KOHIma, February 7 (mexN): The Nagaland Tribes Action Committee (NTAC), Kohima, and the Joint Action Committee (JCC) have now given a three days’ “ultimatum” to the Chief Minister of Nagaland to step down on “moral ground” by February 11. This was resolved in a 8-point resolution taken at a coordination meeting of apex bodies of Phom, Chakhesang, Ao, Rengma, Sumi, Lotha, Zeliang, Pochury, Konyak, Sangtam, Kuki, Angami tribes in the presence of ENPO, JCC and NTAC held here today. The coordination meeting agreed that the situation in Nagaland State has been created due to the “betrayal” by the State Cabinet of the “gentlemen’s agreement” of January 30, Chumukedima. Maintaining that they will not attend the ‘consultative meeting’ called by the Chief Minister, and will treat anyone attending it as “anti Naga,” the bodies noted that holding an army Flag March was “ridiculous” because “such an exercise is required only when the lives of the people are at threat and not against government functionary.” Furthermore, the resolution asserted that the Nagaland cabinet decision to submit a Memorandum to the Prime Minister of India, seeking for exemption
Myanmar border fencing stopped along Nagaland KOHIma, February 7 (PTI): Nagaland Chief Minister T R Zeliang today said that border fencing by Myanmar government at Pangsha in Tuensang district of the state has been stopped with the intervention of the central government. The External Affairs Ministry had taken up the issue with the Myanmar government that has agreed and already stopped the border fencing in the area, Zeliang told a press conference here. He said though official communication has not yet been received, National Security Advisor Ajit Doval rang him up yesterday and informed him about this development. Detailed discussion on border fencing between the two countries would be held later, the chief minister said. Naga organisations like the Naga Students Federation, recently appealed to the Prime Minister to stop the works on the border fencing between India and Myanmar, saying that the people there are peace loving and have been rendering much effort to maintain peace and tranquillity along the area. The Nagas have a sizable population in Myanmar.

CNTC not to attend meet called by CM Meanwhile, the Central Nagaland Tribes Council (CNTC) today informed the media that it will not attend the meeting called by the Chief Minister TR Zeliang as it contravenes the demand of the NTAC and the JCC resolution. In a statement, the CNTC stated that the incumbent CM needs to humble down to the people’s demand and pave the way for an amicable settlement for its people before it is too late. It pointed out that the turn of events over the last few weeks shows the “lack of statesmanship, sheer arrogance and total breach of trust” by TR Zeliang and his cabinet legislators.

Chief Minister TR Zeliang today said that God’s intervention is the only way to normalcy in Nagaland. Addressing a press conference here today, Zeliang said this while adding that they will invite the NBCC and other Christian forums for a goodwill mission, a suggestion also made by the Governor of Nagaland State. Noting that much legal and government explanations have been given on the issue, the CM said they will now release a “chronology” on the 33% women’s reservation issue and how the elections came to be notified. Apologizes on behalf of the government Zeliang said that the thing he regrets, and wants to convey his apology for, is the misunderstanding on the tripartite agreement between JCC, NBCC and the State Government. According to the CM, the meeting had not discussed about postponement of the whole upcoming ULB election. The postponement, he said, was sought to make people understand the issue of 33% reservation and since they had understood the government position and agreed to it in principle, we thought that the postponement may not be necessary where there is no problem. “Our good gesture has been misunderstood and they

Chief Minister of Nagaland, TR Zeliang, has ruled out the imposition of President’s Rule (PR) in Nagaland State. Responding to NPCC’s demands for PR in Nagaland, Zeliang said that PR “will not be good for the people so we will never invite President’s Rule in the state,” he noted. In any case, PR cannot be brought as per suitability but as per the law. “To impose President’s Rule, Governor can recommend but Government of India cannot just proclaim President’s Rule unless it is passed by Lok Sabha and Rajya Sabha,” he said. “I don’t see any ground to impose President’s Rule. Somebody must be trying but it will be a futile,” the CM said. On being asked about the speculation of NPF merging with the BJP, Zeliang said “I have never talked to any central leader on merger of NPF into BJP. Will resign “if I am reduced to minority” On the demand for his resignation, the Nagaland State Chief minister said, “My resignation or stepping down is beyond 33% women reservation.” He said he will step down or resign “if I am reduced to minority.” He informed that as per the Supreme Court, if a Chief Minister or the Prime Minister has to resign or step down from the established government, a floor test in the Assembly or Parliament alone can give the verdict. Even this floor test can be filed through a no-confidence motion in the Assembly, not from outside it. For now, he said he has the favour of majority, 58 out of 60, of the elected members in the
Assembly. “We have to uphold the Constitution of India. We have to uphold court verdict given by Government of India,” he said. On some tribal Hohos asking their respective elected members to resign, Zeliang said “I don’t think any MLA will resign because of pressure from NGOs or any kind of organization outside the House because they are elected by the constitution and have taken oath of affirmation and allegiance according to the Constitution of India so they are bound to go by the law.” On closure of government offices and restriction on plying of government registered vehicles, Zeliang said this will be discussed with tribal Hohos on February 8 at the ‘consultative meet’. “We are not going to force them to pass any resolution,” he said, adding but we want to make them understand the position of the government which he hoped they would understand. He said they should go to the people and explain to the people so that there will be no agitation or protest against the ULBs election. Regarding the offices which were burnt down, the CM said the government will make alternative arrangement, adding that we will not allow those offices to stop functioning. “That is our hope that within one month or two people will come to understand the reality,” he said.

AJ has not been able to seek admission for her children to a school yet and dates are running out. Being a State Government employed teacher in Dimapur, salaries of teachers like her, expected in the first week of every month, have not yet come in due to the continued bandh on government offices and life has been tough. “We are not people with savings, and depend on our monthly salary to go by,” said AJ whose family has its own share of debts that more than unite many sections of Naga society today. Now, she has to take more loans from relatives or friends to get admission, buy school uniform and books, and even day-today ration. The story is the same for many students who study in the school she teaches in. The irony is that employees of the Finance Department, the central salary disbursement body in the State, have also not been paid due to the bandh in Kohima, causing undue hardships. “Only about 10 percent of the departments have managed to submit their bills to us by January 2425, whose payments have already been forwarded to the banks by January 31 by our department. Apart from these, none of the government employees have been paid yet,” informed an officer working in the Treasuries & Accounts office of the Finance Department. The total number of government employees in Nagaland State as of March 2014 stands at 95,903, of
Nagaland Governor for resolution through dialogue Concerned by people’s hardship due to nonfunctioning of government offices and nondisbursement of salaries KOHIma, February 7 (mexN): The Governor of Nagaland State PB Acharya had discussions on the present situation with the Chief Minister TR Zeliang and his cabinet colleagues and urged them to resolve the crisis through dialogue, stated a press note from the Raj Bhavan today. He also appealed to all the NGOs, Tribal Hohos, NTAC and civil organizations to work for an amicable solution through dialogue. Today the Governor also invited the Nagaland Baptist Church Council (NBCC) and said that the “tripartite agreement on 30th January was a positive step.” Further, according to the press note, he urged the NBCC officials led by General Secretary Dr. Zelhou Keyho to “continue the efforts to restore peace as people are facing hardship due to non-functioning of government offices and even salaries are not disbursed.” which 22.47 percent are women, as per the Nagaland Economic Survey 2015-16. Among government employees, the worst hit will be the work charge/ contingency paid employees of all departments, who consist a whopping 35.25 percent of the government workforce. They are mostly the lowest paid workers with no job guarantee but are the backbone of the infrastructure (sweepers, technicians, sanitation workers, drivers, peons, etc.). While irregular salaries torment them throughout the year, the bandh has only added to this misery. According to the same Survey (2015-16), salaries & wages accounted for 44.54 percent of the Revenue Expenditure of 201516 (Budget Estimate) and 30.66 percent of the total expenditure on Consoli-
dated Fund 2015-16 (Budget Estimate). Others likely to face hardships are some old people of the State whose pensions have not yet been disbursed, informed a government officer. While government health workers of the State also continue work sans salaries and the other usual deficiencies, “we are well equipped to handle even mass casualty,” said an optimistic doctor from the Dimapur Civil Hospital. Apart from this, all development in the State has come to a standstill with service matters lying unprocessed, no payment being doled out for development works, and no movement of files. The Governor has expressed concern on the hardships being faced by unpaid government workers (see box).
The imposition of ban on government offices and movement of government-registered vehicles, which paralyzed the normal functioning of the government for seventh day today, will continue. The organizations calling the ban informed on Tuesday that the restrictions will continue in Kohima, Dimapur, Mokokchung and Zunheboto until the demands of the people are met. As the ULB elections imbroglio continues, the functioning of the government machinery has almost come to a grounding halt in Dimapur. Since the JCC announced the boycott of the government machinery, government offices, including the Deputy Commissioner’s office has remained shut with no employees turning up for work. The affected offices include Directorates and district branches of the various state government departments located in the district and even the District & Session Court. Along with the DC’s office, the other offices affected include the Directorates of Geology & Mining, Food & Civil Sup-
plies, Excise & Prohibition and the Commissioner of Taxes. The district branches of Legal Metrology, Soil & Water Conservation, Urban Development; District Rural Development Agency and the Superintendent of Excise also remained shut. Most of these offices are located in the immediate periphery of the DC’s office. Government offices located in other parts of the town were reported to be not functioning. Dimapur Naga Youth Front (DNYF) volunteers, who assemble daily outside the DC’s office, said that the picketing lasts from 9:00 am till 3:00 pm coinciding with normal office working hours. DNYF Convenor Abenjang asserted that the boycott and picket-
ing of government offices, except the ones exempted, will continue till the state government relents to the demand of the NTAC and the JCC. Terming the ongoing agitation as “completely different from other agitations,” the DNYF convenor cautioned against “politicising the matter.” “We have only one agenda (demanding the government to step down). It is not our lookout who comes after the present lot.” Earlier in the morning, the Diphupar Naga Youth Organisation (DNYO) burned effigies of the Chief Minister, Home Minister, NPF president, former Dimapur Commissioner of Police and NAP (IR) personnel at the Diphupar village gate junction, NH 29.

