Dimapur, January 28 (mExn): Agri and Allied departments under the banner of ATMA-Dimapur conducted a district level exhibition to create awareness to the farmers and public about the latest technologies and techniques developed in agriculture and allied sectors.

The exhibition, which was conducted during the 66th Republic Day celebration, saw participation from department of Agriculture, Horticulture, Sericulture, Land Resources Development, Veterinary & Animal Husbandry, Fishery, Soil Conservation and KVK, ICAR-Jharnapani.

The DC & Chairman ATMA, Dimapur Wezope Kenya, inaugurated the exhibition. The chief guest visited the ATMA exhibition stall. He expressed appreciation to the agri and allied departments for working tirelessly to uplift the farmers of the district.

MHA summons Tripura, Mizoram officials over repatriation A g A r tA l A / A i z A w l , JAnuAry 28 (iAnS): The union home ministry has summoned Tripura and Mizoram officials to New Delhi Jan 30 to discuss the repatriation of Mizoram's Reang (Bru) refugees, sheltered in northern Tripura for more than 17 years, officials said Wednesday.

"The home ministry has convened a meeting of officials of Tripura and Mizoram in New Delhi Jan 30 to resume the repatriation of tribal refugees to Mizoram," Tripura's Relief and Rehabilitation Department Additional Secretary Karnamani Das told IANS. "The (Tripura) state gov-

ernment has been asking both Mizoram and the union home ministry to repatriate the tribal refugees to their villages in Mizoram. A serious socio-economic problem has cropped up due to the long stay of the refugees in Tripura," said Das, who would represent Tripura in the meeting.

Senior officials of the union home ministry would also attend the meeting.

An official in Aizawl said Mizoram Chief Secretary Lalmalsawma held a meeting with the home department officials Tuesday to finalise the strategy for the New Delhi meeting.

Friday's meeting assumes

significance in view of the Supreme Court directions Jan 16 about the refugees.

The apex court directed the central and the state governments of Mizoram and Tripura to hold consultations within four months to formulate plans to continue repatriation of the refugees to Mizoram from the Tripura relief camps.

"Mizoram Chief Minister Lal Thanhawla while speaking in the meeting of the North Eastern Council Jan 2 in Shillong, proposed that those refugees who refused to return to Mizoram despite concerted efforts, should be settled permanently in Tri-

pura," the official added.

"In the last road map for the repatriation of refugees, only 6,647 tribals had returned to Mizoram from Tripura till November last year," the official quoted the chief minister as saying at the NEC meeting.

About 35,000 Reang tribals, locally called "Bru", are staying in six camps in northern Tripura since October 1997 after they fled their villages in western Mizoram following ethnic troubles after the killing of a Mizo forest official.

The refugee leaders in the relief camps said they were reluctant to return to their

homes unless their genuine demands were met.

"We have submitted a memorandum to a central government team to solve our 10-point demands, including permanent solution to the ethnic problems," refugee leader and Mizoram Bru Displaced People's Forum (MBDPF) general secretary Bruno Mesha told IANS over phone from Kanchanpur, 190 km north of here.

The refugees' demands include economic rehabilitation of the repatriated refugees, adequate security, allotment of land, employment, free ration for two years and

financial assistance of Rs.1.5 lakh per family.

The MBDPF leaders also requested the central government team that till the time they are repatriated to Mizoram, the amount of relief items, including rice, should be increased and their living conditions in makeshift camps should be improved.

Following an order of the Tripura High Court, the union home ministry had last year constituted a seven-member committee headed by Rajiv Gauba, the ministry's additional secretary, to oversee the condition of the refugees in the Tripura camps.

Delhi to have special hostels for NE students

Arunachal MLAs asked to ensure proper implementation of projects nAhArlAgun, JAnuAry 28 (Pti): Arunachal Pradesh Governor Lt Gen (Retd) Nirbhay Sharma today asked MLAs to spend more time in their constituencies to ensure that all state and central projects are implemented properly.

The Governor pointed out that Arunachal Pradesh got the Krishi Karman Commendation Award for increase in growth of food grains, which stands at 3.895 Lakhs MT in 2013-14.

The state had got the award in 2012-13 too. "The state has bagged India's Best Project-2014 award for implementation of skill development and employment generation, Sharma said.

On infrastructure development, he said under

the Prime Minister's Special Economic Package, projects like Itanagar Water Supply and HarmutiNaharlagun Railway line have been completed while works on the TransArunachal Highway, Advanced Landing grounds, 110 MW Pare Hydro Power project and the civil secretariat are progressing satisfactorily.

In the power sector, he said, a comprehensive 132 KV Trans Arunachal Transmission Grid amounting to Rs 3200 crore has been sanctioned recently and work would commence shortly.

Lokayukta Act has been passed and a Lokayukta will be put in place soon, the Governor said.

Following slowdown in the growth of the nation's economy coupled with constraints caused by the cumulative impact of the last five years of the 13th Finance Commission, the state finances witnessed stress and accordingly a string of measures have been put in place to curtail wasteful expenditure, while sustaining the spending on planned activities, he said.

The state government has taken up a challenging task of preparing Arunachal Vision-2030, a broad framework encompassing all areas of governance- the social sectors, economic potential and enabling infrastructure, he said.

Rani Gaidinliu’s birth centenary celebrated luAngkAo (tAmenglong), JAnuAry 28 (mexn): The Birth Centenary Celebration of Rani Gaidinliu was held on January 26 at her birth place in Luangkao Part I under Tousem sub-division in Tamenglong district.

Organized by the Zeliangrong Baudi (Assam, Manipur, Nagaland), over 700 delegates from different places assembled, lighting candles and paying floral tributes at the grave of the freedom fighter, a press release received here informed.

Rani Gaidinliu is a recipient of Tamra Patra, Padma Bhushan, Vivekananda Seva, Birsa Munda Awards, and in whose name the National award “Stree Shakti Puraskar” award was instituted, the release stated. The Indian Coast Guard also launched a vessel christened “Rani Gaidinliu”.

Born to Lothonang Pamei and D. Kachaklonliu Pamei at Luangkao on January 26, 1915, Gaidinliu passed away at the age of 78 on February 17, 1993 at her place of birth. After the execution of Jadonang on August 29, 1931, Gaidinliu became the successor of Jadonang and continued the movement and fiercely fought against the British to drive them out from her land. The Political Agent, Higgins sentenced Gaidinliu to life imprisonment.

However, her followers continued the movement for many years.

Gaidinliu got the prefix “Rani” from Pandit Jawaharlal Nehru in 1937 when the latter visited Shillong Jail and called her with Joan-de-Arch of France, Rani Luxmibai of Jhansi and called her “Daughter of the Hills”.

During the birth centenary celebration, the chief guest gave an account of Gaidinliu and stated, “Her life and mission was a symbol of hope and inspiration to the indigenous people.”

The guest of honour in his address called upon people to study her life and mission.

The ZB (AMN) expressed gratitude to the National Committee for Birth Centenary Celebration of Ranima Gaidinliu (NCBCCR) for their works towards Rani Gaidinliu.

“We are happy to learn that the RSS is reported to have proposed Ranima to confer the Bharat Ratna, the highest civilian award in the country,” the ZB (AMN) stated in the release.

The ZB (AMN) urged the Central Government and Manipur Government to make Rani Gaidinliu’s tomb a national heritage.

It urged the State Government to tarmac the approach road at the earliest so that people from different places can visit the site conveniently. It further appealed to the concerned authority to address and take action on priority basis the grievances faced by the people of Luangkao village like lacking water supply, electrification, repairing schools, and construction of community hall.

The central team visited the refugee camps last year and submitted its report to the Tripura High Court.

The Tripura High Court passed its order June 24 following a petition filed by a lawyer.

The refugees also demanded that they should be given facilities and status like that of Kashmiri Pandits and Tamil refugees and should be allotted land. They also demanded creation of model villages in Reang tribals' inhabited areas, better security and sanitation and education for the tribals in Mizoram.

Anti-leprosy activist since 1948 honoured by Assam

guwAhAti, JAnuAry 28 (iAnS): A 94-year-old social activist, who dedicated his life to fighting leprosy in Assam's Karbi Anglong district since 1948, was Wednesday honoured by the state government.

Gandhian and social activist Janardan Pathak became the first person to be conferred with the "Amal Prabha Das Award for Social Service" for the year 2013.

The award was instituted by the Assam government in 2013 to honour people for their distinguished service to the society.

Pathak was honoured for his service to the nation while following the principles of Mahatma Gandhi.

He has worked for fighting leprosy in Karbi Anglong district (then called the Mikir Hills) since 1948.

The activist Wednesday said he would donate the

award money - Rs.60,000 - to a trust to help poor students of the backward district in the form of scholarships so that they can pursue future studies.

"I met Mahatma Gandhi for the first time on May 25, 1945. I told him I want to work for the society. He asked me to complete my studies first and then go back to the northeast region and meet social reformer Thakkar Bapa, who will show me the path," said Pathak after receiving the award. "Following Gandhiji's instruction, I came back to Assam in 1948. Thakkar Bapa told me to go to the Mikir Hills district, where leprosy was taking a severe toll. I started the Gandhi Seva Kendra in Sariahjan in 1948, and since then I have been running the kendra," he said. Sariahjan is 65 km from Karbi Anglong district headquarters Diphu.

Pathak recalled vividly

the day of Gandhi's assassination -- Jan 30, 1948.

"Gandhiji's assassination was a dark moment for humanity. It changed the course of my life forever. I was shocked to learn about his death and all I could do was pick up a fistful of earth and dedicate my life to the path shown by him. I have never looked back and I have no regrets," he said.

On leprosy, he said: "Leprosy is almost eradicated now. But those days, it was a serious problem.

Patients were treated like untouchables. My colleagues and I had to work hard to remove the stigma about the disease."

he way we pray at the Watchman Team has changed. Our prayers have changed from just praying for our leaders to praying that righteous people will remain in power and remove the corrupt and those with evil intent. We see our political leaders that the people have elected or bribed their way with money are very far from the kingdom of God. We already know about our leaders being so corrupt in hoarding money that belongs to the people but are also into many adulterous relationships with women and young girls.

They can easily stab each other in the back and lie and deceive just to get into power or a ministerial birth. People of Nagaland, it is time to mourn and cry out to God because the very people we have elected are destroying and tearing our fabric of moral society. Proverbs 29:2 ‘When the righteous are in authority, the people rejoice: but when the wicked beareth rule, the people mourn.’

As mentioned by bureaucrats and friends and foes, most of our legislators and people sitting comfortably in their high chairs are boozers and are even instrumental in bringing the deathly poison within our

borders to do many to death either by liver frying or medically called liver cirrhosis, by drunken driving accidents and even plowing into innocent bystanders, drunken brawl, starve a family by the habit, murder under alcohol drinking, etc. God is not pleased. These leaders show no responsibility towards the Naga people. By one man’s action many are being led to hell and that is a real concern.

