New Delhi, February 3 (iaNS): With international crude oil prices continuing to hover below $50 per barrel, the three state-run oil marketing companies (OMCs) Tuesday decided to reduce petrol and diesel prices. According to Indian Oil Corporation (IOC), the petrol price in Delhi -- after taking into account the state levies -- will be reduced by Rs.2.42 per litre, while diesel cost will come down by Rs.2.25 per litre from midnight Tuesday.

the NSF said that “no student bothers to study; consequently, facing examinations in class 9 becomes the biggest task for students and subsequently they fail to get through class 9 examinations.” The NSF further noted that “even the teachers give less importance knowing the fact that students will be promoted under any circumstances.” It derived that “more students will drop out of schools in the coming years if the Nondetention policy is continuously enforced.” The NSF

said that this policy is “killing the future of our younger generation.” It also reminded the Department of School Education on the demands for providing proper infrastructure in all schools, providing required number of teachers, implementation of rationalization/ re-deployment of teachers, exigency arrangements of Math and Science teachers, half yearly or quarterly inspection of schools, periodical assessment of students and teacher’ performance etc.

Dimapur, February 3 (mexN): February 4 is World Cancer Day. And Nagaland has been no stranger to cancer. As per the Indian Council of Medical Research (ICMR), the estimated prevalence rate of cancer in Nagaland was 4353 cases in 2013 and 4307 cases in 2012. 709 cancer deaths were reported in the State in 2013. As 8.2 million people die from cancer every year worldwide and 4 million of them die prematurely (aged 30-69 years), this year’s World Cancer Day is being observed under the theme ‘Not beyond us.’ This means, according to Epidemiologist, Dr. Sao Tunyi, that “we should not lose hope but fight cancer positively. It is to highlight that we have the resources and they are within our reach.” It is a day for the world to unite in the first against cancer. In Nagaland, informs Dr. Tunyi, it is estimated that 90% of the oral cancers are due to tobacco. Another study in 2009 estimated that 57% of adults in Nagaland are current users of tobacco. According to District Level Household and Facility Survey IV (DLHS IV) which was released recently, 64% of men and 34.5% of women in Nagaland use smokeless tobac-

co. 35% of men and 1.4% of women smoke. Another important modifiable risk factor for cancer is harmful use of alcohol. As per DLHS IV, 40% of men and 4.5% of women consume alcohol in the State. Other causes of cancer are long term exposure

tative, support and palliative care,” says Dr Tunyi. However, till date, he informs, the initiatives by the central and state governments are very limited in cancer care, especially in diagnostics, treatment, rehabilitative and palliative care. It has mostly

The seven warning signs of cancer are: 1. Change in bowel/bladder habit 2. Sore that does not heal 3. Unusual discharge/bleeding from any body part 4. A lump in any part of body 5. Chronic indigestion or difficulty in swallowing 6. Obvious change in wart/mole 7. Persistent cough/hoarseness If any of the above signs/symptoms are observed, one should seek early medical advice. to sunlight, ultraviolet and radiation exposures, artificial tanning, high fat diet, little physical activity, and infectious agents like HIV, EB virus, Hepatitis B and C. According to a news report, over Rs. 20 Crore is spent every year by the Government of Nagaland’s Department of Health and Family Welfare on medical reimbursement for cancer care. It was estimated that over this, about Rs. 60 Crore is spent every year from the patients’ pockets for cancer care every year. “Catastrophic health spending can be minimised through strengthening health services for cancer prevention, access to accurate cancer diagnosis, essential medicines and technologies, rehabili-

concentrated on creating awareness. Tertiary Cancer Care hospital which is being sponsored by the central government is an important initiative. More such hospitals are in the pipeline. Through the National Program for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases, and Stroke (NPCDCS), cancer medicines are provided through NCD clinics in select district hospitals. “The budget allocation to Health by the State government however remains a chronic challenge, as it always falls short of requirement to provide even the basic health care to the people,” notes the Epidemiologist. World Cancer Day 2015

explores how to make use of available knowledge in prevention, early detection, treatment, and care to positively impact the global cancer burden. Dr. Tunyi suggests a number of measures: Enforcing the ban on advertising and sale of tobacco products to minors, especially around schools is an important step in reducing incidence of a very important risk factor. Promoting healthy outlook on life by eating right, exercising regularly, and avoiding harmful behaviour (alcohol abuse, fatty diet, and sedentary lifestyle) are important cancer prevention measures. Regular checkup and early detection of cancer is important because certain cancers can be controlled and/or cured when detected early. Cancer detection, says Dr. Tunyi, doesn’t mean a ‘death warrant’. Many people survive cancer and lead relatively healthy and productive lives. Appropriate treatment and management, along with rehabilitative and palliative care, are important measures for which health systems need to be strengthened. ‘Not beyond us’ slogan of the World Cancer Day 2015 envisages that ‘all people have the right to access quality, effective cancer treatment and services on equal terms, regardless of geography and without suffering economic hardship as a consequence.’

