Thousands of people from all walks of life turned up to pay their last respect to Isak Chishi Swu, who was brought home today wrapped in the ‘Star and Rainbow’, the Naga flag. Fifty eight years after struggling in the quest of the Naga ‘Promised Land’, the NSCN (IM) Chairman, Isak Chishi Swu, who passed away on June 28 in New Delhi, will finally be laid to rest in his native village Chishilimi in Zunheboto district on July 2. Traffic on the NH-2 stretch leading to Dimapur Airport almost came to a standstill late Thursday morning as thousands of mourners and well wishers made their way to the Dimapur airport to receive the mortal remains of the departed leader. At the airport, many clutched on to the Naga flag as they waited patiently for around three hours waiting for the coffin in the humid weather. The public memorial service, co-organized by Naga Hoho and Eastern Nagaland Public Organization (ENPO), held at Agri Expo site, started with the solemn hymn “It’s not an easy road’ and invocation by General Secretary, NBCC, Rev. Dr. Z Keyho offered benediction. Nagaland State Chief Minister, TR Zeliang, led the scores of representatives from Naga tribal bodies and civil society in laying wreaths and offering condolences. On behalf of the Government of Nagaland and all elected members of the Nagaland Legislative Assembly, the CM expressed pain and grief. “He is one of the greatest Naga leaders of our times; a great and Inspiring Naga freedom fighter who believed in the power of truth and non

violence, a true gentleman, a man of principle; and above all, a great believer and a faithful servant of God,” the CM described Swu. Zeliang stated that Swu had chosen to take a difficult road, that many educated people of his time considered unpractical, fraught with much risks and full of uncertainties. “However, Mr. Swu was convinced that the Naga struggle at that time needed educated Nagas like him to spearhead the movement, and he volunteered himself for the Naga cause,” he added. Terming Swu’s passing away at this juncture of the Naga peace talks tragic and lamentable, Zeliang stated that “the best tribute we, the Nagas can pay him now is to unite and to strive together to realize and fulfill his dream; that is the peaceful and honourable settlement of the Naga political issue.”

Chairman of the memorial service, Neingulo Krome, also read out the condolence message of Nagaland Governor, PB Acharya and Rajya Sabha MP, KG Kenye. The Forum for Naga Reconciliation (FNR) said Swu was “one of the sturdiest and firmest of Naga spirits.” “His life was a grand epic, a tale woven by God Himself”, said the FNR convenor, Rev. Dr. Wati Aier, in his condolence speech. He also said the Swu, who was passionate on reconciliation among Nagas, should serve as an inspiration for Nagas to conquer all forms of “alienation and separation amongst us.” Presidents and representatives from apex Naga tribe bodies and civil society including Naga Hoho, ENPO, Naga Mothers’ Association, Eastern Naga Women Association, United Naga Council, NPMHR, NSF, ENSF, Naga-

land GBs Federation, Nagas from Arunachal, NC Hills, and from Eastern Naga (Myanmar) also read out their respective condolences. The Naga Hoho informed that the Naga organizations have resolved to erect a monument in memory of Swu at Kohima in the near future. During the laying of wreaths, many could not hold their emotions as the Naga Choir led by James Swu sang one of Isak Swu’s favourite hymn “Abide with me.” Eustar (Khulu), the wife of the departed leader, gave a heart wrenching testimony of her 40 years association with Swu. She spoke of how Swu had planned to pursue missionary studies, but decided against it and rather joined the Naga movement to fight for his people. Vicar general, Rev. Fr. Carlos Neisalhou pronounced the benediction.

DIMAPUR, JUNE 30 (MExN): NSCN (IM) General Secretary, Th Muivah, and leaders from different Naga political groups and NE revolutionary groups paid their final respect and tribute to late Isak Chishi Swu, one of the “tallest and most respected revolutionary figures in South East Asia.” Muivah, one of Swu’s closest companions and comrade-inarms, in his impassioned speech said for the past 52 years he and Swu had walked together both in treacherous and good times (at home and abroad) and that they never missed the opportunity to understand each other. “We understood together the purpose of God for the Nagas. We were happy because that was the conviction we had and we did not betray each other but walked together along this line. I cannot think of the loss when I talk…. It pains me beyond words. How can you afford to part with a man like Isak?” said Muivah, who broke down twice during his speech. In all humility, the NSCN (IM) General Secretary said it was under the stewardship of late Isak Swu that Naga negotiations and peace process leading to the latest ‘Peace Agreement’ have come thus far. He said under Isak Swu as Chairman, the Indian leaders have at last come to understand and respect the “uniqueness of Naga history and position” and that they have become more rational unlike the past when many Indian leaders threatened to annihilate the Nagas from the face of the earth. “The way to the Naga future is already paved. Now GoI can never betray us. But are we Nagas ourselves prepared for the change?” Muivah asked and cautioned Nagas on the danger of “self-destruction.” Muivah also recalled Isak

NEw DElhI, JUNE 30 (IANS): Participants at a meeting on ‘Advancing Global Health Security’ in Indonesia, organised under the aegis of WHO, said they will strengthen capacities to cope with the outbreak of Ebola, Zika and other dreaded diseases. “They accepted that only about one third of countries in the world have the ability to assess, detect and respond to

public health emergencies. Diseases like Ebola, Zika, yellow fever and other recent outbreaks have exposed these weaknesses at national, regional and international levels,” said a statement issued by the WHO. The 3-day meeting on ‘Advancing Global Health Security: From Commitments to Actions’ ended in Bali, Indonesia, on Wednesday. It brought together 250 participants from

52 countries representing 28 different organisations. “Fortifying health security in today’s world must be a key priority of governments, multilateral agencies, development banks, and non-government organisations the world over. What matters most is maintaining the momentum and turning that into real, tangible results,” said Poonam Khetrapal Singh, Regional Director,

DIMAPUR, JUNE 30 (MExN): A joint meeting between the mediators and representatives from the Chang Khulei Setshang, the Yimchungru Tribal Council (YTC) and the Convener of the peace committee ENPO was held at the Nagaland Commissioner’s office on June 29. A statement from the mediators in the peace initiative informed that the meeting in connection with the ongoing initiative to restore normalcy between the Chang and Yimchungru communities. Six representatives each from the various bodies attended the meeting. The meeting discussed the various vexing issues confronting the peace initiative. The mediators stated that significant progress has been made during the last few months on the peace initiative where the approaches of both the CKS and the YTC towards the issue are reconciliatory and accommodative, without being retaliatory or confrontational. “This approach which could be termed as a dawn of hope

for permanent peace is commendable,” they stated. The meeting stressed on the need for the restoration of lasting good neighbourly relationship between the two communities, and asserted that a time has come for peace settlement and not confrontation. “This is a dire need for both the communities to embark on the principle of forgive and forget policy, recognising the indispensability of the Changs and Yimchungrus to live as good brotherly/sisterly neighbours,” the mediators observed. “...on the principle of forgive and forget, one should be prepared to give to enable to receive,” the meeting noted while discussing that to achieve the goal of lasting peace, one should have the courage in admitting ones mistake and apologise for it. According to the statement, the one “grey area” that the meeting faced was in relation to the “contradictory views held by the two communities on the issue of boundary between Chendang and Yakor villages.”

“However, after a marathon debate on the issue, it was finally resolved that the mediators will conduct a spot verification inviting all the aggrieved villagers to present their own views in a joint meeting,” the mediators informed. The meeting resolved that following the hearing from all said villages (Yakor, Chendang, Saddle, Panso), the mediators will forward their recommendation to the state government for approval. “This was resolved with the full endorsement by both, CKS and YTC,” they informed. A joint meeting between Kuthur and Tuensang villages will also be held under the sponsorship of the mediators. The meeting resolved that the CKS and YTC will move the SIT to complete investigation on the disappearance of one Hanjila and her daughter at the earliest. “No retaliatory action with tribal colours will be resorted to as and when the investigation is completed,” it added. It further agreed to a “peace feast” on completion of the peace initiative, which will be

arranged by the ENPO at an appropriate time. Meanwhile, regarding the case of late Chipong Yimchunger who was pulled out from the Civil Hospital, Tuensang and “lynched by a mob,” the mediators stated that the CKS has agreed to formally extend apology to the YTC “on the principle of forgive and forget.” “The same yardstick will be applied in the case of late Thongsomong, late Chingmak, late Chungma, and late Chaang,” they added. In all the above cases, the statement informed that “the deceased were murdered by unidentified miscreants but since the death occurred in a particular jurisdiction, the tribe under whose jurisdiction such incidences took place will extend apology to the tribe of the victim on forgive and forget principle.” “This principle will equally apply to those communities whose properties were either destroyed or had undergone physical and mental suffering or had hurt through the media,” it added.

