NEw DElHI, FEBRUARY 17 (IANS): Minister of State for Home Kiren Rijiju on Friday asked the Director Generals of all Central Armed Police Forces (CAPFs) to recruit women according to the reservation set by the government. The minister expressed his views in a review meeting with the chiefs of all seven CAPFs -- Central Industrial Security Force, Central Reserve Police Force, Border Security Force, IndoTibetan Border Police, Sashastra Seema Bal, National Security Guard and Assam Rifles -- here in the national capital. “The CAPFs should make efforts to meet the target of women reservation set by the government. The senior officers of the forces should also visit the Border Outposts and operational headquarters on regular basis to raise the morale of their personnel,” Rijiju said. Issues like raising of additional battalions, setting up of regional centres and hubs, cadre review of the forces, housing issues related to personnel, representation of women in forces, review of BSF Air Wing, training centers, filling up of vacancies, construction of roads in difficult areas and issues related to procurement of land, among others were also discussed in the meeting. The minister assured that the Home Ministry would look into the issues raised by the forces and try to do best possible in each case. He also emphasised on the due representation of women in the CAPFs. An action taken report on the previous meeting held on April 19, 2016 was also discussed. Addressing the meeting, Rijiju said the government appreciates the dedication of the forces and is making all efforts to boost their morale by taking care of them.

The Governor also met Prime Minister, Narendra Modi; National Security Adviser, Ajit Doval; Interlocutor for Naga peace talks, RN Ravi, and other leaders during his brief stay in Delhi. The NTAC still imposed the shutdown of government offices and a ban on plying of government vehicles till Zeliang put in his papers. The government continued to shut down internet and mobile data service to stop the spread of rumours through social networking sites.
KOHIMA, FEBRUARY 17 (MExN): A ‘goodwill’ meeting of 14 legislators representing various tribes of the State and a three-member delegation led by the Angami Public Organization president, Dr Vilhousa Seleyi was held at the State Banquet Hall, Kohima on Friday. This was informed in a statement release to the media by the CMO. Furthermore, the CMO also stated that Dr. Seleyi made it “very clear that they did not attend today’s meeting representing the APO but that they came on their own behalf.” The CMO press statement stated that the Nagaland Chief Minister, who is in the national capital had conveyed his desire for his colleagues to meet with the leaders and take the process of dialogue forward. Several legislators explained the Constitutional obligation of the Government to hold elections to the ULBs, and the fact that in the absence of having elected councils in the towns and cities for nearly ten years now, funds amounting hundreds of crores for development of these townships could not be availed all these years, the CMO press statement said. Vikheho Swu, Minister for Roads and Bridges, explained how due to closure of Government offices for the last two weeks or so, work orders for developmental activities could not be issued adding that due to climatic conditions, the State gets only limited months before the rains set in. He said the leaders of the APO have been spending not less than eight hours every day in office and that they were interacting with not less than 600 people every day. border areas.” The BPCC, it informed, “took a stock of the situation of 2016 and was desirous of a discussion involving people around the spot occurring such unfortunate situations as an attempt to evolve means for mutual benefit and avoid things of such recurrences.” However, it stated that the BPCC “could not afford to do so due to want of required logistics with it.” It further informed that a team of BPCC (A-N) took a stock of the situation from the staff of Hoolungooree Tea Estate and the Secretary of the Village Defense Party (VDP) and “came to know that there were four armed persons who warned a group of about 8-9 persons cultivating in an area of land

In Dimapur, violence marked the 5th day of the state-wide bandh called by the Nagaland Tribes Action Committee and Joint Coordination Committee. At least 10 people, including women were reported to have sustained wounds from catapult shots during the violence. There were conflicting versions of how the violence erupted. One version stated that a few bandh volunteers stationed at the Dhobinulla junction were attacked by catapult shots, when they entered Zeliangrong village asking shops to close. The volunteers reportedly called for reinforcements and in the violence that ensued a number of youths were injured and some elder-

ly women, who intervened to calm the situation. The other version stated that the residents of the neighbourhood were accused by the bandh volunteers of allowing shops to open. According to this version, some 4-5 volunteers were seen with catapults
in the neighbourhood and randomly shooting. One of the injured youth said that initially there were 4-5 volunteers, which soon grew in number. The youth said that he sustained multiple catapults shots on the head and body and was beaten when he along

One of the women, hit on the shin by a catapult pellet, alleged that the mob even tried to torch a meshed bamboo perimeter wall, but was doused. “They claim that the bandh is democratic but the day’s incident says otherwise. Resorting to violence is not democratic at all,” said the woman. Though it could not be ascertained, at least 2 bandh volunteers were also reported to have sustained injury during the violence. The situation was brought under control only after JCC officials arrived at the scene and pacified the volunteers. The volunteers also questioned the JCC officials for stopping them from imposing the bandh call.

He added that “this problem” cropped up because the government “did not understand that people’s voice is supreme in a democracy.” He added that “precious lives have been lost” because of the “dictatorial government.” Jamir stated that this was the first time that all the Naga people of Nagaland state in its history of more than 50 years of statehood had come out together in one platform, united for a cause. In suicide note, Arunachal CM Kalikho BJP alone will bag 40 seats in Pul alleges graft by SC judges, Congress Manipur election: Javadekar NEW DELHI, FEBRUARY 17 (IANS): Late Arunachal Pradesh Chief Minister Kalikho Pul had named some sitting as well as former Supreme Court judges and senior Congress politicians in a 60-page suicide letter he left behind at the time of his death last August. His wife has demanded a CBI probe into the corruption charges levelled by Pul. "We want a central investigation agency -- the CBI or the National Investigation Agency -- to investigate the case. Every politician and judge named in the letter should be brought into limelight and action taken against them for demanding bribe," his wife Dangwimsai Pul told the media here. The suicide note written by Kalikho Pul in Hindi mentions the names of several Congress politicians both at the Centre and in Arunachal Pradesh along with Supreme Court judges, including ex-Chief Justices of India H.L Dattu and Altamas Kabir, for demanding bribe. Dangwimsai -- the first wife of Pul -- has demanded a new FIR in the case as the state government did not probe the death of Pul "properly", despite an FIR by the family. She alleged the current state government threatened her against demanding a CBI probe. On being asked who was threatening them, Dangwimsai told IANS: "I
can't take the names, but certainly they are people close to the ministers in the current Arunachal government." In his 60-page suicide note, a copy of which is with IANS, Pul said H.L. Dattu was allegedly paid Rs 28 crore in 2012 to stay an order against the former Arunachal Pradesh Chief Minister Nabam Tuki, despite the Gauhati High Court ordering a CBI inquiry against Tuki after finding him guilty. Similarly, another ex CJI Altamas Kabir had given a decision in favour of Arunachal contractors regarding a Public Distribution System (PDS) scam. The Central government and Food Corporation of India termed the decision wrong, he alleged in the letter. Pul also alleges that on the directions of former Chief Minister Dorjee Khandu, he in 2009 had given Rs 6 crore to President Pranab Mukherjee, then Union Finance Minister. Mukherjee was paid the money after he cleared an advance loan of Rs 200 crore to Arunachal Pradesh. "In 2008, I, on the directions of Dorjee Khandu, was compelled to give Rs 37 crore to Congress Treasurer Moti Lal Vora," said the suicide note. The suicide note which brings to light several irregularities and scams in Arunachal Pradesh also mentions that Pul was con-
tacted by some (unidentified) people, demanding Rs 86 crore to give a SC ruling in his favour, an offer which Pul said he denied. Pul had become Chief Minister on February 19, 2016, after he along with 29 (19 Congress and 11 BJP) MLAs defected to the People's Party of Arunachal Pradesh (PPA) -- a state outfit -- to form a new government, bringing down the existing Congress government led by Chief Minister Tuki. However, the Supreme Court reinstated the Tuki government on July 13, following which Pul and his supporters returned to the Congress and supported Pema Khandu as the Chief Minister. According to the letter, Pul was contacted till 9 p.m on July 12, 2016, demanding an advance of Rs 9 crore to delay the hearing for one month. Pul was unseated from the chief ministership on July 13. The 47-year-old leader was found hanging from a ceiling fan on August 9 in the official residence of the Chief Minister. He had yet to vacate the bungalow. The Arunachal Police had found a 60-page letter written by Pul near his body, titled 'Mere Vichar' (My Views). The letter also accuses two sitting judges of the Supreme Court of corruption. "Virender Khehar (relative of a serving judge), had asked for Rs 49 crore from me. In another case
Aditya Mishra (relative of another serving judge) had asked Rs 37 crore from me," said the letter. Mentioning extreme manipulations through money in the Supreme Court while giving important verdicts, Pul said he was contacted till July 25, 2016 -- more than a week after the July 13 verdict -by the kin of a serving Supreme Court juge with an offer to change the decision of the Supreme Court in his favour for Rs 31 crore. The suicide letter -- which appears to be written over a period of a month and with his signature on each page -- clearly expresses the frustration and helplessness of Pul towards the government and judiciary. In the letter, Pul has accused Arunachal Chief Minister Pema Khandu and ex-CM Nabam Tuki as being among the few people responsible for bringing the state into financial ruin. The suicide note states that the entire expenses of Rs 90 crore for the case -to unseat him -- in the Supreme Court was borne by former and current Chief Minister Nabam Tuki and Pema Khandu. The letter also names Congress leaders Kapil Sibal, Kamal Nath, Ghulam Nabi Azad, Salman Khurshid and V. Narayanasamy as demanding money to resolve problems among the Congress legislators in Arunachal Pradesh.

At least 10 people – nine males and one female – have died of drug abuse in Mizoram in the past 45 days. With this, the number of people dead due to drug abuse in Mizoram since 1984 has risen to 1,412, according to Mizoram Excise & Narcotics department. Misuse of Proxyvon/Parvon Spas caused majority of death at 1,167 followed by heroin at 153, while 92 died due to misuse of multiple drugs. The department’s record said that out of the 10 people who died of drug abuse this year, 8 died of heroin abuse and the other two of misuse of different drugs. Misuse of different drugs like Alprazolam, cough syrup, Cataspa, Respira D, Diazepam, Notrosun, Peptica and Corazempam became rampant in Mizoram since 2013. So far, 70 people have died due to misuse of these drugs in a period between 2013 and 2017. The department said at least 59 people comprising 50 males and 9 females died of drugs abuse in 2016 and heroin caused majority of death at 35; two people died due to misuse of Proxyvon/Parvon Spas and 21 died due to misuse of multiple drugs. According to R. Lalngheta, convener of Supply Reduction Service (SRS), the anti-drug squad constituted by central committee of Young Mizo Association, heroin has recently become rampant in Mizoram due to ban on Proxyvon and Parvon Spas, which were earlier used largely for intoxication. He said after the relaxation of liquor and opening of wine shop in Mizoram, three localities or villages- Rangvamual, Phunchawng and Tuirial, dubiously known as the sale centre of liquor resorted to selling drugs. Reports also said beer smugglers from Myanmar have now started to smuggle heroin, he added. SRS has been launching massive campaign to combat drugs abuse in Mizoram since 2015 and has seized drugs worth over Rs 10.6 crore till date.

Google to soon provide internet in rural areas through balloons new york, February 17 (ians): Google has announced that it was “years closer” to deliver internet to remote parts of the world using high-flying balloons. Researchers at Google’s Project Loon -part of the company’s X research lab -- said it was now able to use machine learning to predict weather systems, meaning the firm has a greater control over where its balloons go, making it possible to focus on a specific region, rather than circumnavigating the globe, BBC reported on Friday. “We can now run an experiment and try to give service in a particular place in the world with ten, twenty or thirty balloons,” Astro Teller, head of Alphabet’s X unit (formerly Google X), was quoted as saying. “Real users” will be able to use the system in the “coming months”, he added -- but he did not specify
where the initial roll out would take place. Under the project, the firm will suspend a network of huge, tenniscourt sized balloons that will beam down connectivity. The balloons float in the stratosphere around 11 miles high. By raising or lowering altitude, the balloons can be caught in different weather streams, changing direction, the report said. “By using machinelearning algorithms, Google might have cracked a way to predict weather with enough accuracy to make it possible to hover balloons over a relatively small area for a long period of time,” the report noted. Teller said that Project Loon was one of the more “mature” moonshot ideas at the company and Google was in “no rush” to make Project Loon a stand-alone business.

