Silence is Golden - a timetested adage which the 60 lawmakers of the Nagaland Legislative Assembly (NLA) apparently had a misreading of - going by the first day of the 3-day Twelfth Session of the 12th NLA which for all its worth lasted a measly 15 minutes. As if chasing time for a far more important engagement, the Tuesday session started at 9:30am and swiftly ended at 9:45am. July 13 stands recess and the session will resume on July 14. At a time when innumerable issues of pertinence continue to bog down citizens of Nagaland without respite, for instance: corruption, backdoor appointments, fuel adulteration scam, nonpayment of salaries, interstate border issues, the disinclination of the legislators to discuss anything has been taken as a clear expression of a “dysfunctional government.” Irate citizens were left fuming with resentment after reports of the 15 minutes session of the 12th NLA quickly spread, especially to the social media platform. This is not the first time that the lawmakers at the NLA chose to remain in the mute. In 2015, the 10th session of the 12th NLA lasted

for 30 minutes. The last day of the 11th session of the 12th NLA on March 2016 lasted 13 minutes. Apparently, this particular trend has increased after the 60 legislators discarded their shackles of hostility, abandoned the opposition bench during the February 5, 2015 floor test for trial of strength and have since become ‘friendly.’ Kohima residents had more reason to be annoyed. SVC clarify on allegation of being mere ‘decorative arm’

On the allegation of the SVC not taking up suo-moto cases, the Commission clarified that it functions as per the government resolutions and notifications adopted from time to time. It also said there was some technical issue with regard to the government amendments on the resolutions regarding suo-moto cases for which clarification has been sought from the government. The Commission said ACAUT and the public should have faith in the police investigation on fuel adulteration and cooperate with the investigating team to ensure speedy investigation of the case.

An abortive bid to march towards the contested Daldali Reserve Forest, under KarbiAnglong Autonomous district by a group of people almost turned violent in Dimapur on July 12. The group, numbering some 100-150 people, who claims ownership over tracts of land within the Daldali Reserve Forest were thwarted by the Dimapur district administration from proceeding to the contested site at the District Jail (formerly sub-jail) junction, NH 36, later resulting in a standoff at the Dimapur State Stadium road intersection. Unhappy over the pre-emptive act of the Dimapur district administration, the livid crowd barricaded the road obstructing vehicular traffic. The members of the crowd asserted they have the right to establish a settlement called ‘United village’ on land falling beyond Aoyimkum and Indisen villages, which the Assam Forest department claims to be part of Daldali Reserve Forest. Plans for the day’s abortive act were reportedly made days earlier. The authorities in Karbi-Anglong, as per reports, also got wind of the plan and made necessary security arrangement at Daldali to thwart the attempt. The Dimapur district administration stated that the preventive act of the police today was to avoid clashes at the inter-state border. “The agitated crowd was made to reason and understand the situation,” said a district administration official. According to the official, the crowd was categorically told that the Nagaland state government is taking up the issue of land between Assam and Nagaland seriously. With the Assam-

Kohima, July 12 (DiPR): A one day workshop for enforcement officers and anti-tobacco squad on harmful effects of tobacco and COTPA 2003 was held at Conclave Conference Hall, LCS Building, Kohima on July 12. State Nodal Officer (NTCP) and Joint Director, Health & Family Welfare department, Dr. H. Hotokhu Chishi said that the workshop was important for the enforcement officers in order to equip them well informed about the harmful effects of tobacco so as to act as a role model while implementing the enforcement activities in their respective areas. Speaking as resource person on the topic “Hazards of tobacco” Dr. Hotokhu stated that tobacco is the only legal product available in the market that kills 50% of its users globally where India is the third largest producer in the world next to China and Brazil and the second largest consumer in the world next to China which leads to largest number of oral cancer in the world resulting 2200 of its population dies every day and 10 lakh of its population dies every year due to tobacco use.

As per GATS 2010 released by the Ministry of Health & Family Welfare, Dr. Hotokhu informed that Nagaland Tobacco Statistic shows an overall 57% prevalence of tobacco with 26.3% of cigarette, 11.8% of Bidi and 45.0% of smokeless. He highlighted the burdens of tobacco in term of health, economy and environment and what it offers to our body and the consequences one has to pay off and also highlighted on the district wise tobacco profile. In this regard, Dr. Hotokhu said, the

Thousands on Tuesday took out a rally in Senapati district headquarters to protest the explosion that occurred at the district Deputy Commissioner's office complex last Sunday night. In the blast, some damage was done to a room allotted to Planning Department located inside the premises of the deputy commissioner’s office, but there were no human casualties. The NSCN (K) Shepoumaramth region has claimed responsibility for the incident. Normal life was halted due to the massive protest rally which kicked-off from Senapati Mini Stadium at 9 am. The rally participated by over 2000 people snaked through the streets of the district administrative headquarters located about 60 km north of Imphal. SC to pronounce verdict on role of Governor during Arunachal row New Delhi, July 12 (iANS): The Supreme Court is likely to give on Wednesday its judgment on the petitions challenging Arunachal Pradesh Governor J.P. Rajkhowa's decision to advance the state assembly session and directing it to take up the resolution for the removal of the then Speaker Naban Rebia as first item. Rajkhowa had advanced to December 16, 2015 the commencement of the assembly session, earlier scheduled to meet on January 14, in the wake of dissident activities in the State. He had directed that the resolution for the removal of Speaker Rebia moved by the dissidents including opposition BJP lawmakers taken up as item number one and the party composition of the state assembly would remain unaltered. It was argued on behalf of Governor Rajkhowa that if Governor, under the constitution, had power to

prorogue the House then he could as well advance its commencement otherwise scheduled for later date. While reserving their order on the petitions challenging the role of the Governor on February 22, 2016, the constitution bench comprising Justice Jagdish Singh Khehar, Justice Dipak Misra, Justice Madan B. Lokur, Justice Pinaki Chandra Ghosh and Justice N.V. Ramana had said that if they come to conclusion that Rajkhowa had exceeded his jurisdiction in exercise of his discretionary powers then it would put the clock back to the situation prior to December 16. The constitution bench declared its stance after Governor Rajkhowa had told the court that if it (constitution bench) came to the conclusion that he had exceeded his jurisdiction in the matter, then only these two decisions would be quashed and not his recommendation for the imposition of President's rule in the State.

New Delhi, July 12 (hT): The Centre’s estimate of militants in Manipur shot up from 1,500 to 5,000 in a span of 10 days during the Supreme Court’s hearing into the fake encounters in the north-eastern state but the spike may have just been on paper. The government had reported the two figures in affidavits filed on December 5, 2012, and December 15, 2012, to persuade the court to dismiss pleas that sought probes into the alleged fake encounters in the state. “It is emphasised that only around 1,500 militants are holding a population of about 23 lakhs in Manipur to ransom and keeping the people in constant fear,” the government said in the case decided last week. In its judgment, the SC, however, said this estimate was different from the fig-

ure cited 10 days later (in 2012) by the Centre in a similar case. Parts of the second affidavit too were reportedly a cut-paste job but with a higher estimate of the number of militants. A home ministry official said they would need to look up the records to figure how the error crept in. And this wasn’t the only goof-up. The court pointed out that the government also got Manipur’s population wrong in both affidavits, observing that the 2011 Census had put the state’s population at over 27 lakh, not 23 lakh. According to Tripura royal family's chronicle 'Rajmala', Queen Hirabati once went to take a bath in the river Maharani and noticed a wild buffalo chasing the 14 gods. With the help of the queen's cloth the gods managed to kill the beast. Happy with Hirabati's help, the gods visited the palace and the royal family offered puja by sacrificing wild buffaloes. Since then it's been an annual affair in the region's calendar. Once there were gold idols of the deities, but these were stolen several hundred years ago. Then the king ordered their recreation with 'ashtadhatu' -- an alloy of eight metals. After the monarchy came to an end when Tripura merged with independent India on October 15, 1949, it was agreed that the state government will bear the expenses of the puja. The agreement also made it obligatory for the Tripura government to continue sponsorship of 18 temples, pujas and festivals managed earlier by the royals. And that has been continuing for the past 67 years. AgArTAlA, July 12 (iANS): A senior Tripura government officer, missing and on the run for a fortnight after rape accusation, was arrested on Tuesday in neighbouring Assam's Karimganj, police said. "Acting on a tip-off, a Tripura Police team went to Karimganj town and arrested Panna Ahmed, 44, from a house there. He will be brought here and presented in a court for seeking his police custody," West Tripura district police chief Abhijit Saptarshi told reporters. The Tripura govern-

ment suspended Ahmed, who was a sub-divisional magistrate in Sonamura sub-division of Sepahijala district. "The state government had recently requested the Union Home Ministry for issuance of a red corner notice to track the official," Saptarshi said. A Muslim woman filed an FIR with the West Agartala police station here on June 27 that Ahmed called her to his private residence here and raped her. The West Tripura District Magistrate and police are separately inquiring into the incident.

