DiMaPuR, July 9 (MExN): The National Food Security Act 2013 is to be implemented in Dimapur from this month (July) onwards, the office of the Superintendent, Food and Civil Supplies, Dimapur informed on Saturday. In this connection, all village councils and fair price shops under Dimapur district are to collect the Fair Price Shop license from the Office of the Superintendent, Food and Civil Supplies, Dimapur along with two passport size photos of the person in-charge and seal of the respective village councils/fair price shops from July 11 onwards. The press release informed that the food grains will be distributed to the targeted beneficiaries through the village council in rural areas and fair price shops in the urban areas. The village councils and the FPS are required mandatorily to obtain the license from the Government to make the distribution. According to the F&CS department, there are more than 300 villages in Dimapur district.

‘No Helmet No Petrol’ to be implemented in Kolkata KolKaTa, July 9 (iaNS): A day after West Bengal Chief Minister Mamata Banerjee expressed her displeasure over twowheeler users not wearing helmets, Kolkata police on Saturday imposed a “no helmet no petrol” rule forbidding petrol pumps from selling fuel to motorcyclists without helmets. “No petrol pump within the jurisdiction of Kolkata police shall henceforth sell petrol to any such twowheeler rider who comes to the petrol pump riding a two-wheeler without helmet as well carries a pillion rider without helmet,” said a notification by the city police published on Saturday. Observing that there was a “manifold rise” in instances of bikers and pillion riders not sporting helmets, the notification said, “Immediate and stringent action needs to be taken in accordance with law, to have greater deterrence and for prevention of the same.” Launching a road safety initiative “Safe Drive Save Life”, the West Bengal Chief Minister on Friday had expressed alarm over rising accident deaths and called for strict adherence to traffic laws.

Has Modi govt compromised India’s sovereignty in Naga accord: Congress

NEw DElhi, July 9 (iaNS): The Congress on Saturday attacked the Narendra Modi government, questioning the Naga accord signed last year and wondered if the Centre had entered into an agreement with the NSCN(IM) “compromising India’s sovereignty and integrity”. The Congress also wanted to know if the Modi government had promised the Nagas a separate flag other than the Tricolour and separate passports other than Indian passports. The Congress attack follows an interview given by T. Muivah (82), General Secretary of the National Socialist Council of Nagalim (Isak-Muivah), to The Hindu newspaper in which he said that the Nagas had not given up on their demand for sovereignty. In August 2015, the BJP government signed a framework agreement for the peace accord with NSCN(IM). Muivah, whose NSCN-IM signed the framework agreement with the government last year, said that a separate flag and passport for Nagas was

not just a ‘demand’ but a ‘right’ as the Nagas were never under Indian rule. Congress also said they would raise the issue in Parliament during the monsoon session. They demanded that the framework of the accord should be made public. “Has the Modi government entered into an agreement with NSCN (IM), compromising India’s sovereignty? Has the government agreed on a shared sovereignty of India for the Nagas,” asked Congress spokesperson Randeep Singh Surjewala. “Press statements made by the NSCN (IM) general secretary talk of an agreement with Modi government questioning our integrity. This has stunned the nation,” he said. Surjewala further pointed out: “NSCN (IM) said a separate flag and passport for the Nagas was not just a demand but a right, as Nagas were never under Indian rule. He also said the framework is secret because until a complete settlement is done, some secrecy will have to be kept.” Surjewala said the Modi government must give details of the agree-

He blamed the government for not taking into confidence the northeastern states before signing the agreement. “Whether the Modi government has or will take into confidence the elected governments of Nagaland, Assam, Arunachal Pradesh and Manipur before entering into an agreement for ‘alteration of territories’ of these states,” he questioned. “Has the Modi government promised a separate flag for the Nagas other than the Tricolour? Has the Modi government agreed to give separate passports other than Indian passports? What are the details of this secret framework agreement entered into by Modi government,” Surjewala asked. “While the Indian National Congress fully supports finding a lasting peaceful solution to the Naga problem through the process of dialogue, it has to be compulsorily within the four corners of our constitutional framework without a whisper of compromise on India’s sovereignty and territorial integrity,” he said.

GuwahaTi, July 9 (MExN): The National Federation for New States (NFNS), North East chapter, has demanded that the BJP regime adopt a “clear cut” and “pragmatic” policy for creation of new states within the Indian Union. “Creation of new states will bring better administration and speedy development of the region,” stated a press statement from the NE chapter of the NFNS today following a meeting at Tribal Rest House in Guwahati. The demand for new states is not a new issue in India; some of them were started before independence and some after for a “self determined administrative region” in the form of a State under the Indian Union. The North East chapter of the Federation is a congregation of demands for Bodoland, Tripuraland, Kukiland and Karbi Anglong. The other demands in India include the creation of Vidarbha, Bundelkhand and Gorkhaland. These demands in the North East have particularly been raised for “asserting to protect and safeguard the ethnic identities of some of the ethnic communities of the North East region whose identities and existence are under constant threat due to external aggression and also to do away with the disparity in socio-economic development in some regions,” noted the press statement signed by Pramod Boro, President of ABSU and Joint Secretary of NFNS, Swapanajit Sanyal, Working President of Vidharbha Rajya Aghadi and Central Executive of NFNS, Hejang Haokip, President of the Kuki State Demand Committee and Central Executive of NFNS, Khorsing Teron, Chairman of Joint Action Committee for Autonomous State (JACAS) and Central Executive of NFNS, Gobinda Basumatary, Secretary General of NDFB (P) and Central Executive of NFNS, and Rakesh Boro, People Joint Action Committee for Bodo Land Movement and Central Executive of NFNS. The executive meeting of the NFNS, NE chapter resolved that the Government of India (GoI) must expedite tripartite talks with the All Bodo Students’ Union (ABSU) and its allied organizations and the NDFB (P) which has “remained stagnant for the last one and half years,” failing which they

may be compelled to “launch a vigorous movement.” Its second demand urged the GoI to “initiate dialogue” with the United Peoples Front & Kuki National Organization to “resolve the issue of Kukiland Demand.” It also urged the GoI to expedite talks with JACAS to “resolve the demand of Karbi Autonomous State in Karbi Anglong.” Finally, it asked the GoI to “resolve the unsolved State Demand issue of Borok People of Tripura.” The NFNS, NE chapter, stated that contrary to what the BJP had promised couple of years back before coming to power, the regime is “destroying the very foundation of Democracy by elevating Corporate Houses to the epicenter of both economy and administration of India.” “Selling of oil fields of Assam and elsewhere of India to national and foreign private companies, allowing foreign companies to set up business establishments in India and giving absolute authorities of some areas of India to Corporate Houses by declaring those areas as Special Economic Zones are nothing but clear indications of total negligence to the backward and weaker sections of the Indian society,” noted the Federation, while condemning the “nefarious policies” of the ‘NDA regime.’ Given these policies, the NFNS wondered what the position of “indigenous people/investors” will be. “Mere development of infra-structure won’t make a country a developed one unless the government adopts a policy to develop the socio-economically backward and weaker communities of the country,” it maintained, also stating that the “digitalization of India” will remain “mere day-dreaming as long as the Government of India does not adopt a policy to impart quality education to each and every citizen of India.” Reminding that the present government has already advocated for creation of smaller states thereby making it imperative for it to take further steps, the NFNS NE chapter reiterated that the people demanding statehood “want to live as the part and parcel of the great Indian community with dignity and honour in our ancestral land under the provisions of the constitution of India. We want our identity with language and culture to be protected and ensured under the provisions of the constitution of India. We demand for adopting political decision on the issue which will pave way for an amicable solution.”