Most legislators are not here to give good governance but are rather chasing the mighty buck. The Bible says that the love of money is the root of all evil and many are indulging in every evil just to lay hands on the filthy lucre. It is sad to note that the humble people of Nagas count most of our leaders as good Christians just because they dole out to the church and whatever they fancy a little here and there. The amount they give impresses us but it doesn’t impress God. Most of the money is meant for the people and development but we keep quiet because we are a beaten and humbled people and we don’t raise our voice. Neighbouring states have very good roads and are showing progress in a lot of ways. After 50 years of statehood we don’t even know

how to produce enough food for ourselves let alone absolute neglected and terrible roads for most travelling Nagas. Who is to blame? If the Agriculture Minister is busy pocketing cheque after cheque and if this has been going with every minister and every other department the Naga people have been fooled and have been fools for a long time. We heard the last time the opposition member raise his question at the agriculture Minister, he was told by the church leaders to soften his stand. And this is what is wrong, the church has to call evil as evil. The Bible is very clear when it says, ‘woe is unto them that call evil as good’.

The church we have today is very compromised and we are speaking to the Baptist church at large. If the church we have today is in this compromised state, it is so lukewarm like the end time Laodicean church, the Bible says Jesus Christ will spew or vomit out that kind of church. If a member errs or sin greatly before the people, that member needs to be discipline and expel the erring member whether he is a minister, MLA or a Governor or an MP or a student or a GB. It is not about propping up our Sema politician or our Angami or Ao poli-

Discipline or growth training is very much part of Christian ethics if one looks at the way Paul handled the early church. The church membership may get fewer in number but it will be a strong church. Let us elect and pray for church leaders that have the mind of Christ and can take believers down the narrow path that leads to everlasting life and not a broad way that leads to destruction. And so we say to the elected leaders we will not sit on the sideline and watch you sling mud at each other. We will pray that you will do the job as

He is not on a self promoting spree as some detractors seems to be suggesting. He means what he says and does, and he wants people to keep the faith.

Zeliang disclosed that, T.R. Zeliang will try to prevail upon the Union Home Minister to advise the Governor to impose PR and keep assembly in suspended animation instead of conceding defeat to G. Kaito Aye. This source also says that atleast this methodology will save the face for both TR and Dr Shurhozelie, who are already under immense pressure from MLAs holdup in De Oriental Grande in Kohima. But political pundits has say that this might backfire on TR since MLAs won’t like the idea of PR as we all know in Nagaland how elections are won.

Can there be a parachute chief minister in Nagaland?

person who is neither a member of any political party nor a member of legislative assembly still becomes the chief Minister are labelled as Parachute Chief Minister. According to the constitution Any person who have a majority in the assembly can become the chief minister and in case of non legislature being appointed as chief minister, he/she must become a member of the legislative assembly within six months failing which he is liable to forfeit his office.eg (T.N. Singh- U.P1970) - Bhairon Singh Shekhawat (Rajasthan 1977) and Ram NareshYadav (U.P 1977) become the chief minister without being the member of the legislature and completed their office.

Turning to the Nagaland politics, presumably the present political crisis (cage of war) is heading towards the President rule where the destiny of peoples’ mandate lies nowhere but into the dustbin.

Whichever party or faction holds on to power the future is still bleak-especially at this juncture of financial drought.

The symptom of Naga’s financial drought is not about money rather it is about mismanagement and corruption.

The statesmanship leader is the need of the hour, not only to revolutionize our economy

but to root out corruption from all level. Under these circumstances, can Naga’s afford for a parachute Chief minister?

Reason 1. As a compromise for the divorce family (NPF) Reason 2. Revolutionize our state of affairs.

Reason 3. To salvage people’s mandate (If President Rule is imminent) Reason 4. Is President Rule a tool of Modi Govt. Strategy to unilaterally impose a permanent solution to the Naga political problem in the absence of the Legislatures? If so, it will be a disaster for the Naga’s.

Is parachute CM sound too idealist?

Yes!!

Is these impossible?

No!!

Democracy, being the Government by the people,of the people and for the people, If our elected members fail to contour the destiny of the Naga’s than the civil societies should be bold enough to determine its own destiny rather than shouting from the distance.

Appeal to stop “illegal tax” on Dimapur-Imphal taxis Dimapur, January 28 (mExn): The All Nagaland Taxi Association (ANTA), Dimapur unit, has appealed to the deputy commissioner of Dimapur to stop “illegal taxi collection” imposed on interstate taxis plying between Dimapur and Imphal at different check gates.

In a memo dated January 28, addressed to the DC, ANTA Dimapur unit president, Tohozhe Awomi and Action convenor, Atoho Kinny, stated that the Dimapur-Imphal taxis are paying “huge amount of illegal tax at various check gate to Police, Narcotic Cell, Excise department, and different illegal union.”

Stating that the taxation is “hampering” the livelihood of the taxi owners, the drivers and passengers in general, ANTA Dimapur unit urged the administration and police to immediately intervene in stopping the “illegal tax collection” by “various department(s) and illegal union”. The unit cautioned that failure to do so; it will take its own course of action.

Workshop on ground water prospects map of Nagaland Kohima, January 28 (mExn): A one day workshop on “Ground Water Prospects Map of Nagaland” under Rajiv Gandhi National Drinking Water Mission Project under the aegis of Public Health Engineering department, Nagaland and Nagaland Science & Technology Council, department of science & technology will take place on January 30 at PHED Conference Hall, Kohima from 10:30 am onwards.

Many schools and colleges in Nagaland put up ads looking for teachers/ lectures, ads like “wanted Teacher”, “Vacancy” “post vacant” some even more desperate ads like “Teacher wanted immediately.” and “Urgently Teachers wanted.” Close to Hundred or more teachers are urgently and immediately wanted in Nagaland in the beginning of every year. Have you even imagined what this ads might sounds to people like Sundep and Ashok in our story above.

Thousands of graduate and postgraduates in India without job come to Nagaland seeking for teaching and other jobs. There is a great possibility that out of these thousands applicants some of the teachers and even those already teaching in Nagaland may be rapist, murderers etc or in simple words “criminals” escaping arrest for various crimes committed. What better place to escape to than Nagaland where our schools and colleges employ teachers with no safety concern for the

Dimapur, January 28 (mExn): Pheto Music Association (PMA) organised an intensive crash course on sound system management, particularly focusing on sound system operators in the churches, from January 26 to 28 at its office in Padumpukhuri, Dimapur.

A press release from the Association informed that the training was conducted to educate about the basic and technical management

students. As long as the applicants can manage some English and have some teaching experience plus some degree certificate they are good to go.

The million-dollar question is how many of these “WANTED TEACHER” are also “WANTED CRIMINAL”?

It seems almost all parents/guardians in Nagaland are putting their kids in grave danger by putting their kids in a school/college with no idea about the teacher’s background history. Honestly, it is a very scary picture.

We cannot let the education institutions in Nagaland become refuge camps for criminals coming form outside the State who might end up sexually harassing and exploiting our daughters who are innocent and carefree. If I am not wrong, I guess there is not even one school/college in Nagaland, which can say that they have done background check on all their teaching/non teaching staffs.

Parents/guardians if we truly love our children and believe that safety and security of our children is the number one priority then we “must” let the education institutions in Nagaland do their share of homework before we admit our precious children at their institutions. We must compel the education institution in Nagaland to give us three very important documents in written and properly indorsed by the head of education institutions, lets call it “3SD” or the “Three security Documents” .

Document No .1. Document certifying that the school/college have done background check on all their teaching staffs/nonteaching staff.

Document No .2. Document certifying that educa-

tion institutions have verified the “No objection certificate” from the Superintendent of police provided by the teacher from the concern police department is genuine and is not a “photoshoped” certificate.

Document No.3. Document certifying that degree certificate of the teachers as well as the teachers other important documents are original and genuine and that they it has be checked out with the concern college/university/ department etc.

Apart for the above documents, I would like to suggest the following, which I believe can make our education institutions even safer.

1. All school/college should provide “Counselors” preferably theologians. In case some students are sexually or mentally harassed, they can discreetly go and see the counselor and get help. We have no idea how many students especially girls are being sexually abused in school and colleges as well as at teacher’s residence during private tuition time by teachers like Sundep In our story. If only these students has a God fearing Theologian Counselor to go to many sexual offending teachers would have been put behind bars by now. Not all kids have friend like relationship with their parents/Guardians.

Therefore, school/college Counselors must be provided.

2. Advertisement for teaching/non teaching jobs should appear months ahead before school/colleges reopens so that background check and the documents verification provided by the teachers can be done early.

3. School/College Board or Committee should not just “exist” but also demonstrate in action on how they can make

of sound system keeping in mind the problems faced by churches regarding sound system during services.

Sound operators from different churches attended the training, the release informed, adding that most of the trainees were first timers and had less knowledge about sound operating system.

Basic theory was taught on day 1 followed by installation and connection

of system on day 2. On the third day, each trainee was asked to connect and operate the complete equipments practically.

The release further informed that PMA has a plan to start a fully established school of Music and Film Industry to impart technical education to the Naga people, particularly the young and educated youth for employment avenues in the near future.

WANTED TEACHERS: WANTED CRIMINALS

Ashok has been working in Dimapur as a teacher in a private school for the past 12 years. Sundep is a first class postgraduate science student. He just got released form a jail in Bihar after serving 12 years for raping a teenage girl from his hometown. With a criminal background and just realest form prison Sundep has no chance of getting a job in Bihar. Sundep’s friend Ashok has asked Sundep to come and work with him in Dimapur. Ashok Singh over the years has managed to win the full trust of the owner of the school where he works. The owner of the school who is a Naga regards Ashok as his own son. Ashok through the help of his school owner who knows may other school owners/principals has arranged a teaching position for Sundep in a school in Dimapur. Ashok’s school owner has no idea of Sundpe’s criminal background. It is 10:15 am Ashok dials Sundeps number.

Ashok gives Sundep the good new that he has been accepted to teach in a school in Dimapur. Ashok assures Sundep over the phone that his criminal background would be never known. He tells Sundep that out of respect for teachers Schools/colleges in Nagaland do not do any background check on any teachers coming from outside the state. Ashok even names some of his friends who are wanted in other States in India for serious crime they committed but are still working in Dimapur and around Nagaland as teachers. Ashok tells Sundep to catch the first train and come to Dimapur as

their institutions safer and better not just academically but socially too.

I believe a day is coming coming soon when background checks on all teachers/non teaching staff coming form outside/within the State/ within the state would be made compulsory in Nagaland. I dream of a day when all education institution in Nagaland while advertising would have “Background check and certificate authentication done on all teachers” printed on their school/college advertisements. We the public too can help by not employing and renting out our apartments to people without proper background checks.

I am ok with school/colleges in Nagaland employing teachers from outside our State. I hope it is not too much to ask for a teacher who can not only explain, describe, demonstrate and inspires but also teachers with no criminal history. I would not in a million years want my/your precious kid to study under the eyes of a rapist/murderer disguised as a teacher, would you? The thought of it is enough to give any parent/guardian goose bumps. Who knows how many of them are already teaching and who knows how many of them are coming? Who knows who will be his next victim?

he context of the guidelines of the NREGA clearly mentioned that it is "Peoples Act” and more than any other law it is an "Act of the People, By the People, For the People."