Kiphire, February 7 (MexN): 7 Assam Rifles under the aegis of Headquarters Inspector General Assam Rifles (North) organized a medical camp and free health checkup at Akhegwo village in Kiphire district on February 5. A press release from Assam Rifles informed
that 472 patients comprising 245 males, 185 females and 42 children were given treatment during the camp. The local administration also helped in the camp with two civil doctors attending to the patients along with the Medical Officer of the AR
battalion. The Commandant, 7 Assam Rifles also interacted with the village GBs and other local authorities present who shared their problems. The Commandant promised them help in every possible way to solve their problems, the release stated.
The Naga Hospital Authority Kohima (NHAK) will soon have an E-hospital facility where it will be possible for the patients to access various services, like getting OPD appointments, checking pathology test reports online. This was stated in Nagaland Vision 2030. This will be done through a unique patient ID number and will help to ease congestion and reduce waiting time for the patients. The Vision document stated that adoption of e Health will provide a better and faster way of using health resources for information dissemination, interaction and collaboration among health professionals, health providers and the public. “There is need to expand tele medicine to 11 district hospitals and whichever can be gradually upgraded to tele health which include computer assisted telecommunications to support management, surveillance, literature and access to medical knowledge,” it stated. mHEALTH: The problems of limited resources and inaccessibility can be mitigated to a large extent

Considering lack of infrastructure and limited capacity in rural areas m Health is no longer an option- it is a must, if equitable society is to be
ensured,” it observed. aHEALTH: With the proposed construction of airstrips across districts, the concept of a Health will supplement e Health and m Health in overcoming the impediments of difficult topography will ensure speedy delivery of health care services. For this purpose, choppers and light aircrafts should be at the disposal of the state to meet medical exigencies. It also stated that the human resources of medical care also needs to rise up to be able to meet the growing demands of specialized health care in the state by 2030.
“Today there are around 373 HR sanctioned posts in all the district hospitals of the state, however, as per the IPHS norms a total of 1232 posts in necessary, which means a deficiency of around 859 posts. This huge resource gap will mean that there will remain a large chunk of the population that has to be denied even primary health care facilities in the present context. This resource gap will have to be rationally filled up. The state should also encourage doctors to take up specialist studies so that the present lack of specialists in the state can be mitigated,” it further observed.

SC miffed over delay in fencing of Indo-Bangladesh border New Delhi, February 7 (iaNS): The Supreme Court on Tuesday expressed its "strongest displeasure" over the manner in which fencing along the India-Bangladesh border is progressing and told the Union Home Ministry to furnish all details to the court. Describing the affidavit filed by the Home Ministry as an "exercise in vagueness with no specific details", the bench of Justice Ranjan Gogoi and Justice Rohinton Fali Nariman directed the ministry to furnish all the details relating to the fencing of the remaining 61.49-km stretch. "We are extremely unhappy with this kind of response," observed Justice Gogoi and directed the Union Home Ministry to file by February 14 the details of the plans to set up physical barriers on the 61.49-km stretch. The Centre in its affidavit has said that of the remaining stretch, work on 13.38-km stretch has been undertaken and is likely to be completed by July 2018. It excludes a 300-metre stretch of the elephant corridor. As court was told that the work on 13.38-km stretch would require 18 months, the bench wondered why so much time is needed for constructing physical barriers. "We want to know why you want 18 months. You are playing with the court," the bench said as it was told that some time would be required for taking permission from Bangladesh. Pointing out that the remaining 48.11-km stretch is riverine, the government has said that a committee comprising representatives of the Central Public WEorks Department, Border Secuity Force and the Assam government has suggested that for the construction of "physical infrastructure" (barriers), there is a need to prepare a detailed project report based on hydrological data. The court was told that considering the geological features and the terrain, this activity may take considerable time. "It may take three years and the work is likely to be completed beyond 2020." Meanwhile, the court on Tuesday instructed the Assam Chief Secretary, the Registrar General of India and the State Coordinator of National Register of Citizens (NRC), Assam, Prateek Hajela, to be present in the court on February 14 in connection with the updation of the citizens' register in Assam. The exercise also includes verification of the people who claim to be the residents of Assam but were living in different parts of the country prior to 1971 -- the cut-off date for the identification of illegal migrants from Bangladesh.

The United Naga Council (UNC) in its 'Presidential Council Meeting' held today at Senapati resolved to continue the indefinite economic blockade, picketing of government offices and the banning of the ongoing national projects in 'Naga areas' in Manipur, according to UNC General Secretary S Milan. He asserted that the Naga people will never give up the fight to protect their land and their rights. Meanwhile, a press communiqué from the UNC informed that the emergency Presidential Council meeting at Senapati reiterated the rejection of the creation of 7 new districts and resolved to continue to fight till the same is withdrawn. The UNC alleged that new districts were created with the “insidious design of grabbing our land on the pretext of administrative convenience.” It was further resolved that Nagas would reject and fight against any other moves that would affect

Apple seeks design perfection at new ‘Spaceship’ Campus san Francisco, February 7 (tHoMson reuters): Inside the original Macintosh computer, Apple cofounder Steve Jobs inscribed the signatures of his team, revealing his deep concern for even the hidden features of his products. His last work - Apple Inc’s sprawling new headquarters in Cupertino, Calif. - will be a fitting tribute: a futuristic campus built with astonishing attention to detail. From the arrangement of electrical wiring to the finish of a hidden pipe, no aspect of the 2.8 million-squarefoot main building has been too small to attract scrutiny. But constructing a building as flawless as a hand-held device is no easy feat, according interviews with nearly two dozen current and former workers on the project, most of whom would not be named because they signed non-disclosure agreements. Since Apple unveiled its plans in 2011, the move-in date has slowly receded: Jobs’ initial projection was 2015, but this spring now seems most likely, according to people involved in the project. A lengthy approval process with the city contributed to the delay. Apple has not revealed the total price tag, but former project managers estimate it at
about $5 billion - a figure CEO Tim Cook did not dispute in a 2015 TV interview. More than $1 billion was allocated for the interior of the main building alone, according to a former construction manager. For all the time and money sunk into the project, some in the architecture community question whether Apple has focused on the right ends. The campus is something of an exception to the trend of radically open offices aimed at fostering collaboration, said Louise Mozingo, a professor and chair of the Department of Landscape Architecture and Environmental Planning at U.C. Berkeley. Its central office building - a massive ring of glass frequently likened to a spaceship - could be a challenge just to navigate, she noted. “It’s not about maximizing the productivity of the office space, it’s about creating a symbolic center for this global company,” she said. “They are creating an icon.” An Apple spokeswoman declined to comment for this story. World’s Largest Piece Of Curved Glass Tech companies have long favored generic office parks, which allow them to lease and shed space through booms and
busts. Jobs’ unveiling of what’s formally known as Apple Campus 2, months before his death, marked a new chapter in Silicon Valley architecture. When completed, the campus will house up to 14,200 employees, according to the 2013 project description. The main building - which boasts the world’s largest piece of curved glass - will be surrounded by a lush canopy of thousands of trees. Little remains from the cement-laden campus Apple acquired from Hewlett-Packard, though the iPhone maker preserved a century-old barn that remained intact as the land passed from tech giant to tech giant. But what was most striking to those who worked on the project was Apple managers’ insistence on treating the construction of the vast complex the same way they approach the design of pocket-sized electronics. Apple’s in-house construction team enforced many rules: No vents or pipes could be reflected in the glass. Guidelines for the special wood used frequently throughout the building ran to some 30 pages. Tolerances, the distance materials may deviate from desired measurements, were a particular focus. On many projects, the standard is 1/8 of
an inch at best; Apple often demanded far less, even for hidden surfaces. The company’s keen design sense enhanced the project, but its expectations sometimes clashed with construction realities, a former architect said. “With phones, you can build to very, very minute tolerances,” he said. “You would never design to that level of tolerance on a building. Your doors would jam.” The project, which generated about 13,000 full-time construction jobs, took a toll on contractors. The original general contractors, Skanska USA and DPR Construction, left after work began, which construction experts called a rare development for a project of such scale. The reasons for the departures are unclear, and neither Apple nor the firms would comment.