Swu’s last speech on the need to forgive one another and Naga unity. Ato Kilonser, GPRN/NSCN, N Kitovi Zhimoni, in his speech recalled how he first met ‘Asü Isak Swu’ in 1987 when he joined the NSCN. “Then Asü Isak told me that without God, all will be in vain. He also gave me a Bible verse to remember about seeking first the kingdom of God. It was Mathew 6:33”, Kitovi said. He lamented how after 23 years of separation he met Asü Isak again in 2010, as part of the Naga Reconciliation process. Acknowledging late Swu as a “true Naga leader”, Kitovi added that Swu’s death should teach Nagas how to live together. President of NNC and old comrade of Swu in the NNC days, General Thenuoselie Keyho, in his speech said “I cannot help but admire his (Swu’s) commitment to the Naga people and his unflinching faith in God. It saddens me that before we could see the light at the end of the tunnel, before we could shake hands again, he has to meet his creator”, Keyho said. “Isak for a long time and for all our differences, personal or ideological; I cannot help but to admire his commitment to the

cause of the Naga people and his unflinching faith in God,” he stated. ULFA (pro-talks) Chairman, Aurobindo Rajkhowa, who attended the memorial service, said he had come to pay “revolutionary tribute to the tallest and most respected revolutionary leader of SE Asia” and that all freedom loving people of Assam joins him in mourning. Rajkhowa said Swu had shown a new path in resolving conflicts through peaceful means. NSCN (IM) Vice Chairman Kholi Konyak, said though the occasion was one of mourning, yet he was happy to see all revolutionaries and leaders coming together despite differences. Recounting Swu’s unwavering faith in God and his commitment to the Naga people, Kholi appealed for all Nagas to unite. NSCN (Reformation) President, Wangtin Naga, said Nagas are blessed to have a leader like Swu and confessed that “Baba Isak Swu’s” sacrifices had inspired many young Naga patriots including himself to join the Naga movement. A condolence message from former Mizo National Front Chief, Zoramthanga was also read out during the event.

ENSF declares ‘Day of Lament’ on July 4 DIMPUR, JUNE 30 (MExN): The Eastern Naga Students Federation (ENSF) has declared “a day of lament” on July 4 as a sign of paying a tribute to Isak Chishi Swu. The Federation has appealed to all the six federating units (KSU-Konyak, CCSU, PSC, YAA, USSC & KSU-Khiam) to strictly monitor in observing & in honouring it within its respective jurisdiction. It asked all Educational Institution within the eastern jurisdiction to remain closed hence, and requested all the concerned authority to comply with the appeals from the Federation in good faith. “The Federation, while mourning “the Great lost”, Prays that his “Reverend soul” would teach every Naga leaders with a true spirit of “Oneness and Equality,” stated a press note from the ENSF.

Rengma frontal orgs inform DIMAPUR, JUNE 30 (MExN): The Rengma Hoho and its frontal organizations have informed that it will organise a public reception at Phenwhenyu and Pughoboto Junction (Tseminyu) on July 1 “in honor of the departed Naga Legend”. A press release from Kenneth Kath, President, Rengma Selo Zi, on behalf of Rengma Hoho Organising Committee informed all the Rengma village councils, organizations and concerned members to gather at Phenwhenyu junction for the reception. Resentment over ‘ineffective operation’ of PHED Pfutsero

Pfutsero, June 30 (Mexn): The Kalos Society, Pfutsero has appraised its resentment over the “ineffective operation” of the PHED Pfutsero Sub-Division, under Phek District. Stating that “PHED Pfutsero is not functioning effectively” the Kalos Society, Pfutsero in a press release said, “There are certain flaws in its administrations which are far behind anticipation. It is discouraging to notice that the services rendered to the public are beyond comprehension. It has bewildered and tormented the peaceful mind of the common people.” Witnessing the undue hardship and sufferings of the public, the Society has drawn the attention of the authority concerned to vigorously retrospect the awkward services of the PHED Pfutsero. The Kalos Society further alleged that officials posted at PHED Pfutsero Sub-Division are very irregular in dispensing their du-

ties which is so intimidating. The Society cautioned those erring officials to be more regular in their duties for the welfare of the public and to prevent any untoward consequences. “It is so disheartening to notice that water supply is unparalleled in its distribution. Needless to say, the outdated pipes has been corroded which needs to be replaced,” added the society. The press release continued that “furthermore, it is most embarrassing and indecent on the part of Department with regard to monthly bill. Bill continues even though there is total disconnection for months due to damage or renovations.” Therefore, the Society questioned, “If it was wise to charge without rendering the service? Is the Department really doing justice to the users? The authority concerned should look into the matter at the earliest and markdown the bills for those unattended services.” The Society maintained

that the basic amenities in the office are not satisfactory and are questionable; lack of proper infrastructures (tables, chairs, lockers etc), inadequate stationeries, no computers, insufficient stocks (pipes, sockets, joints etc) and absence of maintenance fund. Perceiving the existing demeanor and inadequate amenities in the Department, the Kalos Society questioned how the administration, public leaders and other NGOs remain silence when the basic necessity has been missing. It would be desirable and applauding on the part of authority concerned to retrospect and reflect the undue hardships faced by common people at this juncture. “This regular trend of ineffective operation will eventually endure unbecoming situation which deems to arise public outrage and the authority concern are to be solely responsible for it,” the Society added.

DiMaPur, June 30 (Mexn): The Excise Narcotic Cell Duty party manning the enter-state check gate at Khuzama intercepted one Ashok Leyland truck bearing Regd No. PB10BS-2713 and seized 1620 kgs of contraband ganja neatly packed in 114 polythene packets and concealed inside secret chamber of the vehicle. In this connection, the driver of the vehicle, Kuldeep Singh, 36 years was arrested and forwarded to judicial custody booked under Sec 20 (b) of NDPS Act’ 85. DiMaPur, June 30 (Mexn): The Humsafar Trust, a community based organization from Mumbai organised three days training programme for health care provider on sexual and reproductive health of MSM (Men who have sex with men) with collaboration with Nagaland State AIDS Control Society (NSACS) under project DIVA with support from United Nations Development Program (UNDP). The training was organised from June 28 to 30 at Hotel Lake Shilloi, Dimapur. Special grants to six backward tribe students

KohiMa, June 30 (Mexn): The Department of Underdeveloped Areas (DUDA) will be providing special grants to students belonging to the six designated backward tribe students namely Chang, Khiamniungan, Konyak, Phom, Sangtam and Yimchungru who passed out HSLC in 2016 from schools located in four districts of Tuensang, Mon, Longleng and Kiphire and whose parents are permanent residents of the four districts. This scheme is only for orphans or children of farmers or students who come from economically poor background. Children of fixed pay or work charge employees of state government can also apply. Eligible students who have passed the qualifying examination with minimum mark of 55% and above can apply. AGP opposes auctioning of 12 oilfields in Assam

Guwahati, June 30 (Pti): Asom Gana Parishad, an ally of ruling BJP in Assam, today opposed the auctioning of 12 oilfields in the state and appealed to the Centre to reconsider the decision. In a crucial and urgent meeting of its 'Decision Making Committee', AGP resolved to hold its old stand on not supporting privatisation of natural resources of the state. Addressing the media after the meeting, AGP General Secretary Ramendra Narayan Kalita said: "Our stand is clear. We do not support the ongoing process to auction 12 oilfields of Assam. We appeal to the Centre to reconsider its decision

to privatise the oil sector." AGP will hold discussion with both state and central governments regarding the issue, he added. Kalita said AGP favours to implement the Assam Accord in true spirit, and hence there should not be any attempt to hand over the state's natural resources' to private companies through auctioning or any other means. "AGP has always been protesting any move to shift control of Assam's resources' to private companies and it will continue to do so in future. Nabachandra and his driver Leishangthem Sanjit were killed on April 21 night within the camp of 7 Manipur Rifles at Khabeishoi in Imphal East district. Red army, the military wing of PREPAK, an outlawed underground organisation, had claimed responsibility for the crime. Manipur's Director General of Police L. M. Khoute said said: "A person staying within the complex was picked up and he spilled the beans on the crime, leading to the arrest of five more persons." Khoute said the accused belong to Kangleipak Communist Party (Malem Nganba group).

Another rhino killed in Assam Guwahati, June 30 (ianS): A one-horned female rhino has been killed in the Orang National Park in Assam. The suspected poachers took away its horn, forest officials said on Thursday. "The carcass of a female rhino was recovered on Thursday and the horn was missing," a forest official said. The poachers seem to have killed the rhino on June 27. The forest guards reportedly heard gunshots in the park that day. But a search operation revealed nothing then. This is the 10th one-horned rhino to be killed in Assam since January and the third after a BJP-led government took charge in the state. The poachers killed two rhinos at the Kaziranga National Park earlier this month. One rhino was killed when Forest Minister Pramila Rani Brahma was camping in the park. Although Chief Minister Sarbananda Sonowal had personally taken up the matter, the poachers appear to be operating with impunity.

imPhal, June 30 (ianS): Hundreds of trucks were stranded in Manipur after heavy rains caused landslides in Tamenglong district, officials said. The trucks are loaded with construction material and consumer items and were coming from West Bengal, Assam and Meghalaya to Manipur. Their movements have been hit since Wednesday night, the officials said. Trucks going from Imphal to other states were also stranded along with buses and private cars. District officials told IANS over the phone that if there were more rains in the coming days, the situation would worsen. Officials and labourers of the Border Roads Organisation are working round the clock to clear the landslides. The stranded motorists and passengers were facing major problems, including shortages of food, on the hilly highway, the officials said. The women passengers battled with lack of privacy. The National Highway 37 passing through Tamenglong, Imphal East and Imphal West districts is one of the two lifelines of Manipur.