However, in severe regard to an unexceptional self styled information of total misinterpretation of the guidelines to the general public as an "Act of Misguidance, By the Department, For the Mismanagement" is an absolute mockery and violations of the guidelines objectives, the guilty which committed demands a through enquiry into the scheme corrupted by the State Department of Rural Development.

100 Manday and 50% VDB fund issue: As per the para 1.1:- The act guarantees at least 100 days wages in a financial year to the rural unskilled labour who has obtain jobcards willing to do manual work.

Under para 1.4:- The state will formulate a rule which should benefit the condition development programme proposed depending on the standard need of the state. Which means the scheme may be privileged with 100 and more days of wages employment not comprising the at least 100 days wages guaranteed by the central govt. through the ministry of rural development on the pretext of unavailability of fund by the state R.D. dept and that the total amount of 100 days wages should be transacted to the VDB account to be implemented by the VDB and monitored by the Gram Panchayats after which the work plan project is submitted with proper consultation for other development purpose of their respective rural village, the Panchayat/VDBs may purpose to participate in 50% of the total provision fund which does not necessarily invites the interference of the state dept. and

the state does not reserve any right to frame any rule of mismanagement against the guidelines of the NREGA Act. Convergence in the NREGA Act para 13. NREGA may converge with other such alike programme and scheme within the parameters of NREGA to benefit the constructions of durable community assets/works permissible under NREGA and intended to create additional employment but does not substitute for resources from other sectors, schemes or department plan funds of different department and agencies.

That madam, the clarification and demand seek by the Aghunaqa GB. Association (AMC) still remains unanswered and unattended because the excuses of the department are rather confusing as it contradicts the entire guidelines of the NREGA act.

However, your esteemed authority on behalf may kindly furnish the following information for the best interest of the general public at large and the mention area in particular:1. Why the 91 days wages for 2013-14 and 98 days wages for 2014-15 in Aghunaqa area still remaining unreleased by the department?

2. Total amount of fund allocated to the Dimapur District in 2013-14 and 2014-15 along with the number of jobcard holders.

3. Total amount of fund allocated under the BDO Aghunaqa area in 2013-14 and 2014-15 along with the number of jobcard holders.

4. Total amount of fund allocated to VDB wise in Aghunaqa area in 2013-14 and 2014-15 along with the number of jobcard holders.

5. Detail report of work plan/ programme under MPLADF and MLADF convergence.

Reminding Ourselves

A

t a time when the entire Nagaland state is witnessing the unfolding crisis and deepening polarization within the Naga People’s Front, we are once again reminded of the inherent relationship between good leadership and good governance. The present crisis has virtually brought the entire state to a standstill. As the leaders without an iota of respect reduce it to one of ‘clash of personalities,’ the majority of the people continue to remain spectators to this theatrical “Game of Thrones.”

In situations such as this, what can the people do? While it is tempting to jump into the vicious bandwagon of accusation and counter-accusation, the public needs to assume the higher ground and demonstrate that politics eventually means exercising the will of the people. And once again, this implies reminding ourselves and the leaders on what leadership means to the people and in relation to their quality of life.

News commentator Walter Lippmann defined leaders as “the custodians of a nation's ideals, the beliefs it cherishes, of its permanent hopes, of the faith which makes a nation out of a mere aggregation of individuals.” For the Naga people this can be translated to reflect people’s expectations for leaders to be grounded and yet visionary and to guide the people by listening to their needs, transcending partisanship, prevailing over differences, setting aside personal interests and working for the common good of the people.

The ability to fulfill these expectations within a praxis is what makes a leader profoundly unique. Indeed, leaders are distinguished by their ability to discern and initiate reflective actions within the context of the common good. However, when leaders are paralyzed by the greed of power they are unable to take the necessary steps needed for the people’s well-being. Invariably, their focus shifts to self-preservation and maintaining the status quo of power over the people rather than progressing towards achieving the vision.

Today, the Naga public needs to discern and question whether the present leaders are the custodians of our ideals, beliefs and hopes. We need to ask our leaders whether they represent the well being of the people or are immobilized by their own self-interest. We are required to ask if their sole purpose has been reduced to self-preservation, rather than taking proactive steps towards realizing our aspirations. It is time for the Naga public to unite and critically question where our leaders are taking us. The present political situation in Nagaland state is a clear indicator that it is time for the public to rise up!

Day 17: Exemplary Leader: Unlike Any Other Thought-Provoking Question: Could God use certain people to play multiple roles and do so in an exemplary manner?

What does God say? Read 1 Samuel 7:7-17 Like the two sons of Eli, Samuel grew up at the temple in Shiloh listening to all the needs and problems of the common people (1 Sam. 2:11, 26). So, he knew his people well.

After the boy Samuel proved himself faithful in the little things, God gave him bigger tasks and made him to wear multiple hats: He was a faithful priest (2:35), an attested prophet (3 :20), a judge/leader over Israel (7:6-17) and a king-maker (10:1; 16:13). In short, Samuel played many different roles and did all of them very well.

At the end of his leadership, Samuel said to the people of Israel: "Here I stand. Testify against me in the presence of the LORD and his anointed. Whose ox have I taken? Whose donkey have I taken? Whom have I cheated? Whom have I oppressed? From whose hand have I accepted a bribe to make me shut my eyes? If I have done any of these, I will make it right" (12:3). Then they replied, "You have not cheated or oppressed us, you have not taken anything from anyone's hand" (12:4).

Knowing full well that other rulers would rise after him and do the exact opposite of his conduct, Samuel issued some warnings: Corrupt rulers would come abusing their political power and take more and more from the people for the benefits of themselves (8:11-17). They would not always live up to God's expected standard of public leaders.

So, the prophet Samuel gave certain requirements for rulers in Israel, which are on a radically different footing from that in surrounding nations. Since any ruler could easily opt for unchecked power and show no accountability to people or God, he must place himself under God and subject himself to His Law (10:25; 12:14-15). That is, he must not become dictatorial or exercise autonomous power but serve as an instrument of the Lord's rule over people.

Okay, so now what?

Many Nagas assume that anyone who knows enough politics is eligible to be a ruler. This is a one-dimensional thinking. Ideally, a ruler must possess multi-dimensional capabilities to lead and govern well, and to resolve problem issues. This calls for rulers who possess wide exposure, in-depth knowledge and high vantage perspectives so as to come up with good decisions. Also, most importantly, they must be persons who have integrity and thus can be trusted. In other words, rulers must be well-rounded to serve multiple roles—as competent administrators, as moral leaders, as educators and as parent figures—for the people.

Prayer: Lord, help me to be found in Your house so I may feel Your heart for Your people and learn to lead them well. Amen.

8 ways to defend against terror nonviolently

O

ne of my most popular courses at Swarthmore College focused on the challenge of how to defend against terrorism, nonviolently. Events now unfolding in France make our course more relevant than ever. (The syllabus was published in “Peace, Justice, and Security Studies: A Curriculum Guide” in 2009.) In fact, the international post-9/11 “war against terror” has been accompanied by increased actual threats of terror almost everywhere.

In the first place, who knew that non-military techniques have, in actual historical cases, reduced the threat of terror?

I gathered for the students eight non-military techniques that have worked for some country or other. The eight comprised the “toolbox” that the students had to work with. We didn’t spend time criticizing military counter-terrorism because we were more interested in alternatives.

Each student chose a country somewhere in the world that is presently threatened by terrorism and, taking the role of a consultant to that country, devised from our nonviolent toolbox a strategy for defense.

It was tough work, and highly stimulating. Most of the students had a ball, and some did brilliant strategizing.

Students especially liked brainstorming synergistic effects — what happens when technique 3 interacts with techniques 2 and 5, for example? At the time I wished we had an additional semester to handle the complexity of making the tools not just additive, but discovering how the whole became more powerful than the sum of the parts.

Some students who assumed that military defense is crucial opened to a bigger perspective. They realized that, given the success some countries have had using just two or three of the tools, there is significant untapped potential: What if countries used all of the tools together, with the resulting synergies?

For me the question arose: Why couldn’t populations rely completely on the nonviolent toolbox for their defense against terror?

What are the eight techniques?

1. Ally-building and the infrastructure of economic development Poverty and terrorism are indirectly linked. Economic development can reduce recruits and gain allies, especially if development is done in a democratic way. The terrorism by Northern Ireland’s Irish Republican Army, for example, was strongly reduced by grassroots, job-creating, economic development.

2. Reducing cultural marginalization As France, Britain and other countries have learned, marginalizing a group within your population is not safe or sensible; terrorists grow under those conditions.

This is also true on a global level. Much marginalizing is unintentional, but it can be reduced. “Freedom of the press,” for example, transforms into “provocation” when it further marginalizes a population that is already one-down, as are Muslims in France. When Anglophone Canada reduced its marginalization, it reduced the threat of terrorism from Quebec.

3. Nonviolent protest/campaigns among the defenders, plus unarmed civilian peacekeeping Terrorism happens in a larger context and is therefore influenced by that context. Some terror campaigns have lapsed because they lost popular support. That’s because terror’s strategic use is often to gain attention, provoke a violent response and win more support in the broader population.

The rise and fall of support for terrorism is in turn influenced by social movements using people power, or nonviolent struggle. The U.S. civil rights movement brilliantly handled the Ku Klux Klan’s threat to activists, most dangerous when there was no effective law enforcement to help. The nonviolent tactics reduced the KKK’s appeal among white segregationists. Since the 1980s, pacifists and others have established an additional, promising tool: intentional and planned unarmed civilian peacekeeping. (Check out Peace Brigades International, for one example.)

4. Pro-conflict education and training Ironically, terror often happens when a population tries to suppress conflicts instead of support-

hen the East African nation of Somalia, once described as a “lawless state”, ratified the Convention on the Rights of the Child (CRC) early this week, it left two countries in splendid isolation from the rest of the world: South Sudan and the United States.

South Sudan? Understandable, say human rights experts, because it was created and joined the United Nations only in July 2011 – and has since taken steps to start the domestic process in ratifying the treaty, probably later this year.

But the United States? Kul Gautam of Nepal, a former U.N. assistant secretary-general and deputy executive director of the U.N. children’s agency UNICEF, told IPS the United States did sign the CRC back in February 1995 when Ambassador Madeline Albright was the U.S. envoy to the United Nations.

But the U.S. government has never submitted the treaty for ratification by the U.S. Senate, he added (where it needs a two-thirds vote for approval).

Asked if there is ever a chance the United States will ratify the treaty, bearing in mind that a conservative, rightwing Republican Party now wields power on Capitol Hill, Gautam said: “With the current composition of the U.S. Congress, there is no chance for its ratification.”

But still held out hope, adding, “Future ratification is not to be ruled out.”

ing their expression. A technique for reducing terror, therefore, is to spread a pro-conflict attitude and the nonviolent skills that support people waging conflict to give full voice to their grievances.