Thus, each of the thousands of ceiling panels had to win approval from both Apple’s inhouse team and the general contractor, once at the shop and then again at the construction site. “The things you can’t see, they all mattered to Apple,” the former construction manager said. One of the most vexing features was the doorways, which Apple wanted to be perfectly flat, with no threshold. The con-

Dirk Mattern, a retired deputy fire chief who is representing the Santa Clara County Fire Department on the project, estimated he attended 15 meetings that touched on the topic. “I’ve never spent so much time on signage,” he said.

China approves two electric car projects beijing, February 7 (ians): China announced on Tuesday that it has approved two electric car projects worth 6.15 billion yuan ($896 million). After completion, the two projects will boast a combined output of 115,000 electric cars, according to a statement by the National Development and Reform Commission. The approval came as the central government has intensified efforts to encourage the use of new energy vehicles to ease pressure on the environment, including tax exemptions, discounts for car purchases and an order for government organisations to buy more new energy cars, Xinhua news agency reported. China sold 507,000 new energy vehicles last year, an increase of 53% year on year. Sales of pure electric vehicles surged 65.1% year on year to 409,000, accounting for 80% of new energy vehicle sales. An earlier guideline by the State Council said China will build more than 12,000 new charging stations before 2020 to fulfil the demands of over 5 million new energy vehicles.

CNTC flays Naga Hoho president’s statement
Dimapur, February 7 (mexN): The Central Nagaland Tribes Council (CNTC) today flayed the statement made by Naga Hoho President, Chuba Ozukum in some national media, where he reportedly expressed satisfaction at the cancelling of the ULB elections and remarked that the Nagaland State government should resume discussions with Naga Hoho, ENPO and “other groups”. The CNTC in a press release issued by its Media Cell questioned what the Naga Hoho President meant by “other groups.” “Naga Hoho during this recent social unrest and upheaval disap-
peared completely out from the picture and after the cancellation of ULB elections by the combined efforts of JCC, NTAC, CNTC, APO, CPO, ENPO it is now re-surfacing on the picture to claim the credit,” CNTC alleged. “But the Naga people know very well who are really standing for Nagas. If Naga Hoho is still a principled body and claim to be the apex Naga organization, they should have remained with the Nagas in all through the thick and thin come what may,” it added. Kohima, February 7 (mexN): The Angamimiapfü Mechü Krotho (AMK) today expressed sadness and regret over the demise of Thejavizo Metha and Bendangnungsang Longkumer, who were killed on January 31 during police firing in Dimapur. “Life is a free gift of God, and whatever may be the reason, no one has the right to end it before its apportioned time.
And therefore, any death that occurs is a cause of sorrow to all, but especially to those who are affected by the loss,” stated a condolence message from AMK President, Ruokuoheü Miachieo and Secretary, Kevinguno Meyase. AMK shared the sorrow, pain, and anguish that have befallen the parents and near and dear ones of Thejavizo and Bendangnungsang. “Our sor-

A twist of Democracy
he universal truth in Democracy is that it is of, by and for the people. Nothing more, nothing less! In other words, the 'people' is the government through elected representatives who are burdened with the aspirations of the people as a whole. Sadly however, the austere fact that 'voice of the people' reigns supreme in any democracy has, in the preceding days, been taken on a roller-coaster ride of the worst kind ever witnessed by Nagas. If the truth be told, it happened between material wants of a select few against the Nagas. The ugly turn of events may now be chronicled and identified down the annals of our political history but, not without its due punishment of the severest order to the guilty by our Chief Deity. Democracy being crystal clear to everyone, Article 371A too does not and will never require any further interpretation to anyone (so long one can understand English!). It empowers Nagas to accept or reject any made-by-India laws. The point

So also, it is the bounden duty of our elected leaders in the NLA to abandon all egotistical ideas and instead, commit unanimous, wholehearted support to the demand of the people. That, in reality, will be a government of, by and for the people. Likewise, the fanciful Nagaland Municipal Act is but a farcical piece by plagiarists, outrightly condemned and unacceptable to us unless it undergoes extremely thorough operation on the Amendment table. The same fate goes handin-hand more or less, with that Reservation for Women issue which is purely an Indianised motive for some vested interests. It is astounding indeed, that we can opt to be guinea pigs when almost all other Indian states are unable to implement it en toto. In a land where the purest form of democracy is practiced in all spheres, anyone can take to the dais or contest political elections whichever,
so long he or she is qualified, capable and willing voluntarily. The aftermath, out of seat reservations, may however usher in drastic, detrimental effects in the long run. To cut short, the Church too has been duped beyond any respectable consideration by those in the highest echelons of political power but rest assured, mortal rewards too will materialize, come what may. In the same vein, the necessity to conduct talks, etc. on these burning issues and thereby, weaken Article 371A will totally be against the wishes of the Nagas. It will only sow more seeds of curse among Nagas and as such, the only option is for the wrong to pave way for the right. As for now, let us not bow down to corrupt, selfish beings but rather, steadfastly unite and strive together never to barter off Article 371A under the guise of our endless worldly 'wants'. Why is Nagaland burning?
he Nagas are not Indians though due to 9 Points Agreement of 1947, the Nagas with GOI till today and awaiting the GOl for fulfillment of her commitment towards the Nagas that our forefathers land about 5000 sq miles shall be returned to us which areas earlier transferred to Assam without our consent. The Nagas have their own Customary Laws, Cultures, Traditions, Customs and usages since time immemorial and there is nothing shortage of Law to control their every tribal members or to give punishment to every criminal. However, there is no law to threaten any one to bow down or to surrender before any authority without any sufficient reasons. And the Christianity religion which doctrine practiced by the Nagas is more perfect than the Customary Law of Nagas. Every legal decision and right judgment and every traditional and constitutional rights are from the above and no one is above the law. There is no provision or system of taking law into our hand to go against the guilty person without informing the village authority as because, such unlawful activities taking law into our hand will automatically exchange our right with others wrong.
If anybody earns any point of right in any dispute cases, she/ he must preserve his/her rights so that the judgment will always go against the guilty person according to Naga Customary Law and there is no bribery system or pending cases. The Nagas, according to our Naga Customary Law as well as our religion, there should not be any confusion about the 33% women reservation which never matches with the Naga Customs and their Religion which can never be implemented in the Naga inhabited area until the same 33% women reservation Act is implemented within the other States in India so that only the burning of Nagas may be defused. As because, the Article 371A of the Constitution of India has already guaranteed the Naga traditional Customary Law rights and its process. Now in order to stop the enforcement of the 33% Women Reservation in Nagaland, the Nagas gave another 2 (two) precious lives on 31st Jan 2017; 1) Khriesavizo Metha 2) Bendangnungsang Longkumer in Dimapur against the said Act and the same history has gone down into the Naga history. And as such, now to implement the said 33% Women Reservation Act in Nagaland is out of