Advisory on issue of clogged drains Kohima, June 30 (Dipr): The Deputy Commissioner Kohima, Rovilatuo Mor, IAS has informed that with a view to address the issue of clogged drains and poor road conditions, a meeting was held with PWD (R&B), PWD (NH), BRTF, Police and KMC on May 2 where the following advisory has been issued for the general public and government departments/agencies undertaking construction of roads under Kohima district: All approach roads connecting to the National Highways shall maintain a minimum vacant space of 2(two) meters from the edge of blacktopping for the purpose of drainage, etc.; All construction of approach roads to National Highways shall ensure to keep the drainage open for free flow of drain; All construction of approach roads, private or public, touching National Highway shall henceforth require an NOC from the concerned department i.e., PWD (NH) or Border Roads Organization as the case may be. 6369 persons arrested for drugs, liquor related crime in April-May Dimapur, June 30 (mexn): The State Excise Department today claimed that it has recovered large haul of illegal liquors and drugs during the month of April- Month and arrested 6369 persons in this connection. The Deputy Commissioner of Excise (HQ), Limawati Ao in a press note said the arrested individual consist of 87 persons for drug related crimes and 6280 for liquors. In the category of drugs,

the seized items include 1570 Kgs of Ganja, 22 grams of Brown Sugar, 2726 bottles of cough syrup and 110645 tablet capsules of assorted illegal drugs in 82 case detected in that period. During the same period, the Excise department detected 6280 liquor related cases and seized 160560 bottles of assorted liquor and 7752 litres of illicit liquor, the official said adding that the total market value of the destroyed seized articles amounted

to Rs. 2.25 Crores in the market. The official said all drug peddler were booked under NDPS Act, 1985 while the liquor offenders were penalised under NLPT Act 1989. In its drive to check and curb illegal sale, possession, smuggling and transportation of liquor or drug in the state, the department is conducting round the clock surveillances, it maintained and urged support and cooperation from the general public.

A lineman of the power department died in a tragic incident in Dimapur on June 30 after falling off an electric pole. According to sources, the deceased was doing repairs at a distribution transformer at Marwari Patti when the incident occurred at around

9:30 am. As per the report, he made contact with a livewire when he climbed a pole flanking the transformer. The shock threw him to the ground further sustaining head injury as a result of the fall. He succumbed on way to hospital, the sources said. He was identified as only as Hokovi, a workcharge fieldworker of the department.

IFDOL conduct follow up leadership programmes

Tuensang, June 30 (mexn): As resolved during the 4th annual Institute for Development of Leadership (or IFDOL) held at Clark Theological College (CTC) from April 18-28, 2016 by the six Baptist Associations in Eastern Nagaland, the first phase of the follow up leadership development training was held at Tuensang district from June 27-29, 2016. During the three day training, the IFDOL team led by project director NukluPhom (executive secretary of PBCA) and IFDOL consultant, Rev DrTakatemjen (former principal CTC and President, NEALEAST) conducted the training in different areas under Tuen-

sang district. They trained and interacted with more than four hundred church workers (pastors, church women leaders), tribal and public leaders of four eastern Nagaland tribes. The main aim of the follow-up leadership training was to highlight about the ‘Simply Telling Stories’ or STS to the church leaders of eastern Nagaland. It was resolved during the 4th IFDOL programme in April, 2016 to visit all the six Baptist Associations in Eastern Nagaland and conduct training for the Simply Telling Stories to the church leaders in eastern Nagaland. The STS is about talking the Bible in a simple way. It targets the fathers in the society to gather in groups and read the Bible passages and discuss among themselves in their own

way at their own convenient time. During the follow-up leadership training programme, the two resource persons covered different topics for the church leaders, the tribal and public leaders, and the women leaders. They dwelled on the problems faced by the churches, the issues confronting the youths, environment and the need to conserve biodiversity, family and children etc. The training programme was well received by the participants who came from even the remotest part of the district. andLongleng in the month of July, 2016. Rwanda and Juliet meet in ‘reconciliation theatre’

W

hen director Ben Proudfoot took on a project to follow retired Dartmouth University professor Andrew Garrod to Rwanda, he was perhaps a little unprepared for the movie he was about to make. Then just 22, he made a spur of the moment decision to film the 67-year-old academic’s trip to Kigali to put on a Shakespearean theatre production. “I talked to Andrew on Skype and he is such a character, he really had his ideas about how this was going to go and I basically dropped everything and shot this film,” Proudfoot told the Thomson Reuters Foundation at the Sheffield International Documentary Festival. Garrod’s vision was for a Rwandan version of Shakespeare tragedy Romeo and Juliet, supplanting Capulets with Hutus and Montagues with Tutsis. Garrod’s play was an attempted reconciliation theatre, using young actors to address the legacy of the 1994 Rwandan genocide in which more than 800,000 Tutsis and moderate Hutus were killed in 100 days of slaughter. “I think the challenge is today is how do you reach an audience, an audience who doesn't know about the subject. The people who understand and know the weight of the Rwandan genocide, already understand and know the weight of the Rwanda genocide and making another documentary that appeals to that demographic isn't necessarily going to move the needle,” Proudfoot said. Mixing backstage documentary with on-stage drama, “Rwanda and Juliet” portrays today's young Rwandans navigating life more than 20 years after the genocide. The play had a cast of Rwandans who have firsthand experience of the massacre, such as Clarisse, a young actress with a Hutu mother and Tutsi father who joined the play in order to reconcile her parents. But Garrod's boundary- pushing ideas didn't always play out well with the young actors, said Proudfoot, and even the play’s local producers were sometimes uneasy, despite his well-intentioned premise of fostering reconciliation. Backstage, the play’s fierce Juliet, Tete, who Proudfoot calls “the most interesting character,” at one point has very negative feelings about the production and questions Andrew's motivations for producing the play. “When you leave here, back to America or wherever, tell your white people, your white friends not to come back to Rwanda again talking about reconciliation, we don’t need it anymore,” she says in the film. "I don’t feel like it is the right time to have this play just for teaching people about reconciliation, because we already have reconciliation [….] we don’t know who is Hutu, we don’t know who is Tutsi and we don’t care about that.” The talented cast thrive in Shakespearean scenes devised to be spoken in English, French and the local Kinyarwanda language but a final pivot to the story sees the production turned on its head and many of the cast in revolt. Although ultimately it fails to answer the big questions it poses about the redemptive power of theatre versus well-intentioned but naive Western altruism, the themes linger as the film draws to a close.

ujarat and Delhi are India’s most investment-friendly states. Bihar and Jharkhand are the worst. Andhra Pradesh and Tamil Nadu are the most corrupt states for doing business. West Bengal is the most difficult for land acquisition, environmental clearances and approvals. These are the findings of the recent “The NCAER State Investment Potential Index”, released by the National Council for Applied Economic Research (NCAER), which evolved an index to grade states on five main issues: Labour, infrastructure, economic climate, political stability and governance, and perceptions of a good business climate. The report contains two types of rankings: First, N-SIPI 21, an index that ranks 21 states on the five issues, including through industry surveys; second, N-SIPI 30 which includes all states - including nine not covered by industry surveys and are based on four issues, excluding perception. The data reveals that Gujarat tops the N-SIPI 21 index, followed by Delhi and Tamil Nadu, while Delhi, Gujarat and Tamil Nadu top the N-SIPI 30 index. Bihar and Jharkhand fall in the bottom five states in both rankings. In May 2016, the Department of Industrial Policy and Promotion (DIPP) listed how Delhi’s ruling Aam Aadmi Party was making it easier to do business, adding that the Centre was working with Delhi and Maharashtra to propel India’s rank into the Top 50 in global ease-of-doing-business rankings. Corruption is the biggest issue faced by businesses, getting approvals comes second A whopping 79 per cent of industry respondents said corruption was a major issue, followed by approvals before starting business (72.1 per cent) and getting environmental clearances (66.7 per cent). Earlier this year, India was ranked 76 out of 168 countries in Transparency International's Corruption Perception Index 2015. In a recent editorial on crony capitalism, however, The Economist said: “Encouragingly, India seems to be cleaning up its act. In 2008 crony wealth reached 18 per cent of GDP, putting it on a par with Russia. Today it stands at three per cent, a level similar to Australia. The pin-ups of Indian capitalism are no longer the pampered scions of its business dynasties, but the hungry founders of Flipkart, an e-commerce firm.” Bengal worst in land acquisition, environmental clearances and getting approvals Up to 82 per cent of respondents reported that they had problems in acquiring land in West Bengal, whereas only five per cent reported having any problem in Uttarakhand. More than half of respondents (54.3 per cent) reported that environmental clearances were a “severe” problem in West Bengal; 11.4 per cent said it was not a problem. It was easiest to get such clearances in Himachal Pradesh, with no more than 2.5 per cent of respondents reporting it as a “severe” problem, while 87.5 per cent said it was not a problem at all. In terms of getting approvals for business, West Bengal was, again, the worst, with 68.6 per cent reporting a “severe” problem; 5.7 per cent said it was not a problem. Himachal Pradesh performed the best with no respondent (0 per cent) reporting approval problems. Andhra Pradesh and Tamil Nadu report most corruption issues In Andhra Pradesh, 74.3 per cent of respondents reported corruption as a “severe” problem; no one (0 per cent) in Himachal Pradesh reported corruption as a “severe” issue.

