JAcWr to withdraw slP in sc provided UlBs poll completed

Kohima, January 14 (mExn): The Joint Action Committee on Women Reservation (JACWR) has, in principle, agreed to withdraw the Special Leave Petition (SLP) filed by it in the Supreme Court. A press release from the JACWR Convenor Abeiu Meru and Co-Convenor Dr. Rosemary Dzuvichu stated today that the decision of the Nagaland State Government to hold elections with reservation for women has made the case filed in the Supreme Court “infructuous” or fruitless. So, “to reciprocate the gesture” of the State Government and “to allay the fears of tribal organisations that the case filed by us in the Supreme Court would infringe on Article 371 A of the Constitution of India,” the JACWR has agreed to the “appeal of the Chief Minister” made to JACWR members at an emergency meeting at his residence at Dimapur today to “withdraw the SLP filed by us in the Supreme Court, provided the ongoing process of elections to the ULBs could be completed as notified by the State Government.” The Committee once again expressed pain at the course of

Eating red chilli may help you live longer

nEW yorK, January 14 (ianS): Findings now show that consumption of hot red chilli peppers can lead to a 13% reduction in total mortality, primarily in deaths due to heart disease or stroke. People who were regular consumers of hot red chilli peppers showed lower cholesterol. Although the researchers are not certain about the mechanism by which peppers could delay mortality, “transient receptor potential (TRP) channels, which are primary receptors for pungent agents such as capsaicin -the principal component in chilli peppers -- may in part be responsible for the observed relationship,” said Mustafa Chopan from University of Vermont in the US. Capsaicin is believed to play a role in cellular and molecular mechanisms that prevent obesity and modulate coronary blood flow and also possesses anti-microbial properties. Peppers and spices have been for centuries thought to be beneficial in the treatment of diseases. For the study, the team examined more than 16,000 Americans who were followed for up to 23 years. The results found that consumers of hot red chilli peppers tended to be “younger, male, white, Mexican-American, married, and to smoke cigarettes, drink alcohol and consume more vegetables and meats... had lower HDL-cholesterol, lower income, and less education,” in comparison to participants who did not consume red chilli peppers.

in the current form have “serious legal implications upon the spirit of Article 371-A.” Any individual under ENPO jurisdiction participating in the ULB elections shall do so “at their own risk and responsibility,” stated the press note from ENPO President S Khoiwang Konyak and ENPO Secretary MC Ongbou Chang. Further, the ENPO resolved to “fervently appeal” to the Eastern Naga Women’s Organisation (ENWO) to “immediately withdraw” from the Joint Action Committee on Women Reservation (JACWR) “in the larger interest of ENPO public.”

Front has now decided to initiate “stern disciplinary action” against candidates who withdraw their nomination papers. The NPF adopted this resolution at a meeting of all NPF officials held at NPF President Dr. Shürhozelie Liezietsu’s residence in Kohima today. The party expressed “dismay” over the “use of force” by some organizations in “preventing some of the NPF Ticket

holders in filing their nomination papers.” It appealed to the Naga Hoho, ENPO, all tribe Hohos and the citizens of Nagaland to “cooperate and support” the Government’s decision to conduct the elections. A press release from NPF Working President Apong Pongener also clarified that NPF tickets for the upcoming elections were “given to Primary and Active membership hold-

Nuklutoshi is a legally appointed Minister: NPF The NPF has taken strong exception to the Ao Senden’s usage of the term “so call (sic) Minister” that it applied to Nagaland State Cabinet Minister Nuklutoshi while “debarring” him from entering Ao territory. A press note from NPF President Dr. Shürhozelie Liezietsu today reminded that Nuklotoshi was elected from 22-Arkakong Assembly Constituency in 2013 General Election in Nagaland by securing 8,544 votes defeating his nearest rival by a margin of over 1000 votes. He was appointed as a Cabinet Minister by the Governor of Nagaland under the recommendation the Chief Minister. Oaths of Allegiance

and Secrecy were administered to him by the Governor of Nagaland on May 24, 2014 at Raj Bhavan, Kohima. Since then, he has been discharging his duties as a Cabinet Minister holding the portfolios of National Highway and Mechanical Departments. All these steps were taken up strictly as per the provisions of Article 164 (1) of the Constitution of India. Noting that Nuklutoshi is a “legally appointed Minister,” the NPF President stated that Nuklutoshi has been “performing his duties as a Minister (as per) the decision of the Government to conduct Municipal and Town Elections.” “Any one (who) calls him ‘socalled Minister’ is expressing not only to disgrace Minister Nuklotoshi but more serious is that it challenges the validity of the Indian Constitution. As a result, the expression has become illegal,” stated the NPF President. Further, he suggested that if this was done “intentionally,” it will be viewed seriously, but if it was a “mistake” done as a result of emotions, then the “best course” for Ao Senden would be to “withdraw the resolution” as “tendering apology” in such a case “is not sufficient.”