5. Post-terror recovery programs Not all terror can be prevented, any more than all crime can be prevented. Keep in mind that terrorists often have the goal of increasing polarization. Recovery programs can help prevent that polarization, the cycle of hawks on one side “arming” the hawks on the other side. One place we’ve seen this cycle of violence is in the Palestine/Israel struggle.

Recovery programs build resilience, so people don’t go rigid with fear and create self-fulfilling prophecies. The leap forward in trauma counseling is relevant for this technique along with innovative rituals such as those the Norwegians used after the 2011 terrorist massacre there.

6. Police as peace officers: the infrastructure of norms and laws Police work can become far more effective through more community policing and reduction of the social distance between police and the neighborhoods they serve. In some countries this requires reconceptualization of the police from defenders of the property of the dominant group to genuine peace officers; witness the unarmed Icelandic police. Countries like the United States need to join the growing global infrastructure of human rights law reflected in the Land Mines Treaty and International Criminal Court, and accept accountability for their own officials who are probable war criminals.

7. Policy changes and the concept of reckless behavior Governments sometimes make choices that invite — almost beg for — a terrorist response. Political scientist and sometime U.S. Air Force consultant Robert A. Pape showed in 2005 that the United States has repeatedly done this, often by putting troops on someone else’s land. In his recent book “Cutting the Fuse,” he and James K. Feldman give concrete examples of governments reducing the terror threat by ending such reckless behavior. To protect themselves from terror, citizens in all countries need to gain control of their own governments and force them to behave.

8. Negotiation Governments often say “we don’t negotiate with terrorists,” but when they say that they are often lying. Governments have often reduced or eliminated terrorism through negotiation, and negotiation skills continue to grow in sophistication.

Realistic application of non-military defense against terror At the request of a group of U.S. experts on counter-terrorism, I described our Swarthmore work and especially the eight techniques. The experts recognized that each of these tools have indeed been used in real-life situations in one place or another, with some degree of success. They also saw no problem, in principle, in devising a comprehensive strategy that would create synergies among the tools.

The problem they saw was persuading a government to take such a bold, innovative leap.

As an American, I can see the direct contradiction between, on the one hand, my government’s huge effort to convince taxpayers that we desperately need our swollen military and, on the other, a new policy that mobilizes a different kind of power for genuine, human security. I understand that for my country and for some others as well, a living revolution might need to come first.

What I like about having an alternative, non-military defense in our back pocket, though, is that it speaks to the real need of my fellow citizens for security in a dangerous world. Psychologist Abraham Maslow long ago pointed out the fundamental human need for security. Analyzing and criticizing militarism, however brilliantly, doesn’t actually enhance anyone’s security. Imagining an alternative, as my students did, may give people the psychological space they need to put energy into something more life-giving.

Our role at the grassroots The good news is that a number of these eight techniques can be applied by civil society, without waiting for governmental leadership that may never come.

Two are no-brainers: Spread the skills and strategy of nonviolent protest, and teach a pro-conflict attitude.

The Black Lives Matter movement found many white people joining in on black-initiated turf — that’s a concrete example of reducing marginalization, a concept that generates dozens of creative moves by whoever happens to be mainstream (Christian, middle class, etc.). We can also initiate recovery programs after terror has erupted in our midst, as it did during the Boston Marathon.

We’re used to launching campaigns to force the government to give up some of its reckless policies, but we rarely frame our activism that way and show the public that we’re on the side of their safety.

In these and other ways, I recommend to those preparing themselves for survival in an age of climate change and the empire’s decline a holistic and positive approach to the fear that otherwise depresses or paralyzes us. And that might be a good thing.

He said by ratifying the Convention, the government of Somalia is making an investment in the wellbeing of its children, and thus in the future of its society.

“The central message of the Convention is that every child deserves a fair start in life,” said Lake. “What can be more important than that?”

The CRC, which was approved by the U.N. General Assembly in 1989 and came into force in 1990, commemorated its 25th anniversary last year.

Asked about U.S. objections, Meg Gardinier, chair of the Campaign for U.S. Ratification of the CRC, told IPS U.S. opposition to ratifying the Convention is largely centered on two arguments.

First, the CRC will undermine the role of parents in raising their children and, second, the U.S. ratification of international human rights treaties will weaken U.S. sovereignty.

Asked about the chances of future ratification, she said, “We are hopeful that the U.S. will eventually ratify the CRC, but it is a question of when?”

When U.S. President Barack Obama was campaigning in 2008, he said, “It is embarrassing that the U.S. is in the company of Somalia, a lawless land. If I become president, I will review this and other human rights treaties.”

But to date, there has been no “review” of the CRC, an important first step before submitting this to the Senate.

Gardinier said the Campaign for U.S. Ratification led an important effort urging the president to send the CRC to the Senate Foreign Relations Committee.

As a result, executives of some 125 national and global organisations signed onto a letter to President Obama pressing this request.

This includes a diverse group of U.S. organisations, including the American Academy of Pediatrics, American Bar Association, Child Welfare League of America, Covenant House, Evangelical Lutheran Church of America, and United Methodist Church – all of them supporting U.S. ratification of the CRC. Ironically, the United States was a leading contributor to the drafting of the treaty and in fact shaped a significant number of provisions.

In total, the United States initiated seven articles, including Article 10 (family reunification), Articles 14 (freedom of religion), 16 (right to privacy), 19 (protection from abuse) 13 (freedom of expression), 15 (freedom of association and assembly) and 25 (review of placement.)

The provisions contained in the CRC are largely consistent with U.S. law, while additional provisions would be implemented through federal and state legislation in a manner and timeframe determined by the U.S. legislative process.

“The U.S. cannot credibly encourage other nations to embrace human rights for children if it fails to embrace these norms,” Gardinier told IPS. “It is the Campaign’s conviction that the CRC protects children, preserves and strengthens families and is unquestionably improving the lives of children,” she declared.

Contrary to U.S. misgivings, the Convention strongly defends the need for families and the importance of parents, say human rights experts.

The treaty underscores that a strong family is crucial for children and for societies and there is ample language throughout the CRC to support the responsibilities, rights and duties of parents.

In fact, 19 articles of the CRC explicitly recognise the importance of parents and family in the lives of children.

The rights for children in the CRC mirror both the U.S. Constitution and the Bill of Rights, at the insistence of the two former administrations – under President Ronald Reagan and George H.W. Bush Administrations – that worked on this treaty.

“They are not meant to set children against parents,” said Gardinier.

ne wonders why Russia hasn’t become one of the richest nations in the world. After all, the size of its land area is much bigger any other nation. The land is blessed with rich natural resources. Some of its mineral resources are aluminum, copper, gold, iron ore, nickel, diamond, phosphate rock, coal, natural gas, petroleum, uranium, etc. Also, in terms of human resource, Russian citizens are well-educated and hard-working.

y almost any measure, the world is better than it has ever been,” Bill Gates wrote last year. His sunny outlook might reflect his own good fortune as the world’s richest man but, despite the economic crisis, neoliberal institutions and organisations that represent workers have similar sentiments. Do they reflect reality, or echo the thoughts of the mega-rich?

Philosopher Michel Foucault explains that though discourses describe the world, they are inscribed with power relations, and contribute to the reproduction of that world for the benefit of the powerful when those without power use the language of the powerful and identify with their objectives.

Advocates of neoliberalism, from the World Bank to the media, have spent three decades generating a discourse about the poverty-reducing benefits of global capitalism, lately identifying a rapidly expanding middle class — and the developmental hopes that may bring. The power of neoliberal institutions makes it unsurprising that their discourse shapes the way other organisations think. Even so, it’s disappointing that the International Labour Organisation (ILO), representing the interests of the working class, has taken up this discourse, which is an attempt to obscure the real class relations in contemporary capitalism and to divide the working class: it is a tacit admission that being working class in the developing world means being poor.

In a recent paper, the ILO classifies the developing world middle class (DWMC) as earning between $4 and $13 a day, claims that in 2011 over 40% of workers were middle class and above, and predicts the figure will rise to over 50% by 2017. The definition of the DWMC follows the approach of Martin Ravallion, one of the World Bank’s economists and proponents of neoliberalism, 2010. ]]. He places the DWMC at between $2 and $13 a day, just above the poverty line. He made his name in the 1990s by formulating the World Bank’s poverty line — $1 a day — which the UN uses to measure trends in poverty: it is committed to reducing this under the Millennium Development Goals.

The poverty line is a conservative exercise in discourse construction. The New Economics Foundation calculates that “between one in six and one in twelve of all children in households at ... the $1 a day poverty line ... die before their fifth birthday”. But this figure minimises poverty under global capitalism. There are better estimates, $3 to $5 to $10 a day, that give a different picture with far larger percentages living in poverty. The World Bank and UN lines are extremely and unrealistically low. So is the Ravallion-ILO starting point for the DWMC, which defines class according to individual or family income, and is an absolute definition of classes, as aggregates of individuals within the same income band, ignoring relations between classes. This complements neoliberal discourse, presenting the class structure as a hierarchy that can be ascended through hard work and increased income. It obscures relations between classes, and how poverty relates to wealth.

According to the ILO, key DWMC characteristics include smaller and healthier families with better access to electricity, running water and sanitation; higher spending on medical care and education;

t just got slightly less difficult to be a clean Chinese official. State media reported on Jan. 20 that Chinese civil servants had received their first pay raise in ten years, a move that includes a 60 percent bump for President Xi Jinping and the six men who serve with him on the all-powerful Politburo Standing Committee. The state-run China Daily said that Xi, who had been making $1,130, will now make about $1,833 per month. Salaries for the lowest level civil servants went from $101 per month to $213 per month. The paper added the move came “after government officials had been leaving their jobs because of low pay,” though it didn’t provide any figures for the alleged exodus. The average monthly wage in Beijing, where Xi serves, was $930 in 2013.

On social media, most seemed to think the raises were long overdue, although many questioned how meaningful the official salary numbers are since they are supplemented by perks, bonuses, and an enormous shadow economy based on graft. Popular Beijing-based blogger and commentator Wuyue Sanren asked his 1.2 million followers on micro-blogging platform Weibo if they could explain to him how so many lowpaid civil servants managed to acquire cars and homes. “Maybe I didn’t see the civil servants who are out doing some part-time begging?” he asked. One Beijing entrepreneur wrote on Weibo that he was astounded more government workers weren’t leaving such poorly remunerated jobs. “My dad can raise a pig for a year and get $1,611 for it,” he wrote.

The move was widely seen as an attempt to reduce the appeal of bribery by giving government employees a more livable wage. (The same rationale

Why, then, are the common people in Russia still living in poverty? Perhaps the main reasons are as follows: and greater access to bank credit and health and life insurance. The ILO hopes that an expanding DWMC will contribute to higher rates of economic growth and poverty reduction, entrepreneurial values, and demands for more democratic societies. It does not consider middle class support for military coups and dictatorships in Brazil, Chile and Argentina in the 1960s and 1970s, nor current middle class attempts to undermine the democratically elected government of Venezuela. Nor does it mention middle class support for the current military-led counterrevolution in Egypt. In these cases, the middle class felt undermined by workers’ gains, and responded by supporting military offensives against workers’ organisations.

