Petrol price cut by 32 paise, diesel by 85 paise

NEW DELHI, JaNuary 15 (PTI): Petrol price was cut by 32 paise per litre and diesel’s by 85 paise per litre on Friday—the fourth reduction in rates in six weeks on the back of softening global oil prices. “The current level of international product prices of petrol and diesel and rupee-US dollar exchange rate warrant a decrease in prices, the impact of which is being passed on to the consumers with this price revision,” IOC said in a statement. State-owned fuel retailers IOC, Bharat Petroleum Corp. Ltd, and Hindustan Petroleum Corp. Ltd revise rates of petrol and diesel on the 1st and 16th of every month based on average oil price and foreign exchange rate in the preceding fortnight.

NEW DELHI, JaNuary 15 (TNN): The Supreme Court on Thursday asked the Manipur government how long the Army should be deployed in the state and enjoy unaccountable power under the Armed Forces Special Powers Act (AFSPA) and whether 35 years of the Army’s presence had improved the law and order situation. The court had appointed a high-level inquiry committee headed by an ex-judge of the SC to inquire into allegations that the armed forces had carried out over 1,500 extra-judicial killings in the last 30 years and police were refusing to file FIRs because of AFSPA. AFSPA was imposed in Manipur on September 8, 1980 to tackle the lawlessness created by four main insurgent groups through dacoity, ransom and killings. Petitions by an NGO ‘Extra-judicial Execution Victims Families Association of Manipur’ and former director of Manipur Health Services Th Suresh Singh had sought withdrawal of AFSPA. After getting the report and hearing the petitions, a bench of Justices Madan B Lokur and U U Lalit told the state government, “AFSPA was supposed to be a temporary measure. But it has been there for the last 35 years. Two generations have grown up under the presence of Army. It was supposed to only aid the democratic government in tackling law and order situation created by insurgent groups.” Appearing for the Congressled Ibobi Singh government in Manipur, senior advocate V Giri told the court that AFSPA was still needed to maintain law and order as insurgency continued to thrive in the state given its porous inter-

national border. When AFSPA was imposed, there were four prominent insurgent groups, after 35 years, there were more than a dozen prominent insurgent groups in Manipur, he added. The bench said, “AFSPA was imposed after declaring the state a disturbed area. You mean to say that in 35 years of Army presence in the state, the situation has not improved to remove the disturbed area tag from the state? Has nothing changed on the law and order front for the last three decades?” Giri meanwhile said: “The test is whether the general public is fed up with AFSPA? The answer is, it is not so. Democracy is alive and kicking in the state. Should the elected representatives not take a decision whether AFSPA should be withdrawn or not?

People are not disgusted with Army presence in the state. The Army is not in conflict with the people.” However, he admitted before the court that not many FIRs were registered on complaints accusing Army personnel of extra-judicial killings. The bench said, “One can discount one or two aberrations in the operations carried out in insurgency affected areas, but not in 70-odd cases. In all these cases, the complaint of the commoners or victims’ families had not been converted into FIRs.” It reminded Giri that Tripura has decided to do away with AFSPA. Petitioner Suresh Singh had said, “People of Manipur are not against the armed forces and, in fact, majority desires the Army to protect them against external aggression but everyone is against

AFSPA which has been often misused.” He had also sought quashing of a notification declaring the entire state as a disturbed area except for the municipal limits of capital Imphal, saying, “In the name of disturbed area status, widespread deployment of armed forces has created an alarming environment in which exceptions have become the rule.” The petition filed by the NGO through Babloo Loitongbam said, “The legal mechanism has failed to ensure remedial measures relating to abuse or misuse of powers by the armed forces’ personnel, who are not held accountable for their illegal and inhuman actions robbing citizens of their most basic right to life guaranteed under Article 21 of the Constitution.”

DIMaPur, JaNuary 15 (MExN): The Asian Human Rights Commission (AHRC) today stated that the enforcement of the Armed Forces Special Powers Act (AFSPA) has only been used so far to intimidate the local population, which has lost confidence in their government. “Only corrupt state officers, politicians and the omnipresent and armed militant groups of Manipur will benefit from the impunity provided by the AFSPA,” said a statement from the AHRC. The AFSPA, it said, “should not be enforced in Manipur to support organized lawlessness benefitting illegal drug and weapon smuggling cartels.” “Uncontrollable insurgent activity in Manipur,” the AHRC opined, is the direct result of “failed state administration.” Militancy also benefits from the poor management of the international border between India and Burma, it added. The AHRC, it stated, has documented cases of police officers, government officers, and politicians sharing illegal profits obtained from the black-marketing of essential commodities in the state. “Armed militant groups often snatch at distribution points or from the road, food grains and other essential commodities like kerosene, and arrange these goods to be sold in the black-market. A share of the sale proceeds is then split

between the militant group that organises the heist, government officers, and local politicians,” it revealed. The AHRC noted that militant groups in Manipur run “extortion syndicates, right under the nose of the state police.” “It is a common sight in the state where militant groups are seen operating check-posts on public roads to collect illegal toll from drivers. Police officers openly share the ransom collected by the militant groups at these toll booths.” It further accused state police and state government officers of colluding with militant groups in drug trafficking and illegal smuggling of timber through the international border, where officers, politicians, and militant groups exchange information and share profit. The AHRC lamented that many victims of extrajudicial executions are those “who have fallen foul with these cartels, or are persons shot dead after illegal raids conducted by the armed forces stationed in the state at the behest of the state police.” Regarding the petition filed against AFSPA by an NGO ‘Extra-judicial Execution Victims Families Association of Manipur’, the AHRC opined that the SC has been presented with adequate supporting evidence to prove that the AFSPA has not in any way contributed to building peace in Manipur.

Psc serves 15-day ultimatum ‘Drive Safe, Be Safe, Obey Traffic Rules’

DIMaPur, JaNuary 15 (MExN): The Phom Students’ Conference (PSC) has served a fifteen (15) day ultimatum to the Nagaland Public Works Department (NPWD) and M/s Chabou & Co to commence the construction of the Longleng-Ladigarh NEC (group ‘c’) road. A press statement received from PSC on Friday said since the day the work order for the construction of the road was issued, the contractor has failed to implement the same. Irked with the negligence and indifferent attitude of the implementing agencies, the Phom Students’ Conference said it had been voicing its concern since 2011. The office of the Chief Engineer NPWD

(R&B) had issued “an assurance letter vide. CE(R&B)/ TR/MISC/200-11/196 indicating that the department shall “blacklist if the concerned contractor fail to complete the construction as per the work order.” With the contractor failing to complete the construction of the road within the stipulated time frame, the PSC had resorted to agitation demanding for blacklisting of the contractor in October, 2011. Eventually the agitation was called off after the NPWD assured PSC at a consultative meeting on October 27, 2011 that the work would be completed within March 31, 2013 or the department would blacklist the contractor if work was not completed

within the time frame or the work was found unsatisfactory. Present during the meeting was Er R Temsu Aier, Superintendent Engineer, Kohima, Er V Kihei, Additional Chief Engineer, Kohima, Akheto Sema EE Longleng with K Libanthung Lotha the then DC Longleng as the witness, the press statement reminded. At the meeting, the department further assured that maintenance of the road for 6 (six) months after its completion would be strictly implemented. The department also assured that it will not release the final bill until and unless the contractor completes the work. However, PSC lamented that the department had never imple-

mented the assurances made, and added that it had also served four reminder letters in the month of March, September and November, 2013. Despite repeated plea for fully implementation of the resolution, the construction of the LonglengLadigarh NEC road on group ‘c’ has been abandoned by the concerned contractor and the progress of work on the whole stretch of road is nil, it stated. In this connection, the PSC has issued a 15 day ultimatum to the NPWD(R&B) for commencement of the construction of LonglengLadigarh NEC (group ‘c’) road maintaining all necessary norms and procedures on or before January 30, 2016.

