The number of town and municipal councils heeding to the call of the civil societies and tribal hohos to oppose the ULB election dwindled to a handful on Friday leaving only five-district headquarters standing opposed to the conduct of the civic election in principle. Except for the district headquarters of Mokokchung, Kohima, Kiphire, Mon and Tuensang and a couple of sub-divisions namely Changtongya, Chumukedima, Medziphema and Pfutsero where there was nil nominations till January 6, the remaining 23 town and municipal councils out of the 32 in place paved way for candidates to file the nomination papers. Overall, at least 113 candidates from the NPF, BJP and Independent filed nominations on Friday. On January 5, the total number of candidates who filed nominations from 15 towns was standing at 155. Adding today’s figure, at least 268 candidates have filed nominations so far. The number of candidates who reportedly filed nominations for the Longleng town council on Friday could not be confirmed. From Dimapur, 18 more candidates including 5 women filed nominations on Friday. Out of these, 7 were from BJP and 11 Independent. From Zunheboto town- according to reports, 12 NPF candidates which include 8 males and 4 females filed nominations. The nominations could be filed only after a scuffle with the volun-

DIMAPUR, JANUARY 6 (MExN): The Angami Youth Organization (AYO) today informed that it is compelled to enforce a total bandh at the Kohima, Medziphema and Chumukedima municipalities on January 7 from 7:00am to 3:30pm. A press note from the AYO said that the bandh is being enforced to “avoid
any unfortunate event on the final day of the filing of nominations to the municipal elections.” Stating that it was “upholding the majority of the Naga Public view and sentiment, and also reiterating the resolution of APO,” the AYO said that “any person/persons attempting to file nomination shall be ostracized as outcast from society by way of excommunication. Notwithstanding, filing of nominations in some other
district headquarters, we shall never allow the same to happen in the mentioned places.” The AYO informed that all business establishments, pedestrian and vehicular movements will be totally restricted during the bandh. However, exemptions have been made for medical purposes, paramilitary forces, media and district administration exclusively. While expressing regret for the inconvenience, it urged the general public not to take

Candidates were frustrated that they were being singled out when Phek town and Chozuba had already filed nominations. The last date for filing of nominations ends on Saturday.

Nagaland gets India’s first NII pilot project

KOHIMA, JANUARY 6 (DIPR): Nagaland State Chief Minister, TR Zeliang today inaugurated the 1st National Information Infrastructure (NII) Pilot Project of the country at the Nagaland Civil Secretariat Conference Hall, Kohima. The project provides three wireless broadband internet services to each administrative Hqs and all recognized villages under Peren district. Addressing the programme, the Chief Minister congratulated the Department of IT&C in achieving another milestone and for being the first in the country to launch the NII. The Chief Minister also requested the Joint Secretary, MeitY, Government of India, Sanjiv Mittal IAS, who represented the Government of India, to facilitate so that more IT related projects are approved for implementa-
tion in the State and also to cover all the districts of Nagaland under the NII project. TR Zeliang also thanked the Ministry of IT, Government of India for giving due recognition to IT related activities in the state of Nagaland. The Chief Minister hoped that the younger generation will make good use of this technology and will become not only better individuals but also contribute more to national building. Joint Secretary, MeitY, Government of India, Sanjiv Mittal IAS, while delivering a speech on behalf of the Government of India, informed that Nagaland has earned the distinction of being the first state to be ready with the necessary ICT infrastructure and to have it operationalised. He explained that the planned pilot project in the State covers seven blocks, 89 Gram
Panchayats (GPs) and 311 government offices till GPs in Peren district and that task of deploying infrastructure has been fully accomplished. He also informed that the BSNL towers have been utilized for mounting in wireless equipment for banks to have connectivity and thanked the BSNL for their prompt cooperation and assistance. The Joint Secretary hoped that the State will fully harness the infrastructure created and deliver various services online at the GPs level. He also made a special mention as the untiring sincere efforts put up by Commissioner & Secretary, IT, KD Vizo and his team for the successful implementation of the project. Minister for IT&C, P. Paiwang Konyak in his speech stated that the Department of IT & C has emerged as a top performing department in the State and con-
gratulated the officers for putting the state of Nagaland in the national map of e-Governance and said that the department aims to make Nagaland the next IT hub in South East Asia. The Minister also informed that Nagaland is now ranked among the top one in eDistrict Mission Mode Project along with six other states in the country. Chief Secretary Nagaland, Pankaj Kumar, IAS who chaired the programme said that the district of Peren has been provided with high speed wireless connectivity to all administrative Hqs as well as village in the district. He said it was up to the various departments and the district administration to make the most of the facilities provided. The Chief Minister also conducted an online video conference with the DC, ADC’s, SDO (C), EACs and Village Chairman during the inauguration.
Six former DMC Councillors and Advisors, one active party member – all from NPF and one Congressman resigned from their respective parties and joined BJP on Friday to contest the forthcoming civic body elections in DMC. The six resigned NPF DMC Councillors and Advisors include Hokivi Chishi, T. Vikheho Zhimo, Hokuto Zhimomi, G. Kits, Yangertoshi, and Simon Yeptho. Another active NPF party worker, P. Avi Awomi also resigned from the party to contest the DMC elections from ward no. 6. Dimapur Congress Treasurer and Youth Advisor, Moa Jamir also resigned from the party and joined BJP to contest DMC polls from ward no 16. Out of the eight leaders who joined BJP, five of them have filed nominations today. The newly joined BJP members held a press conference in Dimapur on Friday. Speaking on behalf of the former DMC members of NPF, Hokivi Chishi said they did not join BJP because they were denied party tickets but because they wanted to work for the people. He said party tickets were denied to them for reasons best known to the party higher ups. Hokivi said likeminded leaders have joined BJP to work under the leadership of Prime Minister Narendra Modi in a transparent and accountable manner and thanked the BJP for accepting them under its party fold. “We are hopeful of taking over the DMC,” he added. Hokuto Zhimomi who was also given NPF party ticket along with Pukhavi from ward no 22 said he has resigned from the party along with his supporters and decided to contest on BJP ticket. He said the NPF party lacks policies to uplift the grassroot people and that the party was filled with “misuse of power
and self styled governance.” G. Kits said that the NPF party was “not a stable party.” The six former DMC councillors and advisors in a joint statement said that “this likeminded front” was necessitated to provide a paradigm shift towards an alternative good governance to ensure that transparent and corruption-free governance can be a reality in the State. They appealed all like-minded citizens who desire for change to join the cause to fight the antipeople forces and pave the way for change that will usher in an era of inclusive development. In a separate statement handed out to the media, the office bearers (19 members) of NPF unit Ward no 19 led by its President, Kiyegho Aye informed about its decision to resign en-masse from the party for declining its recommendation to issue party ticket to former Vice President, NPF Dimapur Division, Hokivi Chishi. Addressing media persons separately, BJP Convenor, Finance & Development Committee, HK Khulu informed that the party has filed eight nominations including two women on Friday for the DMC elections and that more nominations would be filed on Saturday. He said there was no pre-poll alliance with any party for the civic body elections but added that the DAN alliance at the state level remains the same. He said that the civic body elections would be a “friendly contest” among the DAN alliance. Khulu said that the party has been boosted and encouraged by the joining of former NPF DMC Councillors and Advisors and other party members. He maintained that the party strength was growing by leaps and bounds. Former Minister Kheto and other BJP leaders were also present at the press conference.
Resentment against divisive fencing of Naga lands grows
DIMAPUR, JANUARY 6 (MExN): Opposition to the border fencing work at the Indo-Myanmar international boundary grew today as the NSCN (IM), NNC, ENDO and the NYW expressed their resentments against the physical fencing works that would divide the Naga lands. Despite opposition from the indigenous people here, the Governments of India and Government of Mynamar have begun preparations to seal off 3500 acres of Khiamniungan Naga land. The NSCN (IM) said that the Naga people would no longer accept any policy to further divide the Naga family in the form of artificial border fencing. A press note from the MIP of the NSCN (IM) reminded it had also expressed “objection against the construction of border fencing in the southern part of Nagalim.” It said that the territory of the Nagas was in existence since time immemorial even before the formation of the Union of India and Myanmar. “Naga people have our own territory, customs, tradition, dialect, culture, long history and distinctive identities,” it affirmed. Such artificial boundary fencing imposed upon the Naga people is against the will of the people and a gross violation of human rights, it maintained. The NSCN (IM) said that the fence would segregate age old tradition, custom, economic and social relationships. The NSCN (IM) said that
despite atrocities and oppression committed upon the Nagas both in Myanmar and India, the NSCN (IM) in response to the people’s wishes for peace, engaged in political talks with the GoI leading to the signing of the Framework Agreement. The fencing work at this juncture of the talks is “questionable and unacceptable,” the NSCN (IM) said. Affirming that the Naga people have the right to maintain and protect its own territory, identity and social and political institutions, the NSCN (IM) cautioned that ignoring the will and interest of the people may give rise to unfavourable situation, for which both India and Myanmar would be responsible. The Naga National Council (NNC) rejected the ongoing border fencing works and termed it “outrageous.” A press note from the NNC Joint Secretary, W Shapwon stated that the Nagas “had been living in this land Nagaland since thousands of years.” “The Nagas knew nothing about Burmans and Indians and neither did the Burmans and Indians know about the Nagas. They came to know the Nagas only in the British Colonial era, and only yesterday they came to occupy our land forcefully. How then can they have the right to fence in the heart of Nagaland?” the NNC questioned. It further said that the Nagas “rejected the cursory boundary drawn by the British in the heart of Nagaland in 1914 without the knowledge
of Naga people, and neither recognize the dissection of our land by India and Burma in 1953 after they had emancipated from the yoke of the British Colony.” It stated that the Nagas also reject the cursory border fencing works in the heart of Naga country by “alien nations, India and Burma… because they have no right to fence in between our homes and farms, in the hearth and bed room.” Nagaland, it stated “is not their country, but just occupying by them forcefully.” It said that “they have no history to prove that an inch of land in Nagaland belonged to their Kings.” Since this is not their country, they have no legal and moral right to fence in the heart of other country, the NNC maintained. “What they are doing to fence in the heart of Nagaland will not benefit to them and to the Nagas either, but it will remain forever as a black mark of their occupation in history,” the NNC cautioned. Meanwhile, the Eastern Naga Development Organisation (ENDO) and the Naga Youth Network (NYW) demanded that there should be no restriction between Naga brothers who are in India and Burma from communication for economic, social and culture. A joint statement from the two organisations demanded the fencing work to stop immediately. “The Naga people are living as free people from time immemorial and want to live as free people without disturbance by any foreign people,” it added.