India home to 2,36,000 millionaires Cairn Energy seeks $5.6 billion compensation from India

New Delhi, July 12 (PTi): According to the India 2016 Wealth Report, by New World Wealth growth in Indian HNWI wealth and volumes is expected to be strong over the next 10 years. The number of millionaires in India is growing strongly and at the end of 2015 around 2,36,000 high net worth individuals were living in the country, with a combined wealth of USD 1.5 trillion, says a report. According to the India 2016 Wealth Report, by New World Wealth, while most countries worldwide have experienced negative or negligible growth since 2007, India has performed "very well" in terms of wealth performance through this period. "During our review period, Indian HNWI volumes increased by 55 per cent from 1,52,000 HNWIs in 2007 to 2,36,000 HNWIs in 2015. HNWI wealth rose 67 per cent, from USD 0.9 trillion in 2007 to USD 1.5 trillion in 2015," the report said. The report however, noted that excessive government regulations are a major hurdle for new businesses in India. "Corruption is also a major problem - businesses often need to pay regular bribes to government officials in order to operate successfully. This problem has improved over the past year since Prime Minister Modi took office," it said. It further noted that India is often cited as a difficult place for overseas investors to do business - there is a lack of transparency in several parts of the economy and the cost of starting a business in India is very high. "India also ranks as one of the worst countries in the world for the ability to enforce a contract, taking an average of 1,420 days," it said.

India sees 137% jump in travellers using e-Tourist visas MuMbai, July 12 (ageNCies): The number of tourists coming into India by using the e-Tourist Visa facility provided by the government jumped 137.7% in June compared to the same period last year, a release on PIB said. In June, 36,982 tourists

used the facility, up from 15,557 in the same month last year. In the first six months of the year, 4,17,909 tourists entered India on the eTourist Visa compared to 1,26,214 in the same period last year. The e-tourist visa fa-

cility was made available by the government in November 2014. While it was initially only applicable to 76 countries, the scheme was extended to 150 countries earlier this year. Most tourists came from the US, followed by

the UK and China, contributing 23.22%, 14.16% and 6.91%, respectively. Most tourists reached India at the New Delhi airport (42.15% using the e-tourist visa facility, followed by Mumbai airport (22.94%), Chennai airport (9.80%).

New Delhi, July 12 (PTi): British explorer Cairn Energy has sought $ 5.6 billion in compensation from the Indian government for raising a retrospective tax demand of Rs. 29,047 crore on 10-year old internal reorganisation of its India unit. In a 160-page ‘Statement of Claim’ filed with an international arbitration panel on June 28, the Edinburgh-based company sought withdrawal of the tax demand and declaring that India has “failed to uphold its obligations” under the U.K.-India Investment Treaty by not giving its investments in the country “fair and equitable treatment.” It sought $1.05 billion in compensation for the loss of value its 9.8 per cent shareholding in its erstwhile subsidiary Cairn India suffered following Income Tax Department raising the tax demand in January 2014 and attaching the shares. “In the alternative, and should the (arbitration) Tribunal determine not to order India to refrain from enforcing its unlawful tax demand”, Cairn sought to be compensated of breaches of the Investment Treaty by being paid for the loss of value of its holding in Cairn India as well as interest and penalties, totalling $5.587 billion (Rs. 37,400 crore).

Tamil Nadu can create 90 lakh jobs in five years: Study CheNNai, July 12 (iaNs): Over the next five years, Tamil Nadu has the potential to create more than 90 lakh jobs, attract investments of around Rs 22 lakh crore and log double digit growth, a study by industry body Assocham states. The Associated Chambers of Commerce and Industry of India (Assocham) and Madras Chamber of Commerce and Industry (MCCI) on Tuesday released a paper titled 'Action Agenda for New Government of Tamil Nadu' here. According to the paper,

"Effective implementation of the investment projects holds key to growth of industry sector that will in turn help in creating lakhs of fresh job opportunities for 29 per cent of youth population that forms the workforce in the state," the paper said. On the agriculture side the paper suggested that the state government should look at doubling the output to five per cent to increase food grain produc-

tion to 170 lakh tonne. As the state is not well endowed with water resources, Tamil Nadu should focus on water shed management, water conservation, dry land farming and other techniques. Highlighting that industrial growth in Tamil Nadu had declined from 11 per cent in the Tenth Plan period (2002-07) to about eight per cent in 11th Plan (2007-12), despite the state being a leading manufacturer of automobile, textile, hosiery, pharma, leather, information technology (IT) and information tech-

nology-based enable services (ITeS). According to the paper, the state should revive traditional labour-intensive industries of textiles, garments, leather, matches, fireworks and others comprising large number of small-scale industries. Besides, significant industries in sectors like automobile, chemical and transport equipment are facing infrastructure, environment and labour-related issues in Tamil Nadu. The state needs to address these issues on an urgent basis.

Acknowledging that road safety is a "big problem" in India, Union Road Transport Minister Nitin Gadkari has said that safety of roads is of highest priority for the government and the US has assured full cooperation in meeting the challenge by sharing its technical knowledge. "Road safety is highest priority for our government," Gadkari told Indian journalists during a media round-table after his-day long meetings including that with US Transportation Secretary Anthony Foxx and American business community. "Today we discussed all our problems related to road safety with the (US Transportation) Secretary. The good thing is the Secretary promised me all types of co-operation with the rules, regulations, the software they have already developed, the system, the technology, the innovation. They are ready to cooperate with us in everything," Gadkari said. Acknowledging that road safety is a "big problem" in India, Gadkari said every year more than 1.5 lakh people die in five lakh road accidents. "We are taking the cooperation of the US Government in particularly in road safety and intelligent traffic management system, which we are also going to implement in India," he said. Gadkari said the US has also promised to give "all technical co-operation for standardisation of our Indian code" for road con-

struction, bridges and flyovers. "Their experience and their present rules and regulations, codification, all the manuals are there and they are ready to share all types of manuals, code and rules and regulations with us," he said. "In India we are critically facing the problem of road accidents. We have 96,000 kms of road length as national highway and 40% of national traffic on this 2% of road. We are facing a lot of accidents on national highway," he said. During the meeting the US also promised full cooperation in the development of inland waterways. The Minister also spoke on new highways under construction in the country, financing mechanisms under PPP models, framing policies for logistics parks, modernisation of roads, building intelligent traffic systems for road safety and further innovation and technology to India's logistics sector. Rohit Kumar Singh, Joint Secretary, Ministry of Road Transport and Highways, highlighted specific investment opportunities in the highways sector whereas Alok Srivastava, Additional Secretary, Ministry of Shipping, shared details on the Sagarmala Program the Ministry's flagship port-led development initiative to bring down logistics cost and boost investment, exports, and jobs. "India needs $1 trillion for developing new roads, ports, rail lines, and airports over the next few years and US companies can provide the necessary expertise as well as capital to enable the robust growth of this sector," he said.

Realizing the dire need to improvise the current system of education in Nagaland, the Naga Students’ Federation (NSF) held a one-day seminar on July 12 on the education system in Nagaland under the theme, “Generating improvement through research and development in educational system in Nagaland.” The seminar, which was held at Hotel Japfü, Kohima focused on the secondary education and degree courses with resource persons from educational institutions and academicians deliberating on the topic with paper presentations. Dr Bendangyapangla, Principal-in-Charge, State College of Teachers Education (SCTE) said Continuous and Comprehensive Evaluation (CCE) needs to be implemented in true

spirit while the system of management should be decentralized by giving community responsibility in management. Further, Dr Bendangyangla emphasized that the contents of the curriculum should be made relevant to the socio-cultural, politico-historical, and geographical context of the learners while the evaluation should focus on “how learning takes place.” Positing that the educational system has to be focused on the viable resources available in Nagaland such as agriculture, horticulture, forestry, animal husbandry, and human resource, Pheluopfelie Kesiezie, Administrator at Northfield School viewed that focusing on these areas will curb the issue of unemployment in Nagaland. He also remarked that the best nation to emulate is Israel whose main resources are agriculture,

horticulture and human resources, and whose progressive developments have been created within a limited space. “We may not be able to produce infrastructure but

we can produce human capital. For this to happen, the State has to open technical institutions. We have school of agriculture, a tool room and a handful of polytechnic schools.