Union minister of State for External Affairs, Gen (retd) VK Singh, today assured that the time taken for issuance of passport to people from Nagaland would not be more than two weeks like the rest of the country. The Minister also promised to find a solution to the arduous and time-taking verification process faced by people of Nagaland while applying for passport. Singh said one of the priorities of the BJP-led NDA government after coming to power was to change the interface of the government with the people and opening of Passport Seva Kendras in several towns and cities, including in the North East Region, is a significant step towards that direction. The Minister was addressing a public reception after inaugurating the Passport Seva Kendra Dimapur, the first in the state, at the New DC Office Complex, Chumukedima.

He said to ensure better and speedier facilitation of passport system, the central government had notified that issuance of passport should be completed within two weeks and that this should also be applicable to the state of Nagaland. Singh also said Prime Minister, Narendra Modi, is committed to the ‘Act East Policy’ and focused on Nagaland becoming a “prosperous” state in the country. “I look forward to

Nagaland which is rich, positive and as good as the rich cultural heritage of the Naga people”, the former Chief of Army said in his concluding remark. Earlier, Nagaland Chief Minister, TR Zeliang, in his address highlighted the problems faced by passport seekers from the state including the SIB verification, which usually takes 2-3 months. “If this additional verification (SIB) has been done away in other NE states, why not in Nagaland?” Zeliang said and urged the Union Minister to look into this genuine grievance. Joint Secretary, Passport Seva Project and Chief Passport Officer, Government of India, Muktesh K Pardeshi, said presently there are 37 passport offices and 86 PSKs in the country issuing 1.2 crore passports annually, the third highest in the world after China and the US. Pardeshi expressed optimism that the PSK would soon be connected online to the police districts in Nagaland to make issuance of passports faster and more transparent.

It is that time of the year when India observes the Road Safety Week. It is a time when the Traffic police soften its stance on violators, rather focussing on spreading awareness and sensitising commuters on the significance of obeying road etiquette. Breaking lane, parking in ‘No Parking Zones’ and disregarding signals at traffic points are a few of the many instances of disobedience that Traffic police constables have to deal with, often without success. “This week we have reduced the frequency of MVCP and have given more emphasis on spreading awareness,” stated ACP (Traffic Zone I) relaying the intent of the Road Safety Week, which is observed from January 11-17. One of its main objectives being to promote road safety measures in the community, schools, colleges, work places, on roads etc. While the width of the roads remain unchanged, the number of vehicles grow and mishaps become frequent, the Traffic police have a harrowing time managing vehicular movement in a place (Dimapur) known to posses almost 2/3rd of the vehicle population in the state of Nagaland. It is further compounded by road users, who have a knack for flouting rules and disagreeing when confronted by enforcement personnel. “People have a tendency to do things for one’s own convenience without considering the inconvenience the act would have on others,” said Lance Naik Nagatoli Chishi, who was inducted into the Dimapur Traffic police along with 26 other women personnel from the 15th NAP (IR) Mahila battalion in mid-2014. ly become a beacon of the Dimapur Traffic police with the public in general welcoming their no-nonsense approach to the assigned task. “Seriously, they are more efficient than their male counterparts,” was the remark of a police officer, who wished to remain anonymous. Chishi and two other colleagues – Havildar Christy Kikon and Constable Niukali Yeptho - were granted a few minutes break from work on January 15 to share their experiences of managing traffic in Dimapur on the occasion of the Road Safety Week. The three, all in their 20s, said being women has been no deterrent to enforce the rules. “We tend to be a bit more courteous in our approach… we try to refrain from being rude,” commented Niukali, when asked what makes them appealing to the public. That however does not imply that they are not firm in their resolve. They have also had difficult days. Niukali recalled one incident when a man went ballistic after being asked to move out of a ‘No Parking Zone’. She said that the man was so enraged that he even beat his chest, adding

that probably he could not stomach the thought of being ordered by a woman. The man eventually had to move his vehicle after backup arrived as Christy added, “When things go overboard we call for backup.” Then there are those who claim to be a son of a Minister or a high ranking official or an NPG member. They also observed that students are not far behind when it comes to flouting of traffic rules, followed by middle-aged men. Asked how they deal with off-duty uniformed personnel flouting the rules, for instance not wearing helmets, they said that they have no option but to enforce the rule. While acknowledging the significance of the Road Safety Week, they said that the awareness should go beyond the 7-day period. The message should reverberate all throughout the year in the minds of everybody, they said. “Help us to help you. Remember that by parking in a ‘No Parking Zone’ you are inconveniencing other commuters. And more so, general disregard for traffic rules endanger the lives of people on the road.”

Youth parliament on environment held at Chiephobozou

Chiephobozou, January 15 (Mexn): Nehru Yuva Kendra, Chiephobozou Block in collaboration with Earth Friendly Charitable Trust, Chiephobozou organized a one day neighbourhood youth parliament based on the topic ‘Environmental Conservation’ on January 15 at Chiephobozou Women’s Community Hall. The resource person was Neitsolie Sanchu, Deputy Ranger, Kohima Forest Division. The programme was chaired by Viketouzo Victor. Invocation by Duoneilie Daniel, Catechist of St. Dominic Savio Church and Vizosu Kikhi gave the welcome speech. A special number was given by Akha Richa. The resource person spoke on how the environment has been affected by various human activities leading to climate change. He also focused on ozone depletion, the need for solid management, resource management, discouraging forest fire and energy conservation, he added. The resource person urged the youths to start conserving our environment for the future generation. Total 65 participants from different youth clubs and special invitees attended the programme. The programme was concluded with the vote of thanks by NYK Volunteer Keduolhoukho Chadi.

sitioning without proper direction, where we have to start taking responsibility by contributing positively and to erase the negativity.” “If we cannot bring change today, don’t expect our children to bring change tomorrow. Our children will judge us whether we have built or destroyed our society and will never forgive us for our mistakes,” Aier asserted. Stating that good governance is a global issue and “hard to be implemented hundred percent effectively,” Aier also challenged the citizens of Asetkong range to “fight for the people and to bring good governance and show an exemplary life to the rest of the Nagas leaving aside clans, range and tribes issues.”

Also the main speaker Rev. Dr. Mar Pongener, Dean of Clark Theological College, Aolijen spoke on the conference theme “Shilangdi”. He maintained that ‘shilangdi/ return back’ should be adhered by evaluating the past and present to look for a better the future. The conference also adopted a resolution whereby “it was resolved that the Asetkong Mungdang office bearers and executive members shall within a period of three months meet with all the village elders in the range with regard to addressing the issues pertaining to the history of Asetkong.” The conference also nominated a new team of Asetkong Mungdang office bearers for the tenure 2016-2019 led by A Nungsang Jamir (Longjang) as president, L Supo Jamir (Longpa) as Vice President, K Zulu Lemtur (Sungratsü) as General Secretary and Purtoshi Aier (Chami) as Asst. Kuda Village today observed its ‘Village Day’ at the village’s panchayat hall to commemorate the 75th anniversary of establishment of the village and also the year-long platinum jubilee celebration. Addressing Kuda villagers as the speaker on the occasion, former president of Naga Council Dimapur and social worker, Savi Liegise, paid tributes to the pioneers of the village who undertook a lot of hardships and sacrifices during their time for posterity of the village. Liegise said the village is what it is today due to the past sacrifices and visions of the pioneers and challenged the present generation on what legacy they intent to leave behind for the future generation. Expounding on the cardinal virtues and qualities for all-round development and harmonious co-existence among the villagers, he also exhorted that “if we are not truthful in our personal dealings with one another, there is no need to take pride in ourselves.” Liegise also reminded that Kuda village, once upon a time a jungle where tigers and elephants make

IPPI Workshop held in Kiphire

Kiphire, January 15 (Mexn): Intensive Pulse Polio Immunization (IPPI) Workshop was held in CMO Office Kiphire on January 14. The attendees of the programme were Programme Officers, Medical Officers, nurses and BPMs. The objective of the workshop was to sensitize the health workers on the importance of polio eradication and to smoothly carry out the programme in the district. 1st round of IPPI will be conducted on January 17 and 2nd round on February 21. A number of 10,365 children fall under the target beneficiaries of 0-5 years. During the drive, the first day would cater to administering polio drops through booth activity and the following two days will focus on house to house visits by the medical team to ensure that no child is missed. The immunization drive will be manned by 19 supervisors and 380 vaccinators headed by Dr. Rebecca Y Sema, DPO (RCH&UIP) and other medical officers. She appealed to all sections of the community, agencies, organizations and parents of children below 5 years to come forward and ensure that the beneficiaries receive polio drops during the drive. In the area of Longthonger Village, Baptist Youth Endeavour will aid the medical department in carrying out the activities during IPPI. Following the workshop, District Task Force meeting on account of IPPI and Routine Immunization was held in DC Office, Kiphire on January 14. The meeting was chaired by Dr. Tinojongshi Chang (ADC Kiphire). He requested the attendees that they aid the medical department in carrying out the programme to achieve the target.

