DIMAPUR, FEBRUARY 4 (MExN): Union Minister of State for Skill Development & Entrepreneurship and Parliamentary Affairs, Rajiv Pratap Rudy today unveiled the foundation stone for an Industrial Training Institute (ITI) at Kushiabill, Dimapur. Following this, the Union Minister, during a programme on ‘skilling the youths of Nagaland’ held at Patkai Christian College assured the establishment of a model ITI of international standard. Rudy further announced that Kiphire and Longleng districts would soon have their own ITIs and that model skill centers would soon be established in all the districts and blocks of the state. Rudy informed that the Prime Minister has given “special instruction to do whatever possible for Nagaland.” He further underlined the importance of his Ministry to have direct connection with the youth, asserting skilling of youth as the biggest challenge. “We will bring industry partnership of the highest level and we have a whole plan for the state of Nagaland”, Rudy

Rudy, during his address, said one of the biggest challenges that India faces presently is how to impart skills to the millions of educated unemployed youths in the country. The Minister said while countries like China and US have 55% skilled workforce, UK 68%, Japan 80% and South Korea 96% skilled workforce, in sharp contrast India has a mere 4.5% skilled workforce. “Over the last 67 years, our focus was on education and we thought that skill was a part of education and we did not actually focus on skills and most of us were after degrees”, the Union Minister said.
Rudy also informed that presently, 16% of engineering graduates and 17% of management graduates in the country are unemployed. “So the situation is that education is not delivering what the industry wants and this is exactly the biggest challenge we are facing now.” Underscoring the importance of skill development and the urgent need to take skills to the doorsteps, he said skill education in the country has to take place under the National Skills Qualifications Framework, approved by the Union Cabinet and subsequent launching of Skill India mission by Prime Minister, Narendra Modi in 2015. TUENSANG, FEBRUARY 4 (MExN): The Shamator Village Students’ Union (SVSU) has condemned the assault on a woman in Shamator town on February 3. A press note from the SVSU Vice President, Kiuto and General Secretary, Shiuthong alleged that the incident occurred when a group of women from Shamator village went to Shamator town for buying essential goods and commodities at Shamator town. The SVSU alleged that a group of miscreants “came and forcefully returned the purchased goods and subsequently assaulted” the woman. It urged the law enforcing agencies and Shamator administration to book the culprits involved in the assault immediately and take necessary steps for safety of the villagers.

DIMAPUR, FEBRUARY 4 (MExN): On a peace mission, a joint team of Naga Hoho and Eastern Nagaland Peoples’ Organization (ENPO) met representative of NSCN (K) in Myanmar to request for review and resumption of the unilateral abrogation of cease fire by the NSCN (K) with the Government of India. A joint statement from ENPO general secretary Manlang Phom and Naga Hoho general secretary Meitsikhoyo Yhobu, which was also submitted to Nagaland Chief Minister, said the eight member team met Kyaw Win Swe, an Emissary from the Ceasefire Monitoring Group of NSCN (K) at Mandalay on January 31, 2016. “The ENPO and the Naga Hoho, on behalf of the Nagaland state government and the people of the state in general expressed the views for peace and stability for bringing an amicable solution to the protracted IndoMyanmar-Naga issue,” the statement read. An official and a formal letter signed by all eight (8) delegations addressed to SS Khaplang, Chairman, NSCN (K) was submitted through the Emissary, where the contents appealed to the NSCN (K)

