One killed, several injured in vehicle accident in Phek dist DIMAPUR, FEBRUARY 17 (MExN): One person was killed and several injured after the vehicle, a Tata Sumo they were travelling met with an accident on Wednesday between Sakraba and Porba area in Phek district. Dimapur police notifies on new traffic regulation

DIMAPUR, FEBRUARY 17 (MExN): Dimapur Police today notified the public on the following traffic regulations for strict compliance. The Old Dhansiri Bridge will be open to two way traffic from February 22 as per the following timings: 6am to 2pm for vehicles exiting town area (Up) and 2pm till 8pm for entering town area (Down). These arrangements will not apply on Wednesdays. Only vehicles exiting Town area will be allowed to take the route on Wednesdays, the police notification informed. The new arrangements made are only for the light vehicles on both ways, it stated while adding that heavy vehicles are restricted in the route at all times. As approved by the Regional Transport Authority (RTA), Dimapur, the police said it will be issuing certified cards containing the particulars of both the driver and the owner to all autorickshaws, also from February 22 onwards. Display of the card by all autorickshaws plying within Dimapur district is made compulsory and shall be enforced from April onwards, it informed. The notification also said all inter-state buses have been shifted to the ISBT at Purana Bazaar. Passengers have been informed to avail the bus services from the terminus. Further, all motorist and riders have been reminded to adhere to the traffic rules or face penalties.

Yimchungrü citizens who had to vacate Kiphire town following the February 6 killing of a couple near Rurur village in Shamator sub-division and the violent aftermath in Kiphire town, are yet to reconcile to circumstances that led to their sudden displacement. “We are suffering. As innocent public we were caught unawares by the arson and wanton destruction of our property and assets in Kiphire town. Because a heinous crime was committed by unidentified miscreants in Shamator sub-division, hundreds of Yimchungrü families settled in Kiphire town have been forced to leave for no fault of theirs,” said a Yimchungrü leader. At a press briefing held Wednesday afternoon here at Circuit House, some of the displaced citizens narrated their woes and frustrations. According to them, around 200 Yimchungrü families residing in Kiphire town were compelled to leave everything behind including clothes, documents and livestock. “We heard that our last remaining house was damaged today around 1 pm,” said one displaced person. A woman whose house was the first to be targeted by the mob on February 7 morning said she was returning from the Sunday service when the mob attacked her house. “I just had time enough to gather my three children and flee to Pungro. Later I heard from neighbours that the house was damaged and every single piece of clothing burnt,” she narrated. However, the displaced parents worry most about the fate of hundreds of school children who face an uncertain future. “Yes, properties worth lakhs of rupees have been destroyed, but what about the future of our children who are appearing board exams? What about the books and educational documents that have been destroyed? Can the State Government or community concerned compensate the irreparable damage and trauma inflicted on the innocent students?” asked one parent. According to an executive member of Yimchungrü Students’ Union, Kiphire, more than 800 school children have been

Parents of students are also facing financial problems for admission in other schools. At Pungro, some schools have admitted these students on credit,” the student leader said. The displaced citizens have squarely blamed the exodus to the laxity of the State Government, the District administration and police, to pre-empt and check the violent aftermath. “Even as the mob went on rampage and took the law into their own hands, the district administration and police remained mute spectators. We also wonder at the silence of other Naga brethrens to the mindless violence triggered by mere suspicion of the tribal identity of the killers of the couple. We equally condemn the heinous crime and if the miscreants ascertained to be from our community, then we will leave no stone unturned to hand over the killers to appropriate authority,” said an executive of Yimchungrü Tribal Union, Kiphire. A woman church leader also said the Nagaland Baptist Church Council have so far not commented on the destruction of documents and assets of the women department of the Yimchungrü Baptist Church Kiphire town. “Since the incident, the doors of the church have remained closed. Why is NBCC silent on this?” she asked. Meanwhile, Yimchungrü leaders and parents have earnestly appealed to education institutions, especially in Dimapur and Kohima, to give admission to the displaced students on humanitarian ground.

Silent peace march today

President WYH, PKF Tochu, informed that the silent procession would be held to protest the February 6 murder of a couple between Kiphire and Shamator; rampant mob violence in Kiphire town continuing till date, “indiscriminate firing by security forces” in Shamator town and consequent injury of innocent students and public. “The public will gather at DC Court Junction at 11 am to 12 noon and proceed to the office of the deputy commissioner, for submission of a charter of demand to the competent authority through the DC Dimapur,” WYH informed.

DIMAPUR, FEBRUARY 17 (MExN): Crying foul over the announcement made by the National Highways & Infrastructure Development Corporation Ltd (NHIDCL) to pay land compensation in two installments, Against Corruption And Unabated Taxation (ACAUT) on Wednesday gave a ten days ultimatum to the Corporation to release the full compensation to the land owners. Public grievance cell, ACAUT in a press statement addressed to the Managing Director, NHIDCL, said the Corporation was “taking for granted” the intelligence of the inhabitants of Nagaland by refusing to pay land compensation of Rs 174.36 crore in full for the Dimapur Bypass from Patkai/Chumukedima Bridge to Khushiabill Village while citing “unintelligent and dubious reasons” even though the Ministry of Road Transport & Highways (MORTH) has already sanctioned the full amount. Furnishing detailed documents on the sanction of the amount, ACAUT revealed that a letter (NHID-

CL/BO-DIM/Dmp Bypass/2015-16/06 dated 10-02-2016) addressed to the Deputy Commissioner, Dimapur district by the GM (projects), Nagaland acknowledged that Rs 174, 36, 59, 521/- had been received by NHIDCL from MORTH as land compensation amount. However, contravening to the direct executive order from the controlling Ministry (MORTH), the Director (A&F), NHIDCL; General Manager (P), NHIDCL, BO-Dimapur and General Manager (P) “had decided to release an amount of Rs 100 crore as part of 1st installment payment of land compensation since the fund allocation by the ministry is only Rs 505 crore.” This piece of information, ACAUT has alleged, is “totally misleading and false” since the release of Rs 505 crore by MORTH is separate, given as additional allocation to NHIDCL for the works to be carried out during the year 2015-16 which is over and above the main allocation of Rs 1710 crore. In this connection, ACAUT has warned that if the full compensation amount is not paid to the land owners within the given time frame, the issue will be taken up at the Prime Minister’s Office level.

DIMAPUR, FEBRUARY 17 (MExN): The All Nagaland College Students Union (ANCSU) today asked the Chief Minister of Nagaland TR Zeliang to initiate punitive action against erring officials of the Technical Education Department who were implicated in the State Vigilance Commission (SVC) in its final report. It was one of three-point demand put forth by ANCSU in an ultimatum submitted to the chief minister seeking his “utmost” necessary actions against irregularity in the functioning of the technical education. In the ultimatum, a copy of which was made available to the

media, the ANSCU also demanded initiating the process of amalgamation of Technical Education Department with Higher Education Department without delay. “Only the Indigenous tribes of Nagaland should be allowed to appear the Technical and allied courses for state reserved quota,” it further stated. According to ANCSU, the present ultimatum relates to the irregularity and discrepancies; loopholes in conduct of exams; and distribution of seats for various technical courses by the department which “it has been relentlessly following since October 4, 2014.” Even though the authority was fully sized of the

“seriousness and the concern of the students’ body,” the concerned department was least concerned and considered its demand as “baseless” and even threatened the ANCSU with defamation charges, ANCSU alleged. Only later, the government constituted a 5-member High Power Committee (HPC) under the Chairmanship of the former Chief Secretary of Nagaland, CJ Ponraj, to enquire into the various demands of ANCSU. But shockingly, the report furnished after 5 months where the core issues were not addressed, ANCSU pointed out. Consequently, it was “forced” to reject the HPC’s Report and de-

manded 10 years period enquiry by the CBI but the State Government appointed the SVC to investigate the issue within 3 months. “SVC final report against the Technical Education Department has proved beyond an iota of truth that the department was neither working transparently nor for the welfare of the students’ community but for a few selected groups, throughout the years,” ANCSU told the chief minister. The ANCSU has therefore sought the chief minister’s intervention and warned that the ultimatum will “expire within 15 days from the date of submission.” Full Text on page 10

party’s readiness to support any settlement arrived at by the GoI and the NSCN (IM) which is “honourable and acceptable to all concerned.” Shiv Sena, an ally of the NDA has three members in the Rajya Sabha. It may be noted that

even though the BJP commands absolute majority in the Lok Sabha, the NDA does not have command over the Rajya Sabha where parties opposed to the NDA have majority. Therefore, the CMO release maintained, it is important to have the support of various national and regional parties since it is expected the Naga political solution will have to be discussed and passed by both houses of the Parliament. The PWC delegation has already met BJP chief Amit Shah and JDU chief Shared Yadav on Tuesday. The delegation is also scheduled to meet several other national political luminaries in the days to come, the CMO release informed.

