DIMAPUR, FEBRUARY 4 (MExN): Union Minister of State for Skill Development & Entrepreneurship and Parliamentary Affairs, Rajiv Pratap Rudy today unveiled the foundation stone for an Industrial Training Institute (ITI) at Kushiabill, Dimapur. Following this, the Union Minister, during a programme on ‘skilling the youths of Nagaland’ held at Patkai Christian College assured the establishment of a model ITI of international standard. Rudy further announced that Kiphire and Longleng districts would soon have their own ITIs and that model skill centers would soon be established in all the districts and blocks of the state. Rudy informed that the Prime Minister has given “special instruction to do whatever possible for Nagaland.” He further underlined the importance of his Ministry to have direct connection with the youth, asserting skilling of youth as the biggest challenge. “We will bring industry partnership of the highest level and we have a whole plan for the state of Nagaland”, Rudy

Rudy, during his address, said one of the biggest challenges that India faces presently is how to impart skills to the millions of educated unemployed youths in the country. The Minister said while countries like China and US have 55% skilled workforce, UK 68%, Japan 80% and South Korea 96% skilled workforce, in sharp contrast India has a mere 4.5% skilled workforce. “Over the last 67 years, our focus was on education and we thought that skill was a part of education and we did not actually focus on skills and most of us were after degrees”, the Union Minister said.
Rudy also informed that presently, 16% of engineering graduates and 17% of management graduates in the country are unemployed. “So the situation is that education is not delivering what the industry wants and this is exactly the biggest challenge we are facing now.” Underscoring the importance of skill development and the urgent need to take skills to the doorsteps, he said skill education in the country has to take place under the National Skills Qualifications Framework, approved by the Union Cabinet and subsequent launching of Skill India mission by Prime Minister, Narendra Modi in 2015. TUENSANG, FEBRUARY 4 (MExN): The Shamator Village Students’ Union (SVSU) has condemned the assault on a woman in Shamator town on February 3. A press note from the SVSU Vice President, Kiuto and General Secretary, Shiuthong alleged that the incident occurred when a group of women from Shamator village went to Shamator town for buying essential goods and commodities at Shamator town. The SVSU alleged that a group of miscreants “came and forcefully returned the purchased goods and subsequently assaulted” the woman. It urged the law enforcing agencies and Shamator administration to book the culprits involved in the assault immediately and take necessary steps for safety of the villagers.

DIMAPUR, FEBRUARY 4 (MExN): On a peace mission, a joint team of Naga Hoho and Eastern Nagaland Peoples’ Organization (ENPO) met representative of NSCN (K) in Myanmar to request for review and resumption of the unilateral abrogation of cease fire by the NSCN (K) with the Government of India. A joint statement from ENPO general secretary Manlang Phom and Naga Hoho general secretary Meitsikhoyo Yhobu, which was also submitted to Nagaland Chief Minister, said the eight member team met Kyaw Win Swe, an Emissary from the Ceasefire Monitoring Group of NSCN (K) at Mandalay on January 31, 2016. “The ENPO and the Naga Hoho, on behalf of the Nagaland state government and the people of the state in general expressed the views for peace and stability for bringing an amicable solution to the protracted IndoMyanmar-Naga issue,” the statement read. An official and a formal letter signed by all eight (8) delegations addressed to SS Khaplang, Chairman, NSCN (K) was submitted through the Emissary, where the contents appealed to the NSCN (K)

The peace mission was undertaken on the official request of the Parliamentary Working Committee (PWC) of the Nagaland State Legislative Assembly. The team had undertaken the assignment from January 24 till February 2. Earlier, upon reaching Mandalay, the team went to Nay Pyi Taw on January 26 and called on the
5 Naga MPs of Myanmar and discussed on the initiatives to meet the NSCN (K) leadership. The team also met the Myanmar Union Minister, U Aung-min, who is also Vice Chairman, National Ceasefire Agreement (NCA) on the initiative of the Naga MPs of Myanmar on January 27. The meeting was cordial and open where several issues relating to peace-building between the two nations, and also, the Naga issues on both sides (Indo-Myanmar) were discussed, the press statement informed. A man slipped into coma after he was allegedly assaulted by personnel of Railway Protection Force (RPF) at Dimapur Railway Station on February 3 night. The victim Senenlo Kath, a former finance secretary of the Dimapur Naga Students Union and former general secretary of the Rengma Students Union, was at the railway platform waiting to catch a train to Guwahati, a press statement received from Rengma Selo Zi (RSZ), a youth organization said on Thursday. According to RSZ, the victim was assaulted twice by RPF personnel and sustained serious internal head injury. The first assault occurred between 10:30 pm to 11:00 pm when Kath was charging his phone at the mobile charging outlet available at the platform. The on-duty RPF personnel reportedly objected to it to which the victim replied that he should be allowed since it was a public utility. The youth organization claimed that though there was no provocation whatsoever for the RPF personnel to get violent but they “got infuriated and assaulted him (Kath)
brutally without any rhyme or reason.” Government Railway Police Station (GRPS) personnel noticing the commotion intervened, took custody of Kath and later released him after providing him first-aid. The second assault occurred not long after he was released from the GRPS, the RSZ said. As a result, Kath sustained injury to the head and had to cancel his trip to Guwahati and headed home at around 12:30 am. Initially, it was assumed that the injury was external, nevertheless, the RSZ said, he was taken to hospital by his wife where he was treated and returned home at around 3:00 am. He went to bed only to lapse into coma and was subsequently admitted to Zion Hospital and Research Center where scan results indicated that he had sustained internal head injury, the RSZ said. He was further referred to Guwahati by doctors. While informing that a formal complaint has been lodged at the GRPS, the RSZ further demanded the RPF “higher authority” take action on the erring personnel. “Failing to book and punish the culprits at the earliest, it will take its own course of action for which the youth organization will not be held responsible,” stated the RSZ.
Higher spending on social services linked to fewer AIDS related deaths
NEw YoRk, FEBRUARY 4 (IANS): Spending more on social services and public health - such as education and income support - can help prevent new HIV infections and reduce AIDS deaths, new research has found. “Our findings highlight the potentially critical importance of spending on social services as an element of HIV prevention and treatment to reduce HIV/AIDS diagnoses and AIDS deaths,” said lead study author Kristina TalbertSlagle from Yale University. “It is interesting to see how much HIV, a virus, is affected by
social determinants. We know heart disease and diabetes can be influenced, but we do not often recognize how much rates of infectious disease can be influenced by social factors,” Talbert-Slagle noted. The findings were published online in the journal AIDS. Researchers examined links between spending on social services and public health and AIDS deaths in the US. They found that states with higher spending on social services and public health per person living in poverty had significantly lower HIV/AIDS case rates and fewer AIDS deaths.
DIMAPUR, FEBRUARY 4 (MExN): The Supreme Court will decide on the demand for a Central Bureau of Investigation (CBI) investigation into the National Rural Health Mission (NRHM) Nagaland corruption case on February 5. The hearing is listed on Court No-2 and the SC will also decide on the contempt petition filed against Nagaland Police for inaction in connection to the case of alleged corruption in NRHM. Informing this, Advisor to Naga Mothers’ Association
(NMA), Dr Rosemary Dzüvichü stated that in the earlier hearing, the judge had ordered the petitioner to implead the Central Bureau of Investigation (CBI) and the Central government on the case. Dr Dzüvichü, providing the elements of the case, said the issue of alleged rampant corruption in implementation of NRHM was taken up initially by NMA with the then Governor of Nagaland, Nikhil Kumar for two successive years, seeking a high level inquiry, which, however, was not carried out.
Consequently, an FIR was filed by Dr Rosemary Dzüvichü and Vilanuo Angela Yhome with the SP Crime to investigate into records of corruption in the centrally sponsored programme, along with numerous annexures procured under RTI and the Governor’s office itself. However, the police failed to register any FIR and did not complete the investigation. This led to the filing of the petition in the High Court for inaction on corruption. The judge ordered the peti-
tioners to implead the CBI for an impartial inquiry which was complied. However, the next judge accepted the plea of the police that they were investigating and ordered copy of the report be submitted to the petitioners on completion. But no such report was submitted and petitioners were categorically told that inquiry reports were not for the public, meaning petitioners, and only for the court. However, no report was submitted to the court at the time of filing the contempt, Dr Dzüvichü stated.