In Search of a Meeting Point
I
n yet another conspicuous exhibition of the sovereign hand of the state government by ‘privileging’ itself the ‘right’ to decide life and death, two precious lives were shut down. It took two lives for the government to declare the ULB election as ‘Null and Void’ which could have been done without the loss of the two lives. In addition to the chaos, pain and suffering, how many more lives will it take for the government to listen to the voice of the people and fulfill their demands? At the end, the government decided to embrace power over life, and rather than the lost lives, damage and loss of government properties were counted. This is just one highlight of the present ‘opposition-less’ government. The opposition-less government in the state can be taken as an opportunity for the people to play the active role as opposition. Comparatively, glimpses of such opposition were seen through the emerging voices of the people but there seems to be too many voices at the moment. This has happened because our ‘voices’ are too divided as exemplified by the ongoing impasse. The shifts in ‘demands’ besides being divergently amorphous needs to be concretized through a process of dialogue among the people. We often unknowingly stand on unclear and uncertain grounds without meriting the issues at hand which is one reason why our struggle for a qualified living cannot expedite the desired momentum. The voices of the people need to honestly share a collectivity in forming a strong opposition. There is a lot of learning, unlearning and relearning to do in addressing the elements that constitutes a ‘peoples.’ The so many unsettled issues including the more pressing concerns related to Article 371 A, 33% women reservation and the ULB elections does not have any meeting point. A meeting point cannot be mapped out until the issues are properly addressed. What is now needed is clear guiding framework of principles and values that can help break the bottlenecks and bring the masses together towards generating the collective ‘will’ of the people. At the premise, we have a patriarchal system that refuses to listen to the voices and aspirations of women; while on the other hand, there is emergence of women patriarchs. The challenge therefore is to trace the real voice of the voiceless while delving into issues of misrepresentation. We have our traditional customary laws but it is not in tune with the changing times and has failed to deliver justice so also placing value system in context. We only call for peace and unity within the issue without focusing on the larger parameters of peace and unity. We have too many unsettled and underscored issues that are in need of a meeting point yet the point of references to generate a process have not been ‘disturbed’ and thereby the differences continues. Our society is still learning the hard way and bearing the brunt while trying to settle the differences and the pursuit of what can be considered as the collective ‘Naga will’ will stay elusive so long as Nagas refuse to learn to speak the truth about ourselves and its associated predicaments. Indian "land bank" aims to protect farmers from forced acquisitions

northern Indian state is setting up a "land bank" to allow farmers to voluntarily sell property in an effort to tackle forced acquisitions for industrial projects that often lead to violent confrontations. The Haryana government on Thursday said it would create a land bank to buy land from willing farmers. Owners may apply to sell voluntarily on an online portal, and the state will then buy the land at an agreed rate if it matches their criteria. "Under this concept, there will be no forcible land acquisition. This will be a win-win situation for the government, as well as the sellers," Chief Minister Manohar Lal told reporters, without giving any other details. Conflicts between farmers and states have risen as demand increases for land for industrial projects to boost India's economic growth. A land acquisition law passed in 2013 was meant to protect the rights of farmers, ensuring consensus in any land transaction, rehabilitation for those displaced, and compensation up to four times the market value. But several states have since introduced laws to speed up acquisitions that dilute several of these protections. A land bank may aim to protect farmers' rights, but in practice may only benefit the state and developers, said E.A.S. Sarma, a land rights campaigner. "In the Indian context, 'voluntary' is a misnomer, as most acquisitions are accompanied by a degree of intimidation," he told the Thomson Reuters Foundation. "If a government official comes with the police and asks someone to give up their land, that's not voluntary." Conflicts related to land and resources in India have stalled industrial and development projects worth billions of dollars, and affected millions of people, according to a recent report. NITI Aayog, a government think tank, had proposed the idea of a public land bank to lease land to landless cultivators. Land owners can deposit land in the bank and potential cultivators can lease the land they need, paying rent to the agency that will pay the owner, it said in a 2015 paper. The model does not suit industrial projects, said Sarma, and there have been few moves to adopt the system. Land acquired for industrial use is coming under greater scrutiny in India, with the Supreme Court earlier this month asking seven states why much of the land bought for special economic zones is lying idle.

Bringing Justice to Catalonia
T
he leader of Catalonia’s independence movement deserves a fair trial. Authoritarian rulers have a crush on parading themselves as the embodiment of the country itself— usually called with the more uplifting name of fatherland—feeling entitled to crush any criticism and dissent as treason and sedition. An outcome of liberal democracy’s ideological hegemony is that even the more ruthless dictators feel obliged to feign respect for the rule of law to conceal the fact that they just impose the law of the ruler, crushing their opponents by way of rubber-stamp judges applying biased laws. Paying homage to La Rochefoucauld’s motto: “Hypocrisy is the compliment vice pays to virtue.” The collateral damage of that hypocrisy has been to cast a regrettable shadow of suspicion over laws and judges, even in perfectly fine liberal democracies where it is too easy for political tricksters to cry foul when they are indicted, pretending to be victims of illegitimate laws and government-kowtowing, justice-denying judges. James Madison rightly remarked: “If men were angels, no government would be necessary. If angels were to govern men, neither external nor internal controls on government would be necessary.” Therefore, our fallen condition cannot totally exclude wicked laws and partial or less-than-independent judges, anywhere and at any time. I served seven years in the Spanish council of the judiciary, mainly committed to uphold, defend and guarantee the independence of judges against public officials too eager to get the rulings they craved and the judges supine enough to provide them—both in Spain and in other countries as well. It wasn’t always easy, and sometimes it was really rough and nasty, but that’s what checks and balances are for and public duty means. The usual conflict surrounds free speech, by way of laws and rulings intended to curb it against dissenters and minorities, or politicians denouncing their indictment as a violation thereof. Two liberal democracies come to mind: India and Spain.
THE INDIAN EXAMPLE India’s current sedition law, established in British Raj times, has often been used against journalists, writers, students, social activists, political foes and those critical of the government. In 2016, India’s Supreme Court asked all authorities to stick to the guidelines laid down by its landmark 1962 ruling Kedar Nath vs. State of Bihar over sedition, summarized by R. Balaji in Kolkata’s The Telegraph: “Any written or spoken words that have implicit in them the idea of subverting the government by violent means will be punishable. Strong words used to express disapprobation of government measures, with a view to their improvement or alteration by lawful means, would not come within sedition. Comments, however strongly worded, expressing disapprobation of the actions of the government without exciting those feelings that generate the inclination to cause public disorder by acts of violence will not be penal. Disloyalty to the government is not the same thing as commenting in strong terms on the measures or acts of the gov-
ernment or its agencies so as to ameliorate the condition of the people or to secure the cancellation or alteration of those acts or measures by lawful means. Freedom has to be guarded against becoming a licence for vilification and condemnation of the government established by law in words that incite violence or have the tendency to create public disorder. A citizen has a right to say or write whatever he likes about the government or its measures, by way of criticism or comment, so long as he does not incite people to violence against the government established by law or with the intention of creating public disorder.” Nevertheless, the same court has ruled that the Indian national anthem must be played in every cinema before a film is screened. Countless people have been indicted for not standing or somehow disrespecting the anthem, including the writer Kamal C. Chavara, charged with sedition for allegedly showing disrespect to it, and student leader Kanhaiya Kumar, arrested because he and others allegedly shouted anti-India slogans in a rally. As far as I know, none of these people have accused the judges of being politically biased against them, and therefore, the conflict will be solved inside the constitutional frame of judges being accepted and respected by all parts involved. It is sedition law, free speech and the constitutional approach to both what’s being discussed. BIASED JUDGES IN CATALONIA That’s not, regrettably, what happens today in Catalonia, where judges are regularly vilified as political operators whose strings are pulled by the Spanish government. This threshold has been momentously trespassed by Catalan politicians, such as councilors, members of parliament (both the Catalan and Spanish ones) and members of the Catalan government, including both its former and current president. Some of them have been indicted for contempt of court because they allegedly failed to obey a
court order, in some cases by the constitutional court itself. One councilor was indicted on sedition charges. Nobody has been indicted over speech supporting Catalonia’s independence, in spite of the flood of propaganda concocted by the Catalan government and its supine media, feigning they are persecuted just because of speech. The real issue is judges ordering public officials to do or not to do what judges rule as illegal, such as allowing a vote in the Catalan parliament over Catalonia’s independence aims and ways to get it, or organizing an official mock-referendum regardless of the constitutional court prohibition. The response of those Catalan politicians has taken a populist, illiberal stance upholding people’s will as being paramount above laws and judges— putting themselves as the embodiment of that alleged people’s will and, therefore, above so-called illegitimate laws. It is an astonishing and risky stand that defies the very principles of rule of law and checks and balances, whose slippery slope leads to negate judicial review and denounce judges as mere Spanish government’s stooges. A former member of the Catalan government, Quico Homs, who is now a lawgiver in Spain’s parliament, declared after being indicted by the supreme court: “This is a political, not a legal judgment. We have the impression that the Spanish institutions have acted arbitrarily and following the will of the Popular Party [Spain’s ruling party]. When I see the coincident positions of both the prosecution and the judges I see that this is very cooked.” Catalonia’s former president, Artur Mas, said: “I’m absolutely convinced that both me and the members of Catalan government indicted by the High Court of Justice of Catalonia will be condemned. We will be judged over our ideas and not by disobeying the Constitutional Court. The sentence is pre-established. I do not say it’s already written because it would be ugly to say so, but it is drafted or preformed.”
Forget any pretense of decorum appropriate to high office and position, that should be retained come what may. The gloves are off in Catalonia. EXTRADITION AS DUE PROCESS OF LAW It would be preposterous to decide right away if these gnarly accusations against judges are really founded or are mere rants by politicians willing to divert attention away from their misdemeanors. Here is a way to find out: If Mas really means what he says, if the Spanish judges are puppets whose strings are pulled by the government, the right thing for him to do—in order to get an impartial judge solely committed to the due process of law—is to leave the country and wait calmly in France or the United Kingdom for an extradition or mutual assistance request. Both French and British judges are off-limits, so the Spanish government has no way whatsoever of any pulling strings. Therefore, they can deliver to Mas and the other indicted officials the due process and impartial verdict any person is entitled to. If the current and coming indicted officials, especially Mas, win the case, it is up to them to choose exile or return to Catalonia and be judged, strengthened by an extradition order denied as politically motivated—with all the sympathy and support this outcome would generate worldwide on behalf of them, Mas and Catalonia’s plight. 'Veerapan had a strange sixth sense, did amazing u-turns' Saket Suman