previous resolutions made on the matter, the house reiterated that “accepting Central Act of Parliament at its present status/form infringes our vibrant and old-age traditions and customary practices” and that the State Government has “failed” to satisfactorily clarify on points sought by the ENPO. Thus, the house resolved to oppose the ULB elections ‘in principle’ within the ENPO jurisdiction, asked its six federating units to abstain from participating in the polls and directed all intending candidates to withdraw their nomination papers on or before January 17. The ENPO felt that the elections

ers of the party after administering pledge and therefore no NPF Ticket holder should withdraw from the fray.” “Stern disciplinary action shall be initiated against those candidates who withdraw their nomination papers,” it stated. The NPF also reiterated that it “shall go ahead with the election as per the schedule announced by the State Election Commission.”

A man suspected of involvement in the murder of a woman at Bhandari was found dead on January 14. The body of the suspect, Samuel Jongkor was found hanging from a tree in a forested area at Boro Lengri II, which falls under Dillai Police Station, Karbi-Anglong Autonomous District. Accused of being behind the Bhandari killing, the suspect, reported to be in his 40s, was reportedly on the run and missing from Bhandari since December 31. The woman’s body, whom he was accused of killing, was found in a staff quarter of the 7th NAP head-

quarters, Bhandari on January 8. As per the preliminary report, the body was discovered by woodcutters at around 9:00 am-10:00 am. SDPO, Bhandari when contacted said that the suspect’s body was taken into custody by the Dillai PS. It was still to be ascertained when he was last seen before the discovery of the body today, it was added.

UNC opposes Indo-Myanmar border fencing SEnapaTi, January 14 (nnn): The United Naga Council (UNC) has strongly opposed the construction of border fence along the Indo-Myanmar border at Pangsha village in Tuensang, Nagaland. Terming it as “great injustice” committed on the Naga people, the UNC stated that such border fencing is bound to “deprive the inherent rights of the Naga family from communicating with each other.” The UNC further maintained that the “divisive policy” to create a rift in the Naga family should be “thwarted” by every Naga. A statement released by the UNC today called for all Naga organisations to join hands against the “sinister design to separate us physically, emotionally and culturally,” terming it an

act “against humanity.” The Naga peoples can “no longer tolerate external forces continuing to separate the Naga family in all respects,” it maintained. “For how long and for how far the Naga family will be exposed to such sinister designs to annihilate us?” it asked. Further, the UNC asserted that “Our land is contiguous and it shares traditional boundaries with other nation(s), community(s) or village(s). We the Naga people even today protest against the bifurcation of our ancestral homeland by the colonialists by placing us in different countries, and also, in different states in India without prior knowledge and consent of the people. The Naga people will not tolerate further division of our land and people under any circumstances by any kinds of artificial barriers.”

Three independent candidates sign ‘withdrawal bond’

WoKha, January 14 (mExn): The Lotha Hoho has offered intending candidates the ‘option’ to “withdraw nomination” through the Lotha Hoho till 12:00 am of January 16. However, any candidate failing to withdraw their nomination papers will be subject to “non cooperation, social exclusion, barring from leadership, responsibility for any eventuality relating to ULB elections 2017,” stated the Lotha Hoho today. A press statement from Lotha Hoho

Chairman Mhao Humtsoe and General Secretary Mhondamo Ovung informed that in compliance of the Lotha Public Resolution of January 8, affirmed on January 12 and reaffirmed on January 14, for withdrawal of nomination papers to ULB (Wokha and Bhandari Town Councils) elections 2017, a meeting of general public of Wokha town, surrounding villages, all Lotha frontal organisations, was held at Town Hall, Wokha, today in order to “to enforce the process of withdrawal of nomination.” “Many intending candidates expressed willingness to withdraw their nomination,” claimed the press statement, however noting that January 14 be-

state Government is ‘misusing’ power: nPcc Accuses the government of flouting rules and regulation to serve its interest

