DIMAPUR, JULY 10 (MExN): The Forum for Naga Reconciliation (FNR) today reiterated that “violence is not the way to reconciliation.” The FNR, in a press statement, called for Naga national groups to “stop all forms of confrontation and violence that may result in any further divisions among Nagas.” It lamented that the reconciliation process “remains on shaky ground,” and that “not all Naga national groups have been successful in their discussions to agree to an inclusive process whereby all Naga national groups can unitedly pursue the Naga historical and political rights.” Recognizing that the path to reconciliation has been difficult and “riddled with tribulations,” the FNR stated that the forum’s “integrity and intentions have been questioned, our interventions have been mocked and ridiculed and we have become the convenient ‘punching bag’ for all to throw accusations and blame.” However, it asserted that “there is no future without forgiveness and reconciliation” and assured that the forum “remains committed to an inclusive and genuine Naga reconciliation of all the Naga national groups.” It pointed out that the “practice of exclusion has no future for the Nagahood,” and cautioned that unless the “will to inclusivity takes precedence Naga future will remain distant.” Stating that violence “only sows the seed of hate and destruction,” the FNR stated that the Naga public “can no longer remain silent on this matter anymore.” The forum asserted that time has come to take a firm stand in putting an end to factional violence. FNR urged for all groups to constructively work together in addressing differences and to co-ordinate and cooperate with each other in strengthening the process of Naga reconciliation and unity. It further called for the accommodation of all other Naga national groups who have not been a part of the reconciliation process.
Demanding that the groups uphold the values of human rights and self-determination by overcoming all forms of sectarianism, discrimination and exploitation without territorial demarcation among fellow Nagas, the FNR stressed on the need to forge an inclusive and united vision for the Naga people, to peacefully live together and also with other communities around. The forum stated that the “existence of the Naga Reconciliation process is dependent on the active support of an alert populace.” As such, it appealed to the people to “make a decisive stand in this critical juncture when the Naga Reconciliation process is in peril of self-destruction.” In the present context, FNR stated that “it is difficult to realistically and honestly imagine the Naga people realizing their rights without first achieving genuine reconciliation among ourselves.” It added that the Naga Reconciliation is closely intertwined with Naga political rights and historical rights, which it stated has been ensured by “prolonged divisions within the Naga national groups (factions).” The FNR recalled that it was formed at a time when the Naga national movement was facing “deepening fragmentation and the outbreak of internal violence threatened to plunge the entire Naga people into an abyss.” It added that series of interventions by the forum resulted in “landmark documents where Naga national groups declared they have reconciled on the basis of the historical and political rights in the spirit of forgiveness and acceptance.” However, it said that inability to implement various agreements and the acts of “factional violence, killings, abductions and self justifications” have proved detrimental to the Naga reconciliation process. A discussion on Naga Customary Practices organized by the Nagaland State Commission for Women (NSCW) was held at Capital convention Hall, Kohima on July 10. Visiting members from the National Commission for Women (NCW) including NCW Chairperson Mamta Sharma attended the event. Delivering her speech, Mamta Sharma stressed on the importance of a strong State Commission for women in Nagaland so that the body could exercise effective oversight over government in terms of women’s rights. Mamta Sharma briefed the participants on NCW’s mandate to uphold the constitutional and legal safeguards for women’s rights, safety and dignity, reviewing of laws, administrative structure and judicial processes and NCW’s oversight mechanism to monitor enforcing agents of the State and take cognizance of cases involving crimes against women.
Sharma asserted that times have changed and women must be given opportunity to participate in the decision making process of elected governments at various levels and that Nagaland must implement the Nagaland Municipal Act which provides33% of urban elected seats for women. Sharma further suggested that the state government should hold elections with 33% reservations regardless of the outcome of the Supreme Court judgement which is fixed on August 5 because according to her, Nagaland needs to internalize the process of emancipation of women without judicial intervention. However while doing so, it should be borne in mind the reasonableness and applicability of such practices.” added Meru. A. Explaining on the outlook of the university, TGOUN director, Dr. Imotemsu Ao, said the university would seek “a marriage between traditional courses and vocational and professional courses” so that students get maximum benefit both from academic and career viewpoints. He also said plans are afoot to introduce engineering and medical courses, keeping in mind the growing demand for such courses. The vice chancellor said TGOUN will be introducing as many as 150 academic, vocational and professional courses which are suited for every age group and that the
courses are designed in a unique way so that once the students complete their courses, they would not face unemployment hurdles in any sector. Dr. Dutta also said that with TGOUN offering multiple courses at the doorstep, students from North East especially Nagaland, need not go to mainland and metros to pursue their education. This, he said would save a lot of resources as well as do way with hurdles and hostilities students from NE have to endure while studying outside the region. The main agenda of the meeting was the various ongoing developmental works in the Range that are left incomplete and overflow of illegal IMLF (Illegal Matured Foreign liquor) and illegal banned drugs in Englan Range. After a long deliberating on total prohibition of selling liquor and banned drugs, the house unanimously resolved to
ban selling all sort of liquor and banned drugs within the Englan Range jurisdiction. The house also constituted an Action Committee headed by the Area Command DB, as Committee Convener to look over the matters. The Action Committee comprises of village councils, women hoho, students’ leaders, and church leaders. Subsequently, the Action Committee held a meeting on July 5 at Tourist Lodge Old Riphyim. Basing on June 14 meeting, the Action Committee strongly resolved to fine a sum of Rs, 5000 (Rupees five
thousand) only if anybody caught selling of liquor or banned drugs within the Englan Range jurisdiction. This resolution will come into force from August 5. Therefore, all the public of Englan Range are requested to co-operate with the Action Committee for effective implementation of the resolution. The meeting also discussed to organize total prohibition protest rally in the month July 2014. Creating awareness on ICPS and Child Rights TuENsaNg, July 10 (mExN): The District Child Protection Unit, Tuensang under Social Welfare Department Nagaland, organized a sensitization programme on Integrated Child Protection Scheme (ICPS) and the Juvenile Justice (Care and Protection) Act, 2000 from July 2 to 4 at Tuensang town, Shamator and Noklak respectively. The programme was organized to create public awareness on ICPS and Child Rights. Excise and Narcotics Minister R. Lalzirliana, said the new legislation as anticipated is just a replacement for the MLTP Act which had
been enforced ineffectively in the state for 17 years and the bill does not envisages freeing of liquor as doubted by churches and the people. According to the new legislation, Lalzirliana said only a licensed person would be allowed to open retail wine shop and sell liquor in the state. However, there is severe punishment to the extent of 5 years imprisonment and imposition of fine on violation of the law, he added. The Excise and Narcotics Minister stated that for several years the youths in

According to a report from the Naga Students’ Union Delhi (NSUD) President, Maivio Woba, a total of 359
complaints on crimes were registered between February 14 and July 9 this year. Security of the people from the North East in Delhi and the general apathy towards them became a rallying point after the Nido Tania killing. Malaria Claims Over 100 in Tripura, Tough Road Ahead AgArtAlA, July 10 (MExN): With more than 100 malaria-related deaths and many others affected, Tripura has been struggling to contain the raging epidemic in its many villages. World Vision India, a Christian humanitarian organisation, in a statement informed that medical personnel are currently being airlifted to remote locations, to combat the spread of the disease while many temporary health centres have been set up to treat malaria patients, like the CRPF godown in Mungiakami at Khowai district and Kasturbha Gandhi Balika Vidhyalaya in Ganganagar. Most malaria patients also have jaundice also, which makes it more dangerous especially among children. Six-year-old Jenny tested positive for malaria at her village, and was taken to the hospital where she received treatment. The girl returned to the village on completion of her treatment in a few days, much to the relief of her family. The man behind the successful intervention was Chandra Halam, from the same village as Jenny. Halam, who had received medical training arranged by World Vision India earlier, has now helped about 75 malaria patients. But not all malaria victims are as fortunate like Jenny. The need of the hour, World Vision India says, is to

Reconciliation: A Journey of Common Hope
T
he public yearning for Naga Reconciliation is not new. Various well-intended processes to strengthen and realize reconciliation have been initiated over the years by Naga civil society organizations and the Churches. In today’s context it is difficult to realistically and honestly imagine the Naga people realizing their rights without first achieving genuine reconciliation among ourselves. The prolonged divisions within the Naga national groups (factions) have ensured that Naga Reconciliation be closely intertwined with Naga political and historical rights. They are different sides of the same coin. The Forum for Naga Reconciliation (FNR) was formed in February 2008 at a time when the Naga national movement was
facing deepening fragmentation and the outbreak of internal violence threatened to plunge the entire Naga people into an abyss. It was in response to this situation that the FNR was formed. It was a series of public meetings which eventually led to Naga civil society organizations and churches agreeing to jointly work for Naga Reconciliation in a collective and concerted manner. This shared desire culminated with the formation of the Forum for Naga Reconciliation. FNR’s initial task was to address the spiraling violence and counter-violence between the Naga national groups. After series of interventions and due to rising public dissent, the factional violence receded and with leaders of the groups committing themselves to Naga reconciliation, the next stage of the FNR’s task

A town which is best known as a parish suburb with a population of 5600 or more as per the church’s membership (@ 2010-2011). The reflection of my short stay means a lot to my mind whether to felicitate the township giving the laudable lauds or to bring to the point that the massive is bullied or quiescent. Viewing the activities of the people, it pinches my heart to verbally describe the reality of a sub-division belonging to three ranges under Mokokchung district. At this point, I wish I am a school student to write an essay on “If I were the Chief Minister of Nagaland” or “The President of India.” Or “Richie-Rich missionary to the needy.” The one laudable work done by some few futuristic individuals is bringing a weekly Bazaar to the town for all the neighboring villages just five months ago. The other group is the church who does the little developmental works through some reasonable officers coming in to the town such as, Er. Alang (Executive Engineer PWD) blacktopping the circular road around the church and extending it to some colonies two years ago in the name of the churches’ Golden Jubilee celebration. Er. Yanger Pongen (PHED) responding positively to our grievances and for that matter, he materialized a dozen of pipes to bring in the one basic

