12th nlA session: first day lasts 15 minutes! our Correspondent Kohima | July 12

Silence is Golden - a timetested adage which the 60 lawmakers of the Nagaland Legislative Assembly (NLA) apparently had a misreading of - going by the first day of the 3-day Twelfth Session of the 12th NLA which for all its worth lasted a measly 15 minutes. As if chasing time for a far more important engagement, the Tuesday session started at 9:30am and swiftly ended at 9:45am. July 13 stands recess and the session will resume on July 14. At a time when innumerable issues of pertinence continue to bog down citizens of Nagaland without respite, for instance: corruption, backdoor appointments, fuel adulteration scam, nonpayment of salaries, interstate border issues, the disinclination of the legislators to discuss anything has been taken as a clear expression of a “dysfunctional government.” Irate citizens were left fuming with resentment after reports of the 15 minutes session of the 12th NLA quickly spread, especially to the social media platform. This is not the first time that the lawmakers at the NLA chose to remain in the mute. In 2015, the 10th session of the 12th NLA lasted

for 30 minutes. The last day of the 11th session of the 12th NLA on March 2016 lasted 13 minutes. Apparently, this particular trend has increased after the 60 legislators discarded their shackles of hostility, abandoned the opposition bench during the February 5, 2015 floor test for trial of strength and have since become ‘friendly.’ Kohima residents had more reason to be annoyed. In view of the 12th NLA session, a tight traffic regulation was imposed for the public commuters to make unhindered passage for the 60 legislators to the Assembly Secretariat. “All this never ending traffic torture of us common people for 15 minutes session of the NLA?” a dumbfound Tiayanger, student of Kohima Science College exclaimed. If the affair at the Assembly Secretariat of the 60 strong lawmakers wasn’t outrageous, one of the few outcomes, hurriedly approved by the house during the 15 minutes session was the extension of the Nagaland Lokayukta Bill, 2015 select committee for another 6 months. The bill, which has been long anticipated, if passed will check the alleged rampant corruption, backdoor appointments in government departments and ir-

SVC clarify on allegation of being mere ‘decorative arm’

Dimapur, July 12 (mExN): The Nagaland State Vigilance Commission (SVC) has responded to the aspersions cast by Against Corruption and Unabated Taxation (ACAUT) Nagaland on its role as simply being a “decorative arm of the State.” A rejoinder from I Meyionen, Director & Deputy Inspector General of Police, Vigilance & AntiCorruption Police on Tuesday, while acknowledging the concern expressed by ACAUT on issues that needs attention by the Commission, said it is investigating 90 cases (regular and preliminary enquiries), which is inclusive of SIT cases. This requires the involvement of a good number of officers in every case and in addition, the investigating team requires touring the districts relating to the cases. However, the Commission pointed out that it has only 13 investigating officers, 11 assisting investigating officers and 3 supervising officers including the director for

• Commission cannot run parallel investigation on fuel adulteration case • No direction from govt to investigate BDO backdoor appointment • No formal complaint received till date on the F&CS PDS scam • Clarification sought from govt on resolution of suo-moto cases the whole state. On the issue of fuel adulteration scam, the Commission noted that the Dimapur Police has already registered 2 FIRs, one in Diphupar PS and another in West PS and investigation in full swing. Stating that there is a policy of the State Government against parallel investigation and the law also prohibits the same, the Commission therefore said casting as-

persions and terming the SVC as a decorative arm of the State by ACAUT is therefore uncalled for. On the issue of the Nagaland Excise Department case in 2014, the Commission said it had investigated the case and the findings and recommendation was communicated to the department for taking necessary action. Accordingly, the department had taken action by serving “administrative warning to one deputy superintendent of excise and one inspector while another inspector was also censored by the government.” The Commission said it had also noted the poor maintenance of record by the department and recommended that the Excise department streamline the maintenance of all official records. On the complaint of ACAUT with regard to backdoor appointment of BDOs in 2015, the Commission said this was addressed to the Chief Secretary and copy endorsed to State Vigilance Com-

missioner. However, it informed that there was no direction from the government to investigate into the matter, for which reason the matter was not taken up by the Commission. On the PDS scam under the Department of Food & Civil Supplies, the Commission said it has received no formal complaint till date. On the allegation of the SVC not taking up suo-moto cases, the Commission clarified that it functions as per the government resolutions and notifications adopted from time to time. It also said there was some technical issue with regard to the government amendments on the resolutions regarding suo-moto cases for which clarification has been sought from the government. The Commission said ACAUT and the public should have faith in the police investigation on fuel adulteration and cooperate with the investigating team to ensure speedy investigation of the case.

Dimapur district administration and police officials are seen negotiating with an agitated crowd, who had barricaded the state stadium road intersection after they were prevented from entering Daldali Reserve Forest on July 12 in Dimapur.

Standoff; road blockade at DC Court junction after police restricts group from proceeding ahead Morung Express news Dimapur | July 12

An abortive bid to march towards the contested Daldali Reserve Forest, under KarbiAnglong Autonomous district by a group of people almost turned violent in Dimapur on July 12. The group, numbering some 100-150 people, who claims ownership over tracts of land within the Daldali Reserve Forest were thwarted by the Dimapur district administration from proceeding to the contested site at the District Jail (formerly sub-jail) junction, NH 36, later resulting in a standoff at the Dimapur State Stadium road intersection. Unhappy over the pre-emptive act of the Dimapur district administration, the livid crowd barricaded the road obstructing vehicular traffic. The members of the crowd asserted they have the right to establish a settlement called ‘United village’ on land falling beyond Aoyimkum and Indisen villages, which the Assam Forest department claims to be part of Daldali Reserve Forest. Plans for the day’s abortive act were reportedly made days earlier. The authorities in Karbi-Anglong, as per reports, also got wind of the plan and made necessary security arrangement at Daldali to thwart the attempt. The Dimapur district administration stated that the preventive act of the police today was to avoid clashes at the inter-state border. “The agitated crowd was made to reason and understand the situation,” said a district administration official. According to the official, the crowd was categorically told that the Nagaland state government is taking up the issue of land between Assam and Nagaland seriously. With the Assam-

Nagaland border case being heard at the Supreme Court reportedly at a “crucial stage”, the official averred any development activity on contested border land could and might adversely affect the Nagaland state government’s case. The representatives met the Deputy Commissioner, Dimapur during which the district administration was assured of the former’s cooperation. The representatives also sought a meeting with the state Home Minister soon on the matter. With regard to the Assam-Nagaland border case pending at the Supreme Court, it was learned that it is being expedited with the hearings taking place on a weekly basis. While the witness examination of the petitioner (Assam state government) has been completed, the examination of witnesses for the respondents (Nagaland state government and the Union government) is scheduled to be held by July end. The SC is reported to have fixed July 15 as the last date for submission of affidavits for the scheduled examinations. The United Naga Tribes Association of Border Areas (UNTABA), in a press statement, held that “skirmishes and confrontations” like today’s will continue until Daldali Reserve Forest is evicted of “people of questionable origins from Assam”, including “Dillai Gate of Assam”, 6th Mile, Sunday Bazar and other habitations in the contested interstate border land. According to the UNTABA, “It will be unwise to stop our people from occupying their rightful activities since people from Nagaland side has been only trying to occupy the areas given and recognized by the District administration and the Government of Nagaland. It further appealed the public of the aforementioned areas to refrain from adopting confrontational approach against any authority “but to cooperate with each other in all eventualities.
