Five missing Naga youth traced

DImaPuR July 13 (mExN): Five Naga youth who were reported missing while travelling on a Rajdhani train from Dimapur to Delhi have been traced. The five youth departed from Dimapur on July 11 by Rajdhani train but were reported to have gone missing either in journey or in Delhi as they were supposed to reach New Delhi Railway Station on Wednesday morning. Mobile phones of all five are switched off and there is no clue about their whereabouts, Delhi Police IGP Robin Hibu, who is also Nodal Officer for North East People, Delhi had earlier posed on social media websites. However, IGP Hibu, when contacted on Wednesday evening confirmed that the Naga youth have been traced. While he did not specify details, Hibu said they were reportedly detained on a case of “mistaken identity.” Inquiry is underway on the incident, he added.

NEw DElhI, July 13 (IaNS): In a major setback to the Centre, the Supreme Court on Wednesday restored ousted Congress Chief Minister Nabam Tuki in Arunachal Pradesh, elating the opposition, which hailed the verdict as a victory for democracy. In an unanimous verdict, a Constitution bench of Justices J.S. Khehar, Dipak Misra, Madan B. Lokur, Pinaki Chandra Ghosh and N.V. Ramana directed the restoration of the status quo ante as it existed on December 15, 2015, effectively bringing Tuki back as Chief Minister. The court quashed President’s Rule imposed in the state and all the decisions taken by Governor J.P. Rajkhowa leading to its imposition. On December 16, the Nabam Tuki government was dismissed in an Assembly session called by the Governor. The bench called the actions of Governor Rajkhowa as “illegal” and violative of the Constitutional provisions.

He also demanded a probe into the alleged tape recording of some Bharatiya Janata Party (BJP) leaders with a businessman for conspiring to topple the Arunachal government. “I have heard that Rajkhowa is on leave, he should go on long leave,” Sibal said. DImaPuR, July 13 (mExN): Distraught with the recurring non-payment of salary to Centrally Sponsored Scheme (CSS) teachers, the All Nagaland School Teachers Association (ANSTA) on Wednesday put forward suggestions to Nagaland Government for due consideration. The Association, in a press statement from its president Ponchulo Wanth and general secretary Visato Koso, suggested that to do away with the problem of pending salaries, the government should submit Utilization Certificate on time; remit State matching share in due time, salary component of teachers should not be diverted for other

purpose. Also maintaining that the government should accord top priority to teachers’ salaries, the Association further suggested that salary for teachers’ could be paid from the state resources before the funding agency release fund. On the non-release of 5/6 months salary to 623 RMSA and 1930 Hindi teachers, the Association asserted that none of the teachers wants to boycott classes or agitate against the authority since the teachers know their assigned responsibilities more than anyone else. However, the Association rued that on many occasions, the deliberate negligence of govern-

ment in attending the genuine problem of the teaching fraternity has compelled teachers to take the road of confrontation for which students are made to bear the brunt of agitation. “Salary is the only source of livelihood for any categories of teacher be it general, CSS, Adhoc, fixed pay or vocational teachers. When salary is not released in due time, it directly affect the teachers putting their survival at stake. When the very survival is threatened, situation compels one to act in contrary to his/her professional ethics though it is difficult to swallow,” it maintained. While asserting strongly on

Six paddy fields under Jotsoma village in Kohima district were destroyed after spilledcar fuel (petrol/diesel) leaked into many acres of newly planted paddy fields. On learning of the incident, a group of journalists rushed to the spot to gather information from the farmers. The destroyed paddy fields are located below the National Highway 29, above Dzüdza River. The oil spillage is suspected to be deliberate. There was no sign of vehicle accidents, and the oil were found to have been disposed off from above the national highway from Kezharü, a small stream. Talking to media persons, Razouneikho Nakhro, one of the paddy field owners, regretted that the effort of his family for the last six months have been destroyed by the act of some ‘irresponsible citizens.’ “We suspect that the oil could have been spilled intentionally by some depot owners who sell adulterated

The affected farmers include Thekrunguto Medoze, Kokehesie Suokhrie,

Nakhro, Sedevilie Gwirie and Razouneikho Nakhro, all hailing from Jotsoma village. The farmers also made a plea to Nagaland Disaster Management Authority to extent grant relief. Meanwhile, the Western Angami Youth Organization (WAYO) condemned the ‘irresponsible action’, which occurred within its jurisdiction. “This is the act of some irresponsible citizens who have intentionally spilled the oil knowing that there are paddy fields below the highway. Whosoever it may be, strong action will be taken once caught,” stated a press release issued by WAYO president Neidilhoutuo Sechü and vice president Neizevolie Nakhro. The organisation also requested the district administration and disaster management authority to visit the affected paddy fields and grant relief accordingly. Further, it appealed the concerned authority to investigate the matter to find out the culprits.

DImaPuR, July 13 (mExN): The Department of Food & Civil Supplies of the Government of Nagaland (GoN) has informed that it has initiated a ‘detailed inquiry’ into the matter of fuel adulteration in the State. In a press release today, Ramongo Lotha IAS, Secretary to the GoN, informed that the matter is under inquiry by informing the State Level Co-ordinator of IOC, Tinsukia on June 20. Accordingly, a ‘joint team’ consisted of District Administration, Food & Civil Supplies Department, Legal Metrology & Consumer Protection, Bharat Petroleum Corporation Ltd and the Hindustan Petroleum Corporation Ltd “conducted inquiry” into the adulteration case on July 1 and 2. Their report is awaited. Further, the Secretary stated that the case is also under investigation by the State Police. “Till the investigation/ inquiry into the matter is completed, SK Oil allocation from July 2016 will be issued to only those authorized dealers whose Agencies were not reported in the ongoing investigation/ inquiry.” Meanwhile, if any SK Oil Agency is “found established” by the investigating/ inquiry agencies and “found involved,” the SK Oil License holder(s) “shall be moved for cancellation.” It was also informed that SK Oil allocation from July 2016 onwards will be “issued to the Priority Household (PHH) and AAY ration cards holders/ beneficiaries” under the National Food Security Act.

National BJP President launches the formation of NEDA in Guwahati

DImaPuR, July 13 (mExN): Nagaland Chief Minister, TR Zeliang on Wednesday appealed to all political parties under North East Democratic Alliance (NEDA) to keep the spirit of coalition alive. Zeliang said when like-minded political parties get together and work for the over-all development of the respective States, the North East Region would develop at par with the rest of the country. A press statement from Media Cell, CMO said Zeliang, in his address during the launching ceremony of the NEDA at Guwahati, recalled how in 2004 some BJP legislators in Nagaland merged with his party the NPF and said, “I realised that it was not the right thing.” “No matter how small or big our coalition partners are, we should keep the spirit of coalition alive and should not attempt to lure them to merge with one’s political party. This is not a healthy development in this era of coalition politics,” he said. “As coalition partners in few crucial North-eastern States, the BJP and other regional parties should respect and honor each other in order to strengthen the coalition and also to ensure smooth function of the coalition governments, Zeliang added. Zeliang also went on to cite practical difficulties the States of the region face presently owing to defective funding pattern and pointed out that instead of hiking up the annual funds for the region, the fund allocation has been di-

minishing over the years. “Moreover, rather than have separate sources of funds such as NEC, NLCPR and DoNER, it would be most convenient to have the funds for the region sanctioned to NEC directly from source,” he said. BJP President pledge to set up Hindi learning institutes in all district HQ

Nagaland Chief Minister TR Zeliang revealed today at the launching of NEDA at Guwahati that while sharing the dais with BJP President Amit Shah, he confessed that he can’t speak Hindi because the Government of India did not make serious attempts to introduce Hindi as a subject in schools during the 1960s and 1970s. “Do not blame me for being unable to speak Hindi, blame the Government of India! If Mr Shah can teach me how to speak Hindi, I can teach him how to get rid of the Congress party in the States,” he said and revealed that when he told the BJP President this while interacting earlier in the morning, the latter promised to set up Hindi Learning Institutes in all the district headquarters in Nagaland. Zeliang said Nagaland Government will soon prepare a proposal for the same and put up for the approval of, and sanction from, the Government of India.