Mon, February 17 (DIPr): The 19th General Conference of the Nagaland Dobashis’ Association was held on February 17 at Council Hall Mon Town with Parliamentary Secretary, CAWD, YM Yollow as chief guest and Deputy Commissioner Mon, Honje Konyak NCS as guest of honour. Reminding that the Dobashis have served with British, Assam and Nagaland Government, the chief guest stated that the Dobashis’ are the ‘back bone of the administration’. He stated that the DBs, being the custodian of customary law and practices, are the mediators between the government and the public. He therefore urged upon the DBs to be well versed with the customary law and practices and to be honest and truthful in their duties. Asserting that even during the British era, peace was brought through DBs

and were regarded as the commanding authority by the British for their excellent service in the past, Yollow appealed and expected the present DBs to learn from the past and work for smooth, peaceful and proper functioning of the law and order in the State. Emphasizing that the overall situation of the state rest in the hands of the DBs and GBs, he further appealed to them to work together for the future generation, as changes in a society cannot come suddenly at a time; rather it is an everyday process. President Konyak Union, Manlip Konyak in his speech said that DBs are the translators and interpreters, and a strong instrument of the administration to communicate with the citizens for good governance. It is when you see a young nineteen year old boy with deformed hands from birth, pursuing a dream in the science world and making artistic baskets made out of rolled papers during his past time. Nineteen year old Temsukaba is pursuing his B.Sc (second Semester) at the Fazl Ali College, Mokokchung. He was born and brought up in Dimpaur. He lives with his cousins at his uncles’ place. His academic career from Class X onwards shows great promise – 1st Division at Matric from Lima Aier Hr Sec School; 1st Division from Immanuel College Dimapur in the 10+2 science board examination. However, he is not that regular student that you get to meet every day. Both his hands were deformed from birth; they are tiny and look feeble. His right hand has four fingers without a thumb, and his left only three fin-

His other subject combination includes mathematics and chemistry besides physics, in their parlance abbreviated to PCM – Physics – Maths - Chemistry. “My parents have always been supportive towards me, they treated me just like my other siblings,” says Temsukaba. He has

one younger brother and two younger twin sisters. More than his academic aspirations, what marks out Temsukaba is his subtle artistic quality in creating beautiful paper baskets made out of old magazines. “I take around three days to roll the old magazines, making or knitting the basket is the easy part,” says Temsukaba with a smile. “However, I don’t find time much these days since I have to attend classes and all. These are all a part of

my hobby which I enjoyed while I was in Class XI and XII,” said Temsukaba. Nonetheless, his limited creations are interesting and some people even ordering him to construct some paper baskets. “However, I don’t like to sell or take orders for these baskets. I usually give them away for free,” said Temsukaba. On being asked about his future interests, Temsukaba disclosed that he wants to pursue Master's degree and do research.

His greatest inspiration is Stephen Hawkins – the great theoretical physicist. So when is inspiration (or knowledge as said in the Book of Proverbs) unlimited? Perhaps, it’s when we understand that differently abled surely do mean that they are able to do differently and most often, in a better way. "Hum kya chahe - Azadi. Kashmir ki Azadi. Manipur ki Azadi. Nagaland ki Azadi (We demand freedom. Kashmir's freedom. Manipur's freedom. Nagaland's freedom)," one of the posters said. All such posters were signed by a group called 'RADICAL'. Both the student unions and authorities have distanced themselves from such posters. "These are some fringe

elements. I met the students union leaders in the morning and they told me that they disassociate themselves with all anti-national slogans," vice chancellor Suranjan Das said. Slogans in favour of Parliament attack convict Afzal Guru, who was hanged three years ago, were raised at a rally yesterday taken out by JU students to express solidarity with JNU students protesting the arrest of their leader Kanhaiya Kumar for alleged sedition. Das said he saw some student union leaders also walking in the rally yesterday in which pro-Afzal slogans were raised. "As a Vice Chancellor, it is my responsibility to see that the students get their right to protest, their freedom

of speech and expression is protected," he said. On whether the university would make any police complaint on this issue, he said the question did not arise. "In university, the police has no role. I will never call police in the campus," Das said. Sounak Mukherjee, leader of Forum of Art Students--a students union--said the majority view of the students was not reflected in the posters. "We are against it," he said. In the meantime, two opposing groups of students brought out rallies in the campus. UkhrUl, FebrUary 17 (MexN): The Tangkhul Katamnao Saklong (TKS or the Tangkhul Students’ Union) today strongly condemned the assault on Naga Students’ Federation (NSF) executives by Manipur Police Commandos. Manipur Police Commandos roughed up a team of NSF members on the morning of February 14, intimidating them, threatening them with physical assault and verbally abusing them for travelling through Imphal. The NSF delegates were on their way to attend the Lui-Ngai-Ni 2016 program at Ukhrul District Headquarters. According to a press release from its General Secretary Leiyolan Vashum, TKS maintained that this was not the first time that Manipur state forces have acted in this manner and further cautioned that the Saklong will no longer be a silent spectator to

such events. TKS contended that the act displayed by the Manipur Police Commandos in this very incident has “once again” shown that the armed personnel of the state of Manipur are “incapable of dispensing justice in its truest form”. “Having many fake encounter accusations, the state forces are still bold enough to even try to commit another one. This shows a complete disregard to human life, human rights and displays no discipline with a clear sign of the lawlessness that exists in the state of Manipur that is time and again perpetuated by the state armed forces with the approval of the government,” the student body maintained. Further stating that it will ensure justice is meted out, the TKS voiced out its support to the NSF and stated that it is ready for any directive the Naga Students’ Federation gives after the ulti-

SC order status quo People fed up with Modi's false promises of 'Achche Din': Gogoi in Arunachal Pradesh New DelhI, FebrUary 17 (IaNS): The Supreme Court on Wednesday ordered status quo in Arunachal Pradesh as its summoned original records pertaining to the disqualification of 14 legislators by the then speaker Nabam Rebia in December 2015. The status quo order effectively forestalled revocation of the president's rule and, for now, no new government can be sworn in. The constitution bench headed by the Justice Jagdish Singh Khehar, while directing the parties to the litigation before it to maintain "status quo", asked its secretary general to facilitate the "implementation of the instant order" seeking original records relating to the disqualification of 14 rebel Congress lawmakers before 10.30 a.m. on Thursday. "In the meantime, the parties before this court shall maintain status quo. For further consideration," said the court as it directed the listing of the

matter on Thursday. Referring to the post lunch proceedings, the constitution bench that also comprises Justice Dipak Misra, Justice Madan B. Lokur, Justice Pinaki Chandra Ghosh and Justice N.V. Ramana, in its order, said: "We are of the view, that it is essential to peruse the original record pertaining to the disqualification of the 14 MLAs." The "record pertaining to the proceedings conducted by the Speaker Nabam Rebia - under the Xth Schedule of the Constitution pertaining to the disqualification of the 14 MLAs, held on December 14 and 15, 2015, be produced in this court in a sealed cover at the earliest, preferably by 10.30 a.m. on February 18, 2016, by the secretary of the state legislative assembly, in whose official custody, we are informed, the original record is available". The bench further said that "some part of the above record, is also in the safe custody of the Gauhati

High Court, and has been retained in a sealed cover". The court directed that the registrar general of the Gauhati High Court to "ensure, that the sealed record pertaining to the disqualification of the 14 MLAs, assailed, is produced in this Court at the earliest, preferably by 10.30 a.m. on February 18, 2016". The court order came after in the post lunch session, senior counsel Fali Nariman told the court that efforts were on to install a new government by revoking the president's rule wherein 14 MLAs who were disqualified would be counted for the purposes of majority support in the government formation. He said the high court had, by an interim order, stayed their disqualification and the same order is in challenge before the apex court, and argued till the court decides on their fate, they could not be counted for the purpose of forming the new government.

Anti-migrant agitation resumes in Manipur IMPhal, FebrUary 17 (IaNS): An umbrella group demanding an Inner Line Permit (ILP) system in Manipur resumed its anti-migrant agitation on Wednesday, and said workers from outside the state who do not have work permits will be handed over to police. "On the first day of resumption of the campaign, we pasted posters in many parts of Imphal town asking people not to sell land to the migrants, hire them for construction and other odd works," said Khomdram Ratan, convener of the Joint Committee on Inner Line Permit System (JCILPS). "Our volunteers have started checking the identity cards of migrant workers. Those who want to work in Manipur should have work permits from the labour department. Those migrants who have not done so shall be handed over to the nearest police station," he said. Police were present during the campaign, but did not interfere. The JCILPS said it was not happy that the Manipur government has been silent on enacting three bills to Acts since they were passed by the legislative assembly in August last year. The Manipur assembly will have a short session from March 13 to 19, and Ratan said the group would be holding

agitations during the session. Tribals in Manipur have been opposing the three bills describing them as "antitribal". The government has been maintaining that there is no clause in the bill which is against any community. Violence erupted on September 1 last year following the state government's adoption on August 31, 2015 of three landmark bills -- Protection of Manipur Peoples Bill 2015, Manipur Land Revenue and Land Reforms (seventh amendment) Bill 2015, and Manipur Shops and Establishment (second amendment) Bill 2015. The bills are pending with the president. Nine tribal youths were killed in violence in Churachandpur district. Houses and properties of several elected tribal representatives were torched. Ratan on Wednesday said the JCILPS shall hold talks with those against the bills and he was hopeful that an understanding would be reached. Even Nagaland Chief Minister T.R. Zeliang, who had recently come to attend a festival in a hill district in Manipur, described the bills as unconstitutional and anti-tribal. The Inner Line Permit system is currently in place in Nagaland, Arunachal Pradesh and Mizoram.