PARtIES PREPARE FoR FlooR tESt One shot and wounded CM welcomes February 5 special session of NLA our Correspondent Kohima | February 3

Nagaland state Chief Minister TR Zeliang today welcomed the Nagaland Governor’s move to call for a special session of the NLA on February 5. At a press conference in Kohima today, the CM informed that he would address the session and move for a confidence motion in the house. The CM added that the special session has been exclusively called with regard to the current political scenario and that no other business will be conducted. The floor test, he added would provide a clear picture of the political impasse. The CM added that the NLA Speaker will decide whether the test will be done through a voice vote, head count or secret ballot. “I also want to remind all members that we all have a responsibility and a duty to ensure the stability of the DAN III Government, which received overwhelming support and mandate from the people of Nagaland only two years back. Only through stability, we can deliver good governance, and work for people’s welfare,” the CM added. The CM further reaf-

NPF Shurhozelie, NPCC & BJP appoint Chief Whips KO h i m a , February 3 (mexN): The Naga Peoples’ Front (NPF) led by Dr Shurhozelie Liezietsu has appointed Kiyanilie Peseyie as the Chief Whip of the party w.e.f. November 14. This was informed through a press note from the Special Secretary to the Nagaland Legislative Assembly (NLA), AE Lotha. It was further informed

firmed that the present government has a support of 52 MLAs in a House of 60. “No one has officially informed in writing to the Speaker about withdrawal of support to my Government,” he claimed. He opined that the floor test is the best option to break the political log jam and slammed the NPF led by Noke Wangnao for its “bully tactics.” “From the very beginning of the present crisis, which is their own creation, they have been speaking against a trial of strength on the floor of the House. They tried very hard to stop the Governor from doing his constitutional duty of summoning a special ses-

that C Apok Jamir has been appointed as the Chief Whip of the Congress Legislature Party. This appointment was made by the President of the Nagaland Pradesh Congress Committee (NPCC), SI Jamir. Meanwhile, the Nagaland BJP President M Chuba Ao has appointed Mmhonlumo Kikon as the Chief Whip of the BJP legislature party.

sion,” the CM alleged. “One clear example was the bogus and fabricated bank documents, alleging transfer of money abroad to the bank accounts of myself and my wife. Even today, they are spreading false rumours that Election Commission will issue orders to both the NPF groups not to issue party whip during the floor test! Such orders are not in the domain of the Election Commission, and they will never issue such order. Application of party whip is purely in the domain of the House proceedings, used by and applicable to members of the House only,” the CM further said. Related news on page 5

Zeliang’s tenure as CM is ‘unstable’: NPF Noke

Dimapur, February 3 (mexN): The NPF led by Noke Wangnao has meanwhile listed out the reasons for its move to push for a change of leadership within the party. A press note from the Noke led NPF Spokesperson, Imkong L Imchen alleged that the present CM’s tenure has “failed to provide efficient administration” and resulted in “instability... under the control of a few who formed a syndicate.” It also mentioned the disqualification of the three BJP MLAs had created a rift between the BJP led NDA Government at the Centre and the DAN Government in Nagaland. “Most importantly,” it said that the ongoing peace process has been “totally sidelined.” “The role of active facilitator in the political dialogue which the DAN has been seriously pursuing no longer exists,” it added. It also alleged that the CM “started creating posts of advisers and chairmen of departments that does not exist…which nullified all purposes and procedures of the Rules of Executive Business.” The NPF led by Noke said that the present government has “tried to bulldoze its way in order to please private companies

for the selfish gains of few individuals.” It added there are “serious allegations of corruption, kickbacks and transfer of black money” while referring to the allocation of oil contracts. “We have demanded the chief minister to order a CBI investigation but he has kept mum on this subject,” it added. It then stated that the DAN alliance has not functioned for the last seven months since the change of guard and that the government was functioning under an environment “where former NPF president, Dr. Shurhozelie functioned in a dictatorial and autocratic manner.” More allegations were made that the CM “started passing illegal orders against all laid down rules.” The Noke led NPF claimed that the CM has “given instructions to the illegal chief whip to issue a whip to all MLAs to vote in his favour.” “The whip issued by Kiyanielie Peseyie is illegal and the legal Chief Whip elected by the majority of the NPF legislators, Kuzholuzo Nienu will be issuing the legitimate whip,” it said. As such, it appealed to all NPF legislators to “come forward and join the majority in the true spirit of democracy and prevalence of majority voice.”

Dimapur, February 3 (mexN): One person was shot and wounded by an unidentified gunman in an incident suspected to be factional in nature in Dimapur on February 3. 12 hour bandh along NH-2 on February 5

Dimapur, February 3 (mexN): The Consumers’ Forum of Tseminyu SubDivision under Kohima district, Pughoboto SubDivision under Zunheboto district and Wozhero Range under Wokha district have called for a bandh along the National Highway 2 on Thursday, February 6 from 6:00am to 6:00 pm. The bandh has been called due to non-fulfillment of demands put forward by the organizations to the Department of Power regarding the erratic supply of electricity in the said areas. A press note from the organizations informed that para military forces, ambulances, mail vans, media, milk vans, police and administration would be exempted from the preview of the bandh. Meanwhile, the Rengma Students’ Union ex-

tended its support on the bandh call. A press note from the RSU said that damage to the 33 KVA Feeder line Tseminyu at Longsa Area has affected the power supply in the concerned areas. It further cautioned that “if any untoward incident occurs and consequently affect the conduct of HSLC and HSSLC Examinations due to failure of power supply, the department shall be held solely responsible for the same.” The Rengma Educated Unemployed Union (REUU) also expressed concern over the present erratic power supply in the areas and appealed to the department to immediately restore the damaged 33KVA feeder line, Tseminyu and in the mean time arrange for an alternative power supply to the affected regions.