KohiMa, January 15 (Dipr): The first Kohima District Planning and Development Board (DPDB) meeting for the year 2016 was held at DPDB’s Conference hall on January 15. The Meeting was held under the Chairmanship of Deputy Commissioner and Vice Chairman DPDB, Kohima Ruovilatuo Mor, IAS. At the outset, the Deputy Commissioner extended his New Year greeting to the members present and reviewed the last meeting minutes. On the agenda of adoption of Village/Wards, the DC informed that certain modalities have been worked out since it would be a competition among the Adoption Committees and further highlighted the stages for implementation of Village Adoption and criteria of judgments of the best two Adoption Teams. He also extended his appreciation to the for-

mer Adoption Committee Teams for rendering their best services in taking up various innovative activities in their respective adoption villages and wards last year. He was also happy to inform that this Model practice introduction by the Kohima DPDB had encouraged other districts to take up such activities in their Districts. He further solicited the adoption committee members for cooperation and active participation in their initiatives with a spirit of development in their activities this year also. ADC Planning, Ketoho Luho also informed the members that the stages for implementation of the Village Adoption have been worked-out in order to maintain the target and time frame given by the Board. He requested the Committees to stick to the given time frame and hoped to have more activities this year with the

enhanced money announced by the DPDB Chairman & Parliamentary Secretary for YRS & MTF, Khriehu Liezietsu. He also informed that this year’s Village Adoption Committees Conveners would be the Administrators and hoped the members would cooperate with their Conveners. He further informed that the six selected villages would be invited for sensitization which would make easier for the Adoption Committees when they visit the villages. The ADC also appraised the members that twelve rounds of setting have been completed and the minutes of the sittings would be compiled in booklet form which would be circulated to all the members. Besides the agenda, the DC further raised one issue regarding the wild fire encountering during the windy season in the district every year where he felt that all the concerned Departments and NGOs should be prepared during the course of time. In this regard, the Board has therefore decided to have a meeting with the concerned Departments, namely, Forest, Police, Disaster Management, IPR, NGOs, Fire services, APO, ASU, AYO, Rengma Hoho, SAYO etc on January 28 at 12 pm at DC’s Conference Hall. The DC also appraised the members on the worked distribution for the fourth coming Republic Day celebration 2016 chalked out during the District Level Meeting held on January 12. The meeting ended with words of thanks from the chair. The Departmental activities presentation was entrusted to ADC Tseminyu, Vikhweno Meratsu in the next DPDB meeting.

New Delhi, JaNuary 15 (iaNS): The Supreme Court on Friday was told that the governor, though being a part of the legislature in an overall scheme of the constitution, had restricted powers and could not send messages to regulate compositions of the state assembly or its proceedings or order items of agenda. "Governor has a limited role to play in the affairs of the assembly. He is not a sentinel. He is not a moral authority on the state assembly," senior counsel Kapil Sibal, appearing for

Worried over the situation, community leaders of the Manipuris settled outside the state want authorities to do something to preserve their distinct linguistic and religious identity. Manipuris have their own script, and among the mountain tribes are the only ones following the 'Vaishnavite' branch of Hindu religion since the 18th century. K. Sunder Gopal Sharma, a community leader, told IANS that the Manipuris in Myanmar were fighting a losing battle in protecting their culture. "Today, Manipuris in Myanmar hardly number

He said military rulers in Myanmar did not encourage the community members to study their own language in schools or converse in it at social gatherings. In neighbouring Bangladesh, Manipur natives live in a few small villages. However, they have taken to speaking the local languages and only very few are able to converse in Manipuri. A cultural link with Manipur is maintained through visits by cultural troupes from the northeastern state every now and

then. There are several Manipuri villages in Assam and Tripura as well. Khaidem Kanta, vice president of Manei, an organisation of the Manipuri diaspora in Barak Valley in Assam, said the Manipuris in the state are facing cultural and linguistic problems. "The younger generation of Manipuris getting schooled in Assam cannot speak fluently or write their mother-tongue. There is job reservation for people of Manipuri origin, but most educated youths do not get through in the absence of an elected leader to champion their cause." The Manipur government and non-governmental organisations ought to do something for the promotion of arts and culture of the Manipuris in the Barak Valley of Assam, Kanta said.

GuwahaTi, JaNuary 15 (PTi): As a prelude to next month's 12th South Asian Games to be co-hosted by Guwahati and Shillong, a 'Run for North East' event will held in the two state capitals on January 21 and 22 with a few elites athletes and Bollywood actors set to take part in it. The 5km run, which aims to create awareness about the February 5-16 regional multi-sporting event as well as the contribution of North East in Indian sports, is being held under the aegis of the SAG Organising Committee and state governments of Assam and Meghalaya. Athletics Federation of India will be responsible for the technical conduct of the run which will be held on January 21 in Shillong and on January 22 in Guwahati. Meghalaya Chief Minister Mukul Sangma will flag off the run in Shillong while Assam Chief Minister Tarun Gogoi and Union Sports Minister Sarbananda Sonowal will do the honours in Guwahati. Celebrities like John Abraham, who owns Guwahati-based Indian Super League football club NorthEast United, Milind Soman and Lisa Hayden will also take part in the run. AFI President Adille Sumariwala, who is the chairman of the managing committee of the run, will also participate in both the venues. In Shillong, the 5km run will coincide with the Statehood Day of Meghalaya. The run will have four categories -- men, women, armed forces and students -- all above 16 years of age. 500 new women troops for Indo-China border PaNChKula, JaNuary 15 (PTi): A freshlytrained contingent of 500 women personnel - which will be the first 'mahila' squad to be deployed in high-altitude posts along the India-China border - was on Friday commissioned into the IndoTibetan Border Police (ITBP) here. The women, in the rank of constable, were inducted in the borderguarding force after 44-weeks of training in battle craft and mountain survival and will now be sent to frontier areas for final acclimatisation before being deployed at ITBP posts along the 3,488-km Sino-India Line of Actual

These 'mahila' contingents are expected to be posted by March this year at about 20 forward locations of the ITBP situated at heights of between 8,000-14,000 feet, including at the 'Mana pass' border post, the last village on the Indian side in Uttarakhand. "We (Barua and Brooks) met in 2014 while I was in San Francisco as part of the INK Trailblazers tour. He liked my music and I was definitely a fan of his. We wanted to work on some music together and since I had not been part of a collaboration before, it took me a while to decide what was the best way to take this forward," Barua, who also has a band named Joi, told IANS. "Thankfully, I was working on the idea of this story and a song with Bishnu Rabha as one of its protagonists. To represent the magnitude of Bishnu Rabha as a personality, I thought the best person to take it forward would be George

Will stay on Budget fiscalconsolidation path: Govt New Delhi, JaNuary 15 (iaNS): With India’s fiscal deficit at November-end last year having touched 87 percent of budget estimates for the current fiscal, the government on Friday said it will stay on its fiscalconsolidation path without compromising on development spending and expenditure budgeted for this fiscal. “As a result of sound prudent policies formulated during 2015-16, the fiscal deficit at the end of November 2015 is Rs.4.83 lakh crore or 87 percent of the Budget Estimate for this fiscal,” a finance ministry statement here said. “Government is committed to promoting and strengthening inclusive and sustainable development by ensuring proper and effective utilization of

Against the budgeted expenditure of Rs.1,35,257 crore under the plan head for creation of capital assets, the government has already incurred Rs.97,788 crore (72 percent of the budget estimate) as compared to Rs.62,146 crore (51 percent of BE) in the same period of the last fiscal, it added. Total expenditure also increased from 60 percent of budget estimates in November 2014 to 64 percent in November 2015.