Thomas J Holt, Michigan State University criminologist and lead investigator of one of the first scientific studies to estimate cybercrime profits, said the findings should be a wake-up call for consumers and law enforcement officials. “In the past two years, there have been hundreds of data breaches involving customer information, some very serious like the Target breach in 2013. It is a real economic phenomenon that has real economic impact and consequences,” said Holt, associate professor of criminal justice. For the results, Holt and fellow researchers analysed online forums in English and Russian where criminals sold stolen financial and personal information, often in batches of 50 or 100. On average, a batch of 50 stolen credit or debit cards can make a seller between about $250,000 and $1 million. Although, buyers, in turn, assume more risk of getting caught but if they succeed in using the information, they could make between $2 million (if only 25%of the cards worked) and nearly $8 million (if all cards worked). “If we do not understand the scope of this problem, if we just treat it as a nuisance, then we are going to enable and embolden this as a form of crime that would not stop,” Holt noted in a paper published in the journal Deviant Behavior. Ultimately, Holt said he hopes to help protect consumers from the potentially disastrous effects of identity theft and credit fraud. “My goal is make people cognizant of just how much their personal information means, how much value there is,” Holt said, adding that “if we don’t understand the scope of this problem, if we just treat it as a nuisance, then we’re going to enable and embolden this as a form of crime that won’t stop.”

New Delhi, February 17 (iaNS): The central government on Wednesday approved the construction of additional infrastructure to cater to the growth in passenger and freight traffic. The Cabinet Committee on Economic Affairs (CCEA) which met here under the chairmanship of Prime Minister Narendra Modi approved construction of six railway lines and a railway bridge. According to the CCEA, the additional infrastructure will come up at various locations across the country. The total cost of the approved projects has been estimated at over Rs.10,700 crore. “The proposals will cost over Rs.10,700 crore and most part of the expenditure will be met through extra budgetary resources (institutional financing),” Railway Minister Suresh Prabhu said at a briefing after the CCEA meet. The six projects include -- doubling of Hubli-Chickajur line (190 km), Ramna-Singrauli stretch (160 km) and Katni-Singrauli railway line (261 km). Other approved projects include construction of the third line between Anuppur-Katni (165 km) and

Wardha (Sewagram)-Ballarshah (132 km). In addition, the CCEA gave approval for the erection of an additional bridge and doubling of RampurDumra-Tal-Rajendrapul stretch. The approved projects are expected to be completed within 4-5 years during the 13th plan period.

Commemorating its 10 years, YouthNet in partnership with the Government of Nagaland is organizing a two-day youth summit at NBCC Conference Hall, Kohima on February 26 and 27 under the theme ‘Celebrating Young Nagas; Preparing the Next Generation’. The summit is expected to draw about 2000 youth from all the eleven districts in Nagaland making it one of the biggest youth summits held in the State. 54 young Naga achievers from across the country will be speaking at the summit, which will include panel discussions on good governance, entrepreneurship, Nagas as ambassadors of Christ, skill building, entertainment, sports etc. A thematic session will also be held on three themes where one recommendation each will be put forward to the Government. “The youth of Nagaland have been constantly

bogged by the challenges of time, the goal of this summit is not only to recognize these young Naga achievers but to create and bring hope that the new youth of today together can solidify our position economically, socially, and politically,” informed YouthNet official during a press conference held at Dream Café on February 17. YouthNet is credited for spearheading the RTI movement in Nagaland, which had the privilege of reaching out to the 11 districts in Nagaland with Arvind Kejriwal. This work went on to be featured in the class X text books of NBSE in 2011. “RTI is something we are very proud of. We are the forerunners of RTI,” said Founding Director, Hekani Jakhalu talking about the journey of YouthNet. YouthNet was formed on February 1 in 2006 with Anato Zhimomi, Theja Meru, Kuchi Zeliang, Alen Phom, Angelica Chishi, and Limaakum Jamir as the founding members.

YouthNet also dealt with issues of employment and livelihood, where in its initial years, consultations were organised for the youth to deliberate on the strength, weaknesses, opportunities and untapped opportunities in their respective districts. This work was completed along with 17 apex student bodies led by NSF and ENSF. The report titled ‘The Voices Uncensored’ was a case study in Leksand, Sweden, 2009 for its involvement of youth in a large scale. Some of its other major activities are Impact 5000 by 18, The Entrepreneur, First Cut, Pig farming and Pork Chop, Dial Nagaland

which stressed on entrepreneurship and skill development. Another laudable work of the YouthNet was its survey on the 2013 Nagaland Assembly Elections which revealed the almost 1000 crores spent during the elections. Along with its successes, YouthNet equally has had its share of setbacks. Jakhalu pointed out the risks and disappointments of working with the youth. She mentioned how a lot of youth do not take their opportunities and jobs seriously. On a question raised about its constant partnership with the State Government, Jakhalu asserted, “From the day we started,

we made it clear that we are going to work with the government. We believe that government money is public money. We wanted to be the platform bridging the gap between the youth and the government. I think we are the only organisation in India which was taking money from the Government for the RTI work.” The team, however, expressed disappointment with the government which tends to look at the organisation as a liability instead of an asset despite its many achievements in Nagaland. With its primary focus on entrepreneurship in recent years, YouthNet views that “private sector can be

The summit aims to present and promote the new roles of youth in the State and also celebrate the success of young Naga men and women and their achievements. Meeting on enforcement of Cable TV Network (Regulation) Act held Kohima, February 17 (Dipr): The first meeting of the State Level Monitoring Committee to enforce the Cable Television Networks (Regulation) Act, 1995 was held in the office of Director, Information and Public Relations, Kohima on February 16. The meeting decided to inform all Deputy Commissioners through official notification to constitute District Level Monitoring Committees as specified by Ministry of Information and Broadcasting, GoI, with District Magistrate/ Deputy Commissioner as Chairman. The District Level Monitoring Committee will provide a forum where public may lodge a complaint regarding content aired over cable television network. It was also decided that Local Cable Operators must get registered in the local Post Office

and get it renewed from time to time as prescribed in the Act and Multi System Operators must get approval from the Ministry of Information and Broadcasting, GoI to start their operation. The members deliberated on the issues of Non-carriage of free to air channels and mandatory channels as prescribed by the Government from time to time and implementation of Digitization of Cable TV Network Phase: II for the urban areas of the State. The cut-off date for the implementation was December 31, 2015, but as requested by the Local Cable Operators, Secretary IPR, has written to the Ministry of I&B for extension of the cut-off date by three months for Nagaland. He also explained the importance of soil sample collection, analysis and distribution of Soil Health Cards to each and every farmer. Members from the District Administration, SDPO Mon, Konyak Mothers’ Association (KNSK), and officers from Labour Department participated in the programme. In his introductory remark, Phuleto Yeptho, Civil Judge (Jr.), Mon, and also Secretary, MDLSA highlighted the purpose of the

orientation programme, which is to create legal awareness among the public, especially people who are neo literate and the marginalized section. He also discussed on Rights of Prisoners and Rights of Accused Persons in criminal case. The basic rights of individual is safeguarded by the Constitution, he stated, adding even an accused in criminal cases has the right to avail basic human rights such as right to speedy trial, free legal aid, right against torture in prison or other inhuman treatment. Demagogue round the corner