However, we must talk in terms of hundreds. These technical institutes should be within the ambit of the viable sectors,” asserted Kesiezie. While expressing the

need for Nagas to learn to critique and appreciate their own culture, Dr Venusa Tinyi, Assistant Professor, University of Hyderabad suggested for this to be translated into literary

forms for studies. “Without sufficient materials for critiquing and reflection in the form of literature, we can’t progress much, we can’t produce authentic intellectuals. We need text, a rich text, in order to make intellectual discussion possible.” When there is so much in our culture and tradition, why try to borrow from others to shape and guide our lives,” Tinyi told the gathering. He further remarked that failure to address this issue would result in the bankruptcy of intellectuals, which is necessary to make transformation of culture possible. Without the platform and required resource to critique one’s own culture, Tinyi pointed out, “a society faces the danger of not only breeding dogmatic and tribalistic mindset but also a culture of intolerance and racism.” Research Scholar Lak-

YAA bans SRF from Yimchungrü jurisdiction MTLT reports against Hindustan Organisation TuENsaNg, July 12 (mExN): The Yimchungrü Akherü Arihako (YAA) has banned the functioning of the Sovereign Republic of Freeland (SRF) in the entire Yimchunger jurisdiction in toto and with immediate effect. The YAA stated this in light of the ‘Shopilak Declaration 2016’ adopted during the 15th ENSF Federal Assembly held on June 28 and subsequent joint meeting of ENPO with the frontal organizations in the presence of SRF. In keeping with this, the Yimchungrü students’ body issued a four-point standing order for “strict adherence” signed by its Acting Presi-

dent T Solumba and General Secretary L Akhang. In that, the YAA has “directed” the SRF to “dismantle any of its based establishment/ Offices and that no SRF flags should be hoisted within Yimchunger jurisdiction with immediate effect.” It also directed SRF ID card holders of Yimchungrü tribe currently involved in the organization to “immediately denounce” their membership from the “banned un-mandated” organization and submit their ID cards to the respective village council/ students’ union with immediate effect. “Failing to submit, the

YAA would not remain a mute spectator but would initiate strong action against those individuals and the Yimchungrü students/ public should not be held responsible for any consequences,” it stated. The YAA further warned that if any threat or intimidation is meted out to any students’ organization/ tribal leader, it “would not tolerate” the same. It assigned the respective village students’ unions and village councils to “thoroughly investigate” the activities of SRF and implement the above mentioned orders “in the larger interest of Yimchungrü community.”

moKoKchuNg, July 12 (mExN): The Mokokchung Town Lanur Telongjem (MTLT) today registered grievances against Hindustan Organisation (Mokokchung Franchisee). In a letter to the Administrator, Mokokchung Municipal Council (MMC), which was released to the media, MTLT said it had met the Manager of Hindustan Organisation (Mokokchung Franchisee) on July 11 following grievances reports from customers of the Organisation. According to the letter, the sales executives of the Organisation had harassed customers in many instances by maintaining that it is mandatory for LPG owners/customers to get registered. “In some instances, it was maintained by its sales execu-

tives that failure to comply with registration would invite penalty of up to Rs 2000. In other instances, concerned customers had asked the sales executives to produce legal/official documents with regard to their statement that ‘registration is mandatory’ which they failed to produce and hence, these sales executives are at best bogus and running on self-interests,” the letter stated. MTLT further pointed out that it has been 2-3 months since the Organisation was established in Mokokchung Town. Yet, when inquired about the original documents validating the franchisee office in Mokokchung Town provided by its head office in Kolkata or equivalent office with competent authority, the manager failed to pro-

vide so, the letter said. It was also stated that the trade permit issued to the franchisee by the MMC does not include “door to door” selling, yet the sales executives (8 of them as per the Manager’s information) are engaged in “door to door” selling and “duping customers in the process for selfish gains.” In this regard, MTLT petitioned the MMC to take stock of the issues at the earliest. “Besides, issuance of trade permit categories must be followed by stern and constant monitoring by the MMC in the interest of the citizens and customers,” it added. Naga Hoho writes to Home Minister for ‘fair & impartial’ investigation on Naga Sepoy death Kohima, July 12 (mExN): In the wake of mass recruitment of Naga people by the Indian Army and paramilitary forces, the Naga Hoho has written to Government of India’s Home Minister Rajnath Singh on reports of “Naga boys being harassed and meted out undue humiliation after joining various professions in the mainland.” The Naga Hoho was particularly referring to the demise of Naga Sepoy Vezota Vasa who died while on duty with the Jat Regiment at Bareilly in Uttar Pradesh on June 23 last. The Naga Hoho letter was sent to Rajnath Singh through Governor of Nagaland, PB Acharya, and was signed by the Hoho President, P Chuba Ozukum, and General Secretary, Mutsikhoyo Yhobu. It may be noted that the Western Chakhesang Hoho (WCH) had written to PB Acharya on July 6 requesting him to “personally intervene” into the matter of Vasa’s death which was found to be “suspicious” by his family and community. Now, the Naga Hoho has requested Home Minister Rajnath Singh to take up the case with the appropriate authorities to conduct a “fair and impartial” investigation, whereby, “the whole truth will be unearthed.” The Hoho reiterated points raised by the WCH, concluding that Vasa’s “tragic death” appears to be one of “deep connivance of conspiracy and foul play.” They stressed once again on how the Sepoy’s post-mortem was conducted despite instructions from his family not to do so till they had seen the body, how the family was not allowed by the Jat Regimental Centre to see the body of their son until much later, when they were allowed to see only the upper part of the body that was stained with blood. Contrary to the parents’ will to clean up the body of Late Vasa, the authorities cleaned and wrapped up the dead body and placed it in the morgue. Moreover, it was also found that Vasa’s death was reported to the Barrack he lived in, with a number of others, nearly 40 minutes after it was found in the Barrack’s toilet 12 feet away, noted the Naga Hoho. The family was also denied permission to meet the person who had first witnessed and reported the matter. “The photographs available with the Police, clearly indicates that it is not a matter/case of suicide as claimed by the authorities,” maintained the Naga Hoho. In view of these circumstances, the Hoho requested Home Minister Rajnath Singh to look into the matter for a fair and impartial investigation. “Your action will also allay the fears and the prejudices that our youth would have on the Indian Armed Forces in particular and the other professions in general,” noted the Naga Hoho.

In a press release, NHRA appealed to the authority concerned to book and penalize those involved in the fuel racket. It demanded that all the properties – buildings and other immoveable properties – the accused have acquired at the cost of the public should be confiscated and used for development of the state. The authority, it added, should not hesitate to issue arrest warrants and bring the kingpins wherever they may be evading arrest. The End of Impunity for Armed Forces?

T

he recent pronouncement made by the Supreme Court that the Army cannot use excessive force in its ‘counter-insurgency’ operations in areas declared disturbed can be seen as a first step towards protecting the human rights that have been so ‘condemned’ by an extraordinary inhuman law. This ruling came on a plea by hundreds of families in Manipur for a probe by a Special Investigation Team into 1,528 cases of alleged fake encounters including the Army and the police. The apex court, making its stand clear stated that, “there is no concept of absolute immunity from trial by a criminal court” if any Army commits an offence. The question of immunity has been the point of contention between the Government that calls for immunity of the security forces, and the Supreme Court appealing for an “equally unsettling” picture of the citizens living under the fear of AFSPA. Notwithstanding the judgment of the apex court, certain things still remains uncertain on the challenging difference between ‘face value of law’ and ‘place value of law’, between theory and practice. The ruling serves as a judicial precedent to uphold civilian as well as human rights. Further, the court held that criminal courts do have the jurisdiction to look into cases of alleged excesses by the armed forces in areas declared disturbed. But, the tricky word ‘however’ in relation to law comes to play that, the bench of Justice Madan B. Lokur and Uday Umesh Lalit, however, reserved its verdict on the question of ordering a probe by a Special Investigation Team (SIT) into more than 1528 allegedly staged shootouts in Manipur. One may think whether this ruling will only lead to ‘exceptions to the rule.’ On another level, the degree of ‘excessive force’ is not clearly defined. The extremity of AFSPA is the license to ‘shoot to kill’ on mere suspicion. Beyond the extremity, a question needs to be addressed. How much can the Supreme Court’s ruling have an impact on the use of ‘excessive force’ by the Armies in disturbed areas? It only highlights an underlying impression that, so long as a ‘legal fiction’ produces an ‘extraordinary law’ that can unconstitutionally and undemocratically declare an area as disturbed, further ‘exceptions to the rule’ that legitimates a ‘state of necessity’ will continue to infringe on the Human rights. Questions concerning Human rights cannot arise where legal fiction like AFSPA that contravenes with the very spirit of human rights is in place. Beyond the contentious issues related to the use of excessive force and the question of impunity associated therein, a tangible solution is for AFSPA and DDA to be repealed and revoked. Afterall, there cannot be legal cover for human rights when a legal fiction unconstitutionally declares an area as ‘disturbed.’ The Supreme Court judgment that the Army cannot use ‘excessive force’ may not produce the desired effect; however, such judgment should provide the catalytic impetus to push for repealing AFSPA as a ‘necessary condition’ to bring an end to impunity and to restore the peace that’s so long been ‘disturbed.’ (Dr. Asangba Tzüdir is Editor with Heritage Publishing House. India needs to up its social development indices