Its new status as a freight forwarder, or “nonvessel operating common carrier,” gives Amazon, the world’s largest online retailer, a foothold in the $350-billion a year ocean freight business. MuMBai, JaNuary 15 (ageNcieS): In a bid to provide operational freedom to banks, the Reserve Bank of India on Thursday said they are now free to offer all their products and services through the ATM channels provided technology permits the same. In a partial modification of the circular relating to ‘Relaxations in Branch Authorisation Policy – Offsite ATMs’, the RBI said banks have to ensure that adequate checks are put in place to prevent the (ATM) channel from being misused to perpetuate frauds on banks/other genuine customers. The riders According to the RBI, offsite ATMs can be operationalised by banks subject to conditions, including that the business transacted at such ATMs should be recorded in the books of the respective branch/ base branch/ Centralised Data Centre and no person other than the security guard should be posted at such an offsite ATM centres. Banks should make adequate standby arrangements for meeting the cash requirements of the ATMs and should ensure that only properly sorted and examined notes are put into circulation through the ATMs. Third-party advertisement on the ATM screens/ network, such as display of products of other manufacturers/ dealers/ vendors, is not permitted. However, there is no objection to banks utilising the ATM screens for displaying their own products.

New Delhi, JaNuary 15 (ageNcieS): Automobile companies on Thursday raised serious concerns over the government’s decision to fast-track implementation of clean vehicular fuel norms and sought a clear road map on the issue, “rather than moving the goalpost.” At a meeting with Road, Transport and Highways Minister Nitin Gadkari, automakers sought an assurance about the availability of BS-VI fuel throughout the country from 2020. “It took nine years for the government to make BS-IV fuels available from 2017 throughout the country. Here we are talking about transiting to BS-VI in three years. How is that possible?” said a senior executive of an automobile company. BS-VI is the Indian equivalent of the Euro-VI norms. At present, BS-IV norms are being followed in over 30 cities while the rest of the country followed BS-III norms. Earlier, the Ministry of Petroleum had also expressed

However, after the Supreme Court asked the government whether implementing BS-V norms from 2020 and BS-VI norms from 2022 could be advanced, the government decided to skip BS-V norms and go for BS-VI directly from 2020 – advancing the earlier deadline by a year. longsa baptist church celebrates 100 years Longsa (Mokokchung), January 15 (MExn): Commemorating a hundred years of God’s faithfulness, the Longsa Baptist Church formally kicked off its centenary celebrations after being sanctified by the Executive Secretary of Ao Baptist Church Council (ABAM), Rev Dr Mar Atsongchanger in the presence of thousands of Longsa citizens and guests. The three day centenary celebration at Longsa village, which is one of the biggest villages in Mokokchung district, is being held on the theme, ‘Whetting the kingdom of light’. According to a press release, Longsa Baptist Church which was established in the year 1916 started off with two believers from Longsa village

– Repjenyuba and Sakusangba – who received the gospel and instituted the Baptist Christian faith in the village. Today, after a hundred years, there are no followers of the ancient religion and all the Longsa citizens are followers of the Christian faith, the release stated. The ABAM Executive Secretary, Rev Dr Mar Atsongchanger, who was the main speaker on the first night of the centennial celebration, said that celebrating jubilee is not a time for fame, but a time for receiving blessings from God and added that that jubilee is a time for brining transformation in one personal, family or social life. KVGOA Biennial Conference held

kohiMa, January 15 (MExn): The Kohima Village Gazetted Officers’ Association (KVGOA) held its Biennial Conference on January 15 at the Kohima Village council Hall, Kohima. In his Presidential address, Mezhü-o Solo, President, KVGOA pointed out the objectives of the association which was formed with the vision to fight corruption and social evils, maintain peace and harmony among various tribes, and provide guidance to the village and society at large. Sharing a huge responsibility as part of the capital city and as one of the largest village, Solo cited some of the concerns shared by the Association. Mentioning climate change, cleanliness and sanitation, Solo dwelled on ways KVGOA can contribute in deal-

ing with some of the issue. He also stressed on the importance of inculcating values of cleanliness and being ideal models in education, administration and bureaucracy. Vipralhou Kesiezie, Director SCERT, who was the main speaker for the conference stressed on climate change, traffic problem and concerns on Smart city. “We must not just plan but we must do it,” affirmed Kesiezie while sharing concerns of Naga society and the Association’s responsibility in initiating change. Looking at the turbulent phase that Naga society is facing today, Kesiezie asserted that peaceful and harmonious coexistence among the tribes in the State is very important. “We play a positive and constructive role in initiating unity among the tribes,”

Advising the association to continue and strive to advice and guide the village as a think tank group, he suggested that the association have real outlook in manpower planning to encourage the younger generation. Further pointing out that traffic congestion in the capital has become a real issue, Kesiezie urged that the association not just discuss the problem but bring a solution. The KVGOA has 397 gazetted officers registered under their association. Apart from its major role as a think tank group in the village, the Association is involved in activities such as financing students in academics, protection of wildlife, Green Sunday-an initiative to reduce the carbon footprints.

Unpacking Reservation : The Naga Gender Equity Question Rosemary Dzuvichu

A

s the countdown to the final hearing on the Nagaland Municipal election matter and the women reservation issue has begun, it is interesting to understand and unpack the reservations on the Reservation for women issue, which has drawn flak from so many quarters and organizations, but encouraged Naga women to understand the legalities of their rights much more, than when they first began the movement for their constitutional rights. This is also to break the notion that women have never had a presence in town committees in Nagaland. Much before the Nagaland Municipal Act, there were women nominated by the Government into the town committees, with one of them, Miss Abeiu Khezhie, even elected to be the capital Kohima’s first Vice Chairman, by her own colleagues of the Town Committee and effectively finishing her tenure. Today she heads the NMA and is a petitioner to the said case. When the Nagaland Municipal Act was passed without any reservation, a Naga lady challenged the Act in the Gauhati High Court in 2005, seeking reservation for women be included in the Act, as per the 74th Amendment. The State counsel pleaded that the Government would be amending the said Act, with reservation, and the case was disposed. The Nagaland Municipal Act First Amendment Bill, with the inclusion of women reservation, was then scru-

tinized by a Select Committee of the Nagaland Legislative Assembly, placed for approval in the august house and passed by the sixty member Legislative Assembly and became an Act, much to the elation of political observers among Naga women, who saw this step, as a break away from traditional selections and nominations, based on undemocratic norms. Though the Act was passed, there was no move on the part of the government to either identify reserved wards or implement the Act. Therefore, representations were submitted by women leaders and finally, two years after the reservation for women was passed, the 82 wards reserved for women were identified, in altogether 19 Municipalities and Town Councils, but elections for these reserved wards were withheld. When tenures of the respective Town Councils and Municipalities came to its end, by 2009/2010, Naga women organizations formed the Joint Action Committee on Women Reservation, after a series of deliberations of all major women organizations, including the State Women Commission. The Naga Mothers Association, the Eastern Naga Women organization. Watsu Mundang, Naga Women Hoho Dimapur and the Tenyimia Women Organization met the then Chief Minister N. Rio, in June 2011, and gave the State Government a one month deadline to hold the long overdue election and implement the law on women reservation. By then, a decision was already

taken by the women leaders that, if Government failed to do so and hold elections, we would seek intervention of the Court. The Court hearings on the case filed by the two petitioners representing the JACWR from the Naga Mothers Association was an experience in itself, as hundreds of Naga women swarmed the premises of the High Court ,Kohima in the search for justice. The judgement of the Hon’ble Court directing the state to hold municipal elections with reservation was ignored for successive months under one excuse or the other and then the Government approached the division bench at Guwahati. Tribe women leaders from different organizations attended the successive hearings in Guwahati, including the one where the Advocate General portrayed the Nagas, as blood thirsty people and predicted bloodshed, if the law was implemented. On the Division Bench vacating the single judge order and awaiting another Assembly Select Committee to review the Act again, and with the Assembly passing the resolution, that Nagaland should be exempted from Part IX A of the Constitution, the JACWR had already approached the Supreme Court with a Special Leave Petition, in anticipation of such a violation of women’s rights. Subsequently, in the hearing in the Supreme Court, the Advocate General insisted that we had not made the Speaker of the Assembly, a respondent, therefore an additional petition had to be filed by us, to ensure the

