The bodies of late Bendangnungsang and late Khriesavizo, who were killed in the Dimapur police firing, were laid to rest on February 3 in Kohima near the Zonal Council Hall. The funeral service was led by Rev Dr Rachülie Vihienuo, Pastor, UBC while the Minister for the service was Rev Dr Vevo Phesao, President, KBPF. 22 year old Bendangnungsang from Aonukpu village was working in Chennai and had come to spend the Christmas holidays with his family at Diphupar. “On January 31, our younger brother was selected as a volunteer for the Ao community to join the common cause of the Nagas where he fell to the bullets of the police. It is said that there can be no greater sacrifice than one who lay down his life for one’s land and the people, and we see this exemplified by our late brothers. Let not this terrible tragedy revisit our land and our people. Let this catastrophe unite us and forge for a better society void of all evils that is rampant in our land,” said Lima, speaking on behalf of the family. Khreisavizo from Chiechama village was the eldest son of Neimhalie Metha, Coconvenor of the National Political Advisory Council, GPRN/NSCN. Khriesavizo completed his bachelor’s degree in Architecture from Jaipur and was about to pursue his Masters in Urban Planning this year. He had recently been elected as the President of Angami Students’ Union Diphupar. Z. Metha, who spoke on behalf of Khriesavizo’s family, urged the gathering to let the incident foster the unity of Naga society. “I request all present to make this time for better understanding and to resolve the crisis which is looming in front of all us. Let us not adopt violent means anymore. Let us negotiate and let our elected members listen to the sentiments of the people,” he said. “After a few days, the call of the Naga people came so in answer to that he went with the intention not to kill, not to indulge in violence but to express the wish and answer to the call of the public. Both of them were young, they’ve paid their lives for the greater unity of the Nagas,” he stated.

A friend of Khriesavizo meanwhile recalled that he was passionate for the Naga cause and would often express his wish for all Nagas to unite. Vikuo Rhi, from the NBCC expressed sadness that the failure to listen one another has resulted in one of the worst situations Nagaland has faced in recent times. He also stated that the deaths of the two youth were not in vain. “They deserve a decent burial today. They are gone but let this be a new beginning in the era of Nagaland of understanding one another, loving one another,” he appealed. AYO President Neinguvotuo Krose expressed anger over the heinous crime committed by the government and demanded that the Chief Minister and his cabinet minister to resign on moral grounds immediately. Vilhousa Seleyi, APO President stated that their lives have been taken for the society to become better. “We must remember this and we also must unite. Let’s change our hearts and pursue Naga unity.” The coffin of Khriesavizo was carried by Ao youth and the coffin of Bendangnungsang was carried by Angami youth. During the funeral service, a group of protestors attempted to stop the ceremony demanding that the two dead bodies not be buried until the CM and his cabinets resign. Following a huge commotion, Church leaders requested that the bodies be buried for the sake of the families and for the dead souls to be laid to rest. Rev. Dr. Rachülie Vihienuo while pacifying the angry protestors stated, “Not an inch of the demands will be compromised by burying the two bodies’ and that they will continue to assert their demands until it is met.”

NTAC meets Governor

A delegation of the Nagaland Tribes Action Committee met the Nagaland Governor at Raj Bhavan today with the demand that the CM step down taking moral responsibility for the January 31 incident in Dimapur and the subsequent violence in Kohima on February 2. The Governor, in a statement assured that he would take action as per the Constitution to punish the wrong doers. He appealed to everyone to ensure peace and tranquility and not indulge in violence.

Dimapur, FEbruary 3 (mExN): The Joint Coordination Committee (JCC) has relaxed the indefinite bandh in place in Dimapur since January 31. While stating that normal life should resume within the Dimapur municipal area, the JCC informed this evening that the bandh henceforth will be effective only for government offices, including the district administration and nationalised/government-run banks. The much hyped ‘tripartite talk’ involving the United Naga Council (UNC), the Government of India and the Manipur Government was held today in New Delhi over the new district creation issue and also on the follow up situation. However, the parties involved in today’s talk have decided to hold another round of talk again after the ongoing Manipur assembly election process is over. Sources from New Delhi said that the Manipur government representatives requested the UNC leaders to lift the economic blockade in the meantime. The sources said that the Manipur Government representatives told the UNC leaders to consider the position of the former saying the election model code of conduct has been enforced that, nothing can be done at the moment. The UNC leaders in their reply told the Manipur Government representatives that they can only decide on lifting the blockade only after the ‘presidential council meeting’ of the UNC. In this connec-

tion, the UNC is likely to hold meeting on February 7 in Senapati. On the demand of the UNC leaders to release UNC President Gaidon Kamei and Information Secretary SK Stephen “unconditionally”, the Manipur Government representatives told the former that they will take up the demand with the “higher authority” back home in Imphal “very soon”. The UNC team was led by its President Gaidon Kamei while that of the Manipur Government was led by Additional Chief Secretary Suresh Babu. Meanwhile, a well placed source said the UNC is likely to lift the economic blockade after its 'Presidential Council meeting'. The source further said that there is 'very high chance' of Manipur Government releasing the two UNC leaders unconditionally any day. Satyendra, Joint Secretary, Ministry of Home Affairs (MHA), in charge of North East represented the Government of India team. The talk was held at North Block, New Delhi. The meeting started from 3:00 pm and continued till 8:00 pm.

Akhu Chingangbam remembers what it was like years ago when a threemonth-long blockade on the highways of Manipur led to a shortage of medical supplies, petrol and cooking gas all over the state. The hatred between the Meiteis and Nagas, two of the communities in the state, meant that both suffered during the blockade but neither was willing to help the other. “It made me utterly sad,” Chingangbam, a musician, said. “In those days, I visited a children’s home in Senapati district to distribute medical supplies. I saw children from different ethnic backgrounds living together happily, singing their lungs out to one song. They really didn’t care where they belonged and what caste or creed they were from. All I saw was innocence.” The experience moved Chingangbam so much that he created a musical project to bring peace between the various ethnic tribes of Manipur, teaching children from various ethnic backgrounds to sing and play instruments. Chingangbam named the project A Native Tongue Called Peace. The Manipur-based musician is a familiar face in the North East: he is the face of popular folk-rock band Imphal Talkies, a unique group that focuses

on protest songs, reflecting the injustice and violence faced by his people in Imphal and Manipur. Chingangbam’s lyrics and the band’s music are deeprooted in local culture and language – listening to them is a powerful experience. In May 2015, the singer finally began A Native Tongue Called Peace with the support of Foundation for Social Transformation, a Guwahati-based group which funded the project for its first six months. “I believe that humans across the world were born clean, unbiased, and innocent,” Chingangbam said. “Each of us has a voice that comes from within and my voice happens to be peace. It’s not just me, there are

many people out there looking for peace.” Since its formation, A Native Tongue Called Peace has helped create a sense of community among Manipuri children. Chingangbam said he rarely sermonises while teaching the children music. “Peace is within them because they’re so young and innocent,” he said. “I’ve seen a Meitei girl singing a Kabui song and a Tangkhul girl singing a Meiteilon song. This is rare because as you know, each community and each tribe has their own propaganda. Singing a song from a particular community or tribe can often be seen as an act of ignoring one’s indigenous identity. We need to learn a lot from these chil-

dren.” Chingangbam found that the songwriting process for A Native Tongue Called Peace was different from the work he did for Imphal Talkies. “For instance, I don’t want to use the F-word in a song here,” he elaborated. “Right now, we’re working on a song called Dream Keeper which has words like guns, bombs, and death. I sometimes wonder whether these words are even appropriate for a child to sing, but we live with these realities. The children have gone through so much that censoring these words just doesn’t make sense.” Setting up A Native Tongue Called Peace came with its own set of challenges, most predictably,

Congress declares all 60 candidates for Manipur polls

ImphAl, FebRUARy 3 (IANS): The Congress on Friday declared 60 candidates for the Manipur assembly elections, fielding Chief Minister Okram Ibobi Singh from his traditional seat of Thoubal. The list, released by party general secretary Madhusudan Mistry, came almost a month before the polls in the state. Manipur would witness a two-phased election on March 4 and March 8 for its 60-member assembly. The ruling Congress is the first and only party in Manipur which has announced the names of all 60 candidates for the elections. The Bharatiya Janata Party

(BJP) had announced the names of 31 candidates few days ago and is yet to come out with the remaining 29 candidates. Chief Minister Okram Ibobi Singh told IANS that the policy is to give tickets to the sitting MLAs. However, tickets were given to those who have a bright chance to win. Two-time winner, Okram Landhoni, Chief Minister Singh's wife, is not contesting the elections this time. A few weeks back she had announced her retirement to make room for her son Surjakumar. He was given the party ticket from the Khangabok constituency from where his mother won for two consecutive

terms. Okram Henry, a nephew of the chief minister, also got the party ticket for the Wangkhei constituency. The sitting Congress MLA Yumkham Erabot had joined the BJP. Rajen was given the Congress ticket in Heingang constituency. Thounaojam Shyamkumar, a TMC MLA, was one of the MLAs who had joined the Congress sometime back. The names of 60 candidates which were recommended by the state election committee was approved on Thursday by Congress President Sonia Gandhi. Congress leaders said that they are not expecting mass resignations as was the case with the BJP. The disappointed aspirants had resigned and joined some other parties. gress tickets in 41 seats. In case of the remaining seats, there is no dissatisfaction over the selection of the party candidates." In the 2012 elections, the ruling Congress faced a ban from six insurgent groups. There was bloodshed to drive home the message that the armed groups mean business. However, the Congress scripted political history by winning 42 seats, something never done by any other party. Besides, it is the only party which has been in power for three consecutive terms with Ibobi as the undisputed leader. No chief minister could even complete a five-year term before.

Nevertheless, Chingangbam believes life is too short for pessimism, particularly when surrounded by hatred, violence and conflict. At some point, he said, you have to choose your happiness and the happiness of others over despair. “Even when everything around me shatters, poetry and music have been the only constant things in my life,” he said. “I believe in music. It has taught me how to live life. So far, I’ve used music to tell my own stories. The children from ANTCP have changed my life.”