L

ittle known to us, a university far west of Nagaland was under siege by right wing forces. Bacha Khan University in Charsadda, north western Pakistan, re-opened on February 15, almost a month after an attack by armed men left 21 students and teachers dead. The four attackers were killed later in a ‘shoot-out’ with the police. The attack was carried out during the observation of the death anniversary, January 20, of the soul the University is named after: Abdul Ghaffar Khan (1890-1988), a Pashtun independence activist and pacifist, popularly named Bacha (Badshah or Emperor in Pashto) Khan, and ‘Frontier Gandhi’. Khan founded the ‘Khudai Khidmatgar’ (Servants of God) that opposed British colonisation of the subcontinent through non violent struggle. The Bacha Khan University in Pakistan was founded on the principles of peace and universal brotherhood. If Pakistan State reports are to be followed, the attack was carried out on the instructions of Pakistan’s neighbouring State, India. And if this allegation were to be taken seriously because it was said out loud in the media, some Indian leader needs to be brought to the gallows for the death sentence the four attackers gave to the 21 people. But death sentences of neither kind should find a place in society. One expects a just society to study matters, raise issues in a democratic, not demagogic, manner and follow a course of action that informs everyone of the debate. Whoever carried out the attack on Bacha Khan University obviously did not bother with this difficult course of action, instead snuffing out the pursuit of truth at the educational institution through the barrel of the gun. Pakistan is not very different from India. In fact, matters are worse in the latter where the State itself plays the role of the demagogue—based on Twitter feeds and poor judgment, it gate crashes an institute of higher learning and snuffs out even the mention of a debate on public matters. In a world where words like terrorists, separatists, insurgents, secessionists etc are scattered like pollen, do the youth not have the right to even ask where these terms, or the people who are termed so, come from? Does the nation not want to know why thousands of people are killed by it in justification of it? In the lands that were set free through struggles of such people as Bacha Khan and MK Gandhi, today the kind of youth that may have joined a Khan or Gandhi in their struggle for justice and peace are being stifled by States, and their violent non-state progeny. Bacha Khan University, Jawaharlal Nehru University, Hyderabad University, and scores more have fallen to the demagogue lurking round the corner. Education that raises creativity in the mind of the human being, and dissent as a natural outcome of mainstream injustices, are fast becoming casualties. Rohith Vemula gave up his life to exemplify this point. 21 students and teachers lost their lives in Charsadda as a case in point. on't let the high blood pressure that you have been diagnosed with scare you out of your wits. It is not exactly a disease, but only a warning sign that the food you have been eating and the lifestyle you have been leading have clogged your blood vessels and your heart is having to exert extra pressure to keep blood moving through it. Just as the bad lifestyle caused it, the good one can cure it. Medicines are only an aid. The main job has to be done by your food and those are quite tasty to boot. So please go into your kitchen for treatment. Certain bounties of nature are excellent in opening up your arteries and those should be a regular part of your diet from now. The most potent of them is beetroot juice. A glass of this shimmering liquid should be a daily part of your intake for life. Treat this as your daily medicine. You might see a drop in your readings in as little as three hours. Beets are full of nitrates which cause blood vessels to expand. Besides reducing BP, these eliminate toxins. Taking nitrate in natural form is a hundred times better than taking a nitrate tablet. Nitrites in killer foods like hot dogs gave you the disease; nitrates will cure it. Those who happen to have kidney issues should mix it with carrot juice. Regular use may give a sharp colour to your urine. Don't be scared. That is completely harmless. Please note that the results will not come in a day. It took you some 15 years to clog your arteries. Please give your system at least 15 months to undo the damage. Of course, medicines can show results in a matter of days but you have to account for side-effects also. So follow a two-pronged strategy. Let medicines do the SOS job. The long-term cure will come only through dietary wisdom. Another prescribed diet is blueberries, raspberries and strawberries. Natural compounds in them called anchocyanins are your insurance against hypertension. Eat them like crazy every day of your life. Fresh will be the best but the dried ones will also do. Besides, those are full of antioxidants. I know it will not make you very popular with friends but garlic too has to be added to your menu. The organosulphur compound allicin that it has reduces hypertension and is also antibacterial and anti fungal. The pungent clove is also very good for those with heart conditions. Other good foods for those with BP are bananas, dark chocolate (and I mean really dark, at least 85 percent), spinach, cabbage and coconut water. Plus spice up your food with rosemary, cumin seeds, cinnamon, basil, bay leaves, saffron, turmeric, ginger and black pepper. But the best antidote for blood pressure is weight management. Review: 'Political Turbulence: How social media shape collective action' Social media are permanently changing the nature of politics across the world. What are the implications for democracy, representation and governance?

A

few years back I was intrigued and captivated, as a largely analogue political animal, by Paul Mason’s Why It’s Kicking Off Everywhere on the revolutionary part that social media were playing in the Arab Spring and global politics. But for all the enthusiasm, anecdotes and insights, it was ultimately unsatisfying. Here now is a revelatory study, Political Turbulence, which looks more closely and systematically at why “it” – that is, significant collective action – “is kicking off”, and why, much more frequently, it doesn’t. Helen Margetts, Professor of Society and the Internet at Oxford and head of its multi-disciplinary Internet Institute, is the lead author. I have been lucky enough to work with her on a series of democratic projects, and she has given me a copy of Political Turbulence as a gift. It is a gift that I want to share more widely, fearing that a political science book – even one that breaks free of academic boundaries – would not reach the wider audience interested in political change that it deserves. This dense book explores the digital traces of individual and shared acts of political participation amid “big data”, and describes a series of experiments in the authors’ attempt to uncover the way widespread use of the internet and social media is changing society, politics and the economy across the world. This isn’t an idealistic enterprise, but a study that interrogates its own data rigorously, seeking to discover how and why the chain reactions caused by “tiny acts” of participation – tweets, re-tweets, petitions, liking and sharing, a posted photo of a drowned child on a Turkish beach – mobilise people into collective action, at local, national and global levels, and how and why most mobilisations fail. At the root of the new turbulent politics is the sharing of social information, as Mason argued, which Margetts et al demonstrate can make mobilisation more demotic and at the same time more volatile. The result, they argue, being unstable and unpredictable mobilisations and a form of political life which is permanently unstable and unpredictable too. The “big data” that they analyse reveal what people think, do and might do, unordered by opinion polls or focus groups, and frees them to act as they choose outside existing structures and political organisations. Of course, some mobilisations have spilled over the existing structures, setting them aside in revolutions, but they have also found places within those structures, transforming the politics of countries, as Podemos has done in Spain, and party politics elsewhere, as in the Corbyn surge in the Labour party here in Britain. In particular, the authors find that the “tiny acts” of participation on the now readily available social media serve to draw people into politics who wouldn’t have participated previously. Social media mobilisations have one thing in common – a surge of activity among social groups traditionally regarded as those least likely to participate politically, such as the young and members of ethnic minorities.

he union Government has seen two important announcements in the recent past. Under the flagship Smart City Mission, it recently announced the first tranche of cities which are to be developed into smart cities. Similarly, on Feb 15, the government released the Swachh Sarvekshan-2016 which ranks 73 cities on cleanliness and sanitation. The first list includes 20 cities, none of which are from some of India's biggest states like UP, Bihar and West Bengal. Bhubaneswar, the capital of Odisha, has topped the rankings followed by Pune and Jaipur. The government has offered a fast-track window for next 23 cities to upgrade their proposals and submit them by April 15, to be included in the next tranche. Speaking at the occasion, Urban Development Minister Venkaiah Naidu mentioned that an investment of Rs.50,802 crores has been proposed for selected smart cities and towns during the next five years. The first tranche was chosen through a transparent and competitive process according to Naidu. The Swachh Sarvekshan-2016 had a list of cities with a population of more than 10 lakh. The best performing cities lie towards the south and west. Chandigarh and New Delhi were also in the top 10 of the cities considered for the latest round of Swachh Sarvekshan-2016. The east and some portions of the north had cities which have been found to be relatively filthier. Asansol

But they are up against it in the UK. Just consider our political structures – an obsolete and disproportionate electoral system; an electoral register on which the young, ethnic minorities and urban dwellers are disenfranchised; biased conventional media; political parties run by overlapping oligarchies who despise their own members and who seek a monopoly of political action and control of the over-powerful state; a deep security state; and corporate and financial power overshadowing the political world. Here is an entrenched conspiracy against the wider participatory and pluralist politics that the social media are uncovering and facilitating below the surface of the Westminster village and the BBC Radio Today programme. The authors rightly reject mainstream political scorn for actions and campaigns in the online political world as inferior to offline activity and participation, as being too easy; whereas “real politics” demands (on the left for instance) attending boring Labour Party GCs, distributing usually unread leaflets on cold and rainy days to unresponsive households, chanting and protesting with placards held high outside Conservative headquarters. I am not dissing conventional political activity; it can be fun, engaging, comradely, and reach out to the public. But social media are re-shaping the political world within which citizens and party activists operate, seek and find political information and come to their decisions about how to participate. I wonder how many politicians who scorn the easy access to campaigning that the social media give also bemoan the lack of public trust in their own political parties or organisations. The authors ask: what are the implications for democracy, representation and governance of “turbulent politics”, the shocks and surprises of its unpredictable commotion and the emergence of what they call “chaotic pluralism”? They find that the new political world they have analysed is “too heterogeneous, too individualised, too chaotic, and too ill-suited to deliberation” to represent the revival of classic pluralist and associational theory and the idea of a public sphere. On the other hand, they argue that: “social media allow individuals to conduct their lives in a ‘time-based world stream’, pumping out and receiving information and social influence, in

which they are exposed to many contradictory and overlapping currents of information, views, influences, causes, campaigns, and of concerns that widen rather than narrow their political experience . . . our claim is that what has emerged is a new form of pluralism: what we call chaotic pluralism.” For those of us who will hope that the social media might release gravitational waves upturning political and economic oligarchy and creating a more equal and open society, answers to the questions the authors pose are not (as you would expect) hopeful. As they say, the classic pluralist idea foundered on the unequal contest between the powerful and the weak (an inequality that is all the more pronounced today), the power of the state and the difficulties of collective action in large groups. And while these problems may be less severe in the case of “chaotic pluralism”, they endure. Inequalities in wealth, education and class and family networks still skew effective political participation from below. The state remains the central broker in negotiations between established interests, mostly its allies, and newly mobilised groups within a corporatist framework. The authors make the third limitation – the difficulty of sustaining mobilisations that lack leaders, institutions and organisation – a key theme of the book. Another theme is the need for political science in the future to explore data in a broader context than the narrow world that political scientists inhabit. The Oxford Internet Institute works in the social sciences part of the university in its efforts to understand digital life or life online. The view there is that the sheer amount of data that we now generate makes cross-discipline research vital. Margetts and her fellow political scientist, Peter John of University College, London, therefore undertook the book with Scott Hale and Taha Yasseri, a data scientist and computational social science researcher. Helen Margetts says that scholars must now start looking at political systems more like chaotic natural systems, like the weather, in multi-disciplinary teams with large scale data. I am all for shaking up the tired discipline of political science. Those of us outside don’t need a weather man to tell us which way the wind blows. But we could do with a deeper, more engaged and scholarly understanding of the politics around us.

