Night curfew in border areas of Sivasagar DIMAPUR, JANUARY 27 (MExN): The Additional District Magistrate, Sivasagar, Assam, Moon Gogoi has promulgated prohibitory order under section 144 CrPC reinforcing night curfew from 6PM to 6AM in the 5 km belt in Assam side of Sivasagar district bordering Nagaland for 60 days with effect from January 29, 2017. According to a DIPR report, Moon Gogoi, in an order, said prohibitory order has been promulgated, as there were sufficient grounds that anti social elements/extremists/unlawful activities coming across Assam/Nagaland border may indulge in unlawful acts resulting in injury/loss of human life / extortion /destruction of public properties in the bordering areas falling within Sivasagar district. During the dusk to dawn curfew, movement of any person/group of persons/ any-vehicular traffic in the 5 km belt in Assam side of Sivasagar district bordering Nagaland has been strictly prohibited. However, Magistrate, security personnel of army/CRPF/ Police and civil officials deployed on duty are exempted from the purview of the prohibitory order. DIMAPUR, JANUARY 27 (MExN): The Nagaland State Cabinet today decided to go ahead with the Urban Local Body (ULB) elections scheduled to be held on February 1, stating that it “cannot be deferred.” The decision to go ahead with the polls was taken after a lengthy meeting of the state cabinet held in Kohima on Friday. A press statement from the Commissioner and Secretary to the Nagaland State Chief Minister said the cabinet decided that the polls would be taken to its “logical conclusion as per provisions of law.” This decision came in the backdrop of appeals made by various organizations for deferment of the municipal elections. The statement further asked that “adequate arrangements may be taken by administration and police for smooth conduct of elections.” It however also made clear that the state government is ready for dialogue with tribe Hohos and other organizations to “explain the position of the government.”

A press note from the PPC informed that the Phom Students’ Conference (PSC) and Longleng Town Students’ Union (LTSU) have been empowered for ensuring total
compliance in implementing the bandh. District administration, medical, media, security, paramilitary forces and power department have been exempted from the purview of the proposed bandh.
NCD calls for restraint
In the wake of the several bandhs called, the Naga Council Dimapur has called upon all to maintain peace and harmony in Dimapur and in the state. It urged all to maintain “maximum restrain from resorting to any kind of confrontation or bloodshed.” It further informed that the office of the Naga Council Dimapur would remain open and “take all initiative to monitor the stock of situation during the ban.” It requested all councilors to be present at its office during the bandh period.
DIMAPUR, JANUARY 27 (MExN): The Nagaland State Government today directed the district administration and police to take all necessary security measures to ensure that agitation/bandh/demonstrations do not adversely affect the conduct of free and fair elections to Urban Local Bodies (ULBs). A statement from the Home Commissioner informed that the district administration and police have been asked to make it clear to the organizations/groups giving the call for demonstration/ agitation that the responsibility of ensuring that the demonstration/agitation is peaceful and within the four walls of the law rest on them. “In the event of unlawful act or violence on the part of the agitators or mob, the organizers/leaders shall also be held criminally and civilly liable,” it cautioned. The state government further directed the district administration and police to take all measures to ensure that the candidates for the ULB polls are not harassed or forced by any individual/organizations to withdraw. It said that the government has taken serious note of reports of organizations/individuals resorting to intimidations/threats for forcing the candidates going for elections to Urban Local Bodies to disassociate from the electoral process. “If any organization/individual is found indulging in such an act, appropriate action under the relevant sections of the law should be taken against the offenders,” it warned. The government directed all concerned officials to take all necessary measures to ensure compliance of the above directives and cautioned that “any laxity or lapse on the part of any official in this regard would be viewed seriously and action would be taken against such officers.”

This is not the first time that the Oriental pied hornbills were freed to provide them “more space.” A couple of years back, four male hornbills were released after they encountered the same socialization problem. Despite having tried different strategies and routines for the birds to stay, the male ‘vagrant’ Hornbills chose to leave the zoological park area. Heartrendingly, this time, the strategies employed apparently have succeeded on the two female hornbills, whose favorite food and a special treat, given on occasion, is the yellow egg yolk. A feeding routine have being developed such that the hornbills turn up right at schedule. According to the biologist, the two hornbills have also become conditioned to their names; they
promptly respond when their names are called. The Oriental pied hornbill species are known to be more adaptable to disturbances and can even adjust in human dominated areas. This success of being able to induce the two hornbills to make the zoological park its home has boosted the confidence of staff at NZP to refine their strategies in providing adequate resources for the birds, Thirumalainathan said. “What the park needs now is to transform into a safe zone for the birds. We also need to identify trees with natural cavities for them to breed if they find their mate,” the biologist pointed out. Next, the zoological park plans to release suitable males for the two female hornbills for breeding programme. Currently, there are 16 hornbills including the free-ranging ones at the NZP. Apart from one each of the Great Indian hornbill, Wreathed hornbill, Rufous-necked hornbill and Brown hornbill, the rest are Oriental pied hornbills.

ey, they have been working for four days painting the portraits of eminent Ao Naga leaders including Dr. Imkongliba Ao, Dr. T. Ao, P. Shilu Ao, Mayangnokcha and Dr. S. C. Jamir. “Painting these portraits is a reminder to the young people of our great Ao leaders who worked towards the development of our

Kohima, January 27 (mexn): An Army Recruitment Rally will be held at Bhagat Stadium, Rangapahar, Dimapur from March 5 to 17 to enroll of male candidates for Soldier General Duty of Naga/Kuki, Hill Tribes and Indian Gorkha only into the Indian Army. It is primarily for the youth of Nagaland and Manipur only, informed a press release issued by PRO (Defence) Col C Konwer. No candidate will be allowed except Naga/Kuki, Hill Tribes and Indian Gorkha during the Army Recruitment Rally at Dimapur, it stated. For candidates from Nagaland and Manipur, vacancies are available only for Naga/Kuki, Hill Tribes and Indian Gorkha for Soldier General Duty category.
The screening of the candidates will be done as per admit card date depending on the total number of on line application. Effort will be made to club state wise on the basis of production of Admit Card generated after applying online at joinindianarmy.nic.in. The candidates are advised to report at rally site at 0400 A.M. strictly as per the dates given on admit card for the recruitment rally. It is clarified that a candidate can register and apply only once during the rally and if an individual is found to have applied twice, one of his application will be cancelled. Candidates who have registered in the previous rally can login directly and check eligibility and apply fresh. The online application is open
from January 25 to February 24. Candidates will get their admit card on their e-mail ID/joinindianarmy.nic. in on February 25. No candidate will be permitted to attend the rally without admit card. For the tests on March 5 mostly all male candidates from Manipur will get their Admit Card. For March 6 candidates from Nagaland will get their Admit Card. Written exam for all categories will be conducted at APS Shillong on April 30. Candidates are advised to check the rally poster for age categories, certificates required and other details displayed at each DC Offices, notice board of PRO etc. Help of Assam Rifle units can also be taken to ascertain the details.

Tripartite Talk on February 3 imphal, January 27 (nnn): The Ministry of Home Affairs (MHA), Government of India has invited the United Naga Council (UNC) and the Manipur Government to hold a 'tripartite meeting' on the prevailing situation on February 3 in New Delhi. UNC General Secretary S Milan informed that an invitation letter signed by A Radha Rani, Deputy Secretary to the Ministry of Home Affairs, Government of India addressed to the UNC was received this evening. According to the invitation letter, the 'tripartite meeting' has been fixed at 3 pm on February 3 to be held at the Conference Hall, North Block, New Delhi. However, the UNC is yet to take a decision on whether to participate or not in the tripartite meeting. "We will discuss it tomorrow on the invitation of the Government of India and take a decision," Milan said.
Manipur teens, in quest of American dream, end up at IGI airport nEW DElhi, January 27 (Tnn): Two boys from Manipur, aged 15 and 12, who wanted to live the American dream, ended up at Indira Gandhi International Airport (IGIA) wondering how to get to the US without any documents. The boys had filled their bag with around Rs 2 lakh in cash, which they had stolen from their grandmother's house, and come to the capital. Senior CISF officers said that the duo was noticed by Air India staff members wandering around the ticketing counter on Wednesday. After some time, when the AI staff approached the boys, they sought help in going to America without any documents. "The boys were questioned and it was found that they had come to Delhi from Imphal without informing their parents. The surveillance staff verified their credentials by calling up their parents. The officers found some clothes, books and around Rs 2 lakh cash from their bag," said a senior CISF officer. Their parents had lodged a missing complaint in Imphal a few days ago after they were found absent from home. A relative of the two boys, who is a senior police officer in Manipur, is in touch with the security personnel. Officers said that the exact reason why the boys left their house is yet to be ascertained. "The boys were taking a very daring step. They were saved from falling into the wrong hands. They have been handed over to the police, who will take further action in coordination with Manipur Police," the officer added.