With the theme, ‘Together We Can Beat Cancer’, the World Cancer Day 2016 was commemorated in Kohima on February 4 at Hotel Japfü. The commemoration was organised by the Cancer society of North East. Dr. V. Khamo, Principal Investigator, Population Based Cancer Registry, Nagaland spoke on the theme and also highlighted the prevelance of cancer in Nagaland. During her presentation, she revealed that Kohima has witnessed an increasing prevalence of cancer. According to the PBCR data, cancer rate has increased from 632 in 2012 to 641 in 2014. Making an estimate, Dr Khamo said that each year “more than 600 new cancer cases are registered in Nagaland.” She informed that Nasophranx cancer or throat cancer tops the list followed by stomach cancer and Oesophageal cancer. Nagaland ranks 9 in the list of male cancer patients in India and 23 in cancer among women. However the state is

Dr Khamo called for more awareness programmes, ban on smoking in public places, ban on advertisement of smoking, strong legislation, and strong political will in order to beat cancer. Today 25 million people are affected globally with cancer and in India 2.5 million lives are affected with cancer. “What is more alarming is that this figure is going to increase by 50 per cent in the next decades,” said Lanuakum Jamir, President, CSNE in his welcome address. He also gave a brief introduction of CSNE which was formed in 2011 by a group of likeminded people aiming to provide holistic support to people afflicted with cancer and provide hope to family members. Further the high incidence of cancer in the North East was also highlighted. The CSNE hopes to work more towards awareness programs in the remote corners of Nagaland. Mor urged society to make an attempt to change mindsets on cancer while also reiterating that it is the responsibility of family members, relatives and loved ones to render proper care and support to cancer patients. This, he said can greatly mitigate the suffering, pain and contribute to the recovery of cancer patients. A strong and emotional account of surviving cancer was shared by Banuo Z Jamir, IAS, Rtd. Chief Secretary. In her sharing as a Cancer Survivor, Jamir lauded the caregivers who suffer the stress and tension that cancer patients go through. “What I feared the most was not knowing what to expect,” she said and mentioned how cancer has persisted to be a dreaded word and illness in Naga society. A two day long training programme on “Value added product preparation from fresh water fish” under the aegis of Central Institute of Fisheries Education (CIFE), ICAR, Mumbai, Ministry of Agriculture in association with state’s Department of Fisheries got underway here today at the Directorate of Fisheries. Gracing the inaugural function, B.P. Chetri, commissioner & secretary fisheries appreciated scientists from CIFE for coming forward to impart training to the entrepreneurs/women folk, which she said, speaks volumes of their concern, sincerity and dedication towards promoting entrepreneurial skills among fisherwomen and Self Help Groups (SHGs) in the state. “Apart from ensuring economic support for women this programme would also ensure nutritional support to our people,” she maintained. She said value added fish product basically means adding value to the local fishery and aquaculture products which is one of the most important components of post harvest management in the fishery sector. “Post harvest losses in small scale fisheries can be among the highest for all the commodities in the entire food production system. Appropriate preservation methods can significantly reduce this loss,” the commissioner secretary said adding that reducing post harvest losses requires wiser use of resources, reducing spoilage and discards and converting low value resources, which are available on a sustainable basis, into products for direct human consumption. Reducing spoilages requires improved fish handling, processing, preservation and transportation, all of which are particularly deficient in small scale fisheries, she added. She said increasing pro-

The Central Institute of Fisheries Education (CIFE), ICAR, Mumbai today encouraged the Naga youth to take up value-added fish products as business venture, adding that it would help earn livelihood to many. Three officials from CIFE- Dr. A.K. Balange, senior scientist, Bhunudas Phande and Avinash Sable, technical assistants are currently in the state capital Kohima in connection with two day long training programme on “Value added product preparation from fresh water fish” here at the Directorate of Fisheries. According to CIFE, fish contributes immensely to the human nutrition. The demand for ready-to-eat food products is increasing day by duction and productivity is one thing but to optimize the use of fishery resources for human consumption is another. “Taste and consumer habits change over time as lifestyle evolves and therefore it is necessary to adapt the products to the changing needs and expectation of consumers and hence derive optimum value from their production,” Chetri added. Adapting to market trends does not need enormous effort on the part of the producer but a positive, pro-active attitude is the key to any action to enhance product value, she said. Value added fish products may be minced or

Exports of fish and products exceed those of meat, dairy, cereals, sugar, coffee, oil seeds etc. In many developing countries foreign exchange from fish exports finances other food imports. He informed that the total fish production of India in the year 2013-14 stands 9.58 million metric tonnes.
Further, Chetri made a fervent appeal to all the trainees to absorb and derive maximum benefits from the ongoing training. Zenohol Angami, director of fisheries said that due to the growing demand for fish, especially from developed countries as a nutritional and functional food, value-added fish products has become an important food component. “Over the years, to achieve the level of self-sustenance in fish production, the department has been focusing on ponds and tanks culture system with special emphasis on human resources development, diversification of fishery activities
and use of more technological inputs,” the director said. He also said that the department has been organizing value-addition training to popularize value-added fish products among the Naga women folks. Further, the director urged CIFE to continue to work for upliftment of fisheries in the state. Earlier, keynote address was delivered by Dr. A.K. Balange, senior scientist, CIFE. Welcome address was delivered by deputy director Neitho-o Kuotsu while vote of thanks was proposed by Ketusielie Angami, assistant director. The training will go on till February 5.