This was to enable a safe environment that would facilitate leaders of the groups to engage in face-to-face meetings and discussions. These meetings yielded fruit in the form of landmark documents where Naga national groups declared they “have reconciled on the basis of the historical and political rights in the spirit of forgiveness and acceptance.” Yet, the reconciliation process remains on shaky ground. Not all Naga national groups have been successful in their discussions to agree to an inclusive process whereby all the Naga national groups can unitedly pursue the Naga historical and political rights. Furthermore, the inability to implement various agreements jointly signed by them has been a
serious flaw in the Naga reconciliation process. All these pitfalls have been further complicated by acts of factional violence, killings, abductions and self-justifications. It is a tragedy that some groups have not fully realized that violence is not the way to reconciliation. These complexities have led to an unpredictable and unhealthy stalemate; thereby putting the reconciliation process in grave danger of self-destruction. The path of reconciliation has been difficult and one that is riddled with tribulations. In the process the Forum for Naga Reconciliation has been accused at various points in time by individuals, organizations and Naga national groups. Our integrity and intentions have been questioned, our interventions have been mocked and ridiculed and

The government schools receive the longest vacations with few teachers under study leaves. Good for the students today, but their future is unpredictable. Thirdly, in politics everyone is a congressman and everybody is non-congressman hence, the first minute and the last minute monetary gift will decide their unattended candidate except for some hardcore party workers. Economically, people
are under pressure mining their coal, farming and other small scale daily wages. Religiously, every single individual is righteous and the rest are unrighteous. However, his definition carries the same in the minds of the other individuals too. Their attitude speaks of “Thou art Holier” but as soon as one walks out from his divine cage, his testimony shift to another who comes in. The road from Longnak to Mangkolemba which is 11kms or 13kms (views differ) is the best off-road route for a championship cup possibly only for SUV segments. The road that leads to the one Primary Health center is an adventurous trip to experience a ride on a donkey. For that matter, proposal for a natural model township for a courageous tourist will be a hotspot. Receiving six to eight hours of electricity per day with frequent breaks to recharge our inverters is a big thanks to the department. The one reliable BSNL Network gives the maximum unreachable services but we are still paying the cost of dialing, God Forbids! Everyone opposes for selling alcohol but only few don’t drink. What else? It’s frustrating to see the beautiful landscape with all these happenings around. The question now is whom shall the people laud for such a town in particular and the other

we have become the convenient ‘punching bag’ for all to throw accusations and blame. Nonetheless, the FNR holds the view: there is no future without forgiveness and reconciliation. The Forum for Naga Reconciliation remains committed to an inclusive and genuine Naga reconciliation of all the Naga national groups. FNR believes that the practice of exclusion has no future for the Nagahood. If truth, justice, and peace, is what we are seeking for, then without the will to inclusivity takes precedence Naga future will remain distant. Persuaded by this moral conviction, the Forum for Naga Reconciliation today declares once again to the people that violence is not the way to reconciliation. It only sows the seed of hate and destruction. The Naga public can no longer remain silent on
towns of different districts elsewhere? This must be true in other sub-divisional towns where the public are ignorantly happy with the nomenclature “Town” because people presume, “Moi Bosti walla nohoi”. Breaking up the silence, when will the authority and public come to the point of realization for better livelihood? For those who follow my lines will understand the requirements of a healthy society and their needs beneath it. Though I am a church clergyman my podium demands the voice of truth and honesty, concerning self-belongingness, community development, pointing on to their rights that they deserve to get and to live a righteous person guaranteed with the seal of salvation through Jesus Christ. Being a preacher, I believe a flowery sermon on Bible stories, prosperity and pleasing sermons will never bring a local solution to affirm the doctrinal norms of a denomination. On the other hand, the culture of Chief Guest and guest of honor or laying of foundation stone by the powerful should not take for granted that we live in a sub-division silencing the citizen’s rights and liberty. Commitment to God and his subject’s, demands our faith in responding with truth to all types of people and places without any prejudices. In conclusion, I will felicitate to all the people who will stand for the community and work honestly with truth and dignity as their guide.

FNR’s vision of reconciliation entails a coherent set of beliefs about the nature of our faith and our relationship with; fellow beings also about the relation between justice and love which lies at the core of Christian faith. If our political engagement is to flourish it must be governed by this vision. Hence, united in our shared desire for Naga Reconciliation, Unity and Peace, the Forum for Naga Reconciliations demands that the Naga national groups agree to jointly work in cooperation with credibility and transparency towards the following:
• To immediately STOP all forms of confrontation and violence that may result in any further divisions among the Nagas; • To constructively work together in addressing differences and difficulties of the ground realities; • To sincerely coordinate and co-operate with each other in strengthening the process of Naga reconciliation and unity; • To exhibit magnanimity by inviting and accommodating all other Naga national groups that have not been part of the reconciliation process; • To uphold the values of human rights and self-determination by overcoming all forms of sectarianism, discrimination and exploitation without territorial demarcation among fellow
Nagas; • To forge an inclusive and united vision for the Naga people to peacefully live together and also with other communities around; • To unitedly pursue the Naga historical and political rights; and • To pray for one another as we journey towards reconciliation. These represent the core values on which we strive to establish trust and accountability. Finally, the existence of the Naga Reconciliation process is dependent on the active support of an alert populace. We therefore appeal to the people to make a decisive stand in this critical juncture when the Naga Reconciliation process is in peril of selfdestruction. Forum for Naga Reconciliation (FNR)

Samsung to probe child labour charges in China Seoul, July 10 (PTI): Samsung Electronics Co said today it was “urgently” investigating allegations that one of its suppliers in China employed children and underage students. China Labor Watch (CLW) said the supplier, Shinyang Electronics, was believed to have hired at least five workers under the age of 16. The New York-based watchdog cited other violations, including unpaid overtime wages, excessive overtime and a lack of social insurance and training. “We are urgently looking into the latest allegations and will take appropriate measures in accordance with our policies to prevent any cases of child labour in our suppliers,” the South Korean Electronics giant said in a statement. “We strictly maintain a zero tolerance policy on child labour,” it said, adding that the supplier in question had been subject to a series of audits and inspections in 2013 and earlier this year. “No cases of child labour were found,” it said. China Labour Watch called Samsung’s monitoring system “ineffective”.

This was informed in a press statement issued by the Media Cell, CMO. In the meeting, CM appraised Gadkari on the long pending 4-laning of the Nagaland Highway connecting Dimapur to Kohima and urgent need for the construction of foothill roads. Gadkari assured CM that his Ministry will deliver the result in two-year time frame. He even assured the CM that he would also instruct the

MOKOKcHuNg, July 10 (DIPR): An awareness programme for building and other construction workers was held on July 10 at Town Hall, Mokokchung. The programme was organized by the Department of Labour Government of Nagaland (NBOCW Welfare Board). Addressing the gathering, SDO(C) Rajesh S, stated that building and other
construction workers are one the most vulnerable segments of the unorganized labour in India with inadequate basic amenities and nonexistent of a welfare facilities. Taking all this into consideration Government of Nagaland has constituted the Nagaland Building and other Construction Workers’ Welfare Board (NBOCW) to provide social security
to this section of the workers by implementing different welfare schemes specially designed for the purpose. He also stressed on the need for the increase in the quality of work. DIMAPuR, July 10 (MExN): Railway Protection Force personnel arrested one man with restricted psychotropic drugs at the Dimapur railway station on July 10. The RPF personnel confiscated 13,000 capsules of Spasmo Proxyvon and 13000 Nitrosun tablets from the man identified as one Faroq Uddin (31 years), hailing from Nilam Bazar, Karimganj, Assam. The consignment is estimated to be worth around Rs. 1, 50,000 in the illicit drug market. According to R. Pucho, officer-in-charge of RPF, Dimapur, the man had arrived by the BP Mail and was arrested during routine frisking. As per his statement, the consignment was given to him by a co-passenger, who
KOHIMA, July 10 (NEPS): Former Congress leader from Phek, Dr K Hoshi, has formally joined the BJP on Thursday, saying that he had taken the decision to join the party in view of the fast changing political scenario across the country and for the larger interest of his people as well. Talking to NEPS over phone from Dimapur on Thursday, the former Congress leader, who just resigned from the Congress on July 4, last week, stated that BJP-led NDA was already in power at the Center and said the BJP would come to power in Nagaland too. few years ago, one of the cartoons carried in our regular Reflections section of the Morung Express was just too hilarious and perhaps it rightly depicted our Naga mindset as well as our action and behaviour when it comes to not just sports but the more serious game of life and how we as a people ought to build ourselves. The inspiring message in the cartoon was that “we Nagas will never win…because the Referee is going to get beaten up”. Perhaps this is in reference to our violent nature where even the poor referee will not be spared the typical Naga bossy behavior and the inclination to raise our hand i.e. to assault. Everywhere you go, we the Naga people seem to carry this disruptive behavior and to take law into our own hands. If we have no qualms about beating up even a referee or the mediator, just imagine what we are capable of doing to our opponents. It shows that we have no respect for law, authority, process and the sentiment of the other. The cartoon depicts a setting where a Naga family is gathered around a television set, waiting to watch what is being depicted as “Nagas vs Government of India”. The referee in this case could be the peace interlocutor of the Government of India or even the Forum for Naga Reconciliation (FNR), which is mediating between the various Naga factions to find lasting peace. Whether it is in the context of a football match or more serious business of peace and dialogue, the players will have to show respect to what the referee is trying to do—to ensure fair play, enforce the laws of the game, create order and a conducive atmosphere for a meeting point etc. Similarly the parties or players must be courteous, respect opinions, perceptions and feelings of the other and refrain from personal attacks, intimidation, threats and verbal or physical abuse. So we need to approach a game or a negotiation with civility. The same cartoon can be used to highlight another message or perhaps a lesson for us to learn. “Nagas can never win because everybody tries to be a Neymar, Ronaldo or a Messi”. In football parlance, no one wants to pass the ball around and create opportunities for scoring goals. In sports no doubt there may be individual brilliance or a stand out player, but at the end of the day, to be successful and to win requires team work. The FIFA world cup 2014 is prove that it is the better team that will outlast the rest and emerge successful. Perhaps if Nagas can work as a team, there will be greater success in whatever we do. However it appears to be that we are not as successful in our economic or political venture/s in the last fifty to sixty years and the obvious reason could be that instead of playing as a team we are competing with each other and pulling each other down. We try hard to show our individual prowess but this is okay as long as it is contributing to scoring goals or the success of the Naga team. We are simply unable to create enough opportunities towards winning for the team. Perhaps we are okay with self aggrandizement or to bring glory to our self or our tribe/clan or organization etc. But we seem to be lacking in working for the common good or to succeed as a people. It’s never too late to start the process of team building among the Nagas and to feel like one. For this we need to reason together and reach out to each other. Brazil faces issues around race & racism