MLA Kuzholuzo (Azo) Nienu today graced the 58th session of Phek Students’ Union cum one day seminar on career guidance at Phek Village community hall. Speaking as inaugural speaker, Nienu lauded the villagers and students for initiating changes in the programme and system of the conference, where there was no chief guest, but only speakers and resource persons invited to speak on Career Guidance and Confidence Building. “We don’t have to wait for changes to come to us; but it is for us to initiate and bring changes in our Naga society,” he stated. He further urged the Naga youth to try and seek self employment and aim to become business tycoons and masters in their own business establishments thereby creating wealth to the overall economy of the state. lenge of unemployment and poverty. With the state's rising unemployment crisis and the surging need for jobs and employment, he said, reaching a solution would be impossible without help from the private sector. “Therefore, one must abandon the mentality that life is all about securing a government job, but instead, venture out from your comfort zones and
aggressively seek out entrepreneurship or the corporate world which promises scopes that are much bigger, broader and a much brighter future prospect,” Nienu added. CSU scholarship applications open for 2017 Phek, January 6 (Mexn): The Chakhesang Students’ Union Goyiepra Scholarship (CGS) Committee has opened applications for 2017 academic session. All eligible candidates have been requested to submit their applications through their respective village CSU units. The last date of submission for applications is January 20, 2017. The scholarship may be availed by any genuine member of the Chakhesang community. The candidates have to secure a minimum of 80% aggregate in grade V, VI and VII and must prove their genuineness of the need for financial assistance, stated a press release from Dode Nakro, President CSU and Ex Officio Scholarship Committee. Documents required during submission of applications are: Copy of Progress Report/ CR book of class V, VI and VII; A letter of recommendation from their respective Village/Town Students’ Union / VEC; A letter of recommendation from the Head of Institute of the last school attended; One passport photograph; Income certificate from VCC; Photo copy of indigenous certificate. Assam Rifles apprehend two
DiMaPur, January 6 (Mexn): 32 Assam Rifles along with police representative apprehended an alleged arms dealer during an operation launched at LRC Colony, Notun Basti, Dimapur on January 5. The operation was launched based on specific information regarding presence of an arms dealer in Notun Basti, according to a press
release from Assam Rifles. The accused identified as O Meren Ao (39) was apprehended along with one .22 mm pistol (country made). The individual along with the recovered items were handed over to West Police Station, Dimapur for further investigation. Meanwhile, on January 4, troops of 41 Assam Rifles along with police
representative launched an operation in Ward No 09, Chumukedima Town based on specific information regarding presence of a Naga Political Group cadre carrying out extortion in Chumukedima Town. During the operation, the Assam Rifles personnel apprehended one suspected individual along with five extortion slips signed by

Padumpukhuri experienced power blackout for 3 days after the distribution transformer feeding the village and a part of Naharbari went kaput on January 3. Supply was restored only on Friday evening after a replacement was put into circuit. A peeved resident of Padumphukuri told The Morung Express that the 500Kva transformer was relatively new as it was put into service only a few months back. “Overloading” was reportedly the cause for the breakdown while the resident held that the chances of overloading during winter are low. According to the resident, the delay in restoring supply was attributed to unavailability of equivalent capacity transformer at the Departmental Central Store in Dimapur.
The resident termed it as an embarrassment for the Department of Power, Nagaland to not have in place “alternative arrangements” for contingencies. A department official when contacted admitted to the department running short on spare transformers but was able to find a replacement. The official maintained that overloading of transformers can occur even in winter as many households use high power consumption electrical appliances. The transformer, which broke down, was installed in October 2016 replacing a previously existing 315Kva capacity transformer. Manipur court holds ex-minister's son guilty of murder imphal, January 6 (ianS): A sessions court on Friday pronounced Nongthombam Ajay, the son of former Congress minister and currently BJP leader N. Biren, guilty of the murder of a youth Irom Roger on March 21, 2011. District and Sessions judge M. Manoj had earlier reserved his order in the case. The quantum of sentence will be announced on January 11. After the court pronouncement, Ajay was sent to jail. He was out on bail in the case. Armed policemen and prison staff had a tough time protecting Ajay in the court complex as dozens of persons rushed to beat him as soon as he was whisked away from the court room. Biren was a powerful Congress minister when the murder was committed near the Tulihal international airport. Two groups of youths were involved in a road rage case. In the subsequent firing, Roger, a Class 12 student in Bengaluru in Karnataka, was fatally shot. Following public pressure, Ajay and four other youths surrendered before the police along with the loaded murder weapon and a jeep in which they were travelling at the time of the crime. The CBI took over the case on May 9, 2011. Biren had resigned from the Congress and the assembly to join the BJP. He is now acting as the BJP spokesperson in Manipur.
Tripura records 2.56% increase in electorate aGartala, January 6 (ianS): Tripura has registered a 2.56 per cent increase in the total number of its electorate, an Election Department official said here on Friday after the final electoral rolls were published. The official said the total voters as per the final rolls were 2,505,906 compared with 2,443,438 earlier. Of the total, 1,230,212 are women. The official said 41,907 of the newly-enlisted voters -- including 17,679 females -- were enrolled on attaining the age of 18. The latest rolls -- published on Thursday after a four-month special summary revision -- showed the gender ratio has increased to 964 females per every 1,000 males. The national gender ratio in electoral lists is 933 females to 1,000 male electorate. "Though I have no readily available exact data, the gender ratio in four northeastern states of Manipur, Meghalaya, Mizoram and Arunachal Pradesh is much higher than in other Indian states." In 2012 and 2014, the gender ratio in the voters lists of Tripura was respectively 958 and 962 females to 1,000 males.

Rijiju may replace Khandu as Arunachal CM
Guwahati, January 6 (ht): Political changes in Arunachal Pradesh are as unpredictable as the earthquakes that frequently strike India’s northeast region. Days after chief minister Pema Khandu joined the BJP with 32 MLAs to present the saffron party with its first full-fledged government in the region, speculations are rife that he may be replaced soon. According to rumours that surfaced in the corridors of power of Itanagar, Khandu – who joined the BJP on December 31 by deserting the Peoples’ Party of Arunachal (PPA) – may have to make way for an old saffron face. Union minister of state for home Kiren Rijiju’s name is doing the rounds as the next likely chief minister of the state. State BJP chief Tapir Gao is also said to be in the race. Though BJP office-bearers and senior ministers in the Khandu government denied any such development, party legislators in the state are reportedly unhappy with Khandu’s presence in their midst. Gao, however, dismissed the reports as false. “Pema Khandu is, and
will remain, our chief minister. These rumours are being spread as by some Congress workers,” he told HT over the phone from Delhi. Senior BJP leaders from the state, including Rijiju, Khandu and Gao, are in the national capital to attend the party’s national executive meet – which started on Friday. Prior to Khandu joining the party, the BJP had 12 MLAs in the state and was a coalition partner in the PPA-led North East Development Alliance (NEDA) government. With 33 PPA MLAs joining the party and two Congress legislators switching sides, the BJP’s strength in the 60-member
assembly has gone up to 47. Two independent MLAs also support Khandu’s government. “There is no question of Khandu being replaced as there are no differences among our MLAs, neither the old members nor the new ones who joined from the PPA. We have all settled in here comfortably,” deputy chief minister Chowna Mein said. Khandu became the chief minister as a Congress legislator in July last year. He switched sides to join the PPA in September, and then entered the BJP after he and 10 other MLAs were suspended for anti-party activities. Meanwhile, the PPA remains undecided on being a part of the coalition government in the state as well as continuing with NEDA, the BJP-led alliance of regional parties opposed to the Congress. “We have taken up the issue with NEDA convenor and senior Assam minister Himanta Biswa Sarma. A decision will be taken after a meeting in Guwahati next week,” said PPA chairman Kamen Ringu. After the desertion of Khandu and the 32 legislators, the regional outfit is now left with 10 MLAs.

went into hiding after he was booked under various Sections of IPC and POCSO Act. On Wednesday, a court in Shillong had issued a non-bailable arrest warrant against him amid stepped up campaigns by two civil society groups against him as well as the government. The victim had filed an FIR on December 16 accusing Dorphang of sexu-
ally exploiting her in a guest house in Shillong the previous day. The guest house is reportedly owned by the son of a senior Meghalaya minister. In the FIR, the victim named at least eight persons – five of them have been arrested so far. The case came to light after a waiter of the guest house was arrested for allegedly trafficking the victim.

Developments in Arunachal to affect Manipur polls: PPA
Guwahati, January 6 (tnn): Ousted from power by BJP, a bitter People's Party of Arunachal (PPA) said the political instability in Arunachal Pradesh would have a bearing on the saffron party's poll prospects in Manipur. The leaders of PPA, which lost 33 of its Arunachal MLAs including chief minister Pema Khandu to BJP on December 31, said the events in the frontier state were a setback for regional parties that make up the North East Democratic Alliance (NEDA). The NEDA is a BJP-led platform comprising non-Congress regional parties and was formed in July last year after the saffron party won the Assam election. While no party from Manipur is part of the alliance, Naga People's Front (NPF) is. The NPF, which is the ruling party in neighbouring Nagaland, expects to do well in the Naga-dominated areas of Manipur. The PPA, on the other hand, is yet to take a decision on whether it would
remain in close contact with BJP as part of the alliance. "Whatever happened in Arunachal Pradesh is not good for NEDA. The regional parties and BJP must work together. If there is mistrust, NEDA's purpose will not be served," PPA chairman Kamen Ringu said. "If BJP retains this tendency (of capturing power through the back door), other regional parties in other states will also be worried," said PPA chief Kahfa Bengia. The BJP, however, ruled out any adverse impact of the developments in Arunachal on NEDA or the Manipur election. "In fact, we will do well in Manipur. There will be no negative impact on NEDA's prospects. It is PPA which treated BJP badly by temporarily suspending chief minister Pema Khandu, deputy chief minister Chowna Mein and other MLAs," Arunachal state BJP president Tapir Gao said. Sources said the NEDA would discuss the Arunachal crisis in a meeting on Monday.

China aim 50% of India’s smartphone market MUMBAI, JANUARY 6 (REUTERS): Chinese brands took their largest ever slice of the $10-billion Indian smartphone market in late 2016, accounting for more than one in every two phones sold - a growing market share that ate into sales from top-selling Samsung Electronics. Samsung, the single most popular smartphone brand in India, commanded a roughly 30 percent market share just over a year ago. That slipped to 21 percent in November, according to tech research firm Counterpoint, the last month for which data is available. Meanwhile - thanks to low cost, improved technology and an advertising blitz - Chinese brands like Oppo, Lenovo, OnePlus, Gionee and Xiaomi took a combined share of over 50 percent, compared to just 19 percent a year ago. “Chinese brands are offering quality that is at par with Samsung, at a better

Supreme Court bars Aircel from changing airwave ownership NEW DELHI, JANUARY 6 (REUTERS): The Supreme Court on Friday barred Aircel Ltd from transferring the ownership of its airwaves while a corruption case centred on a past deal involving the mobile phone carrier was ongoing, potentially delaying an agreed merger. The court, led by Chief Justice J. S. Khehar, also said it would ask the government to cancel Aircel’s airwave permits if two executives at Malaysian parent Maxis Bhd did not appear at a trial court within two weeks. The action comes as Aircel and the wireless network division of Reliance Communications Ltd work towards merging, with the resulting company shared equally between Reliance, controlled by billionaire Anil Ambani, and Maxis, controlled by tycoon T. Ananda Krishnan. But Ananda Krishnan and aide Augustus Ralph Marshall are among a number of people charged two years ago in relation to Aircel’s 2006 sale to Maxis, which prosecutors allege was aided by a former telecommunications minister. All of the accused have denied wrongdoing. The two executives have been summoned to appear before the court by have yet to appear, local media reported. Ananda Krishnan’s office did not respond to a Reuters request for comment. Aircel and Reliance Communications declined to comment. Shortly before the court order, Aircel completed the sale of its fourth-generation (4G) network airwaves to Bharti Airtel Ltd.

