It further cited section 10(v), which states: “in

The NTC asserted that Naga people are “protected from external aggressions and exploitations under Article 371A and the land and its natural resources belong to the indigenous people of the State.” It further said that the Nagaland Land revenue act 1978 prohib-

It further lamented that the state leaders have “gradually reduced the welfare state to a mere money making device... and yet prepared itself to squeeze out all available tangible resources and benefits due to the people...” The NTC urged leaders in the state to “immediately stop” what it termed as “self-destructive indulgences and policies and return to meaningful engagements to serve and deliver in keeping with the mandate of the people.” The NTC called upon the leaders to realise the importance of their collective responsibilities and to uphold the mandate of the people and deliver dutifully. It appealed for all “rightful” citizens to rise above party, group or community levels and take responsibilities to “protect, preserve and promote what rightfully belongs to you.”
DIMAPur, JulY 15 (MexN): In a suspected mugging case, one man succumbed to injuries in Dimapur on July 15. The deceased, indentified as one Limakumba (35 years) of Indisen village, was reportedly assaulted and left in an unconscious state. According to the police, he was found wounded and unconscious at Aoyimsen village on the night of July 14. He later succumbed to his wounds in hospital at around 3:30 am, Tuesday after which a complaint was lodged at West police station. The Chief Medical Officer Dr. Avino Metha informed that this year the observance of World Population day is to be divided into two parts: Mobilization Fortnight from July 1 to 10 and Population Stabilization fortnight from July 11 to 24. This fortnight will be called as Family Health Mela under the theme “A Planned Family- source of Happiness” (Niyojit Parivaar, Khusiyaan Aapaar). She informed that advocacy and awareness campaigns will be carried out in all the blocks and villages under Kohima District.

the occasion as the chief guest and Sangkap, Pastor TTBC was the main speaker for the theme. Mhabemo Yanthan expressed gratitude to the
department for choosing Tuensang district for the State Level Advocacy program. He rued over the attitude and impression of government service by the public. He stated, “Government service is exclusively for the economic growth of nation” but the existing problems of service execution and processing creates vice versa outcome. He challenged the health workers to reflect one’s profession by upholding the principles of Christianity and execute proper service despite all the loopholes of lesser equipments and basic amenities. of the program and its importance. He also stated that good health can generate huge economic returns and can contribute more to the society, thus exhorted the masses to be vigilant about health issues and deliberated more on the importance of educational status of pregnant women with which many ambiguities can be eliminated. Inspector General of Police Nepal Das told IANS that the nine-hour balloting that ended 4 p.m. was peaceful barring clashes among political activists in three places. State Election Commission secretary Tamal Majumder told IANS: "Over 80 percent voters exercised their franchise in the rural bodies' polling." Counting of ballots will be done Friday, he added. Opposition parties, including the Trinamool Congress and the Bharatiya Janata Party, complained that ruling CPI-M (Communist Party of India-Marxist) activists assaulted their workers at different places. Majumder said half of the 13,754 candidates are women. For the first time, 50 percent seats in gram panchayats, panchayat samitis and zilla parishads have been reserved for women, state Election Commissioner Y. Kumar said. Voting is being held for 5,129 seats in gram panchayats, 381 seats in panchayat samitis and 398 seats in zilla parishads. Candidates backed by CPI-M have already won unopposed 980 seats in gram panchayats, 38 seats in panchayat samitis and two seats in zilla parishads. Ballot boxes, and not electronic voting machines, were used. The NOTA (None Of The Above) provision has been made available for the first time on the ballot papers.

Baksa becoming normal; day curfew lifted GuwahaTi, July 15 (PTi): The situation in troubled Baksa district is improving and the indefinite curfew was relaxed during daytime on Tuesday while and one more person was arrested in connection with the kidnap and killing of four persons. Night curfew, however, would continue. "The situation is normalising fast. We have decided to lift the curfew during the day time from today. some of its actions; every Soul in Nagaland from the very beginning, publicly and whole heartedly, supported the FNR’s Peace Process. There simply was no question of Naga Public or Individuals not supporting the Peace Process. How do the FNR wants Individuals and the Public to support them? Apparently Modi will aggressively pursue national image, national economy, national culture and national security on uncompromising position. Under his leadership the nation may shine but anything considered antinational maybe shunned without least concern. Rio has rightly pointed out that Modi will wipe out insurgency. Still then one necessarily need not be prejudgemental or prejudice at the kick off. Give Modi the chance; he has got full mandate to finish his preset mission, whether eventually it will be to the advantage or disadvantage of the Nagas. Likewise give Rio the fair chance to prove himself that he is truly worthy of the blessing and mandate received from the supporters. With the inbuilt hope that he, as a central minister or as Lok Sabha MP would bring a solution, should then be able to do so provided he is being truthful that he has the full confidence of his BJP mentors and vice versa. Thus getting or not the ministerial berth is secondary and it cannot be the criteria for the solution pre-assured by Rio or BJP. Yet Rio should be supported for a full berth (maybe the church/prayer group should pray harder) if at all that will strengthen his Delhi mission and/or if at all NPF-BJP joint venture is really meant to do some serious business on the Naga issue. As repeatedly quoted; “The ball is now in the court of the GOI”,that ball is now in the court of the so-called cooperative NDA Govt and no longer in the court of the socalled uncooperative UPA Govt, so I guess we can expect any moment from now an honourable- ‘not within the constitution’ solution. The huge, huge mandate given also represents the high expectation reposed on the MP- the Naga solution! Not necessarily for issues like improvement of airport or flight service in the state or opening of Regional Passport Office or promotion of tourism etc. Fortunately or unfortunately he has stressful responsibility and hectic days ahead. Good luck to him. Solution, as we feel the need everyday cannot just be a solution to a problem; it should be a solution of the problem. Because our problem is ‘the problem’. Nonetheless, considering the present reality and liberality of the BJP vis-à-vis statehood for the ENPO people or Gorkhaland for the Gorkhas etc if like the UPA the NDA also reject Naga integration, at least BJP should not hesitate to immediately offer separate statehood to the restive Nagas in Manipur. Also BJP should be able to concede to a more suitable and
lasting arrangement even for the less restive Nagas in Assam and Arunachal Pradesh. As Rio is also equally concerned with the situation of the Myanmar Nagas perhaps he has such roadmap for the NDA Govt to press upon its counterpart Myanmar to create such arrangement as deserved by the distant Naga brothers. After all it is the Naga solution and not onegroup solution for which he has volunteered to bail out. This is also the general expectation because a partial solution for one group of the same people without securing the interest of the other groups of the same people will only create further division and renew hostility amongst them. And Rio, I believe certainly will not like his name to be referred in the Annals that his Delhi mission has ultimately split the Nagas. Indeed Rio must walk the talk. Actually everyone wants a break. There is also another way of looking at things. Different people will differently interpret Rio’s exit from state politics. Depending on what one chooses to refer to, someone will see it as pursuing a solution, some others will take it as a solution itself and still the others will perceive it as avoiding unsolvable problem. The way we see things now this purported solution has already become a problematic solution both way in the centre and in the state. If Rio has not left his position perhaps the undergoing crisis within ruling NPF might not have crop up at all and he could still be the undisputable CM. But the fact is that he has resigned, not only from the envied CM post but even as MLA and by doing so has opened the floodgates of unstopping power rush. Perhaps another political episode is coming in. Worst of worst, if for one or the other reason Rio is denied a ministerial berth and if, one after another the situation forced him to change his gear back towards state politics but if the emergent state leadership continue to oppose his homecoming, will he gracefully accept both the rejection in the centre and in the state? Can the ex CM (unlikely) remain mere Lok Sabha MP for the coming five years or will he (likely) explore a new political venture to demonstrate his current potentiality and capacity to lead or takeover anytime, anywhere? These are thoughts clouding the minds of many. So, whether he stays afar or swings back, whether or not his leadership in the state is warranted at this moment, so long as DAN Government is plagued with elimination politics, berth struggle and party disintegration it may be too premature for the NPF to immediately write-off unsettled Rio from the state politics which he had until recently, virtually owned for a decade. DDADU president K Hokaito Zhimomi in a press statement expressed that it was a long felt need to streamline the functioning of the most important transportation system within Dimapur district. The auto rickshaw service is the life line of the commercial hub and hence needs to function, keeping in mind the convenience of the commuters, he stated. However, he lamented that, on many occasions, unlawful activities are carried out by elements using the mode of commercial transport and are getting