Dimapur, January 14 (mExn): The Nagaland Pradesh Congress Committee (NPCC) today charged the State Government of misusing power and misleading the innocent general public by extending nomination date for Urban Local Bodies (ULBs). The Party is “dumbfounded” to observe the misuse of power by the Government of the day, a press note from NPCC Vice President, Khriedi Theünuo noted, further accusing the former of using the State Election Commission (SEC) to serve its own interest. “The NPF-led DAN government in the State, which has developed the habit of turning the rules and regulations for their own motives has once again misguided the people by using the Na-

galand Municipal Election Rules 2003 in extending the last date of filing nominations to the January 1, 2017 elections to ULBs,” it said, According to NPCC, while the January 7 SEC’s notification stated “in exercise of the powers under sub rule (7) of Rule 20 of the Nagaland Municipal Election Rules 2003…,” it is applicable subject to the provisions of sub-rule (6), which stated that “The late date for making nomination, their scrutiny and withdrawal shall not be public holidays. If any of the last dates for these purposes happens to be a public holiday such nominations, scrutiny or withdrawal shall take place, the next succeeding day, which is not a public holiday”. The Party reminded the SEC that last date of nomination “as per the programme schedule” for Municipal and Town Council Election in Nagaland was fixed for January 7, 2017 which was not a public holiday.

Felines for Bears: Kohima, Dimapur leave for Kerala Morung Express News Dimapur | January 14

Two Asiatic bears from the Nagaland Zoological Park (NZP) headed for Thiruvananthapuram, Kerala today as part of an Animal Exchange Programme with the Thiruvananthapuram Zoo. NZP recently received a pair of Royal Bengal Tigers in exchange for the two bears christened Kohima and Dimapur. A press release from the NZP Director, Sentichuba Aier stated that Kohima (male) and Dimapur (female) were successfully transported to the Dimapur Railway Station “after completing all formalities” enroute Thiruvananthapuram for an epic 3880 km journey. An NZP official added that the “special coach” carrying the two healthy bears will briefly

ing a non working day (second Saturday), the office of the Returning Officer was closed; but in the meeting hall, “three Independent candidates, namely Zaremo Murry, Janponthung Ngullie and Abel Ennio, signed their Withdrawal Bond.” “Other candidates have also assured that they will withdraw with the NPF Party candidates assuring the house, through N. Mhabemo Ezung (candidate for ward No. 11), that they would withdraw collectively,” the Lotha Hoho stated. The Hoho, “along with the Lotha public,” expressed “deep appreciation” to the candidates who have withdrawn their nomination, and urged all candidates to withdraw early.

stopover at Lumding Railway Station. At Lumding, the coach will be hitched to another train for an uninterrupted journey till Thiruvananthapuram. The release added that the two Royal Bengal Tigers are presently under quarantine inside the Zoo. Enthusiasts can visit the duo only after the completion of the quarantine period. It did not specify how long the quarantine period would last. When the felines reached Dimapur on January 9, Director Aier had stated that they will be kept under quarantine for atleast two weeks allowing them to “acclimatize” with the weather condition here. The headcount at the fledgling NZP is expected to increase as more animals are expected to join. A pair of White Tigers is expected to arrive at

the NZP in a few moths time. Once bereft of big cats, the feline population at the NZP is steadily increasing. Back in July 2013, the NZP welcomed into its abode an abandoned male leopard named Doom from Kaziranga to share space with the NZP’s resident female leopard Rani. Named after the place where he was found abandoned at 3 months old, Doom was raised at Kaziranga’s Centre For Wildlife Rehabilitation & Conservation. He was found at a Tea Estate at Doom Dooma, Tinsukia, Assam. NZP is spread over a sprawling 176 hectares in area with over two-thirds of the area left for more residents. A dearth of developmental funding from the state government has hampered expansion efforts for building enclosures.

In this regard, that NPCC opined that the rules cited by the SEC, “which must have been done in consultation and under the directive of the State Government,” does not have any provisions for extension of the dates for nomination because of “not receiving nominations.” “This is clear violation of the election process by the concern authority,” NPCC asserted adding that such misinterpretation of the given rules to mislead the innocent general public by those at the helm of affair to serve their interest is “not acceptable in the general interest of the public and also against the laid down rules for conducting the elections.” If the State Government does not postpone and re-schedule ULBs elections after implementing the given rules for the general welfare, NPCC said that it would not deter to take up the matter with “appropriate forum.”