Speaker of the NLA was made a respondent on the passage of the Assembly Resolution. And hence, the two petitions of Naga women, awaiting the final hearing and verdict. Over the years, many have misunderstood this legal debate of women reservation. While some have lobbied that this legal case is just being initiated by few women, who do not love their brothers enough or their spouses, and want to only create confusion in the minds of the public and refuse to accept the fact, that this movement for women’s constitutional right is supported by mass based women organizations of all tribes. Others seem to think, that this legal case is about Assembly constituencies and would like to support us, as they see their wives and sisters, step into their shoes. The question of reservation for women in Nagaland’s municipal councils is for the Municipal First Amendment Act to be implemented and not a movement for reservation, in the state assembly constituencies. Reservation for women is a mechanism tested and successful all over the world for bringing gender equity, particularly in decision making bodies. Reservation, unlike the reservation for backward tribes etc in Nagaland, is not going to be forever. Many countries have tested reservation for not more than two or three tenures and found it was adequate training for women to manage to step into electoral contests and decision processes. Closer home, Tripura

has implemented 50% women reservation in Municipalities. Assam proposes to increase to 50%.Mizoram has successfully completed the first tenure of women reservation and started the second tenure. Arunachal has 33% reservation in all Panchayats and has trained more than three thousand representatives in decision making processes as panchayat elected members. In Nagaland, since 1980,there is reservation for women in the village working system, with the implementation of the VDB Model Rules (1980) in force. Today, in Nagaland ,more than one thousand two hundred Naga villages follow the VDB Model rules of 25% reservation of seats for women in all VDBs, and surprisingly since the beginning of this concept in 1980,no village council has objected to this 25%women reservation of seats or the 25% reserved funds .Therefore, serious questions arise on the opposition to reservation of seats for women in towns, for keeping our towns clean, and that too even, from village councils, if court documents are perused. The Mokokchung episode is often cited as an example to opposition to reservation for women, but the paradox is evident in the fact that all these villages from Mokokchung district, also follow the VDB model rules of 25% reservation for women members and reservation of funds for women and there are success stories emanating from most villages of good utilization of development funds by the women of their share of funds

and till date, there has been no cases of objection to women reservation in these village councils all across the state. The present ruling government has projected its sensitivity on the issue by offering the women a negotiating space for nominations. However, the last meeting of the JACWR indicated that Naga women would rather see the outcome of the legal case, rather than rush into nominations of favouritism and party politics. Interestingly, objections to women reservation has ranged from “you may find some women in Kohima and Dimapur, but not other places”, “how will women handle administration of towns?”, “It is difficult for women to go for elections because there will be too much of divorces when they have to camp, like our politicians do and stay away from their husbands”, to the ridiculous “Where will you find so many women?”.Most tend to ignore the vital fact that Nagaland has a women literacy rate above 71% and definitely every town has literate, active women who will prove an asset to their towns. Secondly, this movement has shown us, there is so much of discriminatory attitude and ignorance about our brothers and sisters living in the border lines of the state, that we jump from hazy definitions to the outright absurd, notions. Despite the opposition, many women, both young and old are awaiting the judgement with bated breath, as well as Naga men. Even women who

have followed certain political party mantras are keeping their eyes on contesting from wards identified for women. Political observers and women’s issues experts in the country and beyond, are watching the Naga women’s fight for legal justice, with consternation and perplexities of a society that prides itself as being democratic and in the very same breath, proves to the whole world, we are not. Only the next few weeks will tell, where we are headed to. The Naga debate continues and the verdict of the Supreme Court will be a landmark in legal history whether women’s constitutional rights will have precedence over the notion that customs do not permit women into authority and therefore women have no right to have reserved seats to clean our towns, because they do not own land, traditionally, as some have argued, and partner the men in larger numbers to make our towns and cities, smarter and cleaner. And till then, those of us who have dared to append our name as petitioners, will continue to be labeled and defamed as bad women, as traitors of customary tradition, of our brothers and their traditional seats in towns, and upsetting the whole notion and grandeur of Article 371 (A) .However, this landmark case will be a call for redefining the meaning of Naga democracy and questions of gender equity within the society. hese days, Abhishek, 22,is on a Tinder high. Endorphins flood his brain as soon as he opens the dating app on his mobile. His fingers move in a blur, "swiping right all the time", to indicate he "likes", well, a lot of potential matches that flit by on the screen. In between, the commerce graduate from Delhi's Khalsa College switches to Facebook or Instagram. Finally, he falls asleep by 4 a.m.-tired from watching Game of Thrones online. If there's some "spare time", the only child of a real-estate developer from south Delhi drops in at his father's office. A Rising Tribe Abhishek belongs to a rising tribe of young urban Indians, 50 per cent of whom treat the internet as "an extension of the brain," says a 2015 Kaspersky Lab survey. It goes on to observe that since 73 per cent connect to the internet via a smartphone, misplacing the device can "be a cause for serious concern amongst most Indians." But that's just the beginning of the new smartphone-internet story. More shocking (and very unsafe behaviour) is that though most people (7 out of 10 surveyed) could recall their partner's/spouse's phone numbers without any prompting at all, only 2 out of 10 knew their child's school's contact number! Now that's scary. Just like Abhishek then, are we adults spending our a lot of our waking hours in the virtual world, obsessively playing games, watching videos, scouring news and views, checking e-commerce sites, chatting, retweeting and favouriting on social media? Apparently so. In 2014, a study involving 10,000 people from 10 countries by A.T. Kearney Global Research revealed that 54 per cent Indians surveyed said social networking consumed the greatest part of their online lives. It's an Addiction The reason why people use digital technology is changing. And along with it, urban relationships. Consider a 28-yearold IIT engineer, living in Lucknow now: a large part of his life is dedicated to building relationships with women in cyberspace. He has had "cyber relationships with over a 100 women" since his days in IIT. Shy and geeky, he couldn't hold a conversation with the few women he met in real life. Now, the IT professional is so accustomed to forging friendships in a make-believe world that he finds it "impossible" to establish a relationship in real life. "It's the sign of our times," says Dr Priyaranjan Avinash, a senior psychiatrist in Varanasi who works withePsyClinic.com, which offers online psychotherapy. "When gadgets become the focal point of one's life, eating into work, family life, friendships and leisure, it's an 'addiction', just like any other," he says.