ormer Brazilian national midfielder Arouca, playing for Pele's old club Santos, was doing a sideline TV interview a few months ago when opposing fans began to chant "monkey, monkey, monkey." Those taunting hit him with another jab: Go to Africa and find a team. Get out of here. President Dilma Rousseff, who has pledged a "World Cup without racism," tweeted quickly: "It is unacceptable that Brazil, the country with the largest black population after Nigeria, has racism issues." It does, and Brazilians are slowly waking up to it. Still, they are more accustomed to saying this is a country free of prejudice, and the subject is rarely discussed openly and seldom makes the news. Many hold to the myth of a "racial democracy" because the country never had laws separating the races. "The Brazilian form of racism is worse than apartheid because it works on the basis of deception," said Elisa Larkin Nascimento, director of the Afro-Brazilian Studies and Research Institute in Rio. "There is denial," she added. "Many people — particularly the ruling class — say there is no racism. With that stance, you are left with nothing to talk about." Over the last few decades, Brazil has begun to introduce affirmative-action programs, African diaspora history is being taught in schools, and a cabinet-level position has been created to deal with racial equality. "The biggest leap was to get the society to talk about racism and realize that, in fact, it does exist in Brazil," said Larkin Nascimento, who wrote the book "The Sorcery of Color: Identity, Race and Gender in Brazil." Settled by Portuguese and a mix of other Europeans, Brazil imported about 5 million slaves — 10 times more than the United States — and ended slavery in 1888. That was 25 years after the United States banned the practice. Blacks in Brazil earn about half of what whites do, and there is only one black minister in Rousseff's cabinet. The first black justice on Brazil's Supreme Court — Joaquim Barbosa, who rose to chief justice — recently announced his retirement. Magazine covers seldom feature a black face, movies often feature all white casts and the very popular soap operas feature mostly white actors. Brazil's present World Cup team is made up of 90 percent black or mixed-race players, though Brazilian fans attending World Cup matches — and Brazil's club matches during the season — are predominantly white. Its most famous player was Pele, who was known as "The Black Pearl." He would have been banned from playing early in the 20th century when the game, introduced by Europeans, was closed to non-white players. Much of the game is still closed to the black and poor. "Nobody like me could ever get in there to watch," said Joacy de Silva, a dark-skinned man picking through an orange trash bin on Wednesday just 25 yards from an entrance to Rio's Maracana stadium where Spain faced Chile in the World Cup. He stuck his head and hand deep into a smelly mess of cans and rotting food, then came up to finish his thought. "I can't say I am angry," he said. "I don't know. I have my life and the rich have their life." Black and brown-skinned people are rarely customers in top-notch restaurants, elegant shopping malls or airports. They tend to be cleaners, nannies or kitchen workers. Figuring out who is black in Brazil can be tough, and a socalled "black community" doesn't exist. Brazilians self-identify. A light-skinned person may choose to seen as black, but others judge, too. "Who is black?" Larkin Nascimento asked rhetorically. "If you go into classy hotels or restaurant, you know who's not there. You can see it. The police, when they're rounding up people on the streets, they know who is black."

oundaries in Europe may appear absolute, but there are still occasional reminders they are not. The debate on secessionism has been reinvigorated by the imminent Scottish independence referendum, whose outcome could radically undermine the terms of the Union between Scotland and the rest of the United Kingdom. It is not the first time that a secessionism crisis has created the conditions for a new state to emerge from a previously established political union. In Europe the majority of countries that were created over the last century has emerged from the disruption of established political unions. However, the breakdown of Yugoslavia and the Soviet Union bears little resemblance to the situation that is currently under discussion in the United Kingdom and with the debates on independence that are under way in Spain, Belgium, and Italy. While there is little doubt that these contemporary forms of self-determination claims have deep historical roots, they have not been caused a sudden change in the internal economic, political, or social conditions of the state. The puzzling question is why the political leaders of these regions are now successful in translating their long-term discontent into explicit demands for secession. The question is, in other words, what conditions allowed secessionism crises to gain momentum across Europe. There are different answers to this question. Some have argued that the consequences of economic crisis have fuelled the flames of secession. Others have suggested the negative attitude of the central governments in power in the last few years has made a difference in most of these countries. These arguments help explain why the dream of nationhood is now being translated into a secession crisis across Europe. Yet, there is one crucial aspect that the debate on independence referendums has relatively overlooked, taking it for granted or treating it as something of marginal importance only. This concerns the international context and whether it has created more favourable conditions for secession. In this article I will explain that the changes that have occurred to the international environment in the course of the last twenty years have greatly contributed to turn secession into a viable political option for regions and their political leaders. My argument, in short, is that the contemporary international context has decreased the benefits that were previously associated with membership to a larger sovereign nationstate and has therefore contributed to augment both the desirability and the feasibility of secession.
A system where territorial adversaries no longer threaten each other There are two components of this argument: the first is about international security, the second is about international economy. The first claim I want to defend is that changing conditions of international security have facilitated claims of secession. Many political unions were initially established under the pressure of external or internal security threats. Federations and confederations such as the United States, Argentina, Canada, Germany, and Switzerland are all examples of states that came together to overcome military tensions. Also the European Community was established with the explicit purpose of ensuring peace in Europe following two world wars originating on the continent. The constituent units of these political unions have given up significant elements of their sovereignty to be part of a larger entity that can guarantee security and peace. Incidentally, these historical examples show that the perception of a common threat binds a union together: the stronger the enemy, the more likely it is