EPFO extends deadline for submitting Aadhaar till Mar 31 new Delhi, February 17 (Pti): Retirement fund body EPFO has extended the deadline for submitting Aadhaar number till March 31 by its over four crore members. Employees’ Provident Fund Organisation has set February 28 as the deadline for submitting Aadhaar number. It had made mandatory for subscribers to submit the number for continuing the benefits under its scheme earlier in January. “It is hereby informed that all the member of Employees’ Pension Scheme 1995 should also submit Aadhaar number authentication on or before March 31, 2017,” an EPFO’s official order for its over 120 field office stated. Besides, the office order stated that deadline for submitting Aadhaar linked digital life certificate has also been extended till March 31, 2017. In January, EPFO had decided to extend the date of submission through Jeevan Pramaan Patra programme to February 28. This was done to make the job easy for pensioner In November last year, EPFO had decided to shift the last date to January 15, 2017, to provide relief to pensioners, hit hard by demonetisation.
Another extension came in January this year as Aadhaar is needed for submission of digital life certificates. It has done away with the system of accepting life certificate manually through banks. The pensioners are required to provide life certificates digitally either through their mobile phones or at common service centres or at bank branches providing such facility. EPFO has already joined the vast network of over 2 lakh common services centres (CSC) of the IT department to widen its reach. The CSC network is one of the largest government approved online service delivery channels in the world. As per practice, EPFO pensioners are required to submit their life certificates by November. In case, the pensioners do not submit so, their pension is stopped. EPFO has been accepting life certificates through Jeevan Pramaan software application through mobile phones. Besides, the pensioners are using the services of over 2 lakh CSCs. A notification by the Labour ministry said: “Members and pensioners of the Employees Pension Scheme desirous of continuing to avail pension and membership to Employ-

Section 7 of the Act provides that where government provides subsidy, benefit or service from Consolidated Fund of India, an individual can be asked to undergo authentication, or furnish proof of possession of Aadhaar number. Over Rs 1 lakh cr worth new Rs 500 notes have been printed new Delhi, February 17 (ians): The Finance Ministry on Friday said that over Rs 1 lakh crore worth of the new Rs 500 notes have already been printed with the presses churning out approximately 22 million pieces of it everyday. “More than Rs 1 lakh crore worth new Rs 500 notes have been printed. 22 million pieces of Rs 500 being printed per day,” Security Printing Minting Corporation of India Limited (SPMCIL) CMD and Joint Secretary in the department of Economic Affairs Praveen Garg told reporters here. An RTI query revealed that the RBI had a stock of only around Rs 4.95 lakh crore in the new Rs 2,000 denomination notes when demonetisation was announced on November 8. The RBI did not have a single new note of the Rs 500 currency, which were introduced into the system only later. There were 17,165 million pieces of Rs 500 notes
and 6,858 million pieces of Rs 1,000 notes in circulation on November 8, 2016, the day Prime Minister Narendra Modi announced demonetising the two high denomination notes. The total amount of high denomination currency circulating in the system on that day was, thus, Rs 15.44 lakh crore (Rs 8.58 lakh crore in Rs 500 notes and Rs 6.86 lakh crore in Rs 1,000). The Rs 500 notes are being printed by SPMCIL and the two presses of the RBI in the 40-60 ratio while the Rs 2,000 notes are being printed only by the RBI. “We are printing Rs 500 and other notes, but not Rs 2,000 notes. What is remarkable is that where we used to take three days to print a certain amount of notes, now we are doing it in a few hours,” Garg said. new Delhi, February 17 (ians): Civil Aviation Minister Ashok Gajapathi Raju has lauded the Airports Authority of India (AAI) for conceptualising India’s first business magazine entirely dedicated to the sector. “Civil aviation is not only one of the fastest growing sectors of the Indian economy but one of the most strategic ones too as it plays a crucial role in improving transport linkages to facilitate faster and smoother movement of people and goods,” he said at the launch of the Airports India Business Magazine (AIBM) on Thursday evening. “Many airstrips in India are being used for grazing cattle and we need to come out of this scenario. For this to happen the circulation of information is very important and this magazine will help in this,” Raju added. The magazine will have diverse and updated content, including in-depth reports, analyses as well as interviews with key players in the various segments of the civil aviation business. With a print run of 75,000, the 84-page magazine will bear a modern, European look with Indian content and would be published every quarter by Paris-based Media India Group in association with the AAI.
Apple to start India manufacturing soon MuMbai, February 17 (reuters): Apple Inc will in the coming months start assembling its lower-priced iPhone SE models at a contract manufacturer’s plant in the southern Indian technology hub of Bengaluru, an industry source with direct knowledge of the matter said on Friday. Apple’s Taiwanese manufacturing partner Wistron Corp is setting up a plant in Bengaluru to focus solely on assembling iPhones, a separate source told Reuters earlier this month. Apple’s move comes as it seeks to boost its share in the world’s fastest growing major mobile market, where handsets far cheaper than Apple’s iPhones dominate. It also comes as smartphone sales growth is slowing in Asia’s other massive market, China. To lower prices, Apple has been seeking to set up local production and has been in talks with the Indian federal government regarding issues such as tax concessions. The industry source told Reuters the initial manufacturing of the iPhone SE model was not contingent on those concessions. Apple did not immediately respond to a request for comment. The Economic Times newspaper earlier on Friday reported Apple planned to initially assemble 300,000 to 400,000 iPhone SE handsets in India. The industry source told Reuters the numbers would be substantially lower to begin with. The source also said it was too early to say what other phone models Apple would assemble at the Bengaluru plant. Apple shipped 2.5 million iPhones to India last year, with a third coming in the December quarter, according to market researcher Counterpoint, which estimates that three-quarters of smartphones sold in India were made locally. In the fourth quarter, Apple ranked 10th in India’s smartphone market but led the premium segment with a 62% market share, Counterpoint said.

PuDR condemns ‘anti-women stand’ Demands that ULB elections be conducted with 33 % reservation for women as soon as possible Delhi, February 17 (MexN): People's Union for Democratic Rights (PUDR) has condemned what it called “antiwomen stand of the Naga HoHo/ Naga Tribes Action Committee (NTAC)” in the context of reservation of seats for women in elections to local urban bodies. “The accompanying mobviolence and the threats to women who wanted to contest from reserved seats, reveals the irony that a movement fighting for freedom for Naga people is willing to suppress rights of half of the population who comprise women in the name of customary laws,” stated a press release issued by PUDR Secretaries, Cijo Joy and Anushka Singh. Pointing out that it has not “flinched” from extending support for the Naga people’s struggle, PUDR reiterated that without equal rights and privileges freedom becomes illusory. The provision of 33 percent reservation for women in local bodies, a law implemented in most parts of India, it stated, has no conflict as projected by the male-dominated NTAC with Article 371 (A) of the Constitution. “The urban local bodies are not Naga customary institutions, and hence laws about representation in them do not
violate the autonomy guaranteed by Article 371 (A),” PUDR asserted. The union further maintained that existing tax and land related laws in Nagaland discriminate against women; however what is more important is that opposition to the provision of women reservation is “illegitimate” as “such opposition goes against the principle of equality before law.” “The misogynist agenda behind such resistance to reservation for women is apparent from the near-complete absence of women in representative bodies in the entire political history of Nagaland. The tally of women MLA in Nagaland in its entire history is zero (0), and the tally of women MP is one (1) - Rano M Shaiza, who got elected in 1977. No better proof is needed that the protests against the reservation bid are based on an extremely conservative, male-chauvinist exclusionary vision of politics,” the PUDR statement read. Meanwhile, it stated that the comment made by Naga Hoho President that they are not opposed to women’s rights per se, but want to include women by nominating them to the municipal council rath-
er than electing them, “shows how women’s participation is not acceptable as a right but only as a favour from benevolent patriarchs.” PUDR further termed it notable that Naga Mothers’ Association (NMA) has played a critical role, from time-to-time, in bringing the warring factions of Naga political groups to take to dialogue instead of engaging in internecine blood-letting. Naga people also turned to NMA to encourage the factions to unite, it added. “The struggle for inclusion in the formal political process, stands in stark contrast with how NMA was asked, at critical junctures, to play the most prominent role in negotiations with the leadership of the underground armed movements. Thus the systematic exclusion of women from power, and the attempt to continue it in the name of customary law, is a regressive turn that a people struggling for their freedom could take.” PUDR also viewed that changing social misogynist attitude requires widest debate and the law must bend in favour of equality. In this context, it extended solidarity to the Naga women fighting for their political rights, even as the Naga
people collectively fight for their freedom. “The struggle against forced union with India cannot be fought by promoting inequality and discrimination against women. The violent turn that the conflict has taken, where two people have died in police firings, is extremely unfortunate, and we appeal to both the government and the Naga leaders to restore peace immediately,” the statement added. DemanDs Meanwhile, PUDR made three demands in its statement. First was that elections to urban local bodies of Nagaland be conducted with 33 percent reservation for women as soon as possible. It further demanded that personal safety of the women who filed nomination for contesting the elections under reserved seats be ensured. “All threats upon them that they would be excommunicated if they continue with their candidature be publicly withdrawn with an apology,” it stated. The third demand said that the Naga political groups’ leadership “must come out unequivocally in favour of equal rights and privileges for all if their commitment to freedom to be taken seriously.”

Can a Bandh Bring Changes in Nagaland?

n a democratic society, every individual and group have the right to articulate their views and voice their legitimate demands as long as it does not lead to the breach of the basic law of the state. Today, it is quite undesirable that the political leaders and other Hohos leaders in Nagaland abuse these democratic rights, which trigger social cacophony and political violence, which often create a barrier to the political and social development of Naga society. The “public purpose” cannot be arbitrarily abused and invoke to cause hardship to the people to fulfill the selfish interests. Leaders who are responsible for the ongoing “illogical bandh” in the state must ask themselves. What public purpose is served in depriving common people livelihood? What should be the contours of the emerging political and social realm of Naga society? It is the people who always bear the brunt of so-called machinations of public welfare. Is this the thing Naga public looked for a progressive society? Certainly not. It is quite regrettable that some self-proclaimed patriots, vested interest tribal Hohos leaders and groups in Nagaland misuse the democratic rights of the people by calling bandhs, which often cause a roadblock to the economic development of the state. negative Impact on economy, Trade, and Commerce The frequent and the undemocratic imposition of bandhs create a hostile investment atmosphere peppered by the insecurity of life, uncer-

In a long-term perspective, the economy experiences numerous damages, i.e. brain drain and discouragement to entrepreneurship and investment that should act as the important driver of development for any society. The hostile and volatile political and social ambiance are not beneficial for state economic, particularly, the tourism industry (the state is promoting by organising various cultural festival including Hornbill Festival every year) of the state that can potentially generate considerable revenue, which in turn contribute to the growth of the state economy as a whole. Yet, the economic loss is only one side of the story. While most of the economic losses can be restored and rebuilt, but the loss of credibility, faith, trust, and tolerant has very high costs and adverse consequences for the state.