How Somaliland made its govt work for the people Parliamentary strengthening in Somaliland transformed its legislature from a 'rubber stamp' for the executive to a transparent law-making group that incorporates citizen input into decision making

I

t is fitting to discuss the challenges to parliamentary strengthening projects near the June anniversary date of President Ronald Reagan’s Westminster Speech. During this speech, delivered 33 years ago to a gathering of British MPs and other invited guests at Westminster in London, President Reagan laid out his vision on how to support the institutions of democracy in developing nations. This vision, buttressed with previous efforts of Democratic congressman Dante Fascell, planned for support to political parties, chambers of commerce, and trade unions in nations in transit. Over time, work with parliaments was included and has become a key component of the democracy promotion quiver. Now, more than three decades later, with democracy promotion a field of study in its own right, work with legislators is often front and center in the types of activities undertaken to shore up the democratic process of a country. The International Republican Institute (IRI) was one of the institutions created in the United States to address President Reagan’s vision. IRI has worked over the past decades with parliaments in dozens of countries around the world, in projects ranging from training newly elected members of national assemblies and their staff to working work with citizens on how to engage their elected representatives. This work is not without its challenges, and two key principles have underscored IRI’s approach to parliamentary strengthening programs. The first principle is the need to address work with legislatures from the perspective of how democratic governments should work, i.e. that they should represent the will of the people. From this perspective, it is necessary to consider parliaments as only one part of the process, with citizen input a key additional factor. The second principle is the important need to look at obstacles to parliamentary strengthening programs from the specific country context. In her recent article 'How to navigate trade-offs to parliamentary strengthening', Susan Dodsworth uses ‘adaptation to political context as a guiding principle’. She goes on to look at the age of legislatures and the nature and extent of social cleavages in the relevant political landscape as other factors that influence the efficacy of parliamentary strengthening programs. These additional factors are important in influencing program success, but for IRI, her guiding principle of context is paramount in program design. This paper will review a case study in which political context was duly considered and reflected in program design and implementation. When considering that democratic governments are meant inherently to represent the will of the people, the legislative branch is at the heart of this responsibility. To ensure legislatures are appropriately addressing their responsibility, IRI looks at what it calls the feedback loop, where government officials and institutions are accountable, responsive and transparent to citizens, and citizens have a say in decision-making. Programs – and more importantly, legislation – will be stronger if they include components of constituent engagement.

At the core of any work to strengthen democratic governance must be a component to ensure that legislators understand their role as representatives of citizens. The most effective parliamentary strengthening projects will include citizen input into the legislative process, a loop that is essential in ensuring citizens participate meaningfully in decision-making. In its work around the world, IRI addresses each of its parliamentary strengthening programs as a unique program, and one that is distinctly tailored to meet the specific country context. This approach, together with the ability to adjust course on the ground to meet program partner needs, helps to alleviate challenges to country political context and to ensure the efficacy of parliamentary strengthening programs. A case study in Somaliland underscores the importance of not approaching parliamentary strengthening programs with preconceived notions. In Somaliland, where IRI worked for more than a decade, the funding agency wanted to ‘enhance the ability of Somaliland’s parliament to develop effective and informed policies that address top national issues’. The challenge was that the national assembly of Somaliland at the time could be characterized as a ‘rubber stamp’ for legislation drafted and promoted by the executive branch. Members of and structures within the lower house had little to no capacity for legislative research, drafting or debate, and members lacked the ability to coalesce around policy issues. The lack of independent debate was part of the culture of parliament and there was little understanding of how to formulate legislation, and although parliamentary committees did have authority to initiate legislation, it had never been done before. To address this challenge, in 2011, IRI held exploratory meetings with members of parliament to consider the possibility of introducing multi-partisan, issue-based caucuses in the Somaliland House of Representatives as a vehicle for issue-based policy development by the legislature. Multi-partisan caucuses are often an effective solution when partisan identities prove a distraction to policy development, such as when parties exhibit a weak ideology or underdeveloped policy agenda. This was the case in Somaliland at the time. Two key components of the success of this program was ensuring that MPs would determine the themes to be addressed by the caucuses and that caucus formation did not compete with committee work. By the end of the year, MPs officially launched the 'Green Caucus' and 'Health Caucus' as the first multi-partisan, issue-based cau-

cuses ever formed in Somaliland. Over time, as the caucuses met regularly, MPs began to review and input feedback from citizens and topical experts into debate on pending legislation. Soon, caucus members were engaging in field visits, listening to the needs of their constituents and caucus members moved to the forefront of developing new ideas to address real issues of citizen concern. They were engaging in the all-important feedback loop, being responsive, transparent and accountable to citizens. This process played out in 2013 with caucus member input into numerous pieces of legislation. For example, the Health Caucus agreed to advocate for the successful passage of the National Health Professionals Act, which fell under the jurisdiction of the Environmental Committee. Some members of the Environmental Committee were also members of the Health Caucus and worked to promote passage of this legislation by lobbying other members, a first for caucus activity in the Somaliland House of Representatives. MPs did not stop with caucus development and went on to form joint civil society-parliamentary working groups. Eventually, six legislative drafting working groups were established in cooperation and in conjunction with citizens. In 2014, three of the six working groups had submitted legislation, legislation which for the very first time originated from collaboration between citizens and the legislative branch, not the executive branch. Caucuses, field hearings and working groups have introduced the concept of citizen input into the decision making process. The program adapted to the context, but also worked slowly to change the context, bringing a new professionalism to the Somaliland House of Representatives. Context continues to be the guiding principle for IRI’s parliamentary strengthening programs in other regions of the world as well. In Peru, for example, development of parliamentary caucuses provided entree for IRI to work with members of parliament to advance gender and other issues within their legislature. IRI now shares these best practices with legislators from around the world via the House Democracy Partnership, an exchange program that brings representatives of regional legislatures together to meet with their counterparts from other countries and learn from one another. While the political context in the represented countries varies widely, what is common is the understanding of the importance of the feedback loop of citizen engagement and responsive elected officials.

s the sun set over New York on June 12, hundreds of Muslims gathered in Hudson River Park to break their Ramadan fast together. Iftar, the evening Ramadan meal, is often a joyous celebration of faith and family. But the mood that Sunday was solemn: That morning, news had broken of the ghastly massacre of LGBTQ revelers at Pulse nightclub in Orlando. A lone Muslim had allegedly perpetrated the attack. Here by the Hudson, over 200 knelt in prayer. “We’re praying for those who were lost,” one woman explained in a video circulated by the Huffington Post, her voice breaking. “As Muslims, we’re united in our outrage over this senseless act of violence.” Meanwhile, an Orlando imam condemned terrorism as un-Islamic and affirmed his belief that “Islam teaches peace.” The Florida chapter of a national Muslim group called on members to donate blood for the victims. And statements of sympathy tumbled forth from American Muslims in what CBS News called “an avalanche.” “Today, we stand in solidarity with the LGBTQ community,” said the group Muslim Advocates. “Your grief is our grief. Your outrage is our outrage.” Unfortunately, none of those touching gestures deterred Donald Trump from warning darkly that “radical Islam is coming to our shores.” In a falsehood-riddled speech following the Orlando massacre, the presumptive GOP nominee blamed the shooting on immigration and “political correctness.”

As Muslims all over America sent their sympathies to Orlando, Trump mocked his Democratic rival’s insistence that “Muslims are peaceful and tolerant people.” He accused Muslims of causing “death and destruction” by covering up terrorism in their midst (though it was later revealed that a Muslim member of Mateen’s community had reported him as suspicious). Then, in perhaps the most ominous part of the address, Trump claimed that Democrats will “take away Americans’ guns and then admit the very people

who want to slaughter us.” Muslim immigrants are the problem, he seems to be saying. And guns are the solution. If you ask me, I’d feel much safer with the crowd at Hudson River Park than anywhere near a rally of armed Trump supporters. But here’s the creepier part: For all his blathering that “we have to get smart” about “radical Islam,” Trump is stupidly playing right into ISIS’s hands. Like Trump himself, the group benefits immensely from anything that drives a wedge between Muslims and the societies they live in.

ISIS said as much itself — in plain English — in a publication detailing its plan to “destroy the gray zone” between infidels and believers. Since most Muslims seem to like living in the liberal societies of Europe and North America, ISIS propagandists have written, the only way to drive up recruitment is to make Muslims feel unwelcome there. No wonder ISIS recruiters are now featuring Donald Trump in advertisements. It’s not because they’re afraid of him — it’s because few people are working harder to make Muslims feel unwelcome than he is. Civil rights groups report that Trump’s rise has paralleled a shocking increase in hate crimes against Muslims in this country. That’s an outrage. And it’s thoroughly self-defeating. In fact, the United States has arguably the most prosperous, well-integrated Muslim population in the western world. Even as ISIS has scored a few recruiting successes among the much more marginalized Muslim communities of Europe — though even there the group falls way outside the mainstream — it’s flat-lined here. Scenes like the iftar gathering in New York, in other words, are the rule, not the exception. They’re a touching rejoinder to the toxic politics of division, and a far more accurate reflection of our Muslim neighbors than anything peddled by Trump. And, not least, they’re a much better asset in the fight against terrorism than any bullet or bomb — or any demagogue who urges his followers to reach for their guns at the first sign of trouble.