However, his family moved on to different stations and slowly opened his eyes to the other world. Saying that each day should be an experience, Khekiye asserted that life is all about enjoying being able to enjoy everything in life with certain principles of decency and honesty as a means of living and thinking, and a strong belief that there is a God. With those fundamental principles, every day should be an experience
to be looked and remembered, said Khekiye. He also talked about bureaucracy and corruption (from his experiences as a former bureaucrat) and said that most of the bureaucrats and officers have to obey the directives of the politicians, whether it is legal or illegal, without question. He expressed deep hope that his life story would serve as an inspiration and have the courage in life. Manipur is India’s safest state for childbirth mumbaI, February 4 (aGeNCIeS): Insurgencywracked Manipur – often termed a failed state – is the safest place for childbirth in India, with the country’s lowest infant mortality rate, the same as Andaman and Nicobar Island, and equivalent to that of Oman and Bahamas, according to an IANS report. The report sourced its data from the World Bank and the Indian government. According to the report, Manipur’s progress in reducing infant deaths is attributed to (a) better medical facilities (the doctor-topopulation ratio in Manipur is 1:1,000, against the all-India figure of 1:1,700 and the trained nurse ratio is 1:600, compared to the all-India figure of 1:638); and (b) the statistically acknowledged empowerment of women. In contrast, Meghalaya has a high IMR of 47 deaths per 1,000 live births, the same as Rajasthan; 42.9 percent of the state’s children are stunted, 13.1 percent wasted and 30.9 percent underweight. This study – conducted in arrangement with IndiaSpend.org, a data-driven, non-profit, public interest journalism platform – on the eight northeastern states was divided into three parts with the first analysing economic indicators, while the second part analysed the physical infrastructure. The third part looks at social indicators, such as literacy, infant mortality, school enrolment, and crimes against
women and children. According to the study, Mizoram has the highest literacy rate in the northeast at 91.3 percent, according to the 2011 Census, up from 88.8 percent in 2001. Mizoram is India’s third most literate state, following Kerala and Lakshadweep that have literacy rates of 93.91 percent and 91.8 percent, respectively. Mizoram also leads the northeast – and India (Goa with 84.7 percent is second) – in female literacy, with 89.3 percent of women literate, attributed to the efforts of non-government organisations (NGOs), church schools in remote areas and village councils. Tripura has the northeast’s second-highest rate of female literacy at 82.7 percent, fifth in India. Arunachal Pradesh had the lowest literacy rate among the eight north-eastern states with 65.4 percent in 2011, the secondlowest in India. About 77 percent of Arunachal Pradesh’s population is rural, where the literacy rate is 59.9 percent. It also has the lowest female literacy rate in the northeast at 57.7 percent. Assam has the second-lowest literacy rate among the eight north-eastern states 72.2 percent. Nagaland’s primary school drop-out rate more than four times national average Nagaland has the highest primary school (grade I to V) drop-out rate at 19.4 percent, more than four times the national average of 4.3 percent. Nagaland’s
drop-out rate is the highest in upper primary (VI to VIII) and secondary (IX to X) school, too, with 17.7 percent and 35.1 percent, respectively. Nagaland also has a low transition rate (1) from primary to upper primary level, with 78.7 percent (equivalent to Uttar Pradesh with 78.5 percent) in 2013-14, lower than the national average of 89.7 percent. Only 41 percent of schools in Nagaland have electricity, lower than the national average of 60 percent. It also has the secondlowest percentage of schools in India and the northeast with drinking water at 78.2 perccent. Meghalaya has the lowest percentage of schools, 63 percent, with drinking water, both nationally and within the northeast. States such as Bihar and Jharkhand are performing better when it comes to drinking water in schools, with 92.7 percent and 91.9 percent respectively. Only 31 percent of schools in Manipur have electricity. Assam has the lowest number of schools with electricity in India at 22.4 percent. About 64 percent of schools in Meghalaya had separate toilets for girls in 2014-15, which is low compared to the national average of 93 percent. Crimes against women are increasing, particularly in Assam, the number of crimes against women in Assam is highest within
the eight states at 19,139. The state has 15.2 million women, according to Census 2011. The northeast, with 3.8 percent of India’s population, reports 7 percent of the country’s crimes. Assam also had the second highest rate of cases pending investigation in the whole country at 58.8 percent. Manipur had India’s highest rate of crimes not investigated, 87.2 percent, according to 2013 National Crime Records Bureau (NCRB) data. Tripura had the second highest rate of crimes against women in the northeast at 1,615, but no more than 13.8 perccent of cases awaited investigation in 2013. Mizoram has the northeast’s highest rate of crimes against children at 48; Sikkim is second with 45.8. Infant mortality very high in the northeast, except in Manipur-Assam had India’s worst infant mortality rate (IMR), with 54 deaths per 1,000 live child births in 2013; the same as the African nation of Burundi, according to the World Bank. Almost 41 percent of Assam’s children are stunted (below normal height for the age); the national average is 38.7 percent; 9.7 percent are wasted (underweight and short) and 22.2 are underweight (below normal weight for age), according to the Rapid Survey of Children (RSoC) report of 201314. The Trans-Pacific Partnership, one of the world’s biggest multinational trade deals, was signed by 12 member nations on Thursday in New Zealand, but the massive trade pact will still require years of tough negotiations before it becomes a reality. The TPP, a deal which will cover 40 percent of the world economy, has already taken five years of negotiations to reach Thursday’s signing stage. The signing is “an important step” but the agreement “is still just a piece of paper, or rather over 16,000 pieces of paper until it actually comes into force,” said New Zealand Prime Minister John Key at the ceremony in Auckland. The TPP will now undergo a two-year ratification period in which at least six countries - that account for 85 per cent of the combined gross domestic production of the 12 TPP nations - must ap-
prove the final text for the deal to be implemented. The 12 nations include Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, the United States and Vietnam. RTI 10th anniversary NTc censures youth killing, rape celebration on March 3 Kohima, February 4 (Dipr): The implementation of Right to Information Act (RTI) in Nagaland is completing 10 years of its existence this year. In this connection, the Nagaland Information Commission is preparing to celebrate its 10th Anniversary by organizing a State level programme on March 3 at the Capital Convention Centre, Kohima. The State Chief Information Commissioner, Bukchem Phom in a meeting with IPR at his Office chamber February 4 informed that the celebration will be a one day programme which will include inaugural and plenary sessions on the theme, 'RTI: Trust Through Transparency'. He also informed that all the FAAs, PIOs and APIOs of various Departments and organisations of the State will be participating in the celebration.

he ongoing debate for recognizing Nagamese as an official language is concerning. Amidst all the problems; state financial debt, unpaid salary or delay of salary payment, to corruption (of course) to Nagaland attaining second highest unemployment rate, the central government sought to alleviate our problems by making Nagamese an official language. No doubt Nagamese has enabled not only communication between different Naga tribes and other communities but also has become a bonding element we cannot do away with. Yes, it is definitely here to stay, so why the need to make it official? Making it an official language will definitely lead to its advancement, however not recognizing it is not going to in any sense aggravate its usage. The vendors and shopkeepers are going to use it anyway; different tribes and communities are going to go on communicating in Nagamese; we will all be still speaking in this pidgin, whether

Conversing in English however did not persist. The problem was not only laxity in its implementation but mostly students/friends would laugh at you if you spoke with them in English. friend of mine cursed the poorly taught English language and imposition of Meitei language in her school; she had so much difficulty in expressing her very original and sound ideas. My most recent interaction on this issue was with my Khasi roommate, who like her other fellow Khasis could speak English fluently at the same time articulate her ideas well. She mentioned how in their schools conversing in English is followed very strictly and because there is no other language to bind them to other communities, English becomes the only option. Meghalaya has even their vendors and shopkeepers able to communicate in English along with Khasi and their own dialects. My point is, though English is considered an official language, many of us still are in the process of learning to articulate and express our ideas and concepts in it. Being able to articulate oneself in English, both orally and
in written, is extremely crucial in education. It becomes a defense, a marking criterion, a deciding factor for the future. Nagamese is, in my view, an obstacle to such progress. To the argument that stated that Nagamese will help us better understand our subjects or concepts, I would disagree; I wonder where will we find the words to explain Pythagoras theorem or the term society or photosynthesis. Instead of working on a Nagamese dictionary I think it would be a better alternative if we put our time, energy and money in making quality education; teaching students to articulate their learnings in English, instead of just reading, writing and answering. In terms of identity, I doubt if most from Nagaland still feel the “Naganess” in them. Most people from my generation grew without even knowing that there were Nagas outside Nagaland. My understanding and view of the Naga identity is shrouded; however
fortable, making Nagamese an official language, if it is to be limited to spoken language only but its a mockery, if English will still be used as a script. Nevertheless, if a script is also to be used kindly analyze the pros and cons. We younger generation too love and respect our culture and identity and wish to preserve it with the Elders Blessing, so kindly hand us down a beautiful and useful one that will be a blessing for all of us together. one thing I keep holding on to is the history of our movement and the name that keeps us one despite the territorial divisions. Nagamese excludes the Nagas beyond Nagaland; thus making it official also enures the physical division. We need to understand that awarding official language status to Nagamese is not going to improve our conditions in any way, definitely not our education system. If we are not able to take a stand against this decision we are wasting article 371A. Article 345 of the constitution of India states that it leaves the choice of official languages free to the states themselves and does not interfere in specifying, so why is the Central government doing so? I hope the state government is able to take a stand keeping in mind the debates and its priorities. I also hope that we, the Nagas, will be able to resist and fight against anything we believe is not democratic- not of the people, by the people and for the people. Major fire averted Kiphire, February 4 (mexN): A major fire was averted last evening by the citizens at the Rest House Ward in Kiphire when a gas cylinder burst and burnt one side of the building. While celebrating the occasion, the KDCC, keeping in mind the guidelines of NGNREGA Act 2005 published in the Gazette India dated 5th September 2005, submitted a representation to Deputy Commissioner, Kohima and Project Director appealing for 100 days wages to be paid to the job card holders. Failing which, the KDCC cautioned to launch lawful protest to protect the welfare and benefit of the people. The KDCC in a press release issued by its General Secretary (Admn) Abalie Medoze further stated that the Committee warned that anyone intentionally defaulting the guidelines shall be brought to book.