If holding a gadget makes you euphoric and its absence makes you miserable, it's time to call on the counsellor to check for addiction. In 2014, NIMHANS in Bengaluru gave interesting insights into the tech-addiction age: 3.5 per cent of those seeking treatment were seriously dependent on digital technology. And 11 per cent of addicts were in physical and psychological distress, the study found."People are getting addicted to technology without realizing it," says Dr Manoj Sharma, associate professor of clinical psychology and coordinator at the Service for Healthy Use of Technology (SHUT) clinic in NIMHANS. "It is a psychological problem which has a physical outcome and can snowball into a societal problem." Internet addiction is not yet considered for a clinical diagnosis. The Diagnostic and Statistical Manual of Mental Disorders lists internet gaming addiction as a "condition for further study," and not a pathological disorder. But excessive internet use by young people, that takes them away from the"real" world for many more hours than experts consider healthy, is a serious concern worldwide. China is the first country to treat internet addiction as a clinical disorder. A documentary, Web Junkie, on a Beijing rehab centre where teenagers are confined for months and put through draconian "deprogramming" therapy, has sent alarm bells ringing globally. Fantasy or Reality? Recently, Mumbai psychotherapist Seema Hingorrany counselled a 25-year-old who triggered a family crisis by constantly posting details of a family feud on Facebook: from who hurled abuses at whom to who slapped whom. Excited with the attention she got from Facebook friends, the patient obsessively checked comments and 'likes', feeling happy each time peopleeven strangers-empathized with her. "She felt emotionally disconnected from her family. Suddenly, virtual strangers became her support system," says Hingorrany. With a rising number of cases of gadget addiction pouring into counsellors' chambers, mental health experts are coining terms to describe behavioural changes that come with excessive gadget use. A number of youngsters are reporting disorders such as Selfitis and Phantom Vibration Syndrome. Chaitali Sinha, 24, a Mumbai-based lawyer, was told that she has Selfitis or narcissism when she spent hours locked in her bedroom posting 50 selfies a day. It was only when she was asked to resign from work for poor attendance that her parents took her to a counsellor. "I get a high when I get lots of likes," she says. During counselling, she realized that her obsession stemmed from a poor body image that she had suffered since childhood. Be it attention or social acceptance or voyeurism, FOMO or the Fear of Miss-

ing Out is gripping a large number of tech addicts. "That beep on the phone, and we immediately take the phone and then the cycle of forwarding jokes, chatting, replying to messages. It just continues," says Geetanjali Kumar, a Delhi-based psychologist. Addiction to online gaming, or Internet Gaming Disorder, is another area of concern. An engineering student walked into Mumbai psychiatrist Dr Kersib Chavda's chamber two years ago, asking for help to wean him off games. A bright student, he was sent on long leave by his university because he spent 50 hours at a stretch playing games. Similarly, Manish Mehta, 20, a student of physics at Pune University, opted for a 'break year' because he "didn't find the time to study" after playing with other gamers from around the world. "I used to play through the night because my teammates were usually from the US," he says. Sign of the Times The symptoms are clear, say doctors: when the user compromises on work and leisure activities to spend time on the smartphone, it marks the beginning of addiction. Sameer Mehrotra, 38, was put on a diet of Ludo and tennis to wean him off virtual gaming which was threatening to tear his marriage apart. The Mumbai businessman's children were roped in to play outdoors with him while his phone was left at home. After a few days of anxiety pangs when he couldn't stay without his phone for even 15 minutes, Mehrotra now rations his phone use. Dr Purnima Nagaraja, consulting psychiatrist at Dhrithi Psychiatric Care in Hyderabad, says: "Heavily addicted people can't make eye contact while talking. Emotional blunting is another concern, wherein youngsters would rather use only emoticons to express their emotions." Six months ago, she counselled a 17-year-old who had three cellphones and 13 accounts on Facebook which he used to chat with various people using different identities. An only child, he was lonely at home but found a whole world of virtual relationships to lose himself into. His parents

A few sessions of psychotherapy revealed that the homemaker suffered from anxiety and low self-esteem fuelled by her obsession with networking sites. "Her appreciation of relationships was measured by likes and comments on her photos on Facebook. That's why she believed that her husband and children, who weren't on Facebook, hated her," says psychotherapist Gitanjali Murgai who is counselling her. Hidden Cravings Sociologists blame tech addiction on new-age urban living: the breakdown of large family systems, a dearth of real offline rela-

tionships and the desire for an aspirational lifestyle. Many people crave popularity, and online validation is in terms of numbers far more easily attainable than in real life, where relationships have to be nurtured. Experts link tech addiction to other personality disorders such as low self-esteem and a desire to be accepted. "It's like a drug, but it is digital," says Mehta. "It can make people numb, increase uncontrollable cravings and interfere with the brain's functioning. If you don't get restful sleep, it affects your digestive system and causes neurological changes in the long run." Not surprisingly, tech addicts often show signs of addiction to other substances as well. "Any addiction is about filling a void within. So it's easy to get addicted to multiple things at the same time," says Mehta. At Shetty's clinic, most tech addicts come with what he calls the "drugs, games and porn disorder"-patients addicted to all three at the same time. Chavda says: "Theories on 'addictive personality' exist but these haven't been proven about digital addiction yet. Some have linked it to depression or borderline personality disorders, but nothing has been authenticated." Quest for the Cure Internet rehabilitation centres are coming up in India too. The SHUT clinic, which opened in 2014, pioneered the movement of digital or internet detox

with centres that help obsessive users of technology reduce dependence on the phone. Seeing that a number of young children were addicted to their phones and chat messengers, Delhi-based NGOUday Foundation set up the Centre for Children in Internet and Technology Distress in July 2014 to wean them off excessive digital use. "Like any addiction, people can show signs of anxiety and other withdrawal symptoms including violence, so regular counselling and a strict weaning-off programme is needed," says Shetty, who conducts internet de-addiction workshops and counselling programmes across Mumbai. Experts also notice that younger children and teenagers too suffer withdrawal symptoms and separation anxiety when phones and tablets are taken away from them. Counsellors urge parents to address the concerns of the digital age by monitoring gadget time and putting family time on the must-do chart. Schools, too, are waking up to the need for a digital diet for students by banning phones on campus. "Parents compete with each other by giving their kids the latest phones in the market. They fuel this obsession in children at a young age," says Rupali Vidvans, a mother of teenage boys and a teacher at a

school in Mumbai. Cultivate Digital Hygiene There's no quick-fix solution. Going gadgetless isn't always feasible. And people often slip into their old digital routine after a spell of abstinence. The buzzword is ''digital hygiene": "create a corner for your gadgets when you go to sleep, throw the television remote and mobile phone out of the bedroom," says Shetty. Workplaces, too, are laying down norms with techfree spaces and no-gadget work time and urging employees to reclaim their weekends. In the meantime, Abhishek stays glued to his handheld device. Going by research and the rule of averages, he is checking his phone at least 150 times in the 16 hours he is awake; making, receiving or avoiding 22 calls a day; sending or getting 23 messages daily; checking the time on his phone 18 times a day. And like over 996.6 million mobile phone owners in India, he may not even be aware that the line is blurring between where he can carry his phone and where he can't: the loo, bed, the dinner table, and the driver's seat. If he's reading this story, here's hoping it'll convince him to go off the grid and wake up to the other joys of life.