S

ocial development and environmental concerns are often not accorded the attention they deserve in public policy discourse. The reason for this is that they are often seen in direct conflict with economic prosperity. However, over the years, development practitioners have realised that there is a strong link between social, environmental and economic development. This, they opine, is central to why there needs to be measurement and benchmarking across these vital dimensions of development. So far several composite indices have been developed by development theorists and practitioners but very few look to solely measure social and environmental performance. This is where the Social Progress Index (SPI) is a unique effort in measuring, tracking and benchmarking the social and environmental progress of locations. The Index originally started with measurement of countries but of late, there is an increasing realisation that measurement of social progress should be done at deeper levels of geography. The most recent effort is the release of an annual global report on measuring and tracking social progress. The report defines social progress as "the capacity of a society to meet the basic human needs of its citizens, establish the building blocks that allow citizens and communities to enhance and sustain the quality of their lives, and create the conditions for all individuals to reach their full potential". This year's index ranks 133 countries on their level of social progress. There are four important insights which merit attention. First, there is a very strong correlation between countries on social progress and prosperity levels as measured by GDP per capita. The correlation is as strong as 0.89. This means that countries which perform well on social progress tend to perform well on GDP per capita. Some countries at a particular level of prosperity (GDP/capita) are over-performers while others perform poorly and are relatively under-performers. The first category includes countries like Iceland while the second category includes countries like Saudi Arabia. Second, there is significant overlap between sustainable development goals and social progress. The Sustainable Development Goals (SDGs) which have succeeded the Millennium Development Goals (MDGs) are more comprehensive in scope; however there is still an ongoing debate on measurement and setting tangible targets on SDGs. This is where the Social Progress Index (SPI) puts various areas on the 17 SDGs under a broad level framework. The dimensions of social progress -- namely basic human needs, foundations of wellbeing and opportunity -- cover most areas of the SDGs. Third, India does not perform very well on the SPI. The country has improved its ranking to 98th but there is great scope for improvement. This is why India is categorised as a "low social progress" country. A look across the various dimensions of social progress for India shows that it has neither strength nor weakness across various components of basic human needs. Along the foundations of wellbeing dimension India is weak on access to information and communication as well as health and wellness components. Finally in the opportunity dimension, India is relatively weak in areas of tolerance, inclusion and personal rights. This is where India should try to improve. Overall, the index and report throw light on the crucial challenges of social development. Over the next few years, policymakers across the world at various levels of geography should use insights from the research done to make social development a key priority. Taking chances and innovating in human rights

In our research, human rights workers, academics, activists and funders gave us a lot of reasons not to innovate. But are the risks as big as some might think?

I

t is undeniable in the human rights world that there is a pressure, including from funders, to seek "the new". It is also undeniable that our societies are undergoing changes we can not ignore. But when is innovation necessary? And how do human rights organizations — founded upon nonnegotiable values—feel about it? During 2015-2016, we interviewed 102 people to foster a public debate on how rights-based civil society organizations, including funders, are reacting and adapting to contemporary trends, such as multiplicity and pace of information, non-institutional activism and crisis of representation of the state. Interviewees for the research “Solid Organizations in a Liquid World” included key academics, representatives of NGOs and foundations from several countries. Overall, resistance to innovation was a common theme. Respondents disagreed with the assumption that innovation is always good—or good in and of itself. Perpetually seeking the new can cause organizations to lose focus or remain continually distracted by new programs and projects. As Johanna Mair and Christian Seelos note, innovation is not a “holy grail” despite the fact that many people seem to be using it as a “panacea for all ills.” But, based on the responses we received, we believe that to resist innovation for fear of taking risks can also be a mistake. Innovation is important, but, at the end of the day, it is each organization's choice—not an imperative. It can be a simple or a complex process, that requires humility and ambition. How then, can NGOs use innovation wisely, without pandering to trends and buzzwords? Innovation depends both on internal and external factors, related to the context in which the organization operates, as well as group factors and organizational factors. In this context, each organization needs to adjust the definition of innovation in order to make it useful to its mission, and be in tune with the modus operandi, values, structure and history of each organization. Furthermore, some interviews pointed out to the fact that human rights values and principles are non-negotiable and this can make the idea of innovation very uncomfortable. In this case, the overarching fear is that innovation pushed too far could also cause core human rights values to be lost in an argument of relativism. In addition, victims of human rights violations are already too vulnerable to be the target of experiments. Years of experience show, for instance, that there is a “protocol” to be followed when hearing victims of torture, to respect their suffering and their psychological needs. If we innovate by testing a completely new methodology, we risk disregarding these established and important protocols without due caution. In many situations, however, innovation can arise from the need or demand of the victims or

beneficiaries themselves. As Susi Bascon, from Peace Brigades International (UK), told us: “For me, the need (or not) to innovate and how we will do it [comes] from listening in-depth to human rights defenders and the victims, and not through other indicators…If we lose contact with people outside the organization, how will we know when and where to innovate?" Planning methodologies based on the so-called human-centered approach are a good example of this and can be helpful in keeping close and continuous contact with the beneficiaries, putting people in the center of an organization's action, including its staff members. Also, innovation is often understood as solely adapting to new technologies and forms of communication, to make use of online tools and integrate "tech culture" to the day-to-day of the organization. On one hand, technology can be the cause of new rights violations, including state surveillance and privacy threats by private corporations. Technological advancements can also deepen inequality, raise unemployment and further concentrate wealth in the hands of the powerful. Miguel Lago, from Nossas Cidades in Brazil, also stressed the ambiguities of the apparent dichotomy between online and off-line: "The first tends to create superficial involvement and relational ties. However, it often broadens the spectrum of participation, while the second tends to nurture deeper relational ties without necessarily the same power of mobilization." On the other hand, technology and connectivity can be beneficial to NGOs. Technological tools such as mobile applications, videos and other tools “can help speed up the process of checking evidence and improving the quality and time spent in drafting reports on violations,” said one of the representatives of The Whistle, an app designed to address this challenge. Carroll Bogert from Human Rights Watch (US) illustrated this trend: "For the first time, the number of videos we made reporting violations exceeded the number of printed reports. Today a researcher goes to a country visit taking along a camera, s/he tweets during the investigation, etc. We have to adapt", she told us. In addition, many interviewees highlighted that the funding model of an organization has a

lot of influence in its ability and willingness to innovate. There are no guarantees that new methods will work. "We cannot afford to make mistakes. The current model of financing of most organizations does not allow them to dare," noted Ana Valeria Araujo from Fundo Brasil de Direitos Humanos in Brazil. Respondents were also almost unanimous in saying that predictable, long-term and institutional support—rather than project-specific support—are more likely to foster audacity and risktaking. This type of financing also enables a more fluid and honest dialogue between the funder and the funded, where both sides win. To innovate or not to innovate? Innovation does not have to mean throwing out everything that has been built, ignoring its record, diminishing the importance of values, principles, persistence and expertise. To be bold and venture into new strategies, processes or activities may be well suited to address old challenges—or it may not. One of our respondents told us that "an organization needs to be strong enough to be able to be fluid, to reinvent itself", stressing the importance of seeking a balance between persisting and innovating. In addition, Johanna Mair was careful to point out that innovation should not be only driven by aiming impact: "The vital mistake we often make is to measure the success of an innovation only by its impact. Innovating, if done well, also leads to improvements in internal processes, organizational environment, motivation and cognitive improvements." NGOs should be curious when developing new methods. We recommend asking very specific questions about what innovation means for them, why, where and how they want to innovate, and who will lead and participate in this process. At the same time, innovating will always mean not having all the answers and assuming risks. For some organizations or individuals, this level of risk is acceptable, but it might not be for others. What some organizations call innovation, others may call boldness, risk-taking or adjustment to the modern world. The question, then, is not “to innovate or not to innovate?” Rather, the real question is what are the very best ways to advance rights today.