Time has proved that only sensible discussions and talks can bring a feasible and logical solution to any conflicting issues and serve the interest of the people. Yet, each stakeholder needs to be more imaginative and to walk an extra mile for ushering peace and tranquillity to find a more comprehensive answer. Conclusion The painful fact in Naga society is the extent of the psychology of leaders and section of society to consider bandh as an integral feature and sole means to achieve their demands and leading into mobocracy, which
is not desirable at all. Many leaders and tribal Hohos are crazy about demands; ask for rights and justice but are completely irresponsible in doing their duty. Thus, the need of the hour is to learn to act conscientiously in the larger interest of people and for the common good. It is a time that public leaders should instill the value of common interest, understands the hardship of the common people and restraint from politicking and spitting venomous political agenda. There is no logic for calling bandhs when so much hardship is caused to the common people for no good reason. A bandh might have achieved some short-term goals by affecting personal and public life, but it would never achieve long-term goals of society. Leaders must aware the fundamental right to express pro-

test and shun hoodwinking the common people on the pretext of development and change. The political conflict and subsequent bandh in the state involved power politics, the disgruntled leaders engineered and support to capture the political power of the state. The people will suffer the consequences of bitter power tussles whoever win. Such a disturbing development is an outcome of toxic politics led by a handful of selfserving leaders. Thus, this bandh will not bring any changes and save Nagaland from corruption, underdevelopment, lack of education and political and social instability. ake up my Naga brothers and sisters. We have all heard and seen the ongoing unrest in our state. All has come to the surface. The time for leaving things as it is, is over. Enough is Enough. This 33% seat reservation for women has really shaken Nagaland. As part of India, Nagaland too is a democratic state. No voice is uniform. It should be taken into account that the vast majority of the Nagas support the Reservation Policy, so please call off the bandh for the larger interest of the people. Apex bodies are against the government of the day, so a common man like me, against all odds, seeks justice and peace through this write up to state that “Not All Nagas Accept Your Firm Decision On The Bandh And Your Demand For The C.M. of Nagaland T.R. Zeliang To Step Down From His Office.”
As per a statement written in a local daily dated 13th February 2017, a few section of Nagas feel that they are second to none and do not need women reservation policy because they are equally treated, it’s up to their own mindset. No doubt Naga women are treated well, but the majority of free willed Nagas like me accept the 33% reservation because of the sole reason that we want to encourage our women to participate in higher decision making bodies and even reach the Nagaland Legislative Assembly and Central Politics. Call it whatever you deem fit, because I believe that capable Naga women can reach great heights in their careers because of many prominent able Naga lady figures in our Naga society who have surpassed Naga men in their work of service which benefits the Nagas in general and are role models for
our younger generation. What is wrong in wanting good for the society? Based on such ideology, wouldn’t it be also right to sum it up to say then to take away the ST quota and all such provisions beneficial to the Nagas that fall under the Reservation Policies in the Constitution since Nagas think we are second to none and compete in the competitive examinations in the General Category? But I, along with many other Nagas do believe Nagas need Reservation Policies to help us grow better. So please refrain from such since it portrays that you represent the mindset of the whole Nagas. A reminder to all to think twice before making statements because that small statement says a lot since it is in the spotlight and can trigger anything in a wrong direction. On Moral Values Eh? If you ask the CM to step
down on moral values due to the sad tragedy, how is it justifiable? You instigated the youths, oh! shouldn’t you of all, be taken into custody for not being able to control and contain a peaceful protest that wasn’t even necessary at all in the first place? And by your views on moral grounds, with my rational layman mind, I believe it’s rather for you to step down from your designated posts because your doings have brought upon many untold sufferings to the Nagas by and large due to the bandh. Under your guidance and leadership, 3 lives have been lost because you were unable to control the crowd, properties lost/ vandalized both public and private, emergency commuters manhandled by volunteers under your leadership, the Naga Public in a sorry state. Do you all think that by imposing bandh, you are morally
right by threatening the Naga populace to remain indoors to be safe? The bandh has now witnessed that it is becoming unsafe for Young Naga girls as well, who have to walk alone for long distances for the exams, eyebrows to be raised upon. There’s no guarantee for their safety when you are incapable of controlling your own called upon volunteers, the crowds etc. If you can’t conduct a peaceful silent protest without affecting others, don’t conduct it at all and please don’t be a nuisance in the Naga society. “The Nagas are not puppets or toys to be played with.” ‘Don’t Apologize to the Nagas Anymore for the inconvenience caused due to the bandh: simply Call Off the bandh.’ Oh the volunteers! Sad to know many Nagas are forced upon to come out and stand/sit under the sun to enforce the bandh.
Sadder is the part where the Nagas succumbed to the pressures of the so called various organizations after all the issues had been brought forward and made clear in the newspapers. Saddest will be when the entire Naga populace grow weary of the Apex Bodies because of taking the Nagas for a ride for the sake of a few section of egocentric Nagas, and ask the government to disband all such organizations for the larger interest of the Naga population which once stood for Truth and Justice and to safeguard the Rights of the Nagas. What an irony. If it really is the people’s voice of Nagaland, I believe there shouldn’t be a need for forceful recruitment of volunteers. I believe we Nagas know what will be the best for us. Isn’t this dictatorial? Please! Don’t play with the life of our young Nagas. How do you think they will appear their exams well
with all the tension around right from morning facing the volunteers’ ugly angry faces? Oh! What a trauma. Will you take the fall for them if they fail? Because I for one, as well as many Nagas I believe, wouldn’t hold the government responsible for this. They have done their part. You are calling the bandh, not the government. We all know that the Tourism Industry is doing pretty well with the inflow of tourist in larger volumes. With this bandh, what are we to gain? There are many potential hotspots for eco tourism in Nagaland. Many young Naga entrepreneurs have ambitions and visions that can benefit the state through tourism. If we Nagas are to allow unnecessary bandhs, how are we to let our state develop to its full potential? Tourist flow will start to decline, and if it hits rock bottom, recovery for tourist inflow in the state will be very difficult.
Think, my Nagas, because many of our Nagas are into business. Don’t spoil their livelihood. I, as a 21st generation Naga, believe that our education should be put to the test now. I appeal to all my Naga brothers and sisters to know what is right and wrong and not follow the mass with no knowledge. A good portion of my life have I spent on education. This education has given me wisdom and courage to stand for my rights. I appeal to all the leaders and members of JCC and NTAC and all the other organizations that are imposing bandh in some parts of Nagaland. Please Stop It! n 1 April 2015, Temsutula Imsong, 34, got a message from a friend saying the Prime Minister had mentioned her in a tweet. Temsu, as she is called by those close to her, texted back saying it was the best April Fool's Day joke ever. "I didn't believe that the Prime Minister of India was congratulating me for doing jhadoo," she says with a laugh. But in the days before the media blitzkrieg of Swachh Bharat, Temsutula, and her band of volunteers, did more than just pick up a broom. It was work that saw theshramdaanis -- as Temsutula calls the volunteers, over 30-40 of them at the height of the movement in 2015 -- traverse six ghats across the holy city. The PM's acknowledgement was of two years of work, cleaning mountains of dirt and hours of hard labour under a sun that had hardened the filth on the ghats for over several decades. It started in 2013 when, feeling unfulfilled by her teaching job in Delhi, Temsutula moved to Varanasi to join her friend Shailesh Pandey. He was setting up Sakaar, an NGO dedicated to creating opportunities in villages around Varanasi. "We were a bunch of friends from different parts of the country," she says. It was during this time, while wandering the alleys of the ancient city along with her friend, Darshika Shah, that Temsutula realized the
dichotomy. She wondered how people believed Kashi -- the stretch between the rivers Varuna and Assi -- was the holiest of places, yet defecated there. So, she and Darshika gathered a few volunteers from the neighbourhood. They began with Prabhu Ghat. Years of excrement had built up, so they took along the basics: buckets, bleaching powder, phenyl, gloves. They first scattered bleaching power all over the ghat and swept whatever they could into a heap. The boatmen advised them to throw it into the water for the fish to eat. Instead, they carted the garbage to the municipal dumping ground. Volunteers slept on the ghat and clicked pictures of people who defecated on the steps in the morning. The idea was to shame them into stopping it. Then they'd give them buckets to clean the spot. "This night vigil led to the Kashi Debates, where we'd get together and discuss topics of public interest. Sometimes, the kids from BHU (Banaras Hindu University) would bring their guitars and turn it into a jam session. It was a period of learning from people and also, by default, of keeping the youth away from smoking and drinking," she says. As #MissionPrabhuGhat grew in popularity, more volunteers joined in. In a week's time, it was shining. "When the Prime Minister tweeted out to us, we realized that more," says Temsutula. buried under hardened garbage and silt." This took months of cleaning, but by now, the municipal authorities had begun to send their boats to collect the mountains of dirt. They moved boulders, saris, glass bottles, plastic packets -- all in the scorching sun between April and June 2015. As they cleaned and cleaned, they found that nine steps had been buried under! In the end, they even constructed a volleyball court, so people would use the area more constructively and placed dustbins all over. Temsutula found herself drawing on her experiences -- whether it was her work in the church social outreach programmes back home in Ungma village in Nagaland's Mokokchung district or her involvement in Saakar's work when she had just moved to Varanasi. Then, the effort had been to work with people living in villages around the holy city, helping them understand basic hygiene practices and support education. "We take so much for granted, but when you go into the villages you realize that people have not even seen a nail-cutter! They cut their nails with knives or blades, leading to many health complications. The smallest things need to be explained -- like why it's necessary to keep nails clipped," she says. As she soaked up life in Varanasi, she understood that mythology was the holy thread that ran through the city. And this young woman from
the faraway hills of the northeast is full of stories -- she recounts myths and legends, sometimes in chaste, albeit accented, Hindi. Her fondness for Varanasi is evident, as is her passion to keep the ghats clean. The success of her crusade saw similar movements pick up the momentum, as did her attempt to unite all volunteers from across the country under a common umbrella, or Shramdaan as she calls it. "It's great that the visibility went up, and, with it, the glamour of cleaning. Because, if you remove the ghats from Varanasi, what is the city? I was once asked by a journalist why I was cleaning the ghat, being a Christian. I think the ghats are for everyone. And the Ganga is a lifeline for India. The reality is that it is not a river that belongs only to the Hindus, but to all Indians." So in 2015, on Dev Deepawali, when she and a group of shramdaanis covered the ghats with about 10,000 diyas, Varanasi poured out to help -- the Hindu priests, the Muslim weavers and the small band of Christians visiting the city. Because, finally, it's about goodness, and religion is just a path to find that in each of us. Temsutula is now married to the founder of Sakaar, Shailesh Pandey. Together, with their band of volunteers, they have cleaned many more ghats and even a few water bodies in Varanasi.

rom bags washing up on Bali's beaches to food packaging scattered across roads and clogging waterways in cities, Indonesia is facing a plastic waste crisis driven by years of rapid economic growth. Now an entrepreneur from Bali, disgusted at the rubbish littering the famous holiday island, is trying to tackle the problem with alternatives to conventional plastic. His company, Avani Eco, produces goods including cassava carrier bags, takeaway food containers made from sugar cane and straws fashioned from corn starch, which founder Kevin Kumala says biodegrade relatively quickly and don't leave any toxic residue. "I'm an avid diver and surfer, and I'm out there seeing this plastic pollution in front of my very eyes," says Kumala, explaining why he decided to get into the business of biodegradable plastics, known as "bioplastics". After witnessing the pollution around Bali, he insists tackling the problem is "something that needs to be done". His project comes at a critical time for action on the issue. A 2016 report by the Ellen MacArthur foundation warned that by 2050 there will be more plastic than fish in the ocean, measuring by weight. At the World Economic Forum in Davos this January, 40 of the world's biggest companies agreed to come up with cleaner ways to make and use the material. In Indonesia, the waves of plastic flooding into rivers and oceans has been causing problems for years -- waterways in cities become clogged, increasing the risk of floods, as well death and injury to marine animals who become tramped or ingest plastic packaging. The archipelago of over 17,000 islands is one of the worst offenders when it comes to marine littering, with US charity Oceans Conservancy estimating the country dumps the second-highest amount of plastic into the sea, behind only China.
'Hope for sea animals' Kumala set up Avani Eco several years ago with its headquarters on Bali and a main factory on Java island, and the biodegradable goods went on sale in 2015. The most popular product is the bags made from cassava -- an edible tropical root that is cheap and abundant in Indonesia -with the words "I AM NOT PLASTIC" emblazoned on them. The entrepreneur, who is a biology graduate, is happy to demonstrate the bags are not harmful -- he put some material from a cassava bag into a glass of hot water, watched it quickly dissolve, and then gulped down the resulting concoction. "It gives hope to sea animals, they are no longer choking or ingesting something that
could be hazardous," he said. About three tonnes of the bags are produced a day at the Java factory and sold to businesses including shops and hotel groups, mostly in Bali and across Indonesia, but also to a growing number of companies abroad. Being environmentally friendly does cost however, with a cassava bag typically about three US cents more expensive than a plastic bag. The material for the other products Avani Eco sells are sourced in Indonesia, but some items are currently made in China as it is more cost effective to do so -- though this does add to their carbon footprint. Kumala says the final products can biodegrade in just a matter of months -- and the bags disappear almost instantly in hot water -- unlike the years required for conventional plastic to break down. However other bioplastics have long been on the market, and the United Nations Environment Programme (UNEP) has expressed scepticism about the industry. The UN body concluded in a 2015 report that they tended to be more expensive and were unlikely to play a major role in reducing marine litter. Bioplastics are defined as plastics made from materials such as corn starch and vegetable fats and oil, while common plastics are made from natural gas or petroleum. UNEP senior official Habib El-Habr, who works on protecting the marine environment, said bioplastics were "innovative solutions" that could be part of a long-term solution, but added: "We don't know enough about this technology." He said the UN body favoured the management of plastic through such strategies as working with big companies. 'Drowning in plastic' Still Indonesia needs all the help it can get to deal with its waste. Current rubbish collection and disposal systems are inadequate to deal with rising plastic use. Tuti Hendrawati Mintarsih, a senior official from Indonesia's environment ministry who deals with waste, conceded there was currently no government funding specifically aimed at reducing plastic waste. However she said authorities were planning to implement a nationwide scheme compelling shops to charge for plastic bags this year, a scheme that has been trialled in other cities and has successfully reduced usage. Despite the challenges, Kumala is upbeat that Indonesia's plastic scourge can be tackled and has plans to expand to other countries in the region. He explained: "The whole of Asia is really drowning in an ocean of plastic pollution."