ULBs election against the wishes of the people: ZPO DIMAPUR, JANUARY 6 (MExN): The Zeliang People’s Organization (ZPO) on Friday said it was extremely taken aback by the adamant deportment of the Nagaland State Government in going ahead with the decision to hold ULBs election with 33% reservation in spite of it being stoutly opposed by tribal organizations. “The unheeded appeals, ultimate exercise of boycott, preventing of nomination and all means of sacrifices of the tribal organizations are not of any hilarity that the State Government should be shielding off with such insensitiv-

It termed as unprecedented and gravely unfortunate that such stage is already set for a lopsided ULBs election in the State against the wishes of the people of Nagaland if it is to be participated only by the constituent political parties of the DAN government. yths and superstitions continue to flourish freely in the canine world despite advances in science and research. The old wives' tales have been around for so long, they have turned into clichés or catchphrases. In the end, though, the ones that suffer the most are the dogs themselves. So, to clear the air, here are the myths, the aphorisms and the truth. MYTH: My dog knows when he's done something wrong. He looks guilty when I scold him. FACT: Submissive displays like cowering or, as we humans call it, "looking guilty" have nothing to do with your dog "knowing that he's done something wrong".
Most owners scold a dog well after it has committed its naughty act, arguing that the dog knows it did something wrong. Since a dog cannot associate praise or punishment with an action, unless it immediately follows the action, he has no idea why he is being scolded. He looks guilty because he is frightened of the owner's aggressive behaviour and is trying to placate him using a display that, in a dog's mind, should work. Under normal circumstances, a dominant dog won't continue to challenge a dog that is showing submission. If you do want to scold your dog for any reason, make sure you do it only if you catch your dog in the act and, even then, keep it short. MYTH: A wagging tail is a sign of a happy dog. FACT: Most of us think a wagging tail is a sign of a friendly dog, but did you know that a dog would also wag his tail just before he is going to bite? Dogs communicate with their tails, so it's a good idea
to learn what the canine means when it uses this highly mobile appendage. For example, an aggressive dog will hold its tail erect and wag it very stiffly from side to side. A friendly or happy dog will hold its tail horizontally and wag really fastthe whole rear end moves. A frightened dog will hold its tail low, close to its legs and wag in a nervous manner. Before approaching an unfamiliar canine, it's important to note its entire demeanour, not just the tail. MYTH: Dogs kiss us on the lips as a sign of affection. FACT: Kissing is a primate's and not a canine's way of showing affection. Puppies lick their mother on the lips to get her to regurgitate food. They often do the same with humans and the behaviour, if rewarded, can quickly turn into an attention-seeking one. Licking can also be a signal of submission-if you scold a pup, it might try to lick your lips in a similar
gesture of pacification. So while face-licking may not represent love, it nevertheless can be interpreted as a token of a dog's affection or respect. MYTH: Dogs are scavengers and can eat all kinds of human foods. FACT: While some human foods are beneficial to dogs, such as eggs, yoghurt [some dogs may be lactose intolerant], flaxseed, chicken liver and green beans, some are actually poisonous. For instance, chocolate can cause theobromine poisoning and be fatal-even a small amount can cause lethargy, vomiting and diarrhoea. Onions fed over a long period of time can cause anaemia. Bones can cause choking, internal punctures and, in some cases, even death. Macadamia nuts can cause indigestion, and grapes and raisins are known to cause kidney failure. So feed human foods to dogs with caution.

he distinction of being India's first woman wrestler to qualify for the Olympics belongs to Geeta Phogat, who competed at the 2012 London Games ... Geeta belongs to what is perhaps wrestling's most remarkable family. Her father, Mahavir Singh Phogat, came to Delhi from the village of Balali in Haryana to train under Chandgi Ram* when he was just 16. Balali is deep country. It is still untouched by Haryana's hurried pace of urbanization, and sits hidden in the middle of wheat fields and guava and citrus groves. In the afternoon, you can walk around Balali's slim tracery of cobbled streets and meet not a single person. Inside Mahavir's house -- an elongated rectangle of flat white -- there is a stirring of post-siesta activity. There is a gathering of village elders, all in white kurtas, who have lit the communal hookah and broken out the cards. Mahavir himself is on his charpoy, eyes still resolutely closed. His wife Daya has swung into action. The family's immense black buffaloes have been led out of the shed, their troughs filled with feed. Daya is laying out the buckets she will use for milking. Mahavir opens his eyes abruptly, pulls out his phone and scolds someone at the other end: "Where's your daughter? We start in five minutes. Tell her to run." He stands up and shuffles towards the house. It's not a house. It's a large wrestling hall: a double-sized mat on one side, top-of-the-line weight machines in another, thick ropes dangling from the high ceiling, and a series of small windows overlooking lush farmland. Mahavir's six girls are the first on the mat -- Geeta, Babita, Ritu, Sangeeta, Vinesh and Priyanka -- all dressed in dry-fit tees and training tights [Mahavir has four daughters and two adopted daughters from his brother after he was killed in a land dispute]. Two more girls come running in. Then three boys. "Warm up," Mahavir barks, pointing to the mat. That there are girls wrestling at all, in these rural settings, is in itself a miracle, let alone the quality of international success they have managed. Geeta is a gentle, soft-spoken woman with an aquiline nose and an easy
smile. She is the only one of the six sisters with long hair, which she ties in a high ponytail during her bouts. The rest have identical short crops that barely cross the nape. As the eldest sister, Geeta has forged a remarkable path for the rest to follow-Commonwealth Games (CWG) gold in 2010 was followed by a bronze at the 2012 World Championship, a first for Indian women; then she qualified for the Olympics. The sisters are not far behind. Babita won silver at the 2010 CWG, and gold at the 2014 version, where Vinesh also won gold. Ritu has every major international medal at the junior level (including multiple World Championships), and is about to make her leap to the senior team. Sangeeta and Priyanka have medals from junior Asian Championships. What if all six of them land up in the same competition one day, and all of them finish with medals? "Let that be the Olympics!" Babita is thrilled with the idea. It has occurred to her before. "Well, perhaps not all six. Let's say three," Geeta says. "Now that's not fantasy -- that can happen in Rio." "Yes, and then papa will finally say," Now Babita makes her voice heavy and manly: "Fine, not bad. Now you can rest a little." The sisters laugh. Despite Chandgi Ram's efforts, no village in India has a wrestling school where women are allowed, except here, in Balali. Even in the cities, the number of private akhadas that allow women can be counted on your fingers … "The general atmosphere is still strongly against women in wrestling," says Kripa Shankar [Kripa Shankar Patel, Olympian and former coach of the national women's team] … "We have a very small talent pool to pick from," Kripa Shankar says. "Maharashtra, which produces hundreds of male wrestlers, has nothing for women. Madhya Pradesh has very little, Jabbar Singh is alone in Uttar Pradesh. Only Haryana is really trying. Women's wrestling is still new to the world, and we could have stepped ahead, taken the lead and dominated it for years. But no, we are stuck being backwards, judgemental and idiotic." Not Mahavir, not in Balali. "Masterji [Chandgi Ram] opened my eyes," Mahavir says. "He used to
tell me, 'What you are doing for your girls, you will see one day that it will bring you great happiness. So keep doing it, don't be scared, face your difficulties like you face opponents, and be deaf to the criticism'." Geeta remembers that morning when her father woke her and Babita up at five one morning, and said, "I want to see how well you two run." She was 10 then, Babita eight, and they were both a bit puzzled. "It was fun though," Geeta says. "We ran laughing through the fields when everyone else was asleep, it felt like a secret game." A week of that, and Mahavir in the meantime had finished making a level square of soft earth next to his house, and had raised a tin roof over it. The akhada was ready. "People said, Mahavir has lost his mind," he says. "They said, he is destroying the village, he has no shame, and he is making an exhibit out of his own girls." But there was only so much the villagers could do to oppose this unprecedented development-Mahavir was the sarpanch, and the family had both influence and land. "So we were spared the worst of it," Daya says. "They could not come up to me and say these things to my face. But I was told many times, 'Your daughters will become like boys, their faces will get messed up, they won't be able to bear children, their ears will get mangled, and who will marry them?' I felt the stress of that. But I felt angry that there was so much opposition to the girls doing anything different, so I wanted to see the fight through the end." Geeta and Babita were exposed to some of this harassment; people in the village stopped talking to them. They would not even make eye contact with the sisters. "After a few months, there were a couple of boys also at the akhada, and papa started training us together. We would fight the boys, and wrestling's such an intimate sport," Babita says. "That was a step too far for most people in the village. There was constant trouble during that time." Despite the social boycott, the Phogat girls loved the life of the wrestler -- the pain, the euphoria, the fighting, sleeping exhausted after a hard day's training, the liberating experience of wearing shorts and T-shirts, all the fuss over their diet.
"It was a great adventure," Babita says, "And what made it special was that we knew no other girls in our village or in any nearby village who were doing this!" In 2010, when Geeta won India's first Commonwealth gold in women's wrestling, Balali went berserk. The celebrations lasted 10 days. The word spread to nearby villages. So many girls started coming for training that Mahavir had to build a hostel for them. Thirty-six girls live there now … "Just don't hide them at home," he says. "When I was growing up, girls did not go to school here. Now every single one in the village is working for a college degree. So, things are changing." ... It is spreading, ever so slowly. Dangals in Haryana still don't have official competitions for women, but nearly all of them hold exhibition matches, sometimes allowing the girls to fight boys as well. I remember a slow Sunday morning at Mehr Singh's** akhada. Everyone had slept late. There was an easy lightness to the day, and the mood was gently joyous, almost festive. The wrestling halls with their mats were empty, but some of the pahalwans were getting a light workout by digging, tilling and flattening out the earthen wrestling pit. A senior wrestler had brought his two young daughters to the akhada. One was eight, the other a year younger, and the two of them tumbled on the tilled earthen pit, with their father yelling out instructions with a big smile on his face. Wrestlers crowded around the pit, divided into neat little camps -- each side had picked a girl to support and instruct. The young girls were already technically adept, and it was both amusing and thrilling to see the two tiny figures so seriously engaged in combat, while their father shouted out things like "get your elbow on top of her neck and push down hard" or "jam your knee into her stomach, c'mon, you can do it, bring your left leg in, no left, and jam the knee into her stomach. Good, now push-up with the knee. Yes!" The girls showed no signs of tiring, their pretty pink and white dresses covered in dirt.Chandgi Ram would have thrilled at the sight.

Big doses of positivity for 2017

his is my prayer for myself and all my friends and family. It sounds innocuous and impotent but positivity is time-proven in producing quality of life. It’s winter here at home. Every now and then there is a social event where you meet up with old friends, classmates and acquaintances that you haven’t seen in donkey’s ears. In the span of thirty plus years that have passed, we now look at each other and see what time has etched on each of our countenances. The sprightliness of one former classmate particularly struck me. His face was a heartfelt smile and he exuded good health and warm fellow-feeling. Over our little chat, he confided that the secret of his health and youthfulness was his positive attitude to life. It is what we choose to make it. Circumstances will always come at you but how you meet it determines how you come out of it, was the gist of his life’s story. “I stopped eating meat many years ago, and have not missed it. I realised it was just a habit to eat meat. Nor do I feel sorry for myself when others are gorging on meat at festivals, weddings and the like. My doctor said I needed to avoid it, and I have, and I enjoy very good health.”