Is Social Media creating plagiarism in Nagaland?

es social media, being viral, is indeed creating plagiarism in Nagaland. During the recent storm incident in Mokokchung, many of the local dailies made use of some photos which went viral in WhatsApp and Facebook. These photos were posted by the local people but the media made use of it in their papers which is plagiarism. Secondly, if someone posts a good write up in social media, it is just a touch away to copy or edit without any permission. ccording to me, I think Social Media is not creating any problem of plagiarism in Nagaland. Now we no longer exist in the past where one’s tradition keeps going on one path. Social media is letting our people to see and learn what and how to do things. Kashmir calmer as Modi, Mehbooba appeal for peace

Srinagar, July 12 (ianS): Barring stray protests in rural areas where security forces shot dead a civilian, large parts of curfew-bound Kashmir Valley were calm on Tuesday as Prime Minister Narendra Modi and Chief Minister Mehbooba Mufti appealed for peace to end days of violence. While curfew continued for a fourth day in most parts of the valley, the authorities said the situation was under control despite some incidents of arson and mob attacks. After returning from Africa, Modi chaired a highlevel meeting and voiced concern over the incidents of violence in the Kashmir Valley that have left over 30 people dead and hundreds injured in widespread violence since security forces shot dead a top militant on Friday. In Srinagar, Chief Minister Mehbooba Mufti described the situation in Kashmir as "a matter of concern for all of us" and

urged Kashmiri youths to show "patience and calm" at this "critical and sensitive" hour. "Bloodshed will result in nothing. Life comes once. It is our duty to respect and appreciate this Godsend gift," Mebooba said in a passionate appeal in Urdu. Violence erupted in the Kashmir Valley after security forces killed Burhan Wani, the 22-year-old commander of Kashmir's largest rebel group, Hizbul Mujahideen, and two associates in a village on Friday. The killing of Wani, who had emerged as the new face of Kashmir's militancy with his Facebook and other social media photos and videos, triggered a vicious cycle of protests by angry mobs and counter violence by security forces. Srinagar, July 12 (ianS): With shops shut for a fourth day due to official restrictions and separatist-called shutdown, curfew-bound parts of the Kashmir Valley are facing several shortages of essential items, including medicines. Shops remained shuttered on Tuesday too while cellphone and mobile Internet services continued to be suspended in large parts of the crisis-hit valley in the wake of mass protests against the death of a top militant commander. Scores of people IANS spoke to complained they were not being allowed to move out of their homes even to buy food and medicines from shops located in the interiors of their neighbourhoods. new delhi, July 12 (PTi): With 13 children under the age of five succumbing to diarrhoea every hour in India, the Health Ministry yesterday launched intensified efforts to check such deaths, a move which comes with the onset of monsoon during which a spurt in such cases have been noticed. To be observed from 11-23 July, the Health Ministry yesterday launched the nationwide 'Intensified Diarrhoea Control Fortnight' (IDCF) under which various activities have been planned including visits by ASHA workers to all such households which have children under the age of five. The children will be administered ORS by the ASHA workers while they will also be counselled about the benefits and the process of preparing it. According to figures of the Health Ministry, in India, about 1.2 lakh children under the age of five succumb to diarrhoea every year. This translates to 328 diarrhoea deaths every day and 13 every hour. "ASHA workers will visit all households with children below five years of age for pre-positioning the ORS. They will explain its benefits. The importance of this activity is that ORS will be available in the household when needed at the time of diarrhoea. shall continuously demonstrate the way to prepare the ORS mixture. "These corners will also administer ORS and Zinc to children who are in need of these during diarrhoea. With a sharpened focus on demand generation, an important component of the IDCF is IEC activities that shall not only create awareness but also generate demand," Health Ministry Additional secretary C K Mishra told reporters. He said that the intensified community awareness campaigns on hygiene and promotion of ORS and Zinc therapy will be conducted at the state, district and village levels. According to the Health Ministry, although various virus, bacteria and protozoa like rotavirus, E.Coli amongst others cause diarrhoea, the main reasons for diarrhoeal attacks amongst children are contaminated water, malnutrition, inadequate sanitation, poor hygiene and lack of immunisation.

The Ministry said that there are around 10 crore children below five years of age across the country and last year, due to the interventions carried out as part of IDCF, about 6.3 crore children were reached. This year in order to expand the cover of this fortnight, the target is to cover all the under-5 children, officials said. During last year's fortnight, 21 lakh children could be prevented from hospitalisation and death due to Diarrhoea, Mishra said. He said that more than five lakh schools participated in the IDCF campaign while more than 3.5 lakh ORS corners were set up in the country. In order to ensure a sturdy mechanism for monitoring, this year, 23 national monitors shall assess the efficacy of the activities and they will be complemented by monitors from the state governments and development partners.

Chandigarh, July 12 (PTi): Fuel pump owners in the country have demanded one nation one rate for petroleum products in order to eliminate disparity in prevailing prices of petrol and diesel. "We are demanding one nation one rate for fuel so that there should be no disparity in prices of petrol and diesel in the states. This step will help in controlling prices of this essential commodity," All India Petroleum Dealers Association President Ajay Bansal said here today. He added that because of different VAT rates prevailing in states, there was a disparity in fuel prices, which vary between 60 paise and Rs 4 per litre in case of diesel and Rs 1 to Rs 7.50 per litre for petrol. Bansal said maximum tax on petrol is levied by Tamil Nadu state, which is about 35 per cent while Goa imposes lowest rate of tax on the commodity. In case of diesel, Hary-

"Uniformity in VAT rates will lead to cheaper petroleum products to consumers and growth in tax revenue. And it will also cause jump in sale of fuel pumps located in the border areas which are now on the verge of closure due to high tax rates," said Punjab Petroleum Dealers Association President Sandeep Sehgal said here. A huge earthquake that can turn urban areas in eastern India into “ruins” may be building beneath Bangladesh, a new study has warned. The study was published in journal Nature Geoscience. They estimate that at least 140 million people in the region could be af-

fected if the boundary ruptures; the destruction could come not only from the direct results of shaking, but changes in the courses of great rivers, and in the level of land already perilously close to sea level. The newly identified threat is a subduction zone, where one section of the earth’s crust, or a tectonic plate, is slowly thrusting under another. All of earth’s biggest known earthquakes occur along such zones; these include the Indian Ocean quake and tsunami that killed some 230,000 people in 2004, and the 2011 Tohoku quake and tsunami off Japan, which swept away more than 20,000 and caused the Fu-

kushima nuclear disaster. Up to now, all known such zones were only under the ocean; this one appears to be entirely under the land, which greatly multiplies the threat. ‘China has no historic title over South China Sea’ AMSTERDAM/BEIJING, JULY 12 (REUTERS): An arbitration court ruled on Tuesday that China has no historic title over the waters of the South China Sea and that it has breached the Philippines' sovereign rights with its actions, infuriating Beijing which dismissed the case as a farce. China, which boycotted the hearings at the Permanent Court of Arbitration in The Hague, vowed again to ignore the ruling and said its armed forces would defend its sovereignty and maritime interests. China's state-run Xinhua news agency said shortly before the ruling was announced that a Chinese civilian aircraft successfully carried out calibration tests on two new airports in the disputed Spratly Islands. And China's Defence Ministry announced that a new guided missile destroyer was formally commissioned at a naval base on the southern island province of Hainan, which has responsibility for the South China Sea. GROUND-BRE AKING RULING The ruling is significant as it is the first time that a legal challenge has been brought in the dispute, which covers some of the world's most promising oil and gas fields and vital fishing grounds. It reflects the shifting balance of power in the 3.5 million sq km sea, where China has been expanding its presence by building artificial islands and dispatching patrol boats that keep Philippine fishing vessels away. The United States and China often conduct military exercises in the area and regularly accuse each other of militarising the region. The Maoists - who ended a decade-long insurgency in 2006 before joining mainstream politics - said Oli had broken promises he made in May. They also accuse him of failing to resolve festering anger in the south of the country over the terms of

LONDON, JULY 12 (REUTERS): Global efforts to prevent the spread of HIV infection must be stepped up after a long-term decline in the number of new cases in adults stalled, the United Nations AIDS agency warned on Tuesday. In a report on the worldwide epidemic, UNAIDS said an estimated 1.9 million adults had become infected with HIV every year for at least the past five years. Globally, some 36.7 million were now infected. New HIV infections among adults were now rising in Eastern Europe, central Asia, the Caribbean and Middle East and North Africa, the report said. "We are sounding the alarm," said Michel Sidibé, executive director of UNAIDS. "The power of prevention is not being realised. If there is a resurgence in new HIV infections now, the epidemic will become impossible to control. The world needs to take urgent and immediate action." Singapore jails four Bangladeshi men for terrorism financing SINGAPORE, JULY 12 (REUTERS): A Singapore court jailed four Bangladeshi men for between two and five years for terrorism financing on Tuesday in a case that has put the city-state's most marginalised migrant-worker community in the spotlight. Authorities said the men contributed from S$60 ($45) to S$1,360 ($1,000) to fund attacks in their homeland in the name of Islamic State in Bangladesh. It was Singapore's first case of terrorism financing. "The amounts were significant relative to the salaries of the accused persons," said the prosecutor, who did not give his name for security reasons. The sentences would send a "strong message that every and all terrorism financing will be dealt with", he said. The four were among eight Bangladeshi men detained under the Internal Security Act in April for planning attacks in their home country. The colonial-era law allows suspects to be held for lengthy periods without trial.