Work does not pay Supporters of neoliberalism emphasise the virtue of work as a path out of poverty. What the DWMC discourse reveals, however, is that they equate poverty with being working class. It also reveals their contempt for the poor.

In many pre-modern societies labouring to survive was a mark of inferiority. In ancient Greece, labour was incompatible with citizenship: “to labour meant to be enslaved by necessity”. But since the emergence of capitalism, work has been held out as the salvation of the poor. Without irony, Britain’s work and pensions minister Iain Duncan Smith argues that “work actually sets you free”. Yet the fundamental class division across capitalist societies is between those who own and control wealth (including social wealth) and can live off its returns, and those who must sell their labour to survive.

There are divisions between and within social classes. In Britain, the well organised National Union of Rail, Maritime and Transport Workers (RMT) has, through strike action, been able to raise the incomes of some London Underground train drivers to up to £50,000 a year. This contrasts with immigrant cleaners who barely earn a living wage. Yet the drivers are as much a part of the working class as the cleaners: they both sell their labour.

Recent research on the DWMC confirms the relational approach to class. Economists at the Massachusetts Institute of Technology, Abhijit Banerjee and Esther Duflo, note that the DWMC’s defining characteristic is a steady, waged job: Indian middle class families’ signs of affluence are to have a metal roof and send their children to secondary school.

BBC journalist Paul Mason writes that being part of the DWMC “means often living in a chaotic megacity, cheek-by-jowl with abject poverty and crime, crowding on to makeshift public transport systems and seeing your income leach away into the pockets of all kinds of corrupt officials”. Cambodian workers who in 2013 earned a $75 a month minimum wage are middle class, according to Ravallion, but the Asian Floor Wage Alliance calculates that a living wage — enough to provide for a family’s basic needs — is $283 a month, almost four times the minimum wage. Only according to neoliberal ideology does earning $75 a month make you middle class.

Before neoliberalism, the DWMC would have been described as working class, albeit members who are less poor because they work longer hours for regular wages. On examination, the DWMC discourse reveals how neoliberalism is based on downward mobility, where previously working class jobs are now considered the preserve of the middle class.

Divide and rule After the second world war, states in advanced and developing worlds instituted compromises between capitalist and working classes. In advanced economies, these meant commitments to full employment and rising wages. In developing economies, states attempted development through establishing industries and generating new working classes. Since the economic crises of the 1970s, neoliberal policies have tried to dismantle these compromises and all concessions made by states and firms to workers. The rate of exploitation of labour has been raised by creating a global working class that competes ever more intensely against itself.

Neoliberal exploitation strategies are pursued through demobilising trade unions to reduce their ability to represent labour; outsourcing production via networks that span the world to exploit cheap labour; gendering work where women are paid less than men; dismantling welfare such as health provision and education so that workers must depend on the market; driving down wages and intensifying work to create a workforce that needs more (badly paid) work to survive; imposing precarious contracts; and maintaining large surplus populations that cannot find work to increase pressure on workers to accept worse pay and conditions.

Rural populations have been dispossessed of their land, and have migrated to what Mike Davis calls the planet of slums. Under these conditions, the global working class has expanded from around 1 billion in 1980 to over 3 billion today, its expansion carefully managed by global neoliberal institutions. One study illustrates how workers in countries that implemented IMF stabilisation agreements were 60% less likely to be in a trade union after the programme. The global working class is now highly fragmented along lines of race, gender, occupation, contract, stability and pay rates. Those slightly less precarious and poor are now labelled DWMC. The discourse appeals to this class to think in terms of individual advancement, rather than building solidarity with other workers. But there are admissions that the DWMC is vulnerable: as Ravallion notes, “Many of those who recently joined the middle class could easily fall back into poverty”.

When global elites speak of harnessing the opportunities of the market they mean the ability of capital to exploit the working class. Oxfam recently reported that the richest 85 people own as much wealth as the bottom 50% of the world’s population, and describes the elite as engaged in a power grab. Working class organisations have to see through the discourse, with its promises of slight betterment for a few, and promote a counter-discourse and practice of solidarity.

The Berlin-based anti-corruption watchdog Transparency International argued in an Oct. 2014 report that pilot programs already requiring officials in part of south China’s Guangdong province to publicly register the houses they own should be expanded nationwide. This would make it much easier to “track officials’ accumulation of assets and check if the salaries they earn are commensurate with their declared wealth,” the report said.

Other netizens, like novelist Tian You, expressed frustration that the move was made with no apparent public consultation. Tian wrote on Weibo that raises for civil servants in some other countries would have been subject to open debate and Congressional approval. “China’s different,” he wrote. “The government releases a document and immediately the civil servants get a raise.” The power of the government to pay itself more seemed to irk many. A news piece about the details of the new scheme on the Sohu news website quickly garnered more than 8,000 comments. The most up-voted response asked when the government was planning to make life more affordable for regular folks. “Even with a civil service staff that is so enormous, they are able to say they will boost salaries and it’s done like that; but what about us ordinary people?”

If Xi’s public pronouncements are any indication, salary has been much on his mind in recent months. In October 2014, Xi delivered a warning to state-owned enterprises about “unreasonably high” compensation for executives. On Jan. 18, the People’s Liberation Army Daily, China’s military mouthpiece, quoted Xi cautioning soldiers that their only acceptable income was their salary. He warned them

against taking any earnings from activities in the “grey economy,” a euphemism in this case for graft. In the context of those comments, Xi’s self-granted pay raise risks looking unseemly.

Far from downplaying the news, state media has spilled a good bit of ink over Xi’s salary in recent days. Papers like the China Daily focused on his pay hike as the lead example in their coverage of civil servant raises. Another news item making the rounds: a piece looking at Xi’s salary from 1979 just after he graduated from prestigious Tsinghua University in Beijing. Back then, he made what’s now the equivalent of about $8 per month, which would have bought him 64 pounds of pork in 1979 or 2,293 pounds of cabbage (if for some reason, he’d spent the entire amount on one item). State-run publications likely realize that citizens can only get so indignant about an official income still lower than many Chinese corporate middle managers. But they dodged other, touchier subjects, like how Xi could reportedly have sent his daughter to Harvard on his scant earnings?

The New York Times, which has exhaustively documented the family wealth of China’s leader wealth at its own peril, noted that while Xi’s salary may be modest, he has access, via his relatives, to some impressive real estate in Beijing.

“When he’s not cooling his heels at the Zhongnanhai leadership compound in central Beijing, he can spend the night at the Xi family home, a grand traditional walled compound in the fashionable Nanlouguxiang neighborhood,” it said. It added that Xi “might find a better deal” at the Guanyuan apartment complex, a posh development whose investors include Xi’s older sister and brother-in-law.

1. Communism benefited the ruling class, not the poor people. Earlier even the poor Russians enjoyed private property rights, but this was taken away when V. I. Lenin and his Communist Party staged a revolution and took over the Russian Empire in 1917.

Since then (and until 1992), the communist state prohibited the ownership of private properties; however in reality, the ruling class at the top certainly had the functional equivalents of private property, since they directed how state-owned property could be used, often to their own benefit. Hence, these government officials, who were part of the old regime, resisted change and wanted to protect those firms and their workers they helped to develop.

But as for the common people, they were denied private ownership and were deprived of many monetary and nonmonetary privileges. Sadly, this has been the fate of the poor people under the communist system.

2. When the government stepped in, competition stepped out. Under communism, the government not only owned nearly every business but also decided what goods to produce, how to produce them, and who would receive them.

Government employees managed factories and stores.

Their pay depended on producing the quantity of output specified in the government’s economic plan, rather than to satisfy the wants of consumers. So there was little need for competition from either domestic or foreign firms. They had no incentive to adopt innovative methods of doing things such as discovering new, better, and lower-cost ways to produce goods. In short, when the government took over businesses, competition and entrepreneurial spirit were snuffed out. And this lasted for more than seven decades.

To put it another way, it was not until 1986 that some semblance of formal entrepreneurship was allowed.

3. Russia has a very strong workforce but lacks technological change. The government seems stuck focusing just on labor, capital, and natural resources to grow the economy. It has failed to introduce adequate technological change in the market place. By technological change, I mean an increase in the quantity of output that firms can produce by using new machinery, equipment, or software. For example, replacing an old copy machine that prints outonly 10 copies per minute with a new machine that produces 20 copies per minute.

Or sometimes technological change may be in the form of a firm’s manager rearranging a factory floor or the layout of a retail store, which makes workers waste less time walking back and forth, thereby increasing production and sales. In other words, Russia still doesn’t seem to realize that technological change is a key to sustainable economic growth.

That’s why the country is lagging far behind other developed countries in production and thus in economic growth.

4. The elite class has taken advantage of recent economic reforms. Having realized that the Soviet economy under the communist system was in very bad condition, Mikhail Gorbachev tried his hand at democratizing the country’s political system and decentralizing its economy. But all his reform efforts came too late and too slow. By 1991Soviet’s economy had gone into complete collapse and this led to the eventual breakup of the Soviet Union as well.

In 1992, Boris Yeltsin moved the country from a statecontrolled economy to a market-oriented economy. He suddenly privatized some 225,000 state-owned businesses. But he made two big mistakes. First, he put some young economists, who lacked decision-making experience in free market economy, to implement his reforms. Second,the shares from the state-owned firms began to be distributed among elite individuals and powerful groups---that is, the ownership of many key production facilities went to the ruling class. This had made some 100 individuals to become billionaires overnight in the 1990s. So, the central planning was almost immediately replaced by oligarchic capitalism. And this triggered another economic crisis in 1998.

5. In recent years President Vladimir Putin seemsto be more concern about staying in power than growing the economy.In the early years as President, Mr. Putin pushed some key reforms: keeping many oligarchs to stay out of politics, consolidating banks, cutting red tape required to start businesses, reducing income tax rates to just 13 percent, welcoming outside investors. All these initiatives stimulated the country’s economy again in the early- to mid 2000s. But now, as Mr. Putin has begun to focus more on territorial expansion and power politics, the country’s economy is sliding back. It is now struggling to generate economic growth and falling behind its peers in the race to catch up with the West.

As a matter of fact, Russia is currently facing a recession under a combined blow of Western sanctions over Ukraine and slumping prices for oil, its main cash earner. Or perhaps Mr. Putin is running out of ideas on how to take the country to the next level of economic development.

What lessons can we learn from Russia’s experiment on economy?

Like Russia, our Naga homeland is endowed with rich natural resources. Knowing this fact, our politicians are eager to exploit these resources. But the question is: Do we have the right structures and laws in place to check exploitative tendencies or to contain its destructive effects? If not, then yes, right now we could make a few individualsvery rich, but cause many others to suffer the consequences of air pollution, water contamination, and land devastation afterwards.