Nagamese in the Church
T
he discussion on whether to promote Nagamese as a regional language hits the people of Nagaland more acutely than others from Northeast states. Needless to say, other states have a lingua franca of local origin - like the people of Assam have Assamese, those in Manipur have Meiteilon, Sikkimese have Nepali, Mizoram folks got Mizo, Tripura got Bangla and Kok-borok, those from Arunachal are fluent in Hindi, and Meghalaya got Garo and Khasi. What do the Nagaland people have? Nagamese! It is true that English remains the preferred language for many of the educated lot in Nagaland. The Morung Express poll gives a resounding “NO” to the question, “Do you support Government of India’s move to promote Nagamese as an official language?” I believe the same percentage would say “YES” if the question was about English. But practically speaking, for two thirds of our own, English sounds Greek and hence does not fulfill the purpose of a language – which is basically to communicate. This is especially true in the church. In Kohima (the second Nagamese capital; the first being Dimapur), I once heard an elderly churchman saying that Nagamese is unworthy of use in the Church. This was in the context of choosing a language to interpret a sermon by an English speaking preacher. The congregation was obviously of mixed tribal groups. But the dilemma was heightened when other churchmen realized that use of a single tribal language would possibly leave many unsatisfied, if not angered. As a preacher, I have been thrown into perplexing situations by church leaders. In one of the urban churches, I was instructed to preach in English. The congregation was from another tribe. It was a Sunday and the church was full - the capacity was not less than 3000. I started preaching but I could clearly see from my vantage point – the pulpit – that a significant number of worshippers were only looking at me but not getting my words – the message of God. It was regrettable. Having learnt a lesson, I decided not to ask the opinion of the leaders but to go to the congregation in terms of ideal language for sermons. So in this small church, constituted by members from different tribes, I asked the congregation what would be the preferred language for a sermon – English or Nagamese – the two available options, the member straight away replied, “If you want all of us to understand the message, Nagamese is better, else only a few of us will benefit from English.” So began my journey of preaching in Nagamese. There seems to be a general fear that Nagamese, on one hand, would soon supersede tribal languages and so it must be avoided from gaining official status. On the other hand, the condescending attitude with which Nagamese is looked at gives it a vulgar image. For the sacrosanct urban church elders, it presumably represents an idolatrous symbol. All such discriminatory postures towards Nagamese are unrealistic. Tribal languages should be made to thrive without restricting the growth of other languages knowing that a popular language like Nagamese is now unstoppable (written documents are increasing - there’s even Nagamese Bible and songbook – Nagamese service in tribal churches is becoming necessary). Also, there is nothing as a vulgar language, only vulgar words (and English has an awful lot of them in use!). And God is no discriminator of tribes and tongues. Pope Francis: Powerful and Rich Risk Going to Hell If They Ignore the Poor

ope Francis is taking direct aim at the wealthy and powerful of the world, saying in his message for Lent that they are often “slaves to sin” who, if they ignore the poor, “will end up condemning themselves and plunging into the eternal abyss of solitude which is hell.” “The greater their power and wealth, the more this blindness and deception can grow,” the pontiff wrote in his annual Lenten exhortation, which was released on January 26. Francis has made caring for the poor and denouncing social injustice a hallmark of his pontificate since his election in 2013. He has said he would like “a church that is poor and for the poor,” and he has called the “unfettered pursuit of money” the “dung of the devil.” In this year’s message to the world’s 1.2 billion Catholics for the penitential season leading to Easter, he uses some of his most powerful language yet. He talks about the corrupting influence of money and power — while pointing out that caring for the poor, and not just praying for them, is the path to genuine conversion. “The corporal and spiritual works of mercy must never be separated,” the pope writes. “By touching the flesh of the crucified Jesus in the suffering, sinners can receive the gift of realizing that they too are poor and in need.” Too often, he says, “the real poor are revealed as those who refuse to see themselves as such. … This is because they are slaves to sin, which leads them to use wealth and power not for the service of God and others, but to stifle within their hearts the profound sense that they too are only poor beggars.” The organizing principle of the Lenten message is mercy — just as it is the hallmark of this pontificate and the theme of the special Holy Year jubilee that Francis inaugurated last month. “For all of us, then, the season of Lent in this Jubilee Year is a favorable time to overcome our existential alienation by listening to God’s word and by practicing the works of mercy,” he writes. “These works remind us that faith finds expression in concrete everyday actions meant to help our neighbors in body and spirit: by feeding, visiting, comforting and instructing them. On such things will we be judged.” Lent begins on Ash Wednesday, which is Feb. 10 this year, and runs until Holy Week, which starts the observances leading up to Easter Sunday on March 27. Lent echoes the 40 days that the Gospels say Jesus spent in the desert, enduring temptations by the devil before Jesus began the public ministry that would end in his crucifixion and, Christians believe, resurrection.

T WAS THE fifth set of a semi-final at last year’s US Open. After four hours of epic tennis, Roger Federer needed one more point to see off his young challenger, Novak Djokovic. As Federer prepared to serve, the crowd roared in anticipation. At the other end, Djokovic nodded, as if in acceptance of his fate. Federer served fast and deep to Djokovic’s right. Seconds later he found himself stranded, uncomprehending, in mid-court. Djokovic had returned his serve with a loose-limbed forehand of such lethal precision that Federer couldn’t get near it. The nonchalance of Djokovic's stroke thrilled the crowd. John McEnroe called it “one of the all-time great shots”. Djokovic won the game, set, match and tournament. At his press conference, Federer was a study in quiet fury. It was tough, he said, to lose because of a “lucky shot”. Some players do that, he continued: “Down 5-2 in the third, they just start slapping shots …How can you play a shot like that on match point?” Asked the same question, Djokovic smiled. “Yeah, I tend to do that on match points. It kinda works.” Federer’s inability to win Grand Slams in the last two years hasn’t been due to physical decline so much as a new mental frailty that emerges at crucial moments. In the jargon of sport, he has been “choking”. This, say the experts, is caused by thinking too much. When a footballer misses a penalty or a golfer fluffs a putt, it is because they have become self-conscious. By thinking too hard, they lose the fluid physical grace required to succeed. Perhaps Federer was so upset because, deep down, he recognised that his opponent had tapped into a resource that he, an all-time great, is finding harder to reach: unthinking. Unthinking is the ability to apply years of learning at the crucial moment by removing your thinking self from the equation. Its power is not confined to sport: actors and musicians know about it too, and are apt to say that their best work happens in a kind of trance. Thinking too much can kill not just physical performance but mental inspiration. Bob Dylan, wistfully recalling his youthful ability to write songs without even trying, described the making of “Like a Rolling Stone” as a “piece of vomit, 20 pages long”. It hasn’t stopped the song being voted the best of all time. In less dramatic ways the same principle applies to all of us. A fundamental paradox of human psychology is that thinking can be bad for us. When we follow our own thoughts too closely, we can lose our bearings, as our inner chatter drowns out common sense. A study of shopping behaviour found that the less information people were