Pointing out the stone walls and floors of our host’s house, he proudly stated, “Can you believe all this is the work of alcoholics? Men half blinded by booze built this.” Their work was skilled in a coarse way, yet it did not lack geometrical correctness. Rough stones formed a beautiful walkway across the garden and the stone wall resembled a work of art, no less. My friend’s words surprised me. “It’s all about working with the materials rejected by conventional society,” he smiled. “All the stones here were rejects, likewise the men I worked with were social outcasts. But this is what they produced, and it’s a beautiful lesson in how we can put to use what society has rejected and condemned as useless.” In all this, he admitted that it was his positive attitude that helped him generate these little miracles of nature and human nature. “Negativity destroys you, always be positive,” was his life theme. He is a walk-
ing example of that life philosophy. And the truth we need to learn is that the negative kills anything it comes in contact with. We have been a very negative society in 2016. It was commonplace to corporately pronounce negativity over public property. We have used our mouths to unanimously curse our roads, our leaders, our towns and drain systems, et al, and the end result was that these elements were not able to function properly. Negative speaking is so toxic. It has only one goal – to poison. When two or three are gathered together and speak ill - can you imagine the damage that will ensue? At this point, I want to mention a very wise teacher called Graham Cooke. He says there is an inherent negativity in people. What to do with a negative thought? The majority would say ‘Work on it.’ But Graham Cooke declares, “Have another thought!” It really is as simple as that. Change that negative thought. Don’t work on it. Have another thought. A positive thought. Find something good to say about somebody instead of underlining his glaring faults repeatedly.
Compliment people sincerely on their strengths. If you can’t say anything positive, just shut up then. Don’t say nothing at all. It’s not quite Westlife, but not allowing a negative word to escape will prevent the harm it would have caused. Let’s stop condemning, judging, cursing. The energy released by positive speaking is tremendous. On New Year’s morning, at the wee hour of 5 am, I went for a walk. The only others abroad were non-Nagas. But when I saw a woman walking toward me, I couldn’t help but blurt out loudly, “Happy New Year!” She smiled broadly, returned the greeting and blessed me. It was such a beautiful moment of connection and her positive blessing brought a smile to me every time I recounted it to members of my household. Positive speaking is blessing – blessing people, situations, blessing the land, and blessing the skies above us. It is speaking life into our environment. The opposite of that is speaking death into our surroundings by picking on the negatives constantly. Behold I set before you life and death – choose life so that you may live: my paraphrased version of the biblical enjoinment on how to live to the fullest.
Elegant three-step method for creating new habits

f you hate the monotony of running on the treadmill, but drag yourself to the cardio room daily, believing self-torture will eventually become a habit—that’s not heroic; it’s bad design. According to B.J. Fogg, a psychologist and researcher at Stanford University who has studied behavior change for more than 20 years, doing something you don’t enjoy and subsequently failing to make it habitual is actually more detrimental to a mission for change than doing nothing at all. To create a real lifelong habit, the focus should be on training your brain to succeed at a small adjustments, then gaining confidence from that success, he argues. To do that, one needs to design behavior changes that are both easy to do and can be seamlessly slipped into your existing routine. Aim for automaticity. As proof of this concept, Fogg points to the massive experiments for which we’ve all been the lab rats: the success of tech giants like Google, Twitter, Facebook, and Instagram, companies that have made fortunes testing—and figuring out—how to make millions of people use their products as automatic habits. This is Fogg’s area of expertise at Stanford, where he researches the ways computers (including mobile phones) can persuade humans, a field known as captology (from CAPT, “computers as persuasive technology,” a term Fogg coined). He also directs the Stanford Persuasive Tech Lab and runs “persuasion boot camps” for industry professionals. To help people figure out how to make new behaviors they actually want

In an online Tiny Habits program that Fogg provides for free, he sends followers sample recipes for commonly held goals related to lifestyle topics like productivity, relationship building, or health. One such recipe: “After I finish brushing my teeth, I will floss one tooth.” You can see where this is going. Tiny Habits works by designing out the need to feel highly motivated to get a task done. Motivational levels come and go with the wind, but flossing a single tooth is achievable no matter the emotional weather. Besides, most days you’ll find yourself flossing a few other teeth because—well, why not? One day your goal might be to simply put on your sneakers the minute you start
the dishwasher in the evening. Slowly, naturally, you’ll start walking, too, and adding other, more ambitious goals to your routine. That said, there’s one other flourish necessary to making this hack work, says Linda Fogg-Phillips, B.J.’s sister, a former health coach who now runs the online program. The organizers admit it sounds goofy to celebrate because you managed to floss a single tooth, or do a push-up after using the bathroom (another popular recipe), but, Fogg-Phillips tells Quartz, “You’re rewriting your identity as someone who succeeds.” More than 28,000 people have completed the five-day free program. In exit interviews, 80 to 90% of graduates say they feel confident about their ability to change their habits, according to Fogg-Phillips. More than two-thirds of their participants report they’ve also noticed other, unexpected improvements. One woman set a goal to pick up one piece of garbage or misplaced item from her car every time she parked in her garage, for example; she soon found she was straightening out her house, too. According to Fogg-Phillips, the ripple effect is common, and psychologists aren’t sure exactly why it happens. One theory: Thanks to the small victories, says Fogg-Phillips, people might consciously or subconsciously break down other barriers in their lives.

o you remember being taught you should never start your sentences with “And” or “But”? What if I told you that your teachers were wrong and there are lots of other so-called grammar rules that we’ve probably been getting wrong in our English classrooms for years? How did grammar rules come about? To understand why we’ve been getting it wrong, we need to know a little about the history of grammar teaching. Grammar is how we organise our sentences in order to communicate meaning to others. Those who say there is one correct way to organise a sentence are called prescriptivists. Prescriptivist grammarians prescribe how sentences must be structured. Prescriptivists had their day in the sun in the 18th century. As books became more accessible to the everyday person, prescriptivists wrote the first grammar books to tell everyone how they must write. These self-appointed guardians of the language just made up grammar rules for English, and put them in books that they sold. It was a way of ensuring that literacy stayed out of reach of the working classes. They took their newly concocted rules from Latin. This was, presumably, to keep literate English out of reach of anyone who wasn’t rich or posh enough to attend a grammar school, which was a school where you were taught Latin. And yes, that is the origin of today’s grammar schools. The other camp of grammarians are the descriptivists. They write grammar guides that describe how English is used by different people, and for different purposes. They recognise that language isn’t static, and it isn’t one-size-fits-all.
I expect I will do it again before the end of this article. There, I knew I would! Those who say it is always incorrect to start a sentence with a conjunction, like “and” or “but”, sit in the prescriptivist camp. However, according to the descriptivists, at this point in our linguistic history, it is fine to start a sentence with a conjunction in an op-ed article like this, or in a novel or a poem. It is less acceptable to start a sentence with a conjunction in an academic journal article, or in an essay for my son’s high school economics teacher, as it turns out. But times are changing.

New year hopes with a brief post-mortem of 2016 Peter Rutsa: As aptly described by the fourth estate, 2016 hasn't left much memories to clap about in Nagaland. It definitely was a year spent engrossed in confrontations and ultimatums. Forget about who and which side was right or wrong! Problems from the east, north, west, south, above, below and every other possible direction and angles imaginable! A year which then culminated in a most despicable manner possible with the government choosing to suppress a public interest, non-violent democratic gathering with water cannon, topped up with tear gas and batons at Dimapur against a steadfast ACAUT and members of the public. No doubt running a government is not easy like majority of us 'ignorant, arrogant, lower class/caste' Nagas would imagine. However couldn't the government led by our CM, guided by our active veteran politician and expert strategist in the figure of NPF president have dealt better with the people they govern in 2016? Will it be too much for the government with responsible politicians in its ranks to spend more effort searching a little deeper for solutions to various differences existing amongst stakeholders. Particularly between the state and its citizens. It should also be noted that if our current home minister is given more AUTONOMY in dealing with future democratic public gatherings or for that matter even public protest against unresolved issues that we have dragged over from 2016 to 2017, we the people are in for much more fun and entertainment than what the government provided the concluding year. In fact it wouldn't come as a surprise if our law enforcement agency (state police) has already been apprised to be prepared for usage of RUBBER BULLETS in 2017 to disperse ANTI SOCIAL gatherings! Issues confronting a government CANNOT BE COOLED down and SPRAYED AWAY with water cannon or BE HIDDEN behind the smoke from tear gas shells. It cannot be ISOLATED with implementation of obsolete suppressive imperialist British laws like 14 CrPC. There are many more ways and means available to the government before such tactics are resorted to. We have stepped into a new year. But sadly looks like 2017 is going to be KICKED-OFF with the government taking on various tribal hohos and Naga civil society stubbornly on 33% women reservation in urban local body elections. The grave dangers that this issue holds for article 371(A) which has been safeguarding Nagas 'temporarily' is being treated like a disposable commodity just for the sake of FUNDING! The article is a life jacket for Nagas. Particularly of Nagaland. Some Nagas (Politicians/bureaucrats/NGOs/Private citizens) seem bent on poking a hole in this life vest for personal and short term financial benefits. If the NPF party, our government led by our CM, his cabinet colleagues, ministers and parliamentary secretaries decide to start the new year like how they ended it. Let us citizens of the state not wish each other HAPPY NEW YEAR yet.... Let us hope better sense prevail in 2017. Let us hope less confrontations and more dialogue takes place in 2017. Let us hope that even if our economy fails to improve and funding doesn't get better. Atleast hope corruption lessens. If 2017 starts the way 2016 came to an end. Let us look forward to a change of guard in governance.
Goodbyes to Backdoor appointments Kevitho Kera: If you are getting a government job you have to get it because of your merit, because you are qualified, because you deserve to hold that job, because you fulfill the requirements to do that job. Nagaland is a mess and that mess is further augmented because of backdoor appointments. People are holding government jobs even though they are not qualified to hold the job, they fall short of standards to execute the job. Meritorious and deserving people are not getting their dues. If government jobs are given strictly due to merit we will see a Nagaland in which the state of affairs is run well because qualified people will be executing the job. Backdoor appointments are rampant in Nagaland. This social evil is destroying us. Let us say no to backdoor appointments. Even if we are given the opportunity to hold jobs through backdoor appointments, Let us decline it. Let us get jobs through merit and sheer hard work. For a better Nagaland, backdoor appointments have to stop. Here in central government too, back door entry, of course now it is very rare, and compassionate ground appointees are the dead wood in terms of performance. Staffs recruited through fair competitive exams are real gems. They are competent, hard working with right attitude and value one’s hard earned job. I have served in CISF and is with the Indian Railway now, I can understand the prevailing difficult work culture or situation in offices and institutions of government of Nagaland. I should say there things are too informal with little respect for defined rules and procedures that creates problem for everyone. Madras HC confirms Rs 28 cr penalty on former AIADMK MP ChennAI, JAnUAry 6 (IAns): The Madras High Court on Friday upheld the Rs 28 crore penalty levied on T.T.V.Dinakaran, nephew of AIADMK General Secretary V.K.Sasikala, in a Foreign Exchange Regulation Act (FERA) violation case. The penalty was levied by FERA Appellate Board in 2000 and relates to deposit of large amounts of cash in his bank account held outside India and his failure to repatriate the same to India when AIADMK under late J.Jayalalithaa was in power in Tamil Nadu during 1991-96. Originally the penalty was Rs 31 crore but it was subsequently reduced to Rs 28 crore on Dinakaran's appeal.
Girl's ear cut off as she resists gang rape BAghpAT (Up), JAnUAry 6 (pTI): Four persons allegedly tried to rape a 20-year-old girl and cut off a portion of her ear when she resisted the attempt in Asara village in Baghpat district. Police today said it was looking into the gruesome incident and trying to arrest the culprits. The four men had dragged off the girl when she came out of her house and shut her mother inside a room when she rushed to her rescue. They later cut off a part of her ear, her family members said. As villagers rushed the spot, the culprits fled, leaving the bleeding girl and her mother behind. When they approached police to lodge a complaint about the incident which occurred on December 30, the authorities did not lodge any report, they alleged. Asara village was in the news after its panchayat barred women from using mobile phones and wearing jeans in 2012 and 2013.
Justice Katju tenders unconditional apology in SC new delhI, JAnUAry 6 (pTI): Former Supreme Court judge Markandey Katju today tendered unconditional apology for contemptuous remarks in his blog to the apex court which was accepted by it and the contempt proceedings closed. The order was passed by a bench comprising Justices Ranjan Gogoi and U U Lalit which accepted the apology and decided to close the contempt proceedings against the former judge. "In view of the apology tendered, which has been verified, we close the instant contempt proceedings," it said. Senior advocate Rajeev Dhawan, appearing for Justice Katju, read from the reply tendering the apology. Justice Katju was earlier granted exemption from personal appearance.
Farmers dump potatoes on road in Ambala AMBAlA (hr), JAnUAry 6 (pTI): Potato growers dumped several quintals of their crop in front of the Deputy Commissioner's office here today to protest the sudden fall in prices. The farmers reached in tractor trolleys and threw potatoes on the road near the commissioner's office. Farmers Ravinder Singh, Gurdev Singh, Jaspal Singh, Suresh Trehan and Jarnail Singh said their production cost was around Rs 4 per kg but they were getting Rs 2.50 a kg in the market, meaning they had to bear a loss of Rs 1.50 for every kg sold. They demanded that the government frame policies so that farmers could at least bear their production cost.
Telangana to pay pension to single women hyderABAd, JAnUAry 6 (IAns): The government of Telangana will pay a monthly pension of Rs.1,000 each to single women in the state, Chief Minister K. Chandrasekhar Rao announced in the state assembly on Friday. Rao said that the scheme will be implemented from coming financial year and the necessary funds would be allocated in the ensuing annual budget to be presented in March. The government will instruct District Collectors to start registering details of single women, he said, appealing to eligible women to get their names registered under the scheme. Rao said the decision was taken in view of the dire straits faced by single women in the society. "Poverty inflicts more misery among women than men. Hence, we have decided to give Rs 1,000 per month per person pension to these helpless, single women," he said, adding that the government was already giving pensions to the aged people, differently abled persons, widows and beedi workers.