has fervently appealed to the auto drivers to follow the government’s directive and help the administration to curb social menaces and maintain peace and tranquility in “our already lawless society”. The statement also clarified that DDADU is only extending all logistic support to the government agencies involved in the dress code for auto drivers for betterment of the society and in no way involved in its implementation. DDADU further lauded the enforcing agencies for the action initiated to check the uniform of the auto drivers. “Just passing orders and not implementing them becomes a mockery of our system and hence stern action should be taken against all concerned who are out to scuttle this noble project.”
DIMApUr, JULY 15 (MExN): The Nagaland State BJP legislators along with all the party ranks and files have congratulated Padmanabha Balakrishna Acharya on being appointed as the governor of Nagaland on July 14. The party has expressed that Acharya is the right person for the State as he is well versed with not only the people of Nagaland, but the entire region of the State. According to a press release issued by BJP general secretary and spokesman K James Vizo, PB Acharya was the pioneer and the architect of BJP Nagaland from 1991 to 2001. “Whenever, he visited the State, besides the party workers, he used to call upon various sections of people, such as the civil societies/ NGOs, Student leaders,
business people, eminent persons, church leaders, political leaders and the media personnel.” The release informed that Acharya served as national secretary of BJP between 1995 and 2001. During that period, Acharya was entrusted with northeastern states. In the early 1960s in Mumbai, he met some Naga friends and first visited Nagaland in 1967. Thereafter, he initiated North East Students’ Welfare in Mumbai those days. Presently, he is the co-convener of overseas friends of the BJP, the release added. A victor’s peace?
T
he present Israeli military campaign in the Gaza strip once again raises questions of the illusive nature of peace. While the Israeli-Palestinian conflict has resoundingly demonstrated that military force is not a viable response to resolving the conflict, the latest round of armed confrontation is an indication that they have either not learnt from history, or they have both become victims of a vicious and reactive cycle of violence. Let’s revisit the Sri Lankan experience with the Liberation Tigers of Tamil Eelam (LTTE) that provided important lessons for the international community, and more significantly for States and Peoples that are living in situations of political conflict. The primary lesson is that despite the Sri Lankan army’s military victory over the LTTE a long term settlement through some form of dialogue remains imperative. Furthermore, military options come at a very heavy human and environmental price which cannot be measured. Experience from many conflicts has shown that collective trauma of this magnitude has the potential to agitate and intensify future confrontations, thereby prolonging the conflict and further complicating it. In recent memory, the Tamil experience has clearly revealed the inherent limitations of military options in finding political solutions to questions of justice and rights. Yet, since negotiations have proven to be a limited means in finding genuine solutions to protracted conflicts between Governments and armed groups, the tendency to resort to military confrontation has become one based on military might and convenience. In other words an impasse in the political negotiation process is all too often an excuse for governments to impose peace through using force. Generally this is not the case for armed groups that are committed to continue the armed struggle if their demands are not met. The power imbalance and motivation between the two couldn’t be more clear. Tragically, both governments and armed groups find themselves trapped in the illusion of victor’s peace. Lasting peace cannot be bought at any cost, especially by state-centric development, nor can it be enforced through military power. For a JustPeace to be made possible it requires both governments and armed groups to transcend the notion of victor’s peace. This can only happen when a peace process revolves around the people’s needs, aspirations and rights.

Far from respite, monsoon showers diseases on rag pickers

elhi citizens are eagerly awaiting the onset of the monsoon for a respite from the oppressive heat. However, for the tens of thousands of city rag pickers - who play a major but unofficial role in the waste management chain - the rains bring a host of diseases like Hepatitis A and E, diarrhea, dysentery, typhoid and also dengue. "The incidence of diarrheal disorders and hepatitis A and E increases during the monsoon. This is because the heat and humidity promotes bacterial and viral multiplication in the waste, which includes left-over food," Avnish Seth, director, gastroenterology and hepatobiliary sciences at Gurgaon's Fortis Memorial Research Institute (FMRI), told IANS. Agreed M.K. Singh, consultant internal medicine at Paras Hospital, who said that monsoon was the most harmful season for ragpickers as it is when the maximum number of mosquitoes breed. "Their entire workplace is actually a breeding ground of mosquitoes. The humidity further worsens the situation and causes a spurt in fungal infections and eczema," Singh told IANS. Skin diseases include boils and fungal infections. According to organisations working for their cause, in Delhi alone there are close to 50,000 rag pickers. Nationally, their number can be as high as 200,000, out of which 100,000 are children - below 18. "As it is, they are malnourished. Rag pickers work barefoot and without gloves in an unhygienic environment full of contaminated material and sharp objects. Ingestion of bacteria and viruses because of dirty hands also lead to worm infestations, diarrhea, dysentery, typhoid and Hepatitis A and Hepatitis E," Seth explained. Sudhano Mondal who has been working as a rag picker for the last 14 years, said that though he is aware of the hazards of working in a dump yard, he doesn't have an alternative. "I often get acute stomach pain. I do not know what it is and just take whatever is available with my friends. I do not have money to go to a doctor," 24-year-old Mondal, who works at the Okhla landfill, told IANS. "Yes, even I often suffer from diarrhea and acute stomach ache," 14-year-old ragpicker Murshida told IANS. As they spend most hours of their day rummaging through filth and squalor, they are also prone to HIV, added experts. "Handling of material contaminated with blood, like bandages and tampons, increases their risk of transmission of Hepatitis B,C and HIV. Among the three, Hepatitis B is most prevalent as the virus is capable of surviving for days outside the body," said Seth. Experts say that prevalence of Hepatitis B in rag pickers is up to 20 percent. "Rag pickers, due to constant exposure to toxic waste and gases from filth and dumpsters, are prone to skin allergies, worm infestation and respiratory diseases," Satish Koul, general physician at Gurgaon's Columbia Asia Hospital, told IANS. Experts say that most of these disorders are preventable. "We can start the ball rolling at our homes by segregating sharp objects and blood-stained bandages and tampons from the household waste," said Seth. Ashish Bhanot, senior consultant gastroenterology surgeon at Nova Specialty Hospitals here, suggested that according to the disease, early treatment in the form of antibiotics should be started. "They should also wear thick gloves and shoes, avoid wet items and get vaccinated against Hepatitis A, B, E, typhoid and tetanus," added Bhanot. Experts say that government needs to organise regular camps for rag pickers to make them aware of the health problems they face. "Government should register the rag pickers with some private establishments so that they are able to avail of ESI (Employees State Insurance Corporation) benefits. They should all be registered under the BPL (below poverty line) category and avail of facilities from the empanelled hospitals," Singh suggested.

Ever Wondered Why the World is a Mess?
W
hile the Third World War has not been formally declared, conflicts throughout the world are reaching levels unseen since 1944. Of course, for the large majority of people throughout the world, news about these conflicts is just part of our daily news, but another share of our daily news is about the mess in our countries. This is so complex and confusing that many people have given up the effort to attempt any form of deep understanding, so I thought it would be useful to offer ten explanations of how we succeeded in creating this mess. 1) The world, as it now exists, was largely shaped by the colonial powers, which divided the world among themselves, carving out states without any consideration for existing ethnic, religious or cultural realities. This was especially true of Africa and the Arab world, where the concept of state was imposed on systems of tribes and clans. Just to give a few examples, none of the presentday Arab countries existed prior to colonialism. Syria, Lebanon, Iraq, the Gulf Countries (including Saudi Arabia) were all parts of the Ottoman Empire. When this disappeared with the First World War (like the Russian, German and Austro-Hungarian empires), the winners – Britain and France – sat down at a table and drafted the boundaries of countries to be run by them, as they had done before with Africa. So, never look at those countries as equivalent to countries with a history of national identity. 2) After the end of the colonial era, it was inevitable that to keep these artificial countries alive, and avoid their disintegration, strongmen would be needed to cover the void left by the colonial powers. The rules of democracy were used only to reach power, with very few exceptions. The Arab Spring did indeed get rid of dictators and autocrats, just to replace them with chaos and warring factions (as in Libya) or with a new autocrat, as in Egypt. The case of Yugoslavia is instructive. After the Second World War, Marshal Tito dismantled the Kingdom of Yugoslavia and created the Socialist Federal Republic of Yugoslavia. But we all know that Yugoslavia did not survive the death of its strongman. The lesson is that without creating a really participatory and unifying process of citizens, with a strong civil society, local identities will always play the most decisive role. So it will take some before many of the new countries will be considered real countries devoid of internal conflicts. 3) Since the Second World War, the meddling of the colonial and super powers in the process of consolidation of new countries has been a very good example of man-made disaster. Take the case of Iraq. When the United States took over administration of the country in 2003 after its invasion, General Jay Garner was appointed and lasted just a month, because he was considered too open to local views. Garner was replaced by a diplomat, Jan Bremmer, who took up his post after a two-hour briefing by the then Secretary of State, Condolezza Rice. Bremmer immediately proceeded to dissolve the army (creating 250,000 unemployed) and firing anyone in the administration who was a member of the Ba’ath party, the party of Saddam Hussein. This destabilised the country, and today’s mess is a direct result of this decision. The current Iraqi Prime Minister, Nouri al-Maliki, whom Washington is trying to remove as the cause of polarisation between Shiites and Sunnis, was the preferred American candidate. So was the President of Afghanistan, Hamid Karzai, who is now virulently anti-American. This is a tradition that goes back to the first U.S. intervention in Vietnam, where Washington put in place Ngo Dihn Dien, who turned against its views, until he was assassinated. There is no space here to give example of similar mistakes (albeit less important) by other Western powers. The point is that all leaders installed from outside do not last long and bring instability.