Brexit and the Diseased Liberal Mind Jonathan Cook

he enraged liberal reaction to the Brexit vote is in full flood. The anger is pathological – and helps to shed light on why a majority of Britons voted for leaving the European Union, just as earlier a majority of Labour party members voted for Jeremy Corbyn as leader. A few years ago the American writer Chris Hedges wrote a book he titled the Death of the Liberal Class. His argument was not so much that liberals had disappeared, but that they had become so coopted by the right wing and its goals – from the subversion of progressive economic and social ideals by neoliberalism, to the enthusiastic embrace of neoconservative doctrine in prosecuting aggressive and expansionist wars overseas in the guise of “humanitarian intervention” – that liberalism had been hollowed out of all substance. Liberal pundits sensitively agonise over, but invariably end up backing, policies designed to benefit the bankers and arms manufacturers, and ones that wreak havoc domestically and abroad. They are the “useful idiots” of modern western societies. The liberal British media is current awash with articles by pundits on the Brexit vote I could select to illustrate my point, but this one by Guardian columnist Zoe Williams, I think, isolates this liberal pathology in all its sordid glory. Here is a revealing section, written by a mind so befuddled by decades of neoliberal orthodoxy that it has lost all sense of the values it claims to espouse: “There is a reason why, when Marine le Pen and Donald Trump congratulated us on our decision, it was like being punched in the face – because they are racists, authoritarian, small-minded and backward-looking. They embody the energy of hatred. The principles that underpin internationalism – cooperation, solidarity, unity, empathy, openness – these are all just elements of love.” A love-filled EU? One wonders where in the corridors of the EU bureaucracy Williams identifies that “love” she so admires. Did she see it when the Greeks were being crushed into submission after they rebelled against austerity policies that were themselves a legacy of European economic policies that had required Greece to sell off the last of its family silver? Is she enamoured of this internationalism when the World Bank and IMF go into Africa and force developing nations into debt-slavery, typically after a dictator has trashed the country decades after being installed and propped up with arms and military advisers from the US and European nations. What about the love-filled internationalism of Nato, which has relied on the EU to help spread its military tentacles across Europe close to the throat of the Russian bear? Is that the kind of cooperation, solidarity and unity she was thinking of? Williams then does what a lot of British liberals are doing at the moment. She subtly calls for subversion of the democratic will: “The anger of the progressive remain side, however, has somewhere to go: always suckers for optimism, we now have

Emerging out of feminism and queer theory, this form of politics has the human body at its core, and therefore our common state of dependency on each other as human beings, our vulnerability to injury, and our need for protection and care even when there are such cruel disparities between those who can afford to inure themselves against the prevailing forces of insecurity and precarity on the one hand, and those men, women and children at the other end of the spectrum who find themselves pitching in the inflateable dinghies in the desperate hope of making it to the shore. Sometimes Butler’s texts are difficult and protracted. They require a lot from the reader who accompanies the author in her dense arguments with figures including, in her most recent volume entitled “Notes Towards a Performative Theory of Assembly,” the social and political philosophers Emmanuel Levinas and Hanna Arendt. the impetus to put aside ambiguity in the service of clarity, put aside differences in the service of creativity. Out of embarrassment or ironic detachment, we’ve backed away from this fight for too long.” That includes seeking the ousting of Jeremy Corbyn, of course. “Progressive” Remainers, it seems, have had enough of him. His crime is that he hails from “leftwing aristocracy” – his parents were lefties too, apparently, and even had such strong internationalist principles that they first met in a committee on the Spanish civil war. But Corbyn’s greater crime, according to Williams, is that “he is not in favour of the EU”. It would be too much trouble for her to try and untangle the knotty problem of how a supreme internationalist like Corbyn, or Tony Benn before him, could be so against the love-filled EU. So she doesn’t bother. Reversing the democratic will We will never know from Williams how a leader who supports oppressed and under-privileged people around the world is cut from the same cloth as racists like Le Pen and Trump. That would require the kind of “agile thinking” she accuses Corbyn of being incapable of. It might hint that there is a leftwing case quite separate from the racist one – even if Corbyn was not allowed by his party to advocate it – for abandoning the EU. But no, Williams assures us, Labour needs someone with much more recent leftwing heritage, someone who can tailor his or her sails to the prevailing winds of orthodoxy. And what’s even better, there is a Labour party stuffed full of Blairites to choose from. After all, their international credentials have been proven repeatedly, including in the killing fields of Iraq and Libya. And here, wrapped into a single paragraph, is a golden nugget of liberal pathology from Williams. Her furious liberal plea is to rip up the foundations of democracy: get rid of the democratically elected Corbyn and find a way, any way, to block the wrong referendum outcome. No love, solidarity, unity or empathy for those who

betrayed her and her class. “There hasn’t been a more fertile time for a Labour leader since the 1990s. The case for a snap general election, already strong, will only intensify over the coming weeks. As the sheer mendacity of the leave argument becomes clear – it never intended to curb immigration, there will be no extra money for the NHS, there was no plan for making up EU spending in deprived areas – there will be a powerful argument for framing the general election as a rematch. Not another referendum, but a brake on article 50 and the next move determined by the new government. If you still want to leave the EU, vote Conservative. If you’ve realised or knew already what an act of vandalism that was, vote Labour.” A coup in the making Williams and the rest of the media, of course, are not making these arguments in a vacuum. Much of the Labour shadow cabinet has just resigned and the rest of the parliamentary party are trying to defy the overwhelming democratic will of their membership and oust Corbyn. His crime is not that he supported Brexit (he didn’t dare, given the inevitable reaction of his MPs) but that he is not a true believer in the current neoliberal order, which very much includes the EU. Here is what one of the organisers (probably a shadow cabinet minister) of this coup-in-the-making says: “The plan is to make Corbyn’s job as leader extremely difficult in the hope of pushing him to resign, with most MPs refusing to serve as shadow ministers, show up on the frontbench in the House of Commons, support him at PMQs or formulate policy under his leadership.” This was presumably said with a straight face, as though Corbyn has not been undermined by these same Blairite MPs since day one of his leadership. This is not a new campaign – it has simply been forced to go more public by the Brexit vote. Labour MPs do not just want to oust a leader with massive support among party members. They have hamstrung him from

the outset so that he could not lead the political revolution members elected him to begin. And now he is being made to pay the price because he privately backs a position that, as the referendum has just shown, has majority support. The neoliberal prison The Brexit vote is a huge challenge to the left to face facts. We want to believe we are free but the truth is that we have long been in a prison called neoliberalism. The Conservative and Labour parties are tied umbilically to this neoliberal order. The EU is one key institution in a transnational neoliberal club. Our economy is structured to enforce neoliberalism whoever ostensibly runs the country. That is why the debate about Brexit was never about values or principles – it was about money. It still is. The Remainers are talking only about the threat to their pensions. The Brexiters are talking only about the role of immigrants in driving down wages. And there is good reason: because the EU is part of the walls of the economic prison that has been constructed all around us. Our lives are now only about money, as the gargantuan bailouts of the too-big-to-fail banks should have shown us. There is a key difference between the two sides. Most Remainers want to pretend that the prison does not exist because they still get privileges to visit the living areas. The Brexiters cannot forget it exists because they are never allowed to leave their small cells. The left cannot call itself a left and keep whingeing about its lost privileges while denouncing those trapped inside their cells as “racists”. undertaking three inter-related tasks. First, as though in response to an often answered question, she wants to explain to her readers how she can connect her earlier writing on gender’s performativity—the way it comes into being during the processes of being enacted as a matter of enforced repetition—with her last decade of writing on precarious lives. She also explores how our rituals of mourning and grieving that manifest most in times of war and conflict tell us as much about those whose lost lives remain un-grieved or ungrievable. That is to say, at the heart of her inquiry is a consideration of contemporary ‘biopolitics’ and the management of populations, including the awarding or withholding of various forms of statehood and their attendant protections. The second task Butler sets herself in this set of essays is to offer a series of reflections on what she calls “spaces of appearance,” and on what it means to gather and assemble in the ways we have seen from the Occupy movement to the uprisings of the Arab spring to the often silent gatherings that have occurred in places such as Gezi Park in Turkey. Finally she asks us to consider the possibilities that new publics can come into being by means of concerted actions such as these and others including, for example, the spontaneous vigils which took place in London last week following the Orlando shooting and the murder of the Labour MP Jo Cox. How are these three tasks related to one another? Butler makes the link explicit between the performativity of gender and the increasing precarity of many people’s lives. If the designation of seemingly fixed gender categories renders those who fail to inhabit these new spaces somehow

unintelligible, then they become socially disenfranchised. Impoverished, they find themselves unprotected by the kinds of provisions which are allocated as a matter of fact to those who are capable of comfortably recognising themselves within the gender binaries of male and female. In her 1993 book “Bodies That Matter,” Butler provided a compelling analysis of a documentary by Jennie Livingstone entitled “Paris Is Burning,” which focused on the voguing balls and fashion shows enjoyed by impoverished and mostly Latino transgender people—a subculture which, as is wellknown, provided Madonna with a good deal of material in the early days of her career. However as later came to light, most of the dancers were dead just a few years after the film was made, either through violent attacks or from untreated HIV. What does Butler mean by “spaces of appearance?” The ways in which gatherings and assemblies offer a critique of contemporary political culture lie precisely in their transience, their sudden appearance and disappearance. Such spaces inaugurate modes of opposition which have a prefigurative role, but they don’t necessarily rely on words and speech. They can be silent performances of lying down in the street as in the Black Lives Matter demonstrations or in Turkey, when young people, on being refused the right to assemble, stood at a sufficient distance from each other to evade the charge of being part of a crowd. Often these improvisational comings together are inflected in their critiques against the values of the neoliberal order, which requires of populations such untenable degrees of self-responsibility and which denigrate the very idea of dependency or the need for support. Butler

emphasises that these are not necessarily physical spaces so much as lines which function to permit new social relations to be established between the bodies that are gathering together, and which in so doing are able to “make a call for justice” as she puts it in her book. The publics which have the potential to be formed through these assemblies are defined precisely by the non-violence of the actions—things like hand holding, lying down, and public gay kissing as in the demonstrations that took place in Turkey last week. Without necessarily saying so out loud, these actions speak of ways of doing politics that make a claim on our vulnerability. In so doing they bring into view the everyday violence of contemporary culture which nowadays is so normalised and quotidian as to be easily tolerated or overlooked. The Black Lives Matter campaign, for example, foregrounds the seeming disposability of racialised populations that are deemed surplus to the needs of neoliberal societies. This point could not have been made more clear to me on a recent trip to Portland, Oregon—a liberal city with a left leaning population that has embraced Obamacare rather than seeing it as a good reason to vote for Donald Trump in the November US Presidential elections. Yet thousands of ‘street people’ of overwhelmingly African American origin live in states of abjection, clustered under bridges and alongside the waterfront, while joggers in their lycra carefully skirt round the trolleys of these dispossessed persons. Do these people have papers? Who in officialdom or in the social work department knows who they are? And who buries them when they die?