The trick: Serve yourself. You know the struggle well if you’ve ever eaten at a restaurant and managed to plow through the obscene amount of food that appeared on your plate. According to new findings from theUSC Marshall School of Business, not serving your own food makes it easier to deny responsibility for how much makes it into your mouth. “Our research shows that for unhealthy—but not for healthy—food, consumers are more likely to indulge and have larger portions when they are less involved in serving the food, like
when another person serves it for them or when it’s already preplated,” says study co-author Linda Hagen, assistant professor of marketing at the Marshall School of Business at the University of Southern California. “They’re less likely to indulge and will choose smaller portions when they have to serve themselves.” In Hagen’s research, which will be published in the Journal
of Marketing Research later this year, the team found that when participants served their own unhealthy foods, they were more likely to either skip them altogether or take skimpy portions compared to when they grabbed pre-filled cups, pre-sliced cake, or pre-set sizes of frozen yogurt. “When people are more physically involved in serving their food, they feel more respon-
sible for their eating choices and are more likely to curb their unhealthy eating to avoid feel guilty,” says Hagen. “In other words, serving your own food can be a tool to help hold yourself more accountable.” If a healthy weight is your goal, cut back your unhealthy eating at home by always filling your own plate rather than letting a relative plate your meal, never eat out of big bags of chips or crackers or cookies (because you can’t see how much you’re munching), and always plate your take-out instead of chowing it straight from the container. At parties, ask to slice your own cake instead of taking a piece pre-cut by the host. These findings might have implications beyond just the average person eating at home. For example, it could potentially help kids make healthier choices at a school cafeteria.
Book Review: The Clothing of Books

ulitzer Prize-winning author Jhumpa Lahiri's latest book, at first glance, is a sort of soothing balm that brings much-needed relief in the non-fiction genre -- addressing a significant aspect of the publishing industry, ignored for far too long -- which instantly catches the imagination of readers. But, does the offering answer as many questions as it raises remains to be decided. The axiom that advises readers not to judge a book by its cover finds a challenge in Lahiri's examination of book covers. And why not, if you look at the extent to which book covers have been decisive in the success, as also the failure, of books in contemporary times. In short, the attention span of a normal reader is shrinking while the number of books on offer is multiplying manifold. Thus, the jacket plays a much more vital role today than it would have in the past. The author's clarity is commendable, her choice of diction and simple flow of words are sufficient to keep the readers involved for the duration of a 71-page-long quick read. But the offering, which is more of a lengthy essay, demands sincere and uninterrupted attention to understand the subtle yet complex issues around book covers that Lahiri explores. Interestingly, the book begins on a rather unusual note, "The Charm of the Uniform". Lahiri recalls being fascinated by the school uniform of her cousins in Calcutta (now Kolkata) and was herself "tormented" by the freedom to wear whatever one wanted in her school in the US and says she would have preferred a uniform herself. But is the author hinting at some sort of uniformity in book covers? If so, what would be the ideal uniform for all books? Lahiri reminds readers that her mother "barely tolerated my American clothes. She did not find my jeans or T-shirts cute. The older I grew, the more it mattered to her
that I, too, wear Indian or, at the very least, concealing clothing. She held out for my becoming a Bengali woman like her." This is customary for many Indian families. It is the context of book covers that lends an altogether different dimension to Lahiri's childhood protests against, both, freedom to wear what one wanted at school and her mother wanting her to wear con-
cealing clothing. Was it regressive for a mother to demand that her child wears only the "traditional clothing of her country" or was Lahiri's "American clothes", a normal result of her upbringing in the Western world? In any case, if the same formula is applied to the theme that Lahiri explores, one again falls short of answers. On one hand, Lahiri is "discomforted" by the clothing that her mother
wished her to adorn and, on the other, as a writer she feels "that a uniform would be the answer". These two statements are paradoxical, when applied to two different contexts. If one has evolved and her dressing sense has changed, then why can't this also be said for books? The publishing industry is, after all, fast-evolving and the book cover today serves many more purposes than the uniform covers did in the past. Lahiri laments that her book covers are not chosen by her and raises the more important issue of how the commercial models are causing havoc to the aesthetic values of the book covers. She dwells upon the depressing fact that while a terrifying number of books are published every year, only a handful are actually bought and read and thus the "publishers today have overloaded covers with unreasonable expectations". "I am forced, at times, to accept book jackets that I dislike, that I find problematic, disappointing. I tend to give in. I say to myself, Let it go, it's not worth the battle. But I end up feeling afflicted, resentful," she mentions in the book. Among other aspects of the book cover that disappoint her, one is that the jacket has become a label that lists ingredients. She insists that the first words readers come across in a book should be her own and not praise by other people. Lahiri says that she would "certainly prefer the uniformed elegance of a series to an insipid cover" and calls for upholding aesthetic values of book covers. Lastly, a word on the cover of "The Clothing of Books". A simple blue cover, displaying only the title and author's name, it just falls short of appearing elegant. It looks simple, unadorned and even undecorated. While this may not be among the eye-catchers in a bookstore displaying hundreds of books, it is perhaps close to how the author expects her book covers to be.

These are some thoughts that may cross the minds of many. However, we opine that these are only a part of the wide area of management. In this series of short papers, C-Edge College with the initiative of Management Department will draw out and illustrate the necessity and applications of management skills.

usiness management is the process of developing the strategies, plans, procedures and policies that guide a business on both a day-to-day and longterm basis. It involves coordinating human, financial, marketing and material resources to achieve organizational objectives/goals. Business Management course is designed to enhance the students in the fast-paced global world of private and public organizations, coordinating teams and using resources efficiently, or perhaps establishing and running their own business. Business Management course aims to produce enterprising, employable graduates with the skills and problem-solving abilities to take an international perspective and to make a difference in business. Business Management course encourage and enable the students to think and act as a manager, develop their criticalthinking skills and build a broad knowledge of core business subject areas. Business Management education has become so necessary for all types of business ranging from small businesses to large businesses. Management education involves teaching basic theories and processes to do a business. It is disheartening to find that in our state Nagaland, there are only few schools and colleges which provide business courses and with few numbers of enrollments of students. Now the question lies why business course is not so important or popular in our state: is it the parents who do not encourage their children to take up business
courses or is it that the parents are not aware of this course or people feel that there is no scope for business graduate students in our state or our government doesn’t give importance to it etc. It is important to know that to boost the economy of any state or country; it depends heavily on the businesses. Accordingly, to enhance the flow of economy in our state, we need enough industries and private companies and thus, to set up industries or factories, either we should be literate in business management basics or we need to hire business experts to guide the businesses. So far to my knowledge, there are more than 73 colleges under Nagaland University, out of which only 3 colleges provide management courses (School of Management Studies NU Dimapur, St. Joseph College Kohima and C Edge College Dimapur) and some few other institutions like ICFAI University, Sikkim Manipal University etc., And interestingly, around 44 colleges provide arts course, with very few that provides science and commerce courses. The questions underlying here is why business courses are not popular in Nagaland? Why do the parents don’t want their children to take up business management courses but rather they encourage their children to go for conventional subjects and for government jobs only? This is one of the main reasons why our state is facing serious unemployment problem. There has been increasing number of students who graduate from different streams. Consequently, we also see unemployment rate increasing each and every year.
In the year 2015, approximately 14000 candidates have appeared NPSC exam just for 71 posts. If this trend keeps on continuing, the number of unemployed Naga youth will increase which will definitely affect our economy so also a rapid increase in the number of anti social elements and corruption. It is known that all these happen when we totally depend on government. Thus, instead of depending only on white collar job, we should establish our own businesses unit, where we can earn our living and at the same time provide job opportunity to others. Our society needs rampant growth of good entrepreneurs and business houses which will eventually lead to the overall development of the economy. In Nagaland, we don’t have enough industries and MNCs, which clearly shows the kind of economy we have, viz. underdeveloped. Nagaland, especially Dimapur is one of the major business centers for northeast after Guwahati, and we have plenty of opportunities. But all these opportunities are untapped due to fewer numbers of graduates in the field of Business Management Studies. After obtaining work experiences, an advanced degree such as an MBA or BBA may help business professionals to advance in their job positions with more responsibility and higher pay. Some graduates may pursue further study in finance, human resources, marketing, international business or computing to develop their expertise in a business specialization. For instance, labor relations specialists can be promoted to human resources directors; department
managers can become operations managers; management consultants can be promoted to chief financial officers. As a business management major, you could find yourself positioned for opportunities throughout your career up to the top level in an organisation. Additionally, businesses play important role in wealth creations for shareholders, employees, customers and society at large. No other human activity matches private enterprise in its ability to marshal people, capital and innovation under controlled risk-taking. In order to create meaningful jobs and produce goods and services profitably – profit being essential to long-term business survival and job creation. The government, financial institutions (banking & non banking), NGOs, Societies group should recognize the genuine entrepreneurs and encourage them with financial support and subsidies. With increase of business centers, lots of development activities can happen in Nagaland and can create lots of avenues for our people. Development of industries and businesses will help to decrease unemployment rate, increase family income, improve in living standard, increase in government income, increase in CSR activities, good connectivity transport, good communication system, good hospitals, good educational institutions etc... The government should encourage educational institutions to offer the importance of business management courses as businesses make a huge contribution to economic and social development for any country.

n overweight youth in his early 20s is three times more at risk of developing cancer of either the oesophagus (food pipe) or upper stomach in adulthood, researchers have warned. The findings showed that those who are overweight at the age of 20 are nearly 60-80 per cent more likely to develop these cancers in later life, compared to those who maintained a healthy weight throughout life. Those who gained more than 20 kg during adulthood were also twice as likely to develop oesophageal cancer compared to people who had little weight change. Carrying excess weight can trigger long-term reflux problems and heartburn that can lead to cancer. It can also change the levels of sex hormones, such as oestrogen and testosterone, cause levels of insulin to rise, and lead to inflammation -- all of which are factors associated with increased cancer risk, the researchers said. "The study highlights how weight gain over the course of our lives can increase the risk of developing these two cancer types, both of which have extremely poor survival rate," said lead author Jessica Petrick from the National Cancer Institute in Maryland, US. For the study, published in the British Journal of Cancer, the team pooled data from more than 400,000 people and analysed their reported height and weight at ages 20 and 50. The study highlighted the importance of keeping a healthy weight throughout life to reduce the risk of developing these cancers. Small steps like taking the stairs more often, keeping an eye on the quantity of food consumed and switching to sugar-free drinks are simple things we all can do to keep a healthy weight, the researchers suggested.

