Unhappy with suspension, MlAs blame nPf president for division Morung Express news Dimapur | January 11
The eight states of the North East live in one home—let us search for our roots. This is the message that Lepden Jamir (53), a Naga sculptor from Mopungchuket village, Mokokchung, Nagaland, will portray in his new wood sculpture. It will be exhibited at the ‘Maati Ke Rang’ Festival from January 13-17, 2015, to be held at the North East Zone Cultural Centre complex in Dimapur. Jamir and his team are artists who have learnt the tradition of sculpting from their ancestors, much like the other artists presenting their work at the Festival. “Art is one, only the language differs. Peace is within each of us; art is a message of peace,” says Jamir.
YPCC clarifies on ‘quit notice’ DIMAPUR, JANUARY 11 (MExN): The Yimchungru Public Coordination Committee (YPCC) has clarified its stand on the reported ‘quit notice’ attributed to the organisation. The YPCC in a press release stated that it had not used the term, rather it was a misinterpretation of ‘public notice’. The statement was appended by Lunthrungba Yimchungru, convenor and Lokhum Y.S. Yimchungru, general secretary. While acknowledg-

ing the appeals of the Tuensang civil society and the initiatives taken by the Chang Khulei Setshang to restore peace, the YPCC expressed unhappiness over the perceived apathy of the general public towards the Yimchungru affected by the dispute in Tuensang. “It is a question on our part that if a single misprinting can cause such severe panic and havoc to all the other tribal communities dwelling in Tuensang, the YPCC is dismayed that
no condemnation statement was given by any organisation/union/tribal bodies in Nagaland…” said that YPCC referring to a series of events dating from August 2012 to January 2015, which occurred in Tuensang. “In the light of the above, the inhabitants of Tuensang town in particular and the people of Nagaland in general are entreated to take the place of Yimchungrus and commit to urgency for peace as desired,” the YPCC appealed.
The NPF group supporting G Kaito Aye has reacted strongly to the suspension of PHE Minister Noke Wangnao from primary and active membership of Naga People’s Front (NPF) by NPF president Dr. Shürhozelie Lietsietsu. Kaito is now one amongst the nine NPF legislators suspended for ‘anti-party activities.’ “In my 40 years, I have never strayed or defected to any other party; I don’t understand the reason to suspend me from the party membership,” the taciturn senior regionalist voiced out at a press conference held at Sovima Sunday. Legislators supporting G Kaito Aye are camping at Sovima village. Maintaining that the current state of affairs was not a ‘crisis’ but a ‘leadership change’ within the party fold, Wangnao alleged the NPF president was trying to tarnish his name. ‘Why doesn’t he suspend all the other members as well,’ he added. “I however forgive Dr. Shürhozelie and hope God would also forgive him for his transgression,” Wangnao said. Spokesperson Imkong L Imchen, also amongst the recently suspended members, termed the suspension orders as invalid. He questioned the decision wherein the legislators were first given suspension order and later demanded show cause notice. “This only means the first order has been nullified by the second,” he concluded. Laying the blame for division among the NPF legislators squarely on the president, Imkong alleged that NPF party leadership led by Dr. Shürhozelie, instead of pacifying the misunderstanding between the groups, started suspending party legislatures
Chief Minister refutes allegations DIMAPUR, JANUARY 11 (MExN): Nagaland state Chief Minister, TR Zeliang, today refuted allegations made by NPF legislators calling for leadership change, and termed them as an attempt at “spreading misinformation.” A press note from the Chief Minister’s Office (CMO) assured there has been no breakdown in state governance and termed it “unfortunate” that NPF Legislature Party Spokesperson, Imkong L Imchen “has directed state employees not to obey orders of the Government, saying that responsibility will be fixed on those officers failing to comply.” “Such a statement amounts to provoking employees to rebel against a constitutionally set up Government and is highly illegal,” it added. The note further clarified that appointment of Parliamentary Secretaries, Advisers, and Chairmen of various Government agencies was resorted to at the time of downsizing the government, in order to “effect better governance.” The CM, it said, “is only continuing this practice.” Stating there is no dispute between the NPF and the BJP, the note asserted that the CM had “nothing to do” with the disqualification of three NCP MLAs. On the Naga political issue, the CMO informed the CM has already urged the PM on 3 occasions for early solution and “it was only after this that the post of Interlocutor, which had been lying vacant for quite some time, was filled up.” Regarding the oil issue, the CMO pointed out that regulations on this were adopted after a unanimous assembly resolution in 2010 “after approval of the Ministerial Group, which was chaired by former CM, Neiphiu Rio, and of which Imkong L Imchen was a member.” The CMO then said that while NCP was not part of the DAN pre-poll Alliance, its members were included in the DAN-III Ministry during the previous Ministry. “This arrangement is only being continued,” it stated. The CMO also refuted allegations of
randomly and conveniently ignoring the NPF constitution. “We were expecting Dr. Shürhozelie as president would emerge as the great communicator and healer of the party, but regretfully, our expectation were proved wrong,” Imkong said. On the issue of proposal put up by Chief Minister TR
financial mismanagement and corruption and stated that the government had “inherited an empty coffer.” It assured the CM is “trying to clear the financial mess.” Meanwhile, the NPF press bureau informed that appointments of Division office bearers are yet to be completed except for Kohima Division, and that the party’s Central Executive Council has not been constituted. It said the January 10 Dimapur meeting with Nuzota Swuro and T. Shuya as Convener and Co-Convener respectively “holds no water.” “Both Nuzota Swuro and T. Shuya who were office bearers during the last tenure have not been elected or included in the current list of NPF Central office bearers,” it added. It further said that as per the NPF Constitution “the President shall have general control over all offices of the party including those of the Frontal Organizations and Cells” including appointment of Chief Whip. It added that the official Legislature Party meeting can be called only by the incumbent Legislature Party Leader, which is the CM. Urging the Governor to summon the Assembly at the earliest, the NPF also appealed to “all misguided legislators and those illegally held against their wishes” to “come back to the party-fold at the earliest.” The NPF central Youth Wing, in a separate note, clarified that it had not attended the NPF Co-ordination meeting on January 10 and extended “support and endorsement” to the NPF President and the CM. 7 independent MLAs extend support to CM Meanwhile, seven independent MLAs have issued a declaration extending support to the Nagaland CM “inside and outside the House.” The declaration was appended by independent MLAs including Levi Rengma, Jacob Zhimomi, YM Yollow, Picto Shohe, Toyang Chang, S Chuba and Amenba Yaden.
Zeliang for summoning a special session of the Nagaland Legislative Assembly for trial of strength through voting, Imkong said the proposal was never offered to them. He however responded they are willing to accept the voting suggestion if the Governor so decides, however, only after solving the
NPF party internal problem. On the caution issued to State government machineries not to obey the order of the present government or clear any files, Imkong defended the action by maintaining that the present government has been reduced to minority and therefore not supposed to
be holding office anymore. “We felt obligated to tell the government officials of their positions and caution them so they are not put into danger tomorrow,” he maintained. With the Governor of Nagaland yet to decide on the fate of the imbroglio, it was informed that something concrete was expected to occur within a day or two. SUSPENSE GROWS OVER KAITO’S MEETING WITH BJP LEADERS There is a feeling of suspense as to what news G Kaito Aye would bring from Delhi after his meeting with BJP central leaders. The contending Chief Minister had left for Delhi on January 9 along with Nagaland MPs Neiphiu Rio and Khekiho Zhimomi in what was informed as an invitation from the BJP central leaders including the Union Home Minister Rajnath Singh. Party sources at Kaito’s camp maintained that the central BJP leaders were obviously concerned because of the alliance enjoyed by the DAN led NPF government in Nagaland with BJP led NDA at the centre. Nagaland has at present four BJP legislators. Furthermore, the direct involvement of MP Neiphiu Rio whose recent fall out with NPF president Dr. Shürhozelie, his close aide of more than a decade, by orchestrating the change of leadership at the helm by supporting G Kaito Aye has also provoked reactions. On the surface, Rio supported the leadership of TR Zeliang as chief minister after he relinquished the chair to contest for MP election. Fantastic as it may sound, political analysts believe that Rio has been given an assignment by the Centre to bring about a political turnaround in the State with eye on the leading party at the Centre.