hina and India are not the only countries with an air pollution problem, 98 percent of cities in developing countries don’t meet World Health Organization (WHO) air quality standards according to research published by the UN body in May. Yet, although almost all cities that measure air pollution don’t meet the standards, many other cities don’t even collect air quality data. “We know that there are many cities around the world where air pollution is very bad which are not monitoring air quality,” Maria Neira, the director of the WHO Department of Public Health and Environment told IPS. The WHO Global Urban Ambient Air Pollution Database currently includes information from 3000 cities, more than double the amount previously reported. According to the latest results released from the database last week, 98% of cities in low- and middle income countries with more than 100,000 inhabitants do not meet WHO air quality guidelines. Yet, for a problem which the WHO says causes seven million premature deaths per year, there remain big gaps in data, particularly for cities in Africa. “Lack of data (is) a real hindrance for understanding air quality (in Africa),” Eloïse Marais, a Postdoctoral Fellow in the School of Engineering and Applied Sciences at Harvard University who studies air pollution in Africa told IPS. “The WHO results certainly highlight the dire need for sustained air quality monitoring,” said Marais. Particular attention should be given to African cities experiencing rapid urbanisation such as Kinshasa in the Democratic Republic of Congo, Luanda in Angola, Lagos and Ibadan in Nigeria, Nairobi in Kenya and Addis Ababa in Ethiopia, she added. By contrast to African cities, much more is known about the severity of air pollution in China and India. Deborah Seligsohn, a researcher specializing in air pollution in China and India at the University of California at San Diego told IPS says that the world’s two most populous countries measure air pollution in a large number of their cities. “The magnitude is going to be bigger than anywhere else on earth because they both have over a billion people,” she said. Both China, with 1.3 billion people, and India, with 1.2 billion, have a higher population than the 1.1 billion people living in all of the countries in Africa combined. Their high energy demands and densely populated cities also contribute to higher pollution rates, says Seligsohn. Seligsohn says that this has an upside for other developing countries, because particularly China’s experiences addressing climate change can provide useful lessons for other coutnries. “There are a lot of things China has been doing to reduce air pollution that are going to be useful for other developing countries,” she said. For example, says Seligsohn, China has found ways to considerably reduce the cost of monitoring emissions from power plants. In the United States, power stations build elevators so that workers can reach monitors which measure the emissions coming from the smoke stacks. The elevators cost a quarter of a million dollars to build, so in China they decided to build staircases instead. The staircases have proved almost as effective and cost considerably less, said Seligsohn. China has also increased its monitoring of smaller particles of air pollutions, says Seligsohn. Measuring smaller particles is important because it is the best indicator of the health impacts of air pollution, she said. “The tiny stuff goes straight through your lungs and into your blood stream and the very big stuff that is annoying and dirty you are going to sneeze and cough out.” In some cities the particles are bigger due to sand or dust in the air, just one of many differences in the types of air pollution found in different countries, which also makes it hard to rank the cities from worst to best. The causes of air pollution in cities in Africa can “include fuelwood, backup generators, kerosene, charcoal — use and production — and very inefficient cars and motorcycles,” says Marais. By comparison in China the problems are largely related to coal and the sulphur in vehicle fuel, says Seligsohn while in India, another problem is the burning of trash and the poor quality fuels that people use for home cooking. Neira said that the indoor air pollution is responsible for 4 million of the 7 million premature deaths caused by air pollution every year. In developing countries, this indoor pollution caused by fossil fuels used inside the house for cooking, heating and lighting, also contributes to outdoor air pollution, she added. As more of and more people move to cities, air pollution will increasingly become one of the world’s biggest development challenges. “It’s one of the areas of environmental health where the number of people getting sick and dying is actually increasing rather than decreasing globally,” said Seligsohn. “The number of people getting sick from dirty water has actually gone down as we’ve become better at getting people a clean water supply. But that isn’t true with air pollution, as we become an increasingly urbanised world, as there’s more industry, (more power plants, more cars),” she said. “Basically this is a global problem that we all have to work on.”

India to get over $1 bn from WB for Modi's solar goals New Delhi, JuNe 30 (ReuTeRS): The World Bank said on Thursday it would lend India more than $1 billion for its huge solar energy programme, after Prime Minister Narendra Modi sought climate change funds from its visiting head. Modi is banking on India's 300 days a year of sunshine to generate power and help fight climate change rather than committing to emission cuts like China. The World Bank loan is the global lender's biggest solar aid for any country and comes as India has set a goal of raising its solar capacity nearly 30 times to 100 gigawatts by 2020 and is attracting mega investment proposals from top companies and institutions. "Prime Minister Modi's personal commitment toward renewable energy, particularly solar, is the driving force behind these investments," World Bank President Jim Yong Kim said in a statement released after he met Modi. "The World Bank Group will do all it can to help India meet its ambitious targets, especially around scaling up solar energy." India is the largest client of the World Bank, which lent it around $4.8 billion between 2015 and 2016. Modi's office said he told Kim about the need for climate change financing

9, including 3 infants, killed in Mumbai pharmacy blaze MuMbAi, JuNe 30 (iANS): Nine persons, including three infants, were killed when a major fire engulfed a medical store in suburban Andheri here early on Thursday, an official said. Another two persons, including a fireman battling the blaze, have been injured, said an official of BMC Disaster Control. The cause of the fire - in Wafa Medical & General Stores - was unclear but it was so intense that it caught unawares all the victims from two families living above the pharmacy store. While six persons died due to suffocation caused by the toxic fumes, three sustained severe burns and succumbed, said the official. The two injured were rushed to the nearby Cooper Hospital at Juhu and discharged after treatment. The pharmacy is situated in a chawl on the busy Juhu Gully in Andheri West and went up in flames around 6.15 a.m. The devastating conflagration, prima facie believed to be caused by a short-circuit in the wiring system was brought under control within an hour by the fire brigade, the official said. Those dead were identified as Husaif Khan (eight months), Tubah Khan and Altamas Khan (both three months old), Shagun N. Khan, 52, Siddik Khan, 35, Rabil Khan, 28, Umi Hami Khan, 5, and Aliza Khan, 4, besides 28-year old Sofia Khan who succumbed in Kasturba Hospital. A fireman who sustained burns, Avinash K. Singhankar, 45, was given medical treatment, the Disaster Control said. According to investigators, the dawn blaze occurred in the ground floor pharmacy quickly spread to the two upper floors of the chawl, engulfing the sleeping victims. It is also suspected that a small internal staircase connecting the two floors trapped the residents of the two families and led to the nine fatalities in such a short time.

Pak asks India for more evidence on 26/11 Mumbai terror attacks iSlAMAbAD, JuNe 30 (iANS): Pakistan on Thursday demanded more evidence from India on the 26/11 Mumbai terror attacks in order to bring the case to its "logical end", the Foreign Office spokesperson said here. "Foreign Secretary Aizaz Chaudhry has written a letter to concerned authorities across the border and has demanded further details regarding the evidence linking Pakistan to the attacks," spokesperson Nafees Zakaria said, adding that "Islamabad would bring the Mumbai attacks case to its logical end." Zakaria said the response from the Indian side is still awaited. But the spokesperson did not elaborate when exactly the letter was written. Pakistan had arrested seven Lashkar-e-Toiba linked terrorists, including presumed mastermind of the 26/11 attacks Zakiur Rehman Lakhvi, for their role in the 2008 attacks in which 166 people were killed and over 350 injured. Lakhvi, who is living at an undisclosed location in Pakistan, was released from jail on bail last year. The other six suspects are lodged in a Rawalpindi jail. India has been urging Pakistan to complete the trial at the earliest. It has said that enough evidence has been shared with Islamabad to prosecute the accused. However, Pakistani officials say India has not provided enough evidence needed to successfully complete the trial. Responding to Indian Prime Ministers Narendra Modi's interview to the TimesNow news channel, Zakariya said the civil and military leadership of Pakistan were on the same page. "The Pakistani nation feels proud of its armed forces." Modi in his interview to the TV news channel earlier this week asserted that there were different types of forces operating in Pakistan and it was difficult to ascertain whom to engage in dialogue. Meanwhile, the Foreign Office spokesperson said that the only way to resolve tensions between India and Pakistan was through dialogue. He stated that Islamabad was ready to hold dialogue with New Delhi. "It has been said many times earlier that peace talks is the only way forward for relations between Pakistan and India," he said.