We must ask the present government, what are their blue prints, way forward (now that ULB election is declared Null) so that in future the contentious issues (govt is saying there is no contentious issue any more, whereas JCC & NTAC is saying there are, and it will be a sell out of Nagas existence itself) do not arise ever again. They must share their detail blue print action plan to the public because government is saying they have shared and discussed in detail everything with the Hohos’ leaders. But sadly I don't remember Hohos briefing public citizens of any such issue in the past. Either government or Hohos have not done their responsible job and blaming each other. 2. JCC & NTAC leaders must equally and honestly share your detail blue print, how you intend to take us Nagas forward namely in following areas, Nagas customary law vs general administrative laws (District administrative law & justice, for we know there are many clashing areas in this matter also, other than ULB), future ULB functioning, laws governing urban municipal governing body (surely one day or the other ULB will come as the world moves on...in fact Kohima is under Smart City project in centre). Tomorrow any corporate houses be it domestic or international industries may want to set up companies in our land, how do we solve, ensure rights and justice to the groups and our people. Will it be solved and handled by the government as per law or the Hohos will decide or mob will decide how they set up their company in our land, how they solve issues. Surely Nagas need jobs; government job is not enough I guess and farming too challenging. 3. If these few (there are many issues still) above points of concern are not solved or answered in all clarity to the public, then just TR Zeliang resigning from CM post or all MLAs resigning will not bring any fruit to Nagas, more pity that all the chaos created and the loss incurred thus far and expected to incur more will go in DRAIN. It at best will only satisfy Ego of the JCC, NTAC and few individuals who are waiting like hungry wolf to fish in the turmoil. 4. Without solution to the aforesaid points, if JCC & NTAC are so adamant that TR stepping down from CM post or all MLAs resigning is the only way to move forward then I am afraid it will be like that old proverbs "Won the battle and lost the War, or Operation success but patient dead". Because we will go back to square one, i.e., tomorrow new government will come and yet the problem remains as it is, only public who is the patient here is dead. 5. Lastly since JCC & NTAC you have time and again said you are fighting for greater Naga issue, please go and talk to the governor/ government and bring solution, now that they want to talk to you, because Naga issues are much more important and bigger than CM post or any MLA. TR Zeliang or any MLA may stand adamant but you that is JCC & NTAC you said you represent NAGAS and so you cannot afford to let ego of government or any individual interests come in between and stop you from achieving greater Naga goal. Rollan Lotha: 'A committee is set up to perform a specific function by a larger group' Now who authorised the JCC and NTAC and for what purpose? If the objective for which it was set up is achieved, then what is the relevance of such committees now? Are tribal bodies in Nagaland setting a precedence... 'demanding resignation for every unfortunate law and order issue in future'. Today it is TRZ.... Tomorrow will tribal bodies demand the same for other CMs to come? Nobody condemned the cowardly act of 'gun shots and blasting of gas cylinder at the construction site of Y. Patton' by few miscreants taking advantage of the present imbroglio. Are we as Nagas endorsing/accepting such culture of violence by their Silence? What about those bandh enforcers committing crimes (Eve teasing, sexual harassment, arson, violence, disruption of public and private properties, etc)? If apologies and reasoning are no longer a way forward, then why should we as Nagas forgive JCC and NTAC? Seriously, is it a movement of the mass or a few holding the entire state to ransom. Don't even want to pen down anything on this issue out of disgust... but the postmaster makes sense for a compliment.
Where it all went wrong? Pelesalie Meyase: The driving force of our planet's existence is balance. Nature always adapts to counter-balance certain changes and phenomenon that occur through time. That being said, it applies to governments too. The transition of governance from kingship to feudalism and furthermore to democracy. In democracy balance is essential particularly in the legislature of a parliamentary Democracy. Democracy is being misinterpreted by many as 'majority rule'. However, if democracy is to be taken very literally, then there will be no place for the minorities, it will merely become the tyranny of the majority. Unless there is a check and balance on the powers of the party in power in the form of an opposition, any of their steps cannot be justified, which so is happening in present Nagaland assembly. The state of handling and managing affairs by the present govt has become a joke. Any bill introduced in the assembly gets passed by default without any meaningful debates due to the lack of opposition. The good and bad aspects of the matter go unassessed. The government in the past few months has gone unchecked, many issues pertaining to teachers’ salary, non disbursement of scholarships, Oil adulteration, PDS rice scam, etc. arose and all the voices have been crushed with brutal force. Therefore, at this rate, confrontation with the people is unavoidable, it is very likely that at some point the people themselves stand up against their own government. With unchecked authority, the government has tried to revive the municipal act, possibly to pocket stagnated funds or with good intentions like women emancipation, to establish a systematized ULB, etc. But it happened without consultations with the stackholders. As a law of nature, this time, even with unlimited authority, the government has failed miserably due to that erroneous way of approach. The people in power should have learned that nature always find a way to make them feel small. Most recently, there arose a serious question on the legitimacy of the government, the act passed in the assembly with overwhelming majority now stands null and void, even though the move of the CM and his cabinet is as constitutional as it should be. This differences between the people and the government shows that the government is not people friendly, it shows how adrift the government is from the people, here too either driven by greed and drunk in power or they are strictly adhering to the constitutional norms. If it is the latter we can know from this turnaround that as blind as law is, it can be too blind to do justice at times. The law has failed to do justice to the tribal hohos and various apex bodies. If there is still an argument about the stand of the tribal bodies, the last line in clause 8 supported with clause 15b of the 16 point agreement should bring some light. It reads "the council (village, range and tribal) will also deal with disputes and cases involving breaches of customary laws and usages." Clause 11 should also suffice the cost of administration in Nagaland, if the funds were to be properly expended there will be very little need to tax the people. It is very natural that now balance is restored in the distribution and holding of power. However, this time it is not in the form of an opposition in the assembly. It took a revolutionary way, and people from all walks of life are pouring out their resentment against the past and present issues that remained, and remains likely to be unattended if we do not voice out strongly. The people have come to a conclusion that the government should step down and pave the way for a new government. This whole storm is not just a voice that took birth on 30th January, it has always been there with the Naga identity, it is a spirit that lived on with our forefathers, the spirit that started the Naga movement of independence, the sense of identity as a Naga, the respect for our land, customs, traditions etc. The little protection that the Art 371A provides cannot be tampered with, the ULB election may or may not have infringed upon this article, but it surely threatens. I am pleased that the people stood up. The CM and his cabinet do not understand that the foundation of Art 371A was the tombs of thousands of brave fighters who stood up to safeguard our land and rights. That spirit lives on with us and the human spirit is a hard thing to kill. The effectiveness of democracy lies not in holding power but in the willingness of a person to step down or hand over the power to his successor. The CM as a people's representative should heed the people's demand and step down cooperatively in order to prevent further damage to the Naga society. Then we can start from the scraps again and hope that maybe, just maybe, the new government that arises will work in curbing out corruption and turn the Naga society into an ideal society. India, China to discuss Masood Azhar, NSG next week
New Delhi, February 17 (iaNS): Amid marked strain in bilateral ties, India and China are likely to discuss a host of contentious issues, including Beijing repeatedly blocking a UN ban on JeM chief Masood Azhar and stymeing India's NSG membership, when Foreign Secretary S. Jaishankar meets the Chinese Vice Foreign Minister Zhang Yesui next week in Beijing. Jaishankar will attend the first India-China Strategic Dialogue to be held in Beijing on February 22. New Delhi is expected to try and persuade Beijing not to roadblock its bid for the NSG
membership and as well as its proposal to have Jaish-e Mohamed chief Masood Azhar branded as an international terrorist. On the other hand, China is likely to raise the issue of the Dalai Lama and India inviting Taiwanese lawmakers, among others. "The two sides are expected to discuss all issues of mutual interest in the bilateral, regional and international domain," External Affairs Ministry spokesperson Vikas Swarup said on Thursday. Jaishankar is likely to voice India's displeasure over China repeatedly shielding Azhar from being branded as an in-
ternational terrorist. China blocked India's proposal at the UN to add Azhar to the international terrorists' list thrice in 2016, only to reject a fresh US proposal for the same this month, irking India. India says Azhar is behind the terror attack on the Pathankot air base in January last year, in which seven security personnel were killed. EC notice to Sasikala on petition by Panneerselvam faction New Delhi, February 17 (iaNS): The Election Commission of India (ECI) on Friday sent a notice to AIADMK leader V.K. Sasikala and sought her reply on the petitions filed by a delegation of MPs from the O. Panneerselvam camp challening her appointment as party General Secretary. Sasikala, currently lodged in Parappana Agrahara prison in Bengaluru, has been asked by EC to respond by February 28. "The Commission has
directed that your reply on the aforesaid petitions may be furnished latest by 28.02.2017, failing which it will be presumed that you have no comments to offer and the Commission will take appropriate action in the matter," the EC letter read. On Thursday, a delegation of AIADMK MPs led by Rajya Sabha member V. Maitreyan petitioned the EC over Sasikala's appointment as the party's General Secretary, which they said was illegal. New Delhi, February 17 (PTi): The central and state governments can now specify industrial units and other establishments which will have to pay wages either through cheques or by electronically transferring into the workers’ bank accounts, as per a new law. President Pranab Mukherjee has recently given assent to the Payment of Wages (Amendment) Act, 2017, an official order said. A Bill in this regard was passed by Parliament in the just-concluded first-half of the Budget Session. The Act enables employers to pay wages to workers through cheque or by transferring into their bank account without their written authorisation. The new law has amended the Payment of Wages Act, 1936, which mandated payment of all wages either in coin or currency notes, or both. Before introduction of a bill to
amend the 1936 Act on February 3, an Ordinance was promulgated by the President on December 28, 2016. The Bill was passed in Lok Sabha on February 7 and in Rajya Sabha, the next day. With the President’s approval to the Act, “the Payment of Wages (Amendment) Ordinance, 2016 is hereby repealed”, the order said. As both the Houses of Parliament were not in session and immediate action was required to be taken to ensure that the benefits of the proposed legislation reach the employed persons at the earliest, the President promulgated the Payment of Wages (Amendment) Ordinance 2016, the bill had stated. The new Act allows the governments to specify the industrial or other establishment, the employer of which shall pay to every person employed there, the wages only by cheque or by crediting it in his bank account.
Despite fall, GDP will bounce back sharply: RBI Governor Despite warning by Army Chief, New Delhi, February 17 (PTi): Reserve Bank Governor Urjit Patel today said India's economic growth will make a "sharp V" recovery following the recall of old 500 and 1,000 rupee notes. Patel also made a strong case for continuing with globalisation even in the face of a potential shift to trade protectionism under US President Donald Trump as India has benefited from open trade. "Almost ever yone agrees that the impact is going to be a sharp 'V', that we would have a downgrade of growth for a short period of time," he told CNBC-TV18 in an interview. "However, the remonetisation has happened at a
fast pace and that was part of the plan." RBI last week lowered economic growth for the current fiscal to 6.9 per cent from the previously projected 7.1 per cent, but saw it bouncing back in a big way to 7.4 per cent in 2017-18. He said the benefit of junking 86 per cent of currency in circulation will take time to fully play out and needs more work to ensure they are lasting. They were administered the oath of office by the Chief Justice Jagdish Singh Khehar. The top court got the new judges after a gap of nine months, as the last judge to be sworn in was Justice L. Nageswara Rao on May 13, 2016. With the swearing in of Justice Sanjay Kishnan Kaul, Justice Mohan M. Shantanagoudar, Justice S. Abdul Nazeer, Justice Navin Sinha and Justice Deepak Gupta, the apex court now falls short by only three judges against its sanctioned strength of 31. The top court will soon have three more vacancies as Justice Pinaki Chandra Ghose, Chief Justice Khehar and Justice Prafulla C. Pant would retire this year. SriNagar, February 17 (iaNS): Days after Army Chief General Bipin Rawat warned of action against Kashmiri youth displaying Pakistani flags or supporting militants, clashes erupted at several places after Friday prayers between security forces and agitating mobs in the Kashmir Valley. A large number of youths gathered in Srinagar's Nowhatta, and waved the Islamic State and Pakistani flags after which the security forces intervened to disperse them. Clashes followed as the youths protested, chanted pro-freedom slogans and pelted stones at the security forces who used tear gas and charged them with batons. In north Kashmir's Sopore town, protesters, shouting antiIndia and pro-Pakistan slogans, also indulged in stone throwing. General Rawat had on Wednes-
day warned the locals against supporting militants and those displaying Pakistani flags. "We (Army) will request locals in Kashmir that people who have picked up arms -- and these are local boys -- and if they want to continue with acts of terrorism by displaying flags of the Islamic State and Pakistan, we will treat them as antinational elements and go after them." The statement received criticism from the opposition parties and the separatist groups as well. The National Conference termed the Army Chief's statement as an "alarming sign of the sense of alienation and disenchantment in Kashmir". "The need of the hour is to understand and acknowledge the deep sense of isolation in Kashmir and deal with it with statesmanship and magnanimity," the party said in a statement on Thursday.
Senior Congress leader Ghulam Nabi Azad attacked the ruling Bharatiya Janata Party and alleged that the statement made by the Army Chief was motivated by political interests. "Bipin Rawat's threatening statement is unjustified and it can be the Centre's policy, not the Army's," Azad told the media. Kashmir's separatist camp also spoke on the same lines and said the statement was "threatening and scary". "India won't hesitate to kill each soul for this purpose," Huriyat leader Syed Ali Shah Geelani said. Mirwaiz Omar Farooq, another senior Huriyat leader, said that it "reflects a tyrannical mindset towards the people of Kashmir". Despite no call for shutdown or protests by the separatist group on Friday, clashes between youth and security occurred at many places post the Friday prayers.
Global warming to hit Indian dairy sector hard: Experts
MuMbai, February 17 (iaNS): Global warming portends ill for India's flourishing dairy sector that stands to lose a whopping three million tonnes of milk in the next three years as average temperatures increase, with wide fluctuations in day and night temperatures, industry experts warned here on Friday. Addressing the ongoing threeday "45th Dairy Industry Conference", themed "Climate Change and Dairying", several industry leaders and experts discussed how the gradually warming climate is adversely hitting the country's dairy industry that employs over 16 million farmers, including 4.60 million women. President of Indian Dairy Association Arun D. Narke said that today, India is self-sufficient in milk and is ranked the world's largest producer with an annual produc-
tion of 156 million tonne (20152016). Citing the Ministry of Agriculture figures, he said Indian farmers are adding around 10 million tonnes of milk annually with a compounded annual growth of around 6.5 per cent in the sector, largely from farmers owning an average of one or two milch cows, to make the "White Revolution" a success. However, this milk production could go down by three million tonne over the next three years as the average temperatures rise, creating problems of water and availability of green and dry fodder for the cattle, he said. Indian Dairy Association (West Zone) Chairman Arun D. Patil said that Maharashtra has already undergone three consecutive years of drought till this year, which is set to affect the entire agriculture sector, including dairy. Patil said most of India's water
needs are met through monsoon rains, which remained deficient for three years in a row, resulting in rising prices of fodder and increased cost of milk production. He urged the government to procure milk at a fixed price determined by the Centre as in the case of other agricultural commodities, like cotton or sugarcane, to enable the milk farmers get a minimum support price. The industry has already initiated aggressive measures to deal with the upcoming crisis, farmers have started raising levels of animal shelters and scientists are researching on how to enhance the shelf-life of milk. In this connection, A.K. Srivastava, Director and Vice Chancellor, Indian Council of Agricultural Research-National Dairy Research Institute (ICAR-NDRI), said even if we can achieve an increase in shelf-life
of milk by half an hour, it would lead to massive profits to the dairy sector. "The biggest challenge to the global dairy industry is expected between 2070-2090 when the temperatures are expected to rise between 2 degrees and 7 degrees," predicted Srivastava grimly. Additionally, he said, the Indian dairy sector faces huge shortage of skilled manpower with sound technical expertise in understanding the need for handling of milking cattle and related issues. National Dairy Development Board (NDDB) Chairman Dilip Rath said that India accounts for 18 per cent of the global milk production, which is growing at around 6.5 per cent annually as compared to 4.7 per cent over the previous 10year period. "Milk is India's single-largest agricultural commodity in value terms and is more than the combined value of paddy and wheat put
together. The per capita availability of milk has increased three-folds, from 112 gm per day in 1970-1971 to 337 gm per day in 2016-2016." "The country's milk demand is likely to increase by 190 million tonne by 2020 and catering to it poses a challenge with reducing farmlands and other issues," Rath pointed out. The conference welcomed the government's initiative to allocate Rs 8,000 crore for three years for the growth and development of the dairy industry. The three-day conference and exhibition, which got underway on February 16, has attracted 65 experts and 180 exhibitors from Indian, the USA, the UK, Germany, China, Bulgaria, Denmark, Finland, France, Italy, Lithuania, Malaysia, The Netherlands and Thailand, showcasing products, technologies and services.