lective wisdom, mostly, it is a problem of coordination between agencies and precisely fixing responsibility. That is the crux of the issue with respect to delays and implementation deficit in projects. Other reasons are lack of training to the people implementing projects on the ground, land acquisition laws and a host of legislations which prevent work. The government must move quickly to not only announce the next tranche of Smart Cities but also build systems and implementation capability to resolve the issues of implementation deficit. Implementation within the smart cities/clean cities will be a major challenge as the underlying governance structures are where the core of the problem lies. This bridge between the municipal and the union level is a welcome one but much will depend on the implementation of projects on the ground. The focus on technology and public scrutiny to improve systems is another positive from the side of the government. The policymakers will do a host of good to learn from the successful and not so successful experiences of the previous administration. It is hoped in the process the present government is able to build clean, healthy and smarter cities. Tasked With Combating Opium, Afghan Officials Profit From It Azam Ahmed

An Entrenched Process The administration of President Ashraf Ghani has made fighting corruption a central promise. A spokesman for his government, asked about official involvement in opium trafficking, including in Garmsir, insisted that there was “zero tolerance” for such behavior. “The president has been decisive in acting on information that indicates involvement of government officials in illegal acts, including taxation of opium,” said the spokesman, Sayed Zafar Hashemi. But in Garmsir and other places in the Helmand opium belt, the system is firmly in place and remarkably consistent. It relies on a network of village leaders and people employed by farmers to manage the water supply, men known as mirabs. These men survey the land under cultivation and collect money on behalf of officials, both in district-level government and in Kabul. The connections run deeply into the national government, officials acknowledge privately. In some cases, the money is passed up to senators or assembly members with regional connections. In others, employees in the Independent Directorate of Local Governance, the agency that oversees provincial and district governments, pocket the payoffs, officials said. Some of the most important regional police and security commanders, including allies of American military and intelligence officials, are closely identified with the opium trade. But the real money often stays local, with provincial and district officials. In the case of Garmsir, the district governor and police chief reaped the largest share of the rewards, according to local officials and farmers. The local police were also included in the profits. Farmers said they paid about $40 for each acre of poppies under cultivation. In 2015, that meant nearly $3 million in payments from the district of Garmsir alone, according to officials familiar with the process.

Therefore, it is easier for the IT department to find a non-disclosure of income or a high-value transaction or defective filing of the assessee. Nevertheless, a notice does not mean that you have committed an offence or crime. Even for a minor error, the IT department may send you a notice.

he United States spent more than $7 billion in the past 14 years to fight the runaway poppy production that has made Afghan opium the world’s biggest brand. Tens of billions more went to governance programs to stem corruption and train a credible police force. Countless more dollars and thousands of lives were lost on the main thrust of the war: to put the Afghan government in charge of district centers and to instill rule of law. But here in one of the few corners of Helmand Province that is peaceful and in firm government control, the green stalks and swollen bulbs of opium were growing thick and high within eyeshot of official buildings during the past poppy season — signs of a local narcostate administered directly by government officials. In the district of Garmsir, poppy cultivation not only is tolerated, but is a source of money that the local government depends on. Officials have imposed a tax on farmers practically identical to the one the Taliban use in places they control. Some of the revenue is kicked up the chain, all the way to officials in Kabul, the capital, ensuring that the local authorities maintain support from higher-ups and keeping the opium growing. And Garmsir is just one example of official involvement in the drug trade. Multiple visits to Afghan opium country over the past year, and extensive interviews with opium farmers, local elders, and Afghan and Western officials, laid bare the reality that even if the Western-backed government succeeds, the opium seems here to stay. More than ever, Afghan government officials have become directly involved in the opium trade, expanding their competition with the Taliban beyond politics and into a struggle for control of the drug traffic and revenue. At the local level, the fight itself can often look like a turf war between drug gangs, even as American troops are being pulled back into the battle on the government’s behalf, particularly in Helmand, in southern Afghanistan. “There are phases of government complicity, starting with accommodation of the farmers and then on to cooperation with them,” said David Mansfield, a researcher who conducted more than 15 years of fieldwork on Afghan opium. “The last is predation, where the government essentially takes over the business entirely.” The huge boom in poppy production that began a dozen years ago was strongly identified with the new Taliban insurgency, as the means through which the militants bought their bullets, bombs and vehicles. In recent years, the insurgents have committed more and more working hours to every facet of the opium business. That fact was built into a mantra of Western officials in Afghanistan: When security improves, opium will be easier to take down. That the Afghan government is now also competing in the opium business, in the absence of other reliable economic successes, has ramifications beyond the nation’s borders. Governments across the region are struggling with the health and security problems brought by the increased opium flow. And as the trade becomes more institutionalized in Afghanistan, it has undercut years of anticorruption efforts, perpetuating its status as a source of regional instability, crime and intrigue.

Garmsir is just one of several districts in Helmand Province, the heart of poppy country and the center of the 2010 American troop “surge,” where the government has built local opium alliances with farmers. The district of Marja has a system similar to the one in Garmsir, in which locals pay a flat rate based on how much poppy they grow, according to interviews with more than a dozen farmers and officials. In the district of Nad Ali, the same conditions exist to a lesser extent. That the Taliban have closed in on some of those districts in recent weeks will mean little to the local growers. They paid their tax to the insurgents before the American troop surge and to the government after it. They will adjust again. And the money to be made is only increasing. Already, experts say, satellite imagery from the past growing season across southern Helmand showed that opium cultivation was occurring openly within sight of military and police bases. “Over the years, I have seen the central government, the local government and the foreigners all talk very seriously about poppy,” said Hakim Angar, a former twotime police chief of Helmand Province. “In practice, they do nothing, and behind the scenes, the government makes secret deals to enrich themselves.” Lucrative Arrangements By the most basic metric, the international effort to curb poppy production in Afghanistan has failed. More opium was cultivated in 2014, the last year of the NATO combat mission, than in any other year since the United Nations began keeping records in 2002. If there was a bright spot in 2015, it was that a poppy fungus or weevil reduced the harvest by as much as half in some places. But the lower production is likely to mean even more desperate attempts to increase cultivation next year, if the past is any guide. Highlighting the efficiency of the government poppy tax, officials in Marja decided this year to halve it from the year before — precisely the proportion of the harvest that the fungus blighted. “In the case of the opium trade, they try harder,” said one counternarcotics law enforcement official in southern Afghanistan. “There’s just too much money to ignore it.” Government complicity in the opium trade is not new. Power brokers, often working for the government, have long operated behind the scenes, producing, refining and smuggling opium or heroin across one of the many porous borders of Afghanistan. That kind of corruption has been seen nationwide. Taxation on a districtwide level in the main opiumgrowing centers, however, has been less common. Most who spoke about it did so on the condition of anonymity, fearing reprisals. Those who spoke openly tended to have enough resources to deter official blowback. “Of course it happens here,” said a local police commander in Marja, Baz Gul, who oversees a few dozen men and was one of the residents who first took up arms against the Taliban. “But the police chief, the local police commander, they don’t take the money directly. They do it through influential figures.” As it happens, Marja — one of the most violent districts during the 2010 troop surge, and the site of pitched battles recently between the Taliban and Afghan forces backed by American Special Operations troops — is a case study in opium economics. One elder in Marja, who collects money from villagers who cultivate poppy in his block of 44 acres, said poppy was simply too alluring to ignore. Even with the tax, even with the blight, opium outstripped the next most lucrative crop by a ratio of more than three to one.