NSCN (IM) condemns Meghalaya's groups demand probe criminalizing innocent Nagas into Guv's 'innapropriate behaviour' Shillong, January 27 (ianS): On a day President Pranab Mukherjee accepted Meghalaya Governor V. Shanmuganathan's resignation, two civil society groups in the north-eastern state on Friday demanded an inquiry into Shanmuganathan's "inappropriate behaviour" and his prosecution. The groups also demanded an inquiry against the former Governor's Secretary even as official sources said two Public Relations Officers and a Private Secretary of Shanmuganathan have been sacked. In the meantime, the Meghalaya State Commission for Women has sent a letter to the National Commission for Women (NCW) about the allegations against the 68-yearold Rashtriya Swayamsevak Sangh veteran from Tamil Nadu who was the state Governor. who held the additional charge of Arunachal Pradesh also, tendered his resignation on Thursday to "ensure a free and impartial probe into the charges against me". Civil society groups -the Civil Society Women's Organisation and Thma U Rangli, a progressive political outfit of Meghalaya -- demanded the inquiry against Shanmuganathan, and staged a protest in front of Raj Bhavan gate here on Thursday. "The government should institute an inquiry. It should not be the case that he has resigned and the matter ends there. Now that he's no longer the Governor, we don't need prior sanction from the President," TUR leader Angela Rangad said. "A quick, speedy and decisive inquiry leading to prosecution should be made so that it sends out a strong message that nobody occupying any high
office in India can get away with abuse of power," she said. "We have informed the NCW. We are seeking legal advice since the alleged victim is yet to file a complaint against him. The state government could set up a fact-finding committee to probe charges against Shanmuganathan," State Commission for Women chief Theilin Phanbuh told journalists. Chief Secretary K.S. Kropha on Friday said the state government is consulting legal experts on how to go about regarding the alleged "inappropriate behaviour" of the now former Governor. "The state police have sought legal opinion. The matter is being examined since there is no FIR by the woman who alleged sexual harassment," Kropha told IANS. On Wednesday, nearly 100 Raj Bhavan employees in Shillong sent a
signed five-page letter to the Prime Minister's Office and Rashtrapati Bhavan to demand the recall of the Governor for what they alleged was "turning Raj Bhavan into a Young Ladies Club". From the time Shanmuganathan took office on May 12, 2015, the employees alleged, they were going through "severe humiliation, mental stress and torture". Meanwhile, the former Governor's Secretary H.M. Shangpliang told IANS that the Raj Bhavan Secretariat had terminated the service of Shanmuganathan's Public Relation Officers Chinmoyee Deka and Emdorimi Thangkhiew, Private Secretary Saurabh Pandey and his personal cook Bhanumati. Assam Governor Banwarilal Purohit, who has been given additional charge of Meghalaya, will be sworn in as the state Governor on Saturday.
Manipur finalises process to declare UNC unlawful imphal, January 27 (ianS): The Manipur government has given final touches to have the United Naga Council (UNC) declared an unlawful organisation as Congress spokespers on Khumkcham Joykishan said on Friday that the proposal would be forwarded to the central government. "The UNC had imposed the indefinite economic blockade along the highways from November 1 protesting against the government plan to create two districts. During the protest, it had ambushed and killed two personnel and wounded several others," Joykishan said. "Besides it had torched several trucks and pock marked others with bullets and had forfeited the right to remain as a civil society organisation," he added. "The Manipur government move is in the larger interest of the people who
are floundering in this humanitarian crisis. In order to appease the National Socialist Council of Nagaland-Isak Muivah (NSCNIM) the Centre has not intervened," he added. The spokesperson further said: "The state unit BJP should urge the national leaders to do the needful in public interest. For 88 days people have been facing shortages of all sorts." Attacking Assam's BJP minister Himanta Biswa Sarma, who said that if Okram Ibobi Singh makes room, BJP could lift the blockade in two days, he said Sarma's announcement is unclear. He wanted to know whether the BJP is planning a rollback of the creation of the seven districts once there is a President's rule interregnum. "The Congress ministry is ready to resign if it will benefit the people," Joykishan added. He said, "As long as there
is a Congress government, Manipur's territory shall be intact. Even though all Congressmen are bloodied, the integrity shall be protected. Sarma and other BJP leaders should come out with a clear cut statement since many things are incomprehensible on the basic stand of the BJP." Congress and the BJP have been trading barbs and trying to gain political mileage out of the blockade with an eye towards the upcoming elections. Manipur

Dimapur, January 27 (mExn): The NSCN (IM) has condemned the criminalization of innocent Nagas by the Manipur government. Claiming that innocent Naga people and civil organizations are being wrongly implicated as NSCN members or sympathizers and put behind bars, the NSCN (IM) in a statement alleged that a “reign of terror” has been unleashed by the Manipur state government. It cited the latest such case in which a Naga civilian was arrested and accused of being an active member of the NSCN monitoring movement of security forces along the NH-37. The individual identified as Santhuanang Pamei, part
time sweeper at the UBI Bank, Tamenglong Bazaar Branch was arrested by the Imphal West Police Commandos on January 22 last. Clarifying that Pamei is neither a member of the NSCN nor involved in antisocial activities, the NSCN maintained that the arrested individual is an innocent civilian working in a bank and who does not deserve to be “tortured inhumanly”. Arguing that such acts only vitiate the peaceful atmosphere, the NSCN (IM) called for the immediate unconditional release of Pamei and also compensation for the physical and psychological suffering the victim underwent for no fault of his.

new Delhi, January 27 (pti): Country’s largest carmaker Maruti Suzuki India on Friday hiked prices of its entire product range by up to Rs 8,014 with immediate effect. The price hike is in the range of Rs 1,500 to Rs 8,014 across models, Maruti Suzuki India (MSI) said in a statement. “The hike in car prices is because of increase in commodity, transportation and administrative costs,” it added. The company sells a range of models starting from hatchback Alto 800 to premium crossover S-Cross, priced between Rs 2.45 lakh and Rs 12.03 lakh. In August 2016, MSI had hiked the prices of its compact SUV Vitara Brezza by Rs 20,000 and that of premium hatchback Baleno by Rs 10,000. On a select range of models, the price hike was between Rs 1,500 and Rs 5,000. In 2016, various car makers like Hyundai Motor India, Mahindra & Mahindra, Nissan, Toyota, Renault, MercedesBenz India and Tata Motors had announced hikes in prices of their vehicles from January citing rise in input costs and adverse foreign exchange impact.

This was done in response to the appeal made by leaders of Chakhesang Baptist Church Council (CBCC) with whom the candidates had a meeting on January 26 at Chakhesang Baptist Church Dimapur. CNTC issues directives Dimapur, January 27 (mExn): The Central Nagaland Tribes Council (CNTC) has informed all GBs/Chairmen and councils of different colonies and wards to immediately stop candidates of any political party from canvassing or any other electioneering activities in their respective jurisdiction. In a directive issued by its Media Cell, CNTC further asked all candidates of ULB polls to stop harboring youths from outside their localities for electioneering purposes, displaying their party flags or ferrying of youths in vehicles around the towns and localities. The Council also directed all the
public to co-operate and present physically for volunteering during the enforcement of the statewide bandh called by the JCC. It maintained that the State government under TR Zeliang and NPF President Shurhozelie together with their legislators and JACWR has “brought to a point which has now almost become a war-like situation across the state.” The CNTC further accused the JACWR of being “hand in glove for this entire imbroglio with some women taking the whole name of the Naga women and mothers... when mothers and women need to play a vital role of mediators at this crucial juncture.”