When offered details of ingredients, they got befuddled by their options and ended up choosing a jam they didn’t like. If a rat is faced with a puzzle in which food is placed on its left 60% of the time and on the right 40% of the time, it will quickly deduce that the left side is more rewarding, and head there every time, thus achieving a 60% success rate. Young children adopt the same strategy. When Yale undergraduates play the game, they try to figure out some underlying pattern, and end up doing worse than the rat or the child. We really can be too clever for our own good. By allowing ourselves to listen to our (better) instincts, we can tap into a kind of compressed wisdom. The psychologist Gerd Gigerenzer argues that much of our behaviour is based on deceptively sophisticated rulesof-thumb, or “heuristics”. A robot programmed to chase and catch a ball would need to compute a series of complex differential equations to track the ball’s trajectory. But baseball players do so by instinctively following simple rules: run in the right general direction, and adjust your speed to keep a constant angle between eye and ball. To make good decisions in a complex world, Gigerenzer says, you have to be skilled at ignoring information. He found that a portfolio of stocks picked by people he interviewed in the street did better than those chosen by experts. The pedestrians were using the “recognition heuristic”: they picked companies they’d heard of, which was a better guide to future
success than any analysis of priceearning ratios. Researchers from Columbia Business School, New York, conducted an experiment in which people were asked to predict outcomes across a range of fields, from politics to the weather to the winner of “American Idol”. They found that those who placed high trust in their feelings made better predictions than those who didn’t. The result only applied, however, when the participants had some prior knowledge. This last point is vital. Unthinking is not the same as ignorance; you can’t unthink if you haven’t already thought. Djokovic was able to pull off his wonder shot because he had played a thousand variations on it in previous matches and practice; Dylan’s lyrical outpourings drew on his immersion in folk songs, French poetry and American legends. The unconscious minds of great artists and sportsmen are like dense rainforests, which send up spores of inspiration. The higher the stakes, the more overthinking is a problem. Ed Smith, a cricketer and author of “Luck”, uses the analogy of walking along a kerbstone: easy enough, but what if there was a hundred-foot drop to the street—every step would be a trial. In high-performance fields it’s the older and more successful performers who are most prone to choke, because expectation is piled upon them. An opera singer launching into an aria at La Scala cannot afford to think how her technique might be improved. When Federer plays a match point these days, he may feel as if he’s standing on the cliff edge of his reputation.
Professor Claude Steele, of Stanford, studies the effects of performance anxiety on academic tests. He set a group of students consisting of African-Americans and Caucasians a test, telling them it would measure intellectual ability. The African-Americans performed worse than the Caucasians. Steele then gave a separate group the same test, telling them it was just a preparatory drill. The gulf narrowed sharply. The “achievement gap” in us education has complex causes, but one may be that bright African-American students are more likely to feel they are representing their ethnic group, which leads them to overthink. How do you learn to unthink? Dylan believes the creative impulse needs protecting from self-analysis: “As you get older, you get smarter, and that can hinder you…You’ve got to programme your brain not to think too much.” Flann O’Brien said we should be “calculatedly stupid” in order to write. The only reliable cure for overthinking seems to be enjoyment, something that both success and analysis can dull. Experienced athletes and artists often complain that they have lost touch with what made them love what they do in the first place. Thinking about it is a poor substitute. We live in age of self-reflection, analysing every aspect of our work, micro-commentating on our own lives online, reading articles urging us to ponder what makes us happy. Much of this may be worthwhile, but we also need to put thinking in its place. Djokovic’s return was both the culmination of his life’s effort and an expression of careless joy. It kinda worked.
Africa, Only If It Bleeds It Leads?

frica is clearly one of the most negatively impacted regions in the world, not helped by the increasing trend of the mainstream media to focus on tragic news, following a self-imposed rule: “if it bleeds it leads”. Famine; hunger; malnutrition; indebtedness; piracy; wars; massacres; tribal fights; terrorist attacks; Boko Haram; Al Qaeda Maghreb; IS; western military interventions; corruption; human rights abuses, and repeated operations of humanitarian assistance, among others, are pure adrenalin for most media outlets. Africa also jumps to the top of the headers when it comes to announcing massive oil purchases by China. Western politicians and media tend to denounce the lack of human rights in the Asian giant. Regardless of what and why, the very fact is that this continent seems sentenced to be the source of negative news. Not that all these facts are entirely false—Africa has indeed been the scene for a lot of “bad news”. Meanwhile, a number of experts, analysts and activists attempt to systematically remind us of the deep roots laying beneath most African dramas. This is the case of centuries-long colonialism; slavery; massive depletion of natural resources by voracious multinational corporations; big sales of western weapons to parties in conflicts; extensive land grabbing and the heavy impact of climate change caused far away from Africa by industrialised states, just to mention some. Yet, their voices have never received the attention they deserve. And when they have this attention, it was temporary and did not produce any effective action
to help put an end to all the problems. Against this backdrop, the African continent has been moving ahead in spite of the recent strong falls seen in international markets of its main sources of income, such as oil, commodities and minerals. An Agenda 2063 for Africa When in 2013 the leaders of 54 African countries adopted Agenda 2063 to achieve socio-economic transformation of the continent in half a century, they probably did not expect that the market value of some key resources would fall so sharply in a very short period of time. Nevertheless, this vast continent extending over 30,221.000 km2, home to 1,2 billion people speaking up to 2,000 different native languages, is taking several steps to move forward. For instance, the theme of the 26th Summit of heads of African states (Addis Ababa, January 21-31, 2016) is human rights with a particular focus on the Rights of Women. In fact, African women face seven major challenges: economic exclusion; financial systems that perpetuate their discrimination; limited participation in political and public life; lack of access to education and poor retention of girls in schools; gender-based violence; harmful cultural practices, and exclusion of women from peace tables, among others. The Addis Ababa based African Union Commission (AUC) underlines that “Agenda 2063 is a strategic framework for the socio-economic transformation of the continent over the next 50 years. Soil sample relevant information form. 1.Introduction: In present days everybody is talking about the soil testing and soil health card distribution. But if we see the common farmers, they have a very little idea about the soil sampling, testing and its profitable practical benefits in their field. Some of them are also wish to test their soils, but they have so many questions in mind likes where to take samples, how to take samples, how much number of samples should collect for a particular area, what should be the depth of sampling, period/interval of soil testing, where the soil can be tested etc. So, for the successful soil testing programme, there are four important phase likes collection of soil samples, analysis of soil samples, interpretation and recommendation, and should be followed strictly. 2. Collection of Soil Samples: Soil sampling is the most challengeable task, as a few grams of soil sample represents for a given area. Thus, the soil samples are required to be taken in such a manner that the collected sample should reflect the true fertility of soil for any targeted area. If the field is levelled and soil appears to be uniform, only one composite sample if taken properly could be enough for an area of 4-5 ha. Variation in slope, colour, texture, crop growth, unusual spots and management practice should be taken into account and separate sets of composite samples must be collected from each such area. Recently fertilized plots, bunds, channels, marshy tracts and area near trees, wells, cattle dung and compost piles or other non-representative locations must be avoided during the sampling. 2.1. Sampling Tools: The equipments like; spade/khurpi, auger (tube and screw type), plastic bucket, plastic bag, scale and water proof marker are required for soil sampling. For sampling in the soft and moist soil, the tube auger, spade or khurpi is quite satisfactory. A screw type auger is more convenient on hard/dry land. 2.2. Sampling Depth: The root growth of most of the field crops is confined to 1020 cm depth and hence sampling upto 1520cm is enough for the field crops. For most of the pasture crop, 10cm sampling depth is
normally sufficient. However, soil samples from the areas growing deep rooted crops like sugarcane, cotton, plantation and horticultural crops are to be collected upto 80100 cm depth. 2.3. Time of Sampling: Soil samples should be collected well before planting/sowing of the targeted crops, so that the soil can be tested in time. If one crop is cultivated in a year, then soil testing once in a three year is sufficient. But under intensive cultivation, say 2-3 crops in a year, then sampling should preferably be done every year prior to sowing of the first crop of the given cropping sequence. 2.4. Methods of Sampling: The greatest source of error in soil analysis is usually the soil sample itself. Consequently, soil samples should be taken in a zigzag manner (Fig. 1) to cover the entire field. At least 1025 sub samples (cores) are taken randomly and mixed together to make a representative (composite) sample from a uniform field. First the sampling spot from where the sample is to be collected is cleaned with a spade. If a spade or khurpi is used for soil sampling, first a ‘V’ shaped cut is made up to the plough layer (0-15 cm) and then a uniform 1.5cm thick slice is taken out (Fig. 2). Collected soil samples are thoroughly mixed on a clean piece of cloth/polythene sheet/ thick paper and the bulk is reduced by the quartering so that about 500g of composite sample is retained and kept in a clean polythene bag. The sample bags should be clean and fixed properly so as to avoid any mix ups during processing. Process of sample size reduction or quartering method: Sample should be divided into 4 parts by drawing a ‘+’ sign through it. Discard the soils from the opposite corners. Mix remaining soil, divide into 4 parts and again discard from corners (Fig. 3 and Fig. 4). 2.5. Sample Preparation: A sample is spread out on a plastic or a thick brown paper in the shade for drying, because the wet soil samples collected from the field cannot be stored as changes occur with time in storage condition. iruses are obligate parasites; that is, they require a living host in order to grow and multiply. These virus particles infect the plants are extremely small and can be seen with the help of electron microscope. The diverse climatic condition is endowed with large number of viral disease outbreak in various cropping systems. Management of viral disease is much more difficult than that of diseases caused by other pathogens as viral disease have a complex disease cycle, efficient vector transmission and no effective viricide. But integration of various approaches is important to reduce the yield loss caused by virus diseases. There are essentially two approaches to manage virus diseases, similar to other plant diseases. The first approach is to decrease the source of infection (reservoirs) and secondly to minimize the rate of spread by following some of the ways and means. Cultural practices play major role in preventing the spread of disease in the field. There are numerous cultural practices that can be used to reduce plant losses due to virus infection. • Physical barriers such as fine-mesh screens for the nursery to prevent the insect (vector) movement to protect crops from virus diseases. For example, in tomato, whitefly transmitted tomato leaf curl virus was successfully reduced by using houses covered with 50-mesh screens which have decreased dramatically the number of invading whiteflies into net or greenhouses. • Growing of barrier crops which are taller in nature around the field will reduce the virus infection and vector multiplication; hence monocot plants were tried as barriers for dicot crops. Several kinds of crops like maize, sorghum, job’s tear and pearl millet were tried as barrier crops when the main crop was of dicot family against non-persistent