ith 17 months before the Millennium Development Goals (MDGs) reach their targets by the December 2015 deadline, the United Nations is trumpeting its limited successes – but with guarded optimism. “Global poverty has been halved five years ahead of the 2015 time frame,” says Secretary-General Ban Ki-moon in the latest status report released Monday. In 1990, almost half of the population in developing regions lived on less than 1.25 dollars a day. “This rate dropped to 22 percent by 2010, reducing the number of people living in extreme poverty by 700 million,” the study claims. Still, the overwhelming majority of people living in extreme poverty belong to two regions: Southern Asia and subSaharan African, according to the 56page Millennium Development Goals Report 2014. But some of the non-governmental organisations (NGOs) closely tracking trends in social and economic development in the developing world are sceptical of the claims. Roberto Bissio, director of the Uruguay-based Social Watch, told IPS the global average the United Nations celebrates is almost exclusively due to China – and most of that poverty reduction in China happened before the year 2000. “Thus the MDGs are credited with outcomes that happened before they existed,” he said. “This is because the target is defined as lowering to half the 1990 global poverty line, not the 2000 figure as the Millennium Declaration implies by talking in present,” Bissio added. The study singles out the increased access to drinking water sources, an improvement in the lives of slum dwellers and the achievement of gender parity in primary schools. “If trends continue,” says the report, “the world will surpass MDG targets on malaria, tuberculosis and access to HIV treatment (while) the hunger target looks within reach.”
As countries collaborate more and more, there is less and less need to band together in big national units
for the constituent units to perceive their common interests and entertain a union despite having to pay the price of a loss of sovereign power. Nowadays, however, security threats are more blurred than they used to be in the past. In today’s western world, defence alliances have increased the feeling of security of small states. In its white paper ("Scotland's Future: Your Guide to Scottish Independence"), for instance, the Scottish Government explains its view that “NATO membership is in Scotland's interests, and the interests of our neighbours, because it underpins effective conventional defence and security co-operation”. This alliance implicitly acknowledges the inability of states to protect their own security: size, military strength and population have ceased to be crucial factors for the survival of a territory. In Europe, in particular, security threats have fallen dramatically since the end of the Cold War. The invention of nuclear weapons, complex interdependence and the role of the United States as a global hegemon have undermined the view that security could be achieved only through a large national army. In fact, it is not by accident that most secessionist movements in today’s world are mobilizing in Europe, where military defence is no longer perceived as a crucial necessity for states. In the report on Security in Scotland, with or without constitutional change, experts have showed that territorial adversaries no longer threaten western European states existentially and that the old Westphalian notion of sovereign state security is increasingly anachronistic. The leaders of seceding regions like Scotland realize that the lack of serious international threats and the presence of strongly interdependent alliances create more favourable conditions for the secession of a region from larger states. A more interdependent economic system The changing international economic system is also conducive to secession crises. Historically, large economies of scale appeared more appealing than isolationism. In fact, in 1698 the nobles of the Kingdom of Scotland tried to elevate their country to a world trading nation by establishing a colony called "Caledonia" on the Isthmus of Panama. The colonization scheme failed and nearly bankrupted the country. Within a decade Scotland had signed the Act of Union with England to create the United Kingdom of Great Britain. Back in the 18th century, the Scottish leaders considered that sharing the benefits of being part of a major power was the only way for a dignified economic survival. In today’s interdependent economic system, instead, small European economies with similar geographies to Scotland are able to maintain both economic stability and growth. It does not follow that smaller is automatically pref-
erable: small countries are not necessarily better off than the others, as they remain more vulnerable to economic shocks. In 2008 the British government had to bail out Royal Bank of Scotland (RBS) and HBOS, whose combined liabilities were more than 13 times Scottish GDP. Nonetheless, an independent Scotland would still be likely to remain deeply integrated with the global economy and receive support from international partners. Indeed, this is also the reason why membership of the European Union (EU) is one of the crucial factors at stake in the debate on Scottish independence. While the UK Government has recognized that the International Monetary Fund (IMF), the G8 and G20 membership would be largely unaffected by Scottish independence (see report on Devolution and the implications of Scottish independence), membership of the EU remains a more complicated affair. While there are many questions about Scotland’s position within the EU that remain to be clarified, it has been recently pointed out by Michael Keating that “it is in nobody’s interest to throw Scotland out of the single market – not Scotland, the rest of the UK, the other member states, business or anyone would gain from this”. In the end, the notion that an independent Scotland would be automatically excluded by the EU is problematic to implement, as well as complicated to justify on the basis of democratic and normative principles. Conclusion Secession poses many hypothetical questions. However, the recent evolution of the international system has clearly diminished the uncertainties related to the withdrawal from a previously established political union. In particular, the fall of security threats and the rise of international economic interdependence have contributed to reduce the benefits of membership to a larger state community. Security and economic concerns used to be part of high politics, and these in turn were responsibility of large and powerful nation-states. As globalization blurred the boundaries of security and economics and created a more permeable environment, these concerns have faded. As a result, even small regions understand it is now possible to pursue secession at a much less costly price than before. These conditions contribute to galvanize the hopes of those who support secession, but they also have another important effect: they contribute to change the meaning of independence itself. Scotland is, once again, a very powerful example of these changes. The political leaders who support secession talk about keeping five of the six unions, including – crucially – the monetary union. This is a very interdependent idea of independence. In short, the new context has contributed to a forging of a new understanding of what secession actually means. It is for this reason that the debate surrounding the Scottish referendum on independence and, more generally, secessionism in the Western world should not overlook the crucial importance of the international context in making secession a viable political option. Indeed, newly independent regions would have a very tough life surviving on the world stage, but nowadays they can achieve a level of security and economic well-being that unthinkable until a few years ago. It follows that if they really want to convince citizens that staying together is the best option, defenders of the political union in the United Kingdom, Spain, Italy, and Belgium should stop running negative campaigns that labour on the dire consequences of separation. In Scotland, pursuit of this strategy merely enables the nationalists to present the referendum as a choice between Britain and Scotland rather than competing visions of Scotland.

In a statement released Monday, the London-based WaterAid said the
U.N. report is a reminder of a terrible truth: that there are still 2.5 billion people in the world without access to basic toilets. Of the 2.5 billion, 644 million are in sub-Saharan Africa and more than 1.0 billion in South Asia. “Going without this right is compromising the health, safety, security and dignity of billions of people,” said Fleur Anderson, global head of campaigns at WaterAid. As the U.N. works on a renewed set of development goals, it is critical that sanitation be made a central priority in development, activists say. For the first time in history, bringing safe water and basic sanitation to everyone, everywhere within a generation “is in our grasp”, Anderson stressed. “But it will require political will and dedication to get there. Without these basic building blocks, there is no effective way to address extreme poverty,” she added. Bissio told IPS that by concentrating attention on extreme poverty, developed countries got off the hook and do not feel they have to report on their own commitments at home. Poverty in developed countries is ignored and inequalities are ignored everywhere, resulting in this being the major constraint now to economic growth (apart from all other considerations) as recognised even by the International Monetary Fund (IMF), he noted. The study also points out that after two years of declines, official development assistance (ODA) hit a record high of 134.8 billion dollars in 2013.

“However, aid shifted away from the poorest countries where attainment of the MDGs often lags the most,” it said. Eighty per cent of imports from developing countries entered developed countries duty-free, and tariffs remained at an all-time low. The debt burden of developing countries remained stable at about 3.0 per cent of export revenue, which was a near 75 per cent drop since 2000, according to the report. Despite considerable advancements in recent years, the report says reliable statistics for monitoring development remain inadequate in many countries, but better statistical reporting on the MDGs has led to real results. Chee told IPS the explosion of transnational corporations (TNCs) suing national governments in developing countries over environmental and health regulations by invoking corporate rights under bilateral investment agreements is sucking billions of dollars from those countries, she added. She also pointed out that developing countries that made some progress and continue to face huge challenges are increasingly excluded from the commitments of developed countries to provide climate finance, ensure access to affordable life saving medicines and transfer technologies for sustainable development. This is because countries such as China and India are regarded as “competitors” by the U.S. European corporations assert undue influence over their home governments’ development cooperation policies, which in turn undermines the key U.N. treaties on climate change and biodiversity, she said. The ongoing negotiations at the U.N. on sustainable development goals are mired in debate because developed countries refuse to put the systemic economic issues at the centre of the next development partnership – which should be primarily about inter-state responsibilities and commitments, not unaccountable “partnerships,” Chee declared.