When young people ‘float down, like autumn leaves’

am one who believes that journalism and broadcasting should be celebrating as many positives that happen around us as possible notwithstanding the constant tragedies and the sad moments that our communities experience. As a matter of fact I estimate that consumers of the media are equally satisfied with narratives that have a good ending as much as they do if stories are heartrending and have a tragic finale. However these last 12 months have seen one misfortune after another unfold in Malta and Gozo especially when it comes to young people. As the song ‘Autumn Leaves’ of Ed Sheeran goes, young people seem to ‘float down, like Autumn leaves’ For example when I visited the Y.O.U.R.S. section of the Corradino Correctional Facility some months back, as part of a research I am undertaking, it was so upsetting to hear one story after another of youths who have lost all hope, young people who feel they almost ‘have to’ live rather than feel they should strive to achieve any of the goals you would expect people their age to have. We have got to know about young people these last months’ dying in car accidents, collapsing because of over doses, committing suicide and getting injured as they were clubbing. The truth is that in this country of ours we only seem to react to an accident that has happened only if there is voluble public outcry. Yet again with the same intensity it all starts, it all seems

to die down very quickly. I’ve had enough of politicians from both sides of the political spectrum calling for inquiries and all you get out of that investigation is the name of the retired magistrate or judge who would be overseeing it. No results seem to come through, no one takes blame and it very soon goes quiet because that is the type of nation we are, ‘tutto fumo niente arrosto’. For example this week we put to rest another young person, Johanna Boni. This young passionate lady who loved motorbikes and had such enthusiasm to chase her dreams and to share her life with the people she loved got run over and squashed under the double wheel of a truck. Naturally I will not point any fingers especially at the driver of the other vehicle as only God knows what a terrible moment this is for him. On the other hand, we just cannot keep ignoring the fact that streets are slaughtering people; commuters, bikers, pedestrians and drivers alike. It is about the incompetent, undisciplined, ignorant and silly drivers I am talking about here, who are many unfortunately. It is about the ones who drive recklessly thinking they are on a five lane Australian freeway as they chat, talk and send SMSs on their mobiles thinking that their cars will let them know if someone is crossing the street at the time they are checking what’s on for dinner! It is about police officers and enforcement agencies that are overwhelmed and outnumbered compared to the traffic volume, the irregularities that

happen and the lack of respect that drivers have towards them. It is about a signage system that is simply ridiculous, chaotic and disorganized. It is about a public transport system that creates traffic and confusion with those massive buses that need to squeeze into our road network. Now let us be clear about something here. People might get hurt and injured but when a 27 year old dies, squashed under the wheels of a massive concrete mixer truck I think we need to look at what is happening. God forbid, if that was a relative of mine I would take legal action against the Government and the people in charge of traffic ‘management’. The whole system has collapsed. When people die it’s not only serious, it is catastrophic. It’s not simply an accident because somewhere along the way someone made a mistake. When people die it’s because there are massive short-comings in a structure that did not prevent an incompetency or an accident to happen, hence we failed. Organisms are successful when they are able to react effectively in the moment of crises and pressure and not when everything is working smoothly. Johanna died and had a touching funeral and we will get a couple of columns like these for the next few days. But the truth is that it’s her partner Daryl, her friends, relatives and parents who have to try and give meaning to their life now that she is gone. I, like many other columnists, journalists and citi-

zens will get on with my life until the next motorcycle fatality we will report and talk about. In the meantime our inquiries will lead to nothing, our politicians will sit on the fence and our policy makers will keep scratching their heads trying to sort it out. In other words not only would Johanna’s death be untimely but it would have served for nothing, the same way the death of Matthew on New Year’s Day in Gozo and so many others. Sorry but I disagree with all those who say that this was Johanna’s destiny, written in the stars. Johanna’s destiny was to live. Johanna could have continued pursuing her dreams, caring for her pets, running around with her motorbike, going to work, struggling with trying to make sense of her life, engaging, loving and being loved by the people around her - just like any other young person. She had a right to life that was taken away from her. There are people who have a duty to ensure that the moment ‘I’ go out with my car or motorbike or bicycle or van or whatever I would be able to return home safely because that is why we pay taxes, that is why we invest so much in enforcement and public order. We have failed Johanna because this was not the case. We have failed her family and our communities. I will not subscribe to the fact that people are calling Johanna’s death, ‘accidental’. It was murder and someone needs to be put on trial before the people and face his, her or their incompetence. It is utterly shameful that in this Country no one is liable because we are and will always be the Republic of ‘passing the buck’.

For the method, here’s Potter-Dixon’s advice. “Cut the end of the lipstick off and put it in one of the sections of the pill box then squash it in with the handle of a knife. Don’t melt them as this makes the oil separate meaning you’ll never get the same colour pay-off. This is great storage for lipstick horders.” But always remember to write the lipstick names on the bottom of the box with a sharpie - especially if you need a refill. Of course you do.

No Detention/failure policy in schools Amba Jamir: We have seen it in Nagaland and rolled back the no detention policy. To fail or not to fail? Should that have been the only issue or should it have been reviewing the larger education policy, system, budget, educational infrastructure and teacher education programmes in the state. Studies show that "repeating a class doesn't always scare kids into learning, it actually increases the dropout rate." If this is so, hould we then re-think on the no-flunking policy? The table shows an interesting analysis of the positive outcomes of the no detention policy, thus rekindling the debate. The Central Institute for Education, Delhi University reports that "no detention has to be seen in conjunction with continuous comprehensive evaluation (CCE) which looks at a child hollistically..." but unfortunately this is not being correctly implemented. We must however also understand that for the CCE to be properly implemented, it requires maximum student-to-teacher and student-to-classroom ratios, rigorous and teacher training as stipulated in the Right to Education Act. We, in Nagaland, are nowhere close.to the standards prescribed. IF we wish our society or stte.to progress, we need to focuss on such issues from a non partisan manner. Another distinct feature of the Nagas is the so called "Naga Division" or third division. Let us not devalue ourselves so much. We need encouragement more than anything else in this century.

This was a dream industry for many of us but even after all the Government investment and steps, it has failed to attract any established company. The tender received only ONE application to fill 300 of the proposed 3,000 seats during the first round of bidding - from Kolkata-based IKF Technologies - and decided to rework the policy document hoping for more interest the second time around. Despite the incentives and relaxation in norms, companies say it doesn't make economic sense to invest in the northeast as the region is marred with inadequate civil infrastructure, poor connectivity and security-related issues. 'Sunanda Pushkar's death was unnatural'

NEW DELHI, JaNuary 15 (IaNS): The current observation of the final viscera report of Sunanda Pushkar gives a clear impression that she died an unnatural death, Delhi Police Commissioner B.S. Bassi said on Friday. "The current investigation of the final viscera report submitted to the Delhi Police states that Sunanda Pushkar did not die a natural death... that is for certain. It was an unnatural death," Bassi told reporters here. The Delhi Police is reviewing the final viscera report of Pushkar, who died here under mysterious circumstances two years ago. FBI couldn't read radioactive intensity in Sunanda's viscera: AIIMS forensic head NEW DELHI, JaNuary 15 (IaNS): Countering the claim of Delhi Police, the head of All India Institute of Medical Sciences (AIIMS) forensic department, Dr Sudhir Gupta, has said that the US Federal Bureau of Investigation (FBI) report "did not rule out the presence of radioactive substances" in Sunanda Pushkar's viscera samples. Due to the degraded condition of the viscera samples, however, the agency could not read the intensity of the substances, he said. "Both the possibilities are there: Somebody could have poisoned her or she may have consumed it on her own. The police should investigate it," Gupta told IANS over phone here on Friday. He exhorted people to leverage the internet to make India accident-free. "I do not want anyone else to suffer as I did after a road accident. It deeply pains and hurts me to see India top on global list with 5 lakh accidents every year," the road transport and highways minister said while attending a road safety forum. "Come join the government in drive to make the nation accident-free like Sweden." Launching a Facebook page to generate awareness, Gadkari made a strong case for using the internet technology to alert authorities about accidents, regardless of such mishap spots. A Road Safety Authority, he said, is also on the anvil and the Prime Minister has given his nod for it. "We are committed to minimizing deaths due to road accidents by 50 per cent in 5 years and government has identified 726 black spots where at least 50,000 people have lost their lives," he said. At least 467 women in the Mumbai metropolitan region and about 100 more in Maharashtra received the permits this week, and could be driving their three-wheeled vehicles in a couple of months, said Rajendra Navale, assistant Regional Transport Officer. "This will help create jobs for women and encourage them," he said. "Abroad, women are even driving taxis. NEW DELHI, JaNuary 15 (IaNS): With the Juvenile Justice Act of 2015 coming into force from Friday and allowing for lower culpable age of a juvenile, such accused can now be tried as adults for heinous crimes. The act - lowering culpable age from 18 years to 16 years - was passed in the winter session by the Rajya Sabha and received presidential assent on December 31, 2015. It repeals the Juvenile Justice Act, 2000. Under Section 15 of the new law, special provisions have been made to tackle child offenders in the age group of 16-18 years who commit heinous crimes, a Ministry of Women and Child development release said. The Juvenile Justice Board is given the option to transfer cases of heinous offences by such children to a children’s court (court of sessions) after conducting preliminary assessment. The act provides for placing such offender children in a ‘place of safety’ both during and after the trial till they attain the age of 21, after which his/her evaluation shall be conducted by the children’s court. After the evaluation, the child is either released on probation and if not reformed, he/she will be sent to a jail for the remaining term. Some other key provisions include new definitions such as orphaned, abandoned and surrendered children; petty, serious and heinous offences committed by children; clarity in powers, function and responsibilities of the Juvenile Justice Board and Child Welfare Committee.