LONDON/tOKyO, FEbruary 3 (rEutErs): Toshiba Corp plans to withdraw from its lead role in projects to build nuclear plants in Britain and India, sources with direct knowledge of the matter said, marking a retreat as it wrestles with an imminent multi-billion dollar writedown. Such a move would leave Toshiba’s U.S.-based Westinghouse focused on the much narrower field of nuclear reactors and services, rather than civil engineering for nuclear power plants, or their construction, the sources said. But it would throw into question the future of a key plank in Britain’s plans to replace ageing nuclear reactors, and the future of India’s biggest nuclear project to date. Toshiba became one of the nuclear sector’s biggest players with the purchase of Westinghouse in 2006, the height of a short-lived boom. NEW DELHI, FEbruary 3 (rEutErs): Indian police have busted an internet scam in which around 650,000 people lost a combined 37 billion rupees ($549 million) after sending money to a company that promised they would earn cash by clicking on web links, police said on Friday. Police, who described the pyramid-style scheme as one of India’s biggest ever, said they had arrested three ringleaders on the outskirts of New Delhi, the capital, and seized more than 5 billion rupees ($74 million) from bank accounts. “They learned that if you give some money back to members, the investments would go up exponentially,” Amit Pathak, head of a police cyber crime unit in India’s populous northern state of Uttar Pradesh, told Reuters. The men ran a series of websites that promised would-be subscribers a chance to earn five rupees ($0.07) each time they clicked or liked web links sent to their mobile phones, police said. The unsuspecting investors each paid thousands of rupees into the company’s bank accounts to join the scheme, but the web links they received were fake. The company running the alleged scam had operated for years, but earned almost all the money over a few months from

Yesterday, violent mobs went on the rampage in the Nagaland capital vandalising and setting on fire government offices and vehicles, prompting deployment of five columns of army to bring the situation under control. "I have talked to the Director General, Assam Rifles and told him that the Nagaland Chief Minister and his residence have to be saved," Union Minister of State for Home Kiren Rijiju said. He also appealed agitating people to shun violence.

DImaPur, FEbruary 3 (mExN): With essentials running short due to the state wide bandh which entered its sixth day today, the border towns of Lahorijan and Khatkhati in Assam reaped benefits of the bandh in Dimapur as people rushed to these spots to stock up on essentials, including food and fuel and for withdrawal of money from ATMs. On Friday, vehicles with Nagaland state registration started lining up at the gas stations in these two places. Employees at the gas stations informed that vehicles from Nagaland started lining up since morning. The gas station at Lahorijan ran out of fuel by noon, while

NSUD demands free, fair enquiry into youths’ killing

NEW DELHI, FEbruary 3 (mExN): Naga Students’ Union Delhi (NSUD) today condemned the January 31 killing of two youths in Dimapur by police and “State repression and suppression of dissenting Naga masses,” while in the same breath decried the subsequent violence (not the intention) as equally condemnable “because the democratic and legitimate demands could have been sought…with sustained and peaceful means with tact, diplomacy and democratic forms of protests and demonstrations.” “Because, violence of the sort we have seen then gives the State the longer end of the stick with even more powers at its disposal, to use brute force to jus-

tify or further its agenda or purported ‘Constitutional obligation’ of conducting elections to ULB,” it added. In a press statement, the Union stated that the episodes following the killing of the two Naga youth and injuring of many and the consequent destruction of State (public) and “private” properties was an unnecessary and avoidable outcome. “The collateral damage in the destruction of properties by what may have been unleashed by a handful of misguided youth was disproportionate to the three demands that were partially met – the Urban Local Bodies (ULB) elections being declared null and void...” The NSUD maintained that no situation or circum-

stances, however grave they might be, warrant taking the lives of innocent and unarmed youth, who were merely expressing their democratic rights and aspirations as rights holders. It is the duty of the democratically elected and conscientious leaders in the Government to proactively and purposefully engage with all stakeholders on issues that have real or perceived ramifications, it stated. “The manner, haste and pace of the contents and processes leading up to the ULB elections and beyond, smacked of an ulterior motive or hidden agenda, even if there were none,” the students’ union further alleged. NSUD opined that

koHIma, FEbruary 3 (mExN): An emergency meeting of the DAN Legislature Party was held at the State Banquet Hall, Kohima on February 3 to take stock of the latest situation in Nagaland. According to the resolution of the meeting released to the media by the Chief Minister’s Office, the DAN Legislature Party expressed its deep regret and anguish at the death of two Naga youths, Khriesavizo Metha of Chiechama Village and Bendangnungsang of Aonukpo village, on the night of January 31 in the “unfortunate incidents of violence” in Dimapur and conveyed deepest condolences to the families of the deceased. The DAN Legislature Party also expressed serious concern at the violent incidents arising out of the opposition to ULB elections in the State, which is being spear-headed by various tribal bodies in Nagaland, the resolution added. It also endorsed and welcomed the State Government’s decision to nullify the entire process of the ongoing ULB elections in Nagaland. At the same time, the DAN Legislature Party acknowledged that “the recent exercise undertaken by the DAN Government to hold elections to ULBs in Nagaland with 33% women reservation was done with a good motive and intention to give better administration and development to our towns, and also to fulfil its con-

stitutional duties, and to implement the law of the land.” There was no intention to dilute the provisions of Article 371-A of the Constitution, but it was rather an attempt to protect it, the Party noted. While the DAN Legislature Party recognised the democratic right of anyone to protest or show their displeasure, it felt that this should be done only in a non-violent and democratic manner, the resolution said. Therefore, the DAN Legislature Party appealed to the people of the State to refrain from all kinds of violent agitations. Rio says allegations are totally false

DImaPur, FEbruary 3 (mExN): Member of Parliament (Lok Sabha), Neiphiu Rio today expressed shock at NPF Youth Wing accusing him of being the mastermind behind the current chaos in Nagaland and termed the allegation “totally false”. “It is ridiculous to blame somebody else for their own blunders. There is no doubt in the minds of the people that the State Government and NPF leadership is completely responsible for the total breakdown of law and order and their attempt to pass the buck holds no water,” Rio stated in a press statement. Noting that the need of the hour was for the Government to take the people into confidence, he accused the government of failing to do. “The NPF leadership should not talk about the people’s mandate as every right thinking citizen of the State knows whose mandate this Government is enjoying,” he added. “By blaming me or anybody else for the chaos which they have created, the NPF leadership is undermining the wisdom of the civil societies and tribal hohos. This is a mass people’s movement and it is based on the clarion call of the traditional institutions

and to say that Rio is responsible is completely untrue and exposes the mindset of the NPF leadership.” Rio recounted that in 2012, when he was Chief Minister, the tribal hohos, civil societies and mass based organisations had vehemently opposed the conduct of ULB elections in Nagaland on the pretext that doing so would infringe upon Article 371 (A) of the Constitution. “Heeding to the call of the people, the Nagaland Assembly instituted a Select Committee of which TR Zeliang was the Chairman and Dr. Shurhozelie was a member amongst other members. This committee recommended to the Assembly to move a resolution not to conduct ULB elections as it would infringe upon Article 371 (A). Accordingly the Nagaland Assembly passed a unanimous resolution, supported by even the opposition, rejecting conduct of the elections and implementation of reservations for women,” he said. After Rio’s departure, according to the statement, the State Government made its intention clear that it would conduct ULB elections which was opposed by the civil societies, traditional institutions and tribal hohos. “The hohos made appeals

On the eve of the assembly session too, the hohos had issued ultimatum and warning to the government, but it apparently fell on deaf ears and a resolution was passed in the assembly revoking the 22nd September, 2012 resolution against the wishes of the people and passed a resolution accepting Part IXA of the Constitution for 33 percent reservation on 24th November, 2016.” Even after the resolution was passed, different sections of Naga society voiced their resentment and appealed to the government to do a rethink. However, it said, the State Government issued notifications to conduct the elections to which the masses responded with peaceful protests and agitations. “The State Government instead of initiating dialogue and understanding by taking the people into confidence decided to undertake the path of confrontation and antagonized all the sections.” It further reminded that the civil societies welcomed the mediation of the Church and signed an agreement with the State government to withdraw the agitation with the State government assuring that it would postpone the ULB

elections, “but to everyone’s surprise the Government went back on its word and once again betrayed the commitment, including the Church.” This, he said, resulted in final provocation of the people causing deaths of two persons and injury to dozens in police firing. Stating that he has regard for the rank and file of the NPF, especially the youth, as they all belong to the same party, Rio asserted he does not believe that “the committed cadre of the party will issue such a press statement blaming me and even the civil societies and hohos for the crisis. Rather it is the NPF leadership which has misled the party to make such utterances.” He also clarified that this statement was not issued against anybody, but it is aimed at bringing out the factual position of the decision taken during his tenure as Chief Minister “when we passed a resolution to protect Article 371(A) by listening to the voice of the people, whereas the present government had revoked the Assembly resolution of 22nd September, 2012 and passed a resolution on 24th November, 2016 against the wishes of the people which has resulted in bloodshed and loss of precious lives.”