lmost 13 years after his elimination, the senior police officer who spearheaded the Tamil Nadu Special Task Force (STF) that planned and executed bandit Veerappan's killing during Operation Cocoon, has said that the dreaded outlaw had a strange "sixth sense". "On one occasion, a lizard fell on his left shoulder from a tree and this man believed it was a sign of bad luck. So he turned around and left immediately, avoiding a reception team waiting with an LMG (light machine gun). "He had also rolled cowrie shells while the fate of his victim hung in balance. He even killed a person as a police informer as the number on cowrie shells was odd," K. Vijay Kumar told IANS in an interview. Kumar's upcoming book, "Veerappan: Chasing the Brigand", is a lucid and incisive account of the rise and fall of India's most dreaded forest brigand. It will be released on Wednesday by Home Minister Rajnath Singh. The decorated retired IPS officer further said that Veerapan's lucky escapes and 11th hour U-turns are a galore.
Citing one example, he said a barber who gave Veerapan a close shave had an equally close save with the STF. "He threw away his kit and the two young officers could not identify him. Only if they had smelt his hands, which was smelling of soap, the bandit's CV would have been shorter," said Kumar. Kumar, a 1975 batch IPS officer from the Tamil Nadu cadre, headed the Sardar Vallabhbhai Patel National Police Academy in Hyderabad in 2008 and served as the Director General of Central Reserve Police Force (CRPF) from 2010 to 2012. He is currently Senior Security Adviser in the Home Ministry. Revealing more about Operation Cocoon, Kumar said the STF was tipped off by an influential businessman who had links with the radicals in Sri Lanka. This businessman was helping Veerapan with information and other logistical support. "He was worried about his image. His crime was not exactly sedition, but came within a whisker. Such fringe elements fluently inhabit the underground. The axiom is 'a third class guy with first class intel is higher up in pro-
tocol than a first class guy with a third class intel'. So our doing business with him was fine," Kumar contended. Veerapan's eyesight was failing and the businessman was supposed to arrange for a cataract operation. The STF then tutored the businessman about the plan, which led to the final encounter with Veerapan. The details of this encounter are set to be unveiled in "Veerappan: Chasing the Brigand". The book traces his dramatic rise from a small-time poacher and sandalwood smuggler to a brutal fugitive who held three states to ransom for two decades. But how does Kumar look at Veerapan? "Not contemptuously.There was no animus. I had a job to do: to fix him. I tried to be as detached as is practically possible but this does not mean I ever erased from my mind the toxicity of his presence and heavy attrition he caused. "I never diminished him -- except for the morale of my force, just so he was not seen as '10-feet tall'. There's nothing STF can't do, such good men

it had, but deep down I worried about his next darshan and Houdini trick," he shared. The ruthless killings and high-profile kidnappings masterminded by Veerappan, including the 108-day ordeal involving Kannada cinema superstar Rajkumar, are described in fascinating detail in Kumar's book. "As a standard practice, his caricature adorned our shooting targets. I can't say if it improved our marksmanship or was just cathartic. Secretly, I kept a picture of him in my table drawer -- probably mimicking General (later Field Marshal Bernard Law) Montgomery who kept on his table a picture of his adversary (German Field Marshal Ervin) Rommel, the Desert Fox -till he defeated him," added Kumar. One question remains: What took Kumar 13 long years to pen this book? "Why not? I got stuck with things. If I had wanted to stir up a sensation, the very next year would have been the best. But I guess time and distance also lend objectivity, clarity and hopefully, enchantment," he said. Despite the time lag, there are a lot of insights into the encounter that only a handful can share. The book, in all probability, would not lack in adrenaline-triggering moments.

umans have amazing memories. In fact, our memory is one of the features that heavily distinguishes us from other species. Our ability to distinguish between new and wellknown concepts is equaled by no other. But here’s a quick test. If psychologist Daniel Simons is correct, 40% of you will say yes. But if you go and look back, the word is not there. Shocking, no? “Illusion of Memory” in their book The Invisible Gorilla. They found that, when trying to remember things, people often accidentally “modify” their memories in order to match either the desires or thought categories of the day. In the case above, you might have modified your memory in order to include the word “sleep”, since it fits into the category of the question. This seems like a really simple flub, like something that shouldn’t matter in the long-run. However, this simple modification of memory could affect everything from historical accounts to legal cases involving eyewitnesses. How do we avoid this? It is estimated that the internet usage has increased by 566% since 2000!This huge upsurge in internet usage can be attributed to mobile devices that an individual possess, serving both as the essential means of communication and also a symbol of status for some. Mobile phones became a revolutionary instrument in 1996 when a Finnish company first introduced mobile internet or ‘Mobile Web’. This was the Nokia 9000 Communicator via the Sonera and Radiolinja networks. However, it was not until 1999 that the first commercial internet, i-mode, was launched in Japan by NTT DoCoMo. Nokia took advantage and introduced their highly coveted phone, the Nokia 6600, running on Symbian S60 Operating System, and with this sealed the fate of the “Holy Grail” of the modern technology. This would eventually lead the way to the ‘smartphone’ era. Amidst the plethora of various apps, and with smartphones getting smarter with each passing day, how safe is a