Tanzanian woman's assault: High level central team going to Bengaluru
Sonia, Rahul move SC in Herald case New Delhi, February 4 (iaNS): Congress president Sonia Gandhi and vice president Rahul Gandhi on Thursday moved the Supreme Court challenging the Delhi High Court order rejecting their plea against their summoning by a trial court here in the National Herald case filed by BJP leader Subramanian Swamy. Besides challenging the high court's December 7, 2015 order, both Sonia and Rahul Gandhi have sought the stay of the proceedings before the trial court till their plea was decided by the top court and the grant of exemption from personal appearance before the lower court. Both the Gandhis have sought exemption from personal appearance before the trial court but said that they would appear before the trial court as and when "desired by the magistrate in accordance with law." Apart from the Gandhis, accused Sam Pitroda and Suman Dubey have also moved the apex court against the high court order. The Congress leaders have also challenged the high court order on the grounds of it going into the merits of the case and making adverse observations. In her petition, Sonia Gandhi says that on "one hand, the high court holds that the actions of the accused 'smacks of criminality', and in the same breath goes on to hold that 'what species of criminal offence is made out is not required to be seen at this initial stage'". On the question of locus of Swamy in the matter, the Congress leader has pointed out that "interestingly, a single judge (of the high court) himself raised the question of locus standi. Even before the petitioners went ahead with their arguments, the complainant was asked to assist in the matter qua the issue of locus standi". The high court had rejected the plea of Gandhis, as well as Congress treasurer Motilal Vora, Gandhi family friend Dubey and party leader Oscar Fernandes against the summons issued by the trial court on June 26, 2015 on Swamy's complaint alleging "cheating" in the acquisition of Associated Journals Ltd. (AJL) by Young India Ltd. (YIL) - "a firm in which Sonia Gandhi and Rahul Gandhi each own a 38 percent stake". Swamy had claimed that both Sonia Gandhi and Rahul Gandhi, as majority shareholders of YIL, benefited from the acquisition of AJL.He had alleged that AJL had received an interest-free loan of Rs.90.25 crore from the Congress and that the party transferred the debt to YIL for Rs.50 lakh.

'Women to get 50% reservation in panchayats' New Delhi, February 4 (iaNS): The Narendra Modi government will push constitutional amendment in the coming budget session of parliament for increasing reservation for women in panchayat bodies from 33 percent to 50 percent, union minister Birender Singh said on Thursday. "Though some states had provided 50 percent reservation to women in panchayats, but through the constitutional amendment, it will be implemented in the whole country," the rural development and panchayati raj minister said while addressing a national workshop on 'Implementation of PESA Act: Issues and way forward'. Panchayati raj and tribal development ministers from 10 states attended the workshop on Panchayats (Extension to the Scheduled Areas) Act. Singh also expressed hope that all political parties will extend support in the passage of the amendment.
"Reservation for women in panchayats will facilitate more women to enter public sphere and it will empower them and strengthen country's parliamentary democracy at the grassroot level," he said. The minister said that government will bring another constitutional amendment to increase the tenure of ward reservation for women in panchayats from current five years to ten years. "The government will also bring about changes in law to reserve the ward for women for two terms of five years each from the existing single term so that they can undertake developmental activities in a continued fashion," he said. The rail budget will be presented on February 25 and the economic survey report released the next day. The general budget will be presented on February 29, Parliamentary Affairs Minister M. Venkaiah Naidu said after a meeting of the Cabinet Committee on Parliamentary Affairs. The budget session is held in two parts and the first phase will continue till March 16 before going into recess for 39 days, Naidu said in a tweet. The session will resume on April 25 and finally conclude on May 13, he added. The central government also held a meeting with political leaders of poll-bound West Bengal, Assam, Tamil Nadu, Kerala and Puducherry to discuss if the dates of the budget session were clashing with any election activity in these states.

Rao gave the green signal to the CBI to prosecute former chief minister Ashok Chavan in the Adarsh Society scam on Thursday. While Chavan, who is the state Congress president, cried foul over the move, Chief Minister Devendra Fadnavis justified the sanction to prosecute him and rejected charges of vendetta. Fadnavis said the government had sought the opinion of the state advocate general and he clearly said "such permission should be and could be granted". In view of fresh evidence which have come up in the case, the CBI sent a request seeking permission to prosecute Chavan and the governor forwarded it to the state cabinet, which recommended to the governor to act as per the opinion of the advocate general, Fadnavis pointed out. Accusing the ruling BJP of adopting a "vindictive attitude", Chavan questioned how could the opinion of a new governor change with a new government (BJP-Shiv Sena alliance) taking power in the state. He said the earlier governor (K. Sankaranarayanan) had taken a conscious stand in December 2013 after consulting the highest legal authorities and said he could not issue the sanction to the CBI for prosecution. Sivakami says that the community is denied even the minimum human rights. The critically acclaimed author and former bureaucrat said she quit in 2008 after being treated like an untouchable. Sivakami, who was in the Indian Administrative Service for 28 years, told IANS that her decision was fuelled by the realisation that Dalits have no place in nation-building. With more than eight books to her credit, Sivakami is among India's most prominent Dalit writers. Her first book, "In The Grip of Change", had created a stir as it questions patriarchy in the Dalit movement. "Both the political class

