Former chief minister and Lok Sabha MP, Neiphiu Rio, today said the present crisis within the NPF was all about “change of leadership and not change of government.” “The crisis is within; it is not about change of DAN government but change of leadership within the NPF”, Rio told the Morung Express on the sidelines of a party meeting of the “newly” constituted NPF central team here at Niathu Resort. Rio who also favours Kaito as the next chief minister of the DAN government was of the view that TR Zeliang should pave way for a smooth transition
since the latter no longer enjoys “support of majority” of NPF legislators as well as the NPF Party. The former chief minister said the request for change of guard was same as what he called the ‘Kaziranga Formula’ where chance should be given to the majority. It may be mentioned some eight months back, TR Zeliang, was elected as chief minister after he was able to muster majority of the NPF legislators who were camped at a resort in Kaziranga. Rio said at present, Kaito has the support of 22 out of the total 38 NPF legislators, two MPs and NPF rank and file of eight district divisions and 42 assembly constituencies.

CBI holds Naga IRS officer in Chennai

CHENNAI, JANUARY 13 (TNN): The anti-corruption branch (ACB) of the Central Bureau of Investigation (CBI) arrested an IRS officer on charges of taking bribe to prepare a favourable report for a chartered accounting firm. The CBI team also arrested the chartered accountant. Following a tip, the CBI team intercepted the car of Sallong Yaden, joint commissioner of income tax, who handled rangeVI, when he was nearing his house on Bazullah Road in T Nagar on January 10 evening. Chartered accountant Shreyans Bhandari was also in the car. They found 8 lakh with the officer who could not disclose the source of the money. An officer said several documents, computers, cell phones, cash, gold jewellery and silver bars were recovered from his places. CBI has registered a case vide RC 1(A)/15 u/s.120-B IPC r/w 7, 12, 13(2) r/w 13(1)(d) of PC Act, 1988 against Yaden and three others. Yaden and Bhandari were sent to Puzhal prison. But instead of gracefully recognizing the majority group, Rio said the NPF president, Dr. Shurhozelie, acted in an “autocratic manner” and straight away suspended nine NPF legislators who favoured Kaito. Quoting NPF Party motto “Fide non armis”, he said any dispute within the NPF Party should have been amicably resolved but that Shurhozelie took a biased stand and fully supported the minority group. “In ancient times, might was right but in modern democracy the voice of majority should prevail”, he said and added that after patiently pursuing for “reconciliation” for nine days, the “majority” had no option but to elect a new NPF Party president and team yesterday. On allegations that he had planted the seed of “dissent” among the NPF legislators, Rio clarified he did not personally call anybody (legislators) but by virtue of being their former chief minister and leader, they came to him on their own accord to seek suggestions. On the other hand, the Lok Sabha MP alleged that his former colleague TR Zeliang had failed to exhibit leadership on all fronts. In addition, Rio said Zeliang was responsible for burning the bridge of NPF alliance with BJP by disqualifying the BJP MLAs. “Now the ball is in the court of the Governor. It his wisdom to find a solution”, Rio said and added that in his opinion, the Governor should invite the majority group to run the government.