In 2015, the elder said, the group’s earnings came close to $62,000, less than half as much as the year before. With a tax of $60 per acre, the final profit for all 44 acres was roughly $59,000. By comparison, the average income for an Afghan, according to the World Bank, is $681 a year. “Most other crops would have earned about $20,000 for 44 acres,” said the elder, seated in the home of another tribal elder in Marja. A dozen men arrayed in the room nodded quietly at his accounting. Blight and Turbulence The district of Nad Ali, a short drive from the provincial capital, Lashkar Gah, appears less organized than Garmsir or Marja. In April, on a drive through open farmland in government-controlled areas, much of the poppy crop had been plowed through because of an early harvest or because the plants were so disease-ridden that the farmers saw no point in keeping them standing. Farmers in Nad Ali said tax collection depended on a number of factors, including one’s relationship with the local police commander, proximity to the district center and how badly crops were hurt by disease. In some cases, the teams sent by the government to eradicate crops collected the funds. In others, it was the local or national police. Payments ranged from about $90 to $100 for every acre, according to six farmers. “All of our poppies were disease-affected,” said one farmer in the Loy Bagh area of Nad Ali. “What people paid depended on how much they cultivated and how much was destroyed by the disease.” The system in Garmsir, however, appears to leave little to chance. The district, farther from the provincial capital than Marja or Nad Ali, enjoys more autonomy than most under government control. Interviews conducted in mid-March, before the blight appeared, showed a system of accommodation that was settling in comfortably. While farmers were not happy about paying the government, most saw it as inevitable and noted that the profit margin for opium was still considerably better than for wheat or cotton. “We understand that the officials will charge us money,” said Juma Khan, a 35-year-old farmer in Garmsir, shrugging. The system ran into turbulence in the spring, when two members of Parliament caught wind of the arrangement. After their demand for a cut of the profits was rebuffed, they went public, according to Afghan officials familiar with the case. Officials in Kabul quickly fired the district governor, police chief and intelligence director, who were accused of dividing the profits. In a small ceremony, the Helmand deputy governor returned wads of cash to cheering farmers outside the provincial governor’s offices and promised to crack down on such exploitation. Officials said that all of the money had been returned to farmers and that the responsible parties had been removed from power. But neither promise was entirely true. The governor of Garmsir — who, in an interview, denied that he had created or collected any tax — was quietly moved to Washir, a neighboring district. Months later, he was moved back to Garmsir, where he has returned to his old job. Government officials in Kabul said he had been cleared of wrongdoing after a thorough investigation. A later visit to Garmsir unearthed a second inconsistency: Farmers said they had received only half of their money back. Still, that was something of a rebate. After all, they had lost nearly half of their crop to blight.

But often these wealthy people don’t look like rich at all. According to one of the most comprehensive studies conducted over a period of 25 years on the millionaire class in America, Thomas J. Stanley and William D. Danko surprisingly discovered that these people “don’t look like millionaires, they don’t dress like millionaires, they don’t eat like millionaires, they don’t act like millionaires---they don’t even have millionaire names.” Eighty percent of America’s millionaires, according to Stanley and Danko, are first-generation rich---that is, they came from modest backgrounds to become millionaires in one generation. More than half of those they surveyed never received as much as $1 in inheritance. Nearly half never received any college tuition from their parents or relatives. None of them believe that one must be born wealthy. Similarly, this was true even a hundred years ago in America. In a study conducted in 1892 on 4,047 American millionaires, Stanley Lebergott found that 84 percent of them reached the top without the benefit of inherited wealth. How do Americans become millionaires in one generation? Without exception, all these people have confidence in their own abilities. They live well below their means. Most of them (97%, to be exact) don’t live in expensive homes or even drive luxury cars. About twothirds of them work between 45 and 55 hours per week and they do so as self-employed workers. Also, three out of four people in this group consider themselves as entrepreneurs who could be classified as welding contractors, auctioneers, owners of mobile-home parks, farmers, pest-controllers, and paving contractors. Most of the others are self-employed professionals, such as doctors and accountants. These people are compulsive savers and investors. On average, they invest nearly 20 percent of their household income each year in publicly traded stocks and mutual funds. In their book, The Millionaire Next Door, both Stanley and Danko identify seven common traits that show up again and again among those who have accumulated wealth. They are as follows: 1. They live well below their means. They translate frugality into wealth. 2. They allocate their time, energy, and money efficiently, in ways conducive to building wealth. They spend a lot of time planning their own financial future. 3. They believe that financial independence is more important than displaying high social status. And as financially independent people, they are happier than those in their same income/age group who are not financially secure. 4. They don’t spoil their children by giving them money without a real need. They believe that providing economic support for their children often weakens the latter’s resolve to take initiative or to assume responsibility for themselves. 5. Their adult children are economically self-sufficient because they (children) have learned to be disciplined and frugal, too. 6. They are proficient in targeting market opportunities. Often they become affluent themselves by targeting their businesses toward the affluent, the children of the affluent, and the widows and widowers of the affluent. 7. They chose the right occupations. For a businessman, for example, this could be owning a small factory, a chain of stores, or a service company. These above mentioned traits are true of American millionaires who live in a land of opportunity, where the nation’s legal and governmental systems are conducive toward wealth building. But as for those of us who live in India or Nagaland, can we also hope that we can bemillionaires? (Note: 1 million US dollar = around Rs.68.4 lakhs). So, can you be a millionaire in one generation? Yes, you can. In fact, your job doesn’t have to pay you a lot of money. If you have a job, all you have to do may be to follow at least two simple steps: (1) Keep your expenses well below your income level in order to have money to invest, and (2) begin a consistent savings and investment program.

India: Ensure safety of peacekeepers, punish the attackers UnITed nATIons, FeBrUAry 17 (IAns): India has called for ensuring the safety of peacekeepers deployed in UN missions in a changed and more dangerous landscape and punishing those attacking them. India's Permanent Representative Syed Akbaruddin Tuesday raised the issue of safety of troops deployed in UN operations and said that careful planning and consultations between the Security Council and the troopcontributing countries while formulating the mandates "will go a long way in promoting safety and security of our peacekeepers". Speaking before the Special Committee for Peacekeeping Operations (PKO), he said India wanted to "strongly emphasise" that all the countries where peacekeepers are

deployed "must ensure that in cases of attacks on the peacekeepers there is an effective process to prosecute, punish and penalise the perpetrators". Atul Khare, the UN undersecretary general for field operations, also called for bringing those who kill peacekeepers to justice. Akbaruddin reiterated the demand for the Council to consult troop-contributors, as required by the Charter, and also suggested broadening it. "All the member states have a stake in the peace process whether or not they contribute directly to these PKOs," he said. "In an inter-connected world, it is very easy for member states to be at the receiving end or at times suffer collateral damage if they are in the vicinity of areas which are unstable and prone to conflicts."

"As a country which has participated in 48 UN peacekeeping operations, we have contributed our share to the maintenance of international peace and security with high standards of professionalism that are troops are known for," he said. More than 180,000 Indian personnel have par-

Protecting civilians in areas of conflict has emerged as one of the newer mandates of peacekeeping operations in an environment of massive disruptions of civilian life and refugee crises. MUMBAI, FeBrUAry 17 (ThoMson reUTers FoUndATIon): Police in Punjab are investigating whether a brick kiln owner held migrant workers and their children in debt bondage, after labourers and activists protested preliminary findings that there were no violations of labour laws. Forty people - from eight families, including adult workers and about a dozen children - were allowed to leave the kiln this week in Bathinda district in Punjab state after activists and other workers said they had been held against their will because the owner said they owed money. One of the women was pregnant, and the youngest child was only a few months old, activists said. Deputy Police Commissioner Basant Garg said the problem appeared to be outstanding pay due to the workers, but added that after three inquiries, police found "no evidence of any bonded labourers". "We are now looking into the records of the brick kiln to see if there were any violations and will take action accordingly," he said. Activists expressed frustration, and said authorities failed to understand the definition of debt bondage. The workers in Bathinda were brought from neighbouring Uttar Pradesh state last October with advance payments of 5,000 to 10,000 rupees ($73-$146), said Gangambika Sekhar, an advocate with Volunteers for Social Justice, which came across the case on a field visit.

They worked 14 to 16 hours a day with no access to basic amenities, and their wages were withheld, with only a subsistence allowance paid. "It was a clear case of bonded labour, but the police and district officials are reluctant to even acknowledge it exists," Sekhar said. "They think bonded labourers are kept in chains. The concept of debt bondage is still unfamiliar to them, so they deny it." Almost 36 million people are enslaved worldwide, trafficked into brothels, forced into manual labour, stuck in debt bondage or born into servitude, according to the 2014 Global Slavery Index. Almost half - 16 million - are in India. Many are lured from poor, rural areas with the promise of good jobs or marriage, but then sold into domestic work, prostitution, or the brick or textile industries. Most are unpaid or held in debt bondage. Activists from Volunteers for Social Justice and other non-profit groups held a three-day protest last week in Bathinda, which is home to almost 200 brick kilns with about 200 workers each. The workers and their children were sent back to their hometown earlier this week with their wages and are awaiting results of the police inquiry, Sekhar said. "The officials continue to maintain there is no bonded labour, despite the evidence we present them," she said. "It comes down to the employer's word against that of the employees, and rarely are the employees believed."