NPF Tseminyu division refutes Rengma Hoho’s statement TsEminyu, January 27 (mExn): The NPF Tseminyu division has refuted the Rengma Hoho president’s statement published on January 24 about Rengma Hoho boycotting civic polls. A release from Ahino Tep, President, NPF Tseminyu division said the meeting the Rengma Hoho president referred to in the statement was called without any official circular letter nor published in local dailies for information of Executive Members of Rengma Hoho or any frontal oraganisations. “The so-called Consultative Meeting was convened through mobiles to some people within a short time of less than 12 hours before the meeting,” the division alleged. “As such majority of Executive Members (of Rengma Hoho) were absent and even those who were present majority of range representatives were in favour of Tseminyu Town ULB Election as per the Government Notification.” The release further mentioned that Rengma Hoho along with all frontal organizations held a consultative meeting on January 14, 2017 at Rengma Hoho office, Tseminyu Town, in which majority of Executive Members and
range representatives were present and resolutions were passed. One of them was that Rengma people will go for the Municipal/Town Council Election if other Naga tribes take part in the election. “In order to go along with NBCC and CRBC slogan for clean election, the house mutually agreed to maintain the modalities for strict compliance of (a) to have common platform speech for all intending candidates, (b) to strictly maintain one man one vote, (c) to widely announced in all Churches in Rengma area and (d) to have similar for free election,” it added. Fire burns down scrap godown, thatch houses
Dimapur, January 27 (mExn): A fire burnt down a scrap godown and six thatch houses located around it on January 27 in Dimapur. The fire started from a kitchen at the scrap godown situated at 2 ½ Mile (NH 29) around 1:00 pm, informed a Dimapur Fire Department personnel. It took one and half hour to douse the fire with the help of three fire tenders. No casualty was reported in the incident and the property loss was ascertained to be not much.

he NPF Legal Cell is surprised to see the statement issued by Nagaland Bar Association (NBA) on the issue relating to Election of Urban Local Bodies vis-a-vis Nagaland Municipal Act 2001. The Legal Cell also wonders as to what has suddenly prompted the NBA to come up with such a statement, when the process for Municipal and Town Council election is almost on the verge of completion (which is only five days left now). As far as professional ethics of legal profession is concern, there is an ample scope for the Legal professionals to approach the hon’ble Court on any matter that concerns legal interpretation. The act of the NBA, appears to be politically motivated if we analyse the timing of their statement and views rendered thereof. If we go through
their statement carefully there is full of contradictions, and an attempt to confuse the common people. If the NBA has any opinion of their own in the implementation of Nagaland Municipal Act 2001, they should have approach the hon’ble Court rather than ventilating their anguish opinion in the local paper. If we look at the opinion of the NBA from another perspective, they seem to be propounding a theory that Nagas should go back to village life, instead of settling in towns and cities. his reply of the Nagaland Bar Association (NBA) is directed to the rejoinder issued by the Municipal Affairs Department, Nagaland, and the Legal Cell, Naga People’s Front, (NPF) published in some of the local dailies regarding the views given by the Nagaland Bar Association in respect of Municipal Laws in the context of the provisions of the Constitution of India. As regards the rejoinder issued by Menukhol John, Principal Secretary, Municipal Affairs Department, he has rightly quoted the provisions of Article 244 of the Constitution wherein Clause (1) provides that the Fifth Schedule shall apply to the administration and control of the Scheduled Areas and Scheduled Tribes in any State other than the States of Assam, Meghalaya, Tripura and Mizoram. Hence, we herein reiterate that the Constitution (Scheduled Tribes) Order,

1950, (C.O.22), the Scheduled Part II – Assam, Item 12 – Any Naga tribe, followed by the Constitution (Nagaland) Scheduled Tribes Order, 1970 (C.O.88) the Schedule is under enforcement in the State of Nagaland by virtue of the words “Scheduled Tribes in any State” as provided under Article 244 (1) which is rightly cited in the rejoinder issued by the Municipal Affairs Department. However, the Government Authorities are contradicting themselves despite quoting the relevant provisions of the Constitution in their rejoinder. We ought also to make it clear that the Constitutional requirement under Fifth Schedule of the Constitution to notify is only in respect of Scheduled Areas and not Scheduled Tribes as because Scheduled Tribes are notified by the Scheduled Tribes Orders. Hence, the question of requirement of the Naga Scheduled Tribes to be notified under
the Scheduled Areas does not arise. So also, the Constitutional requirements of reservation of seats in Municipalities for Scheduled Caste, Scheduled Tribes and Women arises only where the State is dominated by General Category of people, Scheduled Caste and Scheduled Tribes. However, Nagaland being purely a tribal state, the question of applying Chapter IX A of the Constitution does not arise. As such, the authorities of the Government are fooling themselves and intellectual sections of the society shall not fall prey to this. As regards the statement issued by the Legal Cell, NPF, as a collective body of the learned profession, the members of the NBA either singly or collectively are guided by the clear conscience in law that there is no question of challenging any policy matter of the Government before any legal forum. Needless to teach that poli-
cy matters of the Government cannot be challenged before a judicial forum. Also as appeared in some of the local English dailies, the NBA never convened any press conference or issued any press release with regard to Municipal matters. However it was the members of the Press who personally approached the NBA office soliciting the opinion of the Bar on the current municipal issues. In this regard, we would like to make it clear that under the law of ethics or under any statutory enactments, there is no prohibition to talk to the media whenever called upon and our views solicited in matters of public interest. Big Brother is still watching As a runaway bestseller in the Age of Trump, George Orwell’s Nineteen Eighty-Four continues to speak powerfully to our fears of a real-life Big Brother undermining personal liberties

ike Marilyn and Elvis, George Orwell has had a long and profitable afterlife. Though he died in 1950 at the young age of 46, his last and best book, Nineteen Eighty-Four, is one of the most influential works of the last 100 years. With more than 35 million copies sold since publication in 1949, the novel is now enjoying a sudden resurgence in popularity. As a runaway bestseller in the Age of Trump, it continues to speak powerfully to our fears of a real-life Big Brother undermining personal liberties. Whether these fears grow or fade in the coming years, Nineteen Eighty-Fourwill always be here to show us how freedom is jeopardized by deception, evasion, hate, groupthink, and the worship of power. The book is a blueprint for the exercise of political control, and will never cease to be relevant as long as humans covet power for its own sake. Beautiful in its simplicity is the message conveyed in the novel, “The object of power is power.” As Orwell suggests, the road to tyranny often begins with a misplaced trust in a managerial elite promising simple solutions to hard problems. Big Brother’s ministries of Truth, Peace, Love, and Plenty pretend to serve the greater good, but are merely bureaucratic shams rife with incompetence and infighting. With our own fondness for think tanks and government bodies bearing Orwellian names and dubious claims of competence, we are always in danger of waking up to find a Ministry of Truth feeding us “alternative facts.” The great debates over the book used to be focused on the failings of Communism or Fascism, but this
was always misleading because Orwell hated any system that inhibited free thought. His ideal was always a world liberated from “all the smelly little orthodoxies which are now contending for our souls,” as he put it. He fiercely criticized lockstep political thinking on both the left and the right, and he insisted on challenging even the most cherished wisdom. “If liberty means anything at all,” he said, “it means the right to tell people what they do not want to hear.” Big Brother’s Thought Police are so insidious because they work to suppress ideas before any words are spoken. Keeping track of what people say and do is simply preparation for the day when they will be so self-conscious that they will banish “thoughtcrime” before it begins. This process is Big Brother’s ulti-
mate safeguard. “Only the Thought Police mattered,” Nineteen EightyFour tells us. The idea is to establish a constant culture of intimidation that will force people to censor themselves. Big Brother deals with dissent not only by crushing dissidents but by eliminating all traces of their existence, declaring them “unpersons.” The paper trail of a life is carefully assembled in order to destroy it or to eliminate traces of it in other documents, sending the evidence down a “memory hole.” Technology has allowed us to accelerate this trend to the point where we are now quick to doubt any photograph or narrative that challenges our views, scanning it for telltale traces of alteration. More alarming is the fact that as paper is being replaced by digital data, the process of alteration be-
comes much simpler for any power that controls the data. It isn’t merely the latest political fears that have given rise to the current wave of Orwell-mania. There is something more fundamental at work – a growing fear that we have lost control over the most important details of our lives, and that real independence is no longer possible. We have already surrendered any meaningful right to privacy. Google, Facebook and Amazon know more about us than some of our best friends do, and we are just one breach of a database away from discovering that our private information collected by “trusted” providers has landed in someone else’s hands. More subtle are the pressures exerted by our growing dependence on social networks that exist in a virtual space where people often feel
radically this change has altered our lives. If we pick up an old-fashioned telephone connected to a land line at work, and learn that our boss is listening to every conversation, we’re outraged. But when we go online at work, we rarely question the employer’s absolute right to monitor every keystroke. Though Nineteen Eighty-Four is said to be used in 60,000 classrooms around the world every year, it is a far more subversive book than many high school students or their teachers may realize. And one thing it’s meant to subvert is the classroom itself, where rules and authority matter more than genuine learning. As Orwell saw it, the first experience that many people have with a Big Brother figure is in school, and that experience often conditions us to accept rules over which we have no say. Big Brother’s henchmen try to break dissidents by forcing them to relearn the most basic schoolroom equation and accept the lie that 2+2=5. The book’s dire warning, “Big Brother is watching you,” is the most prophetic statement made in any novel of the last century. Though Orwell won fame so late in his career that he didn’t appear in the BritishWho’s Who until the last year of his life, his genius has proven to be one of the great enduring gifts of British culture.