Samsung chief arrested as corruption investigation deepens SEOUL, fEbrUary 17 (rEUtErS): Samsung Group chief Jay Y. Lee was arrested on Friday over his alleged role in a corruption scandal rocking the highest levels of power in South Korea, dealing a fresh blow to the technology giant and standard-bearer for Asia’s fourth-largest economy. The special prosecutor’s office accuses Lee of bribing a close friend of President Park Geun-hye to gain government favours related to leadership succession at the conglomerate. It said on Friday it will indict him on charges including bribery, embezzlement, hiding assets overseas and perjury. The 48-year-old Lee, scion of the country’s richest family, was taken into custody at the Seoul Detention Centre early on Friday after waiting there overnight for the decision. He was being held in a single cell with a TV and desk, a jail official said. Lee is a suspect in an influence-peddling scandal that led parliament to impeach Park in December, a decision that if upheld by the Constitutional Court would make her the country’s first democratically elected leader forced from office. Samsung and Lee have denied wrongdoing in the case. Prosecutors have up to 10 days to indict Lee, Samsung’s third-generation leader, although they can seek an extension. After indictment, a court would be required to make its first ruling within three months. Prosecutors plan to question Lee again on Saturday. No decision had been made on whether Lee’s

The same court had rejected a request last month to arrest Lee, but prosecutors this week brought additional accusations against him. “We acknowledge the cause and necessity of the arrest,” a judge said in his ruling. The judge rejected the prosecution’s request to also arrest Samsung Electronics president Park Sang-jin.
Shares in Samsung Electronics ended Friday down 0.42 percent in a flat wider market. Staff moves have also been in limbo. Samsung, which employs around half a million people, has yet to announce annual personnel promotions and changes, which it typically does in December. The 48-year-old Lee was arrested early on Friday for his alleged role in a corruption scandal that led to the impeachment of President Park Geun-hye, a decision that is being reviewed by the country’s Constitutional Court.. He has denied any wrongdoing. Lee is being held in a single cell and will not be allowed contact with other inmates, said an official at the Seoul Detention Centre, a facility on the outskirts of the city where arrested politicians and corporate chieftains are usually held, along with other detainees. “This is a highly public case, and as you know many involved in the case were already here,” the official told Reuters. Prison officials don’t want Lee discussing the case with others involved in the case, the official said, explaining

They say they are lacking the brains of people with disorders such as depression and post-traumatic stress disorder for their study due to lack of knowledge among people, who do not attach much importance to these problems. The researchers aim to develop new treatments for mental and neurological disorders, the BBC reported. In recent years, researchers have made links between the shape of the brain and mental and neurological disorders. More than 3,000 brains are stored at the Harvard Brain Tissue Resource Centre at McLean Hospital just outside Boston. It is one of the largest brain banks in the world. Most of their specimens are from people with mental or neurological disorders. Samples are requested by scientists to find new treatments for Parkinson’s, Alzheimer’s and a whole host of psychiatric disorders. Scientists at McLean Hospital and at brain banks across the world do not have enough specimens for
the research community. According Kerry Ressler, who is the chief scientific officer at McLean hospital, new treatments for many mental and neurological diseases are within the grasp of the research community. However, he says it is the lack of brain tissue that is holding back their development. “We have the tools and the ability to do some great deep-level biology of the human brain now. What we are lacking are the tissues from those with the disorders we need to really understand.” There is a shortage of brains from people with disorders that are incorrectly seen as psychological - rather than neurological in origin. These include depression and post-traumatic stress disorder. Sabina Berretta, the scientific director of the Harvard Brain Tissue Resource Centre, said: “If people think that there are no changes in the brain of somebody that suffers from major depression or posttraumatic stress disorder then there is no reason for them to donate their brain for research because (they think that) there is nothing there to find.” “This conception is radically wrong from a biological point of view,” she added.
HONG KONG, fEbrUary 17 (rEUtErS): A Hong Kong court jailed seven policemen for two years each on Friday for beating a handcuffed activist during democracy protests in 2014, a rare case of police brutality in the financial hub that triggered public outrage. The beating happened on Oct. 15, 2014, at the height of the 79-day protests that paralysed parts of Hong Kong and posed one of the most serious political challenges to Communist Party leaders in Beijing for decades. The policemen were filmed dragging the handcuffed protester, Ken Tsang, to a dark corner near the protest site, where he was kicked and punched repeatedly as he lay on the ground. District court judge David Dufton, who had earlier found the policemen guilty of assault occasioning actual bodily harm, sentenced all seven to two years in prison, saying they had “brought damage to Hong
Kong’s reputation in the international community”. There had been no justification for the attack on Tsang, he said. Despite pleas for mitigation from the officers’ lawyers, Dufton said imprisonment was appropriate. Dufton acknowledged, however, that the “Hong Kong police were working under great pressure” to maintain order during the protests that blocked major roads for almost three months. Tsang, a social worker, suffered face, neck and shoulder injuries. He was handcuffed with plastic ties at the time, although the court heard he had earlier thrown some liquid at police. Some of the policemen, dressed in dark suits and ties, were stern-faced while others smiled at family members in the gallery after sentencing. Some in the gallery cried, while a few people cheered. Tsang described the ruling as a “small victory for civil society in the fight against police
violence” and said the people of Hong Kong should fight on for full democracy. Supporters of the police outside the court said the sentences were unfair. Heavy-handed policing is rare in Hong Kong and the case triggered public outrage and deepened tension during the protests in which clashes erupted occasionally. Hong Kong reverted from British to Chinese rule in 1997 under a “one country, two systems” formula that accords the city a degree of autonomy and freedom not enjoyed in mainland China. Haley also echoed Trump in her remarks Thursday, stressing that a peace deal was not for Washington to impose but could only come from the parties themselves.
“The solution to what will bring peace in the Middle East is going to come from the Israelis and the Palestinian Authority,” Haley said. “The United States is just there to support the process.” Haley, a Republican who previously served as South Carolina governor, also criticized the United Nations and the Security Council on Thursday for what she called a bias against Israel. KUaLa LUMPUr, fEbrUary 17 (rEUtErS): Malaysian police said on Friday it will not release the body of the estranged half-brother of North Korean leader Kim Jong Un until it receives DNA samples from his next-ofkin. Police are investigating the murder of Kim Jong Nam, the eldest son of the late North Korean leader Kim Jong Il. Kim, 46, died on Monday after being assaulted at Kuala Lumpur International Airport with what was thought to be a fast acting poison. Two female suspects, one an Indonesian and the other carrying Vietnamese travel documents, have been arrested. A Malaysian man has also been detained to help with inquiries. Police are still hunting four men believed to have been accomplices in Kim’s murder. South Korea’s spy agency told lawmakers in Seoul that it believed North Korean agents had killed Kim, acting on orders from North Korea’s leader Kim Jong Un. U.S. officials told Reuters they also believed North Korean agents were responsible. The North Korean embassy officially requested on Thursday, for the body of Kim Jong Nam to be released by Malaysia, having earlier tried in vain to persuade Malaysian authorities not to carry out an autopsy. Selangor state police chief Abdul Samah Mat told Reuters the body would not be released until next-of-kin DNA had been obtained to confirm the identity of the victim. “We are still waiting for the next of kin application, we have not received it yet. We have only received the application from the North Korean embassy yesterday,” the police chief said. “We need to collect DNA samples from the next-of-kin in order to get conclusive evidence on the victim’s identity.” North Korea has made no public reference to Kim Jong Nam’s death, and calls to the embassy in Malaysia were unanswered. Kim Jong Nam had spoken out publicly against his family’s dynastic control of the isolated, nuclear-armed North Korea. South Korea’s intelligence agency told lawmakers in Seoul that Kim had been living with his second wife in the Chinese territory of Macau, where he received China’s protection. He had been at the airport to catch a flight to Macau when he was killed. Cornelia Charito Siricord, director of forensics within the science ministry, told Reuters that an analysis was being carried out on samples taken from the body to help the police establish the cause of death.