Then, we would do well to remember that the right solution to a nation’s economic problem is neither communism nor oligarchic capitalism, in which the bulk of the power and wealth is held by a small group of individuals.

Finally, we must realize that a leader who is too hungry for power will have less concern for the economic development of other people.

Allahabad HC commutes death term of Nithari killer LuckNow, JANuARy 28 (IANS): The Allahabad High Court Wednesday commuted the death sentence of Nithari killing convict Surinder Koli to life imprisonment. A bench of Chief Justice D.Y. Chandrachud and Justice P.K.S. Baghel passed the order after hearing a petition filed by Peoples Union for Democratic Rights.

Uttar Pradesh Advocate General Vijay Bahadur Singh and state counsel Akhilesh Singh opposed the petition to commute Koli’s death sentence. Koli was convicted for the murder of Rimpa Haldar, who went missing in Noida in December 2006.

The petitioner has alleged that there was considerable delay in disposing of Koli’s mercy petition by the president of India and hence the capital punishment be commuted to life term.

Many children went missing from Noida’s Nithari village in 2005. In December that year, police raided the bungalow of Moninder Singh Pandher and arrested him and his domestic help Koli after some skeletons were recovered from the backyard of the bungalow and in a nearby drain.

The state government has recommended a CBI probe into the case. In July 2014, Pranab Mukherjee refused to entertain his mercy petition after which judicial process for his execution started.

The high court, however, put on hold Koli’s hanging after human rights activists filed a petition before it to commute his death sentence.

Wage code to replace all related laws NEw DELHI, JANuARy 28 (AGENcIES): The government plans to introduce a “wage code,” that will replace Central laws pertaining to wage related matters and cover both the organised and the unorganised sectors. Though the government had invited comments in July last year on the draft Minimum Wages (Amendment) Bill, 2013, which included setting a national minimum wage floor, the new “wage code” once finalised will subsume key laws, including the Minimum Wages Act 1948 and the proposed amendment.

“The wage code will set basic provisions related to payment of wages and bonuses. Once this is finalised, the Minimum Wages Act, 1948, the Payment of Bonus Act, 1965, and the Equal Remuneration Act, 1976, will no longer be in place. The aim is to reduce the number of laws employers have to comply with,” a senior government official said. The details of the code were still being worked out.

The United Progressive Alliance (UPA) in 2012 as well as the NDA government last year had proposed a statutory National Floor Level Minimum Wage (NFLMW) which will make it binding for all State governments to pay the minimum wages specified for various economic activities.

The National Minimum Wages Act, 1948, lays down minimum wages for 45 listed economic activities. But since labour is a subject in the concurrent list, States can decide minimum wages for more than 1,600 economic activities. Wages paid to workers is frequently less than the specified rates. The Equal Remuneration Act, 1976 provides for equal wages for women and men workers for the same work.

The NFLMW was based on the 1991 recommendations of the National Commission on Rural Labour.

‘Eight Vidarbha farmers have committed suicide’ NAGPuR, JANuARy 28 (IANS): At least eight debtridden farmers in Maharashtra’s Vidarbha region ended their lives in the past four days, including four who committed suicide Wednesday, an activist said.

“The bodies of two farmers were brought early today (Wednesday) from Bodadi and Sonegaon villages of Yavatmal district. As the autopsy was being carried out, two more bodies were received at the V.N. Government Medical College -- all within a couple of hours,” Vidarbha Jan Andolan Samiti (VJAS) president Kishore Tiwari told IANS. Tiwari said four farmers committed suicide earlier this week - two each Jan 25 and Jan 27 - in different parts of Vidarbha.

“We have no information if anyone committed suicide on Republic Day (Jan 26) as it was a public holiday, and the government was busy with celebrations,” Tiwari said. He attributed the spate of suicides in Vidarbha and other farmlands of Maharashtra to the sudden fall in prices of cotton and pulses.

Claiming that 62 farmers have ended their lives since Jan 1, Tiwari said 2015 could create a new record after 2013 when Maharashtra topped the National Crime Records Bureau figure for maximum farmland suicides at 3,146.

NEw DELHI, JANuARy 28 (IANS): Delhi Police Wednesday questioned former Samajwadi Party leader Amar Singh as part of its probe into the murder of Sunanda Pushkar, wife of Congress MP Shashi Tharoor.

Amar Singh was questioned at south Delhi’s Vasant Vihar police station for about two hours.

Amar Singh told media that he was questioned by the Special Investigating Team (SIT) of Delhi Police for about two hours following his earlier statement.

“When the SIT team of Delhi Police came to know that Sunanda had talked to me a few days before her death, they asked me to know the sequence of my talk with her,” he said.

After the Sunanda’s death, Amar Singh had told media that she was a brave woman and could not commit suicide. “If someone has murdered Sunanda, he should be caught,” he said.

“I am not against (Sundanda’s husband and Congress MP) Shashi Tharoor. Tharoor and Sunanda both were affectionate to me. I just want the truth to come out,” he said. “Sunanda was my best friend. I have told the police what the truth I knew about her,” Amar Singh said, adding he did not want to

No urgency to intervene in Sunanda death probe: HC NEw DELHI, JANuARy 28 (IANS): The Delhi High Court Wednesday refused urgent hearing of a plea seeking its intervention in the ongoing investigation of the mysterious death of Sunanda Pushkar, the wife of Congress MP Shashi Tharoor.

A division bench of Justice B.D. Ahmed and Justice Sanjeev Sachdeva said let the matter come before the Chief Justice next Wednesday. The bench comprising Delhi High Court’s Chief Justice G.Rohini did not assemble Wednesday.

The Public Interest Litigation (PIL), filed by NGO Anti Corruption Front, said as the investigating agency was biased in probing the case, there was no positive and constructive development in the case.

In such a situation, there was cause and reason for the interference of the court into the ondisclose his police questioning in public.

Sources said the SIT questioned Amar Singh over several points related to Sunanda and asked him about the IPL (Indian Premiere League) angle as well. Amar Singh had recently told the media that Sunanda was depressed over the IPL fiasco, the led to the removal of the Kerala

NEw DELHI, JANuARy 28 (PTI): Time has come for courts to deal firmly with women filing false rape complaints as they are tormentors warranting punishment, a Delhi court has said. False rape cases makes the crime graph shoot up, play havoc with the crime statistics and tend to trivialize the offence of rape and, “no sooner that the news of a person having been accused of rape spreads in the society, he is looked down upon by all and sundry,” it observed.

While the act of rape causes intense emotional distress and immense humiliation to the victim, at the same time one cannot lose sight of the fact that false implication in a rape case causes equal humiliation, disgrace and mental agony to the accused, the court further said.

“He (rape accused) as well as his family is ostracised from the mainstream. He is humiliated and ridiculed everywhere.

Even his honourable acquittal by the court is not taken note of and does little to salvage his lost honour and dignity. He has to live with the trauma of having been a rape

accused throughout his life,” Additional sessions judge Virender Bhat said.

The court made the remarks while directing lodging of a complaint against a woman who had registered a false rape case against a Delhi businessman at the behest of someone who wanted to settle scores with him. The court acquitted the businessman and said, “based upon the evidence led by the parties, it is manifest that the prosecutrix has lodged a false complaint of rape against the accused at the behest of somebody else, who wanted to settle scores with the accused and used prosecutrix as a pawn.”

It said, “this case is a classic example of how men are being falsely implicated in rape cases to settle personal scores with them. This is a perfect illustration of total misuse of rape laws.” “Time has come when the courts should deal firmly with the women filing false complaints of rape. Preamble photo puts Modi-government in a fix NEw DELHI/MuMbAI, JANuARy 28 (IANS): An uproar erupted Wednesday over a Republic Day government advertisement featuring the preamble of the Constitution sans the words “secular” and “socialist”. But Shiv Sena suggested the words be removed permanently.

While the opposition Congress party asked the government to apologies, the Bharatiya Janata Party (BJP)-led government defended itself, saying the picture of the original preamble in the advertisement was as it came into force Jan 26, 1950, two months after being adopted by the Constituent Assembly Nov 26, 1949.

Shiv Sena leader Sanjay Raut, however, welcomed the exclusion of the two words from the 66th Republic Day advertisement issued by the Ministry of Information and Broadcasting.

Minister of State for Information and Broadcasting Rajyavardhan Singh Rathore, however, clarified that the original preamble of the Constitution did not have the words “socialist” and “secular”.

The minister said a picture of the original preamble was used for the advertisement to “honour” it.

He also tweeted pictures of the original preamble and after the 42nd Amendment, which added the words “secular” and “socialist” to it.

“This is the original pre-

amble. The words ‘Socialist’ and ‘Secular’ were added in 1976,” he added.

“Let me assure you, we are celebrating the 66th Republic Day, that is, we are celebrating an anniversary of the preamble that was made way back then,” Rathore told reporters.

“The photograph that we have put is of the first preamble that our great leaders had made at that point of time,” Rathore said.

Sudheendra Kulkarni, who was a part of former prime minister Atal Bihari Vajpayee’s office, meanwhile, said that removing the words will be insulting Vajpayee’s legacy.

“BJP founder-president Bharat Ratna Vajpayee wanted secularism and socialism to be in the party’s constitution. Their removal means disowning ABV (Atal Bihari Vajpayee),” he tweeted.

The advertisements, published in newspapers across the country to commemorate the 66th Republic Day celebrations, quotes the Preamble as: “We, the people of India, having solemnly resolved to constitute India into a SOVEREIGN DEMOCRATIC REPUBLIC.” The preamble as it stands at present says: “WE, THE PEOPLE OF INDIA, having solemnly resolved to constitute India into a SOVEREIGN SOCIALIST SECULAR DEMOCRATIC REPUBLIC and to secure all its citizens.”

“I don’t want to go into these things. Ask me about other things, ask me about the country. An Arvind or a Kiran is not important,” he said.

Questioned whether he was angry with them for entering politics against his advice, Hazare said, “No, no. The question of getting angry arises when you have expectations that are not fulfilled. I don’t have any expectations from anybody, so where is the question of anger?”

He also refused to hazard a guess about who - Kejriwal or Bedi - will emerge

triumphant in the polls.

“I don’t know. Ask them,” he retorted when persistently questioned about his views on Delhi elections and asked, “Why are you pushing me into the cesspool?”

Hazare said no change can be brought through party politics and that there was no mention of politics in the Indian Constitution.

“No change can be brought through party politics. The Constitution also does not mention politics. It says any Indian citizen can contest elections. When 543 good indi-

viduals win and choose the Speaker of Lok Sabha and the Prime Minister and run the country, change will come,” he said.

Hazare, however, acknowledged that the task was daunting and will take long to achieve.

“It will take 10-12-15 years. When people will awaken and reject party politics and choose 543 good people as their representatives, then true democracy will come. People made sacrifices for independence but there has not been any struggle for democracy,” he said.

Dalit IAS officer explores law to preach christianity cHENNAI, JANuARy 28 (IANS): Senior Indian Administrative Service (IAS) officer C. Umashankar is looking at legal options to challenge a government directive forbidding him from preaching Christianity. “I am looking at legal options. I have to discuss with my lawyers first,” Umashankar told IANS Wednesday.