n Greek mythology, Prometheus taught man how to farm. But when he gave man fire, the gods felt he had gone too far. And so as punishment, Zeus chained Prometheus to a rock where every day an eagle would come and eat his liver, which would regrow because he was immortal. Prometheus’s story is about mankind’s dominion over its world and how much power is too much. But counterintuitively it is Zeus, not Prometheus, who many artists and writers in the last thousand years have sided with. The story is relevant today because humanity is at a turning point, and two opposing forces are locked in a war that is just beginning to come into being. On one side are our innovations and the power that comes with them, and on the other side is the fact that when it comes to us ourselves, there seems to be no innovation. For tens of thousands of years, technology has been directed outward—on the world at large. Now, for the first time in human history, technology has reached a point where it can be directed inward— back on its creators. Technology has found something new it would like to change: Us. In 2010, researchers at the University of Colorado performed what they thought would be an unremarkable experiment on lab mice. They injured the mice’s limbs and injected them with stem cells to heal the damage. Then something strange happened. The muscles in those little limbs nearly doubled in size and strength. Not only that, the muscles stayed that way for the life of each mouse, defying even the aging process itself. Essentially the researchers had accidentally created a race of “super-mice.” Another experiment in 2001 involved injecting human stem cells, of all things, into the brains of aging mice. Soon after, the mice began to perform better on the Morris water maze test. In other words, the stem cells had made them smarter. When people think of stem cells, they usually think of a potential cure for diseases like Parkinson’s. But there is another, potentially far darker, use for stem cells, and that is on people who are perfectly healthy. It is this application, fundamentally changing the human body, that gave me the idea to write my novel, The Prometheus Man. We’ve all heard stories about a
mother who’s able to lift a car off her child as her body mainlines adrenalin. Imagine using stem cells to triple the size of a person’s adrenal gland. You’d produce something on par with one of those people who are so zombified on PCP that they get shot three times and still manage to beat up six cops. The military uses for such a technology, the parts of the human body that could be “improved,” pass through your mind like something from a sideshow in a bad dream. And we haven’t even gotten to the most lethal part of the human anatomy: the brain. There’s a fixed amount of space in our skulls. Theoretically by growing the parts of the brain you want enhanced, like the part that controls reflexes and coordination, you could also shrink the parts of the brain you want diminished, like, say, the part that contributes to a person’s remorse. Bear in mind things need not actually play out this way in the real world. As I attempted to capture in my book, it is often the attempt itself that is the true source of horror. The 20th century saw the innovation of weapons of mass destruction. It also saw innovations in ideology that cheered the destruction of 200 million people, roughly 8 percent of the world’s population, in wars and oppression. But the technologies in their infancy today take things in the opposite direction. By augmenting our bodies, they increase our ability to commit more intimate—and thus more covert—violence. They take us back to our roots. And they do it at a time when wars aren’t fought by equals on a battlefield. They’re often quick attacks—over before most people know about them—where the goal is to inflict maximum despair not on the target but on the people
viewing at home. But it doesn’t end there. Technology can weaponize the human body, but with the internet, governments and other actors have the ability to go after the mind. The internet is the greatest source of data on the human spirit in history, and it’s about to go even deeper with virtual-reality. People’s hopes and dreams, their fears, their hatreds, it’s all right there. And over the last decade, we have witnessed the rise of something perfectly designed to make use of it: algorithms. Algorithms regularly outperform human analysts on Wall Street. They also make more accurate diagnoses of mental illness than psychiatrists. The algorithms are so much more effective than the doctors that the doctors underperform even when they’re given the results of the algorithm. Algorithms are getting so good at predicting human behavior that they have the power to identify not just undesirable urges and interests but the activities that predict those undesirable urges and interests. Serial killers, terrorists, dissidents—it’s highly likely that their online habits cohere around some common patterns of behavior. Theoretically we could understand the direction of their lives better than they understand it themselves. And once you understand something enough to predict what it will do, you can control it. Yet intervention isn’t the real goal. The real goal is to go much further. It is to alter something fundamental to who we are: our experience of reality. Research is uncovering patterns in our most primal needs that can be exploited. If that sounds paranoid, consider Robert
Cialdini, PhD. Dr. Cialdini wrote a bestseller, Influence: The Psychology of Persuasion, about the ways others play on our programming to create impressions that aren’t true and compel behavior that isn’t in our interests. The stated goal of his book was to free us from this manipulation, but this ideal didn’t stop Dr. Cialdini from becoming an adviser to the Obama campaign. Obama’ objective merits were evidently insufficient on their own. The good doctor felt the candidate’s presidency was so thoroughly in your best interests that he had no qualms about using the dark arts to place his thumb on the scales of your mind. There’s a conclusion here. People start out simply wanting to understand reality, but in truth they always hunger to change it. But Dr. Cialdini was targeting something voluntary: voting. Consider, by contrast, the Reid technique, a nine-step algorithm of sorts that the FBI uses to pressure suspects during an interrogation. The Reid technique has been tested and refined on tens of thousands of suspects, but it has a bug. It produces false confessions. In other words, the technique is so effective it causes innocent people to sign away their freedom, just to make it stop. The Reid technique, at the height of its powers, creates a false reality in the suspect’s mind more powerful than the fact-based reality outside it. Forget changing someone’s body. The Reid technique achieves the most fundamental change of all. And it is an innovation of perhaps the most frightening kind of violence, the kind that gets us to hang ourselves. Manipulating our bodies, manipulating our minds—these are pretty scary things. In response, there are those who believe the ethical issues raised by these new technologies can be resolved through debate. But when have we ever done that before? Nuclear weapons could destroy the human race, and yet they still came into existence. Strike that. It was rational for some countries to bring them into existence. That says something pretty stark about us. That says that the larger truth may be the scariest thing of all: we’re not really in charge. It is us—our morality, our virtue—that lags technology, not the other way around. Maybe there was a reason that Zeus didn’t hash things out with Prometheus, but simply put a stop to him altogether.

