KOHIma, February 7 (mexN): The Nagaland Tribes Action Committee (NTAC), Kohima, and the Joint Action Committee (JCC) have now given a three days’ “ultimatum” to the Chief Minister of Nagaland to step down on “moral ground” by February 11. This was resolved in a 8-point resolution taken at a coordination meeting of apex bodies of Phom, Chakhesang, Ao, Rengma, Sumi, Lotha, Zeliang, Pochury, Konyak, Sangtam, Kuki, Angami tribes in the presence of ENPO, JCC and NTAC held here today. The coordination meeting agreed that the situation in Nagaland State has been created due to the “betrayal” by the State Cabinet of the “gentlemen’s agreement” of January 30, Chumukedima. Maintaining that they will not attend the ‘consultative meeting’ called by the Chief Minister, and will treat anyone attending it as “anti Naga,” the bodies noted that holding an army Flag March was “ridiculous” because “such an exercise is required only when the lives of the people are at threat and not against government functionary.” Furthermore, the resolution asserted that the Nagaland cabinet decision to submit a Memorandum to the Prime Minister of India, seeking for exemption
Myanmar border fencing stopped along Nagaland KOHIma, February 7 (PTI): Nagaland Chief Minister T R Zeliang today said that border fencing by Myanmar government at Pangsha in Tuensang district of the state has been stopped with the intervention of the central government. The External Affairs Ministry had taken up the issue with the Myanmar government that has agreed and already stopped the border fencing in the area, Zeliang told a press conference here. He said though official communication has not yet been received, National Security Advisor Ajit Doval rang him up yesterday and informed him about this development. Detailed discussion on border fencing between the two countries would be held later, the chief minister said. Naga organisations like the Naga Students Federation, recently appealed to the Prime Minister to stop the works on the border fencing between India and Myanmar, saying that the people there are peace loving and have been rendering much effort to maintain peace and tranquillity along the area. The Nagas have a sizable population in Myanmar.

CNTC not to attend meet called by CM Meanwhile, the Central Nagaland Tribes Council (CNTC) today informed the media that it will not attend the meeting called by the Chief Minister TR Zeliang as it contravenes the demand of the NTAC and the JCC resolution. In a statement, the CNTC stated that the incumbent CM needs to humble down to the people’s demand and pave the way for an amicable settlement for its people before it is too late. It pointed out that the turn of events over the last few weeks shows the “lack of statesmanship, sheer arrogance and total breach of trust” by TR Zeliang and his cabinet legislators.

Chief Minister TR Zeliang today said that God’s intervention is the only way to normalcy in Nagaland. Addressing a press conference here today, Zeliang said this while adding that they will invite the NBCC and other Christian forums for a goodwill mission, a suggestion also made by the Governor of Nagaland State. Noting that much legal and government explanations have been given on the issue, the CM said they will now release a “chronology” on the 33% women’s reservation issue and how the elections came to be notified. Apologizes on behalf of the government Zeliang said that the thing he regrets, and wants to convey his apology for, is the misunderstanding on the tripartite agreement between JCC, NBCC and the State Government. According to the CM, the meeting had not discussed about postponement of the whole upcoming ULB election. The postponement, he said, was sought to make people understand the issue of 33% reservation and since they had understood the government position and agreed to it in principle, we thought that the postponement may not be necessary where there is no problem. “Our good gesture has been misunderstood and they

Chief Minister of Nagaland, TR Zeliang, has ruled out the imposition of President’s Rule (PR) in Nagaland State. Responding to NPCC’s demands for PR in Nagaland, Zeliang said that PR “will not be good for the people so we will never invite President’s Rule in the state,” he noted. In any case, PR cannot be brought as per suitability but as per the law. “To impose President’s Rule, Governor can recommend but Government of India cannot just proclaim President’s Rule unless it is passed by Lok Sabha and Rajya Sabha,” he said. “I don’t see any ground to impose President’s Rule. Somebody must be trying but it will be a futile,” the CM said. On being asked about the speculation of NPF merging with the BJP, Zeliang said “I have never talked to any central leader on merger of NPF into BJP. Will resign “if I am reduced to minority” On the demand for his resignation, the Nagaland State Chief minister said, “My resignation or stepping down is beyond 33% women reservation.” He said he will step down or resign “if I am reduced to minority.” He informed that as per the Supreme Court, if a Chief Minister or the Prime Minister has to resign or step down from the established government, a floor test in the Assembly or Parliament alone can give the verdict. Even this floor test can be filed through a no-confidence motion in the Assembly, not from outside it. For now, he said he has the favour of majority, 58 out of 60, of the elected members in the
Assembly. “We have to uphold the Constitution of India. We have to uphold court verdict given by Government of India,” he said. On some tribal Hohos asking their respective elected members to resign, Zeliang said “I don’t think any MLA will resign because of pressure from NGOs or any kind of organization outside the House because they are elected by the constitution and have taken oath of affirmation and allegiance according to the Constitution of India so they are bound to go by the law.” On closure of government offices and restriction on plying of government registered vehicles, Zeliang said this will be discussed with tribal Hohos on February 8 at the ‘consultative meet’. “We are not going to force them to pass any resolution,” he said, adding but we want to make them understand the position of the government which he hoped they would understand. He said they should go to the people and explain to the people so that there will be no agitation or protest against the ULBs election. Regarding the offices which were burnt down, the CM said the government will make alternative arrangement, adding that we will not allow those offices to stop functioning. “That is our hope that within one month or two people will come to understand the reality,” he said.