Mumbai hawker law's residency requirements targets migrants MUMBAI, JAnUAry 6 (ThoMson reUTers FoUndATIon): Mumbai has passed a law requiring street hawkers to have lived in the state for 15 years before they can apply for a licence, in a move vendors say unfairly targets poor migrants. Officials in Maharashtra's capital this week passed the law, which also lists conditions for surveying vendors and demarcating hawking zones. Workers' organisations say many hawkers, who have migrated from rural areas to Mumbai to seek work and escape poverty, cannot afford property in Mumbai, India's financial and commercial capital. "Many hawkers have been here for generations, yet do not own homes and do not have domicile certificates. This is the state's way of pushing out these migrant workers without explicitly asking them to leave," said Salma Sheikh of the Azad Hawkers' Union. She said Mumbai's hawkers will protest the new policy and challenge the domicile condition in court. Unlicensed hawkers often have to pay policemen bribes to continue selling, and must flee eviction drives by city officials. Municipal official Pallavi Darade said the policy would be applicable for future licenses, including 95,000 pending applications. After years of lobbying by activists, India passed the Street Vendors Act in 2014, which protects vendors from being arbitrarily evicted or relocated from their spots. States were required to pass a law adopting the national policy, but few have done so.
9,118 persons arrested in these cases, only 107 (1.2 per cent) were convicted. Across India, 82,422 cases of sexual assault were registered, of which 8,408 (10 per cent) ended in conviction. Of 101,571 persons arrested for these attacks, 11,342 (11 per cent) were convicted. While the number of cases under this section rose by 92 per cent from 42,968 in 2011 to 82,422 in 2015, conviction rates declined from 16 per cent in 2011 to 10 per cent in 2015. Maharashtra reported the most sexual assaults (11,713), followed by Madhya Pradesh (8,049) and Uttar Pradesh (7,885) in 2015. The rise in cases registered can be correlated to the change in laws -which were tightened, possibly lead-
ing to higher reporting -- after the 2012 gangrape of a physiotherapy student, now widely known as Nirbhaya, which sparked nationwide protests and outrage. In 2015, 8,685 cases were registered under Section 509 of the IPC -- "Insult to modesty of women" -- of which no more than 870 (10 per cent) resulted in conviction, a drop of 33 percentage points from a 43 per cent conviction rate in 2011. Under this section, 9,870 were arrested across India, of which 1,108 were convicted (11 per cent). In Karnataka, of 154 cases registered under Section 509 in 2015, no more than seven (5 per cent) ended in a conviction. Of the 163 persons arrested in these cases, nine (6 per cent) were convicted.
MUMBAI, JAnUAry 6 (pTI): The Bombay High Court on Friday threw out a plea by Anna Hazare seeking a CBI probe into an alleged sugar cooperative factories scam in which he had named NCP president Sharad Pawar and his nephew Ajit Pawar, a former Maharastra minister. A bench told the 79-year-old anti-graft crusader to approach the police first and said his PIL seeking a CBI probe could not be considered "at this stage". "First file a police complaint based on your allegations, and if they refuse to register it, then approach their higher authorities and even if that does not work out then come to us," the bench told Hazare. "At this stage, we would not order a CBI inquiry ... You are asking for a CBI probe without even the offence being registered by police. How can you ask for transfer of probe when offence has not been registered?" the high court said. As Hazare's counsel sought time to register a police case, the bench adjourned the matter to February 13. Hazare has filed two more civil PILs on the same issue which are expected to come up for hearing in due course. The petitions alleged that fraud had been committed in governance by first burdening sugar cooperative factories with debts and thereafter selling these sick units at a throwaway price, causing a loss of Rs 25,000 crore to the government, cooperative sector and members of public. It was prayed that a receiver be appointed to take possession of all properties held by persons against whom a prima facie case exists in the alleged scam. The petitions name Sharad Pawar and Ajit as respondents. Hazare also demanded setting up of a commission of inquiry to probe the alleged illegal sale of the sugar factories in Maharashtra either by the government or the cooperative banks. The petitioner demanded an inquiry by the CBI into the allegations of corruption and misuse of government and cooperative funds involving lease and sale of cooperative sugar factories in Maharashtra. The petitioner stated that the statistics and facts mentioned in the petition have been collected from authorities under Right to Information Act.
Vajpayee feared coup by Advani camp in 2002, says new biography new delhI, JAnUAry 6 (IAns): Former Prime Minister Atal Bihari Vajpayee feared a coup by a section of his BJP that wanted to have him replaced by his deputy Lal Krishna Advani, a new biography has claimed. The "coup of sorts" was in the works a few months after Advani took over as the Deputy Prime Minister in June 2002, says the book, "The Untold Vajpayee: Politician and Paradox" (Penguin/304 pp/Rs 599), by journalist Ullekh N.P. Citing an unnamed minister whom Vajpayee summoned to his residence, the author says: "The Union minister asked Vajpayee not to worry too much about it. "The PM replied that he was merely stating that he knew of a plan to unseat him and replace him with Advani. He didn't know who was behind it, but he was convinced of the plan. He had earlier been asked by an RSS honcho to become India's President, and leave the PM's role to Advani," the book contends. The author also claims that Vajpayee offered a
"compromise formula" during the 1975-77 emergency by asking activists of the Akhil Bharatiya Vidyarthi Parishad (ABVP) -the RSS student wing -- to own up to destruction of public property so that the opposition could cut a deal with the government. "Vajpayee spoke about the arson and destruction of public property in many parts of the country by miscreants and told Rai (Ram Bahadur Rai, then ABVP General Secretary) that it was time for the ABVP to own up to its mistakes and tender an apology before the government could start thinking of repealing the Emergency laws," Ullekh, who is the Executive Editor of Open magazine, mentions in the book. Dubbed by Penguin as the "the biggest political biography of the year", the book takes a fresh look at the former Prime Minister and shows that he had often taken "brief excursions into the hard-line camp". The book, according to the publisher, is thoroughly researched, supported by hard facts and accompa-

"But Advani's plans were foiled by Vajpayee loyalists who feared that the former would take all the credit for resolving the burning issue." The book also provides some additional details on a significant moment in the party's and the nation's history -- the aftermath of the Gujarat riots of 2002. According to the book, Vajpayee, after the Godhra train burning and the riots that followed, was resolute that (then Gujarat Chief Minister Narendra) "Modi has to go" but Advani said that Gujarat would descend into chaos if that happened. Referring to a conversation that took place onboard a flight in which Vajpayee, who was reading a newspaper, and some other leaders were headed to a national executive meet in Goa, Ullekh writes: "Then (Arun) Shourie surprised himself. He pulled the newspaper out of Vajpayee's hands and interjected,
'Vajpayeeji, newspapers can be read later also. Why don't you tell Advaniji what you wanted to tell him?'" "Vajpayee kept the newspaper away, and muttered in his usual style about what had to be done. First, Venkaiah Naidu would replace Jana Krishnamurthi as the BJP president. Then he said, 'Modi has to go'. By the time they landed in Goa, the decision was taken: Modi would go," the book claims. The author mentions that Jaswant Singh shared another version of the episode. "He narrated that though Advani didn't protest when Vajpayee insisted that Modi had to go, the Home Minister added, 'There will be chaos in the state'," says the book. Eventually, Modi stayed on as the Gujarat Chief Minister. Vajpayee was India's 10th Prime Minister, first for 13 days in 1996 and then from 1998 to 2004. He is ailing now and resides in a heavily-guarded bungalow in Lutyens Delhi and has not been seen in public for more than a decade.