China says missing bookseller doesn’t want his case hyped up GENEVA, FEbruAry 17 (rEutErs): China hit back at U.N. criticism of its human rights record on Tuesday, saying a group of detained lawyers had committed serious economic crimes and missing Hong Kong bookseller Lee Bo was assisting a police enquiry and did not want publicity. “Lee repeatedly clarified that he voluntarily went back to mainland China for assisting in the investigation, and is safe and sound,” China’s mission in Geneva said in a statement. “Lee hopes that the general public respect his personal choice and privacy and do not hype up attention on the case.” Another bookseller, Gui Minhai, had left the country in 2004 after being handed a suspended sentence for killing a student by drunk driving, but gave himself up to police last October, and was also involved in other crimes, the statement said. Foreign diplomats have said Gui and Lee were believed to have been abducted or coerced from Thailand and Hong Kong respectively, and taken to China. Three others also went missing. in Beijing referred Reuters to comments last week by British Foreign Secretary Philip Hammond, who said Lee had probably been “involuntarily removed” to China from Hong Kong. China said Gui’s case was complicated and involved all the other booksellers, who were being held for investigation. Earlier on Tuesday, the U.N. High Commissioner for Human Rights, Zeid Ra’ad Al Hussein, had voiced concern for the booksellers, and also urged China to release all lawyers detained in a crackdown that began last July. Chinese police have detained about 250 human rights lawyers, legal assistants, and activists across the country, although the U.N. state-

ment said many had subsequently been released. China said all the cases raised by Zeid involved criminal activities and had nothing to do with restricting rights. “The Chinese Mission expresses strong dissatisfaction and disagreement with the High Commissioner’s misleading remarks,” it said. The case of the “socalled ‘lawyers’” had been a crackdown on a major criminal gang for seriously disturbing social order, and the criminal facts were “clear with conclusive evidence”, it said. The gang had used the Beijing Fengrui Law Firm to organise crimes such as breaking into public security, procuratorial and judicial organs and courts, and

gathering crowds and making disturbances in public venues, severely disrupting social order and judicial process, it said. They had also incited people to make harassing phone calls to government officials and to insult, slander, threaten and intimidate judges and police on duty, the statement said. “They were also involved in serious economic crimes including misappropriating company assets, tax evasion and fraud.” Another case, against a group of labour activists in the southern province of Guangdong, involved people using overseas funds to intervene in Chinese labour disputes, and some accusations of fraud, adultery and embezzlement, China said.

Maldives opposition leader jailed on terrorism charges MALE, FEbruAry 17 (rEutErs): A Maldives court has sentenced the leader of the Islamist opposition to 12 years in jail, convicting him on terrorism charges that stemmed from a speech he had made to protest the imprisonment of the islands’ first democratically elected president, Mohamed Nasheed. Sheikh Imran Abdulla, the leader of Islamist Adhaalath Party, was sentenced late on Tuesday for an anti-government speech he made during a massive protests against

Nasheed’s arrest on May Day last year. Imran’s lawyer Husnu Suood said it was the first terrorism conviction based on a speech in the history of the Maldives. “We believe the judgment is grossly unfair because he has not called for violence in his speech. He clearly asked the participants at the rally to refrain from violence and had taken all steps to prevent violence,” Suood told Reuters. The sentence comes days after Maldives President Abdulla Yameen called on the opposition

parties to end a standoff with his own party amid rising international pressure. Adhaalath Pa r t y Spokesman Ali Zahir said the sentencing demonstrated the absence of good faith from the government’s side in the inter party talks. Nasheed, who freed from jail last month to seek medical treatment in London, has called for sanctions against Yameen and his allies for detaining political prisoners, mainly opposition leaders. Political unrest in the

archipelago has continued since Nasheed was ousted in disputed circumstances in February 2012. He was then arrested and sentenced in March for ordering the abduction of a judge, following a rapid trial that drew international condemnation. Thousands took to the street for the May Day protest calling for the release of former president, who was sentenced to 13 years in jail after also being convicted on terrorism charges. Hundreds of his supporters were arrested in clashes with police.

Pope apologizes to Mexican Indigenous peoples for history of Pillage and Abuse Lauren McCauley CommonDreams

Speaking to tens of thousands of people in an open-air mass in the southern Mexico city of San Cristóbal on February 15, Pope Francis denounced the greed that has driven the exploitation of the country’s Indigenous population and the land that they inhabit. “On many occasions, in a systematic and organized way, your people have been misunderstood and excluded from society,” the pontiff said in Chiapas state, where 75 percent of the population is Indigenous. “Some have considered your values, cultures, and traditions inferior. it would be for each of us to examine our conscience and learn to say, ‘Forgive me!’” After pausing, the Pope then said, “Sorry brothers.” The apology came during Pope Francis’ five-day tour of the country, during which he discussed such issues as the environment and commented on the “evils” of “forced emigration and drugs,” BBC reports. Monday’s mass was delivered in three native languages, Tzeltal, Tzotzil, and Chol, after a new Vatican decree approved their use. Pope Francis also specifically called on the Indigenous population of Chiapas to “teach mankind...how to maintain a harmonious relationship with nature,” as they have done for generations, with the planet facing “one of the greatest environmental crises in history”—reiterating one of his favored themes.

“The environmental challenge that we are experiencing and its human causes affects us all and demands our response,” he said. “We can no longer pretend to be deaf in the face of one of the greatest environmental crises in history.” “In this you have much to teach, to teach mankind,” he told the predominantly indigenous crowd, many of whom wore traditional dress. “You know how to maintain a harmonious relationship with nature, and respect it as a source of food, a common home, and an altar for how to share resources among people.” Last year, Pope Francis issued a similar apology to the native peoples of the Americas, “not only for the offenses of the church herself, but also for crimes committed against the native peoples during the so-called conquest of America.” He added, “There was sin and an abundant amount of it.”

An online petition is also underway asking global sportswear company Nike Inc to drop Pacquiao as an endorser. The petition on change.org has garnered more than 2,000 signatures so far. Pacquiao, revered in the Philippines for winning world boxing titles in eight different weight classes during his 20-year career, suddenly fell from grace after a 30-second interview on local television about same-sex marriage, which he opposes. "It's just common sense. Do you see any animals of the same sex mating? Animals are better off, they can distinguish between male and female," Pacquiao told TV5 on Monday. "Now if men are mating with men and women with women, then they are worse than animals," he said. This is not the first time Pacquiao, a sitting two-term congressman, had earned the ire of the lesbian, gay, bisexual and transgender community for his comments on samesex marriage. ANcsu ultimatum to Nagaland chief Minister

That Sir, the endeavour of the ANCSU for delivery of justice and equality to all the students of the state has been the bedrock of the union since its inception .We are vigilant when matters that decides the very future and destiny of the students are compromised and sacrificed to fulfill the greed and wiles of unscrupulous persons who at the helm of affairs. Since 4th October 2014, the ANCSU has been relentlessly pursuing the irregularity and discrepancies, loopholes in conduct of exams and distribution of seats for various technical courses by the Technical Education Department .In this connection, the ANCSU had submitted Representations with supplementary findings and Ultimatum requesting for redressal to the government. Although the authority was fully sized of the seriousness and the concern of the students’ body, the concerned department was unfortunately, least concerned and held the demands of the students as “ baseless”, going as far as threatening the ANCSU with defamation charges (8th October 2014,Nagaland Post) . However, inspite of threat perception and orchestrated whisper campaigns,

the ANCSU held firm to the cause to cleanse the system so that the students are not victimized. The student community was happy when government set up a 5 members’ High Power Committee under the chairmanship of C.J. Ponraj, to enquire into the various demands of ANCSU against the Technical Education Department within 30 days time. The ANCSU and the various student bodies were shocked when the report was fully furnished after 5 months where the core issues were not addressed .The ANCSU is of the view that with the retirement of the HPC Chairman and the other members of the HPC ,certain vested party took advantage of this development to tailor the HPC report to suit their interest. This is clearly vindicated by the fact that the 2015 selection of medical seats was a fiasco of the highest order and the erring department has no intention of ever amending their ways. Thus the ANCSU was thus forced to reject the HPC report and demand for 10 years period enquiry by the CBI which was put up to the government with 5 point demands . Instead of CBI, the Government had appointed the State Vigilance Department to investigate the issue within 3 months. The final Report of the State Vigilance Commission against the Technical Education Department has proved beyond an iota of truth that the department was neither working transparently nor for the welfare of the students’ community but for

a few selected groups, throughout the years. As per the State Vigilance report, The Technical Education department has once again lived up to the reputation of incompetence. Out of the 30 files “which has direct relevance to the subject matter under the investigation and was requisitioned from the department”, the department could give only 8 files “as per Vigilance report”. The ANCSU has also discovered through the report that the State Vigilance Commission had investigated only a single year thoroughly i.e. 2014 thus, failing in their line of duty. However, even in 1 year period of investigation, enough evidences were unearthed by the State vigilance against the Technical Education Department, some of which is cited below: 1. In 2014, Technical Education department allowed 17 students to sit for the NSPMT, after these the students were offered various allied technical courses. The comment of the State Vigilance Commission says, “The particular notification given by the department. No DTE/TECH-A/17/2014 clearly violates the equality of opportunities for the aspiring candidates. Once a candidate had accepted the seat of the Agri. and allied courses, they should not have been permitted to sit for NSPMT.” unquote. 2. “Communication gap and the lack of the communication with the user department, visa, forest, Sericulture, fishery and hor-