Gender Construction in Naga Society

he present conflicting situation in Nagaland reveals so much on the pent up doubts, anger and confusion coupled with the tension between conflicting traditional structures and insecurity over the rights guaranteed to empower women through positive discrimination in the form of reservation. Many people have hold the opinion that the crisis is not confined to the issue of women .Rather the escalation is blamed to the apathy of the government that fails to listen to the collective voice of the people who needed time for in-depth understanding and consultation of the implication of the ULB election in a “ unique” state of Nagaland. Over the situation and the turn which follows one can see there is a wide chasm between the need and cries for equal representation in the political echelon-decision making body, the need to move ahead and equally fierce and archaic attitudinal denial for the same in the name of protecting one’s tradition on a counter. The rosy picture of Naga women where women are supposedly empowered have come to the picture once again but this time as thorny! Women in Nagaland appear to be enjoying a higher status compared to their counterpart in mainland Indian society. However in reality traditional and customary practices discriminate and grips women in many ways. Since gender is more of an issue of involving our tradition and customs this paper tries to look at how gender is constructed and how gender roles restricted women to fully exercise its potential. It also looks critically at the construct of gender justice and chauvinist institutional biases and stereotypes that have entrenched in our society especially towards the economically weaker section such as women in a patriarchal Naga society where the land belongs to men, women have no land rights, women are not equal to men in status concerning certain aspects of life and women are not entitled to get share in the ancestral property. Increasing number of people has taken strong public positions in support of women’s struggle for equality and not equally number of men and women squirming over the issue. Nevertheless, the traditional male gender role remains well entrenched as an influential element of our culture which perpetuates the inequality between the men and women. This view focuses on cultural aspect rather than biological as the primary determinant of gender differences. Men and women are different from each other in terms of their physical attributes or sex. However society has made another difference between the two sexes-that of gender. Sociologically the word gender refers to the socio-cultural definition of man and woman, the way societies distinguish men and women and assign them gender/ social role and are expected to follow accordingly. These ideas
are also called “gender stereotyping”. Gender stereotyping are beliefs human hold about the characteristics associated with males and females that greatly affect the development of a society, the gender equality and inequality. Strong evidence from around the world confirms that gender equality accelerates overall economic growth, strengthen democratic governance and reduces poverty and insecurity and therefore promotes development and empowerment. On the contrary gender inequality tends to slow economic growth and make the rise from poverty more difficult. It promotes discrimination rather than development. In our society by virtue of male’s greatest ascribed status, men have more legitimate power than women. Gender roles are expectation regarding the proper behaviour, attitudes and activities of male and female. As soon as a child is born families and society begin the process of gendering. Boys must be masculine –are told to be active, strong ,aggressive, tough, daring ,dominant, protective, and outgoing while girls must be feminine-emotional, fragile, sweet and submissive. Male babies get blue blanket, female gets pink and purple. Boys are expected to play with trucks, blocks and toy soldiers while girls receive dolls and kitchen goods. These traditional gender role patterns have been influential in the socialisation of children. Who appropriated pink as girls colour and black and blue as that of boys in the first place? Or that girls are the best inside the four walls? And boys should be domineering? Or made the girls guilty if she jumps around? The answer to this question is society that makes boys feel “sissy” to express emotion and cry, or to stay at home to take care for the babies and do household chores, it is society that makes women feel out of place and out of their domain whenever she feels ready to come out and participate in the nation building process. And it is adults of course, who play a critical role in guiding children in those gender roles deemed appropriate in a society. Parents are normally the first and most crucial agents of socialisation. But other adults, older siblings, the mass media and religious and educational institution which exert an important influence on gender role socialisation. Society often exaggerates male female differences not only in its role but in appearances and behaviour as well. For instance, media portrayed women as models shapely, young women in a bathing suit and ultra thin female figure as barbie doll and men are portrayed in an unrealistic and exaggerated muscularity characteristic of professional wrestler. We construct our behaviour socially so as to create our exaggerate male –female differences. For example, men and women come in a variety of heights, sizes and ages. Yet traditional norms regarding marriage tell us that in heterosexual couples, the men should be older, taller and wiser than women and should be a bread winner. Such norms only help to reinforce and legitimize patterns of male dominance. Our society exaggerate and focuses on “masculine”
and “feminine” qualities and evaluate men and women in those terms. And thus we continue to “do gender”. For men as well as women gender roles may be disadvantageous. For instance, boys who successfully adapt to cultural standards of masculinity may grow up to be inexpressive men who cannot share their feelings with others. However traditional gender roles have restricted females more severely than males. Women have been confined to subordinate roles within the political and economic institutions though in some cases gender role restricted male as well. Given that hunting, warfare and subsistence farming activities require role specialisation considered as functional necessity. In their assigned roles men were required to be frequently away from home and thus it was more functional for women limited by pregnancy, childbirth and nursing to be assigned domestic roles near the homes as caretaker of children and households. Women may have been farmers and food gatherer in their own right but they were dependent on men for protection from the attack s of enemies. Women dependence on men in turn produced a pattern in which male activities and roles came to be more valued than female activities and role. Thus most people will agreed that work done within the houses even though devoid of material value is work.But only those women who worked outside their homes are termed as “working women”.However if we assess the economic importance of a household women, she contributes equally in the economic upliftment of her home even while doing no outside job. She cooks, washes and maintains the home. In case she is relieved of these jobs and helpers are engaged for these, a good amount of money has to be spent on these helpers. An educated mothers who teaches her children at home saves the money paid to the tutors. These mindset of undervalued of women’s task and her contribution usually goes unnoticed. We should not be surprised when Manu the Hindu law giver who was supposedly prejudiced against women shows concern about women as he wrote “where the women are honoured, there the very gods are pleased: but where they are not honoured, no sacred rite ever could yield result”. It is an unpleasant taste when an analogy is made of our status with that of the society which practice sati(burning of wife at the funeral pyre of her husband),jauhar (where women collectively immolate themselves to protect their chastity when it is endangered) in medieval times! and concluding Naga women enjoy better status. Yes its true Naga women do not burn themselves to death!. Until recently land is considered to be the most important asset of the people and is considered as an essential commodity to which women have no control that greatly lowered her social status as the productive wealth creating and livelihood sustaining asset is denied to her. Control and distribution of land are rigidly determined by the customary law and are

give thanks to God for you in Jesus Christ. God in His kindness has given Nagas a spirit of truthfulness, virtue of kind heartedness and blessed with rich cultures among many tribes to live in the green hills and valleys. The seed of the word of God has come to you first among others. In the power given to me by Jesus Christ the son of God, I challenge you to rise up from your inactivity and make every Naga families a Christo Centric family, so that no Naga young lad and damsel will bring tears in the eyes of fellow Naga by living an unproductive life. Today is the day, my fellow Nagas, Stop fighting for freedom on earth but begin the freedom movement for your soul. Since the message of Jesus Christ our Lord came into your land, you have made progress in the building of the Church. With the increase of believers among you, the size of your Church structure and compounds have become bigger and glamorous. To a great extend, the equilibrium of the size of your Church and deepening of your faith in the teaching of Jesus Christ and your Christian deeds are never proportionate. Your Church building has become just a simple piece of architect and your living example in accordance with the teaching of the gospel is sinking into the valley of crippling irrationalism and paralysing obscurantism. I have heard about the wide confusion and many Nagas are in colossal disappointments in all spheres of Nagas. I have also heard that for many Nagas, life is a mirror in which you only see self and not a window through which you see other selves. The rich man in the bible went to hell, not because he was wealthy, but he was not tender hearted enough to see Lazarus and because he made no attempt to bridge the gulf between himself and his brother. I have learned about your situation in Nagaland where many voices and forces are urging you to choose the path of least resistance and many unholy pressures have unconsciously conditioned your minds and feet to move to the rhythmic drum-beat of the status quo. Many Nagas
are afraid to fight for an unpopular cause and never found in the pathetic minority of two or three. Inspite of the prevailing tendency to conform to many unholy pressures that you may be facing and experiencing, as Christian we have a mandate to be nonconformist but to transform by renewing your minds in the love of Christ with the conviction that Nagas are the citizen of the world of time and world of eternity. Through the inspiration of the Holy Spirit, I opines, many Nagas fear nothing more terrible than to take a position which stands out sharply and clearly in true spirit as Christian from the prevailing majority opinions. Your tendency in the current situation facing Nagaland is to adopt a view that is so ambiguous that it will include everything and so popular that it will include everybody. Along with this Nagas have grown an inordinate worship of bigness, finding security in that which is large and extensive, big tribes, big Church. In the current situation where many Nagas are suffering, there is a dire need for Naga men and women Christian who will courageously do battle for the truth in the power of Christ. Nagas must make a choice. Will you continue to march to the drumbeat of conformity and respectability, or will you, listening to the beat of a more distant drum, march to its echoing sound? Will you Naga, march only to the music of time or will you, risking criticism and abuse, march to the soul saving music of eternity? It is midnight within the social order of Nagaland, engaging in a colossal and bitter contest for supremacy. This midnight in the social order and political order of Nagaland is paralleled by midnight in every internal Naga individual life. Deep cloud of anxiety and depression are suspended in Naga mental skies. More Nagas are emotionally disturbed today than any other time in Naga history. Nagas have come to the point of stand still at the cross-road unable to discern which path to travel. But under any circumstances one thing sustain my fellow Nagas, the voiceless voice of the Lord Jesus Christ within each of you. That was the leading voice which I followed on the road to Damascus and I follow still to this day. And still that voiceless voice of the Lord Jesus Christ is leading me and here I am, I will continue following that voiceless voice of the Lord Jesus Christ until I rest. My dear fellow Nagas, Love is the most durable power in the world. This creative force so beautifully exemplified in the life of our Lord Jesus Christ, is the most potent
instrument available in Nagaland’s quest for peace and security. Do not depend yourself my fellow Nagas on force. Many of you Nagas, have become self-centered, deficit in your thought, easily sway away by the popular falsehood story. By His grace you are baptised, in His grace build the foundation of Nagaland anchored in the power of Love like in the ancient days of Naga society. Naga should build a society base on the love of Christ a Culture Centric in Peace, Plans and Hopes for the future. So that people who come after you will celebrate that culture we leave behind. A culture which foster dictate of reason in the world where reason is sacrificed at the altar of selfish gain. A culture for collective thinking rather than patronizing individual idea. A culture of prudent learning that will become a source of richness and innovation. A culture of Integrated, Comprehensive learning with philosophical bend of mind yet full of spiritualism and serenity of mind. A culture of building the connect between physical science and spiritual world. A culture of web connecting the young for benevolent world. A culture fertile for nurturing young contemplative and articulative leader to comprehend the inner event and what is happening in the society. And to my fellow Naga politician, be wise and always discern the will of God by transforming your mind in the grace of the risen Lord in your attempt to govern Nagaland. When your soul is in trouble know that “God gonna take care of you”. May the heavenly Father, in union with His only son Jesus Christ our Lord and through the grace of the Holy Spirit purify your love and help you Nagas to see and know the quality of love came from heaven in Jesus Christ from all eternity. May the grace of Lord Jesus transform the whirlwind despair of Nagaland into warm and reviving breeze of hope. In Nagaland women are considered to be subservient to men when it comes to the politics world as well- a platform for decision making and exposure and expertise. Even if the women have all the flawless qualities to rise up, most of the time the cultural and traditional practices disable women to move up. To exercise the above functions what a person need is intellect, prudence, diligence and assertiveness which a female as well as male can possess. While dwelling on gender empowerment, Women are expected to fly and shine whereas the hegemonic traditional customs draw the sharp boundaries which disable women to access the most scarce and valued wealth as equity and justice is related to tangible material . Their feet is tied under these traditional practises and women are unable to make a step forward as they are not welcome and encourage in putting heads together. Moreover we often contemplate the situation of a working women, questioning how can she manage her career as well as domestic responsibilities at one time? And it seems unfair to just contend with the fact that women are best when they perform only their traditional homebound duty dutifully. Rather than making women stronger to tackle more responsibilities society tries to demoralise them by assigning them only with one major task even if women have proved in many other fields that they are competent enough to perform both. Gender inequality dwells not only outside the household but also centrally within it.It stems not only from pre existing differences in economic endowments between men and women but also from pre –existing gendered social norms and social perceptions. It lays adverse impact on developmental goals as it reduces economic growth, blocks women from participation in social and political activities and hinder the effective utilisation of human resources where women constitute 48% of the total population in Nagaland. Our unconscious biases don’t just show discrimination, they also influences our life choices and chances. Man are stereotyped to believe that they are better and encouraged to choose the subject such as computer science and engineering and women in humanities subject such as education ,psychology and sociology etc..All of us male and female are unconsciously gender biased and these biases lead well meaning men and women to do things that perpetuate the status quo without our ever knowing/realising it. There is no denying the fact that society is made up of interdependent parts, where each role contributes to the functioning of the whole society. This view suggest that in traditional societies social equilibrium was maintained by assigning different task to men and women and stereotyping of their roles which is not always negative and that might have suits them at that point of the time. But society does not remains static it evolves and change over the time and
become a better version of itself by adopting, accommodating and filtering ideas and methods. Moreover when normative role behaviour becomes too rigidly defined our freedom of action is often compromise. It is society which allows for a degree of flexibility in acting out roles, but in times of rapid social change acceptable role limits are often in a state of flux, producing uncertainties about what appropriate role behaviour should be. In our culture when one do not fit in those gender boxes, our society does not know what to do. Anything outside the boxes is seen as breaking a rule and consequences can be dire. People who think and live outside the gender norms are treated with contempt, disbelief, intimidated, coerced and society react ranging from amusement to revulsion. Out of such present scenario we can remind ourselves of the apt remark of George Bernard Shaw that “progress is impossible without change and those who cannot change their minds cannot change anything”. The need of the hour is to focus our energy not on fighting the old but in building the new. Change is often difficult and accomplishing good things in life requires significant change that pushes us beyond our comfort zone. Because we’re so frequently having to fit into gender box it is often this that is dictating us what to say, what to study, what to aspire in life and how to conform to existing norms. This has limited the roles and capacity force for progress and transformation. It raises the question why gender then is so important to us? What if we were not limited by gender? I believe we can wisely and systematically dismantle unconstructive and demeaning stereotype that our society have created. The mentioned chasm between the two extreme contradiction can better bridged if we began to see gender on a continuum, a range of possibility for male and female. It is not about putting anything in anyone’s head.It is about opening our mind to accepting ourselves and each other for who we truly are and what we are capable of. If men understand that women rights are human right and that gender equality is not a women’s issue but it is a human issue which affects us all, and if man realise that empowering girls is empowering community, that we are on the same boat, If we truly see gender this way we would all lead wiser and compassionate towards each other sex as man and women who complement and not who compete and bring about destruction in the process. Regardless of the political agendas and views it is important to come together, stay united and support each other on the bigger issue and not let this circumstances divide ourselves. True gender equality is when both men and women have a voice and it sounds farce when we proclaim that men and women enjoy equal status and privileges in Naga society devoid of the voice of significant other. As it stands now its obvious that my eyes can’t see what i hear so loudly of rhetoric gender discrimination free society .How could i miss the vibrations this great issue has brought about in our land?