What’s ahead on the climate change rollercoaster in 2017? The Thomson Reuters Foundation asked a range of experts to share what they’re watching – and what they think will make the headlines this year. Here are their top predictions: TRUMP, CHINA AND CHANGING CLIMATE LEADERSHIP The U.S. Republican president-elect, who takes office on Jan. 20, has indicated he plans to fill his cabinet with a hefty dose of friends of the country’s oil, gas and coal industries. They include the outgoing head of ExxonMobil as head of the State Department, a former Texas governor and climate skeptic as

A growing number of U.S. cities and companies say they plan to push ahead with ambitious plans to address global warming re-
gardless of what happens in Washington. And most countries that brought the global Paris Agreement to tackle climate change into force three years early in November similarly say they’re committed to pushing ahead. But if the U.S. government exits the global climate action stage under
President Trump, that may open the way for new leadership – including by China, which has partnered with the United States in recent years to push international action on climate change. “2017 could be the defining year when the United States cedes global leadership on tackling climate change to China,
and more broadly the developed world cedes leadership to the developing world,” predicted Saleemul Huq, director of the International Centre for Climate Change and Development (ICCCAD) in Bangladesh. China is already the world leader in producing renewable energy, and China’s Xi Jingping has said he’ll attend the World Economic Forum in Davos for the first time in 2017, and has raised climate change as an important issue in a meeting with new U.N. Secretary General Antonio Guterres. “China’s prominence on the global stage is likely to raise interest in many capitals and the potential for shifts in the balance of power,” noted Liz Gallagher, a senior associate and director of the Climate Briefing Service at E3G, which focuses on climate diplomacy and energy policy. Could Europe also step into a climate leadership vacuum? With Brexit beginning to take shape, French elections looming and Germany’s Angela Merkel also standing
in federal elections, it remains unclear – though with the region hosting both the G7 summit and the G20, the potential is there, experts say. MIGRATION AND DISPLACEMENT Boatloads of migrants, particularly from conflicttorn nations, continued to hit the shores of southern Europe in 2016, driving disagreements and political realignments in the region over how much of a welcome they should receive. But potentially dwarfing those numbers in years to come could be migrants fleeing rising temperatures, more extreme weather and creeping sea level rise, warned Harjeet Singh, the global lead on climate change for charity ActionAid. At the moment, those fleeing climate change pressures have no right to seek asylum as refugees, a reality that is unlikely to change, experts say. But a new task force on displacement, being set up under the U.N. climate talks, is expected to begin its work this year looking at ways to “avert, minimize
and address displacement related to the adverse impacts of climate change”. One of those may be finding better ways to predict and avoid climate disasters before they occur. Humanitarian organisations from the World Food Programme to the International Federation of Red Cross and Red Crescent Societies are experimenting with getting money, food and other resources to areas where dangerous floods, for example, are forecast, giving people at risk the resources to prepare before disaster strikes. THE RISE OF GEO-ENGINEERING Scientists around the world start work this year on a special report, due out in 2018, on potential ways to hold average global temperature increases to 1.5 degrees Celsius above pre-industrial levels, an ambitious goal of the Paris Agreement to address climate change. With that threshold likely to be passed in less than a decade, scientists say, there is growing talk of “geo-engineering” the
planet to hold down temperatures. That could involve blasting sulfur particles into the atmosphere to reflect sunshine, seeding oceans with iron to make them absorb more carbon, or turning more land to growing plants for fuel, then burning them and pumping the emissions into underground storage. Such actions may be “almost unavoidable if we want to stay below 1.5 degrees” but could also have unexpected and potentially huge side effects, such as shifting crucial monsoon rains that billions rely on for food, said Maarten van Aalst, director of the Red Cross Red Crescent Climate Centre. Countries and people that might be hardest hit by geo-engineering impacts have so far had little say in decisions about their use, he said. But a meeting this year on climate risk management, as part of the special report, should begin looking at the complex issue of who would need to be consulted if planet-wide geoengineering is eventually deployed, van Aalst said.

LOnDOn, JAnUARy 6 (IAnS): Consuming foods such as bananas, potatoes, grains and legumes that are rich in resistant starch may help check blood sugar, enhance satiety as well as improve gut health, a study has found. Resistant starch is a form of starch that is not digested in the small intestine and is therefore considered a type of dietary fibre. “We know that adequate fibre intake -- at least 30 grams per day -- is important for achieving a healthy, balanced diet, which reduces the risk of developing a range of chronic diseases,” said Stacey Lockyer, Nutrition Scientist at British Nutrition Foundation, a Britain-based charity. Apart from occurring naturally in foods, resistant starch is also produced or modified commercially and incorporated into food products. Unlike the typical starch, resistant starch acts like a type of fibre in the body as it does not get digested in your small intestine, but is fermented in the large intestine. This dietary fibre then increases the production of short chain fatty acids in the gut, which act as an energy source for the colonic cells, thus improving the gut health and increasing satiety. According to the researchers, there is consistent evidence that consumption of resistant starch can aid blood sugar control. It has also been suggested that resistant starch can support gut health and enhance satiety via increased production of short chain fatty acids. “Whilst findings support positive effects on some markers, further research is needed in most areas to establish whether consuming resistant starch can confer significant benefits that are relevant to the general population. However, this is definitely an exciting area of nutritional research for the future,” Lockyer said. The study was published in the journal Nutrition Bulletin.

The data are the first of the New Year to confirm many projections that 2016 will exceed 2015 as the warmest since reliable records began in the 19th century, it said in a report. The Arctic was the region showing the sharpest rise in temperatures, while many other areas of the globe, including parts of Africa and Asia, also suffered unusual heat, it said. A few parts of South America and Antarctica were cooler than normal. Global surface temperatures in 2016 averaged 14.8 degrees Celsius (58.64°F),
or 1.3C (2.3F) higher than estimated before the Industrial Revolution ushered in wide use of fossil fuels, the EU body said. In 2015, almost 200 nations agreed at a summit in Paris to limit global warming to “well below” 2C above pre-industrial times while pursuing efforts to hold the rise to 1.5C as part of a sweeping shift away from fossil fuels towards clean energy. Experts say preventing such a test is far easier said than done, and Trump gave no indication what new steps he might take to roll back North Korea’s weapons programs after he takes office on Jan. 20, something successive U.S. administrations, both Democratic and Republican, have failed to do. Former U.S. officials and other experts say the United States essentially had two options when it came to trying to curb North Korea’s fast-expanding nuclear and missile programs - negotiate or take military action. Neither path offers certain success and the military option is fraught with huge dangers, especially for Japan and South Korea, given their close proximity to North Korea. JERUSALEM, JAnUARy 6 (REUtERS): Israeli police officers on Thursday questioned Prime Minister Benjamin Netanyahu under caution for a second time this week on suspicion of taking gifts from businessmen in breach of his role as a public servant. Police said the session, which lasted some five hours, was held at Netanyahu’s official residence in Jerusalem. A first interrogation that took place on Monday lasted three hours. In questioning a suspect under caution, police believe that the person they are interviewing has a case to answer. “The investigation under caution of (Netanyahu’s) alleged receipt of benefits continued today and involved questioning about another affair ... due to a fear of disrupting the investigation, no further details can be revealed at the moment,” a police statement said. It added that during the past two days, an additional suspect, who was not named, was also questioned. Netanyahu has repeatedly denied any wrongdoing and has told his political rivals not to expect his imminent downfall. “Wait with the celebrations, don’t rush,” Netanyahu told lawmakers in parliament earlier this week before questioning began . “I’ve said it before and I’ll say it once again: there will be nothing because there is nothing.” The move to interview the Israeli leader was authorised by Attorney General Avichai Mandelblit, who decided after a preliminary inquiry that there was enough evidence to open a criminal investigation. He has not detailed the suspicions. “The nature of the investigation precludes us at this stage from giving details of the ongoing investigation but we will consider releasing more information from time to time according to developments,” Mandelblit said in a statement on Monday. The left-wing Haaretz newspaper and other news outlets have said the probe relates to gifts worth “hundreds of thousands of shekels” ($1=3.85 shekels) given to Netanyahu by an Israeli and a foreign businessmen. Channel 2, a commercial network, said the investigation was one of two cases now open against the prime minister, although it said details of the second remained unclear. Netanyahu, 67, has been in power on and off since 1996. He is currently in his fourth term as prime minister and will become Israel’s longest-serving leader if he stays in office until the end of next year. He and his wife Sara have weathered several scandals over the years, including investigations into the misuse of state funds and an audit of the family’s spending on everything from laundry to ice cream. They have denied any wrongdoing. Netanyahu is not the first prime minister to be questioned in a criminal case and Israeli commentators have pointed out that although he is being questioned, as has happened many times before, prime ministers have continued to stay in their post, sometimes for years. Ehud Olmert, who held office from 2006 to 2009, is currently serving 18 months in prison after being convicted of breach of trust and bribery in 2014. Another former prime minister, the late Ariel Sharon, was questioned while in office in 2003 and 2004 over allegations of bribery and corruption involving him and his two sons. Mikel leaves Chelsea for China