Free access to the internet, it does come with a price: a heavy one where various elements, including the governmental agencies, exploit users.Privacy needs to be maintained as humanely as possible. It is mostly violated by both the anti-social elements and the government alike. This has been a serious social concern for the world. How private are our lives in this era of technology? And while the rest of the world celebrated “Data Privacy & Protection Day” on 28th January, here in Nagaland we celebrated our uniqueness in the form of “internet gagging”. The very purpose of Data Privacy Day is to raise awareness and promote privacy. It was first initiated by the Council of Europe in 2007. As Internet became easily accessible, more and more personal information accumulated online, mostly through these social networking sites. It’s increasingly important that users all over the world understand both the benefits and potential risks of online data sharing, and the tools at their disposal to control and manage the data they share. This is a global issue. Take, for instance, Instagram. This seemingly innocent app saves information based on our ‘hashtag’ searches and prepares a profile for each user, based on which ads are displayed. Why should a thirdparty keep track of my online activity? Civilisation today has arrived at a stage where one constantly and unknowingly keeps validating oneself on the basis of emotional gratification.
This is done primarily through the mediums of the social networking sites. No one is to be blamed here because it is the very essence of our identity as a human, the need to love and be loved. The internet, much like the fire, can ‘either melt you or forge you’. So should we stop using it? On the one hand, it is a powerful weapon if used wisely, and on the other it has the potential to destroy an individual. Phishing scams, cyber-bullying, revenge porn to name a few, are so common in today’s world. Sharing personal information through e-mails have resulted in individuals enduring losses in many areas.At the end of the day, it’s the choice that people make. It’s very much like the sins anddangers that lurk around, so should one stop living or stop using fire because it’s dangerous? The answer definitely negates the very question, which is almost illogical. The same principle can be applied to the internet usage amidst the danger that it poses. If one is still confused then to stay safe online, one can go back online; “GoogleBaba” is the answer and it has the solution to every query you have. Safe Browsing! New Delhi, February 7 (iaNS): Speaking on demonetisation in Parliament for the first time, Prime Minister Narendra Modi on Tuesday justified the November 8 move, saying it was made at the right time, but he did not make any comment on the deaths caused by the note ban despite opposition members raising the issue. It did not agree with the submission that like the Vishakha judgement, in which the apex court had given a slew of directions on women safety at work places, directions can be passed in the instant matter also till the government comes out with a legislation. Amnesty says as many as 13,000 hanged in Syria prison since 2011 BEIRUT, FEBRUaRy 7 (aP): Syrian authorities have killed as many as 13,000 people — possibly more — since the start of the 2011 uprising in mass hangings at a prison north of Damascus known to detainees as “the slaughterhouse,” Amnesty International said on Tuesday. In a new report covering the period from 2011 to 2015, Amnesty said 20-50 people were hanged each week at Saydnaya Prison in killings authorized by senior Syrian officials, including deputies of President Bashar Assad, and carried out by military police. The report referred to the killings as a “calculated campaign of extrajudicial execution.” Amnesty has recorded at least 35 different methods of torture in Syria since the late 1980s, practices that only increased since 2011, said Lynn Maalouf, deputy director for research at Amnesty’s regional office in Beirut. Other rights groups have found evidence of massive torture leading to death in Syrian detention facilities. In a report last year, Amnesty found that more than 17,000 people have died of torture and ill-treatment in custody across Syria since 2011, an average rate of more than 300 deaths a month. Those figures are comparable to battlefield deaths in Aleppo, one of the fiercest war zones in Syria, where 21,000 were killed across the province since 2011. “The horrors depicted in this report reveal a hidden, monstrous campaign, authorized at the highest levels of the Syrian government, aimed at crushing any form of dissent within the Syrian population,” Maalouf said. While the most recent data is from 2015, Maalouf said there is no reason to believe the practice has stopped since then, with thousands more probably killed. “These executions take place after a sham trial that lasts over a minute or two minutes, but they are authorized by the highest levels of authority,” including the Grand Mufti, a top religious authority in Syria, and the defense minister, she said. Syrian government officials rarely comment on allegations of torture and mass killings. In the past, they have denied reports of massacres documented by international human rights groups, describing them as propaganda.
The chilling accounts in Tuesday’s report came from interviews with 31 former detainees and over 50 other officials and experts, including former guards and judges. According to the findings, detainees were told they would be transferred to civilian detention centers but were taken instead to another building in the facility and hanged. “They walked in the ‘train,’ so they had their heads down and were trying to catch the shirt of the person in front of them. The first time I saw them, I was horrified. They were being taken to the slaughterhouse,” Hamid, a former detainee, told Amnesty. Another former detainee, Omar Alshogre, told The Associated Press the guards would come to his cell, sometimes three times a week, and call out detainees by name. Alshogre said a torture session would begin before midnight in nearby chambers that he could hear. “Then the sound would stop, and we would hear a big vehicle come and take them away,” said Alshogre, who spent nine months in Saydnaya. Now 21, he lives in Sweden. Speaking in an interview from Stockholm via Skype, Alshogre described how he was forced to keep his eyes closed and his back to the guards while they abused or suffocated a cellmate. The body often would be left behind, or there would be a pool of blood in the cell for other prisoners to clean up. “We can tell from the sound of the
prisoner as he dies behind us. He dies a meter away. I don’t see anything, but I see with my ears,” said Alshogre, who at age 17 moved among nearly 10 detention facilities in Syria for two years before he was taken to Saydnaya. Alshogre survived nine months in the prison, paying his way out in 2015 — a common practice. He suffered from tuberculosis and his weight fell to 35 kilograms (77 pounds). Two cousins detained with him in western Syria didn’t survive, dying a year apart in a military intelligence detention facility. The younger one died in Alshogre’s arms, deprived of food and so weak he was unable to walk to the bathroom on his own. Still, Alshogre said nothing could have prepared him for Saydnaya. At one point, Alshogre was called out by his guards “for execution,” he said. He was brought before a military trial and told not to raise his gaze at the judge, who asked him how many soldiers he had killed. When he said none, the judge spared him. Death in Saydnaya was always present, “like the air,” Alshogre said. Once when he was deprived of food for two days, a cellmate handed him his food ration — and died days later. “This is someone who gave me his life,” he said. “Death is the simplest thing. It was the most hoped for because it would have spared us a lot: hunger, thirst, fear, pain, cold, thinking,” he added.

The findings, led by researchers from University of Jena in Germany, showed that nuts have a positive effect on health because they are involved in activating the body’s own defences for detoxifying reactive oxygen species. These reactive oxygen species are created by ultraviolet radiation, various chemicals or distinct food metabolites and can cause DNA damage, leading to the development of cancer. However, nuts and the substances they contain, stimulate a series of protective mechanisms in the human body to render these reactive oxygen species as harmless, said Wiebke Schlormann from the University of Jena. “For a long time now we have known that nuts are full of substances that are good for the heart and the cardiovascular system, or that protect against becoming overweight or developing diabetes,” Schlormann added. SydnEy, FEBRUaRy 7 (IanS): Late Pope John Paul II was aware of priests sexually abusing children, and of efforts by the Catholic Church to cover up the allegations, an American canon lawyer claimed on Tuesday. Thomas Doyle, an expert on cases of sexual abuse by the clergy, said this while testifying at a hearing here in Australia, Efe news reported. Doyle is deposing before the Royal Commission into Institutional Responses to Child Sexual Abuse in public and religious institutions. He also said that in 1985 at least four US dioceses sent reports to the Vatican on child sexual abuse by priests. One of these reports were prepared by Doyle himself, who requested a bishop be sent down to Luisiana to deal with cases of paedophilia. The report was sent by courier to the Cardinal Archbishop of Philadelphia, Cardinal John Krol, who took it to the Vatican the next day,
said Doyle. He added Krol handed the report to the Pope, who read the document and named a bishop for the purpose - AJ Quinn - within three days. However, Quinn, he said: “turned out to be part of the problem, not part of the solution, because he was trying to figure how to continue with the cover-up.” Doyle’s claims came a day after a detailed report by the Australian Catholic Church that revealed around 4,500 people reported cases of child sexual abuse by members of the clergy between 1980 and 2015. Presented by Gail Furness, the counsel assisting the commission, the report said between 1950 and 2010, 1,880 alleged perpetrators were identified - 572 priests, 597 religious brothers, and 96 religious sisters and others. The commission’s hearings will continue till February 27 and will record statements by all 7 archbishops from Australia.

SEoUL, FEBRUaRy 7 (REUTERS): South Korea’s special prosecutor has indicted a former culture minister and a former top aide to President Park Geun-hye on charges of abuse of power, coercion and perjury for their role in drafting a blacklist of dissenting artists, a spokesman said. The indictments are the latest twist in a corruption scandal that has
gripped the country for months and led to the impeachment of Park by parliament in December. A Constitutional Court is reviewing the impeachment vote. If it is upheld, Park will have to leave office and a presidential election will be called. The special prosecutor’s office said the government and state entities used the blacklist as a “guideline” to penalise artists and censor content. The culture ministry said last month artists deemed critical of Park had been put on a list and excluded from government support. It apologised for what it said had been a systematic effort to sideline Park’s critics. Lee said the special prosecutor’s team sought to question Park, perhaps on Friday, but was discussing details with the president’s side. Prosecution officials hoping to search offices in the presidential Blue House as part of their investigation were blocked from entering the compound last week.

