Dimapur, February 18 (mexN): The All Nagaland Aggrieved Hindi Teachers Association (ANAHTA) today informed that Hindi teachers who have not been paid their arrears along with their salaries would not attend classes. In a letter to the Director for School Education, Nagaland, the ANAHTA informed that only those who received their pay along with arrears would attend the classes. The ANAHTA acknowledged the release of pay and arrears to all CSS Hindi teachers, as per the provisions of the 6th ROP. However, it informed that some teachers are “receiving pay, but without arrears.” Terming this as “unacceptable,” ANAHTA urged the Director to direct all district and sub level officers to release pay with arrears to all aggrieved teachers within 7 days. “We are also pained by your warning to take action on us for involvement in democratic agitation because it is at your behest and irregularities of your subordinate officers that our salaries are not released,” state the ANAHTA. It cautioned that failure to release all pays with arrears would compel the aggrieved teachers to agitate.

Dimapur, February 18 (mexN): Arguing that no “selfish motive” of any individual or group should hinder the development of Foothill Roads, the Konyak Union, (Naginimora unit) today urged the NFHRCC to start their work immediately in the Naginimora sector. In a press rejoinder to the media report that the NFHRCC would be temporarily suspending ongoing work for the Foothill road at Mon sector due to unresolved differences with the Konyak Union (KU), the Unit president S Chiyong and general secretary, K Aunyei stated that, the people of Naginimora from the beginning has “heartily” welcomed the initiative taken by NFHRCC and has no objection against the construction. Let the work be delayed where there is no consensus, but start work immediately in its sector - beginning from Lower Tiru towards Naginimora-Shetap- as there is no objection from the people, the press note added. “It is very unfortunate that despite keen interest taken by the committee (NFHRCC), the work could not be started till date due to reason unknown to the citizens of Naginimora sector”, KU (N) maintained.

LasHiO, February 18 (aFp): Nearly 90,000 civilians in northeastern Myanmar have fled clashes between ethnic rebels and the nation’s army, an official said Wednesday, as sporadic violence hampered efforts to evacuate those still trapped in the conflict zone. Rebels fear a major assault from the national army is being planned, following imposition of a state of emergency in Kokang region of Shan state . Whole towns and villages lie empty in the rugged, remote area as tens of thousands of residents have fled their homes -- some on foot -- with one local MP suggesting over half of the local population was now on the move. At least 30,000 people, mainly the ethnically Chinese Kokang, have crossed the border into Yunnan state -- sparking alarm in Beijing. Clashes continued Wednesday as more civilians arrived in the Shan town of Lashio fearing they could be caught up in the sudden convulsion of violence. In one of at least two separate attacks on civilians on Tuesday, around a hundred people came under fire as they travelled in Myanmar Red Cross trucks in a desperate dash from their homes. “It was a miracle we weren’t hit,” Maung Ying told AFP in Lashio after Tuesday’s attack on aid vehicles, which were marked with Red Cross flags but had no military protection. “They were shooting from the mountains on both sides of the road. ing from Laukkai town and nearby regions,” he told AFP by telephone from the capital Naypyidaw, adding that sporadic fighting had continued on Wednesday, although the town itself was quiet. He said around 8,000 people from central Myanmar had fled through Lashio, while some 40,000 Kokang had crossed into China. Another 40,000 people from Kokang and other Myanmar ethnic minorities were thought to be scrambling for safety along the frontier. Military activity in Lashio appeared to be increasing on Wednesday, despite an apparent lull in heavy fighting, with two helicopters and six trucks seemingly on standby at an army airstrip on the outskirts of town.

KOHima, February 18 (mexN): The Nagaland state Vigilance Commission has detected “misappropriation” of Rs 12,79,50,000 meant for education of disabled children “by officials of the School Education Department” and “some private individuals.” The huge amount was part of funds meant for implementation of the Inclusive Education for the Disabled at Secondary Stage (IEDSS), under the School Education Department for the period 2011-12 and 2012-13. The scheme was launched in 2009-10 to “enable all students with disabilities, to pursue further four years of secondary schooling after completing eight years of elementary schooling in an inclusive and enabling environment.” The School Education Department of the state governments/Union Territory administrations are the implementing agencies. They may involve NGOs having experience in the field of education of the disabled in the implementation of the scheme. “It has been established that the officials of the department along with some private individuals were also found involved in the misappropriation and manipulation of records,” stated Chief Secretary and Vigilance Commissioner, CJP Rai, in a notification today.

The Vigilance Commissioner informed that the SIT will visit all eleven districts in the state and physically verify the materials procured and dispersed. It will physically ascertain the actual existence of the disabled children as per the figure shown against each school and examine files, doc-

uments and records of administrative approval, sanction orders, etc for drawal of funds and the records of disbursement. The SIT has also been empowered to identify person(s) who are involved in implementation of the said programme and the misappropriation of funds. It will have the power to requisition and seize any files/ documents required for the investigation and to interrogate any person(s) as accused as well as witnesses, arrest any officials /individuals found involved in implementation of the scheme. The SIT also has the power to seek the assistance of other officers of the Commission to co-opt as and when voluminous exercises are carried out. The SIT has been given four months to complete its investigation. It has also been directed to submit progress/ interim reports to the Vigilance Commissioner and the Court from time to time through the Inspector General of Police, Vigilance & AntiCorruption, Nagaland.

The Horticulture commissioner said the country has witnessed an unprecedented growth in production of horticultural products including fruits and vegetables and presently the horticulture production (277.4 million ton during 2013-14) has surpassed food grain production (260 million ton). Dr. Malhotra was ad-

focus on how to “inject technology in our soil and water for better and higher production.” Stating that introduction of variety seeds alone cannot achieve the required growth in horticulture sector, Bajarbaruah said to scale up productivity, there is a need to move from “farm mode to factory mode” in farming and to bring “commerce to agriculture.” The main objective of the conference jointly organized by Central Institute of Horticulture (CIH) Nagaland, Hi-Tech Horticultural Society, Meerut, and Society for Recent Development in Agriculture, Meerut, is to provide a forum for deliberating on latest technologies in the field of horticulture/agriculture. The inaugural programme also witnessed release of souvenir and other publications and conferring of awards to horticulture scientists.