The trip was organized by the Impulse NGO Network based out of Shillong, Meghalaya. The other delegations included police officers, lawyers and members of the civil societies from the various states of North East India. Impulse NDO Network has been working towards addressing human trafficking in the North East India and its neighboring countries in Nepal, Myanmar and Bangladesh. While combating human trafficking, the Organization has developed the ‘Impulse Model’. New yoRK, July 13 (mexN): The Naga American Foundation (NAF) held its 2016 conference in Syracuse, New York on July 8 and 9. The Syracuse conference, the 15th such gathering organized by the NAF, was hosted by Chris and Khati Prosonic of Solvay, New York. Over 100 individuals from across the United States attended this year’s event, marking the largest NAF conference attendance since the organization’s founding over 25 years ago. ZuNheboto, July 13 (mexN): The Akuluto Range Students' Union (ARSU) has expressed concern on the major landslide which occurred along NH 702 in Alaphu, connecting Zunheboto to Mokokchung. The ARSU requests the EE (PWD) Mokokchung, Parliamentary Secretary, Mechanical and National Highways and other departments concerned to take serious initiative at the earliest as the landslide is causing much distress to the people around. It should also be noted that the road connects Nagaland University Lumami to Akuluto and Zunheboto. Meanwhile, the alternative road is far too dangerous even for light vehicle due to its condition. Therefore, ARSU also requests the authorities concerned to maintain the alternative road and make it safe for the travelers. The ARSU, while extending support to the Government for tackling the situation at the earliest, added that the landslide has affected many people in Akuluto and Zunheboto, including the business community and consumers who depends on Mokokchung for their daily needs.

Dr. Yanger spoke of how her work as a stem cell scientist mirrors the experience of Nagas in America. “Studying organ regeneration I see certain analogies with my work and NAF’s cultural goals,” she said. “Whether the Nagas in the US were born here or in Nagaland, we’re all somewhat cut away from our native homes and hence trying to re-grow as a community in this new environment.” Shishak talked about his path to working for the US government, and emphasized the “necessity of not giving up in the face of obstacles.” Both speakers recounted their upbringings in Nagaland, and stated the value of being rooted and connected in community, particularly for the Naga population in the US. Other conference events included a bazaar featuring Naga items, exhi-

The board noted the appointment of Honili Sema, Director of Women’s Ministry at City team in San Jose, California, as the new president of the NAF, a position held by Meyi Aier of Plainfield, Illinois, for four years. SC: Governor not conscience keeper of legislature

New Delhi, July 13 (iANS): In a major setback to the Centre, the Supreme Court on Wednesday directed the restoration of ousted Chief Minister Nabam Tuki in Arunachal Pradesh and quashed Governor J.P. Rajkhowa's decision to advance the assembly session by a month. The court said the Governor "cannot interfere in the activities of the Assembly". In an unanimous verdict, by Justices Jagdish Singh Khehar, Pinaki Chandra Ghosh and N.V. Ramana in the main judgment and by Justices Dipak Misra and Madan B. Lokur in their respective concurring judgments, directed the restoration of the status quo ante as it existed on December 15,

2015, effectively bringing back Tuki as Chief Minister. The constitution bench quashed the Governor Rajkhowa's December 9, 2015 direction to advance the assembly session from January 14 to December 16, and the message to the State assembly to take up the resolution for removal of Speaker Nebam Rabia as first item of the agenda. The bench also set aside all the steps and decisions taken by the State assembly in pursuance to the Governor's direction and message. Holding that Governor can't act as an "ombudsman", Justice Khehar pronouncing the main judgment said, "The State Legislature, does not function under the Gover-

On her Facebook wall, Khangembam wrote that when she went to the immigration desk at IGI at around 9 pm on Saturday, an official looked at her passport and said, "Indian toh nahi lagti ho" (you don’t look Indian). Mizoram's new policy to boost economy AizAwl, July 13 (iANS): The Mizoram government has undertaken a Rs 270 crore New Economic Development Policy (NEDP) to boost the state's economy and livelihood of the people, an official said on Wednesday. "The NEDP would execute from this current financial year (2016-17) aiming to lead Mizoram from a subsistence-based economy to a market-based economy. Rs 270 crore has been sanctioned to carry out the policy," said an official elease here quoting Mizoram Chief Minister Lal Thanhawla. "The success of Mizoram government's flagship programme -- New Land Use Policy (NLUP) -- has given birth to this new policy NEDP," the release quoted Lal Thanhawla as saying in a meeting on Tuesday. Based on the performance of NEDP, further allocation would be made in the coming years. The Chief Minister said that the NLUP has brought a number of visible steps up and changes and has generated sustainable means of livelihoods and opened new avenues for the people. "The success of NLUP needs to be augmented, supplemented and converged wherever possible within NEDP," the Chief Minister added. The Mizoram government in 2010 launched the Rs 2,873-crore NLUP to give financial assistance to over 125,000 families and provide them training for permanent settled farming instead of 'jhum' cultivation. Tribals in the northeastern states practise 'jhum' or slash-and-burn cultivation. This shifting form of farming usually involves cutting down of entire forests in the hills and allowing the slashed vegetation to dry on mountain slopes prior to burning.

Now I can take my mother on my bike for local shopping, and work otherwise. I can easily cut down on my travel time and avoid congestions by using my scooter,” he said. 10 lakh bankers to strike on July 29 Chennai, July 13 (ianS): Around 10 lakh bankers across the country are expected to go on a strike on July 29 to oppose the government policies related to the banking industry, a top leader of All India Bank Employees’s Association (AIBEA) has said. At the call of United Forum of Bank Unions (UFBU) consisting of nine unions with an employee membership of around 10 lakh workers and officials, the bankers would go on a strike opposing the anti-people banking reform policies of the central government, C.H. Venkatachalam, General Secretary, AIBEA, said on Tuesday. The employees of public sector banks, old private banks, regional rural banks, foreign banks and co-operative banks will participate in the strike, he said in a statement. He said the notice for the strike was served to the Indian Banks’ Association on Tuesday by the UFBU.

Deputy Managing Director of Nabard, H R Dave, said: “Many villages face power shortage and lack Internet connectivity. With the support of technology we have decided to provide solar powered V-Set connected micro ATMs in those areas to provide basic banking facilities in remote villages.” According to Nabard, by end of December, 2016, about 5,000 such micro ATMs will be operational across India for which Nabard will fund about Rs 250 crore to the SCBs and RRBs. This will benefit over 2.5 million people living in villages, who will gain access to basic banking facilities without any interruption. NSCN (IM) condemns NIA’s actions DimaPur, July 13 (mExN): The National Socialist Council of Nagalim (NSCN–IM) has condemned the actions of the National Investigation Agency (NIA), Government of India (GoI), in attempting to summon its leaders to Indian courts. In the 19 years of ceasefire, recalled the MIP of the NSCN (IM) in a press release today, “the political talks between the GoI and the Nagas represented by NSCN where both the parties are giving their best efforts to come to its logical conclusion at the earliest time possible, it is disheartening to note that NIA had been playing a spoiled brat by going against the princi-

ple and the spirit of ceasefire agreed ground rules and the peace process.” It noted that on several occasions NIA has summoned NSCN (IM) leaders to “their Court to which we have clearly made our point that we are not in a position to comply because legal entanglements must not come in the way of solution.” The NSCN (IM) brought this up in the context of the “undue questioning” of Kishore Jeedung, a Steering Committee Member of the group on July 12 at 1:00 pm at his residence at Dhansiripar, Dimapur, by the NIA. It informed that the team was led by one Dy. SP from Assam Branch who

came along with other staff and with three Nagaland Police Personnel. They asked many personal questions as well as on matters concerning his service as a National Worker; “even though he was not physically harassed but nevertheless, it is mentally quite disturbing. The purpose of their visiting was not disclosed,” informed the press note. The NSCN (IM) took this opportunity to remind that through more than 70 years of armed conflict in the Nagalim, “there are thousands of human rights violation of the Nagas committed by the Indian Army and the Indian leaders alike.” It asserted

that if the NIA is justified to summon, interrogate, investigate or question any of the Naga Nationalists, then the Nagas also have traditional customary Courts that can, in much the same way, start summoning Indian Army personnel and Indian Agencies. “If that were to happen it will certainly hamper the ongoing Indo-Naga political talks,” stated the political group. Therefore, the NSCN (IM) ‘strongly advised’ the NIA and the Assam Rifles not to “further indulge in illegal raid, abduction, summon, investigation etc. so that, the larger objective of achieving political solution is arrived at sooner than later.”