raq, Syria, Nigeria, South Sudan, Ukraine, the East and South China Seas: wherever you look, the world is aflame with new or intensifying conflicts. At first glance, these upheavals appear to be independent events, driven by their own unique and idiosyncratic circumstances. But look more closely and they share several key characteristics -- notably, a witch’s brew of ethnic, religious, and national antagonisms that have been stirred to the boiling point by a fixation on energy. In each of these conflicts, the fighting is driven in large part by the eruption of long-standing historic antagonisms among neighboring (often intermingled) tribes, sects, and peoples. In Iraq and Syria, it is a clash among Sunnis, Shiites, Kurds, Turkmen, and others; in Nigeria, among Muslims, Christians, and assorted tribal groupings; in South Sudan, between the Dinka and Nuer; in Ukraine, between Ukrainian loyalists and Russian-speakers aligned with Moscow; in the East and South China Sea, among the Chinese, Japanese, Vietnamese, Filipinos, and others. It would be easy to attribute all this to age-old hatreds, as suggested by many analysts; but while such hostilities do help drive these conflicts, they are fueled by a most modern impulse as well: the desire to control valuable oil and natural gas assets. Make no mistake about it, these are twenty-first-century energy wars. It should surprise no one that energy plays such a significant role in these conflicts. Oil and gas are, after all, the world’s most important and valuable commodities and constitute a major source of income for the governments and corporations that control their production and distribution. Indeed, the governments of Iraq, Nigeria, Russia, South Sudan, and Syria derive the great bulk of their revenues from oil sales, while the major energy firms (many state-owned) exercise immense power in these and the other countries involved. Whoever controls these states, or the oil- and gas-producing areas within them, also controls the collection and allocation of crucial revenues. Despite the patina of historical enmities, many of these conflicts, then, are really struggles for control over the principal source of national income. Moreover, we live in an energy-centric world where control over oil and gas resources (and their means of delivery) translates into geopolitical clout for some and economic vulnerability for others. Because so many countries are dependent on energy imports, nations with surpluses to export -- including Iraq, Nigeria, Russia, and South Sudan -- often exercise disproportionate influence on the world stage. What happens in these countries sometimes matters as much to the rest of us as to the people living in them, and so the risk of external involvement in their conflicts -- whether in the form of direct intervention, arms transfers, the sending in of military advisers, or economic assistance -- is greater than almost anywhere else. The struggle over energy resources has been a conspicuous factor in many recent conflicts, including the Iran-Iraq War of 1980-1988, the Gulf War of 19901991, and the Sudanese Civil War of 1983-2005. On first glance, the fossil-fuel factor in the most recent outbreaks of tension and fighting may seem less evident. But look more closely and you’ll see that each of these conflicts is, at heart, an energy war. Iraq, Syria, and ISIS The Islamic State of Iraq and Syria (ISIS), the Sunni extremist group that controls large chunks of western Syria and northern Iraq, is a well-armed militia intent on creating an Islamic caliphate in the areas it controls. In some respects, it is a fanatical, sectarian religious organization, seeking to reproduce the pure, uncorrupted piety of the early Islamic era. At the same time, it is engaged in a conventional nation-building project, seeking to create a fully functioning state with all its attributes. As the United States learned to its dismay in Iraq and Afghanistan, nation-building is expensive: institutions must be created and financed, armies recruited and paid, weapons and fuel procured, and infrastructure maintained. Without oil (or some other lucrative source of income), ISIS could never hope to accomplish its ambitious goals. However, as it now occupies key oil-producing areas of Syria and oil-refining facilities in Iraq, it is in a unique position to do so. Oil, then, is absolutely essential to the organization’s grand strategy. Syria was never a major oil producer, but its prewar production of some 400,000 barrels per day did provide the regime of Bashar al-Assad with a major source of income. Now, most of the country’s oil fields are under the control of rebel groups, including ISIS, the alQaeda-linked Nusra Front, and local Kurdish militias. Although production from the fields has dropped significantly, enough is being extracted and sold through various clandestine channels to provide the rebels with income and operating funds. “Syria is an oil country and has resources, but in the past they were all stolen by the regime,” said Abu Nizar, an anti-government activist. “Now they are being stolen by those who are profiting from the revolution.” At first, many rebel groups were involved in these extractive activities, but since January, when it assumed control of Raqqa, the capital of the province of that name, ISIS has been the dominant player in the oil fields. In addition, it has seized fields in neighboring Deir al-Zour Province along the Iraq border. Indeed, many of the U.S.-supplied weapons it acquired from the fleeing Iraqi army after its recent drive into Mosul and other northern Iraqi cities have been moved into Deir al-Zour to help in the organization’s campaign to take full control of the region. In Iraq, ISIS is fighting to gain control over Iraq’s largest refinery at Baiji in the central part of the country. It appears that ISIS sells oil from the fields it controls to shadowy middlemen who in turn arrange for its transport -- mostly by tanker trucks -- to buyers in Iraq, Syria, and Turkey. These sales are said to provide the organization with the funds needed to pay its troops and acquire its vast stockpiles of arms and ammunition. Many observers also claim that ISIS is selling oil to the Assad regime in return for immunity from government air strikes of the sort being launched against other rebel groups. “Many locals in Raqqa accuse ISIS of collaborating with the Syrian regime,” a Kurdish journalist, Sirwan Kajjo, reported in early June. “Locals say that while other rebel groups in Raqqa have been under attack by regime air strikes on a regular basis, ISIS headquarters have not once been attacked.” However the present fighting in northern Iraq plays out, it is obvious that there, too, oil is a central factor. At the same time, the Kurds and various Sunni tribes -- some allied with ISIS -- want control over oil fields located in the areas under their control and a greater share of the nation’s oil wealth.
Energy also played a key role in Russia’s determination to take the Crimea by military means. By annexing that region, Russia virtually doubled the offshore territory it controls in the Black Sea, which is thought to house billions of barrels of oil and vast reserves of natural gas. line allowing the country to export its energy stretches across North Sudan to the Red Sea. This ensured that the south would be dependent on the north for the major source of government revenues. Furious at the loss of the fields, the northerners charged excessively high rates for transporting the oil, precipitating a cutoff in oil deliveries by the south and sporadic violence along the two countries’ still-disputed border. Finally, in August 2012, the two sides agreed to a formula for sharing the wealth and the flow of oil resumed. Fighting has, however, continued in certain border areas controlled by the north but populated by groups linked to the south. With the flow of oil income assured, the leader of South Sudan, President Salva Kiir, sought to consolidate his control over the country and all those oil revenues. Claiming an imminent coup attempt by his rivals, led by Vice President Riek Machar, he disbanded his multiethnic government on July 24, 2013, and began arresting allies of Machar. The resulting power struggle quickly turned into an ethnic civil war, with the kin of President Kiir, a Dinka, battling members of the Nuer group, of which Machar is a member. Despite several attempts to negotiate a cease-fire, fighting has been under way since December, with thousands of people killed and hundreds of thousands forced to flee their homes. As in Syria and Iraq, much of the fighting in South Sudan has centered around the vital oil fields, with both sides determined to control them and collect the revenues they generate. As of March, while still under government control, the Paloch field in Upper Nile State was producing some 150,000 barrels a day, worth about $15 million to the government and participating oil companies. The rebel forces, led by former Vice President Machar, are trying to seize those fields to deny this revenue to the government. “The presence of forces loyal to Salva Kiir in Paloch, to buy more arms to kill our people... is not acceptable to us,” Machar said in April. “We want to take control of the oil field. It’s our oil.” As of now, the field remains in government hands, with rebel forces reportedly making gains in the vicinity. The South China Sea In both the East China and South China seas, China and its neighbors claim assorted atolls and islands that sit astride vast undersea oil and gas reserves. The waters of both have been the site of recurring naval clashes over the past few years, with the South China Sea recently grabbing the spotlight. An energy-rich offshoot of the western Pacific, that sea, long a focus of contention, is rimmed by China, Vietnam, the island of Borneo, and the Philippine Islands. Tensions peaked in May when the Chinese deployed their largest deepwater drilling rig, the HD-981, in waters claimed by Vietnam. Once in the drilling area, about 120 nautical miles off the coast of Vietnam, the Chinese surrounded the HD-981 with a large flotilla of navy and coast guard ships. When Vietnamese coast guard vessels attempted to penetrate this defensive ring in an effort to drive off the rig, they were rammed by Chinese ships and pummeled by water cannon. No lives have yet been lost in these encounters, but anti-Chinese rioting in Vietnam in response to the sea-borne encroachment left several dead and the clashes at sea are expected to continue for several months until the Chinese move the rig to another (possibly equally contested) location. The riots and clashes sparked by the deployment of HD-981 have been driven in large part by nationalism and resentment over past humiliations. The Chinese, insisting that various tiny islands in the South China Sea were once ruled by their country, still seek to overcome the territorial losses and humiliations they suffered at the hands the Western powers and Imperial Japan. The Vietnamese, long accustomed to Chinese invasions, seek to protect what they view as their sovereign territory. For common citizens in both countries, demonstrating resolve in the dispute is a matter of national pride. But to view the Chinese drive in the South China Sea as a simple matter of nationalistic impulses would be a mistake. The owner of HD-981, the China National Offshore Oil Company (CNOOC), has conducted extensive seismic testing in the disputed area and evidently believes there is a large reservoir of energy there. “The South China Sea is estimated to have 23 billion tons to 30 billion tons of oil and 16 trillion cubic meters of natural gas, accounting for one-third of China's total oil and gas resources,” the Chinese news agency Xinhua noted. Moreover, China announced in June that it was deploying a second drilling rig to the contested waters of the South China Sea, this time at the mouth of the Gulf of Tonkin. As the world’s biggest consumer of energy, China is desperate to acquire fresh fossil fuel supplies wherever it can. Although its leaders are prepared to make increasingly large purchases of African, Russian, and Middle Eastern oil and gas to satisfy the nation’s growing energy requirements, they not surprisingly prefer to develop and exploit domestic supplies. For them, the South China Sea is not a “foreign” source of energy but a Chinese one, and they appear determined to use whatever means necessary to secure it. Because other countries, including Vietnam and the Philippines, also seek to exploit these oil and gas reserves, further clashes, at increasing levels of violence, seem almost inevitable. No End to Fighting As these conflicts and others like them suggest, fighting for control over key energy assets or the distribution of oil revenues is a critical factor in most contemporary warfare. While ethnic and religious divisions may provide the political and ideological fuel for these battles, it is the potential for mammoth oil profits that keeps the struggles alive. Without the promise of such resources, many of these conflicts would eventually die out for lack of funds to buy arms and pay troops. So long as the oil keeps flowing, however, the belligerents have both the means and incentive to keep fighting. In a fossil-fuel world, control over oil and gas reserves is an essential component of national power. “Oil fuels more than automobiles and airplanes,” Robert Ebel of the Center for Strategic and International Studies told a State Department audience in 2002. “Oil fuels military power, national treasuries, and international politics.” Far more than an ordinary trade commodity, “it is a determinant of well being, of national security, and international power for those who possess this vital resource, and the converse for those who do not.” If anything, that’s even truer today, and as energy wars expand, the truth of this will only become more evident. Someday, perhaps, the development of renewable sources of energy may invalidate this dictum. But in our present world, if you see a conflict developing, look for the energy. It’ll be there somewhere on this fossil-fueled planet of ours.

BJP govt promises to arrest price rise
New Delhi, July 10 (iANS): Tax payers could save on their salaries and consumer goods like TVs, soap, footwear, processed food and computers will cost less as the Rs.18-lakh crore ($300-billion) maiden budget of Prime Minister Narendra Modi’s government promised to arrest price rise, boost investor mood, cut expenditure and restore India’s growth to 7-8 percent in three years. During a 128-minute speech in the Lok Sabha by Finance Minister Arun Jaitley, with a five-minute break allowed by Speaker Sumitra Mahajan upon his request due to momentary discomfort, a host of other proposals, both welfare schemes and reformist policy measures, were also unveiled that were aimed at a wide range of stakeholders -- from the girl child to senior citizens and overseas investors to the defence forces. At the same time, he acccepted as a challenge -- given the state of the flagging economy and rising prices -- the task to cut fiscal deficit, which indicates the extent to which the government overspends, to 4.1 percent of GDP for this fiscal, and further to 3.6 percent and 3 percent over the next two years. New Delhi, July 10 (iANS): The government is committed to provide housing for all by 2022, Finance Minister Arun Jaitley said Thursday while announcing a slew of measures to boost housing. The government intends to extend additional tax incentive on home loans to encourage people, especially the young, to own houses, Jaitley said in his budget speech. He said the government will raise the housing loan interest deduction limit from Rs.1.5 lakh to Rs.2 lakh to revive the housing sector. “I propose the setting up
of a mission on low cost affordable housing which will be anchored in the National Housing Bank (NHB). Schemes will be evolved to incentivise the development of low cost affordable housing,” Jaitley said. The minister said he proposed to allocate this year a sum of Rs.4,000 crore for the NHB with a view to increase the flow of cheaper credit for affordable housing to the urban poor, economically weaker sections and low income groups. Jaitley said that to encourage development of smart cities, which will also
provide habitation for the neo-middle class, requirement of built-up area and capital conditions for FDI was being reduced from 50,000 square metres to 20,000 square metres and from $10 million to $5 million respectively with a three-year post-completion lock-in period. “The government is willing to examine other suggestions that would spur growth in this (housing) sector,” he said. Jaitley also said the government proposes to add slum development to the list of corporate social responsibility (CSR) activities.