"Smoking tobacco, in any form, is a major risk factor for lung cancer. Passive smokers are also at risk," says Dr Raj K. Shrimali, consultant radiation oncologist, Tata Medical Center, Kolkata. Avoiding tobacco smoke at any age significantly lowers the risk. "Other risk factors include diesel exhaust-even radon and asbestos (if working in an associated industry)," adds Shrimali. LOOK OUT FOR persistent cough, hoarseness or wheezing, shortness of breath, sputum streaked with blood, weight loss and chest pain. Diagnosis X-ray, followed by a CT scan and a biopsy. Rx "Once diagnosed, it is classified into non-small cell and small cell lung cancer. The former is more common-surgery is suggested for early stages (I & II); radiation therapy and chemotherapy may be used after surgery to kill micrometastatic cells. These are also typically the first-line treatments, for advanced tumours when surgery isn't feasible," says Dr Ullas Batra, a consultant medical oncologist at Delhi's Rajiv Gandhi Cancer Institute and Research Centre. Targeted therapy with drugs such as erlotinib and crizotinib (for EGFR mutation) and geftinib (for ALK+ mutation), usually used in stage IV, can work remarkably well in some patients. "Small cell lung cancer spreads rapidly. Chemotherapy is the mainstay of treatment. However, in patients with limited stage disease, radiation therapy must be added to chemotherapy early for better control (most cases) or cure (14 per cent cases)," adds Shrimali. Good to Know The symptoms of lung cancer and TB being similar, a large number of patients are put on antitubercular treatment for six to nine months, by which time the cancer has usually advanced, says Shrimali. Do get a second opinion, especially if you smoke. Mouth Cancer "Tobacco (both chewed and smoked), betel nut (paan masala) and alcohol are the top risk factors for this aggressive, but avoidable, cancer. Tobacco and alcohol are synergistic and potentiate each other's actions," says Dr Deepak Sarin, head and neck onco surgeon at Medanta-The Medicity, Gurgaon. Some mouth cancers, however, have no identified causes. LOOK OUT FOR difficulty and pain in swallowing, pain in the mouth or pain/lump in the neck. "Since there is no effective screening

programme to catch it early, watch out for tell-tale signs like a mouthulcer that doesn't heal in over three weeks or a white/red patch inside the mouth or lips, especially if you use tobacco or drink heavily," says Dr Moni Abraham Kuriakose, professor and director, surgical oncology, Mazumdar Shaw Cancer Centre, Narayana Health City, Bengaluru. Diagnosis Outpatient biopsy Rx "Surgery is the primary treatment modality. Radiation therapy and chemotherapy are adjuncts," adds Kuriakose. Good to Know Swallowing and speech therapy along with psychological counselling may be needed to help overcome post-surgery challenges, says Sarin. Prostate Cancer It develops in the prostate, a gland of the male reproductive system. Experts attribute the steady rise in cases of prostate cancer in the past decade to the availability and awareness about the PSA (prostatespecific antigen) test. Risk increases with age, typically striking after age 60, as does family history, according to Dr Sudhir Rawal, medical director and chief of surgical gynae urooncology at Rajiv Gandhi Cancer Institute and Research Centre. LOOK OUT FOR low urinary tract symptoms (LUTS). "In early stages patients may not show symptoms. But as the cancer progresses, patients may display LUTS: increased frequency, urgency, pain, poor stream, terminal dribbling and incomplete voiding. In very advanced stages, it can cause back pain and weakness in the lower limbs," says Dr Abhay Kumar, consultant urologist and uro-oncologist at Narayana Superspeciality Hospital, Kolkata. Diagnosis Clinical examination via the PSA test, an MRI and biopsy. "Once diagnosed, patients are classified into high-, intermediate- and low-risk groups. Treatment is chosen based on age and risk category," says Rawal. Rx An 80-year-old low-risk patient may not be advised follow-ups with the doctor, as his chance of dying from prostate cancer is negligible. Typically, surgery (removal of the prostate) or radiation therapy with hormone treatment is used for low- and intermediate-risk scenarios. Diagnosis Screening tests include Pap smear, HPV DNA test and VIA. Confirmation is done through colposcopy and biopsy. Rx Precancerous lesions can be treated by simple OPD procedures like cryotherapy, cold coagulation and LEEP. Cancer in the early stages is treated using surgery or radiation. In advanced stages, radiation with or without chemotherapy or advanced chemotherapy is used. Good to Know "Pap smear or a liquid-based Pap test can catch pre-cancerous lesions. Since precancerous stage of cervical cancer could last up to 15 or even 20 years, these simple tests can save lives. Ideally, screening should start at the age of 21 (depending upon sexual acti-vity). An HPV test is recommended in combination with a Pap test from the age of 30 years. Screening should be repeated every one to two years. However, if three consecutive smears are negative, the interval between the screenings can be increased to five years," says Dr Rupinder Sekhon, senior consultant, gynae-oncology, Rajiv Gandhi Cancer Institute & Research Centre, New Delhi. "HPV vaccine protects against HPV types 16 and 18, responsible for over 80 per cent cervical cancer cases in India," says Dr Neerja Bhatla, professor, department of obstetrics and gynaecology, AIIMS, New Delhi, and chairperson, committee for gynaecologic oncology, International Federation of Gynecology and Obstetrics (FIGO). It is recommended for young girls (aged 10 to 14 years, especially before initiation of sexual activity). At this age, two doses at 0 and six months are sufficient. "Don't skip your Pap smear even if you have taken the vaccine as it doesn't protect against all strains of the virus," she adds.

Breast Cancer The incidence of breast cancer is on the rise. However, it is one of the curable cancers if detected early. Detected and treated in Stage I, the survival rate is over 90 per cent. The cancer is categorized depending on the tumour size, grade (how fast the tumour is likely to grow) and stage (how far the tumour has spread). You can screen for breast cancer yourself by doing a breast self-examination (BSE) regularly after age 20. Mammography is advised for screening after ages 40 or 50, depending on risk factors. LOOK OUT FOR any changes such as redness, discharge and feel for lumps. Follow BSE with an evaluation by a gynae every few years up to age 50. If you have a family history of breast cancer, you may need frequent monitoring. Diagnosis Doctor-performed physical examination to look for any abnormality, followed by ultrasound, mammography and/or MRI. FNAC (fine-needle aspiration cytology, a diagnostic procedure) is used to confirm malignancy. "All breast cancers are not the same. There are about 20 different types, each of which behaves differently. So receptor tests (such as oestrogen receptor assay test, progesterone receptor assay test, HER2 assay test) are also done as part of the diagnostic process to ascertain the type of cancer and choose the most effective medication," explains Rosina Ahmed, senior consultant, breast onco surgery at Tata Medical Center, Kolkata. Good to Know "In about 10 per cent of ovarian cancer cases a genetic mutation called BRCA1 and BRCA2 is responsible," says Dr Shalini Rajaram, director and professor at UCMS and GTB Hospital, Delhi. Genetic tests are recommended in appropriate cases as they provide information useful for the further management of the patient and also for assessment of cancer risk in family members like children and siblings. Other risk factors include age (being above 60 or younger in the case of some Indian women), early onset of periods, late menopause, not having children or having been treated for infertility. Your Defence Plan Recent research led by a team at Stony Brook University, US, and published in the journal Nature found that environmental factors and behaviour account for 70-90 per cent of cancer cases. Here are healthy habits that can keep you safe. Ban tobacco in all forms. According to the WHO, it is the single greatest avoidable risk factor for cancer mortality worldwide. Say no to tobacco in all forms including e-cigarettes. "While the data to establish the link between e-cigarettes and smoking is insufficient, studies show that toxic and carcinogenic components are just about half the level below conventional smoking, based on duration and intensity of vaping," says Dr Manu Raj Mathur, associate professor and senior research scientist at Public Health Foundation of India, New Delhi. Passive smoking is dangerous too. "Non-smokers who live with a smoker and inhale second-hand smoke increase their risk of lung cancer by 20-30 per cent," Mathur adds. Drink moderately; choose red wine over others. Alcohol contains nitrosamine-a carcinogen that ups the risk of cancers of the oropharynx, oesophagus, stomach, colorectum, liver and urinary bladder, says Dr S. H. Advani, senior consultant, medical oncology, Fortis Hospitals, Mumbai. Load up on fresh fruits and vegetables. "Fruits and vegetables are rich in cancer-fighting antioxidants. They are also loaded with fibre, which helps to pass toxins out of your system through your stool," says Advani. In fact, a diet low in fruits and vegetables is linked with a higher incidence of colon cancer. Get five servings a day to stop cancer. Switch to organic produce to dodge harmful chemicals and pesticides. Stay physically active. Regular exercise has a positive

effect on hormones. Balanced hormone levels help protect against cancer. Besides, staying physically active will help you lose weight. Being overweight is a big risk factor for several cancers. The American Cancer Society recommends at least 30 minutes a day of dedicated exercise above and beyond the usual activities of daily life five or more days a week to reduce cancer risk. Aim to keep your BMI between 18.5 to 25 kg/m2. Breastfeed for safety. Breastfeeding can provide some protection against uterine, cervical, ovarian and breast cancer. In fact, a 2015 study published in the US-based Journal of the National Cancer Institute stated that women who breastfed their babies had a 30 per cent lower risk of recurrence and those who breastfed for at least six months or more conferred a slightly larger reduction in risk. "Having children before the age of 30 can also reduce your risk of getting breast cancer," adds Dr Ramesh Sarin. Don't forget water. Drinking plenty of water may reduce the risk of bladder cancer by diluting the concentration of cancer-causing toxins in urine and helping to flush them out quickly. Drink at least eight cups (about two litres) of liquid a day, suggests the American Cancer Society. Breakthroughs to Defeat Cancer Cancer research made more progress in the last year. Here, some of the big ones to watch out for. Ocean-floor cure Scientists at the Weizmann Institute of Science in Israel, in collaboration with Steba Biotech, have developed a new treatment, 'vascular-targeted photo-dynamic therapy' (VTP) using a light-sensitive drug WST11, derived from the ocean bacteria. Men with low-risk prostate cancer (early and localized) could benefit from this drug. When injected into the bloodstream and activated with laser, it destroys tumour tissue, while leaving the healthy tissue unharmed. Research published in The Lancet Oncology found that two years after the treatment, 49 per cent of 413 patients with low-risk prostate cancer went into complete remission compared with 13.5 per cent in the control group who were given no treatment. Lifesaving DNA tests DNA tests (treatment based on targeted gene sequencing or using the patient's whole genetic profile) can shrink tumours at six times the rates of conventional medicine. This is the first major study that examined the advantages from treatments based on genetic profiling. Experts think that treatment on the basis of DNA tests could become the norm in the next five years. Just a blood test Last year, Australian and French scientists got closer than ever before to creating a blood test for breast cancer detection. They discovered that the presence of isotopes carbon-13 and nitrogen-15 in certain proportions in a tissue sample can reveal whether the tissue is cancerous or not. It may still be several years away from being used in hospitals, but the test can help with ongoing monitoring as well as detect breast cancer. Afghan girls fight prejudice with martial arts