KU resolves conflict between NSCN (R) and F&CS dept Mon DimaPur, July 13 (mExN): The Konyak Union (KU) intervened on the conflict of interest arising between NSCN (R) and the Food and Civil Supplies Department (F&CS) over the alleged illegal storage of PDS rice in Mon town. Recognizing the matter as concerning the welfare of the public, the KU in a press statement today said it was compelled to invite both the parties for thorough justification and deliberation on July 11 at Mon Town. Highlighting the outcome of the meeting, the KU said it acknowledged the stand of the NSCN (R) on its motive behind the act, which was in delivering social justice for the poor. It also acknowledged the justification statement made by the NSCN (R) on the sanctity of its ceasefire monitoring office. No baseless or defamatory accusation should be leveled against the government in future, the KU cautioned. The KU also established that the

rented F&CS storage was official and not illegal as alleged. Following the findings from both the parties, the KU resolved the following points for general understanding and peaceful co-existence. It appreciated the good gesture shown by the NSCN (R) for returning the seized commodities back for the public through proper channel. It however appealed to the NSCN (R) to issue its directives/code of conduct to its military and civil official to abstain/refrain from any illegal and immoral activities within Konyak soil. The KU also appealed to the F&CS department to implement all schemes judiciously to deliver justice to the poor Konyak public. It has therefore directed both the parties to immediately withdraw all forms of complaints and in reflection to this resolved issue, no afterward incidences should arise in future.

Naga officer inducted into IFS DimaPur, July 13 (mExN): Along with 44 officers serving in the Ministry of External Affairs, one Naga officer has been inducted into the Indian Foreign Service. The Naga officer, Aliawati Longkumer, son of Late N.T Longkumer entered service as an Assistant in the Ministry of External Affairs through the Staff Selection Commission. Longkumer, in addition to postings in New Delhi in various capacities has served as Assistant in Doha (Qatar), Attache in the Commission of India, Suva (Fiji) Attache in the Consulate General of India, Frankfurt (Germany) and Second Secretary in the Embassy of India, Guatemala City (Gautemala). Animal rights organisation launches campaign against dog meat trade NEw DElhi, July 13 (PTi): Claiming that around 30 million dogs are killed annually for meat across Asia, an animal rights body today launched a campaign to end the "brutal and illegal" trade. Humane Society International-India released a video showing gruesome killings of canines for meat in Nagaland and also shot off a letter to Chief Minister T R Zeliang urging his government to implement the existing ban on dog meat consumption. The body said trade of dogs for human consumption is prevalent in Nagaland and a few other northeastern states despite the

practice being illegal. It is estimated that more than 30,000 stray and stolen pets are smuggled every year and sold in live markets and beaten to death with wooden clubs. The body said across Asia an estimated 30 million dogs are killed annually for human consumption, with the trade most prevalent in China, South Korea, Vietnam, the Philippines, Thailand, Laos, and Cambodia. The body said it is encouraged by reports that the Nagaland government has sent a letter to the municipal affairs department regarding a policy to stop the capture and slaughter of dogs.

However, for business promotion, the traders are at the liberty to sell below the retail price, stated a press release received here. All shops should also display “rate chart” for the information of the customers. All such shops have also been directed to use only digital weighing machines. Under no circumstances will the rate of vegetables be increased on the pretext of seasonal changes, unless after obtaining due approval from authority concerned, i.e. KMC, the release said. ear Citizens, Greetings on behalf of 60 Legislators of the State! As you know, we love you and swear by our bounden duty towards you; this has moved us to write directly to you for once. We are afraid you have become far too impatient and unwise. You have been unable to see the consistent and just services we have been providing to you as a government ought to. It has not gone unnoticed to us how more and more of you seem to be taking agitations on such, may we say frivolous, issues to the streets and newspapers in a manner most uncalled for. To set the record straight, it’s a dog’s life for us. Not the one that sleeps all day and gets its food anyway—in fact, the one that works round the clock, toiling in the corridors of New Delhi to get you the basics you deserve in life. We fly to such places as Bangkok just to make sure HIV/AIDS does not become an epidemic back home. Foreign ‘exposure’ aside, we have to constantly prepare and give speeches (that we often do not even mean) in every part of the State, and sometimes even in neighbouring ones. Do you even know how hard it is to put on a mask everyday, day after day? And do not go about thinking that we don’t read newspapers just because we called for austerity measures to stop subscribing to them on the state exchequer’s money (bless us). Now we are back to the subscriptions and we see what you’re doing! What is all this talk of adulteration? If you have any idea of the Indian national political culture, you would know that adulteration—of oil, grain, milk, honey, liquor—is an essential feature of it. Hey, you are the ones who continue to take part in this political cycle to bring us back to power; we just adulterate and accumulate to pay you to do it. It is obvious to us that the system that exists (and yes, the system IS corruption. No further comments on this please) must continue to secure our future and yours. You help Us do this. Thank you for that (bless you). But given all our denials, we must admit that we have made a dump yard of the education sector. We would like to pay teachers we hire but we need to take care of our salaries first. How can we ask a teacher not to buy a job when they know we’re on a cut on every other project? Students have to learn our ways of life to survive. And what if teachers are not paid? It always helps to have masses who are not educated on the sciences or do not understand their rights and democratic values. Using money meant for education to, say, fund our stays in luxury resorts to bring you no-questions-asked governance is a part of our bounden duty towards you. And, seriously, women in political decision making? The rightful and customary place of the woman is in the kitchen from where she can make all our political choices—after all, what we eat defines who we are. Honestly, at times, even we are denied food at home. It is why we have no energy left to indulge ourselves in the Legislative Assembly. All the traffic regulations and media coverage of even our slight competencies gives us a sense of importance; we convene in all our glory to have tea, pass some laws (why do laws need discussion anyway?) and then get on with our lives. If we brought women into this picture, all the banter on important issues we will have in the Assembly would really destroy this 15 minutes of comfort and recess. As you can tell from all this, we are completely equipped to formulate a vision for you. If we are given our rightful opportunity to just continue all that we have been doing for you, we can create an empowered future for us by 2030. And you, of course. So let us join hands—let us accept that we are creating enough disturbance in our area to keep the funds rolling and status running, let us acknowledge that it is in our interest to keep the border problems burning, let us celebrate the blessings (cash brings land, resources and wealth) that festivals in our land bring, let us revel in the economy we create through bad roads, let us use our nationalism and religion to keep our precious 371-A-sovereignty intact. Films can start a dialogue, but cannot change society

ilmmaker Leena Yadav's directorial "Parched" follows the lives of three ordinary women who begin to break free from centuries-old traditions in India, touching upon a "universal topic". She says movies can spark a dialogue on issues that matter, but can't alter the ways of society. In an age where women-centric films like "Nil Battey Sannata" and "Angry Indian Goddesses" are being made in India, Yadav believes that the people's mentality is changing. "Films start a dialogue, but I don't think they can change society. Films can start a dialogue and dialogue is the beginning of change. We can't claim as filmmakers that we will change people. Even if a film makes five people think differently, then it's a big achievement. I know it's ('Parched') affecting people," Yadav told IANS. "Parched", which stars Radhika Apte, Tannishtha Chatterjee, and Lehar Khan in key roles, will open the Bagri Foundation London Indian Film Festival on Thursday. Backed by Ajay Devgn, the movie has garnered international acclaim. Yadav, who has directed films like "Shabd" and "Teen Patti" in the past, said there's a need for distributors to support films that are not big-budget productions. "Distributors will say put them (films) out for the masses. Otherwise these films get labelled for the 'intelligentsia'. What is this intelligentsia? Films have an emotional language and everybody understands emotions. If a film made in a village in India is so widely appreciated in France then why not in India," she questioned. She also made an appeal to stop labelling films. "Let's stop calling a film an art film or commercial film. At the end of the day even an art film has to make commerce, right? Why are these labels there? Just focus on content. Let's have variety. Let's have mindless entertainers too. Just give a completely different flavour to the audiences," Yadav said. "Now the audience is changing on a daily basis. The content has increased so much everywhere on the internet and television," she added. With the advent of online platforms like Netflix, films have got a much wider reach. Her film, she says, "is much more than gender". "It is about humanity, it is (a) universal (subject). It is very, very personal. It has been very different and overwhelming, and a very transformative film for most of us, for our personal selves," she said. Although the film's premise is set in rural India, Yadav says that the issues that the women go through there are no different than in the cities. "When I was writing the film, these were revelations that happened with me. I had conversations in a village and then I came back to Mumbai and realised, 'Who am I fooling?' The same sh*t is happening here. We think we are more progressive. It is human tendency... we look for the problem elsewhere," Yadav asserted. She also slammed the perception that gender bias only happens in villages. "We have these misconceptions. We don't acknowledge that it's happening much more around us. As human beings I am saying even if it is happening in one part of the world, we are still responsible."