sitions in the home or finance departments in the last six decades, which she deemed significant. "The post of secretary in the industries, finance or home ministry is considered a key position. No Dalit has been given these posts for the last 60 years. The discrimination is felt in all levels," Sivakami said, adding it was her father who inspired her to be-
come a civil servant. Disillusioned with the system, she quit the service and joined the Bahujan Samaj Party (BSP) in 2009. A year later, she floated a political party, the Samuga Samathuva Padai to become the voice of the voiceless and the oppressed. Discrimination, according to Sivakami, is pervasive - whether in educational institutions or the bureaucracy. Referring to Rohith's suicide, Sivakami said educational institutions harass Dalits in the name of reservations. "There is a feeling that Dalits are not intelligent just because they have reservations. Dalits have a poor image," she lamented. Flaying theories that Rohith committed suicide under academic pressure, she said that it is shameful to attribute backwardness of intelligence to a certain community.
"The set tone by BJP is that the scholar committed suicide owing to academic pressure and a research scholar needs extra brilliance. What do they mean by extra intelligence? How can you attribute it to backwardness," she asked. The former civil servant also felt that the brouhaha over Congress vice president Rahul Gandhi's visit to the Hyderabad Central University was unwarranted as any support is vital for the Dalit community. "Why call Rahul's visit as political? Any support is important for the victims. Why didn't (Prime Minister Narendra) Modi go there ? " she asked. As Rohith's suicide has brought out the wide gap in India's social system, Sivakami felt that the dominant culture has to introspect on its failures. "Nation building is not possible without brother-
hood. Denying basic rights for the community based on caste is violence," she contended. A staunch Dalit feminist, Sivakami believed that women have to be brought into the mainstream and she doesn't regret leaving the civil service for activism. "I was voiceless there. Now I am doing meaningful jobs. My party has a presence in 10 districts in Tamil Nadu," she said. What is her solution for an equal society? "Sixty percent of the landless poor are Dalits. UN panel to rule Julian Assange ‘unlawfully detained’ s y D N e y / L O N D O N, FebrUAry 4 (reUTers): WikiLeaks founder Julian Assange’s three-and-a-half-year stay in the Ecuadorian embassy in London amounts to ‘unlawful detention’, a United Nations panel examining his appeal will rule on Friday, the BBC reported. Assange, a former computer hacker who has been holed up in the embassy since June 2012, told the U.N. Working Group on Arbitrary Detention that he was a political refugee whose rights had been infringed by being unable to take up asylum in Ecuador. Reuters was unable immediately to confirm the BBC report and the UN said the panel’s opinion, which is not legally binding, was due to be published on Friday. Britain said it had never arbitrarily detained Assange and that the Australian had voluntarily avoided arrest by jumping bail to flee to the embassy. It said Assange will be arrested if he leaves the embassy and then extradited to Sweden for questioning over allegations of rape in 2010. Assange denies the rape allegations. “Should the U.N. announce tomorrow that I have lost my case against the United Kingdom and Sweden, I shall exit the embassy at noon on Friday to accept arrest by British police as there is no meaningful prospect of further appeal,” Assange said in a

Fear can feed our most selfish impulses and erode the bonds of community. “It is a primal emotion, fear, one that we all experience. It can be contagious. If we let it consume us, the consequences of that fear can be worse than any outward threat,” he said. But Obama said that faith can conquer fear. “Faith is the great cure for fear. Melting ice sheet in Antarctica may impact sea level, says study LONDON, FebrUAry 4 (IANs): Loss of ice in Antarctica caused by a warming ocean may result in rising global sea levels by 3 metres, warns a recent research. Scientists from the University of Edinburgh in Scotland were able to gauge how levels of ice - that existed continuously for at least 1.4 million years - covering the land have changed, the study said. During the previous warm periods, a substantial amount of ice has been lost from the West Antarctic ice sheet by ocean melting, but it may have not melted entirely, the study indicated, suggesting that ice would have been lost from areas below sea level, but not on upland areas. “Our findings narrow the margin of uncertainty around the likely impact of the West Antarctic Ice Sheet on sea level-rise. This remains a troubling forecast since all signs suggest the ice from West Antarctica could disappear relatively quickly,” said Andrew Hein from the University of Edinburgh in Scotland, Britain. The researchers studied the peaks protruding through ice in the Ellsworth Mountains, on the Atlantic flank of Antarctica, the study revealed in the journal in the Nature Communications. They also assessed the landscape to determine how the West Antarctic ice sheet might respond to increasing global temperatures by measuring changes on slopes at various heights on the mountainside, which indicated levels previously reached by the ice sheet.

International pressure mounts on NKorea to abandon rocket launch seOUL/TOKyO, FebrUAry 4 (reUTers): International pressure grew on North Korea to call off a planned rocket launch, seen by some governments as another missile test, while Japan put its military on alert to shoot down any rocket that threatens its territory. North Korea notified United Nations agencies on Tuesday of its plan to launch what it called an “earth observation satellite” some time between Feb. 8 and 25. Pyongyang has said it has a sovereign right to pursue a space programme, although the United States and other governments suspect such rocket launches are tests of its missiles.
Japan’s defence minister, Gen Nakatani, told a media briefing on Wednesday he had issued an order to shoot down any “ballistic missile threat”. Tension rose in East Asia last month after North Korea’s fourth nuclear test, this time of what it said was a hydrogen bomb. A rocket launch coming so soon after would raise concern that North Korea plans to fit nuclear warheads on its missiles, giving it the capability to launch a strike against South Korea, Japan and possibly targets as far away as the U.S. West Coast. MANCHESTER, FEbRuARy 4 (AP): It sums up the erratic nature of this season's Premier League that a match between Chelsea and Manchester United has been relegated to a mere sideshow just as the title race is getting interesting. Instead, this weekend is all about whether Leicester can pull off its biggest shock yet and finally be recognized as a genuine title contender. Leicester, which battled relegation all of last season, takes a three-point lead to Manchester City on Saturday in a match between the top two sides in the league. A victory would guarantee Leicester at least a fivepoint lead with 13 matches remaining. Surely that would make the team favorites for the title and set up one of the most unlikely story lines in English soccer history. ''It's not a coincidence we're top of the table,'' Leicester midfielder Danny Drinkwater said. ''This is team spirit at its highest. We won't stop believing. ICC blow for India, England, Australia 7th Silver Cup T-20 Tourney dubAi, FEbRuARy 4 (REuTERS): The boards of India, England and Australia will no longer be permanent members of the International Cricket Council's decisionmaking executive committee, the governing body said on Thursday. The ICC approved wide-ranging changes in 2014, giving the three powerful nations permanent seats in its executive committee and the lion's share of the revenue while also promising more funds for everyone. After taking over the reins at the ICC last year, Indian cricket board president Shashank Manohar flayed the imbalance of power and criticised the 2014 restructuring. "The board has agreed to carry out a complete review of the 2014 resolutions and constitutional changes," the governing body said in a statement following a board meeting held at its Dubai headquarters on Thursday. The ICC received widespread criticism two years ago with some suggesting the 'Big Three' would take over the sport at the expense of the other cricketing nations. The governing body's constitution is also to be completely reviewed and all members asked to provide feedback in the next few weeks, it said.
KoHiMA, FEbRuARy 4 (MExN): The 7th edition of Silver Cup T-20 Cricket Tournament organised by Nepali Baptist Church Kohima, Youth Department (NBCK YD) will be held in the month of March. In this connection, the organising committee has requested interested teams to prepare themselves. The date and venue along with cash awards for the winners would be announced in due course of time, it stated.
NWA convenes meeting
KoHiMA, FEbRuARy 4 (MExN): The Nagaland Wrestling Association (NWA) has convened a meeting on February 8 at 2 p.m. at Hotel Japfü Ashok. Informing this in a release, the NWA has requested all the NWA office bearers, constituent units and all the 25th NWA anniversary committee members to attend the meeting. The meeting will discuss on finalization of NWA anniversary programme, affiliation of DDWA and other relevant issues, it informed.
Implement Lodha panel recommendations: SC to BCCI
NEW dELHi, FEbRuARy 4 (PTi): The Supreme Court on Thursday gave a stern message to BCCI asking it to "fall in line" with the recommendations of Justice R M Lodha Committee which has suggested a massive restructuring of the country's apex cricket body. The apex court said the recommendations are "straight, rational and understandable" and "deserve respect" and "there is no reason to disagree with the committee" which has the most "illuminated and respected members of the legal community". While four weeks time was granted to the Board of Control for Cricket in India (BCCI) to respond on the implementation of the recommendations of the Lodha Committee, the court made it clear that since ample opportunity was given to all stakeholders over a long period and their views were taken into consideration before preparing the final report, there should not be any difficulty in accepting the recommendations. The remarks by a bench headed by Chief Justice TS Thakur came after senior advocate Shekhar Naphade, representing BCCI, said there was a need to consult the 30-odd mem-
bers of the Board on the recommendations and in view of its legal committee's meeting on February 7, four weeks be allowed to respond. However, the bench said "they all have been heard and have given their views to the Committee. Ask your client to take a strict view of the recommendations. You can't jump the gun. You must see the recommendations. These recommendations deserve respect. They have come from the most illuminated and respected members of the legal community. They had invited people and have done extensive deliberations with all stakeholders. The recommendations are straightforward, understandable and rational." "The best thing is to fall in line and follow the suggestions to save the trouble," the bench, which also comprised Justice F M I Kalifulla, said. The apex court-appointed Lodha Committee on January 4 recommended sweeping reforms and an administrative shake-up for the troubled BCCI by suggesting that ministers be barred from occupying positions, a cap put on the age and tenure of the officebearers and legalisation of betting. In a series of drastic recommendations, the three-member pan-
el, also comprising formers apex court judges -- Ashok Bhan and R V Raveendran also suggested that one unit should represent only one state, while taking away the voting rights of institutional and city-based units. It suggested restructuring of the BCCI's administrative set-up, proposing the position of a CEO to run daily affairs of the Board accountable to a nine-member apex council. Among the most sensational suggestions by the Lodha panel was the one on legalising betting. It felt that the move would help curb corruption in the game and recommended that except for players and officials, people should be allowed to place bets on registered websites. Among other steps, panel said that to ensure transparency in the BCCI's functioning, it was important to bring the body under the purview of the RTI Act, something that the Board has vehemently opposed in the past citing its autonomy. Another important decision taken by the committee was to clear former IPL COO Sundar Raman, who was alleged to have contacts with bookies. The panel said there was not enough evidence to indict Raman.