According to him, the government’s directive suppresses his constitutional right to speech and freedom to practice and preach religion. The Tamil Nadu government recently ordered Umashankar to stop addressing meetings where he preaches Christianity, as it would result in communal disharmony and disturb the public order.

The government warned him of disciplinary action if he failed to abide by its directive. Umashankar said he has stopped addressing meetings following the government directive. Questions are also being raised by Dalit organisations as to whether Umashankar, a Dalit, has converted to Christianity and, if so, when and where.

A mother’s plea to Japan’s leader: Please save Kenji

TOKYO, JanuarY 28 (aP): The mother of a Japanese hostage held by Islamic State group extremists appealed publicly Wednesday to Japan’s leader to save her son after his captors purportedly issued what they said was a final death threat.

Junko Ishido, mother of journalist Kenji Goto, read to reporters her plea to Prime Minister Shinzo Abe, which she said she sent after both Abe and the main government spokesmen declined to meet with her because their schedules were full.

“Please save Kenji’s life,” Ishido said, begging Abe to work with the Jordanian government until the very end to try to save Goto.

“Kenji has only a little time left,” she said.

The effort to free Goto and Jordanian pilot Lt. Mu’ath al-Kaseasbeh gained urgency with the release of an apparent ultimatum late Tuesday from the Islamic State group.

In the message, the extremists say the two hostages will be killed within 24 hours — late Wednesday night Japan time — unless Jordan frees Sajida alRishawi, an Iraqi woman sentenced to death in Jordan for her involvement in a 2005 terrorist attack on a hotel that killed 60 people.

Mohammed al-Momani made no mention in his statement Wednesday of Japanese journalist Kenji Goto, who is also being held by the Islamic State group. Al-Momani’s comments were carried by Jordan’s state Petra news agency. The minister says that “Jordan is ready to release the Iraqi prisoner” if the Jordanian pilot, Lt. Mu’ath al-Kaseasbeh, is released unharmed. A purported message Tuesday threatened to kill both Goto and the pilot within 24 hours.

In Jordan, the pilot’s father, Safi al-Kaseasbeh, beseeched the government “to meet the demands” of the Islamic State group. “All people must know, from the head of the regime to everybody else, that the safety of Mu’ath means the stability of Jordan, and the death of Mu’ath means chaos in Jordan,” he told The Associated Press.

About 200 of the pilot’s relatives protested outside the prime minister’s office in the Jordanian capital of Amman, chanting antigovernment slogans and urging that it meet the captors’ demands.

A member of Jordan’s parliament said the country was in indirect talks with the militants to secure the hostages’ release. Bassam Al-Manasseer, chairman of the foreign affairs committee, told Bloomberg News the negotiations are taking place through

religious and tribal leaders in Iraq, adding that Jordan and Japan won’t negotiate directly with the Islamic State group and won’t free al-Rishawi in exchange for Goto only.

Aussie PM vows to consult more widely on knighthoods CanBErra, JanuarY 28 (aP): Australia’s prime minister on Wednesday promised to consult more widely before bestowing knighthoods in the future as he weathered an avalanche of criticisms over his decision to make the husband of Queen Elizabeth II an Australian knight.

Prime Minister Tony Abbott announced that the Duke of Edinburgh would be awarded Australia’s highest honor on Australia’s national holiday on Monday, prompting some to question the wisdom of knighting a British royal on a day meant to commemorate Australians.

The most stinging criticisms have come from within the conservative government’s ranks, with some lawmakers questioning Abbott’s political judgment and whether he should retain the leaderships of the nation.

Abbott said Wednesday that he had consulted on the decision only with Governor-General Peter Cosgrove, who represents the Queen as Australia’s head of state, and Angus Houston, chairman of the Council of the Order of Australia, which replaced the British honors system for Australians in 1975.

“I stand by the decision. I understand why some people don’t like it,” Abbott told reporters. “I do want to assure people that I have heard and there will be considerably more consultation around these awards in the future.” Abbott declined to say whether he regretted making the de-

cision, which he described as “contentious” and “a distraction” for his government.

Australian media, including conservatives, have largely condemned the honoring of Prince Philip, 93, with an Australian award. “It’s hard to imagine a way more likely to antagonize people,” an unnamed member of Abbott’s Liberal Party told the Wednesday edition of Sydney’s The Daily Telegraph newspaper.

“This is the first time I’ve stopped defending Tony. I’ve had it with him.

This is total craziness,” the member said. “Giving Prince Philip an Australian knighthood is the worst decision of Abbott’s prime ministership,” wrote Greg Sheridan, foreign editor of the influential newspaper, The Australian.

The Order of Australia — the nation’s official honor system — first introduced categories for knights and dames in 1976, and awarded 14 people those honors until the categories were abolished a decade later. Abbott reinstated them last year.

Houston, whom Abbott consulted on Prince Philip’s knighthood, was the only other person made an Australian knight on Monday. The former Australian Defense Force chief has overseen the search for missing Malaysia Airlines Flight 370 off Australia’s west coast. He was also Australia’s Special Envoy to Ukraine leading efforts to recover, identify and repatriate Australians killed on Malaysia Airlines Flight 17.

Foreign Minister Yasuhide Nakayama was in Amman to coordinate hostage-release efforts with Jordan, but refused comment on details of the talks early Wednesday.

The militants reportedly killed one Japanese hostage, Haruna Yukawa, and the crisis has stunned Japan. Although many in Japan are critical of the two men for going to Syria, Goto’s friends and supporters have launched a social media campaign calling for his release.

Tuesday’s video resembled a message released over the weekend that purportedly withdrew a demand for $200 million in ransom for Goto and Yukawa made in an earlier message.

Negative doctor-patient talks can worsen symptoms LOndOn, JanuarY 28 (IanS): Doctors who unintentionally tell patients that they do not believe or understand them could actually worsen their symptoms, a small yet significant study suggests.

If patients perceive a lack of understanding or acceptance from their doctor, it could create anger and distress - physiological conditions that could worsen illness. “The effects of patients feeling that their doctor does not believe or understand them can be damaging both emotionally and physiologically. This could lead to worsening of illness known as the

‘nocebo response’,” explained lead author Maddy GrevilleHarris from the University of Southampton in Britain.

Patients bring certain beliefs and expectations to their health care professional which are moulded by the culture they live in and their previous experiences. Their expectations will undoubtedly affect the outcome but improving communication in consultations could make a big difference to patient care.

For the study, the team recorded and analysed consultations at a pain management clinic involving five women with chronic wide-spread pain. During subsequent inter-

views, patients reported feeling dismissed and disbelieved by healthcare providers, encountering providers who did not invest in them or show insight into their condition.

Patients described feeling hopeless and angry after invalidating consultations, feeling an increased need to justify their condition or to avoid particular doctors or treatment altogether.

“We now need to see more research in this area, and for that to feed into training doctors to be more effective communicators for every patient they see,” said professor Paul Dieppe, senior investigator from the University of Exeter.

Mu’ath al-Kaseasbeh, 26, was seized after his Jordanian F-16 crashed near the Islamic State group’s de facto capital of Raqqa in December. He is the first foreign military pilot they have captured since a U.S.-led coalition that includes Jordan began its aerial campaign against the Islamic State group in August.

manded the release of prisoners in exchange for hostages. Previous captives may have been released in exchange for ransom, although the governments involved have refused to confirm any payments were made.

Goto, a freelance journalist, was caught in October in Syria, apparently while trying to rescue Yukawa, 42, who was taken hostage last summer. Securing the release of al-Rishawi would be a major propaganda coup for the Islamic State and would allow the group to reaffirm its links to al-Qaida in Iraq.

The mother of another Jordanian prisoner, Ziad al-Karboli, said her family was told the Islamic State group also wants his release as part of a swap, but it is unclear if that was related to a possible deal involving the Japanese hostage. Al-Karboli, an aide to a former al-Qaida leader in Iraq, was sentenced to death in 2008 for killing a Jordanian citizen.

Spying program leaked

by Snowden is tied to campaign in many countries San FranCISCO, JanuarY 28 (rEuTErS): A program used by U.S. and British spies to record computer keystrokes was part of sophisticated hacking operations in more than a dozen countries, security experts said on Tuesday, after former NSA contractor Edward Snowden reportedly leaked the source code for the program.

On Tuesday, researchers at security software firm Kaspersky Lab said that much of that code, published this month by German magazine Spiegel, matched what they previously found in machines infected by Regin, a major suite of spying tools exposed in November.

Lead Kaspersky researcher Costin Raiu said that the keylogging program, called Qwerty, would work only with Regin, and that it appeared several Western countries’ spies had been using Regin over the course of a decade.

“Multiple attacker groups are using the Regin platform, which is a new conclusion for us,” Raiu told Reuters.

Spiegel and other publications reported earlier that Regin had been used in the hacking of Belgian telecommunications provider Belgacom, which slides provided by Snowden said was targeted to enable spying on mobile phones in Europe.

Overall, the malicious software has been discovered at more than two dozen sites in 14 countries, including Russia, India, Germany and Brazil. Targets included government agencies, financial institutions and multilateral bodies.

The NSA did not respond to a request for comment. After past Snowden disclosures, it has avoided discussing specific operations but said it complies with US law, which allows broad surveillance overseas. The new findings suggest that Regin was a platform for spying operations that was shared among the so-called Five Eyes—the United States, United Kingdom, Canada Australia, and New Zealand.

In its own November report on Regin, top U.S. antivirus company Symantec Corp said it was extraordinarily well disguised, and that even when traces were found it was difficult to know the purpose. Like some other toptier spying programs, Regin has different modules that can be installed to achieve different ends.

World leaders urged to prevent another Auschwitz BrZEZInKa, JanuarY 28 (aP): A Jewish leader stood before 300 survivors of the Nazis’ most notorious death camp on Tuesday and asked world leaders to prevent another Auschwitz, warning of a rise of antiSemitism that has made many Jews fearful of walking the streets, and is causing many to flee Europe.

Ronald Lauder, the president of the World Jewish Congress, made his bleak assessment on the 70th anniversary of the liberation of Auschwitz, speaking next to the gate and the railroad tracks that marked the last journey for more than a million people murdered at Auschwitz-Birkenau.

He said his speech was shaped by the recent terrorist attacks in France that targeted Jews and newspaper satirists. “For a time, we thought that the hatred of Jews had finally been eradicated. But slowly the demonization of Jews started to come back,” Lauder said.

“Once again, young Jew-

ish boys are afraid to wear yarmulkes on the streets of Paris and Budapest and London. Once again, Jewish businesses are targeted. And once again, Jewish families are fleeing Europe.”

The recent attack in Paris, in which four Jews were killed in a kosher supermarket, is not the first deadly attack on Jews in recent years. Last May a shooting killed four people at the Jewish Museum in Brussels and in 2012 a rabbi and three children were murdered in the French city of Toulouse.