New Delhi, JuNe 30 (AGeNCieS): Britain's exit from the European Union has led to "economic uncertainty which is not good but India seems to be doing quite well," World Bank President Jim Yong Kim has told NDTV in his first comments since Brexit. In an exclusive interview to NDTV, Dr Kim, who met Prime Minister Narendra Modi earlier today in Delhi, said he was concerned by the uncertainty in the world economy. "The uncertainty has led to fluctuations in currency, we see that UK has been downgraded two notches by one of the ratings agencies and this is very serious...to go down two notches at the same time. I am concerned, but unfortunately, right now we don't know which direction it's going to go." He also cautioned countries on turning "inward", saying multilateralism is critical. "Multilateralism is one of the great hopes for peace and prosperity. If you want to tackle inequality, you cannot have closed borders," he said. Dr Kim, however, held out hope for India, predicting "slightly higher

growth" next year. He said: "India seems to be doing quite well. India has been growing rapidly. Its connections to UK is of course very strong but economically there was a one-day blip in the stock market but then now things have now seemed to calmed down. So it is good news for India." Asked on GDP numbers, which some economists have questioned, Dr Kim said: "We are as close to these numbers as anyone and this is not an exact science, and there is no physics in this. There are many people who question China's growth numbers. There are many people who question everybody's growth numbers. This is not a mathematical, scientific, exact snapshot. It is taking many indicators and then in a consistent way doing the best we can to make an estimate." On the exit of Reserve Bank of India (RBI) Chief Raghuram Rajan, the World Bank Chief said he did not believe it would impact India's policy. "I think both Raghu and PM Modi and the government have been communicating very effectively about it. He

was a great central bank governor, tremendously respected. Respected as an academic before he came to reserve bank and then respected in how clearly he communicated in the things that he did. What I have heard from talking to PM Modi and members of his team is there is not going to be much of a change. They are going to continue to have independent central bank governor, an independent central bank... and the policies that have led to good outcomes so far economically will continue." The World Bank Chief had huge praise for the prime minister as he said: "PM Modi has set some incredibly difficult targets for his team and what I have seen is that along with us there is just an all-out effort to reach those targets. A couple of examples, the cleaning up of the Ganga, this is a huge project and they are moving much faster than I thought they ever would be able to. Swachh Bharat is one of the most important programs for India, not just for sanitation but for the health of young children for example, that's moving much more quickly than we had ever thought."

Centre asks depts to publish most sought-after RTI info New Delhi, JuNe 30 (PTi): Seeking to reduce Right to Information applications, all central government departments have been asked to put in public domain information that is frequently sought by citizens under the RTI Act. They have also been asked to set up 'Information and Facilitation Centres' (IFCs) to provide printed publications to citizens mentioning the categories of information that are frequently being sought under the RTI. The latest directive is based on the recommendations of a committee formed by the government to look into the scope of suo motu disclosure of governance-related information by the central government departments.

The Department of Personnel and Training (DoPT) has asked each public authority to set up a committee comprising officials with rich experience of dealing with RTI applications and appeals to identify the categories of such information. "Such information must be disclosed in the public domain to make it more user-friendly and should also be reviewed at regular intervals," it said in an order to all ministries. The DoPT has said the task of undertaking transparency audits may be given to the respective training institutes under each ministry or department and across the states and union territories. The public authorities shall

constitute consultative committees consisting of office-bearers of key stakeholder, association on rotational basis to have a systematic and regular interaction between the officials of the public authorities to advice what information to be uploaded as suo motu, it said. The IFCs may be set up in each public authority, where public dealing is involved to educate the citizens about the information or documents available on the website of the department concerned and to provide printed publications to them the categories of information that are frequently being sought under the RTI Act and provide copies of information as per RTI rules, the order said. Information on the website

must be organised in form of searchable and retrievable database to enable people to access the records. The nodal officer of each public authority should be made responsible for this, the DoPT said. It said that website and other medium and publication of each public authority, relating to Section 4 (which deals in voluntary disclosure of governance-linked information) compliance must carry the date (where appropriate for each bit of information) on which the information was uploaded or printed. A committee of experts consisting of A N Tiwari, former Chief Information Commissioner and M M Ansari, Information Commissioner of Central Infor-

mation Commission was constituted to recommend, inter alia, measures to further strengthen implementation of Section 4 of the RTI Act, 2005. The committee had submitted its report which was accepted by the government and an order was issued in June last year to all public authorities to follow its recommendations. Thereafter, DoPT has issued instructions to all public authorities in that they must make an analysis of information which is sought most often from applicants and provide it on their website as suo motu disclosure. The RTI Act empowers a citizen to seek time-bound reply to their query on governance-related matters.

Lesbians, gays and bisexuals are not third gender, says SC New Delhi, JuNe 30 (iANS): The Supreme Court on Thursday said that lesbians, gays and bisexuals are not third gender and refused to modify its May 15, 2014, order recognising transgender as the third gender. Taking exception to the Centre approaching the apex court for modification of its May 15, 2014, order, the bench of Justice A.K. Sikri and Justice N.V. Ramana said that it was abundantly clear from its 2014 verdict that lesbians, gays and bisexuals were not transgender. The bench said this as Additional Solicitor General Maninder Singh told the court that it was not clear from 2014 verdict whether lesbian, gays and bisexuals were transgender or not. Singh urged the court to clarify the position on the point. Disposing of the Centre's application for clarification, the bench said "No clarification is required" and asked Singh, "Why should we not dismiss the application with costs." Appearing for the transgender activists, senior counsel Anand Grover said that for two years the government has not

implemented the order of the top court, saying that it (Centre) needed clarification whether lesbian, gays and bisexual were clubbed with transgender. The apex court had by its May 15, 2014, verdict recognised transgender as the third gender, extending them reservation under backward classes in jobs, education and health care. The court had held that transgender enjoyed all the rights under the Constitution which are enjoyed by the citizens' identifiable gender. The court by its 2014 verdict had said, "At the outset, it may be clarified that the term transgender is used in a wider sense, in the present age." "Even gay, lesbian, bisexual are included by the descriptor transgender. This has come to be known as umbrella term which includes gay men, lesbians, bisexuals, and cross-dressers within its scope." Sushma calls for UNSC reforms, terrorism elimination New Delhi, JuNe 30 (iANS): External Affairs Minister Sushma Swaraj on Thursday called on BRICS nations to work together for UN Security Council reforms and be united in the fight against terrorism. Duterte sworn as Philippines president, rails against crime MANILA, JuNe 30 (ReuteRs): Rodrigo Duterte was sworn in as the Philippines’ 16th president on Thursday, capping an unlikely journey for a provincial city mayor whose brash man-of-the-people style and pledges to crush crime swamped establishment rivals in May’s election. After making his pledge at the presidential palace in Manila, with one hand on the Bible, Duterte delivered a short speech in which he promised a “relentless” and “sustained” fight against corruption, criminality and illegal drugs. However, he said these ills were only symptoms of a virulent social disease cutting into the moral fibre of society. “I see the erosion of the people’s trust in our country’s leaders, the erosion of faith in our judicial system, the erosion of confidence in the capacity of our public servants to make the people’s lives better, safer and healthier,” he said. One suicide car bomber struck one bus at the middle of the convoy, forcing the vehicles to stop,” witness Mohammed Karim told Xinhua. “The second bomber arrived and detonated his car bomb roughly 20 minutes later after arrival of rescue teams and people.” Sediq Sediqqi, spokesman of the Interior Ministry, told local media that at least 30 people were killed and 58 others wounded. “More details will be released to media later in the day after an ongoing investigation,” he said. There was also no immediate response to requests for information from Australia’s Department of Foreign Affairs and Trade. seOuL, JuNe 30 (ReuteRs): North Korea’s parliament awarded Kim Jong Un a new post on Wednesday, adding to a long list of titles for the young leader. Kim was made chairman of the State Affairs Commission, a new body established under a revised constitution adopted by the parliament and which replaces the powerful National Defence Commission, state media reported on Thursday. His full title is now the Dear Respected Comrade Kim Jong Un, Chairman of the Workers’ Party of Korea, Chairman of the State Affairs Commission of the Democratic People’s Republic of Korea and Supreme Commander of the Korean People’s Army. Kim, believed to be in his early 30s, attended

the assembly meeting on Wednesday. He also holds the rank of marshal in the North Korean military, and is more usually referred to as “our marshal” in propaganda and common parlance. The parliament meets once or twice a year to formally approve budgets or policies set out by the ruling Workers’ Party, which has increased in prominence under Kim. The assembly also has the authority to grant Kim new titles or positions within North Korea’s opaque leadership structure. Chan School of Public Health said their research represented the first in-depth study of the economic impact of poor early growth in low- and middle-income countries. Progress in improving early childhood physical development has been slow compared to the significant achievements in reducing under-five mortality rates, the report said. The Harvard scientists arrived at the $177 billion figure after looking at indicators for the 123 million children born in 2010 in 137 low and middleincome countries. The estimated reduction in earnings due to poor early growth was largest in South Asia where children born in any given year can expect to lose $46.6 billion in potential earnings over their lifetimes, followed by Latin

America ($44.7 billion) and subSaharan Africa ($34.2 billion). Countries with the most to gain in terms of future incomes were India ($37.9 billion), Mexico ($18.5 billion), and China ($13.3 billion). The report’s author, Gunther Fink, said strategies to improve child growth included improving antenatal care, encouraging mothers to exclusively breastfeed for at least six months and providing micronutrients for children. Improving handwashing would also boost development by helping to prevent diarrhoea which reduces the absorption of nutrients, said Fink. Grand Challenges Canada, which is funded by the Canadian government, champions innovations designed to have a big impact in global health. Its Saving Brains programme supports new approaches for nurturing early brain development.