Political dysfunction is the most destructive component of failed governance in America’s version of democracy

Yet for some reason, more Brits than not have let their “anger” trump good sense. Perhaps those who voted to leave the EU were so enchanted by the deluded dance with destiny of America’s Republican Party that they needed to try it out for themselves. While protest voting can be a useful weapon in democracy’s flawed arsenal, it is best left to simple concepts with limited consequences. Those Brits who really didn’t like the EU could have protested effectively by boycotting German pretzels instead of cutting their kids off from easy access to German jobs and German education. Regardless of how the UK’s independence from the EU ultimately turns out, it is likely that Britain will be the big loser in this one. It should be a really bad sign when protest voters wake up the next morning and want a do-over. (In this context, it is worth noting that many American Republicans seem to want a similar do-over from their presidential primary follies.)

grew up believing that everyone was entitled to basic health care services. It was only when I arrived in the Rakhine state’s township of Myebon that I realised how wrong I had been. A serene township where villagers live on fishing and rice cultivation, Myebon is only accessible by a two-hour boat trip along a network of meadowfringed rivers from the state capital of Sittwe. The natural beauty of the riverside settlement is however overshadowed by the presence of one of the country’s largest settlements for Internally Displaced Persons (IDPs)–the Taung Paw camp. Created after the violent ethnic conflict in 2012, Taung Paw is home to more than 2 900 Rohingya people who sought shelter here after the clash between the Muslim minority and the Buddhist community. They are currently not allowed to leave the now dilapidated site without formal authorisation – a document that is not easy to come by since members of the religious minority are not recognised by the government as Burmese nationals. “We are prohibited from venturing outside,” reveals Daw Phya Ma, a 32-year-old mother of four who has been living in the camp since 2012. “There is a military checkpoint just in front of the camp to make sure this rule is respected.” This restriction is in place without exception, not even for cases of medical emergencies. In practice, this means that residents are deprived of access to health care and other basic government services. “As far as I can recall, at least 20

people want them to do: try their best to use limited resources to meet public needs. If you are angry about government failures, you should applaud when government works for you— when highways get repaired, the forest fires get controlled, relief workers show up with food and clothing, first responders respond and you successfully get your driver’s license renewed. And if you are angry when government meets the needs of others in your community with different priorities than yours, you are a huge part of the problem. It just might be that your streets will get plowed so others can get to the grocery store with their food stamps. The real anger should be directed at political dysfunction. This is the most destructive component of failed governance in America’s version of democracy. Political dysfunction will not change if we change the government. It will only change if we change the politicians who let their personal interests block any chance of encouraging the collective conscience necessary to design and implement solutions that address anger and restore institutional confidence. As each voter makes a choice in the upcoming election, it can only be hoped that clear thinking about the type of government that will address the complex issues confronting the nation will prevail. Better governance will not result from restricting authority and under-funding critical functions. REAL CHALLENGE Let it be noted for the record that I am angry too— about the absurd proliferation of firearms, about hungry children here and abroad, about the failure to put labor to work repairing crumbling infrastructure, about the lack of universal access to health care and a lot more. But I know beyond a doubt that the real challenge is to get government working constructively to address these issues and the issues that make others angry, as well. To meet this challenge, each of us has to think a little about the absurdity of America’s public discourse as this election nears. Think about this: You can’t be for gun control and against strong regulatory frameworks that meet public needs. And you can’t be against a government with the authority to restrict access to firearms and for a government with the authority to restrict women’s access to abortions. Ensuring access to health care for ‘conflict victims’ in Rakhine State Mallika Panorat

Four years after one of the worst outbreaks of intercommunal violence engulfed Myanmar’s Rakhine state in June 2012, more than 140 000 mainly ethnic Rohingya individuals remain displaced and live in camps. Government-imposed movement restrictions on Rohingya populations continue to bar them from accessing basic services, including health care. The European Commission is providing funds to ensure that access to medical services remains in place for the victims of conflicts and for the most vulnerable communities in the affected townships. pregnant women have died in labour since we arrived here due to complicated referral procedures to other hospitals and other hardships,” adds Daw. This situation raises obvious humanitarian concerns about access to health care for the displaced people living in Rakhine, a state where deep-rooted ethnic polarisation prevails. Thanks to funding from the European Commission, Relief International introducedahealth care project in several camps and remote villages across the coastal state to ensure that the victims of conflicts and the most vulnerable populations have access to basic health services. Within this programme, an in-camp clinic was opened in Taung Paw. Dr Aye Moht Moht is a 25-year-old physician from

Yangon and the camp’s only female doctor. She was invited to join the Relief International team as a practicing physician in the framework of a gender-sensitive approach to offer medical care to female patients with a specific focus on antenatal care for pregnant women. “Since I started working here, we have seen more and more female patients, especially pregnant women, coming to the clinic," explains Dr Moht in the bustling singlero o m c l i n i c. "They are happy to see a female doctor because they feel more comfortable being physically examined or sharing their concerns with me." Besides providing medical consultations, the team also refers patients to a more equipped health facility when needed. This process can make the

difference between life and death in times of emergency, as Rohingya patients cannot access these facilities on their own. “On a December day last year, a 36-week pregnant woman came to the clinic saying she had persistent headaches and felt dizzy,” recalls Dr Moht. “After some tests, we realised that we needed to immediately request permission for an emergency referral to Sittwe Hospital.” Dr Moht and her team continued to monitor the patient’s blood pressure throughout the night, until at sunrise a boat finally arrived to collect the woman. Upon reaching the hospital in Sittwe, the patient was diagnosed with pre-eclampsia and low levels of amniotic fluid. The availability of more advanced medical equipment proved critical to save the lives of both mother and baby. Back in the waiting room at the clinic, Daw Phya Ma is all praise for the medical staff looking after her. “It’s great that we can now come here and receive treatment,” she says. “Because of the restrictions on our freedom of movement outside the camp, we are completely dependent on this clinic.” I leave Taung Paw camp with a flare of hope, knowing the necessary medical support for victims of conflicts is ensured despite all the obstacles that still exist. The Battle for the Soul of Bangladesh The deadly attack on a bakery in Dhaka may have ties to ISIS, but its roots stretch deep into Bangladesh’s history

he gruesome siege of a restaurant in Dhaka’s upmarket Gulshan area on Friday—an attack claimed by the so-called Islamic State (ISIS)— was a dramatic escalation of the low intensity jihadist threat Bangladesh has been facing over the past few years. Since 2013, jihadists in Bangladesh affiliated with a number of groups have targeted secularists, atheist and agnostic writers, religious minorities, and foreigners in individual attacks. There is debate in the Western press as to what the attack on the Holey Artisan means, as it took place amid a global uptick in violence directed or inspired by ISIS. Some observers opine that the Dhaka attack is part of an effort by ISIS, having faced significant territorial losses, to assert itself internationally while also avoiding the ire of Sunni Muslims by sparing them from its attacks. But there is, at this point, no clear indication of the extent to which the ISIS central leadership was involved in proposing and planning the attack, in which Muslims were largely let go by the six gunmen. The Islamic States’ news service ‘Amaq’ was the first to report that 20 hostages were killed by the terrorists. It also published images of the attackers taken before the attacks. So ISIS central was in direct or indirect communication with the terror cell that targeted Holey Artisan Bakery at some point during or preceding the attacks. It is possible that the ISIS central leadership was aware of the plot well in advance of its occurrence. But, for many reasons, we must resist the urge to reflexively make a direct connection between Dhaka and Raqqa. One, the attack on the Holey Artisan Bakery is the continuation of a pattern of jihadist activity that preceded the emergence of ISIS-linked groups in Bangladesh. Small jihadist cells pledging allegiance to al-Qaeda’s South Asia affiliate (AQIS) have targeted secular activists and bloggers in brutal hacking deaths beginning in 2014. The victims of Friday’s attack in Dhaka were also brutally hacked to death. Two, while attacks by groups claiming linkage to ISIS in Bangladesh have veered from the al-Qaeda modus operandi, for example, by targeting ordinary religious minorities, the actual boundaries between al-Qaeda and ISIS-linked jihadist groups in Bangladesh are quite blurry. In some instances, individual jihadists have claimed affinity for both groups. We see similar confusion in Pakistan, where a May 2015 attack on Shia Muslims in Karachi has been linked by local security officials to both al-Qaeda and ISIS. Three, attacks on secularists and non-Muslim minorities go back to the birth of Bangladesh, which was born out of the bloody divorce between the two halves of Pakistan, a country founded on Muslim nationalism. During the course of the civil war between what was then West and East Pakistan, both Bengali intellectuals and Hindu civilians were attacked in a deliberate and organized fashion. While the young, privileged, and educated men who perpetrated the Holey Artisan attack may have been inspired by the specter of a rising ISIS, the attack points toward a battle closer to home—a battle over the idea of Bangladesh.