Equality’s time has come

T
o understand the vehement opposition to 33 per cent women’s reservation in urban local bodies (ULBs) in Nagaland by male-dominated/allmale Naga tribal bodies, it is imperative that all illusions about tribal society being simple are dispelled. In the case of the Nagas, it is even more multi-faceted for historical and political reasons. Now, with rapidly changing national and global economic eco-systems, in a patriarchal society with one foot still in the subsistence economy, economic apprehensions have impacted political perspectives. Opposition to women’s participation in decision-making bodies and processes is centuries-old in Naga society. Our customary laws are deeply rooted in patriarchy. So for Naga tribal bodies to naively argue that such reservations violate Article 371 (A) of the Constitution of India and would adversely affect Naga culture and customs would be to miss the point of the argument against reservations. The core of the issue — like most other issues — is the ownership of land and resources. Naga culture and customs debar
women from land ownership; hence our customary laws preclude women from inheriting land. This is exactly what Article 371 (A) protects — the social, cultural and customary practices of the Nagas, which are germane to land ownership and inheritance thereof. Much as Naga scholars acclaim Nagas’ “purest form of democracy” in sovereign village-republics and compare it to the “democracy” of the Greek city-states, the fact is, this “democracy” is pertinent only to males — only males have the right to land ownership; only males can participate in the village parliament. It’s patriarchy in its purest form, actually. In the opposition to women’s reservation in ULBs, the most pertinent aspect is the economic connotations inherent in politically empowering women through reservations. The bottomline is: Economics spawns and dictates cultures and customs, as also political and marital expediencies. Against this background, Naga male-dominated tribal bodies’ opposition to women’s reservations in ULBs is understandable — the fear is that women would finally have a say in how resources are used and shared in towns, which could then spill over to villages. So far, only men are privy to the utilisation and sharing of re-
sources allotted by the Central and state governments, as also available resources of clan and tribe land ownership. With political powers come economic powers, and with economic powers, political power is reinforced and consolidated, all of which has the potential to disrupt the status quo in Naga society that has marginalised women politically and economically. Women’s reservation is necessitated in patriarchal societies because of the historical fact of a ubiquitous culture of inequality in Naga society — even if we don’t practice dowry, Sati, female foeticide and infanticide and the caste system. All patriarchal societies and states deny women access to economic and political powers, starting with land ownership, the primary marker of power hierarchies. The opposition to women’s reservation in ULBs not only underlines the badly bruised Naga male ego, but has critical economic connotations accentuating how their economic and political strongholds are perceived to be threatened. It must also be underlined that almost all Naga tribal bodies, including the Naga Hoho, emerged since the 1980s and thereafter — therefore, they are not Naga traditional institutions. The traditional Naga institu-
tions recognised by the British and by the Indian government, which have constitutional sanction (enshrined in Article 371 (A)), are the Naga village parliaments, which are the custodians of Naga culture, traditions and customary laws. Therefore, it is a matter of concern that the Nagaland government has allowed itself to be held to ransom by NGOs and civil society bodies at the cost of the constitutional mandate in the name of Naga culture, tradition and customs. Apprehensions related to taxes and land ownership are very real. Under the Nagaland Municipal (Third Amendment) Bill 2016 was the issue of taxation by the new municipalities/town committees, particularly if Smart Cities and Special Purpose Vehicles (SPV) are involved. As Charles Chase, former editor and author of The Naga Imbroglio writes: “Taxation has always been an abhorrent issue where Nagas are concerned”. As I see it, the problem here is that Naga males are averse to the idea of mainstreaming into the globalised economy but they welcome the privileges of the same globalised economy. That brings us to the next point of Naga male tribal bodies’ opposition to women’s reservation. Because of being precluded from inheriting

ithout clarity of Vision, we the people are left in the dark. The informed and educated masses are yet to take sides in this battle between Apex Organizations and the Government because at present both parties are only focused on the 'FIGHT' and not the 'OUTCOME' of this battle. It is appreciated that our Tribal Organization Leaders have started the fight to end corruption and uphold our traditional values leaving aside the still debatable 'Women Representation' in politics issue. However, our Tribal Leaders are yet to share their vision with the masses. Till now, they have only defined success with the primary goal for the Chief Minister and the Legislators to step down. But keep in mind that 'WHAT NEXT' is more important than 'What now?' The highly plausible outcomes which awaits us could be the below (Feel free to add more and put our heads together so we can work towards diverting an uglier turn in history. Imagine you have been sent back from the future to erase that page in our history): 1. President's Rule - If a State government is not able to function as per the Constitution, the State comes under the direct control of the central government; in other words, it is "under President's rule". The State will be run by the Governor and bureaucracy. The Nagaland Legislative Assembly is either put in suspended animation or dissolved (necessitating a fresh election). WHICH MEANS? ARTICLE 371A is as good as dissolved for this period until a fresh election is conducted and a fresh new Legislative Assembly is established. This will defeat the purpose of why this entire movement started in the first place,

decade to manage the Government. He went on to seek bigger roles in the Central Government. He waved goodbye at us and we waved goodbye at him. End of story. It is time to allow fresh new leadership who will be able to save our generation from sinking and sail this ship through these stormy seas to safer shores. Protecting our Tribal heritage and law is of paramount importance because of our unique history but let me make it very clear that the future of a civilization does not end with 'Destruction', for destruction is only a means to an end. Reconstruction of our future is more important than destruction of this corrupted present and only with vision, a leader will have the ability to foresee and show us the light at the end of this tunnel we are all marching towards. Focusing solely on the blame game and not on the roadmap or vision ahead will be foolish on our parts. At present, we are all marching in the dark, unaware of what awaits us at the end of the tunnel and the masses cannot blindly follow a movement which lacks clarity in vision. And please do not encourage use of money and more alcohol to fuel people's bravery. We all know how a drunk man is rendered senseless with only his animal instincts triggered, begets destruction which will not only attract criminal proceedings by law but also lead us to more chaos with no sensible outcome compared to a true warrior who is never drunk for h/she is strong, disciplined, trained, focused and highly skilled in the art of warfare. If a movement has clarity of vision, people without forcing by order or threat or intimidation or treating them with food or alcohol will join at free will. I will be the first to join if I am convinced with your vision for the Naga people.
The ULB Elections and Municipal Act? Our Naga society is already in a mess because of directly installing an external incompatible political system into our ancient traditional political structure. It is like a virus that enters a computer and destroys the entire system from the inside. Forget about external schedules even within the Constitution because we have Article 371A that WITHSTANDS all other provisions in the Indian Constitution and this empowers us to frame our own laws! Using this power, we should copy paste other laws? No, we should create the most inclusive, progressive and strongly rooted Laws by the wisest of legislators in collaboration with the brightest minds comprising of our Bureaucrats, Scholars and Academicians, Lawyers, Tribal Leaders, Social/Political Analysts and Scientists with the public but most importantly by listening to one another and sharing a Vision in the interest of the Naga people. And to all the people translating law in our own version and understanding : If law is translated by lakhs of people to our own liking and used at the whims and mercy of individuals or groups, then there is no need of Law; it is simply primitive and anarchy. The purpose of Law is to bring Justice and Equality which can never be achieved if each individual has the liberty to translate and deliver my own version of law. If you are right and I am wrong; just because I punch you in the face will not turn my wrong into right. A game of chess ought to be played and settled on the chessboard; not in the boxing ring. Legal issues are to be solved legally in the court and not on the streets! Praying and hoping for VISION and WISDOM to lead us, from darkness into light!

The State will be controlled directly under the Indian Constitution by the Central Government for a certain period as prescribed in Article 356. At present, our Tribal Hohos have managed to cripple the State machinery and our Government is unable to perform its functions as per the Constitution. 2. Money power and muscle power have been major factors in winning an assembly election in the past which results in failure of choosing a righteous and capable leader. After experiencing such tumultuous moments in the history of Nagas as it is happening today, if we fall into money power trap in the impending election, we will be doomed. Therefore, in support of NBCC’s ‘Clean Election’ call, it’s time we allow our conscience to lead and guide us to do the right thing by electing the right leaders to lead us to a brighter future.