How to kill a mountain N ope, not by dynamite, although that is certainly one of the tools. Not by JCB, although that comes later. But by human greed, surely, and terribly, and effectively. That is how you kill a mountain and forever alter the ecoscape. I don’t know if villages mourn mountains, or if there are burial rites prescribed for dead mountains, because we have never had such phenomena in our cultural history. Perhaps someone should write a dirge and get the villages to chant it over the mountain that is being killed a few kilometers beyond the main landslide area along the Kohima-Dimapur road. One day I will find out the name of that mountain and, even if I can’t lay roses at its foot, I will help unborn generations to remember that here used to stand a mountain. It was home to birds and smaller animals. It shielded the sun from falling on the road too early in the morning. It birthed wild plantain and scrawny trees. It did not yield soil for bigger trees, because it was made of rock. That
was its only flaw. Where other mountains are made of a thick top layer of soil, this particular mountain lacked the soil cover to hide its rocky frame from marauders. Let’s give it a name for now; and a mouth to tell its sad story. Let us call it Chüpo-o. Once a little bird travelled a very long way from home. It came from a Burmese village in the east and kept travelling westward until the roar of the highway stopped its progress. The little bird sought shelter at the foot of a tall mountain. Soon the bird and the mountain became friends, because that is the way of all citizens of the natural world. “You may rest here as long as you want,” said the mountain, “and you will find food at my feet where the berries grow.” The bird thanked the mountain, and rested for many days at the mountain, eating berries and insects. Laishena the bird, stayed on, al-
ways remembering to express her gratitude to her host. But one day she was saddened to see her host looking ashen-faced. “What is it, Chüpo-o? Are you in pain?” she asked in great concern. “I am dying, Laishena. Do you see those men driving up the road? They have been cutting me up every day for many months now.”
Laishena was alarmed. She looked at the place where he had indicated, and saw great gaping wounds in his side. “How could anyone do this? Murderers! We must get them to stop!” she cried. “There’s nothing we can do about it, Laishena. They will spare no expense to blast out the rocks from my side. Unfortunately for
me, I am largely rock and that is what the men want. They are selling the rocks at great price and therefore, every day they come back to extract more rocks. Do you see that road curving up on my eastern side? That is where a man drives up a JCB and makes deeper inroads so they can take away the rocks they have extracted.” “Isn’t there anything anyone can do?” Laishena had tears in her eyes. “Aren’t there any humans who could help me to stop this killing?” C h ü p o - o ’s voice was low when he replied her. “It’s too late for me now, Laishena. grow the hardiest of plants. And in the absence of vegetation, birds and squirrels will abandon the place. No natural force will be there to carry seeds around and help them germinate in the soil. If the birds leave, all that will be left will be silence. Silence and deadness.” “No, no! I won’t let that happen to you, my friend,” Laishena cried despairingly. “It’s too late for me, my little friend. No one can save me now. But you can fly from place to place and tell my story to anyone who will listen. That will perhaps save some other mountain’s life. Now go and dry your tears. I will endure their blows until I die. But you must live to tell them to stop killing more mountains else they would end up dying themselves when they have killed the last mountain.”He then closed his eyes and sighed a great sigh and spoke no more. This is how you kill a mountain: with something very dark, something as small as a seed-thought. You kill a mountain with blind, unthinking greed that has no power to foresee the future.
Demonetisation: Decentralised emergency through whims of New Delhi leaders

mong other things, the whole 500-1000 Indian Taka note ban or demontisation fiasco in the Indian Union has exposed the deep destruction of the Indian Union’s institutional structures that have set in during the present regime. This is not to say that such assaults have not happened before. After all, the declared Emergency of the 1970s was a Congress (I) operation and not a BJP one. But we live in these times and hence what happens in these times are more consequential and cannot be papered over by simple invoking crimes by others in the past. Without going into the rights and wrongs of demonetization, which may be a matter of political opinion as well as partisan affiliation and loyalty, some facts are indisputable. Tens of lakhs of the poorest of people have lost their jobs as evidenced by reports from the All India Manufacturer’s Association, a huge spike in the demand for 100-day work scheme in rural areas and most starkly by the train-loads of Hindi area people making the reverse journey from urban centres to their own vil-
lages. Thousands of manufacturing and trading units have been closed down. States like West Bengal, where the unorganized sector is disproportionately larger and hence more dependent on cash based transactions, have been hugely hit. For people like me with stable high paying jobs, it is a mess. For people with low paying temporary work in the unorganized sector and farmers and farm-hands, it is a disaster. No amount of 24*7 propaganda about black money hoarding demons having sleepless nights and militant insurgents losing their sacks of cash can reverse the permanent damage and value loss that the Indian Union economy has suffered, some states much more than others. But what has also taken a hit is the faith of people in institutions. The Reserve Bank of India is an autonomous organization that is in charge of monetary policy in the Indian Union. By manner of law, it is the Reserve Bank of India that has issued the notification that demonetized the Rs 500 and 1000 currency notes, making them worthless pieces of paper overnight. And the Reserve Bank of India governor Urjit Patel has been extremely reticent
about the data based on which this decision was taken, the process in which this was taken and how this demonetization has progressed. There are various news reports that indicate that almost all of the demonetized cash value has been deposited back to the banks – something that the Reserve Bank of India has neither confirmed nor denied, thus creating an intelligence agency like shroud of secrecy over facts that should be in the public domain. These are facts that every citizen of the Indian Union has a right to know – because it is in the name of their sovereignty that the Indian Union and its constitutional structure exist. The Reserve Bank of India is not a divinely ordained institution. It has been instituted by the citizenry to carry out specific functions and it is answerable to them. Some facts are on the table about the process in which the demonetization decision was taken. On November 16, freshly after the November 8 announcement by Narendra Modi, Union Cabinet minister Piyush Goyal declared in the upper house of the parliament that the decision was taken the by Reserve
Bank of India board, in its autonomous jurisdiction over monetary policy. This has been directly contradicted in the 7 page note submitted by the Reserve Bank of India to the Parliament’s Department Related Committee of Finance, where it is clearly mentioned that the Reserve Bank of India acted on the “advice” of the Union government on November 7, which asked it to ‘consider’ doing a note ban. The RBI agreed the very next day and by evening Narendra Modi was on television! They are so contradictory that it points to one shocking inference– either we have Cabinet Ministers of the Union government lying in the parliament or we have the RBI Governor lying to members of parliament and to the people. So whose idea was the demonetization decision? The huge erosion of faith in the autonomy of the Reserve Bank was evidenced by the letter sent by employees of the Reserve Bank to its Governor Urjit Patel, asking him to protect the autonomy of the central bank. Things are extremely grim. The states have been hugely affected by the demonetisation and leaders like Mamata Banerjee and Arvind Ke-
jriwal who stand for protecting the federal structure of the Indian Union have channelized the huge public discontent and suffering in the form of massive protests. But none of this has mattered. Because the states don’t matter to the central bank’s functioning, but unsolicited “advice” from the Union government does. This episode should also call for a relook at the constitution of the Reserve Bank of India, with an aim to federalise it, so that state government nominees are part of the board, to protect the states from the whims of a coterie sitting in New Delhi implemented through a spineless Reserve Bank of India leadership. wo years ago, on a trip to the middle of nowhere, I got one of my first tastes of online venom. At one point, the phone got lucky and found fleeting net connectivity. It barfed up a few private messages before dying a swift death. One was from a dear friend with animated emoticons blowing kisses, another was a query about the best place online to buy a book, and then there was one from a stranger, spewing venom for reasons best left in the mailbox's trash bin. For a few seconds I was at a loss for words. The boys saw my face and asked me what the phone had hurled at me. So I read it out. Verbatim. There was a second's silence before they dissolved into laughter. "Whoa. That's a lot of hatred to fit into one message, Ma!" And that was that. The network left us and so did the negativity. Now, I consciously keep away from negative thoughts and if it comes to that, even people. And I am not apologetic about it. The thing is, when we let the negativity seep in, it brings in other devils with it, including self-doubt and hopelessness. So I am selfish. I keep the devils at an arm and a half's distance. Sometimes even a few miles. Recently again, I faced some entirely uncalled for online ire. It never ends. The messages and outbursts also got me thinking about a couple of my friends, who in a similar situation would have developed a crack that would have taken a lot of love to mend. I do not exactly levitate a few feet above ground, nor am I beyond feeling hurt, nor am I the most peaceful creature there is. But I do manage to stay mostly positive. Here are a few things that help me keep afloat.

Some will scratch your name in charcoal. In that case, just hope that they use a good font and put you on top of the list. Other than that, let it go. Your dog loves you? Great! The family adores you? Perfect! If no one else, you have yourself. We already agreed on being our own first love, right? It is an uphill task. These eight changes just about scratch the layers of negativity that we allow to settle on our souls, but the scratch is enough to let the sunshine in, let the warmth of positivity radiate, and definitely enough to allow us to smile for no reason at all. So next time someone looks at you sarcastically, passes a snide comment, or whispers behind your back, feel sorry for them because unknown to them, they are letting the devil of negativity grow behind them, ready to engulf them into the folds of its dark shadows. You, on the other hand radiate joy. So congratulate yourself for being positive, for loving yourself, and for being the carrier of an infectious smile. Go on and infect the world.