The team also expressed the public views and appealed for equally strengthening the ceasefire by the NSCN (K) with the Myanmar Government (socially and politically) at the highest level. The peace mission was undertaken on the official request of the Parliamentary Working Committee (PWC) of the Nagaland State Legislative Assembly. The team had undertaken the assignment from January 24 till February 2. Earlier, upon reaching Mandalay, the team went to Nay Pyi Taw on January 26 and called on the
5 Naga MPs of Myanmar and discussed on the initiatives to meet the NSCN (K) leadership. The team also met the Myanmar Union Minister, U Aung-min, who is also Vice Chairman, National Ceasefire Agreement (NCA) on the initiative of the Naga MPs of Myanmar on January 27. The meeting was cordial and open where several issues relating to peace-building between the two nations, and also, the Naga issues on both sides (Indo-Myanmar) were discussed, the press statement informed. Earlier, Nagaland State Chief Minister, TR Zeliang, in his address highlighted the urgent need to address the issue of skilling the youths of Nagaland and said with change of time, the aspirations of the youths are also changing. Zeliang also urged the
Union minister to grant financial assistance to youths undergoing skill development training under Pradhan Mantri Kaushal Vikas Yojana (PMKVY), provide skill orientation courses in schools and colleges in Nagaland and to set up a regional skilling centre of international standard in the state. The CM lamented the lack of industrial activities in the state and cited this as a stumbling block for gainful employment of the youths. Meanwhile, he also announced that the Department of Labour & Employment has been renamed as Department of Labour & Employment, Skill Development & Entrepreneurship. Parliamentary Secretary for Labour and employment, Skill Development and Border Affairs, Mmhonlumo Kikon also speaking on the occasion expressed excitement for transforming the North East into a natural economic zone through the Prime Minister’s ‘Skill India Vision.’ He said Nagaland has been endowed with natural resource as well as human resource but cautioned that unless human resource is developed at par with national and international standards, natural resources will not be marketed Kikon also called for private parties to play a major role in creating this atmosphere. A man slipped into coma after he was allegedly assaulted by personnel of Railway Protection Force (RPF) at Dimapur Railway Station on February 3 night. The victim Senenlo Kath, a former finance secretary of the Dimapur Naga Students Union and former general secretary of the Rengma Students Union, was at the railway platform waiting to catch a train to Guwahati, a press statement received from Rengma Selo Zi (RSZ), a youth organization said on Thursday. According to RSZ, the victim was assaulted twice by RPF personnel and sustained serious internal head injury. The first assault occurred between 10:30 pm to 11:00 pm when Kath was charging his phone at the mobile charging outlet available at the platform. The on-duty RPF personnel reportedly objected to it to which the victim replied that he should be allowed since it was a public utility. The youth organization claimed that though there was no provocation whatsoever for the RPF personnel to get violent but they “got infuriated and assaulted him (Kath)
brutally without any rhyme or reason.” Government Railway Police Station (GRPS) personnel noticing the commotion intervened, took custody of Kath and later released him after providing him first-aid. The second assault occurred not long after he was released from the GRPS, the RSZ said. As a result, Kath sustained injury to the head and had to cancel his trip to Guwahati and headed home at around 12:30 am. Initially, it was assumed that the injury was external, nevertheless, the RSZ said, he was taken to hospital by his wife where he was treated and returned home at around 3:00 am. He went to bed only to lapse into coma and was subsequently admitted to Zion Hospital and Research Center where scan results indicated that he had sustained internal head injury, the RSZ said. He was further referred to Guwahati by doctors. While informing that a formal complaint has been lodged at the GRPS, the RSZ further demanded the RPF “higher authority” take action on the erring personnel. “Failing to book and punish the culprits at the earliest, it will take its own course of action for which the youth organization will not be held responsible,” stated the RSZ.
Higher spending on social services linked to fewer AIDS related deaths
NEw YoRk, FEBRUARY 4 (IANS): Spending more on social services and public health - such as education and income support - can help prevent new HIV infections and reduce AIDS deaths, new research has found. “Our findings highlight the potentially critical importance of spending on social services as an element of HIV prevention and treatment to reduce HIV/AIDS diagnoses and AIDS deaths,” said lead study author Kristina TalbertSlagle from Yale University. “It is interesting to see how much HIV, a virus, is affected by
social determinants. We know heart disease and diabetes can be influenced, but we do not often recognize how much rates of infectious disease can be influenced by social factors,” Talbert-Slagle noted. The findings were published online in the journal AIDS. Researchers examined links between spending on social services and public health and AIDS deaths in the US. They found that states with higher spending on social services and public health per person living in poverty had significantly lower HIV/AIDS case rates and fewer AIDS deaths.
DIMAPUR, FEBRUARY 4 (MExN): The Supreme Court will decide on the demand for a Central Bureau of Investigation (CBI) investigation into the National Rural Health Mission (NRHM) Nagaland corruption case on February 5. The hearing is listed on Court No-2 and the SC will also decide on the contempt petition filed against Nagaland Police for inaction in connection to the case of alleged corruption in NRHM. Informing this, Advisor to Naga Mothers’ Association
(NMA), Dr Rosemary Dzüvichü stated that in the earlier hearing, the judge had ordered the petitioner to implead the Central Bureau of Investigation (CBI) and the Central government on the case. Dr Dzüvichü, providing the elements of the case, said the issue of alleged rampant corruption in implementation of NRHM was taken up initially by NMA with the then Governor of Nagaland, Nikhil Kumar for two successive years, seeking a high level inquiry, which, however, was not carried out.
Consequently, an FIR was filed by Dr Rosemary Dzüvichü and Vilanuo Angela Yhome with the SP Crime to investigate into records of corruption in the centrally sponsored programme, along with numerous annexures procured under RTI and the Governor’s office itself. However, the police failed to register any FIR and did not complete the investigation. This led to the filing of the petition in the High Court for inaction on corruption. The judge ordered the peti-
tioners to implead the CBI for an impartial inquiry which was complied. However, the next judge accepted the plea of the police that they were investigating and ordered copy of the report be submitted to the petitioners on completion. But no such report was submitted and petitioners were categorically told that inquiry reports were not for the public, meaning petitioners, and only for the court. However, no report was submitted to the court at the time of filing the contempt, Dr Dzüvichü stated.