Bangladesh has never truly recovered from the trauma of 1971. The country’s ruling party, the Awami League (AL), was led by an East Pakistani and ethnic Bengali nationalist politician, Sheikh Mujibur Rehman, who pushed initially for autonomy for the eastern half of Pakistan, and later for secession. But many in East Pakistan, especially those affiliated with the Jamaat-e-Islami (JI) party, supported remaining within the Pakistani federation. They directly supported the Pakistan Army in its counter-insurrection campaign, often through violence, including the targeting of Bengali intellectuals and Hindus. Mujib founded a secular state on the basis of ethnic nationalism and banned JI. Secularism, was, in fact, listed in Bangladesh’s original constitution as one of the country’s four founding pillars. But that clause was removed from Bangladesh’s constitution after a military coup in 1975 deposed Mujib. The military rulers who followed pivoted the country away from staunch secularism, modestly reincorporating some Islamic elements into its constitution and making Islam the country’s official religion. Also, in 1975, JI reentered Bangladeshi politics following a military coup that deposed Sheikh Mujib. Since returning to office in 2009, Sheikh Hasina, the daughter of Sheikh Mujib, has aggressively confronted both the opposition and their idea of Bangladesh. She has not only targeted Islamists, but also the center-right Bangladesh Nationalist Party (BNP), moving the country toward a one-party state. Part of Hasina’s campaign has been readdressing the events of 1971 and reopening their wounds—punishing alleged perpetrators of war crimes, often through shoddy trials. Supported by secular activists, Sheikh Hasina has intensified her campaign against the JI in recent years. In December 2013, Dhaka executed Abdul Quader Mualla, a JI member and former parliamentarian. This year, the head of JI, Motiur Rehman Nizami, was also executed. He was accused by the Bangladeshi government of having served as the head of the

pro-Pakistan Al-Badr militia in the civil war. But he had subsequently served in parliament and was the head of JI Bangladesh at the time of his death. With a rich linguistic tradition and cultural homogeneity, Bangladeshi nationalism is on solid ground. But the question of the role Islam should play in public life is still contested. Sheikh Hasina and her supporters have not only suppressed Islamist actors in her country, but she has also reinstated secularism as a pillar of the county in the constitution. And some of her supporters have proposed removing Islam as the state religion. With the Islamists and their ideology under fierce attack, a campaign against non-Muslims and secular thinkers has renewed. With brute force, the jihadists are contesting the idea that Bangladesh can be a secular country based on ethnic nationalism, a country where Hindus and Muslims are part of the same nation. So, irrespective of whether and to what extent ISIS was involved in Friday’s attack, it was an event conceived and born in Dhaka, not Raqqa. Hasina’s government, unfortunately, has been in a state of denial about the jihadist threat in Bangladesh, preferring to blame the political opposition. The country’s information minister blamed the BNP and JI this spring for recent attacks attributed to al-Qaeda and ISIS. Dhaka could be correct in its assessment that the reports of ISIS in Bangladesh are greatly exaggerated. The roots, motives, networks, and indeed, the style and methods of the violence are all local. But the continued targeting of the BNP and JI will only strengthen the hand of jihadist forces affiliated with AQ and ISIS. Bangladesh— which has remained immune from large-scale, complex terrorist attacks, in contrast to other South Asian states— may not be so fortunate in the future. On this, top United Nations agencies dealing with food and health have set a clear definition: food security implies access by all people at all times to the food needed for a healthy life, while nutrition security means not only access to adequate diet, but also to essential health services, safe water and sanitation, according to the Food and Agriculture Organisation (FAO) and the World Health Organisation (WHO). But simple as it is, this equation is too often neglected. Why? An answer can probably be found in a recent statement by Shinichi Kitaoka, President of the Japan International Cooperation Agency (JICA), which is in charge of executing Japan’s Official development Assistance to more than 120 developing countries. “The modern world is becoming increasingly chaotic. Problems related to conflict, extremism, poverty, disparities, infectious diseases and natural disasters are threatening the lives and dignity of many people across national borders and around the world,” he said. Then he highlighted “human security” as one of the world’s top priorities. But what does food and nutrition have to do with all this? Take the case of Africa as one of the most impacted continents by violence and catastrophes. On the one hand, “human security” is strongly linked to food and nutrition security. In fact, on-going man-made disasters—such as armed conflicts and climate change—are the very direct cause of the current, unprecedented levels of human suffering. The United Nations estimates that the number of refugees, migrants and forcibly displaced at home has now hit allhigh record: 160 million worldwide. On the other hand, the African continent, which is home to nearly 1,2 billion

inhabitants in 54 countries, has been suffering the impact of the meteorological phoneme know as “El Niño”, which has caused droughts and floods that has devastated harvests and livestock. El Niño is the term used to describe the warming of the central to eastern tropical Pacific that occurs, on average, every three to seven years. It raises sea surface temperatures and impacts weather systems around the globe so that some places receive more rain while others receive none at all, often in a reversal of their usual weather pattern. The lack of food and nutrition security and how to mitigate it, will be on the table of the JICA promoted Sixth Tokyo International Conference on African Development (TICAD-VI) on August 27-28 in Nairobi. This will be the first time TICAD is held in Africa since its inception in 1993. The conference, which is expected to attract over 6,000 participants from Africa and Japan and various international organisations, will discuss the so-called Initiative for Food and Nutrition Security in Africa (IFNA). Health, water and sanitation will be top on TICAD VI’s agenda, along with industrialisation and social stability. No wonder—according to a FAO and WHO report, Africa is one of most critically in need of nutrition development. Not only: nearly 30 per cent of worlds’ undernourished populations live in Africa. IFNA aims at strengthening collaboration with African governments and stakeholders, to “eradicate malnutrition in Africa” with emphasis on a practical and people-centred approach. The Initiative, which was announced on April 29 at the FAO meeting of the Working Group on Nutrition of the Committee on World Food Security, also aims at accelerating the implementation of African food and nutrition policies in alliance with civil society, private corporates, international organisations, and development aid agencies, among others. In 2015, the international community agreed upon the Sustainable Development Goals (SDGs) at a United Nations

summit and took a first step toward realising a world in which no one is left out of the benefits of development. According to Kitaoka, the philosophy of “human security,” which Japan has advocated, is incorporated throughout the SDGs. In the view of development aid experts, IFNA is a “win-win” deal. In fact, while the continent benefits from IFNA, for Japan, which largely depends upon its relationships with the rest of the world, it is a matter of national interest for the world to be peaceful, stable and prosperous,” said JICA chief. “If Japan can put its experience and expertise to work for world poverty reduction and economic growth, Japan’s presence will grow.” Shinichi Kitaoka went on to say that JICA believes it is important to promote international cooperation that contributes to Japan’s own growth and development by implementing development cooperation that encompasses various actors, including the Japanese government, local governments, private companies, civil society, universities and research institutes. For this, JICA will work to strengthen the strategic aspect and comprehensiveness of its cooperation, he announced: “Specifically, we will mainly develop the following themes based on the 2015 Development Cooperation Charter: 1) quality growth and mitigating disparities, 2) promoting peace-building and the sharing of universal values, 3) strengthening operational engagement on global issues and the international aid agenda, 4) expanding and deepening strategic partnerships, and 5) On this, increasing agricultural production and productivity on a sustainable basis are effective tools in reducing hunger and malnutrition through food and nutrition security and essential for poverty reduction and sustainable and inclusive economic growth. In the specific case of Africa, ensuring food and nutrition security appear to be a must. According to European Union-UN Children Fund (UNICEF) action plan, in