It is a fairly easy to make gratitude—which goes a long way in generating positivity—a part of our lives. On a friend's suggestion, I recently did an exercise during a workshop with children that can be easily emulated by all of us. Besides, we tend to find the Naga shop-owner or the attendant too busy to even open their mouth and entertain the customers. Forget about throwing a sale pitch. Some Naga shopkeepers will directly quote the price (even without asking) to suggest that 'you cannot afford it' or 'don't waste my time by coming to my shop'. These are the reasons we can't help but forced to go to a non-local shop and helping their business even though we don't really want to do it. Rahul slams Modi for aligning with 'corrupt' SAD MaJItha, January 27 (IanS): Congress Vice President Rahul Gandhi on Friday slammed Prime Minister Narendra Modi for claiming to fight corruption, while aligning with the "corrupt" Shiromani Akali Dal regime in Punjab. He also dispelled the long drawn speculation on who would be the Chief Ministerial candidate for Punjab, and announced that Amarinder Singh would be the one to head the government if the Congress wins. Addressing a political rally here in the Akali stronghold, Gandhi said: "Narendra Modi talks of corruption and religion at various places. But how can he stand with the corrupt Akali Dal leaders and talk of fighting corruption." The Congress leader said: "Modi will come here and say that I fight against corruption and I have done demonetisation. Can you tell me how one who talks about fighting against corruption, can stand with the Akalis?". "Can you tell me how Modi can stand on the same dais with (Deputy Chief Minister) Sukhbir Singh Badal and still talk about fighting corruption," he said.
"Entire Punjab knows that the state has been destroyed by the Akalis and brought to its knees," Gandhi added. Pointing out that Punjab's pride has been hurt, Modi lamented: "I cannot visualise that politics will stoop to such low levels." Fresh avalanches in Jammu & Kashmir, toll over 20 CBSE revises Class X, XII exam time table SrInagar/BanIhal, January 27 (PtI): Several avalanches and landslides hit the JammuSrinagar National Highway today even as the death toll in the series of snow slides that have hit Jammu and Kashmir crossed 20 with the recovery of the bodies of four soldiers. The fresh avalanche in Banihal disrupted the work of the Border Roads Organisation (BRO) that is busy clearing blockades due to snowfall in a bid to restore traffic on the highway
which is closed for the third consecutive day today. In Srinagar, police officials said that bodies of four missing soldiers were recovered from avalanche-hit Gurez sector, taking the death toll in the incident to 14 "Four bodies of soldiers were recovered from the avalanche site by rescue teams in Gurez today. The death toll of army personnel has now risen to 14," a police official said. Two avalanches hit army personnel in Gurez sector on Wednesday evening trapping several sol-
diers under the debris. While seven personnel were rescued alive by the teams, bodies of 10 soldiers were recovered yesterday. Meanwhile, a 60-yearold man died after he came under an avalanche in Uri sector of Baramulla district. Fateh Mohammad Mughal ventured out of his home last evening when he came under an avalanche. Local residents and police pulled Mughal out of the avalanche debris and removed him to a nearby hospital where doctors de-
clared him dead on arrival. More than 20 persons, including 15 army personnel, have died in avalanches since Wednesday caused by fresh snowfall across Jammu and Kashmir over the past four days. Authorities have issued a high danger avalanche warning in hilly parts of snow-bound Kashmir Valley in view of fresh snowfall. Several avalanches have also hit the highway at Shatani Nallah area in Banihal belt of Ramban district today, police officials said.
A number of landslides were also triggered by heavy rains in Banihal-Ramban sector, they said adding the clearance of the snow to make the highway trafficable is being disrupted due to avalanches and landslides in Banihal-Ramban stretch. Efforts are on by BRO with their men and machines to clear the highway of landslides, avalanches and heavy snowfall to make it trafficable, they said. The highway was closed on Wednesday due to heavy snowfall.
nEW DElhI, January 27 (PtI): Addressing students’ concerns about the schedule of some papers, the Central Board of Secondary Education (CBSE) has changed the examination dates of a few subjects of Class X and XII. The dates of three papers of Class X — Tamil language (006), Gurung (132) and National Cadet Corps (076) — have been changed. Also, the schedule of five papers of Class XII —— Theatre studies (078), Tangkhul (193), Physical Education (048), Sociology (039) and Food Service— II (736) —— has been altered. The CBSE had advanced the board exam dates by nine days in the wake of elections in five states. The Tamil language paper has been postponed by eight days, from March 10 to March 18, while that of Gurung language has been advanced
from March 23 to March 10. NCC exam has also been delayed by eight days and it will be held on March 23 instead of March 15. For Class XII, the date of Physical Education paper has been changed from April 10 to April 12 and of Sociology exam from April 12 to April 20. The new date of Theatre Studies paper is April 10 instead of April 20, Tangkhul language exam will be conducted on April 10 and Food Service paper, which was to be held on April 29, will now take place on April 26. Students and their parents had earlier complained there was no sufficient gap in the dates of Biology paper and Joint Entrance Examination 2017, but the CBSE has kept the schedule for Biology exam unchanged. 10,98,420 students will appear for the Class XII board exam, while 16,67,573 candidates will take Class X exam this year.
nEW DElhI, January 27 (PtI): The Supreme Court on Friday refused to entertain a plea seeking either a total ban on slaughter of cattle or the framing of a uniform policy to protect and preserve them from slaughtering and smuggling. A bench comprising Chief Justice of India J.S. Khehar and Justice N.V. Ramana said it cannot direct States to frame law banning slaughter of cattle. Various orders have been passed by the apex court in the past on measures to be adopted to prevent illegal inter-State transportation of cattle, the bench said, while refusing to entertain the PIL petition filed by Delhi resident Vineet Sahai. During the brief hearing, counsel for Sahai referred to inconsistencies in various State laws on slaughter and transportation of cattle. Sahai said that in Tamil Nadu and Andhra Pradesh, the statutes were stringent while in the neighbouring Kerala, slaughter was allowed, which led to illegal inter-State smuggling of cattle. The plea, filed through lawyers S. Usha Reddy and Sarvesh Bisaria, sought
a direction to the Centre to frame “a uniform policy throughout India for protection of cattle and to preserve them for all purpose instead of slaughtering them and exporting the said cattle in market, despite the fact that we have the provisions under the Constitution ...to protect and increase our cattle”. “Some States allow the slaughter of cattle with restrictions like a ‘fit-for-slaughter’ certificate, which may be issued depending on factors like age and gender of cattle, continued economic viability etc. Others completely ban cattle slaughter, while there is no restriction in a few states,” the plea said. It sought “a total ban on slaughtering of milch and draught cattle including calves; or in alternative, issue a writ of mandamus, directing the respondents to frame an uniform policy for banning the slaughtering and preservation of milch and draught cattle which includes calves”. The court, while hearing another PIL petition, had asked the Centre to frame rules to stop illegal inter-State and internation transportation of cattle.

