing.

The eight-division world champion said negotiations were nearly complete after he dropped his opposition to drugs screening -- and even suggested a $5 million fine if he tests positive. "(The fight) is near. The negotiations are nearly finished," Pacquiao told reporters on Monday during a break from evening sessions in parliament, where he represents one of the Southeast Asian nation's poorest provinces. "We agreed that this fight has to happen. We are ironing out the kinks."

Boxing fans have for years been clamouring for a showdown between Pacquiao and Mayweather, the two "best pound-for-pound" fighters of their generation. Pacquiao is 57-5 with two draws and 38 knockouts, while Mayweather is 47-0 with 26 knockouts.

The mega-fight could go down in history as boxing's biggest and most lucrative, with a British newspaper re-

porting at the weekend that the pair had agreed to a $250 million deal.

However time is running out for fans to see them fight in peak form, with Pacquiao aged 36 and Mayweather 37.

Among the many factors that have prevented the two from getting into the ring in the past was a demand by Mayweather for a bigger share of the fight's revenues. Mayweather had also demanded strict Olympic-style drug screening that would require blood tests 30 days before the fight, instead of a few days. Without giving specifics of the current requirements by Mayweather about the drug testing, Pacquiao said that he had agreed. "We agreed to their demand.