The group's leader, Rahman Mizanur, 31, a draftsman earning S$1,800 ($1,300) a month, was jailed for five years. NEW YORK, JULY 12 (ThOMSON REUTERS FOUNDATION): A potentially giant earthquake may be building up beneath Bangladesh and eastern India and could endanger as many as 140 million people, a study said on Monday. The earthquake is not imminent but inevitable as sections of the earth's crust press against one another, according to the study published in the journal Nature Geoscience. No estimate on when such a quake may occur is possible without additional research, the study's lead author Michael Steckler, a geophysicist at Columbia University in New York, told the Thomson Reuters Foundation. Some 140 million people live within 62 miles (100 km) of the potential epicenter in eastern India and in Bangladesh, the world's most densely populated country and among the poorest, the study said. In Bangladesh, shoddy, unregulated building construction abounds, and heavy industries, power plants and structures at natural gas sites would likely be destroyed, the study's authors said. Mud that has accumulated some 12 miles (19 km) deep in the delta of the Ganges and Brahmaputra rivers could shake "like gelatin, and liquefy in many places, sucking in buildings, roads and people," said co-author Syed Humayun Akhter, a geologist at Dhaka University, in a statement. The area at risk measures some 24,000 square miles (62,000 square km), the study said. The damage could be so severe as to render Dhaka, Bangladesh's capital, unlivable, Akhter said. The area at risk lies along the same fault lines in the earth's crust where a 2004 earthquake and tsunami in the Indian Ocean killed some 230,000 people, the researchers said. The researchers used computer models to analyze ten years of data showing that the earth's plates under eastern Bangladesh and eastern India have been creeping northeast into neighboring Myanmar, causing instability.

Isak Chishi Swu, a father and a leader: shared aspirations, passing the torch

met my father for the first time in 1993. I was already 15 years old. I never knew how my father was and met him for the first time at Pokhara on 25th April 1993. Likewise, my brothers also met my father only after they were grown up. We grew up in different background, living with different people. My father and my mother were God-fearing people. They always listened to what God told them. They lived their life in accordance to the instructions of God. Through a prophet, God instructed them that we should all be sent to Nagaland and they should continue the cause. God promised them that all of us will be taken care of and none of us will be lost. Accordingly, my father entrusted people to take care of us and to ensure that we get education. God never fails his promises. We trusted God and he took care of us because of their faith. My mother through another prophecy said “it’s about time we

should bring all the children.” God instructed them to bring the children together, so in the year 2000 for the first time we met as a family at Manila. Our time as a family was very brief. By the end of 2004 I decided to go back and so our time as father, mother and children-as a family under one roof was for about four years only in our whole life. But during that that time-that short period of time my father taught us all the basic principles of life. He told us “son, daughter the basic principle of life is to do the will of God. You were made with a purpose and you have to fulfill God’s purpose.” That was the message we received for the first time. He was a man of few words. He would not explain what he say in details but whatever he said, his words, were full of meaning. It took time for us to understand or comprehend but when we ponder later we could understand the deep meaning behind those words. He practiced what he preached and preached what he practiced. He taught us that we

should be patient. He also taught us that we should bear the fruits of the Spirit and when I remember my father I remember him as one of the meekest persons I have ever come across in my whole life. He possessed all the fruits of the spirit that is mentioned in Galatian 5:22-23 (But the fruit of the Spirit is love, joy, peace, forbearance, kindness, goodness, faithfulness, gentleness and selfcontrol. Against such things there is no law.) He told us that habits make a person so we should develop good habits. He maintained a disciplined life. He maintained consistency in his daily prayers. He told us to read the word of God and to be a man of prayer. In this one year he has left us all his children, to come closer through his suffering. We were struggling. We were praying for him when he was in the ICU. We even fasted for seven days. We asked God ‘please if it is your will, you are the God who can even bring the dead back, please revive him. We want him to come back’

but what God has planned, we cannot go against His will. He had suffered so much and it was his will that he should be resting by now and we pray that God has already kept him in His bosom. He was a man of integrity. He maintained his integrity. At times, as his sons we would ask him “Dad you are in such a high position, why don’t you exercise your power sometimes,” and he would simply smile and say “Son that’s not the right way. You have to seek the will of God. In everything you seek the will of God. That’s the most important thing.” For him doing the Will of God was the first and foremost thing. He maintained his integrity in every aspect and I am very proud to have a father like him. In the year 2008, when my mother and father were to go back from Manila to Nagaland, God spoke to my mother through a prophecy saying that ‘when you go back you should exercise love, forgiveness and peace’. Accordingly, when they came back, my father declared a clarion call- a clarion call for reconciliation of

all Nagas. His wish for the Naga people was that the Naga people should live together as one and seek for final settlement. Someone has rightly said that the world is ruled by dead men. His ideas, his vision, his principles, his mission in life will still live on in us. All the people who understood him, who knew him are carrying the dreams with them – his comrades, friends and especially uncle Muivah who has stood together through thick and thin and now that we don’t have a father, we look up to him as our father. He will be our guide. As firmly, and as strongly, my father stood for the rights of the Nagas, we the children will also stand up for that till the end. We will abide by the principles he has taught us. We will give our all, according to how he has taught us. We will do God’s will for the Nagas. For the Nagas we will stand. He leaves behind the legacy of peace. He leaves behind the legacy of reconciliation. He leaves behind the legacy of

love. Most importantly he leaves behind the legacy of “Nagalim for Christ.” He was for Christ, he lived for Christ and he has told us to do the same-to preach the gospel, the good news to the entire world. That is the legacy he has left us and we will carry it forward-his hopes, dreams and aspirations. I would like to read out a scripture from Job 14:7-9 - “At least there is hope for a tree: If it is cut down, it will sprout again, and its new shoots will not fail. Its rootsmay grow old in the groundand its stump die in the soil, yet at the scent of water it will bud and put forth shoots like a plant.” I would like to end with a note saying that “the old tree has passed away, it has fallen but as we celebrate his life today, with his life like water if it touches you, may you bud, may we all bud together and become branches like him and become even a bigger tree in the near future.” (Transcribed by Tungshang Ningreichon from his eulogy at a condolence service at Delhi on 29.06.16)

Visible changes under KMC Assu Isak Chishi Swu: An Immortal Icon

hrough your esteemed paper, I would like to share some of my observations on the visible changes in the work of Kohima Municipal Council, Kohima over the past two years. This pertains to the developmental activities under taken by the council in its humble way despite many constraints. First of all, I gave Kudos to the leadership of the KMC for taking the initiative in visiting the entire Wards of Kohima town to have first hand information on the problem faced by the denizens vis-avis to establish personal relationship with colony people which is very important towards ushering progress and growth and also for the maintenance of cordial atmosphere. To what extent KMC has ascertained the grievances of the colony dwellers and its approach for redressal is a matter of debate and time. However, the gesture shown by KMC is a big encouragement, a morale booster for the colony leaders who sincerely and devotedly work for a better ambience. It is pertinent to point out that KMC after its interaction with the colony dwellers has done away with the “Service tax of 5%” which the colony/ ward has to pay back to KMC from the sanitation fee collected by them. This has come as a big relief keeping in view of the deteriorating conditions of the vehicles and its maintenance cost and also towards payment of salary to the driver and his co-worker. Another tangible achievement of the present KMC is abolishment of the Coupon system and putting it directly under its control. This has got rid of the business monopoly enjoyed by few on certain commodities that had often lead to price hike of essential commodities at will in the past. It now gives ample opportunity for the petty business people also to earn their livelihood without any hindrance in procuring their commodities. The Beautification of the main town

like painting of the Foot Bridges, construction of pay and use toilet, construction/renovation of drains and new public foot path on the road sides are all visible rooms of improvements that we are witnessing. With proper vending & allotted timing for street vendors there no much complain and constraints face by the pedestrian. In recent time, one of the news magazine reports in its national survey has categorized Kohima as the 5th costliest living city in India. Perhaps this is attributed to the sky rocketing prices of commodities for reasons best known to us and also owing to lack of mechanism to control price hike. Here my humble plea and suggestion to the KMC is to atleast constitute a special squad to check whether commodities are sold at the prescribed rate issued by KMC in different markets of the town and defaulters are booked under appropriate section of the law. Evidently fruits, vegetables to poultry products etc are all sold at random prices fixed by the traders and the consumers are at their mercy. This is a matter of great concern as all our belly needs to be filled. Displaying of price hoardings and setting up of consumer complain cell by KMC will go a long way towards streamlining the price control. Lastly, I exude confidence that if the KMC leadership continues with these small innovative developments, a day is not far when Kohima the mirror of Nagaland will be Smart City in reality. As the saying goes that “we cannot clap with one hand” it is our zealous responsibility also to come forward to help and support KMC in its endeavors. Here the Kohima citizens should also no longer bask in its legacy as the land owners but instill the sense of responsibility towards doing their duties by joining hand with KMC to echo the old song of “Kohima will shine today” Zeruuzo Norbert New Market, Kohima