Sub-Saharan Africa, 54 million children under five years of age are suffering from chronic malnutrition. And more than a third of children under 5 years of age in Africa are stunted. “This is a silent emergency with devastating and far-reaching effects, which is robbing millions of children of their full potential for growth and development”, EU-UNICEF say. For its part, the Office of Special Adviser on Africa (OSAA) confirms the fact that many African countries have sustained high growth rates for a decade, even weathering the global financial crisis of 2008 in impressive fashion. “However, Africa still faces various economic challenges; accelerate the pace of poverty reduction, narrow income gaps, create decent jobs, especially for youth, build infrastructure, and promote regional integration.” OSAA is one of the five co-organisers of TICAD, along with the Government of Japan, the African Union Commission (AUC), the World Bank, and the United Nations Development Programme (UNDP) Meanwhile, the African industrialisation process will be also high on TICAD VI agenda. But why exactly does Africa need industrialisation now? “First: To accelerate the pace of poverty reduction and narrow income gaps by increasing labour productivity,” Kitaoka answers. The second aspect is to create more decent and productive jobs, especially for youth. The fact is that Africa needs to meet growing demand for youth employment, with 18 million new jobs to be created every year in Africa from 2010 to 2035, the International Monetary Fund estimates. There are few sectors outside labour-intensive manufacturing that have been capable of absorbing such large numbers of would-be workers, it says. The third aspect, according to JICA’s chief, is to mitigate the impact of external economic shocks, such as sharp declines in the prices of oil and other commodities.

eople have been grappling with the thorny interface between money and values for centuries. One such person was Jesus, when he kicked some moneychangers out of a temple premise because they were making money with no consideration of any ethical value or spiritual sense. Since then, arguments about how far our pursuit for money should be allowed to influence our lives have been contentiously going on. There are those who see no wrong in separating their financial choices from their social or moral values. And they will tell you, “Don’t mix money with your ethics. Your ethical meddling will only spoil your bottom-line profits and even mess up the efficient functioning of the market.” As such, people with this kind of mindset have no problems investing their money in any kind of business as long as it can generate a lot of money. For them, there is no such thing as social responsibility or ethics in their investing. No wonder we sometimes come across environmentalists owning stocks in some of the worst pollution-generating companies, health practitioners investing in tobacco-related products, and evangelical Christians holding a “sinful” portfolio in some shady business firms. Granted, many times they aren’t even aware of these contradictions. But the real question is: Could anyone shrug off his or her social responsibility and simply say, “business is business?” At the wider level, we see similar attitudes or practices with many big corporations, which are all about profit---corporate greed---even if it comes at the cost of harming innocent people. What, then, is value-based investing? The Quakers, for example, are often credited in American history as the first socially responsible investors. These devout Christians in the 16th century believed that their business practices needed to be consistent with their value system. As one example, they refused to invest in slave trade because it clashed with their belief in the equality of all peoples before God. Of course, many indigenous peoples have long histories of social responsibilities. Even tribal capitalists were not business predators and investors who cared only for their own selfish interests. Their business dealings transcended the constraints of barter. They were the feast givers. Their capitalism began not with taking but giving, sharing their wealth and resources with their community members. Thus, in their own way, they were valuebased investors who recognized that, at the core, business arose as a means for them to serve others, while it also improved their status. As human economies have grown more complex, the ethical questions surrounding business and investing have posed greater challenges to us today than ever before. But there’s also a gradual awakening of valuebased investing as more and more people are seeking ways to align their economic interests with their social responsibilities. In other words, people are increasingly upholding their social and environmental values while making a lot of money at the same time. Thus, they are bringing values back into economics. Especially those born after the 1990s are now acutely concerned about the social imbalances and environmental degradations caused by unbridled greed for personal gain. This generation is leading the way to reintegrate economics with core human values. As a result, even politicians are slowly learning to work within the halls of power by paying attention to the ways in which money is directed. Many advanced countries, for example, are already developing their own unique forms of value-based investing. As in developing countries, some governments are providing loans to enterprises that are committed to alleviating poverty or serving the common good. To understand the significance of these interconnected dynamics, let’s imagine global economics as a living entity such as your body. Think what would happen to you if certain parts in your body were mined as “raw materials” for production or sale. If that were to happen, how long could you survive, even though your blood cells are still plenty in other parts of your body? Of course, you can’t survive long because every part in your body makes up the whole and all of them are interconnected. And yet, we destroy nature this way for the sake of selfish gain. We treat our environment as mines and dumps; we take what we want from the earth and create waste. As a result, nature’s life-support capabilities gets threatened. Now, as it relates to investing, it is irresponsible to focus only on our profits … with little or no regard for our social and environmental costs. Put it another way, value-based investing calls for a balance in everything, because no venture is sustainable unless the social and environmental aspects are also given their due consideration. To sum it up, every investment or business has a social and environmental dimension. Therefore, we should apply ethical standards to our investing and businesses. By bringing life-changing values back into the center of our economic lives, we can make the world a better place for all, while creating clean wealth for ourselves.

NATION Briefs Govt allows oil cos to raise kerosene price by 25p/month new Delhi, July 13 (PTi): Government has allowed state-owned oil companies to raise the price of kerosene by 25 paise a litre each month for 10 months to cut the subsidy burden. On July 1, kerosene price was hiked by 25 paise a litre, the first increase in rate of the highly subsidised cooking and lighting fuel in five years. "Petroleum Ministry has conveyed to oil marketing companies to raise kerosene price by 25 paise every month till April 2017," a senior official said. The first increase has been notified by the oil companies but the rates have so far no reflected in the price of kerosene sold through public distribution system (PDS). It will happen after state governments concur.

5 arrested for beating up Dalits ahMeDabaD, July 13 (ianS): With more arrests on Wednesday, five persons have been rounded up so far on charges of beating up four Dalit youths who skinned a dead cow in Gir-Somnath district of Gujarat. The five include Pramodgiri Goswami, the self-styled president of Shiv Sena. Police said they were looking for one more person. Goswami and the others from a cow protection group brutally assaulted four Dalit youths in Mota Samadhiyala village on Monday. The victims, members of a Dalit family involved in leather trading, were skinning the carcass of a cow brought from a neighbouring village. Not caring to find out any details, the hefty attackers started beating up the frail boys with iron pipes they had carried. The Dalit youths were rushed to a hospital where the conditions of two of them was said to be critical. The police have booked the six attackers under sections 307 (attempt to murder) and 395 (loot) of the Indian Penal Code and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.

Citizenship Rules for minority migrants eases new Delhi, July 13 (ianS): In a bid to ease the lives of the foreign minority migrants in India living on Long Term Visa (LTV), the Union cabinet on Wednesday amended Citizenship Rules 2009. "The Union Cabinet approved facilities being extended to persons from minority communities of Afghanistan, Bangladesh and Pakistan, namely Hindus, Sikhs, Buddhists, Jains, Parsis and Christians staying on Long Term Visa (LTV) in India," an official statement said. The move is aimed at easing out the difficulties being faced by foreign migrants. Now the foreign migrants living in the country on the LTV can open bank accounts, get PAN card, Aadhaar card and driving licence. It also allows the migrants to purchase property for self-occupation and suitable accommodation for carrying out self-employment.The government also clarified that the Collector or District Megistrate would be empowered to authorise an officer not below the rank of Sub-Divisional Magistrate for administering the oath of allegiance to the applicant.

One more key accused in Godhra train burning nabbed ahMeDabaD, July 13 (ianS): The Crime Branch of the Ahmedabad police on Wednesday claimed to have arrested one of the main accused in the 2002 Godhra train burning incident from Malegaon in neighbouring Maharashtra. This is the fifth such arrest in the last one year in the case where miscreants set one coach of the Sabarmati Express train on fire near Godhra railway station on February 27, 2002, killing 59 people, most of whom were returning from Ayodhya. The incident snowballed into a massive communal conflagration in the state that saw over 1,000 persons losing their lives in the violence. Giving details of the arrest, Crime Branch officials said they had picked up Imran Batuk alias Sheru, who lived in Malegaon, reported to be involved in illegal sand mining. He was one of those responsible for the train burning. In May, the state Anti-Terrorism Squad (ATS) had arrested Farooq Bhana, also a key accused in the case.