n a snowy mountaintop to the west of Kabul, a group of Afghan girls practise the flowing movements of Wushu, a sport developed from ancient Chinese kung fu martial arts, stretching and bending and slashing the air with bright swords. In a country where women's sport is severely restricted, the Shaolin Wushu club in a part of Kabul that is home to the capital's Hazara ethnic community, is a rare exception. Sima Azimi, the 20-year-old leading the practice session, says Wushu teaches self-defence, but just as important, "it's really effective for body and soul". She learned the sport in Iran, where she won a gold and bronze medal in competition, and she has been teaching in Kabul for about a year, encouraged by her father, with whom she trains at the

club's gym. "I am working with Afghan girls to strengthen their abilities and I love to see Afghan girls improve the way other girls have improved in the world," she said. "My ambition is to see my students take part in international matches and win medals for their country." Martial arts of all kinds are popular in Afghanistan, but it is a notoriously hard country for women, and the girls of the Shaolin Wushu club face regular harassment and abuse in addition to the normal dangers of life in Kabul. "The biggest challenge we faced is insecurity," said 18-year-old Zahra Timori. "Most of the time, we can't go to the club due to insecurity." Her friend Shakila Muradi said she hoped that sport could help create a more peaceful climate in Afghanistan in defiance of the daily reality the girls face. "There are many people harassing us

but we ignore them and follow our goals," she said. When possible, training goes on in a gym dominated by a poster of Hussain Sadiqi, a Hazara martial arts champion who fled to Australia in 1999 and later worked as a film stuntman. So far, all the girls in the club are Hazara, a Persian-speaking, mainly Shi'ite group who have faced a series of attacks claimed by Islamic State militants over the past year. Their generally more liberal social traditions give the girls more room to move outside the home and practise sports but Sima's father, Rahmatullah Azimi says he hopes to see girls from other ethnic groups join in as well. He said he worries about his daughter's safety but said it was a joy to see her train other girls. "I am really happy that I helped, encouraged and supported Sima," he said.

What exactly is Management about? Is it necessary only for large corporate companies? Is it required only for private enterprises or for businesses only? These are some thoughts that may cross the minds of many. However, we opine that these are only a part of the wide area of management. In this series of short papers, C-Edge College with the initiative of Management Department will draw out and illustrate the necessity and applications of management skills & its studies.

I

n my eight years teaching experience in Nagaland, I have come across various instances where most people have hesitation, uncertainty and even regrets (for not being able to study it because of no proper guidance or lack of knowledge about the existence of the subject) when it comes to management studies. But, let me tell you, I always find it a great joy to explain and enlighten them about the benefits and significance of studying management. For me, such occasions have become a normal routine especially here in our state. Because, let’s face it: management is relatively a new discipline, or shall I consider it as ‘a new subject’ from the perspective of our state curriculum, and it is quite fair for people to have doubts about it. Hence, this will be a continuation of my passion to share with those who would want to know more about the importance of studying management. Management can be studied in the under graduate level (in many institutions) as BBA (Bachelor of Business Administration) or in some universities as BBM (Bachelor of Business Management). It can be studied further in the post graduate level which will be known as MBA: (Masters of Business Administration). These are professional courses and have the same relevance as any other courses like BA, B.Sc., B.Com or MA, M.Sc., M.Com. Etc. Students from any discipline with 10+2 qualification can study BBA. Similarly, students with degree qualification in any discipline including BBA can study MBA through such entrance exam as MAT, ATMA, IBSAT, XAT, CAT, etc. One main feature which can differentiate management studies from others is: within the three years degree course or two years post graduate course, the stu-

dents get to study different optional subjects from other disciplines too in addition to the major management subjects. It is very interesting to know that management courses/ programmes have subjects which touch on varying areas such as from psychology to economics, to simple mathematics, to computers, to communication, to law. Together with that, as of now, according to the Nagaland University syllabus, students can avail specialisation from any two of the three major management subjects: Marketing Management, Financial Management & Human Resource Management.

The course itself in theory as well as in practical brings out the proficiency disciplinary attitude in one. Coincidently, recently, I read a book titled as ‘Vote of Confidence’. The author Aashti Bhartia through personal interviews, constituency visits and interactions with the managers and various people within the politicians’ circle drew a picture of around 17 of India’s upcoming young politicians. The most striking point that I came across in the book was that most of these young politicians have management degrees with work experiences in various multi-national companies. These young politicians show the competencies and efficacy in running their constituencies, ministerial departments and so on. It is observed that apart from their personal attributes, it was the impact of their educational discipline and work experiences which probably made them stand out from their other counterparts. Similarly, I would also like to stress that management skills are used not only in the business environment but it can be used on a day to day basis of a person’s life. Management studies allow an individual to understand every aspect that makes up the organisation – whether government or private; and also the processes involved in different decision making at every level. This ultimately ensures that one is capable of making the right decisions in times of crisis and uncertainty, or even, can help better predict future crisis. Most importantly, management studies impart the people skill (managing people) which is necessary and vital in every aspect of a human life.

very January, I do a digital tuneup, cleaning up my privacy settings, updating my software and generally trying to upgrade my security. This year, the task feels particularly urgent as we face a world with unprecedented threats to our digital safety. We are living in an era of widespread hacking and public shaming. Don’t like your political rivals? Beg Russia to hack them, and their emails mysteriously show up on Wikileaks. Don’t like your exspouse? Post a revenge porn video. Don’t like your video game opponents? Find their address online and send a SWAT team to their door. And, of course, the US government has the capability to do even more. It can spy on much of the globe’s Internet traffic and has in the past kept tabs on nearly every American’s phone calls. Like it or not, we are all combatants in an information war, with our data under constant siege. So how can ordinary people defend themselves? The truth is you can’t defend everything. But you can mitigate threats by reducing how much data you leave exposed for an intruder to grab. Hackers call this minimizing your “attack surface.” The good news is that there are some easy steps you can take to reduce the threat. Here is what I am doing this year: Updating Software Every year, I ditch old buggy software that I don’t use and update all the software that I do use to its most current version. Exploiting software with known holes is one of the ways that criminals install ransomware — which holds your data hostage until you pay for it to be released. Making Passwords Longer This year, I’m working to lengthen my passwords to at least 10 characters for accounts that I don’t care about and to 30 characters for accounts I do care about (email and banking). After all, in 2017, automated software can guess an eightdigit password in less than a day. Most importantly, don’t re-use passwords. You don’t have to think of unique passwords yourself — password management software such as 1Password, LastPass will do it for you. EFF technologist Jacob Hoffman-Andrews makes a very good case for password management software being the best defense against a phishing attack. (Phishing is how the email of John Podesta, Hillary Clinton’s campaign chairman, got hacked).

Securing Communications The good news is that it’s never been easier to send encrypted text messages and make encrypted phone calls on the phone apps Signal and WhatsApp. However, please note that WhatsApp has said it will share users’ address books with its parent company, Facebook, unless they opted out of the latest privacy update. Of course, people who receive your

E messages can still screenshot and share them without your permission. On Signal you can make it slightly harder for them by setting your messages to disappear after a certain amount of time. In WhatsApp, you can turn off cloud backups of your chats, but you can’t be sure if others have done the same. Protecting Mobile Web Browsing The websites that you browse are among the most revealing details about you. Until recently, it was hard to protect mobile web surfing, but this year there are a lot of good options for iPhones. You can use privacy protecting standalone web browsers such as Brave or Firefox Focus, or install an add-on such as Purify that will let you browse safely on Safari. In an excess of excitement, I’m currently using all three! Of course, blocking online tracking also means blocking ads. I hate to deny worthy websites their advertising dollars, but I also think it’s unfair for them to sell my data to hundreds of ad tracking companies. Brave is building a controversial system that pays publishers for users’ visits, but it remains to be seen if it will work. In the meantime, I try to subscribe or donate to news outlets whose work I admire.

Reconsidering Installing Cameras and Microphones at Home As Internet-enabled devices — ranging from smart hairbrushes to voiceactivated speakers — invade the home, criminals are finding new ways to penetrate their defenses. Hackers have spied on women through the women’s webcams and used networks of online cameras and other devices to bring down the Internet in Liberia. Like many people including the Pope and Facebook CEO Mark Zuckerberg, I have covered the cameras on my computers with stickers and magnetic screens to avoid peeping Toms. But until device makers heed the Federal Trade Commission’s security recommendations for internet-enabled devices, I won’t introduce new cameras and microphones into my home.

Dropping Dropbox You wouldn’t leave your most sensitive documents in an unlocked filing cabinet, so why do you keep them in cloud services such as Google Drive and DropBox? Those companies have the keys to unlock your files. One option is to password protect your files before uploading them. But I prefer a cloud service that encrypts for me. In my usual overkill approach, I’m using Sync.com to synchronize files and SpiderOak for backup.

Opting Out of Data Brokers Fears that President Donald Trump might build a Muslim registry prompted thousands of Silicon Valley tech workers to sign a pledge stating that they wouldn’t participate in building any databases that profile people by race, religion or national origin. But only three of the hundreds of data brokers that sell lists of people have affirmed that they would not participate in a registry. Two other data brokers told a reporter that the price for such a list would range from about $14,000 to $17,000. It’s not easy to remove personal data from the hundreds of data brokers that are out there. Many of them require you to submit a picture of your photo ID, or write a letter. But if you do it — as I did two years ago — it is worth it. Most of the time when a new data broker emerges, I find that my data is already removed because I opted out from the broker’s supplier. I compiled a list of data broker optouts that you can use as a starting point.