Europe also saw a spasm of anti-Semitism last summer during the war in Gaza, with protests in Paris turning violent and other hostility across the continent. “This vilification of Israel, the only Jewish state on earth, quickly became an opportunity to attack Jews,” Lauder said.

“Much of this came from the Middle East, but it has found fertile ground throughout the world.”

One Holocaust survi-

vor, Roman Kent, became emotional as he issued a plea to world leaders to remember the atrocities and fight for tolerance.

“We do not want our past to be our children’s future,” the 85-year-old said to applause, fighting back tears and repeating those words a second time.

US President Barack Obama, who was in Saudi Arabia to pay respects after the death of King Abdullah, issued a statement paying tribute to the 6 million Jews and millions of others murdered by the Nazis. “The recent terrorist attacks in Paris serve as a painful reminder of our obligation to condemn and combat rising anti-Semitism in all its forms, including the denial or trivialization of the Holocaust,” Obama said.

A US delegation to the ceremony was led by Treasury Secretary Jack Lew. In Jerusalem, Prime Minister Benjamin Netanyahu visited the Yad Vashem Holocaust Memorial, where he said: “My job as

prime minister of Israel is to make sure that there won’t be any more threats of destruction against the state of Israel. My job is to ensure that there won’t be any reasons to establish any more memorial sites like Yad Vashem.”

The commemorations in Poland, which during World War II was under Nazi occupation, were also marked by a melancholy awareness that it will be the last major anniversary that a significant number of survivors will be strong enough to attend.

“The survivors are completely gutted that in their lifetime they went through what they went through and that now they are at the end of their life and they don’t know what kind of world they are leaving for their grandchildren,” said Stephen Smith, executive director of the USC Shoah Foundation. “That is very disappointing for them. We have let them down.”

ow on the event, with Russian President Vladimir Putin absent - even though the Soviet Red Army liberated the camp - the result of the deep chill between the West and Russia over Ukraine.

Among those in attendance were French President Francois Hollande, who has vowed to fight the violent extremism that has wounded his nation, as well as the presidents of Germany and Austria, the perpetrator nations that have spent decades atoning for their sins.

Hopes are there when Dhoni is at the crease. His composed style mixed with hard-hitting batting and composure at the crease form a punishing combination. India's most successful ODI captain ever, Dhoni will once again take the charge of the team at the World Cup and will aim to guide India to their second consecutive title - third overall.

No side has its backs to the wall in the 2015 World Cup more than the West Indies. Ironically, the winners of the 1975 and 1979 editions are the most troubled team heading into the tournament.

2014 was their worst year in recent memory, not just in terms of performance on the field but also due to events outside of it. Despite having an average ODI record, winning seven out of the 13 matches they played, the abandoned tour of India following a disagreement between the board and its players and the consequences that followed were forgettable chapters in the history of West Indies cricket.

Furthermore, the exclusion of limited-overs specialists Dwayne Bravo and Kieron Pollard generated a lot of heat from current and former players. The team has a lot to deal with and the fact that they are placed alongside teams such as India, Pakistan and South Africa promises to make their life difficult in Australia and New Zealand.

SHaHiD afriDi (PakiStan): Also known as "Boom Boom" for his power hitting, the Pakistan allrounder will appear in his fifth World Cup. His big-hitting abilities will certainly come good for Pakistan in the World Cup. Though his 37-ball hundred, which stood as an ODI record for 18 years, is no longer a world record, his allround show on the field can still turn the match in his team%u2019s anytime. Of late, Afridi has turned into a lethal legspinner, but you can never rule out his match-winning abilities with the bat.

Group: Pool B Captain: Jason Holder

MitCHell StarC (auStralia): Described by former Australian pacer Brett Lee as part of Australia's 'wolf pack', Starc can be a deadly bowler towards the end of an innings. Not only with the ball, Starc has the ability to answer the opposition with his willow as well. He will be a major weapon for the Aussies on home soil for world cricket's biggest event.

StrenGtHS Chris Gayle, Marlon Samuels and Darren Sammy give West Indies the firepower to last the distance, but the fact that they've performed in patches is what worries them the most. In the absence of Bravo and Pollard, these three experienced campaigners will have to shoulder most of the responsibility. Gayle and Sammy played only a handful of matches in 2014 but their big-hitting prowess needs no introduction. Samuels, on the other hand, did well last year with 303 runs with an average of 101.

WeakneSS Inconsistency has plagued them throughout the last decade. Almost all their players are capable but at the same time marred by the irregularity to contribute.

Dwayne Smith, Andre Russell, Lendl Simmons, Darren Bravo and Kemar Roach will need to raise the bar if they are to help take the team forward.

Narine's action was deemed illegal during the Champions League T20 and he was subsequently withdrawn from the tour to India and was not selected for the ODI series against South Africa. According to WICB, Narine had opted to rehabilitate himself and considering that he has been picked, the selectors must be confident that he has made the necessary adjustments. It would be Narine's first time at a World Cup as he made his ODI debut in December 2011. The wily offspinner has shown time and again that he is not easy to put away in the limited-overs format.

Dark HorSe Denesh Ramdin's appointment as Test skipper has helped him improve in ODIs. New Delhi, JaNuary 28 (aFP): The 26-year-old has undergone “intense remedial work” after being suspended from last year’s Champions League Twenty20 for an illegal action, the West Indies Cricket Board (WICB) said in a statement.

Narine was ruled to have exceeded the 15-degree flexion allowance, the Board explained. But Narine said he still needed time before taking to the World Cup stage.

“While I am very happy with the progress made to date with my action, I am withdrawing from the World Cup,” he said.

“Going into the World Cup is a little too much too soon and, after consulting the WICB, for both West Indies and my sake we have decided to delay my return to international cricket until I am 100 per cent confident in all that I do.”

The Board said they backed Narine’s decision to withdraw from the World Cup where the West Indies open on February 16 against Ireland before going on to face Pool B rivals, South Africa, Pakistan, Zimbabwe, the United Arab Emirates and defending champions India.

“Narine has taken a positive approach to his remedial work, remains in an optimistic frame of mind and looks forward to returning to international cricket at the earliest opportunity,” the WICB statement read. “The WICB supports Narine’s decision to withdraw from the CWC squad as to risk his exposure to the intensity of the Cricket World Cup would be both unfair to him and the West Indies squad. “A replacement will be named shortly.”

ust days after Angelina Jolie was photographed on a visit to northern Iraq, the ‘Unbroken’ director has written an impassioned opinion article about her trip. The 39-year-old is a special envoy of the United Nations High Commissioner for Refugees and co-founder of the Preventing Sexual Violence Initiative. She wrote through the columns of the New York Times after her trip to a refugee camp in Khanke in Iraq Sunday, reports usamagazine.com.

LONDON, JaNuary 28 (aP): Branislav Ivanovic headed Chelsea into the League Cup final with a 1-0 victory over Liverpool on Tuesday, settling an enthralling semifinal in extra time. After a 1-1 draw in the first leg, Ivanovic rose to meet Willian's free kick in the 94th minute at Stamford Bridge to secure Chelsea's progress.

"This is a game where we showed the real character of the team and we are happy, very happy," Ivanovic said.

The Premier League leaders were fortunate to complete the heated and compelling game with 11 men after Diego Costa avoided punishment for stamping on Liverpool duo Emre Can and Martin Skrtel. With Costa risking a retrospective ban, Chelsea manager Jose Mourinho defended his striker and blamed the media.

LONDON, JaNuary 28 (aP): The English Football Association has fined Chelsea manager Jose Mourinho 25,000 pounds ($38,000) for claiming referees are influenced by a "campaign" against the club. Mourinho made the comments after a 1-1 draw at Southampton last month when Cesc Fabregas was booked for simulation rather than being awarded a penalty. An FA commission says Mourinho's comments were "improper and brought the game into disrepute" but did not imply biased refereeing. If there was any doubting the significance of England's second-tier knockout competition it came with the teamsheet. The Sports Hall at Imkongmeren Sports Complex Mokokchung is bustling with activity.

Mokokchung District Badminton Association (MDBA) is conducting an Under-17 shuttle badminton coaching camp since January 12 here with renowned local shuttler Tajenkaba as the head coach, where 61 young badminton buffs are attending the coaching clinic, which includes 47 boys and 14 girls. The camp will conclude Jan 31.

The sport has been gaining popularity in the district over

the years, thanks to MDBA, and this year, 14 youngsters have traveled from other villages to attend the coaching camp - two from Khensa village, one each from Impur and Mokokchung Village, and five each from Ungma and Mopungchuket.

The youngest participant in the camp is a 7-year old girl.

An assistant coach overseeing the afternoon session of the coaching clinic observed that most of the kids at the camp have the talent and aptitude to become successful shuttlers.

“There are some very talented kids. I am sure some of them will go on to win big when they grow up,” he observed.

“For a fee of just Rs. 500, MDBA is organizing this camp for almost a month long. They are spending a lot of money in organizing this.

Besides, they roped in the best badminton coaches we could ask for. Kudos to the MDBA,” said Arentemjen, a parent and sports buff himself whose son is also attending the coaching camp.

Rongpangzulu, another parent who along with his wife were at the Sports Hall watching their children – a son and a daughter – attending the coaching camp also lauded the MDBA for organizing coaching clinics every year.

Both parents, however, expressed disappointment at how the authorities allotted the Sports Hall to some “public leader” to host a wedding party midway when the coaching camp was going on. According to them, the “wedding party at the Sports Hall” disrupted the coaching camp for 6 days causing much disappointment to the children, coaches and parents alike. Expressing dismay, the parents suggested that the Sports Hall should be made exclusive and not be allotted for non-sporting events.

Laxmi Sharma (Asula) Tourney concludes DIMaPur, JaNuary 28 (MExN): The 4th Laxmi Sharma(Asula) Badminton Open Tournament which was held at Sangtamtilla, Dimapur concluded on January 27. A total prize money of Rs. 40000/- along with certificates were awarded to the winners and runners-up of both Open and Amateur categories. In the Open category, Along Jamir and Moamongba defeated Akum Jamir and Riku Khape to emerge as the champion. In the Amateur category, Imsu and Imti were declared champions after the duo defeated Inavito and Yeshika.

Luis Figo enters FIFA presidential race LONDON, JaNuary 28 (aGENCIEs): Former Portugal and Real Madrid forward Luis Figo that he will challenge incumbent Sepp Blatter in this year's FIFA presidential election. He announced this in an interview with CNN on Wednesday. Figo, 42, was twice voted World Player of the Year and played for Portugal 127 times. "I care about football, so what I'm seeing regarding the image of FIFA -- not only now but in the past years -- I don't like it," he said.

Figo is the latest to throw his hat in the ring alongside Blatter, Prince Ali Bin Al-Hussein of Jordan, former FIFA official Jerome Champagne of France, ex-France international David Ginola, Michael Van Praag, president of the Dutch FA and Mino Raiola, an Italian-Dutch football agent. Speaking about his campaign, Figo said: "Football has given me so much during my life and I want to give something back to the game.