With the theme, ‘Together We Can Beat Cancer’, the World Cancer Day 2016 was commemorated in Kohima on February 4 at Hotel Japfü. The commemoration was organised by the Cancer society of North East. Dr. V. Khamo, Principal Investigator, Population Based Cancer Registry, Nagaland spoke on the theme and also highlighted the prevelance of cancer in Nagaland. During her presentation, she revealed that Kohima has witnessed an increasing prevalence of cancer. According to the PBCR data, cancer rate has increased from 632 in 2012 to 641 in 2014. Making an estimate, Dr Khamo said that each year “more than 600 new cancer cases are registered in Nagaland.” She informed that Nasophranx cancer or throat cancer tops the list followed by stomach cancer and Oesophageal cancer. Nagaland ranks 9 in the list of male cancer patients in India and 23 in cancer among women. However the state is

Dr Khamo called for more awareness programmes, ban on smoking in public places, ban on advertisement of smoking, strong legislation, and strong political will in order to beat cancer. Today 25 million people are affected globally with cancer and in India 2.5 million lives are affected with cancer. “What is more alarming is that this figure is going to increase by 50 per cent in the next decades,” said Lanuakum Jamir, President, CSNE in his welcome address. He also gave a brief introduction of CSNE which was formed in 2011 by a group of likeminded people aiming to provide holistic support to people afflicted with cancer and provide hope to family members. Further the high incidence of cancer in the North East was also highlighted. The CSNE hopes to work more towards awareness programs in the remote corners of Nagaland. Rovilatuo Mor, IAS, DC Kohima, who was the Guest of Honor for the event
also shared experiences of cancer afflicted relatives and misconceptions of cancer in earlier days. Mor urged society to make an attempt to change mindsets on cancer while also reiterating that it is the responsibility of family members, relatives and loved ones to render proper care and support to cancer patients. This, he said can greatly mitigate the suffering, pain and contribute to the recovery of cancer patients. A strong and emotional account of surviving cancer was shared by Banuo Z Jamir, IAS, Rtd. Chief Secretary. In her sharing as a Cancer Survivor, Jamir lauded the caregivers who suffer the stress and tension that cancer patients go through. “What I feared the most was not knowing what to expect,” she said and mentioned how cancer has persisted to be a dreaded word and illness in Naga society. Later, special numbers were presented by Obed Kath from Divine Connection, Menguseü Suokhrie, Chubaienla, and Dance United.