Deleting Some Data Consider whether you really need to store all your old emails and documents. I recently deleted a ton of emails dating back to 2008. I had been hanging onto them thinking that I might want them in the future. But I realized that if I hadn’t looked at them until now, I probably wasn’t going to. And they were just sitting there waiting to be hacked.

ver wondered why the sound of people chewing food, breathing off, a pen clicking repeatedly irritate you? It may be because of an abnormality in the emotional control mechanism which causes the brain to go into overdrive on hearing such trigger sounds, say researchers led by one of Indian-origin. The findings showed that the brains of people with such condition -- known as misophonia or hatred of trigger sounds -showed a physical difference in the frontal lobe between the cerebral hemispheres -- with higher myelination in the grey matter of ventromedial prefrontal cortex (vmPFC). “For many people with misophonia...for the first time we have demonstrated a difference in brain structure and function in sufferers,” said Sukhbinder Kumar at Newcastle University in Britain. Further, the study, published in the journal Current Biology, also showed abnormal connections between this frontal-lobe area and an area called the anterior insular cortex (AIC) -- known to be involved in processing emotions and integrating signals both from the body and outside world. In misophonic participants, the trigger sounds increased activity in both brain areas, while in normal participants, the increase was seen only in the AIC, not in the frontal area. This reflects an abnormality of a control mechanism between the frontal lobe and AIC, the researchers said. “We now have evidence to establish the basis for the disorder through the differences in brain control mechanism in misophonia. This will suggest therapeutic manipulations and encourage a search for similar mechanisms in other conditions associated with abnormal emotional reactions,” added Tim Griffiths, professor at Newcastle University. The trigger sound was also found to evoke a heightened physiological response with increased heart rate and sweating in people with misophonia, the researchers noted.

Message from the youths

hile we proclaim to be a Christian State we tend to showcase the best examples of being Christians to the rest of the country and the world. If people around the world search 'Nagaland' in Google, they will be shocked to see mostly negative, sad, horrifying images of hatred and violence. Is this how we want to portray ourselves to the world? We the younger generation should thank our leaders for cursing us with the sad reality we live in today. We are even ashamed to say we are from Nagaland if we go out of the State because now people know about Nagaland not for good, positive things but only for sad and depressing things. How did our elders manage to turn our beautiful State into such a sad place to live in? Youths today are deeply saddened and frustrated by the manner in which our leaders are leading this generation into our darkest ages. While students are preparing for the most important exams, we have seen how their minds are totally disturbed with all the hatred and violence around them. Instead of acting like responsible leaders and sitting down to resolve issues, our leaders on both sides - The Government and our Tribal leaders allowed our youths to solve their political problems out in the streets with violence and even fuelled by alcohol thereby leading to the loss of two precious souls. Even after their death, instead of giving them a burial, it was heart breaking to witness how we the Christians still continued to use their dead bodies in this political conflict. As a forum of young intellectual Nagas who will soon manage the affairs of our State, it is our appeal to the leaders of today to stop hating one another simply because we belong to different tribes, political parties etc so that we can be easily divided and ruled but to open our eyes and minds to start working towards unity and a brighter future for our generation. In Punjab, jobless youth take a chance with anti-establishment party AAP

TeONa, February 3 (reuTerS): Twenty seven-year-old Rupinder Kaur Ruby is a political novice but her message is clear: jobs for young people. Grabbing the microphone, the law student tells a few hundred supporters in a dusty village square in Punjab that the ruling parties have failed them. "Punjab is not in a good place. And the youth are the most affected. They want to fight back," she said, raising her fist to cheers, as the crowd covered her in garlands before heading off to canvass for votes in a state election on Saturday. CBSE discontinues open-book exams for class IX and XI New Delhi, February 3 (PTi): Two years after it was introduced, CBSE has decided that students of class IX and XI can no longer carry textbooks to examination halls from this academic year as, the board said, this practice was hindering development of students' critical abilities. The Central Board of Secondary Education has decided to discontinue Open Text Based Assessment (OTBA) as negative feedback has been received from schools about the system, board officials said. "Based on discussion with various stakeholders the board has decided to withdraw OTBA from the Scheme of Studies in Classes IX and XI from the Session 2017-18 after we got feedback from schools that the system was hindering the development of critical abilities of students," a senior board official said. OTBA was introduced by CBSE in Class IX for Hindi, English, Mathematics, Science and Social Science and final examination of Class XI in a few subjects such as Economics, Biology and Geography from March, 2014. Under OTBA, students were provided text materials four months in advance and they were allowed to carry the case studies during the examination. The students were allowed to refer to their notes or textbooks while answering questions. The focus was not on rote-learning, but on applying that information critically.

Minors rescued from child marriage in Hyderabad hyDerabaD, February 3 (PTi): Police today rescued a minor boy and girl after their marriage was allegedly performed at Pedda Amberpet here on February 1 by their parents. The boy aged 16 and the girl 13 have been rescued following the alleged marriage and their parents have been taken into custody after they were found performing other customary rituals, said a release issued by Rachakonda police commissionerate today. Both the children will be sent to rescue home after producing them before Child Welfare Committee, the release said, adding a case is being registered under Child Marriage Prohibition Act.

Toddler moves NGT against air, noise pollution by school New Delhi, February 3 (PTi): A toddler, along with her mother and grandmother, has approached the National Green Tribunal alleging noise and air pollution due to the activities of a reputed private school here operating in a residential area, causing health problem to the residents. The residents of Ashok Vihar Phase-IV sought shifting of DAV Public School from the residential colony and direction to the Ministry of Environment and Forest and various authorities, including DDA and Delhi Police, to restrain the institution from using loud speakers, bell whistles, amplifiers and drums. After giving a brief hearing to the petitioners, a bench headed by NGT chairperson Swatanter Kumar issued notice to the ministry, Delhi Police, the Central Pollution Control Board, the Delhi Pollution Control Committee, DDA and the school on the plea. The bench sought response of all the respondents on the plea and listed the matter for further hearing on March 8. Advocate Isha Malhotra Chavan, representing the toddler, a 21-month-old girl, along with her mother Dr Parul Sharma, claimed that due to the noise and air pollution caused by the school, she was suffering from irritability and sleep disorder. She was also lacking playing area. Advocate Meena Chaudhary Sharma, Dr Sharma's mother, argued that the residents have made several complaints to the police and the pollution board against the school's activities but in vain. Advocate Meena Sharma, who appeared before the tribunal in a wheelchair, said she was a patient suffering from diabetes and disturbed sleep pattern and cannot rest in her house due to the noise coming from the school the whole day.

Bill in LS to make holding of scrapped notes punishable New Delhi, February 3 (PTi): Government today introduced in Lok Sabha a bill that provides for holding, transfer and receiving of old Rs 500 and Rs 1000 currency notes a criminal offence, punishable with a minimum fine of Rs 10,000. The Specified Bank Notes (Cessation of Liabilities) Bill, which seeks to end the liability of RBI and the government on the currency notes demonetised in November last, was introduced by Finance Minister Arun Jaitley amid stiff opposition by Trinamool Congress, which called it "illegal" and "anti-national". Once passed by Parliament, the bill will replace an ordinance promulgated on December 30 last which provides for a fine of Rs 10,000 or five times the cash held, whichever is higher, on holding of more than 10 banned 1,000 and 500 Rupee notes.

The bill states that the government took the demonetisation decision on the recommendations of the RBI's central board to eliminate unaccounted money and fake currency notes from the financial system. Apart from aiming at ceasing the liability on old notes, the bill also provides that an Indian citizen, who was outside the country between November 9 and December 30, will be entitled to tender the demonetised noted within the grace period under rules provided by the RBI. It also prohibits the holding, transferring or receiving of these notes from December 31, 2016. It also seeks to impose penalty for contravention of the ordinance, which it will replace, and to confer power upon the court of a first class Magistrate to impose penalty. The ordinance provided for amend-

ing the Reserve Bank of India (RBI) Act, 1934 to provide legislative support for extinguishing the central bank and government's liability on the demonetised banknotes that are not returned. "The main objectives of the ordinance are to provide clarity and finality to the liability of the RBI and the Government of India for the specified bank notes (of 1,000 and 500); to provide an opportunity to those persons who were unable to deposit the SBNs within the time provided; and to declare holding, transferring or receiving SBNs as illegal, with provisions for penalty for contravention of any of the provisions of the Ordinance," it said. Those keeping the junked notes for "study, research or numismatics" purposes would be exempt from penalty provided they hold not more than 25 number of such notes irrespective of the denomination. .

Can't rule out more surgical strikes: Rajnath New Delhi, February 3 (iaNS): Home Minister Rajnath Singh said India may go for more cross-border surgical strikes, if the need arises, to safeguard its territories. On September 29 last year, Indian Army commandos carried out crossborder raids deep inside Pakistan-administered Kashmir to destroy the militant launch pads, some 10 days after militants attacked an army base in Uri on September 18. Malaria causing superbugs can enter India, warns scientist beNgaluru, February 3 (iaNS): Detection of malaria parasites resistant to the frontline artemisinin (ART) combination therapy in some south Asian countries should worry India, Govindarajan Padmanabhan a top biochemist and malaria researcher at the Indian Institute of Science here has warned. "Africa and India can as well be the superbug's next destination and, if it spreads, this will pose a disaster," Padmanabhan said adding: "Sri Lanka is supposed to be malaria-free and it too should start worrying." The British journal "Lancet Infectious Diseases" had recently reported that P. falciparum malaria parasites resistant to both ART and its widely used partner drug, piperaquine, are now spreading quickly throughout western Cambodia, southern Laos and northeastern Thailand. The study, by researchers at Mahidol University in Thailand and Oxford University, warned that "the consequences of resistance spreading further into India and Africa could be grave if drug resistance is not tackled from a global public health emergency perspective". Artemisinin, also known as qinghaosu -- extracted from the "Artemisia annua" plant -- is a powerful and perhaps the only really effective anti-malarial at present. But because ART has a very short half-life, the World Health Organisation had insisted that it should only be used as a combination with another long-acting anti-malarial. Thus came the combination therapies: ART-lumefantrine, ART-meflaquine, ART- Sulfadoxine/pyrimethamine (ART-SP) and Dihydroartemisinin-piperaquine (DHA-PPQ). Padmanabhan said that over the years, the malaria parasite had developed resistance even to many combination therapies, except DHA-PPQ, that had remained very effective. The ART-curcumin combination is unique, with potential advantages over the known combination therapies, Padmanabhan said. In trials carried out on mice, three oral doses of curcumin following a single injection of artemisinin to infected mice were able to ensure almost 100% survival of the animals. In addition to having a direct killing effect as an anti-malarial, curcumin is also able to prime the immune system against malaria parasites in mice "rendering the combination to act like a therapeutic vaccine", Padmanabhan said. "Thus, this combination has unique potential to prevent parasite recrudescence and relapse. Besides it is cheap and no resistance against it is known since it is a dietary supplement."