10-yr-old raped allegedly on Panchayat chief’s order BokAro, July 10 (PTi): A 10-year-old girl was allegedly raped by her neighbour on the diktat of a Panchayat chief in Bokaro district of Jharkhand on Tuesday, the police have said. The accused, 25, allegedly dragged the girl to a nearby bush and raped her on the directive of Bhopal Pasi, the Panchayat chief of Swang Gulgulia Dhoura village in Bokaro district’s Gomia police station area, at a panchayat meeting on Tuesday evening. Both the rape accused and the Panchayat chief were arrested on Wednesday after the girl’s family complained. The police also arrested the victim’s brother after the accused’s wife lodged a counter-complaint accusing him of molesting and assaulting her. The police said that the accused had allegedly entered the victim’s house in an inebriated state on Monday night and tried to molest her mother. But, her father beat him up and drove him out of the house, the police said. The next morning the accused went to the panchayat and complained to the Panchayat chief of being assaulted by the father, they said, adding that a meeting of the Panchayat was convened. In the meeting, where both the families were present, the Panchayat chief allegedly directed the accused to rape the 10-year-old girl to avenge his assault, police said. The accused then allegedly dragged the girl away into a bush, little distance away from the Panchayat venue, ignoring the cry of the victim’s mother to spare her daughter, and raped her, they said. An hour later, the victim’s mother brought the profusely-bleeding little girl from the bush before the Panchayat, the police said.

He also sought to remove the perception of policy inaction and a freeze on economic reforms by hiking foreign equity in insurance and defence equipment to 49 percent from 26 percent, but left for later the much-promised overhaul of the subsidy regime after constituting an expenditure management commission and getting its recommendations. In his speech, Jaitley also touched upon areas which few finance ministers in the past have done.
Such proposals included new schemes for conservation of sacred rivers, a sports university in Manipur, welfare fund for migrants from Kashmir, conservation of the Himalayas, support for organic farming and a 24X7 channel for northeast and protecting the heritage of the Andaman and Nicobar islands. He also promised at least four institutions modelled on the premier All India Institute for Medical Sciences and Indian Institutes of Management, and said the union government will look positively at every similar proposal forwarded by states. For the defence forces, he said the allocation was being raised by about 12 percent to Rs.229,000 crore (nearly $40 billion), besides Rs.5,000 crore ($830 million) for the modernisation of the 1.2 millionstrong armed forces. Other proposals, with enhanced monetary allocations, covered areas like education, urban renewal, transportation, malnutrition, minorities, infrastructure, food security, capital markets, banking, insurance, state-run enterprises, tourism, war and police memorials, interlinking of

As Jaitley was unveiling his proposals, the stock markets swung both ways with a key index gaining more than 300 points at one point, then falling by some 250 points, before closing with an overall loss of around 70 points or 0.25 percent. Industry, nevertheless, welcomed the proposals and said it laid down the requisite ground for a medium-term course correction to revive the Indian economy. The Confederation of Indian Industry (CII) complimented the finance minister “on a pragmatic and extensive Budget that lays out a medium term vision for the economy and meets industry expectations on growth and employment creation.” The Federation of Indian Chambers of Commerce and Industry (FICCI) also reacted in a similar vein and said the budget laid the ground for rejuvenating the economy. “There has been a mix of both short-term and longterm measures, geared towards boosting the confidence of all key constituents.”
BhuBANeSwAr, July 10 (iANS): Odisha Chief Minister Naveen Patnaik Thursday expressed disappointment over the union budget and said it “lacked focus” in crucial areas. “Under the prevailing circumstances, with high inflation coupled with drought-like scenario, greater focus should have been on agriculture and the social sector. However, the union budget lacks focus in all these crucial areas,” Patnaik told reporters here. He said the fiscal consolidation without revenue gain through introduction of goods and services tax (GST) was a misnomer. “The concern of the states for adequate compensation for loss in central tax has not been tackled,” he said. Nominal increase in allocation for flagship schemes will hurt the development of the states, he added. On the allocation made for his state, Patnaik said that except for the promise for an Indian Institute of Management, there was nothing for Odisha in the budget. “As usual, the textile mega-cluster bypassed Odisha in this budget,” Patnaik said. “Meagre allocation on ambitious programmes like rural electrification speaks of tokenism,” he added.

Jayalalithaa Thursday described the union budget 2014-15 as “forward looking” and said it would lead to economic revival. Stressing that the proposals relating to allowing foreign direct investment should be approached cautiously, she said: “In particular, the proposal to permit manufacturing entities set up with FDI to sell their products through retail, including ecommerce platforms, should not extend to permitting FDI in retail.” Thanking the central government for including the development of Ponneri near here as a smart city, the chief minister said the state was looking forward to the details. She said the state expects to avail its due share of Rs.7,060 crore provision made for the project and the pooled funding provision of Rs.50,000 crore for urban renewal. Sikhs for Justice (SFJ) had written to US District Judge Brian Cogan requesting “leave to further amend the complaint” against Gandhi was denied by the judge who said in his order that since the case against Gandhi was dismissed last month, there is no basis for SFJ to seek further amendment of the complaint. “Final judgment has been entered in this case and thus there is no basis for further amendment of the pleadings. In addition, even if the case was still open, plaintiff has shown no grounds for permitting an amendment of the pleadings,” Cogan said in his order. Cogan had last month dismissed the human rights violation lawsuit against Gandhi, granting her motion that there is lack of subject matter jurisdiction but did not bar SFJ from bringing litigation against her in future.
He had however denied a request by Gandhi that the court should impose an “anti-suit injunction” prohibiting SFJ from bringing further lawsuits. SFJ has filed an appeal in the US Court of Appeals against Cogan’s order to dismiss the case against Gandhi. Gandhi’s attorney Ravi Batra expressed confidence that his client will win against SFJ’s appeal. “Despite my public request to SFJ not to exercise its right to appeal the legally sound dismissal order, SFJ has done so and will force us to re-win the case-dismissal” in appeals court, Batra told PTI. “Genuine victims deserve a lawsuit they can win, not one that only generates false hope and meaningless publicity, as publicity isn’t justice. “In addition, SFJ’s belated request of yesterday to file yet another amended complaint, which we filed our objection to was denied by judge Cogan’s order as essentially an exercise of futility,” Batra added. SFJ and the other plaintiffs in the case had alleged that Gandhi’s conduct towards the perpetrators caused the victims, survivors and the Sikh community serious pain and suffering.
PuNe, July 10 (PTi): At least three persons, including a constable, were injured when an explosive device kept in a motorcycle in the parking lot of a police station went off here on Thursday, officials said. It was a “low intensity” blast and police is probing the case keeping in mind “all possibilities”, including a terror angle, Pune Police Commissioner Satish Mathur told reporters. The Centre, however, declined to term the low-intensity blast in Pune as a terror act, saying it was only a “minor” explosion. “We are examining all possibilities,” he said when asked if police suspected it to be a terror attack. He said a scooter parked adjacent to the motorbike in which the device was placed too was damaged. Ball bearings and nails have been recovered from the spot and sent for forensic examination, he said, adding the explosive use in the blast was yet to be identified. Hoping to project power, China finds itself alone BEIJING, July 10 (AP): Nearly three decades after Chinese leader Deng Xiaoping famously instructed his diplomats to “be good at maintaining a low profile and never claim leadership,” a new generation of rulers has made it clear that they’re ready to shed the humility and show off their country’s rising military and political power. From Southeast Asian waters that may hold billions of barrels of oil to uninhabited islands in the East China Sea, China has stepped into territorial disputes with neighbors including Japan, South Korea and the Philippines — and in some cases, some would say, provoked them. At the same time, Beijing has pledged to build what it says will be a new security framework for Asia, replacing U.S.-dominated alliances that have defined the post-World War II period. “We should work for a new architecture of AsiaPacific security cooperation that is open, transparent and equality-based,” Chinese President Xi Jinping told dignitaries from India and Myanmar last month. “The notion of dominating international affairs belongs to a different age and such an attempt is doomed to failure.” Yet despite Xi’s depiction of China as a “peaceful, amiable and civilized lion,” the country’s moves have so far set off alarms across