Nagas Thinking Capability Reduced To 33%

onsidering that the DAN Government is now hellbent on conducting the ULB election with 33% women reservation at all cost, it is a futile exercise to be carrying out further discussion on the subject. Be that as it may...what needs to be said is being said with all sincerity for the sake of record. So here goes: It is a great pity that the 'great' Naga race has reached a refined level of professionalism in being able to multiply and compound our problems rather than solving them. The present Government seem to be in a great hurry when it should rationally be going slow and do just the opposite when it ought to be in a hurry to right certain wrongs within its management system. The opposition-less Chief Minister has been very wilfully proficient in confusing his Cabinet 'colleagoose' with 'money talk' advantages for ULB being put in place for future harvest and has successfully reduced their general thinking capability to 33% along with him. Reasoning has gone beyond salvage. The subject of women reservation ought not to be as complicated as it
has been made out to be if we simply follow the chronological evolution of our past customary practices to that of the present. A clear dividing line between relevance and irrelevance emerges without confusion. Let us try and take a step at a time: 1. During the headhunting times of our ancestors, their most important subject would have centred on "survival" and "security" of the community. Physical prowess would have then been placed at its ultimate premium and women as the weaker sex, would have necessarily been out of tune or irrelevant within their prevalent circumstance. This however did not in any way imply that women were considered an unimportant part of the community. Let me roughly qualify the customary status of the importance women occupied during the headhunting era which also cannot necessarily be translated to that of an 'equal status to men' yet nevertheless a very important and indispensable part of the social hierarchy. Most tribes would customarily have their warriors honourably adorn themselves only with artefacts acquired by them in warfare or hunting...like the horn-
bill feathered headgear and such like, magnifying the skill and valour of the wearer. Now all of us notice a small woven basket adorned with long hair hanging from the waistline as part of a warrior's attire. In our ancestral parlance, that long hair literally represented the real scalps of women proudly being displayed. At the face value of hearing this, the taking of a woman's head would immediately conjure up a picture of cowardice rather than bravery...but the reality would explain the significance of this honourable distinction. Women and children were the most protected beings of the community and the bravest of the accomplished brave warriors would stand guard for their protection at all trying times including the times of village invasion. Any enemy warrior able to breach this protective shield and get a woman's scalp had to be extraordinarily talented. See the picture? If this does not also aptly describe the important status of women...what will? Women were left out from the Council of Elders not for any other reason of male chauvinistic discrimination but because a pastime such as 'headhunt-
ing' was obviously way out of their league by virtue of their physical limitation. Today we are not discussing headhunting. We are talking of "development and progress" which has more to do with brains than brawn. Therefore women are now absolutely relevant to join any kind of Council. The traditional custom or customary 'law' of our past is not only redundant but undesirable in the spheres of mankind's common pursuit for happiness and progress. Our present circumstance therefore logically dictates the need for change of our customary law. Why fight the obvious? 2. This brings us to the question as to whether Article 371 (A), which pointedly provide adequate legal protection for our Customary Law and practices, is being violated or not? On the one hand, the simple logical argument that is bound to follow is that...if we go ahead with the 33% reservation of women in ULB election without amending our prevalent customary law...which has thus far given no space to women in any formal Council in the past...it rightly or wrongly is in contravention of the existing customary law without doubt. It therefore amounts
to an arbitrary violation of our own customary law duly protected by Article 371 A by our own short-sighted opposition-less Nagaland Legislative Assembly without due process of legal amendment of our customary law in question. Tomorrow our adversaries would get a valid point of argument to say that the first violation of our customary law did not happen with them but with 'stupid us' as the villains and they then will be at liberty to wilfully dilute the essence of Article 371 A when it suits their purpose. On the other hand, if we follow the rational route of FIRST amending our customary law that has become obsolete or out of tune with our present through customary amendment process by nobody else but our customary courts, the Constitutional empowerment of Article 371 A will remain as effective as it was meant to be. If this simple uncomplicated explanation is still not understood...God help us all! 3. I would sincerely believe it is within our control to reset the clock in order even at this late hour. Postpone the ULB election process for a while and have a collective coordinated dialogue with all the Tribal Apex Ho-
hos along with the DB/VC Courts in tandem to first tackle and address the amendment requisites. One has no doubt that all our Apex Tribal Hohos, DB/VC Courts are manned by rational people who would respond to reason when honestly shared. Time will be involved for such a desired outcome but we would have paved a permanent road for all times to come unlike the present PWD roads. It will be worth the expenditure and the investment for all our future unlike the election expenditures of the present day contesting political candidates. Once this is done...going ahead with what must follow would usher in the real kind of reformation that Nagas sorely need. Why should a minuscule central funding for ULB become the stumbling block of our immediate thinking process that would endanger the ultimate Naga identity for all times? I feel that I am talking to the wind but I do believe in constructive thoughts being expressed and shared no matter what the outcome...so those in authority...please think about it! he thought of ‘French’ – either language or people – sounds sexy and adorable, and more so when people say, the French serves snail as ‘starters’ or ‘appetizers’ or ‘entrée’, it sounds sophisticated, mouthwatery, munch-able, and snail’s trail lickable. Truly, from the Naga Tribal (Nagas) ways of preparing and having snail, there is no trail of sophistication involves in the arduous work of cleaning, cooking, cracking the shell open before cooking (in some cases), and sucking out snails to eat, that can ultimately count ‘snail consumption’ under any form of sophisticated gourmet-culture. Conditionally, there is no doubt that those who enthusiastically eat snails are also equally met with people whose invariable reaction is “eww”! Consuming snails for many therefore sounds particularly unappealing, but for those who have tried snails, they know that snails can be impressively savoury. Given such appeal, it is not surprising that many people have been consuming snails for centuries, considering snail dish as one of the main course of food. One bite into snails will tell that the taste is not similar to other type of insects or meat found; instead it has strange spongy chewy texture; subtle, slimy, and smooth features; and has earthy flavor. Snails comes in all forms, types, and names, and for thousands of years, snails have been used as human food and its shells for making jewelleries. Men have always consumed what they can for survival, which includes the snail. The Romans in the ancient period were known to eat snails very frequently. They were harvested to meet demands of the consumers, and modern day heliculture – housing and supply of the snails continue to constitute an important part of restaurant business. However, in country like the United States, the consumption of snail is very recent, and it was apparently brought by consumers and immigrants in 1850s in California. Snails are considered a delicacy in Asian cuisine,
the French popularly use the ‘Escargot’ as appetizer, the Americans and the Australians use it as main course meal, while the Africans consider it as traditional food. Popular form of snails harvested and served in the Western World is the Helix Pomatia and the Helix Aspersa. In France, the French people heavily harvest Helix Pomatia or the burgundy snail and served as the famous escargot, while some Americans harvest the garden snail Helix Aspersa or the garden snail, found popularly in many dinner table. Among the Nagas, the most popular form of snail consumed is the Chinese Mystery Snail (Bellamya Chinensis). Heliculture, where farming and housing the Chinese Mystery snail in the field or in the wetland is involved, has rather become very popular among the Nagas. All snail species are nocturnal in nature, making the Nagas to normally harvest snails (or search for snails) right after rain; while for the Westerners who harvest garden snails, they regard the morning dew, light rain, and watering garden as bringing in productive harvest, since these features make the snails to crawl out from their hiding place. Snails can lift any object five times their weight, so after being harvested they need to be housed properly to avoid their escape. Bellamya Chinensis measures around 2 ½” from foot to tail and about 1 ¼” in diameter. Given this size, this snail species comes as one of the biggest snail species across the world. The shell is globose, and has 6-7 whorls, which are more or less covex, and have clear suture. When this snail becomes an adult, the shell becomes olive greenish, or brown greenish, or brown greenish in colour. Again the shell of this snail is a concentrically marked operculum, thereby forming a trap door that closes when the liquid water is not sufficient, or when any object or even human touches it. There are many wild snails (black, long, conical), which are deadly by nature, and country such as the United States have regulations in selling and
harvesting them for proper handling of collecting and selling snails. Wild snails are known for carrying parasites that causes meningitis. As a note of caution against parasites of snail causing meningitis, snails should be cooked properly. Keeping overnight to make the snails to digest their last eaten meal by soaking in water, and later de-sliming the snails by taking out the operculum and cutting the bottom contributes towards cleaning and purifying the snail. The Nagas normally clean the Bellamya Chinensis by housing them overnight, taking out the operculum and by cutting the end-tail with a knives or cracking out softly with a spoon. This is followed by either boiling the snail with salt for five minutes, and drenching the water as cleaning process, followed by cooking, or directly cooking the snails after cracking it open.
Bellamya Chinensis: After taking out the operculum and cutting the tail The low content of fats and high content of protein makes snail to be a good food alternative, and also a good beneficiary of health. The fats of snail are also estimated as containing unsaturated fatty acids, such as polyunsaturated fatty acids, monounsaturated fatty acids, and saturated fatty acids, thereby differing from high fats content in red meat. Protein helps in building and repairing muscles, and due to its higher content in protein, snails can be preferred more than other sea food.
Snails are also a good source of iron, and it is known as builder of red blood cells. This makes snails to build energy for body, and for those people who lacks iron and feels extreme fatigue and suffers from anaemia, snail consumption can help. Snails also have high content of Vitamin B12, which is required for making the red blood cells, and keeping the nervous system healthy, among others. Snails are again a source of magnesium, which is required for maintaining normal blood pressure, strengthening bones, and keeping heartbeat regularly. Selenium for building healthy immune system is another ingredient of snails. Finally, Omega-3, the much feted and heartloving fatty acids is found in snails, which is required for healthy hearts. There are plenty of well-known recipes out there for cooking snail and many people do so at home. Such dishes are common in many types of fine restaurants as well. In country like Greece and Italy, they are known for making soup of the snail and pouring over the pasta, while Spain, Portugal, and Germany prepares snail mixed with various dishes. Many of the snail recipes found in famous restaurants across America and Europe however comes the French Escargots. The popularity of Escargots consumption makes the American to celebrate May 24th as the National Escargot Day. While several recipes of Snails as Escargots in Restaurants are cooked in the following way every day, the Nagas simply believes in boiling the snail with salt, and frying with oil and smashed potatoes with mint or tulsi as flavour; or more interestingly, cooking snail together with pork. Europeans and the Westerners normally served snails with specially shaped tongs to grasp the shells, and small two-tined forks (fondue forks). ust because I don't favour Women Reservation by choice doesn’t mean that I have to remain a silent spectator instead of speaking out the truth against the NGO's/tribal bodies obnoxious claims like: Women Reservation is against Article 371(A). Right is right, wrong is wrong and with due respect, tribal bodies deriving power from misconceived notion of Art.371(A) and threatening to excommunicate the candidates who file nomination papers is not only against the law of the land but abuse of Art.371(A). More disappointing are the tribal bodies who publicly supported reservation earlier and made U turns now and be like, "others are opposing, I’m also opposing." What a principle? Baseless claims, dictates, twists and turns by the guardians behind the facade of Art. 371(A) has infact desecrated customary procedures and social practices of our forefathers. If remembered correctly, it was the NSF who first claimed women reservation is against Art.371 (A). Subsequently, NH, CNTC, ENPO and now tribal bodies and NTC. Intriguingly, till date, no organization/tribal bodies has given clarification to substantiated their claim as to how reservation is violative of Art. 371(A). Pray, my leaders, unless a mere reading of Art.371(A) itself is as dangerous as ISIS to threaten Naga women(men) with excommunication for filing nomination in election, please interpret Art. 371(A) and make public what exactly are the customary procedures and social practices to the tribal bodies means under Art.371(A) before imposing blanket excommunication penalty, which is not incorporated in Art.371(A). Excommunicate the State Government and Election Commission under customary law, if
so to say, and not the candidates. It is the state government who implemented 33% women reservation and Election Commission notified the conduct of civic body polls. Even in illegal actions, putting the cart before the horse is not illegal fairness. We are told our forefathers used to impose excommunisation punishment for committing heinous crimes like rape, murder etc. during their customary days. Today's proposition of Law: "Customs and traditions which are oppressive and against public policy is illegal." Unless barred by law, right to contest election is a fundamental right to all citizens under the constitution of India. Apprehensively, if the tribal bodies excommunicate the candidates for participating in the constitutional provision election, unnecessary legal complication would arise and it will aggravate the triangle entanglement of the state government, tribal bodies and Naga women. Fabric of Naga society is at stake, Naga leaders. Atleast I'm not expecting fire brigade water cannon baptism and forced tear gas crying from our tribal bodies to whom I look up as agents of change. I have no inclination towards any party and in all honesty and truth, if Art.371(A) is to be debated to each to his own interpretation, understanding and claims, Indian constitution has to go and both Naga men and women have to go back to head hunting and cooking happily everafter. Alas, there will be no general elections/municipal elections, the root cause of murdering Art.371 (A) /sacred customary laws of respective Naga tribes! Law cannot be applied on likes and dislikes of the Nagas. In God we trust, long live, Naga tribal bodies...AMEN!

eteran Bollywood actor Om Puri, whose repertoire as an actor reflected a rare realism, died here early on Friday after a heart attack, triggering nationwide outpouring of condolences from top leaders, fans and the film fraternity. The widely celebrated Om Puri, 66, was found dead at his Andheri West residence, a family friend told IANS. He is survived by his son Ishaan, whom he had with former wife Nandita Puri. The sudden demise of one of India's most talented actors stunned the film industry. Khalid Kidwai, producer of the actor's upcoming film "Ram Bhajan Zindabad", said he met Om Puri on Thursday night regarding the promotional activities of the Hindi movie. "He was in a happy mood and we conversed till late evening before he went to his friend and actor Manoj Pahwa's party. In the morning when I learnt about his demise, I was in shock. I still cannot believe it," Kidwai told IANS. In one of his last interviews, given to IANS, Om Puri said prophetically on December 23: "My contribution will be visible once I leave the world." Known for his deep baritone and distinctive acting style, Om Puri had an affinity towards socially relevant cin-
ema. This drove him into doing movies like "Aakrosh" and "Ardh Satya" which proved to be box office hits. A National School of Drama alumnus, Om Puri also featured in movies like "Dharavi" and "Mirch Masala" and explored the comedy genre with "Jaane Bhi Do Yaaro", "Chachi 420", "Hera Pheri", "Malamaal Weekly" and more. His stint on the small screen saw him feature in shows like "Kakkaji Kaheen" and "Mr Yogi". But his most notable work was in TV film "Tamas", which was helmed by Govind Nihalani -- a filmmaker with whom Om Puri worked very closely all through. For his superlative work, he was honoured with the National Film Award for Best Actor twice -- for "Arohan" in 1982 and for "Ardh Satya" in 1984. Om Puri also nurtured an international career, which started with a cameo in Richard Attenborough's iconic "Gandhi". Among some of his British films were "My Son the Fanatic", "East Is East" and "The Parole Officer". He also appeared in Hollywood films including "City of Joy", "Wolf" and "The Ghost and the Darkness". An advocate of peace between India and Pakistan, he even featured in Pakistani film "Actor In Law". He also
sank his teeth into regional Indian film projects. Political leaders from Prime Minister Narendra Modi, Congress President Sonia Gandhi and Chief Ministers Mamata Banerjee and Vasundhara Raje mourned his death. A much-loved actor for his simplic-
ity and humility, celebrities from Mumbai, Kolkata and even from the southern film industry expressed grief. Planet of the Apes to get virtual reality experience