hen L.K. Advani was dragged kicking and screaming from the post of Bharatiya Janata Party (BJP) president in 2005 under orders from the Rashtriya Swayamsevak Sangh (RSS), a diplomatic cable from the US embassy in Delhi to Washington stated that the event "demonstrated the power of the RSS ... and will likely increase the party's (the BJP's) political decline". According to Wikileaks, the cable also noted that Advani was "shocked" by the failure of the "second tier" of the BJP leadership comprising, among others Murli Manohar Joshi and Sushma Swaraj, to come to his aid. While leaving the president's post, Advani called for changing the "impression that has gained ground that no political or organizational decision can be taken (by the BJP) without the consent of the RSS functionaries". Nearly a decade later, Narendra Modi can be said to have changed the impression by making the party choose its own man, Amit Shah, for the president's post without the concurrence of the RSS. The latest turn of events, which appears to have ended the "continued dominance" of the RSS over the BJP (to quote Wikileaks again), cannot but cause a flutter among the Nagpur patriarchs who had become used to selecting the BJP president in recent years. After choosing Rajnath Singh to replace Advani, they asked Nitin Gadkari to take Rajnath Singh's place in 2009. But four years later, the RSS had to ap-

And while local conflicts, like Syria, Iraq and Sudan, are not going to escalate into a larger conflict, this would certainly be the case in Asia. 6) In a world more and more divided by a resurgence of national interests, the very idea of shared governance is losing its strength, and not only in Europe. The United Nations has lost its significance as the arena in which to reach consensus and legitimacy. The two engines of globalisation – trade and finance – are not part of the United Nations, which is stuck with the themes of development, peace, human rights, environment, education and so on. While these issues are crucial for a viable world, they are not seen as such by those in power. Conclusion: the United Nations is sliding into irrelevance.

4) We are all witnessing religious fighting and Islam extremism as a growing and disturbing threat. Few make any effort to understand why thousands of young people are willing to blow themselves up. There is a striking correlation between lack of development/employment and religious unrest. In the Muslim countries of Asia (Arab Muslims account for less than 20 percent of the world’s Muslim populations), extremism hardly exists. And few realise that the fight between Shiites and Sunnis is funded by countries like Saudi Arabia, Qatar and Iran. Those religions have been living side by side for centuries, and now they are fighting a proxy war, for example in Syria. Saudi Arabia has been funding Salafists (the puritan form of Islam) everywhere, and it has provided nearly two billion dollars to the new Egyptian autocrat, Abdel Fattah el-Sisi, because he is fighting the Muslim Brotherhood, which predicates the end of kings and sheiks and power for the people. Iraq is also becoming a proxy war between Saudi Arabia, defender of the Sunnis, and Iran, defender of the Shiites. So, when looking at these wars of religion, always look at who is behind them. Religions usually become belligerent only if they are used. Just look at European history, where wars of religion were invented by kings and fought by people. Of course, once the genie is out of the bottle, it will take a long time to put it back. So this issue will be with us for quite some time. 5) The end of the Cold War unfroze the world, which had been kept in stability by the balance between the two superpowers. Attempts to create regional or international alliances to bring stability have always been stymied by national interests. The best example is Europe. While everybody was talking about Crimea, Ukraine and Vladimir Putin (who had been made paranoiac about Western encirclement, from the George Bush Jr. administration onwards) and how to bring him to listen to the United States and Europe, European companies continued trade in spite of a much talked about embargo. And now, Austria has quietly signed an agreement with Russia to join the South Stream, a pipeline that will bring Russian gas to Europe – so much for the unity of a Europe which has been clamouring about the need to reduce its energy dependence on Russia. A multipolar world is in the making, but it has to be seen how stable it will be. In Asia, China and Ja-
7) At the same time, values and ideas which were considered universal, such as cooperation, mutual aid, international social justice and peace as an encompassing paradigm are also becoming irrelevant. French President Francois Hollande meets U.S. President Barack Obama, not to discuss how to stop the genocide in Sudan, or the kidnapping of children in Nigeria, but to ask him to intervene with his Minister of Justice to reduce a giant fine on a French bank, the BNP-Parisbas, for fraudulent activities. The outstanding problem of climate control was largely absent in the last G7 meeting, not to talk of nuclear disarmament … and yet these are the two main threats to the planet! 8) After colonialism and totalitarian regimes, the key phrase after the Second World War was “implementation of democracy”. But after the end of the Cold War, democracy was taken for granted. In fact, in the last twenty years, the formula of representative democracy has been losing its glamour. Pragmatism has led to the loss of long-term vision, and politics have become more and more mere administration. Citizens feel less and less related to parties, which have basically become self-centred and self-reliant. International affairs are not considered tools of power by parties, and decisions are taken without participation. This leads to choices which often do not represent the feelings and priorities of citizens. The way in which the bailout of Cyprus from its financial crisis a few years ago was treated in the European Commission was widely recognised as a blatant example of lack of transparency. Few people certainly make more mistakes than many … 9) A very important element of the mess has been the growth of what its proponents, especially in the financial world, call the “new economy” – an economy that contemplates permanent unemployment, lack of social investments, reduced taxation for large capital, the marginalisation of trade unions, and a reduction of the role of the State as the regulator and guarantor of social justice. Inequalities are reaching unprecedented levels. The world’s 85 richest individuals possess the same wealth as 2.5 billion people. 10) All this brings its corollary. It is not by chance that all mainstream media worldwide have the same reading of the world. Information today has basically eliminated analysis and process, to concentrate on events. Their ability to follow the world mess is minimal, and they just repeat what those in power say. It is very instructive to see media which are very analytical about national affairs and very superficial about international issues. The media depend largely on three international news agencies, which represent the Western world and its interests. Have you read anywhere about the gas agreement between Austria and Russia? So, a final point: never be satisfied with what you read in the newspapers, always try to get additional and opposite viewpoints through the net. This will help you to look at the world with your eyes, and not with the eyes of somebody else who is probably part of the system which has created this mess. Do not go with the tide … search for the other face of the moon. And if they tell you that they know, well, just look at the results. So, be yourself and, if you make a mistake, at least it will be your mistake.
Amit Shah as BJP chief: Modi sidestepping RSS? Amulya Ganguli IANS point Rajnath Singh again as president in view of the allegations of sleaze against Gadkari. Now, it is clear that the RSS had little or no say in Shah's appointment. To stretch a point, it can also be said that neither did the BJP, notwithstanding the party's formal association with the selection, since it has been clear ever since Shah was credited with party's excellent showing in Uttar Pradesh in the parliamentary elections that he will be anointed for the post with Modi's blessings. As Shah is known to be the prime minister's Man Friday because of the long association between the two through the thick and thin of Gujarat's turbulent politics, the belief had gained ground that Modi would trust no one but him in the key position of party chief. It isn't only the political and organizational closeness of the two which is behind Shah's elevation. It is also undeniable that Modi's insular nature makes him work in close concert with only a few of his hand-picked men. At a time when a generational shift is taking place in the BJP, and Modi
has emerged on top despite the reservations of several senior party members, it is obvious that Modi will be wary of having someone with whom he is not totally familiar to hold a key organizational position. While this much is in line with Modi's penchant for running a one-man show, whether in Gujarat earlier and now at the national level, what is of interest is how the RSS will react to its marginalization by a former 'pracharak' (preacher), who has now risen beyond all expectations not only to be the lord and master of the BJP, but is probably on his way to be the predominant figure in the Sangh Parivar, as the Hindu nationalists groups are known, as well. Since such a possibility entails the relegation of the RSS to a secondary position, it will obviously have to take a fresh look at the changing equations. But it has to tread carefully in view of Modi's wide acceptability not only in the party and the saffron brotherhood, but also among the general public which sees in him a new hope after the dismal years of the