DIMAPUR, JANUARY 13 (MExN): “Without peace, the dreams of young people cannot be realized,” said Union Minister of State for Home Affairs, Kiren Rijiju today at the inauguration of the ‘Maati Ke Rang’ festival in the NEZCC complex, Dimapur. Speaking as the chief guest, the union minister asserted that securing peace would be vital to ensure development of the North East and appealed to intellectuals and youth to think about the known energy of the Naga people. Stating that there have been historical problems in Nagaland, Rijiju assured “we are committed to deal with these issues securely.” “As part of this Maati Ke Rang festival, I commit myself to the cause of the Naga people,” he stressed. He further called for
celebration of all cultures without any discriminating. “If we see that the NE does not find a place or respect outside the region, then India cannot progress,” he said. In a message from all senior government officials and leaders from the NE, Rijiju affirmed that “we will not tolerate any discrimination based on race, caste or religion.” Referring to the Bezbaruah Committee report, Rijiju reiterated that the Government of India has adopted a policy to ensure that no one from the NE is subject to discrimination. From Class 1 to Class 10, there should be education parted highlighting the people and culture of the NE, he said. To the youth, Rijiju said: “If we feel weak, we will never get our due. The NE has unimaginable poten-
tial—we are blessed with mineral resources, water, forest resources and talented people—the vibrancy of the NE is yet to emerge. I can see from our confident youth that our time has come.” “We may be far away from Delhi” but “we are not any less for Delhi,” he stated. The Act East Policy, Rijiju maintained is meant to convert the NE into a commercial hub and called for using the NE’s location to advantage. “Looking from the East, India begins from the NE. Delhi should be guided by us if we are able to tell our stories,” he stated. He further assured that the NE youth are competing at many levels and will not lag behind, in the socio-economic-political spheres. “I am responsible for the NE in the Government of India and it is my responsibility
to see that every step is taken to make this possible.” He further informed of a decision taken under the chairmanship of Prime Minister Narendra Modi that a union minister will visit the NE every 15 days. This, he said would challenge the reality that the NE is not understood in Delhi and help bridge the gap. Speaking as the Guest of Honour, Nagaland Chief Minister, TR Zeliang hoped that the event would provide an opportunity for artists from all over the country to catch a glimpse of Nagaland and its culture and vice versa. He expressed optimism that the festival would help in “integrating the people of the NE with the rest of the country and in removing the problems of racism.” Referring to discrimination faced by NE people
in mainland India, “mostly due to ignorance and misunderstanding of our different ethnicity,” the CM appreciated that most recommendations of the Bezbaruah Committee to suggest remedial measures have been accepted by the Ministry of Home Affairs. He further expressed confidence that “past neglect, ignorance and isolation of the NE will now be a thing of the past and the NE will become a significant player and contributor to national development efforts.” In his welcome address, NEZCC Director, Lipokmar Tzudir stated “a festival like Maati Ke Rang makes sure that every citizen partakes in the making of this nation through their heritage.” He asserted that the emerging generation can no longer be limited to the philosophy of division and hoped that this festival would help bring people closer. The two MPs from Nagaland, Neiphiu Rio and Khekiho Zhimomi were also guests at the event. The national cultural festival is being held at the North East Zone Cultural Centre (NEZCC) complex in Dimapur from January 13-17. The guests were shown around the thematic pavilions, interacting with artisans presenting their work from various regions of India. After lighting a lamp together, the festival was officially declared open with the striking of the traditional gong by Rijiju. The event saw a choreographed cultural performance where different dance troupes from the seven zonal cultural centres danced to their tunes alongside each other.

DIMAPUR, JANUARY 13 (MExN): The Naga Peoples’ Front (NPF) led by Noke Wangnao today issued a press statement regarding the “party constitutional rights leading to the election of the new president.” A press note from the party’s president, Noke Wangnao stated that the suspension orders issued against NPF Legislators as well as the senior most party functionary “is an extremely harsh measure that under normal circumstances is not within the power and ambit of the president.” Rule 9 of article V of the NPF constitution, it conceded, leaves some room for the president to take disciplinary action against any member. However, it stated that this can be done “provided that any action taken/performed beyond the powers as defined in this clause shall be referred to the Central Executive Council (CEC) for rectification.” The note informed that a CEC meeting held on Mon-
day “has chosen to discard the suspension order and termed the same as illegal.” “This itself casts constitutional obligation on the President to leave his office immediately owing moral responsibility of his acting beyond powers that too losing the majority will of the party workers and functionaries,” it added. It alleged that Dr Shurhozelie had tried to “split the party” and termed it as a “crisis scenario warranting emergent exercise of powers by the legally competent authority set up by the party constitution to aid the survival of the party.” “It is under this emergent situation that the CEC Emergency meeting was requisitioned in terms of rule 3 (c) Article IV of the NPF Constitution. And in exercise of the powers conferred under rule 3 (b) (xiii) of article IV of the NPF constitution the CEC addressed the emergent situation by taking disciplinary action against the party president Dr. Shurhozolie by removing him from the post of President and

The CEC meeting, according to the note, was “requisitioned by more than one/third members of the CEC as contemplated under rule 3 © (iii) of article IV of the NPF Constitution” and that the meeting was held “simultaneously with the general convention in the presence of a full house of party functionaries and members along with 22 Legislators, two Member of Parliaments and the senior party Leaders and office bearers of all the frontal organizations.” Noke Wangnao’s election to the post of president, it said, was done to “address the emergent situation” which, it stated, was in “approval, ratification of the action of the CEC by the general convention of the party in terms of the constitution.” Under these circumstances,