eople realize the real value of a person only after they’re gone. One’s true worth transpires or surfaces only after they become a memory. For a great leader like Assu Isak Chishi Swu who believed in relationships greater than the problems, losing him is not only a loss for a particular tribe or faction but for the whole Naga people. It is an end of an era in the history of the Naga Movement. Assu Isak Chishi Swu’s dead came as a jolt to the collective conscience and emotion of our people and has send shockwaves throughout the Nagas living around the world. Assu Isak’s life and his passing away mark an important historic phase of the Naga National Movement. The greatest inherent factor of the great leader is not only the personality but humility. Assu Isak was denied what he deserved by many of his adversaries while he was alive but those who denied him that too wept along on his demise. Hate them or love them, but we cannot ignore that he along with Th. Muivah took the Naga Cause to newer heights on the world stage and international recognition. As humans, they too surely had their own shortcomings and mistakes but the enormous sacrifices they made for the Nagas is remarkable and noteworthy which can never be denied. His departure leaves an irreplaceable vacuum as he left us during this crucial juncture when his presence was so much needed than before as he had been throughout his life. Maybe many felt his presence never mattered and thought it never made any difference but today we are proved wrong by his absence. Like salt we fail to notice its presence but become completely aware of its absence only when it is not there. Today his absence causes more than mere heartaches, pain and sadness but of a great emptiness and a very huge void not only among the Sumis but to every Nagas beyond Nagaland. Everyone has grieved immensely and expressed the deepest sorrow over the demise of this great leader Assu Isak Chishi Swu. A noblest soul, a God’s servant, a freedom fighter to the fullest, a truest patriot, a visionary leader, an inimitable man of principles, Late Assu Isak Chishi Swu has left a irreplaceable vacuum with his extremely rare and exceptional qualities of a soldier, missionary, guide, philosopher and an astute statesman. In losing him Nagas has lost one of its great-

est sons of the soil. He will always remain as one of the greatest source of inspiration to many and an exceptional leader among the Nagas who was the rarest among the rarest. He was a man who placed God above everything. For him the Nation came before anything even before his own family and his own community. Now after he has left, the rise of unpredictability increases in these rapidly changing dynamics of times and continuous upheavals of our long running Naga Movement. Great achievements require great sacrifices and Assu Isak without any doubt was one such person. Assu Isak’s death has made us realize Nagas need more of emotional unity and social integration and we need to be more calculative and wiser in our decision makings while navigating through the choppy and murky waters of divisions and hatred within us. Our worries have only seemed to exacerbated by the uncertainties of turmoil and seem more difficult in charting a way through this hard road of a long drawn conflict with the passing away of this great legend. He gave his all and stayed completely focused on what mission he started out till the end of his life’s journey. True leaders take responsibility instead of always blaming others and he was one of them. He was one strong personality to stand alone when the time demanded. He was his own self to stand apart when situations compelled. To lead people you need to walk behind them was thus exhibited by this man. Great leadership isn’t shaped in the absence of opposition but in the presence of it and he proved it. Great leaders draw us to them with their universal humility and he was truly one of them. They derive clarity of vision inspite of the chaos and amidst extreme difficult circumstances or through turbulent phases and the test of times. Assu’s life was completely different from the multitude of today’s many questionable leaders who without any clear political and ideological vision, where amassing of personal wealth and glory has become a priority much to the channelizing in the growth of anger and resentment from the common masses. His enemies shed their tears and expressed their sorrow alike how his friends did at his passing away. The people who hated him and despised his ideology and policies while he was alive grieved along too with those who loved him and started missing him from the moment the news spread that he was no more. Assu Isak was a devout,

God-fearing humble soul never complained about the silent attempts to discard and deny him the status of fatherly figure and an icon of the Naga Movement all his life but all that were due to him came as he left this world. Even his adversaries became forlorn, gloomy and sorrowful when they learnt that this great son of the soil was no more. Such things are rare, very rare. He relied on God as his source of strength and guide in the complexities and dilemmas he battled. Now how many more Assu Isak do we have? Or will we ever have? Maybe we will never. Nagas need to pragmatically think over it and must thoroughly introspect and retrospect. The realization of how Assu Isak’s presence mattered a lot came a little too late to the Nagas only after he was gone. The worst thing we Nagas can do to ourselves and against the dream of this great man is destroy ourselves with our narrow nationalism. The video clip of him strolling around the lawn in a wheel chair and singing ‘Sailing for Home’ made me shed tears and it sure did to many who have watched it. His failing health in the ever growing challenging situations for over a year did not even bother to awake our conscience. The sad consequence of losing such a great outstanding leader as Assu Isak after battling for his life for quiet sometime makes us now to ponder if only we should have given him his due share of credit while he was alive too like we did after he passed away. Men make history and not the other way round. Throughout the ages, where there is no leader, society stands still. Progress occurs only when courageous and skillful leaders seize the opportunity to make things for the better. The Naga Nation today is certainly not what our great leader like Assu Isak Chishi Swu must have dreamt of. The picture that emerged from the long bloody conflict of nearly six decades maybe potentially great but now completely in state of disarray and chaos. Nagas now suffer from a fatty degeneration of conscience and dissolution of our moral values. The soul of great leaders like him will rest in complete peace only if we relearn and live the values to which they stood for. Farewell Assu. You have lived well. Today our land has become a land of story-tellers, storytellers of your great heroic deeds. You are a true legend. You are a true hero. Legends never die. Heroes live forever. You have left behind a great legacy of true patriotism that will be forever engraved in our minds and hearts.

ood morning ladies! We celebrate your International Day every year in March with gusto. It is time to assist the net result of such celebrations. On this day, many chivalrous Don Quixotes are thrown out with loud promises – never to sheath their swords till the last damsel in distress is restored to her rightful place with honour. These heroes are not visible the next day. This is called male chauvinism. The display of valor by these gender warriors should not be trusted fully. Better view their patriotism with limitations. They openly glorify you, but their inner hearts are singing, “Halleluiah, despatch all females to Heaven, Glory to God in the Highest, And on earth peace.” They are spiritual by day but spirited by night. They pray by day and bray by night. In reality this so called martial race belongs to the partial race. A lot is discussed on rights of women. A lot is resolved on how men should respect women better and to realize that women are as talented and capable as men and very often even more so. Men have to respect women’s wishes – dresses they wear, outings, kitchen holiday, etc. Men should never resort to violence or intimidation against women. Men have to maintain boundaries in the work places and make sure of their comfort at home. However, the pampered Naga male ego is a tough nut to crack.

Yes, for all the talk of women being denied their rightful place in society, ladies need to do some self reflection too. Let me attempt the unthinkable. Women need to correct the constant desire to judge other women. Women are by nature hard on themselves. They are harder on each other. An over-weight elderly woman struggle to cross the crowded street in a rush hour. Pedestrains on the street are mostly women. They are watching her struggle with disgust. “This fatso, how terrible,” is the only support from these women around. A working mother misses her Sunday church service due to an office dateline. Others think,”what a sloppy mother she is.” A young woman in a short skirt makes other women go slut in their heads. A pretty young woman makes other women wonder what she has been upto to get that promotion in her job. Women are ready to judge other women right from the ill fated coiffure to bluntly cooked food. Can a woman let another woman breathe? After all, all the women are not roses, some are regarded by others as thorns. A common female behavior is the easy adoptation to feed male ego. Praising of male vain glory is pure sycophancy and acceptance of raw deal in any assignment is reason enough of your weak-kneed personality. What is the point of collectively harping on equality when as individual you are

happy to lapse into flattery. Do not turn the other cheek, you may end up losing both. This biblical novelty is old fashion now. After all, men would like to keep a girlfriend, though married. This is the modern art of the so called smart living. In terms of finance too a good number of women generously give away their lawful earnings to son, daughter, husband, brother, etc. Sorry if it sounds harsh, but women are emotional fools and need to be told so. So think seriously. You have your life too. It is only when a woman asserts herself she is taken seriously. The way the Naga society is structured, women are not encouraged to be as ambitious as men. This is wrong. Women should become more ambitious and dream big. For that matter all young people both men and women should have fire in their belly. They should aspire to do well in life. Success only will finally humble men to respect women. Another intriguing aspect of our women is the uncertainty of becoming a professional and the mild confusion over the thought of marriage and children. The first is easier said than done. The second is easier done than said. One need to work very hard to achieve a rewarding life as a professional, but to become a vibrant mother of a family one just need the goodwill of a loving husband. Both of these will contribute towards