Those challenging the bill, passed by the state assembly on January 23, were contending that it was against the mandate of the Supreme Court judgement which has held that the "sport is inherently cruel" towards animals and this real issue has not been addressed by the lawmakers. The pleas were mentioned for urgent hearing before the apex court which had asked the Board and animal rights activists to file their applications. In their applications, the animal rights group had said that the new law passed by Tamil Nadu Assembly to allow Jallikattu has over-reached the earlier verdict of apex court. Nearly 70 caveats have been filed in the Supreme Court seeking prior hearing if pleas challenging the new legislation allowing Jallikattu in the state come up for consideration.
111 crore on Republic Day, the total savings by the central and state exchequers by deploying it stood at Rs 36,144 crore in two years, IT Minister Ravi Shankar Prasad said here on Friday. The chunk of the savings came from the government's Pahal scheme for cooking gas cylinders where money is deposited directly in the consumers' accounts which are linked with Aadhaar. In 2014-15, the government saved Rs 14,672 crore, and in 2015-16, Rs 6,912 crore on account of Pahal scheme. "Aadhaar generation has crossed the 111+ crore mark. It's a great achievement towards inclusion of everyone into national development fabric. It has come a long way in less than six and a half years of its journey from being a unique identification programme to transform itself into a critical development tool of public-centric good governance and targeted delivery of services, benefits and subsidies," the Minister said. Aadhaar enrolment ecosystem with 135 registrars and 612 enrolment agencies working at 47,192 enrolment stations has been enrolling and updating 7-8 lakh requests per day, Prasad said. "Aadhaar
Russian man jumps to death at Thiruvananthapuram airport thIruvananthaPuraM, January 27 (IanS): Police are trying to unravel the mystery behind the death of a 30-year-old Russian man in the security hold area of Thiruvananthapuram International Airport. The Russian, Dani, had allegedly jumped to his death from the security hold area at around 11.35 p.m. on Thursday. A probe has been ordered into the incident. Speaking to IANS on Friday, Assistant Commissioner of Police Ajith Kumar said: "The CCTV visuals are being summoned and we will have a close look. We did speak to the people who witnessed the incident who said that he scaled the pipes near the security hold area and jumped down." Kumar, who is conducting the probe, also pointed that Dani arrived here from Nepal on January 19 with a friend Alexander, who is also Russian. "According to the information we have, the two later went to an ashram in the outskirts of the capital city. While Dani vacated the ashram yesterday (Thursday), his friend, whom he met in Nepal, is yet to leave the ashram," he said. "We are on the lookout for Alexander so as to get more information on Dani and to see if he had any issues," Kumar added. A senior Air India official told IANS
that Dani was booked on the airline's flight to Mumbai which was scheduled to depart at 8.10 p.m., but got delayed. However, what exactly triggered the incident is not clear yet. Spreading immunisation awareness in rural India Potka, January 27 (IanS): Ganga Das, 19 and pregnant for the first time, was determined enough to get her immunisation done at a Public Heath Centre (PHC) at Juri village of this block in Jharkhand's East Singhbhum district. Married at the age of 17, Ganga's determination was a result of an equally determined effort by Unicef and the "mobilisers" sent out by the state Health Department to spread awareness about routine immunisation (RI) and how it helps protect unborn children, creating their first wall of defence against diseases. Jovial and optimistic, Ganga said that seeing other pregnant women come to the centre also encouraged her to do so. "The RI programme is a boon for us. I have seen it here. I ask other pregnant women in the village to go for immunisation," said
Ganga, who is also pursuing her class 12 studies. "If I get vaccines, I am not just protecting myself -- I am giving my baby some early protection too," Ganga told IANS at the PHC that was packed with women and toddlers who had come for their RIs. The enthusiasm is a result of the continuous awareness drives by Unicef and Jharkhand's Health Department, especially its team of dedicated "mobilisers" who travel to far-flung villages to encourage communities to immunise pregnant women and children. Namita Pal, 25, who came with her one-anda-half-year-old son for vaccination, said she also has a six-year-old who has been protected from diseases thanks to regular vaccination. "After the birth of my first son, I took him to the centre for immunisation.
Mobilisers make us understand the benefits of immunisation and, ultimately, our own benefit. It protected my elder son; so I bring my younger kid here too. To keep kids immune from diseases they have to get vaccines regularly," Namita told IANS. Auxiliary Nurses and Midwives (ANMs) and Anganwadi workers mobilise villagers to bring children or pregnant women to the immunisation camps. Regular immunisation is one of the key interventions for protecting children from avoidable sickness, disability and lifethreatening conditions that are preventable. Rajini Kumari, an ANM of Potka block, said she, along with Anganwadi workers, mobilises villagers, telling them about the benefits of immunisation, about hygiene, the diet kids should have, and ask them to drink boiled water.
"We maintain records of pregnant women and children about their immunisation. RI happens on Thursday and Saturday of every week," she told IANS, while vaccinating children in a room painted with informative pictorials on the benefits of immunisation and the Do's and Don'ts during and after pregnancy. A regular immunisation cycle sees a child receiving BCG (primarily against tuberculosis) and polio vaccine at the time of birth. This is followed by pentavalent vaccine for diphtheria, tetanus, whooping cough, hepatitis B and haemophilus influenza when the newborn is 1.5, 2.5 and 3.5 months old, respectively, along with doses of the polio vaccine, said Sahil Paul, Medical Officer of Potka block. "We moniter the entire immunisation process. We help people to understand
about government facilities and urge them to become a part of it to save their children," Paul told IANS. East Singhbhum Civil Surgeon S.K. Jha said: "We try for maximum immunisation coverage in the area. If there is proper infrastructure like hospitals, doctors, roads and electricity, health care will not be a problem in the country." District Reproductive and Child Health (RCH) officer Maheshwar Prasad, who is responsible for the complete immunisation process, said it can be improved by making people aware at the grassroot level. "Village heads must play a pro-active role to make people aware about benefits of vaccines. The community should be involved. Still, there is some gap and so we all have to work together for the cause," Maheshwar Prasad told IANS.

Red tape chokes off drilling on Native American Reservations FORT BERTHOLD, JanuaRy 27 (REuTERs): When the U.S. oil boom hit North Dakota a decade ago, wells sprang up quickly on the edges of the Fort Berthold Indian Reservation, an expanse of prairie and rolling hills three times larger than Los Angeles. Tribe members here, facing a 40 percent unemployment rate and sending their children to 1950s-era school buildings, were eager to tap some of state’s most promising reserves. But layers of federal regulation - applying only to tribal lands - slowed them down for years, frightened away investors and cost them millions of dollars. “The reservation looked like the hole of a donut,” said Marcus Levings, who was chairman of Mandan, Hidatsa and Arikara (MHA) Nation’s reservation at the time. “Everything around us was moving, and there was nothing in the middle.” Fort Berthold has since caught up to become one of the state’s most productive regions. But the initial delays undermined the MHA Nation’s sense of sovereignty and cost it badly needed revenue - an experience echoed in widespread complaints from other tribes and from energy firms, including some owned by Native Americans. Now, with U.S. President Donald Trump in office and oil prices rising, their frustration is fueling a renewed push to streamline approvals for drilling and mining on Indian reservations. Clearing regulatory hurdles for a single project on tribal lands can take as many as 50 steps, compared to a half dozen for oil wells on private