his view of himself as not only the savior of the party but kind of an instrument of history, with the goal being this great rejuvenation of the Chinese nation.” That means showing “strong willingness to counter U.S. influence in the region,” said Alice Ekman, head of China research at the French Institute of International Relations. cal of the Obama administration’s touted “pivot to Asia,” with diplomats openly mocking America’s ability to police the region. “We are seeing at several levels — economic, institutional, political, security — a reinforced competition between China and the U.S. in the region since Xi’s arrival.” Ekman said at a recent lecture in Beijing on China’s foreign policy.
She said China’s growing dominance of the global economy, and its neighbors’ dependence on Chinese trade, is central to the strategy. “China’s moves in the region are based on the following hypothesis: Time moves in favor of China as long as the economic attractiveness of China will reinforce the balance of power in favor of China,” she said. Xi’s immediate goal is to give his country’s forces tactical military superiority within what is known as the first island chain off the country’s shores, from Japan down to Indonesia, Johnson said. In May, Chinese officials sent an oil rig into parts of the South China Sea claimed by both China and Vietnam, setting off repeated confrontations between the two countries’ ships and sparking antiChinese riots in Vietnam. In the nearby Spratly archipelago, the Chinese have been adding sand to reefs and rocks so they can build military installations despite claims to the outcroppings by both Vietnam and the Philippines. Farther north, China provoked rebuke from Japan, South Korea and the U.S. in November after declaring an air defense identification zone, which requires foreign planes to identify themselves to Chinese forces across much of the East China Sea. China and Japan are disputing
control of a scattering of rocky islands there, and Japan protested after Chinese fighter jets flew close to Japanese surveillance planes observing a joint China-Russia naval drill in May. At a China-hosted summit in May of some four dozen countries and international groups, Xi touted what he said would be a new Asian security network that would exclude the U.S., but he left the meeting with few solid steps to actually building such a framework. Australian Cabinet minister Malcolm Turnbull said China has found itself largely alone, at least diplomatically, as it shows its teeth to the region. “It has really no allies in the region, apart from North Korea,” Turnbull was quoted as saying at a recent security and economic leadership conference. “And the consequence has been how China’s neighbors are
drawing closer to the United States than ever before.” With tensions high over China, U.S. President Barack Obama paid high-profile visits to Japan, South Korea, Malaysia and the Philippines in April, where he reassured governments that the U.S. would honor agreements to defend them. Japanese leaders took matters into their own hands last week when they reinterpreted their pacifist constitution to let them expand the use of the country’s military to defend its allies. The move strengthens Japan’s alliance with the U.S. but also opens the door to new alliances with likeminded Asian countries. “In the South China Sea, I think Chinese leaders have one purpose: They want to do as much damage as possible to U.S. credibility,” said Huang Jing, a China expert at Singapore National University’s Lee Kuan Yew School of Public Policy. “China understands that if China appears soft, there’ll be no end of it, so China will appear tough and will not make compromises ... and (China believes) the U.S. will not come to help when push comes to shove.” In capitals across Asia, he said, China is forcing governments to make a difficult choice: Will they bet on a future dominated by a newly confident China or one based on longtime U.S. assurances?

JAKARTA, July 10 (AP): Jakarta Governor Joko “Jokowi” Widodo and former army general Prabowo Subianto are both claiming victory in Indonesia’s presidential election based on unofficial “quick counts,” raising the specter of prolonged political instability in Southeast Asia’s largest economy. Here is a look at which candidate has the stronger case for claiming victory, and what might happen in
the coming days and weeks. Researchers tally votes at a random sample of polling stations, allowing them to make a reliable projection of the national vote. Civil society organizations have used the method to accurately forecast election results in scores of countries over the last 15 years. Proponents say making this data available reduces the risk of fraud in the aggregation process. Quick counts
have accurately forecast the results of regional and national elections in Indonesia since 2009. What has happened this time around in indonesia? At least 12 organizations, among them research groups and media organizations, carried out their own quick counts. Of those, eight show Widodo with a lead of between 4 percent and 5 percent. The rest project a Subianto victory by between 1 percent and 4 percent. Most of those projecting a Widodo victory have been carried out by independent organizations with a long track record of running quick counts and other opinion surveys, and have predicted the results of earlier elections, making them far more credible. Two of those projecting a Subianto win have been carried out by television stations openly supporting his bid. What now? All eyes are on the Election Commission of Indonesia, which is counting the votes and says it will announce them by July 22. If Widodo wins, as is considered highly likely given the quick count data, then
Subianto could challenge the vote in the Constitutional Court if he can find evidence of fraud or other irregularities. Judges can reject the petition outright if they believe it lacks merit. If they agree to hear the case, they must rule before August 24. Is Subianto likely to keep up the fight? Subianto and the business, military and political elite backing his bid have invested many millions in trying to win the election. Most analysts don’t expect them to give up now. But Subianto faces an uphill challenge. Few expect that he will concede on the basis of the quick counts, but public opinion is likely to turn against him if official results show that he has lost decisively. Widodo fears that voter fraud could still take place, and has urged his supporters to closely monitor the count. Corruption remains rampant in Indonesia and many of its state institutions are vulnerable to political pressure and bribery. Last month, the former head of the Constitutional Court was sentenced to life imprisonment for accepting bribes while ruling on a regional election dispute.

The court sentenced the five men for violating the 1923 Burma State Secrets Act pertaining to trespassing in a prohibited area with prejudicial purpose. The law was enacted when Myanmar was a British col-

The weekly Yangonbased Unity journal published stories over two weeks in January alleging the military had seized more than 3,000 acres (1,200 hectares) of farmland in Myanmar’s central Magwe Region to construct a weapons factory. It reported allegations that the factory would produce chemical weapons, also printing a denial by authorities of the latter allegation. Myanmar has made
sweeping reforms, including freeing the press, after emerging from a half century of brutal military rule in 2011. WHO: Basic hygiene can help prevent MERS spread MANIlA, July 10 (AP): A World Health Organization official on Thursday urged millions of Muslims making the pilgrimage to Mecca, Saudi Arabia, to exercise basic hygiene as mass gatherings pose risks of spreading the Middle East respiratory syndrome. The U.N. agency has recorded 827 cases of MERS and 287 deaths, mostly in Saudi Arabia. The virus is believed primarily acquired through contact with camels and spread among humans through body fluids and droplets. Hand washing and keeping away from coughing people are simple ways to prevent the virus’ spread, said Mark Jacobs, WHO Western Pacific region director for communicable diseases. He said there’s a low chance of its
spread in most settings, but health workers caring for MERS patients, people exposed to camels and those in large gatherings are at some risk. “Any gathering of large numbers of people can produce, can result, in risks of any sort of infectious diseases,” he added. Jacobs said cases of MERS have been found in a number of countries but they are linked to cases in a small number of countries in the Arabian peninsula. “What we have been seeing is outbreaks in those countries but the occasional case in a traveler,” he said. Israel escalates aerial offensive on Gaza
JERuSAlEM, July 10 (AP): Israel dramatically escalated its aerial assault in Gaza Thursday hitting hundreds of Hamas targets, as Palestinians reported 16 people killed in strikes that hit a home and a beachside cafe and Israel’s missile defense system once again intercepted rockets fired by militants at the country’s heartland. Military spokesman Lt. Col. Peter Lerner said Israel struck more than 320 Hamas targets overnight, focusing on underground tunnel networks and rocket launching sites. That brought the total number of targets hit to 750 in three days of the massive offensive that has killed at least 80 Palestinians. Lerner said Israel has already mobilized 20,000 reservists for a possible ground operation into Gaza, but for the time being Israel remained focused on maximizing its air campaign. A ground invasion could lead to heavy civilian casualties on the Palestin-
ian side while putting Israeli ground forces in danger. Neither side is showing any sign of halting their heaviest fighting since an eight-day battle in late 2012. Israel says that Hamas must cease rocket fire from Gaza for Israel to consider a truce. Militants have fired hundreds of rockets, striking across the length of Israel and disrupting life across the country. No one has been seriously harmed as the “Iron Dome” defense system has intercepted at least 70 of the projectiles destined for major population centers. “The ground option needs to be the last option and only if it is absolutely necessary. It is a carefully designed plan of action,” Lerner said. The Israeli security Cabinet was meeting to discuss its next moves. Defense Minister Moshe Yaalon said the operation was going according to plan, with Israel targeting various Hamas interests. “The military’s success-