obert A Silverstein, in his article, “The World and Time in Reverse: The March Back to the Primitive” has, once again, accused the Naga Tribal Organisations of bypassing the Judicial Process and crippling the State Government. Being a lawyer himself, I feel he just cannot accept the fact that people or organisations would bypass what seems to be a perfectly adequate Judicial System in favour of mass protests on the streets. Bob sees our present scenario in the context of the civilised, orderly and largely law abiding Modern Day U.S.A. What he must realise is that the Nagas are in the stage of the early Colonial Americas; with the Nagas as the early American Settlers and the State Government in the role of the British Crown. The American cry was, “No Taxation without Representation” ours is, “The Elected are accountable to the Electors”. The words are different, but the battle against those who would seek to exploit us is the same. The Colonial Americans also had recourse to Justice in the British Courts; the Supreme Court of which was famous for jailing Henry, the Prince of Wales, and the son of King Henry IV three hundred years before The Americas were even discovered. So, why didn’t they? I believe it was because the Colonials took the path they believed was the most effective in realising their goals. Similarly, our Tribal Organisations have taken the path that is the most effective towards the realisation of our goals. He has now quoted Thucydides in support of his contention that the Nagas are now regressing to our primitive state instead of progressing. If he were to use the passage he quoted, “...party members had no inhibitions about any venture. Their associations did not exist to promote welfare in accordance with established laws but to subvert the law for selfish advantage...At the root of all this was the desire for power based on personal greed and ambition, and the consequent fanaticism of those competing for control” and ask any ordinary citizen of Nagaland, Nagas and Non-Nagas alike, who it described, the answer to the first part would be all political parties of Nagaland and that to the second would be all politicians of Nagaland. France went through The French Revolution, The Reign of Terror and The Napoleonic Kings to destroy the concept of, “The Divine Right of Kings”; we Nagas won’t mind going through a few months of discomfort to destroy the concept our Government Officials, both elected and appointed, harbour, that they have a, “God-Given Right to Exploit and Suppress Nagaland and the many Peoples of Nagaland”. Concerning Article 371a and The Fundamental Rights; I will leave the subject to be debated by the lawyers in the various courts of law. But I always wondered if the good German people had risen up, en masse, after “Kristallnacht”, when the goons of Hitler’s S.A. went around Germany, breaking the windows of Jewishowned stores, buildings and Synagogues; whether Hitler’s “Final Solution for The Jews” could have proceeded as smoothly as it did.We saw how the Government Watercannoned and Teargassed innocent Teachers demanding their Rightful Salaries; we saw how Peaceful Protestors, Protestors fighting for, not our fundamental rights, but our God Given Right to Eat were treated the same. These were, on our small stage, and on our small scale, our “Kristallnacht”. Before things got to the stage of the Government’s Final Solution for The Nagas, we decided to rise, en masse, and find our own solution. Whatever ill chosen words the J.C.C. or the A.Y.O. may have used, is it any worse than the N.P.F. Party’s threat to some government officials that they were being watched for their alleged role in the agitations? The N.P.F. Party seems to imagine that its some kind of combination of the Nazi Gestapo, the Russian K.G.B./F.S.B. and the Commissars of Stalin. And talking of threats, I would love to meet the lawyer/person who drafted the N.M.A.2001 and have a nice long chat with him on the reasons and motives behind the Property Taxes. It is because of The Naga Peoples’ unpreparedness to face the Modern World and Modern Concepts that we need the protection of Article 371a. For Bob, you are asking Us, The Nagas, to adapt to the thinking and behaviour that you yourself took centuries to develop; whereas we have had only a few decades of exposure to the Modern World. All that you see around you in the Towns of Nagaland are just a Facade of Modernity, a veneer over a primitive people still trying to come to terms with Modernity. We are not a Modern People regressing back to our Primitive Instincts; rather, we are a Primitive people trying to find Our Way and Our Place in the Modern World. GOD SAVE OUR NAGALAND

irector Martin Scorsese’s latest film ‘Silence’ revolves around the story of two Jesuit priests who travel to Japan as they seek to locate their mentor who is rumored to have apostatized. REVIEW: An adaptation of a Japanese novel of the same name, the central theme of ‘Silence’ is the exploration of faith – a personal experience unique to each individ-
ual. It’s of no surprise then, that it will prove to be a different outing for each viewer. From the very first frame, the beauty of this film’s cinematography is evident. Rodrigo Prieto’s Academy Award nomination is well deserved; there are some astounding shots that will make you wonder how they were blocked and lit. Even scenes depicting excruciating torture are interspersed with gorgeous landscapes and camerawork that compel you to be fixated through its lengthy runtime. Bound to result in polarizing opinions, ‘Silence’ is one of Scorsese’s most intimate works that cannot be ignored.

Brilliant Tahir spins South Africa to victory eDeN ParK, February 17 (reuters): Leg-spinner Imran Tahir justified his position as the top-ranked bowler in white-ball cricket with an inspired display in South Africa's 78-run victory over New Zealand in their oneoff Twenty20 international at Eden Park on Friday. Tahir, who took two wickets in two balls in his second over, had his figures marginally sullied by successive sixes from Colin de Grandhomme but still finished with a career-best 5-24 in 3.5 overs, with the home batsmen unable to pick his googly. The 37-year-old was able to build on a superb performance by opening bowler Chris Morris, who was also denied a hat-trick on his way to figures of 2-10 in his initial three-over spell. I will manage somewhere next season, says Arsenal's Wenger February 17 (reuters): Arsene Wenger said on Friday that he will definitely still be a manager next season, whether at Arsenal or "somewhere else". Wenger said he would make a decision in March or April on whether to extend his 20-year spell at Arsenal. He left open the possibility that he would walk away from the north London club and into another job. The second longestserving manager in the history of the Premier League, Wenger is out of contract at the end of the season. He has not won the league title since 2004, and calls for him to end his association with Arsenal have grown louder since the team's 5-1 Champions League thrashing at Bayern Munich on Wednesday. That first-leg defeat is almost certain to condemn Arsenal to their seventh successive Champions League exit at the competition's first knockout stage. "I will decide (my) future in March or April, but I don't (exactly) know when," Wenger told a news conference on Friday, before his team's fifth-round FA Cup clash away to nonleague Sutton United on Monday. Sreesanth writes to Vinod Rai for revocation of ban KOchi, February 17 (iaNs): Tainted Indian speedster S. Sreesanth has written to former Comptroller and Auditor General Vinod Rai, who heads the Supreme Court-appointed Committee of Administrators (COA) of the Indian cricket board, seeking justice as he has lost four years, when he should have been playing cricket at the highest level. Sources close to him reveal that he is deeply upset at the way the outgoing leadership of tghe Board of Control for Cricket in India (BCCI) treated him, especially denying him an NOC to play in the ongoing Scotland Cricket league. In 2015, a Delhi court case registered by the Del- of Organised Crime Act exonerated Sreesanth and hi Police which invoked (MCOCA) after he was artwo other players in the the Maharashtra Control rested for spot fixing in the
2013 edition of the Indian Premier League . With a change in the guard at the BCCI and Rai, an IAS officer who served in Kerala for long, Sreesanth expects that he will be able to persuade Rai on the injustice meted out to him. Sreesanth was expecting a favourable stand from the BCCI which was headed by BJP lawmaker Anurag Thakur after he contested the May 2016 Kerala Assembly elections on a Bharatiya Janata Party (BJP) ticket from the prestigious Thiruvananthapuram seat and finished third, but things did not go the way he wished for. Sreesanth is just the second Keralite to represent the country. The 34-year-old has played in 27 Tests taking 87 wickets, and picked up 75 scalps from 53 One-day Internationals (ODIs) and seven wickets from 10 Twenty20 Internationals (T20Is).