SC to wait for govt's stand on euthanasia Odd-even ends, Arvind Kejriwal calls it a success NEW DELHI, JaNuary 15 (PTI): The Supreme Court today said it will await the government's stand in its endeavour to examine a plea to legalise passive euthanasia by means of withdrawal of life support system to terminally-ill patients. "Is the government making its stand clear in a reasonable time," a five-judge Constitution Bench, headed by Justice A R Dave, asked Additional Solicitor General P S Patwalia, who sought some time to get instruction from competent authority. The law officer apprised the bench about the 241st report of the Law Commission which has stated that passive euthanasia should be allowed with certain safeguards and there was a proposed law -- Medical Treatment of Terminally Ill Patient (Protection of Patients and Medical Practioners) Bill, 2006. He said his contention will also be based on 6.7 regulation of 2002 under Medical Council of India Act which says that practicing euthanasia shall

constitute unethical conduct. However on specific occasions, the question of withdrawing supporting devices to sustain cardio-pulmonary function even after brain death, shall be decided only by a doctors' team and not merely by the treating physician alone. Taking note of his submission especially that the Law Commission's 241st report was under government's consideration, the bench, which also comprised Justices Kurian Joseph, Shiva Kirti Singh, A K Goel and R F Nariman, said it will await the outcome of the report which is under the Centre's consideration and posted the matter for hearing on February one. The bench was hearing a PIL filed in 2005 by NGO Common Cause which said when a medical expert opines that the person afflicted with a terminal disease has reached a point of no return, then he should be given the right to refuse being put on life support system as otherwise, it would only prolong his agony.

NEW DELHI, JaNuary 15 (IaNS): The fortnight-long odd-even campaign to curb traffic in Delhi to battle air pollution ended on Friday night, with Chief Minister Arvind Kejriwal saying it succeeded in more ways than one. And just hours before the unique January 1-15 scheme ended amid conflicting claims, Kejriwal urged Delhiites to continue it voluntarily "if you can". Under the scheme, fourwheelers with odd and even registration numbers plied in Delhi - a city where cars account for nearly a third of its about 90 lakh registered vehicles - on alternate dates. Despite claims from experts to the contrary, Kejriwal said pollution levels did drop during this period. More importantly, the city's otherwise perennially

clogged roads became easier to navigate. "We received overwhelming support for the odd-even plan," the Aam Aadmi Party leader told the media. "It was personally overwhelming." "People started saying that they had begun to car pool and were spending far less time on the roads. It looked as if Delhi's roads had been cleared of traffic congestion." Many took to commuting by Delhi Metro and found they could save money too, he said. Air pollution declined by 20-25 percent in the capital during the January 1-15 period, Delhi Transport Minister Gopal Rai said. He said air samples collected by around 20 mobile teams of the Delhi Pollution Control Committee from dif-

ferent locations showed that pollution levels in inner Delhi areas had gone down. "In inner Delhi, the average PM 2.5 level was around 300 micrograms/m3. However, it remained around 400 micrograms/m3 in border areas," he added. The odd-even scheme was application on all days except Sundays, and was in operation from 8 a.m. to 8 p.m. from Monday to Saturday. Several categories were exempt from the scheme including a string of VIPs, women drivers, emergency services and CNG-operated transport. Education Minister Ashok Choudhary told IANS. Choudhary said stern measures would be taken against anyone attempting to cheat. According to education department officials, nearly 14 lakh will appear for intermediate exams from the last week of February and around 15 lakh students will write the matriculation exams in March. All district magistrates and superintendents of police have been asked to invoke Section 144 of the CrPC and ban illegal gatherings and groups at all examination centre an hour before exams begin. At a high-level meeting chaired by chief secretary Anjani Kumar Singh here on Tuesday, it was decided that if cheating is reported from any centre, exams there would be cancelled and action taken against officials and teachers. After reports of mass cheating last year, the Patna High Court too directed the state police chief to deploy adequate security forces to ensure a check on cheating. Last month the education department suspended four headmasters of government-run schools where large-scale cheating was reported in the 2015. Exam centres from where widespread cheating was reported would be blacklisted, officials said. A retired school teacher, Amir Hasan, recalled how in 1996 when the Patna High Court took cognizance of rampant cheating in the state, only 12 per cent students could pass the board exam. "Whenever authorities act tough in exams, the pass percentage falls drastically," he said.

Why China’s marines are training in the desert BEIJING, JaNuary 15 (rEutErs): Days after China passed a new law that for the first time permits its military to venture overseas on counter-terror operations, its marines began exercises in the western deserts of Xinjiang, more than 2,000 kilometres from the nearest ocean. The continuing drills are an indication, analysts say, that the marines, who have traditionally trained for amphibious assault missions, are being honed into an elite force capable of deploying on land far from mainland China. China’s limited means to respond to threats abroad were highlighted by two incidents in November: when Islamic State executed a Chinese hostage, and the killing of three executives by Islamist militants who attacked a hotel in Mali. China’s new counterterrorism law, passed in late December, is aimed at protecting its expanding global commercial and diplomatic interests. But China’s military commanders are also trying to create a military in the likeness of the world’s most dominant power projection force, analysts say. “They study what the Americans have done very carefully and it’s the mirror image effect,” said Leszek Buszynski, a visiting fellow at the Australian National University’s Strategic and Defence Studies Centre. mokokchung, JAnuAry 15 (mexn): Titans Cricket Club today emerged as champions of the 25th MDCA Inter Club Cricket Tournament. In a hard-fought final match played at Imkongmeren Sports Complex, Mokokchung, Titans edged Sovran CC by 5 runs to win the MDCA trophy and becoming the first club to register three consecutive wins in the finals in the 25 MDCA tournaments played so far. Opting to bat first having won the toss, Titans set a target of 118 runs losing all the wickets in 20 overs. Longsasunep contributed the highest score of 43 runs while Akumdong scored 27 runs for the Titans. Sovran bowler Michael claimed 4 rival wickets, while Thejasol and Wapang took 3 and 2 wickets respectively. In the run chase, Sovrans came short

by a margin of just 5 runs as they only managed to score 112 runs in 20 overs for the loss of 5 wickets. Thejasol with 37 runs was the highest run scorer; Michael contributed 15 runs. Titans bowler Merenti scalped 2 Sovran wickets while Rohit, Ato Chang and Longsasunep claimed 1 wicket each. Longsasunep was later adjudged man of the final match for his performance with both bat and ball. He was also adjudged Player of the Tournament and highest wicket taker for hauling 11 wickets in 5 matches. Nripen of Skylark was awarded the highest run scorer of the tournament having amassed 148 runs in 4 matches. Champions Titans Cricket Club were awarded with certificates and cash prize along with the running trophy which they will get to keep for good having won it three consecutive times.

Rohit ton in vain again as Australia beat India

BrisBane, January 15 (reuters): Rohit Sharma burnished his reputation in limited-overs cricket with a second successive century but could not stop Australia from winning the second onedayer by seven wickets on Friday to consolidate their lead in the series. For the second time in three days, India rode Rohit's elegant century to post a 300plus total before watching George Bailey help the hosts mount a clinical chase to put Australia 2-0 up in the fivematch series.