Congress' dysfunctional governance. This across-the-board popularity is Modi's great asset unlike Atal Bihari Vajpayee and Advani, who also chafed at the control exercised by the RSS; but since they did not enjoy Modi's general popularity, they had to abide by its dictates most of the time. The result was that the RSS openly called for their removal as in 2005 when the then RSS chief, K.S. Sudarshan, said that both Vajpayee and Advani should make way for "new leaders". The RSS's grouse against them was mainly about their moderate outlook, especially Vajpayee's, which had become evident during the BJP's stint in power at the centre between 1998 and 2004. In calling for their replacement, the RSS evidently wanted that the "new leaders" would adopt its own hawkish postures. But this isn't what has happened where Modi is concerned. The RSS, therefore, will be doubly worried. Not only has Modi curtailed its influence over the BJP as Shah's selection shows, he is also not the hardliner which the RSS thought he will be at the time of the Gujarat riots. It is this belief which makes Ashok Singhal of the Vishwa Hindu Parishad (VHP) say that only Modi can stop the "total Islamisation" of the country. Views of this nature are also expressed by the Hindutva netizens. But Modi is seemingly following his own line, which is guided by his economic vision, which promises improved conditions for all Indians, Hindus and Muslims alike. The RSS cannot be too pleased.

t was a school once, but there are no children here anymore. The lonely building on this remote Pacific island now contains only a punching bag that someone has strung from the classroom rafters, and a note scrawled on the chalkboard in Niuean: "Keep this place clean," it says, "so it stays beautiful." While much of the world worries about how it will accommodate rapidly growing populations, some islands in the Pacific face the opposite dilemma: how to stop everybody from leaving. The population decline on Niue, a lush coral atoll about the size of Baltimore, has been steady and relentless. In the 1960s, there were more than 5,000 people living here; today, there are fewer than 1,600. Fifteen times as many Niueans, some 24,000, now live across the ocean in New Zealand, 2,400 kilometers (1,500 miles) away. The stories, songs and language that developed into the Niuean culture over more than 1,000 years are at risk of vanishing. Speedo Hetutu, 54, attended the old school in the town of Avatele before it was abandoned and later used for workouts. There used to be six primary schools on the island; now there is only one. Other buildings where people used to work, pray or live now sit empty and in disrepair. "People wanted to go away to look for a better life," Hetutu says. "People are still searching." Other Pacific islands face similar struggles. The CIA estimates the population of the Cook Islands is declining by 3 percent per year, a rate second only to war-torn Syria. Tokelau and American Samoa are also losing significant numbers of people. Even on archipelagos like Samoa and Tonga where the population is steady, people are abandoning the outer islands and moving to the main towns, where they can find better jobs, education and health care. The exodus from Niue has been particularly acute because of its connection with New Zealand. Niue is self-governing but in free association with its wealthier neighbor to the south, and Niueans are automatically New Zealand citizens. While that relationship has lured away thousands of