India's coal mining ambition hurts indigenous group: Amnesty MuMbai, July 13 (ThoMSon reuTerS FounDaTion): India's drive to ramp up coal output to meet growing energy needs has resulted in members of the Adivasi tribe being displaced from their ancestral lands and forced to wait years to be resettled, Amnesty International said on Wednesday. The global human rights group said the Adivasi had suffered disproportionately from India's push for coal. One in six of the 87,000 Indians who have been displaced over the past 40 years by state-owned Coal India Ltd (CIL) is Adivasi, Amnesty said. Laws to protect vulnerable communities such as indigenous groups are poorly implemented and regularly flouted, it said. "Adivasi communities, who traditionally have strong links to land and forests, have suffered disproportionately from development-induced displacement and environmental destruction in India," Amnesty said in a report. "The domestic Indian legal framework does not fully recognise the rights of indigenous peoples," it said. Coal accounts for more than 60 percent of India's electricity capacity, and the government plans to nearly double annual coal output by 2020, opening a new mine nearly every month. Many of India's coal reserves are located in the central and eastern states of Chhattisgarh, Jharkhand and Odisha where more than a quarter of the country's Adivasi population lives.

"Coal is essential for our national security and we have to go where the coal is," said N. Das, a chief general manager at Coal India, the country's top coal producer. lion, but about 40 percent of the 60 million people displaced by development projects in past decades, the government estimates. Adivasis are routinely shut out of decisions on the acquisition of their lands for coal mines with many evicted, poorly compensated and made to wait years for resettlement, Amnesty said. "The violations of their rights to consultation and consent -around land acquisition, environmental impacts, indigenous self-governance and the use of traditional lands -- has led to serious impacts on their lives and livelihoods," it said. Acquisition of land for public-

sector coal mining is governed by the Coal Bearing Areas Acquisition and Development Act (1957), a law analysts say is antiquated and falls well short of international human rights law and standards. A 2014 law on land acquisition for development projects aimed for greater transparency by requiring the consent of affected families, and a social impact assessment study. But the law exempts land acquired for publicsector coal mining. Amnesty said in some cases legal requirements were adhered to but carried out in a way that did not help Adivasi communities. For example, the

intent to acquire land for the Kusmunda mine in Chhattisgarh was announced in the official government gazette and in a newspaper, yet more than a third of the residents near the mine were not literate, Amnesty said. An environmental impact assessment hearing was poorly publicised and monitored by security personnel, it said. "We've lived next to this mine for almost 30 years, and watched our wells go dry, forests disappear and fields become unproductive," Amnesty quoted a villager, Mahesh Mahant, as saying. "What is the point of this environmental public hearing, except to tell us that we're not fit to live here anymore?" Amnesty also highlighted the environmental damage, soil erosion and pollution caused by coal mining in India, which is largely open cast. Among the 10 cities with the most air pollution, four are in India, according to the World Health Organization, with the use of coal in power generation a leading source of pollution. "We should be looking at ways to increase the efficiency of existing mines, rather than open new mines," Sreedhar Ramamurthi at the non-profit Mines, Minerals & People, told the Thomson Reuters Foundation. "The very nature of coal mining is so harmful," he said. "We must ensure stringent compliance of laws and resolve the issues of rehabilitation and resettlement to mitigate the damage."

Union Cabinet approves skill training scheme new Delhi, July 13 (ianS): The Union Cabinet on Wednesday approved the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) with an outlay of Rs 12,000 crore to impart skills to one crore people, which also includes providing fresh training to 60 lakh youths, over the next four years. Among one crore people, 60 lakh will be given fresh training while 40 lakh who are already skilled without any formal training in any institution will be provided certificates under the scheme. "This scheme will impart fresh training to 60 lakh youths and certify skills of 40 lakh persons acquired non-formally under the Recognition of Prior Learning (RPL)," an official statement said. "The

scheme would move to a grant-based model where the training and assessment cost would be directly reimbursed to training providers and assessment bodies in accordance with the common norms," the statement added. In this scheme, the financial support to the trainees would be given in the form of travel allowance, boarding and lodging costs. Post-placement support would be given directly to the beneficiaries through Direct Benefit Transfer (DBT). "In addition to catering to domestic skill needs, PMKVY will also focus on skill training aligned to international standards for overseas employment in Gulf countries, Europe and other overseas destinations.

DhanbaD (JharkhanD) July 13 (ani): In what may come as an embarrassment for Jharkhand Chief Minister Raghubar Das, who recently fired a salvo at the neighbouring state of Bihar over the recent merit scam, an unflattering picture has come to the fore where the students of the R.S. More College in Dhanbad can be seen cheating during their Class 11 exams. Over 100 students were seen sitting close to each other and writing their Class 11 examination paper on July 9 using unfair means in the college campus. "There is no space in the college, that's why we are sitting outside. All the seats have been occupied," said one of the examinees. The college authorities claimed that there was not enough room in the campus to accommodate all the students. "I cannot see anyone cheating. The students are honestly giving their examination. The capacity of the college is not much. Two students should sit on one bench, but as of now 4 to 5 students have

to adjust on one bench. It is a congested place," said Manoranjan Gupta, the college professor. The students were seen with bags and mobile phones during their examination. The professor, however, said that they are not allowed in the campus. Talking about the Bihar School Education Board (BSEB) scam, Das had earlier on June 27 said that students of the neighbouring state could save their career and credibility by studying in 'education hub' Jharkhand. BSEB chief Lalkeshwar Singh and his wife were arrested in the Bihar merit scam along with several others.The matter came to light after the results of the Class 12 board examination were declared and television footage showed that a number of toppers were clueless about the subjects they topped. Ruby Rai, who topped the Arts section, said political science was about the art of cooking, while Science topper Saurabh Kumar could not answer the relation between water and H2O.

Wedding receptions cancelled Srinagar, July 13 (ianS) The weddings are still taking place, albeit quietly, in the Kashmir Valley. But invitations to wedding receptions have been cancelled en masse amid violence, curfews and shutdowns. The violent explosion took place when the valley was about to witness the beginning of marriage season after a month of Ramadan fasting. The situation has forced families to take back their wedding invitations. Local Urdu and English newspapers are filled with advertisements of the cancellations of gala receptions. "Due to prevailing circumstances, Dawat-e-Walima of my son Nayeem Rizwan being organised on Sunday is being cancelled. Family regrets the inconvenience caused," reads an ad in an Urdu daily. The marriage ceremonies, however, are being done in an austere manner. The Nikah ceremonies are taking place inside houses minus the guests as the movements of people have been restricted by security forces. The Nikah is done in the presence of the groom, the bride and two

witnesses. The celebrations that would have followed, however, have been axed. "We cancelled the entire decoration plans for the house. Now the marriage will be done in a humble and low profile way," an anguished parent told IANS. Added Muhammad Sultan, a resident of Qamarwari locality: "I had invited at least 800 people for the Walima of my son who was to get married on Friday. Now I have cancelled the invitation because of the killings that occurred in the past week. Another family said it cancelled a wedding reception as there was no way to arrange the stuff required for the feast. The ongoing turmoil has also affected trade in the city which would have otherwise picked up due to the marriage season. "We would make most profits this time (post Eid) when marriages are at peak. But the financial loss is not comparable to the loss of lives. So I have no regrets," Ghulam Muhammad, a spice trader in Khankah in Srinagar, told IANS. "My shop will remain closed till the killings stop," Muhammad added.

Kashmir calm but tense as curfew, shutdown continue Srinagar, July 13 (ianS): The restive Kashmir Valley, battling the deadliest spell of violence in years, appeared calm but tense on Wednesday amid sporadic incidents of stone-pelting clashes even as large areas continued to be under strict curfew for the fifth day. Two more persons wounded in street fighting in the past four

days died here early on Wednesday, taking the death toll to 36 in the violence triggered by the death of a top militant on July 8. Life remained paralysed almost across the valley due to the restriction and separatist called shutdown. South Kashmir - the worst hit in the latest bout of unrest - was virtually cut off from the rest of the state amid snapped pri-

Srinagar, July 13 (ianS): Just 12 years old, Junaid lies in the surgical ward of a hospital here, with a bullet injury. He will survive, doctors say, but he might become impotent. "Junaid has been hit in his pelvic area which has damaged his genital organs. He may turn infertile," Kaiser Ahmad, head of the Shri Maharaja Hari Singh (SMHS) Hospital, told IANS. Junaid could not speak to inquisitive journalists and his attendants looked too worried to talk. The young boy, with no knowledge of Kashmir's complex politics, was on a road when he took a bullet fired by police. Admitted in the ophthalmology wards 7 and 8 of the SMHS are other children with pellet injuries. "There are 10-15 children with pellet wounds in our hospital alone. We have operated on most of them," said Kaiser. The situation is no different at the Sher-i-Kashmir Institute of Medical Sciences (SKIMS) at Bemina in Srinagar. It has nearly a dozen children admitted with various injuries. The children are among the hundreds who have suffered bullet or pellet wounds after security personnel opened fire at mobs protesting against the July 8 killing of a top militant, Burhan Wani. Those attending to the children insist that it was the indiscriminate firing by security personnel -- including paramilitary troops -- that has led to this crisis. They argue that even if some of the children may have been part of the street protests, should they have been treated so callously? Communication remains cut off with the restive south Kashmir, which has been worst hit by the violence, a family which managed to find its way to Srinagar from south Kashmir has brought with them a six-year-old girl who they say got a pellet while playing inside her home. "My daughter received the injury when she was inside the main gate of our house. It will be the most depressing period of her life," said her anguished mother Shameema.