ndia as Republic, the discretion power of the President otherwise the President’s rule is in proper employed within the conjuncture of certain provisions recognized by the paramount constitution as enshrined in section 93. The provisions of emergencies are crucially discussed in the part xviii of the Indian constitution. These provisions are classified in three categories (a)(b) and (c) and the provision pertaining article 356 is adopted from the part xviii b of the Indian constitution wherein the president can with his discretion imposed 356 in case of “failure of state constitutional machinery”. The phrase “failure of state constitutional machinery” defines the event where the state can no longer function as per the obligation lain down by the constitution. The imposition of 356 can be simply understood following the proclamation tabled by the state governor after obtaining the consent of the president. It is now understood that the president has learned the dire currency of the state legislature failing to elect a leader as chief minister due to the breakdown of coalition, and election postponed for unavoidable circumstances. The government of India act 1935 inasmuch regarded as the brainchild of emergency was enacted during the pre-independent India having Sir Samuel Hoarse as the then Secretary of State for India on 2 august 1935. Under this act the governor of state is the pivot agent of the Centre to the state who is in fact the executive head of that pre-
defined state. This act equipped the British to take control of provinces and states at any desired time without entertaining the interest of the state by mastering the art of emergency. 356 in Arunachal Pradesh: India on the 26th of January, 2016, not only witnessed the marvel of 67th republic day but also witnessed a gigantic shift of power in the state of Arunachal Pradesh, the home state of Kiren Rijiju, Union Minister of State for Home Affairs of India, when the President of India Pranab Mukherjee imposed Art 356. This article guaranteed the president and governor ‘complete immunity’ from the judiciary and are ‘not answerable to any court of law’ and protection from legal action. More or less, the much daring ‘art 356’ is an administrative vehicle manifested by the spirit of republic de jure to exercise in events where a state has vehemently failed to function as a city state as prescribed by the constitution of India. In other tongue, the model comprehension of art 356 is simply referred to President’s rule. This absolute power of the executive is ushered when any of the state within the union of India has miserably failed to retain its normalcy due to the fall of coalition government or the loss of majority in the Vidhan Sabha (state assembly). Under this provision, the administrative structure of the state government is directly govern by the central having executives as the supreme agent, Governor. However, after a critical analysis on the relaxation of the President’s rule the Supreme Court of India put a restraining corner on the arbitrary character of the 356. The order of the Supreme Court to restrain the misuse of this sensitive act was uprooted from S.R. Online reports. In the show's upcoming season, the 'Wrecking Ball' hit-maker will be seen helping mentor contestants from Christina Aguilera, Blake Shelton, Adam Levine and Pharrell Williams' respective teams. The 29-year-old was confirmed on Tuesday as the voice who will belt out Star Spangled Banner in front of estimated 120million viewers around the world. Gaga's performance will be televised live minutes before kickoff at San Francisco's Levi's Stadium, as the Denver Broncos and the Carolina Panthers clash for the top prize in American football. This year the famous halftime show will be performed by Coldplay, who will be joined on stage by Beyonce. On Tuesday, Lady Gaga was also confirmed as a performer at this year's Grammy Awards the following weekend.

unny Deol is back with the promise of a power-packed performance and his dhai kilo ka haath in Ghayal Once Again. The film is a sequel to his 1990 hit, Ghayal, and continues from where the story had ended. It was rumored that Sunny Deol had to mortgage his studio in order to produce Ghayal Once Again. During a recent media interaction in the capital, Sunny Deol opened up on the challenges he faced while he was shooting for the film and also shared his experience of working with freshers. Produced by Dharmendra and directed by Sunny Deol himself, Ghayal Once Again stars Sunny Deol and Soha Ali Khan along with four teenagers - Rishabh Arora, Shivam Patil, Daina Khan and Anchal Munjal. Talking about the story, Sunny said, "Change is inevitable in the society and that's what I want to show through my film. How children of 16 and 17 years step into the society and that's when the change starts." The film was initially scheduled to release on 13 November 2015 but it was delayed as the shooting could not meet its deadline due to visual effects works. The film was rescheduled for 15 January, but then was postponed again and scheduled for release on 5 February 2016. Sunny Deol hired Hollywood Action Co-ordinator Dan Bradley for designing action sequences.

Washington, February 4 (aFP): Stephen Curry scored 51 points, including an NBA seasonhigh 11 3-pointers, to power the defending league champion Golden State Warriors past host Washington 134-121. Reigning NBA Most Valuable Player Curry on Wednesday scored 25 points in the first quarter as the Warriors improved to 45-4 with their eighth consecutive victory. Curry went 11-of-16 from beyond the arc, finishing one 3-pointer shy of matching the one-game NBA record of 12 3-pointers shared by Los Angeles Lakers guard Kobe Bryant and former NBA standout Donyell Marshall. "I missed one too many," Curry joked. "At the end of the game, yeah, I knew I was within reach. I was kind of searching, but not trying to force with where the game was. You can't mess around with the

In the first football match played here today, Ward No. 8 defeated Ward No.6 by a comfortably three goal margin to win 4-1. Megovilie Miasalhou grabbed a hat-trick for Ward No. 8 while Gideon Leo added a fourth. The lone goal for Ward No.6 came through Diheupong.
