So the Prime Minister and we decided that the all India Director General of Police (DGP) meet for the first time be held in Guwahati,” he said adding, the Youth Festival was also being held in the region for the first time. Stating that the closing ceremony of the Festival coincided with Swami Vivekanada’s 152nd birthday anniversary today, the Union Minister said Vivekananda had stayed in the then undivided Assam for one-and-a-half months and had visited

DIMAPUR, JANUARY 12 (MExN): A Special Emergency General Meeting of the Naga People’s Front (NPF) on Monday elected veteran regionalist, Noke Wangnao as the president of the NPF, thereby removing Dr Shurhozelie Liezietsu from the post. Noke Wangnao, stated the press note, has been elected to lead the party in “restoring and upholding its glory for the greater interest of the Naga people.” It further informed that Dr Shurhozelie Liezietsu’s membership in the NPF “shall be kept under suspension till further orders.” The meeting also endorsed the election of new office bearers of the NPF. It then resolved that all suspension orders issued in respect of the nine MLAs namely Kaito Aye, Shetoyi, Zaleo Rio, Pukhayi, Tovihoto, Kuzholuzo Neinu, Pohwang, Imkong Im-

The meeting has further ratified all decisions taken by the NPF legislature Party on January 5, electing G. Kaito Aye as its lead-

er and “also to be appointed as the Chief Minister of Nagaland replacing the incumbent TR Zeliang for the betterment of the State by building a new positive partnership with the NDA Government in Delhi and strengthen the ongoing peace process to bring an early solution that is honorable and acceptable to the people.”A Disciplinary Action Committee (DAC) was also constituted with immediate effect. The meeting urged the Nagaland state Governor to “immediately dismiss the minority government under TR Zeliang and install a popular government under the leadership of the majority leader Kaito Aye.” The said actions, informed the press note, “have been taken because of the unconstitutional, autocratic and dictatorial actions of the ousted NPF President Dr. Shurhozelie who has massacred the party by dividing the party and not accepting the majority view of the party.” Meanwhile, the NPF led by Noke has called for a meeting of the Central Office Bearers on Tuesday, 12:30 PM at Niathu Resort, Dimapur.

NPF 43 A/C Tapi slams suspension order

Meanwhile the 43 A/C Tapi NPF has expressed concern at the “suspension and expulsion” of MLA Noke Wangnao and termed this act as “dictatorial and autocratic.” A press note from the NPF unit reminded that Noke Wangnao is “one of the pioneers and builders of the regional party in Nagaland.” Stating that the present political situation is not anti party, it termed the suspension of Noke Wangnao as “short-sighted and will have tremendous ramifications in the immediate and long term future of Naga politics.”

TR Zeliang claims to have support of 52 members in a House of 60 our Correspondent Kohima | January 12

Nagaland Chief Minister, TR Zeliang today said that despite the “dissident group” claiming to have the support of 22 NPF legislators, the legal and official position of the House has not changed. “Since no legislature party has officially conveyed to the Speaker or the Convener their withdrawal of support to my government, my government has the support of 52 members in a House of 60,” TR Zeliang said, while addressing a press conference here this afternoon, along with Home Minister Y Patton. He reiterated that the NPF group now led by Noke Wangnao does not have a legal voice, as they have neither decided to split from the NPF and form a separate group, adding “even if they do so, their group shall have to be given official recognition by the Speaker first, before their voice can be heard in the eye of the law and the Constitution.” Zeliang further informed that he is yet to accept the resignations submitted by 11 legislators from the NPF led by Noke. He added that filling up of some cabinet positions will be done in due time. To this, the Home Minister informed that the present ministry does not want to be “jumbo sized.” The CM also reiterating that the Naga political issue remains his top agenda.

TR Zeliang

Zeliang meanwhile revealed that after his appointment as CM, the two MPs from Nagaland had started a campaign for change of leadership and “sowed the seeds of dissent” among several legislators with various “lures.” Except for a few members, he stated, most were not convinced by such “lures” and reported the matter to the CM. Zeliang added that some of the members proposed re-affirmation on the leadership and accordingly the NPF and DAN legislators had re-affirmed their support to the CM on August 16, 2014. Zeliang alleged that this compelled the two MPs to develop a new strategy and invited several elected members for discussions. He claimed that legislators meeting the MPs were “wrongfully confined.” As such, he informed that other legislators “not confined at Sovima” suggested that they should be together in one place. He further stated that many legislators were misinformed and misled, “and when they realize that they had been taken for a ride, I am sure they will return to the original NPF fold.” The CM then alleged that the

Nagaland BJP President “has kept the BJP MLAs confined in Rio Villa, along with the NPF members” and rued that “It would have been fair on his part if he had played a neutral role, and help the NPF to settle their internal differences in the interest of the DAN government.” On the move for leadership change, Zeliang questioned: “without first bringing up the issue with the party president and the office bearers, how can they go to the press to demand for change in leadership, and demand that the party leadership should endorse their decision?” He viewed that the best option available to resolve the issue is to prove the majority on the floor of the House. He also clarified that appointment of a Chief Whip is to be done by the party president, and duly notified by the Speaker through a formal order. “In their case, it is not understood who has made such an appointment, and whether the Speaker has officially notified it,” the CM said.