he "Planet of the Apes" franchise is getting its own virtual reality experience. 20th Century Foxs Innovation Lab is making an experience that will let players cross the species line, and band together with other apes in their fight against humans, reported Variety. Fox Innovation Lab showed a first short of the title at a press event at CES in Las Vegas. In that preview, which only consisted of a part of one scene of the entire experience, users faced another ape, which included a lot of chest bumping. The demo was set up on an Oculus Rift headset; Fox didnt
reveal much further about the title, but it is expected to become available on other high-end virtual reality headsets as well. The "Planet of the Apes" VR experience wont be based on the story of the upcoming "War of the Planet of the Apes," which is scheduled to be released in July, but it would make sense for Fox to release the title around the same time as well to piggyback on the promotion of the movie. pace is a mysterious place: majestic, abound and infinite. But it is still not a bigger mystery than Passengers. Is it a space opera, an adventure film, an emotional drama or a love story? It tries to be everything at the same time but ends up being a wibbly-wobblytimey-wimey mess. In theory, Passengers could turn on any science fiction fan: a 120-year journey through space where one man (Chris Pratt) in hyper-sleep wakes up 90 years before his time, all alone on a spaceship. He knows he will die alone. But before they reach their destination, he has the option of waking up anyone he chooses from the 5,000 fellow travellers. And he sets his eyes on the best one: a beautiful, charming sleeping beauty (Jennifer Lawrence). After winning a short battle with his conscience on whether or not have her suffer the same fate, he decides to do the deed. Just like the prince in the fairy tale, he wakes her up without her consent. What a brilliant proposal! The idea itself gives you goosebumps. It sure gave me some when I first heard of it. Passengers could have been one of the best films of our time. Millions of miles away from Earth, we could have gotten a window into the psyche of humanity: why do we do the things we do, how desperate are we for a connection and a purpose or can selfishness ever be justified? However, all we got was a sloppy excuse that suddenly turned into an adventure flick in the last and most important 30 minutes. Had it stayed on course, the distractions been fewer and the goal been narrower, perhaps we would have seen a winner. But despite all that Lawrence gave to the film, it doesn’t live up to expectations. The chemistry between Pratt and Lawrence is fresh but doesn’t strike a balance. While she masters every light or heavy scene with the kind of performance expected of an Academy Award nominee,
he still needs help letting go of his Parks and Recreation charisma. However, casting Pratt was a good choice too in a way because we are expected to not feel contempt towards the guy who is just another person banished to a life of loneliness. His hard-to-shed image of a lovable idiot may have matured to that of a lovable hottie, but it is still very difficult to hate a face that looks like Chris Pratt. But despite the difficulty, we somehow still managed to hate the character he played. The premise of Passengers is excellent, the actors are perfect and still something has gone so disastrously wrong. Rather than giving a better understanding to the dynamics of the relationship between a selfish perpetrator and a wronged victim who are doomed to live under the same roof until death, we are given the dynamics of the workings of a spaceship and its many technical glitches. The first one-and-a-half hours of the film is discarded for a ‘bigger’ problem at hand: saving the ship from exploding. The exploding ship suddenly changes everything between the protagonists. Lawrence’s justified hatred is belittled almost like a mood swing and it will not be something that goes down well with you if you appreciate your right to consent. People have already started bashing Passengers for the unashamed justification of a horrible act of selfishness but I would have not cribbed had the film built on it. Why he did it and how she lived with the knowledge of what has been done to her could have still made for a compelling story and a performance worth remembering. The problem is not the selfishness but the laziness with which it has been wrapped in the garb of ‘love’. The effects or the experience of the movie doesn’t stand anywhere in comparison to the slew of exceptional sci-fi films we have had the good fortune to witness recently. So even if you are interested in nothing but space and spaceships, I suggest you pop on a Gravity or Interstellar Blu-Ray instead. Source:Hindustantimes

Wokha, January 6 (MExn): Twotime champion GAPYOCC (Green) and Royal Strikers will face off in the final of the 21st Winter Cricket Challenge. Played at Local Ground, Wokha, the tournament is organized by the Senior Noble Klan. On Friday, Royal Strikers defeated Kohima Hornbill by 22 runs while GAPYOCC (Green) lost their last semifinal match to Renegades CC by 5 wickets but entered the final after finishing with more points in the league stage. In the first match, GAPYOCC (Green) electing to bat were ripped apart by Renegades’ Sunil Sharma and Upender Rai who claimed 4 and 3 wickets respectively. Santsuthung was the lone batsman who defied the Renegade bowling with 26 runs. Renegades reached the target in the 15th over of the inning with contributions from Romokhon (21) and Nchumbemo (20). Sunil Sharma who was unbeaten on 8 runs and claimed 4 wickets was adjudged
Man of the Match. In the last semifinal league match, Royal Strikers electing to bat and set up a huge total of 164 runs losing 6 wickets. Kohima Hornbill’s Bargish was the pick of the bowlers with 3 wickets. The Kohima side fought hard but they fell short by 22 runs after being bowled out in the 18th over of the inning for 142 runs. Bargish (23) and Tali (22) were the notable run getters. For the Royals, Sajid claimed 4 wickets while Roshan had 3 wickets. Hemari Teron who also made a catch from behind the stumps was adjudged Man of the Match. He was given the award by Mhomo Tungoe, SDO, Wokha. Kohli named new India limited overs skipper
MuMbai, January 6 (aFP): Virat Kohli was appointed India's limited overs skipper on Friday after the resignation of Mahendra Singh Dhoni, as selectors announced the squads for their upcoming series against England. The swashbuckling batsman, who has presided over an 18-match unbeaten run as Test captain, will lead India in three oneday internationals starting from January 15 before the sides play three Twenty20 matches. Dhoni, who led India to victory in the 2011 World Cup as well as the 2007 World Twenty20, kept his place in both 15-men squads, the Indian board's chief selector M.S.K Prasad announced in a televised press conference. Mokokchung, January 6 (MExn): The third day of the MDCA Inter Club T20 Cricket Tournament played at Imkongmeren Sports Complex witnessed two matches with Züngamedem CC overwhelming Longmiasang CC and Rainbow CC getting the better of Suzerain CC. In the first match of the day, Longmiasang CC having won the toss and electing to bat managed to put up 94 runs losing 8 wickets in 20 overs. Züngamedem could have easily restricted their opponents to an even lesser total but for their sloppy fielding, dropping five regulation catches and conceding 24 runs in extras. With the bat, Tsüknungmeren top scored with 23 runs while Bendangwapang chipped in with 20 runs. For Züngamedem, Temjentoshi picked 3 wickets giving away 19 runs in the 4 overs while Bendangwapang
returned with figures of 2/18. In reply, Züngamedem CC eased past the target losing 2 wickets in just 11.4 overs. Bendangwapang top scored with an unbeaten 30 runs and was assisted by Rongsenyanger who also remained unbeaten on 22. Longmiasang’s Sashilong picked one wicket but gave away 38 runs – an economy rate of more than 9 runs per over from the 4 overs. The other one wicket fell via a run out. In the second match of the day, debutants Rainbow beat Suzerain by 27 runs. Batting first, Rainbow CC set a competitive target of 133 losing 5 wickets in their allotted 20 overs. Talikaba and Temjen led the run-scoring with 44 and 43 runs respectively. For Suzerain, Temsulong and Lanu were the only wicket takers and ended with figures of 1/19 and 1/16 respectively.
Chasing the target, Suzerain got off to a flying start with Wangshi scoring a hasty 25 runs from an innings which included two huge sixes. But following his unnecessary run out, the Suzerain team lost all momentum and were bundled out for 106 in 18.3 overs. Alemjungshi was the best bowler for Rainbow CC with 3 wickets under his kitty conceding 15 runs in 4 overs. Limawapang and Viza took 2 wickets each. Tomorrow’s match between 9-time champions Brotherhood CC and debutants Gorkha Students’ Union promises to be an exciting match as both teams are among the few considered as favourites to lift the cup. Manor F1 team goes into administration
lonDon, January 6 (rEutErS): Formula One could shrink to 10 teams this season after Manor, the sport's smallest and least successful outfit, went into administration on Friday with more than 200 jobs at risk. The British-based team, who entered Formula One in 2010 and previously competed as Virgin and Marussia, are now in a race against time to find new investors to stave off collapse. FRP Advisory LLP said in a statement they had been appointed administrators to the team's operating company Just Racing Services Ltd (JRSL). Manor Grand Prix Racing Ltd, the sister company which holds the rights to participate in the championship, is not in administration. "During recent months, the senior management team has worked tirelessly to bring new investment to the team to secure its long term fu-
ture, but regrettably has been unable to do so within the time available," said joint administrator Geoff Rowley. "Therefore, they have been left with no alternative but to place JRSL into administration." The team employ 212 staff at their Banbury headquarters. Rowley said all were paid in full to the end of December and no redundancies had been made. The season starts in Australia on March 26, with the first pre-season test at the end of February. "The team’s participation will depend on the outcome of the administration process and any related negotiations with interested parties in what is a very limited window of opportunity," Rowley said. Manor are owned by Stephen Fitzpatrick, who runs the Independent British energy supplier Ovo and rescued the team at the 11th hour in
2014 after they went into administration as Marussia. Fitzpatrick said a sale to an Asian investment consortium had been agreed in December but that time had run out before they could complete the transaction. "For much of the season we were on track. But the dramatic race in Brazil ended our hopes of this result and ultimately brought into doubt the team’s ability to race in 2017." Manor were 10th overall until the race in Sao Paulo at which Sauber leapfrogged them with their first points of the season, a result that slashed millions off Manor's future revenues and made them less attractive to would-be purchasers. Fitzpatrick also stands to lose millions, with Manor costing between $40-50 million per season to run and any potential investor unlikely to offer much.
kolkata, January 6 (ianS): A depleted East Bengal will look to start their bid for a long-awaited I-League football title with a win against Aizawl FC at the Barasat Stadium here on Saturday. They will be without two of their foreign recruits -- defender Ivan Bukenya and forward Willis Plaza. The city giants have not won the national league since 2004 and will start with only one foreigner, Haitian Wedson Anselme, in their opening match. "They (Bukenya and Plaza) have had long flights with layovers at different countries. It's not easy to judge on them just yet," coach Trevor James Morgan told reporters on the eve of the match. Due to lack of training
time, Bukenya and Plaza will sit out their first match. East Bengal are still to sign their fourth foreigner in the Asian quota. Centre-back Arnab Mondal is also injured and out for the first few games. Midfielder Cavin Lobo is also doubtful for the first game. Mahrez named African Footballer of the Year
abuJa, January 6 (aFP): Algeria forward Riyad Mahrez was Thursday voted African Footballer of the Year after he inspired Leicester City to the English Premier League title last season. Mahrez, 25, beat Gabon skipper Pierre-Emerick Aubameyang, who scooped the prestigious accolade last year, into second place, with Senegal star Sadio Mane, who features for Liverpool, taking third place. The France-born forward said it was an honour to be named the best African player for the past year. "It's a huge honour, I am happy and pleased. I thank all my teammates at Leicester and Algeria," Mahrez said as he received the award. "I dedicate this to my family and all those who support me every day."