The Israeli military said it was investigating both incidents. It also said it struck a car in Gaza carrying three Islamic Jihad militants involved in firing rockets. The militant group confirmed that its men were killed in the strike. Hamas officials said that the Palestinian side of its border crossing with Israel had also been destroyed in Israeli airstrikes. The Health Ministry in Gaza has reported 81 deaths thus far, saying about half were women and children though the exact breakdown remains unclear. Israel accuses militants of deliberately endangering civilians by using homes and other civilian buildings for cover. The military has also directly targeted the offices and homes of known militants that it says are used as command centers. The military typically contacts the families first to ask civilians to evacuate before striking its targets. Yigal Palmor, an Israeli Foreign Ministry spokes-
man, said Hamas is firing rockets from “within houses and streets and neighborhoods which are populated with civilians ... exposing these civilians to retaliation and to backfire.” After an overnight lull, militants resumed their barrage toward central and southern Israel. Remnants of a long-range rocket fired from Gaza landed in a gas station in south Tel Aviv after being shot down by Israel’s “Iron Dome” defense system. he World Cup can only hope that Lionel Messi is leaving his best for last. In the most important World Cup match to date in his epoch-shaping career, football's superstar was neither super nor a star. The fourtime world player of the year was a bystander, not a decisive protagonist, for large chunks of Wednesday's semifinal, his first on football's biggest stage. The match dragged on into extra time and then still finished 0-0 in large part because Messi failed to leave his mark on it as he has done on hundreds of others for Barcelona, his club, but not for Argentina, his country that needs him now to step up. Frankly disappointing. In the penalty shoot-out, Messi did score the all-important nerve-steadying first goal that his teammates then built on, heaping intolerable pressure on the Netherlands after its first shooter, Ron Vlaar, saw his effort saved. But Messi's contribution to Argentina's win pretty much started and stopped there. His thousands of fans in the Sao Paulo crowd chanted "Ole, ole, ole, Messi, Messi!" But he didn't really do anything to deserve it.
Bottom line: Messi needs to be spectacular in the final against Germany on Sunday if he is to put his stamp on World Cup history like Diego Maradona. Pub debates about who was/is a better footballer — Messi, Maradona or Pele — are always entertaining but ultimately can't be answered, because these judgments are very much a personal thing, because the three of them played in different eras and because their careers took different arcs. Still, at this stage of the 1986 World Cup, Maradona was pretty much winning the thing single-handed. Captain of Argentina, just like Messi, Maradona scored both goals against Belgium in the semifinal, carrying the team to the final where it beat West Germany, 3-2. Maradona also scored both Argentine goals that eliminated England in the quarterfinals. The first was the infamous "Hand of God" punched in with his raised fist; the second was a gem after a sublime dribble past five England players. Messi, on the other hand, hasn't scored since the group stage here in Brazil. He scored in Argentina's win against Bosnia in its opening match and made a splash with a fabulous injury-time winner against Iran. It doesn't add up to enough to put Messi on a higher pedestal than Maradona. We can have this conversation again if he scores the goals that beat Germany in the final. Nigel De Jong can claim much of the credit for keeping Messi out of the action under damp, dark skies in Wednesday's semifinal that felt flat compared to the previous day's fireworks of Germany destroying Brazil 7-1. De Jong glued himself to Messi so closely that when he shuts his eyes for days to come, he'll no doubt still be able to picture the face of the Netherlands midfielder and the feeling of him breathing down his neck. In the first half, Messi did fire a free-kick hard and flat past the Dutch wall into the arms of goalkeeper Jasper Cillessen. In the second half, Messi wasted a free-kick by hoofing it harmlessly long. The Netherlands allowed Messi no time on the ball and tackled him en masse when he had it. Jordy Clasie took over as Messi's handcuffs when De Jong tired and was taken off after an hour. After 105 minutes, data crunchers Opta noted that Messi still hadn't touched the ball once inside the Dutch penalty area.
"We didn't see Messi," said Dutch coach Louis Van Gaal. Still, the Netherlands' suffocation of Messi couldn't alone explain his failure to make an impact. Of all the Argentine players who stayed on the pitch for the entire 120 minutes, Messi covered the least ground. He strolled a lot of the time, fiddling with his captain's arm band, using his shirt to wipe his nose and watching play happen around, not through, him. Perhaps the hope was that the Netherlands would eventually forget about him, giving him breathing space to exploit. If so, the tactic didn't work. In the second period of extra time, Messi did come alive for a brief instant, sprinting with the ball at his feet and riding tackles to then cut back a cross for Maxi Rodriguez. But Rodriguez's right-footed volley had neither the power nor accuracy to trouble Cillessen. Messi's European and Spanish trophies with Barcelona and his world player of the year awards are enough, already, to make him one of football's greats. But to be considered a World Cup great, worthy of mention with Maradona and Pele, he also needs a signature moment in a big game in Brazil. He has one last chance to do it.

Add in the rich history between these two teams — who faced each other in two straight World Cup finals in 1986 and 1990, winning one each — and it's anyone's guess who will come out on top at the Maracana Stadium. While Messi hasn't scored in the three knockout games, his four goals in the group stage reminded everyone of why he's a four-time world player of the year. Even with Sergio Aguero and Gonzalo Higuain in the team, Messi has always been the key to Argentina's success — and never more so than in the biggest game of his career. For Argentina to have a chance, Messi will have to create goals — either for himself or for his teammates. Germany aren't bad up front either: Klose netted his 16th career World Cup goal against Brazil, and his teammate Thomas Mueller already has 10 in just two tournaments. Advantage: Argentina

The Netherlands forwards, and the rest of the team, essentially ran out of steam Wednesday in the World Cup semifinals, losing to Argentina in a penalty shootout following a 0-0 draw. How different to a month ago and the start of the tournament, when the teammates scored two goals each and the Dutch soared to a glorious 5-1 win over defending champion Spain. It was all downhill from there for the three-time World Cup runners-up. The Dutch never again reached the heights of that win over the world champions in Salvador, trailing Aus-
tralia at one point, and then needing a last-gasp comeback against Mexico and their own shootout win over underdog Costa Rica to make the last four. On Wednesday in a grinding battle against Argentina in Sao Paulo, the Dutch were on their last legs. Their fate appeared to be especially tied to the two front men, who both failed to score in open play in the knockout stages. And on Wednesday, the Argentine defense kept them covered yet again. The Netherlands' World Cup hopes faded through the last three games and finally ended with a 4-2 shootout loss to the Argentines at Itaquerao Stadium. "You can't blame anybody, also not the boys
who missed penalties," said Robben, who did score in the shootout. "You win together and you lose together." As a team, the Dutch all appeared weary. New DeLhi, JULy 10 (iANS): Finance Minister Arun Jaitley Thursday allocated Rs.400 crore for the development of Indian sports, including upgradation of sports infrastructure in Jammu and Kashmir, a sports university in Manipur and training for athletes for the upcoming Commonwealth Games and Asiad. The biggest beneficiary was the state of Jammu and Kashmir, where the government will be investing Rs.200 crore to upgrade indoor and outdoor stadiums to international standards. "Jammu and Kashmir has a lot of sporting talent which is not finding expression due to inadequate sports facilities. I propose to provide a sum of Rs.200 crore for upgrading the indoor and outdoor sports stadiums to international standards in Jammu and in Kashmir Valley," Jaitley said while presenting the national budget in the Lok Sabha. Jaitley also said that a sports university will be
set up in Manipur. For this, Rs.100 crore will be provided in the current financial year. "I also propose to set up a sports university in Manipur. For this I am providing a sum of Rs.100 crore in the current financial year," he said. Jaitley also allocated Rs.100 crore for the training of sportsperson for the Glasgow Commonwealth Games starting July 23 and the Asian Games in Incheon in September. To encourage sports in India, the government will set up a National Sports Academy, Jaitley said in his maiden budget speech. The
government will also set-up a Centre for Disability Sports. "Sports are an integral part of growing up and personality development. Unfortunately, in our country, sports have not been mainstreamed to date. The government will set up national level sports academies for major games in different parts of the country to mainstream sports," he said. These academies will provide international level training facilities at junior and sub-junior levels. Academies will also be set up for shooting, archery, boxing, wrestling, weightlifting and track and field events.

But in a combative press conference at Brazil's training camp outside Rio, Scolari batted away questions about his future, saying he would not discuss it until the World Cup was over. And he insisted that despite the catastrophic end to Brazil's campaign, the overall performance in the tournament had not been as bad as suggested. "Nobody will die (as a result of the loss). RIo DE JANEIRo, JuLy 10 (AP): FIFA has rejected Luis Suarez's appeal against his lengthy ban for biting an opponent in a World Cup match. Football's international governing body on Thursday said its appeals committee rejected the appeal by Suarez and the Uruguay football federation in its entirety. Suarez can still appeal to the Court of Arbitration for Sport. The Liverpool star was banned for nine competitive international matches, four months from all football and fined 100,000 Swiss francs ($112,000) for biting the shoulder of Giorgio Chiellini during Uruguay's 1-0 win over Italy in a group-stage game in Brazil. It is the third time Suarez has been banned for biting an opponent, after similar
incidents at both Ajax in the Dutch league and Liverpool in the English Premier League. The incident was missed by match officials, and FIFA's disciplinary committee studied video evidence before charging the Uruguay forward. The ruling to uphold the sanctions was expected, as FIFA's appeals panel seldom changes disciplinary verdicts. Suarez can now ask the CAS to freeze his sanctions during his appeal process. If granted, Suarez would be allowed to train and play with his club until a final verdict is reached, likely in several months. Suarez is believed to be negotiating a move from Liverpool to Barcelona. FIFA said his transfer could proceed despite the sanction from football activity.

Argentina goalie Sergio Romero saved two penalties Wednesday to send Argentina into the World Cup final with a 4-2 shootout win over the Netherlands after tough defending and a lack of creative spark from either team consigned the match to a 0-0 stalemate. In a twist of fate, Romero credited Netherlands coach Louis van Gaal with helping launch his career when he arrived as an inexperienced youngster at AZ Alkmaar in the Dutch league. "I will be forever grateful to the coach for helping me out in a country that is so different from ours," Romero said. A day after Germany lit up the World Cup with its clinical 7-1 destruction of host Brazil, the Dutch and Argentines could not manage a goal between them in 120 minutes before the shootout. Messi, widely regarded as one of the greatest players of all time, will have to do play far better in Sunday's final at Rio de Janeiro's Maracana Stadium if he is to engineer a win over the powerful German team. Romero — thought to be a weak link for Argentina and not even a starter for his Monaco club most of last season — had almost nothing to do during the match, but blocked penalties by Ron Vlaar and Wesley Sneijder in the shootout. For Argentina, Messi, Ezequiel Garay, Sergio Aguero and Maxi Rodriguez all converted their spot kicks. "It's luck, that's the truth. Against Costa Rica in the quarterfinals, Van Gaal brought on substitute goalkeeper Tim Krul in the last seconds of extra time to replace Jasper Cillessen and Krul saved two spot kicks.
This time, Van Gaal had used up all three substitutions by the end of extra time and Cillessen had to face the shootout. The young Ajax goalkeeper collapsed onto his knees and sank onto his back when Rodriguez's powerful strike ended the shootout. Krul walked across the pitch to console him. Van Gaal also said he had a hand in Romero's heroics from their time together at AZ Alkmaar. "Penalties are always a matter of luck," he said. "And I taught Romero how to stop penalties so that hurts." Many of Argentina's players stripped off their shirts in the rain at the Itaquerao Stadium and danced in front of their fans. Argentina reached its fifth final, and its first in 24 years. It won the title in 1978 — beating the Dutch — and in 1986. It lost the championship matches in 1930 and 1990. It played West Germany in both the '86 and '90 finals. The Netherlands, which has never won the World Cup, was seeking to reach its fourth final.