he participation of the Pakistani Prime Minister Nawaz Sharif in the swearing-in ceremony of the new government led by his Indian counterpart Narendra Modi on 26th May was welcomed as a historical event. Something which had never occurred since 1947, the year of the partition of the subcontinent, to some the visit represented a new beginning after three conflicts and decades of hostilities. However, controversial appointments by Modi since, international developments and a degrading of democracy in Pakistan suggest the risk of a significant deterioration of bilateral relations will actually be greater than ever in the years to come. Created to provide the Muslim community residing in the Indian subcontinent with a homeland, Pakistan ("Land of the Pure") had to immediately deal with the absence of a clear national identity. In this regard, hostility towards India became an indispensable factor of cohesion, particularly on the territorial dispute over Kashmir. Building on their status as a bulwark against this common enemy, the Pakistan armed forces built a key role in the political and economic sphere. The dismantling of this threat, alleged or real that it is, would deprive the military of its main raison d'etre, causing a substantial reconfiguration of the domestic balance of power. This is a scenario that the armed forces do not seem ready to consider. Although elections in 2013 represented a purported democratic transition in Pakistan's history, the role of the armed forces remains paramount. The army is less visible but still very relevant, and they handle a number of delicate dossiers, including the relationship with India, Afghanistan and, more generally, all matters relating to national security. The operational practices adopted for these theaters by the armed forces have not undergone significant changes, including the support provided by Pakistani intelligence, the Inter-Services Intelligence (ISI), to terrorist groups active in the region. As of the end of the 1970s, in conjunction with the Soviet invasion of Afghanistan, the Pakistani authorities stepped up the process of "Islamization", laying
young Niueans, it has also paid the bills for those who have remained. New Zealand has helped establish a $44 million trust fund and gives annual aid that amounts to about $10,000 per resident, helping fund the government work that accounts for most of the island's jobs. Some Niueans living abroad send back remittances. Many of those who left had goals that were simply too big for the island. Professor John Connell, a South Pacific expert at the University of Sydney, recalls speaking with a nurse who specialized in neonatal care and had returned for her father's funeral. "There was no point in her being in Niue," Connell says. "She could only be there if she was prepared to lose her high-powered skills, and she didn't want to do that." Niueans see New Zealand as a land filled with opportunity, says the Rev. Falkland Liuvaie, 52, a Presbyterian minister who moved to its capital, Wellington, seven years ago. He delivers a weekly sermon in both Niuean and English which he says gives many expats their only opportunity to listen to their language. He says for the first few years he gave his services only in Niuean, until he realized many people had difficulty understanding him. The oral traditions that were once strong on the island are in danger of disappearing, he says. He remembers as a young boy going into his grandfather's bedroom at 5 in the morning, before he went to work, to hear him tell stories about fishing and working in the bush. "It's really hard. The more you stay away from home, the more you embrace other cultures, especially the Western culture," he says. "There's nothing much you can do about it." Yet on Niue there is a sense of optimism, a belief the exodus might finally be halting. That's thanks to more tourism money coming in and a renewed sense of national pride. Roy Pavihi, 26, is part of a youth group that's learning to make canoes, using traditional tools like chisels and modern ones like electric planers. He works from a building near the old Avatele school, where it seems the roosters never stop crowing. He says he thinks the project is encouraging people to stay. "We need to follow the skills of our forefathers," he says. "Our village was renowned for fishing and canoes." It's a way to keep the old knowledge alive, and
comes with a bonus: catches of wahoo, tuna and mackerel for those who master the vessels. One person who was never tempted to leave is Maihetoe Hekau. At 73, she remembers when families had little or no paid work, and instead tended their plantations, raising taro, tapioca and bananas. A Niuean proverb has it that if you keep your bush knife sharp — or stay motivated — you will clear yourself a bigger plantation. Although she attended high school in New Zealand, Hekau says she always loved the relaxed lifestyle on Niue, and figured it was the best place to raise a big family. How big? She laughs, embarrassed to say. More than 10? Yes, she says, more than 10. These days, she says, she uses a tablet computer to keep in touch with her children, most of whom live on the island. In 2003, Niue became the first country to offer all residents free Wi-Fi, one of several technological upgrades that islanders say make the isolation easier to cope with. New Zealand is gradually reducing its aid to Niue, arguing that its contributions to the trust fund and its investments in tourism are helping the country become more self-sufficient. This year, most Niuean government workers had their five-day work weeks reduced to four days at the same pay. The government says it helps people spend more time in their communities, while critics say it was because the budget is stretched and there was no money for promised raises. Niue Premier Toke Talagi remains bullish on his country's future. "I know that some people tend to look at us and say, 'Well, you're not viable,'" he says. "You need to define exactly what you mean by that. We were viable before anybody else came here. We were independent before anybody else came here." "Our task at the present moment is to use tourism to try to create opportunities so that people in New Zealand, or anywhere around the world that Niueans are living, will consider Niue again as a place for them to come back and live," he says. Niue government figures indicate about 7,000 people visited the island last year, double the number from six years earlier. Air New Zealand this year scheduled extra flights during the Southern Hemisphere winter tourist season. Tourism Director Vanessa Marsh says Niue attracts diverse groups from wedding parties to ham radio enthusiasts, who find the isolation reduces signal interference. Niue's clear waters attract divers and sport fishermen. Connell remains skeptical about the power of tourism to reverse Niue's population loss. He says the island's elevated, rocky coastline means it lacks the sandy beaches many holidaymakers seek. He says the tourists he met there tended to be people sailing the world, hardy backpackers or those trying to tick off 150 countries from their "bucket list." Mark Blumsky, a former New Zealand businessman and politician who runs several tourism-related enterprises, is more optimistic. He moved to the island permanently after marrying a woman he met during a diplomatic posting there. He says the lifestyle is remarkable. Take the jailhouse, located on one side of the golf course. The last inmate, in trouble for arson, spent his time tending the golf greens and improving his handicap before being released a year or two back, Blumsky says. He says there are stunning coastal walks, opportunities to see humpback whales and plenty of swimming holes. It would be unusual, but not unprecedented, for an island's population to simply pack up and leave. Connell says one of the more famous cases was St. Kilda, off the west coast of Scotland, where in 1930 the last 36 islanders requested evacuation to the Scottish mainland. He notes there are examples of places that have survived despite predictions they would not, including the Pitcairn Islands, home to about 50 people. "It's far too early to write off Niue," Connell says. "But it has to be at risk."
India-Pakistan: New people, same old threats Daniele Grassi Asia Times Online the groundwork for the future expansion of the terrorist phenomenon and, more generally, for the spread of extremist ideologies among the population. Also thanks to the logistical and operational support of the US's Central Intelligence Agency, Pakistan became a main hub of international jihadism, hosting on its territory thousands of militants coming from all over the world and ready to receive proper training before being sent to fight in Afghanistan. When the Soviets withdrew from Afghanistan, Pakistan found itself with an army of jihadists eager to put into practice the skills acquired during those years. A godsend for the Pakistani intelligence services, ready to use these resources to counterbalance the Indian superiority in terms of conventional military capabilities. Among the most reliable allies of the ISI, the terrorist group Lashkar-e-Taiba (LeT) has come into prominence. Its foundation was encouraged by Osama bin Laden and his mentor Abdullah Azzam in the late 1980s. Founded with the aim of creating a global caliphate, the group has mostly concentrated its attacks in Indian Kashmir, and it is responsible for about a fifth of the terrorist attacks realized since 2007. However, LeT owes its fame mainly to the 2008 Mumbai attacks, when 166 people lost their lives. Although the Pakistani authorities put it on the list of terrorist groups in 2002, LeT has continued to operate with relative impunity, albeit with different names ("Jamaat-ud-Dawa" and "Falah-i-Insaniat"). The group, which can count on thousands of supporters, has several cells abroad, particularly in South Asia and Southeast Asia, but also in more distant realities (in the past, sleeper cells have been identified in Germany, the US and Australia).
Due to its level of organization, LeT is often compared to the Lebanese Shiite movement "Hezbollah". Its headquarters, the Muridke complex, is located just a few kilometers from Lahore, the capital of Punjab and Pakistan's military and political heart. Across the country, the group manages hospitals, schools, clinics, mosques and other services. The leader of LeT, Hafiz Said, has been repeatedly arrested by the Pakistani authorities, before being released for lack of evidence. He enjoys great freedom of movement and holds frequent rallies over the country. There was one such rally on May 28 in a market in Islamabad, a few hundred meters from an ISI headquarters. Just as Sharif was coming back from his historic visit to India, at the rally Hafiz Said warned his supporters: "The time has come to make the final jihad against India to liberate Kashmir from occupation." These are very meaningful statements if one considers their timing. Military operations launched on June 15 in North Waziristan by the Pakistani armed forces will alter this situation, as they only aim at reducing the internal threat. Just as the US government decision to put two prominent members of the group in the list of "Specially Designated Global Terrorist" and label the organization Jamaat-ud-Dawa as a charity front for banned militants. Of greater interest is, however, is the fact that in that same designation, the US Department of State put the blame on LeT for a May 23 attack on the Indian consulate in Herat, Afghanistan. Afghanistan has always been a battleground between Pakistan and India, due to the presumed "strategic depth" that it would provide to Pakistani troops in case of a conflict against New Delhi. Although this theory has been proved
unfounded, Islamabad still considers Afghanistan its own zone of influence. The attack in Herat was only the latest in a series of terrorist strikes carried out by groups linked to the ISI. It came just weeks after the announcement of an important agreement between India and Russia, under which New Delhi will pay for supplies of Russian weapons to Afghanistan. Although currently regarding only small arms, the agreement could be later extended also to helicopters and armored vehicles, further increasing cooperation between New Delhi and Kabul in the military sector. This is a scenario that the Pakistan security apparatus views with the utmost suspicion. As the withdrawal of the international coalition from Afghanistan is approaching, there will be an increasingly fierce struggle for influence over the country that will become a highly sensitive test for the relationship between Pakistan and India. Furthermore, the end of the international mission could push many of the terrorist formations currently engaged in Afghanistan to seek new targets and India will certainly represent, from this point of view, a very attractive objective. The Narendra Modi's pick of Ajit Doval, a former intelligence agent, as his national security adviser certainly aims to strengthen the country's counterterrorism capacity. However, this choice does not point towards the likelihood of rapprochement with Islamabad. Doval, declared "persona non grata" after six years spent in Pakistan on a covert posting, has always supported the need for strong action against terrorist groups alleged to operate from the other side of the border. Another controversial pick is that for foreign minister, a role entrusted to Sushma Swaraj. She was in the headlines in January 2013 when she called for the beheading of 10 Pakistani soldiers, if Islamabad did not deliver the head of an Indian soldier killed during border clashes. Given these figures' past, a terrorist attack carried out on Indian soil is very likely to cause a very harsh reaction from the government of Narendra Modi, with a potential escalation that might even lead to war between the two nuclear powers.

ife is too precious to be lived in mediocrity”. We are not making use of opportunities as well as we should, which results in us living in mediocrity. In order to avoid living in mediocrity the only thing we can do is ‘be different’. Unfortunately, many of us don’t dare to be different but rather follow the crowd and thus, we are trapped in mediocrity. The only reason for this is because we care what others might say or what others might think about us and our actions. The moment we stop caring about what others might think or say, the moment we are free. Infact, people are too concerned about their own lives that they themselves do not have enough time to care for the rest. People always do whine and complain about their lives and nothing ever seems to be enough. This feeling has become the norm. The reason behind this is because people are too scared to be themselves. In the end, it all comes down to following the crowd. They follow the crowd because they don’t have a dream or plan for future. There is nothing to inspire them or lead them to walk all alone on a different path but to follow the footstep of others. They follow the crowd because they just don’t want to take any risk and therefore they choose to play safe and in the end, they eventually end up regretting. To walk all alone on a different path can be scary at times but we must realise that fear is a part of our life and cannot be easily eliminated. Many of us are afraid of being different. We are afraid that we might not be accepted by those around us. In many instances people have missed opportunities to do great things just because they are held back by fear. We can, however, overcome fear and for that we need courage. But again, courage doesn’t necessarily mean being fearless. It is about taking chances and making chances even when we are not sure of what the result would bring about. To be different, we need to be ourselves. Most people are concerned with impressing others instead of being themselves. We shouldn’t waste time trying to impress other people. It is not about being indifferent but we end up losing our real identity. We are not being who we really are. It is often when we are not trying to impress others that those are the times when we do the most impressing. We need to know who we really are instead of trying to be like someone else. Knowing who we are alone makes us different from the rest because we are different just being human. We also need to know what we really want. We often do things in favour of the crowd without asking ourselves what we want. The fact is that each and every individual is different from one another. We are unique and special in our own way and are truly one of a kind. It can be tiring at times to be who we are in an environment where everyone expects us to be someone else and to blend in. Knowing that our opinion also matters just as anyone else’s is the beginning of knowing ourselves. We need to voice out what’s on our mind without caring much what others might think. Fitting in or blending into our environment will only lead to a monotonous life, whereas, trying new things or walking our own path rewards us with new and different perspectives of life. Walking in our own path is the result of avoiding mediocrity. This shows that we are independent and are confident of our doings. The world doesn’t always work the way we want it to be. It is often the opposite and nothing is really as it seems. Many people are trying to do different things in order to be different from one another or mainly so as to impress others but these all result in being the same. Try to be normal, be yourself and that is the result of being totally different from the rest and so is the result. “To dare to be different means being willing to stand out”. It is not an easy task. Many choose to fit in or blend into the background rather than stand out, thus, they don’t dare to be different. We should do what we like and it shouldn’t matter what anyone else thinks or does. We naturally do things that are already approved, thus, keeping ourselves on the safer side which is good but we also should try out things that have never been tried. Taking risks will result in higher success or failure. If we succeed, we take our prestige to the higher level and if it goes the other way, we open up many ways to be different from the rest. In both the cases, we are benefitted. There is nothing to lose in trying to be different. Modi meets Xi, discusses border solution, investment
FortAlezA (BrAzil)/ New Delhi, July 15 (iANS): Prime Minister Narendra Modi Tuesday met Chinese President Xi Jinping and called for a solution to the “boundary question”, saying that if India and China could amicably resolve the issue, it would set an example for the world. In his first meeting with Xi since becoming prime minister, Modi called for enhanced Chinese investment in infrastructure. He hoped that trade imbalance between the two countries will be resolved and suggested an additional route for the Kailash Mansarovar Yatra keeping in view difficulties of the terrain. He said the two countries should work together for addressing terrorism and extremism in the region. Xi underscored the importance of bilateral relations, and said: “When India and China meet, the whole world watches.” China invited India to the Asia-Pacific Economic Cooperation (APEC) meeting in November, the first time India has been invited for the meet. Modi met Xi within three hours of his arrival in Fortaleza in Brazil for the BRICS summit of the Brazil, Russia, India, China and South Africa leaders. Xi also arrived in Brazil shortly before the meeting. “Both went straight into their first meeting here, indicat-