The new Naga woman is very different from our subservient grandmothers, which is truly frightening to the Naga male, who has failed to and/or refuses to understand and appreciate how much the world has changed from the days of British colonials and American missionaries. Significantly, some statistics maintain that more than 50 per cent of Nagaland government employees are women. There is also a fear among Naga males that the Indian government is trying to introduce alien political and economic systems, which would adversely tell on Naga nationalism, even dilute it. Here again, the diverse perspectives of Nagas belonging to various political, economic, social and
educational backgrounds are at play. The abysmal failure of the Nagaland government and the state machinery to stem violent protests against women’s reservation must be underlined. The Nagaland government’s vacillating stand on women’s reservation over the years poured fuel into the fire, as much as its inability to gauge the mood of tribal bodies and their vulnerability to numerous shades of overground and subterranean political agendas, in the name of Naga culture, customs and traditions, and a failure to maintain the rule of law by an ineffectual civil and police bureaucratic machinery. The ULB elections have been deferred and it is likely that women’s reservation to ULBs will never come to pass. But it is clear from what happened in the last few days that the state government and the tribal bodies have lost the plot. The ball is in the Centre’s court, seeing that the Nagaland government and Naga tribal bodies are seeking no less than an amendment to certain parts of Part IX-A of the Constitution. he statement issued by the NPF youth wing that carried in the local papers on 3.2.2017 unmistakably contains many provocative and insulting sentences and phrases. It appears that the youth leaders think they are much wiser than the various Nagas leaders who are tested by fires in the courses of their lives. It is very unfortunate, the youth wing of NPF knowingly and unknowingly thrown petrol to the ravaging fire as when the Naga masses are surcharged emotionally for the ugly incidents that have taken place around Nagaland recently. They were talking about ‘Democracy’. Very good, in democracy the elected or chosen representatives derived power and privileges’ from the people (masses) who they represent. They stated that elected government is to carried out its responsibility independently. How could that happen? In a democracy, the government is the sum total of the surrendered rights of the people. Therefore, the people have their rights to raise their voices and agitate when they see that their surrendered rights are misused and infringed and their futures are threatened. In some countries the provision for ‘RECALL’ is incorporated in their constitutions. And therefore, when any elected member is deemed incapable to carry out the wishes of the electorates is recalled but in Indian constitution doesn’t have such provision, otherwise many members are to be recalled before their end of their tenure. The Nagaland state government had totally failed to fulfil the wishes of the Naga people and completely ignored the Naga tribal Hohos. Many of the leaders have insatiable ambition for power and money. They are thinking only money and power. Power is like two-edged sword hurting anyone on any side which it touches. Therefore, who so ever is in power should be wise and conscious. Now, coming to the present crises arising out of the urban and town councils elections, inspite of repeated request and humble appeals made by the Naga tribal leaders to the Nagaland state government, the government remain adamant and stated that the urban and town council elections will go ahead.’ At any Cost’ so, has cost much to the regret of any one of us. Except accidental meetings, I have had no chance in the course of my life to work with T.R. Zealing in any field. But I guess I may be wrong, T.R. Zeliang may not be so stiff and rigid. I suspect there may be some of his colleagues who are obstinate and wanted to execute any programme of their choices. T.R. Zealing, therefore, better declare the names of those autocratic colleagues through whose pressure he had acted against the wishes of the masses. These will reach the egotist good lessons who want to rule the people with iron hands against their interest. Again, regarding the 33% women reservation in the urban and town council election I want to supplement the article written by Kaka D Iralu which was published recently in local papers. Let us not talk about the validity or in validity of Article 371(A) of the constitution of India. Our customary laws and practices and our convention and usages are unique. These are coveted by many people all round the world. Our customs and traditions are relevant at present and will be relevant in the future. They will be reverent in all the changes of time and generations, except the head hunting which we are giving up without any pressure from any corner as we have become all Christians our religion discourages and forbids us to do such practices. Our punishment of the guilty or the offender started from reprimand. Reprimand may be light or sever. Light reprimand means private reprimand of the guilty. Severe reprimand means reprimanding the offender in public and put-
ting him or her to public shame. Fines of an amount of cash or big pig or a young Mithun etc are imposed on big offenders. These may be slightly different from tribe to tribe. The heaviest punishment is expulsion/ex-communication from clan or village or community. The ex-communicated person or persons become taboo to every sections of the society. They are disassociated by people in every walk of life. Therefore, the ex-communicated person o persons become like dead souls within the period of ex-communication. In order to escape from such punishments the people respected and observed their respective customs and traditions in the past also. In the Naga society men and women are equal .There is practically no discrimination against women in Naga society. Unlike in the primitive age, the Naga women are now a days getting their share of wealth including unmoveable properties from their parents or relatives. In every field, the Naga women now fare better than their male counterparts, except in political elections. There are many women heads of states (presidents) and heads of Governments (prime ministers) and women chief ministers all over the world. Mrs. Rano Shaiza, a Naga woman was once elected by the Nagas in a general election to the lone Member of Parliament (India). But why Naga women fear and hesitate to contest election. The problem lies there. The male trying to outwit the female counterparts in any contest or competition is not a sin or discrimination. As such, in my opinion reservation of any percentage for women is not necessary. Nagaland state has a population of about 20 lakhs and has government employees (servants) more than 1 lakh which means a group of 20 people has one member as a government employee and compounded by thousands of bogus employees and bogus pensioners. And the govt turns deaf ears and blind eyes to these problems. The Naga public are only shouting for back door appointments leaving aside the bogus appointees and bogus pensioners which drain away the state coffers. In the light of this problem, I urge the Naga educated people and techies to broaden their outlook and dreams and think how to accommodate or employ thousands of highly educated and qualified Nagas produced every year from Nagaland. Our Naga cultures, customs, traditions, practices and usages had been perpetuated centuries together and their usefulness had been tested with the changes of time .Therefore, Naga ways of life are in no way compatible to the Indian ways of life. In this context I should said that the 16-pt agreement of 1960 executed by the hurriedly formed’ Naga Peoples Conventions’(NPC)is a hijacked agreement yet P. J. Nehru through his magnanimity recognized the sovereignty of the Nagas over their land and resources and the customary laws and practices. Furthermore, Nehru stayed put Nagaland under the External Affairs of India. But the Nagaland state government brought the state under the Home Ministry of India in 1972 and now trying to nullify the article 371 (A) clandestinely. In the premises on the above scenario it is my firm conviction that Nagaland should be recognised as Sovereign independent state by India. In the event of Nagaland being recognised Sovereign Nation, Nagas need no lengthy constitution, because greater portion of Nagas ways of life are covered by our customs and traditions. And it is suggested that the governing system of Nagaland should be something like in the style and functions of Switzerland and New Zealand. Watch out! In order to educate the thoroughly stifled Nagas. Nagas urgently need many brave, Truthful, Impartial, Intelligent and Inquisitive writers to salvage Naga society.

The voting for the best tactic wrestler will end with the quarterfinal round after which the organisers will collect the voter’s ballot slip issued before hand. The one-day event would be hosted by the Zeliang Wrestling Association, while the ground management will be taken care by the Angami Catholic Union – SFS Church, Kohima Town. The NWA expects that over 150 wrestlers from across Nagaland and neighbouring State Manipur will take part in the championship.

British newspaper The Sun claimed Martial, 21, could join Paris SaintGermain at the end of the season after struggling to convince manager Jose Mourinho of his worth. But the France international told his close to 800,000 Twitter follow-
ers: "Dont listen (to) the papers it's wrong thanks. Come on United." Martial joined United from Monaco in September 2015 in a deal with a reported potential worth of up to £58 million ($72 million, 67 million euros). He was United's top scorer last season with 17 goals in all competitions, but has found the net only six times this season and has not featured in the club's last three Premier League games.

Russia banned from London World Athletics Championships CAP-D'AIL, FEBRUARY 7 (AFP): Russia will miss August's World Athletics Championships in London after their doping ban was extended on Monday, world governing body president Sebastian Coe said. Coe said Russia, whose 15-month ban from athletics was prolonged at the IAAF's Council meeting in Cap d'Ail near Monaco, could not be reintegrated into the sport before November. Double Olympic 1500-metre champion Coe was speaking after the IAAF Council approved the Taskforce's recommendation that Russia was "not ready for reinstatement". Russia has been barred from international competition since November 2015 following a damaging report alleging that state-sponsored doping was rife in the country. The ban had already been extended in March and then June 2016, preventing Russia's athletes from competing at the Rio Olympics. The Taskforce, which was set up to oversees Russia's reintegration into international athletics, produced recommendations detailing a roadmap to reinstatement. But while "acknowledging several positive developments" at recent meetings in Moscow with RusAF, the Russian Athletics Federation, and new Russian Sports Minister Pavel Kolobkov, the Taskforce also "pointed to some negative developments" including "unhelpful public comments recently made by some Russian sporting officials". It said that RusAF "continues to face practical and legal difficulties in enforcing provisional doping bans and there continues to be very limited testing of Russian track and field athletes at the national level as well as troubling incidents at what testing is taking place". The roadmap to reinstatement specifies that "testing of Russian athletes must take place without further incidents or difficulties" and that RusAF takes "demon-
strable objective and practical steps to cultivate the clean sport movement". - 'Badly let down' Coe meanwhile reiterated the IAAF's commitment to giving clean Russian athletes the possibility to compete as neutrals, providing they are not tainted by the Russian doping system. "Our priority is to return clean athletes to competition but we must all have confidence in the process," said Coe at the IAAF's Council meeting in Cap d'Ail, France. "Clean Russian athletes have been badly let down by their national system. We must ensure they are protected and that those safeguards give confidence to the rest of the world that there is a level playing field of competition when Russians return." So far in 2017, 35 Russian athletes have applied to compete as neutral athletes in international competition, the statement added. Last week, RusAF revealed the names of 31 of its athletes to have made applications, including both world and Olympic champions. Ivan Ukhov, Olympic high jump champion in 2012, 2015 world 110m hurdles champion Sergei Shubenkov, 2015 world high jump champion Maria Kuchina, and 2014 world indoor triple jump champions Lukman Adams and Yekaterina Koneva, were all named on the list. More than 60 Russian athletes have been added to the IAAF's international testing pool which, although not guaranteeing those athletes reinstatement, Coe said it does mean the world governing body has a greater "guarantee they have undergone a long term recognised, independent and fully WADA Code-compliant drug-testing programme." Upon the Taskforce's recommendation, the Council also approved the participation of Russian under-15 athletes to compete in international competition, including at July's European Youth Olympic Festival in Hungary.