China vows to protect South China Sea sovereignty BeIJING/MANIlA, JUly 13 (ReUTeRs): China vowed to take all necessary measures to protect its sovereignty over the South China Sea and said it had the right to set up an air defence zone, after rejecting an international tribunal’s ruling denying its claims to the energy-rich waters. Chinese state media called the Permanent Court of Arbitration in the Hague a “puppet” of external forces after it ruled that China had breached the Philippines’ sovereign rights by endangering its ships and fishing and oil projects. Beijing has repeatedly blamed the United States for stirring up trouble in the South China Sea, where its territorial claims overlap in parts with Vietnam, the Philippines, Malaysia, Brunei and Taiwan. “China will take all necessary measures to protect its territorial sovereignty and maritime rights and interests,” the ruling Communist Party’s official People’s Daily said in a front page commentary on Wednesday. Oli, who came to power in October when the Maoists offered his party parliamentary backing to build a coalition, faces the prospect of a noconfidence vote if he cannot persuade other partners to stick with him. “There is no need for the prime minister to resign. If there is a no-confidence vote against him in the parliament the prime minister will face it,” Oli’s press adviser Pramod Dahal told Reuters after meeting junior coalition partners. Neighbours India and China compete for influence in Nepal and are both likely to be concerned by the prospect of more instability. Oli survived an earlier attempt by the Maoists to unseat him in May after he reached a power-

sharing deal. The Maoists - who ended a decade-long insurgency in 2006 before joining mainstream politics - said on Tuesday that Oli and his communist UML party had broken promises made in May. 'OUR ANGELA MERKEL' May, who has been interior minister for six years, is seen by her supporters as a safe pair of hands to steer the country through the disruptive Brexit process. Here are some key figures to show how much the approximately $12 billion total price tag breaks down. - $4 billion Games The overall budget for the sporting side of the Games is $4.1 billion, according to Rio city hall, with 80 percent of that from private funds. Just over $2.0 million of that is for building stadiums and other infrastructure. The remaining half of the budget is spent on organizing the Games through the Rio2016 committee. - $7.5 billion 'legacy' spending In addition, Rio authorities launched $7.5 billion worth of "legacy" investments, mostly in transport projects, with 57 percent of this bill footed by the taxpayer and the rest by private investors. The budget and legacy investments do not include the budget for the city's big security deployment during the Games. The federal government contributed $900,000 for that.

KARAchI, JuLy 13 (AFP): When Pakistan's convicted spot-fixer Mohammad Amir takes to the field at Lord's on Thursday, the bowler can expect overwhelming support from his homeland as he faces a potentially prickly reception from the English crowd. The 24-year-old appears almost certain to make his return to Test cricket at the home of cricket -where he and two teammates were found guilty of arranging no-balls to order as part of an elaborate betting scam devised by a tabloid journalist six years ago. The trio served jail sentences over the affair in what was perhaps the biggest scandal to hit the sport. England's captain Alastair Cook has already stated Amir can expect "a reaction" from English spectators while former English cricketers Kevin Pietersen and spinner Graeme Swann have joined the ranks of those calling for a life ban for all fixers. Back home in Pakistan, however, ex-players and most fans have come around to forgiving the left-arm pacer, citing his youth at the time of his crime and early admission -though some still have reservations about what example his return sets to would-be fixers. The way I am portrayed by the media is simply a reflection of how we see and portray women in general, measured against some warped standard of beauty,” she wrote, adding that girls are taught they’re not attractive unless they’re thin or exceptionally beautiful. Taking aim at tabloids’ obsession with monitoring female celebrities’ waistlines, Aniston writes, “We use celebrity ‘news’ to perpetuate this dehumanizing view of females, focused solely on one’s physical appearance, which tab-

loids turn into a sporting event of speculation. Is she pregnant? Is she eating too much? Has she let herself go? Is her marriage on the rocks because the camera detects some physical ‘imperfection’? The objectification and scrutiny we put women through is absurd and disturbing.” These practices affect the actress regularly. Mohammad Sabir Ansari alias Sabir Baba, a resident of Muzaffarpur, in a complaint filed in the chief judicial magistrate’s court on July 8, contended that Salman Khan, the lead actor of Sultan had promised to give him Rs 20 crores as royalty for making a film based on his life. His counsel Sudhir Kumar Ojha said that Mr Sabir had narrated his story to Mr Khan in Mumbai in 2010 and the actor then promised the remuneration if a film was made based on it. The case came up for hearing on Tuesday before the chief judicial magistrate, Muzaffarpur, Ram Chandra Prasad, who transferred it to the court of Judicial Magistrate First Class, S K Tripathi and fixed July 26, 2016 as the next date of hearing. The case has been filed under various sections of IPC including 420 (cheating and dishonestly inducing delivery of property), 406 (punishment for criminal breach of trust), 504 (intentional insult with intent to provoke breach of peace) and 506 (punishment for criminal intimidation). Sunderland confirm manager Allardyce in England talks

London, JuLy 13 (ReuteRs): Sunderland have given permission to the Football Association (FA) to speak to manager Sam Allardyce about the vacant England post, the Premier League club said on Wednesday. Allardyce, 61, is one of the favourites to succeed Roy Hodgson, who resigned last month after England's humiliating exit from the European Championship at the hands of Iceland. Sunderland said the ongoing speculation over the future of Allardyce, who, according to British media, has already been interviewed by a three-man FA panel, was "extremely damaging" to the club. "Sam is very much key to our plans," the club, which narrowly escaped relegation last season, said in a statement. "After what was an extremely challenging season, we are keen to see a period of stability, both on and off the field, and we want him to remain as manager of our football club." Sunderland said it allowed the FA to contact Allardyce at the manager's request but sought a quick end to the

uncertainty. "...we urge the FA to respect the disruption that this process is causing and bring about a swift resolution to the matter," the club added. Pacquiao plans to return to the ring in November

LAs VeGAs, JuLy 13 (AP): Manny Pacquiao isn't ready to give up his night job just yet. Pacquiao, who said before his last fight in April that he would retire, now plans to return to the ring in November against an opponent who has yet to be selected. Promoter Bob Arum said Tuesday that Pacquiao got permission to take a break from his new duties as a senator in the Philippines to take another fight. It will be held Nov. 5, likely in Las Vegas. “He likes to fight and he likes the attention,” Arum said of Pacquiao's return. Pacquiao looked impressive in his last fight in April, returning from a layoff to knock down Timothy Bradley on his way to a unanimous decision. After the fight he wavered on his previous plans to retire. “If you ask me to come back I don't know,” Pacquiao said. “I may be enjoying retired life. I'm not there yet so I just don't know.” Pacquiao, who was formerly a congressman in his native country, was elected to the Senate in May and there were fears that increased duties would prevent him from fighting again. But Arum said the head of the Senate told Pacquiao he was free to fight after the country's budget is settled on Oct. 15.

“He would train in the Philippines and leave on the 16th to come to the U.S., train for two weeks and then come to Vegas,” Arum said. “The only issue is getting an arena for the fight.” Arum said he is talking with MGM Resorts about an arena to host the fight. He had reserved the Mandalay Bay arena for Oct. 15, but Pacquaio can't leave his Senate duties that early. The fight also could be at the UNLV campus arena, he said, though UNLV would have to move a scheduled basketball exhibition from the date. There were reports that Pacquiao might fight Adrien Broner, but Arum said he wanted the same money as Pacquiao, which was a nonstarter. Another possible opponent would be Jesse Vargas, who fights for Top Rank, and holds a piece of the welterweight title. Pacquiao was off for nearly a year after losing in May 2015 to Floyd Mayweather Jr., healing from a shoulder injury.