70% cancer patients in India consult doctor at terminal stage New Delhi, February 3 (iaNS): India continues to remain the largest contributor to cancer deaths at 2.2 million every year, of the global figure of 8.8 million, mainly due to 70 per cent of cancer patients consulting the doctor at the terminal stage, say doctors. As the disease initially does not present itself, doctors said that rural India suffers the most as at least 70-80 per cent of patients do not even approach hospitals at the end stage. "In the hinterland diagnosis is always late and if diagnosis is late then cancer related surgeries are done late. Cancers of the prostate, which is the second most common in India, do not lead to pain, the basic

symptom of cancer, leading to late diagnosis," said S.P Yadav, a urology surgeon and Managing Director of Gurgaon-based Puspanjali Hospital. Yadav, who gets 40 prostate cancer cases every year, said in many cases people even in their late 50s and 60s do not approach hospitals despite suffering from prostate cancer for 7-8 years. The result is that the cancer get advanced. According to doctors, at advanced stages only 30 per cent of the cases can be cured. However, they too have a chance of relapse. "Those who approach in the first stage of cancer most often have 85 per cent chances of cure; in stage 2,

North Korean defector sees ‘crack in elite’ in report of minister’s dismissal

SEOUL, FEbrUary 3 (rEUtErS): North Korea has dismissed its minister of state security, a key aide to the reclusive state’s young leader, Kim Jong Un, South Korea said on Friday, in what a high-profile defector said would be another sign of a “crack in the elite” in Pyongyang if true. Kim Won Hong was removed from office as head of the feared “bowibu”, or secret police, in mid-January apparently on charges of corruption, abuse of power and human rights abuses, Jeong Joon-hee, South Korea’s Unification Ministry spokesman, said, confirming media reports. Jeong did not say how the South knew of Kim’s ouster. But he said there could have been further dismissals in the North where the ruling Workers’ Party’s powerful Organisation and Guidance Department was investigating the ministry of state security. “There is always a possibility that purges continue as part of constantly strengthening power,” he told a briefing, adding punishment for Kim could be more severe depending on the outcome of the investigation, but he had been dismissed and demoted from the rank of general to major general. SEOUL, FEbrUary 3 (rEUtErS): U.S. President Donald Trump’s defence secretary warned North Korea on Friday of an “effective and overwhelming” response if it chose to use nuclear weapons, as he reassured South Korea of steadfast U.S. support. “Any attack on the United States, or our allies, will be defeated, and any use of nuclear weapons would be met with a response that would be effective and overwhelming,” Defense Secretary Jim Mattis said at South Korea’s defence ministry, at the end of a two-day visit. Mattis’ remarks come amid concern that North Korea could be readying to test a new ballistic missile, in what could be an early challenge for Trump’s administration. North Korea, which regularly threatens to destroy South Korea and its main ally, the United States, conducted more than 20 missile tests last year, as well as two nuclear tests, in defiance of U.N. resolutions and sanctions. The North also appears to have also restarted operation of a reactor at its main Yongbyon nuclear facility that produces plutonium that can be used for its nuclear weapons program, according to the U.S. think-tank 38 North. “North Korea continues to launch missiles, develop its nuclear weapons program and engage in threatening rhetoric and behaviour,” Mattis said. North Korea’s actions have prompted the United States and South Korea to respond by bolstering defences, including the expected deployment of a U.S. missile defence system, known as Terminal High Altitude Area Defense (THAAD), in South Korea later this year. The two sides reconfirmed that commitment on Friday. China, however, has

objected to THAAD, saying it is a direct threat to China’s own security and will do nothing to bring North Korea back to the negotiating table, leading to calls from some South Korean opposition leaders to delay or cancel it. Chinese Foreign Ministry spokesman Lu Kang reiterated China’s opposition, which he said would never change. “We do not believe this move will be conducive to resolving the Korean peninsula nuclear issue or to maintaining peace and stability on the peninsula,” Lu told a daily news briefing in Beijing. South Korean Defense Minister Han Min-koo said Mattis’ visit to Seoul - his first trip abroad as defence secretary - sent a clear message of strong U.S. support. “Faced with a current severe security situation, Secretary Mattis’ visit to Korea ... also communicates the strongest warning to North Korea,” Han said. Once fully developed, a North Korean intercontinental ballistic missile (ICBM) could threaten the continental United States, which is about 9,000 km (5,500 miles) from North Korea. ICBMs have a minimum range of about 5,500 km (3,400 miles), but some are designed to travel 10,000 km (6,200 miles) or more. Former U.S. officials and other experts have said the United States essentially has two options when it comes to trying to curb North Korea’s fast-expanding nuclear and missile programs - negotiate or take military action. Neither path offers certain success and the military option is fraught with huge dangers, especially for Japan and South Korea, U.S. allies in close proximity to North Korea.

At the same time, senior members of the Order, which was founded in 1038, acknowledged that the highly public clash led by its former top Knight, Grand Master Matthew Festing, had hurt donations. Albrecht Freiherr von Boeselager, the Grand Chancellor of the aristocratic order, was reinstated last Saturday. He had been fired in December by Festing, who accused von Boeselager of turning a blind eye to the use of condoms in aid projects in the developing world. “The order reaffirms its loyalty to the Holy Father. Let me reassure our members and everybody that the government of the order is and will remain at the service of the Holy Father. Our devotion to the teachings of the Church is irrevocable and beyond question,” von Boselager told a news conference. Festing, backed by conservative Cardinal Raymond Burke, had stood up to the pope, saying the pontiff, who pushed for von Boselager’s reinstatement, could not intervene in the internal affairs of the

Rome-based institution that has sovereign status and is run like a small country. Festing lost his battle with the Vatican, which said the condom issue was just an excuse by Festing and Burke to wield more power. Von Boselager has said he shut down the programs that distributed condoms as soon as he could after he found out. “What the order has experienced was a government crisis brought about by an act illegal under the constitution. We are grateful for the Holy Father to have provided guidance that led to a swift solution,” von Boselager said. The future role of Burke, the institution’s “patron,” or chaplain, who has openly challenged the pope on a host of doctrinal issues, was not clear. Von Boselager said the delegate will be the only interlocutor with the Vatican, effectively side-lining Burke. SHaNGHaI, FEbrUary 3 (rEUtErS): China’s top diplomat said the country’s ‘Silk Road’ push would help boost international cooperation at a time when the risk of “isolationism” is growing. The ‘One Belt, One Road’ scheme, promoting infrastructure projects along historical land and sea trade routes, is helping “align China’s development with that of other countries”, State Councillor Yang Jiechi said in a commentary on Friday in the official China Daily newspaper. Yang said the “shared benefits” of the Silk Road plan contrasted with the rise of “louder voices against globalisation” and a shift towards “isolationism, outdated thinking and fragmented trade agreements”. That comes as China has been playing up its role as a steadying force from global trade to climate change amid a turbulent start by new U.S. President Donald Trump, whose first days have been marked by media feuds and protests. Chinese President Xi Jinping, as a keynote speaker at the World Economic Forum in Davos, Switzerland, offered a vigorous defence of globalisation and signalled Beijing’s desire to play a bigger role on the world stage. Trump, meanwhile, has signed an order withdrawing the United States from the Trans-Pacific Partnership trade pact, threatened trade curbs on southern neighbour Mexico, aimed barbs at China and imposed a temporary travel ban on refugees. GENEVa, FEbrUary 3 (rEUtErS): Myanmar’s security forces have committed mass killings and gang rapes of Rohingya Muslims and burned their villages since October in a campaign that “very likely” amounts to crimes against humanity and possibly ethnic cleansing, the U.N. human rights office said on Friday. Witnesses had testified to “the killing of babies, toddlers, children, women and elderly; opening fire at people fleeing; burning of entire villages; massive detention; massive and systematic rape and sexual violence; deliberate destruction of food and sources of food”, the report said. One woman told U.N. investigators how her 8-month baby boy had had his throat slit. Another was raped by soldiers and saw her 5-year-old daughter killed as she tried to stop them. “The devastating cruelty to which these Rohingya children have been subjected is unbearable,” U.N. High Commissioner for Human Rights Zeid Ra’ad al Hussein said in a statement.