NPF led by Shurhozelie cautions party members

The Naga Peoples’ Front (NPF) led by Dr Shurhozelie Liezietsu today informed that “any party meeting convened without the authorization of the Central Office and the President Dr. Shürhozelie Liezietsu is unconstitutional and thereby is anti-party.” A press note from Secretary General, KG Kenye cautioned that “such blatant violation of the party norms will attract severe disciplinary actions” and directed party men of all levels not to participate in any activities associated with the “dissident camp.”

Religious leaders urged to condemn violence 3 arrested for robbery in SIPMIU office

VATIcAN cITY, JANUARY 12 (IANS/EFE): Pope Francis Monday urged religious, political and intellectual leaders, especially Muslims, to condemn fundamentalist and extremist interpretations of religion that seek to justify violence. In an address to members of the Diplomatic Corps attached to the Holy See, the pontiff commented that “religious fundamentalism, even before it eliminates human beings by perpetrating horrendous

killings, eliminates god himself, turning him into a mere ideological pretext”. He went on to say that this attitude gave rise to “a culture of rejection which severs the deepest and most authentic human bonds, leading to the breakdown of society and spawning violence and death”, according to the official Vatican Radio website. “Rejection is an attitude we all share; it makes us see our neighbour not as a brother or sister to be accepted, but as unworthy

of our attention, a rival, or someone to be bent to our will,” he added. This is the mindset which fosters that “throwaway culture” which spares nothing and no one: nature, human beings, even god himself, the Pope said. It gives rise to a humanity filled with pain and constantly torn by tensions and conflicts of every sort. “A unanimous response is needed, one which, within the framework of internationallaw, canendthespread of acts of violence, heal the deep wounds,” he said.

CM meets AHoDs, calls for functioning of govt ‘Wrong perception of normalWarns against any back-dated

NE as conflict zone’

KOlKATA, JANUARY 12 (IANS): India’s northeast was perceived as a ‘conflict zone’ due to the negative media coverage, Meghalaya Chief Minister Mukul Sangma said Monday, and lamented that positive stories from the region were hardly captured. Speaking at the inauguration of the Meghalaya House here, Sangma said negative publicity has led to many embassies issuing adverse travel advisories leading to the northeast remaining largely “unexplored”. “The northeast is perceived as a conflict zone. The region is in the news

only when there is a bomb blast or ethnic clashes. The northeast is in the news only when there is problem. There are positive stories happening but they are hardly captured,” he said. “Tour operators often say one of the major problems they face is adverse travel advisories issued by embassies who are influenced by negative stories about the northeast. Obviously, there are areas of problems, but such problems exist in other parts of the country as well, whether it is West Bengal, Jharkhand or even the National Capital Region,” he

said. Calling for retrospection, Sangma called on the people of his state to highlight the potential of the region. “The need of the hour is to create positive stories and bring them to the world so that people are aware that the northeast is not about blasts or clashes, it is about the beautiful landscape, the enterprising people and its rich culture and heritage,” Sangma said. Calling for inclusion of Meghalaya in their corporate social responsibility (CSR) activities, Sangma urged the corporate entities to invest in the state.

KOHIMA, JANUARY 12 (DIPR): Nagaland state Chief Minister, TR Zeliang held a meeting with the Administrative Heads of Departments on January 12 at the Conference Hall of the Civil Secretariat, Kohima. The Chief Minister pointed out, that in a democracy government system, there are the three machineries: the Legislature, the Judiciary and the Executive. He asserted that the present political instability should not hamper the normal functioning of the judiciary and the executive. The CM however directed that all official functioning requiring the signatures or approval of concerned ministers, Parliamentary Secretaries and Chairmen; should be routed through the Chief Sec-

approvals by any departments

retary and processed to the Chief Minister. He warned against any back-dated approvals by any departments, under the present circumstances. The CM, the Chief Secretary and the Principal Secretary Home; all expressed concern over the poor attendance at the Secretariat office. The Department of Home will conduct attendance inspection and disciplinary actions are liable for erring staff. The CM, on being prodded by some officers on the political turmoil, stated that there is a crisis in the ruling party. He also asserted that a government comes to power under the

Constitution of India and under the Party Constitution. The Constitutions provide systems and procedures in election of the leader for a legislature party. The CM informed that he has decided to move for a ‘Confidence Motion’ in the Assembly since the dissident members have not moved for a ‘No Confidence Motion’. He stated that the head-count outside the Legislative Assembly or at the Raj Bhavan is not the appropriate platform. On accusations that that there has been no plan under his government, the CM pointed out that the entire country has been

without a plan, owing to the central government revamping the ‘Planning Commission’ of India, due to which the Prime Minister has not been awarding any economic package programmes to any state. The officers were also cautioned against being misled by media reports, in their normal official functioning. The Chief Secretary also informed the officers that the permanent executive machinery of the government should function normally despite the prevailing political turbulence. The meeting was chaired by the Chief Minister and co-chaired by the Chief Secretary and the Principal Secretary Home. It was attended by all the AHODs.