ticulture with the technical education department has also been observed which resulted in the confusions like the case of Watinaro for the horticulture seat last year. Only during the tenure of Banuo Z Jamir as the chief Secretary a notification was issued vide dated 15th September 2014 stating that the technical education department shall be the nodal department for various technical course. Such time it was observed that the Technical Education department could not properly coordinate with the user departments. Such incidence has amply reflected the in-effectiveness and mishandling on the nomination of seats to various Technical courses on the part of the technical education department ”. Unquote. 3. “It was observed that the present director A Kathipri was promoted to the post of Director. Vide No.HTE/1-23/05(PT) dated 27th July 2011 where as he has signed as director in the forwarding of the meeting minutes of the state selection board vide 20th January 2011. This appears to be either doctored documents to show that minutes had been circulated to all concern departments or otherwise, he was the additional director and head of the department at that point of time. So having relationship with Him is the greatest asset for us . Men and women who do not know God do not have enlivenment and true peace in them. They do not know the love of God and the fear of Him. So their lives are not different from the natural lives of animals . Animals do whatever they like and they do not know what evils are. The world is full of animal- like human beings. So heart rending news of terrorism is the occurrence of almost every day in the world. The whole world is insecure because of such things and it cannot be done away with by means of weaponries alone. The most powerful force to overcome evils is in knowing the Creator and having the fear of Him. Men and women who have relationship with Him imbibe in His love because God is love. For instance; Metal is a good conductor of heat and humankind is a good transmitter of God`s love. If a piece of metal is put near fire or in sun shine, it gets hot and if it

is touched, the heat is felt, and if it is not put in contact with heat, it gets cold and even colder than other objects. The Creator of the heavens and the earth embodies the attribute of love and for humankind who truly know Him and have relationship with Him , the love of God touches their hearts whereby their lives are transformed into loving kindness and those who are in the love of God hate evils. Hence the love of God transforms animal-like human beings into peace makers and peace makers alone can bring about peace in the world. If all men and women in the world truly know the Creator , the world will become the world of peace. Therefore , the question is; how can mankind have relationship with God? In order to have relationship with God, one should actually know who He really is. Relationship with Him is possible only when He is actually known. So one should have relationship with God by actually knowing Him, believing in Him, fearing Him and obeying Him. Men and women who do not fear and obey God never really know Him . So He is to be truly known. It is vain to worship multitude of gods, sacrificing time, wealth and even life without knowing the true God. The heavens and the earth are existing by three words alone : Life, Wisdom and Power . These are the eternal life, wisdom and power of God. Humankind can have relationship with Him through keeping the law of relationship with God which is “KNOW GOD, BELIEVE IN HIM, FEAR HIM AND OBEY HIM.” Humankind can have relationship with God and in reflection of the relationship , human

family can be brought into harmony. Questionnaires: Is there any alternative way to have relationship with God besides the law of relationship with God? Consider for a while why we need a new lifestyle and begin a new life, and the reason why the new birth baptize you into the body of Christ is that - you need the fellowship, mutual ministry, counsel and relationship of other believers. And more than that - it is likely that the iconic actress suffered from borderline personality disorder, says science journalist Claudia Kalb. In a new book that examines, posthumously, the psychological conditions suffered by iconic celebrities and creatives, Kalb writes that while Monroe 'yearned for love and stability' she 'often lashed out at those she cared about'. She explains: 'What is clear is that Monroe suffered from severe mental distress. Her symptoms included a feeling of emptiness, a split or confused identity, extreme emotional volatility, unstable relationships, and an impulsivity that drove her to drug addiction and suicide all textbook characteristics of a condition called borderline personality disorder.' Marilyn, who was born Norma Jeane Mortenson, had 12 sets of foster parents, and according to a newscast at the time, she was quoted as saying in her last interview that she was 'never used to being happy, so it wasn't some-

thing she ever took for granted'. The beloved actress had roles in 23 films, which grossed a combined total of $200 million since her debut in 1950. But she suffered from pre-performance anxiety that sometimes made her physically ill and was often the root cause of her legendary tardiness on films sets. 'The golden girl received 5,000 fan letters a week and to those fans she never let any of her personal problems dim her screen glamour,' said a news report at the time of her death. On August 5, 1962, at only 36 years old, Monroe died at her Los Angeles home. An empty bottle of sleeping pills was found by her bed. Speaking to the Huffington Post she elabo-

rates: 'My goal was to really put a human face on some of these conditions that we read about and hear about, which can be very complex. The new single was released on February 12, and the lyrics are pretty seem to be about her boyfriend Blake Shelton. The song, penned by

the 46-year-old herself, includes the lines, "I was fine before I met you/ I was broken but fine/ I was lost and uncertain/ But my heart was still mine? Now you're all I see". In the video, Shelton also gets a discreet shout out. During one scene, the bar appears to be named "Blake's" after the country crooner. Beckenbauer fined, warned by FIFA ethics judges ZURICH, FebRUaRy 17 (aP): Franz Beckenbauer has been fined and warned by FIFA's ethics committee for refusing to cooperate with Michael Garcia's investigation of World Cup bidding. World soccer's ethics committee says Beckenbauer failed to cooperate ''despite repeated requests for his assistance'' in the 2018-2022 World Cup enquiry. He was fined 7,000 Swiss francs ($7,050). Beckenbauer was banned for 90 days during the 2014 World Cup before he subsequently answered questions. Beckenbauer was a FIFA executive committee member for the December 2010 vote that chose Russia and Qatar as World Cup hosts. He left the FIFA committee in 2011. Beckenbauer is currently implicated in claims of misconduct during Germany's winning bid to host the 2006 World Cup. FIFA ethics judges say their case resolved Wednesday ''did not look into the matters'' of those allegations.

Thursday marks the NBA's trade deadline day and with the five-time All-Star sidelined through injury and a subsequent ban, there has been media speculation that the Clippers could offload one of their biggest names and move in a new direction. Griffin has been out of action since Dec. 26 because of a quad injury and a broken hand sustained in an altercation with a Clippers equipment manager last month. The incident has earned Griffin a four-game suspension which takes effect once he is healthy enough to play. France's L'Equipe newspaper says he will earn about 15 million euros ($17 million) per year. Tarasov took off his team shirt to reveal the Putin vest after Lokomotiv played Fenerbahce in Istanbul on Tuesday. The Russian side lost 2-0 in the Europa League round of 32, first-leg match. Sunderland, currently threatened by relegation in the English Premier League, became the second club to adopt this measure after West Ham, reports Efe. "Next season, adult season cards are priced from only 350 pounds (18 pounds per game) and supporters over the age of 65 can enjoy a special price of 250 pounds for their seat for the new campaign," Sunderland said in a statement on Tuesday . Starting from the 201617 season and for the next two years, the clubs of the Premier League will be paid 5.1 billion pounds ($7.2 million), according to the new television rights contract. Man United fans plan Europa ticket price protest

LonDon, FebRUaRy 17 (ReUteRs): Manchester United fans are planning to protest against being asked to pay 71 pounds ($102) per ticket for their Europa League away match against Danish champions Midtjylland on Thursday, British media reported. Southampton fans paid 22 pounds for tickets when their team travelled to Midtjylland in the playoff round in August and United supporters will display banners to indicate their dissatisfaction. One United fan, Thomas Kearney, plans to unfurl a banner at the stadium with the words 'WELCOME TO SCAMDINAVIA' on it. Duncan Drasco, chief executive of the Independent Manchester United Supporters' Trust, described Midtjylland's stand on pricing as a real slap in the face. "Clubs need to accept they are not selling tickets in a normal competitive market as fan loyalty means each club is an effective monopoly so they shouldn't be applying normal supply and demand economics," he added. Midtjylland director Cliff Crown, however, defended the price. "We are only a small club in small region of Denmark and this is our cup final so we have to make the most of our opportunity," he told Talksport on Wednesday.

NBA to crack down on 'piggyback' foul

Los angeLes, FebRUaRy 17 (ReUteRs): The NBA is cracking down on 'piggyback' intentional fouls, instructing referees to potentially consider them for flagrant violations. In a memo sent by Vice President of Basketball Operations Kiki Vandeweghe and Executive Vice President of Referee Operations Mike Bantom on Tuesday, referees were urged to take a closer look at the fouls. "This is a potentially dangerous play against a player in a vulnerable position," the memo on the NBA's official website said. "Please be advised that the referees have been instructed to evaluate such plays under all applicable playing rules, including the rules relating to Flagrant Fouls. "Players remain free to commit deliberate fouls during free throw attempts, but such fouls will be assessed as Flagrant if they meet the applicable criteria." Intentional fouling has become a major debate in the NBA as more teams have employed it against poor free throw shooters and it has dragged out games for fans. Commissioner Adam Silver said last month that he is increasingly leaning towards the league looking to make a rule change that would outlaw the fouls.