New Delhi, July 15 (iANS): Chinese choppers entered Indian territory in Uttarakhand twice in April and June, due to “differing perception of the LAC”, Defence Minister Arun Jaitley said Tuesday. In a written reply in the Rajya Sabha, Jaitley said a protest was lodged with the Chinese side by the Indian Army. “Two Chinese helicopters transgressed the Line of Actual Control (LAC) on April 30 and June 13, 2014, in Uttarakhand,” Jaitley told the house. “Due to differing perception of the LAC by both India and China, transgressions do occur,” he said. The minister added such issues are taken up with the Chinese army at different platforms. “Incidents of such transgressions are taken up with the Chinese side through established mechanisms such as flag meetings, border personnel meetings and normal diplomatic channels like Working Mechanism for Consultation and Coordination on India-China Border Affairs, etc.,” he said. “Protests were lodged regarding the above transgressions with the Chinese side in the flag meetings held May 5 and June 23, 2014, respectively,” he said. The LAC is a demarcation line that separates Indian-ruled lands from Chinese-held territory. It is the effective border between the two countries.

Change ground situation for political ‘Chipko movement taught world ahimsa’s power’ solution in Kashmir: Mehbooba Mufti New Delhi, July 15 (iANS): The PDP will contest the forthcoming Jammu and Kashmir assembly elections on its own, says party chief Mehbooba Mufti, while stressing the need of an improved “ground situation”, implementing suggestions for “self-rule” and understanding between the central and state governments for a political solution to the Kashmir issue. Mufti said the Narendra Modi government could start working on recommendations of working groups on Kashmir to make a difference to the situation on the ground in the state. She said her Jammu and Kashmir People’s Democratic Party (PDP) has so far not discussed alliances with anyone for the assembly elections slated for later this year but the party’s stance was nearly clear. “We have declared a large number of candidates. Only about 28 (in the 87-member assembly) are left. That almost says it,” Mufti told IANS in an interview here. The term of the state assembly, which has a six year tenure, will come to end in January next year. Asked about her party’s prospects, she noted it had led in 41 of 87 assembly segments during the Lok Sabha elections, where it won all the three seats in the Kashmir Valley. “You need 44 seats to form government. We are hopeful (of forming the government) by working harder in Jammu region and maintaining our lead in the Kashmir region,” she said. Mufti, who herself won from Anantnag, asserted “people want a change from misrule of National Conference-Congress government”. She said there was no possibility of an alliance with the Bharatiya Janata Party (BJP) as “our ideologies were different”. “Two opposite forces
should never join hands.” To another query, she said that her father and former state chief minister Mufti Mohammad Sayeed will head the government if the PDP wins unless the party favoured some other candidate. There was speculation about the Congress again joining hands with the PDP after party leader Ghulam Nabi Azad met her but Mufti denied the meeting had any political overtones, and said he only met her to congratulate on her election victory. On the PDP’s role in Lok Sabha, she said it will not oppose the Modi government for sake of opposition and will not hesitate to criticise where needed. About the Modi government’s Kashmir policy, she said it was too early to say but it had mentioned many times it wanted to follow policies of former prime minister Atal Bihari Vajpayee of winning hearts and minds of the state’s people. On what could be the starting point, she said that it should start working on recommendations of the five working groups, set up by the Manmohan Singh government in 2006, on several issues including improving centre-state relations, furthering relations across the Line of Control (LoC), giving a boost to economic development and ensuring good governance. “It will make huge difference on the ground,” she said, noting the recommendations, presently “gathering dust”, were “basically (contain) what we call self-rule”. The 2008 self-rule document of PDP, a framework for resolution of Kashmir problem “without compromising the sovereignty of India and Pakistan”, has suggestions for political restructuring and economic integration of the two parts of Kashmir.
Its self-rule framework suggests creating regional council of greater Kashmir with representatives from Jammu and Kashmir and Pakistan administered Kashmir, economic integration across the LOC by “establishing a common economic space, instituting a dual currency system and synergising regulations”. Calling for deepening economic integration by forming sub-regional groups, it seeks tariff reductions in “Greater Jammu and Kashmir” and later making it a “free trade area” which maintains its own external tariff on imports from the rest of the world. Mufti said the PDP was “working hard” for the assembly elections and was reaching out to people with the work done in its earlier stint in government (2002-2008) including three years when Sayeed was chief minister. On the return of Kashmiri Pandits, she said it was a human problem, stressing that “an atmosphere should be created that they feel secure. It is not possible by announcement”. Mufti also asserted that the political process for solution to the Kashmir problem cannot be taken forward unless there is improvement in the ground situation. “During our tenure, there was a change in the situation. Hurriyat Conference (moderate group) held talks with the NDA government,” she said. “The political process should start from Kashmir and New Delhi should follow it...Both the central and state government have to be together,” she said.She said that the external dimension has also to be addressed “and that includes Pakistan”. Mufti said that her party was in favour of opening up Kashmir, which could become India’s gateway to Central Asia.

The president also highlighted India’s efforts to preserve Mahatma Gandhi’s legacy. “Ahimsa is not just a method or an instrument. It requires recognition of the humanity of others, including the humanity of those we seek to challenge, including the state,” he said. “Bhatt has not only deepened our understanding of responsibility but also provided an object lesson to the world on the power of ahimsa,” Mukherjee added. Former prime minister Manmohan Singh, Culture and Tourism Minister Shripad Yesso Naik and diplomats from many countries attended the function at Rashtrapati Bhavan. The president also highlighted the culture ministry’s continuous efforts to preserve the legacy of the Father of the Nation. “The ministry has taken two significant and longlasting initiatives in this regard. In September last year, the Gandhi Heritage Portal was dedicated to the people of India and the world. “This is an authentic, comprehensive, open source digital archive of Gandhiji’s writings and the scholarly work around his ideals,” he said.

Naik hailed Bhatt’s contribution in educating villagers on the need to protect the environment and to create awareness about ecological conservation. “He was
one of the first voices against damage being caused by big dams,” he said. “His life’s work is also proof that we should proceed with caution with respect to the Himalayas, a region vital to our culture, history and future development but with sensitivity to the cultural and natural heritage,” he added. Previous recipients of the award include former Tanzanian president Julius K. Nyerere, social worker Baba Amte and late former South African president Nelson Mandela among others. The award carries a plaque, a citation and an amount of Rs.1 crore.