DIMAPUR , JANUARY 11 (MExN): The Nagaland Pradesh Congress Committee (NPCC) has appealed the Nagaland Governor to “rescue the people of the state from the clutches of paralysed governance by executing his assigned role as the guardian of the constitution.” It also asked the Governor to end the ongoing political impasse without “any bias or favour through duly constituted mechanisms that will restore the principles of Democracy I am not fit to lead ? NPCC said this showed “scant respect for established democratic norms.” Maintaining that Congress “remains non-committal about its support to any of the groups,” it questioned the BJP if Congress support for any group is “unconstitutional,” thereby warranting imposition of President’s Rule? “If that be the case, will the same yardstick also apply to the state BJP unit whose leaders after enough of flip flopping has once again officially reaffirmed its support to the rebel NPF camp even though its central leaders are said to be closely watching the situation and treating the matter as purely internal matter of the NPF,” the NPCC wondered. “Imposing President’s Rule at this juncture will not be the answer to the problems faced by the people of the state who had given the NPF a massive mandate despite their blatant misrule and corruption since 2003,” it asserted. The NPCC asked NPF leaders in both camps “who are blinded with greed to amass more power and wealth” to “wake up” and “provide a semblance of stable government for the given tenure.”

BJP calls for exclusive DAN legislators’ meeting
DIMAPUR, JANUARY 11 (MExN): The BJP Nagaland State unit stated today that the only option to end the current political impasse is for the Chief Minister to immediately call an exclusive DAN legislature party/ DAN legislators’ meeting where all DAN member legislature parties will have the opportunity to decide on the leader of the house. It warned that failing to do so may invite “the inevitable” because more than one week had lapsed since the problem started. The BJP Nagaland declared
in a press release that if the situation compels the Governor to declare President’s rule on ground of break-down of constitutional machinery, NPF will be “solely responsible and answerable” to the people of Nagaland. “There will be absolutely no room whatsoever, to put the blame on the NDA government in the centre or the BJP in Nagaland,” stated the BJP Nagaland. It also made clear that it will “not be part of DAN that takes the help of Congress to form the government.” Given its experi-
ence in Jammu and Kashmir, the party asserted that “it is simply against the basic principle of two opposing parties, BJP and Congress, to have any common landing ground.” The BJP Nagaland, as an alliance of DAN, stated that it had “taken a collective decision” to support the NPF group that “commanded the majority.” This is because, it said, “NPF being the major partner in DAN, the leader who commands majority will naturally be the DAN legislature leader
and the Chief Minister.” “The issue in question is for change of leadership and not about losing confidence in the government; which means, leadership issue needed to be resolved first before demanding for floor test,” the BJP Nagaland maintained. Further, it said that NPF President Dr. Shurhozelie’s statement has “plainly implied” that the issue is “no longer the internal matter of NPF but an issue of DAN. That makes DAN legislature party as the only competent body to elect its leader.”