Around 66,000 people have fled from the Muslim-majority northern part of Rakhine State to Bangladesh since Myanmar’s military launched a security operation in response to attacks on police border posts on Oct. 9, the U.N. report said. The U.N. humanitarian office has recently put the figure at 69,000. The U.N. report was issued in Geneva after the investigators gathered testimony last month from 220 Rohingya victims and witnesses who fled the “lockdown area” in Maungdaw in Rakhine for the Cox’s Bazar district in Bangladesh. The plight of the stateless Rohingya, of whom some 1.1 million live in apartheid-like conditions in Rakhine, has long been a source of friction between Myanmar and Bangladesh. Myanmar has denied almost all allegations of human rights abuses in northern Rakhine and says a lawful counterinsurgency campaign is under way. While denying observers and independent journalists access to the conflict area, officials have accused Rohingya residents and refugees of fab-

ricating stories of killings, beatings, mass rape and arson in collaboration with insurgents who they say are Rohingya terrorists with links to Islamists overseas. Zeid called for a robust reaction from the international community and said Myanmar must accept responsibility for committing grave human rights violations against its own people.“What kind of hatred could make a man stab a baby crying out for his mother’s milk? Pirates, cyclones and mud - Bangladesh’s island short-term solution to Rohingya crisis tHENGar CHar, FEbrUary 3 (rEUtErS): The island is two hours by boat from the nearest settlement. There are no buildings, mobile phone reception or people. During the monsoon it often floods and, when the seas are calm, pirates roam nearby waters hunting for fishermen to kidnap for ransom. Welcome to Thengar Char, a muddy stain in the murky waters of the Bay of Bengal, identified by Bangladesh as a short-term solution to the humanitarian crisis unfolding on its border with Myanmar, across which some 70,000 Rohingya Muslims have fled. Those refugees, escaping an army crackdown on insurgents that began in October, have joined more than 200,000 Rohingya already living in official and makeshift camps, straining resources in one of Asia’s poorest regions. Bangladesh says the refugees bring crime and a risk of disease. The influx has prompted Dhaka to revive a plan - much criticised by humanitarian workers when it was first proposed in 2015 - to move thousands of people to this uninhabited island about 250 km (150 miles) northwest of their

border camps. While most experts dismiss the scheme as impractical, a Bangladeshi minister told Reuters this week that it was determined to push ahead, adding authorities would provide shelters, other facilities and livestock. Local administrators, however, say they have not been informed, and when Reuters visited the island the only signs of activity were a few buffalo lazily grazing on the yellow grass along its shores. “We have only heard bad things about the Rohingya. If they work with the pirates and get involved in crime - we don’t want them here,” said Mizanur Rahman, 48, the administrator of Might Bangha village, the closest settlement to Thengar Char. Rahman added, however, that if the Rohingya were “good people”, they should be helped on humanitarian grounds. Others from the village echoed that sentiment, saying they were fellow Muslims and deserved assistance. The crisis is the biggest challenge facing the government of Aung San Suu Kyi, straining Myanmar’s relations with the countries of the region host-

ing large Rohingya populations such as Bangladesh and Malaysia, but also the United States. About 1.1 million Rohingya live in apartheid-like conditions in northwestern Myanmar, where they are denied citizenship. Many in Buddhistmajority Myanmar regard them as illegal immigrants from Bangladesh, while the authorities in Dhaka say they are Myanmar nationals and must ultimately go back. PIRATES AND MACHINE GUNS It takes about two hours by boat from Rahman’s village on the coast of Sandwip - one of the largest islands in an archipelago in southern Bangladesh - to Thengar Char. Reuters journalists were escorted there by a fishing boat and a coastguard vessel carrying seven officers equipped with Chinese-made machine guns to stave off potential pirate attacks. Villagers complain criminals roam the nearby waters, seizing vessels, stealing the catch and releasing fishermen only after receiving a ransom. Thengar Char is flat and featureless, covered by bushes, grass and windswept trees.

It emerged from the sea about 11 years ago, off Sandwip’s western coast, one of the myriad of shifting, unstable islands formed by sediment in the mouth of the mighty Meghna river. While Thengar Char looked calm on a sunny winter afternoon, the main objection voiced by aid agencies to Ban-

gladesh’s plan is the area’s unforgiving climate. “These areas are cyclone and flood-prone,” said Quamrul Hassan, a meteorologist at the Bangladesh Weather Department, adding that the islands in the Bay of Bengal were “especially risky” to inhabit. “Average rainfall during the monsoon season in the coastal

areas is more than double that of the other parts of the country.” Many people living on the islands are regularly evacuated during the cyclone season to shelters built on the coast, said local journalist Saleh Noman. He thought the relocation plan wasn’t realistic. “There is a similar island in

the area and it took some 40 years for it to develop. Bet even now it’s all very basic,” said Noman. There are currently around 30,000 Rohingya living in camps run by the United Nations near border with Myanmar, while tens of thousands more are crammed into slums that have grown up around them, without proper sanitation or healthcare. The Rohingya from those settlements sometimes find employment, but most are sustained by local villagers and rations quietly distributed by international aid agencies. “We can operate here, but we can’t really talk about it,” said one aid worker based in the border region. Rohingya refugees Reuters spoke to did not want to stay where they were - but neither did they want to be moved to Thengar Char. “We left everything in Myanmar,” said Abu Salam from Kya Guang Taung, a village in northern Myanmar that was destroyed in the crackdown. He crossed the border in December. “That’s where our home is. If only we could get citizenship, we would like to go back.”

People’s Voice

istory is a constant reminder of our present world. It is not only a few facts of the past but it tell the realities of the people in the past. It is not even a history of the rise of empires but it is also the stories of the fall of empires. The main player in the empire building and its collapse are not actually the kings and the queens, but the people who builds and rebuilds. The kings and queens are in the hands of the people. I am not talking about democracy as understood today where a few elected representatives run the so called sarkar-government and execute everything against the will of the people in the name of democracy. Rather it is exactly a kind of kleptocarcy-a sarkar of thieves clothed in democratic clothing. This is not the kind of democracy that is in the hands of the people. But a revolution powered by people’s power before whom the power of bullet becomes useless. The present people’s uprising in our state is not a new trend in history. It was and will be, provided that sarkar continues to neglect the people’s aspiration. As long as sarkar overlook the people’s will, people’s movement is the only option. The past is a clear reminder - the 1848 European Revolutions, often called as “Spring of Nations”,or “Year of Revolution” or “Springtime of the Peoples” whatever name it may be, it talks about people’s movement against regimes that keeps people in the periphery in the sarkar agenda. Often the economic imbalance resulting to unemployment of the masses and when the poor stomach is deprived by corruption or by the hands of the regime, a revolution is imminent and this is not only a single problem but sum of all social problems though it has an explosion point. It is the result of an outburst of the people’s anger against imprisonment of people’s rights through unjustified action. To learn from the history, the books on people’s revolutions in the recent past are lying in our shelf. Some are yet to finish for the lessons to be learned. The Iranian Revolution of 1979- “The Islamic Revolution” or “1979 Revolution” as it is named, are hissing in our ears about the overthrow of monarchy by the people who experience economic crises. On the other hand the regime or the sarkar is seen by the people as oppressive, brutal, corrupt, and extravagant. The Philippine Revolution of 1986 or popularly known as “The People Power Revolution” or “Yellow Revolution” lies in the same line with any other revolution, the vocabulary may be different whether the word is Monarchy or President or Regime it talks about a history of people’s agitation against repressive regime of decades rule or suppression of people through extravagant life style of the sarkar. Though the barrel sounds of the sarkar become louder than the people’s voice, the message is loud and clear. Graceful exits are rare in people’s

revolutions, sarkar powers do not come simply and easily rather it comes only with the people’s power. However, people’s power does not simply dance over the music of cronies of the regime who are too rich, while the people are getting poorer. The music of the regime and the dance of the people should go hand and hand. However it is observed that it did not. People can determine for themselves that it is neither by monetary power nor by fraud means of the regime which hold together a sarkar. The causes of all the people’s movement may differ from person to person, from perspective to perspective but the crux of the problem is always related to denial of opportunities, failure to provide humanly life and deaf ear to the people’s voice. What is needed to turn a million people’s grumbling discontent into a crowd on the streets is a spark to electrify them. The present ‘unprecedented’ people’s movement of demonstrations and protests in our state speaks in volume about the people’s power to the state player. The protests may spark from a single and negligible one such as protest of teacher for salary or women reservation. However it is only the cap of the ice-berg that immersed in the ocean of social corruption. A chain of unrest is going on in the state as peoples lose their fear of oppressive, autocratic ruler and take to the street demanding fair play in economic opportunity. The present Naga social climate is going through a rough weather as it can be termed as “day of rage”. It is observed that, years of unbalance rule of law, growing economic inequality and rampant corruption as the main factor behind the people’s uprising. Most of the protesters are youth who are educated and unemployed. These young people are in dilemma as the sarkar do not invest much in job creation due to corruption in enormous scale. These young people age below 30 makes greater percentage in the state’s population chart, these young people are lost in their own land due to the failure of the Sarkar to provide employment, offer education and skill-sets matching job. This group of population is termed even by International Labour Organization as “lost generation”. They do not want to lose themselves in their own land as a stranger, they want a future- future that makes them a true citizen. But they are angry over massive corruption- the thief of people’s treasury. The protesters’ deep hurt in this situation is about the hopeless future and lack of dignity. The logic of the present people’s movement is about inequality and corruption in all social level. There is massive corruption and people find themselves unemployed so they have no future. This is the reason the land of festivals is now becoming a land of upheavals. The special feature in the present people’s movement is not in a barrel that produces bullets and blood but the collective

people’s voice against the state tyranny. Mahatma Gandhi’s idea of non-violence has a greater share though not in its fullness. In fact Gene Sharp- “The Politics of Nonviolent Action” found out one hundred ninety eight methods of non-violence on the study of Gandhi’s theory. To give a justified answer to these two social ingredients - violent and non- violent revolution is not a simple task and even I do not wish to cook that recipe but interestingly in every people protest the voice of people is loud and clear, and that do not simply die down unless the regime criminate anti-people affairs. While all these people’s upraising penetrate to our kitchen even our study table is not spared, do we need to do a guess work by opening our Naga political text book at least for cursory reading? The answer is probably neutral because we have century old British political professor in our political science class who has been teaching ins and outs on the topic ‘divide and rule’.However, with endless tsunami of corruption in all sarkar affairs do we need a social and political earthquake? Is it possible in a democratic state? Or does it happen only in a kleptocartic state? If it is legal (of course not) to robe and use extravagantly the people’s resources by a few who runs the sarkar than it becomes justified for the masses to revolt against the denial of their rights. Once it is said by people’s supporter that to trickledown revolution, the answer lies not in the excesses of capitalism or communism. But it could well spring from people’s movement. Is it not a wake up call when sarkar is cornered by people’s protest, failure in dialogue with people’s group? The present situation is very grim at a time when people’s representatives so called MINISTER who runs the Sarkar are in the black market to sale the people’s stomach to build their personal empire. No wonder these few, who run the sarkar, act like sarkar, talk like sarkar, eat like sarkar. But the masses of people are not blind and by the time the people get sick of this, the sarkar will sink in the ocean of people’s power never to rise again. Revolution can be taken place in any levels, any degree and any forms as long as sarkar blurs the people’s future by corruption and creating economic disparity and unemployment. And it can take place anywhere and to any person who plays as sarkar. An individual home may turn to another “city tower event” (Dimapur) no matter even if you could convert it into “church colony” through mercenaries. No matter whether non-violent or violent protest, it is the voice of the people’s power. By then your court yard will turn into another public Square and even if you turn it to a “church pulpit” people will not be worried for that. And finally your friend will be your adversary and they will freeze you. What do you expect to profit from corruption? Venom with special blend of food flavor, I guess.

new DeLhi, FebruAry 3 (iAns): A couple of days after reports emerged of 1998 Asian Games gold medallist boxer Dingko Singh's battle against liver cancer, Sport Minister Vijay Goel on Friday assured the pugilist of all possible help for his speedy recovery. A helpless Dingko was compelled to sell his house in Imphal for Rs 10 lakh to raise funds for a surgery last month, during which 70 per cent of his liver had to be removed. In a series of tweets, Goel said the government will take care of all the financial needs of the Manipuri boxer.