property. The process can take three times as long to complete, according to tribal leaders, lawyers specializing in Native American issues, oil company executives and federal regulators. Officials at the agency overseeing that process - the U.S. Bureau of Indian Affairs (BIA), a division of the Department of Interior - did not respond to repeated requests for comment. A spokesperson for Trump, who campaigned on a promise to slash energy regulation, declined a request for comment. The stakes are high. Native American reservations cover just 2 percent of the nation’s surface, but by some estimates contain as much as a fifth of all U.S. oil and gas reserves, along with vast coal stockpiles. Some tribes, for environmental or cultural reasons, have shunned the idea of developing these reserves, but many others
want to tap the vast wealth beneath their homelands. A coalition of Native Americans appointed by Trump’s team to guide his Indian policy is researching proposals to make energy development easier on tribal lands - including the controversial idea of transferring them to private ownership. That coalition met privately in Washington last month with tribal representatives and Trump’s team, and the group listed deregulation of energy development on reservations as a high priority, according to a person who attended the meeting. Representatives of the coalition did not respond to requests for comment. Congress, now firmly in Republican control after November’s election, also appears poised to act. The Indian affairs committees in the House
and Senate are planning to reintroduce legislation this year that would streamline Bureau of Indian Affairs approval processes for tribal energy resource agreements, said Senator John Hoeven, a Republican from North Dakota and the new chair of the Senate Indian affairs committee. U.S. Representative Raul Grijalva, a Democrat from Arizona, has opposed previous efforts to relax energy regulations on tribal lands, including a 2015 proposal he argues would have undermined public input before project approvals. That could weaken the legal arguments of residents impacted by environmental damage, he said in an interview. “The regulations are there for the public, including tribal members, to know what the intended and unintended consequences of that project are going to be,” he said.
WAIT, WAIT, WAIT The United States holds title to about 56 million acres of tribal lands, a vestige of the treaties made between 1778 and 1871 to end wars between indigenous Indians and European settlers. The tribes have rights to the land – and the resources under the surface – but they do not own it. On Fort Berthold and other reservations, energy development requires a uniquely large number of easements and environmental permits, all of which must be approved by multiple federal agencies in a process overseen by the Bureau of Indian Affairs. Former North Dakota Democratic Senator Byron Dorgan - who was in office when the shale boom hit his state - said he understood that regulations can preserve Native American culture by keeping tribal lands environmentally sound and off the real estate market. But he also said he recognized them as a bottleneck. “It shouldn’t be a reason for holding up development,” Dorgan told Reuters in an interview. “If ever there was a place in North Dakota that needed this development most, it is on reservations.” A 2015 report by the nonpartisan Government Accountability Office found that the problems went beyond the processes in law and regulations. Poor management by the Bureau of Indians Affairs has hindered energy development and resulted in lost revenue for tribes, the office concluded. One tribe, according to the report, saw permit reviews stretching to as long as eight years and missed out on than
$95 million in revenues it could have earned from royalties, oil and gas severance taxes and tribal permitting fees. The report also found that BIA offices were understaffed and had failed to keep adequate records. Dave Williams, CEO of MHA Nation-chartered energy company Missouri River Resources, said his firm has learned how to work around the regulatory process, but called it frustrating. He said he knows most of the employees at the BIA’s regional office on the reservation in New Town, and tries to prod them to get things done “with a friendly touch.” “It is discouraging because everything gets bureaucratized - just wait, wait, wait - especially if you’re an oil guy, and most of your life you are on time and get things done,” he said. Deregulation could also benefit private oil drillers including Devon Energy Corp, Occidental Petroleum and others that have sought to develop leases on reservations through deals with tribal governments. Those companies did not respond to requests for comment. TRIBAL OPPOSITION, SOLIDARITY A substantial segment of the Native American community continues to oppose energy development on tribal land or would like to see it limited. The Northern Cheyenne in Montana, for example, live atop rich coal reserves but have shunned mining it because they fear it will bring pollution and undermine their way of life. The Standing Rock Sioux Tribe in North Dakota has galvanized the U.S. environmen-
tal movement with its ongoing protests against a pipeline constructed near its reservation. But many tribes that supported the Standing Rock protests were motivated by protecting a tribe’s right to govern itself rather than by opposition to fossil fuel development. Among the tribes backing the protests were the Southern Ute Tribe in Colorado, the Ute Tribe of Utah, the Montana Crow and the Navajo Nation across the Southwest, all of which are pursuing energy development on their own lands. Tribes are also seeking to curtail what they call unjust taxation of energy projects on tribal lands by states in which their reservations are located. For many tribal leaders, the desire for more control over drilling projects is as much about self-determination as money. “We’ve always wanted jurisdiction over our people and our land to the fullest extent possible,” said Jackson Brossy, executive director of the Navajo Nation’s Washington office. Back in Fort Berthold, MHA Nation Councilman Fred Fox said he felt it was time for Washington to hand more responsibility for tribal lands back to the tribes. They should not be managed as U.S.-owned “public lands,” he said, but rather as sovereign Native American nations. “We have ancestors that owned these lands,” he said, looking out over a snow-covered settlement in the White Shield section of the reservation. “Let us collect our own taxes. Let us create economic viability for our people. Let us create the regulatory system.”

Bannon laced into the American press during an interview on Wednesday evening, arguing that news organisations had been “humiliated” by an election outcome few anticipated, and repeatedly describing the media as “the opposition party” of the current administration, The New York Times reported on Thursday. “The media should be embarrassed and humiliated and keep its mouth shut and just listen for a while,” Mr. Bannon said during a telephone call. “I want you to quote this,” Bannon added. “The media here is the opposition party. They don’t understand this country. They still do not understand why Donald Trump is the president of the US.” The scathing assessment - delivered by one of Trump’s most trusted and influential advisers, in the first days of his presidency - comes at a moment of high tension between the news media and the administration, with skirmishes over the size of Trump’s

Israeli police questioned Prime Minister Benjamin Netanyahu on Friday for the third time this month as part of a criminal investigation into abuse of office, Israeli media reported. A police source confirmed the questioning took place but would not provide further details. A Reuters cameraman at Netanyahu’s official residence, where the questioning took place, said investigators were on the scene for three hours. Police confirm they are questioning Netanyahu as a suspect in two criminal cases, one involving gifts given to him and his family by businessmen and the other related to conversations he held with an Israeli publisher. He has denied wrongdoing. If charges are brought, political upheaval in Israel would be likely, with pressure on Netanyahu, 67, to step down after 11 years in office, spread over four terms.

Nuke ‘Doomsday Clock’ ticks closest to midnight in 64 years WasHinGTOn, JanuaRy 27 (REuTERs): Atomic scientists reset their symbolic “Doomsday Clock” to its closest time to midnight in 64 years on Thursday, saying the world was closer to catastrophe due to threats such as nuclear weapons, climate change and Donald Trump’s election as U.S. president. The timepiece, devised by the Chicago-based Bulletin of the Atomic Scientists and displayed on its website, is widely viewed as an indicator of the world’s vulnerability to disaster. Its hands were moved to two minutes and 30 seconds to midnight, from three minutes. “The Doomsday Clock is closer to midnight than it’s ever been in the lifetime of almost everyone in this room,” Lawrence Krauss, the bulletin’s chair, told a news conference in Washington. The clock was last set this close to midnight in 1953, marking the start of the nuclear
arms race between the United States and the Soviet Union. Thursday’s reset was the first since 2015. Krauss, a theoretical physicist, said Trump and Russian counterpart Vladimir Putin carried a large share of the blame for the heightened threat. Nadal edges Dimitrov to set up dream Federer final

MELBOURNE, JaNUaRy 27 (REUtERs): Rafa Nadal had to be at his battling best to outlast Grigor Dimitrov 6-3 5-7 7-6(5) 6-7(4) 6-4 at the Australian Open on Friday and set up a mouth-watering ninth grand slam final meeting with his great rival Roger Federer. The Spaniard looked every inch a 14-times grand slam champion as he slugged it out with his 25-year-old opponent over nearly five hours on Rod Laver Arena to reach his first major final since the 2014 French Open and 21st overall. "Grigor was playing unbelievable, it was a great match," the 30-yearold said. "I think both of us deserve to be in that final, it was a great fight. Finally it was me, I feel lucky and I am very happy for that." With 35-year-old Serena Williams facing her 36-year-old sister Venus in Saturday's women's final and a rested Federer, 35, waiting for Nadal on Sunday, it is the first time in the open era that all four grand slam finalists have been over 30.
Dimitrov, riding high on a 10-match winning streak and seeking his first grand slam final, did his best to keep the twentysomething standard flying into the weekend. "It's never easy to lose a match like that," said Dimitrov, who hit 79 winners. "But it also shows me that I'm on the right path. At least one thing I can say is I left it all out there on court." Nadal missed a large part of the 2016 season because of a wrist injury but proved there was nothing wrong with his fitness as he scrapped to go 2-1 up, sealing the deal with a blistering forehand which Dimitrov parried into the net. DIMaPUR, JaNUaRy 27 (MExN): Nagaland participated and won a bronze medal at the 1st Youth National Boxing Competition held at New Delhi from January 16 to 22. Tenzingtseda Bhutia won the lone bronze medal for the state in the +91-kg category. Bhutia is also selected to attend the prestigious India camp to represent India outside the country. The state youth team comprising of 7 male and 3 female Boxers were led by Boxing Coaches Tsungchetrenla and Ralyaveioo and Team Manager Gaurav Dewan Rai.
Organised by Boxing Federation of India (BFI) for both men and women between the ages of 17 and 18, the championship witnessed over 500 male and female boxers compromising of 30 teams from across the states vying for top honours. Meanwhile, in a bid to push competitors, the BFI introduced prize money for the 80 medalists (both men & women). There were 10 weight categories with each category having 4 winners. The gold medalists were awarded Rs. 20,000; silver – Rs. 12,000; and two bronze medalists were each awarded Rs. 7000.

and semifinals respectively while runner-up Sedevizo overpowered Keduovilie Zumu and Keneikhrielie Yhome. young boy aged 9 years. They had been intensively coached and trained by veteran football players roped in by the MDFA. The coaches were: Lanunukshi, Nungsangyanger, Kora Walling and L Achi.
After weeks of training, the young boys played an exhibition match for ninety minutes, and the MDFA gave away certificates and medals to the participants of the coaching camp. The ‘Tournament Sec-

further disclosed that the MDFA is planning to hold another special football clinic in the month of June, during the school summer break.