New Delhi, July 14 (Pti): The Centre is considering to amend the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act and to expand its presumptions such as punishment for neglect of duties by public servants not belonging to SCs and STs, the Lok Sabha was told on Tuesday. In a reply, Minister of State for Social Justice and Empowerment Sudharshan Bhagat said, based on the consultation process with all the stakeholders, amendments in the Prevention of Atrocities (PoA) have been considered. “Amendments to Chapter II (Offences of Atrocities) to include new definitions, to rephrase certain existing sections and expand the scope of presumptions. This includes substitution of Section 4 of the PoA Act, which relates to punishment for neglect of duties by public servants not
belonging to Scheduled Castes and Scheduled Tribes as well as their duties,” he added. Stating that the objective of the proposed amendments in the PoA Act is to deliver greater justice to SCs and STs, Bhagat said, it would be an enhanced deterrent to the offenders. The Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Bill, 2013, containing the aforesaid amendments in the PoA was introduced in the Lok Sabha in 2013. However, it was not taken up by the house for consideration and passing. The President promulgated an ordinance in the matter on March 4 this year. New Delhi, July 15 (iANS): Facing opposition heat, a cornered government Tuesday denounced yoga guru Ramdev aide Ved Pratap Vaidik’s meeting with Pakistani terrorist Hafiz Saeed and sought a report from the Indian High Commission in Islamabad. The government’s disapproval of the meeting with a man wanted in India came as an unrelenting opposition took on the Narendra Modi government in both houses of parliament, leading to repeated disruptions. For the second consecutive day, Vaidik claimed he met Saeed -the mastermind of the Mumbai terror attack and one of three terrorists India freed in 1999 after an Indian Airlines planed was hijacked -- as a journalist.
Both Monday and till Tuesday afternoon, the government only distanced itself from the controversial meeting saying it had nothing to do with it. It came out with a strong condemnation Tuesday evening. External Affairs Minister Sushma Swaraj told the Rajya Sabha: “The government totally disapproves of this meeting of Ved Pratap Vaidik... The government condemns this meeting with the Mumbai terror attack accused.” She said the National Democratic Alliance (NDA) government had nothing to do with the meeting and had “nothing to hide”. “We have sought a full report from the Indian high commissioner in Pakistan. Once the report comes, we will share it with the house.” Despite their ma-
jority, Bharatiya Janata Party members and their allies were mostly quiet in the Lok Sabha as the opposition MPs shouted slogans. The opposition was more vocal in the Rajya Sabha. Earlier, Sushma Swaraj and her cabinet colleagues tried to distance the government from the fallout of the Vaidik-Saeed meet. “Categorically and unequivocally, I would like to state that the government has nothing to do with Vaidik’s trip to Pakistan or his meeting with Hafiz Saeed there,” she said. “Neither before going to Pakistan nor after reaching there did he inform us that he is meeting Saeed... It was purely a private trip and a personal meeting.” The opposition onslaught began Tuesday with Congress vice president Rahul Gandhi call-
ing Vaidik, a journalist, a “RSS man”. Gandhi said his party was “curious” to know if the Lahore meeting between Vaidik and Saeed was facilitated by the Indian mission in Pakistan. “The question is whether the Indian embassy facilitated this event... Whether they helped this gentleman (Vaidik) in any way,” Gandhi told the media. He said it was a “known fact” that Vaidik was linked to the Rashtriya Swayamsevak Sangh. But Vaidik insisted for a second consecutive day that he met Saeed as a journalist. “I met him as a journalist. All doors are open for me. I am not close to anyone or any party. I am known as the greatest opponent of the Congress.” Terming Gandhi’s stand as “bogus”, he added:
“The Congress is associating me with the government so that they can attack them through me.” As soon as the Lok Sabha met, Congress members shouted slogans demanding an explanation from the government. Amid the din, Home Minister Rajnath Singh and Parliamentary Affairs Minister M. Venkaiah Naidu said the government was ready for a discussion. Leaders from the Congress, Left, Janata Dal-United and Trinamool Congress created a ruckus in the upper house, forcing two adjournments before noon. When the house reconvened, Leader of Opposition Ghulam Nabi Azad said the government must issue a statement as Vaidik’s conduct raised concerns over national security.

Battle resumes as proposed ceasefire collapses gAZA/JERUsAlEM, JUly 15 (REUtERs): Israel resumed air strikes in the Gaza Strip on Tuesday, six hours after agreeing to an Egyptian-proposed truce that failed to halt Hamas rocket attacks. “Hamas has fired 47 rockets since we suspended our strikes in Gaza (this morning). As a result, we have resumed our operation against Hamas,” an Israeli military statement said. Under a blueprint announced by Egypt - Gaza’s neighbour and whose military-backed government has been at odds with Hamas Islamists - a mutual “de-escalation” of week-old fighting was to have begun at 9 a.m. (0600 GMT), with hostilities ceasing within 12 hours. Hamas’ armed wing, the Izz el-Deen al-Qassam Brigades, rejected the ceasefire, saying its battle with Israel would “increase in ferocity and intensity”. But Moussa Abu Marzouk, a top Hamas official who was in Cairo, had said the movement, which is seeking a deal that would ease border restrictions imposed by both Egypt and Israel, had made no final decision on the proposal. Live television showed Israel’s Iron Dome anti-missile
system intercepting several rockets over the port city of Ashdod, where a factory was hit. Emergency services said no one was hurt. Sirens also sounded in areas up to 130 kilometres (80 miles)north of the Gaza Strip. The Qassam Brigades claimed responsibility for some of the rocket launchings. Speaking in Vienna, U.S. Secretary of State John Kerry supported Israel: “I cannot condemn strongly enough the actions of Hamas in so brazenly firing rockets, in multiple numbers, in the face of a goodwill effort (to secure) a ceasefire.” Gaza health officials said at least 184 Palestinians, most of them civilians, have been killed in eight days of fighting, the worst Israel-Palestinian flare-up in two years. Prime Minister Benjamin Netanyahu, whose security cabinet voted 6-2 earlier on Tuesday to accept the truce, had cautioned that Israel would respond strongly if rockets continued to fly. An Israeli official, speaking as the Israeli strikes resumed, said: “The prime minister and the defence minister have ordered the Israeli armed forces to take
powerful action against terrorist targets in Gaza.” Earlier, Sami Abu Zuhri, a Hamas spokesman in Gaza, said that demands the movement has made must be met before it lays down its weapons. Other Palestinian militant groups - Islamic Jihad, the Popular Front for the Liberation of Palestine and the Democratic Front for the Liberation of Palestine - also said they had not yet agreed to the Egyptian offer. Activist Malala in Nigeria: ‘Bring Back Our Girls’
ABUJA, JUly 15 (AP): Nigeria’s president promised Pakistani education activist Malala Yousafzai that he would meet with the parents of some of the 219 schoolgirls held by Islamic extremists for three months, she said Monday. Malala is celebrating her 17th birthday in Nigeria in an effort to work for the release of the girls from Boko Haram. “My birthday wish this year is ‘Bring Back Our Girls’ now and alive,” she said, using the social media slogan that has been picked up around the world to demand freedom for the girls kidnapped from a school in the remote northeast Nigerian town of Chibok before dawn on April 15. Boko Haram attacks continued over the weekend with witnesses blaming them for the bombing of a major bridge on a northeast Nigerian highway that further limits access to its base camps in the Sambisa Forest, where some of the kidnapped girls are believed to be held captive. Gunmen destroyed most of the bridge on the road between Maiduguri and Biu on Saturday night, making it impossible for vehicles to
cross, the spokesman for the Nigerian Vigilante Group, Abbas Gava, told The Associated Press. Malala, who escaped a Taliban assassination attempt in 2012, met with Nigeria’s President Goodluck Jonathan Monday and told reporters afterward that “he promised me that the girls will be returned as soon as possible.” She described an emotional meeting Sunday with some of the parents of the girls. “I could see tears in their eyes. Church of England says YES to women bishops lONDON, JUly 15 (AP): The Church of England ended one of its longest and most divisive disputes Monday with an overwhelming vote in favor of allowing women to become bishops. The church’s national assembly, known as the General Synod, voted for the historic measure, reaching the required two-thirds majority in each of its three different houses. In total, 351 members of the three houses approved of the move. Only 72 voted against and 10 abstained. Archbishop of Canterbury Justin Welby said the long-awaited change marks the completion of a process that started more than 20 years ago with the ordination of women as priests. He called for tolerance and love for those traditionalists who disagree with the decision. “As delighted as I am for the outcome of this vote I am also mindful of whose within the church for whom the result will be difficult and a cause of sorrow,” he said in a statement. British Prime Minister David Cameron called it a “great day for the Church and for equality.” Opponents argued that allowing women into such a senior position in the church goes against the Bible. WAshiNgtON, JUly 15 (iANs): Do you often dream about extraterrestrial life beyond earth? NASA scientists are engaged in proving your dreams to be true. In a panel discussion held at NASA headquarters in Washington, DC, experts outlined NASA’s road map to the search for life in the universe, an ongoing journey that involves a number of current and future telescopes. “Sometime in the near future, people will be able to point to a star and say: That star has a planet like earth,” said Sara Seager, a professor of planetary science and physics at the Massachusetts Institute of Technology in Cambridge, Massachusetts. The NASA road map will continue with the launch of the Transiting Exoplanet Surveying Satellite (TESS) in 2017, the James Webb Space Telescope (Webb Telescope) in 2018, and perhaps the proposed Wide Field Infrared Survey Telescope Astrophysics Focused Telescope Assets (WFIRST-AFTA) early in the next decade. These upcoming telescopes will find and characterise a host of new exoplanets - those planets that orbit other stars - expanding our knowledge of their atmospheres and diversity. “This technology