AJ has not been able to seek admission for her children to a school yet and dates are running out. Being a State Government employed teacher in Dimapur, salaries of teachers like her, expected in the first week of every month, have not yet come in due to the continued bandh on government offices and life has been tough. “We are not people with savings, and depend on our monthly salary to go by,” said AJ whose family has its own share of debts that more than unite many sections of Naga society today. Now, she has to take more loans from relatives or friends to get admission, buy school uniform and books, and even day-today ration. The story is the same for many students who study in the school she teaches in. The irony is that employees of the Finance Department, the central salary disbursement body in the State, have also not been paid due to the bandh in Kohima, causing undue hardships. “Only about 10 percent of the departments have managed to submit their bills to us by January 2425, whose payments have already been forwarded to the banks by January 31 by our department. Apart from these, none of the government employees have been paid yet,” informed an officer working in the Treasuries & Accounts office of the Finance Department. The total number of government employees in Nagaland State as of March 2014 stands at 95,903, of
Nagaland Governor for resolution through dialogue Concerned by people’s hardship due to nonfunctioning of government offices and nondisbursement of salaries KOHIma, February 7 (mexN): The Governor of Nagaland State PB Acharya had discussions on the present situation with the Chief Minister TR Zeliang and his cabinet colleagues and urged them to resolve the crisis through dialogue, stated a press note from the Raj Bhavan today. He also appealed to all the NGOs, Tribal Hohos, NTAC and civil organizations to work for an amicable solution through dialogue. Today the Governor also invited the Nagaland Baptist Church Council (NBCC) and said that the “tripartite agreement on 30th January was a positive step.” Further, according to the press note, he urged the NBCC officials led by General Secretary Dr. Zelhou Keyho to “continue the efforts to restore peace as people are facing hardship due to non-functioning of government offices and even salaries are not disbursed.” which 22.47 percent are women, as per the Nagaland Economic Survey 2015-16. Among government employees, the worst hit will be the work charge/ contingency paid employees of all departments, who consist a whopping 35.25 percent of the government workforce. They are mostly the lowest paid workers with no job guarantee but are the backbone of the infrastructure (sweepers, technicians, sanitation workers, drivers, peons, etc.). While irregular salaries torment them throughout the year, the bandh has only added to this misery. According to the same Survey (2015-16), salaries & wages accounted for 44.54 percent of the Revenue Expenditure of 201516 (Budget Estimate) and 30.66 percent of the total expenditure on Consoli-
dated Fund 2015-16 (Budget Estimate). Others likely to face hardships are some old people of the State whose pensions have not yet been disbursed, informed a government officer. While government health workers of the State also continue work sans salaries and the other usual deficiencies, “we are well equipped to handle even mass casualty,” said an optimistic doctor from the Dimapur Civil Hospital. Apart from this, all development in the State has come to a standstill with service matters lying unprocessed, no payment being doled out for development works, and no movement of files. The Governor has expressed concern on the hardships being faced by unpaid government workers (see box).
The imposition of ban on government offices and movement of government-registered vehicles, which paralyzed the normal functioning of the government for seventh day today, will continue. The organizations calling the ban informed on Tuesday that the restrictions will continue in Kohima, Dimapur, Mokokchung and Zunheboto until the demands of the people are met. DGPLLDoungel,onTuesday, stated that the deployment of security personnel will not be scaled down in the Chief Minister’s complex, Minister’s Hill, Raj Bhavan, DC complex, Secretariat and Assembly areas. However, security has been relaxed in thePHQ junction. As per the DGP, the security personnel also got some “respite” today after days of heightened vigil, partly on account of the multiple coordination meetings going on in Kohima. He though stated that there will be “no let up in the vigil” in the days to come while hoping things will not go out of control.

As the ULB elections imbroglio continues, the functioning of the government machinery has almost come to a grounding halt in Dimapur. Since the JCC announced the boycott of the government machinery, government offices, including the Deputy Commissioner’s office has remained shut with no employees turning up for work. The affected offices include Directorates and district branches of the various state government departments located in the district and even the District & Session Court. Along with the DC’s office, the other offices affected include the Directorates of Geology & Mining, Food & Civil Sup-
plies, Excise & Prohibition and the Commissioner of Taxes. The district branches of Legal Metrology, Soil & Water Conservation, Urban Development; District Rural Development Agency and the Superintendent of Excise also remained shut. Most of these offices are located in the immediate periphery of the DC’s office. Government offices located in other parts of the town were reported to be not functioning. Dimapur Naga Youth Front (DNYF) volunteers, who assemble daily outside the DC’s office, said that the picketing lasts from 9:00 am till 3:00 pm coinciding with normal office working hours. DNYF Convenor Abenjang asserted that the boycott and picket-
ing of government offices, except the ones exempted, will continue till the state government relents to the demand of the NTAC and the JCC. Terming the ongoing agitation as “completely different from other agitations,” the DNYF convenor cautioned against “politicising the matter.” “We have only one agenda (demanding the government to step down). It is not our lookout who comes after the present lot.” Earlier in the morning, the Diphupar Naga Youth Organisation (DNYO) burned effigies of the Chief Minister, Home Minister, NPF president, former Dimapur Commissioner of Police and NAP (IR) personnel at the Diphupar village gate junction, NH 29.