"Dingko Singh has been provided initial financial aid and he has been assured that whatever his needs are will be taken care of," Goel said in his first tweet. "Dingko is also a SAI (Sports Authority of India) coach in Imphal. DG @Media_SAI visited him and promised him all possible help. We pray for his speedy recovery," Goel said in another tweet. Dingko, a former Navyman and father of two, has reportedly received Rs 50,000 as advance from the SAI. The 38-year-old Dingko's chemotherapy cycle will begin soon.

ne is not very sure if women's reservation issue could have been the major trigger, for the fierce opposition and boycott calls and the subsequent episodes leading to the cold-blooded killing by shooting of two Naga youth and destruction of public and private property in Nagaland. One feels, though, that during the later stages, other issues like taxation, land, revenue and the undercurrents related to territorial and self determination aspects (self rule rather than being ruled by alien people, institutions and systems) would have been the rallying point for massive people’s mobilisation and assertion. But one thing is sure: that the current structure and system of governance is failing the Nagas. Their aspirations and voices are crushed. We need to come to terms with it. To self-determine the kind of state structure Nagas need that is in line with Naga traditions. The “democratically” elected Government, whose bounden duty it is to feel the pulse of its electorate, sadly appeared to care two hoots about the clear writing on the wall (the Naga Spring of sorts, minus the ugly violence) and kept asserting its purported Constitutional mandate to go ahead with the Municipal and Town Council elections. Power, it is said indeed, is about Who decides what, when, where and how. Power to execute the Municipal Act of 2001, which is now called the Nagaland Municipal (Third Amendment) Act 2016, legislated by, as some call it the “Indian puppet” Nagaland State Assembly. Here is the crucial missing link, though, and unless this is addressed squarely and sooner than later, Nagas will invariably continue to assert their rights for justice and oppose perceived or real moves or acts of injustice, inequity and inequality. In the current format, that is failing the Nagas, we know for a fact that ULB is a law. Any future governments will have to implement it, particularly when money is tied to it – hardly matters if Nagas’ short and long term interests are respected, protected and promoted. But sadly, going by the past rhetoric and the depressing state of affairs, there is but only dishonesty, public apathy and dependence on duty bearers and Govt. doles and handouts to live with. Could we afford to live the way we have in an ailing “State”,with systemic failure of governance on all fronts? If the following statement is not rhetoric, what is? The Legal Cell of NPF on January 22, 2017 in Morung Express stated that, “there are rumours being spread that anything and everything will be taxed once municipal and town council election is allowed to be held. This is totally misleading and contradictory to what is actually happening on the ground”. Now look at the rhetorical cat that is out of the bag...as it further stated that, “the role of ULBs will be crucial and mandatory with the Smart City in the offing”.Far from it! The role of ULBs will be drastically, if not completely, annihilated. Under Smart City project, the elite Nagaland state bureaucrats and the multinational corporate representatives would rule the roost, sidelining the elected ULBs. A Special Purpose Vehicle (SPV) would be created and registered as a Company. There will be two conditionalities that would be legally binding. 1. The SPV will have 50% of the seats represented by members of Multinational Companies (invariably with little

to no level playing field for Naga entrepreneurs and companies) and, 2. That the state has to give it in writing and sign on the dotted lines that the democratically elected Municipal and Town Council members would have to abide by the decisions of the SPV. In such a scenario, how has the Legal Cell of NPF envisioned a “crucial” and “mandatory” role for ULBs? The SPV will run roughshod as has been the case in Bangalore but thanks to social movements that thwarted Karnataka Government’s experiment to privatise water by bringing in the concept of Greater Bangalore (that included Bangalore city and eight urban local bodies). The decision-making and implementation of works under the smart city project will be done by a SPV. “As per the provisions of the project, councillors will have to transfer their constitutional rights of making decisions to the SPV. The moot question is what kind of state structure do Nagas want that is in line with Naga traditions? Traditional bodies (Hohos and youth organisations) are citing apprehensions that the relevant Municipal Act and CM’s remark that ULB election is a “Constitutional Obligation” would infringe on 371A (contentious issues like land, taxation, revenue and women as administrators). The missing link that has to be addressed is that all the provisions in the Constitution should be followed in such a manner that it fulfils or is compatible with 371-A. Otherwise; we will continue to have a representative democracy (accountability rituals limited to election cycles) that does not have any link with the traditional structures of governance. A situation marked by neither the elected nor the electors listening to each other. One can imagine the scene of loot and plunder, of land alienation and diversion, when Smart City project comes. The irony is that even our tribal councils that are supposed to be organically representing their respective tribes down to the Khel and Clan levels are today not “traditional bodies” in the strictest sense of the term. The elected Hoho/Council leaders are in many instances backed by electoral party politics. This has to change, urgently. Hereditary bodies, on the other hand, in the case of most, if not all Naga areas in Manipur, have Govt. recognised Village Authorities that are to a large extent organically linked to the village adults of every village household. It is another matter that in Manipur, Nagas are fighting a far repressive, divisive and communal regime. In solidarity with action, a common Pan-Naga fight for survival and dignity is the need of the hour. Nothing magnificent comes without struggle and sacrifice. May the events unfolding in Nagaland be the sacrificial seed in the watershed moment of Naga history to turn the tide in its favour. Feel the winds of change.

7. Cost to Company (CTC). The CTC for a Sub Lieutenant would be approximately Rs. Rs 72,444/- to 81,700/- per month. This includes Basic Pay, DA, Grade Pay, Military Service Pay, House Rent Allowances, Transport Allowance, Ration Allowance and kit Maintenance Allowance (being revised as per 7th CPC). 8. Privileges. In addition to the CTC mentioned above, Navy provides free medical facilities for self & dependents, LTC, Canteen Facilities, Entitled Ration, Mess/Club/Sports facilities, Furnished Govt Accommodation, Car/Housing Loan at subsidised rates. 9. Group Insurance & Gratuity. Insurance cover of Rs. 75 lakhs for Executive(GS/X/Hydro) and Tech (GS) (on contribution). Gratuity will be granted to the officer as per the latest rules in force. (These rates are likely to increase post implementation of 7th CPC). 10. Leave Entitlements. On Commission, officers are entitled to 60 days annual leave and 20 days casual leave. The Navy provides facilities to pursue various sports. One can also learn and participate in adventure sports, such as river rafting, mountaineering, hot air ballooning, hand gliding, windsurfing etc. 12. Executive Branch (General Service/Hydro). SSC in Executive (General Service) will be granted for initial period of 12 years extendable to 14 years, subject to service requirement, performance and willingness of candidates. SSC in Executive (Hydro) is granted for a term of 14 years. Officers joining under these schemes would not be eligible for grant of permanent commission subsequently. 13. Technical Branch (General Service). Short Service Commission in these branches will be granted initially for a term of 12 years, extendable to 14 years subject to service requirement, performance and willingness of candidates. 14. Selection Procedure The selection procedure is as follows:(a) IHQ of MoD reserves the right to shortlist applications and to fix cut off/ percentage of marks without assigning any reason. No communication will be entertained on this account. SSB interviews for short listed candidates will be scheduled at Bangalore/Bhopal/Coimbatore/Visakhapatnam during May- Jul 17.Selected candidates will be informed about their selection for SSB interview on their e-mail or through SMS (provided by candidates in their application form). (b) SSB interview will be conducted in two Stages. Stage I test consisting of Intelligence Test, Picture Perception and Discussion test will be conducted on the first day of arrival at SSB. Candidates who fail to qualify in Stage I will be routed back on the same day. Stage II tests comprising of Psychological testing, Group testing and Interview will last for 04 days. Successful candidates will thereafter undergo Medical Examination (approx duration 03-05 days). (c) Candidates recommended by the SSB and declared medically fit will be appointed for training as per all India merit depending on the number of vacancies. (d) Change of SSB Centre for interview is not permissible under any circumstance. (e) Any correspondence regarding change of SSB dates be addressed to the call up officer of the SSB on receipt of call up letter. TRAINING 16. Candidates will be inducted as officers in the rank of Sub Lieutenant. Their training is scheduled to commence in Jan 2018 at Indian Naval Academy, Ezhimala. Officer of Tech (GS) will undergo 22 Weeks Naval Orientation Course and Officer of Executive GS(X)/Hydro will undergo 44 Weeks Naval orientation Course at the Naval Academy, Ezhimala followed by professional training in Naval Ships and Training Establishments. Full pay & allowances are admissible to officers whilst under training. NOTE (a) They will be on probation for a period of two years which will commence from the date of grant of the rank of Sub Lt and will terminate after two years or on completion of initial training(whichever is later). During probation they are liable to be discharged if their performance is unsatisfactory. (b) Only unmarried candidates are eligible for training. Any candidate who is found to be married or marries while under training will be discharged and shall be liable to refund full pay & allowances drawn by him and other expenditure incurred on the candidate by the Government. (c) If the officer voluntarily withdraws from initial training or resigns during the probationary period, he shall be required to refund the cost of training in whole or in part, as may be determined by Govt. & all money received by him as pay & allowances from the Govt. together with the interest on the said money calculated at the rate enforce for govt loans.