Brazil rethinks future after World Cup failure SAO PAULO, JULy 15 (AP): The World Cup held potential disaster for Brazil — the country, not the team. Yet the country pulled off a magnificent tournament, albeit with a few bumps. It's the team that has left many Brazilians wondering what went horribly wrong. The Cup was widely seen as theirs for the taking, especially on home turf. They finished in fourth place with their star badly injured and the brutal memory of a 7-1 rout by the Germans in front of a global audience. The most successful nation in World Cup history has been eliminated in three straight tournaments, enough to raise questions about whether it's doing the right things to keep up with countries that have dominated the sport in recent years. It's already clear Brazil won't be the same after the home tournament. A change in coach is certain after the confederation announced Monday that Luiz Felipe Scolari will not be returning, and new players will be joining Neymar and Oscar for the 2018 World Cup in Russia. Critics say bigger changers are needed, including in the local football confederation. The resounding 7-1 loss to Germany, which embar-
rassed the nation, could become a turning point for the national team. The semifinal defeat has everyone thinking about the need to rebuild. "We failed. We didn't play up to expectations, we know it wasn't a good tournament," said striker Neymar, who missed the last two matches because of a back injury. "We didn't play the kind of football that the Brazilian national team plays. It was just regular, and that's why we still reached the semifinals, but it wasn't Brazilian football, not the kind of football that enchants everybody." Brazil never displayed its traditional "Jogo Bonito," or "Beautiful Game," and ended the tournament with three wins, two draws and two losses, including 3-0 to the Netherlands in the third-place match on Saturday. "Brazilian football has to evolve in general," right back Dani Alves said. "We can't discredit the work that has been done by this team, but we have to find a way to start restructuring our football from the youth levels up." "We should thank him, but we need to choose new people with new thoughts about how to play the Brazilian way," said former Brazil star Zico, who also blamed Brazil's problems "on poor administration, a lack of structure and a vacuum of leadership." Scolari said Brazil is going through a period in which there are "fewer young promising players" in the country, and said that the confederation needs to "keep working" to make sure more appear in

MOSCOW, JULy 15 (AP): Brazil just barely managed to get everything ready in time for the World Cup. Russia insists it won't have any such problems in 2018, although the country faces other issues ahead of football's next showcase tournament — including the threat of racism and violence. Just like in Brazil, the sheer size of Russia is set to cause logistical challenges for organizers and fans alike for the 2018 World Cup, with thousands of kilometers (miles) separating some of the host cities. But the successful staging of February's Winter Olympics without any major organizational problems has raised Russians' confidence in producing a highclass tournament. After the games, Sports Minister Vitaly Mutko told parliament that Russia would avoid the "Brazilian scenario" of massive construction delays. Of the 12 stadiums in 11 host cities, two are complete but must be reconfigured to host football games. A third, the Spartak Stadium in Moscow, will open in September. The others, including Moscow's 81,000-capacity Luzhniki where the final will be played, are brand new projects where construction has either started or will begin this year. His best moment came against Uruguay in the last 16 when the ball arched towards him 25 metres out. BERlIN, July 15 (AP): Germany's World Cup-winning team returned home to share the country's fourth title with huge crowds of cheering fans on Tuesday. The team's plane touched down at Berlin's Tegel Airport midmorning after flying low over the "fan mile" in front of the landmark Brandenburg Gate. Captain Philipp Lahm led the team off the aircraft with the trophy held aloft, to cheers and a chorus of "Football's Coming Home" from fans on the airport's viewing terrace. He was followed by midfielder Bastian Schweinsteiger, draped in a German flag and sporting a bandage under his right eye, the result of a cut in the 1-0 win over Argentina in the final on Sunday. From the airport, the team set off for downtown Berlin in a bus painted with the years of Germany's World Cup victories: The previous occasions were in 1954, 1974 and 1990. The team climbed aboard an open-top truck for the last part of the trip to the Brandenburg Gate, inching its way forward through cheering crowds. Forward Lukas Podolski posted a selfie with Schweinsteiger and the trophy. He tweeted: "The Cup is in Berlin!!!" Mario Goetze, who scored the winner in the final, tweeted: "Wow, what's going on here ... AMAZING!" The "fan mile" started filling up hours before the arrival, with some waiting overnight to get a place at the front. No. 2 - THE BITE Uruguay striker Luis Suarez had been the two-goal hero of a 2-1 victory over England, but he turned villain in the next game against Italy by inexplicably biting defender Giorgio Chiellini towards the end. The Italians were still complaining when Uruguay scored from a corner to win 1-0 and reach the last 16. Suarez's joy at victory was short-lived, though, as his action touched off worldwide controversy and brought a nine-match ban from playing for Uruguay and four-month prohibition from football - the toughest sanction ever given at a World Cup. After initially clutching his teeth on the pitch as if he was the injured party, Suarez eventually apologised and Chiellini forgave him. The incident did not stop Suarez's 81 million euro ($111 million) move to Barcelona. No. 3 - THE WINNER Bayern Munich midfielder Mario Goetze had been having a disappointing tournament for Germany and was dropped in the latter stages. But that all changed after he came on as a substitute in the final against Argentina. In the 113th minute, with the score at 0-0 and penalties looming after a tense game where both sides missed good chances, the 22-yearold creative midfielder received a cross from Andre Schuerrle. He controlled it on his chest and slammed it past Argentina's Sergio Romero to win the game, send his homeland into raptures and write himself into football history. No. 4 - THE FOUL Brazil's World Cup effectively ended when Colombia defender Juan Zuniga charged into their marquee striker Neymar with a raised knee during a rough quarter-final. Neymar, whose four goals and exuberant play had carried the team, left in tears on a stretcher with a broken vertebra. Brazil won that game 2-1, but the emotionally fragile team collapsed afterwards, losing 7-1 to Germany in the semifinal and 3-0 to the Netherlands in the thirdplace playoff. No. 7 - THE DANCE No-one shakes it like the Colombians. Their joyous, hip-swaying goal celebrations will live long in the memory, much as Cameroon's did back in 1990. It was left back Pablo Armero, with a history of dancing for club and country, who led the way after scoring against Greece in their opening game in the fifth minute. The rhythmic 27-year-old raced to his bench, crossed himself, called team mates around, and then led a clearly rehearsed but nonetheless fabulous dance of salsa steps and raised arms that quickly went viral back home. The dances kept on coming as Colombia fired in 12 goals and reached the last 16 for the first time since 1990. Only Ghana ran Colombia a close second with their moves, striker Asamoah Gyan leading the team in a leg-cocking 'chicken' dance after scoring against Germany. No. 8 - THE HEAD-BUTT Cameroon's miserable World Cup hit a shocking low when defender Benoit AssouEkotto head-butted team mate Benjamin Moukandjo towards the end of their 4-0 capitulation to Croatia. Players from both teams intervened to halt the shameful scuffle that symbolised the chaos in the 'Indomitable Lions'. "Such behaviour is really disgusting, it won't do, it's impossible," said coach Volker Finke. Earlier in the same game, midfielder Alex Song was sent off for bizarrely elbowing Croatia's Mario Mandzukic in the back right in front of the referee. And all that after a team strike over money prior to departure for Brazil, and injury to captain Samuel Eto'o. No. 9 - THE PRAYERS Algeria ended their 28-year-old wait for a World Cup goal when Sofiane Feghouli converted a spot-kick in the 25th minute to give them a 1-0 lead over Belgium. The players, representing the only Arab nation at the World Cup, wore their Muslim faith proudly by kneeling in prayer to give thanks for the goal. The north Africans lost that game 2-1, but went on to score another six goals in a surprisingly fruitful campaign which ended with a 2-1 loss to Germany in the last 16. No. 10 - THE CROSSBAR In the dying seconds of extra time with the score at 1-1 in their last-16 game, Chile striker Mauricio Pinilla hit a thunderous shot that rattled off the crossbar to leave Brazil counting their lucky stars as they went to penalties. Chile lost the shootout, but had Pinilla's shot gone just slightly lower, he would have become a national hero by overturning a painful history of defeats by Brazil, who also knocked them out of the 2010, 1998 and 1962 World Cups.