upward mobility. But some believe in temporary delay in marriage. Truly you are testing the water. But you are growing older too. Your indecisiveness on these two fronts will give you headache. One headache is bad enough but two can be unbearable. Presenting many facets of Naga women in their amazing diversities have not been easy. They have played many crucial roles towards nation building. Yet they are still considered not suitable to hold traditional and customary posts in the clan or tribe. Unfortunately, the patriarchal mindset seems yet to outgrow a false chivalry and misplaced concern for the “weaker sex”. Be patient, even the hard icy mountain will melt when the heat is charged upon continuously. Here Sir Isaac Newton’s First Law of Motion will come handy for all of us. Ice is melting slowly. Earlier, “man proposes, God disposes.” Now, when man proposes, woman disposes. Nowadays, it is not fashionable among young women to enter kitchen. But they are happy to attend the state-of-the-art cooking classes with pen, pad and mobile phone along with men. This food classes is changing the game. Men are more innovative and deliver delicious cuisine that will transport you to instant thrill by mesmerizing your palates, not just for the stomach but for your heart too. Further, men are into big league venture to make your dreams come true and

to relish your insatiable desire in life with endless diversion – special ship-shape slimming exercises with spa and beauty salon attached. Huge shopping malls have come up stocked with designer garments, cosmetics, etc. Men are into fashion technology. There are now great opportunities for ladies to indulge themselves. Gender issue is highly sensitive in every society. One cannot rule out a possible male backlash when pressed hard. Each is on the brink of insanity and each offer view on life strikingly different and alarmingly funny. Men too face harassment. They are bread earners for the family. However, in extreme cases just desert them all. Soon boredom will strike them to temporary insanity curable only by the loving care of women. Don’t worry, today we have many assertive women with modern spine. They are vocal, passionate and react appropriately even to ordinary situation like hailing an auto rickshaw or in fish market while the men are insecure, pessimistic and withdrawn. The tug-of-war over 33% of seats for women to contest among themselves in Urban Local Bodies too is gaining ground – though the destination is a little distant away. New Michael Hutchence songs and a documentary to be released

reviously unheard Michael Hutchence songs and a documentary on the final years of his life are set to be released to mark 20 years since the rock star's death. A total of 15 songs recorded by the lead singer and lyricist of INXS will be released including two duets with 'very big' artists. The Need You Tonight singer was found dead in a hotel room at Sydney's Carlton Ritz Hotel in 1997 when he was just 37. He hung himself at the height of a bitter custody row over Paula Yates' children with her ex-husband Bob Geldof.

Sydney entrepreneur Ron Creevey, who runs Kings Cross studio and The X Studio, has spent the past two years compiling the singer's unheard music with LA-based record producer Danny Saber. 'I heard some time ago about some unreleased music that was sitting out there and then I approached (Hutchence's) trust directly,' Creevey said. 'At least five songs are brilliant. There's going to be two duets that will come out with two very big artists that I can't legally name at the moment and then there's singles he did

himself.' Saber, a producer on Hutchence's self-titled solo album released in 1999, said he and Hutchence had been working on music together not long before he died. Mr Creevey has also been gathering artefacts and documents belonging to Hutchence to build up a picture of the final years of his life. 'I do know every single individual and or company who interfere with INXS/Michael copyrights are about to find themselves in very deep legal trouble,' he wrote in an email to AAP. the new music. The first song is set for release before Christmas, close to Hutchence's 19th anniversary in November. Lil Wayne hospitalized after seizure

dhAkA, July 12 (AFP): Golfer Siddikur Rahman has become the first ever Bangladeshi to directly qualify for the Olympics Games after cementing his status as one of the top 60 players for next month's tournament in Rio de Janeiro. The 31-year-old's place was confirmed when he finished in 56th place in the rankings list published by the International Golf Federation on Monday, the cut-off date for qualification. Bangladesh is the most populous country never to have won an Olympic medal and all previous entrants have had to rely on wildcards provided by the International Olympic Committee and other international sports bodies. While several of the world's top golfers, including Rory McIlroy and Jordan Spieth, are staying away from Rio, two-times Asian Tour winner Siddikur has made clear his excitement at the prospect of competing

for a medal. Speaking to the Asian Tour's official website last week, Siddikur described the Olympics as "the top of the tree for sports". In a country otherwise obsessed with cricket, Siddikur has become a major star in Bangladesh and been dubbed the "Tiger Woods of Bengal". He developed his love of the game by collecting balls at Dhaka's upmarket Kurmitola Golf Club before turning professional in 2005. Siddikur is now expected to carry Bangladesh's flag in the opening ceremony in Rio on August 5 as the head of a small contingent which will include four compatriots who have been granted wildcards. It is the first time in 112 years that golf has been staged at the Olympics, with 60 competitors each in the men's and women's events playing a 72-hole strokeplay tournament.

Meanwhile, there will be no corporate restructuring with regards to the promotion’s Asian division, which is headed by general manager Ken Berger. The UFC is set to stage its second live Philippine event on October 15 at the 20,000-seater SM Mall of Asia Arena in Pasay City.

Giggs, Ronaldinho, Crespo to play in Premier Futsal

ChennAI, July 12 (IAnS): Football legends Ryan Giggs of England, Ronaldinho of Brazil and Hernan Crespo of Argentina will be playing in the inaugural edition of the Premier Futsal scheduled to start on July 15. The world’s first multi-national futsal tournament will kick-start its inaugural edition at the Jawaharlal Nehru Indoor Stadium here on July 15. The first edition of the league will see six franchises divided in two groups to battle it out over eight match days and 13 matches to make it to the final, which will be played in Goa on July 24. The unveiling of Manchester United legend Giggs, Ronaldinho -- the 2002 World Cup winner and two-time World Footballer of the Year, and the former Argentine forward Hernan Crespo completed the signing of their six marquee players. Premier Futsal has previously announced Manchester United’s midfield icon Paul Scholes and former Real Madrid star Michel Salgado as their other signings. With former Portugal international Deco having to drop out last minute because of injury, the Pele of Futsal, Falcao will replace him as the sixth marquee player for the league. The Mumbai franchise has been picked up by the renowned car designer Dilip Chhabria, where as the Goa and Kochi franchises have been bought by Viiking Ventures Pvt. Ltd. and Dubai based Yes Events Management respectively. Premier Futsal recently announced Kannada film star Puneeth Rajkumar as the owner of the Bengaluru 5’s franchise. The Kolkata franchise was bought by Bengali superstar Jeet, while Janani Ramesh of the Hindu Group, was the first to pick a team

in its debut season. Speaking at the event, Premier Futsal co-founder Nithyashree Subban said, “Amidst all the false allegations and attempts to tarnish the image of Premier Futsal, we are proud to kick-start our inaugural edition as scheduled on July 15 here in Chennai. It was a strategic decision to host the league in just two cities; Chennai and Goa, and with six franchises." "We have managed to secure signatures of players who are the legends of the game and will be seen playing in India in a few days. As Premier Futsal Management, we are committed to grow Futsal here in India and we will expand the league to other cities in the future editions.” The teams which were announced on Tuesday, have been picked by an independent committee comprising of International Futsal experts with a view to make the teams balanced and the league competitive. For the next season, all the futsallers will go back in to the bidding pool and the owners will have to pick their team through a bidding process. The marquee players which have allotted will remain with the six franchises for the next season as well. Premier Futsal also concluded ‘Launchpad’, a talent hunt program which was conducted in eight cities to scout for Indian futsal players. The shortlisted Indian futsallers were hosted a boot camp in Chennai and five players from each of the franchise markets were announced today. Each of these 5 players have been drawn in to the teams of their respective cities and will get a chance to play alongside the current best futsal players in the world and the marquee football players.

The Manipur defender replaces Ritu Rani who has been dropped from the side allegedly due to form and attitude problems. Deepika, the senior-most member of the team with 172 matches under her belt, will be her deputy. Coached by Aussie Neil Hawgood, the team is going through a rough patch. The 13th-ranked team finished sixth at the eight-nation Hawke’s Bay Cup in New Zealand (April 2-10) and fourth at the invitational Four Nations Tournament in Darwin, Australia (May 25-June 5) under the stewardship of Chanu. In between, Rani led India to a disastrous tour to England, where the girls lost all five matches. They have won just one game over the past three months, against Canada, ranked five places below them. Sardar Singh’s eightyear reign at the helm of the Indian men’s team ended, and the baton was passed to his long-time deputy PR Sreejesh, who led India to

the historic Champions Trophy silver last month. Sardar had recently led India to a fifth-place finish in the Six Nations Invitational Tournament in Valencia, Spain, before masterminding a second-place finish at the Sultan Azlan Shah Cup in Malaysia in April.