At an individual level I had experienced no association of particular interest with Mr. Swu. The one and only occasion I happened to meet him was in the year 2002, during one of the Peace Consultations held in the Hotel Alexander, Bangkok, where I went as a part of the Naga delegation, representing my tribe. One day during the brief recess of our marathon consultation, I was introduced to the collective leadership as a lone delegate from Pochury community. On hearing the name Pochury he walked over to me and said, “Brother Rümatho, you must take care of our Pochury people.” He shared some other concerns as well but these words have stuck to my mind to this day.

Frenchman Agnel set the world record for the 400m freestyle in 2012, but Iceland's coastline is more than 10,000 times longer than the 200 metres swims he specialises in these days. As he was not in his best physical form for the last two years, I would advise him often as a doctor on how to take care of himself better. I suggested him two things saying, “Brother, instead of gospel programmes every week make it on alternate weeks and then do some brisk walking exercise every morning.” Then he would reply saying, “Brother, so many invitations are coming and I cannot say ‘no’. Even for next year, I have some programmes booked already. Then every morning before I wake up, people are waiting for me for prayer, so where in my time for exercise?” At the beginning of each year he would call me and say, “Brother this year I want to bring one lakh souls to God so please pray for me. I do not want money, fame or anything. I just want to live long and win souls.” Such was the commitment of this great man of God whose entire passion was soul winning. The last time we went together for a gospel programme at Tadubi in Mao area along with IEF team of young preachers, Achet and Akumla in the first week of April, 2015, he collapsed in the bath room. But he recovered after IV drips were given and he was able to preach with his undaunted spirit and many souls were saved. During the crusade a cancer patient who was bedridden was prayed for and he was able to get up and walk after the prayer. Early part of this year a big crusade was conducted at Pangsha near Myanmar border after which he travelled non-stop to Mokokchung for nearly ten hours. This was not the only one but often he travelled several hours even late at night for gospel programmes which was responsible for wearing him out so fast. He did not count his life dear to him for the sake of the gospel. I came to know this great man of God in the year 1985 when I was working in Tuensang Civil hospital. He preached in the local ground about brevity of life and the need to prepare for our eternity. Many were touched and gave their lives to Christ. From that day I knew he was a very special instrument of God. I had the great blessing of associating with Rev Lano for the last many years

as prayer partners and working together in gospel programmes. He was so happy when he was able to go to Jerusalem and preach in a church last year and he was so keen to share with me about Jerusalem. But alas, we could never get the chance to listen to his Jerusalem story. Among many preachers I know, Rev. Lano was very unique and special. I think he was great and powerful because he was so humble and had a compassionate heart for sinners, filled with special anointing power of the Holy Spirit, convicting sinners and comforting the broken hearted. He would often preach on love, compassion and manifold blessing of God for believers and would ask the congregation, “Is not that wonderful, why not give your heart to Jesus?” The appeals were so powerful and penetrating that most listeners in the congregation would give their lives to Christ. Today even many believers are sceptical about the miracle working power of the Holy Spirit. But Rev. Lano was in full operation in the power of the Holy Spirit. He shared with me about many miracles that took place in his ministry including raising the dead. Years ago in Bodoland a mother brought her dead child from a distance of 3 hours journey hoping to be raised through the prayer of Rev. Lano during the crusade. After the prayer the child was raised and there was a mighty act of conversions by seeing the miracle. On 24.8.2014 in Mon Town, the wife of one Mapung Konyak was raised from death when he prayed- “Lord if it is your will please raise this woman so that people of Mon Town may believe in the power of God.” And there are many more to narrate but here space and time will not permit. Surely Rev. Lano was a very special messenger God sent during our times for a very special purpose. Only how we all wish he could live for another ten years to bring many more souls to the kingdom of God. ndeed a delight for soccer fans to be able to witness back to back football tourney in the ‘Copa America Centenario’ and the ‘Euro Cup’.The euphoria and fervor triggered in fans with the onset of the Copa America Centenario contest has but intensified, with the Euro Cup closing in for a podium finish. Still for those fans asserting a rightful position for their dream teams, having made exits in the group stages, may hope for redemption at ‘Rio Olympics’. Brazil, for that matter, would be the choicest destination for any sports enthusiasts to pursue their idols/teams, as they compete for greater glory in the biggest sports extravaganza. Seldom do residents of a country congregate for a cause, as is willfully done in support of a team or an athlete representing the country at a world stage. The significance of representation cannot be gauged in terms of importance, irrespective of the level or stage, but one can imagine the joy and pressure of competing at the world stage on the country’s behest. Incidentally, only few field incorporates people from all walks of life, religion, sex, creed or flair as is accommodated in the field of sports. It is one field wherein people do not judge the other for want of stature, education, appearance or background. So porous and unattended it is that the arena, in its existing form has become a safe haven for many wrongdoings. This just depicts the status games and sports have in our society at the moment. Games once hosted responsibly and with immense pride by khels, students unions, district sports associations’ etc.has faded with time. So has the culture of inter-village, range and district level competitions. Same applies to school and college sports meet, which has become more of a routine nature. I feel it’s high time the spirit of games and sports is revived and potential picks encouraged and supported to pursue the same full time. It is also time for our sports ministry to initiate proactive steps to provide our youth the representation required, because without necessary platform talent alone may not thrive. We aren’t aspiring or looking at results in a jiffy but spadework for times to come and it is certainly achievable if our sports ministry feels responsible in giving Nagaland an identity in the field of sports. During the interview, Depp revealed that he stumbled into acting while trying to pursue music as a teenager, reports people.com. "I've (been a musician) since I was little. I have played since I was 12. I started playing clubs when I was like 13 in Miami," Depp said. "I needed to pay rent. Somebody said, 'Why don't you go meet an agent. My agent is with Nick Cage,' so she sent me on an audition for something and I got it," he added. Depp said it wasn't until his band broke up that he considered acting full-time. "It seemed like a good way to pay the rent for a minute," he said. 'Kriti' plagiarism case: Now, Nepali filmmaker's 'BOB' also removed from YouTube

oon after Shirish Kunder's psychological thriller film Kriti was taken down from YouTube, it is now being reported that Nepali filmmaker Aneel Neupane's short film BOB from which the former has been allegedly lifted, has also been taken down. In the plagiarism controversy surrounding the plot of Kriti, the makers have come out with an official statement. The producers of Kriti, Muvizz.com, have already initiated legal proceedings against Neupane and also plan to file a defamation suit against him. The makers have asked Neupane to substantiate his allegations with facts which he has apparently failed to. So far, Neupane has also not replied to the legal communication by the makers of Kriti. The producers of Kriti further state that BOB was initially released online with a private key to the director's close friends, none of whom are known to anyone involved in the production of Kriti to the best of their knowledge. If otherwise, they would like to know who amongst

those with access shared the private key and more importantly to whom was it shared with. The statement also says that they have extensive proof of the fact that Kriti was shot in February 2016 while BOB was published on YouTube in May 2016. Hence the allegations that Kriti is copied from BOB just because it released a month later on YouTube is ridiculous. The makers have added that the takedown of films from YouTube only proves that the matter is being investigated, and not that the makers are at fault. In the light of above stated facts, the makers have expressed their conviction in their fans and believe that they will not be wavered by such frivolous allegation, but lend their support to Kriti in making it a bigger success. Richards said it looked at an era when it felt like "time to push limits". The 72-yearold will also "hand-pick" two nights of films and live performances on BBC Four. Keith Richards' Lost Weekend will run in September and feature an interview with the Rolling Stone each night, in which he will explain his selections. Shastri, Ganguly should have minded their language

NEw DElhI, JUNE 30 (IANS): Ravi Shastri feels that Sourav Ganguly has shown disrespect to the process of selecting the national chief cricket coach by staying out of the interview board when he made his presentation while the latter has hit back questioning why he was not present in person. Both used words that could have been kept out of civil conversations, but each wanted to prove that the other was cheeky. Understandably, Shastri is disappointed at not getting the job after, in his own words, making a decent job of it as India's team director in the "difficult last 18 months". The board's advisory committee of Sachin Tendulkar, Sourav Ganguly and V.V.S. Laxman, with former board secretary and Madhya Pradesh captain Sanjay Jagdale as convenor, felt that former captain Anil Kumble was better suited for the job than Shastri and others who had applied. In the whole episode, the board has come out in a poor light. It could have avoided the controversy by simply asking

All those who sang paeans in praise of Shastri are now gung ho about taking the field under Kumble. The batsmen think Kumble, as a bowler, is in a better position to help them and the bowlers feel their ability will go up a notch under his attentive eye. The way to go in Indian cricket!
